William J. Gregory, aged 21 years, recruited from Petersburg, Va.; is about 5 feet 10 inches high, freckled face and spare frame. He is believed to be in the neighborhood of Portsmouth, having, since his desertion, connected himself with one of the Petersburg companies stationed there.

William Withy, aged 20 years, recruited from Church Hill, Richmond; is about 6 feet 9 inches high, of dark, swarthy complexion, and is also thought to be in the neighborhood of Norfolk or Portsmouth.

William M. Miller, aged 22 years, recruited in Richmond; thin frame, sallow complexion, with a small sear upon the left corner of his mouth.

Richard W. Spraggins, aged 21 years; of dark, sallow complexion, very much resembling an Indian.

--Ran away from the subscriber, on the 6th inst., at Vienna, Virginia, a mulatto boy named Sam. Said boy is about 20 years of age, 5 feet 5 or 6 inches high. He had on when he left a pair of white Oznaburg pants and a checked shirt, no coat; is rather slow spoken; no particular marks remembered.

The above reward will be given for sufficient proof to convict any white person of assisting said boy in effecting his escape; or twenty-five Dollars will be paid for his safe delivery either to myself or in any jail where I can get him. A. K. Tribble,

Saturday, August 8.

I will not tell of my feelings on Sunday, the battle day, as I heard the incessant boom of the cannon. It was awful — a day I can never forget. Mother was very desponding, but I can truthfully say my faith in our men never wavered, not even when an officer told us that he had received a dispatch saying that Bull Run was taken and the "Grand Army" was marching on Manassas. Not even when late at night. I was told that Manassas was taken and 30,000 Southerners had laid down their arms! My indignation passed all bounds at this. The first thing I heard the next morning was that the Federals were pouring down the road, the Confederates in full chase. (Oh, if it had been altogether true!) And so they continued to come all day, twenty or thirty at a time, sometimes fewer; but early in the morning it was one continual stream of broken down, beaten, famished men. They declared that for two days they had had nothing to eat or drink, and we all on the hill sent them every available thing in the house; and mother had coffee made and sent to them, and, what do you think, they actually thought it was to sell! They were treated in the same way in town, every one opening their hearts and hands to a broken down, conquered foe. I certainly never saw such a forlorn set. Some had even thrown off their shoes and jackets. To see one with a knapsack was a rarity, and very few were armed. Some were perfectly infuriated, and swore they would pay us Southerners for it if they ever got a chance; but most of them seemed to be inspired with a pretty wholesome fear of Bull Run, and have no desire to return. One old Irishman who was asked by some one as he came hobbling by, grumbling at "them big batteries," "Why they didn't take them?" replied naively enough--"Faith, sir, and we couldn't. They's been building them batteries and digging them plus these three years, and all the South was in 'em and behind 'em, and could ye expect the min to take 'em?" Some swore vengeance on Congress, and were for starting right off to Washington. They rushed in such swarms that the draws of the Long Bridge were kept open all day and night, and all travel stopped between here and Washington. This dismay extended to the officers — probably begun with them too; all seemed to be disheartened. But the next day, such a change! Saying, "it wasn't much of a beating; they'd soon remedy it," &c., and telling all sorts of abominable lies about the cruelty and barbarity of our men. It gives me an utter contempt for the whole crew to hear how they abuse each other — the soldiers, their officers, the volunteers, the regulars, and all pitch into McDowell. McClellan, who has superseded him, is expected to do great things, but they glorify them all until they get a whipping, and then quietly drop them or speak of them with contempt. Better adopt the system of the Carthaginian: kill all who are not victorious; it is not much more contemptible than their present course, and, perhaps, might have a salutary effect, as fear seems to have been the motive power which has governed a good many; it has undoubtedly moved them to take one good run. As I heard some one say, the Yankees went up avowedly to see the Virginia races, but we will give them the palm and allow ourselves beaten in running. I glory over them now, for I am sickened out with their bombast and brag. But the day they came back I really felt heartily sorry for them, and never thought of exulting — though I have had many and many of them tell me to my face, knowing that I was Southern, that the Southerners were all cowards. I told them whenever they said this, that it did not speak very highly for their bravery, to come down in such hordes to fight an enemy, who, in their opinion, were all cowards and numerically inferior. The way in which they gloss over their defeat is contemptible. Before the fight we were told that 80,000 had marched up to Manassas, and that we had only 30,000 and could get no more; now they swear they had not more than 30,000, some say 10,000, and that we had 90,000. How they reconcile these statements I cannot see.

August 13th.--I am hopeless about getting this to you, but I still write. The New York 15th leave to-day, at which we are really very much grieved. It is the regiment stationed at the Seminary — the officers, at least the Colonel, Major, &c., have been very polite, and have their men under excellent discipline. We have had a guard stationed at our gate to keep the stragglers out by which we had been very much annoyed. To-day some officers came in search of a camp ground; I told them this was private property, and enlarged on its incapacities for such a purpose so eloquently, that they finally went off; but no further than the Bishop's field across the road where they have pitched their tents. As we sit on the porch we can hear the neighing of their horses and the rattle of their sabres. In the adjoining fields back are encamped two or three regiments; at Mr. Lockwood's another troop of cavalry; in Dr. Sparrow's field another, and at the Seminary still another, besides one or two regiments of infantry, and on Mr. Herbert's hill one or two more regiments, I don't know which. General Kearney commands a brigade out here and has his headquarters at the Seminary, so you see we are quite surrounded by the military. I wish every time I look at them that the Confederates would come down on them. It would be such fun to have them chased from under our very noses. All this is, as you may imagine, very uncomfortable, as the roads are full of soldiers, and some of them are very impertinent; and in town it is no better. Ladies are never seen on the streets now. I can only say how long! how long! Report says they have mined the fort, and I know they are throwing up embankments in the road by Vaucluse — I suppose, of course, we know all about this however. I would give everything to be away from these horrible wretches. The only friends I have seen were three of our men who came in with a flag of truce-- Lieutenant Edmonson, and privates Meek and McChesney. Several saw them before, but when I met them in the road, and thought they were prisoners, it almost broke my heart. The officers at the seminary where they were staying were kind enough to allow us to send them refreshments, an opportunity which I assure you we availed ourselves of.

Return of thanks. St. Charles Hospital, Aug. 26, 1861. To the Editors of the Dispatch:

The soldiers of the Davis Guards and Davis Rangers, 1st Regiment Kentucky Volunteers, wounded in the recent disaster on the Central Railroad, wish to return their thanks to the Superintendent and officers of that road, for the liberality with which they have endeavored to repair our losses. We desire also to express our gratitude to Drs. Jackson and Jones, the Surgeons, and to the committee of the St. Charles Hospital, for the skill, attention and kindness with which we were cared for. We also have to thank the citizens of Richmond, who have so generously contributed to our comfort, and especially Mr. Richardson and Rev. Mrs. Sumner, who have nursed as well as assisted us. The tender care and unwearying kindness with which Mrs. Grinnell and Miss Hussey, who volunteered to nurse us, have performed the trying task, will be remembered in our prayers.

A compliment acknowledged. Cold Lake, Washington co., Miss., Aug. 16, 1861. to the Editors of the Dispatch:

--I cannot refrain from expressing to you my gratification at the just and timely tribute which, in your paper of the 6th, you have accorded to the private soldiers of the Southern Army, and the eloquent and forcible terms in which you have set forth their claims to the highest honors which the loftiest and purest and most unselfish patriotism demands.

You say well that the stamina of that army consists of gentlemen in the best sense — men of education, intelligence and position, who, unmoved by mercenary thoughts or mere ambition, abandon their affairs and stop into the ranks with an alacrity which could only be prompted by the noblest impulses of duty.

The theme is one which should be reiterated until the patriot soldier of the rank and file shall receive, as he deserves, the profound homage of the nation.

--The Perth (Canada) Courier says:

It seems now to be beyond a doubt that the potato rot has made its appearance, and is likely to prove very destructive in this section of Canada. We are informed that in some localities entire fields are turning black, and there are but very few patches but show indications of being effected. It is consequently impossible to tell at this stage of the disease what the extent of its ravages may be, but it is confidently stated that at least one third of the present year's drop will be destroyed. The season has been very wet, scarcely a day passing without rain, more or less, and the wet, cold weather may have had something to do with producing the reappearance of the potato blight.

The War upon newspapers.

--In reference to the suppression of the Philadelphia Christian Observer, the Enquirer, of that city, says:

At about morning, Marshal Miliward seized the office and appurtenances of the Christian Observer, formerly a New School Presbyterian paper, but recently repudiated by that denomination on account of his pro-slavery proclivities. The editor is Rev. A. Converse, a native of Vermont, but of into a citizen of Richmond, Va. Its articles have recently been peculiarly virulent against the course of the Government.

The seizure of the Daily News and the visit of the United States Marshal to the office of the Christian Observer, gave rise to much discussion throughout the city — We heard several rumors that the Marshal intended to take charge of the Catholic Herald and Visitor also, it having been represented that that paper was of Secession proclivities.

On looking over the file of that journal, we were unable to see anything which would justify the suspicion that the editor favored the rebel cause. The paper is confined principally to the discussion of religious subjects, and is the organ of the Rt. Rev. Bishop Wood. Politically, it would appear that the editor is opposed to the present Administration, and freely states that fact, strenuously supporting Judge Taney in the late habeas corpus case as opposed to the Cabinet.

The New Orleans Commercial Bulletin, in an editorial upon the recent outrages at the North, remarks.

While sympathizing with the victims of the cowardly and murderous despotism at Washington in the Northern States, we can hardly help rejoicing in one sense at every fresh act of lawlessness and robbery which it perpetrates, because it thus prepares the means for its own speedy overthrow, and only fastens its doom the more hideous and unmitigated its brutality and oppression become. Marion, in the Revolutionary war, used to rub his hands in high glee at every new instance of tory and British barbarity in South Carolina, because he knew it would bring the people to their sense — and it did. So in the North now. The blood of the martyrs will prove, as usual, the seed of the Church. For every newspaper office mobbed in the usurper's Province, a hundred, aye, a thousand more good men and true will swear vengeance against the despotism and its minions.

These infamous outrages but increase the reaction which is setting in with a heavy ground swell, which already alarms some of the Jacobins. The tighter the thumb screws are pressed, the more numerous and the more bold the victims grow; and we almost daily perceive that papers which have heretofore supported the war measures are exhibiting signs of uneasiness and dread at the direction and proportions the war is assuming, and calling out for a paused. They are beginning to see that the hybrid despotism, under the shallow and lying plea of "preserving" what has no existence, is actually trampling out their own liberties, admitting that the Constitution is over thrown and all the great bulwarks of freedom gone.

How the Western Colonels were taken.

The Louisville Democrat, of the 21st inst., publishes the following extract from a letter written by a member of Col. Woodruff's regiment:

The next day after reaching General Cox's Camp, on the Kanawha, a battle took place, five miles from our camp ground, called the battle of Harey, [Scary,] in which one of the Ohio regiments was defeated. The men, however, were not to blame; they fought gallantly. General Cox had 4 500 men within five miles of the rebels, who had carefully entrenched themselves and thrown up breastworks. Their force was 1,500 men. Notwithstanding these advantages, General Cox sent only 1,100 men against them. He had not informed himself of their strength, nor did he send any reserves or ammunition. Some of the men had forty, and some thirty rounds of cartridges, and fought till these were exhausted, when they had to retreat. We could distinctly hear the cannonading, and stayed outside listening. We had on our cartridge belts, and were prepared and eager to march, thinking our help might be needed, and impatiently waiting the order. At , Colonel Woodruff beat the long roll and formed the regiment into line of battle order, and held us all ready, that there might be no delay if we were called upon. Col. Woodruff went to Gen. Cox, and begged him to allow the Second Kentucky Regiment to go to the battle ground. Cox replied that he had sent enough to take the rebels. In this he was mistaken, and Woodruff was the better judge. If his advice had been followed by Cox, the rebels would have been easily taken. This, however, is not all of General Cox's blunders; a still greater one remains untold. At about on the evening of the fight, General Cox came to Woodruff, and told him that our men were victorious, but that the Colonel of the regiment was wounded, and that he (Woodruff) had better go up to the camp and see how they were getting on.--Cols. Woodruff and Neff then started for the battle field, and found that our men, instead of being victorious, as General Cox had reported, were defeated. When Cols. Woodruff and Neff approached the camp, they saw a Union flag flying in it, and supposing it all right, they rushed in, and were immediately taken prisoners of war. The were glad to get them, and we don't blame them. Certainly, we would heartily rejoice could we recover Woodruff. We hardly know what to do since we have lost him."

Tragedy in Franklin Parish.

--The Louisiana Herald, published at Winnsboro, Franklin Parish, gives the annexed account of the tragical death of two citizens of that Parish on the 10th inst. It says:

It seems there has been a misunderstanding existing between the parties, E. J. Pierce and M. P. Daily, for more than a year. Occasionally this feeling of animosity was aroused by some new cause of provocation. Last Saturday, while the Home Guard was on parade in Bœuf prairie, Mr. Pierce demanded of Mr. Daily an explanation of a note written to him by Daily. Pierce being armed with a double-barreled shot-gun; Mr. Daily thought it unsafe to enter into an explanation without being similarly armed; he therefore procured a gun, and the parties started to the woods.-- Mr. Pierce being ten or twelve feet before, turned and fired, but fortunately for Daily, the entire charge was lodged in a tree by the side of which he was standing. Mr. D. then leveled his gun at Pierce, but it missed fire, whereupon Mr. Pierce fired the second barrel, lodging the contents in the side of his antagonist, inflicting a mortal wound. While in the act of falling the (Daily) fired, killing Mr. Pierce instantly. Thus the two combatants lay on the ground within ten feet of each other, one dead and the other suffering the most excruciating pain, resulting in lock-jaw, killing him in a short time.

We should add that these two young gentlemen were close neighbors and kinsmen, and each leaves a wife and children.

Arrest of a Federal officer.

--The Norfolk correspondent of the Petersburg Express makes the subjoined statement:

Commander Boutwell, of the Lincoln Navy, has been arrested and taken to prison in Richmond. A few days ago this individual came to Norfolk, visited the Navy-Yard and other fortifications, went to the house of a lady relative of his in this city and persuaded her negroes to run off, collected some money here for a relative in Washington City, D. C., and started on the Petersburg train for Richmond. A telegraphic dispatch, I understand, was sent from here informing on him to the authorities in Richmond, who had him arrested on getting out of the cars.--I am told that he was several days in this city, and that he crossed the Potomac in company with Southern ladies and gentlemen, who did not suspect him of being a spy, knowing as they did that he was a Virginian by birth. He informed them, I am told, that he had resigned from the Federal Navy, and was coming to Norfolk to report himself to Commodore French Forest, now in charge of our Navy-Yard. This strikes me as the coolest piece of daring impudence I ever heard of.

The arrest was effected in Knoxville, Tennessee, by officers acting under the authority of General Zollicoffer.

Horrible Murder.

--The Brandon (Miss.) Republican, of the 22d, says:

An old grey headed man, named Thos. Parker, living about six miles northeast of Brandon, was murdered on Saturday last by some fiend, who is as yet unknown. The old man, we learn, had been living in the woods by himself for several weeks, engaged in making shingles, and had put up a little shed to protect him from the weather. He was found in his shed on Sunday , with two large gashes cut in his head with an sake, and his pockets rifled of their contents. He had sold some shingles, and received some $12 or $15 a few days previous, and it is supposed he was murdered for that. No clue has yet been had to the perpetrator of the deed.

Sad affair.

--In New York, on the 22d inst., Mrs. John Duey committed suicide by drowning. Deceased had lost five out of her six children, who had died within the past year, and their loss so affected her that she frequently talked of dying, so that she might go to her little ones.

Our troops at Pensacola

--Letter from Gen. Bragg.--The Montgomery (Ala.) Advertiser publishes the following letter from General Bragg, in reply to a communication reflecting upon the treatment of sick soldiers at Barrancas. It will afford pleasure to every heart to know that our sick soldiers in that region are so well cared for:

Headq'rs Barrancas, Aug. 16, 1861. My Dear Sir:

If any army in the field has ever been better supplied with all that is necessary for health and comfort than this one, history does not record the fact. For the sick we have a hospital unsurpassed in the world for its luxurious comforts and splendid appointments. It is supplied without regard to expense, with everything that can contribute to the health or comfort of the patients, and is attended by a full corps of the finest physicians the country can afford. Living in close proximity to this hospital, I see hourly what is going on; receive daily a written report from the chief physician, and on every Sunday pass through every ward, converse with every patient, ascertain every want, and, if practicable, gratify them.--That there may be some cases of suffering unrelieved, I am prepared to believe. Many men have a prejudices against going into a hospital, and some have come into this one too low to admit of any benefit. This is against my most positive orders, and is an evil I cannot correct. Their own officers are to blame for allowing it.

In the good work of Charity I have been greatly assisted by the good people of Alabama living near the railroad. They have supplied us largely with poultry, eggs, butter, vegetables, and other hospital stores in great abundance.

Our greatest want has been proper attendants. Cooks and nurses we find it almost impossible to secure in our ranks; but all has been done that could be, and even in that we are improving daily. A number of good Sisters of Charity have obeyed my summons, and come over from New Orleans and Mobile to supply these deficiencies.

The charge of sick men not being allowed to leave to recover their health is utterly untrue. Not an application has ever been refused where the medical officers recommend it.

--The following sketch of the career of the venerable gentleman whose death has been announced in a letter from Norfolk, is copied from the Day Book, of that city:

Mr. Broughton was born in Princess Anne county, Va. during the year 1786, and was, therefore, 75 years of age at the time of his death.

In the year 1821, he assumed the position of senior editor of the Herald, published in this city, which position he continued to fill without intermission until his decease — a period of more than forty years. During this long time he was seldom, if ever, absent from his post — discharging, fear Feebly and faithfully, the duties devolving upon him; nor did he at all relax his efforts until forced to do so by the feebleness of old age. So faithfully did he labor in the sphere which he had chosen, that, without hesitation it may he said, it was alone through his care and supervision that the Herald's existence has continued to the present moment. Through all the storms that have swept over the community, the Herald, with his hand upon the helm, has survived them all.

Mr. Broughton has filled a number of public positions, among them that of member of the City Council and Secretary of the Board of Health. In all the positions of honor or trust to which he was called by his fellow-citizens, his highest ambition was to prove himself worthy of their consideration. Of nothing that he under took can it he said that it was half done. His whole soul was enlisted in all his undertakings; and, as a consequence, faithfulness and promptitude were the characteristics of all his trans actions.

In all the relations of life, Mr. Broughton was affectionate, courteous and devoted. As a citizen he was much loved and respected, and his death is universally explored. The young, especially, will miss his fatherly advice and counsel, which was always sought and faithfully regarded; while the old will miss his hearty greetings and instructive conversation.

Crinoline.

--A meeting was recently convened in London at the house of a duchess, at the desire of Queen Victoria, to which only the creme de la creme of the fashionable female society were admitted, for the purpose of presenting a proposition from her Majesty to abandon hoops, on the ground of their danger, and the number of deaths which they had caused. Of course the idea was generally received with consternation. Some very aristocratic ladies could remember no person of rank who had suffered from wearing them, and couldn't see why they should relinquish hoops, because common people to whom they were an inconvenience, presumed to copy their modes. A vigorous discussion ensued, and a proposition was finally carried which declared for the abolition of all steel hoops and springs in skirts. What is to be offered as a substitute is not yet known.

An alarmed family.

--A family in Boston were alarmed for three nights in succession by the ringing of all the bells in the house after . A thorough investigation showed that there was a box in the corner of the cellar, through which the water pipe, gas pipe, and bell wires passed in close proximity to each other. On examining the box, the rats, it was found, had gnawed a hole through the top, and that these vermin in dropping through the hole, struck upon the bell wires, causing every bell in the house to ring. The gentleman's theory is that, on scrambling out of the box, the rats again came in contact with the wires, causing a repetition of the mysterious bell-ringing.

Active Preparations.

--A recent letter from New York says:

The Government is moving with great vigor in naval affairs. Almost every steamer, suitable for blockading purposes, is either chartered or undergoing examination with that view. The following steamers were sold by H. B. Cromwell to the War Department yesterday: R. R. Cuyler, Huntsville and Montgomery. It is probable that the propellers Mount Vernon, Monticello, Potomac, Locust Point, Parkersburg and Chesapeake will also be purchased.

Seizure of stores.

--In Georgetown, D. C., on the 22d inst., the Lincolnites detained 150 barrels of flour upon a schooner lying at the wharf. These were consigned to Jamieson, baker in Alexandria, Virginia, but it was expected that they were to go further. Twenty eight barrels of Government pork and beef and some Government harness were detained at Grimes' store, near the Aqueduct, on the canal. A hundred and fifty sacks of salt were also detained on a canal boat.

Loss of the steamer R. W. Powell.

--The R. W. Powell, Capt. Weibling, struck a snag on Wednesday last, in landing a lady passenger at Gaurin & Angle's plantation.--The boat now lies in about twenty-five feet water, broke in two, and is a total loss. One of her hands is missing. Passengers and crew are all safe. Capt. Weibling, officers, crew and passengers, arrived last night on the steamer Latouche--N. O. True Delta, 23d.

Richmond Dispatch. Wednesday morning... Aug, 28, 1861. To the public. advance in the Price of the Dispatch

After be the rise of the 1st of September, the following will be the rules of publication of the Dispatch:

Daily Parer.--Two cents per copy at the counter and from the regular carriers of the city. Per annum, $5. Six months, $3. Three months, $1.75.

Semi Weekly.--$3 per annum.

Weekly.--$2 per annum.

Neither the Semi Weekly nor Weekly paper will be sent for a loss term than twelve months.

This advance in the rates of the Dispatch is made only because it is unavoidable. Every item of expenditure in the production of the paper has been increased, and there are several new items of disbursement incident to the war amounting to a large sum. Paper is advanced from ten to twelve cents per pound. Printing ink is higher; in short, everything used in our business is appropriated by the war. At the came time, the Advertising Patronage, which was our Chief Source of Profit, until the war, has been seriously curtailed. Ordinarily, the advertising custom is the main reliance of a paper gotten up on the plan of the Dispatch:the paper by itself not being relied upon labor in the publication.

We are sure the reader will appreciate the reasons inducing this step. We were reluctant to yield to them, and therefore have postponed an announcement which, in justice to ourselves, should have been made at an earlier day. The public cannot expect that we should furnish a paper at a cost below the outlay of printing it. No effort and no expense has been avoided that could, at this momentous period, increase its general interest and value as a news-paper. We feel the consolation in making this unavoidable increase in the price of the Dispatch, that it is worth it, and we have the vanity to think that our readers will concur in this opinion.

Death of the oldest editor in Virginia.

Thomas G. Brouchton, senior, who has been editor of the Norfolk Herald for forty years, died in that city lass Saturday . He was the oldest, and one of the ablest editors in the State of Virginia. Under his control the Herald obtained a high degree of popularity, and that popularity was of the most substantial character. He never suffered passion or prejudices to warp his judgment but was at all times remarkable for the sound, sensible views be took of public questions, even in the highest party times. This well-known characteristic ensued his statements — when made of his own knowledge — to be implicitly relied on by men of all parties. They know that he would state nothing upon his own authority which he did not know to be officially and exactly true. When publishing intelligence from other quarters, he was particularly cautions in having it understood that they were to be taken for what they were worth. Perusing this course through a long series of years, he rendered the Herald one of the most reliable newspapers we have ever known.

We deeply regret the loss of Mr. Brouchton, The press of Virginia ha a long been accustomed to look upon him with pride and affection, as father of the craft. He has left the fraternity a model which it is to be hoped they will be careful to imitate; for be was not only an able editor, but an excellent citizen and a good man.

Death of Valentine W. Senthall.

We regret to learn that this eminent citizen and most valuable man, died at his residence, in Charlottesville, on Friday last. There are few of its citizens whom the State could have spared so illy.

Mr. Southall was known in his own county as a lawyer of great ability long before he entered public life. In the Legislature he sustained his high reputation, at a time when that body presented a mass of ability such as it had never known since the days of the revolution. In that assemblages of giants he proved himself fully able to grapple with the strongest. He was for several sessions Speaker of the House, and presided over it with a dignity which inspired universal respect, and an impartiality, which could not be denied by the bitterest political opponent. In his personal department, be was a genuine specimen of the Virginia gentleman of the olden time; kind. courteous, and full of benevolence. His public record will bear the closest scrutiny, and in private life he was above the reach even of suspicion. We know of no man whose death will be more generally regretted.

He was a member of the Convention at the time of his death.

The obscene Northern Correspondence.

A venerable Southern gentleman very properly suggest that the obscene epistles found in the Northern mail captured at Manassas, should be collected and deposited in some safe place in one of the Government offices. He suggests that white they are not admissible in print, they might be kept as proof to posterity of the social depravity so wide-spread among our enemies. There letters should also be accompanied by those which, though less obscene, display the brutality and the plundering and thieving propensity of the same people. It will hardly be beloved, fifty years hence, that they proposed to visit us with fire and sword with manacles and with hemp to hang us-- that they also proposed to appropriate our house and estates to their own uses, making us slave and laborers for them, or driving us cut from our native land, wander are and strangers among the nations. These instructive epistles show all this — they reflect alike the gross depravity and the irrepressible passion for stealing which distinguish the people who have invade us. The men repelled at Manassas were the representatives of that people and their principles and passions. Had they not been repelled, their acts, their outrages and excesson, would have given to the world a black volume of shocking testimony that would have rendered further search for illustration of their wickedness and brutality altogether unnecessary. The events that would have followed a victory at Manassas would have given the Yankee nation precedence over all that have became notorious in history for the exhibition of the vilest and most cruel traits of animal life. But they were not victorious at Manassas, for which posterity, as long at time late, will offer praise to God. And, since they were prevented from the perpetration of the wholesales they had planted, by defeat, it is no more then due to truth and history that the scattered of their intentions should, if possible, be collected and put whereas they can be preserved for future reference. General Rosencrantz.

This General has attracted much attention because of his appointment to succeed McClellan, who having become famous for absolutely nothing, was transferred to succeed McDowell.Gov. Rosencrantz may be an extraordinary General; but he has to show it if he is, From what we learn of his antecedents, we should not suppose him to be much of a soldier. He is represented to us, by persons who know him well, as a very visionary man. He is more of a literary man than a soldier. More ornamental than useful, and too visionary to be practical. He is of German descent, a native of Ohio, and a graduate of West Point. He has devoted much study to chemistry and geology, and resided some time in Charleston, Kanawha, prosecuting some researches into the mineral riches of the region thereabouts. He was also employed in some capacity for a time by some of the coal companies or some of the coal oil manufacturers there. His last enterprise previous to the war, was the establishment of an oil manufactory in Cincinnati. He essayed, after Yankee fashion, to make an imitation, from cheap ingredients, of the coal oil.--in this he was smashed up pecuniarily, and at the time of the war was without capital and without employment. The war was therefore a timely event. His military education gave him a claim to consideration. He had been an officer in the U. S. Army; but had resigned to follow the deceptive and speculative lights from coal and other gases. It remains to be proved whether his adventure in the war in search of honor and glory will turn out more profitable to him. He has the misfortune to succeed a General who became suddenly famous for forcing a handful of men to retreat before an overwhelming army; and to take charge of that army under circumstances which will require him to do a great deal and show true generalship, or at once to note all favor with the Yankees, who are as ready to condemn a General for nothing as they are to applaud him for nothing. The literary off making General, we conjecture, will have figuratively, if not really, to perform the hari kari, and descend to the melancholy and dreary regions of ruined reputations, whither Butler, Pattleson and McDowell have preceded him.

The Federal Colonel Tyler.

There is a Colonel Tyler in the Federal army, who beings to Cox's division, and whose regiment was marched into Nicholas county, to Summerville, with the view of getting behind Wise. This Colonel is well known in Western Virginia as a pedlar in furs, or rather a dealer in furs. His business was to buy skins from the hunters in that part of the State. He is a Yankee by birth and character. Those who know him well speak of him as a great rascal, and we have no doubt that he is, His general reputation among Western Virginians is that of a sharper and cheat. He acquired very considerable knowledge of the country, and learned all the high-ways and by-ways of the mountains. It was possibly this knowledge, more than any real merit, that placed so unmeritorious a man in a position of command. It was, no doubt, thought that a man so well posted on the topography of the country could easily find his way to its heart, and desolate the hearth-stones of those kind and hospitable people who had shared so often their fare with him, and whom he had so often cheated of their property. Such a man for such a purpose was a marvellous proper one for Lincoln, and, of course, was promoted from, his occupation to go a coloneling among the people he had so often defrauded. It is to be hoped the Colonel will fall into the hands of some who remember him for past offences. If he does, he may thank his stars if he saves his own skin.

Correspondence of the Richmond Dispatch.the militia — camp matters — Exchange of shots, &c. Fredericksburg, Va., Aug. 26, 1861.

I ask a little space for a brief communication "pro bono publico. " I see that some letters in your papers are rightly stirring up the militia again. They show that Richmond and Henrico have not reached their 10 per cent. quota in volunteers; but mistakes are also said to have been made in other counties not far hence, and they have been erroneously reported as having come up to the mark. These matters ought to be examined into. Of course, those whose "domestic affairs demand their presence at home" think differently. These are an abundance of recruiting officers. The brave 1st, Regiment and others ask for more men for infantry, and competent officers are trying to form artillery companies in your city. Men all over the State can choose either branch of the service.

Another matter worthy of attention is the great waste of useful articles going on in many camps. In one near here, a tanner found 27 out of 30 hides utterly spoiled by negligence. The South will need shoes, harness, &c., and leather is becoming scarcer every nay — hence the skins of calves and cows ought not to be thus thrown away. I hear, too, that often there is a great waste of meat, &c. I call attention to these matters, so that they may be remembered if possible.

The large new hotel here has been converted into a temporary hospital. It would perhaps have been better for soldiers and all, if this building had been entirely finished as a hotel, and other good houses taken for the sick, &c. On Friday, the Pawnee and our Aquia batteries exchanged a few shots without damage to us. The Yankees discover so many new "masked batteries" every day on the Potomac, that it is feared they will not visit us so often as before.

The stranger soldiers who have been in our vicinity for some time, visit this place quite constantly, and many of them have made themselves so pleasant that (on dit) some of our young ladies have taken up the opinion, very singularly, that even war has its attractions.

Correspondence of the Richmond Dispatch.troops from Southwestern Virginia--the release of Nelson, &c. Abingdon, Va., Aug. 26, 1861.

A few months ago one would have thought that no more fighting man would have been needed from this section of the State. But it would have been a mistake; for although two regiments have been sent from this and the surrounding counties, (ten companies having been raised in Washington county,) yet more volunteers have to be raised here. Several gentlemen are making efforts to raise more companies in this county. Col. James T. Preston and Col. A. C. Moore are both endeavoring to raise regiments. Both are clever gentlemen, and it is hoped that such may succeed in their landable undertaking.

I have been informed that the crops in this and the adjoining counties are very good -- There have been hard rains on several occasions.

The people here are satisfied with the course pursued by our Administration towards Mr. Nelson, of Tennessee. Whilst here he was treated with kindness. No insult or any unbecoming act was offered him.

Everything looks dull here. There is but little business doing by any one. Nearly all of the young men have "gone to the war." Offices, stores and shops have been vacated by the pastille youths of the town.

Emory and Henry College has commenced its session. How many scholars have been entered is not known.

Another session of the Female College in this place has commenced, but I have not heard how many young ladies have come in, I know but little about the school; but, from all I hear, it is regarded as a good school for a country town.

The weather is quite pleasant here at present. The crops are good, rarely ever better.

The Cunard steamers.

--The Cunard company are at present engaged in reorganizing the steam felt by the sale of some of their steam vessels and the construction of more powerful one, furnished with all the modern improvements, A short, time since the Etna was sold to the Inman Company, and more recently the Jura to the Montreal Ocean Steamship Company for the Canadian mail service. In the course of two or three months the Cunard Company will have two new steamers completed. Cue is the Seatia, whose launch the bark recorded, a .......the mail service between Liverpool and New York.

From Norfolk. [special Correspondence of the Dispatch.] Norfolk, Aug. 26, 1861.

It is rumored here and perhaps believed by a few, that Wool intends to attempt a landing of his forces on our coast this week, and our troops are of course ready and anxious to receive them. It is reported that Gen. W. states that he will effect a landing or lose every man under his command. It is not impossible that we shall have a gay time in this vicinity before the lapse of many weeks. Our gallant troops are amused at his threats, and are anxiously waiting for a chance to feed the sharks and fertilize the fields.

There are two frigates and three large steamers at Fortress Monroe, and one frigate and two steamers at Newport News, besides several small steamers plying between the latter place and the fort. There are also about fifty small sail-vessels in the Roads.

The funeral of the venerable Thomas G. Broughton, late senior editor of the Norfolk Herald, was attended yesterday by a very large number of persons. An impressive discourse was delivered by Rev. Dr. Armstrong, of the Presbyterian Church, and at the quiet and peaceful sunset hour the remains were consigned to the silent repository of death.

Mr. Broughton justly merited the high esteem which he enjoyed in the community of which he was a very useful member for the protracted period which I have already mentioned. A large circle of relations, including great-grandchildren, mourn the loss of one whose presence always contributed to the joy and delight of the family circle, and whose even temper, affectionate disposition, and active parental concern, had endeared him by the strongest ties of reciprocal regard.

The Herald, of which Mr. B. was the senior editor, was a very old paper. The first number was published sixty-seven years ago--August 13, 1794--by Charles Willet. It was printed on a small sheet, eighteen by twenty-four inches, and was issued on Wednesdays and Saturdays--price per annum, twenty shillings.

The Herald changed hands several times; was in the time greatly enlarged and improved, and altered to a daily and tri-weekly publication. Under the judicious auspices of Mr. B. it has told its own history to a large number of patrons and friends in Norfolk, Portsmouth and the neighboring towns and villages in Virginia and North Carolina, by whom it was regarded as a valuable medium for the dissemination of useful information upon the current events of the day. August 13th, 1840, the Herald, just forty-six years after the commencement of its career, was changed to a daily publication. Having very recently been discontinued, on account of the impossibility to get paper, it has not announced the death of its venerable and gritted proprietor and editor, who so frequently graced its columns with the able articles of his ready pen.

The regular monthly Corporation Court commenced its session to-day. The case of David A. Fish, the soldier who is charged with the unlawful shooting of Wm. S. Pepper, will come up for examination. Mr. Pepper has nearly recovered from the wound on his chin, in which the sing is still imbedded.

In the Mayor's Court this morning there was no case worthy of note. The city was reported quiet; no arrests.

I have this moment learned, and have just time to add before the mall leaves, that Mr. Fish, above-mentioned, was discharged this morning by the Corporation Court. J. E. Ford and Tazewell Taylor for the prisoner, and S. S. Staples for the Commonwealth.

Norfolk, August 27, 1861.

The steamer Kahukee, Captain Taylor, went down to Hampton Roads, yesterday, at , with a flag of truce; and, not having returned, it is supposed that she had been detained by order of General Wool. The steamer went for the purpose of conveying down the Captain and a portion of the crew of the ship A. B. Thompson, which was condemned recently at Charleston, S. C. Oh board the Kahukee were Captain Huger, son of Gen. Huger; Lieut. J. F. Milligan, from this city, and Mr. J. B. Cary, of Hampton; also, Mis. Williams, wife of John Williams, agent of the Boston steamers, taken prisoner at Boston by Lincoln's authorities, and Mrs. Hutchinson, whose husband holds some office in the Federal Navy. The ladies are bound North--Mrs. W. hoping to get her husband released.

If the Kahukee is held by Wool, and those on board imprisoned or detained as prisoners of war, a speedy retaliation should be forthwith commenced.

The affair causes much excitement here, and many think that another great outrage has been committed by the Federal authorities.--It is possible, however, that an accident has happened to the boat. The steamer Arrow has been sent down with another flag of truce to ascertain the particulars.

Recently Mr. D. B. Dunbar, a printer, well known here, and formerly foreman of the Suffolk Sun, "ran the blockade" with one or two others, in the sloop Day Bock, of this city. Two shots were fired by the Federals, without effect; but before reaching the place of destination — Jamestown Island — they were fired upon from the shore, by Confederate soldiers, who supposed, they were enemies. Dunbar, who, by the way, is a gunner in the Southern service, escaped only by good doing, after receiving a rifle sing through his cap — a capitalshot — and four balls passing within four inches of the hand lines. He narrowly escaped being made dead matter or pincer to be set up again.

An expedition--13 vessels — consisting of two steam frigates, steam transports, sailing vessels, barges, &c — left Fort Monroe last evening. The expedition passed the Capes and bore away southwardly. One of the frigates has returned. The object is supposed to be the more effectual blockading of Southern ports by the nonsensical plan of sinking old hulks,&c., filled with stone, and especially at the inlets of the North Carolina coast.

There was another balloon ascension yesterday at Old Point.

A soldier named Cromwell, was fatally injured near Suffolk, on the Seaboard Railroad, on last Friday.

Wm. Chastine, a private in the Fourth Georgia Regiment, died, of typhoid fever yesterday, at a private residence, near Camp Jackson, on Pig Point. The remains will be forwarded to Georgia.

Corporation Court, Aug. 26th, 1861.--Present; Justices Summers, Parker, Moseley, Stevens, and Harrison:

John Duffes, charged with robbing William Wright, and David A Fish charged with shooting Wilson S. Pepper, were acquitted by the Court.

John E. Purdie, charged with uttering seditions sentiments, and hostile intentions against the State, and required by the Mayor to find surety in the sum of $500 for good conduct for 12 months, was discharged from Jail by the Court, on giving surety in the sum of $100 for good behavior to the citizens for 12 months. P. S.--.--The steamer Arrow, sent down to Fort Monroe to look after the Kahukee, has returned with the intelligence that the last-named steamer was detained unavoidably, and without any compulsion on the part of Wool. She will bring twenty-three prisoners, taken at Rich Mountain, in exchange, besides several lady passengers, and is expected to arrive here this afternoon.

From the Northwest. [special Correspondence of the Dispatch,] Camp Bartow, Greenbrier River, Pocahontas Co., Aug. 21.

The forces recently stationed at Monterey have been moved to this place at the foot of Cheat Mountain. The troops are under the command of Col. Taliaferro, while General Jackson is commandant of the line.

The enemy is strongly fortified on the top of Cheat Mountain, and have the sides of the road effectually blockaded, so that to attack them our forces will have to keep to the main road, which has planted in it a number of cannon of large calibre, and bearing directly down the road. A brigade, consisting of Col. Fulkerson's Regiment, Major Rogers' Battalion, the remnant of the Twenty-third Regiment, and Shumaker's Artillery, under the command of Colonel Taliaferro, on Monday advanced to within three miles of their post, drove their pickets in, and then waited for hours for the enemy to attack us; but they feared to move out of their stronghold. We returned to camp, having marched about twenty-two miles and waded through several streams of water.

We hear numerous rumors of the movements of Gens. Wise and Floyd, but nothing of a reliable character. The latest report is that they have engaged the enemy under Gen. Cox. This may be true, as reports of cannon were distinctly heard on yesterday and Monday. General Lee is said to be near Huttonsville. His future movements and the number of his troops, of course I am not informed of.

The soldiers here have to perform pretty hard picket duty; but they obey the orders with alacrity and zeal. We have now about the healthiest encampment, perhaps, that can be found in the State.

The weather is very unsettled, and rain has been abundant within the last few days; so much so, that all the streams are very much swollen.

A volunteer party, under Col. Rusk, of Arkansas, consisting of portions of the Arkansas Regiment, 12th Georgia, Jackson's and North Carolina, returned to camp last night, after a scout of three days and nights. They marched a long distance, and made thirty and thirty-two miles a day.

A battle is expected here every day, and the troops are anxious for it, as they are weary of continual marching, and had rather fight than undergo so much severe pedestrianism. This portion of the army has certainly done their share of surveying the mountains of Virginia, and some of the troops have earned the troops have earned the sub "Virginia Travelers," having traveled over a 1,000 miles since entering the service. Mr. Nelson's Address to the people of Rast Tennessee.

We find in Brownlow's Knoxville Whig an elaborates card "to the people of East Tennessee," by Mr. T. A. R. Nelson, in compliance with his promise to President Davis.--The Knoxville Register says, "it seems to us to be modeled after the style of Mark Anthony's speech in Shakespeare's Play. Or, to quote a distinguished Tennessee orator, 'It is sorter so and sorter not so.'" We copy it entire, and leave the rattler to form his own estimate of Mr. Nelson's position:

To the people of Rast Tennessee.

Having ascertained from reliable authority that an order had been issued to take effect on the day of, or immediately after, the late election, directing my arrest, I left home on the morning of the election, with the view of making my way to Barboursville, Kentucky, where I designed to remain, if I could safely do so, until I should receive authentic evidence of the final result; and, if it appeared that I had received a larger vote than either of the candidates for the Confederate Congress, I intended to serve the people in the Congress of the United States; but, if other-wise, to return home and decline any action against the popular will. After using every precaution in my power to avoid detection, I was arrested on the night of the 4th of August, by the Home Guard, consisting, as I understood, of thirty persons of Lee county, Virginia, whose vigilance had been excited by certain citizens of Hancock county, whom I passed on the way, and who became suspicious of my purpose. Having stated that I would make no effort to escape, I was taken with my guides and my son, by some ten members of the guard, to Cumberland Gap, where we were delivered to Col. F. M. Walker, by whose direction, after remaining there a few hours, we were sent to Abingdon, Virginia, from which point we were taken to Richmond.

Having, long since, determined to endure or suffer any possible consequences that might result from the course I had conscientiously adopted in our recent trouble, I indulged in no vain murmurs or regrets, and, being in the hands of the military power, deemed it useless even to inquire at Cumberland Gap upon what charge I was arrested, or what disposition was to be made of me. I had formed a determination to ask no quarters at the hands of the military or civil authorities, and to make no compromise or concession; but, when I reached Abingdon, I was much gratified to find Col. John Baxter, at the risk of his own life, had magnanimously volunteered to go to, Richmond and act as my counsel, or otherwise render any lawful assistance in his power. At the same point, I also met with Dr. Jeptha Fowikes, who was acting in the character of a Peace Commissioner to East Tennessee, and who, although I had only a slight personal acquaintance with him, manifested there, and in all subsequent proceedings, a zeal and solicitude for the quiet of this division of the State, and for my own discharge upon honorable terms, which I regard as above all praise or commendation. In my interview with Dr. Fowikes, at Abingdon, he exhibited to me a letter which greatly modified my views, although I did not choose, considering the suspicion which might attach to my motives as a prisoner, to avow either to him or the authorities at Richmond the extent of the impression which had been made. This can only be understood by reminding you, very briefly, of the position occupied by me in my speeches, publications and private conversations.

You will remember that, immediately after the bombardment of Fort Sumter and the issuance of the President's first proclamation, I took the ground that it was our duty in East Tennessee to be neutral if possible; but, if forced to take sides, to sustain the Government, although we condemned the policy of the President in not surrendering the fortress. I was also in favor of submitting to the will of a majority of the people of our State, should it be contrary to my own views, rather than engage in civil war among ourselves. The formation of the Military League and the passage of the military. bill, in the circumstances under which those acts were due, impressed me with a strong conviction that it was the intention of our State authorities, by the creation of Home Guards and otherwise, to overawe the people of East Tennessee, to prevent a fair election on the 8th of June, and to compel us to submit to what I regarded as the unconstitutional acts of our Legislature. I advised the people everywhere, publicly and privately, to arm themselves as they best could, and to call on the Government of the United States to sustain them with men, money and arms. The reasons why I thought it our duty not to submit to the result of the election of the 8th of June were fully stated in the Declaration of Grievances adopted by the Greensville Convention, which was prepared by me, although the resolutions were wholly different from those which I submitted. My resolutions, while distinctly declaring an unalterable purpose not to submit to the action of an unconstitutional majority, contemplated no division of the State, but simply insisted that the Union counties of East Tennessee and all other Union counties in the State which saw fit to co-operate with them, would in any such convention, be the legal State. [The copy is here illegible, and we are obliged to omit the remainder of the sentence.] I also proposed in one of my resolutions, for the sake of peace, that we would maintain a position of neutrality in every respect, except that, situated as we were, we would not oppose the formation of volunteer companies in our midst or endeavor to prevent the transportation of men and munitions of war along our railroad, unless our rights were actually invaded or disturbed.

Although these and other resolutions which I had prepared were not adopted, I acquiesced in those which were passed, and urged upon the people the propriety of a military organization for defensive purposes. Notwithstanding the refusal of our Legislature at its last called session to pass various obnoxious measures which had been proposed, I inferred from the general tone of the public press that a fixed purpose existed to introduce troops into East Tennessee, not only to hold the railroad, but to compel our people to submit to a course of action which we regarded as unconstitutional. To prevent our own subjugation, I advocated the propriety of seizing the road at all hazards before military possession of it should be taken by troops from a distance, and urged that we should earnestly invoke the immediate and effective co-operation of the Government.--My advice was not followed, as the course indicated was regarded as too hazardous and uncertain, and when the troops were stationed among us and I was frequently consulted as to the course to be pursued, I uniformly advised the people to abstain from any acts of resistance, unless they were positively assured of undoubted aid from the Government of the United States. Had I reached Washington, I would have urged such relief; but the statement that I had maps and diagrams of the passes in the Cumberland Mountain, is utterly destitute of truth.

The conviction that it was the determined purpose of our State authorities for use military force against us was, as already stated, greatly modified by the following letter from Major General Polk, who has the chief command of the military forces of Tennessee, and which was first shown to me, as already stated, at Abingdon:

Gentlemen: I am satisfied that many of our fellow-countrymen in East Tennessee have, by the course of events, been forced into taking a position in regard to the questions pending between the North and the South which is hardly in keeping with their natural relations, and from which it is our duty, in a spirit of magnanimity, to do what we can to relieve them. Without entering into the questions at issue, I feel confident that if they are assured by their Southern fellow-countrymen of their disposition to treat them with kindness, and to respect their manly feelings, (while they are making provision for the protection of our own Tennessee soil against invasion from the North,) they will have no reason to be aggrieved by the presence of troops in their midst.

They must see that the policy of the U. S. Government, or rather Mr. Lincoln's Government, is to overrun and subjugate us, and they also know that it is threatening to do this through the passes of the Tennessee mountains.

What are we to do, then? But one thing is left us, and that is to place troops at all of these points at which we are most exposed.

This, assuredly, in the face of the facts alluded to, should form no just ground of compliant on the part of any candid man of sense.

It is upon every account desirable that no irritating language, or any offensive bearing should be manifested by the troops towards citizens in East Tennessee or elsewhere, and the Commanders will doubtless see that this is not done. Your well known character and position in relation to the public questions which have agitated us, make it in my opinion a very proper office for you to perform, to go to our fellow-citizens of East. Tennessee, and with fraternal words and unfeigned kindness, to endeavor to induce them to waive their opposition to the decision of the majority of the votes of the State, and to become thereafter, as heretofore, united as a united band of brothers.

The State of Tennessee in the history of the past has a fame which, among our States, has been among the most enviable. For statesmanship and military distinction she has been excelled by none. In the name of all that imballowed and precious, let us see to it that we transmit to our children an spoutchson unstained by the demoralizing and desolating influences of social distributions and conflict.--Concession in a world like this is inevitable, to w before the decision of majorities the Richest of the duties of American citizens end of our beloved Tennessee, as there is but one in the Western and Central districts; and like the true patriots of our good old mother, the Old North State, we shall be one and indivisible?

While on the way to Richmond, I had some conversation with a portion of the Tennessee delegation to the Southern Congress, and during my stay the Southern Congress, and during my stay there was visited by various members of Congress and other public men connected with the Southern Confederacy.--The intense solicitude which was expressed, especially by the most prominent and distinguished of the original Secessionists, who without any request on my part, volunteered their kind offices, with generous liberality, in regard to the conciliation of the people of East Tennessee, and the unusual kindness and consideration with which I was treated as a prisoner, convinced me that I was in error in supposing that the military power would be exerted for any other purpose than that of retaining the Railroad and of aggressive acts on our part. Acting under this changed conviction, believing that, if I were retained as a prisoner, or punished with death, under any strained construction of the treason laws, my friends in East Tennessee would in either event retaliate by arresting public men of the opposite party here; that this would lead to counter arrests, and that the horrors of civil war would immediately exist among us, I felt that it was due to you and to myself that I should obtain my release as soon as possible, on the best terms I could effect without dishonor; and, after various informal propositions and consultations, I finally addressed to President Davis the following letter:

To His Excellency Jeff. Davis, President of the Confederate States:

Sir:

I have been arrested, and, as I learned since my arrival in this city, upon the charge of treason; but whether against the State of Tennessee or the Confederate States, I am not advised. I am conscious of no act, either against the State or the Confederacy, that will support or sustain such an accusation.

I am sincerely anxious to preserve the peace and quiet of East Tennessee, the section of the State in which I reside, as best promotive of the peace and interest of the entire State. I ask to be disengaged from a vexatious prosecution, that I may return home peacefully to follow my private interests and pursuits, assuring your Excellency that I will not, either directly or indirectly, by counsel, advice or action, encourage, aid or assist the United States. Government to invade or attain success in the present struggle with the Confederate States, nor will I counsel or advise others toothwort or cripple the Confederate States in the pending contest with the United States, nor will I do so by my own acts.

In view of the increased majority in the election which has just taken place in Tennessee, I shall feel it my duty, as a citizen of that State, to submit to her late action, and shall religiously abstain from any further words or acts of condemnation, or opposition to her Government.

The parties arrested with me, with the exception of my son, who acted by my command, were mere guides and conductors through the mountain possess, on my way to my place of destination, and whatever view may be taken of my own course, they are innocent; in no way responsible legally, or morally, and have committed no offence against the laws of the Confederacy or the State of Tennessee; and I ask that they also be discharged from custody by your Excellency.

Very respectfully,Your obedient servant, Thos. A. R. Nelson. To which the following answer was returned: Richmond, Aug. 13th, 1861. Sir:

I have received your letter of 12th instant, in which you ask to be discharged from arrest and prosecution, and make promise that you will, "as a citizen of Tennessee, submit to her late action and religiously abstain from any further words, or acts of condemnation whatever or opposition to her Government."

The desire of this Government being to maintain the independence it has asserted, by the united feeling and action of all its citizens, it has been its policy not to enter into questions of differences of political opinions heretofore existing.

I am therefore pleased to be spared the necessity of inquiring whether the accusation against you be well founded or not, vexatious or not, and to rest content with your submission as a loyal citizen of your State to her recent action in adhering to this Confederacy and adopting its permanent Constitution by an increased majority. I have ordered your discharge and that of your companions from custody.

Since my return home, I am thoroughly satisfied that my friends would have risked the action I dreaded, and, upon the most mature reflection, am content with my own course in the premises. But whether it was right or wrong, wise or unwise, I feel bound, as an honorable man, to act up to the spirit and letter of the obligation I assumed. I shall offer no plea of duress; because neither the Southern Confederacy not any other earthly power could have compelled me to make an agreement which my judgement and conscience did not approve in the situation in which I was placed.

No terms of conditions, express or implied, public or private, attended by release, other than those plainly expressed in the two above quoted; but I have thought it due to our past relations and the painful solicitude many of you have felt in my behalf, that I should thus briefly address you.

While I did not promise allegiance or active support to the Southern Confederacy, and will not advise you to assume any obligations contrary to your convictions of duty, I feel perfectly free to say that the failure of the Government of the United States for four long months to sustain us in our position; its apparent inability to do so, since the battle of Manassas, within any reasonable time; the deliberate action of our State in the August election; the assurances of public men that no test oaths or drafting measures will be adopted or required; the mutual hatred which has grown up between the antagonist sections of the Union, and the recent confiscation laws which have been either adopted or proposed on both sides, as well as other causes, have painfully impressed my own mind with the belief that unless some wondrous and improbable change is effected, our beloved Union is gone forever, and it is our policy and duty to submit to a result which, however we may deplore it, seems to be inevitable.

Aware that my advice, as well as my motives, may be liable to misconstruction, I would still most respectfully recommend to my friends the propriety of abstaining from all further opposition or resistance to the Confederate authorities, or the action of our own State; and should this be done, although I have no authority to speak for them, I am satisfied that no military power will be exerted among us, except such as may be indispensably necessary to retain military possession of East Tennessee. And to those of our citizens who have gone beyond the limits of the State, either though fear or the purpose of arming themselves to resist a course of action which is disavowed in Gen. Polk's letter, I think I can safely say, without arrogance, that from the course which was adopted-towards me, they would risk nothing by returning to the State and submitting to a result which they have in vain endeavored to prevent. Hennan again in the ring.

--The Benicia Boy has again challenged all England for a boxing match far $10,000. In his published card he says:

Notwithstanding the unfair manner I was dealt by when I was in England, (from which I entirely acquit Tom Sayers, I am willing to try her maxim of fair play once more, and will fight the best man that England can produce, for the sum of £2,000 a side; and if Mace is thought to be her best man, I will, of course, fight him. I allude to him in this way, because I do not think he is her best man, and because, when I was in England last, I was frequently abused by many writers for the reason that Tom Sayers was a smaller man than myself.

In making this offer, I, of course, intend to include the winner of the pending match for the championship, between Mace and King, and, though I consider that I already own the belt, you may, as a matter of form, challenge for that too. Let me say, however, that in consequence of the manner in which I was hunted and harassed, when in endeavoring to train before, and, also, in consequence of the ruffianly treatment I received from the crowd, at Farnborough, at the conclusion of my fight with Sayers, I would prefer to fight Mace, or his conqueror, or whoever the reelected man may be, on this side of the Atlantic — say in Canada. In that case, I would relinquish to him, out of the main stake, £500 for his expenses, and give him a bond in £1,500 more, guaranteeing against any private interference with the fight in my behalf, If, on the other hand, I am required to go to England, I shall expect the same allowance and an equal guarantee.

On these terms (which I believe are as fair as can be made) I will meet Mace, or any other man whom English men may prefer, for the Championship of the two hemispheres, and if the latter portion of my offer is the most acceptable, I will go to England as I went before, alone and without local influence, and test again, by a still more deliberate verdict, the force of that other British maxim, which infers that the best man may be allowed to win, even though he be a stranger and not a Briton born.

Local matters. Inquest.

--An inquest was held yesterday by Alderman Sanxay, over the body of an unknown man, (a soldier, apparently,) whose body was found lying dead at the corner of

, near Seabrook's ware house. The jurors sworn to inquire by what means the result had been produced, returned through their foreman (Jacob S. Atlee,) the verdict that he came to his death "by intemperance and exposure."

The person of the deceased presented one of the most striking features of the seafaring habit of emblematic disfiguration of the body, all parts of which, together with the arms, legs and feet, were covered with national emblems and other devices, representing the U. States coat of arms, U. States flags, symbolic figures of the Goddess of Liberty, with mottoes and letter in capitals, significant of something known perhaps only to the deceased; bracelets, with emblems, representations of rings on the fingers, and ships fully rigged and in trim for sail. The identity of the body is so well defined that his friends or connexions who may by chance happen to see this, can ascertain the certainty of his death. Both of his larger toes were off, also some of the smaller ones. Others remaining were disfigured. He represented to one of the witnesses who had been with him for several days previous to his death, that he was a member of the Jeff. Davis Rangers, and was in the battle of Manassas, and was wounded in that engagement. No one seemed to be aware of his name.

Mayor's Court.

--The session of his Honor's Court embraced yesterday a period of three hours. Many of the continued cases consumed as much time as those finally disposed of. The watchmen brought up a Negro fellow calling himself Jim Johnson who was found in company with a negro woman on one of the streets, about , Monday , minus a pass. It appeared that he was a prisoner of war, having been captured with some of the members of the 2d Connecticut Regiment in the battle of the 21st of July, and that since his arrival in this city he had been permitted to attend the markets (underguard) for the purpose of procuring such articles as the Yankee prisoners might stand in need of. On an excursion of the kind he had availed himself of a suitable opportunity and absented himself. The Mayor sent him to jail. The negro, as we learn, really belongs to a gentleman living in Washington, D. C., from whom he ran off and joined the Yankees.--Wm. W. Wolf, arrested as a suspicious person, was examined and discharged.--Case of Wm. Schafer, for "beating" Jacob Rich, was continued until to-day.--Daniel, slave of Cosby & Anderson, was ordered punishment, for purloining tobacco from his owners.--Edmonia Newton, free, was corrected for going about without a certificate of her freedom.--James Cullen was required to give $100 security for assaulting James Malone.--W. F. Parrish, charged with disorderly conduct in the street, was let off.--A number of cases against parties who had committed offences against the olfactories of the public were continued for further hearing.

A notice appeared in this column yester day in which it was asserted that the privates of the Polish Brigade were mostly Americans, Irishmen, or French. We have since learned that in each one of the several companies composing the 1st Regiment, commanded by Col. Sulakowaki, now here, there is a very considerable infusion of the German element. We make this statement, not wishing to ignore the valuable services of that portion of our fellow-citizens, which, throughout the Southern Confederacy, have been rendered cheerfully and without stint in this our second war for independence. In the Confederate army if there be no distinctive German regiments, there are hundreds of companies composed wholly of sons of the "Fatherland." Two or more of the "crack" companies sent from Richmond were made up of Germans, and so it has been throughout the entire South. The Germans of the South are not wanting in patriotism.

Hodge's New cartridges.

--A brief allusion was made yesterday to the newly-invented cartridge of Col. R. M. Hodge, jr., of Columbia, Tennessee, a trial of which was had at the Virginia Armory on Monday . The trial sufficed to show it to be a superior article, possessing many advantages over the ordinary cartridge now in use. The rapidity with which a musket (the arm with which the trial was made) could be fired was truly astonishing. When the ramrod was used six shots per minute were easily made, and at double that rate without it. We do not deem it necessary to give details at this time. One obvious advantage of the cartridge is, that the charge of powder it contains is always the same, not a grain being liable to be wasted, whereby the accuracy of the fire is much increased. The attention of manufacturers of ammunition is called to this invention, which is very important at this juncture of our affairs.

Fast driving.

--Too much speed is worse than none at all. During the month now drawing to its close a desire to urge their steeds to an undue degree of swiftness has been most painfully apparent on the part of the jehu's who have control of the ribbous of the teams of high and low degree who navigate the streets of Richmond. The many narrow escapes might have well been made the subject of a "brief mention," but have been omitted under the idea that the practice would play itself out quietly. Yesterday the Mayor ordered Wallace, slave of Mrs. Martha Howe, a sound drubbing for driving a heavy omnibus against a carriage owned by the Messrs. Woodson, containing a lady and infant child, whose lives were endangered by the rash act.

Dr. Adam Converse.

--Among the refreshing evidences of freedom lately experienced by the Abolition population of Philadelphia, is the spectacle presented by the seizure by "Marshal Millward," (a creature of Lincoln's make,) of the "office and appurtenances" of the Christian Observer, a Presbyterian journal, owned and edited by Rev. Adam Converse, D. D., a native of Vermont, but well known in this city as a former resident, where his walk and conversation as a Christian gentlemen endeared him to many. It is stated in extenuation of this outrageous proceeding, that the Observer had been recently repudiated by the New School Presbyterians, "on account of its pro-slavery proclivities." It may be that Dr. Converse will be driven by the robbers who have stolen his property to seek an asylum again in our midst.

Granite Pavement.

--The granite coating which in some of our streets has taken the place of the cobble-stone, is a vast improvement on the old style, being far more durable, much neater in appearance, and by no means so liable to be displaced by the passage of heavy vehicles as the kind we have heretofore been accustomed to. Mr. Alois Rick, who has had the contract for putting the granite down in a number of the streets, deserves the credit of being the first to introduce it to the attention of the City Council. It was at his solicitation that the members of that body consented to try it as a substitute for cobblestone. It will be used no doubt hereafter in preference to any other kind of stone, unless, indeed, our city should become wealthy and populous enough to use the square block stone.

Fined.

--C. J. Kranes was fined $10 by the Mayor yesterday, for selling ardent spirits without a license on Sunday. A similar amount was scored up against John Hamke, for a like offence. Another case against the same individual was continued. Maria Kanals, Wm. Meteer and Bridget Conner, were each fined $10 for selling liquor without legal authority. J. W. Philipote, for beating Dick Brown, slave of G. W. Swan, was fined $15.

The Glen Cove.

--John Temple late engineer of the above boat, which it will be remembered was burned by an incendiary, was before the Mayor yesterday, charged with having perpetrated the offence. No evidence tending to inculpate him has yet been produced. No witness of importance was produced yesterday.--The defendant, on a previous examination, had been allowed to give ball. The case was again continued yesterday.

Death of a soldier.

--Mr. James H. Renfrew, a member of the Fayette and Pickess Rifles, Capt. George Trayweek, 11th Alabama Regiment, died on the 19th inst., at the Robertson

--We understand that the Adams Express Company have determined to forward no more letters to the North. This arrangement was doubtless resolved on for good and sufficient reasons, and the public will very readily acquiesce therein.

The pictorial representation of the bombardment of Fort Sumter, now nightly on exhibition at Metropolitan Hall, is said to be well worthy of a visit from citizens and strangers.

John is 14 years old; black, has a full head of hair; is 6 feet; inch high; will weigh about 100 pounds; had on when he left a soft black hat, drab coat and blue cotton pants. Charles, his brother, is 20 years old; black; has a full head of hair; is 5 feet 10 or 11 inches high; weighs about 165 or 170 lbs. He also had on a soft black hat, drab coat and blue pants. I purchased them of W. C. Vasmeter, who lives near Cornfield, Virginia. I think it likely they will try and get back to that place. They came to Richmond by railroad from Strasburg. I will give the above reward for them, or Fifty Dollars for either, delivered to Hector Davis, in Richmond.

Richmond Dispatch. Wednesday morning..Aug. 28, 1861. War News.

Of real news there is little or none. Of rumors there are more than would fill a newspaper. There was one yesterday, the origin of which we could not ascertain, that excited a very lively interest. It was of a victory achieved by General Lee over the enemy.--The rumor at first maintained a currency on the reputed authority of the War Department. Upon applying there we found that there was no truth whatever in it. The Department had received no information of the kind.

At last accounts that have reached us Gen. Lee was with a part of the force under his command not far from Huttonsville, in Randolph county. The enemy, or part of the force under Rosencrantz, was between him and that town, the distance between the camps of the opposing forces being eight or ten miles. Up to that time Gen. Lee had moved steadily, and the enemy had been receding before him after he had passed a defensible point on the line between Pocahontas and Randolph. It will be remembered that Rosencrantz endeavored to get possession of that point when he heard the approach of our army; but Gen. Lee got ahead of him and occupied it but a little while before he could reach it.

A correspondent, under date of the 21st, reports that the second division of Gen. Lee's army was then on the Greenbrier River, a the foot of Cheat Mountain. On that mountain the enemy was well fortified. Cheat Mountain is on the east of the road that leads northwardly from Pocahontas to Huttonsville and thence to Beverly. A part of the Federal army is on that road retreating from Lee, and another part is on Cheat Mountain, as aforesaid.

The rumor above may be one of those remarkable rumors which have been known to precede, from twelve to twenty-four hours, the authentic news of a victory. There was a rumor here of the victory at Bethel some hours before reliable information came.--There was no authority for the rumor; it could not be traced, yet in a few hours it was converted into truth and reality. We hope it may turn out so in the rumor about General Lee's victory.

There is a brief correction of the Federal telegraph about a skirmish at Hawk's Nest, copied into our paper from the Enquirer. Dr. Phillips, who makes this statement, says that Gen. Wise was present and directed his small force.

The President's health.

--President Davis has been somewhat indisposed for two or three days past; but we were gratified to hear yesterday that he was improving, with a prospect of speedy restoration to health.

A recipe for wounds, swellings, &c. Home Lake, Miss., Aug. 22, 1861.

Editors of the Dispatch:--Feeling as I do so great an interest and anxiety for the speedy recovery of the unfortunate sufferers who were wounded at the battle of the 21st of July, on the plains of Manassas, and for the benefit of those who may hereafter be wounded, I desire to make public a recipe, which I venture to predict, if persisted in, will supercede all other remedies heretofore employed in reducing swellings, arresting inflammation, and healing the wounds. In the first place, if there should be by accident any creeping insects in the wounds, they can easily be expelled by injecting with a common syringe a strong decoction made of elder which usually grows around farms in fence corners, after which procure of a weed which also grows around farm houses and on the road sides known as smart weed, as much as can be grasped in one hand or more, in accordance with the size of the wound, wash clean, then thoroughly boil out the strength, after which mash up the smaller portions of stems and leaves, and add to the same the tea and as much wheat bran as will form a poultice, to be applied warm, and repeated two or three times per day. After the inflammation is sufficiently subdued, prepare and apply a liniment not more frequently than once a day, composed of linseed oil, calomel, and fresh butter. Should the wounds be at any time attended with much pain, the application of the tincture of lobelia will be very soothing.

[for the Richmond Dispatch.]Aid for the soldiers. Glade Spring, Washington Co., Va. August 21st, 1861.

The ladies of this vicinity on the 29th ult. formed an association for the purpose of rendering aid to the gallant men engaged in the defence of our liberties; and notwithstanding it is one of the most efficient organizations of the kind in the State, it has passed unnoticed. It is called the Glade Spring Soldiers' Aid Society. The officers are Mrs. John H. Ernest, President; Mrs. Wm. B. Byars, Vice-Pres't; Mrs. E. A. Robinson, Treasurer, and Miss Virginia Edmondson, Secretary. They have four committees, consisting of five ladies.--Miss Mary Cunningham is at the head of the committee to solicit contributions; Mrs. Mary Smith on delicacies for the sick; Mrs. P. B. Shapp on lint, bandages, &c., and Mrs. David M. Stuart on clothing for the needy.

Although they prefer in this matter that "their left hands shall not know what their right hands doeth," yet, as a matter of convenience to the Central Society, which may desire to correspond with these branch societies; and that their friends in the army may know to whom they are indebted to some extent for their comforts, it is to be hoped you will publish this communication. The ladies of Liberty Church, Powhatan county, having organized a Soldiers' Aid Society, to meet regularly at said church, are ready and anxious to receive work — to make uniforms or any other kind of clothing intended for soldiers' use. --The New York stock market, on Friday last, was heavy, all the State securities experiencing a decline. Virginia 6's fell off one per cent., and North Carolina 6's the same. The prices at the First Board were — Virginia 6's, 51½ Missouri 6's, 41¾; Tennessee bonds, 42¼; North Carolina bonds, . A New York paper of Friday says:

"The taking of the national loan by the banks of the three cities, makes their aggregate strength a matter of public interest. We annex the figures:

"The banks concerned in the arrangement feel very confident that the loan to Government will make no serious permanent inroad upon their, specie. The banks of this city have already begun to recover from the drain of the first payment of 10 per cent.

"Contrabands" running the Blockade.

--The Baton Rouge Gazette announces the arrival there of a couple of slaves, all the way from New Mexico.

Edmund and his wife Fanny — servants of Capt. H. K. Van Bockklin, of U. S. army--came home, down the river yesterday, all the way from Albuquerque creek, in New Mexico, via Kansas City, St. Louis and Cincinnati. They left the military post on the 25th of June last in a Mexican train to Kansas. It is miraculous how they came through, and almost incredible; yet so it is. Nothing but the shrewdness of Edmund could have deceived the marauders in Kansas, and the cunning of his and our enemies nearer home. He reports Capt. Van Bockklin with his family on their way to Washington, where Capt. Van B. was ordered after court-martial and five months arrest, to report himself. This he will do as soon as the ground can be travelled over, and at once resign, to serve his native South in her struggle for liberty, in freedom from the despotism of King Abraham. It will be remembered that Capt. Van Bockklin married the oldest daughter of the late Judge Charles Tessier, of this city. We hope it will not be long before we can welcome them home, and learn that he assumes his rank in the Confederate service.

Tough Yarn.

--A Chicago paper asserts that a physician of that city recently had as a patient a lady, who, while in a moderate coughing fit, and sitting in her chair, broke her thigh, and that two days afterwards, while in a similar fit, she broke her neck, and died instantly.

A Northern opinion.

James Monroe, of New York, recently wrote a letter to some citizens of New Jersey in relation to the war policy of the Black Republicans. The following is an extract:

I advocate peace among ourselves, because I believe that the continuance of civil war will soon lead us into a war with some of the European Governments, besides which it will almost entirely destroy our commercial, manufacturing, agricultural and financial interests, demoralizing the people to such an extent as finally to lead to a military despotism, the suppression of the Constitution, and the final destruction of the Union and our republican principles. Oceans of blood will be spilled and hundreds of millions of money will be spent, without one advantage being obtained. There will spring up between the Northern and Southern people a most inveterate hatred towards each other, which can never be appeased. That the North cannot conquer the South by the force of arms, is beyond a doubt. All history teaches us this Charles the First would not compromise with his political opponents, but persisted in subduing them by the force of arms. He lost his head in making the attempt. George the Third would not compromise with traitors, but persisted in subjugating them by fire and sword. He lost his colonies in his attempt to do so. The Northern people may profit by their example, and learn a lesson from their misfortunes.

The bogus Government.

We learn from the Romney Intelligencer that matters are being pushed through in the bogus "State of Carlile." For instance, the Federal troops garrison the county towns, when all county officers — clerks, sheriffs, magistrates, constables, &c.--are required to take an oath to support the Constitution of Carlile & Co., and in case of refusal are displaced from office, and an election ordered to supply the vacancy, so that the new State of affairs in this bogus concern of Pierpoint, Carlile & Co., can be carried into effect.

"the capital in danger."

This cry, which has been renewed at the North with a view of reviving the recruiting business, continues to be sounded through the Lincoln organs. The following proclamation for troops has just been issued by the Governor of Pennsylvania:

Pennsylvania ss., A. G. Curtin, Governor:

In the name and by the authority of the Commonwealth of Pennsylvania, Andrew G. Curtin, Governor of the said Commonwealth.

A proclamation to the freemen of the Commonwealth of Pennsylvania:

Washington is again believed to be in danger. The President has made an earnest appeal for all the men that can be furnished to be sent forward without delay. If Pennsylvania now puts forth her strength, the hordes of hungry rebels may be swept down to the latitudes where they belong. If she falters, the seat of tumult, disorder and rapine may be transferred to her own soil. Let every man so act that he will not be asked to look at his mother, his wife or his sister.

In this emergency, it devolves upon me to call upon all commanders of companies to report immediately to the headquarters of the Commonwealth, at Harrisburg, that means may be provided for their immediate transportation, with the men under their commands.

The three months volunteers, whose discharge has so weakened the army, are urged by every consideration of feeling, duty and patriotism to resume their arms at the call of their country, and aid the other men of Pennsylvania in quelling the traitors.

Given under my hand and the Great Seal of the State at Harrisburg, this 20th day of August, in the year of our Lord one thousand eight hundred and sixty-one, and of this Commonwealth eighty-six.

The Romney Intelligencer says:

Martial law now prevails in the town of Cumberland, Maryland. What brought about the necessity for such a move we are not advised, but suppose that too much feeling was being exhibited since the battle by some of her citizens in behalf of the Southern cause, for some of the good loyal citizens of old Abe's Union in that place. The adoption of this law by these deluded Union Lincolnites, has had, however, the effect of stirring up the fire of patriotism in some of the bosoms of the citizens of that place, as we understand a number — what number we are not advised — immediately left for a more congenial atmosphere, uncontaminated with Lincolnism, some eight or ten of whom passed through our village the present week, on their way to join our army at Manassas.

The skirmish at Hawk's Nest.

The following statement was sent through the medium of the Yankee telegraph agency a few days ago:

"Cincinnati, Aug. 22.--A skirmish occurred at Hawk's Nest, in Kanawha Valley, eight miles beyond, on the 20th. The Confederates, some four thousand strong, advanced to where the 11th Ohio regiment had erected barricades, and were driven back with a loss of fifty killed and a number wounded and taken prisoners. "Our loss was only two slightly wounded and one missing. Our forces captured quite a number of horses and equipments."

The following communication, which appeared in yesterday's Enquirer, exposes the falsity of the telegraphic statement:

I have just returned from General Wise's command, having left there on the night of the 20th, and after the skirmish was over.--Our force consisted of parts of three cavalry companies, (amounting in all to about 100 men,) and the enemy numbered at least 600.--Col. Croghan, of our brigade, drove the enemy back to the Hawk's Nest, taking two prisoners, and doing other damage not known at the time of my departure. Our loss was one killed and three wounded. Gen. Wise was present during the action and as cool and self-possessed as though no enemy were in the vicinity. Our brigade was encamped at Locust Lane, not less than five miles from the scene of action.

The Winchester Republican furnishes the subjoined interesting particulars of the arrest and release of the Hon. Alexander R. Boteler by the Yankee troops:

"It appears that he was arrested by the order of Colonel Leonard, of the Thirteenth Massachusetts Regiment, at the instance (as Colonel L. assured Mr. Boteler) of the "Union men" living on both sides of the Potomac, who had informed him of Mr. B.'s return home, and had represented him as the chief instigator of the guerilla war along that portion of the border, as well as of the damage done to the canal, railroad, &c., &c. In short, he was represented as the "head devil" in all that had been done to the detriment of the Yankee cause in that locality."

Mr. Boteler demanded to be confronted with the low, sneaking traitors who had preferred these charges against him, and Col. Leonard consented to send for them. Mr. B. very well knew that the cowardly hounds would never dare show themselves, and so told the Colonel; but he appeared confident of securing their attendance, as they had so earnestly importuned for Mr. B.'s arrest, pledging themselves to attend at a moment's warning, and substantiate the charges. They did not come of course, so Mr. B. demanded his release, as they had no witnesses to substantiate their charges against him. This Col. Leonard, (who Mr. Boteler represented as being quite a gentleman in his bearing,) at length reluctantly consented to do.

During Mr. B.'s stay in the Yankee camp, he availed himself of the opportunity to tell the officers a good many wholesome truths in regard to their prospects for subjugating the South. He assured them that the entire South--men, women, children, negroes, dogs and all — were thoroughly united and determined never to be conquered, or continue longer under a government which has become odious and oppressive to our people; that we would spend our last dollar and shed our last drop of blood, rather than live under any Government with the Yankee people. In the course of the conversation, the Yankee officers fairly admitted that the South had greatly the advantage in officers, artillery and cavalry.--Before Mr. Boteler left, Col. Leonard suggested that it was always customary to exact an oath of allegiance from their prisoners. This, however, Mr. Boteler in the most emphatic manner told him he never would take, let the penalty be what it may; for, said he, "Were I to take it, I would not only forfeit my self-respect, and that of every man, woman and child in Virginia, but that of every decent dog in the South; and you yourself, sir, would despise me in your heart for it." To this Col. Leonard said nothing, but ordered an escort to take him to the river. Upon leaving them at the river, Mr. B. called their attention to the ford over which they had crossed the night before to arrest him, telling them that it was over this same ford that our fathers had crossed on their way to Boston, to defend their fathers and mothers, when their cry for help came against their English invaders.

Thomas S. Serrill and the Bank of England notes.

The Lincolnites in New York thought they had a good thing in arresting the above-named individual with $50,000 Bank of England notes, supposed to be the proceeds of a Confederate loan. It turns out they were post notes and private property. The New Southerners arriving from Europe. Among the latest arrests is that of Thomas S. Serrill, who arrived in the Persia last week at New York. The telegraph, always proverbial for errors, says that our quondam citizen Serrill is a native of Louisiana. Unless Mr. Serrill has changed his nature since June last, he is as much a citizen of Timbuctoo as of Louisiana. Our pseudo citizen is a Philadelphian and cares about as much for Louisiana as the man in the moon. He is known on the flags as a great operator in cotton. In fact, cotton is his god, at low prices and high prices. It is not said that citizen Thomas will skin an animal of the mouse kind for its concrete substance, but Thomas is an operator in fly time. It is not known whether citizen Serrill is actually confined in Fort Lafayette. Nor is it known whether those forty thousand pounds Bank of England notes are taken from him. The Lincolnites need not think that those notes can be available. Citizen Serrill was not so green, nor were his friends in Liverpool, the real owners of the notes, so unmindful, as not to take full record of dates, numbers and amount, so that payment can be stopped at once; particularly if they are post notes of the Bank of England. The Lincolnites may make something out of the gentleman in black, but they will lose money by citizen Thomas.

The loss of the Privateer Jeff. Davis.

The Savannah Republican, of Saturday last, has the following brief announcement of the loss of the Jeff. Davis:

A letter received here yesterday, by Mr. J. J. Martin, from Fernandina, dated Aug. 21, states as follows:

"The crew of the privateer Jeff. Davis arrived here from St. Augustine this afternoon. They state that on Sunday the Jeff. Davis, in trying to get into St. Augustine, struck on the bar and was lost. All the guns, with the exception of two small ones, were saved."

Citizens of German birth.

A correspondent of the Deutsche Zeitung, of Charleston, S. C., emphatically contradicts the oft-repeated assertion that the Germans of the South are wanting in Southern feeling and a love of country. A translation of the article is given in the Charleston Courier, a portion of which we copy:

I can with perfect confidence ask the question, Were not the German companies of Charleston among the first to join in resistance to the tyrants? Have they not, without any exception, served during all our troubles, till the last hour of danger had expired? Did not our countrymen of Savannah respond as promptly to the call of the South, and are even at this moment with two companies in the field? From Augusta there is a corps of Germans in Florida; from Wilmington another in service; from Mobile another. The celebrated battalion of Washington Artillery of New Orleans is one-half German, and from Memphis and Nashville the Germans are under arms. From Columbia and Walhalla all that can go have gone. Can the South complain of you, my German brethren, or of me? No, and again, no.

But although the irresponsible voice of newspapers do us injustice, our public spirit shall not falter; on the contrary, it shall rather expand, for " in angustus amici apparent," (misfortune truth friends,) and in the hour of need our American fellow-citizens shall find that we are their true and faithful friends. And withal, too, we do owe sacred and holy duties to this exalted and noble Southern nation. Though there may be, sometimes, occurrences that do not seem just, no one that is honest will deny that we have found in our new home more prosperity than adversity.

One of the most beautiful and truly German qualities in our people is their noble trueheartedness (faith). All nations have at all times readily acknowledged the same, and even the Cæsars of the Empires of the world, Rome and Greece, felt themselves perfectly secure when surrounded by their German guards. Therefore may we confidently trust to our German brethren of the South that they will not be unfaithful to the memory of their great mother, but will be true to, and stand side by side with, the people among whom they dwell and among whom they have found friends and many blessings, in their holy fight for right and liberty, for home and altar. Indeed, we might not even blame our countrymen of the North so much that they flock to the standard of their particular adopted home in such numbers, were it not that they thereby violate all the laws of gratitude, inasmuch as they have united their strength with a fanatical and perfidious clan, whose main object it always has been to ruin their and our warmest and most consistent friends. I remember well the time, and my older German brothers will remember likewise, that Nativism, and more recently Know-Nothingism, ruled the Northern land. I remember the days of Northern rowdy power, when in Massachusetts and other Northern, and even several Western States, where the immigrant was in the minority, the adopted citizen could neither carry arms nor wear a uniform — yes, those fearful days of fanaticism, when in religious Philadelphia the house of God was given to the flames and His altar desecrated. "The Lord hath seen it."

Those same Germans and Irish, that were in those days of outrage hunted about like wild beasts, and who, even in later times, were never secure in the North against insult and violence, are now urged on by the scheming and inexpressibly selfish Philistines of Yankeedom, to save them their skin and purses. Ah, yes, "my German," "my Irish friends," has now-a-days become the stereo-type expression of the North. And for whom do they intend their murderous manœuvres? Who is it whom they threaten to destroy?--Virginia, the mother of the great and noble, the protector of the weak, the same bold and faithful lioness that took the adopted sons of America under her powerful ægis against the buzzard of Yankee rapacity, fanaticism, nativism, know-Nothingism, and pietism. O, ye Germans! ye Germans of the North! where is your grateful heart? Arise, then, Germans of the South! Hasten to the threatened queen of borders! Grasp the strong German spear, and prove indeed that the son of Tent is worthy of his heroic sire! Arise, German brethren, for Virginia, where Washington rests and Jefferson is buried!

But it is not my intention to excite you unreasonably, my German brethren, for the true man shall perform his duty with cool determination. I will, however, urge you that we have a sacred cause to sustain. Every one is concerned in the same — old and young, great and little, rich and poor. The unmarried, who can possibly be absent, shall themselves enter the ranks; whoever is too old or too young, or has a family to support, shall lend a helping hand. The rich shall give of his plenty, the poor of his little. It is the altar of the country of our children that demands our offerings. Every German shall participate in this — the one to go himself, the other to care for the proper equipment. Parole: "Up, for Virginia! Tent! Tent!"

A voice for peace.

The following preamble and resolutions were adopted by a Convention, composed of all parties, at Elkton, Maryland, on the 20th of August:

Whereas, That as citizens of Maryland we deem it our duty to express our earnest convictions of the impolicy of the war now being waged by the North against the South, to enter our solemn protest against the arbitrary, illegal and oppressive action of the Administration towards our fellow-citizens; we therefore proclaim the following as the principles upon which we act:

1. Resolved, That the Union of the States, which was founded by consent, cannot be maintained by force, and war upon her people cannot restore the loyalty of a State. 2. That war is disunion and ruin, not restoration; that its commencement has already paralyzed the energies of this State, and its prosecution will bankrupt and impoverish her people. 3. That the liberty of the citizen is of infinitely greater value than the Union of the States, and that the Constitution and Union formed under it are valuable only as it affords protection to the lives and liberties of the people, and that we cannot uphold, but most earnestly condemn, any course which leads to the sacrifice of the one for the preservation of the other. 4. That, as freemen protesting against arbitrary power, we denounce the unlawful arrest and detention of our citizens, the equally unlawful search of houses and seizures of private property, and the infamous assumption on the part of the Federal Government, that the will of every petty military officer is the sole arbiter of the lives and liberties of our people. 5. That the direct tax levied by Congress for the prosecution of the present unholy war, will but drain the now almost exhausted resources of the people, and will only add to the millions of the cormorants who now feast and fatten upon the treasury of the nation. 6. That the endeavor to coerce the seceding States has had its fitting counterpart in the recent aggressions made upon the right of free speech and a free press in those States which still adhere to the Union; that after the announcement that there was a law higher than the Constitution, we were prepared to see the party now in power declare the Constitution suspended at and during their pleasure; and that the arrests without warrant, and the incarceration without examination, of citizens not adjudged guilty of any crime; the denial of the right of petition; the setting at defiance of the highest judicial tribunals in the nation by order of military officials; the deprivation of the militia of arms; the declaration and enforcement of martial law; the unauthorized seizure and searches without sanction of the legal proofs, and the conversion of our ports into military bastilles, demand at the hands of a people jealous of their liberties a most solemn and indignant protest. 7. That prudence and policy demand that the war now being waged shall cease that, if persisted in, it will result in the ruin she of both sections, and it will continuance of this war, are in favor of a recognition of the Southern Confederacy as a power authorized to treat and settle our national difficulties. 8. That we fully endorse the course pursued by Messrs. Hackart, Maxwell and Miller, our representatives in the General Assembly of Maryland, at their indignant protest against the usurpations of President Lincoln and his advisers. The arrest of a French subject.

The telegraph some days ago announced the arrest of a Frenchman by the Lincolnites, and his subsequent imprisonment at Fort Lafayette. The following particulars of the transaction are copied from a New York paper:

Mr. Albert Sandford, United States Marshal of Rhode Island, brought to this city in his custody from Newport, R. I., a French gentleman, named Louis De Bebian, a resident of Wilmington, North Carolina, and charged with Secession proclivities. It appears that M. De Bebian was contemplating a voyage to Europe, and was suspected of being in the service of the Confederate States. He says that he has been a resident of Wilmington for several years, and being desirous of going to Europe to see his family, he took passage on board a British vessel, called the Adeleso in order to meet one of the Cunard steamers at Halifax. The Adeleso sailed from Wilmington without any obstruction, but during the storm of the 12th inst., she was disabled, and the captain bore for a friendly port, the vessel being in distress. She arrived at Newport safe.

On arriving there she was immediately boarded by Lieutenant Bennett, of the Revenue yacht Henrietta. Lieutenant Bennett, ascertaining that the Adeleso had come from Wilmington, North Carolina, (one of the rebel States,) took possession of her and placed a prize crew--one officer and fire men — on board, sealed up the trunks and papers of the master and passengers, and made them all prisoners. The process for libel and condemnation was issued by the captors in the Courts at Rhode Island.

Monsieur Bebian requested to be permitted to see the French Consul at the-port where he was captured; but in these dangerous and daring times — when rebels stalk abroad, disseminating discontent and disunion — the Lieutenant in command very properly refused to permit his prisoner to go ashore, and sent him on to New York.

It is stated that the prisoner had letters of credit to the amount of $40,000, with which he was to purchase clothing, arms, iron, and other "comfort to the enemy," for shipment to Wilmington, N. C., and other Southern ports.

The Frenchman was conveyed under an escort to Fort Lafayette, there to await the further orders of the Government.

Lawless proceedings of the Federal Administration.

The Baltimore Exchange, in an editorial upon the unconstitutional policy of the Federal Government in its dealings with Maryland, says:

The people are discontented, but they have not risen in insurrection, and the cannon and bayonets of the Federal army are able to suppress a rebellion if such was attempted.--With the exception of a riot which the police promptly suppressed, and with whose authors and abettors the Courts are prepared to deal, there has been no unlawful or serious demonstration of hostility towards the Government within the borders of Maryland. It might, therefore, have been supposed that a President who was merely anxious to execute the laws would have been careful not to go beyond the scope of his constitutional powers in this State. More especially was such a course to be expected from an Administration which insists that the vast majority of the people here approves its conduct and loyalty endorses its measures. But so far from conforming, under such circumstances, to the laws which he affects to respect, or from acting upon his own theory that the people of this State are staunch supporters of his coercive and unconstitutional proceedings, he has done wanton violence to his sworn obligations and his own convictions. He has disregarded the fundamental rights of our citizens; he has trampled upon our laws; he has deposed our public officers; he has defied the authority of our courts. He has committed almost every outrage that usually marks the career of a military usurper in a subjugated province, save murder; and we have every reason to fear, even if he does not follow the Tribune's advice, and resort to "wholesale" hanging, that he will at least soon have to answer for the life of one injured and innocent man who, not less enfeebled in body than sick at heart, is enduring brave martyrdom in Fort Lafayette. Such is the inconsistent and inexcusable position which the Administration occupies towards Maryland. New, we have the right to know upon what theory Mr. Lincoln is governing this State. Does he assume to rule us as one who has been lawfully set up over us, or does he exercise a way here as a military dictator by right of conquest? Is it peace or war? It the former, we claim protection of the Constitution and the laws; if the latter, we insist on a proclamation to that effect; for, otherwise, no man can know how to guide his steps aright. If we are a subjugated people, and are to be held as such forever henceforth, let us know it, and we may, perhaps, be then enabled so to walk that our conduct may be in future void of offence towards our rulers. If the Constitution which our fathers gave us is to be no longer regarded, we are entitled to notice of the fact, as many citizens would, in such case, crave permission to emigrate to other lands; for there are few men in Maryland who would not prefer any form of Government on earth to a military dictatorship under Mr. Abraham Lincoln, of Illinois.

An arrest in Cincinnati — U. S. Senator Implicated.

Thomas B. Lincoln was arrested in Cincinnati a few days ago, and on searching his trunks the following documents were found:

Washington, March 1, 1861. To His Excellency Jefferson Davis, President of the Confederation of States:-- My Dear Sir:

--Allow me to introduce to your acquaintance my friend, Thomas B. Lincoln, of Texas. He visits your capital mainly to dispose of what he regards a great improvement in fire-arms. I commend him to your favorable consideration as a gentleman of the first respectability, and reliable in every respect. Very truly yours.

Jesse D. Bright. [private and Confidential.] Richmond, 1861. My Dear Sir:

--I have had an interview at last at the Department, and am to have another in a few days. Things look pretty well. I will see you this evening or to-morrow morning.

Truly yours, Beverly Tucker.

The following pass from the Secretary of War gave him permission to travel within the Southern lines:

Confederate States of America, War Department, Richmond, Aug. 1, 1861.

T. B. Lincoln has permission to visit Nashville upon his honor as a man that he will not communicate in writing or verbally for publication any fact ascertained by him.

In addition to the above, there were found a number of letters from Southern gentlemen, endorsing Mr. Lincoln as one sound on the Secession question, viewed from a Dixianic stand-point, also a proposition from Wm. H. Stokes, of Louisville, to make artillery harness, knapsacks, belts, &c., for the Secession army.

Mr. Lincoln is said to be the inventor of a gun newly patented at Richmond, and in use in the Confederate army. He says he is an advocate of Southern-Rights, but denies that he is or has been acting as a spy.

In consequence of those revelations, the abolition papers are after Mr. Bright, U. S. Senator from Indiana, as a "suspected person."

Western Virginia.

The following, which we copy from the Memphis Appeal of Sunday last, corresponds with reports which have been in circulation here:

An Arkansian, who reached this city yesterday, direct from General Lee's command in Western Virginia, reports that he had completely surrounded Gen. Rosencrantz within the vicinity of Beverly, and that the chances pointed strongly to the probability of his capture.

This statement is corroborated by the following significant paragraph which we clip from the Cincinnati Gazette, of the 22th inst., received on yesterday by express: "We have the very best authority for saying that Gen. Rosencrantz stands in need of more men. The reasons for this appeal need not be given.--There are obvious reasons why they should not be stated. It is enough to know that there is a want, and the patriots of the West are relied upon to supply it."

The Nashville Gazette says:

Information has been received to the effect that a detachment of Gen. Lee's command seized a train of twenty-four wagons, loaded with provisions for Gen. Rosencrantz's army.

Chemical Transmutations.

--Linen can be converted into sugar, sugar into alcohol (spirit) and carbonic acid; alcohol can be changed into other and waters; sugar can also be converted into oxalic acid; also into pure charcoal (carbon) and water. Alcohol (spirits) will readily change into vinegar (acetic acid.) Coal tar will yield the most beautiful colors for dyeing — more brilliant than the Tyrian purple of old. Starch may be transmuted either into gum, alcohol, sugar, acetic or oxalic acid, as well as many other substances, to which, however, the chemists have given such hard names that they would be out of place here.

The Philadelphia Press denies the report started by one of its Abolition contemporaries, that

On one occasion an attache to the army, (in the Spanish peninsular,) of no defined rank was taken, and when questioned by the enemy is to his position in the army, with reference to a more general exchange than usual, put so high a value on himself that Lord Wellington would not confirm it, and he suffered continued imprisonment in consequence.

Several private gentlemen came out to the army, during short periods of excitement, as pleasure excursionists, such as Mr. Edwin James was some time ago with Garibaldi.--One of them was made prisoner in some affair, and being questioned as to his position as he bore no uniform, declared himself to be an amateur! The French General turned up his eyes, and said that he had heard of amateurs in painting, amateurs in music, &c., but he never heard before of an amateur in war.

The British had greatly the advantage of the French in the position of prisoners, so many of them found means of escape by connivance of the natives. The feeling of the Spanish nation was so absolute and universal against the French, and so chivalrously honorable, that there was not an instance during the whole war of a British soldier, officer or man, having been betrayed by them, or not obtaining every possible assistance from them: that is, when in a state of absolute dependence on their aid; for when the English army marched into a town, in all their force and glory, none could show a higher tone and bearing of independence, or a greater determination to resist oppression or insult, than the Spaniards.

In their routes through the country, if the prisoner could by any contrivance get from under the eye of his escort, and among the inhabitants, he was invariably concealed and harbored until an opportunity offered of forwarding him to the army, during which time all his wants were scrupulously attended to.

When Col. Waters, a fine old soldier, and noted for understanding how to make the best of any circumstances, was caught during a reconnoitering excursion, the Duke of Wellington was asked whether they should send his things in for him by a flag of truce; but he said, "By no means; Waters will soon find his way out;" and in he came, sure enough, in a very few days. He was a great man for field sports, and being allowed by the French to ride his own horse, which, though not showy, was a capital jumper, in passing through a somewhat close country, he put spurs to him, cleared, in fox hunting style, a stiff stone-wall fence, and galloped across the country, bidding adieu to his escort, who could only follow him with their eyes, and a flying pistol shot or two.

At the siege of Burgos the engineers were in very small number; so much so that the same few individuals were as much in the trenches as the necessity for refreshments would possibly admit. One, in particular, who had a more general superintendence than the others, commenced early to try and take a few liberties, by crossing the open from one part of the trenches to another, of course very charily at first, till by degrees the enemy became accustomed to him, and would allow him to do what they would not permit the others. Of course he received the compliment with respect, and did not attempt to take impertinent or obtrusive advantage of his privilege.-- Among his comrades the peculiarity was in joke thought to arise from a very peculiar kind of coat, down to his ankle, which he wore, being a new and outrageous fashion just arrived from England.

At the first storming of San Sebastian, which was unsuccessful, an officer, a very young man, was very forward on the breach, wounded, and taken prisoner. Among the first of the enemy who came up to him was a French grenadier, who, in admiration of his gallantry, which he had witnessed, ran up and kissed him. A day or two after the town was taken, the garrison having retired to the castle, and everything being still in confusion, one of our officers pressed on to the building at the foot of the steep hill, to ascertain and fix the limits occupied by the French. He walked into the open doors of the church, which was backed against the hill, and so cautiously up the centre aisle, when he heard a voice from the arched ceiling calling out, "Retirez vous, retirez vous!" Looking up, he could see nothing, but became at once aware that the enemy had access to the ceiling from the hill, while they had abandoned the floor, and there were probably a musket or two directed on the floor from some holes, from whence, of course, he might have been shot but for this courteous conduct. He of course took the hint, made a bow and retired.

The Duke of Wellington rode out one day, attended by some officers and a cavalry escort, from the front of Bayonne, to reconnoitre the river Ardour, when it was proposed to force a passage across it. He had to pass round a portion of the fortress at a mile or two from it, and in going through a village, a number of French soldiers, stragglers from the garrison, and unarmed, rushed out of public houses into the street in confusion. We could have swept them away into our lines, but scorned to take such a useless advantage; so, after a few polite cursory remarks and questions, we parted very good friends.

Such are specimens of amenities which may pass in war between the contending armies, and which, when kept within reasonable bounds, cannot be too much admired. They will be practiced in proportion to the state of civilization of the nations engaged, and to the length of the periods during which campaigns last.--Blackwood's Magazine.

Rosin.

--considerable speculation is going on in New York on certain articles of Southern production at enhanced prices. One of the commodities most extensively operated in is common rosin. The advance on Thursday last was equal to 50 cents per 210 pounds.

Federal troops.

--The Anderson Zouaves, of New York, about 1,000 strong, and the 1st Regiment of Rhode Island Volunteers, 940 strong, passed through Baltimore on their way to Washington on the 234 inst.

We notice the arrival in this place of Dr. Alexis Mercier, sent by the Governor of Louisiana and the "Permanent Association for the Aid and Relief of all the Sick and Wounded of our army from New Orleans." The Doctor has for his mission to visit all the Hospitals and ambulances, to ascertain what may be the wants of the sick and wounded, and to supply their wants so far as the means of the Association will permit.

W. L. Lanier. Esq., of New Orleans, has also arrived here. He is sent by the Governor of Louisiana, to ascertain and supply all the wants of the Louisiana troops.

Dr. Mercier is stopping at the Spotswood Hotel.

The following order is published for the information of all concerned:

The Convention of Virginia having passed on the 27th day of April, 1861, an Ordinance entitled "An Ordinance to provide for the organization of a Provisional Army of the State of Virginia," and the executive, by and with the advice of the Advisory Council, having appointed and commissioned a number of Captains and Lieutenants under the Ordinance aforesaid, who, in consequence of the prompt and patriotic manner in which our citizens have entered into the volunteer service of the State, have become supernumeraries. It is therefore ordered that all such appointees will consider themselves discharged from the service of Virginia on and after the first day of September next: Provided, however, That this order shall not apply to the classes of officers referred to in the Ordinances passed by the Convention of Virginia on the 17th, 27th, and 30th days of April, 1861, respectively.

Washington, Aug. 26.

--The foreign correspondence received at the Departments does not disguise the fact that the United States Government has suffered severely, in the estimation of foreign Governments, by the disastrous defeat at Bull Run. They consider that that battle has closed the door to any reconciliation between the sections.

The special correspondent to the Herald says that Washington city is much excited by the report that martial law will soon be declared.

A committee from Boston has been here to induce President Lincoln to change his advisors. The committee represent a body of capitalists who will not risk their money unless certain changes are made.

Washington, Aug. 26.--Among the arrests here have been several women. Four naval officers who had resigned have been arrested and sent to Fort Hamilton. Their names have been stricken from the rolls.

The special correspondent of the New York Herald says that the entire blame of the recent Lexington, Ky., affairs belongs to Senator Breckinridge.

The special to the Tribune says that the Government is considering the propriety of organizing a detective police, and organizing a net-work of surveillance by their detectives. The force at Washington has been increased by recruits from New York and Philadelphia.

A woman from Gen. Beauregard's head quarters has been arrested, and letters found on her person implicating prominent parties.

All the mutineers, including those of the 2d Maine, and the 13th and 21st, of New York, have been sent to Tortugas.

Mrs. W. Greenhow, the widow of the former Librarian and Translator, has been arrested.

Mrs. Senator Gwyn's trunk has been examined, and traces of the Washington fortifications were found.

Dr. Manning was arrested to-day.

The special correspondent of the Times says that Mrs. Phillips, wife of Philip Phillips, the well known counsellor, has been arrested Mrs. Phillips prepared to illuminate her house on the result of the Bull's Run battle, but was dissuaded from doing so by some of her more discreet friends.

Orders have been sent to West Point to arrest Mrs. Gwyn.

Lieut. Krimwell, who was in the battle at Bull's Run, has gone to join the Confederates in Missouri.

Washington, Aug. 27.--Com. Porter is said to have submitted documents, proving a forgery in relation to his disloyalty.

From Missouri.the bogus Government in a Bad way. Jefferson City, Mo., Aug. 26.

--Bogus Gov. Gamble, of Missouri, has called for an army of 42,000 Missourians. The civil, authorities are unable to cope with the present condition of affairs in Missouri, unless aided by a strong military force. Where volunteers fail to raise the quota of force from their county, the citizens will be drafted for a term of six months, unless peace occurs sooner. He says arms will be furnished as soon as they can be obtained.

Louisville, Aug. 26.

--The correspondent of the St. Louis Democrat says that the Springfield prisoners were sent to town naked, and every man had his pockets picked.

Louisville, Aug. 27.

--At Ironton, Missouri, it was reported that Gen. Hardee's forces had withdrawn from Greenville to Reeves' Ferry. Other movements indicate that Hardee's column would move to affect a junction with Gen. Pillow.

--The steamship Hibernian has arrived.

The Great Eastern and Glasgow arrived out on the 15th inst.

Sales of cotton at Liverpool for four days 26,000 bales, and closed quiet but unchanged. The sales of the week were 46,000 bales at a decline of d. Speculators took 5,500 bales and exporters 8,500 bales. On Friday the sales were 10,000 bales, and the market closed with a firmer feeling. Fair Orleans 9¼, and middling Orleans 8 5/8d.

At London consols closed at 90 3/8 a 90 5/8. The bullion in the Bank of England had incressed £287,000. The bank rate had been reduced to 4 ½.

From Arizona. New Orleans, Aug. 27.

--Col. Baylor proclaims that he has taken possession of Arizona in behalf of the Confederate States, and declares that all civil and military offices are vacant, and provides for a government for the Territory until such time as the Confederate Congress otherwise provides.

A. S. Johnson and party arrived at Masells on the 31st of July. He took command. The Confederates are preparing to meet the Federals under Lieutenant Moore, and is advancing from Tucanae.

It is stated that Johnson undoubtedly captured those troops. Johnson will be at San Antonio on the 15th of September. The Federal officers taken at Fort Fillmore have been paroled.

Affairs in New York. New York, August 27.

--The American Express has been searched, and a large number of interdicted letters have been found.

The bank statement shows an increase of loans, doubtless including those to Government of $28,000,000. The decrease in specie is $2,500,000.

The Marshal, to-day, arrested William M. Fiske, said to be from Louisiana, charged with uttering seditious sentiments at Newport, Rhode Island.

The New York Post says that large quantities of provisions, including 9,000 barrels of flour, were cleared to-day for Curacoa, and hints that the cargo is intended for some Southern port.

The War upon peace newspapers continued. Trenton, N. J., Aug. 26.

--The True Democrat, the oldest and most prosperous paper in the State, has been discontinued upon the ground that its circulation has been virtually interdicted.

Grafton, Aug. 26.--The Alleghenian office has been destroyed by a Federal mob.

[The Alleghenian, we believe, was located in Cumberland, Md.]

Fight in Kentucky. Cincinnati, Aug. 27.

--A fight occurred at Showell's Toll Gate, seven miles from Covington, which resulted in the death of one and the mortal wounding of another of the Unionist party. The Unionists gave pursuit, and the Secessionists, numbering five, departed Tennessee-wards.

The "Letter Express" broken up. Louisville, Aug. 26.

--The last Letter Express which will be allowed to go was sent to-day, as Postmaster General Blair has directed in the future that all carriers shall be arrested. Written communications between the sections is hereafter forbidden.

--The London Times expatiated on the growing financial difficulties in America, and says that it is the most

--Col. Taylor's force on the Kanawha was badly defeated by the Confederates a few days ago.

The Philosophy of laughter.

Though it is possible, as Hamler noted in his tablets, for a man "to smile and be a villain," yet we hold it to be impossible for a villain to laugh heartily. When the consummate ruffian of a melodrama consigns the hero and patriot of the piece to the "lowest depths of the darkest dungeon," he naturally breaks forth with a ha! ha! but it is as far removed from genuine merriment as the host of a midnight owl. "Laugh and grow fat" and chesty and dark deeds never yet went together. It was the "lean and hungry Cassins" that struck down Cæsar at the base of "Pompay's statue which all the while ran blood." Mephistopheles, indulges in the sardonic laugh, but not in the genial roar of honest merriment. Your true philosopher is he who is "merry and wise," for mirth and wisdom are hand in glove. Douglas Jerrold, who made many a man laugh in his day, thus apostrophises laughter:

"O, glorious laughtered Thou man-loving spirit, that for a time dost take the burden from the weary back; thou dost lay salve to the feet and cut by the flints and shorts, thou takest blood-making melancholy by the nose, and makest it grin despite itself; that all the sorrows of the past, the doubts of the future, confoundest in the joy of the present, that makest man truly philosophic, conqueror of himself and earth! What was talked of as the golden chain of Jove was nothing but a succession of laughs, a chro seals of merriment, reaching from earth to Olympus. It is not true that Prometheus state the fire, but the laughter of the gods, to our clay, and in the abundance of our merriment to make us reasonable creatures.

"Have you ever considered what man would be, destitute of the ennobling faculty of laughter! Laughter is to the face of man what synovia, I think call it, is to his joints — it oils, lubricates, and makes the human counter once divine. Without it, our faces would have been rigid, hyena-like; the iniquities of our hearts, with no sweet antidote to work upon , would have made the face of the best among us a horrid husky thing with two sullen, hungry, cruel lights at the top — for foreheads would then have gone out or fashion — and a cavernous hole below the nose. Think of a babe without laughter — as it is, its first intelligence. The creature shows the divinity of its origin and end by smiling upon us. Yes, smiles are its first talk with the world, smiles the first answer that it understands. And then, as worldly wisdom comes upon the little thing, it crows, it chuckles, it grins, and shakes in its curse's arms, or, in waggish humor, playing to peep with the breast, it reveals its high destiny, declares to him with ears to hear the heirdom of its immortality. Let materialists blaspheme as gingerly and acutely as they will. They must find confusion in laughter. Men may take a triumph and stand on his broad grins; for he lacks around the world, and his innermost soul, sweetly tickled with the knowledge, tells him that he of all creatures laughs. Imagine, if you can, a laughing fish. Let man, then, send a loud ha! ha! through the universe and be reverently grateful for that privilege."
