 Richmond Dispatch. Friday morning...October 2, 1863 A remarkable Phenomenon...a Chapter of similar ones.

A writer in the Staunton Spectator, dating at Lewisburg, Greenbrier county, Va., Sept. 15th, writes to that paper a description of a remarkable atmospheric phenomenon witnessed in that town. It was seen by our pickets a few miles from the town. The same scene has been described in several respectable papers, the editors of which all vouch for the reliability of their informants. The writer says:

A remarkable phenomenon was witnessed a few miles west of this place, at the house of Mrs. Pearey, on the first day of this month, at about , by Mr. Moses Dwyer, her neighbor, who happened to be scatted in her porch at the time, as well as by others at or near the house.

The weather was quite hot and dry, not a cloud could be seen, no wind even ruffled the foliage on the surrounding trees. All things being propitious, the grand panorama began to move. Just over and through the tops of the trees on the adjacent hills on the South, immense numbers of rolls resembling cotton or smoke, apparently of the size and shape of doors, seemed to be passing rapidly through the air, yet in beautiful order and regularity. The rolls seemed to be tinged on the edge with light green, so as to resemble a border or deep fringe. There were apparently thousands of them, and were, perhaps, an hour in getting by Alter these had passed over and out of sight the scene was changed from the air above to the earth beneath, and became more intensely interesting to the spectators who were witnessing the panorama from different stand-points. In the deep valley beneath, thousands upon thousands of (apparently) human beings (men) came in view traveling in the same direction of the rolls, marching in good order, some thirty or forty in depth, moving rapidly--&double-quick&--and commenced ascending the sides of the almost insurmountable hills opposite, and had the stoop peculiar to men when they ascend a steep mountain. There seemed to be great variety in the size of the men, some were very large whilst others were quite small. Their arms, legs, and heads could be distinctly seen in motion. They seemed to observe strict military discipline, and there were no strugglers.

There was uniformity of dress, loose white blouses or shirts, with white pants, wore hats, and were without guns, swords, or anything that indicated &men of war.& On they came through the valley and over the steep hill crossing the road, and finally passing out of sight, in a direction due north from those who were looking on.

The gentleman who witnessed this is a man with whom you were once acquainted, Mr. Editor, and as truthful a man as we have in this county, and as little liable to be carried away by &fanciful speculations.& as any man living. Four others (respectable ladies) and a servant girl witnessed this strange phenomenon. W.

P. S.--On the 14th inst the same scene, almost identical, was seen by eight or ten of our pickets at Bunger's Mill, and by many of the citizens in that neighborhood, this is about four miles cast of Pearcy's. It was about one hour passing.

a writer in the Spectator argues that the phenomenon described above was a mirage, and gives the following similar instances.

1st. On July 26th, 1797, about , at Hastings, on the south coast of England, a large portion of the coast of France appeared to a number of observers so distinctly, that sailors, who were spectators of the scene, pointed out to the narrator and witness of the phenomenon a number of places easily recognized with the naked eye, but further increased in distinctness by the use of the telescope. Places known as the Bay, the Old Head, and Dover Cliffs, even the French fishing boats, and portions of the French coast at a distance from 80 to 90 miles, all appearing as near as if they were sailing at a small distance from the coast. 2d. In the Highlands of Scotland, in 1774, Mr. Wren and others observed upon an extremely precipitous hill the figure of a man, with a dog, pursuing several horses, all running at a most rapid rate, until they finally disappeared, all of which proved to be a more scene similar to others of the kind.--Some time afterward, in the same locality, as observed by the inhabitants for miles around, there was seen a troop of horsemen advancing in close ranks and at a brisk pace. The various evolutions through which the troops passed were distinctly visible, and observed by all. These appearances were supposed to be the images of a body of rebels drilling themselves previous to the rebellion of 1745. 3d. The "Spectre of the Brocken" in the Hertz Mountains in Germany, which is of frequent occurrence, representing oftentimes a magnified image of the observer, and obeying all of his motions, is too well known to allude to more definitely. 4th. On Sunday, the 17th December, 1826, the clergy in the vicinity of Poitiers, in France, were engaged in the exercises of the jubilee which preceded the festival of Christmas. Three thousand spectators were present. They had planted, as part of the ceremony, a large cross, 25 feet high and painted red, in the open air before the church. --About 5 in the afternoon a similar celestial cross suddenly appeared in the heavens, about 200 feet above the horizon, and apparently about 140 feet in length, of a bright silver color, tinged with red.

The causes of certain phenomena, similar to those above mentioned, have been illustrated in an interesting manner by the experiments of Dr. Wollaston upon different refracting media.

An attempt to discover a murderer by photography.

--The Evansville (Ind.) Journal gives the following account of an attempt to discover a murderer by photography:

A few days since Mr. Adams, a photographies of this city, at the solicitation of some gentlemen who had read of similar experiments in France, took his instrument and visited the scene of the late murder in German township. This was some thirty hours after the murdered man had breathed his last. There was a great deal of dust flying and a great crowd collected, which materially interfered with the success of the experiment, but notwithstanding unfavorable circumstances, Mr. Adams succeeded in taking a tolerably fair "negative." Upon this he has been experimenting, and we were called on to witness the result of his experiment.

He had taken an ambrotype picture of the eye of the deceased, and then rubbing out everything but a single object apparently in the centre of the eye, this was placed under an ordinary magnifying glass. At the first glance the object appeared blurred and indistinct, but, getting the proper focus, the outlines of human face were at once distinguishable. The image was apparently the face of a man with unusually prominent cheek bones, long nose, and rather broad forehead. A black moustache was plainly seen and also the direction of the eyes, which seemed to be looking at some object sidewise. One of the eyes was as clearly seen as the eyes in a common ambrotype or genotype.

Mr. Adams is continuing his experiments; but whether he will succeed in making any clearer developments remains to be seen.--His labors thus far are abundantly rewarded by the success which has attended his efforts, as it seems to us he has demonstrated that an object was pictured upon the eye of Mr. Herke at the time of his death, and that the object was a human face.

Similar experiments, we are informed, have been made in France with great success, and mysterious murders unravelled through the instrumentality of Daguerre's wonderful art. Notwithstanding we had heard of these strange things, we were still under the impression that "dead men tell no tales." until a recent experiment has shaken our faith and almost convinced us that dead men may yet speak.

Last Moments of the late Gen. John B. Floyd.

The Bristol Advocate publishes the remarks of the Rev. E. E. Wexter, of the Holston (M. E.) Conference, who was the officiating clergyman at the funeral of General Floyd. We make the following extracts:

I was summoned by telegraph to attend at his bedside, and reached him four days before his death. I found him calm and peaceful — his mind as clear and his judgment as sound as ever in his life. He took me by the hand, telling me he could not survive more than a few days. He spoke of his religious feelings and prospects in the most beautiful and satisfactory manner. I wish I could recall his language, but can do so only very imperfectly. He said he was not afraid to die, that he had the strongest assurance of his acceptance with his Makeal. He felt that he was a sinner, and that his only hope was in the infinite mercy of God through the Lord Jesus Christ. As he spoke of the goodness of God his heart seemed to glow with gratitude and love, and as I repeated the promises of the Bible suited to his case his eye kindled with interest, and the large tear drops flowed copiously over the manly face of the battle scarred warrior.

He said that in public life he had many enemies; that he had been wronged — deeply wronged — yet he fully and freely forgave it all, that before that God in whose presence he expected very soon to stand he could say that he had no malice nor aught in his heart against any man. He had long been impressed with the importance of connecting himself with the church, but had been hindered from doing so by various causes, but now he wished to be received into its communion, and to receive the holy sacrament, and I saw no good reasons why his wishes should not be granted. Accordingly he was received into the church and the sacrament administered. These solemn and impressive services being performed, much to the gratification of himself and friends, he now felt that his work was done. After this he conversed but little, being very weak, and much of the time suffering severe pain; yet he retained full possession of his faculties to the last, and the same calm, peaceful state of mind. Much of the time he was engaged in prayer, and often seemed anxious that his departure should be hastened.

Departure of one of the "Friends of the South."

--The fact of the departure of Chas. Hallock, claiming to be a son of the editor of the New York Journal of Commerce, from the South, has been mentioned. The Wilmington (N. C.) Journal says:

Young Hallock came over to the Confederacy nearly a year ago, and was employed for some months as assistant editor of the Augusta (Ga.) Chronicle and Sentinel, which position he ceased to occupy some time since. From circumstances stated in the Augusta papers — the Constitutionalist and the Chronicle and Sentinel--the conductors of both papers are fully satisfied that Hallock has returned to his friends and our enemies, running the blockade via Wilmington. However that may be we learn that Mr. Hallock came here with the following credential.

[copy.] Mayor's Office, Augusta, Ga., 24th Aug., 1863.

I hereby certify that the bearer, Mr. Chas Hallock, is a citizen of this city, and devoted to the cause of the Confederate States. Mr. H. is the editor of the Augusta Chronicle and Sentinel, one of the leading papers of this State. His character is in every respect above reproach. I take great pleasure in recommending Mr. Hallock to the kind courtesies of any friend of the South who may see this.

Mr. Hallock represented that he was going out for supplies for the newspaper of which he was editor, and he had regular exemption and other papers, upon which he was permitted to sail.

Now, the error in this case was with those who first gave Hallock credit and currency — who vouched for him without really knowing him. He came to Augusta as highly accredited from Richmond. Fresh from the enemy's country, he aspires to give tone and direction to Southern sentiment through the press, and soon makes his entrance and accomplishes his exit as the editor of one of the leading papers of the State of Georgia. We would like to believe that he went out from this port in good faith, and in pursuance of the object assigned by him as the reason for his going, but the authoritative statements of the paper with which he was connected precludes the possibility of any such belief being entertained. The credentials, papers and vouchers upon which he was permitted to sail appear to have been ample.

The Raleigh (N. C.) Progress has the following paragraph about him:

We remember the chap, Hallock. He was in Raleigh last spring. He talked big, cursed the Yankees, drank whiskey, and kept up a good appearance generally — we mean for a Yankee just arrived in the Confederacy, and who wished to make his loyalty to our cause appear above suspicion. We suspected then that he came as a spy, and we are not at all surprised to find our suspicions turn out correct. He boasted here of the distinguished consideration shown him in Richmond, and declared that any amount of money had been offered him to start a paper at Augusta.

Poor Old Dupont.

--Admiral Dupont, who was kicked overboard for failing to take Charleston, in response to an invitation to partake of a public dinner in Philadelphia very significantly says:

It is very gratifying to me, gentlemen, that you propose to acknowledge, by a public dinner, services which in another quarter have been appreciated so differently.

A life dedicated to my profession entitled me to a field of duty where arduous service was to be rendered; how arduous and varied that service has been my countrymen can now very imperfectly judge. But till history shall lift the veil which transient interests, public or personal, throw over the events of that period, I owe it to my companions in arms to say that the country cannot over estimate the obligations due the officers and men, who, under my command, were always crowned by victory when my professional experience was consulted and respected, and who showed themselves more heroic in their failure before Charleston than when victorious at Port Royal.

For myself, even if passing events have not already vindicated me, I can await the verdict of history, and in the meantime shall hear with me the grateful recollections of your kindness.

The New York World has the following comment on the above:

It will be remembered that after the unsuccessful attack upon Fort Sumter, Admiral Dupont was very violently assailed in several widely-circulated Administration papers. It was alleged that on that occasion the monitors guns had irreparably damaged the walls of Sumter, and that had the fight been renewed the next day Charleston must inevitably have fallen. It was these statements which confessedly led to the substitution of Admiral Dahlgren for Admiral Dupont in the command of the South Atlantic squadron. The experience of the past month is a triumphant vindication of Admiral Dupont. It is now clear that he could no more have taken the monitors abreast of the city of Charleston without the cooperation of the army, than he could have made a voyage with them to the moon.

Outraging the dying.

--The special correspondent of the London Times, writing from Baltimore, says that the hospitals in that city are under the direction of some Union ladies, "chiefly from the North," and at the head of the association is the wife of a Yankee schoolmaster who is patronized by Gen. Schenck. This woman went into the Confederate ward with a Federal flag in her hand and "held the obnoxious Stars and Stripes over the bed of a dying sufferer, saying, as she waved the rustling silk in his very face, 'There, my friend, you were loth to five under this glorious banner; it must be refreshing to you at least to die under it."

Local Matters. Shooting affray.

--Yesterday afternoon, about , a shooting affray occurred between Jacob Eizenhower and John T. Davidson, two engineers on the Richmond and Fredericksburg railroad, near the corner of

Eizenhower fired five times at Davidson, who had a pistol drawn, but not being able to make it go off could not return the fire. D. narrowly escaped with his life, receiving a slight wound in the face, having one of his fingers shot off, and still another ball penetrating his clothing and falling down into his boot. Eizenhower was not arrested. The affray grew out of an old difficulty.

Horse stealing.

--William Willey and John Collins, arrested on charge of stealing a horse belonging to Chas. P. Word, in June last, were before the Mayor yesterday for examination. Mr. Word's stable, in New Kent county, was broken into and the horse stolen. Two days after John Welsh, a member of Capt. Rogers's cavalry, rode the horse to this city, and was arrested. Welsh proved in his trial that he borrowed the horse at camp in Charles City, and he was therefore discharged. Yesterday it was proved that the prisoners carried the horse to Rogers's camp, and claimed it. As the theft was committed in New Kent county, and the horse was taken to Charles City, the Mayor decided that the thieves must be tried in one or the other of those counties, and therefore determined to send them down, unless he could discover some law, lately passed, giving the Courts of Richmond jurisdiction over the matter. Neither the jail of New Kent or Charles City are safe prison-houses at this time, owing to their proximity to the Yankee lines.

Robbery.

--Wm. Hardyman, charged with forcibly entering in the night time the store and dwelling house of Edward Besson, on Saturday last, and stealing therefrom $1,000 worth of wearing apparel, was before the Mayor yesterday. One of the witnessed testified that the accused and Thomas Farquliar (already sent on to the Hustings Court,) were together on Saturday when the bundle of stolen clothes were left at Hackerman's for safekeeping. On hearing this evidence the Mayor remanded the accused for further examination before the Hustings Court.

Robbed.

--Mrs. M. Bowles, an old lady from the country, was swindled out of $20 yesterday morning when near the Second Market, by a negro fellow, who took five pounds of butter to sell for her. As she could not describe the thief, and failed to report the fact to the Clerk of the market, the rogue will probably escape punishment.

Disturbing an Audience.

--The Theatre was the scene of no little excitement last Wednesday , caused by the police removing therefrom a young man who had been "smiling" freely, and who persisted in smoking his cigar and talking loud in the dress circle, to the annoyance of others who were present to witness the "play." When requested by the police to desist from smoking and talking he refused to do so, and as a consequence was forcibly removed by officers Seal, Davis, and Adams. During his removal his friends (strangers in the city) attempted his rescue, probably not knowing the officers, and thereby got into the melee. Yesterday morning all the parties were before the Mayor, when the principal made a handsome apology for himself and friends, and he and one of them were discharged; but, as the other had laid violent hands on one of the officers whilst executing the law, he was held to bail to answer an indictment by the next Grand Jury. Inferring with the police in the discharge of their duty will not be tolerated by the Courts of Richmond, nor will they permit the disturbance of police gatherings to go unpunished.

Bad Behavior

--Many of the attendants at Union Station Methodist Church, where a protracted meeting is now being held, are complaining bitterly of the rudeness of boys and men who assemble there every night, and disturb the congregation by their course remarks, loud talking and rude laughter, during divine service, By the laws of Virginia any disturber of religious worship may be punished by line and imprisonment, and these very parties complained of would be punished at once, but for the fact that the church is beyond the corporate limits of Richmond, the county has little or no police, and the members of the church would rather endure the outrages continually perpetrated than turn informers and cause the children of their friends to be exposed and punished. Surely the Justices of Church and Union Hills will take steps to preserve order of the churches in their vicinity, and have the guilty parties indicted by the next Grand duty. It such lawlessness is tolerated ladies will soon be afraid to attend meetings after night, and houses of worship will be closed.

Racing, for centuries past, has been a popular pasties, and will continue so in Southern communities as long as blooded horses are admired and pharisaical puritanism despised. In the land of wooden nutmegs, where people were hung and drowned for witchcraft, and where petticoat politicians, negro orators and political preachers lead the masses by the nose, running horses and thoroughbreds are among the things that were; but here in the South, where every native born is a horseman, and where all know that the best breeds can only be preserved and improved by trials of speed and endurance, racing is kept up and will ever have its votaries.

We understand that, despite the alarms of war and the troubles incident thereto, arrangements have been entered into for two meetings this fall — Petersburg and Richmond — and that the finest stock on the continent are to contest the palm for superiority-- "Planet," the world renowned, has been matched against Lord Clyde, $10,000 aside, four mile heats. Four or five untried ones are to go a four mile heat sweepstakes, $1,000 entrance — others are to run three, two and one mile heats for handsome purses and stakes; and all grades and classes are to have opportunities for showing their value and testing their blood. The first meeting will take place on the 24th of November, and the sport to terminate at Broad Rock about the 8th of December. We presume that invitations have been extended to turfmen throughout the South, and that many of them will be here as participants in the sport.

Woman convicted.

--Yesterday a young woman, named Leno Eacho, indicted for stealing $88 from John E. Brooks, was tried before Judge Lyons for the offence, found guilty, and her punishment fixed at one year in the penitentiary.

The trial of Michael Holland and James Smith, indicted for garroting Philip L. Gregory on the 30th of May, and robbing him of $87, a watch, and a hat, was commenced, and will probably be concluded this morning. James Livingston is also to be tried on the same charge.

Depraved.

--One of the little beggar girls, who, for years past, has been a pest about hotel doors and other public places, was convicted of felony before Judge Lyons last Wednesday, and will have to serve a year in the penitentiary unless pardoned by the Governor. Her two associated, equally depraved, are yet begging, and will very soon meet a similar fate unless cared for. Can neither the police nor the Overseers of the Poor take these children under their charge and save them from disgrace and ruin? Is there no help for them?

Judge Halyburton spent yesterday in hearing the arguments in an application of a member of Capt. Haywood's company to be discharged from service, he having enlisted for local service, and the command having since then been mustered into general service. The Judge will probably give his opinion in the course of a day or two.

Madame Ruhl's Farewell Concert comes off this evening. Independent of the rare excellence of the programme, this lady and true artiste has won golden opinions from those of our citizens who have had the pleasure of hearing her.

Military execution.

--To-day is the time fixed upon for the execution of a deserter, at Camp Lee, near this city.

Telegraphic News. From the Southwest. Atlanta, Ga., Sept. 30.

--Trains have arrived here from Chickamauga station bringing such of our wounded as are able to bear removal. About twenty-five hundred remain in field hospitals, who are too severely injured to endure transportation.

A staff officer who left the lines yesterday afternoon reports that a flag of truce had been sent in by Gen. Rosecrans. After considerable correspondence Gen. Bragg. consented to an exchange of the wounded. They have about 600 Confederates and we have 5,000 Yankees. The exchange is conditional.

There is no change in the condition of affairs in front of Chattanooga. Rosecrans receives his supplies by wagon trains from Stevenson.

A report reached Dalten yesterday that Gen. Sam. Jones had occupied Knoxville, and that Burnside had retested towards Cumberland Gap. These reports are credited in official circles.

Major Rice raves, Chief of Artillery of Gen. Breckinridge's Division, died on Sunday from wounds received at Chickamauga.

From Charleston. Charleston, October 1.

--The enemy fired two hundred pounder Parrotts all day yesterday, at intervals of fifteen minutes, alternately at Forts Sumter and Johnson, and Battery Simpkins. Fort Moultrie and Battery Simpkins replied vigorously. No casualties or damage of any consequence on our side. Very heavy firing is going on between the hostile batteries this morning.

[Second Dispatch] Charleston, Oct. 1.

--The firing during to-day has been heavier than for several weeks past. The enemy has been steadily pounding at the ruins of Sumter from his old batteries on Morris Island beyond Wagner. His fire was chiefly at Sumter, but he also shelled Fort Johnson. Our batteries and Fort Moultrie replied with brisk and steady fire. All quiet to night.

From General Lee's army. Gordonsville, Oct. 1, 1863.

--Nine Federal prisoners were sent through to Richmond to day. They were captured at Manassas plains. Mosby's troopers are busy in the enemy's rear. A Yankee conscript deserter came through yesterday. He reports that many conscripts are coming to Meatle, and that they have to guard the front and rear and all around to prevent their escape.

Adjournment of the South Carolina Legislature. Columbia, Sept. 30.

--The Legislature adjourned to day, having passed the following bill, viz. An act to prevent desertion from service; the raising and granting privileges to volunteer companies of mounted infantry; to provide for the election of members of Congress; to amend an act to supply negro labor for defence.

Capture of marines.

--A batch of Yankee marines passed through Meridian on Sunday , on route for Mobile, that were taken while attending Divine worship in Rodney on Sunday the 13th. There were two officers (a captain and lieutenant) among them. They all belonged to the gunboat Rattler, patrolling the river about Rodney. On the 13th a portion of the crew, over 20 in number, determined to come on shore and attend church, as the boat would be anchored in front of the town for the day. Accordingly, at the usual hour, the small boats were manned and filled with "blue coats,"who, in a short time, were safety landed on , when they all proceeded to church. Our cavalry in the vicinity were immediately advised of their presence, and when they stepped out of the church door mine of Logan's men, "armed to the teeth," appeared before them. Three resisted and were shot, but the remainder gave them selves up quietly, and were soon conducted off to Gen. Rogan. The remainder of the Rattler's crew sent word out that unless their men were given up Rodney would be shelled but, upon being informed that if the town was shelled the prisoners would be swung to a tree, they concluded to consult Grant before taking any action. One of the prisoners remarked at Meridian it was a very cruel war where a man is taken prisoner while attending Divine worship.

Lieut. General Pemberton.

--The Atlanta,-Ga, Appeal says that Lieut Gen. Pemberton was called on to make a speech some days ago at a village south of that place.--There were present some two thousand of the exchanged Vicksburg prisoners. The General said that he fell much embarrassment, because for the time a cloud rested upon him, and besides he was willing to await the authoritative vindication of his character by a competent tribunal. "If, however," continued the General, "any of those exempts and gentlemen who have substitutes, and those speculators who have denounced me as a coward and traitor through the Press or otherwise, will organize themselves into a regiment, brigade, or division, and will march with me to the front, the world shall determine who of us are cowards and who are traitors. I have not been denounced by any brave soldier or officer from Vicksburg, neither have my soldierly qualities and patriotism been called in question by them, but by those carpers and critics at home who have already done infinite mischief.

Chickamauga, or the river of Death.

In the spring of 1858, while seeking the benefit of a change of climate and relaxation from laborious duties, I met the late Colonel Whiteside at Chattanooga. Among the many interesting traditions associated with various localities in this beautiful region of country he related one in explanation of the meaning of the word "Chickamauga," and how it came to be applied to the two small streams which bear this name. A tribe of Cherokees occupied this region, and when the small-pox was first communicated to the Indians of this continent it appeared in this tribe, and made frightful havoc among them. It was the custom of the Indians, at the height of this disease, to go, by scores, and jump into the river to allay the tormenting symptoms. This, of course, increased the mortality, and the name "Chickamauga." or "River of Death" was applied to the two streams, which they have borne ever since. The remnant of the tribe was also afterwards called the "Chickamauga tribe." We hope Gen Bragg will call his great victory the Battle of Chickamauga, and not "Peavine Creek" or "Crawfish Springs," as is suggested in Rosecrans's dispatch. He has certainly crawfished out of Georgia; but we prefer "Chickamauga," or the "River of Death."

Richmond Dispatch. Friday morning...October 2, 1863. East Tennessee.

--If Rosecrans is compelled to carry his supplies all the way from Stevenson to Chattanooga, in wagons, we should think that his situation was very precarious. From Stevenson to Chattanooga the distance is, by the railroad, thirty-seven miles. Stevenson is just over the river, and but a short distance from Bridgeport. From the latter place to Chattanooga the railroad is almost a strait line, forming the cord of an are, whose periphery is the Tennessee river, which here makes a great curve. On the other hand, wagons going to Chattanooga from Stevenson follow the bend of the river and pursue a most circuitous route, over a very rough country, which is traversed by no turnpike.--The roads are horribly rough mountain roads, and the distance can be very little short of fifty miles. This necessity of Rosecrans to carry his supplies such a distance by the common roads of the country, and in wagons, confirms the truth of the telegram published by us the other day to the effect that the railroad below Chattanooga is in our possession. It seems, also, certain that we have possession of it above, so that he must get his supplies across the river at the spot. The river just at Chattanooga is a horse shoe, the open part being opposite to the city on the North side.--The city is built on the toe of the horse shoe. The distance across the opening of the horse shoe does not appear to be more than half a mile, offering a splendid opportunity for a strong body of troops to seize and fortify it. Twenty thousand men there could keep off five times their number, there being no room for a larger force to deploy.

Upon the whole, as far as we can judge of the relative situation of the two armies, from the meagre information afforded by the telegraph, that of Bragg seems to be encouraging — that of Rosecrans gravely critical. The Yankees, however, are making prodigious efforts to reinforce the latter, having already dispatched two corps from Meade's army and large numbers of troops from Vicksburg and other Southern points. The report that Knoxville had been taken by Gen. Sam. Jones, and that Burnside had retreated towards Cumberland Gap, (alluded to in the telegram to-day,) seems not to be generally credited.

Signs of flagging,

--All the Yankee papers which we receive are filled with braggadocio — speaking, always, of the crushing out of the rebellion, as though it were already an accomplished fact, and constantly threatening France, England, and Spain, with the vengeance of the all-powerful Yankee nation. If we look a little below the surface, however, it is not difficult to discover that this is all talk and nothing else, designed to delude the multitude and encourage them to persevere in the prosecution of this war. The signs of exhaustion are so palpable that they cannot be mistaken by the least experienced eye.

In the first place, the New York World tells us, what we had previously heard from a source entitled to credit, that the draft has proved a complete failure, not having secured the services of 60,000 men, all told, throughout the whole Yankee States. Now these 60,000 men will go but a very short way to fill up the gap made in the Yankee ranks by the campaign of 1863, at Chancellorsville, at Gettysburg, at Chickamauga, at Vicksburg, and by sickness and desertion which have prevailed to a most unusual extent throughout the Yankee armies every-where.

Secondly, the New York Times, a short time since, in the course of an editorial designed to spur up the flagging energies of its Government, stated that the greater part of its army would go out of service next May; that the winter and the mud would prove most powerful auxiliaries to our troops, as they did last year and the year before; that the rebellion must, therefore, be crushed before November, and that if not crushed before that time it could not be until next fall. It stated that the only troops it would have on hand for the grand crushing operation next May--the earliest day at which it would be possible to open the campaign — would be the new conscripts. It rated their strength at three hundred thousand, but the estimate of the World, we have reason to know, is much nearer the mark.

Thirdly. In commenting upon the failure of Rosecrans's Georgia campaign, the New York Herald revealed the fact that it was undertaken for the purpose of seizing several hundred thousand bales of cotton known to exist in that State, which it deemed essential to support the credit of the Yankee finances.--This is a most important revelation.--It was hoped by the Yankees that this cotton would be sold, in Europe for specie, and that, by means of the money thus acquired, the credit of their Government would be sustained. But the enterprise has failed and the relief is not afforded. The indebtedness of Yankeedom to Europe certainly does not fall short of one thousand million. Europe is growing impatient, and must have principal or interest in specie. Yankee dom, its piratical inroad into Georgia having failed, can pay neither principal not interest. There are lively hopes of a general crash, and when her financial bubble shall have exploded, what is Yankeedom to do.?

Fourth and lastly. In order to reinforce Rosecrans, the Yankees are compelled to take heavy detachments from the army of Meade at the very time when that officer is expected to make a fresh "on to Richmond," and when, according to the New York Herald, there can be no doubt of his success. If the Yankees have the overwhelming force of which they boast, why is it necessary to deplete one army in order to strengthen another? In order to reinforce Rosecrans, also, they are stripping the whole lower country of troops, thereby exposing it to reoccupation by our troops. Why all this, if they have the hosts they pretend to have? The fact is their mighty armies are, for the most part, "men in buckram." They exist nowhere but in the imagination of Seward and their editors. Their real strength is not greatly superior to ours.

Our people, when they feel a disposition to despond, should think on these things. They should reflect that if they are straitened, the Yankees are They should observe that they strengthen one army without

weakening another, or overrun one part of the country without abandoning its equivalent somewhere else. When the first Cabinet of Gen. Jackson exploded, a caricature was published well known at the time as the Rat Caricature. The members of the Cabinet were represented as rats, and the General as endeavoring to put his foot on their tails to prevent their scampering. But as he had but two feet, and the Cabinet were five or six in number, he was compelled to take his foot off the tail of one while he tried to put it on the tail of another. The condition of Lincoln with regard to the Confederate States is very similar. As fast as he puts his great splay foot on one, another gets from under. Let us be of good cheer. We think the signs of land are more unmistakable than they ever have been.

By the Governor of Virginia — a Proclamation.

--The General Assembly has authorized the Governor, whenever in his opinion the emergency demands it, to call into service volunteers to protect our citizens and repel invasion. These troops are intended for service in this Commonwealth. They are to be called out for a term of service not exceeding sixty days at any one time; are to be organized, armed, and equipped as State troops, and to be paid as such when called into the field under any Executive order.

The force is to be organized by companies, and, when embodied in sufficient numbers under such orders, field officers will be appointed by the Governor to command battalions or regiments.

Companies are not to be organized under the act until at least thirty men are enrolled. Any number of men over thirty may elect a captain, a first and second lieutenant. but it is desirable that companies should be composed of not less than fifty men fit for service. When officers are elected they will endeavor to fill up their ranks and report as soon as practicable the formation of the company to the Adjutant General, stating the number enrolled, the names of the officers and their rank, the place selected for their rendezvous, and the post offices of the several officers. When the officers are commissioned they will muster their men into the State service, report the muster to the Adjutant General of Virginia, and hold themselves and their companies in readiness for future orders.

This force is to be composed of persons not liable to conscription by the Confederate authorities, and to be officered by those not now in the service of that Government.

Companies already organized as home guards, under the act passed 14th May, 1862, are not to be interfered with in this organization. Such companies are not liable to be called into the field without their consent.--Nor is it designed in this call for volunteers to destroy any existing organizations, but they will be preserved, and are to be armed as a part of the force now called for.

I have caused to be appended hereto the act which authorizes the enrollment of this new force.

The people of Virginia will see in the passage of this law a new determination on the part of the General Assembly to put forth the strength of this Commonwealth in order to protect our citizens and maintain our independence. History has taught us that a united and determined people may be overrun by superior numbers, but that they cannot be conquered if they are firm enough to resist every assault, and in turn to assail their assailants whenever opportunity offers.

We intend not to boast of the force that this State has called into the field, or the treasure she has expended; but we intend to perform our duty to the Confederacy and to ourselves faithfully, and to the utmost of our ability. This force is deemed necessary to give to the State the ability to meet emergencies which cannot be promptly met by the Confederate Government, and to prevent the withdrawal of troops from essential positions. And it is sincerely hoped and earnestly pressed upon the people to respond with alacrity to the efforts of their representatives to furnish adequate defence for positions exposed to raids and incursions from a detestable foe. There are still thousands in Virginia who have the patriotism to strike for their homes, their families, their property, and the honor and glory of the State. I invite them to come forth now and enroll themselves in these organizations.

An act to authorize the Governor to call out forces for the public defence. Passed Sept. 28th, 1863:

Be it enacted by the General Assembly, That the Governor of this Commonwealth be, and he is hereby, authorized to call into the service of the State, for a period not exceeding sixty days at any one time, as many volunteers as may be necessary to repel invasion and protect the citizens of the State, whenever, in his opinion, the emergency may demand it, and to organize, arm, and equip the same with as little delay as possible. No company shall be organized under this act with less than thirty men, and companies of less than fifty men shall have a Captain, one First Lieutenant, and one Second Lieutenant. In other respects the present militia law shall be observed so far as the Governor deems it applicable: Provided, that this act shall not be so construed as to call into the field, without their consent, companies organized under an act to organize a home guard, passed the 14th May, 1862.

He shall preserve and arm existing organizations, except those for home defence and local service, as far as practicable, and shall apply to the Secretary of War for such arms, ammunition, and camp equipage, as may be necessary.

He shall promulgate this act by special messengers and otherwise at his discretion.

This act shall be in force from its passage.

The Rockingham Register, Staunton Vindicator, Lexington Gazette, Fincastle Express, Wytheville Dispatch, Abingdon Virginian, Lynchburg Virginian and Republican, Petersburg Express, and Danville Appeal, will publish three times and forward their accounts to the Executive Department.

Richmond Dispatch. Friday morning...October 2, 1863. The Legislature.

--In the Senate, yesterday, Mr. Keen offered a resolution directing the Committee of Finance to inquire into and report whether or not a system of voluntary loan to the Confederate Government may not be valuable in depleting the debt and strengthening the currency; and to that end, whenever individuals or corporations shall indicate their willingness to take in 6 per cent bonds at least four hundred millions of dollars, then Virginia take a sum not exceeding one eighth of the same, and to recommend to her sister States to take such like sum as shall speedily raise the aforesaid amount.

A joint resolution was presented by Mr. Jones, of Dinwiddie, to instruct our Senators and request our Representatives in Congress to use their best efforts to secure an increase of pay to the soldiers in the service of the Confederate States.--The resolution lies over under the rule.

The bill to incorporate the Virginia Volunteer Navy Company was considered and passed.

The bill to provide by impressment, or otherwise, for the families of soldiers, was taken up, and after some discussion laid on the table.

The bill to compel railroad and canal companies to carry troops without demanding payment in advance, was amended and ordered to its third reading.

On motion of Mr. Neeson the bill to declare what contracts shall be payable in the currency of the Confederate States was taken up and one or two amendments offered.

In the House, Senate bills to exempt white male citizens of the county of King George, over forty-five years of age, from working on the public roads, and amending the Code in relation to the removal of records and papers of County Courts, were taken up. The first was read the second time and committed, and the other acted upon and agreed to.

The Senate bill to increase the salaries of certain officers of the Government was advanced to its third reading. The bill provides that the increase of pay allowed shall commence from the 1st day of April, 1863, and continue for twelve months after a treaty of peace between the Confederate States and the United States.

An amendment was offered by Mr. Marye, authorizing the Auditor of Public Accounts to pay, during the existing war, in the Treasury notes of the State, or of the Confederate States, $--to the Judges of the Circuit Courts, and $--to the Judges of the Court of Appeals.

Mr. Pendleton submitted the following amendment to the amendment: "That this section shall not apply to those Judges who have voluntarily remained within the lines of the enemy, nor shall any such Judges receive any salary unless specially provided for by law."

Mr. Tomlin moved to lay the whole matter on the table.

The hour for the consideration of the order of the day — the Senate bill to organize the militia of the State--having arrived, it was taken up, and discussion upon it continued during the remainder of the day's session.

Financial and Commercial. Thursday, Oct. 1st, 1863.

The transactions in specie since our last report have been very light, but the figures indicate an upward tendency in both gold and silver. We quote buying rates by brokers as follows: Gold $11, silver $8. Selling rates: Gold $12.50, silver $10. The brokers are paying $2 50 for North Carolina and Virginia notes, and $3 to $3 25 for Georgia and South Carolina.--Their selling rates are $3 for Virginia and North Carolina, and $3 50 for Georgia and South Carolina.

Stocks and Bonds.--No material change. We quote Confederate bonds, cotton int loan, at 147 1-2, 100 M loan, with int, 105 to 112 1-2; 15 M loan, 170 and int; convertibles, 112; 7 per cent, 100 to 101.

State Bonds.--Va coupon, 425; Va reg'd, long dates, 185 to 187 1-2.

Bank Stocks.--Farmers' Bank stock, 150; Bank of the Commonwealth, 145 to 147 1-2; Bank of Richmond, 115; Bank of Virginia, 111; Traders' Bank, 147 1-2. But little doing in Railroad bonds. Va and Tenn R R, 2d mortgage, 231 and int; 3d mortgage, 170 and int.

Gritin.--The receipts of wheat are very light, and the mills embarrassed for want of grain. The mills of the city have been doing all in their power to supply the wants of the community, but the obstinacy of the farmers in withholding their grain from market at the prices fixed by the Government has retarded the operations of the principal mills of the city, and little more grain is received than the wants of the Government demand. Whatever deficiency may exist in the supply of flour cannot be attributed to the millers of the city, as the proprietors of both the Haxall and Gallego Mills have manifested a disposition to furnish flour to the poor of the city at the rates fixed by Government. Five dollars per bushel is the ruling price for wheat, though there have been some outside transactions at a higher figure.

Flour.--This article may be quoted, outside the mills, at $33 to 35. for Superfine; Extra, $40 to 42 50.

Corn Meal--$9 50 to 10 per bushel.

Country Produce and Vegetables.--Bacon, hoground, $2 40 to 2 50 per lb.; Lard, from $2 to 2 10; Butter, from $3 to 3 50; Eggs, $1 75 to 2; Irish Potatoes, good quality, $6 per bushel; Onions, $20 to $25; Flaxseed, none in market; Tallow Candles, $3 to 3 50; Tallow and Wax Candles, $3 50 to 4; Salt, 50 to 55 cents per lb.

Groceries.--We quote groceries as follows: Coffee — Java, $8 50; Rio, $7 50; Sugar — common brown, $2 75 to 3; crushed, $4 30 to 5. Molasses, $16 --little in market.

Liquors.--Whiskey, $35; Apple Brandy, good article, about the same price.

Fresh Meats and Poultry.--In the markets a good article of Beef is worth $1 25 per lb. Indifferent to fair is worth $1 per lb. Mutton, from $1 to 1 25. Ducks are worth from $5 50 to $6 per pair. Chickens, from $4 to 5 per pair.

Leather.--Sole Leather $5 50 to 6; Harness do. $5 50 to 6; Upper do. $6 50 to 7. Hides are quoted at $1 50 for dry; $1 for salted green, and 60c for green.
