Richmond Dispatch. Wednesday morning..Nov. 18, 1861. Military rank.

--A correspondent demands of us sundry information--"can you give us some particulars as to the principles by which our President is governed in his appointments of Generals; and also of the difference between what is called a 'full General' and a Major-General of the Provisional Army?"

We might plead in reply, that we have never graduated at West Point, nor rubbed up against the walls of the institution; and therefore are to be presumed entirely ignorant of all military matters: or else, if ever so well informed through some miraculous agency unknown to West Point, are not authorized to speak, having no diploma from that crack institution of the North. As editors, however, are a notoriously presumptuous set of people, claiming to hold

--a charter illinoitable as the winds, To blow on whom they please,

we shall make bold to vindicate this reputation, by responding to the interrogatories of our, correspondent; premising, however, that as military learning is not a speciality with the profession, our response on the subject must not be accepted as infallible.

In fully appointed armies, we suppose that the order of rank, beginning at the highest grades, is as follows: General, Lieutenant-General, Major-General, Brigadier-General, Colonel, Lieutenant-Colonel, Major, Captain, &c. We believe in the army of the Confederacy there is no such rank as Lieutenant-General; and that next after full General comes Major-General. Whether the rank of Lieutenant-General is unknown to our law or not, it is certain that no officer in the Confederate army holds that commission. All the rest of the grades we have enumerated, however, are represented in the Confederate army. We suppose the full General in the Confederate service corresponds with the Field-Marshal of France, the Lieutenant-General in the Federal service, and the rank usually held by commanders of divisions operating independently in the field, in all the European services.

There are five full Generals in the Confederate army, whose relative rank, as among themselves, is as follows: 1. S. Cooper; 2. A. Sydney Johnston; 3. Robert E. Lee; 4. Joseph E. Johnston; 5. G. T. Beauregard.--What principles governed the President in thus arranging the relative rank of these officers, we cannot undertake to explain. We believe that the Confederate Congress sanctioned the schedule, and what the President, by and with the advice and consent of the Congress, has done, let no man question. We will only say, that if we had had the arrangement of relative rank among these Generals, the gradation would have been very different. We believe all the full Generals are graduates of West Point.

Within the last month or two quite a number of commissions have been issued for Major-Generals. They have been announced from time to time by the press, as they were issued, and we need not enumerate the recipients of them. Several of them have been conferred in promotion from Brigadier-General-ships; others have been conferred, originally, upon persons holding no previous commission. We believe the oldest commission of Major-General in the Provisional Army of the Confederate States is that of General Polk. We think we are not mistaken in saying that these commissions have, in every case, so far, been conferred on graduates of West Point. Whether it be the intention of the President to confine himself in the conferring of them to that class of persons, we cannot undertake to say; though we trust not; for West Point, however admirable an institution it may be for the formation of drill officers and engineers, and however valuable as a school for tacticians and disciplinarians, is certainly incapable of conferring that genius which is born with and which makes the General.

In regard to the principles which govern the President in conferring rank and making promotions, we of course can say but little. It must be remembered that after passing the grade of Colonel, promotion does not go by seniority. Upon the President is conferred an absolute discretion in respect to the commissioning of general officers; subject only to the ratification of Congress. This feature is not peculiar to the Confederate service, but belongs to that of the Federal army, and of course obtains throughout the military establishments of Europe. It is a feature that cannot be changed, and is absolutely necessary to the harmony and efficiency of the service and to the ends of subordination and discipline. If Congress were entrusted with this power, the baneful influence of politics would take possession of the army and utterly demoralize the service.

The whole subject of promotion is, therefore, wisely left at the discretion of the President; and we feel bound to say that, so far as we can perceive, the discretion has not been abused. There may be room, here and there, for criticism, and probably mistakes, which are unavoidable by all men, may have been committed; but we see nothing to impeach a sound, just, and patriotic intention on the part of the Executive.

When mention is made of commissions in the "Provisional Army" of the Confederate States, the meaning is that the commissions are not permanent as if in the regular military service of the Confederacy, but are to cease at the termination of the war. The Provisional Army is raised to meet the exigency of the war, and is not a permanent establishment of the Government. Commissions in the Provisional Army of Confederate States are to be considered in contradistinction to commissions emanating from the States individually. For instance, we believe General Pillow holds a commission as Major-General from the State of Tennessee, while General Polk holds one of the same tenor from the Confederate States. We believe we have practically responded to the interrogatory of our correspondent.

A Hint to the Government.

--The West-minister Review says that the expense of covering a single frigate with iron would be ample for covering that of a very powerful battery on shore, and that any advantage which ships can obtain by this means may be much more readily obtained for shore batteries against them, and with so much more effect that weight presents no impediment whatever. We have urged the idea on various occasions, and it demands the attention of the Government. If the Yankees are constructing iron-plated ships to attack our batteries, we should defend our batteries in like manner. Ships, without this plating, ought not to be able to overcome shore batteries properly established and manned. We trust that, after the lessons lately received upon our sea coast, we shall be prepared to give the enemy a proper reception hereafter. The enemy's strong arm is his navy; but, if we pay timely and proper attention to our shore batteries, we can easily neutralize his advantage in that respect.

Army of the Potomac. [our own correspondent.] Manassas, Nov. 9th, 1861.

There was a rumor here this evening that the enemy had advanced upon Germantown, and had driven in our pickets. This I believe to be untrue. Yesterday I was some distance into the enemy's country, and quite three miles beyond our line of pickets. We saw no signs of the Federals beyond a small party on a foraging expedition, who fled at our approach.

Yesterday morning a scouting party, consisting of about seventy-five persons, under the command of Col. Jones, of the cavalry, started into the enemy's lines to make a reconnaissance. Starting from Gen. Stuart's headquarters they went on the Alexandria turnpike through Fairfax and thence by the Falls Church road until the pickets of the enemy were seen. A short distance this side of Falls Church a party of Yankees were seen going into a house. These were surrounded and captured. Seven were taken, five belonging to the 30th New York regiment and two to the 23d. It seems they were out on a thieving expedition and had been accompanied by others who had been gone but a few moments when our party came up. The men were very silly and uncultivated, and all seemed to care very little about their condition. In fact, one would suppose they were pleased with it, for they kept up an incessant grin and laughed heartily every few moments as a man does after hearing some good news. "If you had come a few moments sooner you would have caught our captain," said one, and then all laughed loudly, as if the thought was a merry one.--They seemed to have no shame while giving up their arms, and talked in the most flippant manner. They were men of no sensibility or spirit, and I could but think it was no wonder we whipped them in every fight.

On being asked why they were there, one replied, laughing all the while, "We came out to protect this old man's pigs, the Garibaldians come out to steal them. Now you have taken us they'll steal every one of them." Nothing but such silly talk as this could be gotten out of them. They seemed to know very little about army movements — in fact very few questions were asked them for fear it might annoy them. The 30th New York was on Upton's hill, and the 23d close by.--Two fine Maynard rifles were taken with them and some muskets; I do not remember if all were armed. They were sent under guard to Centreville, and while coming into the village were met by a large party of boys who were standing upon the hill watching some experiments with spherical care. They kept quiet for a time, but all could not be restrained, and giving three cheers, they crowded around the prisoners.

"Why didn't you come on us when we run from you at Fairfax?" was asked.

"Yes, but you can't fool us; we know you'll fight," was the reply.

This evening they arrived here, and, together with six companions taken in the fight at Leesburg, will be sent on to Richmond in the morning.

The village of Fairfax looks quite deserted, but few of the citizens remaining in their homes. The houses have not been disturbed by our pickets, who are now in the village, and all kinds of property has been respected by them. But one house has been disturbed, and that was on account of a note that was found in it. It was as follows:

"Fairfax C. H., Oct. 1861.

"Will Gen. McClellan please occupy this house as his headquarters, and protect the property of those forced to leave?

"His old friend an acquaintance,

"Mrs. Bailey."

I give the note from memory, but believe it is correct. It was certainly very indiscreet in Mrs. Bailey, if she be loyal at heart, to underscore the word forced, as if to make it appear she was a martyr, driven from her home against her will. I believe none of the citizens were ordered away from the town with the army, but were merely advised to leave.

The enemy have been near the Court-House but twice or three times since we fell back from it, and then only in small parties, which were probably out on reconnoitering or foraging expeditions. On the Annandale road we heard a few men had been up early in the morning, but saw none near by. Riding down the turnpike, we finally saw a small party, some eight or ten in number, who ran as we came in sight. They seemed to be pickets, as they were posted on an eminence commanding a view of the country for some miles. I believe they have some force near Annandale, and along the line from there to Falls Church and Lewinsville.

From the top of the hotel in Fairfax we could still see the Stars and Stripes flying from Upton's Hill, and also the line of their fortifications by Taylor's and White's hills. No other changes were visible except those made by the fall of the leaves, which gave a less obstructed view of their works. I believe there has been no advance since we left the town, except by small parties of scouts. I cannot help believing, however, the statement made some time ago that McClellan has tried to advance at three different times, but his men failed to come up to the mark.

Returning from Fairfax, we called upon Captain Squires, of the First Company, Washington Artillery, now on picket duty near Germantown. We found the camp on a little hill, in front of which was a valley and a small stream of water. This stream has been a source of much amusement to the boys. Having nothing to do, time hangs heavily on their hands, and they have nearly exhausted their stock of sports. The other day, however, some tiny boats were made with paper sails, and now they have a regatta every day, sometimes betting heavily on the speed of the different boats. One can hardly imagine the fun or the amount of excitement such simple sports will produce until he has been for a long time deprived of every amusement. I recollect a few years ago, while on a voyage to Europe, how hard pushed we were to occupy the time. Reading was impossible; cords played out; chess too much labor; watching the petrel and the huge schools of porpoise had become an old story, and so we collected our party and formed a committee of ways and means to devise amusements. It was laughable to see how old and young enjoyed the most childish sports. Finally, St. Agnes light came in sight, and we run into the English Channel. When the pilot boat came in sight, bets were made as to which leg he would put over the rail first; whether he would wear a coat or a northwester; a cap or a "stove pipe" on his head, or whether he was fat or lean. The bets being made, there was great excitement until the little man was at the helm steering away towards Beachy Head and the bets decided.

Some of the boats the boys had made were fine models, and had been made and rigged with especial reference to fast sailing. Really, the yacht race was very interesting. One could but remember the days of childhood, and the boat sailing period of his youth.

There is really nothing to write about of interest, and I almost give up all hope of a fight at this point. Still, I believe our Generals expect one before snow comes again, upon general principles merely. If General McClellan does not fight, the Government can get no more men or money, and public opinion is pressing him very hard.

Thursday night, the Hon. W. C. Preston, former Minister to Spain, paid a visit to the Kentucky camp, Col. Tom Taylor, and spent the night with his friends. During the evening he made them a speech, which was loudly cheered, and which gave great pleasure to the soldiers. Visits from such men, and speeches to the volunteers has a good effect, and seems to enliven the tedium of camp life. I wish it were more common.

Owing to the recent rain the roads have become in very bad condition, and in some places almost impassable. A great many wagons have been broken down in the road, and between here and Centreville, the road is strewn with wrecks. If the bad condition increases as winter advances, it will soon be impossible to move artillery. Whatever military operations that will be carried on this winter must be done quickly. Bohemian.

From Norfolk.[special Correspondence of the Dispatch.] Norfolk, Nov. 11, 1861.

This morning at 3 o'clock, the large brick building, on the south side of

Wide Water street

, known as the old Custom-House, was discovered to be on fire, and notwithstanding great efforts were made by the firemen to arrest the progress of the flames, all the wood work was destroyed. The building was occupied as a guard house, barracks, &c., and has been very useful since the commencement of the war. There was on the first floor a considerable amount of government property, mostly connected with the Light-House department, the greater part of which, consisting of lamps, oil, machinery, &c., was saved.

The structure was built of Baltimore bricks of superior quality, with very heavy and substantial wood work, and though not a showy building, was valuable and in a good state of preservation.

The old Custom-House, as it is called, was finished about forty years ago. The Act of Assembly authorizing the Governor to cede to the alted States the jurisdiction over the lot of land on which it was built, was passed February 1, 1819. Before the erection of the building now destroyed, a large warehouse on Town Point was occupied as the Custom-House for this port. The beautiful granite Custom-House recently erected, and now used principally as headquarters of the army and post-office at this station, answers admirably all the purposes designed, and is a handsome ornament as well as an important public improvement. Some defect in the construction of the stone work, by-the-bye, requires attention.

The steamer Wm. Selden went down this morning to Fortress Monroe, with a flag of truce, carrying the officers and crew of the French steam-frigate Prony, wrecked recently on the North Carolina coast. They will proceed to New York, on their way to Europe. The officers of the frigate express themselves in terms of much thankfulness for the services rendered and polite attention received from the people of North Carolina and Virginia.

The storm here Saturday night was quite heavy; the wind blew with much violence, and the rain came down in copious showers. Along the line of the Norfolk and Petersburg Railroad, the telegraph wires were broken in several places, and many trees of large size were blown down.

Three men, named G. W. Perryman, J. M. Price, and John Kennedy, have been arrested at Pig Point and imprisoned here on the charge of passing counterfeit notes on the Bank of Hamburg, S. C.

A boy about 15 years old, named John Moore, has been committed to jail on the charge of burglary. The store of Allot & Rundle having been broken open and money stolen therefrom, suspicion rested upon young Moore, who, when arrested, had money in his possession which was identified.

From the Peninsula.

a Trip down the Peninsula and back — the Howzera — death of Capt. Standard and Reynold Kirb — throwing up breastworks, &c.

[special Correspondence of the Dispatch.] Yorktown, Va., Nov. 9, 1861.

Called by the sickness of a relative from the calm quietude of our country home to mingle once more for a short time in the familiar, but stirring scenes of army life, we hasten to drop you a line; with the hope that our face will be recognized and welcomed by our former friends.

At West Point we found the Logan totally disabled by the recent storm, and were thus forced to take passage with about forty others on board of a small sized river pungey or sloop. Our crew consisted only of a Captain, Crockett by name, and another, a son of Ham, whose Scriptural title, Lot, contrasted strangely with that of our Captain's.

In a few minutes our canvas was spread and filled with propitious breezes, which bore us swiftly over the placid bosom of the broad and beautiful York. About night we found ourselves in a dead calm. The sails flapped lazily against the mast, and our little schooner lay sweetly asleep on the breast of the peaceful waters.

Thus we dragged through the long hours of the lonely night, and reached our destination about two o'clock the next morning. But we found it utterly impossible to make a landing. To remain longer on board, with out anything to eat, and no place on which to rest our weary head, was more than our patience could bear; so, with Lot as our pilot, we left the schooner, and, passing the sentry, soon were surrounded by the familiar scenes of the Howitzer encampment. Yet how great were the changes which a few weeks had wrought. Nothing met our eye but the smouldering remains of the guard's fire in a spot once filled with white-rowed tents. The view of an encampment at such an hour of the night was peculiarly impressive. Not a sound was heard. The stillness of death hovered over the entire face of nature. The dull, heavy tread of the faithful watchman, as the dim outlines of his receding form faded into the distance, fell upon the ear with a peculiar loneliness. The heavens were lighted up with the pale glare of the dying watch-fires, which gave them the appearance of the dawning of day. The setting moon shed a pale silvery light over the placid waters, whose melancholy splashing on the beach strangely mingled with the surrounding scenery.

A few hours' rest and the bright rays of the rising sun awoke us from our peaceful slumbers, our eyes to rest upon even far different scenes from those which met us by moon-light.

The Howitzers had struck their tents and were far down to the Peninsula. A few straggling soldiers, here and there, met the eye; some detained by sickness, others by business. The Major's (now Colonel's) headquarters were alone left to tell us of the departed. Two noble men whom I had known and loved from early boyhood, during my absence had been laid in a soldier's grave. The noble-hearted Stanard, who commanded the third Howitzer company, and my beloved friend, Reynold Kirby, had paseed away from earth, both in the prime and vigor of an early manhood.

Everything about Yorktown has undergone a change. New soldiers have been moved rapidly into the places of those who are farther down the Peninsula, and scarcely a familiar face met us. Col. Colquitt now commands the post in place of Gen. Hill, who has been transferred to the defence of his own State.

We did not see General Magruder, but suppose his headquarters are where they have been during the campaign, in the saddle.

Col. Crump, the Commandant of the fort at Gloucester Point, we also saw. The Colonel has won the heart of every soldier under his command, and the hospitable citizens of the county literally burden him with the good things of life, of which he is peculiarly fond, we take it.

We saw a large number of servants belonging, we learn, to the citizens of Gloucester, busily engaged in throwing up breastworks at the Point, and their happy faces and merry jests, and jolly laughter indicate plainly that they are heart and soul in the work.

The accommodations at Gloucester Point for our soldiers are far superior to those this side of the river. Why General Magruder has postponed preparing winter quarters for his men until so late a day we cannot say.

A card from Miss Joey Guggenheim--she refuses to play on Sunday night.

In the San Francisco Alta California appears the following card from Miss Joey Guggenheim, a young lady well known in theatrical circles, in which she takes positive (and, as we think, very just) grounds against performing on the Sabbath. The card is published in vindication of herself against the persecutions of the manager of the Metropolitan Theatre, and it is but justice to Miss Joey to say that it gives evidence of ample ability to "weed her own row" through this mundane world:

Editors Alta California: As the public of San Francisco cannot know why I did not appear last evening at the Metropolitan Theatre, as announced in the bills and advertisements, I feel it my duty to give an explanation, and would be thankful for a place in your paper.

I was engaged at the above-named theatre for four weeks, with the privilege of eight, and made my appearance in the new piece entitled "The Elves, or The Statue Bride," on Wednesday, the 25th September. At my suggestion, and under my direction, my agent gave the management the plans of the last scene, and superintended its getting up, with the understanding, of course, that it was to be used only for me. I was received, as I am proud to say I am always in San Francisco, most warmly, and the houses were full every night. Immediately after the production of the piece, the management commenced importuning my agent to induce me to perform on Sunday nights, going so far as to say, "Can't we get her to play one Sunday night?" My reply through my agent, was that if I played one Sunday night, I should have no hesitation in playing every Sunday night; but that it had been expressly understood in my engagements here that under no consideration whatever would I perform on Sunday; that I would refuse the best engagement ever offered rather than break this resolution. No more was said on the subject at that time, but it soon became apparent that the piece was to be played without me on Sunday night. I protested against this, and, I think, with reason, considering I had paid for half of it one hundred and thirty-seven dollars, and did not wish it played to the manager's profit and to my loss.

Notwithstanding my protest, the piece was put up for Sunday. On Saturday night, I received a note from H. Coad, Esq., prompter of the theatre, stating that he was desired to say from the manager, that the "Love Chase" and a farce would constitute the performance for Monday evening. Whether this was done with the idea of making me appear in old pieces, and of keeping the "Elves" to their own especial profit, or merely to frighten me, I cannot say. At any rate, the first thing I saw yestereay morning in the newspapers, was an announcement to the effect that I was that evening to appear in the "Elves." During the day, however, my agent received a letter from the manager, stating that I had broken my engagement with the Metropolitan Theatre by not playing on Sunday, and by not sending him the manuscript of Tom Taylor's "Overland Route;" consequently he would not allow me to perform that evening. Now, the claiming of manuscripts was simply an idle excuse. By the statement of the machinist, the scenes could not be prepared in two weeks; and I may state here that it is not usual for artists to give into uncertain managerial hands valuable manuscripts two weeks before they can be made legitimate use of. Besides, the manager knew that the parts were not even copied out, and that I was hard at work on them myself, intending to give them into the theatre as soon as one of the three scenes should be completed by Messrs. Rogers, the scene painter, and Stackhouse, the machinist — without which it would have been a waste of time to rehearse.--Having explained that point, I come to the other so-called violation of my engagement, namely, the not playing on Sunday nights.--I can only say, it has been clearly understood by all the managers in this city that I would not engage to do so. I have steadily refused, when I knew my share of the receipts would be from a hundred and fifty to two hundred dollars every Sunday; so it is plain the manager had no shadow of right to demand or expect me to perform on those particular evenings. But I would rather be, as I am, deprived of my engagement — which was averaging seven hundred and seventy-one dollars a night (gross receipts!)--than to act in violation of the law and my own convictions of right.

In conclusion, I must state that I can have no controversy with the manager of the Metropolitan Theatre, for, in self-respect, I could not descend to such a thing. I owed an explanation to the public — I have made it; and, having done so, I must decline all further notice of the affair.

That England has far too great a respect for international law and morality, and far too much consideration for future and remote consequences, forcibly to interfere with or prohibit the blockade we have, we trust, made clear in previous numbers. But those, who in their dread of a scarcity of cotton, would have our Government take this perilous and unwarrantable step, would do well to consider whether, apart from the impropriety and irrationality of their demand, they are not defeating their own end by making it. The seceding States have based much of their action and many of their expectations upon the conviction that England cannot do without their cotton, and that, if it be long enough withheld, she will interfere to break the blockade by force; in other words, that he will embrace their cause and virtually declare war against their rival; that is, that she will take precisely the line which these complainants are urging her to take.

The South is deliberately working and toiling to force us into a quarrel with the North; and Englishmen are found ready to fall into the trap, and help her sinister designs! 1s it not obvious that so long as the Confederates entertain any hopes that England will thus interfere, they will obstinately retain their cotton on the plantations, and effectually prevent our getting it in any mode? And is it not obvious that nothing will so foster and prolong these fallacious hopes as the language which, under the dread of coming pressure, these inconsiderate merchants and manufacturers are using? That the distress must be great and wide-spread in the industrial districts of Cheshire and Lancashire, if the American crop is really and permanently withheld, we entertain no doubt, and we are not surprised that all concerned (and who is not concerned?) should view the prospect with alarm. But the sole practical question is, how can the threatened danger be most effectually, and yet rightfully averted? Now, as we have repeatedly shown, the resources of the South, never very vast or very ready, are derived solely from the sales of their produce; for of accumulated funds they have no great store. The sale of their cotton crop will, therefore, soon become to them an object of absolute necessity; and when they feel this, and can be definitely satisfied that forcible intervention from Europe is an idle dream, they will hurry their cotton down to the ports or to some easy and safe distance from the coast, so as to have it ready for shipment by any vessels that arrive and are prepared for the risk of endeavoring to evade the blockading squadron. At present they feel at ease, for there is no cotton gathered and packed, and no ships ready to receive it; so they can safely indulge in a menace, which they hope will bring terrified Europe to their aid. But as soon as the cotton is ready to come forward, we have no doubt it will be transmitted to the coast, provided they can be made to renounce their hopes of foreign interposition.

Now, as far as England is concerned, we believe we may confidently assert that her interposition will be strictly limited to insisting that the blockade of every port announced to be closed shall be bona fide efficient, and continuous. She must take care that the blockading squadron shall be ample and impartial, shall be considerable enough really to prevent ingress and egress, and shall connive at the escape of no ships, and shall give papers to none. If these requirements are not fulfilled — and we are by no means satisfied on this head — then we are entitled, and are bound to notify to the Government of the United States that the blockade of that port or that coast is not effective, is not therefore valid by the law of nations, cannot be recognized by us, and will not be respected by our ships. If we are vigilant enough in this respect, we apprehend that the blockade in several quarters will be found inadequate, and will have to be renounced. But this is a very different matter from interfering to "prohibit the blockade" altogether, on the ground that it is very mischievous to us.--The one proceeding is strictly in accordance with international law and justice. The other is a flagrant and manifest violation of both.

Some action indispensable. [From the London Shipping Gazette.]

Our correspondent refers to the proceedings in the case of the Hiawatha, of which proceedings he was an eye-witness: "I attended [he says] in Court during the progress of the suit relating to the Hiawatha and one or two others. I was a mere spectator — that is, I neither know the owners nor any of the persons concerned in any one of the ships in question — and I assure you, at least in the case of the Hiawatha, more law points were made by the Judge to endeavor to sustain the alleged running the blockade than were put forward by the District Attorney--i.e., the public prosecutor." We have already expressed a deliberate opinion upon the case of the Hiawatha and upon the judgment of Judge Betts, and we have no doubt that the comments of our correspondent on the conduct of the proceedings are quite accurate.

Judge Betts rested the case upon the right of the President to proclaim a blockade, and on the duty of all men to obey such proclamation. It is for this that the judgment in question has received the applause of the New York Press, as not only able, but "patriotic." This is a new term as applied to a judicial decision, and is no doubt understood in America, if not here. It means that Judge Betts has done the wish or bidding of those who appointed him. We did not require to be told, as our correspondent tells us as the result of his personal experience, that "there is an obvious, an avowed eagerness on the part of the officials and judicial authorities to condemn British ship upon any possible legal quibble or technicality." Equally certain is it that British vessels, in the pursuit of their legitimate trade, have been boarded, searched, and occasionally detained, without just grounds, or that British ships having lost their masts, have been "warned off and prevented entering a place of safety."

All this is but too true, and it argues a disposition on the part of the Federal Government, and of those who represent them, to embarrass neutral commerce, and especially the commerce of this country, which is as unbecoming as it is undeserved. However, it is quite clear the present state of affairs cannot be suffered to continue, and that some action on the part of our Government is becoming indispensable.

Recognition of the Southern Confederacy necessary to the success of trade.

[Liverpool Correspondent of the Cincinnati Enquirer.]

In regard to Liverpool provision trade, a letter from one of the most extensive houses in that city, to their correspondent here, says matters do not present a favorable future.--The civil war in America, and the ill success of the Federal army, with a probability of a recognition of the South by the European powers, postponing the war to an indefinite period, if such an act would be the means of engaging the North in a war with England, have a tendency to depress the market; and the prospects for a speculative feeling equal to last season are not at all flattering. Cautiousness will be the motto by which they will be directed. The letter closes with the advice to their agent here not to engage in the purchase of hogs till he hears from them; for the probability was, on the day he wrote, Oct, 5 that England would soon, perhaps before sailing of the next steamer, recognize the Southern Confederacy, and as the effect that the move would have on the North, not being definitely known in. Liverpool among the business community, extreme carefulness for the present was particularly urged. In confirmation of the condition of the market, as set forth above, we were shown two letters from Irish provision houses in as many different points in Ireland.

Richmond Dispatch. Wednesday morning...Nov. 13, 1861. Wearing Breastplates.

--We are not surprised to learn that the Yankees, who boast of outnumbering the South three to one, are yet unwilling to thrust their precious carcases within reach of Southern bullets without artificial protection. The Scientific American describes a breastplate, which, it is said, is being extensively worn by the officers and men in the Federal Army before Washington. It is composed of thin spring steel, and is worn between the cloth and the lining of a common military vest. It has two leaves which lap at the edges when the vest is buttoned, so as to cover the entire chest. It weighs only three pounds and a half, and, according to the American. can be worn with case by any officer or soldier during the most active exercise. That journal adds that it is very strong in proportion to its weight, can resist the thrust of a bayonet or sword, and will resist the bullets of muskets and pistols at ranges which would otherwise be fatal to life.

If this be true, which we may be permitted to doubt, the Yankees have the honor of being the first nation of modern times whose soldiery were afraid to take the field until they could be clothed in coat of mail. And the breastplate itself, like most Yankee inventions, seems to be of little account in the hour of trial. It seems to have done very little service at Leesburg, neither to have kept out bullets nor bayonets, nor prevented the men from taking to the water like so many ducks. The Yankees have yet to discover that the inside of a soldier's heart is more important than the outside, and that if the God of Nature has not placed a good, stout heart in the interior, not even Yankee brass on the outside can make him a hero.

"What stronger breastplate than a heart untainted? Thrice is be armed that hath his quarrel just; And he but naked, though to up in steel, Whose conscience with injustice is corrupted."

However, we doubt the whole story. A breastplate would be a poor protection to a Yankee. The region that contains the heart is with him the very smallest fragment of his whole body. No experienced Yankee fighter ever aims at the heart of a Yankee. The most skillful shot could not be expected to hit so minute an object, which yet is so hard that the toughest bullets cannot crack it. The head is a better target; and the long, agile legs, better still. The next inventor, if he desires to be of service to the Yankees, must adapt a breastplate to the rear instead of the front. If McClellan would have his legions judiciously sheathed, he ought to send them to ship-yards and have them all coppered, in the way that ships are when they start on long voyages.

One of the fine arts.

--A friend remarks that the Northern newspapers have elevated lying to one of the fine arts. One of the ancient failings of the universal Yankee nation was its facility of lying, but it remained for the war to develop its talents in a way which has astonished mankind. Bennett, of the Herald. is a fair type of the mendacity of the Northern press. The veteran sinner is so addicted to lying that he would blush to the roots of his hair if he happened to stumble over a single truth. Here he is, in a late number, describing McClellan's preparations to swallow the whole South at a single mouthful with as much audacity of statement and minuteness of detail as if every word that he uttered was Gospel truth. The fact that all that he says now is but a rehash of his "Grand Army" articles before the 21st of July does not abash him in the least. He now informs us that McClellan has been able any day since the 1st of September to overwhelm the South with his prodigious numbers, but has graciously postponed it till a period fast approaching the annihilating blow. The question then arises, why did he not amuse the leisure of the long interval by preventing the erection of the formidable batteries on the Potomac which blockade the Federal Capital. If he did not know of their construction, occupying months as it did, then he has been outgeneraled, and has found in our Southern Generals his masters in the art of war. If he did know, and had the numbers Bennett reports, why did he permit the erection to go on? The truth is, it has taken the "Grand Army" a long time to recover from the back-breaking knock down of the 21st of July; and if it is in force now in numbers and discipline, it has yet to obtain the confidence and manhood necessary to meet men who are prepared and willing to die rather than surrender. All the falsehoods that Bennett can manufacture will never cloud the vision or daunt the souls of the Spartans at Manassas. These lies will only react on their inventors when the curtain rises upon the next grand collision of arms on the Potomac.

The law of retaliation.

--There can be little doubt that, if the Federal Government proceed to execute the Southern privateers as pirates, the war will assume an aspect of ferocity such as the world has not lately witnessed. An equal number of Federal prisoners will, of course, be hung to atone for the privateers. Then the Yankees will retaliate for this just punishment, which will ensure instant retaliation on our side, and the war will ultimately become one of extermination, and "no quarter asked or given." This is what it ought to have been from the first. The war on the part of the Lincolnites was proclaimed in advance one of robbery, rapine, murder, and hanging, beginning with our President and Cabinet, whom they would hang tomorrow if they were in their power. Such enemies should have been met precisely as other robbers, ravishers, murderers, and wild beasts are met, and it is because we have not met them in such a spirit that they believe we fear them, and are encouraged to continue their cruel and blood-thirsty career.

Time up.

--Not only the English and French, but the German papers are amusing themselves with the determination of the Yankee volunteers to go home as soon as their time was up, without reference to the exigencies of their service. A Berlin paper has an admirable hit at the Bull Runners on this subject. It is difficult for the civilized world to understand how men who are in earnest can avail themselves of such paltry pretexts. What would be said of our Southern Army if its members should disband, at a period when their services were needed, because the time of their enlistment had expired? That is a spectacle which the enemy will have no opportunity to avail himself of, the world to ridicule, nor the country to deplore.

An important movement.

--We learn that in the Gulf States a vigorous and successful movement is being made for supplying the soldiers within this State with Testaments and other good religious reading, through the agency of the Baptist Publication Society of this city. Some of our Southern exchanges urge the procuring of 75,000 Testaments, to be given to the soldiers who are destitute of God's inspired word. Rev. A. E. Dickinson, the General Superintendent of this work, is now obtaining liberal sums from all denominations of Christians in the Gulf States, where at present he is laboring.

Death of Dr. Thomas H. Nelson.

--We regret to announce the death of Dr. Thomas H. Nelson, at his late residence in Bedford co., yesterday morning. His disease was of the heart, from which, for some time, he had suffered severely, He was an eminent physician, a well known and public spirited citizen, and one whose loss will be deeply felt by a numerous circle of relatives and friends.--Lynchburg 12th.

Judge Halyburton charged the Grand Jury as follows:

Gentlemen of the Grand Jury:

The 13th clause of the 7th section of the 1st article of the Provisional Constitution of the Confederate States, in pursuance of which you are now assembled, declared, in the exact words of the Constitution of the United States, that "no person shall be held to answer for a capital or otherwise infamous crime, unless on the presentment of the Grand Jury, except in cases arising in the land or naval forces, or in the militia when in service in time of war or public danger."

The only authority possessed by the Courts of the Confederate States to take cognizance of any offence is bestowed by the Constitution of the Confederate States, and acts of Congress made in pursuance of powers therein granted.

You have, therefore, no such general authority to inquire into offences against the laws of the State, or against good morals, or good order, as is possessed by Grand Juries in the State Courts.

You have, in general, to deal only with those crimes and misdemeanors which are declared to be such by the Constitution or laws of the Confederate States; or by statutes or laws of a State or of the United States, which were adopted by the Congress of the Confederate States. The 37th section of the act passed by the Congress of the Confederate States, and approved on the 16th of March, 1861, provides that "the laws of the United States in regard to crimes and offences" shall "be in force until otherwise provided by law of Congress."

Thus, the criminal laws of the United States having been expressly adopted by Congress, became laws of the Confederate States--that is to say, those laws of the United States which were passed before the act aforesaid.

Under these laws of the United States and the criminal laws of the Confederate States, you may inquire into and present a great number of different offences, a few of which I will mention — murder, manslaughter on the high seas, or in bays or rivers where the tide ebbs and flows, committed on board of ships or other vessels belonging to the Confederacy; mutiny or revolt committed on board of such vessels; cruelty to seamen; stealing or taking letters from the mail or post-office; and counterfeiting and forgery of various kinds, fall under your cognizance.

To forge the Treasury notes of the Confederate States has been deemed by Congress a crime so high in its character, and so extremely mischievous in its consequences, that it was thought necessary to make it punishable with death. Even to pass, utter, or publish as true, any forged Treasury note, knowing it to be forged, is punishable in the same way.

Treason is another offence to which I will call your attention. By the third section of the third article of the Constitution of the Confederate States, which is copied, with the substitution of the word "Confederate" for the word "United," from the Constitution of the United States. "Treason against the Confederate States shall consist only in levying was against them, or in adhering to their enemies, giving them aid and comfort;" and "no person shall be convicted of treason unless on the testimony of two witnesses to the same overt act, or on confession in open court."

To adhere to the enemies of the Confederate States, giving them aid and comfort in any way in carrying on war against us, is therefore, as you see, as much treason as to be actually engaged in the war.

The Constitution declares that "Congress shall make no law abridging the freedom of speech or of the press;" and mere words, whether written or spoken, can never amount to treason, unless they are intended to give, or do give, in some way, aid to the enemy in carrying on the war.

To give to the enemy information as to the number of our troops, or the position or movements of our army, or any other information which would be of service to him in the conduct of the war, would be treason.

To trade with the enemy, too, may be treasonable. Such traffic, if not always treason, is generally a high misdemeanor, at least it subjects the party engaged in it, to a forfeiture of the vessel and cargo, or other property that may be employed in it, unless it be carried on with the consent of the Government. This seems to be a principle of universal law, and not peculiar to the jurisprudence of any one country. So inflexible is the rule, that in a case where a citizen of the United States has purchased a quantity of British goods, within the British territory, a long time previous to the declaration of hostilities, and had deposited them in an island near the frontier, a vessel hired by him to bring away the goods was captured with the cargo, and condemned as prize of war, by the United States Courts.

To send to the enemy munitions of war, or provisions or supplies of any kind which would enable him to carry on the war more effectually, would be an act of treason.

"All contracts with the enemy," says Phillimon, "are null and void; even the insurance of an enemy's property is illegal, upon the ground of its being a species of intercourse with the enemy; for the same reason bills of exchange, made by the subject of one belligerent upon the subject of the other belligerent, are illegal and void. The remission of funds in money or bills to subjects of the enemy, the purchase of bills or the deposit of funds in the enemy's country, are unlawful, because they tend to improve the resources and strengthen the hands of the enemy. In fine, every communication with the State, however circuitous, is prohibited, unless it be sanctioned by the special authority of the Government."

As to the persons who may be guilty of treason, they are not merely the native inhabitants, nor even the citizens of a country.

Strangers and foreigners who have their domicil there may incur the guilt of treason against the country in which they dwell, by committing such acts as would be treason in a citizen or subject of this country.

"An alien,' says Foster, "whose sovereignty is in amity with the Crown of England, residing here, and receiving the protection of the law, oweth a local allegiance to the Crown during the time of his residence; and if, during the time, the committeth an offence which, in the case of a natural-born subject, would amount to treason, he may be dealt with as a traitor. For his person and personal estate are as much under the protection of the law as the natural-born subjects; and if he is injured in either he hath the same remedy at law for such injury." "An alien," continues the same author, "whose sovereign is at enmity with us, living here under the King's protection, and committing offences amounting to treason, may likewise be dealt with as a traitor. For he oweth a temporary local allegiance founded on that share of protection he receiveth."

These observations of Foster are sound law, and supported by sound reasoning. A foreigner who resides here, and who seeks to receive the benefit and protection of our Government and laws, ought to be punished as a traitor, if he betrays the Government which confides in and protects him.

An act was passed by the Congress of the Confederate States in August last, and approved by the President on the 30th of that month, which I am required to give you specially in charge. It is entitled--(here the Judge read the preamble and first four sections of the Sequestration Act, in the 3d vols of Acts of Congress, page 57.)

The sections of the act which I have thought it proper to read to you, require very little comment. It is only proper to say a word or two to you in reference to alien enemies.

The very learned and highly distinguished gentleman who is at the head of the Department of Justice here, the Attorney-General of the Confederate States, has given a very accurate definition of the phrase alien enemies, as used in the act, in these words:

The following persons are subject to the operation of the law as alien enemies:

1st. All citizens of the United States except citizens of Delaware, Maryland, Kentucky or Missouri, or the District of Columbia or the Territories of New Mexico, Arizona, or the Indian Territory South of Kansas. 2d. All persons who have a domicil within the States with which this Government is at war, no matter whether they be citizens or not. Thus, the subjects of Great Britain, France, or other neutral nations, who have a domicil, or are carrying, on business or traffic within the States at war with this Confederacy, are alien enemies under the law. 3d. All such citizens or residents of the States of Delaware, Maryland, Kentucky or Missouri, and the Territories of New Mexico, Arizona, and the Indian Territory South of Kansas and of the District of Columbia, as shall commit actual hostilities against the Confederate States, or aid or abet the United States in the existing war against the Confederate States.

Having explained to you the meaning of the term alien enemies, I do not deem it necessary to add anything more in relation to the act.

As to the testimony upon which a presentment may be made, or an indictment formed, you should be satisfied by it, so far as it goes, that the charges contained in the indictment are true — that is to say, the evidence should be sufficient to create a belief that the statements in the presentment or indictment are true, upon the supposition that there is no further evidence behind to contradict or re-but it.

You should decide the case upon the evidence before you, as if that were all the testimony on either side; and when we remember that evidence is sent to you on the par of the prosecution alone, it is not going too far to say that the evidence ought to be such as would, it standing alone, be sufficient to warrant a belief that the party accused is guilty.

The third section of the Constitution provides, as you have already heard, that "no person shall be convicted of treason unless on the testimony of two witnesses to the same overt act; or on confession in open court." But although two witnesses are necessary in such a case to justify a conviction, only one is necessary to the finding of an indictment.

In all cases of treason, however, as in every other case, the evidence before you must be legal evidence, and such as would be allowed to go to a petty, or traverse jury.

A Grand Jury can no more listen to hearsay, or other illegal, or unimportant testimony than a petty jury can.

If you should desire further information, gentlemen, on any point of law, the Court will give it to you with pleasure.

I thank you for attending punctually.

You will now retire, if you please, to consider of such matters as may be brought before you.

The Grand Jury, after a short retirement, returned and presented the following:

Confederate States of America against William Y. Hughes — an indictment for a felony — a true bill.

Confederate States of America against John R. Hughes — an indictment for a felony — a true bill.

These parties are charged with uttering and passing counterfeit and forged Treasury notes, in the city of Petersburg. Similar charges against Henry T. Tatum and Louisa Tatum are yet to be acted on.

The Grand Jury will meet again to-day, at 11 o'clock.

Hustings Court.

--Present, Recorder Caskie, Aldermen Sanxay, Bray, Timberlake, Cloptop, and Binford.

In the appeal of Albert Rush, a slave, from a decision of the Mayor, (sentencing him to the whipping post for petty larceny,) the court reversed judgment and ordered his discharge.

Opie Staite, charged with forging the name of J. W. English to an order of the Circuit Court of Giles county, and the signature of James D. Johnson upon the back of the same paper, was examined; and after hearing the evidence, the Court remanded him for final trial.

John Wade, charged with shooting William V. Mott, on the 5th of October last, with intent to "maim, disfigure, disable, and kill," was discharged from further prosecution.

The Grand Jury yesterday made the following presentments;

The Commonwealth against Charles Wood, for petty larceny; John Haake, for retailing ardent spirits without license; George Nelson and Joseph Calvin Henry, for petty larceny; George Williams, for an assault; Thomas Linton, for petty larceny; Daniel C. Warrell, for an assault on his wife; William J. Summerville, for shooting a pistol in the streets;--true bills of indictments for misdemeanor. The Commonwealth against John H. Cook, an indictment for a misdemeanor — not a true bill. The Grand Jury will meet again this morning at 11 o'clock.

Supreme Court of Appeals.

--In the case of Charles Smith, convicted of forgery in two cases, and sentenced to five years imprisonment, on which an appeal was taken, the Court has affirmed the judgment of the Hustings Court of the city of Richmond.

Duval vs. Powell. Decree from the Circuit Court of Goochland county affirmed.

Todd's Executor's vs. Campbell's Administrator. Decree from the Circuit Court of King and Queen county reversed and bill dismissed.

Mayor's Court.

--The case of Wm. N. Miller, charged with obtaining goods and money from King & Lambeth, and that of Frank Tormey, for conspiring with Miller, were to have been further investigated yesterday, but, owing to the sickness of counsel, a postponement to Thursday was ordered.

Louisa Sunderland was up for stealing a quantity of bed clothing from Jos. H. Crenshaw, but the case was continued until to-morrow.

John Franco, arrested for breaking down a plank partition which separated his apartment from that of Mary Wiley, was discharged from custody, after a long and patient investigation.

Thos. Phillips and Dominic Francesco were fined for keeping their bar-rooms open on Sunday. Similar charges against John Reinhart, and Charles J. Krause, and one against Dennis D. Sullivan, for keeping his bar-room open after 10 o'clock at night, were continued.

A few cases of drunkenness were disposed of in the usual way.

The Foray upon the Gamblers.

--At the opening of his Court yesterday, the Mayor took occasion to deliver an address to "ye locals," one of whom had said, in relation to the descent upon the gambling houses last Saturday night, that the whole credit of originating the affair was due to the Confederate Government, and that he (the Mayor) was at home asleep at the time of the occurrence.--The Mayor had no disposition to claim any credit, through the newspapers, for any act that he might perform; but justice to all parties required that he should say that the Confederate Government had no share in the transaction, and that there was no truth in the rumor that the movement was occasioned by a heavy loss at one of the "banking institutions" by a Government officer. He had no knowledge that any one connected with the Confederate Government had visited any of those places. The work was done under his direction, by the city police; and as one of the "locals" of the city, we now place all the credit where it properly belongs, though we didn't happen to be the individual specially alluded to in connection with the affair.

Sall.

--The scarcity of this article renders it necessary to take advantage of every suitable method of procuring a supply. It will be in great demand as the season advances, and since it can be had if means of transportation are at hand, it will be well for commercial men to take the subject under consideration at once. Recent occurrences in Tennessee have temporarily stopped the carrying trade over the Southwestern line beyond the limits of Virginia. In the meantime a vast quantity of salt might be transported over the Virginia and Tennessee and Danville Railroads, and all parties be benefitted by the operation. The suggestion may have already presented itself to the railway companies; but if not, we hope it will be duly considered and adopted without unnecessary delay.

The Queen Sisters.

--The performances of these promising children, at the Theatre, on Monday night, gave unlimited satisfaction to a thronged audience. They evince wonderful versatility of dramatic talent, sing well, and dance gracefully. Through their exertions in the South heretofore a considerable sum of money has been contributed to the volunteers. The pleasing play of "Faint Heart never won Fair Lady" was well played the same night by the stock company; Miss Wren, Mrs. Jennie Powell, Mr. Ogden and others sustaining their parts admirably.

One case disposed of.

--Stephen Mason, who was presented in two cases, by the Grand Jury for issuing shinplasters, voluntarily appeared at the Circuit Court yesterday, confessed judgment, and was fined ten dollars and costs in each case.

The Novelties brought out by Wells and Company at Metropolitan Hall, every night, continue to add to their popularity, and this place of amusement may now be regarded as one of our "local ons." The Misses Partington are still favorite with the public.

Arrival of prisoners.

--Three prisoners, under escort of Hon. John M. Ellyott, T. W. Porter, G. T. Magee, arrived in this city yesterday. The natures of the prisoners are as follows: Wm. Furgeson, who is accused of being a Prowess Marshal of the Lincoln Government; Clinton Buskirk and John Dille, who were Union men. John M. Ellyott was a member of the Federal Congress from Kentucky for six years. They are from Pikesville, Kentucky.

Court Martial.

--There is a "general Court Martial" now in session in this city. The following officers compose the Court; Col. L. A. Armistead; Captains J. B. Magruder and Homes, of the 57th regiment of Virginia Volunteers; Captains Thomas D. Jeffress, T. T. Boswell, and Harrison, of the 56th regiment of Virginia Volunteers; Captain Critsher, of Miss., and Captains Bruce and Latham, of Virginia; Robert Ould, Esq., is Judge Advocate.

--This musical event will take place at the African Church, on Thurseay night. The excellent professional reputation of the Signor, the acknowledged accomplishments of Madame Bonavita, and, above all, the patriotic purpose of the Concert, will ensure a full and fashionable attendance.

[Correspondence of the Richmond Dispatch.] Tazewell C. H. Va. Nov. 11, 1861

We have just learned, through our dispatch bearer, M. L. Comann, some very exciting and interesting news from the Sandy country. You are aware that our forces in that section were under the command of Col. John Williams, and that he had evacuated Prestonsburg, and taken a stand some few miles this side. (This information I communicated to you in my last epistle.) On last Thursday, the 7th, our forces fell back from their position to a place called Gauley Bridge, a new name recently given to a little creek or ravine called Marrow-bone, some 16 miles from Pikesville, the county seat of Pike county. At this point, a little deep stream empties into the Louisa Fork of Sandy. A bridge of some length crosses this stream. Here our forces determined to give the enemy a chance to show their bravery. But before they advanced very far, our men fell back to Pikesville. On arriving at Pikesville, Col. Williams ordered Capt. May, and some other Captain, (Mr. C. falls to recollect his name,) with some 400 men, to return, and give them battle at the place named. This they did, and all honor to Capt. May, he did it well; the whole force being under his command by general consent. On Friday last, the 8th, the enemy advanced up to the place named, and at about 9 o'clock Capt. May let loose upon them from the adjoining heights. The fight lasted some two hours and a half, and the result of which truly christened the name of the place Ganley. The enemy's loss is reported to be 300 killed, and a large number wounded, while our loss was only 8 killed, and some 10 or 12 wounded. The enemy's force engaged is said to be some 2,500 strong. Their artillery was let loose upon our forces, but, as heretofore, it hurt no one.

On the same day, another little fight took place, some 12 miles from Pikesville, on John's Creek. Here the enemy were endeavoring to make their way into the rear of Col. Williams, in order to cut off his supplies, and the artillery supposed to be on its way to Col. W. Our force here numbered some 200, under command of Capt. H. Harris. The enemy numbered some 1,500 or 2,000. We were repulsed, with the loss of some 2 or 3. The Captain reports the enemy's loss at from 10 to 12--among the number the vile traitor of that county, Aaron Fulkerson.

A sharp skirmish was also had on the same day at the month of Cole, some 4 or 5 miles below, where Captain Harris attacked the party referred to. Our force all fell back to Pikesville, and early on Saturday morning took up their line of march for the Pound Gap in Wise county, Virginia, some sixty miles from Abingdon, leaving the main road from this place to the State line open to the enemy. Since their occupation of Pikesville, they (2,000) have advanced to within two and a half miles of our State line.

The excitement here is great. The militia of Buchanan turned out on the Sabbath, and commenced blockading the road some eighteen miles below their county seat. Runners from there reached here this morning calling for help. We have every reason to believe that our gallant Brigadier-General, Rees T. Bowen, will have his entire Brigade upon the line of march for the scene of conflict in a few days.

The election came and went off very well. Walter Preston is no doubt elected by a handsome majority. He beat McMullen in this county over one hundred votes.

Two failures occurred in this and the adjoining county of Buchanan this week--one a good one, and the other not quite so good. They failed to vote in Buchanan for President, or for a member of Congress, not knowing when it was to be. Our people (two or three of them) attempted to hold a meeting here on election day to put down the price of salt at the Salt Works, but could not get more than half a dozen citizens in the Court-House for that purpose, and of course it proved a failure. We will try and hold a meeting next Court to put down the price of pork; if so, you shall hear from me again.

the troubles in East Tennessee--repairing the damages to the Telegraph line — Uninterrupted passage over the Holston river — the fight near Bristol, &c.

[special Correspondence of the Dispatch.] Lynchburg, Nov. 12.

For some time past affairs have been remarkably quiet with us, but during the past two or three days we have had quite exciting times in consequence of the troubles in East Tennessee, with which point we are in direct communication, though over 200 miles distant. On last Sunday evening J. M. Crawley, Esq., the efficient Superintendent of the Telegraph, left this city with hands for the purpose of repairing the damages on the line in East Tennessee. I learn, also, that a tressel work is being made over the Holston at the burnt bridge. Passengers were transferred on Sunday by fording, and were met by a locomotive from Jonesboro, with one boxcar attached. Nothing authentic has been heard from any point beyond Jonesboro — though there seems to be little doubt of other bridges having been burned between that place and Knoxville, as there had been no communication between those points since the troubles began.

The Circuit Court which has been in session for a week past, has had quite a number of criminal cases up. The case of Spotswood Ryder, a notorious peace breaker, charged with killing a man named Jones, last year, was before the Court yesterday, but the jury failing to agree in their verdict, were adjourned over until this morning. Dr. Thomas H. Nelson a prominent citizen of Bedford county, died suddenly at his residence yesterday morning.

There has been a very interesting revival going on for some time past at the Methodist Church in this city, under the pastoral charge of Rev. H. P. Mitchell. A large number of converts have blessed his labors, and the good work still goes on.

A public meeting has been called for this evening, to take into consideration and to adopt measures to prevent the "worms," of whom we have plenty of all sorts and sizes, from speculating on the wants and necessities of the people. This is the right move in the right direction, and should have been done long ago.

Later.--The train has arrived from East Tennessee, and brings later intelligence than we have received. The fight Sunday night was between temporary volunteers, (100,) under Capt. Miller, who went out from Bristol Sunday night. The fight took place at the river, about twelve miles from Bristol.--Two of Miller's party were slightly wounded, himself being one of the injured. He will reach Richmond this evening. Nine traitors were killed, two wounded, and two taken prisoners.

I also have reliable advices from Kentucky. Our forces have fallen back to Pound Gap, and are pursued by a large number (7,000) of Federals. We have a large quantity of baggage, munitions, artillery, &c. Couriers arrived both at Wytheville and Abingdon yesterday, bringing this news. O. K.

How to Dress rice.

--A lady recommends the following recipe for dressing rice: Soak the rice in cold salted water for several hours; have ready a stew pan with boiling water; throw the rice in and boil briskly for ten minutes; drain it in a colander; cover it up hot by the fire for a few minutes, and then serve. The grains will be found double the usual size and distinct from each other. In view of the fact that rice has become a very common article of diet now, and that so few persons know how to prepare it properly, it would be well to give this receipt a trial.

[special Correspondence of the Dispatch.] Camp Bartow, Pocahontas co. Nov. 7th.

The weather for the last week has been of the most boisterous kind. Tuesday night and during the day of Wednesday was the worst that I have ever experienced. The rain poured in torrents and the wind blew a perfect hurricane. The mountains are covered with snow, and it is very cold. The mud is ankle deep, both inside and outside of the tents, and the troops are suffering very much. The weather is so inclement that a large number of our horses have received their final "discharges," and have taken their departure to that bourne where there are no horrid roads and the dreaded whip of the driver to weary them any longer. There is scarcely a man you meet that can speak plainly, in consequence of colds, and the frequent barking of nights would remind one of a pack of hounds in full chase.

Yesterday was election day, and I send you the official vote of Colonel William B. Taliaferro's Brigade. The election in the 23d was superintended by Dr. S. Angle, with Captains William J. Sergeant, J. P. Fitzgerald, and Lieutenant E. C. Crump. The vote is small, in consequence of a large number of the men being absent on detached service and the very inclement weather.

The 23d, with a portion of Shumaker's and Anderson's Batteries, gave the following vote: Davis and Stephens, 164. Congressional Districts--3d District, Lyons, 7; MacFarlane, 3; Tyler, 1. 4th District, Pryor, 18. 5th District, Bocock, 36; T. F. Goode, 12. 6th District, John Goode, 4; Treadway, 3. 7th District, Holcombe, 4; Leake, 1. 8th District, Dejarnette, 35; Morton, 22.

The 37th Regiment, (Colonel Fulkerson,) gave 300 votes for Davis and Stephens, and in the 13th Congressional District, gave Walter Preston 219; F. McMullin, 81.

The 44th regiment (Col. Wm. C. Scott) gave 183 votes for Davis and Stephens. Holcombe received 59 and Leake 11 votes in the 7th Congressional District; in the 4th District, Pryor received 71; Bocock 71, and T. F. Goode I vote for the 5th District; in the 3d District, Lyons received 8, MacFarlane 1, and Tyler 4 votes; 8th District, Dejarnette 4, Morton 3. In the 6th District, John Goode received 2 votes.[Your correspondent is indebted to the politeness of Lieut. Ed. Alfriend, of company E., for the above returns.] This regiment has a number on the sick list and also on detached service.

Major Reger's battalion gave their entire vote for Davis and Stephens. For the 15th Congressional District, Ro. Johnston got 31 and Morrall 2 votes. For the 11th District, Col. Baldwin received 38, Harper 36, Coffman 1, Stein 1, and Baylor 1 vote. Rice's battery voted with this battalion.

In Col. Reynold's brigade, (formerly Jackson's) the 31st regiment, gave Ro. Johnston 133 and Morrall 36 votes for the 15th Congressional District. For the 14th District, Kidwell got 30 and Russell 10 votes. The full vote for Davis and Stephens. Major Hansborough's battalion, Robt. Johnston got 40 and Morrall 3 votes for the 15th Congressional District.

The above is official and may be relied on. Excuse the manner in which it is written, as it is so cold that your correspondent can scarcely hold his pen in his hand. Ned.

Correspondence of the Richmond Dispatch.Yankee fleet — cotton crop — Factories going up, &c. Montgomery, Ala. Nov. 7, 1861.

The Legislature is now in session and the city unusually lively. Our people were never more elated than they have been for a few days back in hearing of the mishaps which have befallen one after another of Abe's fleet. The waves and winds are viewing with the brave hearts and strong arms of our land forces in the great work of overs lawing those whose crimes demand that they should be destroyed from the face of the earth.

The cotton crop looks well and will yield more than was formerly supposed it would. No one seems willing to sell to speculators, as the impression is that by the Spring the ports will be open and cotton in demand.

Factories are going up in almost every direction. The planters are turning their attention to raising their own bread and meat, and thus we are gradually working out our independence, for nothing short of these changes could ever make us an independent nation.

Correspondence of the Richmond Dispatch.things in the South. Selma, Ala. Nov. 8, 1861.

Within a few days I have been traveling extensively in four of the Cotton States, looking at the crops, talking with the people and gathering up all the information I could. I am truly delighted with "Dixie Land." Prosperity and happiness are everywhere apparent. No one believes that the Lincolnites can do any material damage to the South, but that in every fair engagement they will be routed with overwhelming loss, and that truth and justice, and the God of Heaven are on our side.

In South Carolina a distinguished clergyman, the owner of an immense cotton plantation, said to me, "There is but one feeling, but one purpose, in the heart of our people, and that is to resist to the death. We feel that to be exterminated would be infinite glory compared with submission to a disgraceful despotism. We don't fear the fleet now menacing our coast, for we are determined to suffer no discouragement from any success they may gain." The language of this good man describes the feeling which rules every heart in these States.

Selma is a thriving town, about the size of Staunton, Va. The country around is beautiful.

Salt is selling for $10 a sack, though I am told that it (1,500 sacks) was bought by the present owners at $1.50. So that Richmond speculators "are not sinners above all" that dwell in "Dixie." Richmond.

Voluntary chaplains.

Editors Dispatch:--In your issue of the 11th instant appeared "a plea for chaplains," the manifest design of which was to secure higher salaries for the chaplains employed by the Confederate Government. I shall make no comment on the ground of the plea — the baptism of a dying man; but I would fain hope that our Government will not increase the pay of chaplains. Fifty dollars per month is enough for any chaplain who has the patriotism that is demanded by the present war, and is willing to economise for the good of the country and the rights of the tax-payer. While so many are ready to prey on the Confederate treasury, let the ministers of Jesus Christ set an example of self-denial, by being contented with the present salaries. If the Government allowance "is below a living salary," if the chaplain is the man whom the soldiers like and want, they will contribute something extra to his support.

In fact there is no necessity for any paid chaplains for this city. The pastors of the different churches have voluntarily agreed to attend to the hospitals and camps about the city without fee or reward. This looks like patriotism that may and doubtless will be copied by other cities. This arrangement, moreover, will enable the different denominations to have the services of ministers of their own persuasions, which the pious sick always desire; and the pastors are cheerful in the offer of these labors of love without further pay than that they receive from their own churches and congregations. The writer of this article has no salary from any source, and yet he has officiated willingly in his ministerial office at the hospitals, without pay, whenever called upon, ever since the battle of Manassas. He is willing to continue to do so on the same terms.

I hope again, therefore, that our wise Government will keep the salaries of their chaplains at their present amounts. There are men enough, and good men too, that can be had for that figure; and, I repeat, that something is due from the patriotism of chaplains. Put up the salaries to $1,500 and the Government will be as much annoyed by preachers in black as it is for office in the secular departments. These are times that try men's souls, and let the preachers bear their part without looking to see if there is a dollar in prospect for labor done.

Key a free negro, charged with felony, escaped from the jail of Lancaster county, sometime in the months of May or June last, and is new going at large, therefore I do hereby offer a reward of fifty dollars to any person who shall arrest the said the negro, and deliver him into the jail of said county; and I do, moreover, require all officer of this Commonwealth, civil and military, and the people generally, to use their best to procure the apprehension of the said free negro.

Richmond Dispatch. Wednesday morning...Nov. 13, 1861. Report from East Tennessee--daring Adventure of a scouting party.

The rumors in regard to the burning of bridges on the waters of the Holston, in East Tennessee, have subsided into the authenticated fact that the only ones successfully fired this side of Knoxville, are the Union Station bridge, ten miles from Bristol, and another at Lick Creek, further on. Some two hundred feet of the bridge first named were destroyed, and it will require but a short time to restore it sufficiently for the running of the trains.

There are reports of the burning of two bridges on the Georgia and Tennessee railroad, and some facts have been communicated to us relative to an attempt to burn the long bridge at Strawberry Plain, near Knoxville. The man who was stationed there to guard it saw fifteen men approaching, and used his pistol and double barrel shot-gun with such effect as to keep them at bay until assistance arrived; but he was very badly wounded himself. Two or three arrests have been made of suspected parties in the neighborhood.

We have received the particulars of the skirmish near Carter's Station, last Sunday night, to which brief allusion was made yesterday. In consequence of private intelligence received at Bristol of the doings of the Union men in East Tennessee, Capt. Miller picked up a party of 22 young men, accompanied by Mr. J. H. Howard as a volunteer, and started from Bristol by the railroad on Sunday evening at 6 o'clock. They sent lanterns ahead of the train and found the track was up between Wautauga and the Union Station bridge, but the damage was soon required and they passed over safely. Arriving at Carter's Station, they stopped and threw out pickets; and about midnight the little scouting party under Capt. Miller started to explore the country. They had proceeded some three and a half miles through Carter county, Tenn., when they were met by a pretty heavy fire from rifles and shot-guns, which was promptly returned, and the skirmish was kept up with spirit for half an hour. The Lincolnites were some 300 strong, and constituted the advance of a body of 800, stationed in Elizabethtown, the mountain stronghold of the traitors. We may state here that these men, (as has been since ascertained from prisoners,) expected a reinforcement of 500 from Wautauga county, North Carolina, a disaffected region adjoining Johnson county, Tenn.

In the fight, the enemy were driven out of the woods, nine killed and five taken prisoners. The remainder retreated, and our scouts returned towards their camp. Capt. Miller received a charge of buckshot through his coat, and two of his men were slightly wounded in the feet. The prisoners were taken to the cavalry camp at Carter's Station. Among these who distinguished themselves by bravery and daring in the skirmish was a young man named Moffatt, a private in the Georgia regiment. The men all fought well, and too much praise cannot be given to the adventurous party scarcely any of whom had ever been under fire before. These particulars, which we have from a gentleman who participated in the fight, are strictly authentic. Some additional account of the proceedings of the Union men in East Tennessee will be found under the telegraph head.

Kemper's Artillery.

Among those who have left their State and homes to join the Southern army, and are entitled to a share of the contributions and comforts that are now being supplied by our liberal and kind-hearted Southern men, few save a greater claim than the men of Kemper's Artillery. They are composed chiefly of the roughs of Alexandria; poor men, of ruble means, but strong nerve. They were at Vienna when Gen. Schenck and his Ohio troops were stopped in their railroad excursion by the shots of Kemper's Artillery.--They were at the battles of Bull Run and Manassas. Kemper's Artillery claim to have shot the first gun on the 18th and the last on the 21st, and at least 300 Yankees are said to have fallen by the hands of the 84 men of this company alone. The kind ladies of Warrenton have prepared a suit of clothes each, for these brave men, but there are many other things required by them — woollen socks, blankets, and other comforts which we are sure will be thought of by those who have taken this matter in hand.

The cavalry of the Valley.

Colonel Turner Ashby, whose name has seen so long connected with the fearful "Black Horsemen," by the Federalists, as to have become a very terror to their ears, has now full command of the cavalry in the army of the Valley of Virginia. Ashby is one of the bravest men in the service of the South; and bravery, combined with good judgment, or the true qualifications of a commander.--We have reason to believe, from past events, that he possesses both. The enemy fear him, and though they have ignorantly associated his name with a gallant corps which he did not command, they are well aware of the danger of a collision with his forces.

Reported advance from Kentucky.

Our correspondence this morning gives information of the advance of the Federals from Prestonsburg, Ky., which has occasioned much excitement in Southwestern Virginia. This movement, it will be remembered, was to some days since as in contemplation; but that it will be met and successfully spelled, we entertain no doubt.

Speculators.

The following article, taken from a New Orleans journal, is but a fair exposition of the heartlessness of many individuals who attest almost every community at the South. To those who are guilty of needless extortion in breadstuffs and other necessaries of life, in times like the present, no language to be too severe for them. Let the public worn and the contempt of every good citizen them from their midst:

It is proven to every intelligent man that this city is infested with Yankee speculators, whose bodies are here and whose souls are in Lincolndom.

For months past every article used for time consumption has been growing dearer and dearer each week. Pork, coffee, tea, cocoa, butter, army and navy cloths — in fine, articles which people must have, and for which, therefore, a demand exists, have been gradually raised to ruinous prices. What will become of the people unless they do something to put a stop to speculation, no human sagacity can tell.

The Confederate Government has suffered immensely, and suffers every day from speculators. The hugest swindling has been and now practiced by army contractors. Men whom it were gross outrage to call Southerners, are making fortunes from the treasure of our young Republic, and speculating on the blood and health of our gallant soldiers, who need comfortable clothing to protect them against the cold winters of Virginia, Kentucky, and Missouri. We venture the assertion that the money thus pocketed by shameless speculators in the sale of unseaworthy steamers, bad medicines, poor uniforms, and stale provisions, since the commencement of the war, would be sufficient to furnish winter clothing for the army of the Potomac. It is given openly said by some of the speculating country that if fortunes cannot now be made, another chance will not soon occur, and that as thousands are engaged in speculations, they see no reason why they, too, should fail to embrace good opportunities. The argument is, that if the city be full-of burglars, who do a thriving business, the crime being winked at by the police, every man is justified in turning burglar to better his fortunes. Napoleon made short work of army speculators. He shot them.

And so, as time rolled on, private speculators, taking their cue from those in the Government service, commenced the game of extortion in prices for the necessaries of life.--learners were sent out to purchase every article from which there would be a demand; and in this city to-day, immense quantities of provisions and other saleable merchandise, is stored away, to be had at prices which would bring the blush to the cheek of Shylock.

It requires none of that prophetic spirit which give the Scottish soothsayers foreknowledge of future events, to see a cloud gathering over the heads of the speculators, which may break with terrible fury. If ever a famine cry is raised, we would not be in their shoes for the wealth of Crocesus.

Late Southern news.

the Bombardment of port Royal--Pubilc meeting in Lynchburg — an improved battering ram, &c.

From our Southern exchanges we make up the following summary of news:

The Bombardment of port Royal.

The Charleston Courier, of the 11th inst., came to us last night with a full description of the scenes of the fight, the number and calibre of the guns mounted on Fort Walker, &c., which, though interesting, are too long for publication this morning. Accounts from eye-witnesses, and others who participated at Fort Walker, in the late terrible and unequal combat with a formidable expedition carrying over 400 guns, which we copy from the Courier, enable us to present the following summary:

Commencement of the action.

The enemy's fleet, consisting of about thirty-six steamers, besides transports, on Thursday morning, about quarter past eight, commenced moving slowly towards the batteries, in line of battle. The long roll was immediately beat, and the men, with the greatest alacrity and enthusiastic cheers, rushed to their guns. In three minutes every man was in his place. One of the largest frigates, supposed to be the Minnesota or the Wabash, was then rapidly steaming in, slowly followed by three other large steamers. Our men were watching the approaching steamers, and gradually turning their guns so as to bear directly upon them. When within full range, and nearly abreast of the battery, the order was given to open fire with the 32-pounder rifle gun. Unfortunately, from some defect in the shell, it exploded within a hundred yards of the beach. Fire was then opened with our 42 and 32-pounders.

The steamers returned the fire, and the engagement now became general. One of the steamers that had come up had by this time got the range of our batteries at Fort Walker, and delivered repeated broadsides with great accuracy and effect. The vessels had all the advantage of fair weather and a smooth sea. The light breeze blowing on shore at the time was also favorable to the fleet, the smoke from their cannon being driven directly in the faces of our troops in the battery at Fort Walker. The huge volumes of smoke thus poured forth at times completely concealed the whole of the approaching vessels from the view of those in the Fort. The manœuvring of the vessels was admitted by some of our best naval officers to have been grandly executed.

As quickly as our batteries obtained the range of the enemy's vessels, so as to bear upon them effectively, they immediately changed their positions, and again our artillerists were compelled to get their range only by practice. About half-past 9 the entire fleet was observed to move slowly and in a few moments ten or twelve of the largest of the fleet had opened fire upon both Forts Walker and Beauregard, delivering their broadsides alternately. The firing upon Fort Walker was particularly heavy, with one continued whirr of shot and shells falling into the fort and knocking down the men in every direction. Some have estimated as many as fifty shells a minute bursting inside the fort at one time.

Unfortunately, at an early period in the action the large 10-inch Columbiad in Fort Walker, in consequence of the bad working of the eccentrics, became altogether unmanageable and could not again be used during the action. The storm of iron hail that came hissing through the air from the fleet after this accident, was beyond description. It was more like the noise of the winds roaring through the rigging of a vessel in the midst of a tempest. Providentially, however, up to 12 o'clock, although there had been miraculously hair breadth escapes, not a man had been killed. At that hour, however, the enemy had succeeded in entirely enfilading the battery with his fleet, and commenced a tremendous fire in a direct line against the Fort, which proved very destructive and disastrous.

Killed and wounded.

There were eleven killed and fifteen wounded inside the fort, ten of the former and twelve of the latter being of the German Battalion of Artillery, of our city. The German Battalion occupied the inside position of the fort, against which the fire of the enemy was principally directed.

The following is a list of the killed and wounded as far as we have been able to ascertain:

Both of the latter companies are attached to Col. Heyward's Ninth Regiment.

Gallant fighting of the men.

The men fought bravely and desperately.--When the order to retreat was given, the troops was very unwilling to leave, and endeavored to secure their small arms, many of which had been buried in the sand or disabled during the action. A positive order was given, however, to leave them behind. Some sixty or seventy, however, were brought away, the members of the German Artillery bringing away over thirty. There were about two hundred and seventeen men in the Fort, of whom one hundred and thirty belonged to the German Artillery.

There were many acts of individual bravery and numerous incidents of heroism displayed.

The small Confederate flag that was placed over the Fort was completely torn in threads and buried in the sand — not a piece could be found. The Palmetto flag, which belonged to the Germans, was thoroughly riddled.

The damage to the enemy.

One of the largest steamers was struck twice in the commencement of the action, the balls going through two of the port holes, and so disabling her that she was towed off immediately. Another was fired, and is thought to have been consumed. Several others were destroyed.

Latest from Beaufort.

A gentleman who left Pocataligo on Sunday morning at seven o'clock, and Beaufort on Saturday afternoon at two o'clock, informs us that there appeared no signs of the enemy's advance on Beaufort up to the hour of his leaving the latter place. No information had been received at Pocataligo of the destruction or occupation of the town up to Sunday morning. The rumor, therefore, of its being shelled by the enemy seems to be without foundation.

The Rutledge Mounted Riflemen started from Pocataligo, for Beaufort, Sunday morning, by order of Gen. Ripley. On his way up from the latter place on Saturday, our informant met a detachment of the St. Helena Mounted Riflemen on their way to Beaufort. Couriers are continually passing between Beaufort and Pocataligo. Several of the planters on the Island in the vicinity of Hilton Head and Bay Point had set fire to their cotton to prevent its falling into the hands of the enemy.

Gen. Dunovant's Regiment had arrived all safe at Pocataligo.

Col. Clingman's North Carolina Regiment had also arrived at Coosahatchie.

Several of the men reported as missing in Col. DeSaussure's Regiment, it appears were taken, on board the steamer Huntress, by Captain Morris, who kindly offered to take them to Charleston, and arrived here yesterday. Their names are J. J. Burrows, A. B. Gaskin, J. J. Gaskin, F. A. Cooper, S. Maddox, J. P. Carter, Robert Mason, J. F. Eddy, W. S. Eddy, H. Buckles, J. O. Hudson, and one unknown, too sick to tell his name. He has been kindly cared for and sent to the hospital.

Carolina Items.

A number of families from South Carolina crossed the river yesterday and arrived in this city en routs for the up country.

Messrs Pope and Baynard, who reside on Hilton Head, set fire to every building on their premises and their crops, leaving a mass of ruins behind them to fall into the hands of the enemy.

General Lee and Captain Hartstene were at Pocataligo yesterday.

The cizens of Beaufort have all deserted the town — the men for the army and the rest for the interior.

It is reported the Federal fleet is moving up the river.

General news.a meeting in Lynchburg to Checkmate Salt extortioners.

The Lynchburg Virginian has the following announcement of a public meeting to be held in that city, to take into consideration the best means of resisting the exorbitant prices asked for salt:

It is proposed to hold a public meeting, at Dudley Hall, this afternoon, at 4 o'clock, for the purpose of organizing an association to checkmate the salt extortioners. The plan is to raise a fund, to purchase weekly, at the salt works in Washington county, a quantity of salt, to be supplied to the citizens of Lynchburg and the farmers round-about, in such quantities as may be needed, at first cost and charges of transportation. Salt can be had at the works for seventy-five cents a bushel, beyond which, we are informed, it is the settled purpose of the manufacturers not to advance.

If this scheme can be carried into effect-- and we see nothing to prevent it — it will leave the speculators high and dry, and we shall see some of their hoarded treasure coming up from the "vasty deep" of their cellars to be thrown on the market at reasonable prices. The same gentlemen who "have no salt in market" now, will find their occupation gone. Let there be a full meeting, that public judgment may be invoked upon extortioners generally, and salt extortioners in particular. It will have a wholesome effect; and, as storms purify the atmosphere, a little storming by the citizens en masse, may give us a purer atmosphere than that which has bred the contagion of extortion in this community for weeks past.

Come out, people of Lynchburg, and, let your voice be for war! War upon the Northern enemy, and war upon all those practices by our own citizens which tend to paralyze the energies of the people in the terrible struggle that is upon them. You can create a public sentiment in your midst that the sordid and soulless speculator dare not disregard. Come, and speak out like men. Better act now, when the evil may be corrected in the outset, than permit it to assume such proportions as may provoke a more terrible remedy. Public opinion is omnipotent; let us give it a voice to-day whose echoes may long ring in the ears of the men who have no God but Mammon, and are as destitute of patriotism and humanity as an Egyptian mummy.

An improved battering ram.

The New Orleans Commercial Bulletin has seen the drawings of an improved battering ram, invented by a gentleman of that city well known in connection with dredging, machinery, boats, &c., which appears to possess singular advantages. It combines the powers and valuable properties of Winan's cigar steamer with those of the Manassas and other infernal machines. One of them may be constructed in a comparatively short period, with the requisite system and energy, and at a cost of not over $50,000. Nothing could withstand its power, and its inventor is confident that with five of these singular vessels the blockade of all the important ports of the Southern confederacy, could be destroyed, and kept destroyed, and the ports kept open to the commerce of friendly nations. It can steam through the waves of the Gulf or the Atlantic with the ease of a fish, and with a speed unknown to Lincoln's men-of-war.

A noble old lady.

We clip the following paragraph from the Charleston Courier, of the 9th:

On Friday an old lady, a native of Maryland, in reduced circumstances, stepped into the office of the Southern Express, and, with tears in her eyes and a quivering voice, handed the agent twelve pairs of socks and four pairs of mitts. She expressed her regret that she had no money to contribute, but in place of money she had made these articles to evince her love for the noble volunteers of her State, who are aiding the South in achieving her independence.

Another.

The following letter, says the Charleston Courier, which accompanied a bundle of socks for the gallant sons of Maryland who are fighting for the South on the soil of the Old Dominion, is from the lady whose munificent contribution to these noble soldiers we acknowledged some days since:

In this bundle you will please find eighteen pair of socks for the Maryland Guard. They are the gift of a descendant of one of the two hundred gentlemen who, with Lord Baltimore, settled Maryland. The generous heart of the patriotic donor of the above mentioned would fain have done much more, but those who know how much has been done by her husband and herself for the company of Georgia Volunteers that are more particularly their care, will only wonder that they could do so much. In the same hope that our brave Marylanders will have every want supplied, and will be suffered to need nothing more till our beloved Maryland is freed from the grasp of the oppressor,

Worthy of Imitation.

The Central Georgian, published at Sandersville, Ga., records the following instance of disinterested patriotism. If all merchants were like him, our people would not feel these hard times as they do:

A few days ago a speculator in salt, of whom we have heard in several localities, visited Louisville, Ga., called on an old and well-known merchant of that place for the purpose of purchasing all the salt he had on hand. Not doubting but that Mr. B. would readily sell at the enormous price others were taking, (of course one man has as good a right to speculate on the necessities of the people as another,) the speculator asked at what price the salt could be had. "Our customers, sir, can have it at $5 per sack. You can have it at $25 per sack.

Merchants Deserting Savannah.

The Savannah Republican of the 9th inst., records the following instance of the existence in that community of men whom it would be better for the credit of every community in the South if they had never come among us. The comments of the Republican are just, and, if anything, too mild:

A number of merchants, chiefly small dealers in the neighborhood of

Market Square

, were engaged the whole of yesterday in packing up their effects with the intention of shipping them and themselves beyond the reach of danger. Our city authorities took the matter in hand, and laid an embargo on the export. This was entirely right, and we hope Gen. Lawton will issue an order for preventing any able-bodied man under sixty years of age, from leaving the city. This cowardly desertion of us when the city for the first time calls for their services, is disgraceful, and should not be allowed. If necessary we would establish a line of pickets around the town to keep them in. We are very sure no Georgian will need such compulsion to duty.

Savannah Alive.

The Savannah Republican, of the 9th, says:

Our city was in a state of intense excitement throughout the whole of yesterday. The news of the capture of the Walker battery, on Hilton Head, and the arrival of our retreating troops, and among them many of the wounded, aroused the intensest feeling. Everybody was in the street, and large crowds collected around the news and telegraphic offices throughout the day and until late at night.--Families commenced packing up, and large numbers of females and children were sent from the city by the night train to the up-country. The efflux will probably continue, and upon the whole, we think it best that this portion of our population should not be present to embarrass our defensive preparations.

Left without his pass.

Old Jacob Barker, the venerable New Orleans banker, some time detained in New York by the illness and death of his wife, got back home last Friday. He was long detained in Washington endeavoring to get a pass, having interviews with Abe, the Gorilla; Seward, the Raven; and Feathers Scott. Unable, finally, to obtain his ticket of leave, he left without it, slipped down the Maryland shore, hired a row-boat and crossed the Potomac.

Hessians on the Rappahannock.

From the Norfolk Day Book, of yesterday, we clip the following:

Owners of slaves along the Rappahannock River, are loosing large numbers of them. For several weeks past boats from the blockading vessels have been sent ashore and carried off between 150 and 200 valuable negroes.--The Lancaster Cavalry having returned from the Essex side of the River with some cannon found a tug committing deeds of villainy up a small creek, and fired several shots into her. She withdrew considerably injured. The shores of the Rappahannock are poorly protected and much valuable property is exposed to the marauders.

Breaking the blockade.

The Natchez (Miss.) Courier says that a private dispatch has been received in that place from a merchant in New Orleans, to the effect that a French agent was in New Orleans buying cotton, who stated that the blockade would certainly be raised in less than sixty days.

Seizure of Salt.

Gov. Moore, of Alabama, seized, on Friday last, 400 sacks of salt, at the Montgomery and West Point depot, that were being transported from Montgomery, to avoid the enforcement of the bill against the exportation of this necessary article, which had just passed both Houses of the Legislature of Alabama.

The right spirit.

The Marion (Ala.) Commonwealth says:

A quantity of property, consisting of real estate, mules, and negroes, was offered for sale by the Sheriff, under execution, in this place on yesterday, and though there were present a considerable number of the moneyed men of the county, yet so great and well founded is the opposition of the people to the policy of forcing property to sale under execution for debt that not a single bid was made upon it.

Patriotic.

The Charleston Mercury, of the 9th instant, records the following instance of the patriotic promptitude with which the citizens of Charleston responded to the demands of their country:

Captain Hudson Lee, Assistant Quartermaster at this place, yesterday made a call upon the citizens for a large number of horses, for transportation purposes. We understand that the request was quickly complied with, and that even a larger number were offered than can be immediately used.

The Lincoln army and East Tennessee.

Rumors were rife on the streets yesterday, says the Knoxville Register of the 5th, that the enemy were in considerable force at the State line, moving in this direction through Big Creek Gap. We learn from a reliable source that our cavalry scouts were, day before yesterday, thirty miles beyond the Kentucky line, and that only squads of the enemy (and these were driven in) were seen upon the road ascending the other side of the mountain.

Large shipment of wool.

Gen. Jas. A. Mabry, of Knoxville, Tennessee, has received a dispatch from an agent he has in Texas, to the effect that he has purchased for him 100,000 pounds of wool. It is the intention of the General to have this wool converted into cassimere, making more than 100,000 yards. All of this, he intends to have manufactured into clothing at Knoxville.

To be Disbanded.

The Nashville Union says reliable information has reached it that on the 4th inst. Gen. Johnston issued orders to disband the Tennessee troops now organizing under the recent call of the Governor of Tennessee. The only intelligent explanation for this step is the want of arms to place in their hands.

The Houston (Texas) Telegraph says:"From the census table of 1860, of the United States, we take the population of the Confederate States, including, as we may justly do, the States of Arkansas, Tennessee, Virginia, and North Carolina, viz:

Ex-Lieutenant General Scott.

--"Personne," the army of the Potomac correspondent of the Charleston Courier, in alluding to the general conduct of the Federal invasion thus far, uses the following language in regard to the ability of Scott for carrying on the war. The letter was sent before the writer was aware of the old peacock's resignation:

It is one of those grand schemes which have generated in the brain of Winfield Scott. His was the mind which so admirably planned the attack upon Manassas and the concentration of armies in Western Virginia, and upon the Peninsula, the establishment of the cordon of soldiers which now extends along the line of the border States, the occupation of Maryland, and indeed all the movements — magnificent in everything but their success — which have been made during this struggle.

Say what you will, Scott is anything but the old, effete, worn out gouty individual which we all wish him to be, and justice as well as facts compel us to acknowledge that to him is due nearly all the grand schemes which have been originated for the subjugation of the South. While we accord him this praise of originality, we must also thank him for the reflux wave which is now rebounding in our favor, and carrying back with it some of those very influences with which he sought to control and subdue us. Whether he will attain the acme of his hopes in this last brilliant manœuvre may be determined before this reaches you, but if the success is allowed to remain permanent, my measure of the Southern character is an exaggeration. As it has already proved its metal upon hard fought fields, so again I believe will the same bold, unflinching spirit be raised like a wall between the invader and our homes, and another lesson taught, whose letters will be written in blood.

Extract from a letter written by a Maryland lady.

--The following extract is published from a letter written by a lady from Maryland to a friend in Petersburg:

"We were seventeen days on our way from Baltimore to Norfolk. We were kept in the stream before Old Point two weeks, waiting for the Grand Armada to get under way. They had about eighty vessels, transports and lighters included, and about thirty thousand men. Whether they carried a thousand "contrabands," I cannot positively say, but some persons with us say they did. The men practiced daily with surf-boats, and from their being daily beached, I should think there was little to fear from their landing on the Southern coast.

"I hope Delaware will be true to the South.-- and others are assured she will. Maryland is entirely subjugated, and her leading men are in Fort Lafayette. The Massachusetts regiments parade weekly through the streets of Baltimore, carrying the Star Spangled Banner and the "Extermination Flag"--a black flag, with a skull and crossbones! * * * I heard a Federal officer in high command, in Baltimore, say that the North must have a military despotism, and that it was the best Government. Scott's resignation is paving the way."

Property subject to Taxation for war purposes.

A Trait of Santa Rosa.

--Captain Peak, of the McFarland (Miss.) Rifles, who was engaged in the affair of Santa Rosa, says in an account published in the Vicksburg Citizen:

I know of one instance where a small Irishman of a quaint turn shot down a fellow with a nice coat upon him. He deliberately took the coat off him and transferred it to his own back with as much evident composure as he would have tried a fit in a furnishing tailor's shop. This last incident is mentioned in order to say, that under the cuff of the fellow's coat sleeve were found the ace and knave of spades — a significant commentary upon his character.

Efforts of Confederate agents to obtain French interference in American affairs.

--Letters received at New York by the last mail from Europe, from high and reliable sources in Paris, says the New York Herold, mention the fact that strenuous efforts are being made through the Chamber of Commerce and other organizations, by rebel agents and others, to induce the Emperor Napoleon to interfere in American affairs. It is alleged, also, that Prince Napoleon is using his influence in this direction, and that in his interviews with the Emperor, since his return to France, he favors the rebel cause. The writer, who is on intimate terms with the Emperor, asserts positively that there is not the slightest danger of an interference in any manner whatever by the Emperor with affairs on this continent.--his sympathies, he says, are all on the side of the Federal Government.

"Sweet Betsey."

--Everybody will recollect Davy Crockett's celebrated rifle, which he termed "Sweet Betsey," and which was, in his hands, such a terrible enemy to red skins and "other varmints." Yesterday we were shown this veritable weapon, and its appearance denotes its power, and we had almost said, its ancient fame, covered as it is with the rust of years. It is over five and a half feet in length, the wood of the stock, as is usual with old fashioned rifles, extending the whole length of the barrel. The ball will weigh about forty to the pound. It is now in possession of Mr. N. C. David, of this city, who purchased it in Gibson county, in this State, where its merits have been treasured in the traditionary lore of the hunters of that section. Memphis Avalanche.

Views of Wm. Smith O'Brien.

--Mr. Smith O'Brien has, through the columns of the Dublin Morning News, addressed a long letter, dated Dublin, Oct. 12, to Capt. Thomas Francis Meagher, on the American war. Mr. O'Brien deprecates the views taken by Mr. Meagher, who advocates the war against the South; and proceeds to show that, even supposing the Northerners were successful, they would not be able to keep the conquered States in subjection. Mr. O'Brien offers his own services as a mediator between the belligerent parties, to assist in restoring peace.

The fight at Santa Rosa — interesting letter from a surgeon.

The following letter, from a surgeon, who present in the fight at Santa Rosa, written to his father in North Carolina, appeared in the Petersburg Express of Monday:

Camp Gladden, Fla., October 26, 1861.

You will see, from the heading of my letter, that we are again in camp. We left the Navy-Yard, I think, on the 8th, (the day previous to our expedition against Santa Rosa) and are once more living in the woods. Our winter quarters are now being built, and we hope in about a month, to exchange our tent for shanties.

You would, I presume, like to hear a direct account of the Santa Rosa fight. I will give you the best I can, althoug I am so much provoked and disgusted with the different newspaper statements I have seen, that I have almost resolved never to speak of it, all the credit being given to a few volunteers, in whose praise every little picayune newspaper writer in the South is now squibbing, while men who did as much service, and suffered more, are not mentioned. However, to the point.

The object of the expedition was to surprise and burn Billy Wilson's Zouave camp, situated just opposite the Navy-Yard, and about a mile above Fort Pickens, to effect which, a thousand men, (consisting of Floridians, Georgians, Alabamians, Mississippians, and a detachment of 150 men from our regiment,) under command of Brigadier-General Anderson, of South Carolina, were selected. I had the honor of being chosen as one of the surgeons, of whom there were five. We embarked from the Navy-Yard at nine o'clock, P. M., for Pensacola, in a large Government steamboat, with lighters in tow, reaching there about 10½ o'clock. From there we re-embarked in smaller steamers and lighters for the Island, (distance about five miles,) arriving about seven miles below the Fort, at two o'clock A. M. Disembarking there, we moved up the Island in three detachments; one on the bay side, another up the centre, and the third, which I was with, on the side next to the Gulf, having first to cross the island — no small undertaking, I assure you, as it is full of holes and bogs. After crossing, we marched down the beach for about 5 miles, in sand ankle deep.

When nearly opposite, and about half a mile distant from Billy Wilson's camp, we encountered the principal picket of the enemy, consisting of about 60 regulars, who reserved their shots until we were within twenty yards of them, (they being behind a kind of a breastwork,) when they poured a most destructive fire into us, killing and wounding about 15 or 16 of our number. This, of course, coming so unexpectedly, threw us, for a few moments, into confusion, while the enemy (who were mostly old regulars of the U. S. 3rd Infantry,) made a very orderly retreat. Our men, however, soon rallied, and gave them a volley in return, lessening their number somewhat. Our force then formed in line of battle across the Island, and marched up to Wilson's camp, which had been fired by the detachment on this side. I was ordered to pick up the wounded, and convey them to a place of safety. I succeeded in bringing off five, one of whom I had transported on a litter, the others being able to walk with assistance; and with a guard of six men, I took my way back to the boats, distant at least five miles, and day just beginning to dawn, and succeeded in reaching them about 7½ o'clock.

After the burning of Wilson's camp, and as our men were preparing to return, having effected their object, three companies of regulars were sent from the Fort against them, and for an hour or more a very hot skirmish was carried on. Knowing the Island better than we did, gave them, of course, a decided advantage. We embarked about 8 o'clock, and, having left the shore, we were exceedingly annoyed by shots from the Minnie rifles of the enemy, losing several of our men, they being crowded together in open boats, while the enemy were protected by sand banks. It was at this time that General Anderson was shot, (whose wound I had the honor of dressing,) the ball passing through the arm and striking the chest, making, however, only a bruise. I had my hands full, I assure you, being the only surgeon on hand, three having been captured, the other effecting his escape in a small boat. The three who were captured were released on giving their parole to leave Florida. They can, however, serve elsewhere.

Our loss in killed, wounded, and prisoners, was near a hundred; that of the enemy was, I suppose, more than double. We took about 30 prisoners, amongst whom was Maj. Vodges, second in command. Billy Wilson's camp was entirely destroyed, and his men scattered. I send, as a memento, a piece of his flag, which was captured by one of our men.

Arrested as a spy.

--An individual, supposed to be a spy, was arrested at Craney Island, on Sunday last, and carried to Norfolk for examination. He represented himself as a graduate of the Virginia Military Institute, and had letters purporting to have been written by an officer of the Institute, testifying to his having graduated there.

A correspondent of the Montgomery (Ala.) Advertiser, writing from Knoxville, Tenn., says there is considerable complaint made about Gen. Zollicoffer, by the officers of the different regiments under his command, and the general impression is that he is not competent for the position he holds.

Some two weeks ago, in Missouri, the Federals arrested Mrs. Campbell, who is a sister of Senator Green. Having no prison handy, and desiring to humiliate her, they have compelled her to wash the dirty clothes of the soldiers and to sew for them.

A man of experience, who has tried it, advises that our soldiers keep a small amount of tar, say a large spoonful, in their canteens, in order that the water may extract its properties. It is a good preventive of chills and fever.

A. K. Ceago, of Atlanta, Ga., advertises through the Commonwealth to retail to the poor of that city 100 sacks of salt at three cents per pound, and not more than 50 pounds to any one purchaser.

If any person who is obliged to take offensive medicines would first take a bit of alum into the mouth, they could take the medicine with as much ease as though it were so much sugar.

A religious revival has been progressing in Lynchburg for several weeks, under the ministration of the Rev. John E. Edwards, during which many citizens have professed conversion.

The Bowling Green correspondent of the Nashville Union says Mr. M. Lewis, a nephew of Gen. Sam. Houston, has received information to the effect that his uncle is dead.

Col. Wm. Hurst, of Washington county, Ga., had his barn burnt one day last week, containing his wheat and rye crop, about twelve hundred bushels of corn, forage, &c., all of which were destroyed.

Hon. Jared I. Whitaker, one of the proprietors of the Atlanta Intelligencer, has been appointed Commissary General of the State of Georgia, with the rank of Lieut. Colonel.

G. W. Weeks, of Lynchburg, was robbed of $180 near that city in the open day, by five members of the Louisiana Tigers, on Monday last.

Among the votes cast at the Fredericksburg poll, on the 6th, was one--For President, John Bell. For Vice President, Robert E. Scott, of Fauquier.

Gen. Beauregard's brother, who resides in Texas, has donated to the Confederate service 100 head of cattle, 1,000 pounds of wool, and 100 bushels of corn.

The Knoxville Register learns that Andy Johnson is on his way to the interior of Kentucky, with $60,000 worth clothing for the Lincoln army.

The Nashville papers say that watches are now being manufactured there, of an equal, if not superior, quality to those manufactured at the North.

Two children of a Mr. Simpson, of Montgomery, Ala., aged respectively six and eight years, were drowned in that city on Wednesday last.

The Bible says, "let your light shine," etc., but don't say, pay fifty cents per pound for candles.

Salt is now held in Lynchburg at the very moderate price of twenty dollars per sack. No emergency can warrant such a price as that!

The "Trout House," of Atlanta, Ga., was entirely consumed by fire on Wednesday last. Loss severe.

Mr. G. Swan has been elected to Congress from the East Tennessee District Mr. S. was originally a Secessionist.

--Kenan has been elected as the Representative of the Bibb or Macon (Ga.) District in the next Confederate Congress.

According to a recent census of Charleston, the population of that city is 26,969 whites, 17,655 slaves, and 3,785 free colored persons.

A negro, named Gabriel, was hung in Tuscaloosa, Ala., a short time since, for the murder of his master.

The sum raised thus far for the benefit of the widow and orphans of the lamented Jackson, amounts to $30,000.

A young man, named George Thompson, fell overboard at Charleston, South Carolina, on Friday last, and was drowned.

Maj. F. W. Capers, of the Georgia Military Institute, has been appointed by the Governor of that State Brigadier General.

Col. Jas. R. Powell, of Montgomery, Ala., has tendered to President Davis a fine horse.

The Legislature of South Carolina adjourned sine die, on the 6th inst.

Julian Hartridge has been elected to Congress from the Savannah (Ga.) District.

Nashville, Tenn., Nov. 12.

--Five railroad bridges were burnt in East Tennessee on Friday night last by the Union men. Two of these were on the Georgia State Road, over Chicamoga creek, in Hamilton county; one on the East Tennessee and Georgia Railroad, over the Hiwassee river, in Bradley county. Five minutes after the guard passed through the latter bridge the structure was in flames, clearly showing that some rapid combustible material was used. Two of the bridges on the East Tennessee and Virginia Railways were destroyed--one bridge was over Lick creek, in Greene county, and another over the Holston river, in Sullivan county. The guard at Lick creek were unarmed and overwhelmed, and were tied and carried away, and kept off until some time during the day on Saturday. Three men have been arrested whom the guard identified.

The bridge over the Holston river was not guarded, as Sullivan county is known to be strongly in favor of the Confederate Government.

The bridge over the Holston river at Strawberry Plains, in Jefferson county, was set on fire, but the fire was put out by the people. The guard had one hand cut off and his skull fractured.

The indications are that one of the incendiaries was killed.

A gentleman, just from East Tennessee, reports that great excitement prevails there, in consequence of the evidently preconcerted plan, which these bridge-burnings evince, to destroy property and prevent supplies from passing on to our army. The loss is heavy, and will cause much inconvenience and delay.

Matters in East Tennessee are regarded as in a critical condition, and much anxiety is felt there for Gen. Zollicoffer and his forces.

The bridge Burners — the Federal loss at Fort Royal--Gen. Lee, &c. Augusta, Nov. 12.

--The Savannah Republican, of this morning, states that it has been informed by a gentleman from the interior that the bridges over Chickamoga Creek were burned by discharged hands, and not by the Unionists.

A negro who escaped from Hilton Head, says that he heard some of the Federal officers say that their loss at the battle of Port Royal was fifty killed.

The Republican publishes an extract of a letter dated at St. Simons Island on the 9th inst., which says that one Federal vessel passed on the day previous, and three more on that day bound South. They had also passed Fernandina.

Gen. Lee is at present in Savannah.

There is nothing positively known of the movements of the Yankees.

Opinions of the English Press on American affairs. New York, Nov. 4.

--News received from Europe, by the last steamer, shows that the Confederate Commissioners in London and Paris are very confident in their belief that the necessities of the manufacturers will soon lead to the breaking up of the blockade of the Southern ports, so that a supply of cotton can be procured.

The London Post deprecates any interference with the blockade, and shows that the recognition of the Southern Confederacy will not re-open the cotton trade. On the contrary the recognition will only increase the vigor of the blockade; and any interference will be regarded as an act of war.

The Shipping Gazette continues to denounce the conduct of the blockade, and dwells on the wrongs done to British ships. It says that some action is indispensable on the part of the British Government.

The London Times thinks it not unlikely that the moment the drain of specie commences in the United States, the financial community there will regard it as disastrous as "Bull Run."

The effect of Fremont's removal in Missouri. St. Louis, Nov. 4.

--A special dispatch to the Republican, of this city, dated at Springfield, October 31st, says that a good deal of excitement has prevailed for some days respecting the report of Gen. Fremont's removal. Washington City advices from headquarters mention nothing of the kind. It is certain that Gen. Fremont's removal would cause no little commotion in his camps. A number of officers declare they would resign in that event, or insist on creating him Director of the Southwest, independent of the Lincoln Administration, the latter being bitterly denounced in the camps, as vacillating and injudicious in its orders to the Western Department.

The trial of the privateers in New York Pronounced a farce. Philadelphia, Nov. 4.

--In the United States Court to-day Judge Green said it seemed like a farce to try the privateersmen at this time. The dictates of humanity should counsel the Government to treat the captives on sea like some of those taken on the land. He could not understand the policy of hanging the first, and exchanging those taken on land.

Thurlow Weed and Archbishop Hughes going to Europe. Albany, N. Y., Nov. 4.

--Thurlow Weed and Archbishop Hughes are about starting for Europe to endeavor to counteract the operations of the Southern Commissioners and prevent the recognition of the independence of the Southern Confederacy by England and France.

Explosion of a gun--two lieutenants and ten Privates killed. Memphis Tenn., Nov. 12.

--Intelligence received here, from Columbus, Kentucky, states that a Dahlgren gun exploded there on yesterday, by which two lieutenants and eight or ten privates were killed. Gen. Polk narrowly escaped, but had a portion of his clothes torn off by the concussion.

And, whereas, with grateful thanks we recognize His hand, and acknowledge that not unto us, but unto Him belongeth the victory; and in humble dependence upon His Almighty strength, and trusting in the justness of our cause, we appeal to Him that He may set at naught the efforts of our enemies, and put them to confusion and shame:

Now, therefore, I, Jefferson Davis, President of the Confederate States, in view of the impending conflict, do hereby set apart Friday, the 15th day of November, as a day of fasting, humiliation and prayer; and I do hereby invite the Reverend Clergy, and the people of these Confederate States, to repair on that day to their usual places of public worship, and to implore the blessing of Almighty God upon our arms, that He may give us victory over our enemies, preserve our homes and altars from pollution, and secure to us the restoration of peace and prosperity.

--Whereas, a vacancy has occurred in the Convention of Virginia occasioned by the resignation of Alfred M. Barbour, one of the members for the county of Jefferson, therefore, the Sheriff of the said county is hereby required to hold an election at the several places of voting prescribed by law in said county, on Thursday, the 21st day of November, (the present month,) for a member of the Convention to fill the vacancy aforesaid.
