Nays.--Mr. Thomas of Henry--1. The bill authorizing the pardon of the slave Tom, and to restore him to his owner, was also passed. The Senate then proceeded to the execution of the order of the day, the bill to amend the charter of the Winchester and Potomac Railroad. Mr. Carson, of Frederick, addressed the Senate in favor of the bill. Mr. Wickham moved to indefinitely postpone its further consideration, and upon this question the ayes and noes were demanded. resigned my seat in the Convention previous to the late extra session, had I not supposed my practical acquaintance with the wants of our army might be of use in that body; but as it has no longer cognizance of those matters, that reason for my retaining the seat does not obtain. I cannot thus (in all probability forever) sever the connexion which has for some time existed between you and myself, without expressing to you, my countrymen of Henrico, who have been ever ready with your kindness to me, and to you, my almost more than countrymen of Henrico, who have bestowed favors upon me of which my children's children will be proud, my most grateful sense of the obligations under which you have placed me; and, as some return to you, it gives me satisfaction to be conscious that on all occasions, as your representative, I have devoted my every energy to advance what I believed to be your best interests.
