<head>Affairs in <placeName reg="Knoxville, Knox, Tennessee" key="tgn,7013841" authname="tgn,7013841">Knoxville</placeName>.</head> 
<p>

<milestone unit="sentence" n="9" /> We have some interesting intelligence from <placeName reg="Knoxville, Knox, Tennessee" key="tgn,7013841" authname="tgn,7013841">Knoxville</placeName>, furnished by a gentleman who has been in the town ever since its occupation by the <rs>Yankees</rs>, until a short time since, when he succeeded in effecting his escape.

<milestone unit="sentence" n="10" />The severity of the <rs>Federal</rs> rule, represents, has pretty effectually killed the intense Unionism of many of the citizens of the place, and more completely determined the <rs>Southern</rs> portion of the population to continue the weight of its influence on behalf of Southern rights. </p> 
<p>

<milestone unit="sentence" n="11" /> When he left <placeName reg="Knoxville, Knox, Tennessee" key="tgn,7013841" authname="tgn,7013841">Knoxville</placeName> a great deal of coldness prevailed, and there were over <measure n="300cases" type="mass">three hundred cases</measure> of small-pox in the city.

<milestone unit="sentence" n="12" />The dead were being buried in yards and gardens, or wherever most convenient.

<milestone unit="sentence" n="13" />Dead horses and mules were lying in the streets, and for more than a mile around the earth was strewn with decomposing carcases.

<milestone unit="sentence" n="14" />The beautiful ornamental trees in the streets and on the grounds of private residence have been cut down, and even those in the <rs type="place">Asylum grounds</rs> have been felled and consumed. </p> 
<p>

<milestone unit="sentence" n="15" /> The oppressions of loyal citizens is represented to be cruel and despotic.

<milestone unit="sentence" n="16" />They are not permitted to follow their occupations.

<milestone unit="sentence" n="18" />Some who have not the <unclear /> of procuring food, have been starved into taking the oath in order to draw the <unclear /> rations allowed their loyal subjects, These rations consist of a hard cracker per day, and a little blue, stringy beef.

<milestone unit="sentence" n="19" />A number of the citizens have been compelled to crowd themselves and effects into <num value="1">one</num> or <num value="2">two</num> rooms, whilst the other parts of their large and comfortable mansions are appropriated for officers' quarters.

<milestone unit="sentence" n="20" />The whole country around is a waste of ruin and desolation. </p>

<milestone unit="sentence" n="21" /> Later news from <placeName reg="Knoxville, Knox, Tennessee" key="tgn,7013841" authname="tgn,7013841">Knoxville</placeName> asserts that the <rs>Yankees</rs> have evacuated it, but that our forces have not entered the city because of the prevalence of the small-pox, there being now about <measure n="600cases" type="mass">600 cases</measure>. Our forces are said to the encamped <num value="3">three</num> or <measure n="4miles" type="distance">four miles</measure> around the <unclear /> </p> </div3>

<milestone unit="sentence" n="45" /> That the person availing himself thereof shall hide himself, and the labor of which he has the <unclear /> or superintendence, exclusively to the protection of provisions and family supplies. </p>

<milestone unit="sentence" n="129" />Nor will any title of any person, whether citizen of the <placeName reg="United States" key="tgn,7012149" authname="tgn,7012149">United States</placeName> or subject of a foreign Power, to any cotton or merchandize, which title is derived from or through any pretended insurgent authority or other agent hostile to the <placeName reg="United States" key="tgn,7012149" authname="tgn,7012149">United States</placeName> be respected by this Government. </p>

<milestone unit="sentence" n="144" /> But the case is changed when a belligerent is shown to be taking measures to establish a system of operations in a neutral country, with the intent to carry on a war from its ports, much in the same way that it would do, if it could, from its own territory, when it appoints agents residing in that country for the purpose of borrowing money to be applied to the fitting out of hostile armaments in those very ports, and when it appoints and sends out agents to superintend in those port the constructing, equipping and arming of ships of war, as well as the enlisting of the subjects of the neutral country, to issue forth for the purpose of carrying on hostilities on the ocean. </p> 
<p>

<milestone unit="sentence" n="150" /> I believe there is not any reasonable ground for doubt that these vessels, if permitted to leave the port of <placeName reg="Liverpool, Liverpool, England" key="tgn,7010597" authname="tgn,7010597">Liverpool</placeName>, will be at once devoted to the object of carrying on war against the <placeName reg="United States" key="tgn,7012149" authname="tgn,7012149">United States of America</placeName>.

<milestone unit="sentence" n="151" />I have taken the necessary measures in the proper quarters to ascertain the truth of the respective statements current here, that they are intended for the use of the <rs>Government</rs> of <placeName key="tgn,1000070" n="1.000 1012" reg="france" authname="tgn,1000070">France</placeName> or for the <name>Pacha</name> of <placeName reg="Egypt, Chickasaw, Mississippi" key="tgn,2056358" authname="tgn,2056358">Egypt</placeName>, and have found both without foundation.

<milestone unit="sentence" n="152" />At this moment neither of those Powers appears to have occasion to use conceatment or equivocation in regard to its intentions, had it any in obtaining such ships.

<milestone unit="sentence" n="153" />In the notes which I have the honor to address to your lordship on the <date value="07-11" authname="7-11">11th of July </date> and <date value="08-14" authname="--08-14">14th of August,</date> I believe I stated the importance attached by my Government to the decision involved in this case with sufficient distinctness.

<milestone unit="sentence" n="154" />Since that date I have had the opportunity to receive from the <placeName reg="United States" key="tgn,7012149" authname="tgn,7012149">United States</placeName> a full approbation of its contents.

<milestone unit="sentence" n="160" /> of the <name>Exchequer</name>, then there will be left for the <placeName reg="United States" key="tgn,7012149" authname="tgn,7012149">United States</placeName> no alternative but to protect themselves and their commerce against armed cruisers proceeding from <name>British</name> ports as against the naval forces of a public enemy; and also to claim and insist upon indemnities for the injuries which all each expeditions have hitherto committed or shall hereafter commit against this Government and the citizens of the <placeName reg="United States" key="tgn,7012149" authname="tgn,7012149">United States</placeName>.

<milestone unit="sentence" n="161" />To this end this Government is now preparing a naval force with the utmost vigor; and if the national navy, which it is rapidly creating, shall not be sufficient for the emergency, then the <placeName reg="United States" key="tgn,7012149" authname="tgn,7012149">United States</placeName> must bring into employment such private armed naval forces as the mercantile marine shall afford.

<milestone unit="sentence" n="162" /><name>British</name> ports, domestic as well as colonial, are now open, under certain restrictions, to the visits of piratical vessels, and not only furnish them with coals, provisions, and repairs, but even receive their prisoners when the enemies of the <placeName reg="United States" key="tgn,7012149" authname="tgn,7012149">United States</placeName> come in to obtain such relief from voyages in which they have either burned ships which they have captured, or have even manned and armed them as pirates and sent them abroad as auxiliaries in the work of destruction.

<milestone unit="sentence" n="163" />Can it be an occasion for either surprise or complaint that if this condition of things is to remain and receive the deliberate sanction of the <rs>British Government</rs>, the navy of the <placeName reg="United States" key="tgn,7012149" authname="tgn,7012149">United States</placeName> will receive instructions to pursue these enemies into the port which thus, in violation of the law of nations and the obligations of neutrality, become harbors for the pirates?

<milestone unit="sentence" n="164" /><placeName reg="The President">The President</placeName> very distinctly perceives the risks and hazards which a naval conflict thas maintained will bring to the commerce, and even to the peace, of the <num value="2">two</num> counties.

<milestone unit="sentence" n="165" />But he is obliged to consider that in the <unclear /> the destruction of our commerce will probably amount to a naval war waged by a portion, at least, of the <rs>British</rs> nation upon the <rs>Government</rs> and people of the <placeName reg="United States" key="tgn,7012149" authname="tgn,7012149">United States</placeName>--a war tolerated, although not declared or avowed, by the <rs>British Government</rs>.

<milestone unit="sentence" n="169" /> <name n="her Majesty" type="role">Her Majesty's</name> Government have, for the most part, succeeded in this impartial course.

<milestone unit="sentence" n="170" />If they have been unable to prevent some violations of neutrality on the part of the <rs>Queen</rs>'s subjects, the cause has been that <placeName reg="United Kingdom" key="tgn,7002445" authname="tgn,7002445">Great Britain</placeName> is a country which is governed by definite laws, and is not subject to arbitrary will.

<milestone unit="sentence" n="171" />But law, as you are well aware, is enforced here, as in the <placeName reg="United States" key="tgn,7012149" authname="tgn,7012149">United States</placeName>, by independent courts of justice, which will not admit assertion for proof, nor conjecture for certainty. </p> 
<p>

<p> In the case still pending of the iron clad steam rams at <placeName key="tgn,7012043" n="1.000 2" reg="birkenhead,wirral,england,united kingdom,europe" authname="tgn,7012043">Birkenhead</placeName>, <persName n="Seward,Mister,,,," id="n-0001.0000.00000.00091" reg="mostcommon:Seward,nomatch:0" authname="seward"><roleName n="Mister" full="yes">Mr.</roleName> <surname full="yes">Seward</surname></persName>, with his knowledge and perspicuity of judgment, cannot fall to acknowledge that it was necessary to show not only that these vessels were built and equipped for purposes of war, but also that they were intended for the so called <placeName reg="United States" key="tgn,7012149" authname="tgn,7012149">Confederate States</placeName>. </p> 
<p>

<milestone unit="sentence" n="173" /> With a view to complete the evidence on this head it was material to prove that the iron clads were not intended for the <rs>French Government</rs>, or for the <name>Pacha</name> of <placeName reg="Egypt, Chickasaw, Mississippi" key="tgn,2056358" authname="tgn,2056358">Egypt</placeName>.

<milestone unit="sentence" n="174" />With respect to the <rs>French Government</rs> <name n="her Majesty" type="role">her Majesty's</name> Government have received, upon inquiry, assurances, through <persName><roleName n="Earl" full="yes">Earl</roleName> <foreName full="yes">Cowley</foreName></persName> and the <rs>Marquis</rs> of Cadors, that the <rs>French Government</rs> have nothing to do with the <name>Birkenhead</name> iron clads. </p> 
<p>

<milestone unit="sentence" n="175" /> In respect to the <rs>Egyptian Government</rs>, it was only on the <dateStruct value="--5" full="yes" authname="---05"><day reg="5" full="yes">5th instant</day></dateStruct> that <name n="her Majesty" type="role">her Majesty's</name> Government received a dispatch from <persName n="Colquhon,Mister,,,," id="n-0001.0000.00000.00092" reg="mostcommon:Colquhon,nomatch:0" authname="colquhon"><roleName n="Mister" full="yes">Mr.</roleName> <surname full="yes">Colquhon</surname></persName>, <name n="her Majesty" type="role">her Majesty's</name> <rs type="role" reg="Consul-General">Consul General</rs> in <placeName reg="Egypt, Chickasaw, Mississippi" key="tgn,2056358" authname="tgn,2056358">Egypt</placeName>, which is conclusive on this subject. </p>

<milestone unit="sentence" n="176" /> Ismail Pacha refused to purchase these vessels. </p>

<milestone unit="sentence" n="177" /> From this example, and that of the vessels built for the <rs>Emperor</rs> of <placeName key="tgn,1000111" n="1.000 120" reg="zhonghua" authname="tgn,1000111">China</placeName>, whose name was alleged all over the <placeName reg="United States" key="tgn,7012149" authname="tgn,7012149">United States</placeName> to be a mere sham to cover, the real destination of the <term type="ship">vessels</term>, the <rs type="ship">President</rs> will gather how necessary it is to be dispassionate and careful in inquiries and statements upon subjects involving such great interests, and affecting the good faith and character of a Power so honorable as <placeName reg="United Kingdom" key="tgn,7002445" authname="tgn,7002445">Great Britain</placeName>. </p> 
<p>

<milestone unit="sentence" n="178" /> These matters will no doubt, be duty and dispassionately considered by the <rs>Government</rs> at <placeName reg="Washington, District of Columbia, United States" key="tgn,7013962" authname="tgn,7013962">Washington</placeName>, however they may have been understood in <placeName reg="London, Greater London, England" key="tgn,7011781" authname="tgn,7011781">London</placeName>. </p> 
<p>

<milestone unit="sentence" n="179" /> I deem it right, however, to observe that the question at issue between yourself an <name n="her Majesty" type="role">her Majesty's</name> Government relates to <num value="2">two</num> separate and distinct matters — the general international duties of neutrality, and the municipal law of the <name>United Kingdom</name>.

<milestone unit="sentence" n="180" />With regard to the general duties of a neutral, according to international law, the true doctrine has been laid down repeatedly by <rs type="role2">Presidents</rs> and Judges of eminence of the <placeName reg="United States" key="tgn,7012149" authname="tgn,7012149">United States</placeName>, and that doctrine is, that a neutral may sell to either or both of <num value="2">two</num> belligerent parties any implements or munitions of war which such belligerents may wish to purchase from the subjects of the neutral, and it is difficult to find a reason why a ship that is to be used for warlike purposes is more an instrument or implement of war than cannon, muskets, swords, bayonets gunpowder, and projecties to be fired from cannon and muskets. </p> 
<p>

<milestone unit="sentence" n="181" /> A ship or musket may be sold to <num value="1">one</num> belligerent or the other, and only ceases to be neutral when the ship is owned, manned, and employed in war, and the musket is held by a soldier, and used for the purpose of killing his enemy.

<milestone unit="sentence" n="182" />In fact, the ship can never be expected to decide a war or a campaign, whereas the other things above mentioned may, by equipping a larger army, enable the belligerent which requires them to obtain decisive advantages in the war. </p> 
<p>

<milestone unit="sentence" n="183" /> Then, again, as regards the employment of the subjects of a neutral by either belligerent: it is envious that even if the whole crew of a ship-of-war were composed of the subjects of a neutral, that crew should have less influence on the results of the war than whole regiments and brigades employed or land, and composed of the subjects of a neutral State. * * * * * * * </p> </div4> </div3>

Thus is the reliant trust of these people exemplified even in the spirit of this simples <placeName key="tgn,7001242" n="1.000 10" reg="Africa," authname="tgn,7001242">African</placeName>.

<milestone unit="sentence" n="191" />I confess that I could not feel thus indifferent to these missiles of destruction, and as they came screaching across the bay, I felt an instinctive inclination to change my base of observation.

<milestone unit="sentence" n="192" />Extending my ramble to other portions of the city, the track of shells was here and there discernable, but they have not effected a tithe of the injury sustained by the great fire of <measure n="2years" type="date">two years</measure> ago, whose blackened outline stretches across what was once the heart of the city.

<milestone unit="sentence" n="193" />In only <num value="2">two</num> or <num value="3">three</num> instances have fires been occasioned by them, and then the loss was rifling.

<milestone unit="sentence" n="194" />In localities most exposed to the shells the old tide of business is suspended. </p>

<milestone unit="sentence" n="195" /> Here and there a pedestrian moves hurriedly along, and the rattle of a cart or dray is heard for a whole square.

<milestone unit="sentence" n="196" />The blinds are closed, vases of rare exotics droop and <unclear /> on the lonely window sill, because there is no tender hand to twine or nourish them.

<milestone unit="sentence" n="197" />The walk glistens with fragments of glass, rattled thither by the concussion of exploding shells, and little tufts of bright green grass are stringing up along the pave once vocal with the myriad tongues of busy trade.

<milestone unit="sentence" n="198" />If this be food for exultation to the malovelent foe, he is welcome to the tender morsel.

<milestone unit="sentence" n="199" />I do not mean to say that any part of the city is abandoned.

<milestone unit="sentence" n="200" />Here and there stores are opened, machine shops are active, and labor incident to the public defence is pushed vigorously forward, even in the most exposed districts.

<milestone unit="sentence" n="206" />In <placeName key="tgn,1000003" n="1.000 139" reg="europe," authname="tgn,1000003">Europe</placeName> where every nation stands, even in peace in the attitude of a pugilist eyeing his antagonist with his hands up, war is a familiar occupation, and is examined and criticized with a calmness of judgment which can only be acquired by long experience.

<milestone unit="sentence" n="207" />The article which we copy below from the last <orgName n="London Times" type="newspaper">London <hi rend="italics">Times</hi></orgName> will be interesting to Confederate croakers just now. It comes from a paper which is nobody's friend — certainly no friend of the <rs>Confederacy</rs>, except in as far as this nation by its strength may command that sort of friendship which muscle can always command.

<milestone unit="sentence" n="208" />It is a paper which follows the popular current, and thoroughly illustrates in its conduct that beautiful characteristic of human nature which passes on the other side of the way from a beaten man, or makes a brief pause in its walk to give him a kick for having been unsuccessful in the fight: </p>

<milestone unit="sentence" n="211" />Which side has suffered most in the conflict, or is at the present moment most capable of sustaining the terrible pressure on all the resources of the nation, is open to dispute; but that a pacific settlement of the quarrel is less possible now than in the <num value="1" type="ordinal">first</num> year of the war is certain.

<milestone unit="sentence" n="212" />All the evidence compels us to assume that the struggle must continue.

<milestone unit="sentence" n="213" />By the last intelligence we can, at least, form an estimate of how much of its avowed objects has been attained.

<milestone unit="sentence" n="214" />The submission of the <orgName n="Southern Confederacy" type="newspaper">Southern Confederacy</orgName> to the old central power of the <rs>Republic</rs> is the great end the war is to secure.

<milestone unit="sentence" n="215" />The occupation or conquest of as much Southern territory as may compel that submission is the means by which the federation is to re-establish its authority.

<milestone unit="sentence" n="216" />The abolition of slavery was combined with the war as a "military measure" only, though it is now made to appear the principal motive of the hostilities.

<milestone unit="sentence" n="219" />At the opening of <dateStruct value="1864--" full="yes" authname="1864"><year reg="1864" full="yes">1864</year></dateStruct>, how much Southern territory has the <rs>Northern Federation</rs> gained; what has been the effect of that occupation on the policy of the <rs>Southern States</rs>, and what progress has been made in the abolition of slavery? </p> 
<p>

<milestone unit="sentence" n="220" /> The greatest success of the <rs>North</rs> was the capture of <placeName reg="Vicksburg, Warren, Mississippi" key="tgn,7018023" authname="tgn,7018023">Vicksburg</placeName>, which, it was asserted, opened the whole course of the <rs>Mississippi</rs>, and divided the revolted States to the <name>east</name> and <name>west</name> of that river.

<milestone unit="sentence" n="221" />Yet by the last accounts it is evident that the great river of the <rs>West</rs> is not "open" to navigation.

<milestone unit="sentence" n="222" />The Federals hold New Orleans, at the mouth of the <placeName key="tgn,7022231" n="1.000 1584" reg="mississippi river" authname="tgn,7022231">Mississippi</placeName>, and many other points in its course, but the stream is as much closed for traffic as when the <rs>Confederates</rs> garrisoned <placeName reg="Vicksburg, Warren, Mississippi" key="tgn,7018023" authname="tgn,7018023">Vicksburg</placeName>.

<milestone unit="sentence" n="223" />Not a steamer can pass up or down without the risk of being attacked by the <rs>Southern</rs> guerilla bands on both bank.

<milestone unit="sentence" n="224" />The immense territory through which the river winds baffles all attempts to occupy it. The whole <orgName>army of <persName n="Grant,General,,,," id="n-0001.0000.00000.00095" reg="mostcommon:Grant,nomatch:0" authname="grant"><roleName n="General" full="yes">Gen.</roleName> <surname full="yes">Grant</surname></persName></orgName> now concentrated in <placeName reg="Tennessee" key="tgn,7007825" authname="tgn,7007825"><rs type="direction">East</rs> Tennessee</placeName> would not suffice to "command" the <rs>Mississippi</rs> and "keep its navigation open." For the greater part of its course it runs through a territory of which the people, as our correspondent says, are "bitterly hostile" to the <rs>Federals</rs>, and, as the actual consequence of such hostility, the river is closed.

<milestone unit="sentence" n="225" />The same difficulty is encountered on the inland lines of communication. </p> 
<p>

<milestone unit="sentence" n="226" /> All the troops the <rs>North</rs> could raise would not be enough to fight and protect many hundreds of miles of railway at the same time.

<milestone unit="sentence" n="229" /><hi rend="italics">Of country may be too large for decisire war, and the wake of whole armies in <placeName reg="America, Wabash, Indiana" key="tgn,2131960" authname="tgn,2131960">America</placeName> seems to prove the fact.</hi> <persName n="Napoleon,,,,," id="n-0001.0000.00000.00096" reg="nearbymention:Napoleon,Louis,,," authname="napoleon,louis"><surname full="yes">Napoleon</surname></persName> swept over everything between <persName n="Paris,,,,," id="n-0001.0000.00000.00097" reg="mostcommon:Paris,nomatch:0" authname="paris"><surname full="yes">Paris</surname></persName> and <placeName reg="Vienna, Fairfax, Virginia" key="tgn,2114749" authname="tgn,2114749">Vienna</placeName>, but <placeName reg="Espana" key="tgn,1000095" authname="tgn,1000095">Spain</placeName> and <placeName reg="Rossiya" key="tgn,7002435" authname="tgn,7002435">Russia</placeName> denied him and exhausted his troops in a conflict with nature itself.

<milestone unit="sentence" n="232" /> In <placeName reg="Virginia, United States, North and Central America" key="tgn,7007919" authname="tgn,7007919">Virginia</placeName> the <name>Southerners</name> have lost nothing in all the campaigns, and every attempt impenetrate their country in this direction has been defeated.--The real task of the <orgName n="Army of the Potomac" type="army">Army of the Potomac</orgName> is to defend <placeName reg="Washington, District of Columbia, United States" key="tgn,7013962" authname="tgn,7013962">Washington</placeName>, which has as frequently been in danger of capture during the war as <placeName reg="Richmond, Richmond, Virginia" key="tgn,7013964" authname="tgn,7013964">Richmond</placeName>.--The siege of <placeName reg="Charleston, Charleston, South Carolina" key="tgn,7013582" authname="tgn,7013582">Charleston</placeName> has failed, and the fleet of monitors has suffered so much damage during the operation, that it cannot venture within range of the <orgName n="Confederate Battery" type="battery">Confederate batteries</orgName>.

<milestone unit="sentence" n="233" />The blockade of the <rs>Southern</rs> coast does not deprive the people of an ample supply of imported articles, nor does the depreciation of their currency appear to disable them from purchasing.

<milestone unit="sentence" n="234" />Goods to the value of a <measure n="1000000dollars" type="currency">million dollars</measure> arrive in the port of <placeName reg="Wilmington, New Hanover, North Carolina" key="tgn,7014631" authname="tgn,7014631">Wilmington</placeName> every <num value="4">four</num> and <measure n="20hours" type="date">twenty hours</measure>. The contrabrand trade must be profitable in spite of captures and inconvertible Southern notes.

<milestone unit="sentence" n="235" />It seems also that the description of suffering and want endured in the <rs>South</rs> given in the <rs>Northern</rs> journals, have been grossly exaggerated. </p>

<milestone unit="sentence" n="236" /> The general state of affairs of the <rs>Confederacy</rs>, and, what is more important, the feeling of the people, indicate both ability and determination to continue the struggle.

<milestone unit="sentence" n="239" />Time enough has now clapsed to test the effect of his <num value="1" type="ordinal">first</num> proclamation in reference to slavery.

<milestone unit="sentence" n="242" />And at an awful price it has been obtained.

<milestone unit="sentence" n="244" />If the <num value="4000000">four millions</num> of blacks are only to be emancipated at the same cost, the calculation becomes something terrible, and the feelings of humanity will be appealed to on behalf of the superior race.

<milestone unit="sentence" n="246" /> To be successful, the conquest of the <rs>Southern</rs> territory must be complete, and, after all the waste of life and money, most of the task has still to be done.

<milestone unit="sentence" n="350" />We do not suppose that the action of the <name>Senate</name> was designed to paralyze the great organ of the popular mind and heart, and to strike dumb the speaking trumpet which has summoned this nation to the battle.

<milestone unit="sentence" n="351" />We are inclined to the belief that their action arose from ignorance of the details of a daily office, and from supposing that a daily newspaper can be got out like a weekly newspaper, where the editor is often his own bookkeeper, reporter, writer, pressman, and packer.

<milestone unit="sentence" n="352" />Now, a daily paper requires, in addition to the editor proper, reporters in both branches of Congress and of the <name>Legislature</name>, and the <rs type="place">Courts</rs> and markets; and after it is writen and printed, it requires the services of several clerks, writing all night long, to enclose and direct the paper to its multitude of subscribers through the mails.

<milestone unit="sentence" n="353" />These are as necessary to the paper as the printers, and such persons have always been found necessary in daily papers since daily papers were in existence.
