In Convention at Savannah,May 13th, 1861,Dr. Richard Fulter, of Md., from the Committee on the State of the Country, made the following.

report:

We hold this truth to be self-evident, that Government are established for the security, prosperity and happiness of the people. When, therefore, any Government is perverted from its proper design, becomes oppressive, and abuses its power, the people have a right to change it.

As to the States once combined upon this continent, it is now manifest that they can no longer live together as one Confederacy.

The Union constituted by our fore fathers was one of co-equal sovereign States. The fanatical spirit of the North has long been seeking to deprive us of rights and franchises guaranteed by the Constitution; and, after years of persistent aggression, they have at last accomplished their purpose.

In vindication of their sacred rights and honor, in self-defence, and for the protection of all which is dear to man, the Southern States have practically asserted the right of seceding from a Union so degenerated from that established by the Constitution, and they have formed for themselves a Government based upon the principles of the original compact — adopting a charter which secures to each State its sovereign rights and privileges.

This new Government, in thus dissolving former political connections, seeks to cultivate relations of amity and good will with its late confederates, and with all the world; and they have thrice sent special commissioners to Washington with overtures for peace, and for a fair, amicable adjustment of all difficulties. The Government at Washington has insultingly repelled these reasonable proposals, and now insists upon devastating our land with fire and sword, upon letting loose hordes of armed soldiers to pillage and desolate the entire South, for the purpose of forcing the seceded States back into unnatural Union, or of subjugating them and holding them as conquered provinces.

While the two sections of the land are thus swayed against each other, it might naturally have been hoped that at least the Churches of the North would interpose and protest against this appeal to the sword, this invoking of civil war, this deluging the country in fratricidal blood; but with astonishment and grief we find churches and pastors of the North breathing out slaughter and clamoring for sanguinary hostilities with a fierceness which we would have supposed impossible among the disciples of the Prince of Peace. In view of such premises, this Convention cannot keep silence. Recognizing the necessity that the whole moral influence of the people, in whatever capacity or organization, should be enlisted in aid of the rulers, who, by their suffrages have been called to defend the endangered interests of person and property, of honor and liberty, it is bound to utter its voice distinctly, decidedly, emphatically; and your Committee recommend, therefore, the subjoined resolutions:

1st. Resolved.that impartial history cannot charge upon the South the dissolution of the Union. She was foremost in advocating and cementing that Union. To that Union she clung through long years of calumny, injury and insult. She has never ceased to raise her warning appeals against the fanaticism which has obstinately and incessantly warred against that Union. 2d. Resolved,that We most cordially approve of the formation of the Government of the Confederate States of America, and admire and applaud the noble cause of that Government up to this present time. 3d. Resolved, that We will assiduously invoke the Divine direction and favor, in behalf of those who bear rule among us, that they may still exercise the same wise, prompt, elevated statesmanship which has hitherto characterized their measures: that their enterprises may be attended with success, and that they may attain a great reward, not only in seeing these Confederate States prosper under their administration, but in contributing to the progress of the transcendent Kingdon of our Lord Jesus Christ. 4th. Resolved, that We must cordially tender to the President of the Confederate States, to his Cabinet, and to the members of the Congress now convened at Montgomery, the assurances of our sympathy and entire confidence. With them are our hearts and our hearty co-operation. 5th. Resolved. that the lawless reign of terror at the North, the violence committed upon unoffending citizens; above all, the threats to wage upon the South a warfare of savage barbarity, to devastate our homes and hearths with hosts of ruffians and felons, burning with instand rapine, ought to excite the horror of all civilized people. God forbid that We should so far forget the spirit of Jesus as to suffer malice and vindictiveness to insinuate themselves into our hearts; but every principle of religion, of patriotism, and of humanity, calls upon us to pledge our fortunes and lives in the good work of repelling an invasion designed to destroy whatever is dear in our heroic traditions, whatever is sweet in our Domestic hopes and enjoyments, whatever is essential to our institutions and our very manhood, whatever is worth living or dying for. 6th. Resolved. that We do now engage in prayer for our friends, brothers, Fathers, sons, and citizen soldiers, who have left their homes to go forth for the defence of their families and friends and all which is dearest to the human heart, and We recommend to the Churches represented in this body, that they constantly invoke a holy and merciful God to guard them from the temptations to which they are exposed, to cover their head in the day of battle, and to give victory to their arms. 7th. Resolved. that We will pray for our enemies in the spirit of that Divine Master, who, "when he was reviled, reviled not again," trusting that their pitiless purposes may be frustrated, that God will grant to them a more politic, a more considerate and a more. Christian mind; that the fratricidal strife which they have decided upon, notwithstanding all our commissions and pleas for peace, may be arrested by that Supreme power who maketh the wrath of man to praise him; and that thus, through a Divine blessing, the prosperity of these sovereign and once allied States may be restored under the two Governments to which they now and hence forth respectively belong. 8th. Resolved, We do recommend to the Churches of the Baptist denomination in the Southern States, to observe the first and second days of June, as days of humiliation, fasting and prayer to Almighty God, that he may avert any calamities due to our sins as a people, and may look with mercy and favor upon us. 9th.Resolved. that whatever calamities may come upon us, our firm trust and hope are in God, through the atonement of his Son, and We earnestly beseech the Churches represented in this body, (a constituency of six or seven hundred thousand Christians,) that they be fervent and importunate in prayer, not only for the country, but for the enterprises of the Gospel which have been committed to our care. In the war of the Revolution, and in the war of 1812, the Baptist bated no jot of heart or hope for the Redeemer's cause. Their zeal and liberality abounded in their deepest afflictions. We beseech the Churches to cherish the spirit and imitate the example of this noble army of saints and heroes; to the follower of them, who, through faith and patience, inherit the promises, to be steadfast, unmovable, always abounding in the work of the Lord, for as much as they know that their labor is not in vain in the Lord. 10. Resolved. that these resolutions be communicated to the Congress of the "Confederate States" at Montgomery, with the signatures of the President and Secretaries of the Convention.

in the course of the brief debate upon the report, as We learn from the Savannah Republican --

Mr. Dudley, of Kentucky, desired to express the embarrassment he felt in casting a vote on this report. Were it simply a question with himself individually, there would be no difficulty; but he represented the General Association of Kentucky, and could not say whether they would approve a vote for the report or not. There were three parties on this question in Kentucky--one for positive and perpetual Union, one for immediate secession, and a third for holding on to the present status of affairs; this latter, he believed embraced the large body of the people of Kentucky, and there he stood himself. Kentucky was virtually out of the Union, as she had refused to furnish money or men for the wicked crusade against the South.

President Fuller said, there was no difficulty on his mind. He voted here for himself, upon his solemn convictions of duty, his conscience and before God. It mattered not who differed from him. Maryland was one way to-day and another to-morrow, and he would say that twenty States could not instruct him and enforce obedience.

Mr. Howell fully agreed with the President, and would so advise the Brother from Kentucky. There might be some division of opinion in Tennessee, but there was no difficulty with his Church. The old men and the young men had gone to the war — he had four sons, all of whom were under arms; he had offered himself to the Governor in any capacity that he may be useful to the country, and his daughters, with their young lady friends, were spending the afternoons in practice with taverns instead their homes in absence of there protesen

Mr. Dudley said he had no difficulty in giving his individual approval to the report.

the vote was then taken on the report by rising, and every member rose to his feet, and the President announced that the adoption was unanimous.

other Business.

the President appointed the following Committee to correspond and negotiate with the Bible Board at Nashville, and Southern Publication Society at Charleston, with reference to a Union of the two, to wit: Messrs.Boyce of S. C., Landrum of Ga., Manly of Ala., Martin of S. C., and Poindexter of Va.

on motion of Mr. Poindexter,

Resolved. that Article XII. of the Constitution be amended by adding the following clause, to wit: the President, or in the event of his death, either of the Vice-Presidents of the Convention, may, at the request of two of its Boards, postpone or alter the place of the meeting of the Convention, when it may be deemed by him inexpedient to convene at the time or place appointed.

President Fuller moved and obtained leave of absence for the remainder of the session. Domestic obligations, and the unhappy condition of affairs in his State and city, made his immediate return imperative.

the President, in taking leave of the Convention, addressed them as follows:

Beloved brethren and Fathers:I tender to you, especially to the Secretaries, the Representatives of the Boards, and the numerous Committees, my hearty thanks for the patient considerateness which you have extended to me; for the prompt, kind and efficient service you have rendered in promoting the harmony of this body, and in facilitating the transaction of such an amount of laborious work. I pray God that our proceedings may contribute something to the peace and prosperity of this distracted land, and may carry forward the sublime enterprise of Redeeming Love with freshened vigor. And I also invoke the selected mercies from our Heavenly Father to go with you, to guide you on your journeys home, and to abide with you, your Churches and families.

it is Pascal who remarks that our separations and bereavements are partial deaths, to prepare us for the last great separation. I remember, as if it were yesterday, that in bidding adieu to each other at Richmond, two years ago, a dear Brother from Georgia, (who is present and still happily spared to us.) alluding to a prayer just offered, said to me, with tears, "that thought touches me to the heart, We may, indeed, never meet again upon earth." near by him stood another of Georgia' s worthy sons. It was Dawson. The observation was prophetic as to him. Where is he now? where the form so honored and loved — the voice so eloquent for Jesus?--brethren, what has been, will be again. This thought pierces my very soul, that We shall not all meet again.

but I cannot trust my feeling with such reflections. Brethren, again I thank you for all your kindness. I bid you an affectionate farewell. Upon each of you may God shed down the richest blessings of grace, peace and Love. "the God of all grace, who hath called us unto his eternal glory by Christ Jesus, after that ye have suffered a while, make you perfect; establish, strengthen, settle you . the God of peace, that brought again from the dead the Lord Jesus: that great Shepherd of the sheep, through the blood of the everlasting covenant, make you perfect in every good work, to do his will, working in you that which is well pleasing in his sight, through Jesus Christ, to whom be the glory forever and ever. Amen."

the President then took leave of each member of the Convention, cordially grasping all by the hand and, with a " God bless you ! " left the Church.

the Committee on Domestic Missions reported through Mr. Huntington. Adopted.

on motion of Mr. Teasdale,

Resolved. that the Domestic Mission Board be, and they are hereby directed to procure forth with a mortgage on the property of the Coliseum-place Baptist Church, New Orleans, to the full amount of the funds contributed to that Church under the auspices of the Southern Baptist Convention.

the Committee on Finance reported the following sums received and paid over at the present session of the Convention:

The Committee on Report of the Bible Board reported through their chairman, Mr. Mallory. After reviewing the operations and difficulties of the Board, as set forth in their report, the Committee give the opinion that the Board was growing in public estimation, and had done much good, considering the embarrassing condition of the country. They therefore commend the Board to increased efforts and prayers of Southern Baptists. The report was adopted.

The Committee on Support of Returned Foreign Missionaries reported through Mr. Shuck. Report adopted.

On motion of Winkler--

Resolved, unanimously, that this Convention would do injustice to its sentiments and convictions, if it should not thus publicly acknowledge its sense of regard to the Rev. Dr. Fuller, President of this body and chairman of its Committee on the State of the Country, and also the others of its members who are citizens of the Border States, for their Christian interest in the fortunes, and their manly and brave assertion of the rights, of our Confederacy; and that we invoke the special protection of Heaven upon them in the cities to which they belong, and in the days of trial which they may hereafter encounter.

On motion of W. C. Crane, the Convention adjourned, to meet at Columbus, Miss., on Friday before the 2d Sabbath in May, 1863.

Further from St. Louis.

A telegraphic dispatch from St. Louis, May 14,says:

The First Regiments of Volunteers of this State have been formed into the First Brigade of Missouri Volunteers. Capt. Lyon has been elected Brig. Gen'l Commanding, and has accepted the command by authority of the President. Emmet McDonald, Captain of the Mounted Rifles, has refused to swear allegiance to the United States, or accept his release on parole, and he is still confined at the Arsenal as a prisoner of war. An application has been made to Judge Treat, of the Circuit Court, for a writ of habeas corpus, and his decision is anxiously looked for.

The following arms, in addition to those already enumerated, were seized at Camp Jackson: Three 32 pounders, a large quantity of balls and bombs, several pieces of artillery, twelve hundred rifles of the late model, six brass field-pieces, six brass six inch mortars, one ten-inch iron mortar, three six-inch iron cannon, several chests of new muskets, five boxes of canister shot, ninety-six ten-inch, and three hundred six-inch shells, twenty-five kegs of powder, and a large number of musket stocks and barrels, between thirty and forty horses, and a considerable quantity of camp tools.

The number of prisoners taken to the Arsenal was 639 privates and 50 officers.

The principal arms taken from Camp Jackson were four large-sized howitzers, two ten-inch mortars, a large number of ten-inch shells, ready charged, some 5,000 United States muskets, supposed to be a portion of those taken from the Baton Rouge Arsenal.

The city is now quiet, and the highest hopes are entertained that no further disturbance will occur.

Twenty-two persons are known to have been killed at Camp Jackson.

Three of these soldiers belonged to the Southwest expedition, and were going as prisoners captured at Camp Jackson.

Gen. Harney publishes an address to the people of the State, in which he says the military bill recently passed by the Legislature is an indirect Secession Ordinance, unconstitutional, and ought not to be upheld by good citizens. He says that whatever may be the termination of the present condition of things in respect to the Cotton States, Missouri must share the destiny of the Union, and all the power of the Government will be exerted to maintain her position.

The General says,"whilst disclaiming all desire or intention to interfere with the prerogative of the State of Missouri, or with the functions of its Executive, yet I regard it my plain path of duty to express to the people of Missouri, in respectful but decided language, that within the field and scope of my command the supreme law of the land must and shall be maintained, and no subterfuges whatever, in forms of legislative acts or otherwise, can be permitted to harass or oppress the good and law-abiding people of Missouri."

Old Abe makes an Excursion.

--The New York Herald's Washington letter says:

The President, accompanied by Secretary Seward and Thurlow Weed, made a tour of observation down the Potomac to-day. Early this morning the Pawnee was moored off the city of Alexandria, so that her guns and mortars will command the town. She has several of James' riled cannon on board, which will throw grape, shell, hot shot or solid into any part of the town, or far beyond; into the camp of any army that may be so imprudent as to pitch their tents in the suburbs of the city.--A messenger who came in from Alexandria this evening says there are not one hundred and fifty troops in the place, and they are not all armed. It is true that the Secession flag still floats over the town. Senator Wade, upon observing it with a glass from the President's room yesterday, expressed his regret to Mr. Lincoln that it should be tolerated, to which Mr. L. replied that. " he did not think it would wavethere long."

Affairs at Harper' s Ferry.

The correspondent of the Alexandria Gazette writes (May 13) as follows:

Last night more troops arrived, with munitions of war. They are from the Southwestern portion of Virginia. They are a fine looking set of men, stout and well made.

An idea seems to be getting possession of the Virginians that the bayonet will be their most effective weapon in a contest. Several companies have, consequently, commenced drilling in the bayonet exercise.

The force stationed at the Point of Rocks has been strengthened, and a battery erected there similar in character to the famous Comming's battery at Charleston.

More troops have also been sent to Shepherdstown, and a battery erected there. The heights in the neighborhood are now all occupied, the bridges well defended, and scouting parties are traversing the country in every direction from which a hostile force may possibly come.

One thousand Minnie muskets arrived last evening from North Carolina. Mary landers are constantly coming in, unarmed. Yesterday about forty of the members of the Maryland Legislature visited this place. The special object of this visit is not precisely known. Many supposed that they came here to protest against the seizure of the Maryland heights by the Virginia troops, but the political complexion of the delegation forbids such an inference. It may be worthy of notice that Ross Winans accompanied the delegation.--He believes that there will be no war of any consequence.

A gentleman just from Chambersburg, Pa., says that the military force stationed there is somewhat in a state of disorganization; that the citizens are leaving the place from fear of the soldiers; and that picket guards are posted in every direction, to prevent a nocturnal surprise, of which they are painfully apprehensive.

Last night 55 more beeves were seized.--There is now waiting the command of the Quartermaster here, 150,000 bushels of grain, all in Jefferson county, and as much more can be obtained from the same county, if necessary. Thus, you see that Jefferson county can carry on a small war herself — for 300,000 bushels of grain will support for some time an army of 10,000 men.

The correspondent of the Baltimore American furnishes the following description of the Virginia camp at Harper' s Ferry:

No visitor to Harper's Ferry can well fail to have his attention challenged by the appearance of the Kentucky Regiment, not less by the greater frequency with which its uniform is seen over any other than by the striking appearance of the stalwart and keen-eyed men composing it.

Better material for good soldiers, it would seem at a glance, could not be desired. The men were generally above the ordinary height, stoutly framed, and wore upon their countenances an expression of ready intelligence and of resolution which conveyed a promise of deeds of heroism whenever the hour of action shall come. The majority of them, as I learned from one of its intelligent members, are from the counties of Western Kentucky, a considerable portion of the remainder hailing from Louisville. Their expertness with the rifle is a subject of remark in the camp, and was publicly illustrated one day last week, when at a target firing parade of the regiment five out of every six shots fired hit the mark within a circumference of thirty-six inches.--They number about six hundred, are uniformed in blue woolen hunting shirts and trousers, with slouched hats, and are commanded by Col. Bianton V. Duncan, a wealthy gentleman of Kentucky, who served in the regiment of that State with distinction during the Mexican war. Col. Duncan raised, equipped and transported his regiment to Virginia entirely at his own expense. The Kentuckians are armed with Minnie rifles. They are specially detailed to guard the strongly fortified Maryland Heights, the key to the whole position. They know it to be a post of danger, and express an eager desire for the fight, which they believe is soon to occur.

The number of soldiers in Harper's Ferry is but small compared with the expectations of those visiting the place. The effect is due to the care with which the forces there have been distributed through the town, the camp upon the hills at Bolivar, and upon the surrounding heights. From a well informed source I learn that the number of soldiers in and about the town is estimated in camp at 7, 000, a considerable portion of whom were not armed until last week. This number is daily increasing by additions from Virginia, and from distant parts of the Confederacy. A company of Tennesseans arrived last week, a company from Arkansas are on the road, and a Louisiana regiment was daily expected to arrive.

The Baltimoreans and Marylanders, of whom there are a large number — exceeding two hundred and fifty, I was told, in camp — are to be formed into one distinct Maryland Regiment. The two companies of Captains Wellmore and Mullin, which passed through Frederick from Baltimore last week, have been supplied with arms and stationed at Point of Rocks.

Another squad of sixteen Baltimoreans passed through Frederick Saturday on their way to Harper' s Ferry, and we encountered on the road yesterday, within five or six miles of the same place, a squad of six stout recruits for the Virginia service from Baltimore county. They were furnished with some money by our party, and reached their destination about noon. The conduct of the Baltimoreans during their march through this section has been much commended. They appear to have abstained from every act which should excite prejudice against them.

Montgomery county is represented in the camp by a large number of her young men, and Charles and Prince George' s counties ditto. The variety of uniforms to be met with at Harper' s Ferry is almost endless, embracing more styles than the "Regulation" book has recorded for a half century, and presenting nearly every shade of colors. It is evident, however, that the pompons ideas of old tie-wig Europe, that a soldier should be literally "dressed to death," have been effectually exploded, and that a more utilitarian and comprehensive view of the requirement of the soldier now prevails. This is observable in the increasing popularity of the simple flannel shirt worn a la Garibaldi, and for the loose hunting shirt. A very large portion of the Virginia troops at Harper' s Ferry are uniformed with the former, while not a few sturdy farmers may be seen with no other dress than their home-manufactured homespun or Kentucky jean. Of them it may be truly said:

#x34;They mustered in their simple dress For wrongs to seek a stern redress; To right those wrong, come well, come woe, To perish, or o'ercome the foe"

Here, as at the Gosport Navy-Yard, the amount of property destroyed by the Federal Government has been but slight in comparison with the extent of the works, or with those left untouched. Indeed, so slight has been the destruction at Harper' s Ferry, that the visitor is at first unable to detect the evidence of it.

Washington Items.

--The Washington papers furnish but little news of interest. We copy the following :

The Government would fain to see all three months men changed into volunteers for the duration of the war. It is satisfied that the call for three months service is more likely to impede than to benefit the intended operations.

A great pressure is brought to bear on Gen. Scott, to induce him to order an advance of troops into Virginia. Even members of the Cabinet have been exerting themselves to the same effect, but he will not move on Richmond until he is quite ready.

Chevalier Wikoff and Major Williamson, of the United States Engineer Corps, have arrived here with dispatches from Gen.Sickles to the Secretary of War tendering the Excelsior Brigade to the Government.

The commanders of the several regiments are anticipating an early movement, but in what direction they do not know. They have all been notified to hold themselves in readiness for instant orders.

It is now arranged that the usual communication of four trains of care a day between Washington and Baltimore will be opened, commencing Thursday. The road is still under military control, but through tickets to Philadelphia and New York can be had, as formerly.

The Government has accepted the services of two regiments for three months, and one for three years, from Kansas.

The Postmaster General has annulled the contract for carrying the mails between St. Louis and Memphis, owing to the forcible stoppage of the steamers by which they were conveyed. This is the first case under the law of last Congress which authorized mail discontinuances in cases of illegal obstructions.

Foreign Items(per Europa.)

--A riot of striking weavers at Ghent had been suppressed by the military.

Garibaldi has returned to Capscia.

It is denied that Sardinia had made conciliatory proposals to Rome.

The city authorities of Warsaw had rendered their resignation.

A treaty of commerce has been signed between France and Belgium.

The Times, (May 1.) recognizes the supreme importance of the struggles in the United States, and says that the subjects on which the question will be put tomorrow in Parliament will assume gigantic importance is the eyes of this country.

Affairs in Baltimore.

The Federal troops have "occupied" Baltimore permanently, and have good quarters. There is evidently as much feeling against them in that city as there was against the forces under General Gage, which "occupied" Boston at an early period of the Revolutionary War. The citizens may be desirous of shielding their helpless families from the horrors of war, but already the spirit of the people breaks the restraints of prudence. streets, a demonstration was made towards them by a party of twenty or thirty persons, but some citizens interfered and prevented a collision.

A lot of arms belonging to the city of Baltimore was, on Tuesday, taken possession of by a detachment of Gen. Butler' s command and carried to Fort McHenry.

The arrest of Mr. Winans, according to the Sun, was as follows :

The special train of yesterday evening, which brought to this city most of the members of the Legislature, just adjourned, stopped a few moments at the Relay House.--While there an officer entered the cars, and approaching Mr. Winans, a member of the House of Delegates from this city, who was sitting with Mr. Brune on a front seat, courteously inquired if he were Mr. Winans--who having assented, the officer said he wished to speak to him, and told him he had an order for his arrest from General Butler. Mr. Winans, who is an aged man, was then assisted from the car and to the office adjoining. A guard was immediately placed before the door and the members of the Legislature, who rushed forward to inquire the cause of Mr. Winans' arrest, were refused admittance.

Gov. Hicks, who was on the train, was allowed to see the officer, and on his return stated that he could get no satisfactory answer as to the reasons for Winans' arrest, and that all offers of security for his reappearance were declined; also that Mr. Winans would be taken good care of until his examination. Great excitement was exhibited by the members of the Legislature on the train, which was detained but a few minutes.

Gen. Butler, commanding the U. S. forces on Federal Hill, issued a bombastic proclamation on Tuesday, announcing the purposes of the military demonstration towards the city of Baltimore :

He declares those purposes to be to prevent the carrying out of "rebellious or seditious purposes, " the seizure and confiscation of all arms, property, or munitions of war designed for the aid of rebellion; and to act with the corporate government of the city in the purposes set forth by the proclamation. No transportation of articles to "the rebels" fitted to aid and support troops in the field will be permitted; but the Government will receive and pay for all such supplies, and an invitation is extended to those desiring to furnish such articles to put themselves in communication with the Commanding General and the U. S. Assistant Quartermaster, who is instructed to contract for forty thousand rations for the supply of the army. All assemblages of armed bodies of men, except the ordinary police and those regularly commissioned by the State and acting under the orders of the Governor, are forbidden. The proclamation further declares that infraction of the laws by the United States troops, or any disorderly or unsoldierly conduct, will be most rigorously punished, and the co-operation of citizens is solicited in exposing any such conduct, and in securing peace and quiet in the city, and with a certainty of its continuance, the resumption of business and the restoration of confidence. The proclamation was much discussed and criticised.

An investigation by Dr. Bradford, the Baltimore City Commissioner, into the alleged case of poisoning of a soldier at the Relay House, shows that though the case exhibited some of the symptoms similar to those produced by strychnine, they were produced not by that or any other poison, but were the results of exposure and of indulgence in improper food.

Gen. Butler,"

The Baltimore Sun says:

The surveyor of the port, acting under instructions from General Butler, seized the schooner S. B Nelson, Capt. Agnew, of Snow Hill, Md., on suspicion of having on board arms intended for the South. The schooner was boarded at Bowly's Wharf by an officer and file of men, who, under the protection of the guns on the hill, moved the vessel across the basin, where she now lies, subject to an examination. The Captain alleged the schooner was not loaded with munitions of war, but was freighted with goods intended for the Eastern Shore.

The "Convention" at Wheeling.

--S. T. Moss, of Wood county, presided over the deliberations of this body. From the Wheeling Union, of Tuesday, we extract the following notice of the first day's proceedings :

Gen. Jackson, of Wood county, addressed the Convention in an able and eloquent speech. He contended that the Convention was premature; that the time had not arrived for dividing the State. He exhorted the Convention to do nothing hasty or inconsiderate, that would tend toward plunging the Northwest into civil war. He was in favor of delaying action until after the fourth Thursday in May, when the result of the election would show how many counties would consent to unite in dissolving their connection with the State of Virginia, and forming a new State.

He was followed by Mr. Carlile, who favored immediate action. He wanted no paper resolutions, but action, final and decisive.--He asserted that if the Convention contented themselves with paper resolutions, there would be a majority in favor of the Secession Ordinance in the Northwest on the 4th Thursday in May.

W. T. Willey concurred with Gen. Jackson's views fully — he expressed the opinion that, by proper constitutional action, the views of those favoring a division of the State can be carried out, provided, on a fair trial, a large majority of the people shall vote for the measure.

Law of the Navy.

--On page 112, art. 25, section 1st, of laws for the Government of the United States Navy, a friend has found and sent us the following :

"If any person in the Navy shall unlawfully set fire to or burn any kind of public property, not then in the possession of an enemy, pirate or rebel, he shall suffer death; and if any person shall, in any other manner, destroy such property, or shall not use his best exertions to prevent the destruction thereof by others, he shall be punished by a general covre mail"

It appears to us that Pendergrast's case comes within the view of this regulation, and we should insist upon its enforcement if the foreign Government at Washington had not shown by a long catalogue of crime that it is not previous to reason or justice.--Portsmouth Transcript.

Col. Fauntleroy.

--This gallant and distinguished officer, who has but recently resigned his commission as Colonel of the 1st Regiment of U. S. Dragoons, arrived at his home in this place on the 7th inst., from Santa Fe, New Mexico, after 36 days of unceasing travel, by day and by night. Pausing here not long enough for his friends to greet him, he has proceeded to Richmond to report for duty in the service of Virginia.

Col.Fauntleroy, only a few days before he left New Mexico, concluded a Treaty of Peace with the Navajo Indians--a wealthy and powerful tribe of savages whose mountain region of country had always hitherto afforded them a safe and easy retreat from the pursuit of the United States troops. In October last Col. F. invaded their country with eighteen separate columns of troops, entering at different points and penetrating to the very heart of their territory. The campaign was carried on with vigor and success during the whole winter, through deep snows and with the thermometer frequently several degrees below zero. After the loss of several hundred Indians in killed and prisoners, and some ninety thousand head of horses and sheep, they sued for peace, and upwards of thirty chiefs signed the treaty and undertook to induce those still in arms to adhere to it.--Winchester Rep.

Fayette McMullen.

--One of the Washington letters in a Northern paper says :

Fayette McMullen has just got in from Richmond. He says there were 10,000 troops there, 10,000 at Norfolk, 7,000 at Harper's Ferry, and others were preparing to leave Richmond for the latter place. Nothing is talked of or thought of but military forces and military operations. Every other man is a soldier, and business is done gone forever. Mr. McMullen's business here is not made public, but he goes back and forth unmolested. This information is corroborated by Wilson Jones, Government scout, who returned this afternoon. He says, that having traversed the entire route from Richmond to Harper's Ferry, he should estimate the number of troops at and between those two places at 25,000.

Dr. David Meredith Reese, well known to the medical esaraityin this country and throughout such inspired in New York, Thursday .

The American Crisis in the British House of Lords.

In the House of Lords, on the28th of April,the Earl of Malmesbury, adverting to the state of affairs in America, said :

I beg leave to put to my noble friend, the Under-Secretary for Foreign Affairs, a question of which I have given him private notice, in reference to a subject which deeply interests this country, and, I may say, the whole of Europe. Almost all your lordships have, no doubt, read the accounts which arrived this morning from America, and must have learnt with pain, as well as some astonishment, that a civil war had broken out between the Secessionists in that country and the other States of the Union. Fortunately, up to the date of those accounts, hardly any blood had been shed, and too much praise cannot, I think, be bestowed upon the commander of the fleet engaged in the transaction to which I refer, for abstaining from entering on a useless contest. It is impossible, however, that a struggle such as that which seems now impending in America — a struggle so unnatural, and calculated, I may add, to prove so fatal to the parties concerned in it — should not produce a reverberation throughout the rest of the world.

I may further observe that no country on this side of the Atlantic is perhaps more likely to suffer from the civil war which threatens the United States than our own; for, altogether apart from those feelings of regret with which we must witness the breaking out of strife between persons belonging to the same family as ourselves, and kindred to us in language as well as in blood, our political and material interests are deeply involved in this unhappy schism. That being so, I cannot but believe that Her Majesty's Ministers, feeling upon this question with all Her Majesty's subjects, have already done their utmost by officious means to bring about some arrangement by which so dreadful a calamity as that of which I am speaking may be averted. I therefore wish to ask my noble friend what steps the Government have taken with that object; whether they have made any attempt to prevent the quarrel between the different States of the American Union from coming to a bloody issue; what hopes they entertain of succeeding in so lendable an endeavor, and whether they have invited, or are in correspondence with, any other European Government with the view of obtaining their assistance in seeking to put a stop at the outset to a civil war, of which, if once fairly commenced, it will be impossible to foresee the end. [Hear, hear.]

Lord Wodehouse.--I need scarcely assure my noble friend that the Government, in common with him, and I feel confident every one of her Majesty's subjects, have learnt with the deepest regret the intelligence of the dissensions which have taken place in the United States. We have also received with the utmost concern the accounts to which my noble friend has alluded, informing us that these dissensions have brought that country to the brink of civil war, if, indeed, civil war may not be said to have already broken out within her territories; and in answer to the question, what steps have been taken by her Majesty's Ministers to avert this great calamity — for a great calamity it undoubtedly must prove to be not only to the Americans themselves, but to England, which is so closely connected with them by the ties of kindred — I have to state that after the most mature deliberation the Government came to the conclusion that it was not desirable that this country should intrude her advice or counsel on the Government of the United States. [Hear, hear]

However great the interest which we may feel in the welfare of her people, and however anxious we might be to rescue them from the misfortune which appears to be impending over their heads, we yet thought that a great and independent nation might not welcome advice given with respect to her internal affairs, if that advice were proffered without being solicited. The instructions, therefore, given to Lord Lyons were, that he should, on every fitting occasion, express the earnest desire entertained by her Majesty's Government that the differences which prevail between the Northern and Southern States of America should be arranged. He has not, however, been instructed to give, either"officiously" or officially, any counsel or advice to the American Government, unless such counsel or advice should be asked for by the contending parties themselves. That is the answer I have to give to the question of my noble friend. It naturally follows that her Majesty's Ministers have not been in communication with any foreign Government as to any steps being taken of the nature of those to which he has alluded. [Hear, hear]

Business in New York.

--A New York letter of Monday says :

In business affairs, everything is about at a dead halt, and the week in this respect promises to be as dull as the dullest of its predecessors. Several heavy suspensions of houses connected with the Cuba trade are reported, together with several in other branches of trade.

There is but little currency for paper of any description, but this is not counted as a hard ship, seeing that there are but few applications at bank, or at the discount houses for "accommodation," nearly all the ordinary avenues for the active and profitable employment of capital, for the moment, being closed on account of the " war. "

Gov. Andrew on the war.

--Gov. Andrew, in his message to the Massachusetts Legislature, says :

"This is no war of sections — no war of the North on the South. It is waged to avenge no former wrongs, but is a struggle of the people to vindicate their own rights, to retain and invigorate the institutions of their fathers, in the majestic effort of a National Government to vindicate its power and execute its functions for the welfare and happiness of its people."

Cotton.

--The Captain of Her Majesty's ship "Hydra," is reported to have said to Captain Allen, of West Baton Rouge, "Sir, what do we care about the bloody nigger — we have got nothing to do with him; our Government wants cotton, and cotton we must have. Go ahead and fight your battles on land, England will take care of the seas, and, if necessary, would bridge the Atlantic with her ships in order to carry your cotton to Manchester."

Protection of the "Union" men

--Governors Curtin, of Pennsylvania, and Dennison, of Ohio, have pledged the forces of their States for the protection of the Union men of Western Virginia. The Governors of Indiana and Illinois have made a similar pledge to the Unionists of Kentucky and Missouri, and also have obtained a pledge from President Lincoln that no compromise shall be entertained till the National flag again covers the entire national property.

Lincoln's relations in Virginia.

--We learn from the Fredericksburg "News" that eleven second cousins of Mrs. Lincoln are members of the Caroline Light Dragoons. Mrs. Lincoln was a Miss Todd, niece of the late Geo.T. Todd, Esq., of Caroline county. Lincoln's "foreign relations" would be glad to give him a deserved reception in the county of Caroline.

The Relay House.

--The Relay House military post was held on Monday by about 1,000 of New York Infantry, under command of Col.Lyons. This force has since been reinforced by troops from Washington, including the Eighth Massachusetts Regiment, making 2,000 or 3,000 in all there. The Twentieth New York Regiment is at the Annapolis Junction.

Later from St. Louis.

--A gentleman, who left St. Louis on Saturday , says the Union sentiment is on the wane since the massacre, and that some of the strongest Union men are now determined to resist the Lincolnites. He thinks the State will pass an ordinance to go out of the Union.--Memphis Bulletin.

Loudoun county.

--The County Court of Loudoun has voted $50,000 for the purpose of arming the county, and placing the same in a state of defence. Major C. B. Ball, B. P. Noland, Esq., Col. John George and Matthew Harrison, Esq., are in the field for the Legislature. These gentlemen have declared themselves in favor of secession.

A Northern Abolitionist named J. B. Lips, who defied public sentiment and fired into a crowd in St. Francis, Ark, was shot at by the party, and sixty balls entered his body.

Mexican news by the steamer arrived at Havana, confirms the report that Dorado had been beaten by those active partisans of the Church party, Mejia and Marquez.

The "Jeff Davis Guard" was mustered into service at Lynchburg on Wednesday, making the sixth company which that gallant place has furnished.

A company of artillery went this week from Augusta to Harper's Ferry in command of Rev. Wm. N. Pendleton, of the Protestant Episcopal Church.

The elements of Farmville are providing for such of the families of about volunteers as may need assistance.

Mrs. Lincoln is said to be making extensive purchases of dry goods and jewelry in New York.

The report that two privateers have been to wed into New London is not correct.

The steamer Supership was destroyed by fire at Montreal, on the th inst.

Local matters. Case for consideration.

--Six months ago a fellow calling himself Edward Moore was convicted before the Hustings Court and sentenced to six months imprisonment in the city jail, for attempting to pick Col. John Dickinson's pocket on the cars. After the fellow had been in jail several months, a requisition was received from Wm.F. Packer, then acting as the Governor of the State of Pennsylvania, claiming the prisoner, under the name of Edward Livingston, as a fugitive from justice, he having committed a petty larceny in Berks county, in that State. The man's term of imprisonment expires on the 18th. Since he has been in jail the political status of the country has been changed. Virginia is now a foreign country, so far as Pennsylvania is concerned. Whether the man shall be given up or not, in the absence of a treaty on that subject between the custodians of his person, is a matter of discretion with Gov. Letcher. He may or may not be given up. Being under duress he could be disposed of in any way. The Lincolnites have inaugurated the doctrine that "might makes right." Mr. Curtin, now acting as Governor of Pennsylvania, has been written to on the subject.

The North Carolina Murder case.

--Morris Hyneman, arrested in this city on Wednesday for stabbing Myer Weinstein, in Newbern, N. C., on Saturday of last week, and causing his death, was before the Mayor yesterday, who committed him to jail to await a requisition from the Governor of North Carolina. The prisoner is quite a young man. We are in formed that he was in Weinstein' s employ at the time of the unfortunate affray spoken of, in which, however, he was in no way concerned, save to the extent of interfering between Weinstein and another one of his clerks, during an altercation between them, in the progress of which he cut Weinstein with a knife, causing his death. The prisoner will be sent to Newbern as soon as a requisition is received.

Suspicious character.

--Two individuals, calling themselves Augustus J. Kuck and Adolph Zehler, were carried before the Mayor yesterday, as persons of evil name, fame and reputation, and for expressing opinions injurious to the interests of this Commonwealth. The extent of their transgression did not appear, as they were committed without examination till this morning.

Wm. Christian, who was arrested a few days ago as a suspicious character, was committed until the 19th inst., when provision will be made for sending him out of the State.

Clinton Kennedy, arrested on a similar charge, was committed in default of $150 bail.

Treason.

--Yesterday Officers Morris and Chalkley took into custody and carried before the Mayor for examination a man named Francis S. Childress, for using treasonable language towards the State. The Mayor's Court being at the time on the point of adjournment, his Honor refused to investigate the case, and ordered the accused to be deposited in the cage for safe-keeping.

Childress, we are informed, has been foreman of the hands employed at the City Water Works for the last eight or ten years, and has drawn his support by his exertions in that capacity. People will be anxious to know the kind of treason such a man could be guilty of.

Honorably discharged.

-- Wm. H. Brown, whose arrest on the charge of uttering abolition language has been noticed, was yesterday before the Mayor for examination. Sunday creditable witnesses testifying to his undeviating rectitude; to the fact, also, of his belonging to one of the volunteer companies now enlisted to maintain Southern rights, and that during very familiar intercourse with him for three years past they had heard him utter no sentiment hostile to the South, but, on the contrary, had heard him express a determination to uphold liberty and equality, and help repel invasion to the extent of his means and person, the Mayor honorably discharged him from custody. The person alluded to in this instance has been employed at the Ship Locks here for several years, and has the perfect confidence of his employers.

Good books for our soldiers.

--The Independent calls on the "Tract Society to appropriate $5,000 in books to the Northern army," and states that vigorous efforts are making all over the North and Northwest to supply the regiments called into service with either the whole Bible, or the Testament and Psalms.--We are glad to see that the religious community in this State are taking measures for supplying our soldiers with Bibles and other good books. A correspondent of the Religious Herald, of this city, urges that "there never was a more inviting field for colportage effort than that now afforded by the large armies that are now being stationed at various points in this State. In a few hours a colporteur may place a tract in the hands of hundreds of our most promising young men, may urge upon them the claims of the Gospel, and in many ways do them good. Who can calculate the amount of good that may be done by placing in the hands of an ambitious young man the life of Havelock, or of Capt. Vicars, or of Col. Gardner? We invite earnest, prayerful attention to this subject. It is one of unspeakable importance. Let our pious, self-sacrificing men engage in this work, and let patriotism as well as religion, afford the means for their support." In commenting on the above, the editors of the Herald speak of the "work as one of prime importance. It is in an important sense the Christian work of the day, and we need to combine our energies for its most efficient prosecution."

As all classes of the community are interested in this subject, we have thought proper thus to bring it before the public. We presume that all denominations of Christians, and even those who are not Christians, will aid in the distribution of books and tracts among the thousands of brave men now congregated on Virginia's soil.

The war spirit.

--The war spirit is thoroughly aroused throughout Virginia, and from the mountains to the seaboard our gallant, hard-fisted yeomanry are responding with alacrity to the call of the State. The reports that reach us from all quarters are of the most encouraging character, and assure us that although treason may triumph for a time in the Pan-Handle, yet the great heart of the people is true to the rights and honor of the State; let us go on gloriously as we have commenced. Let the companies now forming make haste to reach their respective places of rendezvous, for no one knows how soon they may be needed. With the patriotic spirit that pervade all classes, with the blessings of the pare and holy, with the prayers and tears of the mothers and daughters of Virginia, our gallant soldiery must be invincible. But meantime let us be watchful, and the busy note of preparation resound till victory perches on our banners.

Danville artillery.

--The arrival of this large and well appointed company has been noticed. They will, in a day or two, be added to the "material resources" of the Confederate Army now at the Camp of Instruction--Central Fair Grounds. M. L. Shumaker, Esq., is commandant of the corps, which is surpassed by none in efficient qualities. In noticing their appearance in yesterday's paper, we were made to say that "they looked capable of enduring any remarkable amount of fatigue." The italicised word was written "reasonable."

Movement of troops.

--Three companies left Ashland yesterday morning for West Point, thence to Yorktown. Halifax Light Infantry, Lieut. Paul C. Edmunds commanding; Chatham Greys, Pittsylvania county, Capt. Werits commanding, and Old Dominion Rifles, Capt. Dickinson commanding-- Capt. Grammer, of the Halifax Light Infantry, commanding the Battalion; a gallant and brave officer.

Returned home.

--Governor Ellis, of North Carolina, returned to Raleigh, the seat of government the early part of the present week, having satisfactorily accomplished his business in this vigialty. A large installment of military representatives of the aid Northerners may be supested here at as early day.

Camp at Ashland.

--The several Battalions of Infantry heretofore domiciled at Ashland, in Hanover county, have received marching orders within the last few days. Nearly enough to form a good sized regiment have gone down the river, bound East. Some 1,500 or 2,000 Cavalry will be there in a few days -- indeed, a large force of that arm of the service is there already. Most of the Cavalry heretofore ordered to rendezvous at this station, will be congregated there for instruction.

Badly off.

--Carroll Coleman was yesterday sent to jail by the Mayor, having been arrested as a vagrant, drunk, having no place to stay and no visible means of support, and failing to give bail. The accumulation of ills mentioned was too much for the unfortunate Coleman.

No authority.

--The Mayor can examine and discharge persons arrested as enemies of the State, but he cannot bail them pending an examination, that power being vested in the Circuit and Supreme Judges, who may bail if they see fit.

Going at large.

--Abraham, slave of M. Carnell, has been committed to jail by the Mayor on the charge of going at large.

Death of Speaker Crutchfield.

We have heard, with profound regret, of the death of Hon. O. M. Crutchfield, Speaker of the House of Delegates, a position which he has long held with great efficiency and universal acceptability. He was an enlightened and true hearted Virginia statesman, and a genuine Virginia gentleman--"one of the olden time." All who knew him admired and loved him, and will lament with sincere sorrow the loss which the death of such a man entails upon the State and upon society.

New European views of the South.

The light is breaking upon European Governments and people. They begin to understand the South. They are realizing at last the high relations of the Confederate States to modern civilization. They have been in the habit of looking at America only by the light of the Northern press. They saw only the great North in the foreground, and nothing of the South but the negro in the dark, dim and distant perspective. They saw nothing of this great region, except from the repulsive point of view of the Abolitionists. They had some faint idea of the fact that it furnished cotton, but they confounded it somehow with Northern wealth and enterprise; they purchased the cotton of the North, and settled with that section for it.

The war is making a great disclosure to the European mind. It reveals to that people that the true sources of American power and prosperity are Southward. It unveils the fact that one-half the American States are the natural allies of commercial Europe, and that only the Northern half of them are rivals and competitors. It shows that the shipping which met that of Europe in every port on the globe belongs only to the North; that the American goods which competed with their own in all the open markets of the world, even in the markets of Europe, came altogether from Northern factories. Nay, more; it teaches them that the monopoly which the North possessed of the Southern markets and of the Southern coasting trade, built up, enriched, and strengthened Northern manufactures and the Northern marine to the degree which enabled that section to wage so successfully with Europe a dangerous rivalry and competition in these branches of enterprise.

The merchants and manufacturers of Europe are beginning to see in the South not merely a source for the supply of cotton and other leading staples, but a new market for European goods heretofore closed against all the world except the North. They are awakening to the fact that, in the coasting trade of this great section, a new field for the enterprise of European shipping is now opened, from which it has heretofore been driven off by our jealous navigation laws.

It has been the policy of the North to prejudice the European mind against our section, and by every artifice to depreciate us in European estimation. It has been its study to conceal the resources of the South, and to envelope its concerns in a cloud of obscurity and prejudice. As a fortunate prospector in California conceals the discovery of a rich placer from all around, and toils in secrecy and silence, by day and night, in extracting its precious nuggets of gold; so has the North with jealous eye kept guard upon the South, while enriching itself from her exhaustless treasures. The war interrupts this most profitable game of avarice and plunder. It brings the South prominently forth to the eye of Europe from the clouds of defamation and ignorance which had enveloped her; and it discloses to Europe that, in all matters of commerce, while the North is her natural rival, the South is her natural ally. The spell by which the North held our section in commercial vassalage so long has been broken; the machinery by which she turned all our commerce into her own ports, and emptied all our treasure into her own coffers, has been destroyed; the obstacles and barriers by which she had shut out the rest of the world from our trade have been at last thrown down. The very jealousy with which she will now enforce her blockade will teach Europe she value of the jewels thus guarded; and while disclosing the existence and the value of the jewels, will also prove that the tenure by which they have been claimed is lost forever.

But the material wealth of the South is not all that the war will disclose to the world. It will demonstrate that we are not the barbarians and the brutes that we have been painted to be by the Sumners, the Stowes, and the Garrisons. Europe will learn that there is a moral wealth at the South superior to any that can be found elsewhere on this Continent, and equal to any that exists on that. It will find something more than a community of slave-breeders and slave-drivers — a community alive to the sentiments of honor, to the obligations of religion, and to the tenets of honesty and good faith. As its acquaintance with the South grows, so will its respect for her grow; and its distrust and prejudice will rapidly give way to esteem and confidence.

Bishop Meade's Address.

If there are any candid and reflecting minds left in the North, the perusal of that portion of Bishop Meade's address before the Episcopal Convention of Virginia, (now in session in this city,) which relates to the public troubles of the country, cannot but disabuse them of the absurd notion, now so prevalent among them, that there is any longer a Union party in Virginia, or that there is any chance of re-annexing this virtuous and heroic State to the old Confederacy. The venerable Bishop Meade has been well known as formerly one of the firmest and most devoted friends of the old Union in Virginia. What he is now, let his solemn words testify. It is for discreet judges at the North to decide whether they accept as the most intelligent, dispassionate and disinterested exponent of Virginia sentiment, Bishop Meade, or John S. Carlile.

Threats of the Express.

A friend sends us a long extract from the New York Express, full of the characteristic bullying and hypocrisy of that paper. As to the Probabilities of servile war and universal desolation with which Brooks seeks to intimidate the South, he ought to know, by this time, that they exist only in his own inventive genius, and that the worst that could happen, the universal desolation of the Southern soil, we prefer infinitely to her subjugation.

Northern Life Insurance companies.

We understand that in reply to letters of Southern gentlemen who have insured in Northern societies, and have written to know whether, in the event of falling in defence of their homes against invasion, their insurance would be paid, the answer is, that when a soldier of the United States falls, who is insured, the amount will be paid; but in the case of a Southern soldier, the contract will not be deemed obligatory. Was ever such a cruel and heartless swindle known since the world was made? For years past, these societies have flooded the South with their circulars, sent their agents here, and induced thousands and tens of thousands of citizens in moderate circumstances to deposit with them the little surplus of their annual income, for the purpose of making some provision for their families after their death, and now, simply because they are true to the land to which they owe allegiance, they are to lose all which the labor of years has accomplished, and die with the bitter pang of leaving those who are dependent upon them in helpless poverty! What shall we say of men who are capable of committing such crimes against common honesty, and common humanity? Have they no sense of right and wrong, no conscience, no regard to the public opinion of mankind?

All means proper in defence.

The New York Daily News states that at the Brooklyn Navy-Yard, at the time when the Republican papers were getting up a panic about "secessionists" seizing it, some time since, it was stated that a steam engine and hose were so arranged as to throw streams of boiling water over any assailants. We also hear of asphyxiated gases inclosed in bombs; and a paragraph met our eye recently which stated that the famous unquenchable Greek fire had been re-discovered. In the siege of Jerusalem by Titus, the defenders poured from the walls boiling tar, quick-lime, vitriol, and similar burning agents, upon the heads and shoulders of the assaulting Romans. Poisoned knives and spears are not now used in civilized warfare, but a war like this laughs at the squeamishness of ordinary wars, and scorns all mercy and compassion. The Republicans have threatened to hang their prisoners, as was threatened by the British Generals in the Revolution, when all Americans were declared traitors and rebels, but Washington proposed to hang man for man, and it was promptly abandoned. Of course, if Lincoln shoots or hangs his prisoners, Davis will shoot or hang his.

Torpedoes and Submarine batteries.

We are happy to be informed that, among the other defences of the Elizabeth and Nansemond rivers, are these admirable contrivances for giving an unexpected hoist to an invading fleet. In one place, we are informed the work is of a character that would damage seriously the largest squadron that ever floated on the waters. It is also said that the same contrivance either have been or are about to be arranged at various places along the coast. The batteries around Norfolk are in tip-top condition, and any demonstration upon that point will be met in a manner that will make the eyes of the next generation of Virginians sparkle with delight when they open that illumined page of her history.

Maryland and the Federal Government.

We are assured upon the best authority that the report that regiments are organizing in Maryland to support the Federal Administration, is a Yankee lie, one of the ten thousand that they invent every day.

The whole story originates from eighty or ninety roughs of Baltimore enlisting at the regular recruiting office, which has been long established in that city. Maryland has been oppressed and wronged enough, without heaping such slanders upon her. Gallant and generous State--none more so in the world — she will one day speak for herself in tones of thunder.

Effects of the blockade.

The Philadelphia "Enquirer" exults in the idea that Southern papers will be suspended on account of the stoppage of Northern supplies of ink, types, materials for making paper, &c. We are glad to assure that sensible journal that establishments have already sprung up among us for furnishing any amount of all these articles.

Another effect of the blockade.

Among the articles Lincoln has prohibited from being brought to the State is everything connected with telegraphing. We are happy to announce that in this as in many other matters, the despotism at Washington has missed its mark. Col. C. B. Moss, formerly the associate of Henry O'Reilly, when the latter was constructing the Atlantic, Lake and Mississippi lines of telegraph, assures us that Virginia alone can furnish every necessary material for the construction of telegraphic batteries and instruments, and artisans to give them form.

North Carolina in the field.

We understand that the services of thirty thousand of the brave volunteers of North Carolina have been tendered to the Governor of Virginia. There are no more gallant and hardy people in the world than our brethren of North Carolina. The whole State, we learn, is becoming one vast camp, and men, women and children are preparing to meet the enemy on the threshold and dispute every inch of the march of invasion.

The Yankee invasion.

A correspondent, referring to the Yankee boast of overrunning the South with a half million of militiamen, reminds them "that Napoleon Bonaparte led nearly half a million of brave, and mostly trained, soldiers into Russia, and in less than a year fled to France, followed slowly and painfully by a remnant of about thirty thousand, without having gained an inch of territory. This is a fair illustration of the fate which awaits our Yankee invaders.

Colonel Dimmock.

A tribute of praise is due to Col. Dimmock for the admirable system and almost superhuman energy with which he is administering the matters entrusted to his charge. We need not speak more particularly, but understand that he has accomplished, with the force under his charge, within the last thirty days, what, in the usual course of things in the Federal Government, requires six months. We need not say more. He is the right man in the right place, beyond all doubt.

Remember the day of election.

Thursday, the 23d, is that day. Let no wars nor rumors of wars prevent a single voter in the Commonwealth from depositing his vote. If necessary, let Ballots and Bullets be the order of the day.

West Point.

--A correspondent writes that "things are progressing" rapidly at West Point; and notwithstanding the times are hard and funds rather scarce, the people of that section will treat their Northern "friends" to a "military ball" should they think proper to pay them a visit.

Gen. Wool.

--It is stated that orders have gone from the Washington War Department, directing Major General Wool to proceed to Fortress Monroe, and at once take command there, in place of Col. Dimmick.

University of Virginia.

--Appointment of State Students.--An act of the Legislature of Virginia makes provision for the admission to the University of one student from each of the Senatorial Districts of the State, exempt from charges for matriculation, tuition, room rent, and use of the library. The benefit of the act is meant to be restricted to those who are not themselves, and whose parents are not in a situation to incur the expenses of education at the University without aid. The term of appointment is for two years; but for extraordinary proficiency it may be prolonged. By way of remuneration to the State, students admitted on this foundation are required to teach in some public or private school within the limits of Virginia, for two years after leaving the University.

The Faculty will proceed to fill the foregoing vacancies on the5th of July next. Applications for appointment, accompanied by proper testimonials, should be addressed to the Chairman, and should reach the University by the 30th of June. Should there be no suitable applicant from a District, the vacancy will be filled from the State at large.

The Baptist Convention and the State of the country.

--The report of the Special Committee of the Southern Baptist Convention on the State of the Country, which will be found in our present issue, will attract attention. It borrows additional interest from the fact that it comes from the pen of that able divine and true patriot, Dr. Fuller, who, though a citizen of the old Union under temporary compulsion, gives all the sympathies of his heart to the South in her present struggle. The tone of the report, so strongly contrasting with the bloody appeals for vengeance uttered in Northern pulpits, must ensure for it Divine favor. Let all men read and respond to it.

Maryland militia.

--Governor Hicks has issued his proclamation calling out four regiments of Maryland militia in pursuance of the requisition of President Lincoln. The troops are not to be taken out of the State, except required for the defence of the National Capital.

Bearer of dispatches.

--Dr. Gustavus Holland, a bearer of dispatches to the Confederate Government, is a passenger by the Europa. The New York papers suggest that, if he comes from the Commissioners in England, he be taken prisoner.

The English press.

--We regret that the demand upon our columns precludes the publication, this morning, of extracts from leading British journals, which have a decided Southern bearing.

who was recently in command at Governor's Island, seems to have quietly disappeared, and we have heard it rumored that he is held as a hostage on the Island. We should be glad to know if such is the case.

Eliza Ann Johnson, free negro, was tried for remaining in the Commonwealth contrary to law. The jury found her not guilty.

Frederick Thompson and Wm. Freeman, confined in jail awaiting the action of the Grand Jury, not having been indicted, were ordered to be discharged.

An attachment was awarded against Lawrence S. Marye, to show cause why he should not be fined for his contempt in not attending as a witness in the case of the State against James Edward Carter.

John Delworth was tried for an assault on Solomon Hecht, and the jury not agreeing on a verdict, were discharged, and defendant let off on payment of costs.

A nolle prosequi was entered in two cases pending against Albert L. Riddle for passing counterfeit notes, he having escaped from jail last February.

The appeal of Wm. Scott, a free person of color, from the judgment of the Recorder, ordering him 39 lashes for indecent and insulting language to a white person, was heard by the Court, and affirmed.

David W Hughes was put on trial for allowing an unlawful assembly of negroes and gambling in his house, and the jury not agreeing, the case was continued until the June term.

Mordecai Carnell was tried for allowing his slave to go at large; being found guilty, ordered that he pay a fine of $10 and costs, or said slave be sold in satisfaction.

Richard Thompson, a free negro, was tried for stealing sundry articles of wearing apparel from Gus A. Keen, T. J. Baldwin, Peter C. Williams and Samuel Scott, on the6th day of May; and being adjudged guilty, he was ordered to be sold into absolute slavery.

A rule was awarded against Geo. D. Harwood, to show cause why he should not be fined for permitting his slave Edward to go at large.

Ecclesiastical meeting.

--The United Synod of the Presbyterian Church met last evening in the Rev. Dr. Read's church, and was opened with a sermon by Rev. C. M. Atkinson, of Canton, Miss.

Old Maryland in the field.

--A portion of the Marylanders now in this city, formerly connected with the Maryland Guard and Baltimore City Guard, met yesterday morning and effected an organization for operations during the present war.

The company formed numbers some 65 or 70 men of the most effective sort, who are eager to be at work in the good cause of redeeming Southern rights. The election for officers was held at their barracks, over Weston & Williams' store, on

. Lieut. E. R. Dorsey, formerly of the battalion of Baltimore City Guards, was chosen Captain, S. H. Stuart, First Lieutenant, and R. Carter Smith, (late of the Maryland Guard,) Second Lieutenant.

The company is styled Company A, First Regiment Maryland Line Virginia Volunteers. All persons, natives of Maryland, who wish to connect themselves with this company, are requested to report at headquarters,

A loose character.

--A correspondent writing from Orange, under date of May 16, says:

"I wonder if Clinton Kennedy, who was arrested in Richmond a few days since, and ledged in jail as a suspicious character, is not the same identical "Clint" who was, with his father and family, along with the Leathers family, run out of Orange county sometime last year by the Vigilance Committee, for house-breaking, sheep, hog, beef, and chicken stealing. Our "Clint" is some twenty-five years of age, tolerably well set, some five feet six or eight inches in height, and not very prepossessing in his appearance. If he is the same "Clint," I would advise your Mayor to hold him fast."

The individual alluded to conforms to the above description in all respects. He hails from Orange. His father was before the Mayor yesterday, endeavoring to procure his release. The disposition made of him is noted in another place.

Mecklenburg troops.

--The Clarksville Blues, Capt. G. W. Finley, and the Chambliss Greys, Capt. R. D. Baskerville--strong in numbers and formidable in appearance — arrived last evening by the Petersburg train, from Mecklenburg county, Va.

General Orders No. 17.

The following order from the Governor and Council having been communicated to the Commanding General of the Virginia forces, with his Excellency's instructions to carry it into effect, is published for the information and guidance of the Virginia troops, viz:

"In Council, May 16, 1861;

"In order to secure a full and fair expression from the voters of the State as to the Ordinance of Secession the Council unanimously advise that polls be opened at the various places of encampment, according to the terms of the 7th section of the schedule accompanying the Ordinance of Secession, for the purpose of taking upon said ordinance the votes of the qualified voters of the State who are in the military service; said votes to be held over, and in case the military exigencies of the service of the State on the 4th Thursday in this month, (the day appointed in the schedule for taking the vote throughout the State,) be such as to make a vote by the Army and Navy, or any portion thereof, impracticable on that day, to be returned to the Convention for its action. Provided, however, that the vote herein recommended shall not supercede the vote on the 4th Thursday in the month where it may be practicable to have it taken on that day — the vote herein advised being precautionary. It is further advised, that orders be at once issued to the commanding officers at the aforesaid encampments to have the polls opened and the vote taken as soon after the receipt of the order as practicable.

In all such cases the application for discharge either with or without a substitute and from whatever cause, or for transfer must first be approved by the Company Commander, and will be forwarded by him through his immediate Commander to the headquarters of the Virginia forces, whence the order for the discharge will emanate and be returned through the same channel to the Company Officer. Substitutes or recruits in a company after it has been once regularly mustered in, can be duly mustered into the service at the first subsequent periodical muster the pay commencing from the date of joining the company. The periodical musters will take place at the end of the alternate months, commending with the 30th of June next. Rolls for these musters will be duty supplied.

Richmond Dispatch. Friday morning...may 17, 1861. From Harper's Ferry.[special Correspondence of the Dispatch.] Harper's Ferry, Va., May 14, 1861.

Since my last, varied has been the changes in the status of your old correspondent. By the date of this you will see I have changed my residence, and possibly my position as regards the war.

The reports here are so various that a correspondent has a very difficult task to perform, if he sticks to the truth. We have the tenor of treason on one side and a lie on the other. But if what I write be treason, then, as Patrick Henry said, "let them make the most of it." But to the news.

We had an alarm on yesterday evening, but it turned out nothing. In from 15 to 20 minutes between 3,000 and 4,000 men were on the ground. This exhibits a promptness worthy of Virginia, and which will tell woefully against the forces of Lincoln, who are to be sent to subjugate us. One thing is very certain, that if he commences on Harper's Ferry, he will have a happy time getting possession of this place and the surrounding heights.--I could, possibly, tell a great deal about affairs here, but it is sometimes not wise to tell tales out of school.

We get the Baltimore Sun, American, and Republican daily, but we can place no reliance on them, as they seem to be in a state of terror, and only speak so as to keep A. Lincoln off of them. I am nearly sick to see the welcome face of my old favorite, the Dispatch.

Many correspondents from here to different newspapers seem to take especial pains to make up the largest imaginable stories. It is time that newspapers should become more careful in publishing just anything that scribblers may choose to write.

Yesterday evening a "spy" was arrested here. That makes two, and it Abraham wants his men gathered in in regular order, he can send them along. We will try and keep an eye on the chaps, and they can look out for the "nabbers."

Col. Arthur C. Cummings was yesterday assigned to the 2d Regiment from the county of Rockingham. He appears to be a nice, gentlemanly man, and during the alarm he was perfectly cool, and seemed to take things in a manner which shows him to be a good soldier. It is to be hoped that he will be fully acceptable to his men. Our regiment is yet sore under the loss of their late Commander, Col. S. B. Gibbons. Col. G. is an officer with few superiors, and unless to gratify some malice somewhat, it is impossible to see why he should be turned out of his place, in the face, too, of the protest of his whole regiment.

Col. Jackson, the Commander-in-Chief of all the forces stationed here, seems to give general satisfaction, and all the men have great confidence in him, and will make a strong fight under his leadership.

Four hundred and fifty-one men from Southwestern Virginia arrived here yesterday; also a battery of brass cannon, belonging to the same regiment. On the same train we received several 32 pounders. These batteries are in position to command four miles of the territory surrounding us in all directions.

Our regiments have divine worship every sabbath, prayer meeting once a week, and player every night. Rev. S. S. Lambeth, of the M. E. Church, South, is Chaplain.

I have no means of telling the number of men here. It is not known except at headquarters, but if I knew, I am not sure of the light to tell you. You may, however rest assured of one thing, and that is, that there area great many.

I shall write again in a day or two. News here is very scarce, as we get nothing in that line except through the hands of Abraham Lincoln, or rather his aids.

Last night the Winchester and Potomac train came in with 641 men from Alabama and Louisiana. These are, I understand, but a part of 1500 to arrive before to-morrow night.

A man shot himself yesterday evening, accidentally. He belonged to the Southwestern Virginia Regiment, which arrived day before yesterday. The shot was from a pistol. The hall entered his cheek, and glancing, passed out behind the ear.

Large numbers of troops are concentrating here. as it is a good point from which to precipitate men. Fortifications are being vigorously pushed forward. The quarters of all the troops are very comfortable, and Colonel Jackson seems to take great interest in giving good quarters to his men. All the whiskey shops have been closed by his order. This is a good move, and one calculated to keep the men from drunkenness and immorality.

I will try and give you two letters a week in future.

Pen From Petersburg. [special Correspondence of the Dispatch.] Petersburg, Wednesday, May 15

The Petersburg Cavalry, commanded by Capt. C. F. Fisher, have been ordered to Norfolk, and will leave on Friday , at . This is, without doubt, one of the finest companies of Dragoons of which the State can boast. The men are all splendidly mounted and accoutred, and are of the material to render most efficient service in the arduous field of duty which lies before them — This will make eleven companies that Petersburg has contributed to the defence of the State, amounting to over 1000 men, with more of the same sort felt in case of an emergency. In the event of a conflict of arms, we have every confidence that they will bear themselves with y, and never suffer the Southern flag to in the dust.

The McC burg Cavalry are daily expected to pass through this city on their way to Richmond. This company will form a part of the 1st Regiment of Cavalry, which will rendezvous at Ashland.

Three companies of volunteers left here this morning for Norfolk, numbering, in the aggregate, 300 men, It is understood that they are detailed for service at one of the exposed points where foreign troops might attempt to effect a landing, the object being to guard it by breast works of sufficient strength.

Revising the occurrences of the past few days, the utmost activity is manifested in every might try movement. Orders are given by the proper authorities, which are responded to with alacrity by those to whom they are addressed. To a looker on everything seems to move like clock work. It is gratifying to see affairs conducted with so much order and dispatch, since it assures the community that wisdom and promptitude prevail in the ruling powers. Mon CŒur.

Correspondence of the Richmond Dispatch.affairs at the University. University of Virginia, May 14th, 1861.

You would be surprised to see how quietly and regularly matters are going on here, in spite of all the deeply-felt excitement in every boart. It reflects much credit on the citizens of this place and the surrounding country.--The Professors continue their lectures to small but attentive and zealous audiences. At night, they meet in the Museum to drill in company, under command of Mr. Schele DeVeres, a former officer of the Russian Army, who has seen some service, and ought to be employed by the State in a position where he could be more useful. It is a touching sight to see in the ranks of the University Guard, dressed in blue flannel hunting shirts, with black felt hats, the venerable form of a veteran who has not borne arms since he shouldered a musket in the war, forty-five years ago, and the distinguished Chairman of the Faculty standing by the side of his second son.

The two companies of students have been reduced to small squads, hundreds having by this time engaged in the ranks of our own volunteers or the Confederate Army. It is almost painful to see amidst such scenes as are now witnessed at the University, hearty men at work making an artificial lake, and planting roses and lilies on its banks ! The country needs every arm and every dollar that can be spared.

Charlottesville is filled with troops from this and the adjoining counties. The Scottsville company seems to possess an unusually fine body of men, and they and the Howardsville soldiers do great honor to the county. They are quartered at the Delavan House. At the Court-House over 40 ladies are daily busy making uniforms, tents, knapsacks — in fact, everything that is needed for the army. They have nine sewing machines, and their zeal and industry are remarkable, even in the midst of the general excitement, when all vie with each other who can do the most for the Old Commonwealth. Two Infantry companies and one very superior troop of Cavalry having lately left us, the town would be deserted but for the presence of many strangers who have left Alexandria or your city to take refuge with us; among these the venerable form of Judge Wayne, of the Supreme Court, attracts most attention. Others have found homes in the neighborhood. At the beautiful residence of Mr. Alexander Rives, our Senator, a large company is brilliantly entertained in spite of his recent affliction. He is a true Virginian in his large-hearted hospitality, and patriots are doubly glad to see this spirit survive among our rich men, as it predicates well for the pecuniary aid they can render the State, now that she needs their assistance.

Correspondence of the Richmond Dispatch.the county of Bath. Warm Springs, May 14.

The Bath Cavalry, Captain Richards, left here to-day for the war. They numbered some seventy-five stout hearts, which animated stout bodies, and there will be no more hardy, resolute and patriotic soldiers than they in the approaching struggle for liberty. They were addressed in stirring speeches by Messrs. W. H. Terrill, of Bath, and Wm. Skeen, of Pocahontas. After the troopers left, immediate measures were taken to organize a rifle company, to march at an early day. Mr. Terrill made an effective speech in behalf of organizing this and another company. Bath will give a good account of herself. Her riflemen will throw away no ammunition. C.

Correspondence of the Richmond Dispatch.from the Camp at Ashland. Camp Ashland, Hanover Co.,1 Va., May 14th, 1861.

Being a member of the "Meadsville Grays," a rifle company from Halifax county, and that company having been overlooked by your correspondence, I take the liberty of calling your attention to the fact that that company is still in existence, and in camp at Ashland. Mr. Richard Logan is our Captain. He graduated several years ago at Lexington, and is, perhaps, equal in point of military skill to any officer here. Our First lieutenant is Mr. Samuel Kent; he is a second Winfield Scott in stature, but a much better man in character. The company numbers about sixty-five men, all of whom are eager to begin the conflict which will decide the fact that we mean to be free, or consign us to soldiers' graves. Our rifles, which were furnished by the voluntary contributions of the citizens of Halifax, are the best that I have seen. The rifle of itself is a formidable weapon, (the ball will take effect a mile,) but it is rendered still more so by the sword bayonet with which it is supplied. Ashland is, perhaps, the most suitable place that could have been choose for our quarters; the water is fine and plentiful, and the land is extremely level and admirably adapted to the drilling of soldiers. merchants — members of the Governor's Guard — who enter with alacrity on the duties and labors of camp life, carrying parcels and packages, and performing other hard work without grumbling.

Last evening the Young Guard, of your city, serenaded several of our citizens, who were highly delighted. The vocal music was excellent.

I understand that the Governor's Guard and Chesterfield Troop (Company B) have a kind of family worship every evening. Providence never forgets those who call upon Him.

Correspondence of the Richmond Dispatch.the Southwest--the women ready for Lincoln to send his forces to Abingdon — Geo. Floyd appointed Brigadier General--Old Washington all right on the Secession question, &c. Abingdon,Va. May 15th, 1861.

The war spirit is still high in this whole section of country. In fact, it is not confined to any particular section — a l are alike aroused, and every man and woman is willing to die in defence of our rights. The man-hesitations of the heroism and patriotism of our ladies reminds one of the "women of the Revolution." Daily can be heard from them the expression that they "would rather be the widows of brave men than the wives of cowards." I have heard many say that the North never can conquer or subjugate the South, nor divide Virginia farms amongst themselves until all the women are killed! If all are killed in Eastern Virginia, the Southwestern portion of the State will be a Therapy lie through which the enemy must pass, and that Lincoln will find a Spartan band of women who can and will repel his hired band of myrmidon forces. If such be the bravery of our ladies, how can our men be conquered?

The suggestion of the Philadelphia Inquirer, that "Abingdon must be secured by the Federal troops," excites nothing but the derision and contempt of our people, male and female. If ever Abingdon is occupied by Black Republican forces, there will be neither man or woman left of our people to tell the tale. We hereby extend to that wise editor a hearty reception by thousands of our mountain men and women, each of whom will be armed to the teeth with knives and pistols, &c., to welcome him and his band of robbers "with bloody hands to hospitable farms, about six feet by three."

It does one's soul good in these times of trouble to hear the women--old and young — talk. "Ah" say they, "a free people, contending for right, can never be conquered The sword is drawn, and will never be returned to its scabbard until the last armed foe expires."

The ladies of the town and county are busily engaged in making uniforms for the volunteers — rich and poor, old and young, are alike engaged in the praiseworthy work.

A few nights since the ladies of the town presented a fine flag to Capt. Wm. White's company of "Mountain Boys." It was presented by Miss Alice Culler, of Georgia, one of the teachers of Martha Washington College. It was received by Capt. White. Col. John A. Campbell, being called upon, made an appropriate address. Gov. Floyd and Walter Preston, Esq., were loudly called for, but neither were present, consequently we missed a treat from each of those gentlemen.

Gov. Floyd has been appointed Brigadier General by President Davis, and has received orders to raise a brigade as soon as possible. This is an excellent appointment, and delights the numerous friends of that great and excellent man, Gov. Floyd. He is evidently a man for the times.

Capt. Jones is now engaged in mustering our volunteers into service.

This county will roll up a tremendous vote for secession. Washington.

Correspondence of the Richmond Dispatch.the Riflemen of the mountains--a patriotic county. Buchanan, Botetourt, Va., May 12.

Since my last this county has been up and a-doing. The volunteers of the county have been drilling, while the ladies and citizens have been busy making up clothes, canteens, cups, knapsacks, &c., for them. On last Friday orders came for the volunteers to repair to Lynchburg as soon as practicable. This caused still more activity on the part of the citizens; and oil-cloth for knapsacks having given out, carriage curtains, table and piano covers, &c., were put in requisition, and to-day the last knapsack for the Mountain Rifles was completed, and on day after to-morrow (Wednesday) they will leave for Lynchburg. They unmoor about one hundred men, most of whom are from childhood accustomed to the use of the rifle, and can put out a squirrel's eye as far as they can see it.

The Blue Ridge Rifles, (eighty men,) of the same county, and of like material, will leave with them for the same place.

The Roaring Run Rifles, another splendid company from this county, about 70. men, expect to leave for the same rendezvous next Friday, making in all 250 men who will leave this week, and to-day the County Court voted an appropriation of twelve thousand dollars, (to assist in arming and equipping the men, and supporting the families which may be left at home,) which in addition to the various private subscriptions already made in this county, swells the amount to about twenty thousand dollars in money, exclusive of corn, flour and meat.

New companies are forming rapidly, and old Botetourt will furnish twelve or fifteen hundred of as good men as ever raised the deadly rifle or charged the bayonet. Some of the companies are composed almost entirely of men who opposed secession till old "Abe's" proclamation came forth, but they are now as one man, no discordant voice is heard, but each and every one of them goes forward to do or die. May they live to see the bright day when the sons of the sunny South are once more as free as the balmy air they breathe.

Correspondence of the Richmond Dispatch.Cheering News from Western Virginia. Pocahontas Co., May 14, 1861.

Some persons express doubts about Western Virginia being sound, but if those persons could only come to Pocahontas, they would no longer doubt the fidelity of this portion of the Old Dominion. Pocahontas County Court appropriated fifteen thousand dollars ($15,000) for arming and equipping the volunteer companies of the county. There are now three fine volunteer companies in the county, besides a large "Home Guard." The Court also ordered 400 or 500 lances to be made, to be placed in every house in the county, for the women to fight with if we should be attacked. There is also a powder mill and a gun machinery now in operation at Huntersville.--The gun factory turns out the best Sharpe's rifles, which are to be used for the defence of the county. Mr. J. E. A. Gibbs is superintendent of the works.

A great many of the citizens of Pocahontas are descendants of the Warwick and Lewis families, and these people have the same spirit as their ancestors had.

All honor is due to our worthy and energetic fellow-citizen, Wm. Skeen, who has been very active in raising troops, and seeing them properly armed and fitted out.

I think, beyond doubt, Pocahontas will be a unit for secession on the 23d of May.

If Lincoln attempts to send forces from Ohio, armed men will spring up from every bush to keep them back, and every hill-side will glisten with bayonets.Pocahontas.

The Howitzer Battalion came here from Howard's Grove Wednesday , and have gone to soldiering in earnest. Our Camp is under strict military rule, no one permitted to leave except on special business. Our Commandants do everything for the comfort of the men that officers can possibly do.

Drills are three times a day: from 5½ to 6½, 10½ to 11½. and 3½ to 5½; and dress parade at 6½, together with sentry and police duty we have little time to spare.

We are favored with the visit of the fair ladies of Richmond every evening, a pleasure which we assure you is most highly appreciated by us "soldier boys."

The detachment now on duty at West Point are expected to return in a few days.

The men in camp are all well and hearty, and as jovial a set of fellows as ever banded together. St. Julian.

Correspondence of the Richmond Dispatch.North Carolina Erect — military Enthusiasm. Leasburg, Caswell Co., N. C., May 14th, 1861.

Yesterday the honest yeomanry of the Old North State cast their suffrages for members of the State Convention, which is to sever forever the once golden link that bound us to the sacred compact of our fathers. Sofar, the returns in this county indicate the election of Hon. Bedford Brown and Dr. J. E. Williamson, hitherto two staunch supporters of the Union; but now that the mask of deception has fallen and revealed the fiendish policy of the Administration to subjugate or annihilate the brave sons of the South, they stand prepared to "do, dare or die" in defence of Southern rights. The Convention assembles in Raleigh, on the 20th inst., when, I confidently expect, North Carolina will formally assert her independence without a dissenting voice, and add another bright gem to the banner of our home.

On the 20th of May, 1775, the freemen of Mecklenburg declared their independence of England, and on the 20th of May, 1861, the gallant freemen of the whole State will throw off the galling yoke of tyranny imposed by the miserable descendants of Puritanism — We now virtually stand alone in the scrutinizing eye of the civilized world, appealing to the rectitude of our intentions, the justice of our cause, and the God of Battles to shield us from the poisoned darts of a calumnious foe. When the vassals of Lincoln shall dare tread the borders of our State, every man and boy will meet them on the threshold and "welcome them with bloody hands" to a decent home in our soil. Our citizens are fully aroused to every duty. Caswell has sent out three companies of as brave boys as ever drew a sword or levelled a musket, in defence of their altars and fires. They are pledged to "carry the war into Africa," if necessary.--Two other companies are also formed, and will soon be ready to take the field.

It would be well for the people of your city to keep a look-out for one William Barrett, a lame Irishman and a tailor by trade, who left our village a short time since, by the request of those who considered his sentiments and actions at variance with our interests. He said his destination was Richmond. Since his departure things have developed themselves. "showing him up" in no enviable position. and, had he remained, he certainly would have had the pleasure of a clean head and a gentle tilt on a fast trotting solt, fashioned after the manner of Abraham's splitting. Correspondence of the Richmond Dispatch.troops Moving — affairs in Tennessee--Andy Johnson Unpopular — Group Prospects. &c. Near Bristol, Tenn., May 14, 1861.

It is enough to make the heart of every Southern man leap with joy on seeing with what alacrity the thousands of troops pass on to the battle-field. They come from Florida, Alabama, Georgia, Tennessee, Mississippi and Kentucky.

A few days ago a very large assemblage met in Blountsville, principally for the purpose of witnessing the execution of four men who had been arrested and were then in jail, charged with uttering obnoxious sentiments; but as three others of the same hand were then going at large, or rather secreted, and it not satisfactorily appearing that the charge was true, but were guilty of some acts of violence, such as placing obstructions on the railroad track, cutting the telegraph wires, house burning, &c., Judge Lynch did not preside; but those arrested were permitted to remain boarders at the "County Hotel" for a while.

Andy Johnson and a Mr. Nelson were there, but remained in "close quarters." A Reverend gentleman addressed a few remarks to the assemblage, after which the vote was taken to ascertain whether it was the wish of the audience to hear Johnson and Nelson speak, which resulted in an almost unanimous refusal, only three or four in favor of hearing them. Politics are virtually dead.

The wheat crop, not withstanding so much wet weather during the winter and spring, looks fine, oats ditto. Farmers are generally done planting corn. Many of them, both old and young, spend a large portion of their time in drilling. The South is invincible, and ere a certain Scott executes his reputed designs, he will have to eat many a "hasty plate of soup," or become very gaunt. Southerner.

The Greenbrier Rifles, Capt. Dennis, from Lewisburg, have just arrived here, on their way to Staunton. The Clear Creek Rifles were in Lewisburg, on their way to this place, night before last. Three more companies are now forming in old Greenbrier as this time. The Monroe Guards, Capt. Tiffany, 104 strong, are at this place, on their way to Staunton.--There are also two companies here, at this time, from Allegheny. We will all leave here in the course of two hours, with nearly 400 men. R. H.

Latest News by mail.

The New York Herald, of Wednesday, contains the following telegraphic dispatch:

Washington, May 14.--I have just ascertained, from a reliable source, that the sacred remains of Washington have been removed from Mount Vernon by Col. Washington, who has recently joined the Confederate Army.--This act may appear at first sight no less than an impious outrage, but it must be borne in mind that in the sale of Mount Vernon Col. Washington reserved to himself not only the tomb of Washington, but also an acre of ground around it. He also bound himself to renovate the tomb.

These details are all contained in the deed of sale now in the possession of George Riggs, Trustee of the Mount Vernon Association.--It is indisputable, therefore, that Col. Washington is the sole owner of the remains of his august ancestor, and has the legal right to remove them. But this will hardly suffice to stifle those emotions of indignation and even horror, which will swell in every Northern heart at the shocking intelligence that the revered bones of our sainted Washington have been secretly extracted from his tomb, and hid away in some unknown and unhonored receptacle. Whatever may be the right of Colonel Washington, he has been guilty of an act of vandalism which, for the first moment, will chill the blood of the North, and strike every one dumb with amazement. Up to this hour the North has had but one purpose — to vindicate the National flag — but never can she lay down her arms till Washington, the common property of the nation, reposes once more calmly in the tomb on the banks of the Potomac, which he so loved in life, and designated as his final resting place. Sacrilegious is the hand that has dared to violate the last wish of the Father of his Country.

We give a more full account of the proceedings in the British Parliament, by the Europa:

In the House of Commons Mr. Evart had asked whether, seeing the possibility of privateering being permitted and encouraged by the Southern Confederation, the American Government had placed a sufficient naval force in the Gulf of Mexico for the protection of British property in American ships, and if privateers sailing under the flag of an unrecognized Power would be dealt with as pirates.

Lord John Russell said that Her Majesty's Government had directed a naval force for the protection of British shipping to be sent to the coast of America. The Government had received, from day to day, most lamentable accounts of the progress of the war in the States of America. The Government heard, the other day, that the States of the Southern Confederation had issued letters of marque, and that it was intended by the United States Government that there should be a blockade of all the Southern ports. There were some points of law on these questions, and they have been referred to the law officers of the Crown, for their opinion, in order to guide her Majesty's Government in its instructions to the Minister in America and the commandant of the naval squadron. The Government has felt that it was its duty to use every possible means to avoid taking part in this lamentable contest. Nothing but the imperative duty of protecting British interests, in case they are attacked, justifies the Government in interfering at all. We have not been involved in any way in that contest, by any act or by giving advice in the matter, and for God's sake let us, if possible, keep out of it.

The later news by the Parana exercises the New York press considerably. The Herald purposely misinterprets it; but the Express hits the nail on the head, thus:

Via St. Johns, N. F., the telegraph gives an abstract of a very important debate on American affairs, in the British House of Commons--the sum and substance of which is, that, in regard to the Montgomery letters of marquee and reprisal, the Southern Confederacy " must be recognized as a belligerent."--That is the opinion of the Attorney General, the law officer of the Crown.

Now, this is but the recognition simply of an Existing fact, but the real importance of such recognition just at this critical conjuncture, consists in the comfort it will give to Jeff. Davis & Co. to know that they are to be countenanced in any way at all.

Moreover, to recognize it as "belligerents" now, we suppose, must be accepted as an inclination to "recognize" the Montgomery Administration as a de facto Government by and by. "To that complexion" (it certainly looks as if it) "must come at last."

Two other significant facts are to be noted in this connexion:

First--The arrival at this port (in the Arago,) of a bearer of dispatches for the Southern Confederacy--and

Second--The ordering of a British squadron to the coasts of the United States.

Momentous consequences hang upon these brief, but important announcements, which but go to show that the near future is growing bigger and bigger with angst events, to "make history" at a rate which might make Clio herself turn pale.

A steamer arrived at Memphis on the 13th, from Arkansas, having among her freight "one box, containing a live abolitionist," consigned to Cairo. His name was Edward Prickett.

The State of the country.important action of the Protestant Episcopal Church in Virginia.

The Convention of the Protestant Episcopal Church, in the Diocese of Virginia, has been in session in this city for the past two days, and, considering the circumstances of the country, is numerously attended, by the Bishop, Assistant Bishop, and other clergy, and by Lay delegates, as well as by several visiting clergymen — among the latter the Right Rev. Thomas Atkinson. Bishop of North Carolina.

Yesterday Bishop Meade read his report, from which we make the following interesting and admirable extract. All who know this venerable Diocesan will recognize in this expression of his views the wisdom, firmness, and piety which they are accustomed to associate with his honored name:

Having thus presented a statement of those things pertaining to our Diocese which the canon requires of me, I now ask your attention to a few remarks concerning the present unhappy condition of our State and country.

My brethren and friends will bear me witness how carefully I have ever avoided, in all my communications, the least reference to anything partaking of a political character, and how I have earnestly warned my younger brethren against the danger of injuring the effect of their sacred ministry, by engaging in discussions which are so apt to disturb the peace of society. But in the present circumstances of our country the cause of religion is so deeply involved, that I feel not only justified but constrained to offer a few remarks for your consideration.

It has pleased God to permit a great calamity to come upon us. Our whole country is preparing for war. Our own State, after failing in her earnest effort for the promotion of peace, is, perhaps, more actively engaged in all needful measures for maintaining the position which she has, after much consideration, deliberately assumed, than any portion of the land.

A deeper and more honest conviction that if war should actually come upon us it will be on our part one of self-defence, and, therefore, justifiable before God, seldom, if ever, aminated the breasts of those who appealed to arms. From this consideration and from my knowledge of the character of our people, I believe that the object sought for will be most perseveringly pursued, whatever sacrifice of life and comfort and treasure may be required.--Nor do I entertain any doubt as to the final result, though I shudder at the thought of what may intervene before that result is secured. May God, in great mercy and with His mighty power, interpose and grant us speedy peace, instead of protracted war! But can it be, that at this period of the world, when so many prayers are offered up for the establishment of Christ's kingdom in, all the earth, and such high hopes are entertained that the zealous efforts put forth will be successful, and our country be one of the most effective and honored instruments for producing the same, that the great work shall be arrested by such a fratricidal war as that which is now so seriously threatened? is there not room enough for us all to dwell together in peace in this widely extended country, so large a portion of which is not yet unsettled, and may not be until the world that now is shall be no more? The families or nations which sprung from two venerable patriarchs of old, could find room enough in the little pent up land of Judea to live in peace, by going the one to one hand and the other to the opposite.--At a later period, when Israel and Judas separated, and the latter having the city and temple in possession, and the supremacy, according to prophecy, was preparing to go up against the former and reduce the people to submission and bring them back to union, the Lord himself came down and forbade it, saying; Thou shall not go up, nor fight against your brethren, the children of Israel. Return every man to his house, for this thing is of me." and they hearkened unto the Lord, and ever latter the history of the two kingdoms is written in the same sacred volume in which are also recorded the evidence of God's favor to both, and though sometimes at controversy, yet how often were they found side by side defending the ancient boundaries of Judea against surrounding nations. God grant that our country may learn a lesson from this sacred narrative. Let none think that I am unmindful of law and order and of the blessings of Union. I was trained in a different school. I have clung with tenacity to the hope of preserving the Union to the last moment. If I know my own heart, could the sacrifice of the poor remnant of my life have contributed in any degree to its maintenance, such sacrifice would have been cheerfully made. But the developments of public feeling and the course of our rulers have brought me slowly, reluctantly, sorrowfully, yet most decidedly, to the painful conviction that notwithstanding attendant dangers and evils we shall consult the welfare and happiness of the whole land by separation. And who can desire to retain a Union which has now become so hateful and by the application of armed force, which if successful would make it tenfold more hateful, and soon lead to the repetition of the same bloody contests?

I trust, therefore, that the present actual separation of so many and such important portions of our country may take place with out further collision, which might greatly hinder the establishment of the most friendly and intimate relations which can consist with separate establishments. I trust that our friends at a distance, and now in opposition to us, will most seriously review their judgment, and inquire whether the evils resulting from a war to sustain their wishes and opinions as to a single Confederacy, will not far exceed those apprehended from the establishment of a second--an event far more certain than the result of the American Revolution at the time of its occurrence.

In connection with this civil and geographical separation in our country, and almost necessarily resulting from it, subjects of some change of the ecclesiastical relations of our Diocese must come under consideration.--There is a general and strong desire, I believe, to retain as much as possible of our past and present happy intercourse with those from whom we shall be in other matters more divided. A meeting is already proposed for this purpose in one of the seceded States, whose plans, so far as developed, I will submit to the consideration of this body at its present session.

I cannot conclude without expressing the earnest desire that the ministers and members of our Church, and all the citizens of our State, who are so deeply interested in the present contest, may conduct it in the most elevated and Christian spirit, rising above unworthy and uncharitable imputations on all who are opposed. Many there are equally sincere on both sides, as there ever have been in all the wars and controversies that have been waged upon earth; though it does not follow that all have the same grounds of justice and truth on which to base their warfare.

It was the maxim of an ancient sage that we should always treat our friends as those who might one day be our enemies, and to treat our enemies as those who may one day be our friends. While abhorring, as I am sure we all do, the former part of this cold-hearted maxim, let us cherish and adopt the latter, so congenial with the spirit of our holy religion. The thought of even a partial separation from those who have long been so dear to me, is anguish to my soul. But there is a union of heart in our common faith and hope which can never be broken. The Church in Virginia has more dear friends and generous patrons amongst those who are on the opposite side of this painful controversy than any other, and feels most deeply the unhappy position in which we are placed.

As our State has, to its high praise, endeavored to avert the evils now threatened, so may our Church, and all the others in Virginia, by prayer and the exercise of true charity, endeavor to diminish that large amount of prejudice and ill-will which so unhappily abounds in our land.

Let me. in conclusion, commend to the special prayers all those who have now devoted themselves to the defence of our State. From personal knowledge of many of them, and from the information of others, there is already, I believe, a large portion of religious principle and genuine piety to be found among them. I rejoice to learn that in many companies not only are the services of chaplains and other ministers earnestly sought for and after, but social prayer meetings held among themselves. Our own Church has a very large proportion of communicants among the officers of our army, and not a few among the soldiers. Let us pray that grace may be given them to be faithful soldiers of the Cross, as well as valiant and successful defenders of the State.

If all of us do our part faithfully and according to the principles of our holy religion, we may confidently leave the issue to God, who will overrule all for good.

The reading of this report was followed by the appointment of a committee whose report having been subsequently submitted, was approved by a unanimous vote of the Convention, as follows:

The special committee to whom so much of the Bishop's Address as relates to the present political and ecclesiastical condition of our affairs was referred, unanimously report the following resolutions for adoption by the Convention:

1. Resolved, That this Convention having heard with deep interest the true and timely statements of our venerable Diocesan in reference to the present political and ecclesiastical condition of our affairs, cordially concur in the views presented, and sympathize fully in the kind and Christian spirit in which they are so wisely declared. 2. Resolved, That a committee, consisting of two Bishops with three clerical and three lay members, be appointed as a provisional committee to act, during the recess of the Convention, in all matters connected with our relations to other closeses, and also to serve as delegates in any Convention which may be agreed upon by other similarly situated dioceses. All the proceedings of this committee to be reported for the approval of the Convention of the Diocese of Virginia. 3. Johns. W. Sparrow. J. Grammar, Thos. S. Gholson, James Galt, R. H. Cunningham, Committee.

The committee called for by the second resolution was elected by ballot, and constituted of Right Rev. Wm. Meade, D. D., Bishop; Right Rev. John Johns, D. D., Assistant Bishop; Rev. Richard H. Wilmer, Rev. Wm. Sparrow, Rev. Joshua Peterkin. Judge Thomas S. Gholson, Philip Williams, Esq., and Richard H. Cunningham, Esq.

Encroachments of the East.

--The Norfolk Herald, of yesterday says:

We learn that additional operations have been entered upon by the Federal forces at Fort Monroe, embracing the seizure of the farms of Jos. Segar, Judge Clopton, and indeed all the territory constituting the peninsula between Hampton and Min Creeks. It is said, further, that they have been making surveys preparatory to the creation of out works. A portion of the farms will probably be appropriated to the accommodation of horses, mules and cattle required for the use of the garrison.

Troops from the Southwest.

--A part of Col. DeRussy's Louisiana Regiment arrived in Knoxville, Tenn., on Tuesday last, on their way to Virginia. The same evening about 1,000 more troops arrived, consisting of hall a regiment of North Louisiana volunteers, half a regiment of Arkansas volunteers, and the remainder of the Middle Tennessee regiment. They were handsomely received by the citizens. Speeches were made by Lieut.Col. Young, of Louisiana, Col. Jake Miller, of Tenn., and Capt. Crockett, a grandson of the famous Davy Crockett. Capt. C. has command of a company of Arkansas rifles, who bear upon their flag his grandfather's celebrated motto--"Be sure you're right, then go ahead." Capt. J. C. Ramsey, of Knoxville, responded for East Tennessee.

Says a Washington dispatch,

"There is much sickness, in mild forms, among our men; such as diarrhŒa fevers and sunstrokes."

The Alexandria Sentinel learns on undoubted authority that the small-pox has broken out among the soldiers who are now quartered at the Capitol building, Washington.

The Connecticut regiment "suffered much with the heat" in marching from the arsenal to Washington.

Lincoln has commissioned Mr. Douglas as Major General. It is known that he will accept.

In the new three years enlistment, as announced from Washington, Virginia is put down for two regiments.

The Northern papers are urgent in their demands for an invasion of Richmond by way of York River.

The orderly behavior of the soldiers every; where in Virginia is the subject of complimentary remark.

Rappahannock county has appropriated $10,000 for war purposes, and promised $10,000 more, if needed.

The Government Soup House has suspended. Lincoln will entertain no more applications for civil office at present.

The New York Sun cannot credit Lord John Russell's "stupid admission" concerning letters of marque.

W. H. Heiss, long connected with the Southern line of telegraph as superintendent, has resigned.

J. Ross Snowden has been appointed Prothonotary of the Supreme Court in Philadelphia, vice Robert Tyler, resigned.

The New York Express "don't like to have that British fleet on our sea-coast at this time, at all!"

The foreign vessels, Volant and Tyrus, in Hampton Roads, consigned to Norfolk, have sailed for New York.

The ship North Carolina, from Havre for Norfolk, is detained off Fortress Monroe.

They are making percussion caps in Macon, Georgia.

J. M. Allen, an enterprising merchant of Columbia, S. C., died on the 14th inst.

It is stated that the Great Eastern will certainly sail for Liverpool on the 25th inst.

Gen. Scott's family are in Elizabethtown, N. J.

Hon. Henry May has consented to become a candidate for Congress in Maryland.

Western Virginia is exempted from the operation of the blockade.

Washington, May 16.--Many of the Northern troops refuse to take the oath, because the municipal authorities at home refuse sustenance to their families.

Washington, May 16--P. M.--No additional troops have arrived here to-day.

Howitzers spiked. Fort Kearney, May 13.

--Capt. Tyler, of the Second Dragoons, commanding at this post, fearing that a rich might take and turn against the garrison the ten twelve-pounder howitzers in his possession, spiked them on the evening of the 10th. He had received orders to remove the pieces to Fort Leavenworth, out thought it unsafe to do so in the distracted state of the country. Threats had been made to take them from him.

The traitors' Convention. Wheeling, May 15th.

--Resolutions were passed condemning the Ordinance of Secession, and providing for a Convention on the 11th of June, composed of delegates from counties favoring a division of the State.

The Convention has adjourned sine die.

Exodus of women and children from Fortress Monroe. New York, May 16.

--The steamer Bowman has arrived from Fortress Monroe, with the women and children of the garrison, an attack being considered not improbable.

Affairs in Maryland. Baltimore, May 16.

--The city is occupied by Federal troops.

Regiments are organizing in Maryland to support the Federal Administration.

Seizure of a schooner. Alexandria. May 16.

--The schooner Indian, with a cargo of nails, for this port, was seized to-night by the U. S. steamer Pawnee.
