The force bill in Congress.
The following is the bill proposed by Mr. Stanton in Congress:
Be it enacted by the Senate and House of Representatives of the United States of America, in Congress assembled, That the provisions of an act approved the 28th February, in the year 1795, entitled "An act to provide for calling forth the militia to execute the laws of the Union, suppress insurrection, and repel invasions, and to repeal the act now in force for those purposes," and of the act a e it." [Applause.]
Mr. Howard, of Michigan, characterized the remarks of Mr. Bocock as mere clap-trap.--The appeal of the gentleman from Virginia was designed for his State, so that it might operate on the minds of the delegates to their Convention, which was now in session.
He was not willing to let the seceding States go peaceably.
He was unwilling to give any guarantee, or to make any compromise.
On motion of Mr. Stanton, the bill was made the order of the day for Tuesday next.

The following is the bill proposed by Mr. Stanton in Congress:
Be it enacted by the Senate and House of Representatives of the United States of America, in Congress assembled, That the provisions of an act approved the 28th February, in the year 1795, entitled "An act to provide for calling forth the militia to execute the laws of the Union, suppress insurrection, and repel invasions, and to repeal the act now in force for those purposes," and of the act approved the 3d day of March, in the year 1807, entitled "An act authorizing the employment of the land and naval forces of the United States in case of insurrections," are hereby extended to the case of insurrections against the authority of the United States.
Sec. 2. And be it further enacted, That the President, in any case in which it may be lawful to use either the militia or the military and naval force of the United States for the purpose aforesaid, may accept the services of such volu
