The Madrid Correspondencia says the Spanish Government has resolved to send representatives to the Congress, but some Spanish journals look coolly on it. It is asserted that Austria will give no answer till the resolution of England is known. Napoleon had invited fifteen Governments to take part in the European Congress proposed in his recent speech. The project excited an unusual degree of interest, with a considerabconsternation in most of the capitals.
