Richmond Dispatch. Wednesday morning....July 24, 1861. The President's Return.

President Davis returned to Richmond last evening. An immense concourse of people assembled in front of the Spotswood House, and vociferously called for his appearance. He finally presented himself, and addressed the multitude in glowing and eloquent allusions to the brilliant occurrences of Sunday.

He described the brilliant movement of Gen. Johnston from Winchester to Manassas, and with fervid feeling drew a graphic picture of the struggle of the wearied soldiers of that gallant command for seven hours with the heavy columns of the enemy. --After paying a most honorable tribute to Gen. Johnston, who seized the colors of a regiment and rallied them to the flag of the Confederacy, he alluded to the glorious manner in which Gen. Beauregard came to the support of his comrade in arms, and at a late hour relieved him of the odds against which he was contending. Each of these two able and consummate commanders, though not imprudently or idly exposing their persons where it was unnecessary, yet, when their presence was demanded, gallantly dashed before the lines, and by their personal courage and example reanimated the ranks whenever they were shaken.

The President, in a delicate manner, alluded to his own appearance upon the field, in order to pay a tribute to the devotion of the soldiers to the Confederacy. Men, he said, who lay upon their backs, wounded, bleeding and exhausted, when they saw him pass, though they could do nothing else, waved their hats as they lay, and cheered for Jeff. Davis and the South. Where the ranks had been broken and the men were somewhat scattered, when they saw the President of the South in their midst, shouted that they would follow him to the death, and rallied once more for the last and the successful onslaught.

The President alluded also to the immensity and extravagance of the outfit which the enemy had provided for their invasion. Provisions for many days; knapsacks provided with every comfort; arms the most perfect; trains of wagons in numbers which the mind could scarcely comprehend, and ambulances for the officers stored with luxuries that would astonish our frugal people whom these minions of the North had taxed for seventy years, attended their marching columns. But the columns themselves were scattered and chased, like hares, from the battle ground, throwing away and leaving behind everything they could get rid of, and leaving us all the equipments we have described as the trophies of victory.

The President concluded with a glowing tribute to the gallantry of the soldiers of our army, invoking the praise and blessing of the country upon them. He reminded the people, however, that the enemy was still in strong force, and that much hard fighting was yet before us, urging the country to unremitted diligence in pushing on the war.

The fallen brave.

Of all the forms in which man can meet death, none is more grand and beautiful than that in which he lays down his life in a good cause. Death is the common lot of all, and in one shape or other must overtake every man; but he who goes forth to meet it for the benefit of humanity, may well be said to die more gloriously than did Socrates, for "Socrates died like a philosopher," but this man "like a God." Nobler life can no man live than he who walks in the footsteps of the incarnate Son of Deity, nor a more godlike death than to perish, in humble imitation of Him, for the good of the human race.

Thus the Martyrs and Confessors of all ages, who have passed through great tribulations and at last sealed their holy faith with their blood, are most honored in the Christian church of all the earthly representatives of its crucified and risen Lord, the Divine Martyr of Calvary. And surely, next to them, in disinterestedness, self-sacrifice and heroism, we may place the glorious men who die for their country. But it is wrong to say that such men die. Bullets and bayonets may slay the body; the soul they cannot hurt. Pure as the overhanging firmament from which their spirits look down upon us, bright as the stars which illumine its immeasurable depths, immortal as the Being whose presence pervades illimitable space, the spirits of the just can never die. Every generous heart feels a pang of agony as well as pride to see many a mother's darling, the laughing dimples of youth yet upon his beardless cheek, rush gaily by to the scene of strife and blood, and hot tears rush to eyes unused to weep at the thought of that fair head pillowed on the bloody turf; and yet, where could mortal die as well? Pity the desolate ones at home; but for him, the death that must have come at last and tom him reluctant from the earth, he has gone bravely forth to meet, and in the virtue and valor of self- sacrifice, has robbed it of its sting and despoiled the grave of its victory. When Wolfe, on being told that the French retreated, exclaimed, "I die happy," he expressed, no doubt, the feelings of every true hero as he looks his last upon the earth and feels that he has not died in vain. Happy in being a benefactor, at the cost of his own life, to his native land and to humanity; happy in knowing that he will be remembered with love and gratitude, and that he himself will be permitted to look down and see how from his blood will spring the life-giving plants of freedom, independence, and happiness to his country.

The deepest affliction of death, in this as in every other form, is not that of those who die, but the relatives who survive. Human sympathy is inadequate to the consolation of those who suffer from distress like this. The hackneyed common-places of funeral occasions stir the soul as little as the sable pumas and crapes which custom has prescribed for the funeral procession. For the man who dies in peaceful life there is, outside his own family and relatives, no real grief, and little sympathy even with the wretched survivors. But for him who dies in his country's cause, a country mourns; every heart honors his memory, every eye weeps with those who weep for him, and every breast is anxious to share the burthen of their woes.

How sleep the brave, who sink to rest, By all their country's wishes blest! When Spring, with dewy fingers sold, Returns to deck their hallowed mould, She then shall dress a sweeter sod Than Fancy's feet have ever trod. By fairy hands their knell is rung, By forms passes their ; There Honor comes, a pilgrim grey, To bless the that day, And Freedom shall awhile repair, To dwell a weeping hermit there.

A free country.

The tyran's at Washington are not satisfied with opening and detaining letters of United States citizens, but have gone so far as to waylay and keep back letters of British subjects written to England when any sentiment in favor of the South has been expressed. Of this we are assured by a British subject who, for safety, has enclosed letters to Northern friends to be mailed to England, none of which have ever come to hand. This was even before the postal arrangements of 1st June. How long will England tolerate this?

Cavalry and flying Artillery.

Our recent victories should only reinvigorate our exertions and redouble our preparations for an active prosecution of the war. Peace is our object, and we can obtain peace only by conquering it with force and arms.--The dogged pertinacity of the Northern character will make them persist in this war as long as they can keep us on the defensive, and as long as danger does not actually threaten their own homes. So long as the battlefields are upon Southern soil, though we whip them in every engagement, yet we shall be little nearer peace than when the war began. We can obtain a cessation of war only by conquering it, and the conquest must be effected upon their own soil.

To this end we must enlarge our army immensely and make an effort commensurate with the importance of the object to be attained. To bring an army into the field powerful enough to accomplish our purposes, some reference should be had to the character of the enemy's forces. It must be borne in mind that he will be deficient in horses, and therefore deficient in light artillery and cavalry.--Our facilities for organizing a large force of these two arms are very great, and it so happens that this is the very description of force best suited to purposes of invasion. Hence we should have a great preponderance in light artillery and cavalry. The success of invasion consists in celerity and suddenness of movement, and great strength in these two classes of troops is essential to our operations in the enemy's country.

On the other hand, the enemy are armed with small arms of a very superior description. --When engaged, therefore, we should always threaten his flanks with our superior cavalry, shake his ranks with our superior artillery, and, advancing under this influence with our infantry, deliver our fire and charge with the bayonet. The forte of our infantry should be the charge--for the Northern nerve cannot resist a Southern bayonet charge pressed home with swiftness and momentum. Should we succeed in the charge of infantry, our cavalry and light artillery would cut up the flying enemy; should we fail and have to retreat, our cavalry, acting in concert with our artillery, would fire into and charge upon parties detached in the ardor of pursuit, would protect our rear, check the advance of the enemy, and soon enable our men to rally and renew the fight.

It is very plain, therefore, that great encouragement should be given to the organization of cavalry companies, and that all of those which have been formed should be ordered into the field; those armed with sword and pistol to be sent forward immediately to the armies engaged before the enemy; those not armed with these weapons to furnish themselves as soon as possible with guns and ammunition to suit; and even with the lance, which is the queen of cavalry arms, and ought never to have fallen into disuse. We believe that a company or two of effective mounted lancers would do more execution upon a flying enemy than three times their force of imperfectly trained cavalry armed with the dragoon sabre and the cavalry pistol.

When mounted companies are unable to obtain the requisite arms for cavalry duty, they should be formed into light artillery batteries, and at once be put in a course of training. The South could soon have fifty effective batteries in the field if she chose. She has the greatest quantity of artillery pieces and an abundant supply of cannon powder. Tennessee and Western Virginia and North Carolina, can furnish any number of horses, and the South could in one month make herself more formidable in artillery and cavalry than any power that ever sent an army into the field.

There will doubtless be ordered out an immense increase of our fighting force. Very large numbers of infantry regiments are thronging every railroad leading up from the South. While the Gulf States are thus furnishing such ample numbers of infantry, the extraordinary facilities afforded by Virginia, Tennessee and North Carolina for cavalry and flying artillery, ought not to be neglected.--The subject is worthy of the serious and prompt attention of our Government.

New Publication — map of the Confederate States.

Mr. A. Morris has published a handsome map of the Confederate States. It is for sale at his bookstore.

The same publisher has laid upon our table "A Manual of Infantry and Rifle Tactics, with Honors paid by the Troops. Inspections, Reviews, &c., arranged and compiled by Lieut. Col. W. H. Richardson, graduate and formerly Assistant Instructor of Tactics, Virginia Military Institute," one vol., 18mo; 360 pages. A Morris. Publisher.

As our neighbor of the Whig says, this seems to be just the book for the times, and one that every man connected with the army should possess. Most of the works on tactics that we have seen heretofore appear to embrace too much, or else too little, to meet the necessities of the soldier; for, in the first case, the volume assumes such inconvenient and ponderous dimensions as to render it a burden to carry, as well as troublesome to examine; and, in the latter, it is too brief to be of much practical utility. Col. Richardson, the compiler, seems to have hit upon the happy medium between these two extremes, and has produced a work which, while it is handy, is at the same time sufficiently comprehensive.--Thus, for example, we find that he has given all that is necessary to be known in Hardee, to which is added such additional matter contained in Major Gilham's work as may be found valuable to the soldier — such as guards and guard-mounting, honors paid by the troops, duties of captains, companies' duties in camp, garrison, &c.; also, soldiers' rations, manner of cooking them, with many other useful suggestions connected with camp life — making altogether one of the most useful compilations that we have seen of the kind.

Mr. Vallandigham.

We know of no man on this continent who occupies a nobler position than Mr. Vallandigham, of Ohio. In the midst of Lincoln's armed legions, and in the teeth of a subservient Congress, he hurls his denunciations with an unsparing hand at the executive usurper and his murderous party. How the so-called "Conservatives" of the North, who could speak boldly enough for us in the days of peace, and deserted us to a man in the hour of trial, must blush for their baseness when they look upon the spectacle of moral grandeur which Vallandigham's course in Congress presents! What a contrast to that mincing piece of affectation and pretension, that man of words, Edward Everett! Of all the great, heroic men of this continent, Vallandigham will go down to posterity unsurpassed, if equalled, by any other, a man worthy the greatest, most heroic day of Grecian or Roman fame.

Liberal and patriotic.

--Selma, Ala. subscribed about 2,000 bales of cotton and $50,000 to the Confederate loan. The Commercial Bank of Selma has also tendered Secretary Memminger a loan of $50,000 to meet present necessities.

Major A. V. Brum by, a native of Sumter, S. C., and for many years Superintendent of the Military Institute at Marietta, Ga., has been elected Colonel of a Georgia Volunteer Regiment.

It is stated that Judge Chilton has obtained subscriptions to the loan amounting to $3,000,000 from the patriotic people of Montgomery county, Ala.

Where is the responsibility.

In his late admirable speech in the House of Representatives, Mr. Vallandigham reminds the President that, in his summary of the causes which have led to the present Revolution, he omits to tell the country that Secession and Disunion had a New England origin, and began in Massachusetts in 1804, at the time of the Louisiana purchase; were revived by the Hartford Convention in 1814, and culminated, during the war with Great Britain, in sending Commissioners to Washington to settle the terms for a peaceful separation of New England from the other States of the Union. He forgets to remind the country that the present Revolution began forty years ago in the vehement, persistent, offensive, most irritating and unprovoked agitation of the slavery question in the North and West, from the time of the Missouri controversy, with some short intervals, down to the present hour.

Mr. Vallandigham thus proceeds:

But, sir, the President ignores totally the violent and long-continued denunciation of slavery and slaveholders, and especially since 1835--I appeal to Jackson's message for the date and proof — until at last a political anti-slavery organization was formed in the North and West, which continued to gain strength year after year, till at length it had obtained control of every free State in the Union, and exacted himself, through free State votes alone, to the Presidency of the United States. He chooses to pass over the fact that the party to which he thus owes his place and his present power of mischief, is wholly and totally a sectional organization; and as such, condemned by Washington, by Jefferson, by Jackson, Webster and Clay, and by all the founders and preservers of the Republic, and utterly inconsistent with the principles or the peace, the stability or the existence even, of our Federal system. Sir, there never was an hour, from the organization of this sectional party, when it was not predicted by the wisest men and truest patriots, and when it ought not to have been known by every intelligent man in the country, that it must sooner or later precipitate a revolution and the dissolution of the Union.

The President forgets already that, on the 4th of March, he declared that the platform of that party was "a law unto him," by which he meant to be governed in his Administration; yet that platform announced that whereas there were two separate and distinct kinds of labor and forms of civilization in two different sections of the Union, yet that the entire national domain, belonging in common to all the States, should be taken, possessed and held by one section alone, consecrated to that kind of labor and form of civilization alone which prevailed in that section which, by mere numerical superiority, had chosen the President, and now has, and for some years past has had, a majority in the Senate, as from the beginning of the Government it had also in the House. He omits to tell the country and the world — for he speaks and we all speak now, to the world and to posterity — that he himself and his Prime Minister, the Secretary of State, declared three years ago, and have maintained ever since, that there was an "irrepressible conflict" between the two sections of this Union; that the Union could not endure part slave and part free; and that the whole power and influence of the Federal Government must henceforth be put forth to circumscribe and hem in slavery within its existing limits.

And now, sir, how comes it that the President has forgotten to remind us, also, that when the party thus committed to the principle of deadly hate and hostility to the slave institutions of the South, and the men who had proclaimed the doctrine of the irrepressible conflict, and who, in the dilemma or alternative of this conflict, were resolved that "the cotton and rice fields of South Carolina, and the sugar plantations of Louisiana, should ultimately be tilled by free labor," had obtained power and place in the common Government of the States, the South, except one State, chose first to demand solemn constitutional guarantees for prosecution against the abuse of the tremendous power and patronage and influence of the Federal Government for the purpose of securing the great end of the sectional conflict, before resorting to secession or revolution at all? Did he not know — how could he be ignorant — that, at the last session of Congress, every substantive proposition for adjustment and compromise, except that offered by the gentleman from Illinois, (Mr. Kellong,) --and we all know how that was received — came from the South? Stop a moment, and let us see.

The Committee of Thirty-three was moved for in this House by a gentleman from Virginia, the second day of the session, and received the vote of every Southern Representative present, except only the members from South Carolina, who declined to vote. In the Senate, the Committee of Thirteen was moved for by a Senator from Kentucky, (Mr. Powell,) and received the silent acquiescence of every Southern Senator present. The Crittenden propositions, too, were moved also by another Senator from Kentucky (Mr. Crittenden.)

The Border State propositions also were projected by a gentleman from Maryland, not now a member of this House, and presented by a gentleman from Tennessee. And yet all these propositions, coming thus from the South, were severally and repeatedly rejected by the almost united vote of the Republican party in the Senate and the House. The Crittenden propositions, for which Mr. Davis, President of the Confederate States, and Mr Toombs, his Secretary of State, both declared in the Senate that they would be satisfied, and for which every Southern Senator and Representative voted, never, on any one occasion, received one solitary vote from the Republican party in either House.

The Adams or Corwin amendment, so-called, reported from the Committee of Thirty-three, and the substantive amendment proposed from the Republican side, was but a bare promise that Congress should never be authorized to do what no sane man ever believed Congress would undertake to do — abolish slavery in the States where it exists; and yet even this proposition, moderate as it was, and for which every Southern member present voted, except one, was carried through this House by but one majority, after long and tedious delay, and with the utmost difficulty--sixty-five Republican members having voted against it and fought against it to the very last.

And not this only, but, as a part of the history of the last session, let me remind you that bills were introduced into this House proposing to abolish and close up certain Southern ports of entry; to authorize the President to blockade the Southern coast; and to call out the militia and accept the services of volunteers, not for three months merely, but without any limit as to either numbers or time for the very purpose of enforcing the laws, collecting the revenue and protecting the public property; and were pressed vehemently and earnestly in this House prior to the arrival of the President in this city, and were then, though seven States had seceded and set up a Government of their own, voted down, postponed, thrust aside, or in some other way disposed of, sometimes by large majorities in the House, till at last Congress adjourned without any action at all.

No man can read this calm, dispassionate statement of the gallant and high-souled representative of a free State, without seeing at a glance and with the clearness of noon-day upon whose heads rests the responsibility of this war and all its misery and blood. If any sense of a God or of a Judgment to come is left in the bosoms of the wicked usurpers at Washington, well may they tremble at the doom of righteous justice which, sooner or later, must descend upon their heads. As for the South, her hands are clean; her robe is spotless; she has drawn the sword only in defence of all that makes life worth having, and to the severest scrutiny of eternal justice can cheerfully consign her conduct and her cause.

Hanging Seceders.

General Pope, of Illinois, threatens the halter, without judge or jury, to all Secessionists.

This is the true spirit and temper of his masters. Never, since the first French Rebellion, was there such a barbarous and bloody party. Well does General Polk say, in a "General Order," "the invasion comes, bringing with it a contempt for constitutional liberty, and the withering influence of the infidelity of New England and Germany combined." None but men who acknowledge no restraints of religious faith or principle could hold up wholesale murder, rapine and pillage, as the true mode of conducting such a warfare as the present. Nothing but fear can prevent them from executing their threats, and happily we have abundant means of retaliation. Possibly, in addition to treason, some means may be found of reaching the men high in place in Washington, on whose guilty heads rests the responsibility of this outrageous war and all its crimes.

A Batter-cry from Baltimore.

--The Baltimore South publishes a spirited battle-song, of which the following is a taste:

For gold let Lincoln's legions fight, Or plunder's bloody gain; Unbribed, unbought, our swords we draw, To guard our rights, to save our law, Nor shall we strike in vaiz.

Ultimate Overthrow of Despotism.

It has been aptly remarked by a French writer that "Authority reigns ill when liberty suffers." The Lincoln Administration will soon, find the illustration of this truth in its attempt to gag the press and hold thought captive. Liberty can be chained, as in Maryland, but it is always aiming to break its chains, and it always succeeds sooner or later, for its oppressors "struggle against the truth of things and the need of the times." The representative of a party professing to be devoted to the freedom of the human body has signalised himself beyond all men in America by enforcing shackles on the human mind. Scarcely a newspaper or a press in his dominions, nor a Congressman in the chamber which registers his edicts, except the bold and honest Vallandigham, has dared even to utter a lament over the grave of Liberty.

But the greatest Power, and Glory, even if Lincoln could achieve them, instead of defeat and disgrace, cannot make Liberty, though in her grave, forgotten. Even Napoleon III. long ago comprehended that plots and dangers are not best avoided by restrictions upon freedom of the press and of speech. He has removed the fetters which were once placed on the French Press and Chambers, and the United States President has picked them up and calls them Republican jewels. The day is not distant when the pent up indignation of an oppressed people will produce an explosion that will shake the throne of the vulgar despot more terribly than could the mine he has himself prepared under the Capitol, were the torch applied to it.

First Congressof the Confederate States of America. （adjourned session.） Tuesday, July 23, 1861.

Congress met at 12 M., pursuant to adjournment, and was opened with prayer by the Rev. Moses D. Hoge, of the Presbyterian church.--Hon. Howell Cobe in the chair.

The Journal of the preceding day was read and approved.

On motion of Mr. Brockenerough, Messrs. Thomas S. Bocock, of Virginia, and Burton Craigh, of North Carolina, newly elected members from their respective States, presented their credentials and took the oath of office.

The President announced the order of business to be the reception of

Petitions, Memorials, &c.

Mr. Parkings, of Louisiana, presented a memorial in relation to the resources of the South, which, on motion, was referred to the Committee on Finance.

By the same.--The following resolution of inquiry, which was adopted:

Whereas, the Government of the United States is exerting all its energies and employing its army and navy, and every agency within its power, to prevent the exportation of our great staples, cotton, tobacco, &c., to any other country, except through its own ports or by its permission, thereby securing the complete commercial subjugation of the Confederate States, and causing the industrial and manufacturing interests of all other countries sustained by these products to be dependent upon them for their supply: Therefore, be it

Resolved. That the Committee on Finance be instructed to inquire into the expediency of at once conferring upon the Government of the Confederate States the power to control the Cotton and Tobacco crops of the country by receiving whatever supplies in kind or by purchase from individuals, at a price fixed, or by such an advance upon their value in Treasury, Notes or Confederate bonds, as may enable the Government to make their possession the basis of credit and negotiation abroad.

Mr. Harris, of Mississippi, presented a communication in relation to the disposition of the Cotton already subscribed to the Confederate loan, which was received and referred to the Committee on Finance.

Mr. Ochiltree, of Texas, offered the following resolution, which was adopted:

Resolved, That the Committee on Finance be instructed to inquire into the expediency of collecting all duties imposed by the laws now in force on goods, wares, merchandize and commodities of every description whatsoever imported into these Confederate States during the existence of the present war, and that they report at an early day by bill or otherwise.

Mr. Rives, of Virginia, submitted the petition of Lieut. Col. Jones, late of the United States army, but now in the Confederate service, asking that the wages due him by the United States Government be paid out of the funds lately belonging to the United States, but now in possession of the Confederate States. Referred to the Committee on Military Affairs.

Congress then went into secret session.

The crops below.

--Our visit to Pensacola gave us a passing view of many of the plantations on the line of the railroad, and although we were prepared to see extraordinary crops of corn, we had no idea that it ever grew to such height as we now behold in this and the county of Lowndes. It seemed that the stalks were 25 to 30 feet high. The care were going too fast to enable us to see the average number of cars to the stalk, but the yield must be great. Lower down, in the counties of Butler and Conecuh, corn had not grown so tall, but upon many of the plantations cotton seemed to be as forward and as thrifty as in Montgomery and Lowndes. But cotton in all the counties through which we passed in daylight was not as forward by three weeks as we think would average with previous years upon the same qualities of lands. And there seemed to be nearly twice as much land planted in corn as in cotton.--This statement tallies with the answers we received from inquiries.--Montgomery Mail.

A brilliant action.

--One of our Peninsular correspondents (W. H. I) sends us a description of a recent successful engagement at Lee's Store, near Newport News, of which we have already published full accounts. We give the conclusion of the letter:

"It affords us great pleasure to say that our Captain, T F. Goods, displayed the highest gallantry, leading his men, regardless of his own life, into a perilous position, at the same time acting with all the coolness of a veteran commander; and he, with his men, without detracting from the merits of others, deserve all the glory which could accrue from so signal a victory over a treacherous foe concealed in ambush."

The writer also speaks highly of the gallantry of Maj. Hood and Capt. Phillips, who were prominent in the action.

The right feeling.

--The New Orleans Bee, referring to the increasing probabilities of a protracted war, says:

We frankly confess that, loving peace and hating war — especially a war between those who were so recently fellow-citizens of one nationality — we should prefer the continuance of the struggle to any patched up, imperfect and short-lived compromise. In other words, it is clearly the interest of the Confederate States to make no peace that does not promise permanency. As for such ridiculous and untenable notions as National Convention and additional constitutional guarantees, or anything else at all savoring of a reconstruction of the Union, they are so completely out of the question that nobody pretending to be familiar with Southern sentiment, would dream of proposing them. Let peace come when it will, one of its essential and indispensable conditions must be the absolute political independence of the South. To achieve this, we are now fighting; and the spirit manifested amongst us leads to the inference that we can accept of no alternative between this and our extermination.

So say all good and true Southrons.

Another grain of Decency.

--The Dover Gazette, New Hampshire, says:

"Peace is our motto, and the stand which we take meets, as we have ample assurance, the hearty response, not only of the Democrats in this community, but also of the conservative Republicans. We would go for war if we could be satisfied that it would be the best course to save the Union. But civil war and Union look to us like the most horrid antagonisms — perpetual, eternal alienation."

Counterfeit paper money.

--We caution our readers against certain counterfeit bank notes purporting to be issued by the "Bank of Wetumpka," Alabama. We hear that several of them were passed, or attempted to be passed upon parties in Richmond a day or two since. In the large circulation among us of notes of almost every bank in the South, it is impossible that some counterfeit money should not be found. A simple caution, however, will be sufficient to the wise.

How to save your life.

--In the war of 1812 every soldier was advised to carry a string, to be tied around a bleeding limb and be twisted tight by a stick or ramrod until a surgeon could be found. Let our soldiers remember this, and when wounded try the remedy.

The reported Naval engagement.

--We alluded yesterday, on the authority of an exchange, to a reported Naval engagement outside of Charleston harbor, on Friday last; but as the Charleston papers of Saturday make no allusion to it, we presume the rumor was unfounded.

Col. Beverly A. Thornton is raising a regiment in Georgia for the Wise Legion.

Local Matters The distinguished dead.

--The Central train, which arrived in this city at eight o'clock last night, brought down the bodies of Col. (acting Brig. Gen.) Francis S. Bartow, of Georgia, Gen. Bernard Bee, of South Carolina, and Lieut. Col. Johnson, of Hampton Legion, who fell in the battle at Manassas on Sunday last. Three hearses were in readiness, and the remains of the brave dead were conveyed, (escorted by the Armory Guard, Lieut. Kerr, preceded by their band playing a funeral dirge,) to the Capitol, where the bodies were attended during the night by a guard of honor specially detailed for that purpose. They will be carried South this morning.

Colonel. Bartow died a noble and brave death. He first received a shot which shattered one of his feet; but even in this disabled condition he maintained his place at the head of his men. He had reached a fence which crossed the direction of his charge, and was supporting himself, waving his sword and cheering his gallant band on to the fight, when some miscreant's ball pierced his brave heart.

Funeral Besot.

--The body of the lamented Col. Fisher, of the 6th Regiment of North Carolina State troops, was escorted yesterday evening by the larger portion of the 4th Regiment from the same State, from the Central depot to the Petersburg depot, on route for home. Col. Fisher was shot through the head and instantly killed, while leading his men in the memorable battle, near Manassas, last Sunday. The grief of his men at the loss of their gallant chief, was deep and universal. It has hardly been a week since the lamented officer passed through the streets of our city at the head of his regiment, a splendid brass band discoursing the while the song of anticipated victory. It came, but the song of triumph is hushed, for victory was bought by the death of many a brave and true man. Col. Fisher was enlisted heart and soul in the cause of Southern independence. He had used his means unsparingly in the equipment of the splendid regiment that he led so gloriously to battle in defence of our common country. To him victory came even in the arms of death. To his relations and friends it may be consoling to know that a grateful nation will forever keep alive the memory of the heroes who fell on the bloody fields of Manassas. Peace to their manes.

Soldier's funeral.

--The body of Michael Redmond, a member of the Montgomery Guard, who died in this city on Monday, from injuries received in the battle of Bull Run last Thursday, was conveyed, yesterday evening, from the late residence of deceased, in this city, to St. Peter's Cathedral, where, after a very feeling sermon had been delivered, it was carried to its final abode in the Catholic burying ground. By the death of poor Mike, his company loses a brave and true man. But a few years past "man's estate," he bid fair to live long. A native of that "sea-girt isle," whose sons have ever proved the tyrant's foe, last Thursday's work will carry sadness to many a heart there now beating with hopeful expectations of hearing from those far over the sea. From him they may never hear again; but of him, they will hear that he died a soldier's death, and fell in a good cause. The dread realities of war are never presented to our mind with so much force as when we see borne to their long home those we have but lately seen in the full vigor of early manhood. It is the duty of a grateful people to embalm their memories in their hearts.

All right.

--The arrest of Dr. George R. C. Todd, of Lexington, Ky., for supposed disloyalty, which took place on Monday, has been noticed. He was brought before Senior Alderman Sanxay yesterday, and it is but just to him to say that his record as a Southern citizen was proved by the most respectable testimony to be clear and good. He was alluded to as having been arrested for incendiary language and calling high officials "damned traitors." The private citizens who arrested Dr. Todd on their motion and without authority of law, yesterday perfectly exonerated him from the charge. He was honorably acquitted, the parties to the transaction expressing their regrets that it had occurred. The fact that Dr. T. is a brother- in-law of a party hostile to our cause, is no cause for suspicion against him. He came four thousand miles to join in our struggle for independence, and proceeds this morning as a volunteer surgeon to aid the wounded at Manassas. If such actions does not prove his faith stronger than words, we do not know what would. We feel unusual regret whenever the precipitate action of any of our citizens have necessitated statements which are afterwards proved to have had their origin in momentary excitement.

Fourth Regiment of the North Carolina State troops.

--This is considered by all who have seen it since the regiment has been formed, the best equipped, and perhaps in all its appointments the very best regiment that has yet arrived in this city from North Carolina, if not from any other State. The mentions made in the preceding issues of our paper have been only partial. We are now prepared to state fully its organization. On Sunday last the advance portion, a detachment of six companies, arrived in the city, and are now encamped near Griffin's Spring, some two miles from the city. The complement of the regiment, consisting of five companies, will arrive here during this week.

The following is a correct statement of the official organization of the regiment:

Colonel, George B. Anderson; Lieutenant Col., John A. Young; Major, Bryan Grimes; Adjutant, John D. Hyman; Surgeon, J. F. King; Assistant Surgeons, Drs. Thomas and Jordan; Quartermaster, Thomas M. Blount; Commissary, Robert F. Simonton. Captains--Company A, A. K. Simonton; Company K, F. M. T. McNeely; Company E, D. M. Carter; Company C, J. B. Andrews; Company G. William F. Kelly; Company B, James H. Wood; Company I, William T. March; Company F, J. S. Barnes; Company D, Junius B. Whitaker; Company H, Ed. A. Osborne.

There is a company of Artillery attached to this regiment, Capt. Reilly's, (Company "D," of Artillery.) This company is as yet armed with Infantry weapons, but it is hoped that it will soon be in possession of the guns appropriate to its organization. Capt. R. is an old U. S. officer, and will make good use of his battery when he gets it. Col. Anderson is a graduate of West Point, and although a young man, comparatively, will no doubt make his mark--an ineffaceable one at that — if the opportunity is ever furnished. He is not only a most accomplished officer and gentleman, but, personally, one of the finest specimens of a man.

A Traitor Apprehended.

--Intelligence sent from Manassas states that "Captain Edward C. Carrington, of Washington City, a Virginian by birth, and a nephew of the late Hon. Wm. C. Preston, of South Carolina, is also a prisoner. He fought vigorously against us."

The person mentioned made himself quite busy in the Federal capital, organizing hirelings to invade this State. He got his pay — the District Attorney's office, and the post of Captain in the vandal army. He has relatives in this city, who are deeply pained at his unmanly conduct. Their sorrow, however, should not prevent his being put in a cage and exhibited around the country. Justice demands that he should be made an example of.

Estray.

--A very large balloon was seen to pass over this city about 3½ o'clock yesterday evening. It may have been the notorious "Professor Lowe," one of the ærial corps enlisted by Lincoln to aid in subduing the South. If so, we advise the people wherever he touches terra firma to give him something to remember them by. As a spy, by the rules of war he deserves death. He once started from Cincinnati and landed in South Carolina.--Balloons are given to the enactment of strange feats. If it was the "professor," let him be used — and not in the easiest way, either.

Wounded soldiers.

--About one dozen wounded soldiers were brought to this city yesterday evening in the Central cars, and sent to different houses to be taken care of. The committee appointed to see to the wants of all the wounded, left this city yesterday morning and may be expected this evening or to-morrow.--The body of Lieutenant Edgar Macon, of the Thomas Artillery, was not brought home yesterday. He was killed by the bursting of a shell, which entered and exploded in a caisson on which he was sitting.

Disappeared.

--The little comet, with long caudal appendage, that made its appearance hereabout on the 1st inst. has disappeared from the view of "star gazers." The nucleus reached the senith several nights since. Before the final disappearance of the "celestial visitor," his "tail" had been shorn of much of its continuity.

Arrival of the cars, &c.

--The very painful anxiety which exists in the public mind in regard to the persons slain in Sunday's battle was abundantly shown by the assemblage of several thousands of our citizens of both sexes at the Central Depot yesterday evening, who listened with eager interest to the meagre reports given in by arriving participants in the great fray. In a few days, we trust the anxiety of all as to the extent and bearing on each of the contest as it effects friends or relatives, will be gratified by the arrival of full particulars.

Gen. Davis, who arrived, was received with demonstrations which indicated unaffected delight on the part of all his fellow citizens at seeing him "safe and sound." The crowd despite the sombre nature of certain surroundings about the depot, could not be content unless his Excellency made a few remarks to them, which he did much to the gratification of all. In response to the plaudits which greeted him on every hand, he bowed his thanks repeatedly as the carriage drove away.

Influæ of prisoners.

--A special train arrived here last night, at 8 o'clock, bringing 631 prisoners, captured in the battle of Manassas on Sunday. The train was stopped some distance up

, where the prisoners were landed, and commenced their march for the prison depot, on

Main street

, attended by about 300 men, who had been detailed to guard them. Some five or six hundred more are expected this evening or to-morrow. The above number includes officers and men.

Col. John Program.

--The stand made by this gallant officer at Rich Mountain, with 300 of his comrades, against Lincoln's hordes of vandal Yankees and Virginia tories, has been compared to that made by Leonidas and his brave followers against Xerxes and his Persian hordes at the pass of Thermopolæ. The Raleigh Register, edited by John WeSyme, says:

"Heroic conduct is what might have been expected from John Program. Being a native of Petersburg, we have known him from infancy, and enjoyed a close intimacy with his late lamented father, Gen. James W. Program, Better and more chivalric blood than that of John Program never coursed through the veins of any man. Col. P's military education was effected at West Point, where he graduated with the first honors. Since then he has traveled in Europe, where he had the finest opportunities of studying military affairs on the largest scale. We earnestly hope that his captivity — which was purely accidental — will be of short duration.

Improved bullet.

--We were shown yesterday, by the inventor, Mr. G. J. Gardner, of Newbern, N. C., a new style of bullet, which seems most perfect in its adaptation to either breech-loading arms, smooth-bore muskets or the Minnie rifle musket. It has been shown also to the Confederate States authorities, who, after, an examination, have expressed their approval of it. The novelty of the invention consists in the manner of attaching the paper for holding the charge of powder, which is attained by the use of a peculiarly shaped bullet — it being brought to the proper shape and size by being pressed through a wedge, the operation of which seizes the paper firmly into the body of the bullet. These cartridges are made very rapidly by machinery. They are firm, and more ready for charging fire-arms than any now in use. The inventor has applied for a patent.

Arrived.

--Four or more companies of Col. Gaston Meares' Third Regiment North Carolina State troops, under the command of Maj Wm. De Resset, arrived in Richmond yesterday. No one need wish to see more soldierly looking men, or men better armed or more determined. The old North State is a trump.--Much of the proficiency of the men in drill, &c., is due to the assiduous endeavors of Lieut. Thos. O. Jenes, who has spared no pains to perfect his comrades in all that pertains to the soldier's art. The Third are encamped a short distance from this city for the present.

Encouraging.

--Gen. Davis said in a short address which he delivered at the Spotswood House last night, in reply to an enthusiastic call on him by thousands of his fellow-citizens, that the cause of the South was in no danger, that the extent of the killed at Manassas Sunday on our side was four or five hundred, that our army had captured an immense amount of army stores, arms, &c., and enough provisions to last 50,000 soldiers a considerable time. --While regretting the death of our brave defenders, all must be pleased at the other results.

Georgia Regulars.

--The First Regiment of Georgia Regulars, a splendid body of trained soldiers from Dixie's land, eleven hundred strong, under Col. Williams, arrived in Richmond yesterday evening, via Petersburg Railroad, accompanied by a splendid band, and proceeded to their camp at the Reservoir.--This regiment is armed to the teeth, and ready for action. They belong to the Regiment which is to be commanded by General Robert Toombs, late Secretary of State.

Fined.

--Alderman Sanxay yesterday fined Patrick Johnson $5 for selling liquor without a license. Jas. Harrison was fined $10, and case sent to the Grand Jury, for keeping his house open after 10 o'clock, in violation of a city ordinance. The same judgment was rendered in the case of John Rankin; also. Sarah Fenson. Peter Shirley was fined $5 for keeping his restaurant open after prescribed hours.

Cases continued.

--The case of George Salters, arrested as a suspicious person, was yesterday continued by Alderman Sanxay until the 26th. Mr. J. Bachrack's case, for leaving a cellar cap open, was continued until to-day. Case of Sarah A. Jones, for associating with Billy, a slave, was ended for the time being by putting her in jail till the 26th. Her colored friend was also sent down.

The Howitzers.

--Not a man of Capt. J. C. Sheilds' Howitzer Company was injured in the great battle which took place on Sunday, at Stone Bridge, near Manassas. We state this on information derived directly from that place, for the satisfaction of friends and relatives of the men.

Bathiny.

--This practice, which has been indulged in ad libilum lately by the young men and boys, has been brought measurably to a stand still, for the reason that more dirt is accumulated by going into the river than staying out. The water has the real brick-dust color now.

Discharged.

--Pat Jennings, arrested as a spy, was brought before Alderman Sanxay yesterday, underwent an examination and was acquitted. Alpheus Grandison, free, and Alfred Hill, charged with the larceny of $16, in bank notes, were tried and acquitted.

Country produce.

--Large quantities of vegetables, grown in the vicinity of Norfolk, which formerly found their way to the North, are now brought to the Richmond markets and sold.

Delivered to his officer.

--William Guy, the soldier charged with shooting and wounding Wm. Myers, was yesterday delivered to Col. Wigfall, of the Texas battalion, to be dealt with according to military law.

Whipped.

--William, slave of R. F. Morriss, was punished with ten stripes, by order of Alderman Sanxay yesterday, for stealing an umbrella from A. A. Hughes.

Cool.

--Owing to the heavy showers recently experienced in this latitude, the weather was rather cool yesterday. It was most agreeable.

Died.

Suddenly, in Chesterfield county, Va. on the 19th of this present month, Robert McClelland, in the aid year of his age.

Beloved, admired and venerated, this good men has passed from among us, having led a life so pure and spotless, that to those who know him not, a truthful tribute to his virtue would seem the exaggerated language of partial friendship. He was a gentleman of the old school, whose warm and generous heart was truly reflected in the winning grace of his kind and courtly manners, in his wide sympathies, in his noble charities, in his princely hospitality. Such was the benevolence of his disposition, that his amps fortune seemed like a trust fund in his hands for the benefit of the needy and affected. But his generosity was ever without ostentation — his right hand know not what his left hand did. He was a man of deeds — not professions — in all the relations of life without, and without reproach — a smart, public-spirited citizen — a devoted husband — a kind father — a good master, friend and neighbor. He has left behind him a memory to be revered, and a model to be imitated. Deeply must his loss be felt in the community in which he lived; but what words can toll how such a man will be mourned by his devoted children, whom he idolized, and the relatives and friends to whom he was so inexpressibly endeared.

He served in the war of 1812 with great merit — Place be to his remains.

On Monday, the 22d inst., of injuries received at the battle of Bulls Run, on Thursday, the 19th inst., James Oriscoll, in the 19th year of his age, a native of County Clare, Island. He was a member of the Montgomery Guard, 1st Regiment Va. Volunteers.

His funeral will take place from his mother's residence, on

Richmond Dispatch. Wednesday morning....July 24, 1861. The great victory.increasing excitement.action of the Confederate Congress.&c., &c., &c.

The excitement in the city yesterday reached a height such as we never before witnessed. The anxiety of many of our own citizens subsided on learning that their kindred were uninjured in the great battle at Stone Bridge, and all seemed to unite in the general exultation. The intelligence from Washington, which we publish in our telegraphic column, was received at an early hour in the day, and immediately posted upon the bulletin board, around which a vast throng congregated, and so continued until night, cheering and otherwise giving expression to joyous feeling. Ladies caught the enthusiasm of the hour, and stopped to listen to the glad news, while pleasure sparkled in every bright eye. While this was the state of affairs in the Capital of the Confederate States, how was it in the doomed city where Lincoln, and Seward, and Scott, and hosts of corrupt satellites, have been planning iniquitous schemes and out-stripping even Satan in the atrocity of their machinations? Washington was shrouded in gloom; and we doubt not that the cowardly fiends fled to their hiding places, and trembled in apprehension of popular vengeance.

To satisfy the demand of the public, an extra was issued from this office in the forenoon of yesterday, and thus the exciting intelligence was spread all over the city. It was in truth a day long to be remembered.

The Confederate Congress, on Monday, passed appropriate resolutions after receiving the dispatch from President Davis, announcing the victory. These were alluded to in yesterday's paper, but the resolutions themselves were accidentally omitted. The official dispatch was presented by Mr. Memminger, who said:

This announcement informs Congress that the invader of our soil has been driven back, that our altars have been purified and our homes secured from the ruthless hand of an unprincipled foe. But, sir, it has been at a cost that will bring sorrow into many families; wet with burning tears the cheeks of many widows and orphans, and into many happy homes bring grief and desolation; and I presume, sir, Congress will be little disposed on such an occasion to go on with their usual business. I have therefore taken the liberty of offering a series of resolutions, which I will submit to the attention of Congress, and ask their adoption.

Resolved, That we recognize the hand of the Most High God, the King of Kings and Lord of Lords, in the glorious victory with which He has crowned our arms at Manassas; and that the people of these Confederate States are invited, by appropriate services on the ensuing Sabbath, to offer up their united thanks giving and prayers for this mighty deliverance.

Resolved, That we deeply deplore the necessity which has washed the soil of our country with the blood of so many of our noble sons, and that we offer to their respective families and friends our warmest and most cordial sympathies, assuring them that the sacrifice made will be consecrated in the hearts of our people, and will there enshrine the names of the gallant dead, as the champions of free and Constitutional Government.

Resolved, That we approve the prompt and patriotic efforts of the Mayor of the city of Richmond, to make provisions for the wounded, and that a committee of one member from each State be appointed to co-operate in the plan.

Resolved, That Congress do now adjourn.

The resolutions were unanimously adopted, and Congress adjourned.

Incidents of the battle.

It is stated that while Gen. Beauregard was leading Hampton's Legion into the thickest of the fight, his horse's head was shot off by a shell, which also killed the horses of two of his aids, Messrs. Heyward and Ferguson, of South Carolina.

The member of the Washington Artillery who was killed, and whose body was brought to this city by his father on Monday night, was Sergeant Joshua Reynolds. He behaved with great coolness and gallantry in the fight until he received his fatal wound. We heard of but two others of this splendid battalion who were injured--Privates Payne and Crutcher.

Major Wheat, of Louisiana, is reported badly wounded, and his battalion is said to have suffered severely.

The friends of Lieut. Edgar Macon, of the Thomas Artillery, of this city, have received intelligence of his death.

The Col. Willcox mentioned elsewhere as among the prisoners, surrendered to the 28th Virginia Regiment. It will gratify every true Virginian to learn of the capture of Captain Edward C. Carrington, who is connected with some of the best families in the South, none of whom would object to his consignment to the hands of an executioner. Another prisoner of rank is Col. Corcoran, of the 69th New York Regiment.

Col. Francis S. Bartow, of Georgia, had taken the colors of his regiment in his hands, and was leading a brilliant charge, when he fell. The bereaved wife of the gallant officer was in Richmond when she heard the news of his death.

Col. Kemper's Alexandria Artillery receive high praise for their bravery in the action.--Their guns did tremendous execution.

The Central train arrived from Manassas Junction at half-past 7 o'clock last evening Several thousand persons had assembled, and the fact that some of our dead were brought in the train, changed the current of joy to some extent. This, however, did not prevent a cordial and enthusiastic welcome to President Davis, who was among the passengers An account of his arrival will be found in an other column.

Many incidents were related of the fight, and all concur in the accounts elsewhere given of the complete rout of the Federal Army.

We are enabled to state on the best authority that the loss in killed, on our side, does not exceed five hundred--probably not much over four hundred.

It is currently reported, and even vouched for by some of the passengers, that Gen. Scott was near the scene of action in his carriage. When the retreat of his army took place, Scott left the vehicle and escaped in one direction, while the carriage drove off in another. Our men, of course, pursued the carriage and captured it, and in it found the sword and epaulette of the old General. A letter from Manassas tells the same story.

At least a hundred wagons, loaded with army stores, were captured by the Confederates.

A large number of muskets and other relics of the battle were brought down last evening. Not the least interesting among these were daguerreotype likenesses of females, found in the pockets or haversacks of those who expected to whip the "rebels."

A doubtful rumor was in circulation that John Cochrane and Lovejoy, members of Congress, who came to see the fight, were taken prisoners.

The "contraband" articles captured included fine brandies and wines, with which the Federals probably intended to hold a jollification, after their victory.

The rumored capture of Gen. Patterson is unfounded.

For a mass of intelligence, as reported from Washington, we refer the reader to the telegraphic columns. It will be seen that the enemy's lowest estimate of his loss is four to five thousand.

Some details of the fight.

We are indebted to Mr. Wm. H. Pritchard, the General Telegraphic News Agent of the Southern Press, for the following statement:

Messrs. Maguire and Adair gave us the following statement of the killed and wounded of their company (the Atlanta Ga., Grays,) in the fight on Sunday last at Bull's Run, near Manassas. The killed were two men by the name of Hammond, Isaac Frank, Smith Martin, Anderson Orr, James George, James Kershaw, W. W. Brooks, Joel Yarborough, Robert Hamilton, and George Grambling.

Wounded. J. B. Martin, hip, slightly. Lieut. Hulsey, severely. Benjamin Watkins, arm. James Adair, flesh wound in left arm. John Grambling, in band, very slightly. Tonsy Henderson, arm, slightly. Mr. Christian was severely bruised by a wagon passing over him. Wm. Harris, in the leg, slightly. Dave Croft, wounded slightly in the body, head and foot. Mr. Holtaclaw, in the arm. Jerry Cannant, slightly hurt. Lieut. Smith, dangerously in arm and hip. Thos. Norwood, arm broken. Lieut. Love, slight wound in the neck. Sergeant Smith was twice knocked down by the force of bombs, but escaped almost unhurt. Thomas Stokes was severely wounded. Mr. Elliot, slightly injured.

Jesse Thrasher, of the Atlanta Greys, killed three Yankees in successive shots — the last was a prominent officer, and Thrasher rushed up, took his pistols and escaped unhurt.

Capt. King, of the Georgia Rozwell Guards, makes the following statement of the killed and wounded in his company:

Killed. Thomas Kirk, James Paden, B. F. Smith and seven are missing, and their fate unknown. Wounded. Capt. King, ankle, slightly. Lieut. Dunwoody, in the hip. Lieut. Bishop, left arm. Lieut. Wing or King, left shoulder. Sergeant Gossett, in the thigh. P. Cobb, in the head and thigh — a bomb bursted over him. Jim Hunter, wounded in a leg. Joseph Simmons, in the hand. John Simmons, in the leg. H. Wallace, in the head. S. Mitchell, in shoulder. John Hix was run over by the Cavalry and badly bruised. Wm. Bailey was wounded in the jaw.

The killed and wounded in the Rozwell (Ga.) Guards was mostly caused in the attack on Sherman's Battery, and at the time when the gallant Gen. Francis S. Bartow fell.

From other sources, and principally from the wounded now in our city, Mr. Pritchard learns that--

Capt. Towers, of the Miller (Ga.) Rifles, is safe; Lieut. Hall, of the Rifles, is said by some to have been severely wounded, and by others to be dead; Lieut. Scott and Private Lathrop, of the same company, were killed.

Capt. McGruder, of the Rome (Ga.) Light Guards, was wounded in the leg. George Stovall and Charles Norton were killed.

Captain Cooper, of the Floyd (Ga.) Infantry, was severely wounded in the knee.

These three last-mentioned Georgia companies are reported to have suffered severely, but no details have been obtained.

Major Dunwoody was shot three times, but none of them were serious, and his horse was shot five times.

Col. L. J. Gartrell, of Georgia, was slightly wounded, and his son severely, and it is believed the latter has since died.

Captain Clarke, of Carroll county, Georgia, was severely wounded, and Captain Wilson, of the same State, slightly wounded in the heel.

The Dawson (Greene county, Ga.,) Company was very slightly engaged in the fight.

General reports state that the Eighth Regiment of Georgia Volunteers suffered very severely in killed and wounded.

Lieut. Col. Montgomery Gardner (formerly of the U. S. Army, and attached to the First Independent Regiment of Ga., of which Gen. Bartow was previously Colonel,) was slightly wounded in the leg, and had his horse shot from under him.

The wounded in Richmond that I visited on yesterday, express their heartfelt thanks for the God-like kindness which they are receiving at the hands of the families where they are located. There are thousands and tens of thousands and hundreds of thousands of Georgians, and relatives and friends of the wounded throughout the South, who will be consoled when they know that their wounded loved and respected ones are in the holy keeping of the kind and patriotic people of Richmond.

I have only been able to make, so far, this partial report. I will, as soon as I can, extend it to other companies and other States.

From the Kanawha valley.

One of Gen. Wise's Aids, Col. S. D. McDearmon, has just returned from Charleston, Kanawha. He reports that on Tuesday last, Capt. Brock, of the Rockingham Cavalry, together with Col. Clarkson, charged about three hundred of the enemy, on the side of a mountain, twelve miles below Charleston, killing between twelve and eighteen of them.

On the next day, Wednesday, between four and five o'clock, the enemy, amounting to 2,500, attacked our forces under Lieut. Col. Geo. S. Patton, commanding 800 men, at the mouth of Searry Creek, fifteen miles below Charleston, on the Kanawha. The enemy were repulsed with a loss of from 250 to 400 killed and wounded. Col. Norton, of the Indiana Regiment, was wounded and taken prisoner. Col. Woodruff, Lieut. Col. Neff, and Col. De Villiers, of the 11th Ohio Regiment, together with two captains and a lieutenant, were also taken prisoners. Lieut. Col. Patton was wounded.

News from Garnett's late command.

--The following brief but reliable information we obtain from Mr. John G. Powell, who left Cheat Mountain Pass on Friday last. Mr. P. was accompanied by his son, who was in the recent engagement between Gens Garnett and McClellan. Our forces are in possession of the Pass at Cheat Mountain, and large numbers of volunteers were rapidly concentrating there. They came from mountain and valley, from far and near, to aid in repelling the further advance of the Federalists. Mr. P. states that our actual loss is greatly loss than has been reported; that several of the Georgia companies, said to have been captured, had returned to our encampment, and that a great many others, believed to have been lost, have found their way to the pass in safety. The suffering among our troops, however, has been of an extraordinary character. After their fatiguing engagements, and their long, tedious and heavy retreat, many were compelled to go without a mouthful of food for upwards of 48 hours. No description can give any accurate idea of the terrible suffering of this brave band of soldiers.

Brig. Gen. W. W. Loring, who has been assigned to the late command of Gen. Garnett, is in every respect a superior officer. He is a native of Florida; served throughout the Mexican war; has seen a great deal of service in Oregon, Washington and other portions of the Far West, and has gained the reputation of being one of the most energetic and efficient officers in the service. Gen. Loring was a Colonel of Rifles in the U. S. Army, and has just reached here from New Mexico.--Petersburg Express.

When rogues fall out, &c.

--Our report from Washington in reference to the doings of Lincoln's Congress states that the House of Representatives, by a vote of eighty-one to forty-two, had passed a resolution to appoint a committee to investigate the Army and Navy contracts recently made by those paragons of virtue and honesty, Secretaries Cameron and Welles. On all questions where the expenditure of money is concerned, the House was nearly unanimous, but when it comes to investigating the manner in which the money is spent, one-third of Lincoln's vassals have not courage to face the music. A very reasonable supposition is that not a few of those who voted no on the resolutions, were deeply interested in some fat Government job, and did not like the idea of having their operations exposed to the gaze of an unfeeling world. Messrs. Welles and Cameron who, while out of office, were a couple of the most disinterested patriots in the country, whose faces were constantly set as a flint against all manner of official corruption, now that they are in a condition to finger the spools, find their honesty not above suspicion. Mr. Van Wyck, of New York, who probably feels sore because he has been forgotten in the general distribution, says there has been a system of plunder going on in the Government, which for audacity and wickedness has never been surpassed. We have no great confidence in the incorruptibility of Mr. Van Wyck, but take his statement as another evidence of the truth of the saying that "when rogues fall out honest men get their own."-- Montgomery Advertiser.

The Paris newspaper, the Debates, has sent out a correspondent to the seat of war, who arrived at New York a passenger by the Great Eastern.

John T. Scott, a Northern man, has been driven from Shelby county, Ala., on account of Black Republican sentiments.

Rev. Dr. Smith, of Randolph Macon College, preached to the soldiers at Norfolk last Sunday.

Letter from "oats." [special Correspondence of the Dispatch.] Camp. Page, near Williamsburg. July 23, 1861.

You have doubtless heard that some of our boys from the neighborhood of Cockletown bagged three Yankees, and made three others run like wild turkeys on Thursday last. The game captured were one Major killed, one Captain mortally wounded, and a first Lieutenant caught alive. Quite a little prize in one morning's shooting affair.

Your correspondent has but little in the way of news to communicate, and but for some few sweet faces you meet on the streets, and the presence of the military in their varied costumes, seen at all times of day in little knots, or en route through the town. Williamsburg would be about the dullest place for a "cit" to rusticate in imaginable. One can hardly realize (unless he has read "Volney's Ruins,") that here once was a city where vice royalty hold court, and gallant knights and "fayre ladies" figured in the saloons of Patrician entertainers, and wandered in the mazes of the antique dance, to music imported from "home" far, far away over the blue sea. It is pleasant to cherish illusions, and with eye half dreamily closed, to watch the panoramic procession of the past move on, on, onward, till it melts in indistinct distance — all — all — the palace on the green, the stately mansions of the soi disant nobles of the olden time — a few only of which still stand; the queenly looking damsels on their palfreys; the Burgess full of loyalty, and at the same time as independent as broad acres, and a coach and four, and hosts of Ethiopian retainers, can make any man — the buxom wives, "fat, fair and forty-two;" the games on the green; the powdered quenes; the long, broad-pocketed, embroidered vests, and scarlet coats with huge golden or silver buttons; of the beaux with cocked hat and sword at side; the Capitol, the college the renowned Raleigh —— the — but — the illusion vanishes, and the open eye beholds all that the past time has left of memorial in the little church, old and sacred; the old magazine, facetiously called "the powder horn; " the venerable and quaint looking court house; Lord Botetourt's statue in the college yard; and, with the exception of medieval residences, (I call them so because they are connecting links between the past and the present, and, if I may be allowed a pun, are middle aged) and, a few ancient but still neat and handsome houses, and you are led to moralize upon the mutability of earthly grandeur, and to utter with a sigh, "Fuit Itium!"

It is said of one of her distinguished sons, whose love for his native State was that of a fond child's for his mother, that he considered Virginia the whole world, and Williamsburg its capital, and this pleasant fancy seems to have taken possession of many of her citizens. And indeed the town is beautifully laid off — the main street, if properly built up, has not its equal in any town in Virginia; but it is disfigured with very many small, unsightly frame buildings, and this blemish is hardly atoned for by some neat and pretty residences, and one, at least, large and elegant mansion, recently built. A few of the ancient and revered names, coeval with the place, are still found here, and these are represented by worth, intelligence, hospitality and refinement; but it cannot be denied that the new element out numbers the old, and when these name-bearers of the old chivalry have gone from this sphere of being, the club of Hercules must remain prone where it has fallen. Of course they will be aped and imitated--they are--but counterfeit coin can never have the ring of the true metal. The small shopkeepers are reaping a harvest out of the present state of things, and would make good cavalry, as they are first rate at a charge. The merchants proper are contracting their business, and as they do not replenish their stock, and as soldiers and others are obliged to have articles of necessity, the demand raises the price of the commonest article fifty per cent., and often more, beyond the usual price, and the small venders "make," as Patrick Henry said, "the most of it"

You have read Raymond's testimony to the Vandalic conduct of the Hessians at Hampton. If there is a righteous God in Heaven — if "justice and judgment are the habitation of His throne"--if hell be not a fiction and a farce, what will be the punishment of these fiends in the hour of death and in the day of judgment, who have desecrated that ancient church in Hampton, and violating the solemn and sacred repose of the dead, have hauled the tombstones from the foundations where the hands of broken-hearted relatives had placed them over dust, which to guard they would have died and have barricaded the church gateway with their fragments? It is useless for any of his apologists in the Northern papers to say that Butler does not countenance this outrage.

"I tell him, though a clergyman, he lies." Butlers is no man, but a dog! and a dog's death should be his doom. It is a little singular, however, that the new-made grave in that churchyard referred to by one of the correspondents of the New York papers — where he saw stakes fixed, and a cross piece above the mound, and the demoralized demons boiling their cauldron — is to my own knowledge the grave of the child of a Yankee, who, having made money out of our people, fled to his cold, unfeeling, creepiness and godless North, as soon as he found an indignant people were preparing to meet the vile invaders of our soil. The cup is thus presented to his own lips. Southern men would have guarded the grave of that innocent child, and Southern maidens would have flung wild flowers there; but his own brethren hold hellish orgies above the dust of his dead offspring! One is almost startled into the wild cry, "is this the 19th century, and is this the great nation to whose example the world was invited?"

I see also an extract from a New York paper, that these miscreants entered the house of a lady in Hampton, and breaking open boxes she had packed away little memorials in, threw the contents in the street; also, pitching into the yard portraits of the family. The writer states that the lady was a relative of the late Commodore Barron. If this be so, it may be some gratification to Commodore Pendergrast to know that his friends and admirers, the Lincoln soldiers, offered these indignities to the house of his wife's sister, and that the portrait of Mrs. Pendergrast shared in the fate of the rest.

"Quee Deus Vult, perdere, prius demeutat."

Let the Lincoln dynasty exult, let such men as Winfield Scott, Seward, Chase, Montgomery, Blair, et id omne genus, hold jubilee; their day is short, their doom has teneth, their destruction is swift, their damnation is sure. I have no more doubt that God (and I write it reverently,) has given the Federal Government in all its departments over to judicial blindness and madness, than I have that the hand-writing on the wall of the Chaldean monarch told of his departed kingdom and his crownless brow. And the men of the Northern pulpit, from Bishop Whittingham to Ward Bescher, from Oily Pyne to Unctuous Chapin, from the fiendish Tying to Gardner Spring, from the windy Bellows to the wordy Cheeyer —— will, like the priests of Baal, have to meet the reaction of popular sentiment, which must take place and bear to sternal fame the scorn and hissing which shall wrap like a whirlwind their memory.

I am hopeful — it may be, over hopeful of the issue of this present strife; I think not, I believe not. The South will never yield! Superior numbers may, by the barest possibility, overrun her soil; that I do not believe.--Our best blood may be shed in her defence — that I believe. But subjugation?

"No, ne'er shall the South such a destiny meet So black with dishonor, so foul with defeat; Though her perishing ranks should be strewn in their gore. Like Ocean weeds heaped on the surf-beaten shore:" The South--"all undaunted by threats or by chains, While the kindling of life in her bosom remains, Shall victor exult, or in death be laid low, With her back to the ground, and her feet to the foe; And leaving in battle no blot on her name, Look proudly to heaven from the death bed of fame."

oats. Correspondence of the Richmond Dispatch.Military enthusiasm in Charlotte county. Keysville, Charlotte Co., Va., July 23, 1861.

The war fever has by no means abated here. On last Saturday, after an excellent barbecue, spirited addresses were made by Mr. Charles Bruce, Rev. Mr. Crenshaw, and others, another volunteer company was organized, and the following officers elected, viz:--Charles Bruce, Captain; A B. Paris, First Lieutenant; Wood Bouldin, Jr., 2d do.; Alfred Mann, 3d do.; T. M. Tucker, First Sergeant; W. K. Priddy, 2d do.; Dr. Cardon, 3d do.; R. L. B. Williams, 4th do.; Sampson Well, First Corporal; W. O. Hamlett, 2d do.;--Spead, 3d do.;--Hudson, 4th do.

Mr. Bruce, with his usual liberality, offers to equip the company and provide everything necessary at his own expense. With such a leader and such a cause, there can be no failure in getting a few more volunteers. This makes the 8th company from old Charlotte.

Great uneasiness is felt here about the Keysville Guards, who were in the Twenty-third Regiment, stationed at Laurel Hill, as nothing has been heard from them since the fight out there. We still hope they made a successful retreat to Monterey. The intelligence of the success of our army at Manassas created much enthusiasm here.

Observer.

A Glorious Victory, indeed, (says the Augusta Chronicle,) was that at Bull's Run. Beauregard was heeled, and did his work thoroughly. Gen. Scott will need to take the field, indeed, now if ever — and he will never find a better time for giving up the ghost.--Bring on all the men you've got this side of the Potomac, and all you can spare from Washington, oh, Federals! the land is staked out for you--six by three--and the title deeds all ready, except filling in the names.

The five prisoners of war recently captured by the steamer Winslow, have been sent to Fort Macon, North Carolina, for safe keeping.

From the Northwest. [Correspondence of the Richmond Dispatch.] Monterey, Va., July 20, 1861.

So many reports have gone forth about the killed and prisoners of Gen. Garnett's command, that I deem it a duty to send you the names of the men who were killed or taken prisoners in our regiment, (Jackson's) If come one in each regiment would do the same, it would relieve a great deal of anxiety which is being felt by persons having friends or relatives in the army.

The pleasing duty of receiving the dag of Virginia, which has been presented by the ladies of Richmond, and on this day hoisted amidst the assembled forces at this post, in the Gloucester Point Battery, devolves upon me.

I discharge it under a just sense and the fullest appreciation of the patriotic motives that prompted its presentation. Were not the measure of incentive by which our hearts are emboldened and arms nerved, filled to the crim under a sense of the just and holy cause that has brought us to this Point, the cup would over flow under the consciousness that there floats above us the flag of Virginia presented by the ladies of Richmond.

Be pleased to make these acknowledgments to the ladies of Richmond, and assure them that we heartily respond to their fervent aspirations to the Omnipotent Ruler of the Universe for the consummation and perpetuity of the independence of the Southern Confederacy; and that we are resolved by God's help to do our part, humble though it be, towards effecting and maintaining the same. With assurances of the highest consideration, and profound respect, I have the honor, on the part of the defenders of the Gloucester Point Battery, to subscribe myself your obedient servant.

Remarks made at Gloucester Point Battery on the occasion of erecting there, in the midst of the assembled forces of the post, the Flag of Virginia, presented by the ladies of Richmond.

It is not my intention to deliver a speech on this interesting occasion. I nevertheless desire to express the pride I feel in the privilege accorded me of being the medium — though the humble medium — of receiving and erecting in the Gloucester Point Battery this beautiful flag of Virginia presented by the ladies of Richmond. And it is with emotions, such as man is capable of only when inspired by woman's patriotism, that I make the heartfelt acknowledgment — not for myself only, but also for you who are to defend this battery — for this speaking emblem of Virginia's sentiments and principles touching her inalienable rights which, years gone by, she vindicated and sealed with the blood of her patriots.--And not only for herself, but for those who have never turned — like the "sow that was washed to her wallowing in the mire"--upon her who rescued them from oppression, and seek by a system of warfare that would disgrace the darkest ages of barbarism to lay waste this fair land and bring it into subjection to an unprincipled designing policy, regardless of constitutional law, national honor, or individual rights, and so maddened by the consciousness of inferiority, both mentally and physically, as to be forced to resort to the employment of foreign hirelings to do their diabolical purposes. Our cause is holy. It is the cause of liberty and must prosper under the guidance of a just God, to whom we offer our heartfelt aspirations in the beautiful language of the note of presentation-- "May this flag wave in triumph until the whole world acknowledges the independence of the Southern Confederacy."

Winter clothing for our soldiers.

--The question of supplying our troops with winter clothing is beginning to attract considerable attention. It is now evident that the South must depend mainly on herself for clothing material during this war. Her magnificent crops will supply a large surplus of breadstuffs and food, above the demand for consumption at home. But the blockade of our ports may continue up to the season when our volunteers in the field will require heavy woolen goods to protect them against the inclemency of winter.

Every loom in the Confederate States ought to be busy, to supply this necessary demand. We should not suffer the shame and disgrace of seeing these brave men subjected to suffering, from want of foresight, energy and patriotism, on the part of those who remain at home. We can work for our country as well at the plow-handle and at the loom as in the tented field. Our woolen factories are too few to depend upon them for the fabrics that will be necessary to supply the demands that are now near at hand.

Every private loom and every fair hand that can direct should now ply with unceasing care until we are satisfied that there is not a soldier unclad among our gallant men. It is an act of patriotism, which may be done, in main part, by our fair country women, that we are sure they will not neglect, when their attention is properly directed to it. The efficiency, nay, the safety of our army may depend upon it. The lady who furnishes the largest quantity of jeans and linseys for service, this year, is entitled to a gold medal, commemorating her patriotism. We would suggest that such a testimonial be offered by the merchants of our city, to the lady who brings to the market the largest quantity of serviceable goods for winter clothing. On no account ought this matter to be neglected by those who have the material and the machinery. --Nashville Union.

What will you do in Heaven?

--About thirty years ago, when stage coaches still ran, an excellent old clergyman, who had a keen observation of the world, was traveling on the top of the coach from Norwich to London. It was a cold, winter night, and the coachman, as he drove his horses over Newmarket heath, poured forth such a volley of oaths and foul language as to shock all the passengers. The old clergyman, who was sitting close to him, said nothing, but fixed his piercing blue eye upon him with a look of extreme wonder and astonishment. At last the coachman became uneasy, and turning round said to him, "What makes you look at me, sir, in that way?" The clergyman said, still with his eyes fixed upon him, "I cannot imagine what you will do in Heaven! There are no horses, or coaches, or saddles, or bridles, or public houses in Heaven. There will be no one to swear at, or to whom you can use bad language. I cannot think what you will do when you get in Heaven." The coachman said nothing more, and they parted at the end of the journey.

Some years afterwards the clergyman was detained at an inn on the same road, and was told that a dying man wished to see him.--He was taken up into a bedroom in a loft, hung round with saddles, bridles, bits and whips, and on the bed, amongst them, lay the sick man. "Sir," said the man, "do you remember speaking to the coachman who swore so much as he drove over Newmarket heath?" "Yes," replied the clergyman. "I am that coachman," said he, "and I could not die happy without telling you how I have remembered your words: 'I cannot think what you will do in Heaver.' Often and often as I have been driven over the heath I have heard these words ringing in my ears, and I have flogged the horses to make them get over that ground faster, but always the get over that ground faster, but always the words have come back to me: 'I cannot think what you will do in Heaven'"

We can all suppose what the good minister said to the dying man. But the words apply to every human being, whose chief interest lies in other things than doing good, and being good, and who delights in doing and saying what is evil. "There is no making money in Heaven — there is no promotion — there is no gossip --there is no idleness — there is no controversy — there is no detraction in Heaven.--I cannot think what you will do when you get to Heaven."

Patriotism of a practical character

--As an evidence of the earnestness with which the patriotic masses of our people are rallying to the support of our country's flag, we need only mention a single fact that has recently come to our knowledge. Gen. Sneed, the present commander at Fort Wright, above this city, desiring a number of hands to prosecute the work upon the fortifications of that place, detailed some of the soldiers to go into the surrounding country and obtain the services of one hundred negroes for six days.--After a short absence they returned to camp with two hundred hands, and reported that more could be had if needed. And this liberal sacrifice was made by planters, notwithstanding in most instances they were compelled to take the laborers from the field, where they were busily engaged in the culture of the crops. This exhibition of prompt and practical patriotism is significant of the spirit by which the people of the South are actuated. Their own interests are made subordinate to the weal of a common county.-- Memphis Appeal, July 16.

The Bible.

--The bible societies in the Southern States collected last year a sum largely over $100,000, of which about $70,000 were remitted to the society at New York, partly in donations for the foreign work, but mostly in payment for Bibles and Testaments. This indicates the existence of a machinery, which may soon be brought to work efficiently, in the shape of an independent Bible Society for the Confederate States. Southern Christianity has too long worn trammels and walked in leading strings.

Augusta, Ga., has furnished eleven volunteer companies for the war.

--Noon.--Our troops after gaining a great victory on yesterday were repulsed, and commenced a retreat on Washington.

After this information was received last night from Centreville, a series of event took place here in the highest degree disastrous. Many confused statements prevail, but enough is positively known to warrants the statement that the Federal forces have suffered to a degree which casts a deep gloom over the remnants of the army, and excites the deepest melancholy throughout Washington.

The carnage was tremendously heavy on both sides, and on the Federal side it is represented to have been frightful.

The Federals advanced gradually among the masked batteries, and were surely driving the Confederates towards Manassas, when the Southerners seemed reinforced by Gen. Johnston. The Federals were immediately driven back, and a panic among them suddenly occurred, and a regular stampede took place.

It is understood that Gen. McDowell undertook to make a stand near Centreville, but the panic was so fearful that the whole army became demoralized. It was impossible to check them either at Centreville or Fairfax C. H. Large numbers of troops, on their retreat fell on the way-side from exhaustion, and the dead, wounded and exhausted are all along the route to and from Fairfax C. H. The road from Bull's Run is strewn with arms and knapsacks, which were discarded by the Federals in order to facilitate their retreat.

Gen. McDowell was in the rear of the retreating forces and endeavored to rally them, but with only partial success.

Only two hundred of the Fire Zouave Regiment are left from the slaughter.

The 69th and other New York Regiments suffered frightfully.

Sherman's, Carlisle's, Griffin's and the West Point Batteries were taken by the Confederate troops.

They also took the eight siege 32-pounders, rifle cannon.

Col. Wilcox, who commanded a Brigade, was killed.

Capt. McCook is also among the killed.

Col. Heintzelman was wounded.

Washington presents a scene of most intense excitement. Wagons are continually bringing in the dead and wounded, and the feeling is awfully distressing. Both telegraph and steamboat communication with Alexandria has been suspended. Fortifications are being strongly reinforced with fresh troops. It is understood that Gen. Mansfield will take the command.

Fortifications on the Virginia side of the river are being improved and reinforced, and large rifled cannon and mortars are being rapidly sent over.

More About the Fight — Partial List of the Killed and Wounded — Lowest Federal Estimate of their Own Loss — Vague Rumors.

Washington, July 22.--The Rhode Island Battery was captured at Bull's Run Bridge, when the Federal retreat took place. All the horses attached to the battery were killed.

The 71st New York Regiment lost half their men.

Killed.--Capt. Gordon, of a Massachusetts Regiment; Col. Slocum, of the 22d, and Lieut. Fowler, of the 14th N. Y. Regiments. Many other prominent officers were killed.

Wounded.--Col. Tompkins and Col. Corcoran, of N. Y. Regiments; Col. Clarke, of 11th Massachusetts Regiment; Capt. Richetts, of U. S. Artillery; Col. Lawrence, of 5th Massachusetts Regiment; Capt. Ellis, of the 71st N. Y. Regiment, and Major Lester, of the New York Zouaves.

The lowest estimate of the Federal loss, in killed and wounded, is from four to five thousand.

Vague rumors are in circulation that Gen. Patterson arrived in the neighborhood of Manassas this morning and commenced an attack on the Confederates. The exhausted condition of his men prevented him from coming to the aid of McDowell during the battle.

It is reported that 4,000 Federal troops have been sent to Fairfax C. H.

[Third Dispatch.]Plans of the Federalists--officers Transferred, &c. Washington, July 22.

--Gen. McClellan has been ordered to the command of the Potomac, and will be succeeded by Gen. Rosenkranz.

The Federal army will be instantly reorganized and increased.

Gen. McDougall's headquarters is at Arlington Heights. His division will resume its former position.

A large amount of provisions, arms, &c., were captured by the Confederates, who pursued and occupied positions abandoned by the Federals, as far as Fairfax C. H.; the cavalry (Confederates) were after our volunteers, who kept to the woods to avoid their charges.

[Fourth Dispatch.]Gen. Banks--Affairs in Washington — attempted revolt. Washington, July 22.

--Gen. Banks will join Gen. Patterson's forces. He is now at Harper's Ferry.

There is great excitement here. The Southerners are overjoyed, and it requires the utmost efforts of their friends to quiet their delirium of joy. It is expected that it will require a considerable military force to keep down their jubilant feelings.

Likenesses of Gen. Beauregard are being sold through the streets, and a heavy rain prevents the people from congregating.

The defeat on Sunday is attributed to the inactivity of Gen. Patterson, who had received a dozen official orders to engage Gen. Johnston, at any odds.

Thirty arrests have been made here in consequence of an attempted revolt.

What a Washington correspondent says about the fight. New York, July 22.

--The special Washington correspondent of the Herald says that the Government will retake their lost property at all hazards. The stampede and defeat was in a great measure caused by General Patterson. Gov. Sprague's bravery brought about some degree of order, but the chaos was too great. Gen. The list of killed and wounded embraces a large number of officers. Col. Corcoran is thought to be dead.

Three days later from Europe. New York, July 22.

--The steamship North America has arrived, with three days later news from Liverpool.

The sales of cotton for three days were 37,000 bales, of which speculators and exporters took 19,000 bales. The market closed firm and full at previous rates.

Manchester trade had slightly improve I.

Breadstuffs were quiet and steady. Provisions were steady.

At London, consols closed at 89Ȃa 89Ȃ for money, and from 90Ȃ to 90¼ for account.

The steamships Jalia and City of Baltimore had arrived out.

The news is generally unimportant.

Reception of the News in Louisville.the Southern-rights men rejoicing. Louisville, July 22.

--The news of the victory of the Confederate forces, near Manassas, on the 21st inst., creates the most intensexcitement here. This news has startled the public mind, as the morning papers here published dispatches from Washington which proclaimed a brilliant victory for the Federal army.

There is great and unbounded rejoicing here among the Southern-Rights men.

Northern Congress. Washington, July 22.

--In the House, to-day Mr. Crittenden's resolution charging civil war upon the South, was passed by yeas 122 to ays 2. Messrs. Burnett and Reid voted nay.

In the Senate, the bill providing for the confiscation of the property of rebels found in arms against the United States was taken up Mr. Trumbull offered an amendment the slaves employed to aid the rebels shall be for recited by the master. The bill was passed, by eas 32 to nays 6--Messrs. Breckinridge Johnson of Missouri, Kennedy, Pearce, Poll and Howell.

[second Dispatch.] Washington, July 22.

--In the Senate to-day he bill to increase the military establishments was returned from the House, and the Senate refused to concur in the amendments proposed.

A message was received from the President and the Senate went into Executive session.

In the House, Mr. Wright offered a resolution to the effect that the reverses at Bull' Run in no way impaired the ultimate success of the arms of the United States. The resolution was laid on the table.

Courage in Louisville. Louisville, July 22.

--John W. Tompkins Formerly Clerk of the Board of Aldermen holloaing for Jeff Davis, was ordered to delist by a Mr. Green, a city watchman. The affair resulted in Green's shooting Thompson dead. The Coroner's verdict was that Green shot Thompson without sufficient cause.

The Hampton Legion. Manassas, July 23.

--In the Hampton Legion 13 were killed and 97 wounded--seven mortally. Col. Hampton is slightly wounded. Gen. Smith was not killed, but is seriously wounded.

From Missouri. Jefferson City, Mo., July 22.

--The State Convention has met and organized. Sixty-one members are present. Gen. Wilson has been elected President.

A Regiment Re-enlisted. New York, July 22.

--The Thirteenth Regiment of New York Militia, have reenlisted for three years.

--I am still making a large supply of the Folding Hinge Camp Bedstead, and in every instance where it has been used, it has given entire satisfaction. I notify those who have copied any of the combinations of this bed for which. I have applied for a patent I shall use all legal means to protect my claim against any and every encroachment, if my application is successful.

I have made a decided improvement in Painter's Army Camp Cot, and have also another style Camp Bed which is equal or superior to any except the Folding Hinge Bed now in use. --Information having been received by the Executive, that Thomas Handy, alias Nutts, a free negro convict of the Penitentiary of this Commonwealth, employed on the fortifications near Fairfield, has effected his escape and is now going at large therefore. I do hereby offer a reward of Fifty Dollars to any person who shall arrest the said Thomas Handy alias Nutts, and deliver him into the said Penitentiary; and I do moreover require all officers of this Commonwealth, civil and military, and request the people generally to use their exertions to procure his arrest, that he may be brought to justice.

Given under my hand as Governor and under the less seal of this Commonwealth at Richmond, this 22d day of July, 1861, and in the eighty-sixth year of the Commonwealth.

The importance of Allowing fowls to feed themselves.

--When fowls have access to grain all the time, we see them eat in the morning only a few kernels at a time, and after an hour or so, they will take a few kernels more, and thus they pass the entire day by eating a little at a time, and very often.

The philosophy of their eating so frequently and but a little at a time is, the food has a sufficient time to become softened in the crop before it passes into the gizzard, and it has sufficient time to be thoroughly ground and digested; whereas, when fowls are not allowed to have access to their food, but are fed once or twice a day, they become very hungry, and swallow as much as their crops will hold at one feeding. Now for several hours, no food will be softened sufficiently to pass into the gizzard, consequently their grist mill must stand idle. --Now the moistened grain swells and distends the crop of the fowl, and it feels by no means comfortable. Shortly all the food in the crop is in the proper condition to be ground, and the result is, that it is forced through the gizzard with so much rapidly that it is not half ground, and therefore cannot be half digested; and if it is nutriment or egg-producing material, can be extracted from it. Nor is the greatest drawback attending feeding fowls only once or twice a day. When a fowl fills his crop at one feeding, before the food can possibly get out of it, it begins to heat up, and derangement and ill-digestion follow, very much as is the case when we fill our stomachs as full as they can be crammed.

The way to feed fowls, and particularly those that are laying, or being fattened, is to allow them to have free access to food at all times. In this way they can always supply the demands of their stomachs and grinding apparatus, exactly as food is needed; and they will fatten more rapidly, or lay more eggs, and consume much less food than they will if they are fed, as they will eat twice a day.

My practice now is, and always has been, to allow my fowls to have free access to corn in the ear all the time, both summer and winter. Of course they are obliged to shell it for themselves. Occasionally we feed them on screenings, and when we have no screenings we take a peck or so of wheat, and as much buck wheat, oats, barley or rye, and mingle them together, and mix the grain with some chaff, so that they will not be as liable to consume as much of it at once as if it were clear grain. When we have an abundance of milk we place a vessel containing it where they can find it any time. In warm weather, after it has become lowered, they will consume, during the day, much more of it than one would suppose; and milk is as good to fatten poultry and make chickens grow, as it is for pigs, and it is one of the very best kinds of food for any kind of poultry, when they are laying.--Cor. --$10 reward.--Ranaway from the Midlothian Coal Pits, a Negro man, named, Aaron Sutton, about 30 years of age, and weighs from 160 to 175 lbs., of dark color, some 5 feet 6 or 8 inches high, down look when spoken to. He has a wife living with Mr. Pearce, on Shockoe Hill. He has been seen frequently in the city, in which place no doubt he is still lurking. I will give the above reward for the apprehension and delivery of said negro to me, or confinement in Lumpkin's Jail, in this city.

--Ranaway from the service of the Virginia & Tennessee Railroad Company, in June last, a slave named Abraham. He is about 35 years of age, 6 feet high, and of a dark brown color, usually wears a handkerchief on his bead, and has a scar on his forehead or face.

Abraham belongs to Capt. John Buford, of Bedford county, and it is supposed that he is now about Richmond, or at one of the volunteer encampments. A liberal reward will be paid for him.
