in assessing the value of first-class artillery and wagon horses and mules at eight hundred dollars, we designed that the term should be accepted and acted upon according to its obvious common sense in other words, that they should be selected and then impressed accordingly as their working qualities and to army service, together with their intrinsic value, would warrant a judicious purchaser in considering them as coming within the contemplation of the Commissioners when they assessed the average of such horses as the Government needed at eight hundred dollars. But cases might arise, however, when the public exigencies would be so urgent as to demand that all horses at hand should be impressed.-- ordinary circumstances, when family or extra blooded horses, or brood mares of admitted high are impressed, we respectfully suggest to the Secretary of War to have instructions forwarded to the officers to propose and allow the owners to substitute in their stead such strong, sound and horses or mules as shall be considered and valued by competent and disinterested parties as first artillery horses or first-class wagon mules.

the term average value per head is in contradistinction to a fixed and uniform Price for each horse or we supposed that, in impressing a number of horses or mules, whether owned by several persons individual, some might be estimated at $600, and others at different advanced rates, according to their worth, up as high as $1,000 --thus making an average value or Price for a number of good, sound and horses or mules, $800 each.

in illustration of our views, we will add that a horse with only one eye sound might, in all other classed as a first-class artillery horse, yet the loss of one eye would justly and considerably his value. So a horse from ten to eighteen years of age might be deemed in all other particulars as artillery horse, but, of course, however efficient and able to render good service for a year or yet his advanced age would justly and materially impair his value. Any horse, however he may the standard of a first-class artillery horse, must, according to deficiencies, fall below the maximum and as few, comparatively, come up to the standard, and are therefore entitled to the maximum so, of course, in all other instances the Price should be proportionately reduced as imperfections Price them below the standard of first-class, &c.

the first quality of Sorghum Molasses is the consistency of honey and free from all acidity to the taste, but second and inferior qualities of Molasses should be reduced in Price from ten to twenty per cent., as they fall before the standard of first quality.

Revision of the Schedules of February and March last.

Since the adoption of our last Schedule, for the months of February and March, the financial bills passed by Congress taxing the currency have seriously impaired the value of the old issues of Confederate Treasury notes. At this juncture, large numbers of horses and mules were impressed and paid for in a currency which was, in a few days thereafter, to be taxed thirty- three and one-third per cent.

The Board of State Commissioners having adjourned, and one of its members being out of the State, it could not be convened in time to review our schedule of prices. Under this state of facts, we have re-examined and re-arranged our tariff of prices so far as we have been advised of recent impressments, proposing, in this mode, to remedy any diminution of valuation which may have resulted from the action of Congress upon the currency. Therefore we assess the average value of artillery or wagon horses or mules impressed since the passage of the currency bill, of the 17th of February last, at six hundred dollars.--This award will entitle each person to receive higher compensation accordingly as each horse or mule recently impressed may be considered as being a first, second, or third-class artillery or wagon horse or mule, whether the parties appeal to our Board or not; and the impressing officers and agents should forthwith

call on all those persons of whom they impressed horses or mules and propose a settlement upon the foregoing basis; but allowing to each person only such prices as first, second and third- class artillery or wagon horses or mules may have been estimated at by the local or county appraisers, assuming our average appraisement of six hundred dollars as a fair medium valuation. This, then, would allow a maximum price of eight hundred dollars, and a minimum price of four hundred dollars, making six hundred dollars the average price — thus allowing more for first-class horses or mules and proportionately less for the inferior as they may fall below the grade of first-class. The county appraisement will be the guide in making these settlements, but within the limits of our maximum price of eight hundred dollars and our minimum price of four hundred dollars. This plan would perhaps be most satisfactory to the people. For whatever price the county appraisers agreed upon should be deemed fair within the range of our minimum price of four hundred dollars and our maximum price of eight hundred dollars; payment of whatever amount awarded to be made in the new issue of Treasury notes.

The impressing officers in those instances where there were no arbitrators or local appraisements for horses or mules impressed, should, in all such cases, themselves re-estimate the value of horses or mules thus impressed, and allow in each case such additional compensation as would, within the limits of our schedule rates, appear just and proper. But if, after this revaluation and settlement, any person should not be satisfied, the party could then appeal to our Board and have the case reconsidered.

In conclusion, it is proper to add that Mr. William B. Harrison was invited to aid us, and that the foregoing schedule received the unanimous approval of the Board of Commissioners.

Richmond Dispatch. Friday morning...October 28, 1864. The War News.

During Wednesday the enemy threw across to the north side, at Deep Bottom, a heavy column of troops, numbering from fifteen to twenty thousand--some put the number as high as thirty thousand. About morning a general activity was manifested along the enemy's entire front on the north side, and shortly after, they made a demonstration in force against our extreme left, on the Charles City road, at a point about four and a half miles below the city. We opened on them with artillery at long range. Their skirmishers continued to advance and engage ours, but were repeatedly driven back. Later in the day they made a show of advancing on our whole front, but were everywhere checked by our artillery and skirmishers.

Our troops on the Osborne turnpike had the satisfaction of shelling Fort Harrison. Our fire was heavy, and evidently effective. The fort replied feebly.

The cannonade, most of which was done by our guns, was very heavy, especially between and nightfall, and was intermingled with brisk musketry. On the Charles City road, throughout the day, the enemy seemed intent upon turning our left. They made repeated and very desperate assaults upon our lines at this point, but were each time repulsed with fearful loss in killed and wounded. During the last assault, our men captured, in the ditch in front of our works, over five hundred prisoners, who, we are glad to say, have been safely landed in the Libby. As at present informed, we are disposed to regard the movement of the enemy as a heary feint; the real attack, if any, being on the south side.

So far, our advices from the neighborhood of Petersburg are vague and unsatisfactory, being only such as are brought by excited passengers who came over on last night's train. They report that a serious battle was fought yesterday, lasting most of the day, on the Boydton plankroad, seven miles southwest of Petersburg, and that the enemy, attacking our entrenchments, were six or seven times repulsed with heavy loss. They also report that Brigadier-General Dearing, of our cavalry, was killed. Three thousand prisoners and some guns it was likewise said we had captured.

Though these accounts may be true, we cannot commend them as trustworthy until further confirmed. We only know positively that, simultaneously with the demonstration or feint against our left, the enemy moved in heavy force against our right, southwest of Petersburg, and we think, in the latter case, brought on a fight.

It is also certain the enemy were in motion in Pickett's front, extending from the neighborhood of Dutch Gap southwestwardly, and that there was a sharp skirmish there.

The demonstration on the north side may have been a feint to cover the real attack on our right, beyond Petersburg, or the whole movement of the enemy may be but a preliminary to more serious operations, to be undertaken to-day or hereafter.

Our losses on the north side, in all the artillery firing and skirmishing of yesterday, amounted to almost nothing. We have heard of only a few men wounded; and from the south side we have nothing we regard as authentic but the death of General Dearing. We of course, know nothing of the enemy's losses. General Dearing, though a mere youth, being only twenty-two years of age, was one of the rising men of the army. Resigning his cadetship at West Point, he begun the war as a lieutenant of the Washington (Louisiana) Artillery, rose to a lieutenant- colonelcy of artillery, was made colonel of cavalry, and then brigadier-general of cavalry. He was from Campbell county, Virginia.

Later.

A telegram, received last night from Chaflin's Bluff, states that yesterday evening we repulsed the enemy on the Williamsburg road, taking four stands of colors and two hundred prisoners.

Late last night we learned from an official source that the enemy made assaults on our lines both on the north and south sides, and had been repulsed everywhere with serious loss. We also leaned from the same source that our whole loss on the north side is not more than twenty.

The enemy in the Rappahannock.

A number of transports are reported to be in the Rappahannock river. What forces they carry is not known, but their destination is believed to be Fredericksburg, and from thence it is supposed they will make a demonstration on the Central railroad.

Mosby at work.

Mosby is again at work on the Little River road, near He will be at the railroads again soon.

Later.--Mosby, on Wednesday, attacked a Federal supply train at Bunker Hill, on the turnpike leading from Martinsburg to Winchester. He found it guarded by a strong party of Federal, on whom he made a sudden attack, dismounting them and killing a number. Among the slain is said to be one Brigadier-General Duffee. The Yankees outnumbering our men very largely, Mosby was unable to destroy the train, and finally withdrew his troops.

The position in Georgia--the New field of operations.

The whereabouts of General Hood is as uncertain to the Confederates as it is to Sherman. It appears that Sherman has left seven thousand men in Atlanta, and that force is strong enough to forage on the surrounding country, with heavy guards to the wagon trains. A force of Confederates is on the suburbs of the city, and last week threw a number of shell into it, causing a good deal of drum-beating and bugle-sounding by the Yankees within. Our cavalry--one brigade, Armistead's,--had a fight with a body of Sherman's cavalry, near Rome, a few days ago, and lost three pieces of artillery, which they did not have time to run across the river.--Sherman was certainly at Rome on the 16th instant, which is as far as he can go without giving up railroad transportation. When he leaves there he must take to wagoning his provisions; and he has not the animals to do that with. Lieutenant-General Dick Taylor has assumed command of Lieutenant-General S. D. Lee's corps, of Hood's army, and General Lee goes to the Department of the Mississippi.

The theatre of war in the Georgia Department is henceforth to be on new lines. Our move, already made, transfers it from about Atlanta to the country between Blue mountain and the Atlanta and Chattanooga railroad. Atlanta will never again be the scene of conflict. Over the mountain country of North Alabama, or upon another line further west, the war for the possession of Tennessee, Georgia and Alabama will be fought out. It is of much interest, then, to know the localities, distances and topography of the region which is to become historical by this struggle. The distance from Atlanta to Rome is about sixty miles; to Dalton, one hundred; to Chattanooga, one hundred and forty. The distance from Blue mountain to Rome is fifty-three miles; to Kingston, seventy; to Dalton, seventy-five; to Chattanooga, one hundred; to Bridgeport, eighty-five; to Huntsville, ninety-five. The topography of the country is rugged and mountainous, with many streams and bad roads. This region contains four rivers — the Chattahoochee, the Etowah, the Costanula and the Tennessee. The first flows in seven miles of Atlanta, and thence to West Point. The two latter unite at Rome and make the Coosa, which flows southward to Montgomery. The Coosa is navigable for steamboats from Greensport to Rome. The Tennessee flows by Chattanooga and Bridgeport and near to Huntsville. It is necessary to understand the topography in order to know what can be done by our generals in future operations in that region.

There are three lines by which we can assail the Yankees if they remain in Georgia, but the most

practicable line is that by Blue mountain. It is far from the enemy's lines, and is protected from assault by rivers and mountains. It is, therefore, secure and reliable. Still it has some disadvantages. Its terminus is too far from the enemy's line to serve as a convenient base for us. The distance from Blue mountain to the Yankee line of communication in Georgia, the Chattanooga and Atlanta railroad, is about seventy miles. This is five days march, and is only practicable in tolerable weather and roads.--Our army cannot remain nearer the enemy's line than Blue mountain. Our operations then, must, for the present, be limited to frequent raids upon his railroad. In five days, we can destroy it for thirty miles; and in five days, return. Thus, we can make the raid in fifteen days. We can do damage enough to employ the Yankees thirty days in rebuilding the road.--When nearly completed, we can make another raid, and destroy it again, repeating the operation as often as he rebuilds.

He cannot keep an army in Atalanta, or near it under such conditions. How then is he to prevent our destruction of his road? He can do it only by attacking and destroying our army. He cannot defend the road between Kingston and Chattanooga without leaving Atlanta and putting his army between Kingston and Rome. This involves the abandonment of Atlanta. But this is not all. If he puts his army between Kingston and Chattanooga, we can then strike it in Wills' Valley, near Bridgeport, and destroy it there. He cannot defend all points at once. Even on the road from Kingston to Chattanooga he cannot defend all points. If he divides his army between several points, thus divided it cannot resist. If he masses it at Kingston, we can strike the road near Dalton. If he masses his army at Dalton, we can strike the road near Kingston, and so on. Neither dispersion nor concentration will avail him. Our line is perpendicular to his, and opposite to the centre of his line from Bridgeport to Atlanta.--We can strike any part of his line for one hundred and seventy miles. There is but a small difference in the distance from our base to any part of his line. Our line being perpendicular to his, only one point of it, the terminus, is exposed, and our army covers that. He cannot reach it without encountering our army. If he had Blue mountain he could not hold it twenty days for want of supplies.

Forrest.

Forrest is operating on the Tennessee river below Florence, Alabama. He says that he is determined that the State of Tennessee shall have a fair vote in the next Presidential election or none at all.

From Missouri.

The only news we have from Missouri is through the Northern press — a channel so muddled with political eagerness and military bombast and lies that there can be no reliability whatever placed in their statements. They are full of inconsistencies from beginning to end. They say that they (the Yankees) have badly defeated Price, and that he is on the retreat. The next paragraph gives out that they themselves are on the retreat, and are greatly disturbed about Price's movements. Kansas City is in Missouri, at the mouth of the Kansas river where it empties into the Missouri; it is four miles from Westport, and was formerly known as Westport landing. On the opposite side of Kansas river is the town of Wyandotte. Independence is sixteen miles lower down the river, and is a place of some importance, having been for years past the out-fitting point and rendezvous for Santa Fetraders. Taking all the Yankee accounts into consideration, the enemy are on the retreat towards the Kansas line, and Price is following up with a portion of his army; at least a third of his command, including Clark, Shelby, Anderson and others, being engaged in operations on the north side of the Missouri river.

Had there been any likelihood of the campaign of Price proving a failure, he would have seen it long since, and retreated before penetrating so far into the State. He has met with success at every turn. Volunteers have flocked to him, not by hundreds, but by thousands. Supplies of arms and ammunition, concealed for the past two years, have been untombed and borne into the fight by men who have the will to use them. Forts and garrisons have been captured and their spoils made to serve the Southern cause. The march has been onward and upward until the old general has reached the extreme border of the State and pressed the Federates across the Kansas line.

Having penetrated thus far, the next move will be back on Lexington and towards Jefferson City, the object of Price having been to give every possible portion of the State an opportunity to aid the Confederate cause — which object is now accomplished. We may be assured that our arms have suffered no reverse in Missouri.

We publish, in another column, the schedule of prices adopted by the commissioners for Virginia for the months of October and November. The commissioners say, in their preliminary remarks, that they have conferred with the commissioners of North Carolina, and have had the good fortune to adjust prices upon a basis calculated to harmonize the leading interest of both States. This is a very important matter to have property adjusted. Were there to exist, as heretofore at times has been the case, a wide difference between the prices of articles of prime necessity in Virginia and North Carolina, endless trouble and dissatisfaction throughout the border counties would be the consequence. Farmers living on the Virginia border would run their wheat, corn, &c., into North Carolina if a better price were allowed by the commissioners of that State; and, vice versa, Carolina farmers would do the same.

Considering the scarcity of money — for Confederate money is now absolutely scarce, and daily growing scarcer — the prices fixed by the commissioners appear extremely liberal to the farmers, who are the class chiefly affected. They have put the price of wheat at $7; flour, from $33 to $42; corn at $5, and meal at $5.20; peas and beans at $5; and other provisions at corresponding rates.

The patriotic exhortation of the commissioners to the farmers, to be content with small prices, and to make it a point of emulation how little they will take for their productions, is a good thing. We only hope it will be appreciated by the parties to whom it is addressed.

Latest from the North.

We have received copies of New York papers of Tuesday, the 25th instant. The news is unimportant, and may be put in a very brief space.

The Yankees have no intelligence from Sherman. The Herald says Hood's movements have been executed with such skill that Sherman must attack and whip him or his line of communication will be rendered useless by the proximity of the Confederates to it. Sherman, it says, has been compelled to leave one corps in a state of siege in Atlanta, and now has to go forth to fight Hood in his own chosen position. On the 18th; Hood was reported one mile below Lafayette, and Sherman at Villason, six miles from him. Hood, according to Yankee accounts, is being heavily reinforced, including Walker's division from the Trans-Mississippi.

The only intelligence from General Price is the following telegram from Kansas City, Missouri, on Monday:

A courier just from the front reports that Price is in full retreat and closely pursued by our forces.--When the courier left the enemy was twenty-five miles south of here.

A letter from Butler's army says of the recent gunboat fight in the James:

Yesterday morning, two new batteries which had been constructed by General Butler on James river, near Chaffin's Bluff, opened on the rebel gunboats in the vicinity, and drove them all, except a stubborn iron-clad, about half a mile further up the river. The iron-clad, later in the day, joined her consorts. The engagement, for the short time it lasted, is represented by those who witnessed it as particularly lively and interesting.

The Confederate prisoners recently kept under fire on Morris island have been removed from their position by General Foster, he having been informed that the Union prisoners under fire in Charleston had been similarly relieved. General Hardee, commanding at Charleston, has proposed to General Foster an exchange of all prisoners captured in their respective departments, and the proposition has been referred by the latter officer to the authorities at Washington.

The opponents of the Free State Constitution of Maryland made application in the Superior Court in Baltimore for an order compelling Governor Bradford to exclude the votes of soldiers outside the State. The application was refused by the court, and an appeal from its decision was taken, and the matter will be argued before the Court of Appeals by counsel of distinguished ability on both sides.

Small bodies of Confederates are still scattered around at various points in Kentucky. Four regiments are said to be at Centreville, in Hickman county; but to whose command they belong is not known. Bands were at Owensboro' and Henderson on Friday last. The number scattered along the Ohio from the mouth of Saltriver to opposite Evansville, Indiana is estimated at two thousand.

By advices from Bermuda to the 17th instant we learn that Lieutenant Braine and his confederates have been arrested and held for trial for seizing and burning the steamship Roanoke. The court refused to bail them.

There is nothing later from Sheridan. A letter says:

It would seem that, under the losses and mortifications of this last defeat, that army (Early's) must be rendered nearly powerless; but recent experience has shown that it possesses a strange elasticity, which defeat and loss do not wholly overcome, and can only be conquered by the putting of every man in it hors du combat.

The New York World has a long article upon the impossibility of holding the territory occupied in the South unless there is a party in favor of the Union in the Confederacy; and that to hold that territory it is necessary to create such a party in the South. The World says:

No victories, however complete, will bate one jot of the public burdens until Southern strength shall aid us in curbing Southern disaffection. If we can create a Union party in the South, on such a basis that it will grow to be a majority, the preponderance of physical strength will be on the side of the Union. When that time comes, the Union cause in that section will be self- supporting. But until then the taking of towns only creates a necessity for tilling towns with garrisons; advances into the rebel territory only consume troops in holding our conquest and guarding our rear. But even the conquest of the South is doubtful without Southern co- operation.

Our costly and laborious campaigns are like rolling the stone of Sisyphus. When, by great exertion, we have carried it nearly to the summit, it overpowers our waiting strength and goes thundering back to the plain. It would require a powerful memory to recount the times the military stone has been rolled up and has again rolled down the Shenandoah Valley. If three years have not sufficed to give us secure possession of that small district in a single State, so convenient to our resources, how can we expect a permanent conquest of the whole South? General Sherman advanced to Atlanta; he is now, with the bulk of his army, watching the operations of Hood, nearly a hundred miles back, in the mountainous region about Chattanooga. In the Southwest, we advanced into the Red River country only to retreat under the pressure of disaster.

In Missouri, we had driven the rebels out of the State far into Arkansas; but the stone has rolled back, and Price is in possession of a considerable part of the State. The Administration boasts that it has reconquered two-thirds of the Southern Confederacy; but it cannot deny that it has neither had so many soldiers, nor needed so many soldiers, since the beginning of the war, as at present. And the greater the area of its conquests the more men it will continually need, unless, by a change of civil policy, it shall call into existence a Union party in the conquered territory.

The Seminole war in Florida, some forty years ago, illustrates, on a small scale, the cost, delay and difficulty of subjugating enemies in an impracticable country. The Seminole war ran on for years, and seemed likely to be interminable, costing the country thirty or forty millions of dollars to conquer Billy Bowlegs and contemptible tribe of savages, in the everglades of Florida. The painful conquest of Algeria by France affords a more recent and more striking illustration. It cost France, the first military nation in Europe, at a time when she had no other war on her hands, thirty or forty campaigns, extending through half as many years, to gain complete possession of that petty country in Northern Africa--a country not more impracticable for military operations than is a great part of the South. Even now, according to a statement of M. Thiers, in his great speech on the last French budget, it requires seventy thousand troops to hold that conquest; a number that would be wholly insufficient did the inhabitants not know that, if they should besiege those seventy thousand in their fortresses, France has four hundred thousand more constantly under arms, from which she can detach heavy reinforcements.

But supposing all military difficulties surmounted and the South completely subdued, we can govern it only at the point of the bayonet unless we win back a majority of the people. A sullen and haughty obedience, extorted by military force, is not peace, for it permits no diminution of our armies; it is not a restoration of the Union, for the Union is a bond between co-equal States; it is not Republican Government, since it is the very essence of Republican Government that it emanates from the spontaneous will of the people, and is a submission to rulers which they have freely chosen.

The steel blockade-runner "Colonel Lamb" started from Halifax on Monday for Wilmington. The Charlotte and Old Dominion were still there. The Nando had been captured off Wilmington.

General Custer ("dear Fanny") in consideration of his distinguished services in the Shenandoah Valley, has been promoted by Lincoln to the rank of major-general of volunteers.

Gold rose to 216½ on Monday.

Later from Europe.

The news from Europe is to the 14th instant.

Captain Semmes, of whom, since the sinking of the Alabama, little has been heard, sailed from the Mersey on October 8th on board the barque Laurel, which is supposed to carry out guns and ammunition for a new screw steamer, of which Captain Semmes is to take command.

This new rebel cruiser, it is thought, is the Ranger, which, on October 3d, was lying at Madeira.--Semmes was accompanied by eight officers and one hundred men.

The Florida has captured the ship Southern Rights and released her under bonds.

The Niagara has seized a Spanish steamer under suspicion of being a blockade-runner.

The depression of the commercial circles of England shows no and business, especially in cotton, is almost at a dead lock, and prices continue to fall.

At the Peace Conference of Vienna a compromise is said to have been effected on the financial question. Minor questions have also been arranged, and there only remains now the drawing up of the treaty of peace.

Mazzini has come out in a strong letter against the Franco-Italian treaty. He declares that, if the convention becomes an accomplished fact, the party of the Nation will try to array Italy in opposition to the Government.

The London Times says that the pursuance of a war policy is the only course which the Government of the United States can now adopt towards the rebels.

In their canvass of the probable issue of the Presidential election, the English journals incline decidedly to the opinion that Lincoln will be reelected.

correspondence between Generals Lee and Grant Relative to the treatment of negro soldiers and the Retaliatory Measures of General Butler.

We give below the correspondence between Generals Lee and Grant upon the subject of Butler's last brutality:

Headquarters army Northern Virginia,October 19, 1864. Lieutenant-General U. S. Grant,Commanding United States Armies: General:

In accordance with instructions from the Honorable Secretary of War of the Confederate States, I have the honor to call your attention to the subject of two communications recently addressed by Major-General B. F. Butler, an officer under your command, to the Hon. Robert Ould, commissioner for the exchange of prisoners.

For the better understanding of the matter, I enclose copies of the communications.

You will perceive by one of them that the writer has placed a number of officers and men belonging to the Confederate service, prisoners of war captured by the United States forces, at labor in the canal at Dutch gap, in retaliation, as is alleged, for a like number of Federal colored soldiers, prisoners of war in our hands, who are said to have been put to work on our fortifications.

The evidence of this fact is found in the affidavits of two deserters from our service.

The other letter refers to a copy of a notice issued by a Confederate officer, commanding a camp near Richmond, calling upon the owners to come forward and establish their claims to certain negroes in the custody of that officer.

The writer of the letter proceeds to state that some of the negroes mentioned in the notice are believed to be soldiers of the United States army captured in arms, and that, upon that belief, he has ordered to such manual labor as he deems most fitting to meet the exigency an equivalent number of prisoners of war held by the United States, and announces that he will continue to order to labor captives in war to a number equal to that of all the United States soldiers who he has reason to believe are held to service or labor by the Confederate forces until he shall be notified that the alleged practice on the part of the Confederate authorities has ceased.

Before stating the facts with reference to the particular negroes alluded to, I beg to explain the policy pursued by the Confederate Government towards this class of persons when captured by its forces.

All negroes in the military or naval service of the United States taken by us, who are not identified as the property of citizens or residents of any of the Confederate States, are regarded as prisoners of war, being held to be proper subjects of exchange, as I recently had the honor to inform you.

No labor is exacted from such prisoners by the Confederate authorities.

Negroes who owe service or labor to citizens or residents of the Confederate States, and who, through compulsion, persuasion, or of their own accord, leave their owners, and are placed in the military or naval service of the United States, occupy a different position.

The right to the service or labor of negro slaves, in the Confederate States, is the same now as when those States were members of the Federal Union.

The constitutional relations and obligations of the Confederate Government to the owners of this species of property are the same as those so frequently and so long recognized as appertaining to the Government of the United States, with reference to the same class of persons, by virtue of its organic law.

From the earliest period of the independence of the American States it has been held that one of the duties incumbent upon the several common governments under which they have, from time to time, been associated, was the return to their lawful owners of slaves recaptured from the public enemy. It has been uniformly held that the capture of abduction of a slave doors not impair the right of the owner to such slave, but that the right attaches to him immediately upon recapture.

Such was the practice of the American States during their struggle for independence. The Government under which they were then associated restored to the owners slaves abducted by the British forces and subsequently recaptured by the American armies.

In the war of 1812 with Great Britain, the course pursued by the United States Government was the same, and it recognized the right of the owner to slaves recaptured from the enemy. Both the Continental and United States Governments, in fact, denied that the abduction of slaves was a belligerent right, and the latter power insisted upon, and ultimately secured by treaty, pecuniary indemnity from the British Government for slaves taken by its forces during the war of 1812.

And it is supposed that a negro belonging to a citizen of a State in which slavery is recognized, and which is regarded as one of the United States, were to escape into the Confederate States, or be captured or abducted by their armies, the legal right of the owner to reclaim him would be as clear now as in 1812, the Constitution of the United States being unchanged in this particular, and that instrument having been interpreted in the judicial decisions, legislative and diplomatic acts and correspondence of the United States, as imposing upon that Government the duty of protecting, in all cases coming within the scope of its authority, the owners of slaves as well as of any other kind of property recognized as such by the several States.

The Confederate Government, bound by the same constitutional obligations, considers, as that of the United States did, that the capture or abduction of a negro slave does not preclude the lawful owner from reclaiming him when captured; and I am instructed to say that all such slaves, when properly identified as belonging to citizens of any of the Confederate States, or to persons enjoying the protection of their laws, will be restored, like other recaptured private property, to those entitled to them.

Having endeavored to explain the general policy of the Confederate Government with regard to this subject, I beg leave to state the facts concerning the particular transactions referred to in the enclosed communications.

The negroes recently captured by our forces were sent to Richmond with other Federal prisoners. --After their arrival it was discovered that a number of them were slaves belonging to citizens or residents of some of the Confederate States, and of this class fifty-nine, as I learn, were sent, with other negroes, to work on the fortifications around Richmond until their owners should appear and claim them. As soon as I was informed of the fact, less than two days afterwards, not wishing to employ them here, I ordered them to be sent to the interior.

By a misapprehension of the engineer officer in charge, they were transferred to our lines south of James river, but when apprised of the error, I repeated the order for their removal. If any negroes were included among this number who were not identified as the slaves of citizens or residents of some of the Confederate States, they were so included without the knowledge or authority of the War Department, as already explained, and the mistake, when discovered, would have been corrected.

It only remains for me to say, that negroes employed upon our fortifications are not allowed to be placed where they will be exposed to fire, and there is no foundation for any statement to the contrary.

The author of the communications referred to has considered himself justified (by the report of two deserters, who do not allege that the negroes in question were exposed to any danger,) in placing our prisoners at labor in the canal at Dutch gap under the fire of our batteries.

In view of the explanation of the practices of the Confederate Government above given, and of the statement of facts I have made, I have now, in accordance with my instructions, respectfully to inquire whether the course pursued towards our prisoners, as set forth in the accompanying letters, has your sanction, and whether it will be maintained?

Understanding, from your letter of the 19th, that the colored prisoners who were employed at work in the trenches near Fort Gilmer have been withdrawn, I have directed the withdrawal of the Confederate prisoners employed in the Dutch Gap canal. I shall always regret the necessity for retaliating for wrongs done our soldiers; but regard it my duty to protect all persons received into the army of the United States, regardless of color or nationality. When acknowledged soldiers of the Government are captured, they must be treated as prisoners of war, or such treatment as they receive will be inflicted upon an equal number of prisoners held by us.

I have nothing to do with the discussion of the slavery question, therefore decline answering the arguments adduced to show the right to return to former owners such negroes as are captured from our army. In answer to the question at the conclusion of your letter, I have to state that all prisoners of war falling into my hands shall receive the kindest possible treatment consistent with securing them, unless I have good authority for believing any number of our men are being treated otherwise. Then, painful as it may be to me, I shall inflict like treatment on an equal number of Confederate prisoners.

Hoping that it may never become my duty to order retaliation upon any man held as a prisoner of war, I have the honor to be,

An old lady lately died in Connecticut aged ninety years. Her descendants, who gathered around her during her last illness, numbered two hundred and nineteen people, of all ages.

In Illinois; a young man having been drowned, his father and some friends fired a cannon over the water to raise the body. The cannon burst and killed the father.

Local Matters. Disloyal persons.

--The provost-marshal at Wytheville sent to this city yesterday the following persons, who were arrested while attempting to make their way North. They are detailed conscripts, and undertook to escape while awaiting passage to this city: J. Q. A. Coner, David Shields, J. H. Reid, J. C. Armfield, W. Watson, J. J. Browning, James R. Stevens, John W. Russell, James Peoples, James Crews, George Pretty, William Sparks, J. P. Reed, J. Mendar, J. F. Pegram, P. F. Hyatt, T. C. Hyatt, A. J. Mestard, J. H. Idol, J. D. Holden, B. F. Bundy, J. F. Ledbetter, W. H. Campbell, Frank Mickay, L. Smith, A. A. Stafford, J. Smith, John Stafford, Elwood Smith and Frazer Smith.

These men were all committed to Castle Thunder to await court-martial.

Arrest of Mrs. George W. Butler.

--Mrs. Annie Butler, the wife of George W. Butler, who, some time since, absconded the city under very suspicious circumstances, leaving behind him sundry unsettled accounts, was arrested yesterday morning while attempting to cross our lines to rejoin her husband at New York. It will be recollected that, a few weeks since, a notice was copied in the Richmond papers, which was clipped from the New York Herald, announcing Butler's arrival there and urging "Annie" to hurry on to him. The advertisement was signed "George and Tom." This is the first case since the recent rule prohibiting ladies from going North in which any of them have been caught running the blockade.

Henrico Circuit Court, October 27th.

--Judge J. A. Meredith presiding.--The case of William S. Bassford, charged with murder, was called, and after numerous remarks by counsel, was adjourned until the next regular term of the court. The witnesses were recognized to appear.

Mary James, alias Mary Costello, was then set to the bar and the jury sworn, who, after hearing the evidence of witnesses and the argument by counsel, returned, and reporting that they could not agree, was discharged, and the prisoner recognized to appear at the next term.

Mayor's Court, yesterday.

--Stephen, slave of Sarah Mills, was sent on to the Hustings Court for stealing a child's hat, some jewelry, &c., valued at five hundred dollars, from Elizabeth Hubbard, residing on

Cary street
. Stephen was carrying four barrels of flour and the things named in his wagon from the Danville depot to the house of the prosecutor.

Cornelius, slave of William Brooks, charged with driving his team through the streets at a faster rate then the ordinance permits, was ordered to be whipped.

A fine of five dollars was imposed upon Joseph Cance for obstructing

Broad street
by permitting his hack to stay out all night. Mr. Cance protested against being made to suffer for, as he thought, so small a matter, when hundreds of cords of wood were thrown from the cars into the street and suffered to remain there for days and nights together.

His Honor then announced the adjournment of his court till this morning at .

Broad Rock Races.

--The friends of the turf, despite the Yankee invasion, have determined to maintain the supremacy of "thoroughbreds," and, to that end, will commence a fall meeting at Broad Rock to-day. As our readers will perceive, the first race is for a post stake, two-mile heats, to which there are three or more subscribers; and as the race is play or pay, each subscriber will be almost sure to start something for the $7,000 purse.

We have heard it suggested that Oakland, Conductor and Orien, will come together on this occasion; and if so, the friends of each will go their "piles" on the result, as all are sanguine of winning. If the three "strip" well, and the day and track prove good, an interesting and exciting race may be looked for.

The artisans recently called out.

--It is a matter of pride to reflect with what zeal and enthusiasm our artisans and mechanics throughout the country have responded to that call of duty which has taken them to the field. The approach of the enemy has ever found them ready for service. We are pleased to learn that the policy of the Government will be likely hereafter to confine their services chiefly to the workshops, where their labors are obviously most appropriate and most valuable.

The General Orders lately issued calling all to the field will be so executed as to retain workmen in their proper places — in the arsenals and workshops of the Confederacy.

Robbery.

--On Wednesday , Michael Bryant's grocery store, situated near Rocketts, was broken into and robbed of between three and four thousand dollars' worth of coffee, sugar, bacon, &c. The back door to his store was bored through in several places and then a piece pushed out large enough to admit a hand to unlock the door.

Forgery.

--Two soldiers, named II. Goode and Robert Clark, members of company , Twenty-fifth Virginia battalion, were arrested and committed to Castle Thunder yesterday upon the charge of desertion and forgery.

Discharged.

--In Judge Halyburton's court yesterday, George V. Perrie and John T. Wilson, members of Dement's Maryland battery, were discharged from the service under writs of habeas corps.--Nothing else of interest was done.

Obituary.

Died, on Saturday, October 22, James Emmet, only son of Ann and the late David B. Reynolds, in the fifth year of his age.

That a home has been darkened by the death of this lovely child, it is useless to say, as he was the light and joy of his widowed mother's heart. He was not only beloved by his mother, but by all who knew him. May God, in His mercy, comfort her.--Affectionate, obedient and docile, he endeared himself to every one. Even in his last illness, which was of a short, though painful, duration, his thoughtfulness for his mother's comfort was made manifest by his expressions of fear that he would tire her.--"Lay me down, ma; I know you are tired; thank you ma'am; God bless you, ma." To give him up was a sad trial to his doting parent; but I would say to her, turn to Him who has said, "Suffer little children to come unto me, and forbid them not, for of such is the kingdom of heaven," and he will comfort her. --The funeral of Churchill Crittenden, member of company C, First Maryland cavalry, and son of A. P. Crittenden, Esq.; of San Francisco, California, will take place from St. James's Church at to-day. --A special dispatch to the Register and Advertiser, from Senatobia, October 27, says that the Chicago Times of the 22d and the Memphis Bulletin of the 25th have been received. There is nothing important in them. At last accounts Price was encamped at Waverly, Missouri.--His trains consist of over four hundred wagons.

It is meet that the people of the Confederate States should, from time to time, assemble to acknowledge their dependence on Almighty God, to render devout thanks for His manifold blessings, to worship His Holy name, to bend in prayer at His footstool, and to accept with reverent submission the chastening of His All-wise and All-merciful Providence.

Let us, then, in temples and in fields, unite our voices in recognizing, with adoring gratitude, the manifestations of His protecting care in the many signal victories with which our arms have been crowned, in the fruitfulness with which our land has been blessed, and in the unimpaired energy and fortitude with which He has inspired our hearts and strengthened our arms in resistance to the iniquitous designs of our enemies.

And let us not forget that, while graciously vouchsafing to us His protection, our sins have merited and received grievous chastisement; that many of our best and bravest have fallen in battle; that many others are still held in foreign prisons; that large districts of our country have been devastated with savage ferocity — the peaceful homes destroyed and helpless women and children driven away in destitution; and that with fiendish malignity the passions of a servile race have been excited by our foes into the commission of atrocities from which death is a welcome escape.

Now, therefore, I, Jefferson Davis, President of the Confederate States of America, do issue this my proclamation, setting apart Wednesday, the sixteenth day of November next, as a day to be specially devoted to the worship of Almighty God; and I do invite and invoke all the people of these Confederate States to assemble on the day aforesaid, in their respective places of public worship, there to unite in prayer to our Heavenly Father, that He bestow His favor upon us; that He extend over us the protection of His almighty arm; that He sanctify His chastisement to our improvement, so that we may turn away from evil paths and walk righteously in His sight; that He restore peace to our beloved country, healing its bleeding wounds, and securing to us the continued enjoyment of our right of self-government and independence; and that He graciously hearken to us, while we ascribe to Him the power and glory of our deliverance.

Certificates of Indebtedness Bearing Six per Cent. Per Annum interest and Free from Taxation. --By the fourteenth section of the act to reduce the currency, approved February 17, 1864, the Secretary of the Treasury is authorized to issue the above certificates, payable two years after the ratification of a treaty of peace with the United States. They cannot be sold, but are only to be issued to such creditors of the Government as are willing to receive the same in payment of their demands. They must also be given at par, though free from taxation.

The attention of purchasing agents and disbursing officers of the Government is called to the class of public securities as offering peculiar advantages to those from whom the supplies of the Government are bought; and to facilitate the use of them, checks drawn by disbursing officers upon the depositories holding these funds, and marked across the face "payable in certificates of indebtedness," will be paid in conformity therewith.

Depositaries are hereby authorized and required to comply with this regulation, and to make application to the Register for supplies of certificates as required.

Loans on the Security of the five hundred Million Six per Cent. Non-Taxable Bonds, under the Seventh Section of the currency Law.--Deposits on call will be received by the Treasurer in this city, Assistant Treasurers at Charleston and Mobile, and the Depositaries at Wilmington, Raleigh, Columbia, Augusta, Savannah and Montgomery, and certificates will be for the same, bearing interest at the rate of four per cent. per annum, and secured by the hypothecation of an amount of the above bonds equal to the of these loans. The bonds to be set apart by the Treasurer, and the proceeds, when sold, exclusively to the payment of the said certificate.

The security and convenience afforded to and other corporations, and to the public by this mode of temporary investment, and the effect of the measure, if generally adopted, keeping the currency within moderate bounds. It is will commend it to the favorable consideration of the community and secure their prompt co-operation carrying it into effect.

Regulations for Carrying into Effect the Act of Congress Approved June 13, 1864. Authorizing owners of Registered eight per Cent. Bonds, issued under the Provisions of the Act Approved may 16, 1864, to exchange the same for Coupon Bonds.--Parties owning registered eight per cent. bonds under the act of May 16, 1864, desiring them for coupon bonds, will assign them, in the manner pointed out in the printed the back of the certificate, to the "Confederate States of America, in exchange for coupon bonds, " and cause them to be presented to the of the Treasury Department, who will compliance with the provisions of the act on June 13, 1864, issue coupon bonds for the amount in the registered bonds so assigned.

Taxed Treasury Notes.--In order to promote, as far as practicable, the liquidation by the Treasury of the Outstanding Taxed Notes, the Treasurer, Assistant Treasurer, and Pay Depositaries in the different States, are hereby authorized to receive the said notes, except the $100 notes, at 66 per centum, on deposit, ing for same certificates of loan, upon hypothecation of non-taxable bonds. The said certificate to be payable on demand after the expiration of ninety days.

And all agents for the sale of the above bonds are hereby authorized to receive the taxed notes, with the exception above named, in payment of bonds, when sold, at the rate of 66 per centum.
