Richmond Dispatch. Friday morning.........Nov 1, 1861 Is the Czar our friend or enemy?

--Not long ago, the Emperor of Russia, through his prime minister, Prince Gortschakoff, addressed a letter to Baron Stoeckle at Washington, to be read to the President of the United States, abounding in friendly expressions: but marked throughout by the most careful non-committalism as to the quarrel raging on this continent between North and South. To a plain person uninitiated in the mysteries of diplomacy, it seemed to be a letter intended, while expressing the autocrat's regard and friendship for all America, to announce his entire neutrality in the war of the sections; to assign to his American minister his position in respect to the belligerents, and to announce to the Washington Government the policy he would pursue in respect to either side. Other European Governments had taken means to announce their neutrality;--Spain by the proclamation of her Captain-General in Cuba; Great Britain by the declarations of her ministers in Parliament; and France, by her official organ, and her proclaimed concurrence in the policy of Great Britain and Spain. The letter of the Czar in its language purported to be nothing more than a similar declaration on his part; in which, while announcing his policy of strict neutrality, and while carefully declining to express an opinion upon the issues of the sectional quarrel, he embraced the occasion to remind our country of the long friendship that had subsisted between the two rising powers, and his unfeigned regret that the unity and greatness of our own country, so necessary to the equilibrium of power among the great nations of Christendom, should be lost by the separation of the two sections.

Such seemed to be the plain tenor and purport of the Autocrat's letter. It seemed to require no deep knowledge of or initiation into the mysteries of European diplomacy to interpret it. It seemed to carry its meaning in its face, and was accepted by the South as creditable to the heart and head of its Imperial author. But it is claimed that the South has been deceived; that the Czar is not the plain-spoken, straightforward man that we conceived, and his letter indicated, him to be; that beneath all his benignity of language there was a strong undercurrent of sympathy with the North, and of repulsion towards the South; that we must infer his feelings towards our seceding States from his hereditary animosity towards rebellious Poland; and that his expressions of friendship for the United States were intended only for the Northern States that are about entering upon a grand enterprise for the liberation of millions of slaves, such as he himself has just accomplished in the liberation of millions of serfs.

At least such is the gloss which the North has given to the letter of the Czar. That potentate, without reference to recent divisions, spoke of the United States; are not they the United States? He is profuse of expressions of sympathy and regard for the United States--that is to say, for the Northern States; is not this a stinging rebuke of "Secession?" He is strong in his expressions of regret over the dissensions existing between the North and the South; is not the South the sole, unprovoked author, without provocation, cause, or excuse, of these dissensions, and the party indirectly, but most severely, condemned by the Czar on account of them? By this sort of self-complacent logic, they find a most favorable interpretation in their own behalf of the Emperor's letter; and then they go to work to account for this most demonstrative sympathy for their cause and their section.

The inevitable Edward Everett comes forward in a letter to Bonner's New York Ledger to account for this sympathy, and to unravel and explain the diplomatic mysteries connected with it. Mr. Everett doubtless has some other objects in view. Sumner and Wilson, the ultra abolitionists, of Boston, have shot far ahead of him of late years in political life. As violent an abolitionist as either of them, he long thought it most politic to take the conservative tack, and cultivate the favor of both South and North. Secession has left him high and dry in that path, and he now must "'bout face," and endeavor to outstrip Sumner and Wilson in the announcement of an extreme fanatical Northernism. He fancies himself, with probable truth, the best diplomatist in the whole North, imagines that his term in the State Department must come next after Seward's, and by way of attracting the attention of Lincoln's administration to himself, and of reminding the Northern public of his powers, airs his diplomacy in the widely circulating columns of the mountebank Bonner.

It is Mr. Everett who suggests that the imputed dislike of the Czar for the South arises from his dislike to slavery. He reminds the North of the Czar's devotion since the Crimean war, "to the great work of abolishing serfage in his vast dominions," and claims his consequent sympathy with "the United States," in a struggle "forced upon them for the extension of slavery." He also explains with more truth than in the other case, the grounds of the Czar's solicitude for preserving the power of the United States in all its integrity, as necessary to preserve the equilibrium of power that has been established by circumstances among the great nations of Christendom. England's insular position, and almost boundless colonial empire, give her a constantly growing naval strength, and continually increasing resources of political energy and of material wealth, which perpetually threaten the prevailing equilibrium; and this growth of Great Britain was only compensated by the equal growth in power and wealth of the United States. It is the loss of this counterpoise to Great Britain that the Czar deplores; and Mr. Everett, with the usual modesty of a Northern man, interprets this natural chagrin of the Czar, at a great national event, into a sentiment of indignation and rebuke towards the section which Mr. Everett conveniently saddles with all the blame of the rupture.

Although we are not yet prepared to believe it, it matters very little to the South whether the Czar be in secret her enemy in fact.--The late American Minister to Prussia brought over with him assurances of the Prussian King's sympathy with the North. We suppose the Austrian Emperor feels also somewhat warmed towards Lincoln, since the imprisonments at Forts Lafayette and McHenry, and the domiciliary barbarities practised in Baltimore. France is the strongest military power in the world; Great Britain the strongest naval power, and the English people the freest in the world, besides the Southern. These two Powers are certainly not our enemies; and so if the partitioners of Poland turn against us, and would, desire the North, with Hessian soldiers to make a Poland of the South, why we should have to make the most of the misfortune.

It is a rather amusing illustration of the working of an elective judiciary, that Colonel McCunn, who was dismissed from the army in consequence of bad conduct should have returned to New York and quietly resumed his place on the bench. This man, who was warned by McClellan not to show his . Within the Washington, is now hereby justice in the largest city of .

From Norfolk.

departure of thirty-six Federal vessels from Hampton Roads — raising the hulks of the Brig. Dolphin and ship Pennsylvania--presentation of a sword, &c.

[special correspondence of the Dispatch.] Norfolk, Oct. 29, 1861.

I have received information from a source which I consider entirely reliable, that thirty-six steamers and one transport left Hampton Roads and went to sea this morning at about 9 o'clock. It is believed that this fleet has gone South; and the wind being fair and the weather fine, an attack will probably be made very shortly upon some place along the Southern coast. Several Southern ports are mentioned as probable points of attack among which are New Orleans, Charleston, Willmington, Pensacola, Galveston, &c. A few days will, in all probability, decide the question; and but little doubt is entertained with regard to the result of the Yankee expedition, although there may be some hot work. A vast amount of treasure has been expended in fitting out this grand armada; and the self-confident Federalists write and talk as if they can demolish every town and blockade every port on the coast from Chincoteague Inlet to the mouth of the Rio Grande. How woefully mistaken they will be, a very short time, possibly a few hours may show.

The hulk of the brig Dolphin, the upper portion of which was burned by the Federal incendiaries in April, has been raised. The hulk of the big ship Pennsylvania will also be raised shortly. Most of the guns of the latter are in a serviceable condition. The metal of these old hulks will fully repay the cost and trouble of raising them from the bed of the river.

A splendid sword, of Richmond manufacture, was presented, yesterday, to Lieutenant J. Jett, of the Norfolk county Riflemen. The presentation took place at the navy-yard. The addresses on the occasion were patriotic and appropriate.

Two ladies of this city are engaged in the commendable work of soliciting funds in behalf of those persons who were formerly residents of the town of Hampton, and who, having been driven from their homes by the Yankee intruders upon Virginia soil, leaving their property at the mercy of the Hessians, are, many of them, in destitute circumstances.

On Thursday evening a series of tableau vivants, representing a succession of beautiful scenes, will be given at the Opera House the proceeds to be appropriated in behalf of the First regiment of the Maryland Volunteers, now quartered at Manassas. This enterprise will no doubt be encouraged by our citizens and patronized with their accustomed liberality.

Much complaint is heard here relative to the course recently pursued in allowing alien enemies to go North under flags of truce, as some of those who have gone have given much information about matters here calculated to benefit the enemy and result to our injury.

Among those who have applied for permission to leave when the next opportunity occurs, are some who are well acquainted with the public works here, and it is deemed to be very bad policy to allow them to go. It is probable that the Lincoln authorities at Washington are well informed already about many matters that should have been known only at the South; but to afford them further means of getting the particulars of all our works and movements, for their special benefit, is to inflict decided injury to the Southern cause, and the unwise course should be discontinued from henceforth.

Attack on the British Minister in Japan.

The attempt to murder the British Minister to Japan, on the 5th of July, of which we have already published a brief telegraphic notice, was a deliberate and skillfully planned affair. The assassins entered the old temple near Yeddo, inhabited by the Legation, at a late hour of the night, when nearly all of the dozen members of the household had retired. Mr. Oliphant, the Secretary of Legation, was about going to bed, when he heard a noise in the court. On stepping out from his room he was confronted by a man in armor, having a drawn sword in his hand, with which he wounded Mr. O. in the arm. The latter called for help, and discharged a pistol at his assailant, but the ball fell back flattened from the cuirass which the latter wore. A second assailant then struck at the Secretary, slightly wounding him on the forehead. The whole household was now aroused, and assembled in one room, prepared to meet their fate, for their side arms were not immediately at hand. The New York Tribune's correspondent describes the events that followed:

"The band of assassins, who appear to have entered the house at different points, were now heard in the bed-rooms, with loud outcries, cutting and slashing at everything within reach. Lamps were knocked into fragments, mosquito nettings slashed into ribbons, the mattresses pierced through and through, and even the bed-posts hewn asunder in their attacks in the dark upon, as they hoped their still sleeping victims.

"An apartment's breadth and paper screens only separated them from these intended victims. The household guards furnished by the Japanese, of whom there are in all nearly three hundred, were now aroused from their stations in and about the premises, and for the first time in two years experience, came to the rescue of the foreigner. The attention of the assassins was now directed to their assailants. A short, sharp, and fierce conflict ensued between the guards and assailants, carried on with long, powerful two handed swords, and which resulted in the repulse of the latter and their expulsion from the premises, leaving two of their number dead, and a third mortally wounded.

"It appeared subsequently that this band of desperadoes numbered fourteen. On the day following the attack information was received that four of the assailants who had been wounded were at a tea-house in the Sinagawa suburbs. A police force proceeded thither and surrounded the house. The men seeing all hope of escape cut off attempted hari Kari.--Three succeeded in ripping themselves open, but the fourth was arrested before effecting his purpose. One of this party had his forearm lopped off in the fray of the night previous."

Extracts from a Paris letters.

--From the Paris correspondence of the Baltimore American we gather the following items:

A report has recently been in circulation that M. de Lamartine was lying dangerously ill at Macon. The illustrious poet himself contradicts this statement in a note to one of the daily journals, declares that his health is excellent, and that he is incessantly occupied in preparing for the press the complete edition of his works published by himself. Apropos of M deLamartine, I can relate an anecdote of the poet which illustrates his carelessness in pecuniary matters, and has not appeared in print in America. One day, early last summer, the author of the "Meditations" entered a well known restaurant on the boulevard and ordered an ice. The proprietor of the establishment waited in person upon his distinguished customer, and, after some hesitation, said:

"Monsieur de Lamartine, I am one of your innumerable admirers, and would be delighted to subscribe for the complete edition of your works which is announced soon to be published. Indeed, I would take two copies, one for my house in Paris, and one for my country seat. If you will take out the amount in trade, I would be glad to furnish the refreshments for your soirees, and I should also have the happiness of seeing you often."

The poet gaily accepted the proposition, and, upon returning home, said to Monsieur de Lamartine, "My dear, you have a credit, at the Cafe--, for 649 francs worth of ices, charlottes russes, fromages glaces, montblancs and pains d'espagne."

Just before leaving Paris for Macon it occurred to Lamartine to ascertain how many ices he had yet subject to order. He accordingly sent for his bill, and discovered that he owed the admiring restaurateur precisely six thousand francs!

There was a very singular trial, on Wednesday of this week, before the Correctional Tribunal of Versailles. A workman was accused of robbing an infant's grave. In the crime itself there was nothing extraordinary, but it would require a vivid imagination to divine the resurrectionist's motive. It appeared from the evidence that the prisoner was separated from his wife, against whom he cherished most resentful feelings. He wrote anonymous letters to the authorities, accusing the poor woman of infanticide, gave details as to where she had hid the body of the supposed victim, and robbed a grave in order to carry out his diabolical conspiracy. The tables were, however, turned upon him, by the infliction of a sentence which will keep him from evil deeds for several years to come.

The Princess de Salms, a cousin of the Emperor Napoleon, has just died, of brain fever, at Baden-Baden.

Bees Boiled for their Sugar.

--Certain refiners on the banks of the Oder, being troubled by bees, who sought their capital for honey making in the refineries, hit upon a plan for ridding themselves of the nuisance, which proved quite profitable. The visitors were decoyed into one apartment where they were subjected to a hot bath, by which means thousands were killed at once, and their bodies afterward being thrown into a boiler the stolen property was from them. It is estimated that as many as . Within a extracted from them.

Convention of the Protestant Episcopal Church in the Confederate States.

At the eight days session of the Convention of the Protestant Episcopal Church in the Confederate States, now in session at Columbia, S. C., Bishop Elliott moved that the Convention take up the Constitution as amended. After which he presented the following resolutions:

1. Resolved, That the Constitution prepared by the committee of nine appointed at Montgomery, with its amendments, as submitted to the Convention this morning by its engrossing officer, be now adopted as the proposed Constitution of the Protestant Episcopal Church in the Confederate States. 2. Resolved, That this Constitution be printed, and sent to members by the Secretaries of other Diocesan Conventions within the Confederate States, with the request that it be laid before their respective Conventions for their consideration and ratification. 3. Resolved, That each Convention, when it shall have ratified this Constitution, is requested to send their clerical and lay deputies to the General Convention, to be held in Augusta, on the second Wednesday in November, 1862. 4. Resolved, That when the Conventions of all the Dioceses within the Confederate States shall have had an opportunity of acting upon this Constitution, if seven or more of them shall have adopted it, the presiding Bishop shall declare the union of their Dioceses to be complete, and the Constitution to be of force over said Dioceses so adopting it.

Rev. Mr. Trapier submitted the following resolutions:

Resolved, That the Committee on the Constitution and Revised Canons be instructed to print with the journal of this body, in pamphlet, the said Constitutions and Canons, and to send to the Secretary of each Diocesan Convention of the Protestant Episcopal Church now in the Confederate States, or which may be so before the first meeting of our General Council, two copies of the pamphlet for every clergyman of the Protestant Episcopal Church within his Diocese.

Constitution of the Protestant Episcopal Church in the Confederate States of America. Article 1. This Church, retaining the name of Protestant Episcopal, shall be known as "The Protestant Episcopal Church in the Confederate States of America."

Art. 2. There shall be in this Church a General Council. There may be also Provincial Councils and Diocesan Councils.

Art. 3. The General Council of this Church shall meet on the second Wednesday of November, in the year of our Lord one thousand eight hundred and sixty-two, at Augusta, Ga., and on the same day in every third year thereafter, in such place a shall be determined by the Council.

In case there shall be an epidemic disease, or other good cause to render it necessary to alter the place appointed for such meeting, the presiding Bishop may designate another convenient place for the holding of such council; and special meeting may be called at other times in the manner hereafter to be determined.

The General Council shall consist of two Houses: the House of Bishops, and the House of Deputies.

The House of Bishops shall be composed of all Bishops of this Church, having jurisdiction within the Confederate States, or the Territories thereof.

Each Diocese shall be entitled to an equal representation, clerical and lay, in the House of Deputies. Such representation shall consist of not more than three Clergymen and three Laymen, communicants in this Church, resident in the Diocese, and elected by the Council thereof.

Before they shall proceed to business, a majority of the Diocese, which shall have adopted this Constitution, shall be represented in the Council. The representations from two Dioceses shall be sufficient to adjourn.

In all business of the Council, freedom of debate shall be allowed.

Each House shall have a right to originate acts; and, when any act shall have been passed in either House, it shall be transmitted to the other House for its consideration. No act shall have the operation of law, unless concurred in and authenticated by both Houses.

When any proposed act shall have passed the House of Bishops, the House of Bishops shall, when requested by the House of Deputies, signify to it in writing their non-concurrence within three days after such request shall have been made.

In all questions, when required by the clerical or lay representation from any Diocese, each order shall have one vote, and the majority of suffrages by Diocesses shall be conclusive in each order: Provided such majority comprehend a majority of the Dioceses represented in that order. The concurrence of both orders shall be necessary in such case to constitute a vote of the House.

If any Diocese should omit or decline to elect Clerical Deputies to the General Council, or should omit or decline to elect Lay Deputies, or if any of those of either order elected, should fail to attend, such Diocese shall, nevertheless, be considered as duly represented by such Deputy or Deputies as may attend, lay or clerical. And if through the neglect of any Diocese, which shall have adopted this Constitution, no Deputy therefrom, either lay or clerical, should attend the General Confederate Council, the Church in such Diocese shall, nevertheless, be bound by the acts of such Council.

Art. 4. Whenever any of the Confederate States shall contain more than one Diocese, said State may, with the consent of all the Dioceses thereof, constitute an Ecclesiastical Province, in which may be held, at least once in three years, a Provincial Council, which Council shall be made up all the Bishops having jurisdiction within the Province, and of such representatives, clerical and lay, from the Diocese within the Province, as may be determined upon by the Diocesan Council itself. If there be more than one Bishop within the Province, the senior Bishops, by consecration, shall preside in the Provincial Council, and when there shall be three, or more than three Bishops, they shall form a separate house.

Wherever such Council shall legislate, its acts shall be of force within all the Dioceses embraced within the Province.

Art. 5. There shall be held annually in each Diocese a Diocesan Council, to be composed of the Bishop or Bishops of the Diocese, and of a lay and clerical representation from each parish of the Diocese. This Council shall legislate for only Diocesan purposes.

Art. 6. The Bishoper Bishops in each Diocese shall be chosen by the Council of the Diocese, agreeable to such rules as it may prescribe, and every Bishop of this Church shall confine the exercise of his Episcopal office to his proper Diocese, unless requested to perform any act of that office by the Ecclesiastical authority of any other Diocese.

Art. 7. A new Diocese formed in any of the Confederate States, or any Territory thereof, not now represented, may, at any time, here after, be admitted to union with, and representation in, the General Council of this Church on acceding to this Constitution: Provided, there were at the time of organization, and at the time of making application for admission, at least six officiating Presbyteries within such Diocese, regularly settled in a parish or church.

A new Diocese may be formed within the limits of any existing Diocese, with the consent of its Council and Bishop or Bishops thereof; or, if there be no Bishop, of the ecclesiastical authority thereof; and a new Diocese may be formed within the limits of two or more Dioceses with the like consent: Provided, that no such new Diocese shall be formed which shall contain less than ten self-supporting parishes, or less than ten Presbyters, who have been for at least one year canonically resident within the bounds of such new Diocese, regularly settled in a parish or congregation, and qualified to vote for a Bishop; nor shall such new Diocese be formed, if thereby any existing Diocese should be so reduced as to contain less than fifteen self-supporting parishes, or less than fifteen self-supporting parishes, or less than fifteen Presbyters, who have been resident therein, and settled, and qualified, as above mentioned: Provided, that no city shall form thus one Diocese.

In case a diocese shall be divided into two or more Dioceses, the Diocesan of the Diocese so divided may elect the Diocese over which he will preside, and shall become the Diocesan thereof. And the Assistant Bishop, if there be one, may elect the Diocese to which he will be attached, and if it be not the one elected by the Bishop, shall be its Diocesan thereof.

Art. 8. The mode of trying Bishops shall be provided by the Confederate Council. The court appointed for that purpose shall be composed of Bishops only.

In every Diocese, the mode of trying Presbyters and Deacons shall be prescribed by the Council of the Diocese embraced.

None but a Bishop shall pronounce sentence of admonition, suspension, or degradation from the ministry, on any clergyman, whether Bishop, Presbyter, or Deacon.

Art. 9. No person shall be admitted to Holy Orders, until he shall have been examined by the Bishop and by two Presbyters, and shall have exhibited such testimonials and other requisites as the Canous in that Case provided may direct.

Nor shall any person be ordained either Deacon or Priest, until he shall have subscribed the following declaration, viz:

"I do believe the Holy Scriptures of the Old and New Testaments to be the Word of God, and to contain all things necessary to and I do

No person ordained by a foreign Bishop shall be permitted to officiate as a minister of this Church, until he shall have complied with the Canon or Canous in such case provided and have also subscribed to the aforesaid Declaration.

Art. 10. A Book of Common Prayer, Administration of the Sacraments, and other Rites and Ceremonies of the Church, Articles of Religion, and a form and manner of making, ordaining, and consecrating Bishops, Priests, and Deacons, when established by the General Council, shall be used in those Dioceses which shall have adopted this Constitution. No alteration or addition shall be made in the Book of Common Prayer or other offices of the Church, or Articles of Religion, unless the same shall be proposed in one General Council, and by a resolution thereof, made known to the Council of every Diocese, approved by a majority of the Dioceses in Convention, and adopted at the subsequent General Council.

Art. 11. Bishops for foreign countries may, on due application therefrom, be consecrated, with the approbation of a majority of the Bishops of this Church, signified in writing to the Presiding Bishop; he thereupon taking order for the same, and they being satisfied that the person designated for the office has been duly chosen, and is properly qualified.

The Order for Consecration shall be conformed, as nearly as may be in the judgment of the Bishops, to the one used in this Church.

Such Bishops, so consecrated, shall not be eligible to the office of Diocesan, or Assistant Bishop, in any Diocese in the Confederate States, nor be entitled to a seat in the House of Bishops, nor exercise any authority in the said States.

Art. 12. Any alteration in this Constitution shall be originated in the General Council. When adopted in one General Council by a majority of the House of Bishops, and by a majority of the House of Deputies, said deputies voting by Provinces and orders, such alteration shall be made known to the several Diocesan Councils, and, if agreed to by two-thirds of them, and ratified in the ensuing General Council, the same shall be a part of the Constitution.

Major General Van-Dorn.

We take from the letter of the correspondent of the New Orleans Delta the following description of this active and dashing officer, who is now in command of the first division of Beauregard's army, which contains all the cavalry under Gen. B., and the Hampton Legion:

It would be superfluous, perhaps, to describe Gen. Van-Dorn to those to whom he is so well known as to the readers of the Delta; yet his youthful contour, made apparently rejuvenescent by his light-brown hair, his clear blue eyes, and his finely cut features, may not be so well known. He is, I believe, forty one years of age, but, were it not for a recent very severe attack of illness, he would not appear to be more than thirty-five. In the old army he had attained the rank of Major, and a celebrity coextensive with the country for his energy and activity culminating in those brilliant victories over the Camanche by which the spirit and the power of those warlike and ferocious savages were broken, and which have written his name in golden characters on the hearts of the Texan people.

The reputation he thus acquired induced the Confederate States Government to select him for the delicate and important task of relieving the soil of Texas of the presence of the Federal soldiery. The manner in which he accomplished his mission; the enthusiasm with which the Texan volunteers crowded to his standard; the celerity of his movements, capturing the enemy in detail before they had time for preparation, for concentration, or even for retreat, now constitute one of the most brilliant pages in the history of our new Republic. For these services he was soon appointed a Brigadier General in the Provisional Army, and subsequently, when he arrived in Richmond, was made a Major General, and assigned to a command in the army of the Potomac. In this army he ranks next to Gen. Beauregard.

If the enemy should make his threatened attack on our right, with the object of carrying our batteries at Evansport and reopening the navigation of the Potomac, General Van-Dorn's Division will be the first engaged, and will probably have to sustain the brunt of the battle. As soon as he arrived here and assumed command of his division, he made himself thoroughly acquainted with the topography of the country by a series of personal inspections, which he carried through without the slightest regard to roads, winds, or weather. I venture to say, that, if the enemy give him one chance at them, they will be very backward in giving him another.

In Quest of his Wife.

--We take the following amusing incident from the New Orleans Picayune, of the 25th:

An unsophisticated son of Old Ireland, dressed in the garb of a volunteer, called on Recorder Emerson yesterday afternoon to obtain the release of his wife, arrested, as he was informed, on the 13th of August last, for a breach of peace. When his Honor kindly asked him for her name, the soldier answered, with a charming ingenuity, he did not know for sure, but he was certain a woman was sent to the Parish Prison, on the 13th of August, and that prisoner was his better half.

"Is it," said Mr. Emerson, who had looked over the register of arrests, "Mary Carroll?"

"Yes," replied the husband, "that's she," "No, it cannot be, for I see this woman was arrested on the 17th; but it may be Kate Carroll"

"Exactly so! Please to give me an order for the release of my darling Kate, I long so much to see her."

"But this Kate was arrested for drunkenness, and you say your wife never took a drop of liquor."

"And sure, your Honor, she never didn't."

"I rather think your wife's name is Mary O'Neal."

"You are right, there you have it. Will you be koind enough to give me an order for Mary O'Neal? In case she is not my wife, I promise you I will bring her back; 'pon my word, I am honest. I want Mary O'Neal, if she is my woife; but I will have nothing to do with her in case I don't know her."

There was such a sterling honesty beaming on the jovial face of the volunteer, that the Recorder signed the order for Mary O'Neal's release; and the volunteer, making a military bow, left the room, pledging again his word of honor not to take the wrong woman.

Death of Ben Caunt.

--The London Globe, of the 11th ult. says that the day before the famous Ben Caunt, the proprietor of the Coach and Horses Tavern, St. Martin's Lane, expired somewhat suddenly at his residence. The deceased, familiarly known as "Ben Caunt," had long been a leading member of the prize ring, and held for some years the championship, which he succeeded in gaining after many hard-fought battles. All day Caunt was in his business as usual, but showed some signs of indisposition. He retired to rest at his usual hour at night, and next morning was found dead in bed, without having apparently experienced very much suffering. During the last year or two Caunt has been very much affected in his mind by the loss of his license, of which the magistrates had deprived him on account of informations laid against him by his neighbors of the nuisance occasioned about his house by large crowds of sporting men who took an interest in the then pending prizefights — particularly in that between Heenan and Sayres for the championship, which Caunt himself had just resigned. When his body was discovered, at 4 o'clock in the morning, the time at which he was usually called, medical aid was immediately resorted to; but it was ascertained that death must have taken place some time previously — probably an hour or two.

A pretty girl was lately complaining to a Quaker friend that she had a cold, and was sadly plagued in the lips by chaps. "Friend," said Obadian, "thee should never let the chaps come near thy lips."

"Oh, my friend," said a doctor to an Irish patient, "be composed; we must all die once." "And it's that vexes me, replied Pat; "If I could die a half a dozen times, I'd not care a cent about this time."

Leutze, the painter, is the recipient of a rare bit of good fortune in a $20,000 commission from the Federal Government. He is to point the calling of the corridor of the capitol; the subject is to be "Westward the Star of Empire takes its way."

Col. Robt. W. Carier, of Sabineball, Richmond county, Va. died in Fredericksburg, on the 20th inst., in the 70th year of his age.

Boulevards for Richmond.

--The admirable fortifications that have been constructed at different commanding points about Richmond under the superintendence of Col. Talcott, suggest a farther extension of the idea. To be there highly effective for defence, these works will have to be connected by roads admitting vapid transit. The roads should run to nearly on straight lines as possible, and the various redouble which they would connect being on elevated ground, the roads themselves would to raised upon high elevations. They would cross the river at two places on very high bridges, and would themselves constitute not only an impregnable breastwork for the protection of the city, but if constructed as wide streets, would add greatly to its beauty and contribute powerfully to its rapid growth. Within the spacious enclosures where the space was not occupied by dense blocks of buildings, beautiful villas, surrounded by tasteful grounds and prolific market gardens, would dot the whole landscape; and Richmond, already the most beautiful city of the continent, would become, as capital of the Southern Confederacy, one of the most attractive in the world.

Now is the time to commence the construction of these grand causeways or boulevards. Our three thousand Yankee prisoners might be put to work upon them, the city undertaking to subsist them for their labor, thus relieving the Confederate Government of the expense of their maintenance. Two or three thousand men would do an immense amount of work in the course of the war. Some might be put to quarrying granite, others to excavating, filling and graduating the roads, others to making bricks. The only very costly parts of the work would be the two bridges connecting above and below the city with the redoubts on the Manchester side; but these bridges would be more than paid for by bringing Manchester and Richmond together as one city, as they would, of course, become under the influence of two free bridges.

We do not know any enterprise in which the corporation of Richmond could now engage that would promise or, effect more for the rapid growth and future greatness of the city. At conspicuous points where the boulevards would form angles, granite moments and arches might be placed, commemorative of distinguished events in our second war of Independence. These might be called the arch of Bethel, Manassas, Springfield, Lenington, Leesburg, and so on, and lists of the names of soldiers killed and wounded engraved upon them in the everlasting granite. But we will not pursue the idea further.

Regulars and volunteers.

--We have endeavored to assuage, as for as possible, the natural impatience of the public under the inaction of our troops for the last three months. We have great confidence in the military judgement of our Generals, and none whatever in our own. We do not profess to understand the science of war, and we are quite willing, in the language of a late illustrious President of the United States, to "leave military matters to military men." But we do profess to know the spirit and character of Southern volunteers, for that is a subject which requires no military education to understand — upon which every Southern man is quite as competent to form an opinion as any General in the world, and more than most, because most Generals are accustomed mostly to camp life, and to the command of regular soldiers. We have no hesitation, therefore, in saying that our Generals can never make regulars of volunteers, and that if they could, they would render them less valuable and efficient than they are now. Garibalett's last campaign in Italy, and the present war, have demonstrated that gentlemen are more than a match for regulars wherever they are found, and that blood and spirit are worth all the muscle and mechanism in the world. In the battle of the 21st, the regulars of the United States Army were smashed to pieces by raw Southern troops, and the heaviest batteries in the service taken from regulars by young gentlemen who had just left their homes. In the battle of Springfield, a regiment of Louisiana volunteers made a bayonet charge upon a regiment of United States regulars--the old 2d infantry, and scattered them like chaff before the whirlwind. The same spectacle was lately exhibited at Leesburg, and always will be whenever our Generals, give full play to the favore of the Southern soldiery. But they must not destroy the keen edge of their valor by cramping them in the straight jackets of a regular army, and wearing them out by inaction, and dispiriting them by failing to appreciate their magnificent daring. We dare say that a Northern army is improved by making regulars of volunteers, but the Southern spirit and temperament are entirely different; their strength lies in their lofty courage and the moral power of their cause; they are fighting for their homes, altars, wives, and children — for all that can fire the souls of men to superhuman exertions — and our Generals should only seek to train and direct this electric bolt, and hurl it forth as hot and heavily as possible; not endeavor to harness the lightning and thunder, and tame them to move with the slow and steady gait of a team of mules.

Gen. Fremont.

--Nothing is more pleasing to a generous mind than to make amends for an set of injustice. It has been intimated in this paper that Gen. Fremont was deficient in the cardinal quality of a soldier — courage Events have proved that this was an unfounded imputation. We observe with pleasure, since it appeared, that Gen. Fremont has challenged a member of a church.

Nothing could be more heroical and chivalries no act could give us clearer comprehension of Gen. Fremont than this act. With such a field as Missouri affords of locking horns with acknowledged fighting men. Gen. Fremont es into the first "Christian" he can find, and backs him out quicker an lightning. It was a wonderful feat, and one which cavaliers of the Fremont order especially glory in. He need not lament now that Lincoln has recalled him to Washington. He has performed a deed which will give him a place in history, and prove that he is a worthy son of an illustrious sire.

Cut nails.

--All the blame for the rise of the price of nails, it seems, is not to be attributed to the manufacturers. Previous to the war iron was $3 per ton. Now it is $60 per ton. Wages have advanced 25 per cent. Oil leather, &c., entering into the manufacture of nails, have advanced 100 to 200 per cent. This state of facts seems to transfer the balms to speculation in the material employed in the manufacture.

Morbid murder.

--A correspondent of the Atlanta (Ga.) Southern Confederacy, writing under date of "Channenaggue, Ala. October 24," communicates the following particulars of a murder which occurred recently at that place:

Dr. R. L. G. Bozeman who lived near this place was cruelty to ordered on Tuesday last by two of his own negroes. The two negroes had run away about a week previous, and on their return, the Dr. took them — his overseer being to the blacksmith then to correct them. While addressing one with his back to the other, he was struck on the back of the bead, either with a sledge hammer or other piece of iron, fracturing the occipital bone. The boy who killed him has escaped. The one at home charge the killing upon the fugitives.

Local matters. Trial of Barnard.

--This trial is still pending in the Circuit Court of Henrico. The testimony for the defence closed yesterday, and Mr. Young commenced his argument in behalf of the Commonwealth, but was interrupted by the sudden sickness of a juror, and the Court adjourned over to this morning at 10 o'clock. The defence, as we understand it, are endeavoring to make out, a justification of the homicide, on the ground of extreme provocation at the time of the recurrence, aggravated by an em ered feeting originating in a business transaction. Testimony has been, introduced to prove that Barnard was severely beaten by Taylor, though this was denied by the latter in his dying statement.

Robbery.

--At a late hour on Wednesday night; a gentleman went to the Exchange Hotel after indulging pretty freely in spirituous libations and lay down upon some trunks in the baggage room to sleep. Subsequently he was conducted to an apartment occupied by others, where he spent the remainder of the night. On waking up in the morning, be found to his great dismay, that he had been robbed of his watch, a sum of money, and important Government papers. The thief, as a matter of course, has not been apprehended.

Circuit Court.

--The Circuit Court of the city of Richmond, Judge John A. Meredith, will commence its fall term to-day. A matter to which the entire population are interested will probably receive the attention of the Grand Jury in making presentments. We allude to the shinplaster nuisance, which, no candid man will deny, ought to be abated before its evil effects are more directly experienced. The issue of worthless notes has been carried on with a high hand, in utter defiance of law, and it is now for the administrators of justice to say whether it shall longer be tolerated, or cut off at this stage of its progress.--We hope they will do their duty — no more than this will be expected, but the people will be satisfied with nothing less.

Mayor's Court

--A man named John Mulligan was before the Mayor yesterday on the serious charge of making a felonious assault upon Lawrence Taff, and taking from him a purse containing $7.50; but fortunately for himself and for the good name of the city, he proved his innocence and was set at liberty.

A fine of $10 was imposed upon Frank Casig foul for keeping his bar-room open after 10 o'clock P. M. on the 28th of October.

M. B. Sime, arrested as a deserter from the army, was turned over to the charge of Gen. Winder.

A warrant against Jesse Harrington, charging him with abusing and threatening Mary Harrington, was dismissed.

Some few other trivial cases were disposed of, and the court adjourned at an early hour.

More prisoners sent South.

--Another party of Bull Runners, numbering, 159, were marched up

from the prisons yesterday afternoon, and went South by way of Petersburg. Their destination is Columbia, S. C.--They were guarded by 56 men of the Charlotte Greys, under comment of Thomas S. Henry. The appearance of the prisoners in public occasioned little sensation, as our people have become accustomed to such scenes. Some few of the men were without hate or shoes, though the majority of them looked as well as could be expected after a confinement of two or three months. Their departure was very quiet, and the small crowd at the depot let them go without using any decisive remarks in their hearing. We hope the authorities will make speedy arrangements to send off another gang, for there are still more in the Richmond prisons than the public good requires.

Military road

--The importance of connecting our circle of local fortifications by a good road must be obvious to every one. We are informed by men of practical knowledge that such a highway may be easily constructed, since the topography of the country is highly favorable. The expense of the works would be trivial in comparison with its advantages and we see no reason why it should not be commenced and completed before the contingencies of winter render it impracticable. Considering it a side from a military point of view, wherein it is chiefly important, the road would furnish an excellent route for an afternoon's drive in which some fortunate people are want to indulge, and might be willing to pay for the privilege of riding over it. At all events, if there were such a road, its usefulness would be demonstrated in more wars than one. We therefore at the suggestion of others, invite the attention of the authorities to the subject and suggests, the propriety of putting the Yankee prisoners to work on the proposed "pike."

Rascality

--A lady, whose name we understood to be Mrs. Moran, residing on Shockoe Bill, yesterday morning sent a small boy to carry a dozen shirts, which she had just completed, to a clothing-house in this city but the lad was stopped on the way by a negro man, who robbed him of the parcel and made his escape. A proceeding of this sort is too outrageous to be tolerated, and if the police are lucky enough to catch the thief, we hope the punishment will be severe enough to make him remember it.

Remarkable discovery.

--The workmen engaged upon the fortifications near Blakey's pond, made a curious discovery on Wednesday. While at work below the surface of the ground, they excavated a cannon, a cannon ball, and some other warlike articles. The wonder is, how these things got there. Perhaps some old citizen can inform us whether there was a fort or a camp in that locality in ancient times.

Curtis Peck.

--This favorite steamer, commanded by Capt. John H. Freeman, having been withdrawn for a few days for repairs, has resumed her daily trips on James River, leaving Richmond, every Monday, Wednesday, and Friday, at 6½ o'clock A. M., for Rock Wharf and intermediate landings. Passengers find this a pleasant route, and the excellent fare is not among the least of the attractions.

Arrival of prisoners.

--The Central train brought down eight Federal prisoners yesterday afternoon--four of them from Leesburg and four from Fairfax. We understand that there is a considerable number of wounded Yankees at Leesburg, who receive kind attentions from the inhabitants, which they reciprocate by a display of impudence whenever opportunity offers.

Transportation of goods.

--We invite attention to the advertisement of Mr. C. S. England, who has made great pecuniary and personal sacrifices in his efforts to forward packages of clothing to the soldiers. He informs us that the State of Alabama has now in Richmond, or within two hundred miles, enough clothing to furnish all her soldiers for the next two years.

C. S. District Court.

--In the case of the Confederate State vs. John H. Gilmer, (a summons by answer interrogatories,) a demurrer was filed yesterday. An order for the sale of property was entered in the case of the Confederate States vs. Richardson & Co.

A Judson Crane yesterday qualified to practice law in this Court.

Worthless paper.

--We lately cautioned the public against a counterfeit note, purporting to have been issued by the Bank of Whitfield, Dalton, Georgia. A Southern contemporary, noticing the fact, says that the counterfeit is as good as the genuine. Then, we can only say, Heaven help those who ignorantly or innocently receive the Whitfield notes.

Incarcerated.

--James Edward Carter, convicted of forgery, having failed to get a new trial of his cause, was yesterday consigned to the Penitentiary for a term of four years. The prisoner is a young man, and his present misfortune in the result of evil associations.

Home artillery.

--This battalion will be mustered into service to-day at 12 o'clock, at Military Hall. The members will doubtless be on hand promptly, however disagreeable the necessity may be.

Chaplain appointed.

--The Rev. John C. McCabe, D. D. has been appointed Chaplain of the military posts in and about the city of Richmond.

General Lee.

--General Robert E. Lee arrived in this city yesterday afternoon, from the Army of the Kanawha.

A good order.

--The Algerine Newsboy says:

We are informed by Major General Lewis that there is a standing order of this division that corps approaching a place of divine worship, on Sunday, are required to stop all music, and pass in silence until they shall have gone far enough to avoid annoying the congregation.

The U. S. gunboat Connection, which started in pursuit of the Confederate steamer Nashville, has returned to New York.

Army of the Potomac.[our own correspondent.] Manassas, Oct. 30th, 1861.

Two months have passed since I wrote anything about Tudor Hall, and yet in that time one notices but little change. The same broad plain stretches away to the Westward, bordered by the blue outline of the Ball Run mountains, while the same oak and chestnut forests shirt the landscape as far as eye can reach. Autumn has produced some change in for the deep green of the summer leaves has been turned to "green and brown, and gold." The hundreds of encampments this were once seen, are now gone, and the distant hillsides are no longer dotted with the white tents of our soldiers. In the village one still finds the usual quantity of dirty mud, and a list of unpleasant things as long as a Norther-German hotel bill. It would be difficult to find a more disagreeable village — if it can be called a village — from the Potomac to Pascagoula bay. Some few buildings have been created, but with one exception, they are merely board shanties roughly thrown together, and used as sutler shops. The Express Company (to whose agents at this place I am indebted for many courtesies) have a new building, which is very useful and very comfortable, although not very elegant. It was built entirely by the employees of the company. A new building is in the process of erection that is destined for a hotel, and one or two more intended for hospitals — Generally the outward appearance of Manassas is little altered.

No person visiting the army can fail to notice the improvidence of our soldiers and their utter disregard for all the principles of economy. They cost aside to-day articles that will be of value to them during the long and tedious winter. The amount of property daily destroyed through carelessness and neglect would astonish the people who provide so liberally for the comfort of the volunteers. They are as reckless and thoughtless as children upon all matters wherein the idea of property occurs, and need almost as much watching and care. Not only with their own, but with any articles belonging to others with whom they are brought in contact, this improvidence is seem. I recollect to have read in my college days — in "Political Economy," I think — that it property were held in common, neither fruit nor grain would ripen in the fields. Although the saying might have been noticed hundreds of times, it was never fully understood before the present war. Our soldiers seem to consider all private and public property their own and act as if it were, indeed, held in common. The result is there was not a ripe peach, apple, melon, or even a persimmon anywhere in the vicinity of the camps.--Peaches were eaten green, and before their time to mellow the trees were stripped. The persimmons were shaken and hundreds were do stroyed in the vain attempt to get one fit to eat. The chestnut trees have been cut down before the bu s were opened, and corn plucked in the fields before the autumn had time to mature it. Here, at Manassas, the fences have been entirely destroyed; and burned in the camps, and now they are gone, the nearest groves have been laid low. All the time longer and this whole region will be but a resolute waste, and almost as little cultivated as the arid table lands of Utah or the desert of Sahara. The people near Manassas have, indeed, suffered, and now look abroad over the ruins of their once prosperous and thriving farms, deeply feeling their sacrifices for the cause of the Confederacy.

As far as regards the destruction of private property, I am glad to see that attention has been drawn to it, and that it is being prevented as far as possible. It is contrary to the rules established at the post to cut down a single tree, or to remove a rail from a fence to destroy it. Occasionally this rule is violated, but if it reaches the cars of the commanding General the damage has to be made good by the offenders. A case happened the other day, in the command of the first soldier in the army, and who, I regret to learn, has sent in his resignation for some real or failed indignity offered him. When the army returned to Centreville some of the Louisiana troops took away a number of rains from a farmer's fence to keep up their camp fires.--Gen. Walker, in riding by, noticed the trespass, and at once demanded the offenders. Of course they were not to be found; and a general order was issued to the regiments near to replace every rail, and if they were not found, to go into the woods and split more.--The next day the fence was as high as ever, and those men, whether the real offenders or not, were cured of taking rails for fire-wood. Instances of individual and public prodigality are too numerous to mention, and it is much to be regretted that some more rigid principles of economy cannot be instituted in our army.

Yesterday, as Mr. William Tillet, accompanied by his wife, was riding near this place, they encountered a drunken soldier, who seemed at the time to be suffering from mania a porta. He seized Mr. Tillet's horse, and it was some time before it could be released; but after breaking away from him the soldier raised his gun and shot Mr. Tillet in the back, killing him in a short time. The soldier's name is Brown, a member, if I am correctly informed, of company F, 21st Mississippi regiment. The deceased was a citizen of Fairfax county, and was very well known in this vicinity.

This lamentable affair is the first that has occurred in our army from the use of liquor, although we see by the papers they are common in Washington and in the Federal army. For many weeks Major Cornelius Boyle, the Provost Marshal, has done all in his power to prevent the sale of liquor to soldiers, but still they manage to purchase it in some manner from the citizens residing near, who smuggle it into them, in various ways. Several men have been tried before Major Boyle, have endured the penalty of their offence and immediately after their release have been detected in a repetition of it. In this case both the murderer and the man who furnished him the liquor upon which he got into a drunken frenzy have been arrested. Which of the two deserves the greater punishment?.

Yesterday evening Mr. C. B. A. Weedon, a member of the Prince William Cavalry, was returning to his company from a visit to his mother and sisters, when his horse became frightened and ran at a fearful rate through the woods. In endeavoring to stop him, Mr. Weedon pulled him suddenly around, when the saddle turned, throwing him violently against a stump, causing a serious injury.--He is somewhat better this morning, and it is hoped his wound will not prove dangerous. He was found late in the evening lying in the woods, and was carried on a stretcher to his father's house.

Misfortunes, they say, do not come single. While Mr. P. A. Weedon was sleeping in the room with his injured son, he was roused by the cry of fire, and found that his wheat stacks, three in number, standing within four or five yards of his barn and granary, were in flames. The wind happened to be in the right direction, and the barn was saved. In the stacks were some two hundred or two hundred and fifty bushels of good wheat, which was entirely consumed. What the object of the incendiary was, it is hard to imagine, but it is more than probable that the perpetrator of the outrage will go unpunished.--Mr. Weedon is one of the most loyal citizens of Virginia, and is a man much respected in this community, having been for a number of years sheriff of Prince William county.--He owns the land upon which the greater portion of the village was built, and has given up everything to the use of the soldiers. His house has been filled with the sick, and often has he given up his own bed to some suffering volunteer. His kindness to every one, and specially to those who apply to him for old, has almost become proverbial. His whole crop has been destroyed, his fences burned, his wood, cut down, his hay and grain taken for the use of the arms, his farm nearly ruined, and now this, his only hope for feed for his cattle and bread for his family, has been destroyed. Universally kind and accommodating, I seems almost impossible that any one should cherish feelings of enmity or revenge against him. It was extremely fortunate that the burn was saved.

A short distance from the station and in a grove now half levelled to the earth is a little mound showing the spot where a brave soldier was buried. It has been freshly Hesper up and attended to by the kind hands of his fellow-soldiers, who live to scatter autumn flowers over his last resting place. Upon tree at the head of the grave is a board containing the following inscription: "The body of Thomas a Slaughter, who was killed in the charge made by he Alexandria Rifle-men up the Bull Run night, July 18th, 1861.--Underneath this is the line--"Here rests the brave." The place is well cared for, and kept in good repair. Every few days I notice evergreens scattered upon the grave and some alight changes made, showing that he is still remembered kindly by his old companions in arms.

I wish that I could write some war news to-day, but fear I shall be unable to do so.--Our reliable information seems to state that everything is quiet, although there are a great many rumors afloat about the advance of the enemy. I am inclined to believe they are all untrue, so far as they relate to an immediate attack. The rumors of the landing of such large bodies of the enemy down the river, of course, are untrue, and I am astonished that such wild tales gain credence in Richmond. Does any one suppose the Federals could land sixty thousand men on the Virginia shore in a single night? When anything actually occurs, rest assured you shall have it, unless telegraph, mail, and couriers fall me. Benerian.

Mrs. Jackson, the mother of the "martyr here," has been released, upon her taking the oath of allegiance. She is an old lady, being over seventy years of Age.

the Federal fleet--a Brig ashore — the weather, &c., &c.

[special correspondence of the Dispatch.] Norfolk, Oct. 30, 1861.

Nothing has been heard here about the Yankee fleet since its departure yesterday morning from Hampton Roads. Notwithstanding the iniquitous and piratical intention of the expedition, there was something splendid in the appearance of the fleet as it passed out of the roadstead and moved on in regular order between the capes of Virginia and out to sea. The flag-ship Minnesota took the lead; next followed the steam son boats and lastly the transports. There were doubtless large numbers of troops on board some of the vessels, and the expedition has evidently been fitted out with the design of attacking some important point on the coast — possibly several places.

This expedition is, perhaps, the most extensive in which any people, on this Continent ever engaged. The larger portion of the vessels were fitted out in New York, while much was done towards the completion of the fleet in Philadelphia, Boston, and other cities. Merchants at the North, who have been made rich by the South, offered their vessels to the Lincoln Government, to be used in an attempt to ruin the South. Large steamers, owned principally by Yankees, and which had been employed for years in bringing Northern goods of almost every kind, which were freely bought at full prices by the people of the South, have been chartered and loaded with stores and munitions of war to assist in "crushing out" those who have not only contributed vastly to the building of the cities of the North, but who have furnished the materials for their manufactories, which have given employment to hundreds of thousands of men and women in Yankee land.

The exploits of this "great fleet" will no doubt be similar to those that have already taken place on land and water by the hopeful, inflated, bragging Northerners, who make a great fuss until the fight commences, and then they become panic-stricken, and fly from the scene of danger as precipitately as though some terrible volcano had threatened to engulf them beneath its scathing fires.

On Saturday night last the brig Seraphine, Capt. Graham, of Baltimore, from R de Janeiro, and bound to Baltimore with a cargo of coffee, went ashore on Currituck beach.--The Captain and crew got safely ashore, and the greater part of the cargo has been saved in good order. I learn that the Confederate Government has sent down an officer to take charge of the coffee.

After several days of wintry weather, the temperature is getting warm again, the wind blowing gently from Southwest.

Army matters are quiet. There are some rumors that require confirmation, and I need not repeat them here.

Affairs on the Kanawha.

We are able to correct this morning many errors that have got into the newspapers in regard to the operations of our army on the Kanawha. We have received the following letter, dated at Dublin Depot, Pulaski county, from a gentleman of great intelligence who left our camp at Cotton Hill, directly opposite the mouth of Gauley river, last Friday, to-day week. The news is entirely authentic and reliable:

Dublin Depot, Oct. 29th, 1861.

The rumors in many of the newspapers, as to Gen. Floyd's movements, are so full of errors, that I feel authorized to write you from this place to possess you of such facts as will enable you to give such reliable information as will be admissible to the public. General Floyd left Big Sewell some two weeks ago with the 22d, 36th, 45th, 50th, and 51st Virginia Regiments; the 20th Mississippi; 13th Georgia; 4th Louisiana Battalion, and other forces which I need not enumerate, Colonel Phillips's Georgia Legion en route for Kanawha; vis Richmond's Ferry, Raleigh and Fayette Court-Houses. After ten day's hard marching over almost impassable roads, building coast, making roads, and constructing bridges, the command reached Fayetteville the 21st, about noon, and without halting, marched to the junction of the Miller's Ferry road with the Raleigh, turnpike, some three miles East of Fayette Court-House. The enemy had pickets stationed near the junction of these roads. The advance was halted here, and a part of Colonel Phillips's cavalry dismounted — some seventy in number — as skirmishers, commanded by Col. Phillips in person Gen. Floyd, with his staff proceeded down the Miller's Ferry road about one mile, the pickets of the enemy retreating before our skirmishers without even firing a gun. Here the General we stopped by a blockade of the narrow pass in the river bluffs made by the enemy. The militia and those who followed to the Ferry, some three-quarters of a mile further, had to clamber over timber and trees fallen across the road on foot. The road is very narrow and down a deep defile between the bluffs, to the river bank. The pickets of the enemy crossed the river on double-quick, and commenced a brisk fire from the opposite heights, at 3 o'clock P. M. which was returned by our skirmishers and kept up until sundown. The enemy brought to the did of their infantry two pieces of artillery, which were used in firing without effect upon our men until the light closed at night Our loss I killed and 3 wounded very slightly; the damage to the enemy was considerable, judging from the screams of their men, occasioned by the shots of our skirmishers, who used their Sharp's carbines with telling effect upon their artillerists.

Gen. Floyd holds the landings on this side of Kanawha, at Bowyer's and Miller's and Montgomery's Ferries. Montgomery's Ferry is across the Kanawha river, just below the mouth of Gauley. Our main force is at Cotton Hill.

Gen. Floyd's Brigade Quartermaster, Col. Isaac B. Dunn, has just established a daily line of express from Cotton Hill to this depot — distance 115 miles from headquarters, making 7 miles per hour, at stages of 5 miles each.--The express is formed of the cavalry who are without arms. It makes close daily connections with trains East and West, at Dublin. I left headquarters Friday morning, was with the General at Miller's Ferry and Cotton Hill, and know that Rosencranz, or Cox, or both, have a heavy force, say seven to ten thousand men, at Gauley, Hawk's Nest, and along the Valley for seven miles up to Hamilton's. Their tents are visible from Cotton Hill, and their band may be heard distinctly at night at Gen. Floyd's headquarters. Our cavalry have proceeded as far down as Malden, fighting their boats and annoying their trains.--The enemy have no force west (south) of Kanawha river, (up to the time I left,) as far down as Malden. The statement in to-day's Dispatch, in regard to Captain R. G. Banks, who is credited as brigade quartermaster, with the whole labor of transporting the brigade over the route so recently taken, is unjust to Col. Dunn, the real brigade quartermaster. Capt. B. is assistant quartermaster to 50th regiment, has not been with the command since it left Sewell, has been and is now absent at Wytheville settling business of his regiment. Col. Davis left the command at Richmond's Ferry, and only returned to Cotton Hill last Saturday. Col. Dunn was the only brigade quartermaster with Gen. Floyd through the mountains. The General's health is improving Mrs Floyd was at Pack's Ferry on Saturday, on her way to Raleigh. From this imperfect statement you can glean such facts as will enable you to form a pretty correct opinion of our position. All our supplies will e drawn from this depot, and our success must depend very much on the support we receive from Gen. Lee, at Sewell.

Apropos of our army on the Kanawha, the truth is beginning to come out at last from the enemy's side, of the damage inflicted upon them by General Floyd's army at the battle of Carnifax Ferry. The Cincinnati Times thus speaks of that affair, and of the enemy's condition in that quarter generally:

The mismanagement in Western Virginia.

The glory of Carnifax Ferry was dearly purchased. The list of killed and wounded on our side will never be known, but we see and hear enough to know that it is tremendous. The Valley of the Kanawha, from Gallipolis to Sewell's Mountain, is strewn with the dead and dying. The forced marching, and the unwise exposure of the troops to win that bit of glory, has swept the ranks worse than all the rebel artillery of Western Virginia could have done.

All the hospitals, from Gallipolis to Cross Lanes, are crowded with sick. Fevers are raging in every regiment. Companies have become fearfully decimated. So prevalent is disease that the sick and dying are sent in hundreds to Cincinnati to obtain shelter and medical assistance, and Rosencranz has been compelled, from sheer necessity, to fall back some distance from the enemy. This is the result, the very sad result, of the mismanagement in Wester. Virginia. The robbed and swindled troops, badly clothed, half red, and many of them without even the shelter of tents, are falling before they meet the enemy.

It is with sorrow — yes, with pain — that we lift our pen to write a word condemnatory of Gen. Rosencranz. We admire his courage and military genius, and acknowledge has services with pleasure. We had hopes to see him rise rapidly, and add brilliancy to his military career; but the truth is too apparent, and duty to the country demands that it should be spoken. Gen. Rosencranz can lead, out cannot manage, an army. He is sadly deficient in administrative qualities. All through the campaign his troops have been suffering, and, instead of remedying the evil, he permits it to grow.

It is the best attribute of good generalship to have the troops in good condition. In this Gen. Rosencranz has failed. In not a single camp in Western Virginia have the troops been property supplied. The evil may have been beyond the power of Gen. Rosencranz, but we cannot so sea it. He advanced with a badly conditioned army, and plunged it in to a worse condition. We see the result--Crowded hospitals and multiple graves — a energies of human life to win a little, very little doubtful

Telegraphic. The recent affair at Romney

the defeat of the Confederates--overwhelming Federal force — difficulty of being Reinforced, &c.

Lynchburg.Oct. 31st.

--The editor of the Lynchburg Republican has just received a letter from a member of Col. McDonald's cavalry fully confirming the defeat of the Confederates at Romney.

Our forces were attacked in two directions by an overwhelming force of Federals, and after a fight of two hours were forced to make a precipitate retreat leaving behind baggage of every description, commissary and quartermaster's stores and papers, and three pieces of cannon.

Our whole force was between five hundred and six hundred. Two hundred and fifty were cavalry and the balance militia.

The enemy had 5,000 men, and their cavalry equalled our whole force. It was impossible for us to get reinforcements from any point, as our men everywhere were fighting more than ten times their number. It is impossible to arrive at our loss, but many are missing, and it is believed a considerable portion were killed, wounded, and taken prisoners.

The Safe arrival of our Ministers at Havana

Enthusiastic Reception — presentation of flags to the steamer and to Hampton's Legion — the return of the Theodora, &c.

Augusta, Oct. 31.

--The Charleston Mercury of this morning, furnishes an interesting account of the departure of the Ministers of the Confederate States from that port, and the return of the steamer Theodora. The party, consisting of Hon. J. M. Mason, Minister to England; Hon. John Slidell, Minister to France; Mr. McFarland, Secretary of Legation to Mr. Mason; Mr. Eustis, Secretary of Legation to Mr. Slidell; Mrs. Slidell and two daughters, Mrs. Eustis daughter of Mr. Corcoran, the well-known banker of Washington, who is now in Fort Lafayette, Colonel Lamar, and others, left Charleston on the 11th inst. They arrived at Nassau that night, at Cardenas on the 16th, and Havana on the 17th, where they were enthusiastically received. The ladies of Havana presented to the steamer a flag, and the ladies of Matanzas sent a flag to Hampton's Legion.

The Theodora returned to the Confederacy with a valuable cargo. She reports that the steamer Keystone State had captured and gone to New York with a Southern steamer loaded with arms and ammunition:

Capt. S. J. Short, of the British Navy, has resigned his commission, and arrived in Savannah, and has tendered his services to the Confederate Government.

Several South Carolinians, lately arrived from Europe, report that the feeling in England and France is warming up in favor of the South.

A valuable cargo of coffee, ammunition, saltpetre, sulphur, and small arms, has recently arrived at a Confederate port.

From Kentucky.

Gen. Zollicoffer's return to Cumberland Fork — collision at Knoxville, &c.

Knoxville, Oct. 30.

--The Register, of yesterday, says that the only information we have received of General Zollicoffer's command, is, that he has returned to Cumberland Fork, and that the Lincolnites on this side of Rock Castle had received large reinforcements.

Reinforcements are expected for Gen. Zollicoffer in a few days, both from the East and West.

A collision occurred in Knoxville on Monday last, between sever I Union men and many of the 15th Alabama Regiment. Two of the soldiers were badly hurt. One of them is now in a dying condition. The Union men escaped.

Nashville, Oct. 30.

--It is reported from Bowling Green to-day that the Federals had crossed Green river at Greensburg and Morgantown.

H. G. Scovill was arrested here to-day on the charge of encouraging insurrection and rebellion.

From Gen. Floyd's command. Lynchburg, Oct. 31.

--The editor of the Lynchburg Republican has just conversed with one of Gen. Floyd's staff, directly from his camp, and learned from him that on Monday, the 21st, a portion of Floyd's command attacked the Federals at a ford near Cotton hill, repulsing them with a loss of twenty-three killed and many wounded. The loss on our side was one killed and a few wounded.

Our forces and the enemy were in the sound of each other's drums, and sharp skirmishing occurred every day. Gen. Floyd was well posted on and near Cotton Hill, but having to guard five important ferries his forces were too much divided to make an effective attack on the enemy.

The rumor of an important battle having been fought recently between Floyd and Rosencranz is believed to be unfounded.

Death of Capt. William H. Cook. Lynchburg, Oct. 31.

--Intelligence has been received here of the death of Capt. Wm. H. Cook, of Kythe county. He died near Greenbrier bridge a few days ago, of typhoid fever. He belonged to Floyd's brigade, and commanded a company of Wythe volunteers.--He was also a member elect of the Virginia Legislature, and extensively and favorably known.

Obituary.

Died at the Alabama hospital, in Richmond, Va. at 3 o'clock, P. M. on the 2d October, John H Keith, 2d Lieutenant "Sam Cooper Rifles," Alabama volunteers, aged 29 years.

Lieutenant Keith was long a member of the Mobile Rifles, Capt. Woodruff and left with that company for the seat of war, on the 24th of April last, and has been stationed near Norfolk up to the time he was elected Lieutenant in the "Sam Cooper Rifles." He had just come on to take his position in the company when he was seized with the typhoid fever. He was removed from the camp to the hospital, where he received ever, comfort and attention kind friends and a wonderful physician could afford him but es all t Lieut K. was a man of reserved habits, very quiet and ing in his disposition, but much beloved by those who knew him intimately, for his warm and affectionate nature. He was possessed of an excellent mind, which was rich stored with the literature of the day. In has death his company has lost a good and efficient officer, society a worthy member, and his afflicted family a devoted son and loving brother. To the bereaved parents who have had so many domestic afflictions there is no earthly consolation that we can give them. "The Lord gave and the Lord hath taken away, blessed be the name of the Lord."

Richmond Dispatch. Friday morning.......Nov. 1, 1861. The New mail schedule.

Some dissatisfaction has been expressed since the new mail arrangement went into operation, because the Norfolk mail fails to arrive in due time. The failure of the train from Norfolk to connect at Petersburg with the cars for Richmond, occasions a detention of the mail, and to that extent interrupts the regular operation of the schedule promulgated by the Post Office Department. The matter has been under consideration in the proper quarter, and a correspondence held with the President of the Norfolk and Petersburg Railroad, the result of which is, that directions have been forwarded to change the time of running the trains, so far as may be necessary, to meet the requirements of the schedule. We may therefore anticipate a speedy and satisfactory arrangement of the difficulty.

On the numerous post routes throughout the Confederate States, connecting with the great Southern line, the new schedule is going into operation with as little delay as possible. There is no lack of effort on the part of the Department or its agents to have every irregularity promptly corrected.

Humphrey Marshall.

We are gratified to announce that Col. Humphrey Marshall, of Kentucky, has been appointed to the position of Brigadier-General in the Provisional Army of the Confederate states. Col. Marshall graduated at West Print, and was a classmate of Gens. Joseph E. Johnston and Robert E. Lee. He served with distinguished ability in the war with Mexico, where he was in commend of the famous Kentucky cavalry regiment, and was at the bloody memorable battle of Buena Vista.--He had the successful charge wherein the gallant Vaughan, of his regiment, and the chivalric gentleman, Col. Zoll, of the Arkansas cavalry, fall to rise no more. On that trying sion when bullets flew as thick as half stones Col. Marshall bore himself proudly at the end of the column, though death and desolation reigned around, and every hillock seemed a volcano; and his mighty voice rang out above the din of battle, encouraging his men to stand by the colors. Under such a leader the gallant sons of Kentucky will again rush, as with a thunder blast, to do or to die.

The affair at the mouth of the Mississippi.

The Federal account of Commodore Holland's exploit at the Southwest Pass represent that it was the war steamer Richmond which was struck by the "ram" and that "the hole, five inches in diameter, in her hull, did not her, as alleged." The Federals deny that they lost a man, either killed, wounded, or missing. The haste with which the vessels endeavored to get over the bar and out to sea is alluded to, and the same authority informs as that were sent from Fort Pickens to that relief. Thus it appears if the Yankee mariners were not hurt, they were very badly frightened.

Federal Losses in the Leesburg battle.

The Northern papers furnish a partial list of the wounded in the battle of Leesburg, numbering 157. A good many more are still at Leesburg, whither they were carried after the fight. Their killed, drowned, and missing are variously estimated; but with all their ingenuity they cannot conceal the fact that they suffered a terrible disaster. Baker, it appears, from latest accounts, acted under orders to crossing the river, and it would not be surprising if this reverse at the commencement of his plans should bring down fierce d n lations upon the head of that per General.

Day of fasting and prayer.

The President has issued a proclamation setting apart Friday, the 15th of November as a day of fasting, humiliation, and prayer throughout the Confederate States. The Di protection thus far vouchsafed to our is considered by the President as calling for a general and devout expression of thanksgiving while prayer for the future success of our arms, and the restoration of peace and prosperity is earnestly recommended.

A Disappointed citizen.

We find in a Washington paper the announcement that the U. S. Commissioner of Patents, in the exercise of a "sound discretion," has refused to grant a patent to a citizen of Richmond, Va., who remains at home and seeks at through his attorney in the Federal capital. The name of the citizen is omited.

Military elections.

In the 15th Virginia regiment, stationed in county, the following elections have taken place: Thomas S. Simmons, Colonel; John Prince, Lieutenant Colonel; George H. Buley, senior Major; and E. L. Raines, Junior Major. In the 51st regiment, encamped at Winchester, Wm. W. Glass has been elected Lieutenant Colonel. All these officers have been commissioned by the Governor.

Gen. Frost, of Missouri.

Among the recent arrivals in Richmond, is General D. M. Frost, of Missouri, whose camp near St. Louis was attacked and broken up by the Dutch army under Lyon, at an early period of the difficulties. He is enlisted, heart and soul, in the cause of the South.

The Whereabouts of I. V. Fowler.

--One of the San Francisco papers publishes a letter; dated Mazatlan. September 6, which says:"Isaac V. Fowler, the late deluded and misguided Postmaster of the city of New York, whose sudden departure from that city created so much talk, is now the humble, attentive, and efficient administrator of Barron, Fortes & Col.'s cotton mill at Tepec, at a salary of $2,500 per annum. What a fall was there."

And, whereas, with grateful thanks we recognize His hand and acknowledge that not unto us, but unto Him belongeth the victory; and in humble dependence upon His Almighty strength, and trusting in the justness of our cause, we appeal to Him, that He may set at naught the efforts of our enemies, and put them to confusion and shame:

Now, therefore, I. Jefferson Davis President of the Confederate States, in view of the impending conflict, do hereby set apart Friday, the 15th day of November, as a day of lasting humiliation and prayer; and I do hereby invite the Reverend Clergy and the people of those Confederate States, to repair on that day to their usual places of public worship, and to implore the blessing of Almighty God upon our arms, that He may give us victory over our enemies, preserve our homes and from pollution, and secure to us the restoration of peace and prosperity.

--While knowing that the Hon. Thos. S. Bocock was making a close and energetic canvass of the district, as a candidate for Congress, the gentleman whose name reads this article, persistently declining the argent solicitations of his friends to enter himself upon a canvass, has remained steadily at his post on the Peninsula, reconnoitering and watching the movements of the enemy.

The writer of this happens to know, that on the very day on which his opponent addressed the people of his (Col. Goode's) own county, that Col. Goode, commanding a portion of the 2d regiment of Virginia cavalry, remained from early morning to the setting of the sun in a cold rain, along our outposts, expecting every moment to hear the tread of the advancing enemy. Having been thus employed, I would respectfully submit, if this ers to engage in a canvass should prejudice his before a generous people.

It will be seen from the following extract from various Northern correspondents and newspapers that a strong difference of opinion prevails in Yankeedom as respects the disastrous results to the Federal arms in the recent engagement at Leesburg:

The following account furnished the New York Times, by its correspondent, on the spot, cannot fail to be read with interest:

Edwards' Ferry, Upper Potomac, Sunday--6 P. M.

The Union troops have commenced shelling the Confederates on the Virginia shore across the river, whether merely to drive them out or as preliminary to an advance, we shall probably know in the morning. As I intend to make my letter, as far as possible, a journal from hour to of what actually takes place under my own observation, I shall not attempt to anticipate movements, but only record what I see and hear. The firing commenced at 4.35 this afternoon, from Van Allen's battery of two Parrot guns--12 pounders — the shells going well over to the Virginia side, to the north of Goose Creek.--Their explosion is very distinctly heard.--Seven shells have been thrown within ten minutes, without exciting any response from our friends across the water. Gen. Stone is directing the movement. The tenth and eleventh shells fired were long range, the explosion not being heard for ten seconds. The next two exploded in five. The direction given to the shells is varied so as if possible to find out the location of the Confederates, who are supposed to be concealed in a thick wood to the southwest, on the hill, and apparently a mile from the mouth of Goose Creek. The fourteenth sounded like a solid shot, and the three following shells, which made a loud explosion, brought no answering shot from the Confederates.

At five minutes to 5 P. M. the battery in charge of Lieut. Frink, situated in a field to the southeast and some quarter of a mile from the Ferry, also opened with shell, the two batteries keeping up the fire with rapidly, each missile exploding beautifully. Just as the sun is going down, the 1st Minnesota and 2d New York come down over the hill, and take the road to the Ferry. The sun sets gloriously, reflecting his rays from the thousands of bayonets which line the road. The firing is renewed again from both Van Allen's and Frink's batteries. The troops are marching to the river with the intention either of crossing or of working a feint to do so, with a view of trying what effect the movement may have upon the enemy.

The air is perfectly still, and the close of this pleasant Sabbath is impressively calm and beautiful. The view of the Virginia hills from where I stand, near the battery, is almost enchanting. The echo of each report of our guns is heard from the opposite hills as distinctly as the report itself, and the explosion of each shell makes the third distinct report caused by each discharge. Something which resembles the sound of a drum-corps is distinctly heard from the Virginia side. The troops are drawn up along the bank in open order, and the order is now again passed along the lines to "Fall in." There goes a boat-load of troops across the river, which looks like a real movement.

The two companies, after landing, were recalled, but at twelve o'clock three regiments crossed over, encamping on the Virginia side. This was evidently designed as the opening of the campaign in Upper Virginia, and to-morrow, no doubt, the whole force encamped near here will be thrown over. There is every prospect of lively, I hope not of disastrous, times. The Confederates will not do anything we wish them to. I now proceed to the camp near the Monocracy, to observe movements.

Monday Morning.--The engagement has been renewed this morning. At daylight, portions of the Massachusetts 20th, Col. Lee, and the Massachusetts 15th, Col. Devens, not over 300 in all, crossed over three-quarters of a mile below Conrad's Ferry. They crossed the Island, which, at this point, is about 150 yards wide, and three miles in its extreme length. These two companies,--viz: I and D, commanded respectively by Captains Bartlett and Crowningshield--met with no opposition on landing, and pushed on until they had reached the open space. This company, (H, of the 15th regiment,) went ahead as skirmishers, and were met in an open field by a company of 70 Confederates, who fired the first volley, wounding ten and taking two prisoners. The company charged on them and drove them back, but were in return driven back by a large cavalry force, besides a Mississippi rifle company.

This ended the contest for the morning; but a straggling fire was kept up on both sides until 1.30 P. M., when the Confederates renewed the engagement with great fury. They attacked in front and on the right flank. At this time Gen. Baker's brigade was arriving. They consisted chiefly of the Philadelphia Zouaves, under command of Col. Baxter.

Col. Vaughan, of the Rhode Island, had also arrived, and, with the greatest difficulty, succeeded in getting one of his six-pounder guns up the ascent, being obliged first to dismount the gun. This piece, with the two mountain howitzers belonging to the Twentieth Massachusetts, were all the heavy guns on the field. The fire was kept up from the right flank and front with great activity, the Confederates raining a perfect storm of balls upon the Union forces. The Twentieth, although mostly raw recruits, stood the enemy's fire like veterans. They ran up to the brow of the hill; delivered their fire, and only fell back to reload and repeat. This continued until 5½ P. M., the Union forces maintaining their position steadily against the deadly raking cross-fire from the front and left of the woods.

[The reader is referred to an extract clipped from this letter, which we published yesterday morning.]

The same correspondent continues his letter on Monday the 21st, of which the following is the conclusion:

The officers of company A, Massachusetts 20th, are reported safe. Officers of company C--Capt. Dreher wounded in the face; Lieut. Wesselhoeft swam the river, but has not been seen.

Capt. Crowninshield, of company D, was slightly wounded in the arm, and has not reported. Lieut. Perry has not reported; neither has the Captain. Lt. Messer, same company, was exposed to great danger, the balls whistling all around him; but he escaped unhurt.

Of company E three officers were wounded. Among the wounded of company A is Lieut. Holmes, who was shot in the breast. He is the son of Oliver Wendell Holmes.

Capt. Babo, of company G, swam the river with young Wesselhoeft, but has not been heard of.

Capt. Putnam, of company H, lost his arm, which was amputated.

Lieut. Hallowell, company H, swam the river and constructed a raft on which to transport the wounded from the Virginia shore.

Wilson Sibly, company G, 15th Massachusetts, swam the river by advice of an officer, who plunged in and went ahead. When they got half-way across, and in the strongest of the current, some twelve Confederates fired at him. He saw their movement and dived at the flash, thus escaping their bullets. The officer was shot through the head, gave one loud cry, and sank to the bottom.

A young man who, a moment before, appealed to the captain to help him, on seeing his friend shot, sank exhausted.

Charles Head, of Company D, Fifteenth Massachusetts, says that when he was swimming across, he saw at least one hundred persons also making the same effort to escape from the tender mercies of the Confederates. Among them he observed Col. Bevins. There were many crying for "help," but he thinks not more than two-thirds reached the Island in safety. He himself gave out when several rods from the shore, and sank to the bottom, but contrived to walk ashore.

I arrived at the ferry, and crossed over shortly after 2 o'clock, P. M. Only three scows were in use, carrying say fifty men each, and occupying at least thirty minutes in getting each load over. I met wounded men returning in their comrades' arms, and bleeding from feet, legs, chest, head, arms, and every other description of wounds. I assisted in conveying them to a comfortable place in a large shed near the river, and proceeded toward the scene of action. Soon I reached an old farm-house, which was being used as a hospital. Groups of soldiers and persons not in uniform were crouching behind a corn-crib, built of logs, to shelter themselves from the bullets, which were now singing fearful music over our heads.

The aim appeared to be at the house containing our wounded. In the yard, and covering its whole space, lay the wounded, dead, and dying, in every stage of mutilation. The house contained two rooms, which were full to repletion — not a square foot of space remained unoccupied by the bleeding, wounded congregation. I took off my coat, and for half an hour rendered such assistance as an amateur surgeon could render. There was, as usual, a plentiful lack of surgical assistance, twenty poor fellows calling for aid, where only one or two could be attended to.

It was dark before the conflict closed, and I then recrossed the river and worked until this hour (7 A. M. Tuesday morning) in transporting the wounded in boats and litters to places of safety. I took my horse and rode to Edward's Ferry, where I obtained a canal boat, in which a large quantity of hey was placed for the comfort of the wounded. I reached the Ferry, and by 2 o'clock this morning we had about forty poor wounded sol-

diers on board, and quietly proceeded to the Ferry. Some fifty wounded were taken to a barn half a mile from the line of the canal. A large number, who could not be removed, remained at the farm-house on the island, and multitudes were left dead and dying on the bank of the Old Domission, their groans waking mournful echoes from the hills and woods. The officers have suffered severely. There is no way of ascertaining the actual number of casualties.

Another interesting statement.

The New York World has a statement from its correspondent, written from memoranda furnished by Captain Young, and said to be confirmed in all its details by Major Smith, of the California regiment. We copy a portion of it, as follows:

At four o'clock our whole force had crossed and ascended, Col. Baker and staff with the rest, and the troops were suffering somewhat from the concealed enemy's fire. Many had dropped and been carried down the hill.

We asked Col. Baker what he thought of affairs. He said that he thought we had a good position; could fall back for shelter behind the ridge. "Yes," said we, "but what's in those woods?" He answered, "I think the enemy are concealed on our right." A private had reported that there was no force on the left, but a deep ravine, hidden by the woods. We then proposed sending skirmishers to make a reconnaissance on the right, and Capt. Markoe, Second Lieut. Williams and myself, advanced with companies A and D of the California regiment. Company A got in front of rising ground, in skirmishing order, company D following in line.

The California battalion, to make the story clear, were drawn up on the left of the open field; the Massachusetts 15th and Tammany on the right, and the Massachusetts 20th nearer the centre. Col. Coggswell took charge of the artillery. Only four guns were planted in the field, the rifle gun having been hauled up at the wrong place, and being afterwards seized by the enemy and spiked.

When our skirmishing companies had reached the edge of the woods, suddenly the enemy, hitherto concealed, rose with a yell and fired a volley; then began fighting in their usual manner, first giving a yell and volley, then loading and firing at will for a few minutes, and then ceasing an equal time; then giving another yell and volley, and so on, pouring a murderous fire into our little band for the space of half an hour. The whole woods swarmed with them. They had no artillery and no cavalry. Our Rhode Islanders, except the officers, deserted their guns; but Col. Baker, Lieut. Col. Wistar, Colonel Coggswell, and Adjutant Harvey manned the battery and fired the guns themselves, aided by company G, 1st California, led by the gallant Capt. Beiral.

We kept up both a musketry and cannon fire as well as we could, but half the time we could not see the enemy, and his cowardly discharges were thinning our ranks; still most of the men stood firm, and acted bravely. The enemy's volleys and yells increased in loudness, and it was evident that reinforcements were pouring in to his aid. At 5½ P. M. we held a council of war, and resolved to stand our ground, Gen. Baker ordering me to go for reinforcements. By this time Coggswell was wounded — Wister had fallen. The enemy were growing more daring, rushing out of the woods, taking some prisoners, and firing hotly.

Just then a rebel officer, riding a white horse came out of the woods and beckoned to us to come forward. Col. Baker thought it was Gen. Johnston, and that the enemy would meet us is open fight. Part of our column charged, Baker cheering us on, when a tremendous onset was made by the rebels. One man rode forward, presented a revolver at Baker, and fired all its charges at him.--Our gallant leader fell, and at the same moment all our lines were driven back by the overwhelming force opposed to them. But Capt. Bieral, with his company, fought his way back to Col. Baker's body, rescued it, brought it along to me, and then a general retreat commenced.

I got the Colonel's body to the island before the worst of the rout, and then, looking to the Virginia shore, saw such a spectacle as no tongue can describe. Our entire forces were retreating, tumbling, rolling, leaping down the steep heights; the enemy following them, murdering, and taking prisoners. Col. Devin left his command, and swam the river on horseback. Col. Cogswell, after unavailing bravery, had ordered the retreat himself, but, being wounded, was taken. The one boat in the Virginia channel was speedily filled and sunk. A thousand men thronged the further bank. Muskets, coats, and everything were thrown aside, and all were desperately trying to escape. Hundreds plunged into the rapid current, and the shrieks of the drowning added to the horror of sounds and sights.--The enemy kept up their fire from the cliff above. All was terror; confusion, and dismay. A captain of the Fifteenth Massachusetts at one moment charged gallantly up the hill, leading two companies, who still had their arms, against the pursuing foe.

A moment later, and the same officer, perceiving the hopelessness of the situation, waved a white handkerchief, and surrendered the main body of his regiment. Other portions of the column surrendered; but the rebels kept up their fire upon those who tried to cross, and many not drowned in the river were shot in the act of swimming.

Night came on. At 8 P. M., all of our band whose fortune it was to return had landed on Harrison Island, and the fire from the Virginia heights had ceased. The rebels took all our guns but one. When I left yesterday they had shouted to us, telling us to come over and take away our dead sons of b — s under a flag of truce, had also mounted our own guns on the heights, and warned us to leave the island in four hours.

The Washington Star's account.

From the Washington Star, of the 25th inst., (the king devil of all Abolitiondom,) we gather the following in relation to the affair:

It has transpired that Major Gen. MeClellan did not design throwing either the force of Gen. Stone or Gen. Banks over the river; and that all that was really intended by Gen. Stone was to accomplish a reconnaissance in some force, without fighting an engagement. To that end Col. Devens was sent over the river with 300 men, and on Col. Baker was devolved the duty of covering Col. Devens's return to the river, with 7,000 men; or of extending the reconnaissance quite to Leesburg, if successfully crossing over his whole force of 7,000 men, and ascertaining positively that the force of our or five thousand which the enemy had between Stone's command and Leesburg had been withdrawn, as was alleged.

Col. Baker crossed but a thousand of his men, and pushed forward, hearing that Devens had been attacked. He soon found himself assailed in front and upon his right flank by a force that gradually swelled to four or five thousand. As his men were wounded they were sent back singly to the river; and in crossing them, so great was the confusion (there having been no guard left with the boats) as that by overloading they were sunk before the main body reached the river in retreat. From first to last our whole force engaged fought with the courage and discipline of veteran regulars, though outnumbered four or five to one.

We hear that there were no scouts thrown out ahead or on the right flank, nor was any guard left in the rear to protect the approach of any portion of the rest of the 7,000 that might follow the force of about 1,000, with which Col. B. left the river bank. Three hundred did follow, and were unable to form the junction on that account.

A dispatch received from Gen. Stone's command just as we go to press, reduces the total killed, wounded, and missing of the Massachusetts 20th, in the engagement of Tuesday last to 165, with some of those hourly coming in. It will be remembered that on the day before yesterday that regiment was said to have lost full 600 men.

To quiet the weak nerves of those who are in a flutter, fearing the crossing of the Confederates into Maryland, opposite Aquia Creek or that vicinity, we have to say that we have by this time there a force of ample strength to make the experiment a fatal one to the enemy, should they attempt it.

There were lost in the engagement of Tuesday last two howitzers and one James 13-pounder rifled gun, the latter the property of the Rhode Islanders, which on that occasion was in the hands of New York troops. No Rhode Island troops were engaged, as has been stated.

The Baltimore South's Comments.

From the Baltimore South, of October 25th, we extract the following in regard to the Leesburg fight. Doubtless the conjectures of this journal, as respects the Federal force engaged, are about as near correct as any that can be obtained from that quarter:

Gradually we are arriving at the truth about the action near Leesburg on Monday last, though many facts are still misstated. The official telegram put Baker's forces at only 1, 736, when the very same authority shows that the entire 15th and 20th Massachusetts regiments--at least 2,000 men — participated, and that 680 of the California, together with detachments of the 13th Massachusetts and New York Tammany regiments, Col. Van Allen's cavalry, and two batteries of artillery, were also on the ground. It is impossible to place this force at less than 4,000 men which must have been the number of the brigade of Gen. Evans, which made the attack. The loss in the California regiment alone was 237, and the total must have been much greater than 620, as acknowledged in the official reports.

By the latest advices last night we learn that General McClellan had returned to Washington and that Generals Banks and Stone, intimidated by the threatening front presented by the Confederates, had recrossed the river on Wednesday night and were all day yesterday on the Maryland side. It is said that General McClellan would send to-day very heavy reinforcements to Bank, in order to enable him to take Leesburg. Meantime the Confederates have been informed of the movement, and are pressing forward large reinforcements. A severe and perhaps decisive engagement on the Upper Potomac

seems inevitable within perhaps the present week. The Confederate force now near Leesburg is said to be at least 30,000, which was constantly receiving large additions.

The New York Tribune's dispatches.

From the New York Tribune, of Friday last, we extract the following paragraphs from its special dispatches:

An impression is being created that Colonel Baker exceeded his instructions, and did not retreat, as ordered, when he found the enemy in overwhelming strength. There was no possible retreat, save by swimming the Potomac. The only flat boat by which they got over was sunk. The disaster is attributable to the want of transportation. The order given by General Stone to Col. Baker was picked up with his hat, out of which it had fallen, covered with blood and brains. It is in the city.

The loss in killed, wounded, and missing, was estimated this morning, when General McClellan left, at 625 men, of whom 79 are thought to have been killed, and 120 wounded. Gen. Stone telegraphs this evening, however, that many of the missing are coming in — The Sergeant-Major, and a Captain of the Massachusetts 15th, at first reported lost, have returned.

The Bulletins of the Leesburg battle.

From the Maryland News Sheet, of the 26th, published in Baltimore, (which, by-the-way, does not fully endorse Lincoln's Administration, as we had supposed since the change of proprietors and name of the journal,) we copy the following:

The battle of Leesburg, or Ball's Bluff, as it is now called, exceeds, if that be possible, the battle of Bull Run in the variety of reports that have been made concerning it — officially and otherwise — and in the diametrically opposite conclusions that the Government telegraphers and the Northern journalists and their correspondents have come to concerning it. It has been celebrated as a great triumph and honored as a great disaster. The Federal troops have been landed for their heroic courage, and denounced for their want of spirit. They are said to have maintained their ground, and to have been driven from it; to have lost but few men, and to have lost a great number; to have advanced to Virginia, and to have retreated into Maryland; to hold a position on the "sacred soil" from which they cannot be driven, and have abandoned the position for fear of being cut off from their supports.

A glance at some of the contradicting accounts that have reached us during the past three days, will serve at least to prove to the seekers after truth that it still lies, as of old at the bottom of a well:

The Union forces engaged were only about 1,800.--Associated Press, Oct. 22.

The force on our side was 1,736 men.--Associate Press, Oct. 24.

The regiments engaged, as drawn from official and semi-official sources, were as follows:

California Brigade--three regiments; 15th Massachusetts; 20th Massachusetts; Tammany regiment; Minnesota regiment. The regiments composing Stone's command, and forming the right-wing.

The total number of men conjectured to have been thrown across the river, from 8,000 to 10,000 men.

Col. Baker took command. Gen. Stone gave him 7,000 men, being Col. Baker's own brigade and the Tammany regiment, with cavalry and as much artillery as the enemy had, and the residue of the 15th and 20th Massachusetts, being the best regiments he had. Statement of Capt. Colburn, Aid to Gen. McClellan. Tribune, Oct. 25.

The Confederate forces number some 4,000. Associated Press, Oct. 22.

The Confederate force supposed to be from 4,000 to 10,000.--Second Dispatch, same date.

The number of the enemy is supposed to have been between 13,000 and 30,000.-- Associated Press, Oct. 24.

Our total killed, wounded, and missing, was about 200.-- Wash. Star, Oct. 22.

We have lost about 1,000 men in killed, wounded and missing.--N. I. Tribune, Oct. 23.

Killed, wounded, and missing, from official data, 625.--Associated Press, Oct. 24.

The California regiment lost 505 out of 684.--N. Y. World, Oct. 23.

The 15th Massachusetts regiment, left on the Virginia shore after the boats were swamped, made a desperate resistance, and it is believed that the enemy took comparatively few prisoners in consequence.--Associated Press, Oct. 23.

The scene at the river side was horrible in the extreme. The Confederates came to the edge of the hill, and fired down upon our retreating masses. The one boat filled and sunk, and those who did not attempt to swim across were forced to surrender. Many were drowned in crossing, and the Confederates kept up a murderous fire on those struggling in the water.-- Associated Press, Oct. 23.

The most reliable accounts from the Upper Potomac, this morning, state that our troops had returned to their positions in far better order than was anticipated, and now hold the Virginia side of the Potomac.--Associated Press Dispatch, Oct. 22.

The latest intelligence from the Union army in Virginia, opposite Leesburg, received by the War Department up to the hour at which the first edition of to-day's Star goes to press, conveys intelligence of Gen. McClellan's arrival there at 8 P. M. yesterday, finding all quiet, and the commands of Gens. Stone and Banks in excellent condition, and fine positions on the Southern or Western side of the river.-- Washington Star, Oct. 23.

Gen.--McClellan was with Gen. Banks yesterday, and was at the army ferries at 8 o'clock last night, when, on consultation with Banks and Stone, it was decided that they had a force in Virginia equal to any emergency that could possibly occur.-- Cor. Philadelphia Press, Oct. 23.

All accounts agree that our forces were successful in crossing the river, and gained a most important strategic point.--Philadelphia Press, Oct. 23.

For the moment, it would appear, it belongs to the right wing to open the business. In front of Washington our forces are held back with a steady reign, and forbidden to occupy positions which it is certain are to be had at any moment — waiting until the movement of Banks shall have made an advance practicable. The latter is now crossing the Potomac with a large force of excellent troops, heavily increased of late, according to report. There is hardly a doubt that he will be in ample strength to carry all before him, and then probably the army will raise the cry, which, until it is heard there, should be suppressed everywhere else--"On to Richmond."--Boston Advertiser, Oct. 24.

The object of the movement (crossing the river) of Gen. Stone, was to secure the command of the Virginia shore, that his division, and that of Gen. Banks, could be safely transferred to the soil of Virginia.--Washington Star, Oct. 22.

Yesterday on learning that a large force of the enemy were approaching, and had arrived at two points above and below and in the immediate vicinity of the ferry, it was judged advisable to withdraw the portion of our troops from the Virginia shore, both at Edward's Ferry and Harrison's Island.--Associated Press, Oct. 24.

From New York — effect of the Leesburg battle, &C.

The New York correspondent of the Philadelphia Ledger says:

The drawback to-day is the heavy loss of life at the battle near Leesburg. As there were not a few New Yorkers engaged, the list of killed, wounded, and missing, is looked for with painful anxiety. The city journals are scolding the Government for holding back the particulars of the battle so long.

The city banks promptly responded to-day to the call of the Secretary of the Treasury for the remaining three millions and a half of their quota of the Government loan; and what must be equally gratifying to Secretary Chase, in so doing they only employed Treasury notes to the trifling amount of $14,000.

The United States Circuit Court was again crowded to-day with spectators anxious to witness the continuation of the trial of the Savannah privateers. The testimony for the Government having been taken, Mr. Laroque opened in an elaborate argument for the defence. He referred to the letters of marque granted by the Continental Congress to citizens of Massachusetts as a precedent, and defended the prisoners on the ground that they were in the service of what they considered a de facto Government. The learned gentleman objected to the jurisdiction of this court to try the prisoners, contending that, when the prisoners were taken by the Minnesota to Hampton Roads, that they were within the jurisdiction of Virginia, and that was the only place where they could be legally tried. The case is still in progress, and will be continue to-morrow.

The capture of the New York brig Granada by the privateer Sallie, off Charleston, adds to the apprehensions felt by ship owners in regard to these freebooters. The war risk was not inserted in the policy of the Granada, and she is, therefore, a total loss.

Gen. Baker Obeyed Instructions in the Leesburg affair.

" on," the special Washington correspondent of the Baltimore Sun has the following in regard to the fight, which we think sets at rest the charge made by some of the Lincoln press, that Gen. Baker acted without orders from McClellan:

Epistolary accounts of the late affair at Ball's Bluff have been sent to Northern journals, which will impress upon the public the belief that it was worse than it really proves to be. If the affair is to be considered merely as a reconnaissance, it was certainly a bold though costly one; but if it was intended as a permanent advance, it does not seem to have been well advised and sustained. Until the official accounts shall appear the matter cannot be well understood. It is asserted, however, on the part of the friends of Col. Baker,

that he acted in strict conformity with orders, which he showed to several persons and which were found in his hat. It is also stated that Col. Baker was, till the moment of his death, perfectly confident of victory, and had expressed great satisfaction with the position and duty assigned him.

"Age," another correspondent of the Sun. writing from Washington under date of Oct. 25, says:

As the statement has been published, much to the injury of Col. Baker's military reputation, that he did not act in accordance with orders at the affair near Edward's Ferry, it is but just to state that his friends claim that his written order, found upon his person, exonerate him from the charge. The order in question was found under the lining of his cap, where it was penetrated by a bullet, and was saturated with blood. I hear that his friends have made a statement to the President touching the matter. It is not now supposed that General Banks's entire command crossed the river.

The funeral of Gen. Baker.

The Baltimore News Sheet, of Saturday last, has the following paragraph relative to the funeral of Gen. Baker:

The funeral of the late Colonel Baker, which took place at Washington on Thursday last has been described by the various correspondents of the newspaper press. We only allude to it here for the purpose of introducing a sentence from the funeral sermon delivered by the Rev. Byron Sunderland, D. D., of Washington. In the course of his remarks he said "that the judgments of God were poured upon us for our sins. I acknowledge and believe it to be fearfully true. But I do not think that the punishment of this people for our transgressions is the only or even the chief one of the Divine purpose in this war. I believe the purpose is to purify the nation, and to give the death blow to slavery on the American continent."

A "current" Dispatch.

The Baltimore Clipper, of Saturday, the 26th, publishes the following telegram:

Washington, Oct. 25.--Private accounts from the Upper Potomac this morning, represent that soldiers reported as missing are from time to time coming into camp, whilst others, carried down by the current of the liver, are known to be now under shelter in tenements on its banks.

There are about 650 of the "missing" now "under shelter in tenements" in Richmond. The "current" that brought these prisoners here was composed of detachments of soldiers from the Confederate army.

Below we give a synopsis of the most interesting news which could be gleaned from the columns of our Northern files:

The Potomac considered as a Boundary.

The Washington Republican, of Friday morning, has the following article relative to the Potomac river. It abounds in curious suggestions coming from a Government organ:

There is more occasion for congratulating ourselves upon the good luck of the fact that the navigation of the Potomac has only recently been impeded than there is for finding fault with the Administration, because the Confederates have at last erected batteries on the Virginia shore. It never was possible to prevent that by anything short of occupying it at all points where the channel is within cannon shot, which, of course, has not been within the limits of practicability. And it is not easy to understand why the Confederates have not before improved the opportunity to obstruct the navigation by batteries.

There is nothing possible in the case but to take measures to dislodge them from whatever points they may actually occupy in this way, and to wait patiently for that permanent relief from the difficulty which is only to be found in the expulsion, or retreat, of the enemy's main army centering upon Manassas Junction.

The blockade of the river illustrates the folly of the politicians who have proposed to the country a division upon the "the of the Potomac," upon the supposition that Washington is to remain the Capital of the Northern States. We can have no secure access to the sea unless we have both shores or the Potomac, and, indeed, without that, Washington itself would be within cannon range of an alien jurisdiction. If we give up Virginia, we may as well give up Maryland, and retire with the nation I archives to the Delaware or the Hudson. If we hold Washington, we must hold both sides of the Potomac and the whole circuit of the Chesapeake Bay.

A Venturesome reconnaissance — effects of Closing the Potomac, &c.

The following items are taken from special dispatches to the New York Times, October 25th:

Major Palmer, of the Coast Survey, made a successful reconnaissance beyond Falls church to-day, obtaining valuable information of the roads and topography of the country.--Major Palmer had an escort of six cavalry.--He was shot at four times, and what is remarkable, each of these four shots struck the same man and horse in the escort. One ball struck the horse, a second the saddle, a third the man, and a fourth the horse. None of them inflicted any serious wounds, the range being too long.

The city has been filled to-day with the most absurd and frightful rumors I was told to day at Willard's by gentlemen who really believed what they said, that General Stone had been drowned, Gen. Banks taken prisoner, and that Gen. McClellan had ly escaped a similar fate by the most desperate riding. Then I was told that ten thousand men had crossed the Potomac at M thias Point, and were marching up to take Baltimore. Of course there was no foundation for either of these stories, but yet they were generally believed.

Since the closing of the Potomac by the Confederates, the Baltimore and Ohio Railroad is necessarily making extensive arrangements for the largely increased business which it must do if the army of the Potomac remain much longer in its present position. Long sidlings have been put in at frequent intervals; in such a manner as to substantially answer the purpose of a double track Switches have been laid in every direction from the depot, and storehouses built for the reception of freight. It became imperatively necessary that these arrangements should be made, and it will probably in a short time be a military necessity that the War Department shall resume possession of the line between this city and Baltimore and Annapolis, and so be able to control the running of trains and the transportation of supplies and munitions of war.

A few days since Mrs. Kerrigan, wife of Col. James E. Kerrigan, of the New York Twenty-fifth, now under arrest, went with another lady beyond our outposts into Secessia. The avowed purpose was to visit the house of the lady, but they were compelled to turn back without reaching there.

Short Allowance of Forage — the blockade of the Potomac.

The special dispatches in the New York Tribune, of the 25th, contain the following:

The horses and mules of the army around Washington are on short allowance. It is not possible or the railroad to keep the forage department supplied. Already a remedy is talked of for the threatening evil of a short supply of hay and oats, cheaper and more efficacious, if not more glorious, than arms can supply. The construction of a railroad from here to Notingham, on the Patuxent; 20 miles of rails and sills, borrowed from some unused road, would lay the track speedily.

The Potomac is blockaded at Quantico and Matthias Point. The interval between these is forty miles long. The Confederate steamer Page is out from her old lair in Aquia Creek, and on the rampage among the forage vessels. She varies foraging with shell and she practice on the Sickles Brigade on the Maryland side, and with ferrying over the Confederate marauders. This blockade causes anxiety.

Billy Wilson's report of the Santa Rosa fight.

Col. Billy Wilson, of the Zouaves, has written the following letters to his wife:

Camp Brown, Fort Pickens, Sixth Regiment N. Y. V., Oct. 11, 1861. Dear Wife:

I am in a great hurry. We had a terrible attack two nights ago. Two thousand men came upon us at 3 o'clock in the morning. We, however turned out and gave them some fight. I had but two hundred men in camp at the time, and the rebels must have had at least two thousand; but the few I had did well, as we killed quite a number.--Eleven of my men are killed, several wounded, and a number taken prisoners. My old cook, Napoleon, is taken prisoner. We killed about four hundred of the rebels, and took forty prisoners. I am without a stitch of clothing, but all right and unhurt. My men fought good. The pickets fought like devils. We lost papers and everything. I got out buttoning my pints to receive them. Their war cry was, "No quarters to Wilson or his men."

Your husband, Wm. Wilson. Camp Brown, near Fort Pickens, 6th Reg. N. Y. V., Oct. 15, 1861. Dear Wife:

The steamer, I believe, will sail this afternoon for New York. I wrote you a few hurried lines the day after the fight. I fear news from the South has reached you with terrible statements of the affair. They had me killed, and every man in the regiment. All they did was done suddenly. At 3 o'clock in the morning they attacked us with 2,000 men. We had only 200 men. My sentinels fought bravely, and gave us notice, but it was a short one. We were hardly out of bed, and my men scarcely had their eyes open, when the enemy commenced a terrific firing all around us from three different points. They poured volley after volley into us, however. We stood and returned the fire, but finally had to retire behind sand hills. Nevertheless, we again rallied, and, with the assistance of the troops out of the fort, drove them back, killing several hundreds. None of my officers were hurt, and only eleven were killed, ten wounded, and sixteen prisoners. My clothes and everything belonging to me were ral

The Cambridge Democrat, of Wednesday, the 23d, has the following:

On Friday last, two companies belonging to the 2d Delaware Regiment were sent, under command of Major Andrews, on an expedition down to the lower Eastern, Shore counties of Maryland. They took passage in the Government steamer Balloon, and on Friday night landed at White Haven, in Somerse county, eight miles from Princess Anne. A part of one company was immediately dispatched to gather up the arms from the military company a Tyaskin, and on Saturday morning a detachment of the other company was sent to Princess Anne, after the arms of the military company lately in existence there. What success they met with we have not learned. The arms of each company had been distributed some time since to the members.

As the company to Tyaskin was returning to the steamer, they were passed by a young man, George Davis, son of Mr. Benjamin Davis, who hurrahed for Beauregard, where upon one of the privates immediately fire at him, the ball taking effect just below the hip.

On Sunday they left Somerset for Seaford Del., by way of the Nanticoke river, where we understand, they made some arrests on Sunday night.

The capture of the Salvor.

The Key West correspondent of the New York Tribune, writing under date of the 20th inst., has the following particulars of the capture of the steamer Salvor, whose arrival in Philadelphia we noticed yesterday:

The Salvor was discovered at 11 o'clock P. M., heading for the Quicksands, and steering due North, her evident intention being to enter Tampa Bay, a port from which she had been sailing for some months before the war Capt. Scott sent an officer on board with orders to bring her to. Finding her papers irregular, she was taken possession of and towed into this port, arriving at an early hour on Monday morning.

Maj. French, accompanied by Capt. Scott and the U. S. Marshal, went on board the Salvor as soon as she cast anchor. The Marshal, at the request of Capt. Scott, sent for his deputy and an assistant, and commenced a thorough search for papers, arms, &c. Enough were found to warrant the seizure of the vessel under the confiscation act. Accordingly, the Marshal informed Captain Scott that he would consult with the District Attorney.--A libel was drawn up, the Marshal in the meantime returning to the Salvor, and continuing the examination, assisted by his deputies.

A guard of marines, sent off from the Key stone State, remained on board under orders from the commander to allow nothing to be examined, except under the inspection of the civil officers. Whatever was done by the civil officers was done at the suggestion and request of Capt. Scott. And it was their impression that this officer intended to have the case adjudicated here in the Admiralty Court. In the afternoon, the Marshal served upon Capt. Memondey, master of the Salvor, an attachment regularly issued by the Court, and at the same time presented it to Capt. Scott. He flatly refused to receive the document declaring that he did not recognize the jurisdiction of the United States Court in this case.

The Marshal, giving orders to his deputies to remain on board in charge of the property, unless resisted by force of arms, left the vessel. At sunset Captain Scott ordered the deputy and his assistants ashore, threatening them with force if they did not obey. Protesting against his action, they left the ship. Judge Marvin, on learning of the interference of Captain Scott with his officers in the discharge of their duties issued a warrant for his arrest. It was served upon him, but he refused to be arrested, and half an hour after the summons, with his prize in tow, sailed from the port for New York.

Soon after the Salvor arrived, Major French sent an officer on board, and arrested James McKay, the former owner of the steamer, Dr. R. H. Barret, of Key West, and Wm. G. Ball, and removed them to Fort Taylor, where they are now held prisoners of war.

The U. S. Marshal, while in charge of the vessel, examined two of the passengers, and ascertained from them the nature on the cargo. It consisted of 600 pistols, 500,000 percussion caps, 600 dozen hats, 5 cases shoes, 400,000 cigars, 400 bags coffee, cases of dry goods, etc.--The crew informed him that cases of arms were secreted under the coal.

Capt. Scott, before leaving port, addressed a letter to Major French asking the surrender to him of the prisoners taken from the prize. Major French refused, and was sustained in his course by the U. S. District Court. It is reported that the District Attorney will demand the return of both ship and cargo. The crew will, of course, be sent to this district for trial.

Latest from California. Salt Lake City, Oct. 24.

--The Pony Express passed here at 6 o'clock, P. M., with San Francisco dates to the afternoon of the 19th inst.

The officers of the General Government to purchase a site for a fort at Lime Point, near the entrance of San Francisco harbor, and five miles distant from the city, have met with a check through the decision of the Supreme Court.

A jury recently appraised the property at $125,000, which the owners refuse to accept, because the Government, through its agent, once offered a larger sum. The Court decided that the case must be decided by ascertaining if such higher price was offered, as set forth, so as to bind the Government. The Government side of the case is managed by attorneys appointed under the Buchanan Administration.

The official returns of the State election are just announced. The whole vote cast is a fraction under 120,000. Sanford, the Republican candidate for Governor, received 36,036. McConnell, (Breckenridge) 32,751; Converse, (Union Democrat) 30,990.

Captain T. J. Steeples, commanding the steamer Pacific, was shot at Portland, Oregon, on the 10th instant, whilst aiding to assist a gambler. He died a few days subsequently.

General Sumner will leave on Monday, the 21st inst., by steamer for Washington, with nine companies of regulars under his command, who go to New York.

One thousand United States arms go forward by the same steamer.

Col. Wright succeeds General Sumner in the command of the Pacific Department, until Gen. Darer arrives.

Commercial.--The market continues quote easy. Sight exchange to New York, 3½a4 per cent. The question of danger to the treasure shipments from privateers is again agitated and some of the newspapers advocate a petition to Government to send a steam war vessel to Aspinwall at least once a month, to receive and convey the California treasure to New York.

The markets for general merchandize is quiet, excepting a few articles, for which there is a speculative demand. Candles continue with quite heavy sales here, and to arrive, at 22a23, and sales of T. H. & Co.'s lard at 16 Three thousand gallons spirits turtentine at $1.30. lathmus better, 29a30 Alcohol, in barrels, 62½c. Layer raisins, $4.50. Nails, in kegs, $3.80.

From Western Virginia.

The Wheeling Intelligencer, of Thursday, says:

We learn from passengers who arrived last evening from Oakland, that the Federal forces at Fort Pendleton, about six miles from that place, were attacked on Tuesday night by a large force of cavalry, supposed to be from Romney. The enemy drove in the Federal pickets and fired upon the camp. The fire was returned. None of the Federal forces were killed. The force at Fort Pendleton (which is on the farm of Major Philip Pendleton, now in this city,) started in pursuit of the rebels yesterday morning.

A Committee appointed to Investigate the Fremont claims.

A Northern correspondent says:

By direction of the President, a commission has been appointed consisting of Hon. David Davis, of Illinois; Hon. Jos. Holt, of Ky., and Hugh Campbell, Esq., of St. Louis, to examine and report upon all unsettled claims against the Military Department of the West which may have originated prior to the 14th of the present month, at which time the order was issued that all moneys must be disbursed by the regularly appointed agents of the Government. The commission are to meet at St. Louis, and enter upon their duties as soon as practicable. Samuel T. Glover, Esq., of St. Louis, is to act as counsel for the Government.

Gen. M'Clellan's war horse.

A writer in Forter's Spirit thus describes the horse which some gentlemen in Cincinnati bought in St. Louis and presented to Gen. McClellan, when he took charge of the Federal army in Western Virginia:

Dan Webster, or "Handsome Dan," the familiar sobriquet by which he was known to the men, women, and children throughout the city, is a gelding of a beautifully dappled mahogany-bay color, with three white feet and a star, very heavy flowing black mane and tall, the latter a regular "spout." He is 16 hands high, and weighs, in ordinary flesh, 1,260 pounds. He was aired by Gen. Jackson, dam of Sir Archy and Messenger blood. He has a fine, bony, and intelligent head, delicately tapered ear, and a proud, beautifully arched neck, capital shoulders, very long and muscular arms, whose symmetry could not be improved were they carved to order; his chest is broad and deep, his legs fine, flat and bony, with his hocks and knees well down to his hells, and his fetlocks almost to the ground, with a round, well-ribbed barrel of tremendous length, and a line and hips remarkable for strength and beauty, indeed, his fine points and evenly-balanced proportions make him, in the fullest sense of the term, a model horse, not only for symmetry, but for speed and As a field horse, I never saw his superior, being very happy when in action, with a proud and nervous step his head as high as his rider's when mounted, and his threat-latch and the tips of his fore-feet almost on a perpendicular line when in repose. He possesses many characteristics common to no one of his species I have ever known. For instance, he will not stamp his feet nor shake off a fly it there were a thousand on him, seeming to entertain a contempt for all lesser animals; and his confidence in, and affection for, the human species is such that he will not, under any circumstances, suffer his attention to be drawn from his master by any minor object. To his own species he pays no attention, passing among them without deigning them the slightest notice, even when turned loose in the same yard or field. He will follow his master up any flight of stairs, or along any precipice where he can get a foothold, relying on his master's judgment for his safety; will stand any where he is left without constraint, and is at brave as a lion and discreet as a judge.

The expedition down the Upper Mississippi.

The expedition destined for operations down the Mississippi is to consist not only of gunboats, but of floating batteries, which are thus described in the Peoria (Iii.) Union.

They are of solid timber, twelve inches square, and lying in three tiers of timber deep. This is strongly bolted together, and forms the hull of the vessel. Wells are cut through the upper tiers, about four and a half feet square, and lined with due to keep-out the water. These wells serve for magazines, or places for keeping the ammunition. There are four of these in each boat. The solid platform is 60x15 feet, being longer in the middle than at the ends, each end being sharpened. The whole is covered with a thick plank. Entirely around the outside of the float is a parapet or bulwark of iron, three eighths of an inch in thickness and six and a half feet in height. This is inclined inward, so as to give a glancing direction to any shot that may strike it. The armament of these floats is to consist of six 64 pound mortars, three upon a side, and so arranged is to deliver their charges over the iron parapet that surrounds them, and which protects those who serve them. There are 38 of these monstrous batteries to be built, 26 of which are nearly ready for use, and the remainder are begun. There is no machinery in board of them for locomotion, but it is intended to tow them by means of gunboats.

Election in Western Virginia on the division of the State. Wheeling, Oct. 24.

--The election on the question of the division of the State as ordered by an ordinance of the Convention passed at a recent session, came off throughout Western Virginia to-day. The vote of this city and county was overwhelming in favor of a division. Reports from the interior, as far as received, show a still greater unanimity.

Requisition on Pennsylvania for troops. Harrisburg, Oct. 24.

--The War Department made a requisition on the Governor to-day for five companies of heavy artillery, and asked that Col. Anganthe, of Philadelphia, shall enlist and command them. The Governor approved of the requisition, and the companies are to be enlisted, subsisted, equipped, and armed by the National Government, under the order of the 25th of September, as contained in the proclamation.

Loss of grain vessels. Derqit, Oct. 24.

--The schooners William Nelson, Flying Cloud, L. M. Mason, Union, E. J. Gray, A. Carson, and three others, names unknown, all grain laden, and bound for the lower lake, went ashore on Presque Isle, in Lake Haron, on Tuesday night. The three first named will prove a total loss.

Four tugs, with steam pumps, have been sent out to render assistance.

Miscellaneous.

A Universalist minister in Chicago, in the course of a recent sermon on the duty of Christian patriots in the present national crisis, remarked that he was aware that most of the Christian public differed with him on the mooted question of future punishments; but he would say that he agreed with them on one point; he wished it to be distinctly understood that he had a hell for all traitors and rebels.

Marshal Murray, of New York, has purchased a quantity of articles for the prisoners at Fort Lafayette, in order that they may pass the winter comfortably. The supplies consisted of beds, bedsteads, blankets, armchairs, stores, etc.

A Key West letter of the 20th instant, reports the arrival at Cardenas, on the 16th of the steamer Theodora, from Charleston, with the French Consul and his family, and Messrs. Mason and Slidell, Commissioners to France and England.

Henry Winter Davis, of Baltimore, has found an opponent for the Federal Congress in W. J. Harhill, Mr. H., in his card, concludes thus:--"The icy hand of death may wrest that independence from me; but the chilly blasts of winter, never."
