<head>A remarkable Phenomenon...a Chapter of similar ones.</head>

<milestone unit="sentence" n="9" /> A writer in the <orgName n="Staunton Spectator" type="newspaper">Staunton <hi rend="italics">Spectator</hi></orgName>, dating at <placeName reg="Lewisburg, Greenbrier, West Virginia" key="tgn,2118933" authname="tgn,2118933">Lewisburg</placeName>, <placeName reg="Greenbrier, West Virginia, United States" key="tgn,2002264" authname="tgn,2002264">Greenbrier county</placeName>, Va., <date value="09-15" authname="--09-15">Sept. 15th</date>, writes to that paper a description of a remarkable atmospheric phenomenon witnessed in that town.

<milestone unit="sentence" n="10" />It was seen by our pickets a few miles from the town.

<milestone unit="sentence" n="11" />The same scene has been described in several respectable papers, the editors of which all vouch for the reliability of their informants.

<milestone unit="sentence" n="13" /> A remarkable phenomenon was witnessed a few miles west of this place, at the house of <persName n="Pearey,Mrs.,,,," id="n-0001.0000.00000.00005" reg="mostcommon:Pearey,nomatch:0" authname="pearey"><roleName n="Mrs." full="yes">Mrs.</roleName> <surname full="yes">Pearey</surname></persName>, on the <num value="1" type="ordinal">first</num> day of this month, at about <time value="3pm">3 o'clock P. M.</time>, by <persName n="Dwyer,Mister,Moses,,," id="n-0001.0000.00000.00006" reg="default:Dwyer,Moses,,," authname="dwyer,moses"><roleName n="Mister" full="yes">Mr.</roleName> <foreName full="yes">Moses</foreName> <surname full="yes">Dwyer</surname></persName>, her neighbor, who happened to be scatted in her porch at the time, as well as by others at or near the house. </p> 
<p>

<milestone unit="sentence" n="14" /> The weather was quite hot and dry, not a cloud could be seen, no wind even ruffled the foliage on the surrounding trees.

<milestone unit="sentence" n="15" />All things being propitious, the grand panorama began to move.

<milestone unit="sentence" n="16" />Just over and through the tops of the trees on the adjacent hills on the <rs>South</rs>, immense numbers of rolls resembling cotton or smoke, apparently of the size and shape of doors, seemed to be passing rapidly through the air, yet in beautiful order and regularity.

<milestone unit="sentence" n="17" />The rolls seemed to be tinged on the edge with light green, so as to resemble a border or deep fringe.

<milestone unit="sentence" n="18" />There were apparently <num value="1000">thousands</num> of them, and were, perhaps, an hour in getting by Alter these had passed over and out of sight the scene was changed from the air above to the earth beneath, and became more intensely interesting to the spectators who were witnessing the panorama from different stand-points.

<milestone unit="sentence" n="19" />In the deep valley beneath, <num value="1000">thousands</num> upon <num value="1000">thousands</num> of (apparently) human beings (men) came in view traveling in the same direction of the rolls, marching in good order, some <num value="30">thirty</num> or <num value="40">forty</num> in depth, moving rapidly--&amp;double-quick&amp;--and commenced ascending the sides of the almost insurmountable hills opposite, and had the stoop peculiar to men when they ascend a steep mountain.

<milestone unit="sentence" n="20" />There seemed to be great variety in the size of the men, some were very large whilst others were quite small.

<milestone unit="sentence" n="21" />Their arms, legs, and heads could be distinctly seen in motion.

<milestone unit="sentence" n="22" />They seemed to observe strict military discipline, and there were no strugglers. </p> 
<p>

<milestone unit="sentence" n="23" /> There was uniformity of dress, loose white blouses or shirts, with white pants, wore hats, and were without guns, swords, or anything that indicated &amp;men of war.&amp; On they came through the valley and over the steep hill crossing the road, and finally passing out of sight, in a direction due north from those who were looking on. </p>

<milestone unit="sentence" n="24" /> The gentleman who witnessed this is a man with whom you were once acquainted, <persName n="Editor,Mister,,,," id="n-0001.0000.00000.00007" reg="mostcommon:Editor,nomatch:0" authname="editor"><roleName n="Mister" full="yes">Mr.</roleName> <surname full="yes">Editor</surname></persName>, and as truthful a man as we have in this county, and as little liable to be carried away by &amp;fanciful speculations.&amp; as any man living.

<milestone unit="sentence" n="25" /><num value="4">Four</num> others (respectable ladies) and a servant girl witnessed this strange phenomenon. W. </p>

S.--On the <dateStruct value="--14" full="yes" authname="---14"><day reg="2" full="yes">14th</day></dateStruct> inst the same scene, almost identical, was seen by <num value="8">eight</num> or <num value="10">ten</num> of our pickets at <placeName reg="Bunger's Mill">Bunger's Mill</placeName>, and by many of the citizens in that neighborhood, this is about <measure n="4miles" type="distance">four miles</measure> cast of <persName n="Pearcy,,,,," id="n-0001.0000.00000.00008" reg="mostcommon:Pearcy,nomatch:0" authname="pearcy"><surname full="yes">Pearcy</surname></persName>'s. It was about <num value="1">one</num> hour passing. </p> </q></cit> </div4>

<milestone unit="sentence" n="28" />On <date value="1797-07-26" authname="1797-07-26">July 26th, 1797,</date> about <time value="5pm">5 P. M.</time>, at <placeName reg="Hastings, Barry, Michigan" key="tgn,2052154" authname="tgn,2052154">Hastings</placeName>, on the south coast of <placeName key="tgn,7002445" n="1.000 1835" reg="united kingdom" authname="tgn,7002445">England</placeName>, a large portion of the coast of <placeName key="tgn,1000070" n="1.000 1012" reg="france" authname="tgn,1000070">France</placeName> appeared to a number of observers so distinctly, that sailors, who were spectators of the scene, pointed out to the narrator and witness of the phenomenon a number of places easily recognized with the naked eye, but further increased in distinctness by the use of the telescope.

<milestone unit="sentence" n="29" />Places known as the <rs type="place">Bay</rs>, the Old Head, and Dover Cliffs, even the <rs>French</rs> fishing boats, and portions of the <rs>French</rs> coast at a distance from <num value="80">80</num> to <measure n="90miles" type="distance">90 miles</measure>, all appearing as near as if they were sailing at a small distance from the coast.

<milestone unit="sentence" n="31" />In the <name>Highlands</name> of <placeName key="tgn,7002444" n="1.000 148" reg="scotland" authname="tgn,7002444">Scotland</placeName>, in <dateStruct value="1774--" full="yes" authname="1774"><year reg="1774" full="yes">1774</year></dateStruct>, <persName n="Wren,Mister,,,," id="n-0001.0000.00000.00009" reg="mostcommon:Wren,nomatch:0" authname="wren"><roleName n="Mister" full="yes">Mr.</roleName> <surname full="yes">Wren</surname></persName> and others observed upon an extremely precipitous hill the figure of a man, with a dog, pursuing several horses, all running at a most rapid rate, until they finally disappeared, all of which proved to be a more scene similar to others of the kind.--Some time afterward, in the same locality, as observed by the inhabitants for miles around, there was seen a troop of horsemen advancing in close ranks and at a brisk pace.

<milestone unit="sentence" n="32" />The various evolutions through which the troops passed were distinctly visible, and observed by all. These appearances were supposed to be the images of a body of rebels drilling themselves previous to the rebellion of <dateStruct value="1745--" full="yes" authname="1745"><year reg="1745" full="yes">1745</year></dateStruct>. </item>

<milestone unit="sentence" n="33" />The "Spectre of the <name>Brocken</name>" in the <rs type="place">Hertz Mountains</rs> in <placeName reg="Deutschland, Europe, " key="tgn,7000084" authname="tgn,7000084">Germany</placeName>, which is of frequent occurrence, representing oftentimes a magnified image of the observer, and obeying all of his motions, is too well known to allude to more definitely.

<milestone unit="sentence" n="35" />On <dateStruct full="yes"><day type="name" full="yes">Sunday</day></dateStruct>, the <date value="1826-12-17" authname="1826-12-17">17th December, 1826,</date> the clergy in the vicinity of <placeName reg="Poitiers,Vienne,Poitou-Charentes,France,Europe" key="tgn,7017418" authname="tgn,7017418">Poitiers, in France</placeName>, were engaged in the exercises of the jubilee which preceded the festival of <persName n="Christmas,,,,," id="n-0001.0000.00000.00010" reg="mostcommon:Christmas,nomatch:0" authname="christmas"><surname full="yes">Christmas</surname></persName>.

<milestone unit="sentence" n="36" /><num value="3000">Three thousand</num> spectators were present.

<milestone unit="sentence" n="37" />They had planted, as part of the ceremony, a large cross, <measure n="25feet" type="distance">25 feet</measure> high and painted red, in the open air before the church. --About <num value="5">5</num> in the afternoon a similar celestial cross suddenly appeared in the heavens, about <measure n="200feet" type="distance">200 feet</measure> above the horizon, and apparently about <measure n="140feet" type="distance">140 feet</measure> in length, of a bright silver color, tinged with red. </item> </list>

<milestone unit="sentence" n="39" /> --The <placeName reg="Evansville, Vanderburgh, Indiana" key="tgn,7014154" authname="tgn,7014154">Evansville (Ind.)</placeName> <hi rend="italics">Journal</hi> gives the following account of an attempt to discover a murderer by photography: </p> <cit><q rend="break" direct="unspecified">

<milestone unit="sentence" n="40" /> A few days since <persName n="Adams,Mister,,,," id="n-0001.0000.00000.00012" reg="mostcommon:Adams,nomatch:0" authname="adams"><roleName n="Mister" full="yes">Mr.</roleName> <surname full="yes">Adams</surname></persName>, a photographies of this city, at the solicitation of some gentlemen who had read of similar experiments in <placeName key="tgn,1000070" n="1.000 1012" reg="france" authname="tgn,1000070">France</placeName>, took his instrument and visited the scene of the late murder in <name>German</name> township.

<milestone unit="sentence" n="41" />This was some <measure n="30hours" type="date">thirty hours</measure> after the murdered man had breathed his last.

<milestone unit="sentence" n="42" />There was a great deal of dust flying and a great crowd collected, which materially interfered with the success of the experiment, but notwithstanding unfavorable circumstances, <persName n="Adams,Mister,,,," id="n-0001.0000.00000.00013" reg="mostcommon:Adams,nomatch:0" authname="adams"><roleName n="Mister" full="yes">Mr.</roleName> <surname full="yes">Adams</surname></persName> succeeded in taking a tolerably fair "negative." Upon this he has been experimenting, and we were called on to witness the result of his experiment. </p> 
<p>

<milestone unit="sentence" n="43" /> He had taken an ambrotype picture of the eye of the deceased, and then rubbing out everything but a single object apparently in the centre of the eye, this was placed under an ordinary magnifying glass.

<milestone unit="sentence" n="44" />At the <num value="1" type="ordinal">first</num> glance the object appeared blurred and indistinct, but, getting the proper focus, the outlines of human face were at once distinguishable.

<milestone unit="sentence" n="45" />The image was apparently the face of a man with unusually prominent cheek bones, long nose, and rather broad forehead.

<milestone unit="sentence" n="46" />A black moustache was plainly seen and also the direction of the eyes, which seemed to be looking at some object sidewise.

<milestone unit="sentence" n="47" /><num value="1">One</num> of the eyes was as clearly seen as the eyes in a common ambrotype or genotype. </p>

<milestone unit="sentence" n="48" /> <persName n="Adams,Mister,,,," id="n-0001.0000.00000.00014" reg="mostcommon:Adams,nomatch:0" authname="adams"><roleName n="Mister" full="yes">Mr.</roleName> <surname full="yes">Adams</surname></persName> is continuing his experiments; but whether he will succeed in making any clearer developments remains to be seen.--His labors thus far are abundantly rewarded by the success which has attended his efforts, as it seems to us he has demonstrated that an object was pictured upon the eye of <persName n="Herke,Mister,,,," id="n-0001.0000.00000.00015" reg="mostcommon:Herke,nomatch:0" authname="herke"><roleName n="Mister" full="yes">Mr.</roleName> <surname full="yes">Herke</surname></persName> at the time of his death, and that the object was a human face. </p>

<milestone unit="sentence" n="49" /> Similar experiments, we are informed, have been made in <placeName key="tgn,1000070" n="1.000 1012" reg="france" authname="tgn,1000070">France</placeName> with great success, and mysterious murders unravelled through the instrumentality of <persName n="Daguerre,,,,," id="n-0001.0000.00000.00016" reg="mostcommon:Daguerre,nomatch:0" authname="daguerre"><surname full="yes">Daguerre</surname></persName>'s wonderful art. Notwithstanding we had heard of these strange things, we were still under the impression that "dead men tell no tales." until a recent experiment has shaken our faith and almost convinced us that dead men may yet speak. </p> </q></cit> </div3> <milestone unit="column" n="2" />

<milestone unit="sentence" n="236" /> --All the <rs>Yankee</rs> papers which we receive are filled with braggadocio — speaking, always, of the crushing out of the rebellion, as though it were already an accomplished fact, and constantly threatening <placeName reg="France" key="tgn,1000070" authname="tgn,1000070">France</placeName>, <placeName reg="United Kingdom" key="tgn,7002445" authname="tgn,7002445">England</placeName>, and <placeName reg="Espana" key="tgn,1000095" authname="tgn,1000095">Spain</placeName>, with the vengeance of the all-powerful <name>Yankee</name> nation.

<milestone unit="sentence" n="237" />If we look a little below the surface, however, it is not difficult to discover that this is all talk and nothing else, designed to delude the multitude and encourage them to persevere in the prosecution of this war. The signs of exhaustion are so palpable that they cannot be mistaken by the least experienced eye. </p> 
<p>

<milestone unit="sentence" n="238" /> In the first place, the <orgName n="New York World" type="newspaper">New York <hi rend="italics">World</hi></orgName> tells us, what we had previously heard from a source entitled to credit, that the draft has proved a complete failure, not having secured the services of <num value="60000">60,000</num> men, all told, throughout the whole Yankee States.

<milestone unit="sentence" n="239" />Now these <num value="60000">60,000</num> men will go but a very short way to fill up the gap made in the <rs>Yankee</rs> ranks by the campaign of <dateStruct value="1863--" full="yes" authname="1863"><year reg="1863" full="yes">1863</year></dateStruct>, at <placeName key="tgn,7017621" n="1.000 260" reg="chancellorsville, spotsylvania, virginia" authname="tgn,7017621">Chancellorsville</placeName>, at <placeName reg="Gettysburg, Adams, Pennsylvania" key="tgn,7014060" authname="tgn,7014060">Gettysburg</placeName>, at <placeName reg="Chickamauga, Walker, Georgia" key="tgn,7013598" authname="tgn,7013598">Chickamauga</placeName>, at <placeName reg="Vicksburg, Warren, Mississippi" key="tgn,7018023" authname="tgn,7018023">Vicksburg</placeName>, and by sickness and desertion which have prevailed to a most unusual extent throughout the <rs>Yankee</rs> armies every-where. </p> 
<p>

<milestone unit="sentence" n="240" /> Secondly, the <orgName n="New York Times" type="newspaper">New York <hi rend="italics">Times</hi></orgName>, a short time since, in the course of an editorial designed to spur up the flagging energies of its Government, stated that the greater part of its army would go out of service next <dateStruct value="-05-" full="yes" authname="--05"><month reg="05" full="yes">May</month></dateStruct>; that the winter and the mud would prove most powerful auxiliaries to our troops, as they did last year and the year before; that the rebellion must, therefore, be crushed before <dateStruct value="-11-" full="yes" authname="--11"><month reg="11" full="yes">November</month></dateStruct>, and that if not crushed before that time it could not be until next fall.

<milestone unit="sentence" n="241" />It stated that the only troops it would have on hand for the grand crushing operation next <dateStruct value="-05-" full="yes" authname="--05"><month reg="05" full="yes">May</month></dateStruct>--the earliest day at which it would be possible to open the campaign — would be the new conscripts.

<milestone unit="sentence" n="242" />It rated their strength at <num value="300000">three hundred thousand</num>, but the estimate of the <hi rend="italics">World,</hi> we have reason to know, is much nearer the mark. </p> 
<p>

<milestone unit="sentence" n="243" /> Thirdly. In commenting upon the failure of <persName n="Rosecrans,,,,," id="n-0001.0000.00000.00122" reg="mostcommon:Rosecrans,nomatch:0" authname="rosecrans"><surname full="yes">Rosecrans</surname></persName>'s <placeName reg="Georgia" key="tgn,7007248" authname="tgn,7007248">Georgia</placeName> campaign, the <orgName n="New York Herald" type="newspaper">New York <hi rend="italics">Herald</hi></orgName> revealed the fact that it was undertaken for the purpose of seizing several <measure n="100000barrels" type="mass">hundred thousand bales</measure> of cotton known to exist in that State, which it deemed essential to support the credit of the <rs>Yankee</rs> finances.--This is a most important revelation.--It was hoped by the <rs>Yankees</rs> that this cotton would be sold, in <placeName key="tgn,1000003" n="1.000 139" reg="europe," authname="tgn,1000003">Europe</placeName> for specie, and that, by means of the money thus acquired, the credit of their Government would be sustained.

<milestone unit="sentence" n="244" />But the enterprise has failed and the relief is not afforded.

<milestone unit="sentence" n="245" />The indebtedness of Yankeedom to <placeName key="tgn,1000003" n="1.000 139" reg="europe," authname="tgn,1000003">Europe</placeName> certainly does not fall short of <num value="1000">one thousand</num> <num value="1000000">million</num>.

<milestone unit="sentence" n="246" /><placeName key="tgn,1000003" n="1.000 139" reg="europe," authname="tgn,1000003">Europe</placeName> is growing impatient, and must have principal or interest in specie.

<milestone unit="sentence" n="247" /><name>Yankee</name> dom, its piratical inroad into <placeName reg="Georgia" key="tgn,7007248" authname="tgn,7007248">Georgia</placeName> having failed, can pay neither principal not interest.

<milestone unit="sentence" n="248" />There are lively hopes of a general crash, and when her financial bubble shall have exploded, what is Yankeedom to do.? </p>

<milestone unit="sentence" n="249" /> <num value="4" type="ordinal">Fourth</num> and lastly.

<milestone unit="sentence" n="250" />In order to reinforce <persName n="Rosecrans,,,,," id="n-0001.0000.00000.00123" reg="mostcommon:Rosecrans,nomatch:0" authname="rosecrans"><surname full="yes">Rosecrans</surname></persName>, the <rs>Yankees</rs> are compelled to take heavy detachments from the <orgName>army of <persName n="Meade,,,,," id="n-0001.0000.00000.00124" reg="mostcommon:Meade,nomatch:0" authname="meade"><surname full="yes">Meade</surname></persName></orgName> at the very time when that officer is expected to make a fresh "on to <placeName reg="Richmond, Richmond, Virginia" key="tgn,7013964" authname="tgn,7013964">Richmond</placeName>," and when, according to the <orgName n="New York Herald" type="newspaper">New York <hi rend="italics">Herald</hi></orgName>, there can be no doubt of his success.

<milestone unit="sentence" n="251" />If the <rs>Yankees</rs> have the overwhelming force of which they boast, why is it necessary to deplete <num value="1">one</num> army in order to strengthen another?

<milestone unit="sentence" n="252" />In order to reinforce <persName n="Rosecrans,,,,," id="n-0001.0000.00000.00125" reg="mostcommon:Rosecrans,nomatch:0" authname="rosecrans"><surname full="yes">Rosecrans</surname></persName>, also, they are stripping the whole lower country of troops, thereby exposing it to reoccupation by our troops.

<milestone unit="sentence" n="253" />Why all this, if they have the hosts they pretend to have?

<milestone unit="sentence" n="254" />The fact is their mighty armies are, for the most part, "men in buckram." They exist nowhere but in the imagination of <persName n="Seward,,,,," id="n-0001.0000.00000.00126" reg="mostcommon:Seward,nomatch:0" authname="seward"><surname full="yes">Seward</surname></persName> and their editors.

<milestone unit="sentence" n="255" />Their <hi rend="italics">real</hi> strength is not greatly superior to ours. </p>

<milestone unit="sentence" n="256" /> Our people, when they feel a disposition to despond, should think on these things.

<milestone unit="sentence" n="260" />The members of the <rs>Cabinet</rs> were represented as rats, and the <rs>General</rs> as endeavoring to put his foot on their tails to prevent their scampering.

<milestone unit="sentence" n="261" />But as he had but <measure n="2feet" type="distance">two feet</measure>, and the <rs>Cabinet</rs> were <num value="5">five</num> or <num value="6">six</num> in number, he was compelled to take his foot off the tail of <num value="1">one</num> while he tried to put it on the tail of another.

<milestone unit="sentence" n="267" /> --The <orgName n="General Assembly" type="misc">General Assembly</orgName> has authorized the <rs>Governor</rs>, whenever in his opinion the emergency demands it, to call into service volunteers to protect our citizens and repel invasion.

<milestone unit="sentence" n="268" />These troops are intended for service in this Commonwealth.

<milestone unit="sentence" n="269" />They are to be called out for a term of service not exceeding <measure n="60days" type="date">sixty days</measure> at any <num value="1">one</num> time; are to be organized, armed, and equipped as State troops, and to be paid as such when called into the field under any Executive order. </p> 
<p>

<milestone unit="sentence" n="270" /> The force is to be organized by companies, and, when embodied in sufficient numbers under such orders, field officers will be appointed by the <rs>Governor</rs> to command battalions or regiments. </p> 
<p>

<milestone unit="sentence" n="271" /> Companies are not to be organized under the act until at least <num value="30">thirty</num> men are enrolled.

<milestone unit="sentence" n="272" />Any number of men over <num value="30">thirty</num> may elect a captain, a <num value="1" type="ordinal">first</num> and second lieutenant.

<milestone unit="sentence" n="273" />but it is desirable that companies should be composed of not less than <num value="50">fifty</num> men fit for service.

<milestone unit="sentence" n="274" />When officers are elected they will endeavor to fill up their ranks and report as soon as practicable the formation of the company to the <rs type="role" reg="Adjutant General">Adjutant General</rs>, stating the number enrolled, the names of the officers and their rank, the place selected for their rendezvous, and the post offices of the several officers.

<milestone unit="sentence" n="275" />When the officers are commissioned they will muster their men into the <rs>State</rs> service, report the muster to the <rs type="role" reg="Adjutant General">Adjutant General</rs> of <placeName reg="Virginia, United States, North and Central America" key="tgn,7007919" authname="tgn,7007919">Virginia</placeName>, and hold themselves and their companies in readiness for future orders. </p> 
<p>

<milestone unit="sentence" n="276" /> This force is to be composed of persons not liable to conscription by the <rs>Confederate</rs> authorities, and to be officered by those not now in the service of that Government. </p> 
<p>

<milestone unit="sentence" n="277" /> Companies already organized as <orgName n="Home Guard" type="militia">home guards</orgName>, under the act passed <dateStruct value="1862-05-14" full="yes" authname="1862-05-14"><day reg="14" full="yes">14th</day> <month reg="05" full="yes">May</month>, <year full="yes">1862</year>,</dateStruct> are not to be interfered with in this organization.

<milestone unit="sentence" n="278" />Such companies are not liable to be called into the field without their consent.--Nor is it designed in this call for volunteers to destroy any existing organizations, but they will be preserved, and are to be armed as a part of the force now called for. </p>

<milestone unit="sentence" n="279" /> I have caused to be appended hereto the act which authorizes the enrollment of this new force. </p> 
<p>

<milestone unit="sentence" n="280" /> The people of <placeName reg="Virginia, United States, North and Central America" key="tgn,7007919" authname="tgn,7007919">Virginia</placeName> will see in the passage of this law a new determination on the part of the <orgName n="General Assembly" type="misc">General Assembly</orgName> to put forth the strength of this Commonwealth in order to protect our citizens and maintain our independence.

<milestone unit="sentence" n="281" />History has taught us that a united and determined people may be overrun by superior numbers, but that they cannot be conquered if they are firm enough to resist every assault, and in turn to assail their assailants whenever opportunity offers. </p>

<milestone unit="sentence" n="282" /> We intend not to boast of the force that this State has called into the field, or the treasure she has expended; but we intend to perform our duty to the <rs>Confederacy</rs> and to ourselves faithfully, and to the utmost of our ability.

<milestone unit="sentence" n="283" />This force is deemed necessary to give to the <rs>State</rs> the ability to meet emergencies which cannot be promptly met by the <orgName n="Confederate Government" type="org">Confederate Government</orgName>, and to prevent the withdrawal of troops from essential positions.

<milestone unit="sentence" n="284" />And it is sincerely hoped and earnestly pressed upon the people to respond with alacrity to the efforts of their representatives to furnish adequate defence for positions exposed to raids and incursions from a detestable foe. <milestone unit="sentence" n="299" /> --In the <hi rend="italics">Senate,</hi> yesterday, <persName n="Keen,Mister,,,," id="n-0001.0000.00000.00133" reg="mostcommon:Keen,nomatch:0" authname="keen"><roleName n="Mister" full="yes">Mr.</roleName> <surname full="yes">Keen</surname></persName> offered a resolution directing the <orgName n="Finance Committee" type="committee">Committee of Finance</orgName> to inquire into and report whether or not a system of voluntary loan to the <orgName n="Confederate Government" type="org">Confederate Government</orgName> may not be valuable in depleting the debt and strengthening the currency; and to that end, whenever individuals or corporations shall indicate their willingness to take in <num value="0.06">6 per cent</num> bonds at least <num value="400000000">four hundred millions</num> of dollars, then <placeName reg="Virginia, United States, North and Central America" key="tgn,7007919" authname="tgn,7007919">Virginia</placeName> take a sum not exceeding <num value="1">one</num> <num value="8" type="ordinal">eighth</num> of the same, and to recommend to her sister States to take such like sum as shall speedily raise the aforesaid amount. </p>

<milestone unit="sentence" n="303" /> The bill to compel railroad and canal companies to carry troops without demanding payment in advance, was amended and ordered to its <num value="3" type="ordinal">third</num> reading. </p>

<milestone unit="sentence" n="304" /> On motion of <persName n="Neeson,Mister,,,," id="n-0001.0000.00000.00136" reg="mostcommon:Neeson,nomatch:0" authname="neeson"><roleName n="Mister" full="yes">Mr.</roleName> <surname full="yes">Neeson</surname></persName> the bill to declare what contracts shall be payable in the currency of the <placeName reg="United States" key="tgn,7012149" authname="tgn,7012149">Confederate States</placeName> was taken up and <num value="1">one</num> or <num value="2">two</num> amendments offered. </p>

<milestone unit="sentence" n="305" /> In the <hi rend="italics">House,</hi> Senate bills to exempt white male citizens of the county of <placeName reg="King George, Virginia, United States" key="tgn,1002547" authname="tgn,1002547">King George</placeName>, over <measure n="45years" type="date">forty-five years</measure> of age, from working on the public roads, and amending the <name>Code</name> in relation to the removal of records and papers of <placeName reg="County Courts">County Courts</placeName>, were taken up. The <num value="1" type="ordinal">first</num> was read the <num value="2" type="ordinal">second</num> time and committed, and the other acted upon and agreed to. </p>

<milestone unit="sentence" n="306" /> The Senate bill to increase the salaries of certain officers of the <rs>Government</rs> was advanced to its <num value="3" type="ordinal">third</num> reading.

<milestone unit="sentence" n="307" />The bill provides that the increase of pay allowed shall commence from the <date value="1863-04-01" authname="1863-04-01">1st day of April, 1863,</date> and continue for <measure n="12months" type="date">twelve months</measure> after a treaty of peace between the <placeName reg="United States" key="tgn,7012149" authname="tgn,7012149">Confederate States</placeName> and the <placeName reg="United States" key="tgn,7012149" authname="tgn,7012149">United States</placeName>. </p>

<milestone unit="sentence" n="320" /> <hi rend="italics">Gritin.</hi>--The receipts of wheat are very light, and the mills embarrassed for want of grain.

<milestone unit="sentence" n="321" />The mills of the city have been doing all in their power to supply the wants of the community, but the obstinacy of the farmers in withholding their grain from market at the prices fixed by the <rs>Government</rs> has retarded the operations of the principal mills of the city, and little more grain is received than the wants of the <rs>Government</rs> demand.

<milestone unit="sentence" n="322" />Whatever deficiency may exist in the supply of flour cannot be attributed to the millers of the city, as the proprietors of both the <name>Haxall</name> and <placeName reg="Gallego Mills">Gallego Mills</placeName> have manifested a disposition to furnish flour to the poor of the city at the rates fixed by Government.

<milestone unit="sentence" n="323" /><measure n="5dollars" type="currency">Five dollars</measure> per bushel is the ruling price for wheat, though there have been some outside transactions at a higher figure. </p>
