<milestone unit="sentence" n="9" /> The regular train on the <placeName reg="Fredericksburg, Fredericksburg, Virginia" key="tgn,7013943" authname="tgn,7013943">Fredericksburg</placeName> road was greatly delayed beyond its usual time of arrival last night.

<milestone unit="sentence" n="10" />Advices from that quarter, how ever, repeat the story that <q direct="unspecified">"all is quiet,"</q> and that no active movements are in progress. </p> </div3>

<milestone unit="sentence" n="13" />This report we are satisfied is without foundation, as it a barely possible, and not at all probable, that much a capture could have occurred without official knowledge of the fact reaching us ere this.

<milestone unit="sentence" n="17" />On <dateStruct full="yes"><day type="name" full="yes">Friday</day></dateStruct>, the <term type="ship">gunboat</term> <rs type="ship">Chicora</rs> ran up <placeName key="tgn,7017623" n="1.000 8" reg="york, virginia, united states" authname="tgn,7017623">York river</placeName> and <measure n="5" type="captured">captured five</measure> oyster craft, and on Tuesday the <rs>Seth Lew</rs> chased <num value="4">four</num> boats into <placeName reg="Caffee Creek, Bibb, Alabama" key="tgn,2214025" authname="tgn,2214025">Caffey's Creek</placeName>, and captured them.

<milestone unit="sentence" n="18" />She then went up to <placeName reg="West Point, King William, Virginia" key="tgn,2114999" authname="tgn,2114999">West Point</placeName> and broke up the oystering establishment of <persName n="Blessingham,Mister,,,," id="n-0001.0000.00000.00008" reg="mostcommon:Blessingham,nomatch:0" authname="blessingham"><roleName n="Mister" full="yes">Mr.</roleName> <surname full="yes">Blessingham</surname></persName>, who, they alleged, had <q direct="unspecified"> "taken the oath,"</q> and violated it by trading with the rebels. </p>

<milestone unit="sentence" n="19" /> The <rs>Chicora</rs>, which is commanded by <persName n="Parker,Captain,,,," id="n-0001.0000.00000.00009" reg="mostcommon:Parker,nomatch:0" authname="parker"><roleName n="Captain" full="yes">Captain</roleName> <surname full="yes">Parker</surname></persName>, a native of <placeName reg="Westmoreland, Virginia, United States" key="tgn,1003018" authname="tgn,1003018">Westmoreland county, Va.</placeName>, went up <name>North</name> river, into <placeName reg="Mathews, Virginia, United States" key="tgn,1002647" authname="tgn,1002647">Mathews county</placeName>, and a <unclear> ding</unclear>being made at <persName n="Taliaferro,Mister,Warner,,," id="n-0001.0000.00000.00010" reg="default:Taliaferro,Warner,,," authname="taliaferro,warner"><roleName n="Mister" full="yes">Mr.</roleName> <foreName full="yes">Warner</foreName> <surname full="yes">Taliaferro</surname></persName>'s, that gentleman's carriage was stolen and carried aboard She then went up <name>East</name> river, where a negro with his wife, came on board and asked to be taken away.

<milestone unit="sentence" n="20" />To the inquiries of <rs type="role">Capt.</rs> P. whether he had a good master and mistress, affirmative replies were given, and the negro was then advised <q direct="unspecified">"if he knew what was good for him,"</q> to go back home.

<milestone unit="sentence" n="21" />The servant replied that he had gone too far, and was afraid to return, and was carried off, <persName n="Parker,Captain,,,," id="n-0001.0000.00000.00011" reg="mostcommon:Parker,nomatch:0" authname="parker"><roleName n="Captain" full="yes">Capt.</roleName> <surname full="yes">Parker</surname></persName> telling the slave that his orders were not to refuse the application of any negro to be carried into the <rs>Federal</rs> lines.

<milestone unit="sentence" n="22" />The negro's wife, however, who probably wouldn't be so available as working <q direct="unspecified">"contraband,"</q> was left behind.

<milestone unit="sentence" n="23" />While the <rs>Chicora</rs> was on this trip, <num value="2">two</num> of her crew, an officer and a sailor, went ashore, and did a slashing business killing turkies and chickens; but our pickets pounced on them and took them prisoners before they could get back to their vessel. </p>

<milestone unit="sentence" n="24" /> <num value="2">Two</num> Jews--<num value="1">one</num> from <placeName reg="Richmond, Richmond, Virginia" key="tgn,7013964" authname="tgn,7013964">Richmond</placeName> and the other from <placeName reg="North Carolina" key="tgn,7007709" authname="tgn,7007709">North Carolina</placeName>--were captured in <placeName key="tgn,1002647" n="1.000 9" reg="mathews, virginia, united states" authname="tgn,1002647">Mathews county</placeName> by our pickets last week.

<milestone unit="sentence" n="25" />They had heard that salt was cheap down there, they said, and had gone down to buy a <q direct="unspecified">"few bushels."</q> In the lining of their vests was found a plentiful supply of U. S. green backs, and they were taken into custody. </p> </div3>

<milestone unit="sentence" n="26" /> A member of <orgName n="NY Mounted Riflemen"><persName n="Dodge,,,,," id="n-0001.0000.00000.00012" reg="mostcommon:Dodge,nomatch:0" authname="dodge"><surname full="yes">Dodge</surname></persName>'s New York Mounted Riflemen</orgName> deserted and came into our lines, near <placeName key="tgn,2115181" n="1.000 5" reg="zuni, isle of wight, virginia" authname="tgn,2115181">Zuni</placeName>, a few days ago, and arrived at <placeName reg="Petersburg, Petersburg, Virginia" key="tgn,7014404" authname="tgn,7014404">Petersburg</placeName> on <dateStruct full="yes"><day type="name" full="yes">Friday</day></dateStruct>.

<milestone unit="sentence" n="27" />He is represented to be a likely, intelligent man, and has been in the service but <measure n="3months" type="date">three months</measure>, but expresses himself as fully satisfied with his war experience.

<milestone unit="sentence" n="28" />He gives it as his opinion that there are not more than <num value="15000">15,000</num> now in and around <placeName reg="Suffolk, Suffolk, Virginia" key="tgn,2114436" authname="tgn,2114436">Suffolk</placeName>, and says that an attempt will be made to cross Backwater, at or near <placeName reg="Franklin, Franklin, Virginia" key="tgn,2111847" authname="tgn,2111847">Franklin</placeName>, at an early day, and that the material for pontoon bridges reached <placeName reg="Norfolk, Norfolk, Virginia" key="tgn,7014231" authname="tgn,7014231">Norfolk</placeName> on <dateStruct full="yes"><day type="name" full="yes">Friday</day></dateStruct> week. </p>

<milestone unit="sentence" n="32" />Our forces were out foraging, and consisted of <orgName n="battalion"><persName n="Griffin,Major,,,," id="n-0001.0000.00000.00016" reg="mostcommon:Griffin,nomatch:0" authname="griffin"><roleName n="Major" full="yes">Major</roleName> <surname full="yes">Griffin</surname></persName>'s battalion</orgName>, and <num value="1">one</num> of <persName n="Wright,Captain,,,," id="n-0001.0000.00000.00017" reg="mostcommon:Wright,nomatch:0" authname="wright"><roleName n="Captain" full="yes">Capt.</roleName> <surname full="yes">Wright</surname></persName>'s <placeName reg="Rockett battery">Rockett battery</placeName>.

<milestone unit="sentence" n="33" />The <rs>Yankees</rs> were informed of their movements, and succeeded in ambushing them.

<milestone unit="sentence" n="34" />After a severe fight of about an hour our forces retired, with the loss of between <num value="30">30</num> and <num value="35">35</num>, wounded and prisoners, and the rockett gun. We lost <num value="5">five</num> horses and <measure n="6" type="captured">captured six</measure>. The gun of <orgName n="battery"><persName n="Wright,,,,," id="n-0001.0000.00000.00018" reg="mostcommon:Wright,nomatch:0" authname="wright"><surname full="yes">Wright</surname></persName>'s battery</orgName> captured was taken below <placeName reg="Richmond, Richmond, Virginia" key="tgn,7013964" authname="tgn,7013964">Richmond</placeName> from the <rs>Yankees</rs> and the battery is said to be the only <num value="1">one</num> of the kind on the continent. </p> </div3>

From the fulminations of the radical organs, they expected the <name>Message</name> to be a rabid and fanatical document.--Since the adjournment to-day they have given vent to their spleen generally, but suggest no remedy for the evils that their course has precipitated. </p>

<milestone unit="sentence" n="235" />A Federal victory means nothing on earth but the extermination and annihilation of every man, woman, and child in the <orgName n="Southern Confederacy" type="newspaper">Southern Confederacy</orgName>.

<milestone unit="sentence" n="237" />The intensity of the hate flushes the check and clinches the teeth, but finds little expression in feeble words.

<milestone unit="sentence" n="239" />The possibility of <placeName reg="Richmond, Richmond, Virginia" key="tgn,7013964" authname="tgn,7013964">Richmond</placeName>'s falling is calmly discussed, and preparations have long been made for such a contingency.

<milestone unit="sentence" n="242" />Great suffering might be inflicted on women and children if <placeName reg="Mobile, Mobile, Alabama" key="tgn,7017444" authname="tgn,7017444">Mobile</placeName> and <placeName reg="Charleston, Charleston, South Carolina" key="tgn,7013582" authname="tgn,7013582">Charleston</placeName> fell — suffering which there is only too much reason to fear would be most acceptable to the <rs>Federal</rs>, judging from the record of their deeds during the last year and <num value="0.5">a half</num>.

<milestone unit="sentence" n="243" />But every considerable city in the <rs>South</rs> might be reduced to ashes without changing the mood or undermining the resolutions of the feeblest heart, if any feeble hearts there be, in the <orgName n="Southern Confederacy" type="newspaper">Southern Confederacy</orgName>. </p> </div4>

<head>How they Bear their Losses.</head>

<milestone unit="sentence" n="244" /> I am told by the highest authority that the official statement, comprising the most minute details of the <rs>Confederate</rs> loss at the <rs n="Battle of Antietam" type="battle">battle of Antietam</rs> Creek, estimates the <rs>Confederate</rs> loss in killed, wounded, and missing, at <num value="6000">6,000</num> men. Another fact is noticeable.

<milestone unit="sentence" n="245" />A Federal loss of infinite magnitude would evoke no sigh of sympathy, no moment of sadness, except so far as it was supposed to defer the restoration of the <rs>Union</rs>.

<milestone unit="sentence" n="246" />But the whole Confederacy bewails the <num value="6000">6,000</num> victims at <placeName reg="Antietam Creek, United States" key="tgn,2135228" authname="tgn,2135228">Antietam Creek</placeName> with brotherly affection and sympathy. </p>

<milestone unit="sentence" n="252" />Whatever may have been the truth last winter, it is not pretended now that the <rs>Northern</rs> armies are not mainly composed of men of foreign birth !--Where are the native <rs>Americans</rs> of weight and influence serving in the <rs>Northern</rs> armies?

<milestone unit="sentence" n="256" />It is but probable that with unopposed command of the sea and the great rivers during their autumn floods, the <rs>South</rs> may lose <num value="1000">thousands</num> more of her sons, in addition to that great sea of blood which has already been cheerfully poured out in her defence.

<milestone unit="sentence" n="341" />For instance, when he says that the war expenses for the fiscal year have been but <measure n="474000000dollars" type="currency">$474,000,000</measure>, every man who ever heard of the force he has set on foot sees at once that he is lying.

<milestone unit="sentence" n="342" />In the old army the total military expenses were found, when added up, to average <measure n="1000dollars" type="currency">$1,000</measure> per man per annum.

<milestone unit="sentence" n="343" />The pay of <persName n="Lincoln,,,,," id="n-0001.0000.00000.00215" reg="mostcommon:Lincoln,nomatch:0" authname="lincoln"><surname full="yes">Lincoln</surname></persName>'s soldiers is much greater than the pay of the old army.

<milestone unit="sentence" n="344" />But allowing it to be the same, he has had on his muster rolls, and drawing pay, for more than a year, <num value="750000">750,000</num> men, which gives <measure n="750000000dollars" type="currency">$750,000,000</measure>. Besides, he has <num value="380">380</num> ships of war in commission, which must cost a prodigious sum. </p> 
<p>

<milestone unit="sentence" n="345" /> Again, we are told that the <q direct="unspecified">"public credit has been fully maintained."</q> The bankers of New York and <placeName reg="Boston, Suffolk, Massachusetts" key="tgn,7013445" authname="tgn,7013445">Boston</placeName>, who have been paying premiums of <num value="30">30</num>, <num value="33">33</num>, and <num value="0.35">35 per cent</num> for gold, for the last <measure n="6months" type="date">six months</measure>, will believe this, of course.

<milestone unit="sentence" n="346" />They will believe it only the more strongly when they see the <name>Banks</name> called on to fork over their notes, and take in exchange U. S. bonds, which they are then to deposit and receive Treasury notes at <num value="0.06">six per cent</num> interest.

<milestone unit="sentence" n="347" />Of course we suppose the <name>Banks</name> cannot find customers at home to take their notes at <num value="0.06">six per cent</num>; otherwise they would not be very eager to lend them to the <rs>Government</rs>.

<milestone unit="sentence" n="348" />This is certainly a very pretty scheme to raise the wind, and indicates a very satisfactory condition of the public credit. </p> 
<p>

<milestone unit="sentence" n="349" /> In the third place, it is more than insinuated that the <rs>Confederate</rs> authorities excited the <rs>Indian</rs> massacres in <placeName reg="Minnesota" key="tgn,7007521" authname="tgn,7007521">Minnesota</placeName>.

<milestone unit="sentence" n="350" />This lie is too stupid even for <persName n="Lincoln,,,,," id="n-0001.0000.00000.00216" reg="mostcommon:Lincoln,nomatch:0" authname="lincoln"><surname full="yes">Lincoln</surname></persName>.

<milestone unit="sentence" n="351" />It must have been suggested by somebody a shade more stupid than himself.

<milestone unit="sentence" n="352" />The <placeName reg="Missouri" key="tgn,7007523" authname="tgn,7007523">State of Missouri</placeName>, the nearest <rs>Confederate State</rs> to <placeName reg="Minnesota" key="tgn,7007521" authname="tgn,7007521">Minnesota</placeName>, is separated from it by at least <measure n="500miles" type="distance">five hundred miles</measure>. If, however, the <rs>Confederate</rs> authorities had done so, they would only have imitated <persName n="Lincoln,,,,," id="n-0001.0000.00000.00217" reg="mostcommon:Lincoln,nomatch:0" authname="lincoln"><surname full="yes">Lincoln</surname></persName> himself, who is trying to kindle a servile war in the <rs>Confederacy</rs>.

<milestone unit="sentence" n="353" />His bad conscience leads him astray.

<milestone unit="sentence" n="354" />The Confederate authorities are gentlemen and humane man. They are incapable of imitating his atrocities.

<milestone unit="sentence" n="355" />Because he is a brute, he has no right to conclude that everybody else is so. </p>

<milestone unit="sentence" n="356" /> Fourthly and lastly, <persName n="Lincoln,,,,," id="n-0001.0000.00000.00218" reg="mostcommon:Lincoln,nomatch:0" authname="lincoln"><surname full="yes">Lincoln</surname></persName> tells us that the relations of his Government with foreign powers are satisfactory — not so happy as they might be, but still pretty fair.

<milestone unit="sentence" n="357" />He says nothing of the proposal submitted by the <rs>French Emperor</rs>, which indicates that the relations in question are anything else than satisfactory; but he lets it leak out that in <dateStruct value="-06-" full="yes" authname="--06"><month reg="06" full="yes">June</month></dateStruct> last, before <persName n="McClellan,,,,," id="n-0001.0000.00000.00219" reg="mostcommon:McClellan,nomatch:0" authname="mcclellan"><surname full="yes">McClellan</surname></persName> was driven, like a hunted wolf from den to den on the <rs>Chickahominy</rs>, there was a prospect of inducing the nations of <placeName key="tgn,1000003" n="1.000 139" reg="europe," authname="tgn,1000003">Europe</placeName> to recall the recognition of the <rs>Confederates</rs> as belligerents.

<milestone unit="sentence" n="358" />That notable exploit of the <q direct="unspecified">"young <persName n="Napoleon,,,,," id="n-0001.0000.00000.00220" reg="mostcommon:Napoleon,nomatch:0" authname="napoleon"><surname full="yes">Napoleon</surname></persName>,"</q> however, put a new face upon affairs, and the recognition was not recalled. </p> 
<p>

<milestone unit="sentence" n="359" /> A large part of the message is devoted to the compensation emancipation scheme, as set forth in his inaugural.

<milestone unit="sentence" n="360" />This is to finish the war at once, and, as he seems to think, without bloodshed.

<milestone unit="sentence" n="361" />The negroes, he has found out, instead of being in our way, are a great assistance to the rebellion.

<milestone unit="sentence" n="362" />They stay at home and work the crops, while their masters go abroad and fight.

<milestone unit="sentence" n="363" />Emancipate them, and pay the good Union men who own them, and the war will be over.

<milestone unit="sentence" n="364" />We wonder if he is really a downright fool.

<milestone unit="sentence" n="365" />The negroes are to be colonized, if he can get anywhere to colonize them; or they are to go North, if the <rs>Yankees</rs> will let them; or they are to stay at home and live on a footing of equality with their former masters.

<milestone unit="sentence" n="366" />This is the way the rebellion is to be stopped, and for this consummation <persName n="Lincoln,,,,," id="n-0001.0000.00000.00221" reg="mostcommon:Lincoln,nomatch:0" authname="lincoln"><surname full="yes">Lincoln</surname></persName> has shed a perfect sea of blood. </p> 
<p>

<milestone unit="sentence" n="367" /> Nothing in the whole message is more ridiculous than the estimate of the probable population of what was once the <placeName reg="United States" key="tgn,7012149" authname="tgn,7012149">United States</placeName> in <dateStruct value="1920--" full="yes" authname="1920"><year reg="1920" full="yes">1920</year></dateStruct>--an estimate borrowed from some of the old <q direct="unspecified">"manifest destiny"</q> articles of the <orgName n="New York Herald" type="newspaper">New York <hi rend="italics">Herald</hi></orgName>.

<milestone unit="sentence" n="372" />The very moderate measure of humanity proposed by the <rs>Emperor</rs> of the <rs>French</rs>, backed by <num value="3">three</num> such Powers as <placeName reg="France" key="tgn,1000070" authname="tgn,1000070">France</placeName>, <placeName reg="United Kingdom" key="tgn,7002445" authname="tgn,7002445">England</placeName>, and <placeName reg="Rossiya" key="tgn,7002435" authname="tgn,7002435">Russia</placeName>, could have given no offence to the <placeName reg="United States" key="tgn,7012149" authname="tgn,7012149">United States</placeName>, which has already shown that it cannot afford to be offended by any European Power, even when there is real cause of offence.

<milestone unit="sentence" n="373" />What is there in the proposition of an armistice to wound the sensibilities of any <num value="1">one</num>? --The truth is, <placeName key="tgn,7002445" n="1.000 1835" reg="united kingdom" authname="tgn,7002445">England</placeName> desires the war to be waged to its bitter end, hoping to build up her own interests upon the ruin of both parties. </p> 
<p>

<milestone unit="sentence" n="374" /> A more short-sighted policy it is impossible to conceive.

<milestone unit="sentence" n="375" />The course of <placeName key="tgn,7002445" n="1.000 1835" reg="united kingdom" authname="tgn,7002445">England</placeName> will only alienate the <rs>South</rs>, without propitiating the <rs>North</rs>.--The people of that country will never forgive <placeName key="tgn,7002445" n="1.000 1835" reg="united kingdom" authname="tgn,7002445">England</placeName> the just mortification to which she subjected them in the <rs>Trent</rs> affair, and the aid and comfort her journals have given the <rs>Southern</rs> cause.
