Richmond Dispatch. Friday morning....May 16, 1862 The Gunboat Attack upon FortsBoykin and Huger. [Correspondence of the Richmond Dispatch.]

Fort Huger, Hardy's Bluff,

Wednesday, May 8.

Three of the enemy's gunboats, two of them iron-clad, came up at 8 o'clock this morning, to Fort Boykin (commanded by Capt. John U. Shivers) and opened fire, discharging about 309 rounds of shell and ride shot. The fort, which had only five inputted guns, returned the fire until 10 o'clock, when orders were given to spike the guns and burn the quarters. A fine company of light artillery and infantry had started from Smithfield, isle of Wight county, to participate in the fight, but learning that the above orders had been given they returned: The three gunboats then moved up the river eight miles to the fort on Hardy's Buff, and at 11 o'clock the guns at this fort opened fice, which was returned by the boats continually until 2 o'clock. After firing over 200 rounds of shell and rifle, they passed up the river out of range of the guns at the fort, we having fired the first and last gun. Our flag waved gloriously throughout the engagement; not a man was killed in the fort, and only three wounded, vix:

Capt. Thomas E. Branch, Capt. of White's Artillery, from Dinwiddie county; Privates Henry P. Peterson, R. A. Wilkinson, of the same company. Capt Branch was badly wounded in the right thigh, the others only slightly in the face — all from the same shell, which bursted in the fort. Vidette John Hancock, of Surry Cavalry, had his horse killed under him at the entrance of the fort, but did not receives scratch himself, (a wonderful escape.) There was no damage done the fort.

Captain J. M. Maury, (Captain of the fort,) during the entire engagement of three hours and a half, was as cool and collected as if only performing the daily practising of his guns on the fort, also, Captain J. H. Aikin, of the Varina Artillery, and Captain Branch, of White's Artillery, and their respective officers, (all their names I did not learn;) nor can too much praise be given to the men in each company, obeying every order from their officers bravely and cheerfully, as if they had faced an hundred battles instead of this their first battle. It would have pressed their friends to have witnessed how gallantly they fought After the battle, Capt. Maury caused the men to be drawn up in a line in the fort, and stated if there was a man that did not wish to remain in the fort and fight with him, to step out of the ranks, and he would allow him to leave the fort and get out of the range of the guns. Not a man moved, nor an eye quivered; but with one universal cry, "No, no, no I we will fight!" Can such men be conquered? F.

Amidst the scenes which are how agitating our unhappy country, master spirits may rise to the positions for which their genius flisthem. The sagacious states man may earn the gratitude of a nation, and the natural military strategist may foil the machinations of a powerful foe by catching the inspiration of the times. Education creates neither the one nor the other. It is only those whose hearts have been touched by the Promethean fire that rise superior to the crowd amidst the convulsions of a nation. It is popular agitation that develops the latent energy of minds that are truly great. The shock of a revolution created a Napoleon, and the diplomatic craft of scheming nations developed a Talleyrand. Amongst the prominent men of the present day whose character has been thus exhibited by the varying circumstances of a checkered life, and whose genius peculiarly fits him for eminent usefulness at the present crisis, is the gentleman whose name heads this article. Like young Norvell, he had heard of battles, "and longed to follow to the field some warlike lord." and yielding to the bent of his youthful inclinations, the blandishments of peaceful ease and comfort were exchanged for the perils and privations of the battle field, and there he early learned the sounds which have since so often made music for his martial soul. There is not a man in the whole South who is so familiar, by practical experience, with the vicissitudes of war, and it may, with equal truth, be said that not one of our leaders has ever shown a greater natural fitness for command. But there is a crowning characteristic which caps the whole, even as the beauty of a majestic column — it is the dauntless heroism of the man. Who does not remember the campaign of the unfortunate Walker amid the pathless Sierras of Nicaragua? With him, as next in command, was Henningsen, and where all desponded — when foeman without, and thirst and famine within, threatened demolition to their little band, the indomitable energy of this officer led them to victory if not to substantial conquest. It may be that in our struggle for freedom we, too, may suffer the pangs such as wars and women only know, and the drooping spirits of those who struggle will need the revivifying influence of a soul which cannot be cast down. Wherever Henningsen may command, the fire of his heart and the unbending nature of his spirit will be diffused among them — veterans will become invincible, and, inspired by their example, raw recruits will be impromptu heroes. Why is not such a man placed in active service? Surely we need such as he is!

We give below the history of this officer as gathered from the London Quarterly Review, the columns of the American and European journals, and from the article entitled "Henningsen" in the American Encyclopedia:

Gen C. F. Henningsen was born in London. though of Scandinavian extraction, in the year 1816. When seventeen years of age, the Spanish war then attracting the attention of Europe, he volunteered to serve under Zumalcarregul, in the Basque Provinces, and speedily arose to be Captain of Zumalcarregul's body guard, Knight of S, Ferdinandete. The Elliott Convention, the paternity of which is ascribed to Col. Gurwood, the editor of Wellington's dispatches, sent young Henningsen to England, where justice was done him by Mr. Lockhart, in an article in the Quarterly Review, on Henningsen's History of the war in Spain. This work won him the favor and friendship of both wellington and South, who had been rival commanders in the Peninsula war. Returning to Spain, with the rank of Lieutenant Colonel, before he was twenty, he was indebted to a fortunate accident for his first important command. Gen. Delacy Evans met the Spanish forces near San Sebastian, and offered battle. The Spanish General pretended to be sick; his chief of the staff, a brave young man, but without any extensive military knowledge, was glad to avail himself of Henningsen's instruction in the management of his forces. He was perfectly successful, the Foreign Legion was beaten back on san Sebastian, and their leader severely wounded.

Subsequently he held a command in the expedition that marched on Madrid from Aragon and Castile. After the battle of VI.-la-de-los-Navarro he was assigned to the command of the cavalry. When within three miles of Madrid he was attacked by the Queen's cavalry in great force. Seventeen times that day did he lead his men to the charge, before he succeeded in breaking the ranks of the enemy. Once broken they were routed, and he pursued them to the very gateway of the Spanish Capital. He received as a reward for his gallantry on these occasions the rank of full Colonel and the title of Knight of Isabella. His next service was in Circassia, where he spent several campaigns in the service of Russia, and compiled a report on the Caucasian counties, which was published as a public document by the Russian Government. He subsequently wrote "Revelations of Russia," which received the high compliment of reproduction in the United Service Magazines. He next appeared in Hungary, where he exchanged the pen for the sword, when the crisis in that unhappy country was approaching. There were 30,000 men and 1,800 pieces of cannon in Comorin, and the question was how best to use these men and guns. Henningsen prop sed a plan of campaign. General Gayon so highly approved it that he obtained the chief command in Comorin, and was invested with all the despotic powers which the Diet had formerly conferred but on two representatives — the Minister of War and Count Bathyani.--When this struggles was over, he turned his attention to the subject of improvements in fire-arms. He made many instructive experiments with the Prussian needle-gun and Hale's rockets in England, and superintended the construction of the first Minies ever made in the late United States. He likewise devoted a part of his insure to literature, wrote for the leading Reviews, and published several works, which, together with those already published in London, vix: "Twelve Months Campaign with Zumalcarregul," "The White Slave, " (a novel,) "Eastern Europe," "Sixty Years Hines, " (a novel of Russian life,) " ies and Contrasts, " and "Revelations of Russia," have been entirely successful — When the war in Nicaragua begans to assume serious proportions, the n for a soldier of ability and experience was severely felt, and the more judicious friends of Gen. Walker immediately thought of Gen. Henningsen, who happened to be in New York. tion was made to him, his terms were at once accepted, and he embarked for Nica ragua. We will not rehearse the history of the war in Nicaragua, for it is too well known to require repetition here, Suffice it to remark, that the expedition to Nicaragua was honorable, both in its origin and its object, and based upon the expressed sanction of the Government and people of that State. It was designed ultimately to establish a Constitutional American Government throughout Central America, with the institution of African slavery as its declared labor-basis. It failed not because of any integral defect in the plans or combination of its leaders, or of any want of prowess in the men who sustained it, but because of the combined action against it of England and the then United States. The actors in that expedition have been termed "filibusters." It the charge be just, it may be stated in honorable extenuation, that it is shared by many of the first military characters of our age, among whom may be mentioned Gen. Jos. E. Johnston, Gen. G. W. Smith, and Gen. Mansfield Lovel, who were all eminently associated with the expedition be organised against Cuba, under the immortal Quitman, in 1854. The defence and destruction of Granada form the most brilliant episode of the war in Nicaragua, and furnish the most splendid proof on record of the invincible prowess and terrible audacity of the American volunteer in battle, when properly led. For nineteen days did Henningsen, in Granada, with less than 300 men, resist the allied forces of Guatemala, Honduras, and Costa Rica, with the insurgents of Nicaragua, a total force against him of 4,000 well armed men and equipped soldiers. Day after day he led his brave command in desperate and death-dealing sorties upon the enemy, and when forced back by the sheer weight of the brute mass before him, he burned the city step by step as he retired, fighting amid concentric circles of fire, until he received the order from Gen. Walker to abandon the position, which order he obeyed, after planting a standard on the main plaza, with the inscription "aqui fus Granada"-- "here stood Granada" He commanded in the three days combat at Masaya, and at the memorable battle of Obraje He directed the defence of Rivas, March 28 and April 11. when the allies, who penetrated into the town, were all killed or captured. At the initial point of the present struggle, as early as the 10th of November,Gen. Henningsen advocated the withdrawal of the States of the South from the Federal Union in a forcible article in the New York Herald, He then repaired to Georgia, of which noble State he is a citizen, and in which he has a considerable interest, having married a niece of the late John Pherson, for many years United States Senator from that State, and exerted his influence in behalf of prompt action. Content to serve in any capacity, so that he serves our great cause, he accepted the command of the Second Regiment attached to the Wise Legion in Western Virginia, and has not yet had an opportunity to assert his calibre in this campaign of retrograde tactics. Combining as he does all the dash and enterprise of the partisan chief with the exact knowledge and scientific culture of the higher military schools, we feel assured that on no occasion will he prove himself unworthy of his fame as a soldier.

Fanaticism.

The Frankfort (Ky.) Yeoman is outspoken in its views of the Northern fanatics. We copy the following from a ate number of that paper:

Calmly trace back to their origin the awful troubles now in our country, and we find that they come from, exist in, and continue by fanaticism, mixed, as most fanaticism is, with knavery. We say mixed with knavery, because some fanatic are honest; yet many others are fanatic and Knaves mixed; while a third class are unconscionable knaves, and join in the hue and cry of fanaticism for sinister purposes.

As a nation grows older, generally fanaticism grows and increases; unless by well regulated laws it is held in proper restraint.

Owing to the freedom heretofore enjoyed in this country, fanaticism has had full swing for its reckless, destructive, debasing course; but never assumed in this country a very dangerous or formidable shape, until it was taken up by the politicians and mixed with the politics of a party; although it had given much trouble to the churches.

Fanaticism is not satisfied with the Government Constitution and laws as they are, nor with the relations of the country as it is, nor with the relations of society as they exist, though they are all the result of long they exist, though they are all the result of long experience, founded in right principles, and work together for good. Nor is it satisfied with the ordinary progress of events.

It is not satisfied to let well enough alone, nor with such gradual improvements as reason and experience dictate.

But though it is meek and submissive at first, as soon as it becomes emboldened by strength it madly and furiously seeks for the violent and sudden upturning of long-established laws, customs, and usages, reckless of the means employed, or of the effects and consequences produced. Come strife, come war, pestilence, famine, taxation, tyranny, and oppression, fanaticism insanely laughs at them all.

It has but one idea, and everything must yield to that. It is deaf and blind and impervious to all else. It cannot and will not see or comprehend that the Government and the solid system of the country are a vast machine of intricate parts, and that to violently change or disturb any one part will derange the whole fabric, Yet such is the fact, and we see it partly by the tearful change in our once prosperous and happy country — now reeking in the blood of its own children, and from whose hills and valleys go up the sighs and mans of widows and orphans made desolate by this monster fanaticism, and knavery, its handman.

When the wise govern and the good rule, the nation prospers; but when the fanatics and the wicked rule, the people mourn

Fanaticism is a most dangerous element in our country, because under our form of government liable to but little legal restraint, and the frequency of elections augments the danger.

Fanaticism is now mainly concentrated upon the negro question. Does any sober minded man suppose for a moment, that when the negro question is "played out," that fanaticism will teasel. Not by any means will it.

The fanaticism will continue, only increased and emboldened by its success, or by the consequence it has assumed in its own eyes, or that has been given to it by knavish and designing politicians. And it must and will have something to feed upon.

What, then, will be the next object of its attack? Religion has, in all ages of the world, furnished the most fruitful object for it to prey upon. will it next attack the Jewish religion, or some one or more of the Christian denominations?. Or will it take up "agrarianism." as a hobby.?

But fanaticism in this country tends to a disrespect of the Constitution and laws, to a higher law, law lessens, insecurity of human life and property, confusion, rigorousness, and anarchy, and not very far in the distance, Despotism, which is always sure to follow.--And when fanaticism erialist upon any of these subjects of attack, it will not be one station of the country arrayed against another, but it will be one part of the same community arrayed against the other part, and that, too, perhaps, with fire and sword

Whatever political party in our land encourages or embraces this villainous element, should be held in check. Will the people, in the exercise of right reason, take warning in time?.

In the District Court of the Confederate States of America for the Eastern District of Virginia, Friday, May 9th, 1862.

Ordered, That Receivers. Thos. T. Giles, Henry, M. Brooke, John T. Francis, Francis. L. Smith, Jno. M. Speed, T. H. Campbell, and Wm. A. Maury, do each of them, on 18th June next, render before. William. F. Watson, a Commissioner of this Court, and account of all matters in his hands or under his control as Receiver as aforesaid, appointed under the act of Congress entitled, "An act for the sequestration of the estates, property, and effects of alien enemies, and for the indemnity of citizens of the confederate States, and persons the same in the existing war with the United States," approved aug 30th, 1861, and do make and state an account and settlement under cath of his collections of moneys and disbursements, under the act afore said. And it is further ordered, that the Marshal of this Court cause to be published in the Richmond Enquirer, Examiner, Whig, and Dispatch, for four weeks consecutively before the said day of settlement, a copy of this order; and that the Clerk of this court send a copy of each of said newspapers to the District Attorney of the Confederate States for this District. Richmond Dispatch Friday morning...May 16, 1862.

In accordance with the recommendation of the President, setting apart to day a day of humiliation and prayer, no paper will be issued from this office to morrow.

Virginia not to be surrendered.

Two gratifying papers were communicated to the Virginia Legislature yesterday — a Message from Governor Letcher, and a communication from the President of the Confederacy, giving the assurance that the army will not leave Virginia until every means has been exhausted in her defence.-- The language of the President is clear and phatia.

We are proud of the spirit of our Governments, Confederate and State, relative to this question of holding and defending this State to the last. The army will not abandon the red soll of Virginia. That has been made the battle-ground, and on that must the enemy establish his superiority in fair fight before it will be abandoned to him. The evacuation of the see-coast positions and cities became a necessity. There was no avoiding it, in consequence of the immense advantage enjoyed by the enemy in his possession of the entire Navy of the United States, and the material and mechanical skill for the rapid construction of iron-clad gunboats, while we had neither a Navy, nor the material and the mechanical force, to enable us to compete with him in any sense. It is true, we had the Virginia; but, besides her, nothing. Her destruction, and the questions it involves, suggests matters of debate which afford neither satisfaction nor benefit now to discuss. Our inability to meet the enemy on the water, as a general question, was clear and indisputable, and the withdrawal from the sea unavoidable.

Second to Virginia is the defence of this city, for manifold reasons, and it is in keeping with the general purpose of both Governments that they should resolve to the uttermost to defend Richmond. All the means in the power of the State and the Confederacy are pledged to this, and we may be assured that the enemy will not be allowed to gratify the prominent desire of his heart, to hector and domineer over the inhabitants of this far-famed and beautiful town, until every means is exhausted.

The President nobly takes the stand, that though Richmond should fall, there are a plenty of battle-fields yet in Virginia to fight for the cause for twenty years! The sentiment is as truthful as patriotic. The Confederate Government assures us that the Old Dominion is not to be given up. God forbid that it should! It would be giving up much more than Virginia. The cause would be, indeed, itself well nigh surrendered in that event. The Government is not only just, but wise, in its determination to stand by Virginia to the last.

The defiance of Richmond

Though late in commencing our preparations for the defences of the approach to this city by the James river, and though the enemy's "infernal gunboats" caught our obstructions at Drewry's Bluff hardly in readiness, we have the satisfaction at least of having repelled his first assault. He went away yesterday, we have reason to hope, smartly damaged, after two hours and a half of fearful cannonading of our batteries. His withdrawal gives time for further preparation for his next essay, which will certainly be made. Our loss is slight; but more than in some instances, where important positions have been surrendered. We trust that this beginning is an earnest of the determination to keep the gunboats back. They have been felt by our artillerists, and some idea may be formed of their real capacity and power for evil. The men who man our guns are somewhat more reliable than the militias who have been entrusted with guns at some points where it was most important we should make good our defence. Seamen are the best of gunners, and it has been a great mistake to leave them nothing to do while the cannoneers in many cease has been left to men who were not at all to compare with them.

The public spirit here is the best imaginable. The people are ready to make any sacrifice to defend the place, and are entirely averse to surrendering it at all to the gunboats. They will cheerfully submit it to destruction first, according to the disposition of both the Governments.

The successful resistance thus far has been highly encouraging. But this encouragement should only be to put forth increased exertions. We should strengthen and increase the number of our obstructions, and we should strengthen our batteries and increase the supporting force.

Nothing is wanting in disposition. It is only necessary for the leaders to give the proper direction to the labor and the defences. This being properly done, it may yet be proved that gunboats are not invincible, nor can they go where they please.

The dead at the batteries.

We think it would be an act proper and to creditable to the city to vote a pension to the families of the dead who perished in the special service at the river batteries to defend this city. Also, to pension any who may be permanently disabled in the same way. We are sure it would meet the unanimous approval of our people. The service is especially for the protection of this city from an invading foe whose impelling move is greed and gain, and whose policy is designed to humiliate and crush the pride and spirit and erase the nationality of the South. In this temper, what night we not apprehend were they to get possession of the Capital of Virginia and the Confederacy? Therefore, every motive of patriotism and honor should stimulate our people to resist to the last the most efficient and dreaded form of the invasion, which aims at the cities of the South, and which is directed at this with all possible malignity and power. In this especial act of resistance we should enlist every feeling sacred to the cause. Honor to all who shall distinguish themselves in it, and let none suffer from the death or disability of any of our gallant defenders, who are killed or wounded at the batteries in protecting the city.

-- The Petersburg Express learns from a gentleman who left the army at 10 o'clock Tuesday forenoon, that General Johnston's Vanguard was only one mile this side of New Kent Court House. -- Gen. McClellan's advanced forces were at the Court-House, but the impression seemed to prevail that he was retiring. New Kent Court-House is 28 miles from Richmond, and were, McClellan defeated at that point the greater portion of his forces would be compelled to retreat in the direction of York town, before reaching which they would be captured or cut to please. It was thought not improbable that Gen. Johnston would under the young Naplson battle.

--Five hundred Yankee cavalry e Tuesday morning, little after sunrise, eight abreast, yelling and shouting like so many madmen. The people expected the invaders, and were not at all disconcerted by their boisterous and rowdyish demonstrations. It is reported that the cavalry were joined yesterday by a regiment of infantry. This rumor is not confirmed. The arrival of the cavalry we know to be correct a gentleman who saw them enter gave us the information.-- Fa r,

Local matters An interesting document.

--The report read before the annual meeting of the Young Men's Christian Association, by J. B. Walking, Esq. President throwing the operations of the Associations for the past real in the camp and hospitals of this city and vicinity, alluded to by us in a late issue, presents one of unusual interest and usefulness, of which we append a brief synopsis. It will amply repay perusal:

After a commentary on the war, the report goes on to state that it has materially influenced the labors of the Association in closing up some avenues of usefulness and opening others. It has enlisted at least three fourths of its effective material in calling to the field several hundred of its best members. Its mission has been manifold, and its ordinary objects removed by the transfer of our native young men from their homes to the army and the substitution of strangers and sojourners, who have come forth from other States and neighborhoods to brave the brunt of the battle.

Until the "clash of arms" sounded on the car, and the blood of our brothers crimsoned the soil, it seemed almost impossible that the citizens of the United States, so many of whom were Christians, would confront each other in deadly strife. The prayers of so many of the pious had pleaded for the preservation of peace, that we could not believe that voices so lately blended in petitions at Richmond, Charleston, Troy, and New Orleans, would so soon shout the slogan of the murderous charge.

The Central Committee of the Confederate Young Men's Christian Associations of North America had been recently located in this city. The Richmond Association furnished the men who had performed its arduous and important labors. The President of the New Orleans Convention, and the First Vice. President of the Troy Convention, belonged to our Associational. Thus, intimately connected with an organization neither sectarian nor sectional in its character, it seemed not inappropriate that from our Association, located in the capital of a central and conservative State, should emanate one last, honest, and earnest effort to dispel those gloomy portents. Accordingly, on the 6th of May, 1861, a circular, signed by the present and two of the previous presidents of our Association, was prepared printed, and addressed to the Young Men's, Christian Associations of North America.--To this peace offering responses were received from some Associations in the Northern States. They did not breathe the spirit for which we had hoped and prayed. Several of them were respectful, while others outraged the rules of common courtesy.

The stern reality of war burst upon as an summoned not only many of our members to the field, but some to the soldier's grave. One who had mingled in the Christian communion of the Troy Convention was slain, for aught we can tell, by a hand lifted with his own in prayer in that memorable assembly — our beloved brother, Jas. K. Lee, who fell mortally wounded in the battle of Bull Run, and also Humphrey H. Miles, another member of our Association. Others, who although they did not fall in battle, met death in the cause of their country, viz Joseph Laidley, John Hall Crew, Harvey A. Dudley, Dr. Thos. L. Hunter, R. C. Stanard, of diseases contracted in the camps or hospitals, and John L. Smither, of the accidental discharge of a pistol Six others in the active list of members died of ordinary causes, making fourteen of active membership. Mr. Henry V. Picot, one of our associate members, died a few days since, of wounds received in the battle of Kernstown. He sealed his patriotism with his blood, and sleeps beneath that soil which he died to defend. We knew Henry V. Picot de Boisfeillet. Though a native of France, he was one of the first to buckle on his armor in defence of the sunny South. He died a Christian soldier, and was beloved by all who knew him for his many amiable qualities. Seldom have we heard a more affecting sermon than the one delivered on his funeral obsequies, by the Re. Dr. Peterkin. In the large congregation present few tearless eyes were to be seen.

Sad, Silent and dark, were the tears that we Shed,

As:to night dew that falls on the grave o'er his head

But the night dew that falls, though in silence it weeps,

Shall brighten with verdure the grave where he sleeps;

And the test that washed, though in secret it rolls.

Shall long keep his memory green in our souls.

Since the last annual meeting 45 new members have been elected by the Directory--21 active, 11 associate, and four honorary. After excluding contributors to the reading room who have heretofore been enumerated as members, and all those who by non-compliance with the constitution and resignations have dissolved their connection with the Association, the aggregate membership numbers 600 — 80 honorary, 20 life, 280 active, 220 associate. The library contains 2600 volumes of select books, of which about 1,750 were withdrawn for perusal during the year. The reading-room is well supplied with leading papers from nearly every city in the Confederacy not in possession of the enemy.

The attention of the Association has been directed to the spiritual and corporal wants of our soldiers in the field. Visitors have been appointed to visit the hospitals and camps; distribute tracts, testaments, and religious exercises held with the soldiers, and in one of the hospitals preaching every Sabbath. The Association has also several mission Sabbath schools under its fostering care, conducted by several of its members, but for the most part by a noble band of Christian women, who, in sunshine and storm, are ever at their posts. In the Bethel school alone there are 110 scholars, 5 male teachers, 10 female teachers, and one Superintendent, Mr. Sleight. In the library there are 200 volumes.

Owing to the inability of the city hospitals to comply with all the demands made on them, the Association last August, in connection with the Ladies' Soldiers Aid Society, established three hospitals in the city, and in response to advertisements and circulars, provisions of all kinds were generously contributed by the citizens of Richmond and other portions of the South, and Christian Associations in the Confederacy: the whole being under the immediate supervision of the "Army Committee," of which Col. Wm. P. Munford is chairman.

. Number of soldiers gratuitously entertained since its establishment, 4,790, and increasing; amount of contributions, $855; amount on hand, $125. The expenses of the committee amount to $300 per month. Total amount of cash received since the organization of the Army Committee, $4,569 Balance on hand, $1,854, of which $1,654 are applicable to the general purposes of the committee. In addition to the current expenses, a considerable amount has been expended in purchasing materials, which were manufactured by the ladies into clothing for the soldiers. The following articles were from time to time distributed by the committee: Comforts and spreads, 3,050; socks, 3,000 pairs; gloves, 1,200; mattresses, 100, blankets, 150; new shirts and drawers, 1,850; packages to care of committee, 150; packages shipped to different portions of the army, 400. In addition to the foregoing, the committee have received pillows and cases, sheets, towels, cols, bed ticks, provisions, medicines, and other articles of great value, too numerous to mention.

The liberality displayed by our fellow-citizens in various ways, and more especially by the ladies, in responding to every call, encourages the committee to go forward in their "mission of mercy," and to render all the service in their power to promote the temporal and spiritual welfare of our soldiers, and thus subserve the cherished cause in which we are all engaged.

Matrimony

--We were slightly in error yesterday in stating that matrimony had been interdicted for an indefinite period in this region by recent occurrences. Intending parties getting alarmed yesterday besieged the office of the Clerk of the Hustings Court all the morning. By seven o'clock the Deputy Clerk had issued five licenses. No doubt during the day he issued as many more. The fact that so many couples are willing to risk the chances of a life engagement at this crisis is in the highest degree pleasing and satisfactory. It demonstrates that our people are determined to be conquered only by Cupid. The latter must be considered an invincible little warrior, when we remember that bacon is 40 cents per pound, coffee $1, and tea can't be had, and yet our amorous swains, undismayed press on.

Shiloh

--We have had the pleasure of looking ever the proof-sheets of an eight page tract, written by the Rev. J. L Burrows, D. D. of this city, commemorative of the victory gained by us at Shiloh, founded on the text, "And the Lord appeared again at Shiloh." -- Another tract, entitled "Sunshine," written by Rev. P. B. Price, of this city, is being published. Within a few days, fifty thousand copies of these two tracts may be found at the Depository, at Mr, George J. Bummers store.

Mayor's Court, yesterday

--The excitement consequent on the present crisis made the session of the Mayor's Court yesterday a rather short one. More celerity was observable in the transaction of business than on any previous occasion.

Hugh Bagley, the lad charged with stealing William Harris's horse, was committed for further examination. The circumstances connected with the affair demonstrated the fact that Hugh, despite his tender age, was anything but a "green un" in the transaction of business involving moral turpitude. His fate hereafter may be imagined, but not described — until the proper time.

John Brown, a soldier, arraigned for getting drunk and trespassing on Sebastian Corbell, was sent to General Winder.

A similar disposition was made of Charles Reed, a uniformed man, charged with effecting a forcible entrance into the house of Aun Stephenson, on

Cary street

Thomas Williams, who was brought up for violently assaulting a servant of Captain Cary, was committed to a "more convenient season."

Charles F. Dehart was sent to jail to await an indictment for stealing a pair of shoes from Vincent Bargamin. The shoes in this instance, worth about $2, will, in the end, cost the State about $100. The "majesty of the law" is vindicated sometimes at great cost to the tax payers.

Dick Duff, Dan. Broderick, Pat O'Neal, and Frank Antonio, who were engaged in murdering Pat Kelly and William Downes, were brought before the Mayor, but not examined.

Different kinds of humanity.

--Those who are curious about the motives which govern and influence humanity in cases of supposed peril have been afforded, within the last few days. [since the panic about gunboats coming up the river has existed,] an abundance of material from which to verify or reject their various modes of reasoning. This "food for reflection" has been found in the largest quantity, stacked up, piled around, and jammed against the front door of the Provost Marshal's office, corner of

. Villainous cowards, dirty, swindling, greasy German Jews, domestic sneaks, quaking old age, and healthy but fearful manhood of a domestic sort, but of a Yankee turn of mind, beset with persevering assiduity the front entrance of the domicil in which all their hopes seem centred, because it affords them the readiest chance of putting their respective worthless carcasses beyond the contingency of immediate danger. That class of humanity who display cupidity in a desire to get rid of a currency whose integrity may be affected by rapidly recurring events, and get in its stead passable money, can be seen daily in crowds hovering around the office of the City Chamber lain like so many vultures or birds of evolvement, asking for small notes which they do not need, but strive to get that they may be on the safe side. Those who have blamed Gen. Johnston for his various masterly manæuvres in the shape of retreats, falling backs, &c., have imitated that well known General and betaken themselves to places of supposed safety long ago. As the sound of the enemy's guns thunder with increased distinctness on our tympanums, the character of a portion of our population is more plainly developed. Human nature in some of its attitudes it too despicable for calm contemplation.

The New Diorama.

-- Lee Mallory's new exhibition, the Battle of Hampton Roads, is still on exhibition at Metropolitan Hall. The auditor enjoys views of Old Point Comfort, For tress Monroe, Rip Raps, Sewell's Point, New-port News, and the Federal ships destroyed by the gallant Virginia. One of the best things ever seen in its way, is an improvement on the ordinary stage-seas. The turbulent billows have an air of reality which gives one an impression that he is looking out upon a genuine sea of waters, through which the strange looking Virginia moves on and darts upon her victims.

"Sympathy" in Baltimore.

--Upon the arrival of the last lot of Confederate prisoner in Baltimore, from Winchester, several weeks ago, two highly respectable citizens, named John Swann and John M. Tormey, were arrested and thrown into Fort McHenry for simply extending a "welcome to Baltimore" to the prisoners as they emerged from the cars at the Camden depot. The Yankee press, notwithstanding, claim freedom of expression of opinion in Baltimore,

Public worship to day.

--In accordance with the proclamation of the President, all people are invited to-day, at their several places of worship, to unite in humble supplication to Almighty God that He will vouchsafe His blessing on our beloved country; that He will strengthen and protect our armies; that He will watch over and preserve our people from the evil machinations of our enemies; and that He will, in His own good time, restore to us the blessing of peace and security under. His sheltering care.

Acquitted.

--Having noticed the incarceration of Isaiah Respass, Mayor of Washington, N. C, in Castle Godwin, on the charge of treason, it is but just to that individual to state that he has been tried before the Military Court-Martial and honorably acquitted.

The March from Gloucester Point.

A correspondent of the Lynchburg Virginian, writing from Aylett's, King William county, May 7, gives a brief account of the march of our forces from Gloucester Point at the time of the evacuation of Yorktown, which we copy. The allusion to the hospitality of the inhabitants along the route speaks well for their patriotism and devotion to our cause:

The forces at Gloucester Point after a four days march have reached this place on route for Hanover Court-House. We have marched night and day through drenching rains, but are well and hearty and the men are ready to undergo whatever hardships that are before them. We have been subjected to great personal loss in the destruction of baggage, &c.

We left just after dark on Saturday night. The enemy occupied our former position early on Sunday morning. Their gunboats immediately followed us up York river with a view to cut off our retreat, but were fooled by the sinking of a number of schooners in the above-named river.

The citizens along our whole route have seemed to vie with each other in their efforts to minister to our comfort. We are especially indebted to the good people of King and Queen county. At every step we ware met with scores of young ladies and kind hearted matrons, who showered blessing upon our heads, literally strewing our path way with flowers, reviving our exhausted soldiers with refreshing drinks, and filling their haversacks with the more substantial eatables, so necessary for those who were undergoing such great physical exertion. We are especially indebted to the Messrs. Ryland, Bagby, Drs. Bland, Pollard, Roy, Spencer, and many others whose names we did not learn. Their kindness and attention have affected us with feelings of the liveliest sensibility and sincerest gratitude.

In the hour of trial and danger, when the battle rages fierce, and the blows fall thick and fast, we will remember the fair daughters and kind mothers of old King and Queen, and strike for their safety, their homes, and their firesides.

The New York Express,

alluring to the report of a contemplated movement among the Border States Congressmen, published in the New York Times, says:

There is some, much truth in this, we are inclined to believe, judging by what we hear from Washington. The Border States men in Congress and the Conservatives of the North are in utter grief, and almost in despair — because not only of the shameless prostration of the accidental powers of this Government now in the hands of the Radicals and Jobbers in Congress, but because measures are in contemplation by these Radicals, which, in their judgment, are as utterly subversive to the Constitution as Secession itself. The Wilsons, the Sumners, the Wades seem to have absolute control in Congress, despite the Republican Brownings, the Cowans, and the Doolittle, while the President himself, as if under some fatal play, since he has taken the Democratic Mr. Stanton into his Cabinet, fails to exert the conservative influence we had from him for some weeks before Stanton became his counsellor, if not controller,

The step contemplated, or talked of, is in no revolutionary, violent spirit-- but in the spirit of profound grief, and deep sorrow — the spirit of mourning over events which cannot now be checked or controlled, as the people cannot be reached in time, through the slowly- moving forms of our constitutional Government. Millions of taxation, millions of appropriations are asked for, and demanded, for seemingly, utterly unconstitutional purposes. The idea is, that they who ask for them ought to vote all alone for the means to carry them out. We think, as in hinted in the letter to the Times, that the border States men are willing to confide in the President; but of the Wilsons, Sumners, Wades, all conservatives have a horror. The President means right, or seems to mean right, which cannot be said of the many ambitions men about him; desirous of steering into his shoes; while, it must be confessed, the President lacks ability or courage to execute his own good intents or will, L he only had the spirits and self-reliance of the Democratic and drew Jackson, or the Whig Henry Clay, he would govern a be governed, as he now is too often.

A message from the House was received, and announcing its concurrence in joint restitution in relation to Board of Manufacturers; and the passage of Senate bills to pay a certain coupon, No. 4; au act concerning Treasury notes; an act delaying the standard of a cord measure.

A message was received from the House, announcing that it had passed a bill extending the time for the examination and return of the books of the Commissioner of the Revenue.

The resolution was concurred in.

On motion of Mr. Quessessary, the following resolution from the House was taken up and Concurred in:

Resolved, with the consent of the Senate. That the injunction of secrecy be removed from the proceedings in relation to the defence of the capital of the State, and of the Confederate States.

Mr. Collier submitted the following joint resolutions, which lie over:

The General Assembly of Virginia doth hereby declare, That negroes in slavery in this state and the whole South, (who are without in a higher condition of civilization than any of their race has ever been elsewhere,) having been a property in their masters for two hundred and forty years, by use and custom at first, and ever since by recognitions of the public law in various forms; ought not to be, and cannot justly be, interfered with in that relation of property by the States, neither by the people in Convention assembled to alter an existing Constitution, or to form one for admission into the Confederacy, nor by the representatives of the people in the State, or the confederate Legislature, nor by any means or mode which the popular majority might adopt; and that the State whilst remaining republic in the structure of its government, can lawfully get rid of that species of property, if ever, only by the free consent of the individual owners; it being true, as the General assembly doth further declare, that for the State, without the free consent of the owner, to deprive him of his identical property, by compelling him to accept a substituted value therefore; no matter how ascertained, or by the post nail policy, or in any other way, not for the public use," but with a view to rid the State of such property already resident therein, and so to destroy the right of property in the subject, or to constrain the owner to send his slaves out of the State, or else to expatriate himself and carry them with him, would contravene and frustrate the indispensable principles of free Government; and, whereas, these Confederate States being now all slaveholding, may be disturbed by some act of the majority, in any one of them, in derogation of the rights of the minority, unless this doctrine above declared be interposed: Therefore.

Resolved, by the General Assembly of Virginia, That the Governor of Virginia be, and he is hereby requested to communicate this proceeding to the several Governors of the Confederate States, and to request them to lay the same before their respective Legislatures, and to request their concurrence therein in such way as they may severally deem best calculated to secure stability to the fundamental doctrine of Southern civilization which is hereby declared and proposed to be advanced.

Mr. Collier remarked that it was not his purpose to ask a vote on this declaration of doctrine and the annexed resolution at this session. His reason for forbearing to ask a vote at this time, he said, was that he did not believe the public men of the South appreciate the doctrine announced. They do not appreciate it at its vital and most valuable point, which is its dental of the power of the majority, in making a Constitution for a State, to disturb a pre-existing and resident property. The prevalence of this doctrine in the intelligence of the would can alone give the slaveholding States exemption from war. It is the repudiation of this doctrine that is at the top and bottom, and in all the circumference, of the struggle in which we are engaged. If the principal sentiments asserted in that declaration, and from which the doctrine proposed as the practical result is educed, be not sound in the philosophy of the subject, and ought not to be adopted into the Public Law, then negro slavery ought to be abolished, and Divine Wisdom will accomplish the deliverance. But, he said, he did not believe the sentiments sound and the doctrine logically inevitable, and that negro slavery will exist in the countries governed by the white race until the native land of the black man shall have been civilized and Christianized. Mr. C. said he would only now and the desire that every newspaper in the Confederacy, and as many elsewhere as will, would publish that declaration.

On motion of Mr. Nash, the Senate resolved itself into secret session, and after some time spent therein the doors were again opened.

Mr. Brannon offered the following joint resolution, which was adopted:

Resolved, by the General Assembly, That the Treasurer and Second Auditor be authorized and required to cause to be destroyed and cancelled coupon bonds that may have been guaranteed by the State, of which a register has been kept.

Mr. Whittle, by leave, introduced a bill to reorganize boards of exemptions throughout the State. [Provides for annulling all exemptions heretofore granted, and establishes a new board, consisting of three justices of the peace and two physicians in each county and corporation, who shall grant all future exemptions — no exemption to be granted unless both physicians of the board concur in the opinion that those applying ought to be relieved from duty. The physicians so acting not to receive any compensation.]

A joint resolution was received from the House, announcing that body had appointed a commission to inquire into the condition of the Penitentiary, and into the best means to render the institution productive; and in this they asked the concurrence of the Senate. Agreed to.

An act entitled an act to amend and re-enact the 5th section of an act passed 29th March, 1862, entitled an act to provide a currency of less denomination than five dollars, was taken up and passed.

On motion, the House resolved itself into secret session.

The House, in secret session, took into consideration the subject of adjournment. The injunction of secrecy was removed, and it was stared that the House refused to adjourn.

Impressment laws,

Mr. Mallory (the House having re-opened) offered a resolution that a committee be appointed to take into consideration a change in the impressment laws of the Commonwealth.

Mr. Rives desired to take up a bill concerning certain appropriations for the city of Petersburg. It having been considered in secret session the doors were closed.

Injunction of secrecy.

The house adopted a resolution removing the injunction of secrecy from the following resolution and report:

Defences of Richmond.

The following resolution was passed on yesterday and referred to in the report of yesterday's proceedings:

"Resolved, by the General Assembly, That the General Assembly hereby express its desire that the Capital of the State be defended to the last extremity, if such defence is in accordance with the views of the President of the Confederate States; and that the President be assured that whatever destruction or loss of property of the State or individuals shall thereby result will be cheerfully submitted to.

"Resolved, That a committee of two on the part of the Senate and three on the part of the House be appointed to communicate the adoption of the foregoing resolution to the President."

Interview with the President.

In relation to the above, Mr. Woodson offered the following report:

"The joint committee appointed by the two Houses to communicate to the President of the Confederate States the joint resolutions of the General Assembly in relation to the defences of the city of Richmond have discharged the duty confided to them, and respectfully report.

"That their interview with the President was in the highest degree, satisfactory, and his views, as communicated with entire frankness to the committee, were well calculated to inspire them with confidence and to reassure the public mind.

"After reading the resolution he desired us to say to the General Assembly that he had received the communication of these resolutions with feelings of lively gratification, and instructed us to assure the Houses that it would be the effort of his life to defend the soil of Virginia and to cover her Capital.

"He further stated that he had never entertained a thought of withdrawing the army from Virginia and abandoning the State; that if, in the course of event the Capital should fall, the necessity of which he did not see or anticipate, that would be no reason for withdrawing the army from Virginia. The war could still be successfully maintained on Virginia soil for twenty years.

"All of which is respectfully submitted.

The Penitentiary.

Mr. Bass introduced the following joint resolution, which was adopted:

"Whereas, the Penitentiary of Virginia has for many years been a charge upon the Treasury of Virginia and whereas, it is probable that by a change in the laws regulating the said Penitentiary it may be made self supporting, and it is believed by many that it would be under proper management a source of revenue and whereas, past experience has shown that committees appointed by the Legislature to examine the Penitent Hary (in the nature of the case) cannot spare the time from other representative duties to investigate the whole subject so as to recommend such reforms or improvements as might be the result of a thorough investigation into the details of the laws regulating the institution, and more especially as to the manner and details of all the various mechanical and other operations of the convicts, the mode of purchasing and otherwise obtaining supplies of raw material, provisions, &c.; and, furthermore, the accommodations of the convicts, the necessity or not of enlarging the buildings and workshops, and of providing proper safeguards to prevent attempts to escape or mutiny among the convicts: Therefore, be it

"Resolved by the General Assembly of Virginia, That the Governor be empowered, at such time as in his discretion may seem proper, to appoint a commission of three discreet persons, whose duty it shall be to investigate the entire subject of the Penitentiary in its details, the laws regulating the same, its interior management, mode of obtaining supplies and any and everything connected with the Penitentiary system, which, in their judgment, may conduce to the prosperity of the institution, and report to the next meeting of the Legislature."

The House then took a recess until 8 o'clock P. M.

A day in the hospitals.

The following letter from the Rev. Joseph H. Martin, a Presbyterian clergyman, who is laboring in the hospitals at Knoxville, Tenn., gives a very interesting account of the religious condition of our sick'soldiers. The letter is addressed to Rev. A E. Dickinson, of this city, by whose society Mr. Martin is supplied with tracts:

I passed through the hospitals to day, distributing tracts, and will give you brief account of what occurred, while they are fresh in my memory. I was particularly pleased with the evidences of conversion afforded by a young man. Approaching his bedside, I inquired, "Are you a Christian?" He replied, "I am not a member of the Church" I said, "Have you experienced a change of heart? Do you love God?" He said he thought he had undergone a change since he had entered the hospital. He continued, "I love God and his people. I love sinners and mourn over their sins, and at times feel moved to remonstrate with them Some listen to what I say, others make light of it" I inquired by what means he had been converted. He replied that a religious book had been given him by the Chaplain of his regiment, (the 20th Alabama,) the reading of which forced upon him the conviction that he was lost and helpless. He looked to God and was soon rejoiced in a sense of forgiveness. He remarked, "these tracts are also good things to read."

Another expressed himself substantially in the same way, having been converted from reading a little book while on service in the camp.

A youth of sixteen summers and of pleasing countenance seemed deeply interested in religious matters, and several times remarked, with great emphasis, "I do wish I was a Christian."

I met another with whom on previous occasions I had conversed. He expressed deep penitence for his past conduct, and indulged the hope that he was a renewed man. He had a Bible which he picked up on the battle-field at Manassas.

In addition to giving a tract to each man, I usually make I short religious address in each room or ward, and offer prayer, besides conversing with particular individuals. I regard the hospitals as affording a field of great usefulness by means of colportage effort.

Spring and its New Fashions.

--Many, of our lady readers will doubtless be interested in knowing the styles prevailing among the Flora McFlimseys of the North. We copy from a late New York paper:

The mild weather of the past few days has had the effect of gladdening the hearts of millions--and dry goods dealers — and to call out the fair portion of humanity, who are given to promenade, shopping, &c. This morning our streets were thronged with ladies who seemed to delight in basking in the pleasant rays of the sun, and in inspecting the new fashions of the season.

We learn that the novelties of the season are almost altogether in straw goods — fancy crapes, gauzes, tulles, and the like, being very little used. The variety and beauty, however, of the fine straw fabrics, leave nothing to be desired, and possess, indeed, an appearance so distinguished as to put like and inferior commination quite in the shade. The novelty and beauty of the straw trimmings seem to be a marked feature of this season's decorations, and exceedingly apropos to the prominence given to rich straw fabrics.

The peculiarity of the present style of a "love-of-a-bonnet" is striking. It is very high in front, almost square across the top, with very straight sides, and narrow, compressed crown and curtain. The peculiarity is, therefore, the extreme height, which is greatly increased by the arrangement of the trimming. As the shape precludes the possibility of side trimming, the lace and flowers that beautify the inside are disposed in flowery bandeaux across the forehead, or inclined a little to the one side. The materials most in use are crape, silk, lace and straw.

Severity of the Winter in Oregon--loss of life.

--The latest papers from Oregon are to the 2d of February, and contain melancholy accounts of suffering by the severe weather. We give a synopsis:

Great distress prevailed at Walla-Walla on account of the severity of the weather. A number of stores and saloons were closed, the proprietors being unable to procure wood to warm them. Wood was selling at $30 per cord, flour at $34 per barrel, and board was $15 per week. For four weeks the mercury ranged from freezing point to 298 below zero. One half of the stock that was driven from the Wallamet Valley last season had perished. A number of persons had been frozen to death. At the Warm Springs Reservation, out of 300 head of cattle belonging to the Government one-half had died. The Indians had lost all their horses. All along the road between the Dallies and Walla-Walla provisions had been exhausted, except beef--Seven men lost their lives between those places by the severity of the weather. In the vicinity of Puget Sound stock had suffered severely. In Southern Oregon large numbers of horses, and cattle have died.

A self Constituted Vigilance Committee in the hands of the law.

--In the Court of Sessions of Cumberland county, Pa., last week, Richard Oswald. A. J Kaufman, Jr., and Levickberty, all of Mechanicsburg, were found guilty of arresting and holding in confinement a men named John Kennedy. It appears that Mr. Alvey, a prominent lawyer of Hagerstown, Md., was arrested by military authority in June last, on a charge of disloyalty, and was brought to Mechanicsburg, enroute for Fort Lafayette. Kennedy, who claimed to be a Union man, on seeing Mr. Alvey in custody, denounced his arrest as n outrage, whereupon, it is alleged, he was taken into custody by the defendants, who, after giving him a mock trial, released him Soon after he was again arrested by them, and an attempt was made to compel him to take the oath of allegiance. This he refused to do; and was finally released. The Carlisle (Pa) Volunteer says:

The case created considerable interest, and a great many witnesses, as well as spectators, were in the court room during the protracted trial. It was the first case of the kind, perhaps, ever tried in this county, and it was to decide the question whether a set of fanatical enthusiasts can with impunity, and whenever they please, arrest and insult men who happen to differ with them politically. It was to test the question whether a self-constituted and unlawful committee of stay-at-home gentry dare set the laws and Constitution at defiance at pleasure. The trial occupied two full days, during the whole of which time the court room was crowded. At this writing the defendants had not been sentenced.

Despotism at the North

--Threatened Suppression of a Newspaper.--From the New York Leader we copy the following:

Personal--I have been informed by telegraph, as the Leader goes to press, that it is the intention of Secretary Stanton to prevent the transit of this paper through the mails.--Secretary Stanton hold that unfavorable criticism upon his conduct of the War Department is calculated to weaken the Administration and exercise an insubordinate influence in the army. If Secretary Stanton cannot submit to criticism, and supposes that he is an omnipotent power above and beyond public opinion, I think he is speedily destined to be disabused of this arrogant fallacy.

I will calmly await any coercive measures that may be adopted, and rejoice in the opportunity which they will afford to vindicate the freedom of the Press from official tyranny, even though it may come from so overbearing and reckless a source as Secretary Stanton. John Clanet.

Latest from Norfolk and Portsmouth. interesting Particulars.

An intelligent gentleman, who was in Norfolk on Saturday and Sunday last, and who left Portsmouth on Monday evening at half-past 6 o'clock, furnishes the editor of the Petersburg Express with the following interesting account of the situation of affairs in that section of the State:

The Federals had full possession of the two cities, and their pickets extended out on every road beyond the suburbs of both places, How our informant clouded these pickets, it is not necessary here to state; but he did clued them, and relates many interesting incidents which came under his observation during Saturday, Sunday and Monday.

The city of Norfolk was formally surrendered by Mayor Lamb to Gen. Wool Saturday evening about dark, the latter immediately returning to Fortress Monroe. Several large war vessels came up to Norfolk Saturday night, among the number the Minnesota, and anchored in the stream fronting the city. These vessels were piloted to Norfolk through the narrow passage in Elizabeth river by the traitor Tobias, who ran off to Old Point Thursday, while in discharge of important duties entrusted to him by the Confederate authorities.

Our informant is unable to recall the name of the military commandant of Norfolk, but he has established his headquarters at the Atlantic Hotel, and the soldiers of Lincoln on Saturday evening and Sunday crowded the streets to such an extent that it was difficult for one to make his way through them.

At a dress parade on Ward's farm Sunday afternoon, 6,000 Federal soldiers were present, and they all exhibited admirable drill and discipline.

The soldiers upon dismissal, scattered themselves thickly about the late entrenched camp of the Confederates, and the officers expressed astonishment, that with such fortifications the Confederates should have dreamed of evacuating the place. Gen. Wool was loud in his expressions of astonishment at the evacuation, and declared in the presence of several, that with such fortifications by land and water, and the Merrimac guarding the Roads, he could have held Norfolk against any force that might have been brought against it.

On Sunday morning, at 10 o'clock, the Seminole steamed up to the city. A crowd of a thousand or more persons assembled on Chamberlain's wharf, for the want of something else to do, which the commander of the Federal steamer construed into a welcome to the "old-flag" Instantly all hands were beat to quarters, every flag was flung to the breezes, the jack tars manned the rigging, and gave three hearty cheers. This jubilant demonstration was responded to by the crowd with nine groans, which were given with a strength of lung distinctly audible at the wharf in Portsmouth. The Federals were taken all aback, and the gallant tars dropped from the rigging with much more alacrity than they had manned them.

The h dyards having been cut by the Confederates, a sailor "shinned" the flag-staff on the Custom House Sunday morning about 6 o'clock, and having adjusted the ropes, the Stars and Stripes were speedily run up. A few faint cheers from a crowd of drunken Federals in front of the Atlantic Hotel was the only, but befitting, reception with which the Yankee bunting was greeted.

We are assured that the great mass of the Norfolk people are as true and loyal to the Confederate Government as those of any portion of the South. One citizen, named Kayton, a dealer in musical instruments, was so loud and out spoken in his laudations of our own and denunciations of the Lincoln Government, that the military commandant of Norfolk has caused him to be arrested. This is the only arrest that has come to our informant's knowledge.

Portsmouth was surrendered by Mayor Nash about the same hour Saturday evening as Norfolk. A Federal General named Wyman, having been appointed Military Governor of the place, received the surrender, embracing the occasion to assure the people that the Yankees came not to destroy property, but to restore order; to relieve an oppressed people, and refasten that g-a-l-o-r-i- o-u sold flag which had been so long concealed from the view of the dear Portsmouth people. Much other gasconade and highfalutin kind of sentiment were indulged in, but we have quoted enough to give the reader an idea of the style. We regret to hear that a strongly traitorous feeling has manifested itself in Portsmouth, and that several citizens of that place made themselves prominently officious in offering their obeisance to the new comers, and proffering their services in any capacity which might be desired. One man, who had long acted as a detective for the Confederate Provost Marshal, shouted lustily for the Stars and Stripes, and in order to effectually cloak his hypocrisy, concealed an onion in his hand-kerchief, and shed copious tear of rejoicing at the sight of every blue coat and brass button he encountered. Meeting a loyal citizen of the South, he could not withstand the gaze of an honest man, but bowed his head, while his checks suddenly became crimsoned with shame.

The Federal officers made diligent inquiry about the destruction of the Navy-Yard, and earnestly solicited information of the whereabouts of any who had been engaged in the incendiary proceeding.

Five hundred Ya e cavalry escorted General Wyman to Portsmouth, and took possession of the officers' buildings in the Navy-Yard. They had been spired for reasons which we have already given.

The Federals endeavored to make themselves very agreeable to the people of Portsmouth, and stated holy that but few of them would remain there. The greater portion of their men, they said, would speedily take up the line of march for Richmond; that the "rebellion" was now on its last legs, and that they expected the "rebel" capital to fall without the fighting of another battle.

Monday morning a wagon drove up to the Market-House in Portsmouth, and swept every pound of beef from the butchers' stalls. Upon being told that the citizens desired to live, the Commissary replied that the citizens must dispense with beef for the present, as he desired it for the soldiers. The owners, however, were promptly paid to the last cent in gold and sliver.

The Federal soldiers all expressed the most profound amusement at the destruction of the Merrimac. They said she had made them feel more uneasy than any other event of the war, and the opinion at Old Point was general that she was the most formidable war vessel ever constructed. But one regret mingled with the universal rejoicing which her wanton destruction had produced, and that was the fact that she had not come into Yankee possession intact.

Richmond Dispatch. Friday morning...May 18, 1862. The War News.advance of the enemy's Fleet and their Repulse at Drury's Bluff.

The first intelligence we received from the river yesterday was that two Federal gunboats, supposed to be the Monitor and Galana, opened upon our batteries at Drury's Bluff, about 2 o'clock, at a distance of 400 or 500 years. It was announced that the enemy's fire was rapid and exceedingly violent, and that our batteries at the point designated repaired with coolness and deliberation. This announcement of the opening of the ball upon the fortifications designed for the defence of the capital of the Southern Confederacy, and the ancient seat of Government of the proud old Commonwealth, created, as might naturally have been expected, the respect anxiety and most earnest solicitude.

Around the bulletins of the various offices were gathered groups of anxious readers, all eager to learn the result of an engagement upon which seemed to impend the fate of the idol city of the South. In these groups were to be found the representatives of every State in the Confederacy, and with one common voice they gave expression to the desire to see the city shelled and destroyed, if needs to rather than ignominiously surrendered to a haughty and imperious for. As the morning were on the public excitement increased, until at noon it had apparently reached its culminating point; but there was little of panic or apprehension perceptible in the levered anxiety. On the contrary, there was on all hands a manifest and resolute determination to suffer destruction — aye, annihilation, rather than dishonor.

Early in the afternoon, the following later bulletin was posted, which sensibly relieved one public mind of its anxiety and excitement:

Drury's Bluff, 1 o'clock P. M.

We have just fired the Galana, and the other gunboats have retired down the river.

Our loss is four killed and eight wounded.

Our troops are in high spirits, and confident of success.

The Galena was on fire when she retired, followed by the Monitor.

Later in the day still, the Navy Department received the following official communication:

[official.] Drury's Bluff, 11 A. M, May 15, 1862. Sir:

--We have engaged the enemy's five gunboats for two and a half hours. We fired the Galena, (Iron-clad.) She has withdrawn, going down the river, accompanied by the three wooden vessels.

Our loss in killed and wounded small.

This was all that was received until near nightfall, when we learned from a gentlemen who left the batteries late in the afternoon, that the Galana and Monitor remained about four miles below the batteries until 4 o'clock, when they hoisted anchor, and with the three other vessels, moved off down the river. In the engagement yesterday we had six men killed, and seven slightly wounded.

The dreams of Richmond are earnestly appealed to, to prepare cooked provisions to be sent to the men at the fort, as they have no time to prepare food for themselves. We presume the Mayor can give information as to the manner in which such supplies can be sort to them.

Richmond shall be defended.

We are glad this authorized flat has gone forth-authorized by the Confederate Government and the Legislature of the noble State of Virginia Richmond is the Capitol of the Southern Confederacy, Richmond is the metropolis of the State of Virginia. To loss Richmond is to loss Virginia, and to loss Virginia is to loss the key to the Southern Confederacy. --Virginians, Marylanders, ye who have rallied to her defence, would it not be better to fall in her streets than to basely abandon them and view from the surrounding hills the humiliation of the capital of the Southern Confederacy? To die in her streets would be bliss to this, and to fall where tyrants strode, would be to consecrate the spot anew, and wash it of every stain.

To defend Richmond there are men enough; the energy and will alone is wanted; the arms are within the grasp of every one; the plans should be known to the President and Cabinet. They are known; let them act.--Will they act? There is no time to be lost.--The enemy are at the gates. Who will take the lead and act, act, act?

The loss of Richmond in Europe would sound like the loss of Paris or London, and the moral effect will scarcely be less. Let us, therefore, avert the great disaster by a relieves on ourselves. It is better that Richmond should fall as the capital of the Confederacy, than that Richmond exist the depot of the hireling hoards of the North. But Richmond can be defended, and saved from pollution. The fats of the Capital of the Confederacy rests with the people.

The Virginia Legislature and the President — the defence of Richmond and Virginia.

Richmond is now the point which is centred the hopes and apprehensions of the people of the whole South. Everything proposed for her security is looked to with interest and regarded with satisfaction. As pertaining to this subject, we publish the following resolutions, which have been officially communicated for publication by the other of the House of Delegates:

Resolution as to the defence of the city of Richmond.--[adopted May 14, 1862.

Resolved, by the General Assembly of Virginia, That the General Assembly hereby express its desire that the capital of the State be defended to the last extremity, if such defence is in accordance with the views of the President of the Confederate States; and that the President be assured that whatever destruction and loss of property of the State or individuals shall thereby result, will be cheerfully submitted to.

Resolved, That a committee of two on the part of the Senate, and three on the part of the House, be appointed to communicate the adoption of the foregoing resolution to the President.

The joint committee, appointed by the two Houses to communicate to the President of the Confederate States the joint resolutions of the General assembly in relation to the defence of the city, have discharged the duty confided to them, and respectfully report that their interview with the President was in the highest degree satisfactory, and his views, as communicated with entire frankness to the committee, were well calculated to imphs them with confidence and to reassure the public mind.

After reading the resolutions, he desired us to say to the General Assembly that he had received the communication of those resolutions with feelings of lively gratification, and destructed us to assure the Houses that it would be the effort of his life to defend the sol of Virginia and to cover her Capital.

Be further stated that he had never entertained the thought of withdrawing the army from Virginia, and abandoning the State; Stiff, in the course of events, the Capital should fall, the necessity of which he did not see of anticipate, that would be no reason for withdrawing the army from Virginia. The war could still be successfully maintained on Virginia soil for twenty years.

General Floyd Promoted by the Legislature.

We learn that the General Assembly have appointed General John B. Floyd, Major-General of the Virginia forces, with authority to raise a force of twenty thousand men, non-conscripts, for the defence of Western Virginia. The act is important, and it is to is hoped will stir up the spirit of the West, in defence of the mines and railroads, which are now so important to the South to sustenance and defence.

City defence meeting.

At 5 o'clock last evening, in response to the annexed Proclamation of the Governor of Virginia, a large meeting of the citizens of Richmond and others convened at the City Hair, to organize a force to co-operate with such force as has been, or may hereafter be, detailed to perfect our river defences:

By the Governor of Virginia — a Proclamation.

The General Assembly of this Commonwealth having resolved that "the Capital of the State shall be defended to the last extremity, if such defence is in accordance with the views of the President of the Confederate States, and having declared that whatever destruction and loss of property of the State or individuals shall thereby result will be cheerfully submitted to;" and this action being warmly approved and seconded by the Executive: Therefore, I do hereby request all officers who are out of service, from any cause, and all others who may be willing to unite in defending the Capital of this State, to assemble this evening at the City Hall, at five o'clock, and proceed forth with to organize a force to co-operate with the Tredegar Battalion, and any other force which may be detailed for the purpose indicated. The organization, upon being reported to the Executive, will be recognized and properly officered, as prescribes by law, and be subject to the orders of the Governor for local defence, under regulations to be hereafter prescribed.

Prompt and efficient action is absolutely necessary. We have a gallant army in the field, upon whom we fully and confidently rely; but no effort should be spared which can contribute to the noble object. The Capital of Virginia must not be a surrendered. Virginians must rally to the rescuer.

At the request of the master, the Rev. Dr. Woodbridge offered a fervent prayer. Col. Thos as H. Ellis then read the proclamation of the Governor, and submitted a series of resolutions, which were slightly modified and adopted:

[The resolutions adopted by the meeting, some ten or twelve in number, were promised us by the Secretary of the meeting, but we failed to receive them from that source, and our efforts to obtain them from the other newspapers, who were more fortunate, if not more favored, were quite as unsuccessful.]

Mr. Joseph Mayo, the Mayor of city, the stated that the City Council had adopted resolutions requesting the Governor to place the Tredegar Battalion at his disposal for the defence of the city. He endorsed in the most enthusiastic manner the proposed action of the meeting, and said that if the city of Richmond was ever surrendered to our enemies it should not be by a descendant of its founder. He would sooner die than surrender our city, and if they wished a Mayor who would surrender the city they must elect another in his place.

Gov. Latcher was then called on, and heartily approved the objects of the meeting. He said that the city should never be surrendered by the President, by the Mayor, or by himself.

The following committee was appointed by the Chairman:

Col. St. George Hogers, of Florida; Lieut. Col. Wm. Munford, Col. B. M. Nimmo, Peyton Johnston, Wm. G. Palne, Lieut. O. C. Lamotte, of South Carolina.

The committee was requested to meet at the City Hall, at 9 o'clock to-morrow morning, for the purpose of receiving the names of all persons who were disposed to unite under the organization recommended by the proclamation of the Governor.

The meeting then adjourned.

The fate of Richmond.

The next few days may decide the fate of Richmond. It is either to remain the Capital of the Confederacy, or to be turned over to the Federal Government as a Yankee conquest. The Capital is either to be secured or lost — it may be feared not temporarily — and with it Virginia. Then, if there is blood to be shed, let it be shed here; no soil of the Confederacy could drink it up more acceptably, and none would hold it more gratefully. Wife, family, and friends are nothing. Leave them all for one glorious hour to be devoted to the Republic. Life, death, and wounds are nothing, if we only be saved from the fate of a captured Capital and a humiliated Confederacy. Let the Government act; let the people act. There is time yet.

If fate come to its worst, let the ruins of Richmond be its most lasting monument.

Negro invaders.

The people of the South have been unwilling, from the first, to admit the startling fact that the Yankee Government ever contemplated the invasion of her borders by the armed colored population of the slave States, in the prosecution of her plans of subjugation. This fact, humiliating as it may be to humanity, and shocking to civilization, has at last been demonstrated by the organization, in Washington, D. C. of two regiments, and in Charlestown, Va., of one or more companies, who are drilled dully after sundown, and instructed in the manual of shooting down their owners. This is the secret of the running off of the male slaves of the Valley. It is a pity that Virginia's eyes have been closed so, long to the real designs of the Lincoln Government. They are now opened. Blindness is no longer an excuse for suicide.

Meeting of refugees from Maryland and the District of Columbia.

Agreeably to call, a large number of the refugees from Maryland and the District of Columbia assembled at the room of the Maryland Society yesterday morning, at 11 o'clock, to take some appropriate action in regard to the defence of Richmond. Over one hundred persons were present.

Walter Lenox, Esq., ex-Mayor of Washington, D. C., occupied the Ohio, and made a patriotic address, explanatory of the object of the meeting. On motion, in consequence of another call, the meeting adjourned until 7 o'clock last evening, when the further discussion of the subject was resumed.

The meeting reassembled at 7½ o'clock, and after a lengthy discussion, adjourned to meet at the call of the chairman. The lack of arms, it was said, determined the action of the body. Another meeting will take place at an early day, as soon as the proper authorities can be communicated with.

A proper move.

We have been requested to State that a subscription 1st has been left at the office of the "Virginia Life Insurance Company," for the benefit of such officers, soldiers, sailors or marines, or their families, as have been or may hereafter be killed or wounded in defence of the obstructions in James river. This is a just and proper movement, and we are gratified to witness its inauguration. The gallant men who are exposing themselves in the batteries along our river shore, are contending for a principle dearer and of more inestimable value than mere pecuniary consideration; but the very fact that their services are appreciated, and that a generous community is determined to reward their faithfulness and devotion to principle, will cheer their hearts and nerve their arms in the darkest hour of trial and conflict. We will not intimate a doubt that the citizens of Richmond, alive to the importance of a vigorous defence of the city, will readily and gladly contribute to so worthy and so commendable an object.

--Information having been received that spied and dis persons are continually making their way through the frontier counties, this State, and through counties in the occasion of the enemy, giving them information detrimental to the Southern Confederacy and to the State of Virginia:

Therefore, to prevent the agrees of such persons from our borders, I, John Letcher, Governor of the Commonwealth of Virginia, do hereby call upon, and exhort the Justices of the Peace in all such counties to organize active and efficient Committees of Safety, composed of persons who are exempt from military service, whose duty it shall be to scrutinize all strangers or suspicious characters, attempting to pass out of this State or out of the lines held by our troops, and ascertain, as far as possible, their business and intentions; and if, upon such scrutiny, they are found to be engaged in carrying on illicit communication with the enemy, by carrying letters or other wise, to came them to be arrested and carried before a Justice of the Peace, to be committed to jail until a proper examination can be had. Such cases to be reported to the Executive, who is invested by law with authority to cause suspicious persons to be imprisoned.

The Japanese Ambassadors were much delighted with the Empress of the French, and with the grandeur of things in general at Paris. They invited several French noblemen to dinner at their hotel. Among the dishes served at the table was an uncooked fish cut into pieces, and with it was eaten boiled rice, which they conveyed very adroitly to their months by means of chopsticks. They also partook of a number of other dishes, and took their wine with great gusto. During the whole of the repast they drank quantities of warm water, for the purpose, it is said, of assisting digestion. At the desert the Chief Ambassador proposed the health of the Emperor, which was replied to by one to the Emperor of Japan. After dinner the guests were presented with fans and beautiful little Japanese pipes. The entertainment was kept up to a late hour in the evening, and during the whole time the members of the embassy continued smoking and drinking liquors of different kinds. In place of pocket handkerchiefs they used large square pieces of paper, which they then put away into another pocket, without doubt to get rid of them at their leisure.

A Paris letter in the Nord of Brussels, in speaking of the reported pregnancy of the Countess de Chambord, says:

"There is only one objection to this. The Princess Maria Theresa, Archduchess of Austria-Este, and eldest daughter of the late Francis IV., Duke of Modena, was born on the 14th July, 1817.--She is, therefore, now forty-five years of age, and has been married to the Count de Chambord since 1846. These dates give us a right to doubt the veracity of this statement"

Mrs. Gallagher, well known in English cities as a procures and general dealer in houses of ill-fame, was sentenced by the Recorder of Liverpool to twelve months imprisonment with hard labor, for keeping infamous houses in that city. Mrs. Gallagher has had in her employ, for some years, agents in the various continental cities, whose business w to supply her houses with a constant supply of fresh victim.

It appears that according to marriage registrations the chances are three times greater of widowers between the ages of 25 and 30 getting married than those of bachelors; five times greater between the ages of 30 and 46; and eleven times after the age of 60. The chances, it would appear, of bachelors getting married rapidly diminish after the age of 30. These important facts are furnished by an American statistician.

At Newcastle recently, a numerously attended meeting was held to express sympathy with Prince Assam-Jah in his efforts to obtain the rights of which it is alleged he has been unjustly deprived. His Highness professes to be the rightful claimant of the mussed or throne of the Carnatic, the late Nabob having died in the year 1856.

Recent explorations, prosecuted at his own expense, by Mr. Stack, an English architect and member of the Archœological Commission, have discovered the ancient temple of Bacchus, situated on the southern slope of the Acropolis, at Athens.

Rich sections of pasture land are being discovered in Australia. Flocks are migrating from the Darling and Lachlin northward, and from New South Wales westward. A great company is now forming at Melbourne, with a capital of £5,000,000, to colonize the northern part of the country.

Toward the end of February last, announcement was made at Hong Kong, that a Confederate privateer had made its appearance in the China sea, and was on the lookout for American ships outward bound.

The steamer Euphrosyne was lost off Corroboree, while on her passage from Alexandria to Liverpool. The crew were saved.

The Prince de Joinville is about to publish a pamphlet on iron-clad vessels, contending that they are vulnerable.

Trade is very brisk in Paris, as is usual at Easter, when the country shopkeepers come to the metropolis fer new supplies of goods.

A new comedy, by M. Arsene Housaye, has been accepted by the managers of the Odson, Pais. It is entitled Le Roi Soleil, and is satirical.

Prince Ipeilanti, who, after the rites of Easter, is to marry the Princess Sina, has arrived at Vienna, from Paris.

A man, or beast, in London, drank a pint of rum the other day, and then died.

The deaths registered in London for one week were 1,252, which is 54 below the average.

A Seeming Good Question.--(By a Poor Point )--What is the difference between a coal pit and a coat? Why, the seams of the one always are black, and the seams of the other too often are white.

The Hindoo custom of suttees was abolished by the British Government a good many years ago; yet the women seldom marry a second time, it is said, and so punish themselves as much as they can by a continuance whish all Christian widows do not imitate. Canning, the English statesman, orator, poet, and wit, made his cleverest epigram on the subject of the Indian suttees. It is worth repeating:

"As in India, one day, an Englishman sat With a smart native last at the window, 'Do your widows burn themselves? pray tell me that?' Said the pretty, inquisitive Hindoe. 'Do they burn?'--that they do!' the gentleman said. 'With a name not so easy to smother; Our widows, the moment one husband is dead, Immediately burn — for another.'" Foreign Theatricals.

At the English Royal General Theatrical Fund Dinner, held in London on the 14th of April last, Mr. Bucketene stated that they had 170 members. There were seventeen annuitants, to whom they had given, during the year, nearly $3,500. The capital of the fund was nearly $65,000--Saiva, the tight-rope dancer, was performing recently at the Sheffield Music Hall, when the wire on which she was moving broke, and she fell amongst the seats in the pit. She was seriously injured.--Sam Cowell is giving concerts in Manchester. --Lurline is being played with great success at the Prince of Wales's Theatre, Liverpool. --The embalmed body of the Bearded Lady, who, when alive, appeared at Barnum's Museum, is now being exhibited among the wild beasts and curious monkeys at the Liverpool Zoological Gardens.--Barry Sullivan is announced to perform in Liverpool on the 5th inst., prior to his leaving for Australia.--A new drama, translated from the French by a Mr. Vollaire, has been produced at the surrey Theatre, London. It is called "The Four Stages of Life," and illustrates the youth, the lover, the husband, and the father.

Spirit of the New Orleans women.

--A patriotic letter from a lady in New Orleans, dated April 30th, alluding to the Federal commander's threat to bombard the city, says:

No one doubted his intention and ability to carry out his fiendish threat, and yet, thank God, not one woman, (much less a man,) flinched or wavered from her allegiance, but the fire of patriotism burned more brightly (even wildly) then than if no danger three ended. All law on heard said, "No, never surrender, and an almost universal prayer went up that the first map or woman of our community who should dare to touch the stored flag should meet an death. And now we can whisper to ourselves the sweet, comfortable thought that in the hour of danger our women proved themselves worthy of their blood and their country- that no fear no wish of theirs trammeled the authorities in the discharge of their duties, that our voices rose in a simultaneous cry, "Never surrender, though they kill every man, woman and child." There was no weakness or excitement, no weeping, no lamenting, no running about for a sensation; but every woman's face was as calm and stern as though no great event was near.

II. Railroad companies are forbidden to transport into this city or out of it, spirituous liquors or other intoxicating beverages.

III. Superintendents of railroads are requested to report daily to the Provost Marshal the number of passengers passing over their roads out of the city of Richmond.

More recruits are wanted for this company forthwith. The conscription will soon be passed, mustering into the service every man in the Confederacy between the ages of 18 and 35, leaving no option with the conscript as to where he shall go, or to what arm of the service he shall belong.

All those who prefer to select the Light Artillery as their service should take at once the last opportunity they will probably have to volunteer. We desire, at the earliest possible moment, to complete our organization and take the field, where all who are fit for service should be, and where they must be soon, either voluntarily or by compulsion.

Those who have been in service know that the Light Artillery is the most agreeable as well as the most effective arm of the service. Come at once, then, while the chance is given you to enlist where you please, and relieve yourselves from the opprobrium of compulsory service.

--It is proposed to organize a Partisan corps of Maryland men, to act as nearly as possible on the frontier of our own State.

The corps to consist of Cavalry, Artillery and Infantry, and to be under comm and of Colonel Walter H. Jenifer, who has accepted the same.

H will be furnished to those will desire to join the cavalry, if unable to provide their own.

The Secretary of War having decided that Marylanders are exempt from the provisions of the Conscription set, all twelve months men from that State can claim transfer to this corps at or after the expiration of their term of service.

Pay, rations and county same as in regular service.

--Deserted from Camp Fulton near Richmond on 9th of May, 1862, an Irishman, named John Kelley. He was received in my company as a substitute on the 9th May. Kelley is about 19 years old, 5 feet 9 inches high; has light hair, blue eyes, light complexion, and was dressed in a suit of citizens' clothes when he left. He is no doubt lurking about Richmond, and probably endeavoring to hire himself as a substitute again.

The above reward will be paid for his delivery to me, in order that he may receive merited punishment.

He had with him naturalization papers of a very recent date, given him in Richmond.

The attention of Maryland and District men is called to this service, to which they are so particularly adapted, and which will give them the best opportunity to avenge the insults offered to our glorious old State.

Already three entire companies of the 1st Maryland regiment have joined, and a majority from several of the other companies have requested to be transferred.

This corps will be independent of all other commands, save that of the General commanding the Department of Virginia, and will act as nearly as possible on the frontiers of Maryland.

As the Conscription act does not apply to Marylanders, they occupy the same position as though it had never been passed, and hence all 12 months men can claim transfer to this corps, if re- enlisted; or, if not re-enlisted, can be discharged upon or after the expiration of their term of service.

Horses will be furnished those who desire to join the Cavalry and are unable to provide their own.

In addition to the pay, rations, and bounty, (which are the same as in regular service,) the value of all captures from the enemy will be distributed among the men.

The corps will be composed of Cavalry, Artillery, and Infantry, and commanded by a distinguished officer of the army.

Through the earnest solicitation of many Marylanders, Capt. Edmund Barry has accepted an appointment to lead you back to your homes. Be men, and a issue. Our leader is grown gray in the clatter of arms, and is eager to offer his last, best tribute as a bequest to his posterity. Marylanders, will you stand by him? Soldiers! will you die with us, for our rights, and friends, and homes? Your response gives to the riches of history the cherished reminiscences of traditional affection, or defames the scions of our honored ancestry.

Having been empowered by Major. J. A. Weston, who is authorized by the Secretary of War, under date of March 14, 1862, to recruit a Maryland Partisan Corps for the Confederate service, we desire to place in the field, in an short a period as possible, a mounted company, to form part of this corps.

The usual bounty of $50 paid, and all arms, contraband property, &c., captured, paid for by the Government.

Having been authorized by Major Scott to raise a company, as part of his corps of Partisan Rangers, to be supplied with Williams's breech-loading mounted rifle, I am prepared to receive any and all effective men not now in service; and I appeal especially to exiles from Kentucky. Maryland, and Northwestern Virginia.--Our commander was Captain of the celebrated Black Horse Cavalry, that proved so destructive to the invaders at Bull Run and Manassas. He will lead us into the very heart of the enemy's country, and enable us to strike terror to the minions of the miserable tyrant who has dared to wage a merciless war upon the young Confederacy of the South. Let there be no lack of heroic men to follow him.

The gun with which this company will be armed is the most wonderful and destructive weapon of the age. It can be loaded and fired from 20 to 30 times per minute, and will shoot with precision from three-fourths of a mile to a mile, when loaded with ball, and when loaded with buck-shot or musket balls, it will scatter death and destruction in the face of the foe at the distance of from three to five hundred yards. Indeed, it may be confidently affirmed that one company, armed with this weapon, will do more fearful execution than a whole regiment supplied with ordinary infantry arms. Besides promising to be the most effective arm of the public service, the members of this corps will be entitled, in addition to the pay of regular soldiers, to compensation for all the arms and munitions of war captured from the enemy.
