The North had been usually governed by a deputy, appointed by the governor of South Carolina, Spotswood, Ms. and Thomas Cary obtained a commission in the wonted form. The proprietaries disapproved the appointment, and gave leave to the little oligarchy of their own deputies to elect n, and which, in Virginia, even royalists condemned as unjustifiably severe.
