How many so-called informed men have read the debates in the Federal Convention of 1787? How many in the enlightened, progressive, intellectual and Free-Soil North have formed their opinions of the Government of the United States upon such reasoning? In relation to the question of coercion and force, which the vulgar and coarse-grained Ape of Illinois is attempting to make a practical one, "Mr. Madison [in that Federal Convention] observed that the more he reflected on the use of force, the more he doubted the practicability, the justice and the efficiency of it, when applied to people collectively, and not individually. A union of the States containing such an ingredient seemed to provide for its own destruction. The use of force against a State would look more like a declaration of war than an infliction of punishment, and would probably be considered by the party attacked as a dissolution of all previous contracts by which it might be bound. He hoped that such a system would be framed as might render this resource unnecessary, and moved that the clause be postponed. The motion was agreed to, nem con,"

But then, the ape who has been elected by the Black Republican vandals, wishes to ascertain "whether we have a Government"--a National, Consolidated Empire-- himself its head — such as the Governments of England, France or Russia. And in order to this he has waged war not against one State, but several States, assuming the powers of an Autocrat and a Dictator; and, sustained in his purpose by the demoralized sectionalism which has elevated him to the seat once occupied by a Washington and a Jefferson, whose shoes latchet he is unworthy to unloose.

Virginia has proclaimed at the ballot-box that she will never submit to such a trampling upon the Constitution, and such a usurpation. She has now severed herself forever from the unholy alliance, and is now belligerent, ready, as she has ever been, to sacrifice all in the cause of liberty, and the right of a people to choose their own rulers and their own form of Government. But not only has the warning of Mr. Madison been disregarded. The voice of Eldridge Gerry, the Massachusetts delegate, is now unheeded by the ape and his Northern horde. He warned the Convention against "pushing the experiment too far"--the experiment of emasculating the State Governments, and the formation and establishment of a centralized and consolidated Government. "Some people," he said, "will support a plan of vigorous Government at every risk." Such are the Illinois Ape and his equally apish supporters. "Others of a more Democratic caste," he concluded, "will oppose it with equal determination, and a civil war may be produced by the conflict." Such was the prophetic language of Gerry, and such is the war now existing.--But, I must back to the present. An ignorant and misled man, by the name of Charles Ballentine, came to me yesterday morning and begged intercession for him. He had been stricken from the roll of the Home Guard in Gosport, for voting against ratification of the Ordinance of Secession. He seemed much grieved — said he could not read, and had voted a ticket handed him by one in whom he placed confidence. "Do you think," said he, "I would fight against our people — no sir, never. "I have been deceived." Perhaps there are other cases among the 75 of this character.

Capt. Frost, of Company K--the Light Guard, of the First Regiment Louisiana Volunteers--met with a serious accident yesterday, at the camp at Manlove's. He was drilling his company. The men were in position to resist a charge — the front rank kneeling and the rear standing. He approached to give instruction to one of his men in the front rank, as to the proper position in which he should hold his musket. In doing so, the bayonet of the man in the rear pierced his eye. At first the Captain felt no inconvenience, regarding it as a slight pricking, and even continued the drill, but, after retiring to his tent, so intense became the pain, that he was brought in the city in a hand-car, and is now at the Ocean House. It is to be hoped the brain was not penetrated, as is feared, and that he will, in due time, recover.

Paymaster Peters commenced paying off at the Navy-Yard yesterday, and will continue to-day until all the employees receive their wages. I observe that the volunteers in Washington have been told they will have to wait for their pay until after the meeting of Congress. I hear that things at the Navy-Yard are now in a way to work well, and that in a short time order and efficiency will reign. Progress has so far been made with the sloop-of-war Preble as to render one-half of her port-holes visible. In a short period she will be raised, and in due time docked.

Gen. Huger I saw yesterday. He visited the Navy-Yard, and will assume the command of the forces here to-morrow. He is a sprightly, active, and energetic looking man, and no doubt will fulfill the public expectations which his reputation as a soldier justly warrants.

Col. Jas. Gregory Hodges, formerly in command of the 3d Regiment Virginia Volunteers, left here to-day to report in Richmond. He is a young man, animated by a noble emulation, and bears with him the good wishes of the whole community. He is a native of this city, and no doubt feels that its honor and reputation are now allied with his own. He will bear himself well wherever his lot may be cast.

Lieut. Col. Vincent, with the Montgomery Guards and Davis Guards, are now encamped at St. Julien, the farm of Samuel M. Wilson, Esq., President of the Seaboard Road. These companies marched from the Depot to the camp ground in 43 minutes, a distance of 4½ miles.

Private Hunt, of the Gulf City Guards, the sentry who shot Lieut. Storrs, has been remanded for trial before the Circuit Supreme Court.

It is said Lieut. Otey, V. M. I., fired the first shot at the Monticello, and Capt. Lamb, of the Woodies Reifies, fired the second.

The day is bright and warm, and the city and locality comparatively quiet. I have ascertained, since writing the foregoing, that the injury sustained by Capt. Frost is not of so serious a nature as at first apprehended.--He is at present not likely to lose his eye, and will probably be out in a few days.

Old Dominion.

Correspondence of the Richmond Dispatch. affairs in Old Louisa. Louisa C. H. May 24, 1861.

I send you a line from this good old secession county. Our election passed off very quietly on yesterday, although there was polled in the county a much larger vote than usual, and the people are very deeply interested in the great question of the day. All of the precincts, except three small ones, have been officially heard from and unofficial returns have been received from them, so that the result in the county is pretty well ascertained. We had no vote in opposition to the Ordinance of Secession — A. R. Holliday received almost a unanimous vote for the Board of Public Works--there was a decided majority in favor of ad valorem taxation, and Mr. Wm. T. B. Nelson is probably elected to the House of Delegates, though the official returns from the three precinets yet to be heard from may alter the result. Mr. Nelson was the only candidate in the field, but many of the friends of William M. Ambler, Esq. unwilling to lose his services from the councils of the State, determined to vote for him, notwithstanding he refused to declare himself a candidate. The result is, that in spits of the fact that no polls were opened for him at several of the largest precinets in the county, and he lost many votes at others from his not being a candidate, there was given such a spontaneous expression of the affection of the people for him, that he is defeated by a very small majority-- if, indeed, he is defeated at all. Had it been generally known in the county that he would be voted for, he would have undoubtedly been elected by an overwhelming majority.

Louisa has now four volunteer companies in the field, three others are nearly ready, and yet others will be forthcoming when called for. Louisa was one of the few counties that sent a Secessionist to the Convention without opposition, and she is now ready to redeem the promise made by her delegate, that she would be fully ready when the tug of war came.

The ladies of the Court-House and vicinity have been busily engaged making up uniforms, knapsacks, tents, &c., for our volunteers, and the ladies in other parts of the county have been at the same good work. While I writes-- at night — a large number of our ladies are waiting to greet the South Carolina Volunteers, who are expected to pass on the cars at , with flowers, ice-water, and, what will probably prove more acceptable, a nice supper, which they prepared in the expectation of seeing the gallant sons of the Palmetto State at , but which they have determined to give them if they have to sit up all night. We gave the 1st Regiment South Carolina Volunteers an enthusiastic reception as they passed our village yesterday evening, and we will be no less cordial to their brethren who are expected to-night.

Southern Independence.

Mr. John B. Carpenter, one of the oldest and most respected citizens of Montgomery, Ala., died on the 20th inst.

From Norfolk.[special correspondence of the Dispatch] Norfolk, Va., May 25, 1861.

About two thousand troops embarked yesterday from Fortress Monroe, and proceeded South in small steamers and gun boats. At the same time all of the vessels that had been captured and held as prizes at that place, sailed and went to sea. There are only four vessels left at Old Point and in Hampton Roads, viz: the cumberland, the Minnesota, (frigate,) and two small steamers.

It was rumored here last night that the people of Hampton had set fire to and burned the bridge leading over Hampton creek night before last, and that Federal troops from the Fort to the number of four thousand were yesterday (Friday) marched up towards Hampton, for the purpose of supplying themselves with provisions, stating that their provisions had nearly given out at the Fort, and also, that they were short of water, besides many of them were sick, and that, upon learning that the bridge had been burned, they immediately marched up the Peninsula to wards Back River, in order to cross at the head of the creek, and in this way gain possession of Hampton. To this report, however, I do not attach much credence — because if the bridge was really burnt, the light would have been seen from the battery at Sewell's Point, and also at Fort Monroe, and there would have been no necessity of marching four thousand troops to the spot in order to ascertain the fact. It may, however, prove to be correct, and it would be well (as I mentioned in a former letter) for the citizens of your place to be on the alert, and guard well the route from Richmond, through Williamsburg, and also the way from Richmond to West Point and below.

Gen. Huger arrived here yesterday by the Petersburg train. He is in fine health, and looks remarkably well. He succeeds General Gwynn, who has resigned the command.

The vote in favor of secession, on Thurday, so far as heard from, has been almost unanimous.

The enemy have been committing depredations at Cape Henry Light-House, where there has been no battery erected, as was first contemplated, by taking away the lamps, &c. The oil had been previously removed to a place of safety. Our city is remarkably quiet.

Powder.

Norfolk, May 25, 1861.

The Monticello, Cumberland, Yankee, and Minnesota, are reported off Old Point. There is nothing special from Sewell's Point.

Gen. Huger arrived yesterday. He relieves Gen. Gwynn, who will be stationed elsewhere. Col. H. was for some time stationed at Fort Monroe, and, by his official conduct, has endeared to him many friends. He is a skillful officer, and a gentleman of the true type. In the many positions he has filled, many will recognize the signal discharge of his official duties. We greet him here with warm hearts and generous hands.

The ladies hereabouts, among other things, are engaged in making cartridges for the soldiers. They turn out thousands of these death missiles per day, besides attending to other duties. Truly do they deserve our unbounded praise.

The practicing of guns from the Hospital battery in Portsmouth, took place yesterday. It was truly a grand sight to witness the immense streams of water ejected, as the balls would strike and skip beautifully on the surface.

The firing was witnessed by both ladies and gentleman.

Luna.

From Hampton.[special correspondence of the Dispatch.] Hampton, Va., May 21, 1861.

There seems to be considerable activity at Old Point; in fact, the arrival of troops during the past few weeks — the stopping of vessels of all classes — the frequent movement of large bodies of men — the numerous vessels taken and now at anchor at that place-- gives it an importance, which we have never before known Old Point to possess.

The "Minnesota" is there, and numbers of transport vessels are arriving and departing every week. Nine regiments are expected every day, which will give a force of 13,000 at that place.

Why so large a force at Old Point? The readers of your paper will be curious to know. They are not necessary for the defence of that post — from three to five thousand would be infinitely better. The supply of water has been small, and with 13,000 soldiers stationed there, very soon there would be a great want.

The troops are, doubtless, intended for two or three points of attack. This peninsular of country between the York and James rivers, will soon be in the possession of the enemy, unless something is done to prevent it. The great importance of possessing this section is well understood by officers at Fort Monroe--better than by some of our friends. I refer you to an article in the Tribune, written by some one, probaby an officer at Old Point.

There are five volunteer companies organized in this county, (Elizabeth city.) We hear of the noble deeds of other counties, but we must let the public know what has been done by the patriots here. Counties having as some have--12 and 15,000 inhabitants, have furnished five, six, and seven companies; little Elizabeth City county, with less than 6,000 inhabitants, has now five companies.

We have been at work, and in good earnest, though under the guns at Old Point, which now threaten destruction to our property and our lives, and the lives of those near and dear to us. We have worked on and will continue to labor for the freedom of our own soil, our homes, our State.

Well done old Elizabeth City! Prond am I of my old — my native county. Though the enemy in great numbers is at our doors, we must, we will stand up and defend our firesides, though no assistance has been or probably will be sent us. Let our brave volunteers make this peninsula "the Thermopyla" of Virginia. We have no Leonidas to lead us, but let every man be himself a Leonidas, rather than give up the fairest portion of the Old Dominion to Lincoln's myrmidons.--The very idea of "falling back" 20 miles before we make a stand, is sufficient to stir the blood of every true man in our midst. What! desert our homes and leave behind us defenceless women and children, and not strike a blow? It will not do.

We hear it rumored that armed men from Old Point will probably be at the polls next Thurday. Should it be so, you will hear of the commencement of the fight in true earnest. We now have the mortification of seeing soldiers from Old Point in possession of certain parts of our county; but to see the polls in their possession, would be beyond all endurance.

Our guards have been driven back, and we have had to place them some distance this side of Mrs. Clopton's residence, on Mill Creek.

The guard on the Bay shore, composed of a number of the Old Dominion Dragoons, resisted the approach (stealthily) of soldiers from Old Point to the place where the guard was picketed. They have, therefore, advanced nearly one mile on Virginia's soil. Step by step, they are coming towards us.

The battle which took place between the U. S. vessel Monticello, two tug-boats, and the battery at Sewell's Point, on Sunday , was witnessed by large numbers of our citizens. A great many guns were fired, all in full view of this town. On the house-tops, the wharves, and various other places, large crowds were seen anxiously awaiting the result. All seemed cool. Very little of wild excitement was manifested; but every one looked on calmly, hoping to see the vessels well whipped.

We could not ascertain the damage done the Monticello. They keep their secrets well at Old Point. She moved slowly back, under the guns of the Minnesota, having given up the fight about .

We are expecting every day to see it removed. You will then hear of larger ships being brought into action.

Our troops here will go into camp in a few days, or as soon as the tents are ready.

Chesapeake.

Correspondence of the Richmond Dispatch.Gen. Scott and the Lincoln Administration. Richmond, Va. May 24, 1861.

A distinguished gentleman whose name is known and respected in all sections of this country, and whose veracity has never been questioned, recently passed through this city, and while here he made known a very important fact. He said that early in the history of the Lincoln Administration General Scott addressed a letter to Abraham Lincoln, stating that he would never fight against Virginia and the South, and recommending a conciliatory policy. W. H. Seward replied, assuring the old General that Mr. Lincoln would coerce, even though it might lead to securing another Commander-in-Chief of the U. S. forces. General Scott finally yielded to Black Republican pressure, though the Administration doubt as to his being heart and soul with them, and hence are in favor of substituting a younger and more energetic man. I believe the above information is reliable, and therefore place it at your disposal. General Scott has not, and cannot have, that zeal and enthusiasm in destroying his mother, that Gen. Lee and President Davis have in defending her.-- He is led on by the $17,000 per annum; they, by the purest motives that ever fired the heart of humanity.

Sydney Smith, that wise and witty parson, somewhere remarks in his many spicy "talks, " "Country life is very good; in fact, the best — for cattle; but as for me, I must have society."

From Petersburg.[special correspondence of the Dispatch.] Petersburg, May 25, 1861.

After several days of chilly weather, during which fires and overcoats were comfortable, the temperature is now balmy and delighful. During the late cold rains, some of our companies of volunteers at Norfolk suffered a good deal. The Cavalry, especially, were exposed; and many of the members who came up with the remains of Captain Fisher are laboring under severe catarrhal affections.

The dedication of the new Presbyterian Church, of which the Rev. Theodorick Pryor, D. D., is pastor, will take place to-morrow afternoon. The Rev. Messrs, Martin, of Nottoway, and McIlwaine, of Amelia, with other ministers, are expected to participate in the ceremony. When Dr. Pryor came here several years ago, the congregation was small. But under his ministry there have been numerous accessions to the church, until at length a new building became necessary for their accommodation. The church edifice is very handsome, and will compare favorably with others that have been recently erected in this city.

A great deal of anxiety has been manifested here to see President Davis, and large numbers of persons have collected at the depot, awaiting the arrival of each train from the South.

The news of the occupation of Alexandria by the Lincoln troops, has produced a profound sensation in this city; and the patriotism displayed by Captain Jackson in defence of his flag is the subject of universal commendation. The invaders of our soil will meet with many such heroes as Jackson to obstruct their march and repel their intrusions.

The Allstadt Greys, Captain E. H. Flournoy, from some point near your city, passed through here to Norfolk this morning, in obedience to orders.

The Alabama Rangers, Captain Royston, from Perry county, Ala. arrived here yesterday afternoon, and encamped at the Fair Grounds last night. They left for Richmond this morning.

I learn that private Atkinson, of one of the Smithfield (Isle of Wight) volunteer companies, accidentally shot himself in that county on Thursday last, and died from the effects of the wound on Friday .

Several car-loads of cattle from the upper country passed down the South-Side Railroad yesterday, destined for Norfolk.

Two 12-pound brass Howitzers, from the foundry of your enterprising citizen, Jos. R. Anderson, passed through here yesterday for some point. They are splendidly mounted.

The Confederate States Sentinels, Captain Hawes, from Columbus, Ga., arrived here this afternoon, and are encamped at the Fair Grounds. They were on the way to Richmond, but the train was too late for the connection. They will go over to-morrow or next day.

Mon Coeur.

Correspondence of the Richmond Dispatch.election in Suffolk — sad accident — handsome parade.

Suffolk, Va.,May 25, 1861.

The election has passed over quietly, and although the vote is one of the largest ever polled, there is not one for Union. Messrs. Day, (for the Senate,) and Riddick, (for the House,) were elected without opposition. That miserable ad valorem amendment, which, (mark my prediction,) is to be the ground of future trouble in our glorious new Confederacy, was ratified by a large vote.

It becomes my painful duty to record another sad casualty, which happened on yesterday to a member of the Smithfield Artillery, now stationed at Town Point Battery, near this place. It seems that at some call to arms, probably for drill, Mr. Frank Atkinson, son of Dr. Joe Atkinson, of Smithfield, caught his piece, which was lying on the ground in the tent, by the muzzle, and pulled it directly towards him, and in passing out the hammer was caught by something which so far lifted it that when it fell the piece discharged, and fired a large ball and several buckshot diagonally through Mr. Atkinson's bowels. He lived fourteen hours after the accident. His remains were transported to Smithfield. He was a very popular and promising young man, and a nephew of the Hon. Archibald Atkinson.

A company of Southampton Cavalry, numbering about eighty men, well mounted and armed, arrived here last evening, and are quartered at the Fair Ground. While I write, they are on parade, in company with our Nansemond Cavalry, and the appearance of the two together would frighten a host of Old Abe's minions.

The news of the invasion of our beloved State is hailed with joy, as affording an occasion to hurt somebody. May it be none of ours!

Ego.

Correspondence of the Richmond Dispatch.affairs in Middlesex county. Jamaica, May 23, 1861.

To-day has been a day of excitement in the old county of Middlesex--every man, both civil and military, has been moving. Be assured that we are fully up to the times in every respect, and a larger vote was never before cast in the county. Our people are fully aroused, and are fast making every preparation for the defence of our homes and our firesides. Volunteer companies are springing up in all directions. We have at present four regularly organized companies, and others forming. With a suffrage of not more than four hundred and twenty, we have ready for action now, at a moment's notice, three hundred and fifty men enrolled as volunteers, besides a large home guard. Can any county beat Middlesex? All we want are good arms, and when any of Lincoln's horde shall dare desecrate our soil by a tread of their feet, they will meet a foe who know how to maintain their rights. Give us, then, arms, and we ask no more.

To-morrow, some of our volunteer forces will be inspected by Major Ker, and soon mustered into service, they will do good work whenever they may be called, though I presume they will not be taken away from our county, as the beautiful Rappahannock needs as much guarding as any of our rivers, and it should not be left unprotected, as I presume it will not be.

The vote of the county, so far as heard from, is as follows: Jamaica — for ratification of the Ordinance 102; against none. Saluda — for ratification, 160; against, 2. At Jamaica, the vote for amendment to the Constitution stood, at the close, for it, 80; against it, 7. --For Evans, House of Delegates, 90. Holliday, Board of Public Works, 87. Our gallant Evans has no opposition in the two counties of Matthews and Middlesex. Yesterday will be long remembered, as a day in which we expressed our willingness to sever all the ties that bound us to the old Union, and may our connection with our new allies be more congential. Flag Presentation.

--A Portsmouth correspondent furnishes the subjoined account of a ceremony which has been already noticed in our columns:

On Wednesday . I found myself, in company with a large crowd, assembled at Camp Grice, a military post about three miles from the city, on the occasion of the presentation of a beautiful State flag to the Old Dominion Guards by the fair ones of Portsmouth. On arriving at the camp, I was particularly struck with the peculiar neatness with which it is kept, and with the good order which prevailed universally among the members of the company.

At the appointed hour, the flag was presented to the Guards, in behalf of the ladies, by Miss Virginia P. Handy, daughter of the Rev. Dr. Handy, of this place, and was received, in a very patriotic manner, by Private J. F. Crocker, one of our most respectable lawyers. After this, Capt. Kearns made a few earnest remarks to his company, full of noble, patriotic sentiments. After an excellent collation, the visitors were invited to witness a trial of skill by the Guards on the commons, at the Pinner's Point Battery, which is under their care. Eight shots were fired, all of which came within a very short distance of the target, exhibiting great skill on the part of the members of the company. The battery at Pinner's Point was constructed under the direction of Mr. William R. Singleton, one of our most accomplished engineers. It is thought to be in some respects superior to that at Fort Nelson.

U. S. Officer arrested.

--The Augusta Dispatch, of Thursday, has the following:

We learn that Brevet Lieutenant Colonel Morris, of the United States Army, was arrested at Johnson's Turn Out, on the South Carolina Railroad, on yesterday evening, by Lieutenant T. Smith and Surgeon A. Dozier, of the 7th Regiment, South Carolina Volunteers. Morris had a parole from Colonel Van Dorn, of Texas. He had strong intimations of a desire to reach Washington City, and excited the suspicions of Judge Withers and Dr. Jos. Jennings, who had traveled with him from Montgomery, Ala. He was carried to Camp Botler, where he will undergo an examination.

"We are informed that several young ladies of the city contemplate, or have probably commenced, the organization of a Home Guard, The design of the company is the special protection of the young men who have concluded to remain home during the existence of the war."

Our cause in England.

--We have now before us a London periodical of position, which is a standard of authority in the department to which it is devoted. We mean "Mitchell's Maritime Register." Its tone indicates how appetizing the great shipping interest of England has found the free port feature of our tradal policy. Our free ports, and our tendency to free trade, added to the cotton influence, are sufficient, we entirely believe, to conciliate the friendliness of Great Britain and France to any degree desirable--even to the extent of defensive and offensive alliance — should we consent to it with the object of bringing the war to an earlier conclusion. But we must quote the "Maritime Register, " which we do from an article under the caption, "The Fall of Fort Sumter:"

"We were among the first to assert our conviction that a great commercial question was really the issue between the North and South, and that slavery was only the pretence under which that question was advanced. The progress of events has strengthened this conviction. Amongst the very first acts of the Southern Convention were the revision of the tariff, and the opening of the navigation of the Mississippi. These beneficial measures have been followed by the expressed determination to open the Southern ports to the flags of all nations. We may be quite sure that, come what may, there will be no reversal of this salutary policy. The diversion of even a portion of the magnificent trade which has hitherto been monopolized by Boston and New York to the ports of the South, will give to the Confederate States a commercial importance which they will never resign, except upon a compulsion which will never be brought to bear upon them. The problem, then, of the opening of the American coasting trade is admitedly solved along the vast intercept between the Northern limits of North Carolina and the Western limits of Texas. The South, conscious of the necessities of its trade, has suddenly taken a course which has astonished the world and baffied the anticipations of the most profound statesmen and politicians of the West. Happily for the South, and, we may add; for Europe, that course has been in the direction of the liberation of her maritime commerce. By this stroke of policy the Southern States have at once conciliated the good will of the powerful nations with whom they have had tradal relations, and laid the foundation of a commercial importance to which they have hitherto been strangers."--Mobile Register.

Bishop Andrew's opinion.

--The Rev. Jas. O. Andrew, one of the Bishops of the Methodist Episcopal Church South, writes to the Southern Christian Advocate:

To return to the war, which is the all-ab-sorbing theme of thought and speech. --Throughout all my route there has been the same busy note of preparation. All along my way the people seem to be a unit, and evince everywhere the same spirit of stern and defiant purpose. The women of the South during the Revolution were proverbial for their patriotic devotion to their country's weal. I am perfectly satisfied that their daughters have inherited in full measure the same spirit. Our people intend to fight to the death for their homes and their altars, and even should it so turn out that Lincoln's Government should succeed in "crushing" or "wiping out" the South, which seem to be the pet phrases now so freely used by our enemies in reference to us, it will have been a costly struggle, and their victory will ruin them. But we have little fear of their success. 1st. Because our cause is righteous. 2d. The people of the South, thanks to Lincoln's tolly and perfidy, are now very nearly a unit. 3d. We are fighting at home and for home. We ask only to be permitted to govern ourselves. We wish to relieve our late associates from all participation in the sin which has so sorely troubled their consciences. 4th. We have soldiers enough, an army made up of the very best material and commanded by officers second to none on earth; and, finally and above all, we look up for God's direction and blessing.--Thousands of our soldiers are Christian men, who are not ashamed to confess Christ in the camp; and every day thousands of prayers go up to God, invoking his guidance and aid. In many of our churches prayer meetings are being constantly held in behalf of the country, and our sons and husbands and brothers on the tented, fields, and will not God hear and answer?

What Mecklenburg is doing.

--The Clarksville Tobacco Plant, of Friday last, says:

The County Court, on last Monday, made an appropriation of $35,000 for the benefit of the volunteers. Provision is thus made for the three companies that have left the county, and for five companies that are now forming. Mr. John S. Wood is recruiting for a corps on this side of the river; Mr. Thos. T. Boswell for one on Bluestone; Col. Townes, jr., for one in the neighborhood of Boydton, and Mr. Oliver for one in the vicinity of the city. We learn that Mr. Pace is getting up a company in the lower end of the county. These companies are nearly full, and most of them will organize this week.

Seven sons in service.

--We published yesterday a paragraph giving an account of four widows living in the South who had sent nineteen sons to fight for their country. This we thought doing very well, but there is a widow lady in our city, who we think has done better than any other we have yet noticed. She has already sent seven into service — some of them fighting now at Sewell's Point — some anxious for a chance at other points, and some ready to reinforce them. --All waiting for orders; and the old widow says she wishes she had as many more of the same sort — she would send them all. With such mothers and such sons to lend their aid, the Southern cause must necessarily be victorious.--Lynchburg Republican.

Late and interesting from Texas.

--Mr. Smoot, who resides in Denton county, Texas, arrived in the city yesterday and reports that Gen. W. C. Young was in full pursuit of Montgomery and the Federal troops, and had over taken the baggage, supply and ammunition trains in seventeen wagons, which were taken possession of, together with some beeves and horses. Gen. Young had written for more troops, and 4,000 additional men responded to the call. Montgomery had evacnated Fort Ouachita, and was on his way to Fort Arbuckle. It was the determination of Gen. Young to take Forts Cobb and Arbuckle. Fifteen hundred Indians had joined his ranks. Montgomery is the Kansas ruflian and outlaw, and if the Texans catch him and his men, they will waste no powder on them, but the whole set will undoubtedly be roped.--N. O. Crescent, of Monday.

A patriotic offer.

--We received a call this morning from a gallant Mississipian, Captain James Edwards, of the Bay of St. Louis, Hancock county, who comes to offer the service of himself and the use of his mill for the defence of the coast. He proposes that the Government shall take charge of the mill — saw lumber to build gun-boats or for other purposes, and says all that he asks is a soldier's rations during the war. Furthermore, if the timber cannot be obtained, he has twelve hundred acres of live cak which is at the service of the Government. Captain Edwards came from Mississippi to make the offer, and he is now urging its acceptance by the Navy Department. He is not a wealthy man, all his property being mentioned in these few lines. Such patriotic liberality is certainly worthy of record.--Montgomery Adv., 22d.

Another powder Mill.

--Another enterprise, we learn, is on foot, to erect an extensive powder mill on the banks of the St. Catharine, a few miles from Natchez. A capitalist of large wealth, honored name and indomitable energy, has been found, who will forthwith put the establishment in movement; and although it will cost money to establish it, it cannot fail to make tenfold returns to such a patriotic home enterprise. It is ascertained that we have two or three old powder-makers in our population; at least twelve thousand pounds of nitre are at our command, and the outlet swamps of the St. Catharine, Second Creek and Homochitto have inexhaustible supplies of willow, from which wood the charcoal for powder is made.--Natchez Free Trader.

The name of Scott county to be Changed.

The Abingdon Demorcat, in noticing the arrival in that place of two companies of volunteers from Scott county, says:

"As the companies passed through the streets, three cheers were called for in honor of Scott county. Some member responded, 'it is not Scott county how! We intend to call it Davis county.' And this we learn is the sentiment of the county generally. The people intend to apply to the Legislature to change the name of the county, not desiring that any such disgrace should attach to it as being called after the traitor and parricide, Winfield Scott. This is right."

The New Orieans Delta alludes to a few contributions in that city to the war. One medical gentleman has given 84,000; one local editor, $2,500; and some ten or fifteen clerks, each from $800 to 82,000.

General Trudeau, litherio an eminentmedical practitioner in New Orleans, commands the Brigade of Louisiana troops encamped before Fort Pickens.

The steamer Selma, from Montgomery for Mobils, narrowly escaped destruction by fire on the 20th instant, A small lot of Government hay was burnt.

The Confederable Congress appropriated $40,000 to meet the expenses of arranging the Government buildings at Richmond.

--We received, yesterday, letters from various correspondents in Norfolk and Portsmouth, which are omitted because their contents had been anticipated.--We must say again that we desire correspondents to confine themselves strictly to current news. If we were to publish entire every communication received at this office, we should have no space left, and consequently the editors would have nothing to do. We hope, therefore, that our letter-writing friends (from whom we are always happy to hear,) will not feel aggrieved at the omission of matters which properly pertain to the editorial department.

Startling news!

Our telegraphic column contains startling news from Hampton and Harper's Ferry. We make no comment this morning, farther than to express the hope that it may prove true.

The probable course of England.

Much interest is naturally felt as to the course of Great Britain in the present war We have never entertained a doubt as to what that course would ultimately be. To suppose that she cares a baubee for the North or South, as such; to fancy that Governments indulge personal loves and hates like individuals, is simply nonsense; to imagine that nations have consciences, and are governed by convictions of right or wrong, is contradictory to all history. We see what the whole North is doing at this moment purely from interest, or what it considers such, and its interests are the only principles which any nation recognizes. We mean no disparagement to England, therefore, when we say that, show us what her interests are, and we will tell you what her course will be in the present controversy.

Certainly, thus far, the tone of her press has wonderfully altered from any it has ever held before. Most of the leading journals have discovered that there is a South as well as a North, and speak of "Mr. President Davis" with as much respect as "Mr. President Lincoln." The great Thunderer, the London Times, leads the column upon the Southern side. Lord John Russell and the Law Courts recognize the South as "a belligerent power," and entitled to issue letters of marque and reprisal. The proposition of the Northern press to agree to the Treaty of Paris which before they had refused, comes too late, because England has already acknowledged the right of the South to issue letters of marque, and moreover, having that right, the South refuses to relinquish it, and, therefore, is no more bound by the surrender of that right by the North, than the United States was bound by the surrender of that right by the various Europern Governments.

The necessity of England for the peculiar kind of cotton raised in the Southern States is the great fact which will control her policy upon American affairs. We observe that the only mode of obviating the difficulty suggested in England, and confidently maintained in the Northern States, is, that cotton will be shipped up the Mississippi, and thence by railroad to the seaboard — an onerous and expensive process at best, but one which the North hugs to its bosom with frantic assurance. Thus, a Northern paper remarks:

"This year's cotton crop, which will be ready for exportation about the beginning of winter, will be shipped up the Mississippi, and thence by railroad to the seaboard, thus transferring to the North the principal branch of Southern commerce, and benefitting our great lines of transportation. The articles of necessary consumption which the South must purchase with the proceeds of the cotton crop, must come to them during the blockade of their ports through the Northern cities.--True, the war will diminish their ability as buyers, but the North will be benefitted by their trade as far as it goes, whether it be little or much. Business will readily adapt itself to the new condition of the country, confidence will begin to revive with the termination of suspense and uncertainty, and the industry and trade of the country will be suffcient to give us resources for conducting the war to a successful termination."

If the South permits one bale of cotton to go Northward, it will deserve subjugation. --But it has not the most remote idea of surrendering an advantage which is more important to it than an army of a half million of men, and, which in fact, may compel the most powerful empire of modern times to vindicate its independence. The Northern dreamers are reckoning without their host when they suppose the South capable of such folly.--They know nothing of the temper of the Southern people, who have made up their minds to sacrifice everything on the face of the earth,--cotton, labor and life,--before these scoundrels shall subjugate their country. The Memphis Appeal declares that this whole Northern project of getting cotton by railroad--

"Is just what we have determined at every hazard to circumvent. Cotton will be raised as usual for foreign markets, but we believe that we only scho the voice of a fixed and irreversible public opinion when we assert that not one solitary bale will be allowed to pass North of the Confederate States line, until the Abe Lincoln raid, like that of his worthy predecessor, John Brown, shall meet with some other than a 'successful termination.' --The cotton crop for the present year may fall short of the usual amount owing to the extraordinary quantity of provisions, breadstuffs and other army supplies that are being raised throughout the South; but those whose conduct brought on the circumstances necessitating this deficit, must endure the privations which it may occasion."

The Savannah Republican says every bale of cotton, and every cotton- field in bloom, will be burnt before Southern cotton shall leave the South except through Southern ports. This is the true spirit of men who deserve to have a country, and who, we hope in Heaven will make the whole land a desert before it shall pass into the hands of those mercenary cities of the North who are seeking our destruction.

With such a determination on the part of the South made manifest to England, that country will soon throw the weight of her sword in the balance. Whilst she has everything to gain, she has nothing to lose by such a course. She is not dependent in any way upon the North; the North is her commercial and manufacturing rival, whose wings would be clipped forever by an alliance of England with the South. Moreover, such an alliance would relieve England from her galling dependence upon a powerful rival for the supply of an article essential to her own power and prosperity, and which has compelled her, and, as long as the United States remained one people, would continue to compel her, to endure insuits and indignities, simply because she could not afford to resent them. Never was there such an opportunity as England now has, to preserve, promote and perpetuate her manufacturing, commercial and political greatness.

The first Martyr here.

The blood of the first Martyr has flowed. A Virginia citizen, defending the flag of his country, has been cut down by the murderous minious of despotic power. But, glorious death ! There exists not a mortal man in Virginia who does not envy his fate, who will not emulate his example, and who would not rather die than live to breath an atmosphere polluted by such moral and social lepers as the degraded and murderous wretches whose hands are bathed in his heroic blood.

But he did not die unavenged. He sent the bloated miscreant, who claimed the glory of pulling down the first Confederate flag, to the infernal shades where he belongs, and gave him and his ruffian crew a foretaste at the threshhold of what they have to expect from the South, at every step of the long and weary road they have begun to travel.

The noble Virginia patriot who has been butchered by this invading horde, was one of the most exemplary citizens of Alexandria.--His family and his country have been despoiled of a precious jewel. But his fame will last for generations, and his example will be followed by every man and boy in Virginia and the South who can pull a trigger.--Henceforth, let us have no more words, no more hopes of peace. We are in war, with depraved, brutal and merciless savages, and our only motto, by day and night, should be--"War to the Knife."

What they are fighting for.

Mr. Hunter made a speech in Congress about a year ago, in which he estimated the annual exports of slave States at two hundred millions of dollars; freights paid to Northern vessels on these exports, fourteen millions; freights paid to Northern vessals on return cargoes, seven millions; freights paid same in the coasting trade, twenty millions; manufactures by the North consumed by the South annually, four hundred and Eighty millions of Dollars! He then shows that--

"At a moderate estimate, between three and four millions of the people of the Northeastern States owe their subsistence entirely to the commerce of the South, but for whith. they would be compelled to starve or emigrate. He shows also that several millions of the inhabitants of the North western States are also supported by the market for their products afforded by the South, and that the money paid by the Northeastern States for the products of the North western States is obtained mainly from the South; and he thus shows that a large portion of the population of the Northeastern and Northwestern States is sustained by slave labor. Mr. Hunter then proceeds to show that the operation of protective tariffs, and even tariffs for revenue, have thrown the burden of the Government unequally upon the agricultural States of the South, who, being the chief consumers of the protected articles, have paid the increased price into the pockets of the Northern producers."

It is to compel us to continue this tribute to the end of time that the North pours down its hordes. What madness! If it could conquer the South, it would only cut open the goose that had laid the golden eggs — not compel it to lay any more.

The Invaders.

The Richmond Whig thus eloquently calls to arms:

The Invaders.--

Allons enfants de la patric!

Le jour de glotre est arrives

Virginians! the invaders are upon you.--The bloody standard of tyranny is erected on your soil. They come to butcher and enslave — they come to desolate your homes, to slaughter your children — to pollute your wives and daughters. To arms! let their accursed blood quench the thirst of your fields.

Great God! what rage! what transports of fury should be excited by the mercesary tools of Despots, polluting our sacred soil! Sacred love of country! guide and impel our avenging steel! Liberty! beloved liberty! rally with thy animating voice Victory to the standard of thy defenders!

Down with the tyrants! Let their accurned blood manure our fields.

The telegraph announces that Lincoln's armed mercenaries yesterday morning invaded the Commonwealth of Virginia 3 nd took possession of Alexandria. The fact is enough. If we are worthy of the freedom we have boasted, of the glorious ancestors, who won that freedom for us we will maintain it or die! To arms!

Balloons.

The Northern editors are eternally harping upon the value of balloons in a military point of view, the process of inflation being one which long habit has rendered familiar. They propose balloons to go up and inspect our camps, and dropmissilese upon our soldiers. They are as likely to hit the mark in that way as any other, and we hope they will try it. If they descend low enough to form a target as big as a snow-ball, one of our riflemen will take the gas out of their balloon and the æronaut with a single shot.

Unparalleled Brutality.

The Enquirer states the following facts upon reliable information:

"An officer in the Virginia Army, who resigned his commission in the United States Army some time since, and whose family is still in Washington, asked permission the other day to visit that city to attend the barial of a deceased child. General Scott promptly and indignantly refused, declaring that if thousands of children were to be buried, no officer of the Virginia Army could visit Washington without arrest."

An Able Productions

The "Report of the Committee of Foreign Affairs," to which we lately referred in strong terms of commendation, was from the pen of R. Barnwell Rhett, Esq., one of the original champions of secession, and one of the first intellects of the South.

Kentucky.

If Old Kentucky permits the occupation of Paducab, or any portion of her territory by Federal troops, she is not the Kentucky of former times. We cannot believe that the attempt to put her in chains, like Maryland, will be successful.

Young men's Christian Association.

It was the Roundout, (N. Y.,) not the city Association, which sent the infamous envelope to the Young Men's Christian Association of this city, to which we lately made reference.

The Orator of the times.

--A party of ladies and gentlemen from Fredericksburg visited the batteries at Aquia Creek on Wednesday last, and had quite a lively time. Among those who made speeches on the occasion was Mr. J. H. Lacy, who said, in conclusion, pointing to the cannon at his feet; "But this is no time for speaking; the true Orator lies here!" And the thundering cheer that replied, told that the artillery were ready for the fray.

Important act of Congress.

--A gentleman, (says the Charleston Mercury,) who has the information from a trustworthy source, informs us that the Southern Congress, previous to its adjournment, undoubtedly passed an act making it a penal offence to export cotton out of the Confederacy by any other channel than through the seaports of the Confederate States.

A gentleman who arrived in Richmond yesterday, after traveling a circuitous route, reports that he saw in Cameron's office, while in Washington, a plan of the campaign, in the shape of a map of Virginia, with the different points of attack marked out. Richmond, Harper's Ferry, Norfolk, and Manassas Gap were the points designated. This corresponds with previous accounts.

Gen. Butler says that a few days will put him in Richmond. Possibly. If he ventures too far from Fortress Monroe, he may get here sooner than he wants to.

Promotion.

--Captain Bartow, of the Oglethorpe Light Infantry, has been made a Colonel by the President, and will command a Georgia regiment in Virginia, as soon as the requisits number of companies can arrive here.

The occupation of Alexandria.

Passengers from Alexandria yesterday report that on Friday . Col. Terrett received information that the Federal troops would occupy the city at , and immediate preparations were made for the Virginia troops to leave.

Ellsworth's Regiment of Fire Zouaves, in two steamers, touched the wharf about that hour, and disembarked in three minutes, formed into companies, and proceeded into town at double quick time, whooping and shouting in the New York fireman fashion.

It appears that Capt. Ball, of the Fairfax cavalry, had told his command that the Federal troops would not be there until , and a portion of them laid down to sleep. The consequence was that forty of these soldiers were taken prisoners.

The Federal troops hurried on the Depot, but the train, with Virginia troops and passengers, moved away just in time to escape.

Regarding the shooting of Ellsworth, by Mr. Jackson, two statements are made.--One is that Ellsworth had taken down the flag and was passing through Mr. Jackson's room with the flag wound around him. Mr. Jackson who was in bed, demanded the cause of the intrusion, and Ellsworth cursed him; whereupon Jackson shot him down with a double-barrel gun. The Zouaves then rushed in and murdered Mr. Jackson. Another account states that Jackson shot Ellsworth down with a pistol, as he entered the house. Our informants, however, are satisfied that Ellsworth was killed.

The railroad track in the vicinity of Alexandria is said to have been torn up by the New York Zouaves.

The Railroad Bridge has been burnt by the Virginians.

All who could leave Alexandria by the train did so, and others were leaving at last accounts.

The capture of Capt. Ball's command could have been easily prevented. The captain had an hour's notice of the occupation of the town, but told his men that there was no hurry. --Such, at least, is the report.

Nearly all the material was removed from the telegraph office.

Still further.

The above is from our extra, of Saturday . Another account says:

The Flying Artillery and Cavalry, from Washington, came by the Chain Bridge — the other troops were landed from steamers.--Their landing was well done. A spectator declares that the work was done in silence and with remarkable speed. He thinks the whole number were landed in five minutes.

Our sentinels and pickets at the Long Bridge fired on the steamers as they passed All the rifiemen down the side of the river did the same. We do not know whether they succeeded in killing any of the individuals on board.

The Yankee pickets were immediately posted all around the city, to the distance of three miles.

The telegraph office was the first place seized. Mr. Kates, the principal operator and manager, had just time enough to gather up his instruments and run around one corner as the villains rushed in at the door. The last heard from the office, the Lincoln agents were busily examine Abe dispatches. They did not make a lar as only two days dispatches were in the office, all the others, dating for weeks and months back, had been previously sent away to Richmond.

The telegraph office, we are happy to say, was rendered completely useless for work — Nothing was left but the key, which could not be wrenched from the table.

Mr. Durnin, the junior operator, got the implements all safe in a buggy, and passed the pickets at . They are safe at Manassas Junction.

The Manassas Gap operators immediately detached the wires to Alexandria, rendering it impossible for the enemy to learn anything from the interior.

We copy, elsewhere, the Northern accounts of the affair, from papers received last evening by special express.

Still later.

The Killing of Ellsworth by Jackson — Heroism of Virginia Women.

A gentleman who arrived in Richmond last evening, reports as follows:

Ellsworth ascended to the roof of the Marshall House, and secured the flag. Coming down with the flag wrapped around him, he met Mr. Jackson, when Ellsworth remarked, "Here, I have got a prize." Jackson replied "Yes, and here is another prize." --at the same time levelling his double barrel shot-gun, and shooting Ellsworth dead on the spot.

Jackson was speedily murdered by the Zouaves. The shot that killed him pierced his brain.

Mrs. Jackson and her sister, as we are informed, took possession of the flag, drew revolvers, and defied the Zouaves, who endeavored to take it from them. The ladies tore the flag into shreds, determined that it should not pass into the hands of Lincoln's ruffians.

Connected with this affair, we may publish the following copy of a card, which Mr. Jackson had circulated to advertise his business. It shows the spirit of the man:

Correspondence of the Richmond Dispatch.affairs in Wythe county. Wytheville, Va., May 25th, 1861.

The following is the result of the election held in this county on Thursday last. The vote is larger than on any previous occasion, when we take into consideration the number of our citizens who have left for the seat of war: For ratification, 1,409; for amendment Constitution 1,393; against it, 1. W H. Cook, Legislature, 982; James Graham, Legislature, 358--Cook's majority 624. The solitary vote east against secession was polled at Poplar Camp, by an individual who had a load of bald-face Ohio whiskey on, which sent an unusual amount of Unionism to his head, as he is known here as employed making lead pills for Yankees at the mines there.

Since my last, large numbers of troops have passed over our road; scarce a day passes that five hundred or better are not regaled by our citizens on the best our county affords, and the cry is "still they come." Well, let them come; we have plenty of work and bread left yet. A few, however, could be judiciously stationed along our railroad, if the company can't do it, to protect the lives and property of our people who pass over, or live along the line, as I learn from a gentleman, a few nights ago, a acoundrel, named Price, from Yankeedom, was canght tampering with the slaves on Dr. Otey's plantation, at Christiansburg. He offered to divide the proceeds with the darkeys, if they would put a nail in the Doctor's coffin, which they agreed to in this way — by informing the Dr. of the plot; and if he would repair that night to the place of meeting, he would find this "pink of perfection" waiting to carry out his plans. The Dr. done so, taking with him a friend, and found him sure enough in council. He was immediately taken into custody, and, if I mistake not, has been treated to a cravat of Virginia hemp before this.

A gentleman informs me, who has just returned from Lynchburg, that a rail was taken from the track near Buford's depot, and an embankment of some sixty feet, on Tuesday . But, thanks to an overruling Providence, the engine did not get off. These are significant hints. That the country is infested by a gang of hired cut-throats, none can deny, and ought to arouse the authorities to the sense of danger that surrounds us. Every effort should be made to ferret out these villains, who are let loose upon an unsuspecting people. Keeping a constant guard during these exciting times seems to me most judicious.

Correspondence of the Richmond Dispatch.the election in Montgomery. Christianssure, May 24, 1861.

--Our election came off on yesterday in a very quiet manner, and old Montgomery, as usual, has proved true to her interest, and to the cause of the South. We have heard from all the precincts except one, and there has not been a single vote against the ratification of the Ordinance of Secession. We are of opinion that the entire vote in favor of ratification will be about 1,350. I understand that the vote in Floyd county was unanimous in favor of the Ordinance. Rice D. Montague was elected to the Legislature without opposition. M. D. R.

Appointments.

--R. Rhodes, Esq., a gentleman in every way fitted for the position, has been appointed by the President as Commissioner of Patents.

George Wise, of Virginia, a nephew of the Hon. Henry A. Wise, has been appointed to a 2d Lieutenancy in the Confederate Army.

Col. E. H. Harris has been appointed Quartermaster to the Fifth Alabama Regiment; Dr. Francis as 1st Surgeon, and Dr. Price as Assistant Surgeon.--Montgomery Confederation.

Local matters. Collision of Railroad care

--Men Killed and Wounded.--The train of cars which left the Central Depot on Saturday with troops, met with a serious accident, by which several soldiers of the South Carolina Regiment (Col. Kershaw's) were killed and many wounded. Information received from Orange C. H., from Conductor Taylor, states that three trains, loaded with troops, were standing on the track, waiting for the Mail train to arrive from the main Junction. While thus waiting, the expected train approached at such great speed that the engineer could not stop in time — having lost the whistle and being without means of signalizing his approach — the train ran into the forward troop train, damaging both engines, breaking several cars, killing three of the South Carolina volunteers and dangerously injuring several others.

It is rumored that the soldiers were very much exasperated against the engineer and conductor of the Mail train, and threatened to shoot them. The unfortunate affair is due to carelessness somewhere. The instructions of Superintendent Dodamead to the conductors and others along the whole route, if strictly followed by them, would render impossible any such deplorable occurrence as the above.

A dispatch received yesterday from Gordonsville says that several of those injured by the collision yesterday, are reported as since dead, and adds: "The Richmond train, with troops, seems to have been in fault in leaving the station before the Manassa train arrived. The names of the Virginians killed are Gentry and McMullen, of Greene county. One of the Carolinians has had his legs amputated below the knee."

Sad result of a duel in play.

--We are informed that on Saturday, two youths, one named Richard Dunlop, son of James Dunlop, the other Thomas Anderson, son of the late Frederick Anderson, instigated by a negro boy belonging to Dr. Coleman, fought a duel in play, the negro acting as second. By his direction, after stepping off ten paces, they turned and fired — young Anderson having a five-shooter and young Dunlop a pocket pistol. The latter fired first and missed, Anderson's pistol was then discharged, the ball entering his companion's stomach, just above the navel. A gentleman who came by the scene of combat conveyed young Dunlop home, where he now lies in a very dangerous condition, Dr. Snead having yesterday probed to the depth of over two inches, and found no traces of the ball. The lads were warm personal friends, aged — Anderson 10, and Dunlop 11 years. The little fellows shewed pluck in standing up to be shot at, but it is hardly probable they could have imagined what was to be the termination of their intended "harmless sport."

Casualty.

--Julius Sadler, a private in Col. D. H. Hill's 1st Regiment of North Carolina Volunteers, a native of Charlotte, N. C., fell from the cars of the Richmond and York River Railroad on Friday last, while his regiment was being conveyed to Yorktown, when nine miles from this city, and had his head mashed off, falling directly under the wheels. The absence of the unfortunate man was not noticed at the time, nor was anybody aware of the casualty till the return of the train on Saturday, when the body was discovered and brought to this city and prepared for interment or transmission home, by Mr. Belvin. Accidents of the kind, serious as they are, may reasonably be looked for, but that fact should incite not only soldiers, but railroad employees, to be more guarded in making the hurried journeys the exigencies of the times demands at their hands.

Mayor's Court, Saturday.

--The cases before his Honor, on Saturday, were more numerous than important in character. Tobias Pearsall, of the Star Saloon, was summoned up for keeping his house open after on sundry occasions, when the ordinance demanded it should be shut. The case was laid over for another hearing. James McDonald was fined for a similar violation of the ordinance. Case of Anthony, slave of Spotts & Harvey, for threatening to assault James Edwards, was continued till Tuesday. Earnest Noke was committed to jail as a suspicious person. Ira Richardson, suspicious in looks and hailing from Washington, D. C., here without ostensible business, was sent to jail.--So was Byron W. Bernard, alias Camp, a kind of Confidence Jeremy Diddler, whose case has heretofore been mentioned. Virginia Lee, free negro, was committed on failing to give security for her good behavior. She had been disturbing the peace of the neighborhood in which she lived. John Curren was sent to prison for beating his wife. Catharine Kay and Mary Sullivan were required to give surety, for making a personal attack on Margaret Sullivan. Josiah Davis gave $100 security for his good behavior, and was released. Adolph Zehle, an alleged suspicious and treasonable person, was up, but the examination into his case was not gone into.

Personal.

--Hon. Wm. C. Rives arrived in Richmond on Saturday. Hon. C. C. Memminger, Secretary of State of the Confederate States, arrived yesterday. His Excellency Jefferson Davis, President, is expected this morning — rooms having been engaged for him at the Spotswood Hotel.

There was registered at the Spotswood yesterday besides others, the following names: Commodore Muse, N. C. Navy; J. L. Preston, S. C., Wm. M. Ambler, La., O. G. Clay, R. L. Owen, Lynchburg; Wm. T. Sutherlin, Danville; M. M. Long, California.

Immportant to Maryland Volunteers.

--By an order issued by Francis J. Thomas, Col. commanding the brigade of volunteers from Maryland, arriving in this city, will report themselves, immediately on their arrival, to Major Weston, who will take forthwith the proper steps to complete their organization into companies.

Those arriving at other points on the Potomac, will report to the senior officer from Maryland nearest to them, who will carry out the same instructions.

It is recommended that, so far as possible, the men furnish their own blankets and clothing. A proper allowance for the cest will hereafter be made for them.

Judge Lyons' Court.

--The jury in the case of James Clendining, charged with grand larceny having failed to agree up to Saturday were discharged and the prisoner remanded to jail till the next term. The case of John W. Chronister, (for grand larceny,) was continued until the next term. The jury in the case of Orris Harrision, charged with feloniously stabbing Miles McJordon, returned a verdict of guilty, with six months imprisonment in jail and a fine of $50. Charles Smith will probably be tried for forgery to-day.

Work to be done.

--There are many citizens of Richmond who would willingly take a turn at hard labor, at this time, for the purpose of aiding in the construction of an important work near this city. Let all who wish to lend a hand, proceed to Marion Hill this morning. Unemployed negroes should be sent there forthwith.

More negroes are also wanted at Jamestown.

Several of our citizens have been very liberal in this matter. Others should follow the example.

Death of a soldier.

--Mr. Eli Bass, a private in the 1st Regiment South Carolina Volunteers (Col. Maxcy Gregg) died at Bellevue Hospital on Saturday , at . All of the South Carolinians now in Richmond, and the military generally, attended his obsequies at evening, at St. John's Church, on Church Hill.

Accident.

--Two soldiers shot themselves on Saturday, near Rocketts, by the accidental discharge of their weapons. The wounds were such as to require them to be conveyed to Bellevue Hospital, where it is hoped, by kind attention, that they may soon recover.

Hot.

--Yesterday was an uncomfortably hot day. The Thermometer ranged from 82 to 100 in the sun. A cool breeze tempered down the atmosphere to walking consisteney.

The Police reported everything in their line as unusually quiet yesterday. But one subject was taken, and he being inebriated, was an offender against decency rather than law.

The Trial of Wm. T. Cummings was commenced in the Hustings Court, before Judge Lyons, on Saturday.

Departure of the first Regiment Virginia Volunteers.

--Our city Regiment, under the command of Col. P. T. Moore, left for Manassas Gap on Saturday, at , embarking on the Fredericksburg cars, at the Central Fair Grounds. They carried their splendid hand along with them. At the same hour, the Central cars left with the Second Company of Howitzers, from the foot of Union street, carrying a full battery, horses, etc., intending to connect at the Junction. Owing to an accident, elsewhere noticed, the troops, after arriving at the Junction, were detained several hours before they could proceed.

The members of the several companies were bade adieu to by hundreds of relatives and friends. While the soldiers went off with cheerful spirits and light hearts, in all directions among the crowd, assembled in the grounds and about the cars, could be seen the evidence of a painful separation, in the shape of grief and tears. The heartfelt, tearful words, "God bless you," were mingled with the hope for a safe return. The following are the staff of the 1st Regiment:

The Regiment numbered about 850 men.--It is said Company F. and the Blues, (about 250 together,) will join their regiment soon. They were at last dates near Fredericksburg.

The Second Regiment N. C. Volunteers.

--This splendid Regiment of citizen soldiery — worthy representatives of the chivalry of the Old North State--who have been for a week or two past encamped at Howard's Grove, received marching orders yesterday morning, and in an hour thereafter were on their way to the Petersburg depot, en route for the seat of active operations near Norfolk. We cannot too highly praise the appearance of the departing soldiers. The Regiment is splendidly armed — the men stout, and used to fatigue, and full of a glorious spirit of determined resistance to the tyranny that would fain bring into subjection this fair land of ours. They will worthily represent on the battle-field the Southerner's idea of resistance. The Regiment, all told, numbers about 1,300 men.--They are officered in a way to leave no room to doubt that they will not put in their best licks against the common enemy.

A patriotic family.

--Mr. Jos. K. Weisiger, of this city, has six sons in the Southern Army. Their average height is six feet two inches. Capt. Coleman's Company of Louisa Volunteers contains three sons of one gentleman of that county. There has not been, since the present difficulties commenced, any disposition to "hang fire" in meeting the issue by any portion of the loyal people of Virginia and her sister States. Even the women are "enthused" to a degree we never witnessed before, and we verily believe that if Providence were to ordain that all the men should be killed, our women would emulate those of Revolutionary fame by stepping into the ranks to drive out the scoundrels who now threaten our peace and quiet.

Atlanta Grays.

--This admirable corps of Georgia soldiers, whose arrival was noticed on Saturday, are comfortably domiciled here, awaiting the coming of the other companies of the Regiment to which they belong. There are 100 men, rank and file, officered as follows:

Messrs. John H. Hopkins, John C. Wood son and Charles Grattan were elected to the Legislature. For the Ordinance of Secession, 3,010; against it, 22. For the amendment of the Constitution, 2,736; against it, 37. For the Board of Public Works--Broun, 1,489; Holladay, 326.

Rockbridge--official.

For ratification of the Ordinance of Secession, 1,728; against it, 1: For the amendment of the Constitution, 1,712; against it, 12. For Board of Public Works--Broun, 768; Holladay, 546. Samuel McD. Reid and Francis T. Anderson elected to the Legislature.

Montgomery.

For ratification of the Ordinance of Secession, 1,395; against it, none. For the amendment of the Constitution, 1,391; against it, 3. For the House of Delegates--Montague, no opposition, 1,269. As large a vote as ever was taken in the county.

Charlotte.--official.

For Senate — Bruce, 830. House of Delegates--Bouldin, 421; McGehee, 407. For ratification, 883. For amendment to Constitution, 642; against it, 187. No votes against the Ordinance of Secession. Wood Bouldin was not a candidate, but is elected notwithstanding, by 14 majority.

Mecklenburg.

Clarksville gave 231 for ratification, and none against. For amendment, 94; against it, 78. For Senate — Charles Bruce, 203. For House — Baskerville, 116; Earley, 68; Hutcherson, 23.

Spotsylvania.

The vote for secession will not be less than 1,250; against it, 2. Dr. Quesenberry is elected to the Senate, and Douglas H. Gordon to the House of Delegates.

Stafford.

There were only 4 votes in the county against secession. Dr. Daniel, for the House of Delegates, is reported to have 300 majority over Col. E. T. Tayloe.

King Gforge.

Col. E. T. Tavice is reported to have received 200 majority over Dr. Daniel for the Legislature, but Dr. D.'s majority in Stafford elected him.

Middlesex.

Two precincts — Jamaica and Saluda — give, For ratification 262; against 2. For amendment, a large majority. Evans, for House has all the votes at Jamaica, and Holladay the same for Public Works.

The official vote of the whole county has been received. It stands for ratification 491, against it, 2.

Powhatan.

Senate — B. H. Nash, 400. House of Delegates--R. Dabney, 328, C. D. Coleman, 73. For Secession, 448; against it none. For the amendment to the Constitution, 267; against it, 125. Majority for amendment, 142.

Appomattox--official.

For House of Delegates--Thos. H. Flood, 391; John R. McDearmon, 277. F.'s majority, 114. For Secession, 805; against, none. For amendment to Constitution, 510; against, 152.

A chance.

--We have the best authority for saying, remarks the Norfolk Argus, that President Jefferson Davis has accepted a proposition from Ex-Governor Wise to raise a partisan legion, to be formed into a brigade when raised, and to be commissioned as provided by existing law. This, we have reason to know, is vouched by telegraph of May 23d instant, from Montgomery, signed by S. Cooper, A. G.

Here now is an opportunity for all partisan leaders and men who may desire to be commissioned or enlisted. We are informed that the Ex-Governor will make arrangements at an early day to raise this legion.

Fatal Railroad accident.

--A terrible accident occurred Wednesday , near Memphis, on the Mississippi Railroad. While turning a curve, a passenger car was thrown from the track, dragged some distance, and capsized.

Mrs. John Grider, who had been thrown partly out of the window, was instantly killed. Her husband, who was with her, had his hip broken, and his brother, Mr. W. H. Grider, had his collar bone broken.

Mr. Gillard and wife, Mr. Cole, R. H. Vance, Esq., Lieut. Welsh of the Tennessee Rangers, Mr. Jeffries of St. Aubin, Miss., W. G. Moore, and Sergeant Davidson, were all more or less injured. Mrs. Gillard and Mr. Jeffries were severely though not dangerously hurt.

Norfolk military Academy, Headquarters Richmond Grays,Norfolk, Va. may 24 1861.

At a Full Meeting of the members of the Richmond Grays,held here this morning, Sergt. C. BOssieux being called to the Chair and Mr. J. S. Hardgrove appointed Secretary, the following preamble and resolutions were adopted:

Whereas, Mr. A. R. Woodson, a member of this company, has met with a sad affiction in the loss os his wife and child, and destring to give expression to our deep sympathy with him: Therefore, be it.

Resolved, 1st. That we have heard, with feelings of much sorrow, of the breavement of our beloved comrade. Aylett R. Woodson; and that in his affliction he has oru most heartfelt sympathy; and that we trust that he may look to the God of all mercy to enable him to bear with fortitude this greatest of all griefs.

2d That a copy of these resolutions be forwarded to our afflicted friend; and that they also be published in the Richmond Dispatch.

--was committed to the Jail of the county of Hanover on the 18th day of April last, a negro man, calling himself John Ford, as a runaway, but who claims to be a free man.--The said negro is a bright mulatto, and is about five feet eight or nine inches high and is about twenty-three years old; has long black curly hair, and no scars of note. The said negro had on when committed a grey woolen suit, coat lined with strived linsey. The owner of said negro is requested to come forward, prove propert, pay charges and take him away, else he will be dealt with as the law directs.

Rejection by England of the United States Acceptance of the European Code of Privateering, &c., &c.

We are enabled, not withstanding the stoppage of the mails, to give the following account of the occupation of Alexandria, and the killing of the ruffian Ellsworth, as telegraphed from Washington to the Northern papers:

Washington, May 24----Within a few hours past, there have been important military movements. It was suspected yesterday that orders had been given for the advance of troops into Virginia, but these being necessarily of a secret character, the exact truth could not, at that time, be reliably ascertained.

The New York 2d, 12th, 7th and 21st Regiments, the New Jersey and Michigan brigades, and Col. Ellsworth's Fire Zouaves, were, so far as is at present ascertained, constituted the forces to advance upon Virginia.

The Washington City National Rifle, Capt. Smead, at about last night, passed over the Long Bridge, which is about a mile in length, and connects Washington with the Virginia shore, and remained at the latter terminus until this morning, acting as an advance guard.

These were followed by other district volunteer companies, acting in a similar capacity. Subsequently the New York 2d and 12th Regiments, and the Michigan and New Jersey Brigades crossed the bridge, the Virginia pickets having been driven in by the advance guard.

One of the regiments took the road leading to Fairfax Court-House, about twenty miles from Washington, while another, one of the New Jersey Regiments, stopped at the Forks, from the Long Bridge, to wait for orders.

advance into Virginia was made from another point, namely, at the Potomac aqueduct, Geergetown.

The Seventh New York Regiment was among these troops, and, after several hours' march, occupied a point between the bridge and Columbia Springs, on the Washington and Alexandria Railroad.

It is understood that orders were issued yesterday for two regiments to proceed and occupy Alexandria, and it is stated, at this time, that Col. Ellsworth's Zouaves have crossed over in boats, while it is equally certain that preparations were made to seize Arlington Heights, which plainly overlook Washington, and there is but little, if any, doubt that all these orders have been executed.

It was at least this morning before all the troops reached their destination. --The troops which did not repair to Alexandria and Arlington Heights, were required to guard important intermediate points between Washington and Alexandria.

The District of Columbia military did not return to Washington until this morning.

From 6,000 to 10,000 troops were sent over into Virginia. At an early hour this morning firing was heard, occasioned by the forcing of the Virginia pickets.

The city is in a great state of excitement, owing to these proceedings, and further events are looked for with intense solicitude.

Washington, --The New York Zouaves, 14th and 69th New York, and the New Jersey regiment hold Alexandria, while Arlington Heights are occupied by several other regiments.

The entrance into Alexandria was attended by an event which has cast the deepest gloom over this community.

Col. Ellsworth, who had hauled down the secession flag from the Marshall House, was soon after shot by a concealed foe. His dead body has been brought over to the Navy-Yard.

The accounts from Alexandria are somewhat confused; but there is no doubt of the fact that a man named Jackson, who shot Col. Ellsworth, was instantly put to death; some say by both bullets and the bayonet.

When the Federal troops reached Alexandria, the Virginia troops fired at them and fled. Visitors to that city say that the scenes were intensely exciting. The United States vessels were in the meantime before Alexandria.

It seems to be true that a body of Federal troops has advanced to Fairfax Court-House to take possession of the junction of the Orange and the Alexandria and the Manpas Gap Railroads, with the view of intercepting the advance of the Virginia troops towards Alexandria from Richmond and other points.

Nearly 3,000 troops arrived here yesterday, comprising some from New York and the two Ohio Regiments. The Third Connecticut Regiment came in this morning.

Washington,May 24, 1861.--Our city is in the greatest state of excitement. All the news depots are besieged by the excited populace.

Orders have been issued by the War Department for the immediate recall of all the regular troops from New Mexico and Utah.--The troops can be readily spared from these posts.

There are now two hundred and fifty thousand men under arms, in the pay of the United States. They will all be equipped by Saturday .

The steamship Pocahontas and the river steamer Mount Vernon sailed last night down the Chesapeake.

Letters from Richmond state that General Johnson will be ordered to Harper's Ferry; that Gen. Beauregard will go to Norfolk, and Jeff. Davis to Richmond.

The number of troops actually quartered at Harper's Ferry, and within striking distance of the Ferry at a few hours' notice, is not far from fifteen thousand men, all armed and paid in Virginia Bank bills.

There are also one thousand Kentuckians, and the same number of Arkansas men, armed with rifles and bowie knife.

Maryland heights, opposite to Harper's Ferry, are said to be strongly fortified with Columbiads and manned by a large force of Confederate troops.

The Railroad bridge is manned, ready for the insertion of a force into Virginia.

Intelligence from North Carolina confirms the report that soldiers are pouring into Wilmington from all quarters of the South, and that the rebel force is by far more formidable than at first supposed. They anticipate immediate hostilities.

Recruiting is said to be going on in various parts of Maryland. A gentleman from Prince George's county, says recruits for the Confederate army are being carried across the Potomac to Alexandria daily. Contraband goods are also being sent to the rebels. So it appears that treason is not crushed out in Maryland yet.

Another rumor is afloat here, to the effect that Secretary Seward has just received dispatches from England declaring the intention of that Government not to recognize the Code of the Congress of Paris, of 1856, which denounces privateering as piracy, and alleging that this Code was the act of all the great powers of Europe, in Congress assembled, and it is manifestly not in her power as one of the signers of that compact, to accept, at this late day, the tardy acceptance of the United States. I do not, and cannot believe this is true, or that England will thus increase, the already unhappy and complicated state into which our beloved country is thrown.

from Baltimore.

Baltimore,May 24.--The news from Washington, this morning, has produced a profound sensation here.

The Old Point Comfort boat, arrived this morning, reports that General Butler had thrown out a guard of three hundred men.--The United States Hotel was principally guarded, the splendid well of water belonging to Col. Segar being wanted for the use of the garrison.

Nothing is known relative to Sewell's Point. No movement had taken place when the steamer left.

A steamer arrived at Fort McHenry, this morning, with a large supply of gun-carriages and other military stores.

Col. Morehead's regiment came across the river this morning, marched up Broadway and proceeded to Patterson Park. They made a fine display.

It is reported that as the Virnia troops retreated from Alexandria, one of them was killed by a return shot from the Federal forces. There is a prospect of capturing the fugitives.

Among the forces sent over into Virginia, were two batteries and two companies of artillery; numerous wagons, with spades, picks, and other entrenching tools, also passed over into that State.

The proceedings attending the movements of troops were conducted with the best possible order.

The news of the death of Col. Ellsworth was not generally known throughout Washington until this morning.

The excitement was intense, especially among the military, who expressed the greatest impatience and a desire to be sent over to Virginia.

From a spy-glass view of Alexandria, the Stars and Stripes are seen prominently flying from various quarters.

Washington,May 24th, --Numerous wagons, with camp equipage, are passing through the streets to-day to the Federal troops in Virginia. Nothing of peculiar note had been received up to this hour.

Stoppage of Southern Mails.

Washington,May 24.--Postmaster General Blair prepared an order to-day discontinuing the transmission of the United States mail in Virginia and other seceeding States, and annulling all contracts for the same.

Tennessee is excepted from the operation of the order, for the reason that that State has not formally seceded.

This course of the Postmaster General is under the act in relation to the subject passed at the last session of Congress. The contractors will be immediately notified of this decision.

The mails for the South, from Washington, were stopped at the crossing place by the Federal troops, and were returned to the Post-Office here.

the Northern account of the Affair at Sewell's Point.

Washington,May 23, 1861.--The following official report of the action between the United States steamer Star and the Sewell's Point battery, on the 19th inst., has just been received:

From the time I reported to you yesterday, I kept a strict watch on the movements of the enemy in and about Sewell's Point battery. Several noises were heard during the night, but not distinct enough for me to trace them.

At P. M., I heard distinct blows, as if from an axe, securing timber platforms for gun carriages, inside of the embrasures, and immediately I ordered a shot to be fired over them. The rebels immediately hoisted a white flag, with some design on it, and fired a shot that cut the fore-spencer guys, near the gaff. I immediately went to quarters and returned their fire, which was continued by them. I expended fifteen round of grape, twelve ten-inch shot, thirty-two ten-inch shell, ten shell for thirty-two pounders, and forty-five thirty-two pound shot; making a total of one hundred and fourteen shots, which I think did some execution among the rebels. I only desisted for want of ammunition, having only five eight-pound charges remaining for the pivot gun. I regret that want of ammunition compelled me to retire, as I am satisfied I could have silenced the battery in a short time.

I cannot too highly praise the courage and patriotism of the officers and men under my command. They acted nobly and with great coolness, as the repeated firings as above will show. The action continued from 5.30 to , a duration of one hour and fifteen minutes.

The battery is masked, thirteen embrasures having been erected behind a sand bank. The rebels had three rifled cannon, and fired several volleys of Minnie balls, which struck the ship. The ship was struck five times by the rifled cannon shot in the hull and upper works. The damage can be repaired by ourselves.

I herewith enclose the report of the medical officer of the ship, by which you will perceive that two men were slightly wounded during the action.

I cannot close this communication without calling the attention of the Flag Officer to the valuable services of Lieut. Daniel L. Braine, who had charge of our pivot gun, and who, during the whole action, displayed great coolness and skill in the management.

Telegraphic Dispatches.

The following are the general Associated Press dispatches, published in the Northern papers of Friday last:

Chambersburg, Pa.,May 23. --On Wednesday a party of Virginians attempted to capture a ferry-boat on the Potomac, near Clear Spring, Md. Notice was given to the Union men of Clear Spring, three miles distant, who turned out to guard the boat.

During the night, the Virginians seized the boat, but were fired upon by the guard, and when midway across had to abandon the prize and escape in a skiff. It has been reliably ascertained that two of the Virginians were shot. The ferry-boat was returned again to the Maryland shore.

No reinforcements have reached Williamsport. All is quiet here.

Baltimore,May 23.--The Union State Convention met in this city to-day.

It was largely attended by the city delegates, and most of the counties of the State were represented.

The proceedings were marked by a spirit of great enthusiasm and harmony of action.

A series of resolutions were adopted in favor of an unconditional Union, and denouncing secession in the strongest terms, pledging the State to sustain the Government in the exercise of all its constitutional powers for a vigorous, active and successful crushing of the rebellion.

There were only two dissenting votes to these resolutions.

Wheeling,May 23.--The city to-day gave 2,595 votes against the secession ordinance, and 89 for its ratification.

Baltimore,May 23.--A few returns have been received from Western Virginia.

A dispatch from Grafton gives the following as the vote of that town:--Against secession, 429; for secession, 1.

Taylor county will give about 700 majority against secession.

Harrison county about 1,000, and Wood county about 1,600 against.

Martinsburg, in Berkeley county, gives 700 majority against secession.

Frankfort,May 23.--In the Senate to- day, Mr. Pratt offered a resolution, which lies over for one day under the rules, that in order to advise the next Legislature of the popular will of the State, a vote be taken on the question of secession on the 1st Monday of August next.

The Legislature will adjourn to-morrow.

The House has concurred in the Senate bill re-organizing the militia and appropriating $1,000,000 for the arming of the State.

Louisville,May 23.--The editors of the leading daily newspapers of this city have been summoned by authority to Frankfort, to testify in regard to the arms bought into Kentucky, to matters pertaining to the Knights of the Golden Circle, and to the alleged correspondence of Gov. Magoffin with the Confederate authorities.

Louisville,May 23.--Capt. James W. Abert arrived here yesterday, on an undisclosed mission from the Federal Government.

St. Louis,May 23.--The steamer J. C. Swan was seized yesterday at Harlow's landing, thirty miles below this city, and brought to the arsenal by order of Gen. Lyon. This is the steamer that brought the arms from Baton Rouge which were captured by Gen. Lyon at Camp Jackson. Measures will be taken to effect the legal confiscation of the boat. About 5,000 pounds of lead en route for the South were also seized yesterday at Ironton, on the Iron Mountain Railroad, by order of General Lyon. Some resistance was offered by a party of citizens, and several shots were fired on both sides, but nobody was hurt. John Dean and his fellow prisoners were released from the arsenal on parole yesterday.

The habeas corpus case of Capt. McDonald was resumed to-day before Judge Treat, United States District Court. The case was ably argued by District Attorney Jones for the respondent, and Davis and Whittlesey for petitioners.

The ground that the United States Attorney took was, that the petition set forth that the petitioner had been arrested by military authority without legal process. He cited precedents that the court had no jurisdiction in the matter, as the military authority in time of war or of rebellion had the power, and might arrest persons in array against the Federal Government for treason or alleged treason.

Messrs. Wright and Davis replied, in support of their proposition, that the United States District Court had power to execute this writ, that it was the greatest protection to freemen in case of legal arrest, and under no circumstances could it be denied to a prisoner.

Many authorities were quoted, on which the Judge took notes, and stated that he would carefully consider the matter and give his decision probably to-morrow. Great interest is felt in the result.

We have a certified copy of a bill to arm the State, passed at the recent session of the Missouri Legislature. It provides that all the money in the Treasury, or which may be recovered from the proceeds of the special tax of one-tenth of one per cent, on the $100, levied to secure the completion of certain railways, shall be part of the military fund thus created, except the amount due in the month of June, 1861, on revenue bonds, and also to accept a sufficiency to carry on the State Government, and pay the special appropriations to the Southwest Expedition, to the Blind Asylum, to the Deaf and Dumb Asylum, the Penitentiary, and two-thirds of the amount provided by law for the support of the Lunatic Asylum.

The last section is as follows:

Section 11. That the Fund Commissioners shall provide for the payment of interest on the bonds of the State issued for the purpose of aiding the several railroad companies in this State, or for other purposes, by issuing bonds of the State as now provided by law, such amount thereof as will pay the accruing interest due the first day of July next: Provided, That such bonds shall not be sold at a greater rate of discount than ten per cent.

This act to take effect from its passage.

St. Louis,May 23.--Ex-Governor Black, of Nebraska, who has been in the city for a day or two, left this evening for Pittsburg, where he will probably take some active part in the present military movements. He reports that considerable apprehension exists in the Territory of Indian hostilities during the coming summer. The Sioux and Cheyennes have joined, for the purpose of waging war against the Pawnees, which will involve the whites, as the latter tribe are principally within the settlements.

In view of this, and also to afford protection to the frontier forts, the Indian agencies and the overland emigration, which promises to be unusually large this year, Gov. Black strongly urges that a regiment of volunteers be raised and mustered into the United States service, and stationed in different parts of the Territory. He had already called the attention of the War Department to the necessity of such a movement, and consulted Gen. Harney in relation thereto, who, it is understood, approves of the plan.

New Orleans,May 23.--The bark Gen. Taylor, bound hence for Bordeaux, with a cargo of cotton and staves, was burned to the water's edge at the bar this morning. Her cargo is a total loss.

Lancaster, Pa.,May 23. --For some time past our citizens have been distressed with the complaints made of the condition of the troops at Camp Johnson — the Fourteenth and Fifteenth Pennsylvania Regiments--and the Express of this evening contains a full exposure of the state of affairs which confirms all that has been said about them. So strong have been the grievances of the troops that the Express declares they will soon become utterly demoralized, not with standing the excellent character of the men of which the Regiments are composed.

Already two or three companies have unanimously protested against appearing in dress parade, and, but for the arrival of a quantity of fresh beef on Sunday, and a care for the honor of their captain, some of the companies would have carried this protest into effect. All this discontent is occasioned simply by the shocking condition of the commissariat, which serves to the volunteers rancid, and oftentimes, pork in a state of putrescence, and an entirely insufficient supply of bread. The following instances will illustrate the condition of this department. With all economy, one company of seventy-four men supped, last evening, on less than fourteen pounds of bread alone — the pork being thrown away as totally unfit to be touched, even by hungry men.

New York,May 23.--Fifty-two thousand dollars' worth of notes for the Whitefield Bank of Dalton, Ga., were seized here to-day.

Boston,May 23.--The frigate Mississippi returned to-day, having, when a few miles down the harbor, discovered that her delivery pipe had been tampered with and rendered useless by a joint of gum and canvas being inserted instead of metal pipe, by the late chief engineer, Michael Quinn, of Virginia, who lately resigned and joined his fellow rebels. It will take a week to repair the damage.

A letter from a Boston shipmaster, at Havre, says the ship Matilda, which arrived there on April 29th, had the Palmetto flag flying, but she was not allowed to enter the dock until she had hoisted the Stars and Stripes.

The Massachusetts Legislature adjourned this afternoon. Most of the members, individually, contributed to pay the Massachusetts volunteers.

Toronto, C. W.,May 23.--The Leader says there will shortly be 50,000 Enfield rifles in the province, and in view of maranding expeditions on the Canadian frontier, from bodies of men who will not be ruled by the Washington Government, recommends that the militia be placed on a better footing immediately

New York,May 24.--The California mail steamer Champion has arrived from Aspinwall with Panama papers of the 15th inst. --She brings the treasure shipped from San Francisco on the 1st inst.

Two small vessels of war belonging to the Government had deserted from Aspinwall, and it was rumored that vessels of war were fitting out by the Revolutionists at Carthagena, to carry one thousand troops to Aspinwall to take possession of the State of Panama. The final success of the Revolutionists is regarded as certain.

It is reported that the British Admiral has declared his intention not to respect the paper blockades of the New Granadian ports, but to open them to British commerce.

New York,May 24.--The United States steamship Keystone State, Capt. French, arrived yesterday afternoon at the Navy- Yard, in this city, having left Norfolk harbor on Wednesday . The following vessels were at Fortress Monroe: Frigates Minnesota and Cumberland, brig Perry, and gunboats Star and Yankee.

The Keystone State towed from Fortress Monroe the brig Hiawatha, of and for Liverpool, loaded with tobacco. The Hiawatha attempted to run by the fleet on Sunday , when the Star fired a shot across her bows. To this the brig paid no attention.--The flag-ship Minnesota, Com. Stringham, then fired ahead of the brig without effect; it was only when a second shot from the Minnesota went whizzing among her rigging that the Hiawatha was brought to. She was found to be heavily loaded with tobacco, and was sent home in charge of Lieut. Russell and a prize crew.

The Keystone State reports the blockade at Norfolk as effective and belligerent. The Keystone was sent from Washington to bring a number of women and children from Portsmouth, who had asked for some means of conveyance to the North. On arriving alongside the Minnesota, on Saturday last, a tug boat, bearing a flag of truce was sent to the city to bring off the refugees. The white flag was fired at several times by the rebels, but they eventually let her pass. When the Captain made known his errand to the authorities, he was told to go back to the Minnesota immediately, and report that the women and children would be sent off on Monday, but that neither the tug nor any other vessel would be allowed to approach the city again.

On Monday , 115 women and children, and two men, were sent off from the city to the Keystone State.

They report a fearful state of things in Portsmouth, that city being held in complete subjection by a mob of Georgia soldiers. Women dared not walk the streets after sun down, and were often insulted in the grossest manner by the soldiers while sitting on their own door- steps. Many of them had money due them from persons in the Navy-Yard, and when compelled to go for it, were subjected to the grossest indignities. Com. French, who is in command of the Navy-Yard, is represented as an old libertine, who encourages his men in their beastialities by his own conduct.

The refugees state that there are hundreds of staunch Union men in Portsmouth, whose daily prayer is, that the secession bands may be driven from their midst. These men are kept in subjection and constant fear for their lives by the Georgia soldiers, who occupy the Navy-Yard and adjacent fields. It is believed that, were it not for the soldiers, Portsmouth would give a fair majority for the Union.

The Navy-Yard has been pretty thoroughly repaired, and many heavy guns have been planted outside at various points. There are between seven and eight thousand men in that vicinity, and it is said that, in case of an attack, the force could be increased to 20,000 in 24 hours. The west side of the Yard, where an attack by land is anticipated, has been pierced for musketry, and heavy guns brought to bear upon its approaches. Many of the slaves have been armed and equipped by the rebels, who claim that they can confide in them. The refugees, however, are quite certain that the first blow struck at Norfolk will be the signal for the turning of the slaves upon their masters. The slaves say but little about their plans, but are known to have frequent secreet meetings.

Tennessee column Rolling on.

--The first battalion of the Middle Tennessee Regiment, known as the Walker Legion, under command of Col. Wm. B. Bate, reached this place about evening. Though the time of their coming was not generally known, quite a large concourse of our citizens, including a number of ladies, assembled at the depot and gave them an East Tennessee welcome. Col. Bate and Lieut.Col. L. L. Goodall accompanied them. There were about five hundred, and as fine a body of soldiers as have passed through here.

In answer to a call made upon him, Col. McClelland, Senator from Sullivan, addressed the crowd in a patriotic manner. His address was well received. As soon as it was known that Col. Bate was on the train, vociferous calls were made for him. He appeared on one of the cars, under the flag of the Southern Confederacy, and made one of his eloquent and soul stirring speeches, which found a happy response in every bosom present. He is one of the finest orators in the State, and an accomplished scholar and gentleman. --Tennessee may well be proud of this chivalric son, and her honor can be safely entrusted to him on the tented field. Brief addresses were made in answer to calls, by J. W. Humes, Esq., and Col. John H. Crozier. The remaining battalion on this regiment will pass through here on Thursday next.--Knoxville Register.

Bright eyes vs. Epaulettes.

--The Local Editor of the Wetumpka (Ala.) Spectator apologises for any errors in his paper, and says that the room on his left is filled with ladies, and the one on his right with soldiers. In a call "to arms," is there any doubt which squad he would fall into?

--It is said that William B. Astor, when called on to make good his liberal promises of millions to Lincoln's Government to carry on the war, incontinently backed down.

Diabolical.

--It is now ascertained beyond question, that the firing of the houses of Bishops Polk and Elliott at Sewance, Tenn., was the act of abolition incendiaries.

It is stated that President Davis, in his recent visit to Pensacola, was surprised and delighted at the admirable condition of the army, and complimented Gen. Bragg and his staff in the highest terms for the energy, tact and vigor which they have displayed in organizing and disciplining the large force concentrated at that point.

A vessel from Europe, freighted with rifled cannon and other munitions of war for the Confederate States arrived at Savannah on the 20th inst.

The first privateer fitted out in the South--the Calhoun, at New Orleans — is commanded by a Yankee, from Portland, Maine.

Rev. J. H. Stockton is hard at work organizing a third volunteer company in Columbia county, Ga.

The Charleston Mercury says the rise crop is everywhere fine, so far as heard from.

Norfolk,May 26.--Hampton was occupied by Federal troops last night. They landed in boats, the bridge having been burnt. Firing was heard from till 10 this morning. It is reported that the Federal troops were repulsed with heavy loss, and retired to Old Point.

Norfolk,May 26.--P. M.--A heavy battle took place early this morning, just outside of Hampton. Seven hundred of Lincoln's troops reported killed, and fifty of ours killed and wounded.

The enemy retreated to Fortress Monroe.

The Hamptonians drew Lincoln's men on by an engagement, until they got them under the fire of our troops, who came from and through Richmond.

The latter were concealed in ambush.

--Arrivals from Alexandria report that 12,000 Black Republican troops are stationed there, and the Virginia stores, with one or two exceptions, closed.

Col. Wilcox, of Michigan, was in command of the Abolition forces.

A proclamation had been issued ordering all the liquor stores and bar-rooms to be closed and citizens to be in doors by Evidences of bad discipline had been manifested. Several houses had been broken into and robbed. A general order, issued last night by Gen. Scott, stopping all entrance into or exit from the city, caused great inconvenience.

The news of Ellsworth's death had created great excitement throughout the entire North.

A collision occurred Saturday, on the Orange and Alexandria Railroad. Three men were killed and six dangerously wounded — among the killed is one Virginian and one South Carolinian.

A large Union vote was polled in Wheeling and the North Western counties.

The Washington Star of yesterday reports an engagement at Harper's Ferry. The Federal troops were repulsed with great loss.

--Several of those injured by the collision yesterday, it is reported, have since died.

The Richmond train, with troops, seems to have been in fault in leaving the station before the Manassa train arrived.

The names of Virginians killed are Gentry and McMullin, of Greene county.

One of the South Carolinians has had his legs amputated below the knee.

The Federal troops have advanced from Alexandria 500 or 600 strong; perhaps for reconnoitreing only.

No blockade at Savannah. Savannah, May 23.

--The Spanish Consul has just returned from a trip outside

.--No blockading vessel was in sight. He spoke a pilot-boat sixteen miles outside, and the private British yacht Camilla. These confirmed the statement that there was no existing blockade. The Spanish Consul will, therefore, return immediately to Charleston.

--The steamer Alabama sailed this morning for Fortress Monroe, with Col. Duryea's Regiment, and the Star of the South will sail on Sunday, with hay, straw and small stores for Fort Pickens.

General Order.

Having been assigned by his Excellency the Governor of the State, and Advisory Council to the command, for the present, of such volunteers from Maryland as may offer their services, the undersigned advises immediate organization into companies of not less than fifty men, who will elect their own officers.

The certificates of election will be returned to the commanding officer, who will forthwith procure the proper commissions.

Each company will consist of one Captain, one First and one Second Lieutenant, four Sergeants, four Corporals, and at least forty-two privates.

It is earnestly recommended to the Maryland men that they lose no time in perfecting their organization. Inheriting as we do the name of the old "Maryland Line," let us imitate their virtues, and let the Maryland Line of to-day as did the grand "Old Maryland Continentals" of 1776, set an example of loyalty, discipline and courage to be emulated but not surpassed by our brothers of the South.

Richmond Dispatch. Monday morning...may 27, 1861.

The following verses were recited at a late meeting at Ringgold, in Pittsylvania county, for the enrolment of volunteers, on behalf of the ladies then present:

Haste, brothers, haste, for your comrades no longer.

Can stay for your coming, their flags are unfurled;

Each moment the chains of the tyrant grow stronger;

On Southron's are resting the hopes of the world! For who, then, shall serve at pure Liberty's altar,

Or offer libations, if Southrons be slaves? To arms, then, to arms!--leave cowards to falter!

Tis Liberty calls you; hark,--"Forward, ye braves!" Hark to the wild shouts of freemen that rally!

They come like the roar of the storm on the sea; They roll o'er the mountain, they rise from the valley,

And the heavens re-echo the cries of the free! They come; ne'er in vain did fair Liberty call them.

Her foes to beat back and the despot lay low; "Sic Sempei Tyrannis!"--can millions enthrall them

The padded room at Deepwater.a Tale of an English inn.by Mary W. Stanley Gibson.

It was nearly dark when I reached Deepwater, and I was glad enough to see the "fly" of the "Ten Jolly Drovers" waiting at one end of the station as I stepped out upon the other. The "Ten Jolly Drovers" was a gem of a country inn. And the plump, comely woman, in a widow's cap and gown, who stood curtesying in the porch, with a great silver tankard of "home brewed" in her hands, "take the dust out of the gentleman's throat"--what of her? Why, she was a gem of a country landlady, to be sure.

I mentioned, when my pen first touched this paper, that it was nearly dark when I reached Deepwater Station. A drive of four miles with Jim, the coachman, had made it still more near, and by the time I entered the red-tiled porch every owl had gone to roost, and lamps were twinkling in the kitchen and the hall. Candles had been taken into a room at the right, just beyond the bar, for me, and the sight of a tempting table for a meal, half supper and half tea, made me so hungry that I at once "fell to," feasted like a king, and then went to bed and slept without the least incursion of nightmare.

The week which I had allotted for my holiday passed rapidly away. I congratulated myself on having found this happy valley — this home where no shadow of care brooded — these friends whose lives had more of sunshine and less of shadow than any I had ever had before.

But "call no man happy till he dies," says a wise Eastern proverb; and I rejoin, call no place a paradise till you see its angels. For places, like people, have their good and bad attendant spirits. I found it so before my sojourn at the Ten Jolly Drovers was over.

On the last night of my stay I sat late in my little parlor below stairs. When I took my candle to go up stairs, the house was shut up. Mrs. Bell had retired to her bed-room on the third story, and I could hear my friend Jim snoring on his settee in the kitchen, where he always slept, with the house dog at his feet, ready to defend the place if burglars should take a sudden fancy to visit it during the small hours of the night.

The dog growled, but hearing my voice, gave a kind of satisfactory snort, and betook himself to slumber again. I stole cautiously up the creaking stairs. A gust of air coming from the landing place, nearly blew my light out, and, shading it with my hand, I saw that a small, arched door opposite the stairs, which I had never noticed before, stood ajar. It seemed to lead into a narrow passage — and wondering much how it could have escaped my notice, I stepped in. Another door, strongly barred with iron, was just before me. I hesitated a moment — but something stronger than mere curiosity — a kind of breathless interest, that startled me, led me on. I opened it. Not easily, however,--till it was suddenly wrenched from my hand by some one inside — so suddenly that I almost fell into a large, square room, hung with dark curtains, and only lighted by an iron lamp, in a wire case, that hung high up on the wall. The door closed gently behind me, but I could see no person in the room. Yet something certainly wrenched it from my grasp.

I suppose I felt afraid. I remember I was very much inclined to whistle or sing — just as I used to be when in my boyhood I had to pass a lonely church-yard at night. I walked into the middle of the room, and put my lamp down on the floor, because there was no chair or table on which I could leave it. Then I took a long look at my surroundings, feeling more and more like whistling every moment.

Not a picture hung on the wall — not an article of furniture made the place more home- like. A low divan ran around the room; at one end it widened, and was furnished with blankets, counterpanes and pillows, now tossed into a confused heap. The windows were heavily shuttered and barred — the gate was also barred in, and wired — the shovel, poker and tongs had been removed, also the fender — the floor felt strangely beneath my feet, and I bent down to examine it. It was "padded" and covered over with elastic matting. I touched the walls, they were not hung with black drapery, as I had first imagined, but padded also, and covered with a cloth looking and feeling like leather. What a strange mystery is this, in this quiet, out of the way place? Who dwelt in this room where safety was evidently the first thing studied, where even the solitary lamp twinkled, like a star, far out of reach? I sat down on the divan and wondered at my discovery.

At last, as my eyes grew accustomed to the darkness of the place, I saw something stir near the bed — a moment later, I heard a low sigh.

"Who sighs so?" I asked with a beating heart.

A tall, dark figure rose from the ground. It sounds romantic at this distance of time, but it seemed anything but romatic then.

I was almost frightened to death, and had no power to speak or stir, as it advanced slowly toward me. Clad in a long, dark robe, like the habit of a monk, a man stood before me, pale, wasted and with long, white hair, and a beard like snow. He gazed at me a moment in silence, and then sighed again heavily. I gathered up my courage and said to myself that I must be dreaming, and that my first word would scare the illusion.

"Who are you, and how came you here?" I asked.

"I am a lost soul," he said in a melancholy voice. "Lost forever, and forever, and forever."

Again he sighed. Heaven knows that I am as matter-of fact as any lawyer can very well be, and have little faith to spare for visions and hallucinations; but there was something so awful in his look and tone, that my blood ran cold; and for the moment I believed that what I had heard was true.

"But why do you seek me?" I managed to say.

"You were to come. You came," said the sad voice; "but will you help me?"

"How can I?"

He drew nearer, and bent down, clasping and unclasping his hands in a strange nervous way.

"There was blood upon the stairs to-night, I suppose, when you came up?"

"Upon the stairs? Why — no!"

"No. Are you sure?"

"Quite."

"No blood!" He kept repeating. "It is very strange. It is all because I did not go myself. If I had been out I should have cut her throat from ear to ear, you know; and that would have made a beautiful path to walk in"

I nodded, though my heart died within me.

"You know her blood is like the carmine," he went on. "I cut her once — before she put me here — and you might have painted a house with it. You would be charmed to see the color — would you not!"

"No doubt, sir."

"Well, then, I promise you some. I can find my way to her, only you must lead me through the passage. I can't go through there alone — I always see him if I do."

"Who?"

"Charles — my brother Charles, you know. It is very odd," he added in an injured tone; "the minister said he was in heaven; and, if that is the case, I don't see why he should always stay in that passage, and keep me from going out."

"Shall I go and see if he is there now?" I said, fancying a chance of escape.

"No," he answered, in a terrible voice, while his eyes began to gleam. "On second thought, I shall not go to her — she shall come to us — I know how I can bring her."

He snatched up the lamp I had left on the floor, and held it so that the flame touched the padding on the wall. In another moment it would have been on fire, but the real danger drove the imaginary out of my head, and I sprang upon him. He dropped the lamp and caught me in his powerful arms; I managed to trample out the flame, and then gave all my strength to the task of keeping his talon-like fingers from my throat. Up and down the padded room we struggled, fighting for life and death, yet making no noise and uttering no cry. The stillness terrified me. What would I not have given to have heard the sharp bark of Towser below.

It seemed an hour — I suppose it was not really more than five minutes. But the maniac's strength seemed to increase as mine gave way; he held one of my hands behind me, and, though I kept him off for a time with the other, he fastened upon my throat at last. We had struggled down to the barred door; it was not quite shut, and in utter desperation I cried aloud for help. The maniac ground his teeth, and uttered a strange cry; the blood rushed to my head as his hands tightened about my neck; my eyes seemed ting from their sockets. I was just gasp last prayer for mercy, when I heard a noise upon the stairs, the door burst open; the great dog flew in with a low growl, and after him came Jim, who flung himself upon the madman, and loosened his grasp in an instant. I saw no more, for I went into a long swoon then that was almost like death.

When, with much pain and anguish, sense and reason came back to me, I opened my eyes, and saw Jim bending over me, bathing my lips and temples with brandy and water. I was lying on the kitchen settee; the grey dawn was stealing through the window, and Towser was sitting bolt upright in the middle of the floor, watching for my recovery with an anxious eye. He whined and wagged his bushy tail when I spoke. Jim held the brandy to my lips; he was pale, and a contused mark over his eye showed that he had not rescued me without danger on his part.

"In the name of Heaven, who was it, Jim?" I asked.

"Take some more brandy, sir. How in the world did you come to be in there with him?"

I told him how the outer door was ajar, and how the other one had been opened for me. He gave a long, low whistle, and shook his head.

"It's missus' fault — and I often tells her we shall all be killed in our beds some night, if she will go on visiting him. It always drives him wild. And to-night she must have gone off crying, as she often does, poor thing — and so forgotten to see that the doors were quite safe. It's a living mercy I heard you, sir."

"But who is he, Jim? And why is he here, instead of being in a proper mad-house?"

"That's her fault, too, as I tells her often enough. You see, sir, he was taken this way not long after they were married."

"Good Heavens, is he her husband?"

"Yes, sir, I may say it to you — though every one thinks he's dead, except the parson. He knows. And the doctor, he knows too. It's a long story, and not over and above pleasant. He went mad two year's after she married him, and killed his brother Charles--leastwise he stabbed him in that little passage, and he never got over it. But it was all hushed up — and the people thought he went to a mad house. Afterward they thought he died. But missus had that room fitted up, and has always kept him there. I mean to see to the bolts myself after this. He's fast enough now — and I've got the key of the passage in my pocket. I'm main glad missus didn't hear you, though."

"And so am I. But, Jim, I wouldn't stay under the same roof with him another night for millions."

He smiled.

"Oh! it's nothing when one gets used to it. Look at missus. Who would fancy she had a raving maniac in charge?"

Who, indeed? I drank some more brandy, and going up to my own room, packed my port-manteau, and prepared for my journey. At seven I came into the breakfast room, and lo! there was Mrs. Bell, fresh and smiling as the morning, hovering about me with a thousand attentions, little dreaming that I had by chance discovered the tragedy of her life, and nearly paid my own in forfeit thereby. I shook hands with her as Jim brought around the fly, and looked at her wonderingly, waving her 'kerchief, and smiling as gaily as a girl of sixteen years, when we drove away. Jim looked at her too — then at me — and whistled "Jock o' Hazledean."

"Strange things happen every day, if we only knew them," he said, as he acknowledged the gratuity I presented him at the station.--"But for all that, I hope we shall see you and Master Hartington, too, next summer. I'll take good care you'll not be troubled yonder again."

But I never went; one visit to Deepwater was quite enough for me.
