But the agitation at Rome was still smouldering, and at the same time a certain respect for Galba's presence blunted and delayed the spirit of revolution, and the absence of any manifest occasion for a change repressed and kept under cover, somehow or other, the resentment of the soldiers. But the army which had formerly served under Verginius, and was now serving under Flaccus in Germany, thinking themselves deserving of great rewards on account of the battle they had fought against Vindex, and getting nothing, could not be appeased by their officers.
