From North Carolina.

Raleigh, December 16.
--The bill to raise ten thousand troops for State defence passed the second reading in the House to-day. The troops are to be taken from those liable to conscription. The vote was close. A preamble, disclaiming any intention to come in conflict with the Confederate Government in this matter, was voted down.

No fighting up to one o'clock to-day. The telegraph is under military surveillance.
