Free Negroes, from other counties, are no longer to be allowed to visit Richmond, for trading or otherwise, unless they first obtain certificates of good character from the justices of the county in which they reside, which certificate is to be endorsed by the Mayor. If found here under other circumstances, the police are required to arrest them, and the Council has authorized the Mayor to punish them by stripes. This ordinance, just adopted by the City Council, if rigidly enforced, will do more to rid Richmond of straggling free negroes from all sections of the State than any other step that body could have taken.
