 The Daily Dispatch. Wednesday morning...July 8, 1863. The battle of Gettysburg.

We are without farther information from the great battle said to have been fought on Sunday than that which came Tuesday , and which we publish in the proper column. The report of the returned prisoner, who overheard the officers at Old Point say they had sustained a loss of 60,000 men, though otherwise of little value, is useful as confirmatory evidence. We have no means of testing the accuracy of the dispatch from Martinsburg. Correspondents — especially telegraphic correspondents — with the best intentions, are often led estray. They are obliged, in the absence of official intelligence, to depend on the evidence of persons from the scene of action, who are often but imperfectly informed themselves, and sometimes on mere rumor. They therefore, in such cares, state their authority, and let the public judge of the value of their information. In the present instance, the very enormity of the loss in prisoners attributed to the enemy excites incredulity, although no man doubts that the reporter stated accurately the prevalent belief in Martinsburg at the time. We feel as well assured that Gen. Lee, if he has met the enemy in a pitched battle, has inflicted a terrible defeat upon them, as we do that we are living, breathing, sentient beings. Whether the details be precisely such as the telegraph gives us is another matter. If Gen. Lee has, after a hard fought battle, taken 40,000 prisoners, he has gained one of the most complete victories on record. He has utterly destroyed the only obstacle that stood between him and Baltimore, and we can see no reason why he should not be in that city before to-morrow night. The force to defend it consists entirely of militia, many of them but ill affected, and they have within the city a deadly enemy, as numerous as themselves, panting for revenge and ready to rise on the first opportunity. In the panic which must follow such an astounding overthrow nothing can be easier than to march in and take possession.

We are confident that Gen Lee has struck some great blow from the strong belief generally entertained that he has all this time been acting upon a certainly. He would never have ventured upon a march, apparently so hazardous as that into Pennsylvania, had he not well calculated all the chances beforehand. What serves to convince us that a battle was fought and a victory gained on Sunday, is the account given in the telegram of the movement made by the corps of Gen. Hill. It corresponds with the accounts given in the Yankee newspapers, that he had been repulsed.--The truth seems to be that he made a retrograde movement pursuant to orders, in order to reduce the enemy to follow him. They did so, according to the telegram, when the wings of Gen. Lee's army closed upon and enveloped them. It was a repetition of the manœavre practiced by Hannibal at Cantæ which resulted in the slaughter of 70,000 Romans and the capture of 14,000 out of an army of 86,000 Hannibal killed the enveloped Romans. Lee, according to this account, only took the Yankees prisoners.

If this telegram states the truth in its full extent, not only Baltimore, but Washington likewise must speedily fall. Baltimore once in our possession, Washington cannot possibly sustain itself. We shall then have redeemed Maryland and rendered her an efficient ally, instead of leaving her in the hands of the enemy. She can furnish as with 50,000 troops equal to any in the world, burning with hatred, and eager to avenge the countless wrongs and indignities which they have suffered at the hands of the Yankees. The war will then be permanently transferred to the enemy's territory, and in a few months we may confidently expect to see the Confederate banner waving in triumph over the city of Philadelphia. We already begin to see glimpses of peace, if this telegram prove only half true. But let us have no peace which we do not dictate ourselves.

The refusal of the Captain of the flag boat to let any Yankee papers go on shore is proof almost positive that they have sustained some great disaster.

Vicksburg.

It is evident, from the intelligence which we publish in another column, that Grant begins to feel the pressure of the iron-hand which Johnston has cast around him. The passage of the Big Black by Osterhaus's command, and its attempted passage by the Yankee cavalry at Birdsong's Ferry, were, doubtless, designed to break through it. Whether these movements will be followed by the advance of Grants whole army remains to be seen. Should it be, he will no doubt leave a force to keep up the blockade of the city. But the withdrawal of a large portion of his forces will offer a fine opportunity for a sally. Johnston appears, to us, to have gained a great point in forcing the enemy to come out of his entrenchments, and meet him on open ground. Everything, now, depend on skill and valor, and in these qualities we have always been the master of the Yankees.

Losses is the Tennessee Valley.

--We find in the Huntsville Advocate, of the 17th ult., a copy of a report made to Col. Roddy by Mr. W. H. Jarman, of Leighton, Ala., of the depredations upon the citizens between Big Bear Creek and Town Creek, committed by the Yankees under Gen. Dodge, in April last. The report embraces a list of the losses sustained by such citizen, as well as the aggregate. We have only room for the latter:

 The movements around Richmond.

The only information we have of the enemy's movements north of the city is that brought by the trains over the Fredericksburg road which arrived last night, for the first time for nearly a week past. They report that they could hear nothing of the Yankees, either at Hanover Junction or South Anna bridge, and that the roads — the Central and Fredericksburg — are now unobstructed.

From the Junction the Central train brought down a man who represents himself as a deserter from Dix's army. He says that the enemy are still in considerable force in King William Co., where he left them, and that they are committing many depredations. In order to avoid arrest, he traded his Yankee uniform to a negro for a cornfield suit, with which he made his way through the Yankee lines. He says that Dix's whole force has not at any time exceeded fifteen thousand, about ten thousand of which were infantry, and the remainder artillery and cavalry.

The Fredericksburg train brought down 17 Yankee prisoners, captured in the neighborhood of South Anna bridge on Sunday . They were a part of the force that committed the depredations at Ashland on Saturday .

A citizen of King William, who has been exiled from his home since its occupation by the band of marauders under Dix, went on a scout to that county on Monday last, and obtained some interesting particulars of the whereabouts and movements of the Yankee army of plunderers. His statement is that their headquarters are at Mangohick Church, and that their squads of thieves are scattered throughout the county, taking whatever they can find, and destroying what is not convenient for them to remove.

They are also endeavoring to incite the negroes to insurrection, promising them offices in company organizations as a temptation to quit their masters. The gentleman to whom we allude learned that one of his own negro men had been tendered the command of a company as an inducement to quit his home.--The negroes, under these influences, are said to be very insubordinate, and some are even boasting of their freedom and ability to maintain it.

Reported Evacuation of Norfolk and Portsmouth.

A report was in circulation last night late, that the Federal forces had evacuated Norfolk, Portsmouth and Suffolk. Where the report originated, or what foundation there was for it, we were unable to learn.

Epitaph for Gen. Meade.

The following epitaph, from the grave stone of an infant, should be placed upon the monument of Meade:

"If so soon I'm done for, Wonder what I was begun for."

Freshet in the Dan river.

--There has been a very destructive freshet in the Dan river. The loss of crops, along its banks is very great. The chief sufferers are Mr. Jas. C. Bruce, Dr. Coleman, Mr. Jerman W. Pace, and others, whose plantations lie along the river from Barksdale a Station to South Boston, on the Richmond and Danville Railroad.

Interesting to Aliens.

In the Charleston Confederate Court, on Monday, Judge in the cases argued before him last week to test the liability of alien residents to conscription:

The Judge sustained the Conscription act, and held that alien residents were affected with all the liabilities it imposes. The authority of Congress to pass the act was held in perfect consistency with the rule of inter national law, which imposed or the Government of these States the duty of protection, and his drew after if, as its consequence, the obligation on the resident of obedience and allegiance. During war alien residents in these States were considered by the other belligerents as much enemies as they who were citizens. Their property, like that of citizens, is liable to reprisal, and the power of the Government was exercised for the protection of the one as much as the other. The obligations of the alien to assist in the defence of the country in which he resides is not denied, and it can only be by the Government of the country which could determine the services he should render. While he resides in the country, and has no other burthens imposed on him than such as every citizen bore, there should be no complaint.--Whenever a foreign country did interfere in behalf of its subjects resident under another Government, it never could go further than to claim the protection which the citizen has.--To give to the alien resident the same protection as the citizens, but affect them with none of the dangers which the citizens had to encounter, was to make the citizen defend the country for the benefit of the alien. But it was denied that while the alien chose to reside there and receive the protection of the Government of the Confederate States, and that protection was equal to that which the citizen received, the Government which claimed his permanent allegiance could interfere. It did not give him protection there either as to his person or his property. It permitted him to come into the territories of another Government, and that became responsible for his conduct to other nations. Such had been the doctrine instated on in the case of Spain. The strict enforcement of the obligation on the resident to render allegiance and obedience in return for protection was asserted by the Congress in 1776, by the several States, and by none more strongly than South Carolina in 1778. And the doctrine has since been maintained that a national character in war is quickly acquired. At its commencement the alien may depart. But if he does not do so, and continues his residence, he is identified with the country, and is regarded as an enemy by tire other belligerent.

The above is an imperfect note of the opinion which contained an exposition of the rule of international law, as adopted from its foundation by the Government of the United States, and is to be considered, as still recognized in the Confederate States.

Tax on liquors.

--The following is a copy of a letter from the Secretary of the Treasury to a firm in Mobile:

Treasury Department, Richmond, June 23, 1863. Gentlemen

--In reply to your telegram of the 20th inst., I have to state that the gross sales of liquor sold on commission are no higher than those of other articles or products sold by commission merchants. This privilege is confined, however, to commission merchants selling the liquors of others, and not their own. The regular wholesale or retail dealer, under section 5 of the Tax act, is not privileged to sell liquors, wines, or fermented liquors, without making a separate registry for that purpose, and paying the specific tax as well as the five per centum or temper centum, as the case may be, upon the gross amount of the sales of such liquors.

Very respectfully, your ob't serv't, C. G. Memminger, Secretary of the Treasury. Swift reward of Merit.

--A strange story is told of Clerzowski and the circumstances that led to the death of the Polish leader. He gave a pleasant £20 to conceal him during his illness, but the follow taking the money betrayed him to the Russians for an equal sum. The Muscovites first killed Clerzowski, next robbed the traitor of both the hush-money and the bribe, and in conclusion, gave him a sound beating. Before he had recovered from the consequences an agent of the Provisional Government made his appearance with hammer and nail, as usual, and had him hanged to his own door-post.

Progress of the war. The Yankee dispatches.

The dispatches in the Yankee papers are curiosities in their way. The New York Herald, of Saturday, professes to give the very latest news, and to be ahead of its contemporaries. One of its dispatches, dated Baltimore, 3d, , says that Meade had driven Lee, four miles northeast of Gettysburg. This is followed by a dispatch, dated Hanover, Pa., 4th, , three hours later, which says Lee had been driven only three quarters of a mile. A telegram in the Philadelphia Inquirer, which the telegrapher says is a "brief and candid statement," says the Yankees were "repulsed, overpowered, and outflanked," on Wednesday, but on Thursday repulsed the rebels with "substantial success." On that evening he says Gen. Meade called a council of his corps commanders, and it was resolved to continue the fight so long as there was any one left to fight. A dispatch about Friday's fighting, dated at , states that the fighting was fearful, and mildly adds: "We captured more prisoners than the rebels." This is the only advantage which the correspondent mentions. The 1st corps lost sixty-six per cent. of its men in Thursday's light. Gen. Robinson's division went into the light with 2,500 men, and the rebels let it out with only 896 left. One telegram says that important dispatches have been captured by Capt. Dahlgren from Jeff. Davis and Cooper to Gen. Lee. They indicate anxiety for the position of Richmond. Both decline to send Lee the reinforcements from Beauregard he asked for.

The bombardment of Vicksburg — explosion of a mine — terrific scene.

The correspondent of the New York World, writing from before Vicksburg on the 26th ult., gives an account of the bombardment of the day before and the result of Grant's first experiment in mining Vicksburg. The letter says:

The way in which the fort on McPherson's front was exploded is, as we learn from some of the participants, as follows: After the diggers had cut across the middle of the fort, which was a prominent fort, and by reason of our flanking it has been so pierced as to be almost of the parallelogram or nearly an oblong shape, they deposited in it a ton of powder, and then sealed up the cavity as tightly as possible. A train of powder and slow match only required to explode this immense mass and settles the enormous gaseous force, so soon as the disposition was made for the climacteric.

On yesterday afternoon, about , the troops all along the line might have been seen in order of battle, the guns keeping up their usual din and the sharpshooters, more than usually brisk with their fire. Several prominent officers might have been seem glasses in hand, and their eyes turned in two directions, mainly, however, on the hump of land in the centre. Presently a movement might have been seen of the earth, upward it rose, as if some slumbering Man of the Mountain were shaking off the superfluous covering; in a moment more, through a gaping crater, a shaft of white smoke rushed through, and then a cloud of dust. An instant clatter of firearms then commenced and raged with painful intensity, for an hour, when, out of the confusion of smoke, something might have been seen of two sets of combatants almost, as you may say, at arm's length.

All this while, before and after the explosion, there was a terrific cannonade. Previously, every gun along the line was in play, and the intervals of a few seconds not filled with the burst of shells, the crack of guns of all calibers were closed up by the more awful crackle of the infantry along the whole line. It is true that no assault was being made along the line, but the whole circuit of muskets was firing into the aimless air; nobody was to be seen, there were the bleak rages as ever, there the silent forts, but the bullets were whizzing into their entrenchments in myriads of radial lines. We have come to learn and to realize how fatal all this shower of leaden hail may have been, if it had no Gitorior purpose, though not a soul was to be seen. Its real purpose was, however, to prevent any concentration on the critical points by feigning an attack at all. Besides the one on the centre, another was selected on Blair's front, which, as we learned afterwards, proved abortive, there being an insufficiency of powder, or being placed too loosely in the mine.

After the explosion — which, by the way, was either noiseless, or at least not noticeable in the rear of heavy guns — our soldiers rushed for the breach, intending to occupy the whole of the work. The blast had opened up a rift right across the fort, extending from wall to wall. The rebels, as if they had knowledge of the design, or else by a marvelous coincidence, rushed simultaneously from the other end. The powder had left a couple of huge projecting lips, and between them a crater like fissure, making the distance from farrow to furrow from ten to twenty feet. Thus, ranged behind these new formed walls, our men found themselves face to face with their foes, and a dire and dreadful slaughter commenced from perhaps three hundred men on each side, within this arenas of two hundred feet length.

The contest was severe, and the fresh packs of rifles kept on opening on all sides. The gunners loaded and fired away vigorously.--The rebels crowded up with great spirit. Our men went in, a regiment at a time, with full cartridge boxes, and in thirty minutes were relieved by others. The firing for about an hour was more terrific than any battle field ever the gory field of war has witnessed. Had every shot touched its man there would have been half a million stain; as it was, by far the greater portion of them found lodgment in the stolid clay.

The first regiment which rushed in was the scarred emnant of the Forty fifth Illinois, whose members lie on a dozen illustrious fields, led by Colonel Maltby. Its loss was necessarily severe. It was seconded by the "Bloody Seventh" Missouri, who were soon recalled.

Next went in the Twentieth Illinois, who kept up a gallant resistance for a half hour, when the Thirty first Illinois, under Lieut. Colonel Resse, went in. subsequently, during the evening and night, the Twenty third Indiana, the Forty sixth Illinois, and the Fifty-sixth Illinois, the latter under its beloved Colonel, Melanethon Smith. The list then commenced again relieving in this same order.

The melce at first was terrible, although the losses were not proportionate at all to the noise. The men on both sales were engaged in throwing up temporary works, with a view to getting a light field-piece in position. They had gotten a notched piece of timber rolled up to the top of the rough bank, when smash came a blast from a ten pounder right in their faces, sending the stick of timber right amongst them, singeing their hair and blackening them with the discharge, killing two or three outright.

This blow struck Col. Maltby with stunning force. The rattle of musketry kept-up until nightfall. Our batteries on Lightburn and Giles Smith's front, as well as from Burbridge, kept firing on the rebels; but from the nearness of the combatants the missiles either did not reach the thick of the rebel opposition, or came so close as to injure our own men. In a few hours, however, they had felt so much reconciled to their position as to commence a most dangerous and dreadful piece of warfare casting lighted shells over into one end of the fort. Some grenades, it is said, were first thrown, and afterwards twenty-twos and twenty-fours. Our forces seeing the dismay and destruction, still felt secure enough to commence the same game, heaving, however, come very heavy shells to the rebel end of the work. There is only one precaution against this species of fighting, that is, in such a case to dig a funnel shaped pit or pits within the inclosure, into which the shells shall roll and explode in a depression at the bottom, prepared for the purpose. This practice has been continued up to this morning.

I may here say that our possession of this end of the fort is regarded as complete as that of the enemy to the rest. It is believed, also, by General McPherson and his engineers that. If not too much pressed he can in a day or two establish a battery within the work. The contest still rages, and as both sides are throwing up earthworks, it seems as if we might find at the end of a few days our point gained and our lines advanced to a most commanding position.

Our losses, I grieve to say, include several very fine officers. The total, up to soon to day, in this particular division, will amount to about three hundred in killed and wounded — perhaps forty of the former. Major Leander Elak is killed by a ball through the forehead. Colonel Melancthen Smith, an excellent soldier and model gentleman, is dangerously, and we fear mortally wounded.

The substantial value of this operation; which must have been as deadly is life and limb to the enemy as to ourselves, is that it enables us to break into their chain of reciprocally supporting works at the point where they are the nearest being impregnable. Two or three such gaps in their line, they are obliged to draw back to their inner line, battery after battery being silenced, until the compass of their works is so small that from every side they are in range of some of our cannon. Locomotion above ground thus becomes impossible; without this they are unable to feed or relieve their over tasked men, and so are whipped. We can scarcely imagine that even the vindictive tenacity of Pemberton will continue resistance to this extremity when the finale is in no way changed.

This would be a long process to undertake, and involve an immense amount of work and life in view of the vast furrows of pits and the sacrifices already made, but it would grow more rapid as we proceeded, as it is also certain of its end.

Gen. Lee's order Relative to of soldiers in the Enemys country. Headqr's Army Northern Va. Chambersbury, Pa., June 27, 1863.

General Orders, No. 73--

The Commanding General has observed with marked satisfaction the conduct of the troops on the march, and confidently anticipates results commensurate with the high spirit, they have manifested.

No troops could have displayed greater fortitude, or better performed the arduous marches of the past ten days.

Their conduct in other respects has with few exceptions, been in keeping with their character as soldiers, and entitles them to approbation and praise.

There have, however, been instances of forgetfulness on the part of some that they have in keeping the yet unsullied reputation of this army, and that the duties exacted of us by civilization and Christianity are not less obligatory in the country of the enemy than in our own.

The Commanding General considers that no greater disgrace could behalf the Army, and through it our whole people, than the perpetration of the barbarous outrages upon the unarmed and defenceless, and the wanton destruction of private property, that have marked the course of the enemy in our own country.

Such proceedings not only degrade the perpetrators and all connected with them, but are subversive of the discipline and efficiency of the Army, and destructive of the ends of our present movement.

It must be remembered that we make war only upon armed men, and that we cannot take vengeance for the wrongs our people have suffered without lowering ourselves in the eyes of all whose abhorrence has been excited by the atrocities of our enemies, and offending against Him to whom vengeance belongeth, without whose favor and support our efforts must all prove in vain.

The Commanding General therefore earnestly exhorts the troops to abstain, with most scrupulous care, from unnecessary or wanton injury to private property and honor joins upon all officers to arrest and bring to summary punishment all who shall in any way offend against the orders on this subject.

E. E. Lee, General. The situation in Louisiana--the Federal Despatch of Henrico the State cotton cotton.

A letter from New Orleans, dated the 26th ult., to the New York World, seems to despair of the Yankees holding Louisiana, or even New Orleans. Gen. Enory is in command of the city Five gunboats and an armed storeship are flying on the river. It says:

The Confederates occupy the entire State west of Lafourche Crossing and north of the Opelousas Railroad. The situation is more interesting and critical than it has been at any time since April 25th, 1862, when Farragut, with his fleet, appeared before New Orleans and demanded the unconditional surrender of the city. These things cannot but be disheartening to those Northern editors who have published so glowing accounts of the immense quantity of cotton and sugar which must necessarily come into market after the advance through the rich Attakanas country, in the march to Alexandria. But very little of this cotton has yet come to the city, and, as the country is again in the hands of the Confederates, the "piles" waiting transportation have been restored to their owners, and where removal was impracticable, the cotton has been burned.

The following from the money article in this morning's paper, (which is understood to be the Federal official organ,) is quite as significant as anything that can be written:

The condition of financial and commercial affairs remains substantially unchanged, and extreme dullness still prevails. Movements now in progress in this section of the country have checked the light receipts of cotton and sugar. The total stock of produce from the interior is too limited for operations of any magnitude, and transactions in financial circles are consequently on a very limited scale. The total available stock of sugar in the country is extremely small, and the present prospects for a crop this season are of a most unfarmable character, while the indications are that what little may be produced will be very inferior in quality.

The Zeuaves D Afrique in New Orleans are played out. A negro now won't enlist at any price. The Port Hudson business finished the war movement among "American citizens of African descent." The correspondent says:

The negroes know that their position in the battle-field will be one of too much "importance;" that, apart from their prominent position, they are the special targets for the Confederate sharpshooters, and that a negro must indeed be a foot who has not learned by this time that blatant Abolitionists are enemies to him, as they are to this once happy and united country. The liberty which transfers Sambo from the slavery of the hoe on a plantation to the slavery of the spade on entrenchments — which take him from the open fields and packs him in the foul and crowded presses — which pretends to call him a soldier and actually shoves him into slaughter — is not the --liberty" which Abolitionists have for years past so pathencally preached to Gambo as "a man and brother."

The Paroling and exchange of prisoners.

The U. S. Government has published an order concerning the exchange of prisoners, of which the following is a section:

It is understood that captured officers and men have been paroled and released in the field by others than commanders of opposing armies, and that the sick and wounded in hospitals have been on paroled and released in order to avoid guarding and removing them, which in many cases would have been impossible. Such paroles are in violation of general orders and the stipulations of the cartel, and are nail and void. They are not regarded by the enemy, and will not be neglected in the armies of the United States. Any officer or soldier who gives such parole will be returned to duty without exchange, and moreover will be punished for disobedience of order. It is the entry of the captor to guard his prisoners, and if through necessity or chance he fails to do this, it is the duty of the prisoner to return to the service of his Government. He cannot avoid this duty by going on authorized military parole.

Inflammatory Addresses posted in New York — address to Halleck.

During Wednesday last placards were posted in New York which the Herald terms highly inflammatory. The following is an extract from one. It is addressed to Gen. Halleck:

Two immense armies have been confronting each other for months, on the Rappahannock — preparing for a decisive struggle — a struggle which was, perhaps, to decide the fate of a great nation — a mighty empire — to determine whether a free Government could sustain itself. Did you do your whole duty upon that momentous occasion? The people say no, no. "Why in hell" did you not have the troops about Washington within striking distance? Why were you not on the spot to support the brave General Sedgwick and his gallant troops when they carried the fortifications on the heights of Fredericksburg? --With the assistance of Heintselman's army, thrown in at the right moment, the whole rebel army could have been completley annihilated, and the nation saved from disgrace and humiliation. Instead of this, the rebel army is now invading and desolating the loyal and free States. If you had been equal to your duty and the occasion, the troops at Suffolk, Fortress Monroe, Norfolk, Baltimore, &c., &c., would have been on board of swift steamers — ready before the battle commenced — to have been concentrated and launched at the enemy like thunderbolts from avenging Heaven. A few more such fatal mistakes as you made on that occasion and our Government is lost, and will break up in anarchy.--This is so. Our nation is in or at another fearful crisis. The audacious Gen. Lee, having faith in your imbecility, has boldly invaded one of our most populous States. What are you doing? The people fear you will do as before, and they call upon Abraham Lincoln, Salmon P. Chase, Wm. H. Seward, Elwin M. Stanton, and ask what are you doing? If you repose supinely as heretofore in your chair of office and let Lee proceed, you ought to be damned, and you will certainly be damned, and you will be of that class whose it is go to judgement beforehand. The great and free people of the North, East, and West, will not stand this humbugging any longer! You must conquer Lee or resign! Do you hear this? The people have given you all the guns, ammunition, skips, and money, that you can use.--They expect and require that you will concentrate all the troops within five hundred miles of Lee's army within the next ten days, (as you easily can,) and plunge them at Lee on a given day, and the work is done. Unless you do this, you and the nation are undone.

P. S.--If you had hung Vallandigham (as you ought to have done) and sent him to be Governor of the Copperheads in the internal regions, you would not have been troubled by the traitorous, cowardly, miserable sneaks and and poltroons who are boring you about him; and who, when they visit Washington, should be impressed into the service of the Government which they are endeavoring to overthrow — and all the people would say Amen!

One of the People. New York, June 30, 1863. A Sad fourth of July Oration — a Yankees Reflections on the humiliation of Yankeedom.

The New York Herald, published on the 01th of July, has an editorial appropriate to the occasion. It thinks it ought to be welcome on the principle that "it is batter to go into the house of mourning than into the house of feasting." It says:

For it dawns upon a people distracted with civil war and humiliated by invasion. It dawns over thousands of homes made newly upon a battle field big with yet undecided issues of national life or national death. Its morning light looks down upon the marshaling of armed men and the unfurling of battle flags in that very "City of Brotherly Love" which witnessed the great event commemorated by its recurrence. A century has not yet elapsed since the fathers of the Republic met together to lay deep and strong the foundations of that nationals the stately walls of which are this day rocking to their solid base in the earthquake of revolution. Well is it that the ball which summoned them to their high and holy task no longer swings in its ancient turret; the iron tongue which then spoke of union and brotherhood, of a common purpose and a common hope to the salesmen of Massachusetts and of Carolina, of Virginia and of Pennsylvania, could speak now to sound the fierce alarum of war. It was ring with hurried clang to warn Pennsylvania against the onslaught of Virginia; it would call upon Mas- the hostile legions of Carolina. consecrated by the tears and prayers of dwellers by the tomb of Washington, are advancing to-day with death and vengeance in their folds against the homes that guard the grave of

Of all possible treason against the past and the future alike of America, there is none so fatal as the fully or the fanaticism which fancies that a Union, asserted by force of arms, can be by force of arms maintained, or dreams that it it could be so maintained, its maintenance would be an object worthy of the efforts of enlightened men. The sorrow and the shame which this day must make so terribly real to us all, should at least awaken us to feel that the calamities of our country can be healed only by the utter abdication of the reckless and sectional passions which made these calamities possible. Had the spirit of mutual justice and reciprocal respect which presided over the deliberations of those illustrious men who signed the charter of our national being with their lives, continued to control the acts of statesmen and of States, had the differing sections which that spirit brought and bound together been left at peace to discharge their common duty and develop their separate destinies, the dreadful history of the past two years had never been written in blood and tears over half a continent.--And all that war can give us back will be the reassertion of this spirit which, had it never been dethroned, would have made war impossible. Whatever our individual responsibility, then, for the past may be, our duty in the future is clear and positive.--The passing anniversary brings it freshly up before us once again. It is the re-establishment not in one section nor in another, but throughout the broad land of independence and of liberty — of independence as the condition of Union, of liberty as the reason of the Constitution. * * * * *

With the exception of South Mountain, Antietam, and the indecisive battles at Murfreesboro' and the rear of Vicksburg, the past has been a year of defeats. We have been disgraced both upon the land and the ocean. The war, when McClellan left it, was on the James river; it is now on the Susquehanna; and, if the same management prevails, will in time be transferred to the Delaware and the Hudson.

If the radical are pleased with their year of war we are very willing that it shall pass into history to their credit.

Miscellaneous.

Brig Gen. Frederick S. Washburn of the lowa 9th infantry, died at his home Waterloo on Tuesday, the 16th, Captain W. was wounded just before he left for home was promoted from Captain to rank of Brigadier General. On his arrival home he was very and died soon after.

A Democratic meeting was to be held at Concord, N. H., on the instant, at which Ex-President Piece is to preside. Among the speakers announced are Damel W. Voorness, of Indiana; Amasa J. Parker, Geo. F. Comstock, Peter Caggar, Sidney Webster, of New York.

Several hundred Winnslage Indians, who escaped when the Indian tribes were removed from Minnesota, are now killing and plundering the people in the western part of that State.

The rebels have destroyed one hundred thousand dollars' worth of property in Gettysburg, Penn., belonging to the notorious Yankee M. C. Thad Sevens.

Gen. McClellan has been decided to be the ranking officer in the U. S. Army.

The famous New York Seventh regiment is afraid to fight. Over 400 remained behind when the regiment was ordered to Baltimore. Col. Leffert publishes an address begging the skulkers to come on to Baltimore, but the Valliant Yankees "don't see"

Foreign news.

The London Times has an editorial on the Peace meeting recently held at New York, under the auspices of Fernando Wood and others. The Times sees, in the meeting some reason for thinking that the civil war may be touching its close; but, at the same time thinks that it is a very doubtful question. It remarks that it the meeting should prove influential enough to liberate opinion, we may, perhaps, wonder six weeks hence where the strength of the war party could ever have late — just as in France, after the fall of Robespierre, people asked each other who could have been the Ja- cobins? There is everything, except the uncertainty of American politics, to make us regard such an event as probable. It would almost seem that the President himself would have no objection to peace if he knew how to reach it. Perhaps this meeting may show him the way. If an armistices were proclaimed, we believe that neither party would be in a hurry to renew the war, and the derive of peace would supply the two Governments with the strongest motive for coming to reasonable terms of separation.

Mr. Spence, of Liverpool, (the financial agent of the Secessionists,) has resumed his letters to the London Times. He contends that little or nothing has yet been effected in the work of subduing the South, expatiates on what the Southerners have done in the field, and asserts that a policy of exhaustion is likely to be more damaging to the North than the South. He holds out a gloomy prospect for the North if the struggle is allowed to go on for another year.

A full report of the speeches delivered by the Marquis of Clanricarde, Earl Russell, and the Duke of Somerset, on the subject of the American blockade and the seizure of British traders by our cruisers is published. Earl Russell took occasion to compliment Chief Justice Taney, of the United Stater, and Admiral Wilkes. The London Post, of the 17th June, has an editorial referring to the debate, in which it says: "Up to the present time, however, there is nothing to show that the captains of American cruisers have acted in a reckless spirit. The instructions given by Mr. Seward to the Navy are unexceptionable."

Mr. Stidell, the States, has had a very long conference with the Emperor of France. The Emperor sent for him, and had a private telegraphic with him at breakfast, and did not part with him until the Council of Ministers had assembled.

This interview has given strength to the rumor that a renewed offer of mediation in American affairs by the Emperor Louis Napoleon is likely to be the result of the fall of Pasbla.

Local matters. Drowned.

--On Monday last a serious accident occurred at Gillie's Creek, in Rickets. A Confederate teamster driving four mules, and having in his wagon nine ladies and a soldier, attempted to cross the creek, which was exceedingly high, and rising rapidly. Persons in the neighborhood warned him of the danger in crossing, but he persisted in the effort. Just as the lead mules exited the current they plunged beyond their depth, and the driver then attempted to turn them to the shore, but before he could do so the wheel mules were upon them, and all were soon entangled in the harness and sunk, the driver going down with their. Fortunately for the parties in the wagon, the body floated from the running gear, and striking a tree, by the aid of the soldier who accompanied them the ladies were enabled to held to the limbs and resist the force of the current till persons on shore could rescue them, which was speedily done. The driver and the four males were drowned. We could not ascertain the same of any of the parties, but learn that the ladies reside in Richmond; that they had been on a visit to some of their military friends at one of the Fulton Hill batteries, and that, being caught there in full storm, the teamster, who lost his life, had volunteered to haul them to the city, rather than see them wade through the mud.

The locomotive explosion,

on the Petersburg road, last Monday , was serious in its resales, causing the death of four individuals, the wounding of four or five others and the entire destruction of the begin. As we stated yesterday, the explosion took place opposite the six mile stone, as the triad was running up Falling Creek grade, on its way to Richmond. The explosion was caused by the blowing out of the crown of the fire box, which is now supposed to have been cracked for some time. By the force of the concussion, the locomotive seems to have been lifted from the track, carried a distance of twenty feet, turned entirely around, reversing code, and then upset in a ditch. Some of the rails were bent almost double, the was lifted twenty feet and thrown fifty yards in the engine was completely demolished. A friend of the engineer says he was very much depressed for several days before the fatal accident, and remarked that he did not like to see the steam and water escaping by the clay bolts in his engine.

Mr. Hugh Barus, the engineer, died from the scalding he received in half an hour after the explosion; and his fireman, Jim Trent, (a negro,) died soon after. One of the soldiers killed was a member of the 2d Georgia regiment; the other was a marine from on board the steamer Atlanta. Another soldier had his left ankle crushed badly; a fourth received a painful contusion on the left knee, and some slight internal injuries; a fifth was severely, though not dangerously, scalded, and one of the guards was severely wounded on the head.

The train, consisting of eight coaches, was detained some time till another locomotive could be procured. Most of the coaches were filled with ladies, sent from the North by flag of trune, and paroled Confederate prisoners, and it is really wonderful that so few were injured.

We understand that the injury to the road is already repaired, and that the cars will make their trips as usual.

High water.

--James river is unusually high for the season of the year. Its banks are completely overflowed, stopping the operations of most of the factories on it, and washing away quantities of wood and lumber but lately deported. In Rocketts the lower wharves are submerged, and in the vacant lots near the steamboat is landing the water is quite deep. Gillie's creek, south of the gas works, is backed up to the arch of the street, and cast of it the water resembles a lake. In the bottom south of the gas works stands a two story frame building, occupied by negroes, which is completely surrounded by water.--The family in this structure have moved to the second story, and appear to be as well content as if they could pace to and fro.

We notice that the rise in the river has also backed up Shockoe Creek, near

, opposite the market, are filled with water.

If the rains have been as heavy and continuous in the mountains as here, we greatly fear that much of the bottom land crops along the river has been seriously injured, if not entirely destroyed.

Bridge broke down.

--On Monday last the bridge over Almonds creek, on the Osborne Turnpike, near Marion Hill, gave way, with a wagon and team upon it, seriously injuring two men and killing two of the negroes. The by the heavy rain which fell that afternoon, and which so swelled the creek as to cause the undermining of the abutments of the bridge. The County Court of Henrico will have the superstructure repaired at once.

Police Mullers.

--James Sullivan, F. McNelles, and Edward Ryan, charged with robbing Frank Jordan while lying drunk to the street, of a gold locket and chain, were committed to the lower police station, yesterday. Jordan was also committed for being drunk.--Mrs. W. A. Wagener, for receiving a gold watch and chain, valued at $100, stolen from W. B. Ferrell, was arrested yesterday and balled for examination.

Noisy.

--On Monday last officer Adams arrested Margaret Barrett, a middle aged woman, for attempting to force her way into the Libby prison to furnish the Yankees with bread, and for being noisy and disorderly in the street. When called before the Mayor yesterday her tongue broke loose from its fastenings, and kept up such a continuous uproar and confusion that she had to be sent to prison before anything else could be heard.

Garroting.

--Charles Langford and Wm. Riley, charged with garroting un unknown man, appeared before the Mayor yesterday; but owing to the absence of witnesses, the investigation was postponed. Jas. M. Grapp, who arrested the parties, states that when be pulled them away from their victim, the unknown party ran off. Their examination was continued.

The Police of the city are in fine trim now, and, with the volunteer aid furnished the Mayor, good order will be preserved both day and night. The police are organized as a military company for local defence, and commanded by one of their own men. In time of need they will prove very effective.

No military authority.

--Many persons seem to suppose that the Mayor of the city has unlimited power within his jurisdiction and can arrest or discharge parties at his pleasure. If a parent has a disobedient child the Mayor is expected to reform him. If a family is cursed with an unruly servant the Mayor is called upon to apply the corrective. Two fish women get into a quarrel, and forthwith the Mayor is appealed to as umpire. Of course be is expected to keep all private lots clean, the side walks in good order, the gaslights bright and turning, and some of the militia officers think be ought to arrest all skulkers and dodgers and send them to their commands. At the request of the Mayor, we beg leave to say that his duties are conflicted to the execution of the city ordnances and the laws of the State. These occupy all his time, and keep him very busy. With military matters he has nothing to do, save as an individual, and with private affairs he has no idea of meddling.

The York river

train of cars did not make their usual trip from this city yesterday morning owing to a break in the road, three miles east of Richmond, caused by the flood of water which fell on Monday , and which washed away a portion of the tressel-work at that place.

Found.

--Officer Wicks, of the city police, has in his possession a number of articles of table furniture, all valuable at this time, which were found on the outskirts of the city a few days since, and which were no doubt stolen and secreted by the

--Two young men — Robert Ryan and James Logan — were before the Mayor yesterday on charge of stealing jewelry and other valuable articles from Miss V. A. Tyler. They will have a hearing in the course of a few days.

Good time.

--William Camp. Martin Green, Monvan Splivan, and Joseph Long, arrested for fighting in the street, were held to bail by the Mayor for their future good behavior.

The county Court of Henrico

was in session a short time yesterday, but disposed of no business of a criminal character.

Telegraphic news. Important from Gettysburg.the enemy routed on Sunday.Forty thousand prisoners captured! Martinsburg, Va., July 6.

--On Saturday our centre fell back, drawing the enemy from their works.

Generals Ewell and Longstreet flanked the enemy and gained the heights.

A general fight ensued yesterday, in which the enemy were routed, and Lee captured forty thousand prisoners, according to all accounts.

General Kemper was killed.

There is fighting at Williamsport between Imboden's cavalry and several regiments of infantry and a division of Yankee cavalry under Pleasanton.

The following dispatch was received this morning by Dr. Morris:

Martinsburg, July 6th, 1863.--The latest, which seems to be reliable, is that the fight was continued on Sunday, and was the bloodiest of the war. General Hill fell back in the centre, causing the enemy to believe he was retreating. The enemy advanced, then Ewell and Longstreet advanced their light and left wings, surrounding the enemy. We then took the heights for which we have been contending, and captured Forty thousand They refused to be paroled. Gen. Pickett's division is now guarding the prisoners to Martinsburg.

C. Arrival of a flag of truce best — no papers allowed to be Landed — reports of the Gettysburg fish. Petersburg, July 7.

--Another flag of truce boat arrived at City Point to-day, but not a paper was allowed to be brought off. Captain Mulford states, with regret, that Gen. Sickles is dead. Paroled prisoners overheard one of the Federal say, at Fortress Monroe, that the loss in Gen. Meade's army could not be less than sixty thousand--killed, wounded and missing. The officers on the truce beat are much defected.

From the Southwest. Bolten Station, via Jackson, Miss, July 5.

--Yesterday, about , the Yankee cavalry crossed the Big Black at Birdsong's Ferry, and advanced into the interior, but were promptly met by Whitfield's brigade and driven back across the river.

A courier; just in from Edwards's depot, says that Osterhaus's entire command crossed the Big Black near that place last night. If so, we will have warm work to-day.

Grant is evidently feeling very uneasy in regard to events transpiring in his rear.

There was very little firing at Vicksburg yesterday.

Natchez, July 21--via Mobile 5th. --The crops at Osyka and Brookhaven were uninjured by the Yankees in their late raid.

The Federal ram Pittsburg, and a gunboat, passed up this morning. The former was disabled, and working only one wheel.

A commissary from the Trane Mississippi Department says that Vicksburg and Port Hudson are well previsioned.

Gen. Damar, of Texas, says that Smith and Magruder are fast augmenting their army.--Gen. Taylor has captured many Yankee planters and overseers, and will hold them as hostages for the return of 100 men captured and held by Banks upon the charge of shooting Mr. Dermit. Taylor holds all Southerners as prisoners who have taken the oath of allegiance to the Lincoln Government.

From North Carolina. Goldsburg', July 7.

--A letter from a reliable source, dated Kinston, last night, says that a courier who had just arrived reports as engagement progressing between the retreating enemy and our forces, near Free bridge. Rate supposed that the enemy are out off.

--The House has been debating the militia bill all day. No final action. The Senates passed the bill to punish the alders and abettors of desertion.
