The Federalists had made considerable gains. The South and West were solid, 89 Republican; New England was nearly solid, 43 Federalists to 8 Republicans. The chief Federalist gain was in the Middle States, which stood Federalist 46, Republican 31. The thirty votes of the four new Western States, exchanged from one side to the other, would insure victory. The war was a sectional measure.

Let us now revert to the condition of Florida. It has already been related that West Florida was occupied by the United States under the claim that it was a part of Louisiana, the said claim to be adjusted by friendly negotiation. Just before the war, however, Congress asserted permanent jurisdiction by annexing the portion west of Pearl river to the State of Louisiana. This act was approved April 14, 1812.
