--Whereas a vacancy has occurred in the House of Delegates of Virginia, occasioned by the resignation of John G. Steger, one of the Delegates from the city of Richmond, therefore, the Sergeant of the said city is hereby required to cause an election to be held at the several places of voting prescribed by law in said city, on Monday, the twenty-second day of the present month, (September,) for a Delegate to supply the vacancy.

Richmond Dispatch. Tuesday morning...Sept. 16, 1862. From the North.

The latest Northern papers furnish us further interesting news. It is now stated that Gen. Pope was relieved from command "at his own request." General McDowell, whose division was almost destroyed by our army, has met Pope's fate. He has been "temporarily" relieved by Gen. Reno. Gen. Banks is still lying at Willard's Hotel, Washington, from his wound. The draft in Pennsylvania and several other States has been postponed till the 20th inst. The war tax has raised the rates of everything. In Philadelphia the price of beer has been increased, causing much dissatisfaction among the Germans.

A flag of truce visit to the battle-field of Manassas.

A letter to the New York Tribune gives an interesting account of a visit to the battle-field of Manassas with a citizen committee from Washington, who went for the purpose of attending to the wounded. The route taken by the writer was the old

Warrenton Turnpike

, over the ford at Cub Run, the identical spot where the famous Yankee stampede look place July 21st, last year. He says:

The ambulances, preceded by the white flag, and accompanied by an unarmed cavalry escort, wound deviously down the broken slope into the Run, overlooked by a platoon of Southern cavalry — the pickets of their army. But a short distance from the river large bodies of their horsemen came in sight. The 1st Virginia was halting alongside the road — a fine body of men, evidently all of the better order of Southern society, well mounted, well armed, handsome, resolute looking fellows, their gray dress in better condition than that of the infantry, but very much varied. Some were in citizens clothes. Besides these, the road was filled with their straggles, among whom the North and South Carolinians were decidedly the worse looking. The signs of battle were here painfully evident, dead soldiers lay stark in the road and along side the bank; dead horses filling the air with carrion smell added to the horror of the place. At the stone-house used at the first as well as this battle as a hospital, was a large pile of muskets. In the neighboring fields, strewed with dead horses, were also stray caissons, limbers, and cannons, here a Parrot gun, there a blither, while away to the right a battery of five Napoleon twelves was pointed out as having been taken in the last fight.

Soon the battle-field could be seen thickly dotted with carcases of horses and bodies of men. Not less than 2,500 killed and wounded were lost here. In the rear of these fields, in a little orchard where the enemy took the Napoleon battery, the flag of truce halted.

After a little delay the citizens, to the number of 30, formed a line by themselves, and the soldiers who had been detailed to accompany the expedition to bury the dead, made up another. The latter went off in details to perform their duty, and the civilians, in squads of eight, accompanied the ambulances, carrying stretchers, upon which they have placed the wounded as fast as they found them, and carried them to the ambulances. Attracted by the red bags of Duryca's Zouaves we proceeded to the field where they lay — nearly a hundred of them — sheltered, torn, and bloody, in every conceivable stage of misery. Exhaustion had been the cause of death with some whose wounds were not otherwise mortal. One man still clutched the earth as in the last struggle for breath. Another, a tall, square browed, Roman faced hero, prone on his back, had his face turned to the sky in marble repose. By his side a mere boy laid, as if in death he had sought the protection of the stalwart arm which had befriended his weaker nature in life.

All this was very sad; but some of the horrors of that place are almost nameless. The blackened, shattered corpses it is horrible even to think of. As for the wounded, their case was infinitely worse. Away from help, on the bloody ground where they fell, dying by inches, to many recovery was impossible. Although the stragglers of the rebel army had taken shoes and clothing from the dead, and even from the living, none had been ill-treated; on the contrary, all spoke with gratitude of the manner in which they had been supplied with water, and even with a little corn bread, when their victors, half starved themselves, could spare it — They had even had a number of them collected at different spots to facilitate their attendance and removal, and when called upon to help, never refused, but voluntarily came forward and expressed a desire to do all they could for us. The ambulances were soon filled and started for the orchard rendezvous; not, however, before a violation of the flag of truce by some Southern men who look four or five colored drivers off their scats.

An English gentleman, present as a volunteer, made a strong remonstrance in the case of a free colored man of Washington, whom a scoundrel in citizen's clothing, with a Major's star on the collar of his greasy coat, had claimed. This man, dismounting from his horse, after remarking that he did not care whether the negro was a slave or no, took him by the collar, and, with the words "I'll make a slave of you, and a slave you are from this moment," dealt him a flat handed blow on the cheek, which drew a rush of tears from the eyes of the trembling wretch.

The rest of the rebels looked on approvingly, and the fellow turned to the Englishman and asked him what he had to say to that? The reply that the flag of truce recognizes as sacred all beneath its folds, and that he had grossly violated it, made not the least impression. Other officers of the Confederate army, to whom remonstrance was made, utterly disclaimed such proceedings, and said that Gen. Lee, to whom they would report the outrage, would doubtless return the negroes, if he could find them. Several of the civilians were robbed and others made prisoners; but this last was their own fault, as they straggled away on their individual responsibility in search of trophies.

On returning to the headquarters, in the orchard, we found the doctors hard at work, operating on the wounded. It was noticed that some of the surgeons, not being appointed on the amputation detail, looked with contempt on minor wounds, and walked about doing nothing. One of them sported a black eye, gained in a quarrel over the wounded, and one, at least, was tipsy. The best management did not prevail, but it is considered a standing rule in the army for correspondents to wink at all shortcomings, as otherwise it might tend to throw odium on those who deserve it and are responsible for failure. The afternoon passed, and no arrangements were made for carrying the wounded within the lines, but blankets were not wanting to cover them. Large fires were made, around which the party, now tired out, was soon grouped, wondering how they should pass the night without blankets or shelter. It soon began to rain heavily; the wounded were crowded inside some barns and a farmhouse near by till no more could be got in, and the rest had to pass the night on the ground, rolled in blankets. Till a late hour the doctors continued their work. The body of a dead man, shot in Friday's fight, which laid on the porch, and smelt offensive, was buried by three citizens by the light of candles, under some trees alongside the house. A miserable night — rain and then a strong, cold North wind, was finally succeeded by dawn, when work began again; fetching water for the wounded, dressing and amputating, filling into the carriages, and distributing the few spoonfuls of beef soup in camp. Not staying for the main body, a small party of us started for Centreville by way of the Stone Bridge, seeing very little of the Secession army, now well on its way by the Guilford and

to the Upper Potomac. On reaching Centreville, we found only one company of the 50th Georgia volunteers present, acting as Provost guard in the village. They were making themselves happy with the liquors and other medical steres left in the place; and were a lank, lean, hard looking set of half starved fellows, in light flannel colored dress. Their Captain gave us passes to the Union lines. He looked a cunning fellow enough, and bad more whiskey in him than appeared at first sight; still he was decidedly in good temper with himself, his position, his dirty gang, and all the world.--While waiting, we had an opportunity to see the operation of relieving guard. It would have made a Northern soldier open his eyes. The Sergeant brought the relief up one at a time, and would say, "Brown, Jones relieves you now, and is to stay here till the Captain send, some one else." Brown, apparently uncertain, remains on post. Sergeant takes his arm and leads him off a little distance, but seeing a man relieving another on his own hook, leaves B. to go and look into it.

We also left, and esteemed ourselves in luck to find some crackers, thrown down and wasted by the retreating Union army. From these we selected the cleanest, and again went on, the Georgian pickets demanding our passes a short distance from Centreville. When about four miles from Fairfax we met Colonel Clark, of the 21st Massachusetts, and four privates, all unarmed, seeking to get within the Union lines. It would have been easy to have added his name to the list with the flag, but honor forbade the use. The best that could be done was to direct him as nearly as could be judged in what position the rebel force was least likely to be found. His regiment had been surprised by the Georgians, who approached the guards declaring their intention to surrender, till they were close enough for their purpose, when they suddenly attacked and dispersed the Massachusetts men, making a number prisoners and cutting up the rest badly. The Colonel, hungry, tired, and in want of sleep, was, as well as his men, determined not to give up if possible, and left us making his way rapidly southwards, previously accepting the offer of two crackers from one of the party, which was all we had. It is not yet Known whether Col. Clark finally escaped. His chances were certainly very doubtful. It was a sad spectacle in its way to see the proud commander of a thousand men reduced to the society of four poor followers, without any distinction but what habit gave, and all equally hunted and forced back at every turn by the counting enemy.

After this, to our great relief, we soon fell in with the last of the rebel soldier — a picket of cavalry. They seemed somewhat astonished at first, and two of them rode out towards us. As usual with their mounted men, they were ulterior follows, physically, much more so than the infantry. The passes were examined, the men grouped about quietly with Sharp's carbines, in rest — probably taken from our cavalry, who, en passant, are too prone to throw their arms away.

The officer of the picket declared us correct, and remarked that we should find our lines about a thousand yards from us, adding that they had been exchanging shots all day.

Clear case of Treason at Washington and Elsewhere.

The New York Tribune says that rumors of "a meditated pro-slavery military combination at Washington" have been rife for some days, and takes an extract from a Washington letter in the New York Express to show it. The letter is a grand puff for the young Napoleon, and the "treason" lies in this part of it:

Such men as Wilson, Chandler, and Lovejoy, should beware how they conduct themselves in these times. They dare not now stand in the streets and hotels of our city and vent their curses upon our leader — the day for that is past; political demagogism has achieved its all, and there is to be no more listening to the carpings of such men. As for Senator Wilson, it does not become him to seek for braver commanders, and to meddle too much in the affairs of the nation. He had better leave that to braver men, if they must be interfered with but for a Massachusetts Colonel, who resigned after having paraded his regiment through

Pennsylvania avenue

, and having heard afar off dreadful notes of Ball's Bluff, this interference is really out of place. The thing, however, has come to this pass: The people want no more abolition and fanatical intermeddling with the National affairs. Members of Congress should stay at home after Congress has adjourned, and not worry to death the Chief Magistrate of the nation with questions and uncalled for advice. The people are becoming convinced of these things, and they will demand it. Already can be heard the muttering, the disapproval of their traitorous designs upon the President, should be not accede to their demands, and as sure as the sun will rise to-morrow there will be tenfold worse calamities than the present to relate, if Abolition malice and vile political scheming is allowed much longer to rear its head, while the national existence is threatened so sternly.

The Tribune finds further traitorous symptoms in the speech of Hon. B. D. Noxon, President of the "Union Constitutional Convention," which met at Syracuse, N. Y., on the 9th. In his address he said:

Gentlemen, the crisis of this hour is appalling. It is not alone that our armies are defeated. The painful truth is manifested that the President of the United States and our Generals in the field are embarrassed and threatened by the leaders of a party whose object is not the restoration of this Union, but the abolition of slavery. Their fanaticism renders them unfit for the high duties of statesmanship, and their sectional malice deprives them of the magnanimity essential in our imperial Republic.

Our duty is clear. Let us animate and cheer our soldiers in the field contributing to their wants and swelling their numbers. At the same time, let us crush at the ballot box those reckless men who are ready to throw away their own liberties and destroy the unity of the Republic, so that they may wreak upon States which now are and shall forever remain our sister States, the unmitigated curse of abolition.

The young Napoleon Redivivus.

McClellan, like the straw to the drawing man, is again important at the North. The Herald, of Thursday, has four articles, occupying as many columns, on the renewed lustre of this star. In one of them it says:

Now is the time for him to prove himself not only a great General, but a statesman worthy of the occasion and of the responsibility which he has assumed. The safety of the country is entrusted to him. He is bound to see that no insidious enemy lurks behind about his base of operations. His own security and the security of his army are involved, and the fate of the republic itself is at stake. He is master of the situation. He is the only man in whom the troops and the country have confidence as a General for-the chief command of the army in the field. He has a right to demand indemnity for the past and security for the future, and he ought not to rest satisfied till he is assured by facts, not mere promises, that his plans shall not be interfered with hereafter. The game is now in his hands, and unless he plays his best trump and disposes effectually of the radicals, as he has the power to do, they will soon dispose of him by striking him down in the very crisis of the campaign now opened in Maryland, on which hang the destinies of the American republic and of millions of the human race yet unborn.

The panic at Cincinnati — Drilling the troops — effect of martial law — the fortifications, &c., &c.

The city of Cincinnati for the last two weeks has been the scene of a regular panic, and to quiet the people, a little martial law has been put on them. A letter in the Philadelphia Inquirer, willen at Cincinnati on the 9th, gives the following account of the state of affairs there:

Upon the first day that the city was placed under the control of the military authorities, the order to "close all places of business" was carried into effect with a vigor which threatened, if not soon abated, to cause the utmost distress among the citizens.--Every grocery, drug store, and even the markets, were closed, and, during the latter portion of the day, numbers of persons — in some instances, whole families — might have been seen, with basket on arm, hurrying hither and thither, trying to buy, borrow, or beg the wherewith to sustain the inner man from their more fortunate neighbors, who had made better provisions than themselves for a "rainy day?"

Even the ice wagons were compelled, for the time being, to suspend their daily visits, and many were the curses, both loud and deep, which were heaped upon the military authorities by these who were compelled to resort to the hydrant instead of the cooler, as was their usual went. But upon the second day the state of things was somewhat changed, and the order slightly modified, allowing provision dealers, druggists, and ice venders, to resume their usual occupations; but other places of business are still kept closed.

Were it not for the vast amount of actual suffering which is entailed upon certain classes of the community, the closing of all the taverns and liquor shops produces an effect which might be somewhat amusing. Hundreds, almost thousands, of dram drinkers and habitual loafers, who are fortunate enough to escape the spade and a place upon the fortifications, may be found at all hours of the day lounging idly upon the shady side of the walks, or huddled together upon some inviting cellar door, discussing the merits and demerits of the order which has robbed them of their occupation and grog at the same time, and wondering when this state of things will cease to exist. The German portion of the community are indignant because the supply of lager is so suddenly cut short.

The work upon the fortifications and entrenchments, upon the Kentucky side of the river, is still going rapidly forward, and will be completed in a few days. Upon these defences every able-bodied citizen of Cincinnati is obliged to perform a portion of the labor; none are exempt unless they can show that their absence from their usual place of business would be actually prejudicial to the interests of the Government. Even the army contractors, although a portion of their operatives are sometimes allowed to remain, must take their turn at the work, and spend at least every other day in digging for Uncle Samuel's benefit. You may be sure that this causes quite an amount of grumbling among the upper tendon; but there is no help for it, and over they must go.

The troops who are encamped upon the grounds are not compelled to perform any portion of this work, but are kept almost constantly at drill, in order that they may be able to meet the enemy, when he comes, in proper style. In this respect General Wallace has shown that he has a proper appreciation of a soldier and his duties, and he says it would be madness to wear out the men who must do the fighting, with hard work, while there are so many civilians who will answer the purpose just as well, and who, when a battle takes place, have nothing to do but to look on. Troops are constantly pouring into this city from all points both north and west of this. Several Ohio, Indiana, and Illinois regiments have arrived and crossed the river to day. Among them were several regiments of cavalry and two batteries of light articled. We now have in and around the city a force sufficient to reaped any enemy which can be brought against it by the rebels.

Of course, I am not allowed to give the exact numbers, but there need now be no fear for the safety of Cincinnati; for in the event of a fight, which seems imminent, our troops will surely win a victory; and should the enemy learn of our force here, and decline the attack, it is not improbable that our forces will be thrown forward, and thus force a fight or disastrous retreat upon them. There are still large numbers of Ohioans volunteering and coming forward for thirty days, to act as a rifle corps for the city defence. Each of these men brings his own weapon, with which many of them are able to kill a squirrel at the distance of from one hundred and fifty to two hundred yards. They are, of course, entirely undisciplined; but better men for manning the rifle pits and earthworks it would be hard to find; and should the enemy give them an opportunity to test their skill upon them, you will no doubt bear a good account of the riflemen of Ohio. Nothing further has been heard of the rebels under Smith since their occupation of Falmouth; but it is believed that he is now either lying there or marching towards this place. In either case there must be a fight between his forces and ours before long.

The Raid on the bulletins in New York.

A letter from New York, dated the 10th inst., gives the following account of the way the police "suppress" the news when posted up there.

The "raid of the bulletins" continues, but aggressive warfare has ceased upon the newspaper boards, and the police have devoted all their energies to the tearing down of the news from the private bulletins of the news dealers. There has been in the Bowery, for some time past, a large bulletin placed there by an enterprising paper dealer, and from which people could gather an idea of what was going on in the world, without the payment of the customary two cents; but arrival dealer opposite, becoming jealous of the crowds which flocked around his neighbor's door to the detriment of his own business, made formal complaint against the owner of the bulletin, as creating unnecessary public excitement. The Superintendent of Police forthwith ordered its removal, and the "obnoxious paper" was torn down by five metropolitans, who, charging gallantly through the crowd, surrounded the board, seized the bulletin and carried it off, amid the execrations of the parties anxious to hear the news.

The first Entry into Frederick — interesting Description.

The Baltimore American describes the first appearance of Confederate troops in Maryland as very quiet and orderly but it is very much out raged at "some of them having passed off Confederate money," which it doesn't think is exactly on the square. It says:

They made their appearance in the city about 10 o'clock in the morning, and marched in quietly, evidently having full knowledge that there was no opposition to be made to them. The force was halted on

and a proclamation issued to the people. We have not been able to obtain a copy of the proclamation, but learn that it was to the effect that they came as friends and not as enemies, to believe the people of Maryland from the tyranny by which they were enchained; that they did not propose to interfere with any non combatants, to disturb private property, or to inquire into their opinions; and that whatever stores they might require would be paid for either in Confederate notes or United States Treasury notes, as the people might prefer. Of the latter money the men are represented as having a good supply, supposed to have been rifled from the bodies of the dead on the battle-field.

A rebel Provost Marshal was appointed, with a strong guard to preserve order, and during the afternoon the streets were thronged with rebel soldiers, visiting the stores, which the Provost Marshal ordered to be opened, and purchasing shoes and clothing, of which they were in great want. So far as we could learn, strict order was preserved.

One of our informants states that a meeting of the citizens was called on Saturday evening, at which an address was delivered by Bradley Johnson, who used the most conciliatory language, and made great predictions as to the power of the rebel army not only to hold Western Maryland, but to capture Baltimore and Washington, and dictate terms of peace in

Independence Square

at Philadelphia — The rebel sympathizers generally attended the meeting, but the few Union men who had remained kept to their homes. At 10 o'clock at night the men were all ordered to their camps on the outskirts of the city, and the first day of rebel rule in Frederick passed off quietly and peacefully.

The Federal flag was lowered from all the poles in Frederick, and the rebel Stars and Bars hoisted in their place. Most of the officers were quartered at the hotels, and at the houses of prominent rebels, though a good many of the latter had also fled the city.

The foraging parties sent out in various directions to secure cattle returned during the evening with droves of sheep, hogs, beeves, cows, and horses. They seized everything they wanted, and are said to have tendered payment in Federal "green backs," whether counterfeit or good is not known. These cattle were all driven towards the Potomac, rendering it probable that the whole invasion is only for foraging purposes, and to furnish supplies for the main body of the rebel army on the other side of the Potomac.

The purchases made in Frederick are said to have been paid for partly in Federal money, but mostly in Virginia and South Carolina money.

A correspondent of the Philadelphia Inquirer writing from Poolesville, Md., on the 9th differs a little from the above. He says:

They are still sending all the cattle over into Virginia, but are not paying Treasury notes, as at first stated; but, where a man declines Confederate money, give him receipts. Some few who are considered Union men, because they come from the North and do not own niggers, received no receipts or money, and had cornfields swept away, cattle driven off, and were nearly ruined. Many who have taken the oath of allegiance threw open their houses and feted and feasted the rebel officers and soldiers, and evinced every token of delight.

From Harper's Ferry — the Evacuation of Point of Rocks.

The Philadelphia Inquirer contains the following letter:

Harper's Ferry, Sept. 6th.

All is not quiet upon the Potomac. Conflicting rumor, the proximity of the rebel forces, rebel raids, the driving in of our pickets and frequent capture of the same, have raised a ferment which nothing but the presence of an overpowering Union force can allay.

The train which left Baltimore at 5 o'clock on Thursday evening is detained at this place, and the train going east is stopped at Cumberland, a repetition of the attack at Manassas and Catlett's Station being feared. On Thursday night the bridge at Point of Rocks was burned, in anticipation of the rebels crossing at that point; and the arrival of a squad of company E, Maryland Home Guards, who had been shelled out by the rebels at Monocracy creek, six miles from the Point, did not tend to allay the apprehension. The near approach of the rebels to, and actual invasion of, Maryland, has caused a number of secession sympathizers at different points to show their hands, and last night four young men were arrested by Lieut. Lanais. of the 87th Ohio volunteers, who avowed that they were on the way to join the rebel army.

One of them, Charles Carroll, was brought to Harper's Ferry and placed in the identical guard house in which John Brown was confined, and no doubt considers himself as great a martyr as the individual of "moldering in the grave" notoriety. The others were paroled, and will consequently have another opportunity to extend aid and comfort to the enemy. They were very insolent to our soldiers, as scions of first families should be, to maintain their dignity among mud-hills, and make no secret of their sympathies.

Point of Rocks was evacuated by the Union forces under Col. Banning, of the 87th Ohio, last night, and a large force of rebels is in that vicinity. The stores, ammunition and guns were removed to this place, which, it is thought, can be held against any force the rebels may bring to bear against it.

Gen. Lee's Decisions--Federal view of his position.

The New York Herald says our advance into Maryland is merely a "raid for food." and adds:

Should Gen. Lee conclude that it would be worse than useless to attempt to push into Washington by the back door, and that the front door is impassable, those supplies which he is collecting in Maryland will be required to feed his army while recrossing this desert of Northern Virginia back to Richmond. That he contemplates a winter sojourn in Maryland or Pennsylvania we cannot for a moment suppose; but that, before returning to Richmond, he will make a desperate effort by strategy and by hard fighting to get into Washington we have very little reason to doubt. Let him be defeated in this last and most desperate venture, and it will need very little strategy or additional fighting on the part of our army to put an end to all the schemes and hopes of Gen. Lee on his way back to Richmond.

Meantime, with our army at Washington reinvigorated, consolidated, and harmonized, under General McClellan, and heavily reinforced by our new regiments of volunteers, of the best which have yet been sent to the field, we think we have nothing to fear from immediate action, nor from a few days' longer delay. The rebels are as much mortified by the failures and blunders of their leaders and Generals as we are by the disasters which we have suffered from our intermeddling politicians; but we think that the pressing necessities of General Lee have at last brought him into a position, on both sides of the Potomac, which will be fatal to him with the first extensive rain in that quarter of five or six hours duration. In any event, and under any circumstances, as the two armies now stand, General McClellan is master of the situation, and has all the advantages at his command for holding this position and winning from it the crowning victory of the war.

A Requiem for the Federal Congress.

The New York Herald is "fighting wild." It is attacking everybody and everything in the desperation engendered by the late Federal reverses.--Among other victims, the last Federal Congress gets its share. The Herald thinks that body "nearly accomplished the ruin of a nation," and adds:

If Jeff. Davis himself had drawn up the measures which they passed they could not have done the Union cause more injury. By their diabolical intrigues they have brought upon the country every disgrace and disaster which has visited our armies in the field. Under the lead of Sumner, Wibeon Fessenden, Lovejoy, Chandler, and the other Abolition radicals, they succeeded in befooling weak members of the Cabinet and imposing upon the simple good nature of the President, until they had marred the plans and interfered with the commands of our ablest and most patriotic Generals. This accomplished, they deliberately proceeded to stop enlistments, and thus enabled the rebels to outnumber our armies in every important engagement during the war. Again and again they interfered to prevent the capture of Richmond, and at last left McClellan's army to melt away in the swamps of the Chickahominy, while they purposely held back reinforcements which were not needed elsewhere, and which would have saved the army of the Potomac and given it the triumph which it could almost reach, but was not strong enough to completely A crisis like this can never be forgotten or forgiven.

But the damning record of the present Congress does not end here. During all this time its members were exasperating even the most unwilling rebels, and intensifying the treason of the rebel chiefs by unceasing harangues and debates about the inevitable negro; and they completed their mischief by the passage of an unconstitutional Confiscation and Emancipation bill, the obvious and immediate effect of which was to transform every Northern ran into a blend in the eyes of the rebels. Even after their adjournment these Congressmen did not cease their bloody work, but incessantly harassed our Generals in the field, and prevented Pope's reinforcement when he was battling with the whole rebel army in desperate endeavors to check the advance upon Washington. And now, when the rebels have invaded the border States, these Congressional demons of discord are again at Washington, to inveigle the Secretaries of War, of the Treasury, and of the Navy, and to gain the ear of the President, who could as safely listen to the counsels and advice of the arch-rebel himself. A more infamous record can be shown of no men since the time of Judas. The question is, are these wretches to be sent back to Congress to repeat their exploits? The people have the opportunity to answer this question at the ballot box in November. If it be answered in the affirmative, then nothing short of a stupendous miracle can save the country. If it be answered in the negative, then conservative men will be sent to Congress, who will do as much good with their powerful opportunities as the radicals have done harm by their intermeddling, intrigues, and evil legislation. Upon the next Congress binges the fate of the republic, and its action will probably be decisive one way or the other. We desire the people to understand this, and to be deluded by no treasonable talk of the resignation of the President or the danger of a revolution. The resignation most necessary is the forced resignation of those members of the present Congress now before the people for re-election.--The revolution which will save the Union is a revolution in the members and the policy of Congress. This resignation and revolution can be secured at the ballot box, and for that the people must units and prepare. Let us not perplex and befog our selves, then, with any side issues. Attend solely to the candidates for Congress, and leave the friends of Morgan, Seymour, and Nincompoop alone to squabble, scramble, and quietly decide the unimportant question of who shall be Governor.

The Impending fate of Baltimore.

The American is very serious about the fate of Baltimore. It says the Confederates will certainly have it, if it is only for 24 hours, so as to possess themselves of the provisions there. It begs the inhabitants to be peaceful, and not provoke the Federal Government to destroy the city. It thus concludes:

The Government would never permit a moment's peaceable possession by the rebels of a city so completely essential to every hope of maintaining its integrity. Let us remind any Secession sympathizer, right here, that a portion of the formidable New Orleans mortar fleet is quietly at anchor near the heart of the city, as an adjunct of the terrible batteries, ready to rain destruction upon hostile occupants from so many points, if they were once to obtain a foot-hold here.

Bragg's Movements in Western Virginia.

The New York Times says:

We have received confirmation, upon pretty good authority, of the statement that the rebel General Bragg is marching towards the Ohio river, through Western Virginia, with over 20,000 men. It is said that he passed through Chattanooga several days ago, and was supposed to be gone to Knoxville. If this be correct, he would be directly on his route to Virginia, and it would not take him long, after passing that point, to get within the limits of the Old Dominion, where he may shortly be heard from in the Kanawha district, and there is nothing there to stop him. General Cox has gone East, and has left less than 5,000 men to protect that valley, and there will be, therefore, nothing to hinder Bragg from striking the Ohio near the mouth of the Kanawha.

Using the telegraph.

The rebels have used our telegraph wire in Virginia recently with even more signal success than they did in Kentucky, and with quite as much impudence. It is said that the moment Fitzhugh Lee captured Manassas, he telegraphed in the name of General Pope's chief of staff to the proper officer in Washington, requesting him to send to the junction a large supply of shelter tents and harness for artillery horses. The order was promptly filled, and the rebels were soon gladdened by the appearance of a train loaded with what they wanted. Jackson, on his arrival, sent a message to the Superintendent of Military Railroads, coolly asking him to change the time table on the road for his accommodation.--Wash. Chron.

The people must not have arms.

The New York World has an article denouncing the present clamor among the people at the North for arms, from which it is quite evident that the Government stands in almost as much fear of the people as it does of the Confederates. It says:

We regret to see the clamor which comes from every quarter for a general arming of our population. It is occasioned by an unmanly fright, and it calculated to do infinite damage in withdrawing men from useful and productive occupations, to spend their time in trying to be poor soldiers.--The Government has called for and will receive all the troops it needs or will know what to do with — What we really need is not more men, but competent Generals. This frantic calling for more soldiers is a sign of real weakness of heart. What we want is not the legions of Xerxes, but the spirit of the Greeks who beat them. If we cannot conquer the South with one million men, it is quite clear that with two millions we shall only conquer ourselves by exhausting the country's resources.

The Confederates in Ohio.

A dispatch from Pomeroy, Ohio, dated the 6th, says that Gen. Jenkins had taken the town of Spencer, Va., and captured the command of the Federal Colonel, Rathbone. The dispatch adds:

On Wednesday morning Jenkins's forces entered Revenswood, Va., and on the same evening crossed the Ohio river at Buffington's Island, and came down to Racine, Ohio, where they killed one man and wounded two others, and stole twelve horses. They then recrossed the river at Wolf's Bar, and encamped for the night.

The people were rising to resist further attempts at invasion by the rebels.

A later report says the rebels are crossing at Racine, and are coming down on both sides of the river.

A dispatch from Point Pleasant to the Military Committee at Gallipolis, says that the contending forces are in sight of each other, and that the rebels are but nine hundred strong, and that a battle is imminent.

Gov. Morton, of Ind., has ordered all the male citizens between the ages of 18 and 45 residing in the border counties, to organize themselves into military companies, to repel the invasion.

A dispatch from Gallipolis, Ohio, (a town on the river,) dated the 7th, says that telegraphic connection with the Kanawha Valley beyond Point Pleasant (in Mason county, Va.,) is broken. It adds:

The rebel Jenkins is encamped to-night at Buffalo with 1,500 men. About 2,000 more is expected to join him to night. The enemy is stripping the country of all the horses in it. His object is to cut off communication with our Kanawha troops. The militia of Gallia county assembled to-day to the number of 2,700, and completed their organization. There is very little fear felt of a raid in this place.

Affairs at Louisville.

The Federal troops who escaped from the rout at Richmond, Ky., have arrived at Louisville, and are encamped at the Fair Grounds there. Four batteries of artillery have been ordered there. A letter from that city dated on the 8th instant, says:

Troops are constantly arriving at Louisville. The 100th Illinois, a splendid looking body of men, arrived about 11 o'clock. We mention this regiment among many others on account of the substantial looking material of which it is composed.

The citizens of Louisville are enrolling themselves for military duty. Those who do not do so, or refuse to do so, are immediately arrested and sent to prison. There seems to be a fixed determination on the part of the loyal citizens to defend the city, if attacked, to the last extremely. It is equally settled that if the Secesh sympathizers will not fight, they shall be put where they can do no harm.

All rumored that the rebels are approaching Louisville from the direction of Bowling Green are simply silly. It is not certainly known that the rebels are approaching the city at all; but if they are, they are coming from the direction of Frankfort, under General Kirby Smith.

The Indian hostilities at the North.

The Indian hostilities in the Northwest are assuming large proportions. Capts. Grant and Anderson, with a party of infantry and cavalry, were attacked on the 2d inst. A dispatch from St. Pauls, Minn., of the 6th, says:

During the engagement, the whites managed to throw up breastworks of dead horses and earth, and held out until Col. Sibley came to their relief, and drove the Indians back. Thirteen whites were killed and forty-seven wounded in this engagement. Most of the killed were residents of this city. Before the engagement commenced Capt. Great's party succeeded in burying 35� whites-- One woman had lain in the woods two weeks unburied.

Miscellaneous.

In the Congressional election in Mains the Republican majority is 9,000 less than it was last year.

A railroad train, containing the 29th Illinois was thrown off the track near Vincennes, Indiana, and five soldiers killed and forty wounded.

In the Calling his election, the Republican carried the State by an overwhelming majority.

The City Council of Boston has voted $350,000 to be given in bounties to nine months volunteers.

Richmond Dispatch. Tuesday morning...Sept. 16. 1862. Gov. Letcher's Message.

We give place, to-day to the Message of Gov. Letcher, one of these practical, pertinent, and comprehensive documents, characteristic of the able and patriotic incumbent of the Executive Chair.

Salt — salt.

The city of Richmond, sometime since, appropriated $12,000 for the purchase of salt, to be distributed among the citizens according to an arranged plan. The advertisement of Messrs Harvey & Sports, agents in this day a issue, will apprise those who are interested that they are ready to begin operation. Every human being in the city is entitled to take one pound of salt for one month on paying five cents the pound therefore. Every head of a family can buy one pound at the same price for each member thereof. This will prove a great relief to our citizens, who are in the hands of the most merciless extortioners that ever lived since Jerusalem was besieged by Sennacherib, twenty six centuries ago. We trust in heaven they may meet with such retribution as they deserve, which is that their salt may be left upon their hands without a purchaser. Of course the store of Sports & Harvey will soon be crowded.

McClellan and Pope.

Much indignation has of late been visited upon Pope, by both the Yankee and Confederate press, while, in general, they both seem to spare McClellan. We do not see that there is anything to choose between them. The Yankees abuse Pope because be was unsuccessful So was McClellan. We abuse Pope because he instigated his troops to plunder and destroy the country through which he passed. If McClellan did not do the same thing. at least he took no pains to prevent it. The country be tween Richmond and Old Point is as they roughly desolated as the country between the Potomac and the Rapidan. We laugh at Pope for his lying bulletin. and the Yankees are enraged with him on the same account. Yet he did not tell more or greater has than McClellan. If Pope claimed a victory at Cedar Run and Manassas, let it be recollected that McClellan claimed a victory in every one of the battles in which he was ignominiously defeated in front of Richmond His "strategic movement and his "change of base," by which he designated his headlong flight from Mechanicville to Berkeley, have become the laughing stock of the world Pope was undoubtedly a great braggart. He boasted that his headquarters were in his ended; that he had never seen anything but the backs of his enemies, and that he left his rear to take care of itself. But surely McClellan's Paradies upon the bulletins of Napoleon after the little skirmishes at Rich Mountain, his address to his troops at Washington, in which he said that hereafter there was to be no retrograde movement; his threat to "press Johnston to the wall;" his declaration. while he was cowering under the protection of his gunboats at Berkeley, that he was determined to take Richmond still; his grant of permission to his troops to record their own shame by ing on their colors the names of the battles in which they had fled like sheep before the Confederates--surely, we say, all there entitle him to be considered, at least, the equal of Pope in the art of bragging.

The difference between the two men we take to be this: Pope is an open. unblushing, bare-faced scoundrel, who is proud of being such, and openly boasts of it. McClellan is equally a scoundrel, but he is a smooth tongued, hypocritical scoundrel, who smiles in your face, and addresses you with honeyed words while he is plundering you. Of the two we hold McClellan to be the worst, for he is a hypocrite in addition to his other demerits.

Local matters. Man shot.

--One of the Yankee prisoners, named Silas Richmond, confined in the Libby warehouse, on

Cary street

, gave on Sunday night evident signs of aberration of mind.--During the early part of the night he seemed all at once to become possessed with fury; rushing past the guard, he got into the street, and, despite their cries of "halt, halt!" he kept on not appearing to regard two shots that were fired at him. An alarm being sounded, the guard was turned out, and the man taken in custody. There being no place in which properly to confine him, he was placed in the strong room at Castle Thunder. In a short time after being placed in it, a paroxysm seized him, and dashing aside all obstacles placed in his way, he rushed into the yard of the prison. Here the sentinel, who had orders to shoot any prisoner attempting to escape, not knowing the man's condition, after crying to him in vain to halt, discharged his gun at the prisoner as he was making his way up the steps leading to the second story of the building. Being in very short range, the ball took effect in the hip of the man, passing upward, tearing and lacerating his bowels in a dreadful manner. He was immediately conveyed to the hospital, and was yesterday regarded as in a dying condition.

Police Court.

--Patrick and Cyrus More field (colored) were arraigned Saturday at the Police Court--Patrick for shooting his brother with a pistol, and Cyrus for returning the compliment with a knife. Both were committed to jail.--Two negroes, male and female, were ordered to be thrashed for riding in a carriage without a permit.--James B. Denay, for trespassing on the Columbian Hotel, being suspected of stealing money from Moran, a soldier there, was committed to prison in Defant of security for good behavior — Jno T. Ellis, for stealing $80 from W. B. Layne, of Company B, Maryland Line, was sent to prison.

Maryland volunteers

--The following companies, belonging to the Maryland Line, having been mustered in, will leave this city to morrow morning for a point where two other companies of Marylander await their arrival to form a battalion before proceeding to join Gen. Jackson, viz: Company C. Capt. J. R. Herbert, 120 men, company D, Capt. Joseph L. McAleer, 90 men, and company E, Capt. John W. Torsch, 90 men. Two other companies of citizens of the above State will be completed and ready to leave by Saturday.

Counterfeit money.

--Alex. Clayton was carried before Commissioner Watson yesterday, charged with passing counterfeit $20 Confederate notes, printed in Philadelphia.--He belonged to the 9th Louisiana Regiment, and got the notes North, where he had been held as a prisoner of war. The offence being fully proved, he was committed to prison to answer the charge.

Judge Lyons's Court.

--This Court met yesterday morning, at 11 o'clock. Letters of administration were granted in numerous cases — amongst others, upon the personal estate of Gen. Chas. S. Winder, who fell in the battle of Cedar Mountain. The criminal docked for term of the Court is three or four times than ever before. This morning several cases will be proceeded with.

Yankee officers.

--The number of Pope's officers in the Libby prison was increased on Sunday evening by the addition of 1st Lieut. Wm. H. Clarke, of I company, 21st Massachusetts regiment, and 2d Lieut Geo. C. Perker, of B company, same regiment. They were taken at the battle of Manassas.

The Virginia Legislature.

In obedience to the proclamation of Governor Letcher, the General Assembly met in extra session yesterday at 12 o'clock M. In the House of Delegates only fifty six members answered to their names, and no quorum being present, that body adjourned, without transacting any business other than swearing in three newly elected members Messrs. Henry L. Hopkins, of Petersburg; W. H. Chambers, of Chesterfield, and Richard F. Taylor, of Amelia and Nottoway.

In the Senate, Lieut, Governor Montague being absent. Mr. Branson, of Lewis, was chosen President program. The usual message from the Executive was received, read, and, with accompanying documents, was appropriately referred to the several committees.

Mr. Kenny offered a resolution, which was adopted authorizing the Governor to appoint commissioners of and an election for Mayor, Commen and other municipal officers, for the city of Norfolk, as soon as that city shall be evacuated by the enemy.

Mr. New man offered a resolution, which was also adopted. authorizing the Governor to appoint a Sall Commissioner for the counties of Wythe and Western.

No other business was transacted and the Senate adjourned.

The following is copy of the message from the Governor:

Governors Message. Executive Department, September 15, 1862. Gentlemen of the Senate and House of Delegates

I have felt it to be an imperative duty to convene you in extraordinary session, to consider a question of vital importance to our common constituents — The subject commends itself in the strongest terms to our judgments and sympathies, and demands prompt action.

The people of a large portion of our State are suffering greatly from the made quacy of the present supply of shit, and the most serious and well grounded app chestnuts are felt as to the prospective supply. An article indispensable to the health and comfort of man and beast, and absolutely necessary to aid in the development of many branches of agricultural and mechanical industry, must be provided, if it be within the range of possibility.

In consequence of numerous letters, received from gentlemen to different portions of the State, calling my attention to the subject and earnestly loving action, and deeply impressed with the fact that the limited supply in the market was commanding such exorbitant prices as placed the article beyond the means of a large class of the people, and especially the private soldiers of our army who had left families at home, I determined to visit the salt work in Washington and Smyth counties in form myself as far as it was possible to do so by observation and inquiry, and then adopt such course as the law authorized and the necessities of the people demanded for their relief. If the wants and demanded of our people cannot be fully met, it behooves us to do all that can be done towards the accomplishment of this desirable result.

If an appropriation had been deemed advisable, at the last session, for the purchase of the property, or for the refection of the necessary works for the manufacture of salt, much could have been accomplished by this time for the general relief. Even now, by prompt and energetic action, works may be erected, and a sufficiency for the ordinary family purposes, and for the preservation of the fall supplies of meats, may be secured.

In the Revolution our illustrious ancestors experienced the difficulties which now surround us in regard to this article, which enters so largely into the consumption of the country. They, however, adopted such measures as secured a supply; and they continued to prosecute the war with such zeal and energy as brought it to a happy and glorious termination. The legislation of that day will furnish a useful lesson for study now, and I commend it to your consideration.

Another occasion has arisen in our history when legislation is necessary to meet the emergency. It becomes as to follow the example of the legislators of that day — men remarkable alike for practical devotion to the country and its institutions and who exhibited a special regard for the wants of the people under circumstances not unlike now existing.

In the year 1776 the Convention of Virginia passed "an ordinative for erecting salt works in the Colony, and for encouraging the making of Sall." This provided for its manufacture in several of the eastern counties, by the process of solar evaporation, and by boiling from sea water. erection of necessary works and their operation was to be at the expense of the State; and managers were designated in the ordinance to take charge of the establishments and conduct the business, under regulations specifically defined. it directed the manner of disposing of the salt, and regulated the price at which it should be sold. It the mode by which lands should be acquired.

In the year 177 the Legislature passed an act on the subject, very similar in its provisions to the criminate referred to. To this ordinance and this act I invite your attention. Much will be found in both that cannot fail to aid you in the consideration and was disposition of this subject.

At that early day little was known of that portion of the State lying Weat of the Allegheny, and nothing known of the existence of salt water there. This indispensable article, together with vast resources of mineral and other wealth, have subsequently been developed in that section of the State. This explains why the legislation on this important subject was confined to the Eastern counties.

The States of Georgia. North Carolina, and Tennessee have commenced the manufacture of salt at the worked in Washington and Smyth counties. The State of Alabama is making the necessary preparations to commence the manufacture, and in the course of a month will be making about 500 bushels per day. Each of the other States is making about this quantity daily, and in the course of a short time will increase the quantity considerably.

On my visit to the salt works, the proprietors, Stuart, Buchanan & Co., made, at my instance, a proposition, which is herewith transmitted, and which will be found published with the accompanying documents. This proposition does not meet my approval. We are required to pay more for the water than is paid by the State of Georgia, and to pay the same price that is paid by the other States while, if any difference is made, it surely should be in favor of the State in which the works are located.

The Penitentiary.

I appointed Thomas S. Haymond, Andrew Johnston, and Charles Campbell, Esq., to make the investigation into the affairs of the penitentiary, directed by your resolution adopted May 15th, 1862. and gave them written instructions. The report of these intelligent gentlemen, herewith presented, is characterized by much ability, and demonstrates that they have investigated, laboriously and faithfully, the entire subject in accordance with the instructions issued to them. I commend the report to your attention, confident that you will find in it many suggestions and recommendations that will command your cordial approval, and that you will, at an early day in the session, adopt such legislation as will give to them the force of law.

This report leaves no room for doubt that the management of the institution and the business of the general agent have been inefficient and negligent. My own observation has satisfied me that there has been neither energy, industry or judgment exhibited in the management, and that unless something is speedily done to secure the services of men of industry, energy, and business qualifications, the institution will become a very heavy burden upon the Treasury. I have seen no reason to change the opinion heretofore expressed in my messages that with prudent, judicious, and energetic management, the institution can be made self-supporting. But to accomplish this result we must reform the management, by substituting a large number of the present with persons better qualified for the positions.

It affords me pleasure to except from the condemnation pronounced, Mr. John Knete, the present General Agent and Storekeeper. From all the information I have been able to procure, he has devoted himself faithfully to the performance of the duties of his office, and has settled his accounts with the Board of Directors with the greatest promptitude.

In this connection I feel it to be a duty to invite your attention to the free negro and slave convicts who are accumulating most rapidly, and who must be disposed of, at some future day, otherwise than in the mode now prescribed by existing laws. The people in the neighborhood in which a considerable number of these convicts have been hired, are greatly dissatisfied, and have complained, through public meetings, threatening to resort to sub law, they shall be withdrawn. As the numbers of three convicts increase, and as the demand for this species of labor diminishes, we may reasonably calculate that the complaints will increase also. I suggest, therefore, that it would be advisable for you to direct your attention to this subject, and devise some mean for disposing of them by sale or otherwise, and thus relieve the State from further connect on with them.

The War.

The success which has attended our arms has been of the most gratifying character, and has demonstrated the superior qualifications of our commending Generals, and the indomitable energy, courage, and sell sacrificing devotion of our soldiers. Greater gallantry has never been exhibited — a more generous, noble and patriotic spirit never an arm in ancient or modern times.--Each has void with the other in the performance of every duty, and all have exhibited an ardor and earnestness for the cause and the country worthy of men struggling for independence. Their glorious deeds have enshrined them in the hearts of all our people; and from thousands of family altars and places of religious worship, prayers ascend to Heaven for their preservation and protection, and for the deliverance of our country from the horrors of the wicked war, brought upon it by those who are ready to scarifies all the nobler of our to to prejudice, and to avarice.

Subsequent the reflection has tended to confirm and strengthen the opinions heretofore expressed in my previous messaged of the imperative necessity of making this an aggressive war. Our own protection demands it. the quiet of Virginia, whose bosom is scarred all over and whose people have been of and plundered demands -- patriotic specify termination of this war. all appeal. for an aggressive movement. Happily, we have every reason to believe this policy has at length been inaugurated. It must be firmly pursued. Plant the Confederate standard upon the soll of Maryland; and resolute hearts and gallant spirits, summated by generous impulses, and fired with an earnest desire to protect the rights and maintain the laws and institutions, common alike to them and us, will rally around it by thousands, and will raise their oppressed land from the dust. The fire of patriotism is not extinct in Maryland--it has only been smothered. Let the opportunity be presented, and it will burst forth into a flame that will illuminate the land, and give ley and gladness to hearts that have been crushed by a tyrant's power, indiscriminately used, to subdue men, women, and children.

Let aggression, then, be the watchword, and let us push the advantage we have gained, until the North shall be made to feel that war has its horrors, and that they have been made to bear their share of them.

Every Government, like every human being, carries within itself the seeds of its own dissolution. The old Union has lived out its days, has fulfilled the measure of its glory, its influence. and its power. Its dissolution is a fact accomplished and understood. In every aspect in which the question can be viewed educationally, religiously, socially, morally, and politically, we are separated from the North--finally and forever separated. It is impossible for human agency to reconstruct the natural body after dissolution, and it is equally impossible for human agency now to reconstruct the Union, in its present dissolved and decomposed condition. Affection, fraternity, kind feeling — every element of adhesion is hopelessly gone. The tendrils of hate encircle the heart, and enmity and malevolence have crushed all the nobler feelings of attachment and brotherhood. Reunion, therefore, upon any terms, is simply an impossibility, and the idea is not to be entertained even for a moment.

State force under Gen. Floyd.

Shortly after your adjournment, I commissioned John B. Floyd a Major General, in pursuance of your act, passed May 15th, 1862, and gave authority to numerous persons to raise companies, battalions, and regiments, for service in the State forces authorized to be raised by said act — all of which were authorized to be raised from the non-conscripts between the ages of thirty-five and under forty-five, and those under the age of eighteen years.

Finding that the conscripts were not disposed to volunteer as promptly as I had expected for this service, and ascertaining that the Northern Government had called for an additional force of six hundred thousand men, and seeing that a large part of the State was overrun by the invader, I called upon the militia of thirty nine counties to report to Gen. Floyd immediately for service in the State fores; and I have no doubt they would have responded promptly to the call but for the unwarranted and improper interference of a Confederate officer and come other persons, who have used rations expedients to produce dissatisfaction with this order. Very shortly after the call for the militia was issued, and while the enrollment was in progress, Major General Loring issued orders to stop the employment in Mource. Giles and perhaps other counties. A letter addressed shy Major General Loring to the War. Department, dated August 13th, 1862, in which he admits this interference, will be found with the accompanying documents., As a Confederate officer, he had nothing to do with the non-conscripts. They were not under his control, not subject to his orders. They were under the orders of the State and subject to the orders of the Executive, under the laws of the State. His interference has been essentially mischievous and improper, and has had the effect of demoralizing the militia and defeating, so far as they were concerned, the objects which the State designed to effect.

Applications for detail of persons employed in procuring nitre, whenever they have been presented in the mode directed by law, have been granted. I know of no instance in which such an application has been denied. No application has been made for details for Gen. Loring's commissary or quartermaster's departments.

I directed the several ranger companies to report forthwith to Gen. Floyd. Many complaints had been made with regard to the rangers, most of which I regarded as unfounded; but, under the circumstances. I deemed it best to place them under control of a competent officer, who would direct their operations.

My latest information from General Floyd's command assures me that he has a considerable force in the field, and that be expected to move last week towards the Kanawha Valley, and I have no doubt he has done so. He was in fine spirits when I parted from him, and manifested a bold and noble confidence, that promised the best results a copy of my order, issued at Wytheville, and a proclamation subsequently issued, accompanies this communication.

This State force will be an hours to the Commonwealth, if cherished and supported as it should be.

In this connection I renew a recommendation, heretofore made, that a law be passed authorizing me to strike from the rolls the names of such militia officers as refuse to obey promptly the orders of the Executive. The reasons in each case will be most cheerfully assigned where I am called upon to take such action. This recommendation would not be renewed if in my judgment, the necessities of the case did not imperatively demand it.

Amnesty to those who have taken the oath of Fidelity to the Lincoln Government.

From information received from various sources, I am induced to believe that many loyal and worthy citizens, in those portions of the State which have been overrun by the enemy have taken oaths binding them to abstain from all active participation in the war. In all such cases, where the parties are willing to manifest their fealty to the Commonwealth, and to show their faith by their works, I recommend that an amnesty be granted, upon such terms and conditions as your wisdom may prescribe.

Northwestern Virginia.

All the indications are favorable to the recovery of the possession of the portion of the State lying west of the Allegheny mountains. Indeed. I entertain no doubt that the usurped Government, under Pierpoint, will soon be overthrown, and the people will cheerfully return to their allegiance to the rightful Government of this Commonwealth. Our recent information is full of hope and encouragement; and the immense numbers who are now coming out, and joining the army, show, that although the spirit of patriotism has slumbered long, it has at last been folly aroused, and is manifesting itself in the most effective manner.

The Baltimore and Ohio Railroad has been a positive nuisance to this State from the opening of this war to the present time; and unless its management shall hereafter be in friendly hands, and the Government under which it exists be a part of our Confederacy, it must be bared. If it should be permanently destroyed, we assure our own people of some other mode of communication with the seaboard.

"An act to incorporate the Preston and Augusta Railroad Company," was passed March 30th, 1861, by the General Assembly, and if this road were constructed, it would furnish an adequate channel of communication for the present and would have the effect of clasping the Northwestern people more closely to the bosoms of the people of the other three divisions of Virginia. If the State of Maryland shall assume its position as an integrate part of the Confederate States, the two roads may exist together, under proper regulations, but if its lot shall be cast with the North, and its people become latens to us in principle and interest, and hostile in institutions, then so much of the Baltimore and Ohio railroad as lies within the State East of the initial point designated in the act referred to should be destroyed. I recommend, therefore, that such legislative assurance in regard to the construction of this road, as your wisdom may dictate, shall be extended to our northwestern fellow citizens.

Compensation of clerks.

The proceedings of a meeting of the clerks of the various Departments of the State Government, accompanied by a droll of a bill have been presented to me, with a request that I would lay them before you for consideration, and such action as you may think proper. The expenses of living have increased enormously in the last eighteen months, and a salary that would have farm had an adequate support previous to that time, will fall very far short at this day. These salaries ought, in my opinion, to be increased. No Government, within my observation ever had in its service more comment, efficient, and faithful officers. The cheerful manner in the performance of their duties the uniform politeness and attention shown to all in their business intercourse, has commanded for them as a body, the most cordial respect. I commend this subject to your favorable action.

Fees of Jailors.

Complaints have been made to me, by the keepers of the jails in several cities and counties, of the inadequacy of the fees allowed by existing laws for the support of prisoners. The fees were fixed years ago, when flour, meal, bacon, beef and vegetables, sold at greatly less prices than they are now selling for. All these articles now command from four to five times as much as they sold for two years ago; and it is hardly reasonable, under existing circumstances, to expect prisoners to be supported at the present rates of fees. I recommend, therefore, that an act be passed for the relief of this class of officers.

Pay of soldiers.

On the 1st day of January, 1862. a resolution was adopted by you in relation to the pay of noncommissioned officers and privates in the Confederate army. That resolution instructed our Senators and requested our representatives in the Confederate Congress to use their influence to procure the passage of a law to increase their pay four dollars per month during the existing war. A large number of these classes are heads of families and a majority of them, perhaps, are poor men, dependent upon their daily labor for support. They have cheerfully left their homes and families, to engage in the service of the country.--Since they entered the service prices have run up to a famous amount for every article that enters into domestic use; and there are many indispensably necessary, which a month's pay will has supply. It should be our policy to have a care for those who are fighting this battle for Southern independence, and whose noble deeds are furnishing the material for a history that will challenge the admiration of mankind, and will be recurred to by us and our descendants with feelings of national and individual pride. Under these circumstances, it becomes us to emit no proper effort to secure for them such an increase of pay as will remunerate them for their services and sacrifices in this holy cause. I respectfully recommend some further action to bring this subject prominently before Congress at the present session, and to secure, it possible, the passage of a bill that will effect the desired result.

Eastern Lunatic Asylum

The city of Williamsburg having fallen into the possession of the enemy, and being still in their possession, the Federal authorities dismissed the State officers and agents, and substituted them by their own appointees. I have very recently under stood that the State officers and agents have been invited by the Military Governor of Williamsburg to return and resume their places, and that some (perhaps all) have done so; but of this I have no official information. Since the institution fell into the hands of the enemy, I have been informed that Dr. Galt, the Superintendent, and the assistant physician have both departed this life. Nearly all the members of the Board of Directors are refugees, and have been for months.

Extortion.

This is one of the serious and alarming evils of the times. A reckless spirit for money making appears to have taken entire possession of the public mind. "The ledger is the Bible, and gold is the God." at this day, of large numbers in every community. Avarice has become the ruling passion, and with heartless gripe, regardless of the suffering it inflicts, it insists upon its cruel and unconscionable exactions. Patriotism is second to a love of "the almighty dollar." The price of everything (even the necessaries of life) is put up to the highest point, and those who have not the pecuniary ability to pay these prices must suffer. A fair price should be paid for everything, but sellers should not be permitted to take advantage of the necessities of the consumers to impose upon them.

What must be the feelings of a man who is fighting the battiest of his country, surrendering all the comforts and endearments of home, submitting to all the sufferings and sacrifices of camp life and active military duty, when he (receiving, but $11 per month) is informed that a sack of salt costs $50, or a pair of lady's shoes cost $16, with every thing else in proportion? He must feel that while he is defending the country his family, unless he be a man of means, must suffer for the necessaries and comforts of life. With what heart can he fight our battles under such circumstances?

There is but one remedy for this evil. It is to increase the quantities of the articles upon which the extortion operates. The general law of trade, that the supply must equal the demand, is the only law by which trade can be regulated. When the supply equals the demand, the price will be commensurate with the value of the article. When the supply is deficient, the price will be immediately enhanced. It becomes necessary, then, to turn attention to the means requisite for increasing supplies. This can be accomplished, first, by prohibiting the agents of the Government who have control of the lines of transportation from receiving remuneration for giving preferences in transporting articles, by which the extortioners who pay the largest douceurs are these only who are accommodated; and secondly, by obtaining an order from the Government authorizing the transportation of produce to the exclusion of other things, at least one day in each week. If this were done, the equilibrium so necessary in trade would restore prices to their natural standard.

Whatever can be done by the Legislature for the relief of the people from the evils visited upon them by the extortioners, I feel persuaded will be done. The evil has become more serious and alarming, and is increasing daily. I hope the Legislature will direct their attention to this matter, and see whether their combined wisdom cannot devise some measures that will give relief to a suffering people.

Conclusion.

You reassemble under circumstances very different from those which attended your adjournment. At that day the prospect looked gloomy — the capital was threatened, and many feared it must fall. Now, how bright and glorious the prospect! The insolent enemy, who threatened the capital, has been vanquished in every battle on the Chickahominy, and his forces driven back to the precise location from which they started fifteen months ago. Victory has perched upon our banners in every battle field, and the whole land resounds with the praises of our officers and men, who, through the agency of Divine Providence, have worked out base glorious results. We must not, however, forget the honored dead who have fallen in these holly contested battles. Their courage, their patriotism, their heroes deeds, will be embalmed in the hearts of every true and loyal son and daughter of the South; and when this war shall end, and we shall enjoy the blessings of peace, we will gather together the dust of the honored dead, and raise to their memories a splendid mausoleum, which will transmit to the latest posterity a record of their virtues and deeds.

Confederate Congress. Monday, Sept. 15, 1862. Senate.

--The Senate met at 12 o'clock, and was opened with prayer by the Rev. J. L. Burrows, of the Baptist Church.

Mr. Hunter, from the Committee on Finance, asked to be discharged from the further consideration of a resolution for the prevention of illicit trade. The trade with Maryland is not illicit, and there is little or none other, and the present statute is sufficient.

Mr. Oldham said that Mr. Hunter had developed in his remarks the deficiency of the present law, which it was the object of his resolution to correct. It was found in the exception of Maryland and the border States from the operations of the law. Maryland had disappointed us in her political action, and the trade carried on with her had been injurious to us, and had tended much to depreciate our currency.

Mr. Hunter said this was, of all times, the most unpropitious for withdrawing indulgences to Maryland. The news was that the people were receiving our money readily in payment for army supplies. The trade referred to was not large, and was chiefly in articles which had been indispensable.

The Committee were discharged as requested.

The motion pending from Saturday, to reconsider a joint resolution for the adjournment of Congress on Tuesday, the 30th instant, was rejected. The resolution was ordered to be sent to the House.

The Exemption bill then came up as the unfinished business the pending amendment being one for the exemption of justices of the peace.

A discussion ensued, in which Messrs. Haynes and Hunter advocated the exemption of justices — The debate was then extended, and resulted in some sparring between members, which profited no the and resulted in nothing.

A message from the President, in answer to a resolution, announced that the Executive had no information of the hanging of soldiers without trial. Ordered to be printed.

The Senate adjourned.

House of Representatives.--House met at 12 o'clock. Prayer by Rev. Dr. Doggett.

The Chair said. that the unfinished business before the House for the morning hour was the resolution introduced a few days since by Mr. Ashe, of N. C., as follows:

Resolved, That the President be requested to communicate to the House the estimated amount required to be appropriated to meet claims upon the Confederate Government for vessels and other property seized by the naval and military authorizes for the use of the Government.

The resolution was taken up and passed

Mr. Clarke, of Ga. introduced a resolution, that the Committee on Military Affairs be instructed to inquire into the propriety of limiting, by law, the discretion of the Secretary of War under the Conscript act; and by what authority he declares "a substitute becoming liable to conscription renders his principal also able, unless exempt on other grounds," as in General Order, No. 64.

The resolution was agreed to.

Mr. Bruce, of Ky., introduced a resolution, that the Secretary of War is hereby requested to inform this House whether there have been transmitted to him any findings of Courts, provided for in the act entitled "An act to punish drunkenness in the army," approved April 21, 1862, and if there have been, to report the same to Congress.--Agreed to.

Mr. Breckenridge, of Ky., offered a resolution, that the Committee on Military Affairs be instructed to inquire into the expediency of establishing, at different points in the Confederacy, asylums for indigent and maimed soldiers who have been discharged from the service on account of wounds or chronic disease. The resolution was adopted

Mr. Conrad, of La., offered a joint resolution to provide a homestead for the officers and privates of the army of the Confederate States. Referred.

Mr. Dupre, of La., presented a bill to increase the salaries of certain civil officers of the Government of Richmond. Referred to Committee of Ways and Means. Also, a resolution that the Committee on Post Offices and Post Goals be instructed to ascertain and report to this House the reasons which thus far have prevented the carrying of the malls from the states east of the Mississippi, to the State of Louisiana west of that river — and particularly that portion of the State south of the Red river, Referred to Committee on Post-Offices and Port Reads.

Mr. Welch, of Miss., offered a resolution that the President be requested to inform this House whether any authority exists in the military commanders of departments or divisions to institute a commission to examine officers in military tactics who may have been elected by volunteer companies or regiments, and to deny to such officers the right to exercise the functions of the office to which they may have been elected, if the decision of such commission is unfavorable to such officers. Agreed to

Mr. Vest, of Mo., offered joint resolutions in regard to the protection of persons in arms against the United States, but not enrolled in the Confederate army, and to secure the exchange or release of certain persons held as prisoners by the enemy. The resolutions were referred to the Military Committee.

Mr. Harris, of Missouri, offered a resolution that the Committee on Military Transportation, Commissary, and Quartermaster's Department, be instructed to inquire into the expediency of allowing each commissioned officer in the field to draw one ration in kind in addition to his pay. Referred.

Also, a resolution that the same committee be instructed to inquire into any abuses arising in the military service of the Confederate States from officers drawing commutation in lieu of transportation in kind. Referred.

Also, a resolution that the same committee be instructed to inquire into the expediency of introducing the suppuration into the armies of the Confederate States, and to the propriety of providing by systematic arrangement the supply of rations or provisions at the principal railroad depots and points of concentration, to soldiers, at commutation value. Referred.

Also, a resolution that the Committee of Ways and Means be instructed to inquire into the expediency of levying an export duty upon cotton, payable in coin, adequate to secure the payment of interest accruing upon the bonds of the Confederate States. Agreed to.

The morning hour having expired, the Chair announced that the business before the House was the consideration of the bill to increase the Provisional Army of the Confederate States, and that the question was upon the to the first section of the committee's his offered by Mr. Smith, of N. C., providing for calling on the Governors of States for their quotas of 300,000 men, to serve three years.

Mr. Miles, of S. C., as the chairman of the committee reporting the bill, desired to submit a few remarks before the vote was taken upon the amendment. He asked the consent of the House to permit him to do so. Leave was granted, and Mr. M. addressed the House at length in support of the original bill. At the conclusion of his remarks, the vote was taken on the amendment by eyes and noes, and resulted: Ayes 41, noes 41--so the amendment was lost.

Mr. Wright, of Texas, then offered a proviso to the first section of the bill, as follows:

"Provided, however, That the regiments raised under, and by authority of, the State of Texas, and now in the service of said State for frontier defence, are hereby exempted from the provisions and operations of this act."

Mr. Foote, of Tenn, offered an amendment to the same section, to come in after the proviso of the gentleman from Texas, as follows: "The provisions of this act shall not apply to any regiments, battalions, or companies, organized and officered under State authority, which the Governor of the State to which said troops respectfully appertain shall deem indispensably necessary to the defence and safety of said State." In support of this amendment he sent to the Clerk's desk a letter from a distinguished and patriotic citizen of Mississippi, which he desired read, and in which was depicted the condition of portions of Mississippi in consequence of the calling out of the militia.

Mr. Chambers of Miss., explained the reason why such a state of affairs existed as was referred to in the letter, attributing it to the action of the State authorities. He closed his remarks by moving to postpone the special order, with a view to take up the Exemption bill.

The motion was not agreed to.

The question then recurred upon the amendment of Mr. Foote, and, on the vote being taken, the amendment was rejected.

The question came up upon the amendment of Mr. Wright, and it was agreed to.

On motion, the House then adjourned.

Train's last Sensation.

--The Boston Commercial Bulletin contains a number of letters addressed by Geo. F. Train to the London American, and giving a detailed account of his experiences in an English "sponging house." These letters from Mr. Train interfere considerably with the supposition which prevailed in this country, when the news of his arrest first arrived, that it had been caused by the British Government in consequence of a seditious speech. It turns out that "Young America has been imprisoned for debt."

Death from a Singular cause.

--A few days since, a daughter of Mr. Sewell Blood, of Waltham, about four years of age, plucked a tiger lily from the garden and snuffed the pollen from the flower into her head. She was shortly after seized with dizziness and convulsions, from which she died. after excruciating suffering, in four days.--Boston Post.

--Joseph Segar, Esq., is now in Washington remonstrating against the removal of the buildings of the Hygeia Hotel, at Old Point, as recommended in a report of a sanitary committee.

John Lewis Ticardo, the eminent English advocate of free trade, died in London on the 23d ult.

Richmond Dispatch. Tuesday morning...Sept, 16, 1862. Governor's Message.

The Message of Governor Letcher to the Legislature was read in that body yesterday. It is brief and business like. He disapproves of the offer of Stuart, Buchanan & Co., to sell the State of Virginia the water to make salt, charging Virginia more for the water than is paid by the State of Georgia, though the works are located in this State. With regard to the State Penitentiary he recommends the dismissal of some of the present incumbents, as he does not think "energy, industry, or judgment" have been exhibited in the management of that institution — He recommends that the free negro and slave convicts be sold, or other wise disposed of, as they are but little less than nuisances in the neighborhoods in which they have been put to work.--Gen. Floyd's command has not been filled up, because of the "improper and unwarranted interference" of Gen. Loring, who stopped the enrollment of militia in Monroe, Giles, and other counties.--The command under Gen. F., however, is now large. An amnesty to those who have taken the oath of allegiance to Lincoln's Government, is recommended. An increase of the pay of our soldiers is urged.

From the army.

Passengers who arrived by the Central train yesterday afternoon were singularly ignorant of matters connected with our forces on the North side of the Potomac. One or two parties stated that Jackson's corps moved on Wednesday in the direction of Hagerstown but further than this they knew nothing. They believed that he was going to Pennsylvania by way of Hagerstown. The Northern news we have published tells us as much as that.

A gentleman with whom we conversed, from Winchester, states that it was reported in that town on Friday that a heavy column of our army had arrived at Williamsport, six miles south of Hagerstown. If there is any truth in this statement, it is doubtless the intention to clean out the Federal forces at Martinsburg and Harper's Ferry. The same gentleman says that the Federal force at these two points amounts to about 8,000.

From Western Virginia.

The War Department received yesterday morning information from the command of Gen. Leering of the most gratifying character. That officer telegraphed the Department that he had defeated the Federal forces in three separate engagements, and that the routed enemy were rapidly retreating down the Kanawha Valley towards the Ohio river, while his own forces were in hot pursuit. These engagements took place near the Great Falls of Kanawha, a few miles below the mouth of the Gauley river.

Gen. Loring also states that Gen. Jenkins had recently captured a Federal depot of arms and provisions, and that Gen. J. penetrated some twenty miles into the State of Ohio. the number of arms captured is estimated at 5,000.

Pennsylvanians joining the Confederate forces.

We are assured, upon the statement of an officer of the Confederate army who arrived in this city yesterday, and who left Frederick a few days ago, that a company of Pennsylvanians, from Adams county, numbering one hundred and fifteen, arrived at Frederick last week, and fendered their services to the Confederate Government. This company was regularly organized, with its own officers, before they left their own State, and declared that they were unwilling to stay at home to be drafted into the abolition service.

Kentuckians Rallying.

The news from Kentucky, though without those particulars necessary to a full understanding of the real condition of affairs in that State, is never the less encouraging. The spirit of the people is aroused, and throughout the State they are throwing off the shackles that bound them, and asserting their determination to be free. A dispatch from Gen. Kirby Smith, dated Lexington. Ky., Sept. 5th, appeals for arms for the Kentuckians who are flocking to his standard. He says in his dispatch that the people are rising rising en masse. and that he could at that time, add 20,000 men to his column, he had arms for them.

Samuel M. Price, Esq.

In noticing the arrest and retention of this gentleman by the Yankees some days ago, on the authority of a gentleman who seemed to be familiar with the facts, we stated that Mrs. Price had said to a Yankee officer, who approached her on the subject of exchanging Mr. Price for the notorious Rucker, "that she would rather see her husband shot dead than exchanged for such a man as Rucker — a murderer, traitor, and thief." A correspondent at Lewisburg writes that Mrs. Price objected to the exchange, but not at all in the language attributed to her. She held that Mr. Price had done nothing improper as a Virginian, representative, citizen, and that it was unfair and unjust to ask his exchange for one under charges.

Amusements.

Runaways. Runaway--$100 reward.

--Ran away from the subscriber on Saturday, the 6th inst., a negro boy, named William Henry, commonly called Buck. Said boy is about 25 years old, 5 feet 5 or 6 inches high, rather thick set, bushy head of hair, complexion quite dark, and stammers a little when confused. He is believed to be making for the York or Pamunkey rivers, so as to reach the Yankees, as he was lately caught in that neighborhood, but again escaped. The above reward will be paid to any one who delivers him to the subscriber, in Richmond.

He ran away on Sunday, August 31st; is a likely boy, of about twenty five years of age, rather under medium size, (say five feet six or eight inches high.) dark complexion, (not black,) with a bushy head, intelligent, and speaks quick, had on when he left a black coat, light pants, and black felt hat. He carried other clothes with him and a cloth hat. I think he is trying to make his way towards Fredericksburg or the lines, or he may pass himself for free, and stop with some of our own forces until he can get off to the Yankees.

--Ranaway from Mr. Nathaniel August, at Ashland, Hanover county, about three weeks ago, a Negro Woman named Martha, about 45 years old, of gingerbread color, flat face, rather jimberjawed, bad teeth, of ordinary size, and remarkably shrewd. She was raised by old Mr. Norment, of Hanover, and may be in that vicinity, but she is most likely in Richmond, passing herself off as a tree negro washer and ironer. We will give $20 and the lawful fee ($5) for her delivery to us in Richmond.

Richmond Dispatch Tuesday morning...Sept. 16, 1862. After the Wedding. All alone in my room, at last; I wonder how far they have travelled now? They'll be very far when the night is past, And so would I, if I knew but how, How lovely she looked in her wreath and dress! She is queenlier far than the village girls; Those were roses, too, in the wreath, I guess I were they made the crimson among her curious She's good as beautiful, too, they say Her heart is as gentle as any down She'll be all to him that she can Dear! I am first ing my new whits stories how calm she is with her saint-like face, Her eyes are violet, mine are blue; How careless I am with my mother's lace! Her hands are whiter, and softer, too. They've gone to the city beyond the bill. They must never come back to this place again! I'm almost afraid to be her so still. I wish it would thunder! and lightning! and rain! Oh, no, for some may not be abed. Some few, perhaps, may be out to night, I hope that the menu will come instead, And heaven be starry, and earth all light. Tis only a summer that she's been here It's been my home for seventeen years! --Left my pits, at Dover, 17 miles from Richmond, on the James River and Kanawha Canal, six negro men--William, John, Manuel, Sam, Harry, and Jacob.--William is supposed to be with our army, probably as a cook, having acted in that capacity in some of the camps near Richmond; has his right eye badly burnt, and is 17 or 18 years old. John and Manuel were hired from Mr. Blackwell, a refugee from Fauquier county, who has the balance of his negroes near Columbia or Palmyra, Fluvanna county, where I think these two negroes are lurking. Sam, harry, and Jacob, I suppose, are in the neighborhood of Mr. Henry Satterwhite's, Hanover county, of whom two of them were hired. I will pay $10 for the delivery of any of these negroes to me at my pits, or to S. F. Cuttrell, on the Basin, Richmond, and I think it probable that the owners of these negroes would give a much larger reward than I have offered if placed where they could get them. --Ranaway from the residence of Dr. H. C. Worsham, in Dinwiddie county, in the mouth of June, my negro boy Jordan, a bright mulatto; about 81 years of age; well grown; rather sullen countenance; bushy head, and has upon his forehead two or three blue spots, and under one of his arm pits a scar, the result of a burn. Said boy was seen in one of the camps around Richmond, and is doubtless still with our army — probably representing himself to be free. As I hardly think him sufficiently intelligent to have passed the lines, I will pay $150 for his delivery to me, or $100 for his apprehension and confinement so that I get him again. Peyton is thought to be about town. He was caught of F. J. Tucker. Edward was bought of R. G. Holloway. I will give $50 for either of the boys if delivered at my jail, (Castle Godwin,) or secured in any jail, so I get them again.
