ork News. A "rebel mail carrier" was captured by the Yankees near Culpeper, Va., on the 16th inst. A large quantity of letters to prominent officers in the Southern service were found in the mailbag, also about ten thousand dollars in Confederate bonds. The carrier said his name was Granville W. Kelly. A bill to repeal the "Personal Liberty Law" of Wisconsin was passed by the Assembly of that State, on the 13th inst., by a vote of fifty-one ayes to twenty-five noes.
