 The Daily Dispatch. Thursday morning...August 6, 1863. Morality and Might the Old World and the New

The London Times is pleased to expatiate at much length upon the text of this article — assuming that two different principles govern the Old World of Europe and the New of the States of the late North American Union; the former being controlled by Morality,the latter by Might. There is little if anything in history, either European or American, to sustain the views of the Times save that part of the American history which developes the motives and measures which terminated in this war. In European diplomacy Morality has had the smallest possible share, and we have seldom seen her triumphant save when, by rare good luck, she happened to be on the same side with Might. Power is never just where it has a selfish motive opposed to Justice. The English nation can lay as little claim to credit for Morality as any power on earth. The Old World of which it has been a chief Director of affairs has been the scene of successive national outrages — a conspicuous one of modern times being the partisan of Poland, to which England was a party. In all the revolutions and vicissitudes of nations of that world, where Might has prevailed, it was as often against Morality as for it.

On the other hand, with regard to the North American States, the charge of the Times only holds good with reference to the besotted and brutalized power which now rules in the Northern States, and which, by its flagrant outrages upon the Federal Constitution and the rights of the Southern States, forced a dissolution of the old Union. The States of that Union became independent after a struggle, painful and prolonged, against the injustice of the Might of England, the mother country. Thus the first great act of the New World was a triumph in its war for Morality and Right over the injustice and Might of the Old. After its triumph the States whose combined efforts achieved the result proceeded to form their own political systems. These, in their very essence, involved the principles of Right and Morality against the doctrine of Might, the power of mere numbers. They established separate State Governments, which contained checks and balances for the preservation of Order and protection of Right, and they jointly formed a Confederate Government with limited powers, in which it was sought, constitutionally, to protect the States and the country against the tyranny of numbers merely. In the election of President the vote was by States. The Legislative Department had its revisory and checkmating body in the Senate, to which each State, irrespective of size, sent two members, and the President had the veto power over acts of Congress as a still further protection against the force of numbers. The whole system was interwoven with the moral principle — the safeguards for the protection of the minorities and the localities against the oppression of sectional and numerical power — Might. It may be said they were not strong or clear enough. We rather think they were, Had they been respected they certainly would have been sufficient, and none, however strong, would have prevailed against that unscrupulous and infatuated sectional majority by which they were trodden into the dust.

So that in the political institutions of the New World the moral principle was set up over that of Might. In its history down to the present struggle there is certainly nothing to impeach its integrity in all its foreign relations it acquired no territory by might save that from Mexico. In the war with that nation it had right on its side, and the acquisition of territory was an incident justifiable by the highest examples of the Old World. Its other acquisitions were by purchase; including those from the poor North American Indians, in which it deviated from the example of the Times's own nation, whose Morality it holds up to the admiration of the world ! In the second war between the New World and Old England, the former was resisting the principle of Might asserted by the latter, against the Moral principle that a man had a right to choose his country and serve under what flag he pleased.

The Government of the United States in all its relations with the world up to the time of the dissolution of the Union, presents the fairest record of all nations. Not an act of injustice stained its pages. Those who shaped its policy and controlled its councils were distinguished Southern statesmen, and to them is chiefly attributable the Morality, the Might and Justice which prevailed.

But the United States was doomed to repeat history, and to imitate the Old Word in its many examples that Might makes Right, in order to initiate here a struggle that was to teach them the lesson of Morality. It did this not in its foreign relations, but in its domestic. The besotted power of numbers which became, by peculiarity of pursuits and social condition, centered in the Northern States, broke down the barriers of the Constitution which had been raised to protect the States and the minorities, and for the first time involved the New World in that Crime which has so much cursed the Old, and which has made England in days gone by conspicuous among the nations — the crime of substituting the power of Might for that of Right. In this situation of affairs we confess a part of the lecture of the leading journal of England is applicable to the New World. It thus truthfully tells the fate which must follow the persistence in the rule of Might by the blind despotism of the Federal Union:

"If they persist in the rule of might, there is only one result. They will just annihilate one another. A miserable remnant, a ruined country, a relapse into savagery, and other revile unknown and inconceivable will be the only possible result. We see it because we are bystanders and spectators, and because we look on from the vantage ground of our tried communities, our established principles, and our ancient institutions. From this vantage ground, as if from a secure elevation in a wide spread deign, we tell these poor drowning wretches that they have no chance whatever but to forget their dream of infinite numbers, boundless territory, inexhaustible wealth, and Irresistible might, and bow low, like children, to the teaching and arbitration of right. Let them just consider what they ought to do, and what 'ought' means, and they have some chance of getting out of this difficulty without blasting a whole continent. We do not say this is an easy or altogether a pleasant course; but it is the only course which does not lead to utter destruction."

But the principle of Morality will prevail in this struggle, and the South will vindicate its Right. History is, in our case, merely repeating itself. People that cannot live together must separate. Civilized and manly people will not submit to the despotisms inseparable from large areas of territory controlled by one Government. Morality and Right demand the division of such countries into smaller areas as population increases. All history proves this, and we are repeating history. On this subject we propose to say a word on another day, to assist in some degree to quiet the minds of any who may be uneasy, and of any who look book with regret, considering the present condition as something that was not and that might have been avoided. We are ranging ourselves in the History of the World and Menkied, just where we must be, and are about to report History in the vindication of certain Providential laws which cannot be put aside.

Captain Maffic

This gallant and enterprising officer is a son of the celebrated Methodist preacher and orator, Rev. John Newlin. Moffit. He entered the U. S. navy, we think, about the year 1832, and must be now about 45 years old. He was always considered one of the best officers and most high toned gentlemen of the old service. For some years he was connected with the Coast Survey, and Professor Bache the head of that Department, declared that if Maffin was taken from him be could not supply his place in the whole navy. He is not only a thorough seaman and game to the back house, but a gentleman of superior intellect, a humorist of rare excellence, and of one of the most delightful of compacious. There is no position in his profession which Maffic is not capable of filling with house and destination.

We rejoice to see the hived that the brilliant Confederate captain is playing with Yankee commerce. He has made them bleed already nearly to the tune of ten millions, which we hope will swell to a hundred millions before he has done with them. Like his father before him, he has to deal with some hardened sinners; but he generally manages to bring them to the anxious seat and make them how for mercy. Between the Maffits, father and son, the Devil has had a very uneasy time of it, both on land and water. One of the orator Maffit's finest pulpit efforts was from the text, "Come thou and all thy house into the ark," an invitation which the son extends through the cannon of the Florida to all Yankee wayfarers upon the ocean. We rejoice at the success which has attended his mission, and hope he will continue to press it with irresistible ardency till the ocean is delivered of the most unclean and nefarious of all its reptiles — the Sous of the Pilgrims.

From Gen. Lee's Army.

All the information we have from Northern Virginia points to the concentration of the contending forces in the neighborhood of Fredericksburg, the enemy having evidently selected that route for the next "On to Richmond" demonstration.

We have a report, which is deemed reliable, that our pickets in the neighborhood of Stafford's Store were driven in by the enemy on Tuesday . Another report, not well authenticated, however, states that the Yankees, in force, have occupied Stafford Heights, nearly opposite Fredericksburg.--From present indications it is not improbable that the next trial of strength between the two armies will take place on the old battlefield of December last.

The enemy in James river.

We learn that the enemy on Tuesday last made his appearance again in James river.--On the afternoon of that day two Monitors and three gunboats entered the mouth of the river and proceeded up as far as Sandy Point, where they anchored for the night. Of their movements yesterday we heard nothing, but it is not believed that the expedition contemplates more than a negro stealing affair.

Army Correspondence the fight in Culpeper — another crossing by the Yankees at &c.

[special Correspondence of the Dispatch] Army Northern Virginia, August 3d, 1863.

Friday last a force of the enemy's cavalry, estimated at three brigades, crossed, or were reported to be crossing, the Rappahannock at Kelly's Ford. Hampton's cavalry brigade were on picket at the time, their line extending from Kelly's to Beverly's Ford.--By morning the entire Yankee force engaged were across, and began a bold advance towards Brandy Station. Their force greatly outnumbering ours, Hampton's brigade commenced falling back slowly, the pickets having been previously driven by the enemy back to the main body. After falling back a mile or more, the brigade halted and checked the enemy's advance for a considerable time. The enemy's movements were covered, in a measure, by woods, of which they availed themselves; but whenever the opportunity and ground favored, were frequently and most gallantly charged by our regiments and driven back.

The day thus passed with successive skirmishing, fighting, and charging, until between and , when within about a mile and a half of Culpeper two regiments of infantry from Anderson's division — the 12th Va., of Mahone's brigade, and the 2d Miss, of Posey's brigade — were thrown out as skirmishers, and advanced to the support of our cavalry. The Yankees perceiving these supports coming up, "about-faced" and "skedaddled" across an open field, or other open space of ground, in our front. The pursuit was continued until the enemy escaped out of sight, and, it is believed, recrossed the river that night.

We had not more than one battery of artillery engaged, which poured at intervale a number of rounds of grape and cannister into the enemy's ranks with great effect. Six or eight of our artillerymen were wounded, three of them mortally. The Yankees had at least two batteries engaged; but most of the casualties among our men were caused by their sharpshooters, their artillery on this occasion having been an ineffective auxiliary. It is alleged that our artillery would have done greater execution but for the deficiency of rifle ammunition provided.

Gen. Hampton being yet disabled from returning to the field by his wound, the brigade, as you have probably learned, was commanded and admirably handled by Col. Baker, of the 1st North Carolina regiment. Our loss is, at this writing, unknown, but will probably be covered by 75 or 100 killed and wounded.

The purpose of this movement was a reconnaissance, doubtless, to feel the position of our army.

Excepting this spirited affair the period elapsed since the two armies entered the section they now occupy has been unprolific of important news that could be communicated with propriety. In Fauquier and Culpeper the Yankees have freely indulged their devilish proclivities. Their depredations extended to the destruction of growing and harvested crops of grain, and the shooting of cattle, mules, horses, and everything of the kind — Such has been their course, it is reported, since they reinvade the State, which, it is hoped, will be the last time.

They have rebuilt the bridge at Rappahannock Station, where the Orange and Alexandria railroad crossed the river, and are said to be running trains regularly.

Meads seems to be proceeding with great caution in his movements, so much so as not to have yet developed his designs fully. Whenever and wherever he may decide to join the fearful issue of battle, he will find Gen Lee on the qui vive, as usual, and prepared to meet him. Our gallant men are now on their own soil, and well may Meads be cautious how he risked the already precarious tenure of his position.

All has been quiet since Saturday, and nothing from the enemy except a report that they have occupied Culpeper C. H. in force.

August 4th, 1863.

A body of the Yankee cavalry crossed the river at Rixeyville early this morning, and were repaired by the 11th Va. regiment, on picket of the time. Gen Stuart attacked them in the afternoon and drove them back to the river. They had artillery planted on the other side of the river. No further particulars yet.

Later from the North.

We are indebted to the courtesy of Capt. Hatch, of the Bureau of Exchange, for a copy of the New York World, of the addust. The usual exchange of files has not been recommended as yet by the U. S. Commissioner, Col. Meredith, who takes the place of Col. Ludlow.

The Army of the Potomac--a fight and Discovery of Gen Let's position

The World says that the reconnaissance made on Friday by General Buford's cavalry across the Rappahannock resulted in a sharp fight, with considerable loss on both sides. The whereabouts of the rebel army were found to be between the Rapidan and the Rappahannock, with Lee's headquarters at Stevensburg, four miles from Culpeper. The Confederates have a very strong picket line across the Rappahannock, but do not seem to be in any considerable force as far up as Fredericksburg. The following dispatch from Washington, August 2d, gives an account of the reconnaissance:

General Buford's cavalry, artillery, and a supporting infantry force, yesterday crossed the Rappahannock at the railroad station.--Thence with his cavalry and artillery he proceeded toward Culpeper, driving Stuart's cavalry before him. When near Culpeper Gen'l Raford encountered a large rebel force of infantry and artillery, and a fierce light ensued, lasting until dark, when he withdrew to a strong position east of Beandy Station. The losses on both sides was considerable. This reconnaissance confirms the concentration of Lee's forces near Culpeper, and indicates that his present headquarters are at Stevensburg, four miles southeast of Culpeper.

The twenty nine sutler wagon captured near Fairfax Thursday by Mosby and his band were recaptured, with all their contents, Friday , near Aldle, by the 2d Massachusetts cavalry. A skirmish ensured between the guerillas and our advance guard, but on the approach of the main body Mosby fled, closely pursued by the cavalry. Several of the enemy are reported killed and wounded but no report has been received of the result of the pursuit. This morning a detachment of our cavalry killed two and captured two others of Mosby's band near New Baltimore, and were engaged in ferreting out others.--Yesterday and to-day the weather has been by far the hottest of the season. All quiet to-night.

Another dispatch says:

The rebel forces are still between the Rapidan and the Rappahannock, and have made no movement eastward. It is not true that our forces occupy the city of Fredericksburg. The weather has been intensely hot where the army is stationed during the past two days.

Lieut Col. Lovell, of the Second Massachusetts regiment, has recaptured all prisoners, wagons, supplies, &c., taken by Mosby's guerillas at Fairfax on Thursday . The rebel escape was out off, and for the first time Mosby has been thwarted in his bold and desperate raids. The value of the goods, horses, &c., recaptured, which mostly belonged to suiters, is estimated at $150,000.

Protection to negro soldiers — retaliation.

A telegram from Washington gives the following official order of Lincoln on the subject of negro soldiers in the Yankee army and their treatment:

War Dep't, Adj General's office, Washington, July 31. General Order No. 252.

The following order of the President is published for the information and government of all concerned:

Executive Mansion. Washington, July 30

It is the of every Government to give protection to its citizens, of whatever class, color, or condition, and especially to those who are duly organized as soldiers in the public service. The law of nations, and the usages and custom of war, as carried on by civilized powers, permit no distinction as to color in the treatment of prisoners of war as public enemies. To sell or enslave any captured person on account of his color and for no offence against the laws of war, is a relapse into barbarism, and a crime against the civilization of the age. The Government of the United States will give the same protection to all its soldiers, and if the enemy shall sell or enslave any one because of his color, the offence shall be punished by retaliation upon the enemy's prisoners in our possession. It is therefore ordered, that for every soldier of the United States killed in violation of the laws of war, a rebel soldier shall be executed; and for every one enslaved by the enemy, or sold into slavery, a rebel soldier shall be placed at hard labor on the public works, and continue at such labor until the other shall be released, and receive the treatment our to a prisoner of war.

Abraham Lincoln. By order of the Secretary of War. E D. Townsend, Assistant Adjt. General. The draft in Southern Illinois--a Congress man arrested

A dispatch from Cairo, Ill, dated the 2nd inst., gives the following about the enrollment for the draft in the Southern part of that State:

Provost Marshal Phillips has completed the enrollment in the 13th district of this State, and is prepared to make a draft as soon as directed. He enrolled about 18,000 names, and arrested a large number of deserters. He was obliged to place the town of Marion, the residence of Congressman Allen, under martial law. Pickets were stationed around the town, and orders issued preventing persons leaving the place without passes. Mr. Allen attempted to pass the guards, and was brought before Provost Marshal Phillips, where he demanded to know if a Congressman was obliged to obey the orders of a petty Provost-Marshal. He was told all were subject to enrollment, and no one could receive a pass without taking the oath of allegiance to the United States Government, which he refused to do on the ground that it would compromise him with his constituents and force him to violate certain pledges he had made. He therefore remains an involuntary prisoner within the limits of Marion.

A dispatch from Washington, dated the 2d inst., says:

It may be stated on excellent authority that the draft will commence in New York during the earlier part of next week, and be as fully carried out from that time forward as it will be in Washington, where it will go on at the same time. The authorities are understood to have all the enrollment lists, &c., ready to proceed at once. It is believed that there will be no longer any delay anywhere in the country in executing the draft.

Temporary Abandonment of the assault on battery Wagner--Fort Sumter to Reforest reduced.

Advices from Charleston to the 29th ult., received in New York by the transport Belvidere, state that Gen. Gilmore had succeeded in creating a long line of batteries within 250 yards of Fort Wagner. He had also mounted three heavy siege guns within a mile and a quarter of Fort Sumter, which were to open fire on Sumter on Wednesday last. Two monitors and the Ironsides were engaging Fort Wagner. The World says:

No engagement of any account has taken place since the assault of the 19th of July upon Fort Wagner. Our losses since that time have not averaged more than four per day. General Gilmore has now fourteen Parrott guns and mortars in position on Morris's island. For the present, the idea of taking Fort Wagner has been abandoned — shells making but alight impression upon the sand of which that work is composed; the breach made by one shall being soon filled up by the explosion of another. Gen. Gilmore is confident that with his heavy siege guns he can breach Fort Sumter.

The 10th Connecticut regiment occupies the riffe-pite within 250 yards of Fort Wagnes. --Col. Otin, of this regiment, came here on the Belvidere for the purpose of taking drafted men. The Belvidere has on board the 174th Pennsylvania regiment numbering 417 noncommissioned and privates, whose term of service has expired.

The United States steam transport Fulton, Eldridge, from Port Royal, S. C., July 31st, reached here last evening. The siege of Fort Wagner still continued. Gen. Gilmore has mounted a number of 200 pounder siege guns within one mile of Fort Sumter. He is confident of reducing both Sumter and Wagner in a short time.

Outrage on Confederate officers — Morgat treated as a Convict.

The New York World, of Monday, has an editorial on the conduct of Gen. Burnsides, from which we learn that Morgan and his officers, now in the Ohio penitentiary, are treated like convicts, and their heads have been shaved. The following is a paragraph:

After several months of junketing, his army finally moved out to the Kentucky river, but never came near an enemy. The only enemy in Kentucky was allowed to pass directly through the State. In the face of Burnside and of all his troops, Morgan was permitted to ride by him almost unmolested, and to cross into Indiana and Ohio, and not until the citizens of those States hadrailled in sufficient numbers was the bold marauder captured. But if Burnside had nothing to do with catching the hare, upon his light to cook it when caught.

The commander of the Department of the Ohio first appears in the field as a barber and jailor. He orders the captured officers first to the city prison of Cincinnati and afterward to the Ohio penitentiary, Where they are subjected to the indignity of having their heads shaved. Such a preceding is as unworthy of a great nation or its representatives as it is unwarrantable by all the laws of war. it is perfectly right of course that these officers should be detained as hostages for Colonel Streight's party, captured in Georgia, but Col. Straight is in the Libby prison, treated as all other officers are treated. The cases are so nearly alike that they are naturally suggestive offeets of each other. And if we mistake not greatly, this cruelty towards Morgan will but though rate a fresh and painful retaliation upon our prisoners in Richmond.

Burnside Proclaims martial law in Kentucky on the Ky., of the election no disloyal. Persons to be allowed to vote.

The State election in Kentucky was in take place on Monday last. A telegram from Cincinnati, dated the 31st, gives the following action of Burnside in the premises:

major General Burnside has issued an order declaring the State of Kentucky invaded by a rebel force, with the avowed intention of overawing the Judges of Elections, intimidating loyal voters and keeping them from the polls, and forcing the election of disloyal candidates at the election on the 31 proximo. The military of the Government, the order declares, is the only force that can defeat this attempt, and the State of Kentucky is therefore placed under martial law.

All military officers are commanded to aid the constituted authorities of the State in the support of the laws and the purity of suffrage. The legally appointed Judges of the polls will be held strictly responsible that no disloyal person be allowed to vote, and to this end the military power of the Government is ordered to give them its utmost support.

The New York World thus comments on this action:

The coincidence of Gen. Burnside's demonstration in Kentucky against the freedom of election, with the extraordinary discrimination made under the draft in this State against the Democratic districts, demands attention, and goes alarmingly for toward giving color to the charge that the party in power are determined to the bayonet against the ballot all over the Union.

We await fuller explanations than we yet have of the former proceeding, of its motives and of its bearings, and the latter may be at once explained by the simple process of the military upon the people of Delaware at the election in that State we cannot pronounce the suspicious which more recent events have awakened to be utterly unreasonable.

Important from Mexico — French Reinforcements, 10,000 strong expected at Acapulco — all the Mexican Ports to be Garrisoned 7,000 French troops reported to be Marching on Matamoros.

Advices from the City of Mexico are to June 25th. Gen. Alvarez, from whom accounts are received to the 30th inst., was expecting the arrival at Acapulco of the French fleet, with 10,000 soldiers. This force is to come from the Gulf of Mexico across Tehuantepec, and from Acapulco will be dispatched for garrisons for all the Mexican Pacific port. A letter, dated Matamoras, June 16th; says:

There is a rumor here that seven thousand French soldiers are on the way here from Vera Cruz. It needs confirmation. If true, the authorities will endeavor to meet and fight them with such force as they can collect. They will surely dispute with an earnest struggle for the possession of Tamaulipas and of course this most important town would be the principal prize to be fought for. The Mexicans are resolute, and will fight the French to the last. They are united here in their opposition to the invaders. Miramon is the lion of Fort Brown of late. He has attempted to tamper with the authorities here, but has utterly failed. They say that Mexico wants none of the services of men who have already betrayed the nation. The people are essentially loyal and patriotic. The Texas people are desirous of playing into the bands of the French. They are up for anything that will embarrass the United States and prefer European monarchy. They are playing the part of adventurers to the fullest extent.

Miscellaneous.

A surgeon who is engaged at Gettysburg, ascertains the Federal loss to be 14,200 wounded and 5,000 killed.

Brashear City, La., was re-occupied by the yankees on the 23d of July.

The C. S. steamer Florida sailed from Bermuda on the 25th ult., after receiving coal and all necessary repairs. The coal she received was brought by the steamer Harriet Pinckney from Halifax.

The expedition which left Vicksburg a few days ago has arrived at Port Hudson. Gen. Grant, it is said, commands in person. Its destination is unknown.

The recent cavalry raid from Norfolk to Jackson. N. C., found the Confederates entrenched strongly at Jackson, which commands the approaches to Weldon, and was forced to return.

Claims for damages to the total amount of over seven hundred and fifty thousand dollars, for losses resulting from the recent riots in New York, have already been presented.

It has been decided that it will be safe and expedient to send the Washington and New York mails to New Orleans via the Mississippi river. Arrangements have been made for a convoy at least once a week from Vicksburg to New Orleans, and convoys can be more frequent when required by the necessities of trade or public interest.

Gold was quoted in New York Saturday at 129¾.

By way of San Francisco we learn that the latest news from Japan stated that war with France and England was certain, and that the Japanese were much better prepared for it than had been supposed.

The following is a dispatch from Cincinnati, dated August 2d:

The rebels burned sixty wagon loaded with forage at Stamford, Ky., yesterday.

Colonel Sanders reports to Gen Burnside having captured three hundred and fifty rebels near the Cumberland river, including Colonel Ashby. The balance of the raiders are rapidly retreating, having abandoned their plunder at Irvin, Ky.

The reported victory in Louisiana.

--The Mobile Tribune, of the 1st last, has the following paragraph

The latest arrivals, yesterday, from Louisiana repeat the rumor respecting a great victory gained a few days ago by Gen. Thylor ever the Yankee General The battle, it is stated, was fought at Donaldsonville — Over five thousand prisoners and nine tran sports were taken. The gunboat Essex and another iron clad were also suck. This is substantially the some story from several different persons. There may be some truth in it.

Progress of the War. The Fourth of July among the Traitors at Norfolk — companies formed and tendered to the Yankees — Subscriptions for the families.

The Norfolk correspondent of the Baltimore American, writing on the 4th ult, gives an account of a meeting of the Union Leagues of Norfolk and Portsmouth, held at that morning, in accordance with a notice given them by the Union League Central Committee. We give the proceedings in full, including a Yankee writer's eulogiums upon the speakers and participators

The meeting was called to order by the Hon. L. H. Chandler, who nominated Robert Butt, Esq., of Portsmouth, as temporary President, and John Melton, Esq., as Secretary. These gentlemen having taken their seats, on motion of George B. Fitzgerald, Esq., the Chair appointed the following committee to nominate officers for the meeting: Messrs. George B. Fitzgerald, James Green, Daniel Whitchead, John Melton and Michael Johnson; who, after a brief absence, submitted the following ticket, which was unanimously elected; President, Robert Bull, Esq., Portsmouth; 1st Vice President, Peter H. Whitehurst, Esq., Norfolk; 2d Vice-President, Thomas M. Brown, Esq., Norfolk; Recording Secretary, Judson Bottomore, Portsmouth; Treasurer, Robert Kewen, Norfolk.

The President, in returning thanks for the honor so unexpectedly and unworthily conferred upon him, spoke in language of burning eloquence concerning the present critical condition of his beloved country, imploring his fellow citizens that, whatever others might do elsewhere, they at least would set an example worthy of all ages to follow. His facetious anecdotal allusion to the "junk shop, old rope, and pickled cabbage," was truly humorous and irresistible. I would give it here, but have not space; but suffice it to say it elicited roars of laughter and thunders of applause, our highly esteemed Attorney General, Thos. Russell Bowden, Esq., being particularly amused.

On motion of Thomas R. Bowden, Esq., the following resolution was unanimously adopted:

Resolved, That in the present critical condition of our beloved country it behooves every true, patriotic, loyal man to contribute his aid and uncompromising support in one way or another towards defending, upholding, and restoring the Union; that animated by the spirit which impelled our revolutionary fathers, we at once proceed without further delay to the organizing of volunteer battalion, to be composed of citizens of Norfolk, Portsmouth, and vicinity, whose services shall be immediately tendered for the common defence of our beloved though imperilled Union.

Mr. Bowden, in eloquently supporting the resolution, was followed by Thos. M. Brown, Esq., in an argumentative and eloquent, though brief, speech, his manly and graceful form harmonizing with the patriotism beaming from his noble countenance, inspiring his hearers with the proper sentiments and feelings of true Americans.

On motion of John H. Berum, Esq., the Chair was requested to invite persons to come forward and enroll their names for the four companies to constitute the battalion. In the incredible short space of thirty eight minutes four hundred and twenty five names were obtained. At this stage of the proceedings, the utmost enthusiasm prevailing, James Green, Esq., with his proverbial munificence, came forward and gave a check on the Bank of Virginia for $1,000, to be appropriated to the support of the families of those members least able to leave home for any given length of time. This announcement was received with over whelming applause, the noble example being followed by the subjoined contributions. with many others from fifty to five dollars greater of $6,750, thus showing that if our Union brethren have recently been successful in business, they know how and when to properly appropriate a liberal portion of the profit, and patriotically have they done so in this instance, and posterity will bless them for the good deed. I have attended many meetings, but never have I witnessed such unbounded enthusiasm as was indicated at this. The following is the list:

James Green, Esq., was unanimously elected Major. This was an excellent choice, as were all the rest. Mr. Green is grandson of Geo. Nathaniel Green, of Revolutionary fame. Dr. Tod is brother of Governor Tod, of Ohio; Dr. Sykee first cousin of General Sykee, of the United States Army; so you see patriotism is well represented in this little group. The meeting adjourned over to Monday next, at , same place, in order to join in the celebration of this glorious day, the Fourth of July. The procession is just passing the Hall, preceded by the splendid band from Fortress Monroe, followed by a large platform on six wheels. beautifully painted red, white and blue, and drawn by six milk-white horses. This vehicle contained thirty-three fair young maidens, members of the Butte Street Virginia Classical Institute, conducted by three accomplished and refined gentlemen, Messrs. Cohen and Tyler, A. M. Each maiden, dressed in a robe of pure white, had a brilliant golden star in the centre of her forehead, and bearing in her right hand the glorious Star Spangled Banner, which was gracefully waved as the procession moved up the main avenue of the city toward the Fair Grounds, where Edward A Mosely, Esq., and H. W. Mills, Esq., the orators of the day, addressed the large assemblage. The 173d Pennsylvania regiment constituted the military escort, and made an imposing appearance. I regret to say that such was the concussion of the guns fired early this morning in honor of the day a great number of window glasses in the lower part of the city were broken. A splendid flag, 16 by 30, is now floating from the Methodist African Church,

Very respectfully, yours, J. Bottomore, Rec. Sec'y Lets Army must be caused — no Headway against the rebellion until that is down

The New York Times thinks the "one supreme necessity" of this war is the destruction of Lee's army. Its history has been "mainly cord of success — invariably so when it acted on the defensive." The Times continues:

It has stood like a wall of fire between us and the rebel capital; and to day we are just as far from that point as when two years ago last week we fled back from Bull Run. On the Chickahominy, at Fredericksburg, at Chancellorsville, and on scores of minor fields, enough of patriotic blood has been need to make a river, and yet in vain. The same tremendous foe to-day confronts us. The most we have done has been to cheek it — when it, in turn, become the invader. By the most corporate fighting we succeeded in harting it back at and at Gettysburg, but in neither of these did we do anything more than best it back. We did not disable it; we did not even cripple it. We broke down no part of its organization. We did not even deprive it of any of its artillery, or any important portion of its material of any kind. Its only loss on both occasions was a loss of strength; and as this was repaired after the battle of Antietam by new accessions, so the same thing will quickly follow upon the battle of Gettysburg. Other armies will be depilated, if need be, to bring up this old giant champion to his old strength. We may as well accept it at once as a fixed fact that, whatever also has to be sacrificed, the rebel Government will keep up its Army of Virginia to the almost possible efficiency; that it will make that army its forlorn hope, as it always has made is its main bulwark; and that on the fate of that army hangs the fate of the rebellion.

The gravest mistake in our military management thus far has been that this rebel Army of Virginia has been confronted by an army of only about the same magnitude, or, at least, of no such preponderance as was necessary, considering that the proper role of the latter was attack, and that of the former only defence. An army operating in a hostile country, against an enemy having all the facilities lines necessarily labors under great disadvantage; and this can be counterbalanced only by a proportionate superiority in numerical strength. The Army of the Potomac has never had any such superiority. However true it may be that its generalship has been often very faulty, still the main cause of its failures has been its insufficiency of force for the work in hand.--From the outset, the true policy has been to approach Richmond simultaneously from different directions, so as to compel Lee to divide his army, and expose each fraction of it to a largely superior force. As it is, he has always been able to pit his army as a unit against us; and, with the consummate skill with which he has handled it, the wonder rather is that on the whole we have held our own so well than that we have not overrun Virginia, as was first anticipated.

The first object of Lee's army is undoubtedly the defence of Richmond. But it does not necessarily follow that the first object of the Army of the Potomac should be the capture of Richmond. If Lee's army fails, so does Richmond; but Richmond may fall and leave Lee's army still as formidable as ever. The Confederacy can give up the one and yet be a great military power; but to loose the other is death inevitable and immediate. Too much importance has been attached to local conquests. These of course have their value, but a secondary value only. Just as far as they can serve as footholds from which the rebel armies can be more effectually assailed, just so far are they to be prized. They are to be estimated solely by a military standard; not at all by territorial measurements. The Confederacy has no geographical entity. It is but the shadow of military power. Strike down that power, and itself at once disappears. But this power lies in, the armies and nowhere else. The first duty, therefore — we may say, in fact, the only duty; for that done, all is done — is to destroy the armies. And as Lee's army is now almost the only one of any considerable power existing in the Confederacy, it is the duty of our Government to make, now and henceforth, the destruction of that army its one great purpose.

There is but one way to secure this, and that is the concentration of overwhelming forces into Virginia. Our recent successes in the South weet have released from active service an immense number of veteran soldiers. Probably it would not be too much to say that from the armies of Grant, Banke, and Rosecan, sixty thousand men could be spared, and yet leave forces amply large enough to meet all the troops that could be mastered against them by the rebels in that quarter of the country. With the aid of the rapidly multiplying negro regiments, whose fighting qualities are now universally acknowledged, it would seem that there could be no question of this ability. of the Western soldiers — some thirty or forty regiments there made up of Eastern man — thus to be thrown, by the Knoxville road, through Eastern Tennessee and Western Virginia, upon Lee's flank, and were the old Army of the Potomac at an early day to be reinforced up to its proper standard by the new draft, it would be physically impossible for Lee to hold out for any long period. Of course he, too, would be to some extent reinforced, as he has been already since the battle of Gettysburg. But the forces and the resources of the Confederacy are now too much reduced to admit of any such contribution to its favorite army as thus lies in our power, in respect to the Army of the Potomac. Undoubtedly. Jeff Davis will strain every energy to the utmost to keep up the efficiency of Lee's command, for he knows that his fate depends upon it. But our own Government has to put forth only limited measure of the same energy to insure the completes breaking up of that command and with it the instantaneous and absolute collapse of the Confederacy.

The fight at Yankee City.

The Atlanta Appeal's Morton (Miss.) correspondent, under date of July 28, gives the following account of the evacuation of Yazoo City, and the immense destruction of steamers which had been run up the Yazoo for safety:

You have been informed of the gallant fight made by the garrison of 700 men at Yazoo City, reputing the gunboats, and the subsequent blowing up of the works and evacuation of the place. It appears now that five thousand Yankee infantry were moving to the rear of the city. It was a cunning move on the part of the Yankees, their object being to interest both the fortifications and Com. Brown's fleet of beats until the infantry could get above them on the river, thus cutting off retreat and capturing a very rich prize. Our men were too wise to be caught in such a trap. The only boat captured was the little packet boat St. Mary, the crew escaping in small boats.

Though the Yankees gained nothing our loss is very heavy in boats and material of a character much needed. Com Brown scuttles and burned the Magenta, Mary Keens Magnolia, Pargoud. John Walsh, Luckland, Scotland, Golden Age, Arcadia. Kennett, Gay, Peytons, Prince of Wales, Natchez, and Parallel, in the Yazoo river, the Dew Drop, Emms Bott, Sharke, and Mears, in the Sunflower. We have only left, of all the splendid fleet which caught refuge in the Yazoo river, the Hope, Hartford City, McCulloch, and Cotton Plant, which are up the Tallahatchie and Yellobuche. The Kennett is sunk across the mouth of the Yellobuche, and the Walsh across that of the Tallahatchie.

The gunboats came up the river as far as the month of the Tula river, and raided in the direction of Blackwater and Lexington. This closes the history of another strongly defended river.

I am indebted to Captain Applagale, captain and owner of the Walsh, for the above interesting facts. He is on his way to Richmond to secure a settlement of his affairs with the Government. Other owners and captains are enroute for the same purpose. I trust the Navy Department will adjust the affairs of these gentlemen as promptly as possible, not only because it is proper and right that they should be paid for their losses and services, but because they are the most proper men to lead in the new system of fighting for the rivers.

The destruction of these boats releases a large number of energetic, shrewd men, who understand every habit and eccentricity of the Mississippi river. They are bold, enterprising, and have a commendable contempt for their ancient fellows, who have abandoned their friends and the true cause, for fat places with the Yankees. Every inducement should be offered to these men to organize, under their respective Captains, or otherwise, as they see fit, for the purpose of capturing, destroying, and annoying Yankee boats. This can be best done by sending back to them at once the Captained who have led them for years. Capt. Applegate, for one, will be off on this mission the day his affairs are adjusted.

Charles Montgomery, an amiable gentleman of Canton, employed in the telegraph office, was severely stabbed by Dr. Booth, formerly of Memphis. The difficulty grow act of the delivery of a message, the Doctor behaving so badly as to compel to step him in the face, where upon be received the in the back, completely him. The next day Dr. Booth was killed by a who shot him ever the head with a gun. This had no with the officer of the day previous.

The briders over the Big Black, where the Mississippi was not destroyed. Grant seems to be ending that road for use.

Later from Europe.

The steamship America has arrived at New York with English dates of the 22d ult., two days later. The news in not important. It was expected that the English Parliament would be prorogated on the 28th ult. In the House of Commons, on the 29th, a motive by Mr. Horseman, looking to active interference in the Polish question by England, was withdrawn.

It is generally thought that the server of the Russian Government to the notes of the three powers upon the Polish question to act considered satisfactory. It is stated in the French papers that the reply is being examined by the three powers, and that it in the positive intention of the three powers to agree upon the means of settling in a definite manner as serious a question. The reply while act declining the conference, represents is on superfluous; and while the entering upon the intaintive course suggested by the three powers to declined, the promulgation of a full and complete amounts in favor of the Polan in promised. A dispatch from with the reply, will Western powers for the common purpose. taken place between the and the forces, with varying fortunes.

The London Times has an editorial on the result of Gettysburg, and concludes that while the North can never be successful in the South, the South, on the other hand, can never fight successfully on Northern soil It thinks fighting will never and the war, even "if the 300,000 troops called for by the Northern conscription are enrolled, armed, and slaughtered in another two years of miserable conflict." It adds:

The Cabinet at Washington are not equal to the task. Every crisis of affairs seems as elicit additional proofs that they are in every respect until to feat with the events passing around them. The gleam of success which has fallen on the Federal arms in the surrender of Vicksburg and the incidents of the second Maryland campaign have exhibited the President and his chief ministers in a manner almost pitiable. With their country tern asunder, and its soil reeking with blood, they only find a voice to make poor and flippant election speeches. When "serenaded," as a popular congratulation on the fall of Vicksburg, the President made an address to the crowd that "not even the friendly reports could invest with dignity."--The Secretary of War "claimed the merits of retaining General Grant in command, and consequently of the victory achieved." He turned the event to a crimination of some of his colleagues and a glorifying of himself. Mr. Stanton made a party triumph over the advocates of peace by a small anear at the "Copperheads." And Mr. Seward crowned the wretched display by something that we record, but will not here repeal, for it was simply blasphemes. That men in such positions could so express themselves at such a time is a deplorable illustration of the degeneracy of American rulers.

In another article, which appears in the impression of the 21st, it says it can see termination of the war at present in view, and goes on.

Let us look to what has just happened. On the 4th, so it is said, Vicksburg surrendered, its desperate condition having probably been known some days before. On the same day Lee was found to have commenced his retreat from Gettysburg back into Virginia. On the same day the Confederate Vice President, with a commissioner, came down the James river with a flag of truce, bearing letters from President Davis to President Lincoln, and wish deliver them in person. some hesitation, was refused, and that in a way which implied that the Federal Government would not communicate with the Confederate, unless the subject of the communication was known before the envoys were even admitted within the Federal lines New, it is not too much to say that at the time the Federal Government returned this answer to a request which could only be of a tendency, they had just been relieved of the worst of their fears with regard to the two most critical points of the war, even though they might not know the whole. They were just in that very mood of reinstated confidence and credit which English observers are very to think the most favorable for peace.

Such an incident casts an ominous shadow on the prospects of this war. Whether the Federal are ever beaten into peace or act, it is evident they will never be softened into kindness by success. The least advantage, however dearly purchased, and be it ever so trifling in the great balance of war, brings them to the balcony, and sends them to "the God of Battles" and "sternal justice of their cause" When this is all that victory, all that religion teaches them, we may reasonably ask when will they ever condescend to be reasonable and wise. * * * *

"Aut Cœsar, out nikil," is the real secret of the Federal obstinacy; and, since it must be so, since America will play that gams, and we cannot but feel we are ourselves included in the stake, and are humble counters on the board, we have no alternative but to acquaint in this great and unexpected confusion of American tongued.

The most Brutal murder of the War

--The Montgomery (Ala.) Advertiser learns from a relative of the victim the following pastionlars of the fiendish Marder of an old lady near Canton, Miss., by the yankees.

Mrs. M. R. Fort was a lady sixty-five years of age, of the highest respectability, and supposed to be worth some forty thousand dollars. She was visiting the house of a friend some six miles south of Canton, some two weeks ago, when some Yankee officers hearing of her wealth and believing that she had gone to the country for the purpose of hiding money, went with a gang of negro to the house at , took her out of had and whipped her until --four hours--to make her where her money could be found. She no money, and of course could not satisfy the The wretched lady died under the torture of the last.

--In Mobile last week Vicksburg soldier went into Mr. Simon's clothing store, on

, to purchase a The clerk — a man named Mark --attended on him and commenced to exhibit his goods. During the conversation Woal asked him if he had some greenbacks, and was answered in the affirmative. The soldier selected a shirt and inquired the price. He was told that he could have it for $25 in Confederate money or $2.50 in greenbacks. The soldier paid him with the latters, and immediately afterwards reported the case to Major Denis, the Provost Marshal, who his arrest. The Advertiser says:

Wohl was afterwards taken out on a writ of habeas corpus. Gen. of the action, dispatched officer with instructions to rearrest him and to send him to Atlanta, and from there, we learn, he will be taken to Richmond to be some across the lines. He was put on board the steamer Mary Wileba. which left at --Wohl made this ceremonial by his employee

A daring Confederate Court

--Pillow Humphreys, son of Gen. West E. Humphreys, now presiding the Confederate Court in session in Knoxville, was captured by the Federates in the of Nashville last week. He was one of Van Dors's most daring scouts, and at one time even Nashville and made purchase of a number of articles he needed.

Richmond Dispatch. Local Matters. Nevel case.

--Four negroes — Mary Susan Hill, Harriet Hill, George Powders, free, and Jack, slave to P. J. Wright — were before the Mayer yesterday, on the warrant of Coroner Sanzay, charged with the murder of James Henson, a free negro, on the 29th of July last. Two witnesses were examined, but neither of them implicated Harriet Hill or the two men in the slightest degree with the murder.

Ann Peppercorn deposed, that on the 27th of July, Mary 8. Hill came into her yard, adjoining that in which deceased resided, and purchased a lawn sack of her, paying her $1, and promising to pay the balance of the money when she called for the garment. Mary Susan then left the premise, and on getting into the street, witness heard her say Jim Hod son would not let her come to his house — that he thought more of her sister Harriet than he did of her — and that he should not live till Sunday . Witness did not see the deceased, and could not say that he heard the prisoner's remarks.

Catherine Byrne occupied a room immediately under the one occupied by Hudson. On Tuesday, the 28th July, between the hours of and , she heard something fall heavily on the floor above her, and heard a groan, but did not ascertain the cause. She heard no other unusual noise, and did not go out to ascertain the cause of the groan.

Upon this evidence the Mayor adjourned the investigation till Saturday, and committed Mary Susan to jail; but admitted the other three to bail for their appearance.

Prison record.

--At the Libby prison yesterday there were some 740 Yankees received, the remnant of captures at Gettysburg and other points. In this lot of prisoners were the following officers, viz: Capts C D Bowers, 18th Conn; R T Cornwell, 67th Penn; W H Bender, 123d Ohio; and J P Gleason, 5th N Y 1st Lieut Murwin, 18th Coun; 2d L's J S Paul, 122d Ohio, and G D Dakers, 123d Ohio; Surgeons D Meeker and L Holbrook; Assistant Surgeons A M Parker, S L Henry, and J R Uhler. In addition to the above there were nine citizens of Gettysburg received at the above- named prison.

At Castle Thunder there were no commitments of any consequence. We understand that under the recent proclamation of the President about 500 prisoners, now confined in the Castle, will be released and sent to their regiments.

Sudden death.

--Dr. W. M. Hammond, formerly of Maryland, died suddenly in this city on Tuesday last.

--The Mayor heard and disposed of the following cases yesterday:

Reuben Gaines, drunk and disorderly in the streets. Sent to the Provost Marshal.

Wm. Kendrick, drunk and disorderly. Held to bail.

Military defence.

--A very strong petition was presented to the County Court of Henrico Tuesday by farmers of that county, praying the Court to ask the Secretary of War to so establish military sentinels around the city fortifications as to prevent stragglers, skulkers, deserters, convalescents, depredators with foreign protection papers in their pockets, and thieves disguised in military clothes, from prowling the country day and night, pillaging farms and gardens at pleasure, breaking down fences, and wantonly destroying the growing crops, not only to the injury of the petitioners, but to that of the army and the people generally. The petition states that this sentry duty can be performed by the commands at the stationary batteries in the various forts, under their own officers, and can be made so complete that all deserters, spies, blockaders and skulkers will be readily captured. These sentinels will require passes from all persons going beyond their lines, and can detect all illegal travel, and break up all improper intercourse between the capital of the Confederacy and the Yankee Government. The Court ordered that every Justice in the county be summoned for Saturday next, to consider the petition before them, and we have no doubt will make such an appeal to Secretary Seddon as will ensure his cheerful acquiescence in their request.

Flour,

under the exhilarating manipulation of speculators in the life-blood of their country, has suddenly become very scarce in this market, and exceedingly high in prices. Within the past few days hundreds of barrels of this staff of life have been spirited off by railroads to secret hiding places elsewhere, there to remain till famine prices again brings it into market. Will the Government and people stand by and see the country overrun and rained by these vampires in trade, who care for nothing but gold and its equivalent? Has the Government no power to rid itself of these leaches? Are the people powerless, that they should stand with folded arms till speculators have deprived the army of subsistence and starved to death the wives, children, and widows, of our noble soldiers? Rather than submit to such fearful results, let every speculator in the necessaries of life be marched to the front and made to receive the bullets and bayonets of that hated foe whom they are striving to assist in crushing out the liberty and happiness of the South.

Sick and disabled soldiers,

on furlough, or honorably discharged from the service, who are temporarily detained in Richmond, will be comfortably provided with food, quarters, and attention, free of charge, at the Wayside Hospital, corner of

.--Similar hospitals have been established in Petersburg, Danville, Farmville, Lynchburg, Charlottesville, Liberty, and Staunton, near the railroad depots, where sick and wounded soldiers will have the necessaries of life furnished them without expense. These hospitals are all attended by competent parties, and we are quite sure that they will prove pleasant resting places for those wearied patriots who have so nobly hazarded their lives for their suffering and blooding country.

No charge.

--Jacob Willis, an invalid soldier, was sent under guard to the Mayor's Court yesterday, from Castle Thunder, to be taken in charge of by the police; but as no accusation accompanied him he was returned. Willis stated that he had been taken from Camp Winder to the Castle for no cause that he knew of, and could not tell why he had been sent to the Mayor.

Sent to his command.

--John Q A Vaughan, charged with beating his mother and forcibly taking money from her, was before the Mayor yesterday; but as the witnesses failed to appear, be was handed over to the sergeant of the military company to which he is attached.

Fragments

of companies, many of them that never may be filled, are kept in camp and rendezvous about the city for weeks at a time. As Gen. Lee needs forces at once, would it not be wise policy in the commandant of this district to turn these men over to companies already in the field, and thus enable them to do good service?

Bathing is essential to health when properly indulged in. If you wish to feel strong and vigorous through the day, rise early, and while the system is composed, the mind at case, and the blood at moderate heat, make your bath; but be sure not to remain in the water over five minutes. Bathing in the best of day is injurious, and may cause serious diseases.

Ripe fruits

and fresh, well served vegetables, are healthier food at this season of the year than meats; but green fruits and stale vegetable, badly cooked, are almost sure to produce diarrhea and other diseases that frequently prove fatal. Considering the number of produce have at this time, Richmond is exceedingly healthy.

--Patrick McGary was last night assigned to the cage on the charge of being drunk and firing a pistol at John Henderson in the street.

--Twenty-two transports, laden with troops, have passed Natchez., going down, up to Friday.

A number of Banks's and Burnside's regiments have been mustered out, their terms of service having expired.

Transports loaded with negroes are sent up daily to Island No.10, where a camp for the instruction of the blacks in the manual of arms has been established.

East and West Louisiana have been stripped to form negro regiments.

Rumor says Sherman is furloughing one out of every company, and they leave daily for home.

Pillaging parties are sent out daily from the garrisons at Natchez and New Carthage, who strip the country of provisions and commit every species of vandalism.

The weather is extremely warm — thermometer 92 degrees.

The Army Committee of the Young Men's Christian Association acknowledges the receipt of the following contributions and supplies for the month of July, viz:

No special appear having been made the receipts for the month have been very light, There are quite a number of sick and wounded in the various hospitals in and around the city, with others arriving daily, and hospital supplies of all are in demand. It will afford us pleasure to be the medium of distribution for any who may feel disposed to contribute to the comfort of our sick and wounded soldiers. Contributions in money or supplied may be forwarded to Roger Martin, Sup't or to W P Munford, Chairman Army Committee Y M C A.

Obituary.

Died, at Oakwood, Powhatan Co., at the residence of Mr. Wm Sublett, on Wednesday , July 29th, Mattis F, oldest daughter of Mrs. Mallids F Danny, of this city.

Sorrest will fail on many hearts outside of the family circle when the tidings of her death shall reach them. Gentle and unobtrusive in life, perhaps in death she would prefer a fond remembrance in the hearts of those who knew her to any enology of her virtues. A few weeks before her death she had gone to the country with the hope that the pure country air would restore her shattered constitution; but Death had marked the fair victim for his own, and after a protracted sickness of months, which she bore with great patience, she fell asleep in Jesus. The Sabbath before the last which she spent on earth was the regular communion season in the church of which she was a member. She remembered it, and asked that a watch might be handed here, and as the hour approached when she supposed the people of God were communing, she said to one whom she tenderly loved, L "Let us commune, too." She was consolers to within a few hours of her death, and on the morning of that day a Christan friend and minister had a most pleasant and satisfactory interview with her.--said he, "Do you feel that you can commit yourself into the hands of your Heavenly Father with perfect resignation to His will, whatever it may be? And apparently without knowing her end was so very near she replied, "I think I can."

May He who can only comfort the broker hearted, gently heal the wound His own hand hath mane, enabling all who mourn her loss to say, "Even so, Father, for to it seemed good to Thy eight" [*]
