Richmond Dispatch. Thursday morning.....Feb. 13, 1862. European news.

From the New York Times and Herald we take the following intelligence:

[Correspondence of the London Herald.] Tuesday, Jan. 21. Paris,

I am informed that the French Government, following the example of England, has sent an energetic note to Washington, protesting agains; the vindictive blocking up of Charleston harbor. The Debate, which continues to exhibit its predilection for the North, makes a remark on this subject which, it must be admitted, is not without weight: "How is it, if the harbor be blocked up, that the Southern man-of-war Elia Worley contrived to run the blockade after the sinking of the 'stone fleet?'" As to the blockade itself, I hear on reliable authority that should it be broken by England; France will avail herself of the opening for the purposes of trade, but that the Cabinet of the Tuilleries is determined not to take the "initiative" of any such measure.

Tone of the Paris journals.

The Paris press continues to excite irritation against the United States. Some journals even declare openly in favor of intervention. The tone of this discussion, the energetic terms employed by Lord Russell in his response to the merchants of Liverpool, justify only too well the apprehensions of the Americans, and entirely authorize the opinion that England is determined at all risks, even at the cost of war, to procure the re-opening of the Southern ports, and the free exportation of cotton.

Several foreign journals announce that France will support the reclamations addressed by Lord Russell to the Cabinet of Washington in every form, even to an appeal to arms, if that be necessary.

A Federal opinion.

The New York Herald says: "Now we can understand somewhat the suggestion of the London Times to 'let France interfere if she likes.' It is a nice game between England and France. Each evidently is afraid to trust the other as a follower in a war against the United States, and each is thus manipulating and manœuvring to get the other first involved in this imbroglio. In this thing may lie our safety; but so strong are the designs and the desires of the British aristocracy to break up this Union of ours, that the British Government may still be entrapped into the experiment to serve the European designs of Napoleon.

The alleged inefficiency of our Southern blockade, with raw cotton as high as sixty cents a pound in Liverpool, and with English goods commanding eight and ten times their peace prices is our revolted States, and especially our stone fleet blockade of Charleston harbor, will form the next casus belli against us.

Another opinion — France has not Favored armed intervention.

The Paris correspondent of the Baltimore American writes thus from Paris, Jan. 17, 1862:

We may look for lively proceedings upon the opening of the British Parliament, and possibly the French Chambers, also. In England two questions of interest to our country will be brought: forward immediately — to wit, the expediency of recognizing the Southern Confederacy, and a searching investigation of the conduct of the Ministry in carrying on, at a vast expense, preparations for war with the United States, after receiving assurances from Mr. Seward that Captain Wilkes had acted without orders, and that the Government of President Lincoln was desirous to maintain the most friendly relations with Great Britain. There will also be some inquiry into the reasons which induced Lord Palmerston, through his organ, the London Morning Post, to deny the existence of conciliatory intelligence from America, on the subject of the Trent incident, two days after the communication of Mr. Seward's note.

As regards France, it is proper that our people should prepare to hear of manifestations of, discontent at the delays of the war, and the impossibility of procuring cotton. The English journals are boldly asserting that France has been, fro several months past, urging upon Great Britain to join her in recognizing the Southern Confederacy and disregarding the blockade. It is not true that the Emperor's Government has taken any such initiation. If any negotiations have been commenced on the subject, they certainly originated not in Paris, but in London; and the Emperor has, from the outset, expressed his hope that the rebellion would be speedily suppressed. The distress in the manufacturing districts of France is, however, very great, and the murmurs of mercantile and laboring classes grow louder and louder every day. It is by many erroneously supposed that the closing of the Southern ports is the cessation of commerce, and that if they were reopened prosperity would return. Few reflect that the real American customers of France were the twenty millions of the North, and that, so long as the people of the loyal States suspend their orders, the looms of Lyons and St. Erienne must remain comparatively idle.

English Feeling for the South--an abolitionist's Views.

The London correspondent of the New York Times writes the following interesting letter, under date of the 22d January:

In one month from this day, certainly in less than two months, the independence of the Southern Confederacy will be recognized by the Governments of France and England, and these Governments will but register the voice of the people, so far as that voice can be distinguished. The pressure is too strong to be resisted. Interest and policy alike compel this recognition, and it will be accompanied by the opening of the blockade of the Southern ports. If you intend to resist, you cannot be too speedy in your preparations. The fortifications of New York harbor must be mounted with the heaviest artillery, and the rafts recommended by the Mayor should be got in readiness. Mr. Stevens's battery may not be seaworthy, but it can surely be anchored in the Narrows, and Col. Colt will undoubtedly be too happy to cover the whole bottom of the channel with submarine batteries.

Will you resist? In a word, will there be war? If not, the humiliation of our country will be complete. If you fight, it will be with tremendous odds and against appalling difficulties. There was a time when the State of New York alone could have taken Canada, and when her disaffected people would have gladly raised the Stars and Stripes. That time, I believe, has passed.--For ten years the Canadians have had no cause of complaint against their Government and institutions, and the British Empire has nowhere a more loyal people. Irishmen, in Canada as elsewhere, deplore the condition of their native land, and on this account they have no love for the British Government; but Irishmen everywhere have the instinct of loyalty. In the North, they fight for the Government at Washington; in the South, for the Governments of the States to which they belong and the Confederacy. Constituting two-thirds of the rank and file of the British army, they fight bravely for a Government which for the last three centuries has oppressed and plundered their native land. They will do the same in Canada, where they have few causes for dissatisfaction, and enjoy rights they could not have in Ireland.

But how will it be in Ireland? There is no manner of doubt that the great mass of the Irish people are disloyal; but there is no way in which such disloyalty can find effective action. Gulliver bound was not more powerless. Ireland is bound, disarmed, and paralyzed. America is too far off to give her any aid. Ten thousand men safely landed on her shores, with an hundred thousand stand of arms, might raise a formidable rebellion, but the end would be all the same. --Suppose the country conquered, and held for three months, it would yet be surrounded and reduced. Ireland has nothing to hope from America — too distant, and with too small a naval force. And all this time, you observe, it is America must aid Ireland, for Ireland cannot help America. There is but one Power in the world that can give independence to Ireland, and that is France, and it is convenient for France, just now, to act with England.

No, America has no hope beyond herself. Even Russia, her most likely and reliable ally, deerts her in this juncture. The Czar advises her to make peace with the South, and peace means dismemberment of her great empire. So far as I can see, America must either retire from her present contest, defeated and humiliated, or she must enter upon one of the most terrible struggles which the history of mankind may ever record.--I see no other way. No concessions, however humble, will be of any avail. Mr. Seward may abandon every point of international law asserted in the dispatch in which he surrendered the rebel Commissioners; Mr. Welles may order the stone fleet to be taken out of the mouth of the Charleston harbor, and put a stop to all similar enterprises; the President may order an exchange of prisoners, and conduct military operations according to the rules of civilized warfare; you may do every possible thing to concilliate the powers of Europe, but all will not avail. The Confederate Government will be

acknowledged if it be in existence three months longer, and the Southern ports will be opened.

I will give you a little sample of English feeling about America. I spent the evening, a few nights ago, at the house of a wealthy clergyman of the Established Church, vicar of a rich and fashionable West-end parish.--The first thing that saluted my astonished gaze when I entered his study, was the Confederate flag flying from the arms of a statuette. On the walls were elegantly framed portraits of Jeff. Davis, Mr. Slidell, and other Confederate statesmen. On the library-table lay the insulting caricatures of Punch. This was English neutrality. When the Tuscarora and Nashville were spoken of, it was very plain to see that the latter was the favorite. My host was perfectly frank in his conversation. "We can't interfere, you know," said he, "without some pretext. --But we are all glad, of course, to see the American Republic tumbling in pieces. For twenty years the English Republicans, and Chartists, and Reformers, have been dinning us with the success of the American Government. Now they are answered. We did not like to see a great Power growing up alongside our North American possessions, and are glad to see it split up — the more pieces the better."

"But do you want war?" I asked.

"Certainly not. No Englishman wants war. War means taxes. I don't want an increase of the income tax. War goes straight to our pockets. War with an Englishman is either a question of pride or pelf. If it becomes necessary to open the blockade, we shall do it, but not from any philanthropic notions."

"And the slavery question?"

"Whatever sympathy the English have ever had for the North has been on account of slavery; but as the Government and Constitution are pledged to the maintenance where it exists, they do not see that the success of the North will promote abolition; so they care very little about it. As a moral and religious question, the abolition sympathy is with the free States, but politically, Englishmen are more inclined to favor the South; conservatives, because they are glad to see the Democratic system discredited, and a dangerous power broken up, and radicals, because they think the South has as good a right to choose its own Government now as the colonies had eighty years ago."

This was the substance of the conversation, and I believe this reverend gentleman spoke the sentiments of most of his moderately conservative countrymen. Even among the most zealous Abolitionists I have met here, I do not find any great sympathy with Northern efforts to preserve the Union. They have heard that Union denounced for years, by their own, and by American Abolition crators, as a compact to uphold slavery. They see no sense in fighting for a Constitution which they have always understood to be a "covenant with hell." If you will throw the Constitution overboard, with all its engagements and compromises in behalf of slavery, and fight on the John Brown platform for the destruction of slavery, pure and simple, there will be no lack of Abolition sympathy. But this will not help you with the Government or the governing classes.--The Abolition sentiment of England and France has never hindered the purchase of one pound of slave-grown cotton, or rice, or sugar, and tobacco.

Recognition.

In the New York Herald, of the 8th, we find a letter from its London correspondent, in which it is authoritatively announced that England and France have finally agreed to apply the public law of Europe to our cis-Atlantic affairs. The recognition of the South by these Powers will be followed by results which will amply compensate for the Roanoke disaster.--Norfolk Day Book.

The surrender of Biloxi.

A correspondent of the Boston Journal gives a detailed account of the peaceful surrender of the town of Biloxi:

The Mayor, an old man about 60, made his appearance armed with a shot-gun, which he left at the head of the pier, seeing that his visitors wore only their side-arms. He inquired the object of the visit, to which Commander Smith replied, "I have come to demand the surrender of the town, with all the fortifications, battery and vessels in the waters, and all military and warlike stores."--His Honor inquired what length of time would be allowed them to remove the women and children? Capt. Smith replied that there was no necessity for the women and children retiring unless they intended to offer resistance, and he would give him one hour in which to consult the citizens on the subject.--The Mayor wanted an armistice of twenty-four hours, but finding Capt. Smith inflexible, he went off to confer with his constitutents, returning at the expiration of the hour.

The Mayor, on his return, was accompanied by Judge Holley, Dr. Frazer, a French phisician, and several citizens. The Mayor, addressing Commander Smith, said: "Sir, I surrender you the town of Biloxi and the battery, owing to the utter impossibility of defending it; but I cannot guarantee you any safety outside the limits of the town." --Commander Smith assured the Mayor and the citizens that we came for the purpose of removing the guns from the battery, and at the same time to protect them in their lawful occupation. He had no desire or orders to interfere with their institutions or to land troops. He told them that he intended to make good Union men of their citizens in spite of themselves; but the Mayor replied: "Don't flatter yourself," and a rabid Secessionist — the cavalry officer — added: "Old Abe Lincoln will never make a Union man of me; I'll pack myself and wife in a buggy and be off for New Orleans." Some of the other citizens manifested a similar spirit; but, on being shown the folly of their course, concluded to remain.

After examining the battery, Commander Smith returned to the Lewis and ordered away two large boats, the same which were brought out on the Constitution, and they proceeded, under command of Acting Master Ryder, accompanied by Acting Master Merriam and Midshipman Woodward, of the Lewis, to the wharf, for the purpose of bringing off the guns. The crews dismounted two guns--one light and one heavy six-pounder — and carried them to the boats, and returning took off the carriages — both pivots of "home manufacture" --and platforms. While thus engaged the Union sailors were watching a crowd of about twenty boys and men, mostly foreigners, who sat around, and as the guns were being removed inquired sarcastically: "We expect a thousand men here; will you come and take 'um then as easy? Do you think you (an take the guns at New Orleans as easy?" As the work of dismantling the fort progressed, the rebels grew generous and exclaimed, seeing the carriages and platforms going, "You'd better take these planks and the coffee bags; we've got a plenty of them."

The battery was constructed of bricks, flanked and faced with sand bags.

What to do with our slaves.

--Jim Lane made a speech last month at St. Louis, in which he said:

"There are in the South 680,000 strong and loyal male slaves, who have fed and clothed the rebel army, and have as good as fought on their side. Government now proposes that those loyal slaves shall feed and clothe our army and fight upon our side. The other day, while I was talking with the President, Old Abe said to me, "Lane, how many black men do you want to have to take care of your army?" I told him as my army would number 34,000, I proposed to have 34,000 contrabands, in addition to my teamsters and wagon masters. I consider every one of my soldiers engaged in this glorious crusade of freedom a knight errant, and entitled to his squire to prepare his food, black his boots, load his gun, and take off his drudgery. Vanity and pride are necessary adjunct of the soldier, and I do not propose to lower him by mental offices, nor compel him to perform the duties of the slave. So, while I shall elevate the slave by giving him his freedom and making a man of him, I shall also elevate the soldier and leave him no work to do but fighting. [A voice in the crowd, "What are you going to do with the niggers?"]

The General, singling out the owner of the voice, and pointing his long finger at him, replied: "Ah, my friend, you are just the man I have been looking for. I will tell you what I am going to do with them. I am going to plant them on the soil of the gulf coast, after we have got through this war, let them stay and cultivate the land; have Government extend a protection to them, as it does to the Indians, and send superintendents and Governors among them and pay them wage for their labor. There could be no competition between black and white labor."

Half mourning for Prince Albert.

--At the grand Presidential party at the "Republican Court in Washington, says the Herald, Mrs. Lincoln received the company with graceful courtesy. She was dressed in a magnificent white satin robe, with a black flounce half a yard wide, slooped with black lace, and a bonquet of care myrtle on her bosom. Her headdress was a wreath of black and white flowers, with a bunch of cape myrtle on the right side. The only ornaments were a necklace, earrings, brooch, and bracelets, of pearl. The dress was simple and elegant. The half mourning style was assumed in respect to Queen Victoria, whose oldest son had so lately been a guest at the Presidential mansion, and whose representative was one of the most distinguished among the guests on this occasion.

Treatment of Union prisoners at Richmond. To the Editor of the London Times:

Among the American news is a statement extracted from "a letter from Baltimore, professing to give a correct account of the treatment of the prisoners," who were exchanged on the James River, on the 3d inst. The writer alleges that the prisoners at Richmond were treated with great brutality. He does not particularize the acts of which he complains, except in stating that "from the 21st of July, the date of their capture, until the 15th of December, they were liable to be shot if seen at the windows." Now, as I visited Richmond for three weeks in the month of October last, I am in a position to testify that the foregoing allegation is untrue, as regards that period at least. While at Richmond I daily had occasion to pass the tobacco warehouses in which the Federalist prisoners were confined. There were inyariably numbers of them sitting on the window-sills and looking into the streets. Neither the sentries posted beneath nor any one else ever seemed to interfere with the practice. The buildings in which they were confined were not unlike English military barracks in appearance. I did not visit the interior of any of them, having no business there, but I was told that there would be no objection to me having an order to do so. I was by many creditable persons assured, moreover, that the treatment of the prisoners was humane and gentle, and I recollect when in America seeing in a New York paper a letter from a Federalist officer, a prisoner at Richmond, in which he stated that such was the case. The writer of the letter in question says it was related to him that in one instance one of the prisoners, a young man, was shot dead at the window by a person in the street. It is impossible to refute a charge so vague, nor do I wish to set myself up as the advocate of the South; but as I can testify that what the writer alleges on his own knowledge is untrue, there need be little reliance placed on that which he states from report. I must say, however, that such an occurrence appears to me most unlikely, as I have never seen a town in America, or elsewhere, more orderly than was Richmond in October last, although considerable numbers of newly-raised corps were cantoned in the neighborhood. For their prolonged detention these prisoners have to thank their own Government, who have till now refused to make exchanges.

James Fergusson. The Federal Heroes of Fort Henry.

From the New York Herald we extract the following:

Flag officer Andrew H. Foots

Is a native of Connecticut, of which State he is a citizen, and from which State he was appointed to the Navy of the United States.--He is a son of Senator Foote, of Connecticut, to whom Daniel Webster replied, in the Senate, with one of his famous speeches. He entered the United States service on the 4th of December, 1822, and has consequently served the country nearly forty years. At the breaking out of the present troubles he was in command of the Navy-Yard at Brooklyn, and shortly after the commencement of hostilities was promoted to a captaincy, with the charge of the Western or Mississippi flotilla, of which he is the Commodore or Flag Officer. While engaged in his duties he is reported as having worked night and day with a zeal and energy that are worthy of emulation in both branches of the service, and has accomplished an almost herculean task. He is a quiet, gray-haired veteran, and, although holding a rank equal to Major General of the land forces, attained by a life a service on the broad seas under the old flag, has been quietly and unostentatiously serving his country at the junction of the Ohio and the Mississippi. His present expedition has been carried out with spirit and energy, and the result is gratifying to the nation.

Sketch of Commander Porter.

Commander Wm. D. Porter is a son of the noted Commodore David Porter, of the Essex, of Revolutionary fame, and has been in the service of the United States nearly forty years. He was born in Louisiana, but was appointed to the navy from the State of Massachusetts. He is a citizen of the District of Columbia. He entered the navy on the 1st of January, 1823, and, although not rising rapidly in rank, the fault arose more from the system with which the service is conducted than from any personal demerit of that officer. He was for over twenty years unemployed, and was last at sea in October, 1850. At the commencement of the year 1861, he was in command of the sloop St. Marys, and when the rebellion broke out his memorable letter to the Government, defending his character against the charge of disloyalty, will not soon be forgotten; but, with similar instances will be recorded in the pages of history.

Sketch of Commander Stembel.

Commander Roger N. Stembel is a native of Maryland, but is a citizen of Ohio, from which State he was appointed to the navy. He entered the service on the 27th of March, 1832, and has, therefore, served the U. States nearly 30 years. He was promoted to a Lieutenancy on the 26th of October, 1843. Under that commission he was eight years at sea — his total sea service being sixteen years and nine months. He was for nearly eight years on shore and other duty, and was for over five years unemployed. He was last at sea in January, 1860, and at the commencement of 1861 had the charge of the Naval Asylum at Philadelphia. At that time he stood No. 38 on the list of Lieutenants of the navy. The rebellion and other causes made several vacancies in the list above him, and his name stands on the last published list of commanders No. 96, he having been promoted to that rank. He held, in the present contest, the command of the gun-boat Cincinnati.

The position of Florence.

--Florence, Lauderdale County, Ala., is situated at the head of navigation on the Tennessee and at the foot of the Muscle Shoals, nearly opposite Tuscumbia, Ala., and two hundred and fifty miles Northwest of Montgomery. It is the principle shipping point for the produce of the country and the adjacent parts of Tennessee, and does a large business in proportion to its population. The river which is here about a half a mile wide, is crossed by a fine bridge, the originial cost of which was $150,000. The route of the railroad between Memphis and Charleston passes near this village. A railroad was projected some thirty years ago to connect Florence with Nashville and New Orleans. There are several large cotton factories at and near Florence. The river is navigable by steamboats from the mouth of Shoal Creek to Florence, a distance of three hundred miles. Tuscumtia, Franklin County, Ala., is situated one mile south of the Tennessee River and one hundred and eleven miles north of Tuscaloosa. Steamboats from the Ohio River can ascend to this place in the higher stages of water. A railroad about forty-five miles long extends east to Decatur, and forms part of the route of the Memphis and Charleston Railroad, which is here intersected by the New Orleans and Nashville Railroad. At Tuscumbia there is a spring issuing from a huge fissure in the Limestone rock. It is said to discharge twenty thousand cubit feet per minute, forming a large stream which joins the Tennessee River between two and three miles below.

The invasion of Mexico.

--The French journals publish the following:

We are informed that the last dispatches received from Mexico have decided the allied nations to adopt final measures as regards that country, and to occupy its capital until a permanent and regular Government is established there with the free consent of the population.

It is announced by a semi-official organ that France will send to Mexico a body of troops equal to that which was dispatched some time since to Syria. In fact, a regular campaign is proposed, if that name can be given to an advance against troops who will, no doubt, fly at the first approach of the invaders, and content themselves with pillaging and murdering their own unhappy citizens. In the agreement between the Spanish Admiral and the French Captain of the Foudre, it was stipulated that, "even after taking possession of Vera Cruz in the name of Her Catholic Majesty, the Admiral commanding in Chief the French forces might, after his arrival cause a number of his troops, equal to those placed there by the Spaniards, to enter the town and fortress." So that it is plain the French will not allow either England or Spain to take a more active part in these proceedings than themselves.

Trouble among the Floridians.

--The Tallahassee Floridian and Journal mentions a rumor to the effect that the Governor of that State intends to set at naught the ordinances of the State Convention, and to ignore its existence. From the earnestness with which the Floridian argues and protests against such a course on the part of the Governor, we infer there is something more than mere rumor of his intentions. Though not clearly stated in anything we have seen on the subject, the controversy, we infer, has arisen out of certain action on the part of the Convention which the Governor maintains was not embraced in the objects for which it was specially called. The appointment of an "Executive Council, " we apprehend, has originated the trouble, the Governor, doubtless, considering himself amply competent to take charge of affairs of State without any such assistance.

VIII. Lieutenant Colonel George Deas, Assistant adjutant General, is assigned to duty in the Adjutant Inspector General's office, and will take charge of the General Recruiting Service of the Army. All communications pertaining to the recruiting service, will be marked, on the upper right hand side of the envelopes which cover them, "Recruiting Service."

As there are yet a large number of Flint Lock Muskets distributed over this State, those having them, in large or small numbers, are again urgently requested to send them in, to my Address, that they may be altered and put in good order, ready for the use of the troops that will take the field next spring. Each musket is of great value, as none can be bought, or made, in the State.

Richmond Dispatch. Thursday morning.......Feb. 13, 1862. Our defensive policy.

If the South is pleased with the defensive policy, there is certainly one point of agreement at any rate between the belligerents — The North approve it heartily. That section has the rare and agreeale excitement of being at war and at peace at the same moment. It has not heard in all its borders from the beginning of this conflict one hostile gun, it has never known an evil of war save its financial embarrasements. Its fields are safe from the tramp of hostile squandrons; its firesides are never quenched in blood; its dwelings and towns do not light the sky with fearful conflagrations; its women and children are not in fear of being shelled out of their houses or of suffering barbarities worse than death. They enjoy the luxury of reading, in their comfortable parlors, accounts of the inflictions of these calamities upon the people of the Southern Confederacy, with no such uncomfortable drawback as the faintest dream of retaliations upon themselves. They are, therefore, in the vein to cheer on the war beands with the most enthusiastic alacrity, and to enjoy the gaieties of life with even more than ordinary gusto. We are not, therefore, surprised to see brilliant accounte of the splendor of Presidential levees in Washington, and the roystering fun and frolic of the New York Park. There is a charming exhilaration in the sport of throwing stones at the frogs in a pond, who, unhappy creatures, have not the ability to reciprocate the compliment. The more pusillanimous a race, the more delightful is a combat in which there are Hows to give and none whatever to take.

We may fancy in our ignorance and blindness that war to be effective must be aggressive as well as defensive, and that the best way to overcome an antagonist is not merely to parry his blows. In all encounters between men and man, and in all other wars that we have ever heard of, such a thing as striking back is considered not only honorable, but expedient. Whether such a process will excite an enemy to fresh indignation, does not usually enter into the calculation of fighting men, and, if it did, it is a question which must depend upon the character of the adversary. Without derogating from the martial capabilities of the Northern people, we incline to the opinion that an agressive warfare against them would stir up quite as much apprehension as rage, and that they infinitely prefer a kind of warfare in which they read of battles in newspapers, and have nothing to do with them personally. They boast that they have now in the field an army of seven hundred thousand men, raised almost entirely since the period when it became evident that this war was to be on the part of the South strictly defensive. Whether that number has been raised or not, it is certain that they have placed in the field all who are willing to go and have exhausted their exchequer in efforts to carry on the war. Their spirit and their energies have risen in proportion to the immunity of their own soils and homes from danger. Their newspapers have been more belligerent, and their politicians more truenlent, as they have discovered that the hostile foot of the South is not to be planted on their own territory. If they had the means, they would carry on the war at least as long as Great Britain carried on the war against the American colonies for Great Britain herself was not more secure from an American invasion in the Revolution than the Norht is from the South in the present contest.

We trust that with the opening of the spring campaign the enemy will be made to feel fast there are blows to take in this contest as well as blows to give. We have given the defensive plan a fair trial, and have seen its results. A larger number of our gallant soldiers have perished by disease in camp and hospital then we could have lost by a march from the battle field of Manassas to the city of Philadelphia. Hernceforth, we must make up our minds that this is war, and that for every drop of Southern blood which has been shed, and for every hour our soil has been polluted by the footsteps of invasion, we will have compound interest in laying waste every accessible foot of Northern territory with fire and sword.

The glorious fight at Reanoke Island.

If there is any other people but the Yankees on the face of the earth who would exult over such a victory as that at Reanoke Island, we know not where they are to be founed, nor do we know in what other nation except our own, such a defeat, under such circumstances, would be regarded in any other light than as a victory. From fifty to one hundred ships and fifteen thousand men, after two days hard fighting, compel a little hand of two thousand five hundred to surrender. Our men contended against odds of nearly seven to one, to say nothing of the ships, and they fought with a valor never equalled on this continent, and not surpassed in the most heroic days of Greece and Rome. We may regret most bitterly that the common precaution of providing a way of retreat from such overwhelming odds was not provided, and that our chivalrous and noble defenders are now in Yankee hands; but their honor and that of thier country is unhurt, and the moral effect of theri conduct ought to add fresh hope and spirit to the Southern cause. We have just as much confidence in the superior military aptitude of our men this moment as we had at the battle of Manassas, and the balance of successes is still largely in our favor. --Whenever the enemy advances to the interior and forsakes the cover of his ships, he is sure to be beaten, provided always that we have Generals worthy of the men, and that they are guided by a skill equal to their courage. We have never yet suffered from the incompetency of the rank and file. Wherever they have been ably officered, they have won the day; and that has been the case in the great majority of the battles. It cannot be denied, however, that there are a few incapables among our military leaders, and the sooner they are weeded out the better.

Men in petticoats.

We mean no insult to the heroic women of Richmond when we speak of the men in petticoats, or who ought to be put in petticoats, that appear in the streets to croak and quake at the condition of public affairs. We have not yet heard of a woman in this city, who, since the evil news from the coast, has uttered a word of apprehension or given a sign of fear.

But there are scores of men in the town who make it their business to spread their own base and miserable apprehensions through the community. A committee of ladies ought to be appointed to take all such cravens in hand, and a public subscription got up for money to purchase balmorals for these quaking croakers in pantaloons. Man who have neither courage nor patriotism ought to be provided with appropriate garments, and set to work with knitting needles, or other domestic implements suitable for non-combatants. If they have neither pluck nor shame, they ought not to be allowed to expose themselves in public, to the injury of the common cause and to the embarrassment of the public interest.

Fifteen thousand Federals, under Generals Grant and Smith, invested Fort, Henry by land, when that position was forced to surrender.

Somthing ought to be done to suppress the licentious sale of spirituous liquors in the city. The number of groggeries is frightful, and the amount of inebriation visible in the streets is heart-sickening. The poor volunteer on furlough, passing through the city on his way home, falls an easy prey to these sinks of iniquity. The quality of spirits vended is wretched. Much of it consists of the liquor called "chained lighting," a poisonous compound of cheap alcoholic fluids, which intoxicates, crazes, and kills its victim. It is bad enough to sell pure spirits to the reckless soldier, it is a species of treason to the country to sell him this poisonous drug.

The authorities ought to take this subject in hand. Sumptuary laws are in general improper and odoius, but in times of great public emergency like the present, the sale of ardent spirits ought to be suppressed as a measure of public safety and military discipline. The Southern Confederacy would be better off if every drop of spirituous liquors now within its borders were emptied into the sea. The Northern authorities, seeing the havoc that hard drinking was doing their armies, have taken strong measures to suppress it. Here is one instance in which we may learn a valuable lesson from the enemy. What can be done in this matter? Who will suggest the proper remedy for an evil crying aloud for reform?

Protect the batteries.

The press ought to call attention to the proper construction and bomb-proof protection of our batteries till the thing is attended to. We never heard of such shocking apathy and neglect as we might point out in certain cases but for calling the notice of the enemy to it, who probably, after all, knows as much about it as any of us. With the materials convenient, the thing perfectly practicable, and disater after disaster teaching its necessity, no more heed is given to it in certain localities than it we desired to invite calamity to our cause and destruction to our soldiers Such suicidal indifference is mournful, astounding, almost incredible.

General Assembly of Virginia. Senate. Wednesday, Feb. 12, 1862.

The Senate was called to order at 12 o'clock, and opened with prayer by the Rev. Mr. Peterkin, of St. James's Church.

A communication was received from the House of Delegates announcing the passage of sundry bills.

On motion of Mr. Nash, the rules were suspended and the bill from the House, to constitute a corps more effectually to collect the arms of the State and Confederate States not in actual service, was considered without reference and passed.--yes 35, nays 0.

Communication from the Executive.

The President laid before the Senate the following communication from the Executive, which was laid on the table and ordered to be printed:

Executive Department, Feb. 12, 1862. Gentlemen of the Senate and House of Delegates:

I have the honor of communicating herewith the semi-annual report or Brevei Major-General F. H. Smith, Superintendent of the Virginia Military Institute, to the Board of Visitors. The General Assembly, in common with the people of Virginai, will be gratified to know that this favorite institution, which has done so much to stimulate a proper military spirit, and has contributed so largely in preparing our troops for the gallant and efficient services they have rendered in the field, has been re-opened under the most satisfactory circumstances. The number of cadets at this time exceeds two hundred and fifty.

Respectfully, John Letcher. Bill reported.

Mr. Robertson, from the Committee for Courts of Justice, reported a bill to extend the time for the exercise of certain civil rights and remedies.

Bills passed.

House bill to constitute a corps more effectually to collect the arms of the State and Confederate States not in actual service.

House bill compensating Norman C. Smoot, Thomas Jones, and James Candy, Commissioners of the Revenue for the county of Hampshire, for services performed, was, on motion of Mr, Armstrong, taken no and passed.

House bill to amend and re-enact an ordinance to provide for the enrollment and employment of free negroes in the public service, with amendments.

Railroad connection.

A bill providing for a connection between the Manassas Gap and Richmond, Fredericksburg and Potomac Railroads, was taken up as the unfinished business of yesterday, and Mr. Goehill proposed another amendment; when, on his motion, the bill was laid on the table and made the order of the day for to-morrow, (Thursday)

Secret session.

On motion of Mr. Robertson, the Senate went into secret session for the purpose of considering a communication from the House of Delegates.

House of Delegates. Wednesday, Feb. 12, 1862.

The House met at 12 o'clock M. No clergyman present.

The Senate bill to protect loyal citizens whose property may be sold by officers under a legal process, was reported by the Clerk and ordered to be committed.

The Clerk read a communication from the Governor, enclosing the semi annual report of Brevet- Major F. H. Smith, Superintendent of the Virginia Military Institute, to the Board of Visitors. Laid on the table and ordered to be printed.

Mr. Anderson, of Botetourt, from the Committee on Military Affairs, reported a bill to reorganize the 17th and 28th brigades Virginia militia.

Mr. Newton, from the Committee on Finance, made an adverse report to the claim of Francis Sutler, Sheriff of Campbell count.

Mr. Lynn endeavored to call up the bill to release the securities of Thomas K. Davis; but the House refused to consider the bill.

On motion of Mr. Robertson, of Richmond, the bill amending section 2d of chapter 22d of the Code, respecting persons exempt from military duty, was ordered to be re- committed, and leave was given to the committee to sit during the session of the House.

Mr. Blue offered a resolution that, with the concurrence of the Senate, the House will proceed, on Thursday, the 20th inst., to the election of a Secretary of the Commonwealth, a Treasurer, an Auditor of Public Accounts, a Second Auditor, a Register of the Land Office, a Public Printer, a Superintendent of the Penitentiary, and a General Agent and Stoorkeeper of the Penitentiary.

On motion of Mr. Bass, the resolution was laid on the table.

On motion of Mr. Montagur, the committee to investigate the alleged frauds in the Penitentiary were empowered to send for persons and papers.

Mr. Tomdin offered a resolution that the Governor be requested to ask the President of the Confederate States to discharge any part of the Virginia militia not now absolutely required by the public service.

Mr. Forbes offered a substitute to the resolution, in which the language was somewhat "softened," which was adopted.

On motion of Mr. Lockride, the bill proviting for the organization of ten companies of rangers was ordered to its engrossment.

Mr. Woodson offered the following resolutions:

Resolved, by the General Assembly, That our Representatives in Congress be instructed to use their best efforts to procure the passage of a law by Congress reducing the pay of the officers of the army, especially of the Quartermaster's. Commissary and Surgical Departments, and increasing the pay of the privates, so as to reduce, as far as practicable, the expenses of the war consistently with its successful prosecution.

Resolved, That we hereby pledge the faith of the State to an increase of the pay of the private soldiers in this war; and if Congress shall fail to provide for such increase, the General Assembly of Virginia pledges itself to do so.

Objection being made to the resolutions, they laid over a day under the rule.

The following resolution of inquiry into expediency was referred to the appropriate commitee:

By Mr. McKenney--Of furnishing horses to those who volunteer in the cavalry service of the State, retaining the 40 cents per diem until the purchase money is refunded.

On motion of Mr. Crockett, the House took up the report of the joint committee appointed to confer with the lesses of the salt works in Washington and Smythe counties.

After remarks by Messrs. Crockett and Baskervill, the subject was laid on the table.

Mr. Woodson made an ineffectual effort to call up the question of filling the vacancies in the General Assembly from Northwestern Virginia.

The following bills were passed:

An act to amend section 14 of chapter 163 of the Gode, relative to the removal of records and papers of courts.

An act concerning Treasury notes.

The House then adjourned.

Local Matters. Commonwealth as Job Adkins.

--The above defendant, well known as the author of a book on mining, and as the General Supperintendent of the Midlothian Coal Mining Company, was carried before the Mayor yesterday, by virtue of a warrant obtained on the 29th of last June, by a person calling himself Edward Turner, wherein it is alleged that on the night of the 1st of June, Adkins did assault said Turner, near the store of Sam. Hastings, on

14th street

, and, by force, take from his person one gold watch, valued at $40, and one silver watch, worth $10. Turner told the Mayor that Adkins had met him, knocked him down, and took the property mentioned; and that he, Turner, was not drunk at the time, Messrs. B. H. Nash and W. W. Crump, who appeared for Adkins, introduced sundry witnesses in his behalf; one of them, Sam. Hestings, testifying that on the night in question Turner approached the window of his store, coming from Manchester, and, leaning against it, his suspicious were excited. That at the time he and Adkins, who roomed with him whenever in town, were together, and that Turner, seeing the two, staggered towards them and entered into conversation with Adkins, ending by calling him "a damned Abolitionist." Mr. A. denied the charge and rose up, when Turner, to steady himself, caught hold of him by the collar of his coat, when Adkins struck him in the mouth, drawing blood. The affair then ended, and Turner left. The private watchman of the Confederate States provision depot, formerly next to Hastings store, proved that Turner was very drunk on the occasion, and lingered around the door of that institution for some time, where there was a crowd of soldiers. He seemed disposed to be offensively loquacious. He saw nobody attempt to rob him.

Dr. Charles S. Mills testified that he had appointed Mr. Adkins agent of the Midlothian Coal Company; the trust reposed in him was an important one, and he had unbounded confidence in his integrity. Adkins, besides being honest, was, in his opinion, an exceedingly liberal man.

Mr. James Walsh testified that at any time within the last ten years Adkins could have gotten from his friends all the money he could possibly have use for, and could do so now.

Counsel said that, on the evidence adduced, they should ask for the release of their client from such a preposterous and groundless accusation. Courting, however, the fullest investigation, they were willing to a continuance to any future day. Mr. Turner having intimated that his brother, Thos. M. C. Turner, might have been mistaken for him on the above occasion, the case was continued until to-morrow, and Mr. Adkins admitted to bail in $500 for his appearance at that time. Counsel for defence said, that it would prove, indeed, very singular, should Mr. Turner's brother have on his lip just such a scar as he admitted Adkins gave him on the night of the 1st of June, under the circumstances detailed.

More space might be devoted to this case, but it is hardly deemed necessary, when it is remembered that it is to come up again. In justice to Mr. Adkins we may say, that however honest his accuser may be in intention in arrainging him for an offence of the above nature, the public will be very slow to believe that he would commit any such crime as that charged against him.

Hustings Court, February 12th.

--Present — James K. Caskie, Recorder; Richard D. Sanxay, James Bray, Wm. W. Timberlake, John W. Beveridge. Wm. B. Smith, and George N. Gwathmey, Aldermen.

Nat, a slave, owned by Caroline Garnett, and John W. Butcher, a free negro, were tried for maliciously cutting, stabbing, and wounding, on the 2d of February, Fleming, a slave, the property of Wm. J. Eppes. John W. Butcher was declared not guilty, and Nat being found guilty, was ordered 39 lashes.

John Harper and John Williams were examined for committing a felony, on the 20th December last, by stealing from the Columbian Hotel a trunk, containing a lot of wearing apparel, belonging to Richard A. Cox, worth $42. The prisoners were remanded for trial before Judge Lyons.

Austin Connelly and John T. Smith were examined for feloniously, and by force and violence, and by putting one Frederick J. Gardner in bodily fear, on the 7th of February, stealing, and carrying away from his person, and within his immediate presence, a Colt's revolver and lot of wearing apparel.--Smith was remanded for trial before Judge Lyons. Connelly was ordered to be taken before the Mayor, to be examined for the offence of receiving stolen goods, knowing them to be stolen.

Richard Morris and Thomas Collier were examined for stealing, from the store of Peyon Johnston & Brother, on the 14th day of January, a pocket book containing about $15 in bank notes, and a lot of valuable papers. The parties are half grown lads. They were discharged on the allegation made against them, but required to give $300 security for their good behavior.

The license granted Alfred A. Heath to keep an ordinary was, with the leave of the Court, transferred for the balance of his term to Wm. A. J. Smith.

P. E. Gentry, Police Constable, presented an account of $39.77, for carrying R. W. Phelps and Geo. Rigley, alias Robert W. Smoot, charged with felony, to Lynchburg, which was ordered to be paid.

The Sheriff of the city returned lists of property delinquent for non-payment of taxes for 1861, and of free negroes who had not paid their taxes for the same year, and for whom, having been exposed for sale according to the requirements of the law, no bids were received. The lists were ordered to be sent to the First Auditor.

Luke McKenna, charged with committing a felony by signing B. W. Totty's name, on the 21st of November, to a certain contract, to the effect that said McKenna agreed to make a certain number of grain sacks for the use of the army — say, from ten to 50,000--said Totty's name being forged as endorser for the faithful execution of the trust, was led to the bar, and the Court having heard the evidence sent him before Judge Lyons for final trial.

The Grand Jury assembled and made presentmetns against the following persons for misdemeanor, viz: John Frost, Michael Mahoney, Granville Montelle, James F. Magee, Michael Sullivan, (two cases.)

The indictment against Michael Murphy was returned not a true bill, whereupon he was discharged.

Algernon Adams was tried by a jury for misdemeanor, and plead not guilty. The jury found him guilty, and the Court ordered him to be imprisoned for six months, and to pay the costs of prosecution.

Mayor's Court.

--Some half dozen soldiers, charged with drunkenness and fighting, were carried before the Mayor on yesterday, and, after admonition suited to the several cases, were let off. It is deemed useless to give their names, as it would subserve no good end. One of the soldiers was charged to have kissed a lady in the public streets agaist her consent. The assault in this instance was no doubt provoked by the exceeding loveliness of the subject operated on; but the Mayor intimated that the consent of both parties was essential to make such a transaction valid in the eyes of the law. A stolen kiss is valued at a good figure in the court of Hymen, but it is doubtful whether the Mayor would decide it to be grand larceny.--James Clarke was remanded for trial before the Hustings Court for aiding Fontaine Rowe to relieve Louis Antone of $75 on the 10th of last June.--Christopher Kissell was brought up, charged with stealing 16 car springs belonging to the C. S. Government, taken from the Baltimore and Ohio Railroad, and in the possession of the Central Railroad. The evidence given in led to the impression that he was innocent of the charge. The case was continued for another hearing.--William Pittman, a free negro, was arraigned at the instance of John D. Lowry, charged with stealing a pair of boots, about four weeks since. The evidence of guilt was wholly circumstantial. Complainant thought Pittman had done the deed, because nobody else had an opportunity. The latter said he could prove that at the time mentioned he was in Petersburg, with cattle belonging to Mr. Robertson. The Mayor said the case must be continued in order to allow Pittman to secure Mr. Robertson's attendance.

C. S. District Court.

--This Court resumed its sessions yesterday, Judge Halyburton presiding. Col. Blanton Duncan, of Kentucky, qualified to practice law at the bar of the Court by taking the several oaths required by law. A grand jury was impaneled and John L. Tate sworn in as foreman. Papers and witnesses in several cases were sent before them. No presentments were made, the grand jury adjourning until to-day. A petition was filed against Isaac & Griffin B. Davenport, to affect the property of Rowley, Ashburner & Co., alien enemies, and against Alex. Duval, in the matter of Irving Hall and G. K. Hull, who are alleged to be residing in New Jersey, or some other State at war with the Southern Confederacy.

Meeting of the Young men's Christian Association.

--A meeting of the Richmond Young Men's Christian Association was held at their new rooms, at the corner of

, on Tuesday eveing last. The President, Mr. J. B. Watkins, gave a brief statement of the operations of the Association since the last monthly meeting. During the interval, sixteen active, four associate, and two honorary members of the Association had been elected. A touching allusion was made to the deaths of Cpatain James K. Lee and Mr. Joseph Laidley. A portion of the committee organized for visitation amongst the soldiers in our camps and hospitals were announced. The report closed with an earnest appeal in behalf of this important and interesting field of labor. Mr. Wm. P. Munford, Chairman of the Army Committee, then made a verbal report of the service rendered in this departement, showing that liberal contributions of money, clothing, medicines, &c., had been placed under the control of the committee, by which much destitution and suffering endured by our soldiers had been relieved. These supplies had come in almost unsolicited, evincing a cheering interest on the part of the committee, which greatly encouraged the committee. Arrangements were in progress for the procurement of a large room in the city, to afford lodging for the furloughed soldiers now passing through the city, and in many cases unable to obtain shelter for a night's rest.--Five hundred dollars had been already pledged for this object, and it was not doubted that our citizens would respond liberally to enable the committee to execute this necessary and praise worthy enterpirse. Mr. P. B. Price gave some account of his labors in Chimborazo Hospital. The soldiers there were eager for religious instruction and reading. The Association then adjourned, to meet at the same place on the second Tuesday evening in March next.

"a rather Ridiculous Affair."

--Thos. Linton, a well known resident of Richmond, was arraigned before the Mayor yesterday morning, for stealing from some unknown person an axe and an old overcoat. Prisoner was arrested by watchman Franklin, yesterday morning, about 6 o'clock near the corner of

. Seeing the watchman advancing, Linton went into the alley in rear of Ragland's store and hid the axe. He pretended to the officer that it had been given to him, and that he had carried it to a blacksmith shop, in the immediate vicinity. A slight search revealed where it had been hidden, and Linton was marched off to the cage. Prisoner had just been released from the city jail, where he had been serving a term for mistaking another man's boots for his own. He said he regarded the present as "a rather ridiculous affair any how," and was answered by the Mayor that it was his duty to prevent his going about making free with other people's property. The intimation was repelled with a well affected show of virtuous indignation Prisoner said he was aware that the Mayor entertained a very unfavorable impression in regard to him, but that he had not begun to speculate in axes yet. He was sent to jail.

Sent on.

--A resident of Sidney, named William Blankinship, was examined yesterday before Justices Jno. W. Leigh and Corbin Burton, at the County Court-House, for shooting a man named Crow, on Monday evening last. The accused was remanded for examination before the regular term of the Court, and sent back to jail. The prisoner says the man Crow and others came into his house and demanded liquor, which being refused them, they commenced, as usual, to break up everything in reach. To save his property and self from harm, he shot Crow, the most active of the party, with the contents of an old musket. At night several of the latter's friends, including John Landrum and Peter Critz appeared before his door, and, under pretence of being officers, they induced Blaninship to leave his domicil, after which they fell aboard of him and gave him an unmerciful flagellation. Landrum and Critz were required to give security for their good behavior.

Accommodations for soldiers.

--The city is at present filled with soldiers, returning to their several homes on furlough. The hotel and boarding-house keepers have been taxed to their utmost capacity to furnish sleeping room for them, and yet, from the sheer impossibility of supplying the demand for lodging, very many of our brave defenders are compelled to walk the streets during the entire night, or lay down in the first locality that presents itself, whether eligible or otherwise. This state of affairs, though of necessity bound to be of brief duration, is to be regretted. Some way should be found out to obviate the inconvenience experienced by the volunteers in passing through Richmond. They deserve all the respect that we can show them. Their being here is a sign that it is their due — we speak of those who have re-enlisted "for the war." It has occurred to us that the St. Charles Hotel, being now unoccupied, would, with a little "fixing up," make an admirable "Soldiers' Rest." Better that than wandering about the streets, with no shelter, It is only "rest" that our brave lads want after exhausting their privilege of seeking for lodgings and finding none. This rest they should have, and the Government should give it to them free of cost.

Ingenuity and skill.

--A beautiful pipe, made of ivy root, elaborately engraved, was left at our office yesterday for the inspection of the curious. It represents the coats of arms of five States--Virginia, Georgia, Louisiana, Mississippi, and Texas--with numerous other devices, ingeniously wronght.--The bowl rests upon a cannon, which forms a portion of the stem. This artistic piece of work was done with a knife, by A. U. Hurdle, of the Old Dominion Rifles, 17th Virginia Regiment. We learn that it will be presented to President Davis.

Soldier injured.

--A re-enlisted member of a North Carolina regiment, who was proceeding to rejoin his comrades, now at Evansport, stepped off the Fredericksburg cars yesterday morning at the depot in this city, and in doing so fell under the wheels, which were in motion and was terribly crushed.

Arrived.

--Five or six members of the Richmond Blues arrived in the city last evening, from Nag's Head, where they were sick at the time of the engagement at Roanoke Island. They report that Frank Johnston, Thomas Lyon and Manson Mountjoy were wounded, but not dangerously.

Sale of property.

--The granite front brick tenement adjoining the banking house of Purcell & Co., on

Main street

was sold at public auction yesterday, by Goddin & Apperson, for $14,000 --Alvey & Lipscomb purchasers. The terms were one-fourth cash, the balance at six, twelve and eighteen months, for negotiable notes, interest added. Persons familiar with the property consider it a remarkably good sale.

Yankee prisoners dead.

--Andrew Tennison, a citizen of Fairfax county, Va., arrested for displaying Yankee proclivities, died in the Confederate military prison here on the 3d of February; Daniel Wilcher, a citizen of Wayne county, arrested under similar circumstances, died on the 4th inst., and C. C. Marr, of Company C, 1st Minnesota regiment, (wounded at Bull Run,) died on the 6th inst.

Stealing hogs.

--Henry, slave of Wm. B. Randolph, was tried yesterday at the County Court- House, before Justices Leigh and Burton, for stealing two hogs and twenty-five hens, and ordered 39 lashes for the offence.--The property was recovered by Constable Thomas last Friday.

Military meeting.

--It will be seen by advertisement in to-day's paper, that the honorary members of the Light Infantry Blues propose to hold a meeting at Bosher's Hall, at half-past 4 o'clock to- morrow evening, for the purpose of devising "the best means of aiding the members of the old corps who have been wounded or taken prisoners by the enemy at the late engagement at Roanoke Island."

Arrested as a Spy.

--Captain Fallon, master of a schooner heretofore engaged in running the Potomac blockade, was brought to this city on the Central Railroad cars yesterday evening, by detective Samuel McCubbin, having been arrested on suspicion of communicating with the enemy. The delinquent skipper was consigned to the military prison.

Re-Enlisting in the 18th Virginia.

--A correspondent writes us from the camp of the 18th Virginia regiment, near Centreville, to the effect that a majority of the "Farmville Guards," of Prince Edward county, Va., and a majority of the Nottoway Guards, Capt. Rowlett, both of the 18th Virginia regiment, have re-enlisted for the war. One-fourth of the entire regiment has already re-enlisted, and our correspondent thinks that the balance would cheerfully come up to the mark "If they could believe that those who are at home would lend them a helping hand in the spring."

The Roanoke fight,additional particulars.description of the fight.bravery of General Anderson.&c., &c., &c. [Special Correspondence of the Dispatch.] Norfolk, February 12, 1862.

We glean the following addtional particulars from a member of the Ben McCulloch Rangers, who participated in the fight at Roanoke Island. He states that, on Friday, about eighty ships have in sight, about fifty opening a heavy cannonade on the Island about half-past 8 o'clock, which was kept up until dark. A number of their ships were only about two miles off, and, though their fire was very fierce, little or no damage was done to the batteries.

On Saturday very few guns were fired from the shipping. The enemy effected a landing at the east end of the island early in the morning, and marched up towards our entrenchments. About 9 o'clock the Richmond Blues, Ben McCulloch Rangers, and Capt. Coles's company, who had been sent out in advance, met the enemy, whom they supposed numbered about 6,000, and, when within good distance, opened a heavy fire of infantry, which told with effect upon the ranks of the enemy. The enemy, who were being constantly reinforced, moved rapidly forward, and our three companies fell back to their entrenchments. We then opened a howitzer and a volley of musketry on them, which cut down the ranks of the enemy most fearfully, and their shrieks and groans could be heard distinctly and were frightful to hear. He then tried to flank us, and we drove him back. The New York Zouaves, especially, were driven into the river up to their necks. Rallying, they came up the third time and closed in upon us at the entrenchments, and, after spiking the guns, we retreated, constantly turning to give them fire. While on the retreat, we were reinforced by a Georgia regiment. The enemy opened a heavy volley of infantry, and all retreated in confusion.

Col. Anderson, in the midst of the fight, rode up to Col. Shaw, and asked for reinforcements; but Col. Shaw replied that it was useless to contest with such overwhelming numbers. On receiveing this answer, Col. Anderson sat down for a moment and cried bitterly; then taking his sword, he broke it in pieces, got upon his horse, and rode off. He is supposed to have been taken prisoner. All agree in awarding to Col. Anderson the highest bravery.

C. Jennings Wise, of your city, was among the bravest of the field. He was shot in the back and thigh, and nobly fell urging his men on. He was picked up in a blanket, and while being carried to the hospital, was pierced by two of the enemy's balls, which killed him.

It will ever be a pleasure to record the bravery of Col. Anderson and Capt. Wise--Nobly and well did they breast the shock of the encounter, despite the fury of the battle. And to our brave troops must be accorded all the honors of the soldier. Side by side with their gallant commanders, they fought with unflinching courage. And to those noble spirits slain, history will not be silent — Though dead, the memory of their deeds is embalmed in every Southern heart.

Lieutenants Jones and Haslett, of the Rangers, are captured. Lieut. Wise, of Wise's Legion, arrived in our city yesterday. Commissary's Sergeant Rice, of Col. Shaw's regiment, was captured. Capt. Cole was shot through the head and died instantly. Gen. Wise is safe and recovering from his illness Major Huff is supposed to be captured. About sixty escaped of our men, the rest were either taken prisoners or killed. Five of the Rangers escaped, four are with Gen. Wise--two sergeants, one corporal, and two privates; the two privates are in the city. Wm. Selden, son of Dr. Selden, of our city, was killed while bravely defending the battery. Thus we close the scene of this fearful contest. The number killed and wounded on our side we cannot say; that of the enemy, by thier own confession, is about one thousand.

Think of our little Spartan band opposing overwhelming odds; think of the tenacity with which they stood to their battery, never leaving it until the overwhelming force of the enemy, compelled them to retreat; witness the courage and intrepid bravery with which they encountered the foe while on the field. Had we been reinforced by three regiments the enemy must have been whipped. Three times were the New York Zouaves repulsed, driven in the water, and nearly drowned. Lieut. Buell, at Old Point, on receiving the news that one thousand of the Yankees had been killed, replied, he did not care a d.--n how many were killed, so they won the day. These are the cowardly ruffians we fight; and it becomes the people of the whole South to awaken to the importance of this disaster.

I am most happy to relieve the anxiety of many of your readers, by stating that but very few, as far as known, of the Richmond Blues were killed, most of them having been taken prisoners.

The enemy at Roanoke Island has captured three of our gunboats, among them the Fanny. When our informant left the Stars and Stripes were waving at the mast-head of each. By good fortune, we saved three. One--the Forrest — we succeeded in burning, to prevent her falling into the hands of the enemy. It is reported, but not generally confirmed, that Capt. McCarrick and son are captured. Our little gun-boats fought well, while our battery succeeded in sinking three or four of the enemy's shipping. One midshipman had his arm shot off, another was killed. The enemy is reported six or eight miles from South Mills, with a strong force. It behooves our authorities to act as hastily and judiciously as possible. Luna.

Another account. Norfolk, Feb. 12.

The excitement occasioned by the defeat at Roanoke Island has measurably subsided. An opinion seems to prevail that there has been inefficiency, a lack of skill, or criminal neglect somewhere — perhaps all combined. I am not yet prepared, judging from the facts in my possession, to charge any person with negligence or incapacity in regard to this important battle. It has been fought under every possible disadvantage. It was a gallant and brilliant attempt to defend Southern soil from the usurpers who seek to deprive us of our homes. The responsibility rests upon some person. And it may be found, under all the circumstances of the affair, that the defeat will result to the advantage of the Southern cause. Our troops are rapidly re-enlisting, and thousands will rush in to rally around the standard of liberty, and to defend our soil from the aggressive march of our mercenary foes.

Judging from the facts already elicited in regard to the battle at Roanoke Island, I unhesitatingly assert that greater bravery and a more determined resistance have not been made during the war, than by the inconsiderable force placed at the disposal of General Wise. It was the most unequal contest of the war, and the fighting was almost equal in desperation to any on record.

The most important facts relative to our fleet and its fate have been furnished you by telegraph. It is believed that the Beanfort, Raleigh, and Empire escaped, or at least reached the south and of the Dismal Swamp canal. That our gunboats should have lacked a sufficiency of ammunition, is lamentable, and indicates a want of foresight, if not unpardonable neglect. But upon whom the responsibility rested, I am not sufficiently advised to say now. The blame will soon enough be placed where it should lie.

I am gratified to state that indomitable partiot, statesman, and orator, General Wise, escaped from the clutches of those who so earnestly desired to have him in their

power. The condition of his health is improving, and if he is properly sustained in his active efforts to defend the position he has taken, the Yankees will make but little progress towards the railroads of Virginia and North Carolina for the purpose of cutting off our supplies.

The death of Capt. O. J. Wise, of the Blues, of your city, and well known for his gallantry and commanding talents, is much lamented here, as it will be wherever he was known, and his true worth of character properly appreciated. It is stated that after he was wounded, and while he was being borne from the field, a ball from the gun of a Federal soldier passed through his body, and that he died almost instantly. Other gallant men have fallen in this engagement, where ten thousand Federal troops swarmed around a thousand as brave men as ever met upon a battle field.

If the wretch Doe, who is siad to have deserted and gone to the enemy, and given information of our forces and fortifications, was really suspected before he got off to the enemy, he should have been promptly arrested, and held in custody until the battle was over. Surely, he should at the first moment of suspicion have been put in irons and vigilantly watched.

The statement that Edenton has fallen into the hands of the enemy is not confirmed, although it is believed that the Yankees will soon attempt to take possession not only of the handsome town alluded to, but also of others along the Sound coast and up the tributary rivers.

There was communication yesterday with Fort Monroe, by flag of truce; and the steamer West Point, Capt. Reeve, which went down, brought up 395 prisoners released from Fort Warren, viz:

A colored man, taken at at Hatteras, was also brought up.

The remains of three of the prisoners who died at Fort Warren, also came up in the steamer to be sent to their homes in North Carolina--viz: Geo. Sawyer, of the 7th Regiment, N. C. Volunteers; Samuel Lanier, 2d Regiment; the name of the other I did not ascertain.

Additional particulars.

We take the following from the Norfolk Day Book, of yesterday:

Noble conduct.

The Richmond Blues and McCulloch Rangers are represented as having conducted themselves nobly during the battle Not a man among them but displayed the utmost coolness and intrepidity, and the greatest havoc was made by them among the foe — They kept at one time two regiments at bay, and finally, at the point of the bayonet, drove them up to their armpits, into the Sound. Before surrendering, each man coolly broke his gun against the trees, determined that though they fell into the hands of the enemy they should be useless.

The casualties among the first mentioned command have been greatly exaggerated.--Only one of the entire company — its commander — was killed, and only eight or ten of them wounded.

The enemy at Edenton.

A special train of the Seaboard and Roanoke Railroad arrived in Portsmouth yesterday, about one o'clock. Information was brought that the enemy had entered Edenton and taken possession. This news was communicated through Dr. Warren, of Edenton to the people of Suffolk, and forwarded by them to us. We have received no confirmation as yet of the statement, and it may be that the intelligence is premature.

The enemy was represented as being on the way to Blackwater, and the non-arrival of the boat due from there yesterday seemed to corroborate the statement.

Treachery the cause of the disaster.

We learn that a man named Doe, who lived on Roanoke Island, and who knew of a landing place on the march that others were ignorant of, deserted, went over to the enemy and piloted them into the landing, after giving them all the information about our forces and fortifications.

It appears that Colonel Shaw got wind of his intended desertion, and told him that if he attempted to desert be would blow him out of the water; but Doe afterwards got a chance and made his escape, and in consequence of that escape we have this terrible disaster.

From Elizabeth city.

The report of the burning of Elizabeth City and its capture by the Federalists is fully confirmed. The town was attacked on Monday morning about 8 o'clock, and was set on fire and evacuated after a fight of about a couple of hours' duration. The torch was applied by the patriotic citizens themselves, and although the destruction was only partial, yet a sufficient display of self-sacrifice has been made by these gallant Carolinians to satisfy the enemy that they are fighting a people they never can subdue.

The Confederate steamer Forest, attached to Commodore Lynch's fleet, and which was undergoing repairs at Elizabeth City, we are glad to say, was not left to the enemy, as at first reported, but was burned by the citizens before they left the town.

Our force at Roanoke.

The North Carolina Standard says:

Col. Shaw's regiment of North Carolina troops, pretty well equipped, we believe, has been stationed on the Island for some time. At the time of the battle it had about 600 or 700 effective men. After the removal of Col. Wright's Georgia regiment from the Island, Col. Jordan's regiment was sent there from Fort Hill. At the time of the battle, owing to sickness and other causes, it could muster only about 400 or 500 effective men, and they were armed with the old flint-lock musket. Besides these there were some 200 of the 17th regiment, (Col Martin's) the remnant that were on furlough at the time of the taking of Hatteras. To these were added reinforcements from Gen. Wise's Legion, about the time the battle commenced, making about 2,300 or 2,500.

Who was in command, as yet we have no means of knowing. Gen. Wise was sick and not on the Island. Col. Shaw was the senior Colonel of the North Carolina troops. Whether any one else was placed in command by Gen. Wise, we have not learned.

Justice to the loyal Southerners in the Navy.

From a correspondence in the Philadelphia Inquirer, we extract the following:

In a railway conversation, yesterday, with a most excellent, patriotic and respectable man, upon the all absorbing subject of our domestic troubles, allusion was made to the resignation which had occurred of many able officers of the Navy. The answer was prompt and hearty on the part of the writer: "Let them go, they were not necessary to the cause of Union; they have sacrificed only themselves." "But many yet remain, some, especially from the South, who may not be safely trusted, and thus are we crippled within and from without. " And this response prompted the grave remonstrance against a remark so full-fraught with injustice towards those who have recognized the obligations of their oaths and duty.

Are not such men to be trusted? Is it wise, is it just, is it politic, to regard them with suspicion? Is not Fairfax — a name illustrious in other climes, in literature, and in arms and statesmanship, and distinguished and memorable in our own, in connection with earliest colonial times and in its intimate association with the name of Washington, whose early career it "patronized," in the matter of land surveys and in kindred employments, and by which it had been eclipsed — to be trusted? Did he flinch or falter in discharge of his duty of obedience in the "affair of the Trent?"

Is not Pendergast — with the recollection of his proceedings before Norfolk fresh in the public mind and heart, and in countrast with those of his traitor relative, Barron, degenerate scion of a noble house — to be trusted? Aye, and honored, too? And is he not both trusted and honored in his important command at the Philadelphia Navy-Yard? If, however, he also is liable to be suspected, on account of Southern ties and nativity, in the name of God's justice and of the country, let it be told directly and squarely why and for what cause.

And Upshur, representative of us pure a name as shines in the old time galaxy of Virginia's most approved, most honored, and loyal citizens — is he not to be trusted, lest he commit treason against all the best instincts of a noble courage, that has sacrificed family this the most of dearing at the shrines of duty and of honor.

Nine distilleries are in course of erection within a radius of forty miles of Fredericksburg.

Thomas Webb, Esq, of Hillsboro', has been elected President of the North Carolina Railroad, vice Mr. Cameron, resigned.

Latest Northern news.the Roanoke affair.news from Missouri&c, &c., &c.

We are in possession of the New York Herald, of the 10th inst., and the Philadelphia Inquirer of the same date, and from them we make up the following interesting news summary:

The Roanoke affair.

Intelligence has reached us of the commencement of an attack on Roanoke Island, by Commodore Goldsborough, of the navy, on the morning of Friday, the 7th inst. The account comes through Norfolk and Fortrees Monroe, and is from the rebel General Ruger, commanding at Norfolk. He reports that the Union forces had been twice repulsed, but that fighting was going on when the courier left. Now, as the attack upon Roanoke island was to have been made by the Union gunboats, and a portion of our troops were only to be landed after the batteries had been silenced, we do not see how there could have been a repulse of our forces. The gunboats were all afloat, and could not be repulsed by the forts if the fight was going on at the last accounts, as the dispatch states.

The probability is that we shall, to-day or to-morrow, hear of the capture of the island, although the rebels have made immense exertions to save it. They have thrown up five forts, with an entrenched camp in the centre, and have garrisoned their works with 5,000 troops. They have the west side of the island and the eastern side of the mainland defended by heavy ordance, in order to prevent the passage of our gun-boats through Croatan Sound — the only communication for vessels with Albemarle Sound.--But there is no doubt that we shall soon have news of their being shelled out, as the gun-boats of the Union expedition, numbering seventeen, are most powerfully armed. Among other weapons we might mention a dozen 9-inch guns, two 100-pounder rifled guns, three or four 80 pounders, and a number of 8-inch shell and 31- pounders.

Sketch of Roanoke and its Defences.

The last private advices we have from the expedition were up to the 5th inst. On that day the gunboat fleet and troop transports left Hatteras for Roanoke Island. Our correspondent writes:

Commodore Golsborough feared that the delay already experienced would give the enemy a great advantage, provided they had been sharp enough to improve the opportunities thus afforded them. He considered that the expedetion had been favored with good lucks far in escaping the chances of storms upon that point at this season, and getting so many vessels inside the Sound safely. It seemed to be the opinion of the commander that in future such expeditions should be more under the control of the navy officers. He feared more difficulty for the large vessels after they should leave Albemarle Sound, and was anxious that the gunboats of light draft should be hurried up.

General Burnside's force, which is very numerous, was to have been landed on the lower end and east side of the island, under the guns of the war vessels. Commodore Goldsborough's fleet were to engage the batteries on Croatan Sound, at short rangs, while a portion of the land force was to have pushed to any point where the enemy should show himself in force.

When the expedition sailed from Hatteras all were confident of success. All were in good health and good spirits, and good order and discipline prevailed. All they wanted was a chance to meet the enemy. The vessels were supplied with provisions for sixty days, and a large supply of coal.

We rather opine, if a blow has been struck at all on Roanoke Island, the result will be in favor of the Union arms, as their numerical strength and equipment were of a superior character to those of the rebels.

The objects of taking Roanoke Island by the Union forces is to take the initiative towards seizing other points on the railroad running directly South from Richmond, and thus effectually to cut off the supplies from the Southern States. If the Union troops are fortunate enough to secure its capture, it will put a stop to the inland coast navigation of North Carolina, which means of transportation has been so useful from its safty against hostile cruisels.

The most important object of this seizure will, however, be the threatening of Norfolk, and, if it is thought advisable to follow up the advantage, the thinking of the rebel army at Norfolk. A movement securing Pamilco and albemarle Sounds, and thus commanding, the great Albemarle and Chesapeake Capal and the Dismal Swamp Canal, would command the adjunct canal known as the Jericho Canal, connecting, through Lake Drummond, with an important railroad junction at a town called Suffolk, on the Nansemond river, where the main railroad route from Norfolk branches into what are called the Norfolk and Petersburg Railroad and the Seaboard and Roanoke Railroad, thus completely cutting off all connection by rail or water between Norfolk and its surrounding country and the other parts of the rebel regions. The strategic importance of such a movement, if successfully made, will form one of the most important features of the war. The island is a position which is valuable to us, commanding, as it does, the Currituck Sound, which opens into Albemarle. Currituck is about fifty miles long, ten miles wide, and is navigable for vessels drawing ten feet of water. Owing to the natural breakwater which protects a large portion of the coasts of North Carolina and Virginia, the water is as placid as a lake and easily navigated.

It has been fortified by the rebels, who have established an entrenched camp in the centre, and erected five forts to defend it at important points.

The fortifications are supported by a small naval force, under Com. W. F. Lynch. the names of the rebel steam gun-boats are the Fanny, captured from the Union, Curlew, Sea Bird, and Post Boy. Each of these vessels has an armament of two guns each.

The advance on Fort Donelson.--Confederats prisoners and property

Special dispatches to the Gazette and Commercial, dated Fort Henry, Feb. 8, give the following intelligence:

Directly after the capture of Fort Henry the gunboats Lexington, Tyler and Conestoga started up the river, with instructions to proceed as far as they saw fit.

Yesterday the Carondelet, in charge of Colonels Webster, Riggins and McPherson, of General Grant's staff, made a reconnosance as far as the bridge of the Memphis and Clarkesville Railroad, at Danville. They found quarters had been built at the bridge and occupied by some troops, and where was also found a large quantity of army supplies, commissary stores, wagons, &c.

The inhabitants were deserting their dwellings for miles around, and were fleeing in every direction.

The bridge at Danville was partially disabled by the first gunboats which went up the river. Another of the plers was crippled so as to completely prevent the passage of trains.

There were but eight guns captured by Hickey's cavalry and Colonel Logan, instead of fourteen. Nearly all the guns were spiked with telegraph wire, which can easily be removed. They are brass six-pounders, and in fine order. All the prisoners taken (about one hundred) were sent to Calro yesterday. The amount of property captured will exceed $1,000,000.

Recounoisances have been made by Col. Logan and others to within a mile of Fort, Donelson, Gen. Grant and staff will make a reconnoisance this afternoon beyond Danville.

Skirmish on the Upper Potomac. Poolesville,Md. Feb. 6.

--The first skirmish with the enemy that has occurred in this vicinity for a considerable time, took place yesterday near Edwards's Ferry. The rebels have been for some time observed erecting a stockade for on the opposite side of the river, near the ferry. First they came in small working parties and operated under cover of the night. Their proceedings were well known to our troops; but they took no notice of them, for reasons which were made obvious by the sequel Next they came in larger parties, and continued their labord under the shade of darknes. Emboldened by the supposed absence of vigilance in the Yankees and their own success, they continued the construction of the embryo fort yesterday. Now was the time and opportunity for our troops to pay the rebels the military compliment of martial honors — While the unfinished fort was yet unable to make any defence, Battery G, of Rhode Island, suddenly opened on it yesterday afternoon. It was crowded with rebel working partless at the time. Our artillery threw the ten and twelve-pound Parrott shells and balls into it with great precision, completely demolishing the fort and causing great consternation and terror among the astounded rebels. It is unnecessary to add that they hesitated not to run for their lives, which some of them were unable to carry off. A few harmless rifle shots were fired at our ar-

; but no h or injury was by any of them. The rebels have not dated to show themselves in the vicinity of their abandoned work since, and by this they have proved their wisdom. This is the manner in which the rebels are checkmated on the Upper Potomac.

A Resume of the news.

It was recently announced by telegraph that Jeff Davis has threatened if the Missouri bridge burners are shot that he will, in retalition, hang Colonels Corcoran, Lee, , Wood, and others, who were taken prisoners of war. Five Union men, charged with bridge burning, have already been executed in Tennessee, under the following order, issued by J. P. Benjamin, Secretary of War of the Southern Confederacy, dated Nov. 23, 1861, and directed to the rebel Col. W. H. Wood, in East Tennessee: "All such as can be identified as having been engaged in bridge burning are to be, tried summarily by drumhead court-martial, and, if found guilty, executed on the spot by hanging. It would be well to leave their bodies hanging in the vacinity of the burned bridges."

All the asseasments on the Secessionists in St. Louis have been paid in, or satisfied by the seizure of property. The last case was that of a sec lady named Mrs. Tullia C. Beckwith, who had persistently refused to pay, but when the police went to seize on some of her property, she concluded to hand over the amount, and begged hard to be let off.

Seventy negroes ran away from Doniphan county, Missouri, last week, and took refuge in Kansas. We presume they are to form a portion of Jim Lane's body guard.

The Cincinnati Gazette gives currency to the rumor that Gen. Lander will probably resign.

A bill has passed the Union Virginia Legislature at Wheeling requiring all lawyers, , surgeons, ministers of the Gospel, bank directors, bank officers, notaries public, clerks of courts and corporations, keepers of toll-gates, bridges, and ferries, and all others every profession and calling, to take the oath of allegiance to the United States and by the new State of Virginia.

The rebellion is kept up by the continual any of abolitionism in the Southern States and the howl of Abolitionists in the Northern States.

T. Crittenden, commander of the has so far recovered as to be able to rejoin his regiment at Munfordsville, Ky.

The Government transports on the Mississippi are now easily engaged in taking troops and munitions of war from St. Louis to Cairo.

Persons of the property of J. W. Wills, President of the mechanics' Bank; W. G. Clerk, and John Wickham, have beek levied upon in St. Louis to pay their respective shares of the charity fund for the benefit of the Union refugees.

Rev. George B. Cheever, the abolitionist p her of this city, was to have delivered ture in Harrisburg on Wednesday night, a response to an invitation given by some of the members of the Pennsylvania Legislature, on "the necessity of immediate emanaration for the crushing of the rebellion and the salvation of the country."

The representatives from Accomac and Northampton counties, Virginia, to the Union Legislature have arrived in Wheeling.

The One Hundredth regiment of New York volunteers will leave Buffalo next Monday for New York.

The position of France and England.

If we are to judge of the aspirations of the French and British Ministries by the course adopted in the columns of the Parisian and London Ministerial papers, we should say that the men who have the interests of France and Great Britain in charge have been cunningly enneavoring to encourage other in taking the first step that may lead to the acknowledgment of the Southern Confederacy. France evidently thought the affair of the Trent would accomplish her object, and, accordingly, the Parisian papers joined in the condemnation of the of Commander Wilkes. Now, however, that the storm has blown over, the object of the Lodon press seems to be, by expressing deep sympathy with the distresses of the French operatives, to render them so furions that they shall urge Napoleon on to attempt the breaking of the blockade.--Phile. From the Upper Potomac. Frederick, Md., Feb. 7.

--The latest intelligence from the Virginia side is via Hancock, on Wednesday. A squad of cavalry daily make their appearance on a distant hill, apparently to observe our movements.

At Harper's Ferry it was reported that Jackson had not yet gone to Richmond, but was supposed to be at Halltown, where his men were preparing to resist the imaginary advance of General Banks's Division. Bodies of rebel troops were also at Charleston and Marnhsburg.

On Saturday last a small body of the enemy were dispersed near Bolivar by a few well-directed shells on Maryland Heights. One of the shells exploded in an unoccupied dwelling.

Reinforcements to Ship Island. Boston, Feb. 5.

--The ships Ocean Pearl, Idsho, and North America, with troops and stores, (forming a part of General Butler's expedition,) sailed this morning for Ship Island.

Demoralization of the rebel Army.

The near expiration of the term of enlistment of upwards of eighty thousand of the troops in the service of the rebel junta in virginia is evidently inspiring that august body with the most serious uneasiness. The fact that out of an entire South Carolina regiment, whose time was up the other day, not more than one hundred men could be got to re-enlist, is tolerably conclusive proof that their fears are well founded. If the South Carolinians, who were the first to raise the standard of rebellion, thus early desert it, what hopes are there that the man from the other States can be induced to remain in hopeless inactivity at manassas, the more particularly since they find the safety of their homes threatened at every point by the Federal expeditions? This enlistment question is the greatest danger that has as yet menaced the rebel Government. The anxious forebodings of its organs prove the wisdom of Gen. McClelian's policy of patience. When he advances he will find the strength of his adversary broken by other and more bloodless agencies than the movements urged by those profound military strategists. Missouri news-- Price reinforced. Bulla, Feb. 8.

--The news from the West indicates that the preparations for a decided blow against the enemy are nearly completed. The forces for this movement are nearly all concentrated at the point whence it is intended to move against the adversary, and in a few days the whole command will probably be on the march westward.

General Sigel and Asboth's divisions have reached Lebanon, and Major Wright's battalion of cavalry has moved thirteen miles west of that point.

Gen. Davis's brigade was reported to be crossing the Osage river on Wednesday, and a portion of it was expected to arrive at Lebanon on Thursday.

Two of Major Wright's scouts report that Price had made a speech to his troops, telling them they were surrounded, that they must fight or surrender, and that they all danded to fight. Price is said to have been heavily reinforced from Arkansas, and to have collected large supplies of provisions on the road leading from Spring field to Fayetteville.

Captain Wood had arrived at Waynesville with twenty-seven rebel prisoners, including five captains, taken between Lebanon and Springfield.

Nine hundred prisoners were transferred from St. Louis to Alton, where quarrers have been prepared in the old penitentlary.

Cheever in bad Repute.

The occupation to-day of the Hall of the House of Representatives, for the second time, by Dr. Cheever, for the purpose of pronouncing an abolition sermon against the Administration has been formally profested against by a number of representatives, and will probably occasion the introduction of a resolution regulating the use of the hall on such occasions.

What to do with negroes.

It is supposed in San Domingo, that the Queen of Spain would invite Lincoln to ship all the surplus negroes and contrabends which remained on our hands after the suppression of the rebellion, to San Doxingo, in accordance with the idea of African transportation contained in his late message to Congress.

From Port Royal.

The U. S. steamer St. Lawrence has arrived in New York from Port Royal. The general opinion prevailed that an attack would be made on Fort Pulaski at an early day. The people of South Carolina are described as being in a most wretched state, bordering on starvation.

The Senator from the first Senatorial District was arrested, at Congress Hall, last evening, for insulting several persons, and it is now understood that he has been taken to the Insane Arylum at Utica.

Desolation of Western Virginia.

--The Winchester Virginia says it has been informed by a rellable gentleman that eighty-five houses in Hampshire were burned by the Yankees, and that the Yankee commander, (now on the line of the railroad, in the northern part of Hampshire,) threatens to burn every house within his reach if his pickets are disturced.

Thursday morning.....Feb, 13, 1862. Progress of Events — rumors — the Roanoke Island affair — Authentic Acceunts.

The city was full of rumors yesterday, and the excited imaginations of the people were kept in constant activity. It was currently reported, and extensively believed, that the enemy had penetrated the State of North Carolian as far as Murfreesboro', a little town in Hertford county, bordering on Southampton, Va. and not far from the line of the Seaboard and Roancke Railroad.--Another report had it that the Federals were within thirty miles of Murfreesboro', having gone up the Chowan river in small boats to do which it would be necessary to pass the town of Edenton. There is, however, no confirmation of these statements, official or otherwise, and we have every reason to believe that the enemy has not penetrated to any point beyond Elizabeth City.

Mr. F. W. Tichenor, Sergeant Major of Cavalry in the Wise Legion, arrived in the city last evening, from Currituck Bridge, on the Albamarle and Chesapeake Canal, which place he left on Monday night. We learn from him that Gen. Wise was at the bridge, much improved in health and in good spirits, busily making preparations to prevent an advance of the enemy in that direction. Mr. Tichenor had an interview with Sergeant Metzler, of the McCulloch Rangers, who escaped from Roanoke Island with two or three companies, after the fight, in a battean. He says that Capt. Wise is certainly killed, and is the only one killed of his company, (the Richmond Blues;) that eight or ten of the men were wounded, but not seriously, and all taken prisoners. They fought until their ammunition gave out, and before surrendering broke their guns in pieces — This course was also adopted by the McCulloch Rangers, none of whom are reported killed, though some are wounded. Lieut Bigger, of the Blues, is a prisoner, and unhurt. With twenty-two others, he got into a small boat with a view to escape, but the enemy brought a gun to bear upon them, and ordered them back, and they were forced to return. There are conflicting reports about Lieut. Fred. Carter, though Metzler thinks he is not wounded. It is stated that Frank Johnston, of the Blues, received a flesh wound, but bravely fought on until he was taken prisoner.

The Light Guard and Jackson Guard, of this city, lost very few in killed or wounded. It is believed that neither Capt. Wallace nor Capt. Dickinson is wounded, though both are prisoners with their companies.

One of the Blues had his gun shot from his hand. He coolly picked it up, and finding the barrel slightly bent, repaired to the nearest tree and straightened it; then again took his place and had the satisfaction of firing several more shots at the enemy.

Major Hugh W. Fry. with his battalion, arrived upon the ground too late to participate in the action, and was ordered to surrender with the others. Col. Green's regiment arrived in time to fire one volley before surrendering. Captain Coles, of Charlottesville with his company, was in the hottest of the fight. As one of his men fell, he took his musket and fired fourteen rounds, exhibiting the most determined bravery, when he was shot through the body and killed.

Major Selden, of Norfolk, fought with great heroism at one of the guns. He was in the act of preparing his gun for the only remaining charge of ammunition, when the top of his head was blown off by a shot from the enemy, and he fell dead.

It is gratifying to hear that our loss in killed is by no means so great as at first reported. It is believed that it does not exceed forty. The enemy must have suffered very heavily. Indeed, we hear that the flag-of-truce boat, at Norfolk, brought a report from Fortrees Monroe that their loss was 1,500; but this may be exaggeration. Sergeant Merzler states that when he ran along the beach to make his escape, the dead were laying in heaps.

We still entertain hopes that Capt.Wise was not killed. It is stated that a dispatch was received in this city yesterday to the offect that his attending surgeon had been permitted to send a message from the Island, containing information that he was alive, though wounded in five places.

Our Norfolk correspondents give additional particulars, and the telegraph assures us that Com. Lynch is safe. The shock consequent upon the first news of the affair at Roanoke Island has been succeeded by a determination to resist the onward march of the invader. The defeat is relieved of much of its painful and mortifying character by a knowledge of the facts, and so far from depressing the spirits of our people, it will nerve them with a purpose equal to the work before them.

The consumption of grain by distilleries — necessity of Legislation.

Why cannot the members of the Legislature come up to the mark at once, and promptly pass laws suppressing the immense destruction of grain which is now going on in the manufacture of common whiskey? Do they wish to see the horrors of famine added to the catalogue of troubles which menace the South? Or will they blindly sleep on until the yawning precipice opens beneath their very feet? The Confederate Government tooks a good step in resolving to seize the grain in the hands of distillers, and it is to be regretted that they countermanded the order, and restored the grain seized, because fo doubt as to its legality. We have heard that the present energetic Secretary of War urged in Cabinet Council that the design should be carried out, but a majority thought it was better to let Virginia act in the premises. Let her take the initiative, and her action will be at once followed by the other States.

The consumption of grain in the manufacture of this poisonous and destructive compound is beyond the conception of the masses. The distilleries have sprung up like magic all over the country, and for what? To benefit the people at large? By no means. The distiller manufactures his whiskey at about the same cost which he paid out last year, when he made a profit by selling at 22 cents a gallon. Now he charges $1.50 per gallon, thus preying upon the wants of the community and enriching himself with immense sums at the expense of many good lives, which are sacrificed, as one of the consequences. Do our members fear the whiskey influence? Are they governed in questions of great political necessity by personal aspirations for the future, and fears of offending certain classes of men? If so let them be marked by the patriotic, unselfish citizens of the Commonwealth, and properly rewarded hereafter. It is no time for politicians. We must have patriots, who will sternly and uniflinchingly fulfill their duty. How much demoralization has been produced in the army by the use of this inflammable stuff? How much distress will be produced in many-of our counties by the enhanced price of grain consequent upon its immense manufacture into whiskey? The poorer classes will be unable to purchase, and, where plenty should have reigned, starvation may appear even in our midst.

The bill proposed by Mr. Thomas is eminently wise and proper. Yet the morbid sensibility of some gentlemen is touched because it will interfere with the business of certain monopolists, and cut down their profits.--Forsooth, they are fit subjects for sympathy. Take a large concern here, which was very rich before the commencement of this war. From common report, they consume more than 1,000 bushels of grain daily, and their profits have gradually swelled, until during the past three months they have averaged between $4,000 and $5,000 daily, and their total profits are estimated at over half a million during the past years. It this firm should have to curtail its immense business, and lose its prospective profits, will not the whole community sympathize with them for the hardskip? Deal with this matter practically and with

common tense, How much surplus grain was raised last year in Virginia? How much raised in North Carolina? In the tide-water portion of the State there are to-day 200,000 months to feed more than the resident population, besides the immense number of horses. In some counties the enemy have large armies, with their trains, which consume everything within their reach. That portion of North Carolina composing about twelve counties, and producing most of the grain used by the Eastern counties of Virginia, is now cut off from us by the fall of Boanoke Island, and the possession of Pamlico Sound, by Burnside's fleet. The consumption of grain in North Carolina for whiskey was so great, also, that the press predicts corn will be Worth $5 Per Bushel in the Summer, unless the distilleries are suppressed.

Wake up, gentlemen of the Legislature. To you has been confided the interests of this great Commonwealth, and let your duty be fearlessly and impartially done, looking alone to the welfare and honor of our citizens and that of the whole Confederacy. Let not the fearful cry of "bread" ring in your ears from famishing mouths. The army of the Potomac uses about 3,500 bushels of corn daily. One firm clons in this city consumes one- third of that amount. The Government now finds extreme difficulty in procuring grain for its troops and horses, though willing to pay the most liberal prices. Prompt action upon the part of our Legislature can save much trouble to the Government and future suffering to our people. It is no time for the discussion of abstract rights. Vigorous, energetic action is wanted, and the responsibility of non-action will, indeed, be a fearful one. The press should take this matter up, and, in the interests of the people, demand that their representatives should act promptly. If there should be a scarcity of grain commencing in the spring, and the next crop should fall, or not be a good one, what would be the dreadful consequences? That possibility must be taken into view in considering this question.

, in this city, have sold out their entire establishment to the Navy Department. The sale includes the machinery and tools of all kinds, stock on hand, work completed and manufacturing material, with a lease of the buildings. An officer of the Navy has been appointed general superintendent. This establishment has recently finished and sent off five double engines for gun-boats constructing at a point which we need not mention.

Lecture, to-night.

The Hon. J. L. M. Curry, of Alabama, delivers, to-night, in Dr. Burrows's (First Baptist) Church, the 4th lecture in the regular winter course. Mr. Curry has selected for his subject "Two wants of our Confederacy." This gentleman is so well known as one of the most distinguished men in Congress, that eulogy upon his powers to do justice to his theme would be the useless task of attempting to "gild refined gold." Let all who can, secure tickets. The proceeds, as in the other instances, will be appropriated to the benefit of our soldiers in the field.

The Danville and Greenshoro' connection.

Congress has passed, and the President approved, the bill authorizing a railway connection between Danville, Va., and Greensboro', N. C. It appropriates one million dollars. This measure has been recommended and advocated as a military necessity.

The Congressional election.

The returns from the counties in this district come in very slowly. The result in the city of Richmond and counties of Henrico and Hanover, so far as ascertained, is a majority of over 400 for Mr. Lyons.

The Southern monthly.

--We have received the February number of the "Southern Monthly," a periodical published by Hutton & Freligh, Memphis, Tenn. The magazine is issued in creditable style, though its frontal illustrations of Generals Hardee and Buckner cannot be set down as master-pieces of engraving. The table of contents of the number before us would seem to warrant the matter to be highly entertaining and instructive.

Charles R. Slaughter, Esq., for many years a prominent member of the Lynchburg bar, and late a member of the Virginia State Convention, died at his residence, in Lynchburg, on Monday last.

To the Young men of Charlotte and adjacent counties.

--Your country, now in its hour of need, calls upon you to save her from the iron heel of the despot — the enemy of your native land, your enemy, the enemy that will, if he gets his iron hand on you, reduce you to a state worse than slavery; who will have at the end of another year's war a debt of but little less than two thousand millions of dollars. He now has his armed hounds, like a belt of iron, encircling our land; he has an army the like of which the world has seldom seen, and only bides his time to rush upon us like an avalanche. Shall they overwhelm us? No. no; a thousand times no. Then, to arms, every man of the right age and of robust health, your counry needs you all.

I come among you, after an absence of nine months, commissioned under the order of Gen. Johnston, to receive and muster into service recruits for the Charlotte Bifle in the Confederate service, under the late act of Congress. Telegraphic news.important from Memphis. The Federals caught in a Trap — Abandonment of Fort Henry. Our loss at Fort Henry. New Orleans, Feb. 12.

--A dispatch just received from Memphis states that the latest advices received from the Tennessee river, report that Gen. Pillow has got the Federal forces hemined in near Fort Donelson.

The river is still rising, and Fort Henry is completely submerged. It was, of course, abandoned by the Federals.

One Federal gunboat returned to the Tennessee river bridge from Flor The bridge is guarded by 500 Federals. There is a large Confederate cavalry force between them and Paris.

The Union men in Wakely county are cheering loudly for the success of the Lincolnites.

The people of Paris are preparing to leave.

The latest advices from Paducah state that steamers are constantly arriving with troops, destined for the Tennessee river. Fourteen steamers have already gone towards Fort Donelson with troops. Heavy firing was heard in that direction on Tuesday.

The Confederate loss at Fort Henry was five killed and ten wounded. Gen. Tilghman and fifty-four others surrendered.

Gen. Tilghman is a prisoner at Paducah.

The Federal gunboat Essex was injured, and thirty-two on board of her were scalded to death. The aggregate Federal loss was about one hundred.

Latest from Roanoke

Burnside reinforced — the attack on Elizabeth city--Commodore Lynoh arrived at Norfolk, &c.

Norfolk, Feb. 12.

--Five vessols left Old Point this morning, loaded with troops, and evidently bound South to reinforce Burnside in his operations against North Carolina.

Elizabeth City was attacked on Monday forenoon by eleven Federal gunboats. Flag-Officer Lynch defended the city to the last. Three of the steamers under his command reached the Dismal Swamp Canal, and are safe. One of our steamers was burnt by order; of Com. Lynch, and two were captured by the Federals. During the engagement one of the enemy's gunboats was burnt.

Com. Lynch, his officers and men, have reached Norfolk, and are safe.

[Second Dispatch.] Norfolk, Feb. 12.

--(Received at 10½ o'clock P. M.)--There is nothing of importance to communicate further than you have received. The steamers Carolina and Raleigh arrived this afternoon with the sick from Roanoke Island, and among those on board is Midshipman Camm, who lost an arm during the fight.

Several steamers and transports left Hampton Roads yesterday and to-day with troops and munitions, and it is believed they are destined for the Burnside fleet.

There was no flag of truce to Fortress Monroe to-day.

Raising regiments for the war.

Lieut. Col. David J. Godwin, lately stationed on the Peninsula, has been promoted to a Coloneley, and authorized to raise a regiment for the war. Frank Crocker, of Isle of Wight, has also been commissioned a Colonel, with similar authority.

Richmond Dispatch. Thursday morning...Feb. 15, 1862. [for the Richmond Dispatch.]Railroads — an Address to the Congress and Legislature.

The time has come when the Virginia Legislature and the Government of the Confederate States will show themselves to be utterly blind to me true interests of he country, if they do not take immediate steps to complete the railroad between Keysville and Clarksville. It was a wise policy, doubtless, for the Confederate Government to pass a law for the extention of the Richmond and Danville Railroad to Greensboro', on the North Carolina Central Railroad. The importance of this link in our railroad system is undisputed. But it is a bran-new enterprise, the route itself not surveyed; the distance is fifty miles or more; the necessary expenditure is upwards of a million, and its completion within less time than a year a scarcely possible. It may be, and most probably will be that a year heace the necessity which has given the enterprise being may have passed away.

We want a road --not a year hence. The disaster at Roanoke Island, it is admitted, has put a new phase upon the face of affairs. The bridge at Weldon is not now inaccessible to a bold foray of the enemy. Its destruction would be no small calamity to the Southern people. The direct railroad connects between Richmond and Wilmington, and all the South Atlantic coast will be thereby cut off. There is a remedy — a sure, easy, cheap remedy.--No. not a remedy: there is a prevention, cheap, easy, sure, if the State or Confederate Government will do their duty. The distance from Keysville, on the Dasville Railroad, to Clarksville, the terminus of the Roanoke Velley Railroad, is only 21 miles. The connecting line of railroad is more than half finished. At Clarksville the stone piers of the bridge across the Roanoke are complete. At that terminus a mile of grading is also finished. At the Keysville terminus, 10 miles of road-bed is ready for laying track. Three miles is already laid with the best T rail — The whole route from Keysville to Clarksville is cleared of timber, and abundant still are cut and sessored, and lying all along the line, ready for use. The only hilly and rugged portion of the route has been graded. On the balance of the route the excavation now to be done is comparatively light. The depots even have been in part constructed. The road, in a word, is more than half complete. Prompt and energetic action would put the road in running order in three months. The services of a man, known to the writer, competent to superintend the unfinished work and to push it to the speediest completion, can be had on the most reasonable terms. Negroes, slave and tree, can be had on terms more favorable than at any previous juncture in our history. It is not unlikely, in view of the occupancy by the enemy of North Carolin a territory, that any number of slaves could be had from the coast counties of that State for the mere keeping, provided assurances were given that their labor should be appired to the patriotic important, and necessary purpose of constructing this road, and thereby of connecting the Atlantic seaboard of both the Carolinas with our Confederate capital. But, in any event, the requisite labor can be had on the most favorable terms. With Confederate or State Tressury notes to the amount of , the completion of this invaluable work would be secured to the people within the brief space of three months. Thus a railroad link would be made, whereby through freight and passengers could be transported from Charles on, S. C., to Richmond, Va., without break of bulk as to the former, and with scarcely a transfer of baggage as to the latter. The statements here made are --they are important truths.--They are grates so plain and of such import in this present national crisis, that we dare impute to the photic authorities, State and Confederate, after blindness and weakness not to see them and be controlled by them. When the enemy already, by their bold assault at Roanoke Island, and by their still bolder advances up the Tennessee river, have notified us in the most unmistakable language that they mean, if possible, to break up and destroy utterly all the railroad cannexions between the different sections of the Confederacy when they have taught us by two and severe disasters that cutting us on main lines of intercommunication is the poncy which they specially cherish, could be possible that a lesson taught by so dear experience, shall prove of no utility and of no effect?

The interests of North Carolina and Virginia especially, and yet scarcely less the interests of absolute Confederate States, cry alend in this present emergency for the immediate complection of this half finished road. It can be finished in a short time, at little expense, with an absolute certainty that it will confer inestimable benefits upon the whole country. This appeal is made to the good judgment, , patriotism, and prudent forethought of the Confederate and State authorities, with the hope that they will delay no time to do this work, so indispen-able to us all in the existing condition of public affairs. --Ranaway on Friday morning, January 31st, 1862, from the subcriber, at Camp, four miles from Matissas, my Negro Man, CÆSar — about feet three inches high, dark, copper color, thick lips and open mouth, a little round-shouldered, and weighs about 195 lbs. Had on when he left a brown petersbam coat, gray pants, with black stripes on the sides; black slouched hat, with narrow brim; checked cassimere vest, and a pair of new pegged boots, No. 11. He has been serving me in camp as cook and waiting servant for the last eight mouths. He may be harbored by free negroes in the neighborhood of Bristol. Centroville, or Manassas, or has made his way to Richmond, where his mother lives. I will give the above reward for his delivery to , or if lodged in any jail so that I can get him.

--Was committed to the jail of the corporation of the City of Norfolk, on the 12th day of September, 1861, negro man Albert Brown. The said negro man is five feet six and a half inches high, and weighs about 140 pounds, has a scar on the right arm about six inches long, dark complexion, and about twenty-five years old. Had on when committed gray clothing, and says he belongs to James Fisher.

--A negro man named Gilbert, aged between 40 and 50 years. His color is black; whiskers grey, under the chin. He is about six feet high; black hair. His clothing is a black coat and plaid summer pants. I bought him at Dickinson & Hill's auction room Tuesday. He was brought here by a gentleman named Thos. G. Neal, of North Carolina. Said negro is of a gioge-bread color, about 23 years old 6 feet high, with a good set of teeth; no scars, except on the back, from whipping; and had on, when committed a suit of dark-colored domestic cloth, very much worn, and ragged.
