Richmond Dispatch. Tuesday morning...November 24, 1863. Official Dispatch from Knoxville.

The following official dispatch from Gen. Bragg was received at the War Department yesterday:

"Missionary Ridge, Nov. 23. "To Gen. S. Cooper:

"We hold all the roads leading into Knoxville except the one between the Holston and French broad rivers. Gen. Jones's cavalry might close that. The enemy's cavalry is almost broken up, and Wheeler has cut off his train from Cumberland Gap to Knoxville.

Braxton Bragg, Gen'l."

The road mentioned in Gen. B.'s dispatch leads from Knoxville eastward to the Warm Springs, in Western North Carolina, and thence to Ashville, N. C. Over this road Burnside has heretofore sent several raiding parties into Western North Carolina, one of which was met and repulsed at the Warm Springs by Gen. Vance.

Latest from the North.

We have received Northern papers of Saturday, the 21st inst., through the courtesy of the officers of the Exchange Bureau. The news, save that from Knoxville, is not of much interest.

Latest from Burnside's Army — the Yankees Driven into Knoxville and the place invested.

The news from Knoxville is interesting, and confirms the intelligence which has been received in dispatches from Gen. Bragg. We give in full the following telegrams from Knoxville:

Knoxville, Tenn., Nov. 17, 1863. --Gen. Long-street, after crossing the Tennessee on Saturday morning, 14th inst., was attacked in the afternoon by Gen. Burnside, who drove the advance guard back to within a mile of the river's edge by nightfall.

Longstreet crossed the remainder of his troops during the night, and on Sunday morning advanced in force.

Gen. Burnside, finding it impossible to cope with him with the small force at his disposal, fell back to Lenoir, the rear guard skirmishing heavily with the enemy through the day.

Three desperate charges were made upon our positions during Sunday night, but were handsomely repulsed.

On Monday morning General Burnside evacuated Lenorr, but owing to the energy with which the rebel pursuit was kept up, determined to give them a decided check, and accordingly came into line of battle at Campbell's Station, when a fight ensued, lasting from late in the forenoon until dark. Our first position commanding the road from both sides, the infantry deployed in front of this, and were soon attacked by the enemy, who made several gallant charges, and finally succeeded, by outflanking our men, in driving them to the cover of the batteries, which now opened a terrific and destructive fire. The rebels retired before it, gave way, and eventually fell back to the river.

It was now three o'clock in the afternoon. The rebels showing a desire to renew the attack, and having brough three batteries to their assistance, General Burnside fell back to a more desirable position and again gave them battle. The contest continued, closing at nightfall, with our troops in possession of their own ground.

The object of the fight having been attained, and as the detention of the rebels had enabled our trains to get all in advance, our troops fell back during the night, and early Tuesday morning reached Knoxville, where a great battle is expected to be fought to-morrow.

Yesterday the rebel advance guard attacked our outposts upon the London and

Clinton roads

, and heavy skirmishing continued all day.

This morning the attack was resumed, when the fog which set in during the night had lifted. --The rebels finding it impossible to drive our men with infantry, brought several guns into position and poured in a flanking fire.

In the afternoon they brought forward a heavy force of infantry once more, and, after a brief skirmish, charged our position. A terrific hand-to-hand conflict occurred, both sabres and revolvers being used on both sides. Our men fought with the greatest gallantry; but at last were compelled to fall back about a third of a mile to a strong line, which they hold to-night.

We have to regret the wounding of Gen. Sanders and Capt. Sikes, of the cavalry, who commanded the outpost. The General's condition is critical. Lieut. -Col. Smith, of the Twentieth Michi an, was killed at Campbell's Station. Our loss in that fight was between two and three hundred. Our loss to-day will not exceed on hundred and fifty.

The enemy's loss on Monday, owing to the severe fire of our artillery, could not have been less than a thousand. Their loss to-day is estimated at four or five hundred.

Gen. Shackelford had a brisk fight on Sunday with the rebels on the other side of the Holston, three miles from here. He kept them in check, and at night they disappeared.

Our men are in the best of spirits and perfectly confident of success to-morrow.

Knoxville, Tenn., Nov. 15--The enemy began skirmishing from their position on the Kingston road at ten o'clock this morning. Our advance alone, composed wholly of mounted infantry and cavalry, commanded the position, under command of General Sanders, and each man fought like a veteran.

At noon the enemy opened with artillery at short range, their battery being protected by a large house, benjamin's battery was the only one which replied, occupying the chief fortification half a mile in front of and to the right of the town. A desperate charge was made by the enemy about three P. M. Our men were protected by rail barricades on the crest of the hill. Gen. Sanders was severely wounded, and was borne from the field.

We yielded the position and fell back about a third of a mile to a stronger one. We have lost about one hundred, one-quarter of whom were killed.

The enemy had completely invested the place, but Gen. Burnside will defend it to the last man, and, it is believed, successfully. The troops are in the best spirits. Every important point is fortified, and confidence prevails that we shall whip the enemy our.

Louisville, Friday, Nov. 20.--A private dispatch, received by a gentleman in this city, yesterday morning, dated Knoxville, Nov. 19, and signed A. E. Burnside, Major-General, says:

"We are all right. Yet the line is still interrupted between Knoxville and Cumberland Gap.--Nothing was heard from the latter place last night or up to 11 o'clock to-day. "

Headquarters here are not advised of any movement about Knoxville for several days past.

A dispatch just received from Parson Brownlow, dated Barbour Hill, Nov. 19, says: "There is fighting all about Knoxville."

Latest from the Army of the Potomac.

The telegrams from the Army of the Potomac seem to anticipate an early engagement. The ears are now running to Brandy Station. A dispatch, of the 19th, says:

The sick men have been sent to the rear.--Though Gen. Lee may have the advantage of position in the approaching great battle, which can not be long deferred between the two armies in Virginia now confronting each other, yet he has not the advantage of superior numbers, nor of that patriotic sentiment which will impel our soldiers to fight as they never fought before, animated, as they are, by the hope of a greater victory than they ever yet have won.

Gen. Kilpatrick came up to the front to-day, and Gen., Graham went to Washington.

The intelligence received to-night from the Army of the Potomac is to the effect that a cavalry skirmish between 200 rebels and part of the 18th Pennsylvania cavalry took place yesterday morning at German ford, on the Rapidan. The rebels crossed the river, when our men fell back upon our infantry pickets. The loss was small. Some of our men were captured.

There are frequent reviews and division drills, the country and weather being favorable for such purposes.

The Federal Defeat in Louisiana--the Texas expedition.

The New York Times has the following intelligence from Louisiana:

By the steamship Creole, from, New Orleans on the 11th inst., we have intelligence of the operations of Gen. Washburne's forces in the Teche country. The reports from there state that Washburne's whole loss in killed and wounded and taken prisoners was 677. The Indiana 67th was captured almost entire. The 60th Indiana and 96th Ohio lost largely. The rebel force outnumbered ours five to one. We only excelled them in artillery, by means of which, at short range, it is thought we killed a large number of the enemy.

It appears from our correspondent's statements relative to the Texas expedition, that Gen. Banks has for months past been urging upon the Government the necessity of reinforcing his army in order to make that movement efficient and successful; and that his appeals have not been heeded. With a small, and possibly inadequate force, therefore, he has undertaken the expedition. With what success, under the circumstances, we shall see; and if he falls in achieving a permanent success, as other General have done before him in other quarters, when success seemed certain, it is not difficult to divine upon whom the blame lies.

The relief for the Federal prisoners at Richmond.

The Washington Star is satisfied that "the rebel authorities are faithfully executing their promises" in the matter of distributing the food sent to the Yankee prisoners from the North. It says:

The rebel authorities allege that Gen. Dow has violated the obligations under which he was selected to distribute the supplies in question. Gen. Winder has, therefore, taken that duty from him. Gen. Winder complains that Gen. Dow, instead of confining himself to his visits to the Belle Island prison, to distributing the goods placed under his care, busted himself with investigating the management of the rebel commissariat there; with starting false reports concerning it, and with becoming the surreptitious bearer of a letter from the Island.

These allegations Gen. Dow. denies with great emphasis, and states that what he learned concerning the conduct of the rebel commissariat on the Island he could not avoid hearing, as it was uttered by our prisoners in loud tones of complaint in the presence of rebel officers, etc.

Gen. Windsor has substituted a Board of Union officers, consisting of Col. A. Von Schradan, inspector General of our Fourteenth army corps; Col. L. H. Casnola, of the Fourteenth New York cavalry, and Lieut.-Col. J. S. Boyd, Quartermaster to our Twentieth army corps, to make the contributions in question, and states that so large is the quantity of such things being received that he must appoint other such Boards to aid that named above.

Our hospital department here, Acting Surgeon General Barnes, has come forward to add medicines to the stores thus furnished to our suffering heroes in Richmond by the Government. The rebel authorities will not permit our agents to accompany the goods within their lines, substituting rebel Commissioners in their stead when the flag-of-truce boat leaves.

Miscellaneous.

Several columns of the Herald are occupied with a description of the "National Necropolis," or cemetery, at Gettysburg. Lincoln, Seward, several foreign ministers, and other dignitaries were present. Lincoln was serenaded the night preceding the day on which the ceremony took place.--He declined to make a speech, on the ground that "in his position it was somewhat important that he should not say any foolish things." A voice--"If you can help it." Lincoln-- "It very often happens that the only way to help it is to say nothing at all." [Laughter.]

Seward was also serenaded, and responded in an anti-slavery speech. He thanked God for the hope that when slavery is abolished the country will be again united.

The notorious Forney was also serenaded. In his speech he declared that he was in favor of Lincoln's election in 1864, but did not want it to appear so, that he might the better accomplish the breaking up of the Democracy.

Everett's oration is published at length in the Herald, occupying six columns of small type. He predicted the reconstruction of the Union.

It is stated semi-officially from Washington that the United States has 34,000 rebel prisoners in their possession.

There have been, up to the present time, 40,000 negroes armed and mustered into the service of the Yankee Government.

The original of the emancipation proclamation is said to have been purchased for the sum of $3,000 by a Chicago doctor.

The Free State General Committees of the parishes of Orleans and Jefferson, New Orleans, have passed resolutions inviting the friends of freedom in the slave States to meet at New Orleans on Jan. 8, instead of at Louisville, Ky., as previously suggested.

Late New Orleans advices report the river to be again blockaded, and no shipments to New Orleans on private account are allowed to be made.

W. T. Smithson, the banker, has been sentenced by a Court Martial to five years confinement in the New York penitentiary, for "treasonable correspondence with the enemy."

A Washington telegram says that the "Copperheads are rubbing their hands to-day over the news that the Governor of Maryland has become a party to a scheme to nullify the recent election of the Union candidates in that State, by withholding from them their certificates. "

Flour advanced 10 cents per barrel. The wheat market was again advanced, and a further advance was established, in sympathy with the upward movement of gold and exchange.

Gold was quoted in New York on the 20th inst at 153½.

The United States District Court for the Eastern District of Virginia at Alexandria. Judge Underwood presiding, on the 20th ordered decrees of confiscation and sale against the property of thirteen persons, including Capt. French Forrest, late of the U. S. Navy.

Latest from Europe.

The steamship City of Baltimore, with rates from Liverpool to the 12th, has arrived.

Lord Palmerston, in a speech at the Lord Mayor's banquet, deplored the American war. He said England would have interfered, but for the belief that it would have been in vain. She, therefore, would yield neither to blandishments nor menaces; but would remain strictly neutral. Regarding Poland, he said England had done her duty by remonstrating. But although these remonstrances failed, he hoped Russia would cease to pursue an offensive course.

Lord Palmerston's reception was significantly enthusiastic.

Mr. Villers, a prominent supporter of the Government, had been speaking in defence of the Federals.

It was reported that the British Admiral had ordered the Kearsage from Queenstown. It was believed she was shipping men, ostensibly as stokers, but it was supposed for more active service. She sailed on the 5th, and during such had weather that it was inferred her departure was insisted upon.

The American ships John Watt and Bold Hunter had been captured by the rebel privateer Georgia. A dispatch from Falmouth, England, of the 7th inst., says: The John Watt, was probably bonded by the Georgia. The Georgia had boarded over ninety vessels before she arrived at Cherbourg so it was expected that some heavy losses to American shipowner would be reported.

The United States steamer Vanderbilt was at the Mauritius when last heard from, probably in search of the privateer Alabama.

Two very large and powerful steamers, destined to run the American blockade, put into Cork harbor during the recent gale.

Laird's rebel rams had been valued by order of the English Government. El Toussoun is said to be worth £106,000, and El Monassir £80,000. It was thought that the Government would purchase both vessels.

A dispatch from Paris, posted at Lloyd's, Liverpool, warns English traders to cease shipping goods — contraband, it is to be supposed — to Matamoras, Mexico, as the "blockade is effective."

The Emperor elect of Mexico will set out for Mexico city about February, 1864. Two Austrian war vessels were ordered to make ready for a long voyage, and it was supposed they were to convey Maximilian, the Archduchess, and their respective suites across the Atlantic. The Archduke is to review his former command of the Austrian navy by way of a farewell.

The Emperor Napoleon had delivered his annual address to the French Legislature. In relation to his war in Mexico, he says it is one which "France may look on without fear, and support without discouragement." Of the war between the United States and the Confederate States he says nothing. With reference to Poland, he says that an European Congress must meet and decide her destiny.--He contends that the treaties of 1815 are broken up, and that, though Russia is his friend, Poland must be free. A Paris letter says:

As you will see, he touches Mexico very lightly, and develops no particular policy there, because, as in the affairs of the United States, he has no fixed policy to develop. Upon the Polish question his speech is, on the whole, in Paris considered warlike. A Congress of European sovereigns, to tear up the treaties of 1815 and make a new map of Europe; and, failing this, war "sooner or later."The Bourse took the alarm at this programme, and although in anticipation of a peaceful speech, it had gone up early in the day; and, upon the publication of the speech, the rentes went down twenty centimes. The journals of this morning publish the speech without any "appreciations." It takes a Parisian editor at least twenty-four hours to get his ideas in shape in so important a matter. It is said that the applause was very faint upon Mexico, but overwhelming when the Emperor spoke of the annihilation of the treaties of 1815.

In regard to the divorce case in which Lord Palmerston's name figures so conspicuously, it is stated that his honor is perfectly safe and that the whole charge is solemnly denied. Meantime Lord Palmerston is on a visit to the Queen, at Windsor Castle, and will be a guest at the Lord Mayor's banquet on the 9th of November.

The Eco delle Altra. Cozie announces that Garibaldi's son had passed through Canco on his way to Nice, for the purpose of obtaining the necessary papers for his approaching marriage with a Genoese lady, daughter of one of the officers of the corps d'armee of Marsala.

Mr. Beach, M. P. for Alton, in an address to his constituents, said:

"He regretted that we should be obliged to allow so many men to emigrate to America to supply the blanks which slaughter had made in the Northern armies. There was much danger of a European war in the present relations of Germany and Genmark, and he feared that England, if it broke out, could scarcely avoid taking part in it. He hoped, however, that we should use every effort to escape that necessity."

The London Westminster Review contains an article on Mexico which caused it to be seized by the Ministry of the Interior in Paris. On the bookseller endeavoring to reclaim the numbers ordered by his subscribers, they were delivered to him minus the Mexican article.

Canon Stanley had declined the Archbishopric of Dublin, and it had been tendered to Dean French, of Westminster.

Richardson, Spence &Co. announce their intention of running a line of first-class screw steamers between Liverpool and Philadelphia shortly, to supply the place of the sailing ships that have been withdrawn.

The crew of the American ship Webster broke into mutiny in the Mersey, and were all conveyed to prison before doing much damage.

The rebel loan was at 63a65 in London on November 7th.

Napoleon had issued letters inviting the sovereigns to a European Congress.

Heenan and King were in active training for the great £2,000 match mill.

A colt by the American horse Lexington won the great steeple chase stakes at Worcestershire, England.

The United States corvette St. Lewis had gone froth Lisbon to Cadiz. The Niagara was expected at Lison.

The Stage of Charleston.

The Courier, of Saturday, give the following account of the boat reconnaissance of Sumter:

The Yankee picket boats have become more daring in their approaches at night, and have made several unsuccessful attempts to annoy the garrison by creating false alarms and making feints at assault. About half-past 1 o'clock Thursday morning the sentinel on the southeast angle discovered a small boat approaching, and hailed it, when he was answered with an oath. The sentinel fired, and the boat immediately retreated. A short time afterward considerable musketry was heard directed towards the fort, apparently from the enemy's boats between Sumter and Gregg.--Some of the bails struck and a few passed over. At a later hour they again approached within four hundred yards this time, opposite the southwestern angle, when they were again fired upon, and retreated towards Morris's Island.

About half-past 3 o'clock Friday morning several of the enemy's barges, variously estimated at from four to nine, approached cautiously within three hundred and fifty yards of the fort, and were hailed, when they again answered with oaths and yells, and opened a musketry fire upon the fort.--The garrison replied with musketry, and for some ten or fifteen minutes the affair was quite hot and heavy. Fort Moultrie and battery Bee, on Sullivan's Island, with Fort Johnson, on James's Island, together with one of our gunboats, opened an enfilading fire on the barges as they retreated to Cummings's Point. The ricochet practice from Sullivan's Island was splendid. It is not known with certainty, but it is believed they must have sustained a severe loss.

From what we have been informed an assault has been expected for some time, and our military authorities, with Major Elliott and the garrison, have been ready to give the enemy the warmest kind of a reception. This little affair of Friday morning is supposed to have been nothing more than a feint, or an effort to reconnoitre in force, for which he has been severely punished.

The only casualty on our side was private T. Wheeler, company B. 1st South Carolina artillery, wounded slightly in head.

The enemy, no doubt stung to madness by the meagre results of his mighty and unparalleled struggle for the possession of Sumter, and seemingly despairing of ultimate success, has opened fire on the city. Since Thursday morning between twenty five and thirty shells have been thrown, fortunately injuring no one. The gun from which the shells appear to come is situated on the extreme end of Cummings's Point. The marsh battery ("Swamp Angel") now has a mortar in position, and occasionally opens fire on Sumter.

Private Edward Lake, of Capt. Simons's company, 27th regiment, S. C. V., (formerly Charleston battalion,) who was killed at Fort Sumter, was struck in the left cheek by a piece of shell, which passed downwards transversely, and rested in the right breast. His death is the more saddening as four or five members of his family, including his father and mother, had but recently died, all within eight days of each other. The only member left is a little girl of between thirteen and fourteen years old, who depended upon her brother for support.

The last blockade sale at Wilmington.

A catalogue sale of imported goods was made at Wilmington on the 18th inst. The following is a list of some of the prices obtained:

Hid away in the smoke-house.

--One day last week one of Captain Shannon's men fell asleep, and while in this mood "dreamed" where a deserter could be found. He told his Captain of his dream and he immediately sent a squad of men to the place where the young soldier dreamed he was, and found him. Well, reader, where do you think he was? He was in a hole or cellar, all hid away, and things such as barrels, boxes, &c., plied up over him, in his smoke house. There was a small space left open through which his wife fed him. When taken by the cavalry, he begged them to let him see his children, that he had not seen them in five weeks. This is what we call running the thing in the ground. This is not the only deserter that this same soldier has dreamt of and found. We would here say to the deserters (in the way of parentheses) who are in caves and close places, that you just might as well come along and report, because if this man gets a dream at you he'll find you sure.--Southern Motive.

Government whiskey.

--What does the Confederate Government do with its whiskey, asks the Lexington (Va.) Gazette? Rockingham is manufacturing it at the rate of nearly 200,000 gallons per year, Augusta county about 300,000 gallons, giving a total amount for two counties of 500,000. Suppose these two counties to make one-tenth of all that is made in the State, (which is probably a low estimate,) and we have five millions (5,000,000) of gallons as Virginia's contribution to this line of supplies. Now if all the other States together furnish as much more, we have no less than ten millions (10,000,000) of gallons. This is enough to deluge all the hospitals in the Confederacy with all the patients they contain.

Maj. Gen. R. E. Rodes has been presented with a horse by his friends in Lynchburg, Va., his native town.

Heathenism in California.

The San Francisco Bulletin of the 16th September, has a description of the opening of the annual religious celebrations of the Chinese inhabitants of that city. It say:

The Chinese are having a great time in their temple, on

, just now. Evidently the festival is of a religious character, though whether the proceeds are to be devoted to canceling a mortgage on their church, or to sending out pagan missionaries to win over Christian believers to Buddhism, is more than inquidtiveness itself has been able to ascertain. The dignitaries of their temple are not at all reticent, but display a charming readiness to indulge in a conversation with visitors, to which the only drawback is that neither understands the other's language. However, they then selves know what the celebration means and is intended for, and they being the principal parties concerned, no others have the right to complain.

The first thing which strickes the visitor on entering the vestibule of their sanctuary is a most ancient and fish like smell, and if he approaches the altar he will discover that the breath of the gods smells strangely of stale salmon. Evidently their drink is not nectar, neither is it possible that their victual is ambrosia. The first object of Chinese adoration that meets the eye is a high and hilarious god, standing some seven or eight feet in his stockings, and flourishing a cigar in his left hand, like a Montgomery street swell. The attitude of this is not very graceful, while his legs, widely spread apart, and the air with which he braces back against the wall, suggest that he is under the influence of the rosy. Altogether he has a convivial look about him highly cheerful to behold, and the effect is heightened by two home with serrated edges which sprout gaily behind his ears. His belly is modeled like a bass drum, but so nicely adjusted as not to seriously interfere with the even tenor of his whole contour.

Passing on and ascending a narrow and fishy staircase, we find a balcony, gay with flags and lanterns, and illuminated with scrolls written in sinuous characters, probably pregnant with the wisdom of the immortal Kung-fu-Tse, whom the Latins named Confucius. We may very well conclude that the books which lie open — but shut so far as our understanding is concerned — before us are the Solide Declarito and the Concordia Formula of their peculiar church. Here the sound of music is loud — reckless disciples play crashing anvil choruses upon immense gongs, while milder mannered musicians keep up a rattling accompaniment on kettle-drums, blended with a symphony of shrill notes from the lips of cracked fifes. The gods stand it marvelously well, however, and so does the temple, though a much less noise brought down the walls of Jericho.

In the temple the gods and worshippers are so numerous that one calls them no longer John, but . You stumble ever a little god on the floor, or precipitate your head into the stomach of a big one braced against the altar. The big ones number two, and face each other in a Gog and Magog style. In height they are Anaks, each standing a good eight feet above the level of the floor, without counting in a slight wrinkle in the back, which would give them a few inches more were it ironed out. Each has one foot perched on a suppositious rock while the other rests on a paper tiger — they seem to have been bucking against the tiger all the night through. One holds a golden apple in his band, plucked from no one knows what Hesperides; the other grasps a golden wreath. They are spangled like harlequin, and bearded and moustached like bogus barons. A chronic lassitude rests on their features, probably occasioned by having been up all night. Before them is spread either a late breakfast or an early lunch, but they seem in no hurry to attack it. Undoubtedly they feel safe in the assurance that no one else will eat it. Ranged around the wall, in convenient little sentry boxes, stand pudgy little gods, with splay feet. These be the common "Josses" of the concern. One of them is habited like a Christian martyr, and has the dolorous look of one condemned to be burned. The apprehension seems not entirely groundless, as a number of torches are lighted close to his feet. Should they burn on, the spectacle would probably be furnished of a baked tomato.

The worshippers in the purlieus of the temple are not very devout. They loaf around and take all sorts of liberties with their gods, even to the occasional smooching of a tom cod from their breakfast table. There are dowagers with head dresses which tower up in crinigerous Babels, and damsels with eyes more clam shell than almond shell shaped. There are male Chinamen having the look of Chimpanzees, and others dandified enough in appearances to stand as lay figures in barbers' windows. Altogether, the picture is a motley one, and well worth seeing; but curious visitors should be vaccinated before entering the synagogues, and carry smelling salts with them.

Were there time in this connection to indulge in speculation and reflection concerning this curios people, who have moved their temples and gods into our midst and sat down among us, but of whom we really know so little, there were ample food for it. How long will they maintain their idolatrous worship in the full blaze of the light which a Christian community sheds? Or is it unfair to call them idolaters when these images which they make unto themselves are not made "in the shape of anything in the heavens above, in the earth beneath, or in the waters under the earth?" Will ever an looniest come along and send these paper deities flying higher than a kite?

Prayers for peace.

--The Pope has issued his decree to the Catholic world that on the first day of December it shall commence a "Novena," or nine days prayer of peace, which shall be continued daily until the 20th day of that month. The Peter burg Register says:

The Roman Catholic Bishop of Savannah has been for some time in communication with the Holy See and the Bishops of the Church North and South. on the subject of invoking Him, "who holdeth the hearts of Princes and Rulers," to graint peace to our distracted country. The Pope, in consequence, has issued his decree that the Catholic world shall, on the first of December, commence a "Novena, or nine days prayer," to the Ruler of the Universe, to dispose the hearts of all men to peace and concord, and the united prayers of the Church are to be continued for the same holy and meritorious intention until the twentieth day. On the first of December the Pontiff in the once metropolis of the Christian world will earnestly invoke the Almighty to bear the cries of his afflicted children, and to grant that peace and its attending blessings may once more visit the people of America. On the same day, and at the same hour, the magnificent cathedrals and churches of Italy will resound with solemn prayers and litanies for the same purpose. The Catholic congregations in the rival cities of Richmond, Washington, New York, and throughout America, will unite, for the first time since the commencement of the war, in an earnest and lengthened appeal to Heaven for peace between the contending nations. Surely the united prayers of the faithful throughout Europe and America will prevail over the evil passions of godless fanatics, and draw down on our unhappy and devastated land the blessings of a speedy and honorable peace, crowned with liberty and independence.

From Tennessee.

--A correspondent, willing from Little Tennessee river on the 13th, says:

Mr. Salter, who kept the Lamar House, was started for Camp Chase. He escaped near Clinton, and is here at Gen. Wheeler's headquarters. He reports the enemy's entire force at 14,000 men — that they are so much frightened that the mere approach of our troops will stampede them.

Twenty thousand hogs are en route from Kentucky for, Knoxville. Five thousand have been collected in East Tennessee and are at Knoxville.

One thousand wagons are coming over the mountains, loaded with clothing, &c., for Wheeler's boys.

Burnside's Assistant Adjutant-General wrote a letter to his quartermaster in Kentucky, stating that they had only ten days rations on hand, and God only knew where the next would come from. This letter is in the hands of Gen. Wheeler.

Gen. Vaughn is with Gen. Wheeler. Troops in fine spirits. Southern people hail our return with delight. Be of good cheer — all is well.

The Lamar House is used for a hospital. Seventeen hundred Yankee sick are there now. --Enemy's recruits consist of two regiments, half-clad and unarmed.

Burnside's advance above Knoxville is at Morristown.

Removal of Gen. Rosecrans,

--The committee appointed at Cincinnati to escort Gen. Rosecrans up from Louisville had an interview at that place with Secretary Stanton. A correspondent of the Gazette describes it as follows:

On our arrival here we found that the Hon. E. M. Stanton, Secretary of War, was staying at the Galt House; and it being the impression of some of the members that he might, perhaps, throw some light on the subject of Gen. Rosecrans's removal, an interview was sought during the morning and obtained. The Secretary received them very cordially, and assured them that he was very glad to see them.

"You have had an election in Ohio, have you not?" inquired Mr. Stanton.

"It appears that we have," responded the delegation. "The Copperheads seem to know it, any way."

The Secretary smiled a feeble smile and relapsed into silence. The chairman of the delegation seized the opportunity of informing the Secretary that they were there to receive Gen. Rosecrans, stating that in his opinion the long absence of the General from his home, and the brilliant character of his campaign with the Army of the Cumberland, entitled him to expect a reception commensurate with the vast importance of the services he had rendered his country.

"Yes, he's been away a long time," replied the Secretary, and relapsed into silence again. This was the sum total of the information they were able to extort.

It is not certain yet whether they intend an attack in force or to advance their lines.

Sallust. From Charleston. Charleston, November 23.

--There was no shelling of the city last night. The enemy kept up a slow fire on Sumter. The number of rifle shots fired Sunday was four, mortar shells one hundred and forty-three, of which sixty-three missed. No casualties.

[Second Dispatch.] Charleston, Nov. 23.

--A vigorous fire has been kept up between the enemy's batteries and our own all day. The enemy did not shell the city to-day, but has divided his attention between Sumter, Moultrie, Johnson, and Simpkins, and also threw a number of shells on James Island. The number of shot thrown into Sumter last night, of all kinds, was 293, of which 105 missed. No casualties in Sumter. No report received from the other batteries this evening.

From East Tennessee. A Bingdon, Nov. 23.

--Various rumors of the occupation of Knoxville by our forces are coming in, but nothing official. Two thousand Yankees are reported to have passed Rogersville, and five regiments through Jacksboro', on route for Kentucky. Our forces are very active in front.

Affairs on the Rapidan. Orange Court-House, Nov. 23.

--All quiet in front. President Davis arrived here on Saturday and is stopping with Gen. Lee He will probably review the army before he leaves. Nothing from the enemy.

Local Matters. C. S. District Court.

--Judge Halyburton, at the session of his Court yesterday, gave his opinion in the habeas corpus case of the Rev. E. E. Orvis, the facts in which we have heretofore published. He decided that the reverend gentleman was not liable to military duty, notwithstanding the fact that he had been employed by Mr. Allen as a substitute for the war, and therefore discharged him.

Another case, which occupied the attention of the Court yesterday, was that of W. A. Bass, who had applied to be discharged from military service. Mr. Bass, in 1862, was exempt from military duty because of being an employee in the Examiner newspaper office. Some short time after he quit the Examiner, sought employment in the Danville Railroad Company's office, and afterwards left there and obtained exemption in the Enquirer office. After getting an exemption in the last office, he was reported to the Conscript Bureau as having left the railroad without being discharged. The letter of Mr. Harvie, reporting him, was referred to the Secretary of War, and that official endorsed upon it that if Bass had been enrolled and detailed, then he was to be taken by the conscript officers. The conscript officers, with this endorsement, arrested Bass and sent him to the conscript camp.

Mr. Daniel, the counsel for Bass, took the ground that he had never been conscripted and enrolled, and was not liable to military duty, as he had a legal exemption paper when arrested.

Messrs. Aylett and Argust argued that the entering of his name on the book of exempts was an enrollment, and that he was therefore, just as liable to military arrest for leaving the railroad without a discharge as if he had been entered on the enrolling list of conscripts and then detailed.

The Judge, after hearing the evidence and arguments, took until Wednesday to give an opinion.

Horse-stealing

--The police had before the Mayor yesterday morning a young man known as James Spicer, commonly called "Jim Crack," on the charge of stealing a horse, worth $500, from the Albemarle Battery, in June last. Spicer was a member of the battery, and, in company with a young man named Miller, who has since been sent to the Penitentiary for his part of the offence, appropriated two horses belonging to the Government. deserted their company, and came to Richmond on a frolic. They had only been here a few days when the police captured Miller, but Spicer escaped. Lieut Carier, who then had the matter in hand, kept a look-out for Spicer, and on Sunday night captured him. The Mayor heard the testimony of the Commonwealth's witnesses, and, as the prisoner had no counsel, and seemed to desire no defence, committed him to prison to answer before an examining Court in December. Spicer is apparently about twenty years of age, and is known to the police as a young man of dissolute habits.

Seizing Beef.

--Some of the butchers in the Second Market made written complaint to the Confederate authorities on yesterday, that they had sent into the Federal lines and purchased cattle for this market, and that on reaching our lines the cattle had been impressed by Captain Farland, for Government use, at a loss to them of about $2,000. This impressment seems to have been made in the very face of a general order to the contrary, and we are therefore quite sure that an order will be promptly issued for their relief. If any of our butchers have the enterprise to purchase cattle within the enemy's lines and drive them into ours, the impressing officers should encourage them; for we shall this winter need all the meat we can get to feed our armies and the people.

Aiding Slaves to escape.

--A negro back driver, known as Isaac, was before the Recorder yesterday charged with aiding a slave woman, the property of Miss Taylor, to escape from her mistress. Several witnesses were called on to testify, but as none of them could identify the accused as the driver of the hack in which the negroes fled, he was discharged. Negroes are not allowed to ride in hacks, under any circumstances, except to attend funerals, and then the number of hacks are not to exceed four if the deceased is a slave. Hackmen should remember this fact.

Confiscating butter.

--Yesterday morning Mr. Tyler, the Clerk of the Second Market, seized eighteen pounds of fresh butter, sent to market by Mrs. Stanley, of Hanover county, because it was put up in cakes of thirteen ounces each, and the cakes offered for sale as containing one pound each. A resident of Shockoe Hill bought two of the cakes for $10, and after weighing them, found that they were six ounces short of two pounds. The affair was brought to the attention of the Mayor, who ordered the butter to be confiscated.

Charged with Larceny,

--John Conroy was before the Mayor yesterday to answer the charge of stealing $200 from Michael Kennedy the night before. When the case was called the complainant failed to appear, and the accused was admitted to bail to answer next Wednesday. Kennedy afterwards came in, and was held to bail for his appearance.

Obstructing the sidewalk.

--Indians, a slave, for failing to give the sidewalk to a lady on

3d street

, on Sunday last, was before the Mayor yesterday, and sentenced to the last. His Honor directed his officers to report all similar cases, assuring them that he intended to enforce the ordinance, and teach all negroes to know their places.

The Conference.

--This body, which has been in session at the Broad street M. E. Church, in this city, for several days past, yesterday sat with closed doors. It is understood that this was done for the purpose of investigating some enrages of very grave nature, affecting the morality of one or two members of the Conference.

Arrival of Confederate surgeons.

--One hundred and twenty-four Confederate surgeons, released from Yankee imprisonment, arrived at City Point yesterday and are expected to reach this city to-day on the steamer Schultz. The Federal surgeons now confined in the Libby prison will be sent off this morning.

The Cage.

--The following were the commitments at this institution yesterday: Sam slave of John Ambler, charged with receiving a lot of stolen jewelry, and Geo. Young, a free negro, charged with stealing address valued at $50, the property of Mary Cronin.

Stealing Clothes.

--Rebecca, a slave, the property of A. Wingfield, was convicted be fore the Mayor yesterday of stealing a shawl and dress from B. W. Elmore, and sentenced to the lash.

Convicted.

--William Hardyman, indicted for burglary, has been tried before Judge Lyons, committed and sentenced to the penitentiary for five years.

Stealing.

--Andrew Lynch, a free negro, charged with stealing 57 pounds of butter from Messrs. Waldrop &Co., was examined before the Mayor and committed for trial by the Hustings Court.

Religious Revivals

are progressing in most of the churches in this city, and hundreds of persons have professed conversion within the past thirty days. In the Baptist churches many have been immersed, and in the Methodist congregations very many have been received on probation.

Not Fastened.

--The rear door of one of the Government storehouses, near

Cary streets

, was found open yesterday morning by the night police; but whether it had been forced or left unfastened could not be ascertained.

Smoking in the streets is a privilege not allowed to negroes. Yesterday the Mayor ordered a boy called John, slave to E. Holladay, to be punished with stripes for putting a cigar in the streets in violation of a city ordinance.

The Effects of drink.

--James Kerland, whilst unduly excited with liquor, threw stones at the house of Miss Belle Summers, for which the Mayor held him to bail to answer an indictment by the next Grand Jury.

Throwing stones.

--Eliza Fagan, charged with being disorderly in the streets on Sunday, and throwing stones, was held to bail for her good behavior.

Miles is a slender and rather delicate ginger bread looking man, 88 years old, and if made to hold out his hand is very tremulous, and was my carriage driver. George is a stout, whiting gingerbread looking fellow. 25 years old, and is a pretty good black smith and carpenter. As these negroes ran off without any provocation whatever, it is presumed their object is to make their way to the Yankees. They were raised at Weston, on James river, and no doubt will endeavor to make their escape in that direction. I will pay a reward of $100 each for the apprehension and imprisonment of these negroes so that I get them again, or will pay $100 each and their expenses it delivered to me at Charlotte C. H, Va.

The Irish, Poles, Germans, &c.

When come English diplomatist — we do not recollect who it was — after the suppression of the Polish rebellion in 1831, endeavored to intercede with the Emperor Nicholas in favor of that unhappy people, whom he was dragging from their homes by thousands, to people his frightful deserts in Siberia, he was cut short by the despot, and told to turn his attention to the Irish if he wished to ameliorate the condition of an oppressed nation. "The Poles," added the autocrat, " aremyIrish. " He spoke the truth. Since the world began there never was, so far as we can recollect, such long. continued oppression as that under which the Poles have labored. The Turks established their dominion over the Byzantine empire only about four hundred years ago — the descendants of Tamerlane had occupied the throne of India only about two hundred and fifty years, when the Empire of the Great Mogul was broken to pieces by the agent of an English trading company--the Moors held a disputed empire in Spain not more than five hundred years. But for seven long and weary centuries — from the reign of the second Henry to the time of Victoria — from the lieutenancy of Salisbury (commonly called Longsword, not Strongbow as we said yesterday,) to that of the present occupant of the vice-regal palace in Dublin — through all the mighty changes, social and political, which England has undergone — her hand has been heavy upon Ireland. It mattered little who was on the throne — whether a Plantagenet or a Tudor, a York or a Lancaster, a Stuart or a Guelf. It mattered little whether the form of Government was a Monarchy or a Commonwealth, Ireland was still to suffer persecution under them all. The Plantagenet and the Tudors exterminated the ancient families, as far as they could — Cromwell slaughtered the people and transported them to Jamaica. Pitt gave up the island to spies and informers, to the torch; the sword, and the gallows. All that all these agents of the infernal powers did, however, was mercy in comparison with what successive Parliaments did, beginning with the reign of William the 3d, in the passage of acts designed to abridge the Irishman's rights, to surround him with all manner of disabilities, to torture him to death by systems of espionage and domiciliary interference. Let any man who can, in the face of all this, wonder that Ireland hates England, and would be glad to see her sunk in the bottom of the sea. As Nicholas filled up the places his Siberian exiles had left vacant, so Great Britain seems to be steadily pursuing a plan which will end by depopulating Ireland, and leaving it to be filled up by an English population. It has been found that emigration can effect this object better than the wholesale murders of Cromwell and Pitt, and therefore emigration is encouraged to the utmost.

When a third people are struggling for their liberty one would hardly expect to see Ireland and Poland banding against them. Yet that is precisely what we do see at the present moment. The Irish and the Poles are the foremost in the Yankee ranks — seeking to subject us to a despotism infinitely worse than that from which they have themselves escaped. The Poles, like the Germans, are all Red Republicans. Liberty, equality, and fraternization with all mankind, are the main articles of their political creed. They hate everything which looks like feudal aristocracy, and they take the Southern Governments to be such, because of negro slavery. They are as willing to fraternize with the negro as with anybody else. They abhor every conservative element in every form of Government. They object, indeed, to all Government. They prefer anarchy and the rule of the mob. It is not surprising, therefore, that they should forget their obligations to the Southern people in their desire to establish the reign of indiscriminate plunder and the supremacy of disorder.

But the Irish are not Red Republicans — they are, of all the world, the least affected with the negro mania--they are in general decidedly conservative. That they have, almost to a man, or appear to have, a passion for arms, is true. But that they should take up arms to deprive of their liberty men who, like themselves, are conservative; like them. selves, are unaffected by Red Republicanism; like themselves, enemies to negropholists and their abominable tenets; and who, moreover, when there was a question of disfranchising them and proscribing their religion, and this, too, in defiance of their native priests, whose hold upon them is proverbially strong, and, as it is said, even of the Pope himself, who, like the priests in question, is believed to be opposed to the emigration which has filled the Yankee ranks with Irish soldiers — all this appears to us marvellous, or rather, perhaps we ought to say, it did appear marvellous, until the revelations of the last few days. It now seems that there has all along been in existence in Yankeedom a society called the Femian Brotherhood, the object of the association being to entice Irishmen into the ranks, under the promise that as soon as the Confederacy shall have been subdued, the Union will then exert its whole power to effect the liberation of Ireland by force of arms. About three hundred members of this association lately met at Chicago in Convention. They came from Ireland, Canada, and the United States. The Yankee papers are very careful to disclaim for their Government all part or participation in this conspiracy to disme her the British empire. It is nevertheless asserted that Seward not only knew of its existence, but encouraged its proceedings by holding out to the leaders promises of cooperation in their favorite project, provided the Irish would assist him in subduing the Confederacy.

We have always wished to see Ireland free. But do they deserve freedom who seek it by destroying the liberties of others? If the persons who concocted this unheard-of wickedness believe in a God they can hardly hope to succeed by such means.

A Snower of blood.

--A correspondent of the Chattanooga (Marietta) Rebel, writing from Gen Lee's army, November 10th, says:

Soon after our arrival at camp the first snow storm of the season commenced, and it was accompanied with a phenomenal appearance which is often spoken of, but seldom seen; I allude to a shower of so-called blood. This reddish substance fell over a spot about four or five acres in extent, spattering the tents with large splashes of a fluid resembling poke — berry juice in color, and collecting in considerable quantities in the cups of dead leaves, &c. There was a singular appearance in the north at the same time, resembling the "silver rain" of the pyrotechnist, and which lasted but a few minutes. These facts can be attested by hundreds of persons, officers and men, and 1 enclose you come of the leaves clotted with this peculiar sed substance.

Mother and son.

--Since the commencement of this war it has been our province to note down many a sad record — none more so than the one we now make. We learn by telegram to friends here the painful intelligence that Mrs. Whaley, who left home about two weeks ago to wait upon a wounded son in the hospital at Atlanta, died at that place on the 10th instant, and that her son, (John,) dying of his wounds, followed her to the grave the next day.-- Quincy (Fla.) On Sunday, the 22d inst, after a lingering illness of six months, in full hope off a blissful eternity, Jas Ellison, eldest son of Letitia J and Frederick A Powell, dec'd, in the 19th year of his age.

None knew him but to love him, None named him but to praise.
