The second advance of the Yankees in North Carolina has resulted as the first did, in their repulse. The skirmish took place below Kinston, on Friday. The enemy, it is said, lost several killed and wounded, but it is not known how many. The enemy on Saturday--in what force it is not known — were at White Oak river, on the Onslow line, below Trenton, and about 21 or 22 miles from Newbern. There are none known to be between Trenton and Kinston. The entire force at Newbern is thought to be thirteen or fourteen regiments, probably not more than 5,000 to 6,000 effective men. We hardly think that an advance with such a force is much to be treaded.

A letter from Norfolk says there are five Confederate officers and ten men confined in a small room at Fort Norfolk. Among them are the following: Captain Gilmore, of Baltimore; Captain or Lieut. Correy or Casey; Lieut. Wann; Wm Brown, of Baltimore; and Dr. Green of Pittsylvania. Dr. Green thinks he is here for the notorious Dr. Bucker. The ladies of Norfolk have been very kind to them, and until very recently have supplied them with every delicacy, &c; but General Dix has lately issued an order prohibiting the ladies from visiting them. In a room just across the passage are confined a crowd of negross taken up for stealing, &c. Not withstanding all this, the officers and men are cheerful. Since Gen. Veile's order requiring merchants to take the oath or close their stores, all stores have been closed except a few shops kept by Yankees and Jews. Robberies are the order of the day — citizens' smoke houses are broken open nightly and their masts, &c., taken.

Letters recently received in this city from the Kanawha country, state that under the new order of things instituted in the Pierpont Government, two regiments of armed negroes have been sent to Kanawha county to do guard duty. We have heard of other regiments of these sable soldiers in different quarters of Virginia.

Specie and Bank Notes.--The premium for gold continues to advance. To day there were sales at 400 per cent, premium, which is equivalent to the exchange of a $5 Confederate Treasury note for one dollar in gold! The demand is chiefly from aliens who are leaving for the North and speculators upon their necessities. Bank notes of he several States of the Confederacy are also advancing — sales to-day at 60 per cent premium Baltimore bank notes $160 prem; "green backs," $260 prem.

Bonds and Stocks.--We quote Confederate bonds (100 M loan) at 100 and int.; do, do, (15 M) 115 and inst.--an advance; Va. reg'd bonds, 106; N. Carolina sixes, 14 ½ with reported sales at higher figures; do. do. eights, 116; Missouri sixes, 160; Orange and Alexandria R. R. sixes, 102 and inst, Va. and Tenn. R. R., 21 mort, bonds, and int.; Exchange Bank stock, 110; Farmers' Bank, 111; Bank of Virginia, 28; Merchants' Insurance stock, 82½ Va. Fire and Marine Insurance stock, 45.

Produce.--Wheat is uncharged, and but little doing; prime red would bring $3.75; do white $4. Flour firm at the following quotations: Super fine $28, Extra $30, Family $33@25. Corn has advanced to $4.50 per bushel. Corn Moat may be quoted at $5. The Tobacco market continues active, with sales at full rates. Bacon $1.15@1.22 per lb. for hog round. Butter $1.75@1.

--The Prussian soldier's period of service is so short (three years) that every agent to hasten his efficiency must be seized; and it has been found necessary to provide means, in the shape of large buildings resembling riding-schools, in which drill may be carried on throughout the year. And as this gymnastic system is viewed but as drill, aims but at being drill, it is in winter carried on in these buildings, the few articles of apparatus employed, for the sake of the advantages which they specially offer to the soldier, being erected in a corner of them. And this continuity of practice increases manifold whatever good it can yield; and thus although meagre and inadequate. Its fruits are valuable. It is found that no other form of drill so rapidly converts the recruit into the attained soldier and the greatest importance in attached to its extension throughout the army. There is a general impression that this system forms the basis of the French. It would be difficult to make a greater mistake; for not only have they, either in principle or practice, nothing in common, but in many respects they are the very antithesis of each other.

So far from the boasted "simplicity" of the Prussian system, and the desire to limit it to "a few exercises to be executed with great precision," being adopted by the French, they have elaborated their system to such an extent that it is difficult to say where it begins or where it ends; or to tell, not what it does, but what it does not embrace. For quite apart from, and in addition to, an extended range of exercises with and without apparatus, it embraces all defensive exercises with bayonet, sword, stick, poll, fist and foot — swimming dancing, and singing — reading, writing, and arithmetic, if not the use of the globes. The soldier is taught to throw bullets and bars of iron; he is taught to walk on stills and on page of wood driven into the ground he is taught to push, to pull, and to wrestle; and although the boxing which he is taught will never enable him to hit an adversary, he is taught manfully to hit himself, first on the right breast, then on the left, and then on both together with both hands at ones; and, though last, not least, he is taught to kick himself behind, or which performance I have seen Monsieur as proud as if he were ignominiously expelling an invader from the "solsacre" of

--Hon. James B. Clay, of Kentucky, has run the blockade from Charleston and reached Nassau, N. P. Be sailed in the steamer Dought. His vessel was chased five hours by the Yankees, and fired at several times but received no damage. He expected to leave Mastan on the 20th, in an English vessel, for Cardense and Havens.

--Geo. Burns was arraigned for examination on the charge of stealing $150 worth of jewelry from Thomas H. Ould. The property belonged to Mrs. Ould, and was purloined by the prisoner at a private boarding-house, where all the parties lodged. After getting possession of the property prisoner made arrangements to leave the city procured a passport, and was in the act of embarking on the Central cars yesterday morning when nabbed by the police When searched the property was found on his person. The Mayor committed Burns for further examination before the Aldermen's Hustings Court.

Oscar Garber, proprietor of a liquor shop, was summoned un to show cause why he should not be fined for selling whiskey without a license. The Mayor held him to bail to appear before the Grand Jury and answer an indictment for the offence.

--Present: Recorder Caskie and others Arthur C. Douglas, a Lieutenant in Rodgers's cavalry company, was arraigned for stealing, on the 20th of February, a $300 gray mare, belonging to Maj John Wilder Atkinson. The testimony was of such a nature as to warrant his being committed for final trial before Judge Lyons.

Thomas Harris a free negro was tried for having, on the 25th of February, stolen one overcoat, worth $5 from Henry Steam, and acquitted, the proof not warranting a conviction.

Thomas Dillshaw was examined for having on the 28th February, stolen a cloth coat worth $75, from George W. Davis. The defendant was committed for final trial before Judge Lyons.

Margaret, slave of George Williams, was tried for stealing a $100 C. S. Treasury note from John W. Davics, her employer, found guilty, and ordered 25 lashes.

Wm. H. Murphy was examined on the charge of feloniously conspiring with Peter Cullen to defraud Ezekiel White out of $1,200, by representing to White that he was Capt. Morris, of the Confederate States army, and had full authority to receive said Cullen as a substitute in lien of Jno. W. White. It appeared that Murphy under the name of Morris, got White's money, mustered Cullen into an imaginary company, gave a discharge to John W. White, and then, with his "pal" Callen, proceeded to divide the money obtained by the transaction — He was committed for final trial before Judge Lyons, and refused bail.

Were all the cases of the above nature reported the people would be astonished at the amount of rascality practised by the so-called substitute agents and begun Confederate army captains.

--The Henrico Mounted Pickets yesterday arrested Robert Burch, a member of company G, 6th Virginia cavalry, on the charge of deserting his comrades Burch, who is from this place, was carried before the Provost Marshal and ordered to Castle Thunder. His conduct, while on the way to the look-up, was so obstreperous that it required the exertions of two men to take him along.

--A soldier named Mike Jordan, a member of the Castle Thunder prison guard, is now on trial before the Court Martial for conspiring while on duty to allow Captain Webster to escape from prison. The penalty affirmed to military law for such a breach of the soldier's duty is very severe. The result of the trial has not transpired.

--Caroline Isaacs, the woman sent before Judge Lyons for tried by the examining Court for receiving a portion of the goods stolen from Chiles & Chenery, has been admitted to ball by the judge for her appearance at the next term of the Hustings Court for the trial of criminal causes.

--T. W. Sounders, arrested as a deserter from the 1st Louisiana regiment, and imprisoned in Castle Thunder, has been discharged, it being proven that he had only left his regiment without permission to join an artillery battery, but had never deserted, and was in service all the time that it was supposed he had deserted.

--In noticing the imprisonment of David Sullivan and Chas Morrison in Castle Thunder as deserters from the 3d N. C. regiment, it was stated a few days since that the delegate from Pocahontas county, in the General Assembly, had visited the prison and declared that they were residents of his county and the most consummate traitors in it, and he was desirous to appear and testify against them. The writer embodied in the notice the substance of a memorandum found at the prison, but is requested by the delegate from Pocahontas to say, that on visiting the prison and seeing the men he only expressed surprise that they should be arrested as deserters from a North Carolina regiment, when he knew they were residents of Pocahontas county, and generally regarded as Union men.

--The weather or some other cause still operates to keep supplies of base and all articles of food from reaching the Richmond markets, Everything used as food commands the most extravagant prices. Butter sells, when it can be obtained, at three dollars per pound; the bast fresh beef (and that not very good) at $1,25 per pound; corned beef at $1 per pound; sweet potatoes $16 per bushel; Irish potatoes $10. In the Second Market yesterday fifteen of the butchers " stalls were closed for want of material with which to operate.

--Four of the clerks in the office of the First auditor (of Virginia) have resigned their positions and sought other employment, because the Legislature refused to their salaries to a living standard.

--Yesterday was one of the most disagreeable days of the season. A hall storm of a fast and furious nature commenced about 8½ o'clock in the morning, and was in a short period, by rain, which in turn gave way to snow. Afterwards, all three, hall, snow, and rain, last their joint endeavors to make "the situation" for several hours as disagreeable as it could well be to pedestrians.
