The opinions in England.

--Sir John Packington, in a recent speech, said he thought the time had come when England, France, and possibly Russia, ought to offer mediation in America on the basis of separation, and on a clear understanding that, if their mediation is not accepted, recognition must follow.

Sir E. Bulwer Lytton, in a recent speech, said he looked upon a restoration of the Union as impossible, and thought that slavery would not long survive the separation.
