Commissioner Ould, regarding the proposition as dictatorial, declined the exchange suggested, but sent down Major Von Wetzell, of Pennsylvania, in exchange for Major Jones. Mulford, the officer in charge of the flag of truce boat, declined making the exchange, and as the Yankee the proposition as dictatorial, declined the exchange suggested, but sent down Major Von Wetzell, of Pennsylvania, in exchange for Major Jones.
