The gunboat Little Rebel, at New Orleans, is very small, well protected against shot, very swift, burns very little coal, and is much needed here for despatch boat, picket boat, etc. Can she be ordered up? I suggest that Governor Harris be requested to call out the militia in the four surrounding counties, and order them to report here, in case of an attack. Acting entirely on the defensive alone has produced the worst effect. General Pope replies to the proposition for an exchange that he thinks there will be no difficulty in effecting an exchange at a more convenient time. I learn our men have been sent to Columbus, Ohio, and other places.
