The Western Telegraph Line.

Louisville, Aug. 31.
--Secretary Cameron has proposed to the managers of the Southern Telegraph Line from this city to place a portion of the line in Kentucky in charge of Anson Hagar, thus allowing to Kentucky telegraphic privileges. The management here refuse, but will allow a censor to be placed at Bowling Greene.

The managers of the Southern railroads say that travel is uninterrupted.
