Upon receipt of that I wrote the Secretary of War the following letter:--

I saw Mr. Chase, the Secretary of the Treasury, and I told him the same thing.
With many expressions of personal friendship, he insisted that I should accept my promotion, and he said further that it was intended to put me in command of one of the most important departments of the United States, including Fortress Monroe and Norfolk,--the Department of Virginia and North Carolina.
On the 18th I got the following order from General Scott:--
