During the summer, prominent Texans at Washington had been soliciting the secretary to assign General Johnston to command the Southwestern Department. Finally, on the 1st of November, the adjutant-general informed General Johnston that the secretary had given orders to that effect, and wished to see him as soon as convenient. He was at the same time apprised, by telegram and letter, of October 30th, that General Scott desired to send him to California to take command of the Pacific coast. On November 2d General Scott addressed an official communication to the adjutant-general to that effect. When General Johnston reported to the Secretary of War, he had made up his mind, as he subsequently informed the writer, not to go to Texas. If the State seceded, and the Federal Government did not promptly accommodate the questions thus started, a collision would probably occur. In this

in were without lock or stock, much worn, and utterly worthless; and these weapons, generally fowling-pieces, squirrel-rifles, etc., were very poor in quality, even when put in order. The reports and inspection returns make it evident that, during most of the autumn of 1861, fully one-half of General Johnston's troops were unarmed, and whole brigades remained without weapons for months. Terry's Texas Rangers, one of the best-equipped and most efficient regiments at the front, report, October 30th, twenty varieties of fire-arms in their hands-shot-guns and Colt's navy six-shooters being most numerous. Other regimental reports show a similar state of things. This one circumstance, with the resulting confusion and diversity in ammunition, will indicate to any soldier a fruitful source of inefficiency and confusion. Orders to parole you and your men will be issued, Colonel Mulligan, without unnecessary delay. The only officer or man that was not paroled, and the only one who was taken South, was Colonel Mulligan. Colonel Mulligan was held as a prisoner until the 30th of October, being accompanied by his wife, who had been an eye-witness of the siege from the town. They journeyed in General Price's private carriage, and (Mrs. Mulligan says) received every possible courtesy from the general and his staff. The hammering business had been hard on the hammer. If these conclusions seem to rest too much on estimates (although in every case inductions from unquestioned fact), let me offer the solid testimony of General Grant in his official report of November 1, 1864. He gives the casualties in the Army of the Potomac from May 5th to October 30th as: killed 10,572; wounded, 53,975; missing, 23,858;--an aggregate of 88,405, a result far more striking than those adduced, and more than confirming the statement of our losses as by far exceeding the whole number of men in Lee's army at any time in this last campaign. Beauregard. If he were a candidate, I am pretty certain he would be elected. October 30 I understand a dreadful quarrel is brewing between Mr. Benjamin and Gen. Beauregard. Gen. B. being the only individual ever hinted at as an opponent of Mr. Davis for the Presidency, the Secretary of War fights him on vantageground, and likewise commends himself to the President. The Charleston Mercury has some strictures on the President for not having Breckinridge in Kentucky, and Price in Missouri, this fall. They would doubtless have done good service to the cause. The President is much absorbed in the matter of appointments. Gen. Wise was again ordered down the Peninsula last Saturday; and again ordered back when he got under way. They will not let him fight. October 30 The Commissary-General is in hot water on account of some of his contracts, and a board of inquiry is to sit on him. The President has delayed the appointment of Gen. E. Johnson, and Gen. Echols writes that several hundred of his men have deserted; that the enemy, 10,000 or 15,000 strong, is pressing him, and he must fall back, losing Charleston, Virginia, the salt works, and possibly the railroad. He has less than 4000 men! But we have good news from England — if it be true.

He says the cotton proposed to be used, in the Southwest will either be burned or fall into the hands of the enemy; and that more than two-thirds is never destroyed when the enemy approaches. But to effect his object, it will be necessary for the Secretary to sanction it, and to give orders for the cotton to pass the lines of the army. The next was from the Secretary to the President, dated October thirtieth, which not only sanctioned Colonel Northrop's scheme, but went further, and embraced shoes and blankets for the Quartermaster-General. Lee has written three letters to the department, dated 30th and 31st October. 1st, complaining of the tardiness of the Bureau of Examination, and the want of efficient officers; 2d, complaining of the furloughs given Georgia officers as members of the legislature, causing a brigade to be commanded by a lieutenant-colonel, etc.; 3d, relating to an order from the Secretary to respite certain deserters, condemned to execution.
