Congress yesterday. C. S. Senate, April 1st. --Joint resolutions to pay Deputy Marshals for taking the Texas census in 1860 were printed; also bill to establish supernumerary offices in the Commissary and Quartermaster's Departments. Joint resolutions recommending an inquiry into the propriety of raising the salaries of Department Clerks, &c., war reported, with a recommendation that it do not pass. The following bills were passed: Authorizing the Secretary of the Navy to appoint clerks to the Commandant and Quartermaster of the Marine Corps; for the establishment and equalization of the grade of officers of the Navy; prohibiting the punishment of soldiers by whipping; for the establishment and organization of the Army of the Confederate States; amending the act relative to the sequestration of the estates of alien enemies. The bill regulating the fees and compensation of District Attorneys was reported on adversely. The Committee on the Judiciary was dis
