The following important documents were to-day made public by Congress:

Gentlemen of the Congress:

In the message addressed to you on the 29th inst., I referred to the course of conduct of the Government of the United States towards the Commissioners of this Government, sent to Washington for the purpose of effecting, if possible, a peaceful adjustment of the pending difficulties between the two Governments. I also made allusion to "an intermediary, whose high position and character inspired the hope of success," but I was not then at liberty to make any communication on this subject, as specific as was desirable for a full comprehension of the whole subject. It is now, however, in my power to place before you other papers which I herewith address to you. From them you will perceive that the intermediary referred to was the Hon. John A. Campbell, a Judge of the Supreme Court of the United States, who made earnest effort to promote the successful issue of the mission entrusted to our Commissioners, and by whom I was kept advised, in confidential communications, of the measures taken by him to secure so desirable a result. It is due to you, to him, and to history, that a narration of the occurrences with which he was connected should be made known, the more especially as it will be seen by the letters hereto appended that the correctness and accuracy of the recital have not been questioned by the Secretary of State of the United States, to whom it was addressed.

I avail myself of this opportunity to correct an error in one of the statements made in my message of the 29th April. It is there recited that I was prompted to call you together, in extraordinary session, by reason of the declarations contained in the proclamation of President Lincoln of the 15th April.--My proclamation convoking you was issued on the 12th of April, and was prompted by the declaration of hostile purposes, contained in the message sent by President Lincoln to the Governor of South Carolina, on the 8th April. As the proclamation of President Lincoln, of the 15th April, repeated the same hostile intention, in more specific terms and on a much more extensive scale, it created a stronger impression on my mind, and led to the error above alluded to, and which, however unimportant, I desire to correct.

Jefferson Davis. Montgomery, May 8, 1861. Washington, City, April 13, 1861. Sir:

On the 15th March, ult., I left with Judge Crawford, one of the Commissioners of the Confederate States, a note in writing to the effect following:

"I feel entire confidence that Fort Sumter will be evacuated in the next five days. And this measure is felt as imposing great responsibility on the Administration.

"I feel entire confidence that no measure changing the existing status, prejudicially to the Southern Confederate States, is at present contemplated.

"I feel an entire confidence that an immediate demand for an answer to the communication of the Commissioners will be productive of evil and not of good. I do not believe that it ought at this time to be pressed."

The substance of this statement I communicated to you the same evening by letter.--Five days elapsed, and I called with a telegram from Gen. Beauregard, to the effect that Sumter was not evacuated, but that Maj. Anderson was at work making repairs.

The next day, after conversing with you, I communicated to Judge Crawford in writing that the failure to evacuate Fort Sumter was not the result of bad faith, but was attributable to causes consistent with the intention to fulfill the engagement, and that as regarded Pickens, I should have notice of any design to after the existing status there. Mr. Justice Nelson was present at these conversations, three in number, and I submitted to him each of my written communications to Judge Crawford, and informed Judge C. that they had his (Judge Nelson's) sanction. I gave you, on the 22d of March, a substantial copy of the statement I had made on the 15th.

The 30th of March arrived, and at that time a telegram came from Gov. Pickens inquiring concerning Col. Lamon, whose visit to Charleston he supposed had a connection with the proposed evacuation of Fort Sumter.

I left that with you, and was to have an answer the following Monday--1st April. On the 1st of April I received from you the statement in writing, "(I am satisfied) the Government will not undertake to supply Fort Sumter without giving notice to Governor P." The words "I am satisfied," were for me to use as expressive of confidence in the remainder of the declaration.

The proposition, as originally prepared, was: "The President may desire to supply Sumter, but will not do so," &c., and your verbal explanation was, that you did not believe any such attempt would be made, and that there was no design to reinforce Sumter.

There was a departure here from the pledges of the previous month, but with the verbal explanation I did not consider it a matter then to complain of. I simply stated to you that I had that assurance previously.

On the 7th April, I addressed you a letter on the subject of the alarm that the preparations by the Government had created, and asked you if the assurances I had given were well or ill-founded. In respect to Sumter, your reply was "Farth as to Sumter fully kept — wait and see." In the morning's paper I read: "An authorized messenger from President Lincoln informed Gov. Pickens and General Beauregard that provisions will be sent to Fort Sumter peaceably, or otherwise, by force." This was the 8th of April, at Charleston, the day following your last assurance, and is the evidence of the full faith I was invited to wait for and see. In the same paper I read that intercepted dispatches disclosed the fact that Mr. Fox, who had been allowed to visit Major Anderson, on the pledge that his purpose was pacific, employed his opportunity to devise a plan for supplying the fort by force, and that this plan had been adopted by the Washington Government, and was in process of execution. My recollection of the date of Mr. Fox's visit carries it to a day in March. I learn he is a near connection of a member of the Cabinet. My connection with the Commissioners and yourself was superinduced by a conversation with Justice Nelson.--He informed me of your strong dispositions in favor of peace, and that you were oppressed with a demand of the Commissioners of the Confederate States for a reply to their first letter, and that you desired to avoid it, if possible, at that time. I told him I might, perhaps, be of some service in arranging the difficulty. I came to your office entirely at his request, and without the knowledge of either of the Commissioners. Your depression was obvious to both Judge Nelson and myself. I was gratified at the character of the counsels you were desirous of pursuing, and much impressed with your observation that a civil war might be prevented by the success of my mediation. You read a letter of Mr. Weed, to show how irksome and responsible the withdrawal of troops from Sumter was. A portion of my communication to Judge Crawford on the 15th of March was founded upon these remarks, and the pledge to evacuate Fort Sumter is less forcible than the words you employed. Those words were: "Before this letter reaches you (a proposed letter by me to President Davis), Sumter will have been evacuated."

The Commissioners who received those communications conclude they have been abused and overreached. The Montgomery Government hold the same opinion. The Commissioners have supposed that my communications were with you, and upon the hypothesis prepared to arraign you before the country in connection with the President. I placed a peremptory prohibition upon this as being contrary to the terms of my communications with them. I pledged myself to them to communicate information upon what I considered as the best authority, and they were to confide in the ability of myself, aided by Judge Nelson, to determine upon the credibility of my informant.

I think no candid man who will read over what I have written, and consider for a moment what is going on at Sumter, but will agree that the equivocating conduct of the Administration, as measured and interpreted in connection with these promises, is the proximate cause of the great calamity.

I have a profound conviction that the telegrams of the 8th of April, of Gen. Beauregard, and of the 10th of April, of Gen. Walker, the Secretary of War, can be referred to nothing else than their belief that there has been systematic duplicity practised on them through me. It is under an oppressive sense of the weight of the responsibility that I submit to you these things for your explanation.

An authorized message from President Lincoln just informed Gov. Pickens and myself that provisions will be sent to Fort Sumter peaceably, or otherwise by force.

Gen. P. G. T. Beauregard:--If you have no doubt as to the authorized character of the agent who communicated to you the intention of the Washington Government to supply Fort Sumter by force, you will at once demand its evacuation, and if this is refused, proceed in such manner as you may determine to reduce it.

Washington City, April 20, 1861. Sir:

I enclose you a letter corresponding

very nearly with one I addressed to you one week ago, (13th April,) to which I have not had any reply. The letter is simply one of inquiry in reference to facts concerning which I think I am entitled to an explanation. I have not adopted any opinion in reference to them which may not be modified by explanation, nor have I affirmed in that letter, nor do I in this, any conclusion of my own unfavorable to your integrity in the whole transaction.

All that I have said, and mean to say, is that an explanation is due from you to myself. I will not say what I shall do in case this request is not compelled with, but I am justified in saying that I shall feel at liberty to place these letters before any person who is entitled to ask an explanation of myself.

John A. Campbell, Very respectfully, Associate Justice of the Supreme Court of the United States. Hon. Wm. H. Seward, Secretary of State. No reply has been made to this letter. April 24, 1861. Montgomery, Ala., May 7, 1861. Sir:

I submit to you two letters that were addressed by me to the Hon. Wm. H. Seward. Secretary of State of the United States, that contain an explanation of the nature and result of an intervention by me in the intercourse of the Commissioners of the Confederate States with that officer. I considered that I could perform no duty in which the entire American people, whether of the Federal Union or of the Confederate States, were more interested than that of promoting the counsels and the policy that had for their object the preservation of peace. This motive dictated my intervention. Besides the interview referred to in these letters, I informed the Assistant Secretary of State of the United States (not being able to see the Secretary,) on the 11th April, ult., of the existence of a telegram of that date from Gen. Beauregard to the Commissioners, in which he informed the Commissioners that he had demanded the evacuation of Sumter, and, if refused, he would proceed to reduce it. On the same day I had been told that President Lincoln had said that none of the vessels sent to Charleston were war vessels, and that force was not to be used in the attempt to supply the fort. I had no means of testing the accuracy of this information, but offered that if the information was accurate, I would send a telegram to the authorities at Charleston, and that it might prevent the disastrous consequences of a collision at that fort between the opposing forces. It was the last effort that I could make to avert the calamities of war. The Assistant Secretary promised to give the matter attention, but I had no other intercourse with him or any other person on the subject, nor have I had any reply to the letters submitted to you.

John A. Campbell. Very respectfully, Gen. Davis, Pres't of the Conf'rate States. The blockade at Charleston.

From the Charleston papers, of the 13th instant, we gather the following interesting statement relative to the blockade of that port:

The steam-frigate Niagara, which it was reported some days since was coming off this port to blockade the harbor, was first noticed off here at an early hour on Saturday by Pilot Boat No. 4, then outside the bar, and also from the steeple of the Custom-House.

The pilot boat had observed in the offing on Friday evening what appeared to be a merchant ship bound in, and which, not being in sight on Saturday, was no doubt ordered off. Towards mid-day the Niagara disappeared, but returned off the port in the afternoon.

On Saturday Captain Robert Lockwood, pilot in boat No. 2, (the W. Y. Leitch,) took to sea the schr. Minnehaha, for Baltimore; soon after leaving which vessel outside, he made a square rigger standing in for the bar. Being anxious to board, but not liking the Niagara, then in sight, he concluded to send his large boat into port, and take to his skiff with a trusty hand.

He reached the vessel about 7 P. M., and found her to be the British barque Hilja, from Liverpool, consigned to Messrs. R. Mure & Co. The tide being too late to get her into port, he remained on board during Saturday night, his skiff being taken on deck and carefully placed away. On Sunday morning, it being calm, he was unable to get her under way, and about half-past 8 A. M. she was boarded by a boat from the Niagara, commanded by Lieut. R. L. May, who informed the Captain of the Hilja that the port was blockaded — the rebels inside having fired on Fort Sumter, with a garrison of less than 100 men; gave him a Yankee paper containing the latest news, and mentioned that an army of 100,000 men had landed in Louisiana. The Captain of the Hilja informed the boarding officer that he was short of water, and requested a supply from the Niagara, but he was informed that the frigate had less of that article than was necessary for her. The following is a copy of the endorsement of Lieut. R. L. May on the papers of the Hilja:

"Boarded May 12, and ordered off. The whole Southern coast of the United States of America; it being blockaded.

(Signed) R. L. May,

Lieutenant U. S. Steamship Niagara."

The officer remained by the Hilja for about twenty minutes, when he left. The boat's crew had a revolver each in a belt attached to the waist. Mr. Lockwood left the Hilja about 10 A. M., and reached the city in a skiff, accompanied by a valuable boat hand, who remained faithful, although appearances indicated that the boy had only to open his mouth when he might have had a passage to some other place than "Dixie's Land."

The Hilja went off during the day, and will proceed to the British Provinces. The British ship Monmouth, from Liverpool, and the ship General Parkhill, from the same place, were seen off the bar yesterday, and were ordered off.

The Charleston News, of Monday evening, says:

The British ship A and A, from Belfast, having been chased unsuccessfully yesterday by the steam-frigate Niagara, was fortunate enough to get into port this morning, having most successfully and fearlessly run the blockade. Captain Hutchinson deserves credit for the fearless manner in which he stood into the shoal part of the bar, and will have an opportunity of getting a fine freight and dispatch. The A and A was towed into port by the steamer Gordon.

Maryland Legislature.

--The Senate occupied Saturday on the subject of adjournment. The committee of conference reported an amendment to Mr. Wallis' resolution that the Legislature adjourn on Thursday at 11 o'clock, until June 4th; also to appoint a committee of four from each House to lay said resolutions before President Lincoln and Jeff. Davis, and ask a cessation of hostilities until after the assembling of Congress.

The Senate adopted Mr. Wallis' resolution with the above amendments, but the House at the evening session refused to adopt the conference committee's report — yeas 15, nays 28. Subsequently the vote was reconsidered, and the report was recommitted, when the House adjourned till half-past 8 o'clock tomorrow, at which time the committee will again report.

The two Houses are thus at variance. The Senate refuses to adopt Mr. Wallis' resolution or fix a day for the adjournment, unless the House adopt the Senate resolution and appoint eight commissioners, as above mentioned.

In the House of Delegates, Mr. Wallis reported a bill calling a Sovereign Convention, which was laid on the table. The joint resolution from the Senate appointing a committee of four from each House to visit President Lincoln and Jefferson Davis, and the Governors of Pennsylvania and Virginia, was reported upon unfavorably by Mr. Willis, chairman of the Committee on Federal Relations, giving certain reasons therefore. The report was adopted.

They also report that the invasion of Maryland, and the capture of produce by the Virginia troops, has been disapproved of by Governor Letcher in a letter to Governor Hicks, who has issued orders forbidding the recurrence of such acts. The report was adopted, and the papers ordered to be forwarded to Mr. Harvey, Commissioner to Virginia.

Sketch of Gen. Beauregard.

--Gen. P. G. Toutant Beauregard, the Commander-in-Chief at Charleston, was born on his father's plantation, near New Orleans. He is a descendant of the most aristocratic Southern families. His father was a wealthy and influential Louisiana planter. His mother was of Italian origin, and descended from the ducal Reggio family of Italy. Gen. Beauregard entered the United States Military Academy at West Point, at an early age, where he graduated in 1838, taking the second honors in a class of forty-five graduates, and was appointed to the corps of engineers. He was promoted to a First Lieutenancy in June, 1840, and in that capacity served with great distinction during the Mexican war. He was twice brevetted "for gallant and meritorious conduct" in the field, the first time as Captain for the battles of Contreras and Churubusco, to date from August 20, 1847; and again as Major for the battle of Chepultepec, to date from the 13th of September of that year. Gen. Beauregard is about forty-three years of age, in prime of life and vigorous health, erect as a soldier, well made and remarkably active. There is great spirit and determination in his look, and he evidently possesses great muscular power. The great characteristic of the General is perfect method in all his plans. He is regarded one of the ablest officers that ever was in the American army.

Indignation at the attack on Fort Sumter seems to be the prevailing feeling throughout the Northern States. Mankind will always be more moved by the sound of actual warfare than by the violation of rights or the abandonment of compacts. The Southern States may have torn the Constitution of the Union to pieces, but the patience of the North was not worn out until shot and shell had been poured into a Federal Fortress and a Federal officer had been led a prisoner through the rebellious city of Charleston. Now, however, there can be no doubt of the excitement all through the North. How long it may last, and whether it will survive a calm examination of the coming campaign, are other questions. For the present, there is an earnest desire in the Northern States to avenge the capture of Fort Sumter. The President's appeal has been responded to in every quarter. The feeling in New York city was so strong at the departure of the last steamer, that the Herald, which has been throughout these troubles practically a Southern print, was forced to turn completely round and applaud the policy of the Government. The New England States and those of the West were also said to be zealous in the cause of the Union. Troops were being mustered in the leading towns and made ready to march for the defence of Washington, it not for the invasion of the Southern States. This outburst of loyalty may be attributed not a little to the restless character of the people. Year after year the military ardor of the Americans has been expended on militia field-days, on processions, Fourth of July demonstrations, and other proceedings equally showy and harmless. But something more has been demanded by the hot blood of the American youth. They leaped into the war with Mexico as if it were a relief from an intolerable tedium. It has required considerable judgment and forbearance to prevent a collision with Great Britain on several senseless disputes. Now, however, there is employment for every unquiet spirit. The Southerners have within a few hours come to be looked upon as enemies, against whom a crusade is meritorious. Even in New York, which has been called with some justice a Southern city, where the productions of the South are dealt in more than in the Southern cities themselves, where the slave traders are said to congregate, and where the party of Mr. Lincoln was small and weak a few months back, all traditions, all interests, all political feelings are now forgotten, and the whole community demands that justice should be done on the traitors of the South.

If wishes were weapons, if the trumpet blast of Northern defiance could throw down the walls of every Southern fort, then the campaign would, no doubt, be short enough. But this enthusiasm of the North only leads us to believe that a fierce and lasting struggle may possibly be begun. The States faithful to Mr. Lincoln have now accepted the doctrine that secession is treason, and that the seceding States may legitimately be conquered and held by the victors. But the intelligence which reaches us from the South seems to show that the Confederate States are equally determined on maintaining their independence. The ardor of New York, or even Boston, cannot be greater than that of New Orleans. The Southerners, indeed, may be expected to be even more resolute than their opponents. They know very well that there is now between them and the North a gulf which time and quiet may fill up, but which the shock of war will widen until it is impassible forever. They know what the Northerners seem not sufficiently to consider — that the recapture of the Federal forts is nothing in itself, but merely symbolizes the subjection of the recusant States to the Government at Washington.

One may well ask the Northerners what they intend to do when they have recaptured Fort Sumter, and what next, and next? The Southerners know full well that the Central Government cannot be content with the "retaining the Federal property," and that as long as they, the Secessionists, refuse to acknowledge President Lincoln, acts of hostility must take place between the two sections — the Southern ports must be blockaded, and the Southern States subject to the inroads of Northern, and even of Abolitionist bands.--Therefore, though we have not such detailed accounts from the Confederate States, yet, from what we are able to publish to-day, it is easy to see that the enthusiasm in the North was more than equalled by the zeal of the Southerners. Indeed, as is generally the case, the weaker party actually appears in greater strength than its opponents, since a knowledge of its inferiority leads to efforts and sacrifices which more than make up for its deficiencies. The Southerners show certainly no signs of wavering, and it will be cherishing a delusive hope to imagine that either through fear of the Federal arms, or from deference to the majority of their fellow-citizens, the seceders will be inclined to compromise. We fear that, should the North determine to enforce obedience, we must be prepared for conflicts of the most serious kind. Southern news does not reach us very regularly, or speedily, or accurately, but the present telegraphic dispatches announce that Lincoln's Proclamation had been met by defiance, as general as the enthusiasm of the North. Something like a levy in mass may be expected among the population of the South, who are easily made into soldiers, and who, from the skill with the rifle, must always be formidable antagonists. President Davis, who fought at the head of the Mississippi volunteers in Mexico, will probably take the command. He was, we believe, originally educated for the army, though he subsequently abandoned the military calling for law and politics. The points at which attacks might be made by the Federal Government were being strongly reinforced, and the experience of recent warfare leads us to believe that a determined force behind military works will be dangerous enemies to a disembarking or advancing army. As to the financial position of the Confederacy, we learn that the whole loan of $16,000,000 has been taken at par at New Orleans, where military ardor was very high.--In fact, as far as can be judged from the somewhat scanty intelligence received, the Confederate States were preparing to defend themselves to the last, declaring that their right to secede from the Union is as clear as the right of the thirteen colonies to throw off allegiance to George III.; and more so, since the British Government only violated a traditional maxim respecting taxation, while the North, according to them, has violated a written Constitution by endeavoring to restrict the right of holding persons to labor throughout the entire Union.

But it is useless to speculate further on matters which will be made clear in a few days. The most momentous part of the present news is undoubtedly that which relates to the Border States. It is just possible that some of these will not immediately secede; but the secession of Virginia was expected to take place in a few days, and it is probable that already this grave act has been accomplished. Should this be the case, the others must eventually follow. Though there is a large non-slaveholding element both in Virginia and Kentucky, yet the owners form the most powerful class, and the passions of the multitude have been everywhere roused against President Lincoln as an assailant of the rights of the South. Without giving implicit credit to all that is reported by telegraph, there is evidence enough to show that a large body of the people in Kentucky, Tennessee and Missouri will take up arms in defence of the Confederate States. Gen. Pillow had arrived at Montgomery to offer President Davis a division of Tennessee troops. The martial excitement once begun will certainly spread, seize all minds, and at no distant date carry these States out of the Union.

Had the Border States, however, even remained firm, it would have been a difficult task for Mr. Lincoln to carry on such a war as he meditates. A march from the North through the States of Virginia and North Carolina to Charleston seems an enterprise beyond the powers of the Federal forces. The country would be almost that of an enemy, for the sympathies of the slave-owners would be everywhere with their Southern friends.--It is difficult to conceive that this project has ever been entertained. We must believe that expeditions by sea are the means by which the President intends to bring the rebels to obedience. Now, operations of this kind are not only very difficult in the face of a strong and resolute enemy, but they e time in preparation. Whatever may be the result when the Federal militia attempt to land at Charleston, or to repeat the British enterprise against New Orleans, we must at least expect that transport and commissariat will occupy a month or two, and that, with the whole Southern population in arms, it will not be thought prudent to send small or ill-equipped expeditions against the leading cities of the enemy. Although, certainly, numbers, wealth and a sufficient zeal are on the side of the Unionists, yet the damages of an offensive war are so great that President Lincoln may even now well hesitate to begin it.

Why the troops were hurried up.

--A Washington letter says:

Republican Congressmen say that the reason of the late hurrying up of troops to this point from the North was because Gen. Scott found that troops were concentrating in Virginia much faster than he had anticipated. The troops here are going rapidly into camp upon the high grounds in the flank and rear of the city, but there are no indications that fieldworks are to be thrown up thereon, as has been suggested in the New York administration papers. The command of the Potomac precludes the necessity of such steps at present.

Southern Baptist Convention.

The following embraces all the business of importance transacted on Saturday last, the second day of the session, at Savannah, Ga.:

Rev. J. H. Campbell, of Ga., offered a resolution declaring it inexpedient for this body to attempt public collections for any of the objects embraced in its Constitution during its present session. After some discussion, the resolution was laid on the table.

Rev. George Bushyhead, a Cherokee Indian, was introduced by Rev. S. Landrum, and addressed the Convention in favor of his church and congregation in North Carolina.

Rev. J. P. Boyce, of S. C., offered the following:

Resolved, That a special committee of five be appointed to consult with the Board of the Southern Baptist Publication Society as to the possibility of a Union of the Bible Board and that Society; and if a union be found practicable, which will not conflict in any way with the Constitution of the Convention or that Society, and which in their judgment will increase the efficiency of the Bible Board, the committee be directed to report at the next meeting of the Convention.

The Coercive policy.

--To show still further the extent of the policy adopted by the Federal Administration, we copy the following circular of instruction to Collectors and other officers of the customs on the Northern and Northwestern waters of the United States:

On the 19th day of April, 1861, the President of the United States, by proclamation, declared the ports of South Carolina, Georgia, Florida, Alabama, Louisiana, Mississippi and Texas under blockade, and on the 27th of the same month, by another proclamation, declared the ports of Virginia and North Carolina also under blockade, since which proclamation this Department has received reliable information, that attempts are frequently made to furnish arms, munitions of war, provisions and other supplies to persons and parties in those States in open insurrection against the constitutional authorities of the Union. It becomes my duty, therefore, to instruct you to cause a careful examination to be made of the manifests of all steam or other vessels departing from your port with cargoes whose ultimate destination you have satisfactory reason to believe is for any port or place under the control of such insurrectionary parties, and to compare the same with the cargo on board, and if any such manifests be found to embrace any articles of the description before mentioned, or any such articles be found to constitute part of the cargo, you will take all necessary and proper means to prevent the departure of the vessel, and to detain the same in your custody until all such articles shall be removed therefrom, and for further proceedings according to law. You will also make a careful examination of all flatboats and other water craft without manifests, and of railroad cars, and other vehicles, arriving at or leaving your port, laden with merchandize, the ultimate destination of which you have good reason to believe is for any port or place under insurrectionary control; and if arms, munitions of war, provisions or other supplies are found having such destination, you will seize and detain the same to await the proper legal proceedings for confiscation or forfeiture.

In carrying out these instructions, you will bear in mind that all persons or parties in armed insurrection against the Union, however such persons or parties may be organized or named, are engaged in levying war against the United States; and that all persons furnishing to such insurgents arms, munitions of war, provisions, or other supplies, are giving them aid and comfort, and so guilty of treason within the terms of the third section of the third article of the Constitution. And you will, therefore, use your utmost vigilance, and endeavor to prevent the prohibited shipments, and to detect and bring to punishment all who are in any way concerned in furnishing to such insurgents any of the articles above described. You will, however, on the other hand, be careful not to interrupt vexatiously, or beyond necessity, by unwarranted or protracted detentions and examinations, the regular and lawful commerce of your port. You will report forthwith whether any, and if any, what additional measures may be necessary in your judgment to carry into full effect the foregoing resolutions, and you will report to this Department from time to time your action under these instructions.

Gunpowder for the South.

--Apprehension has been frequently expressed lest the supply of powder at the South might prove inadequate to the demands of a protracted war. The apprehension, we think, is groundless; for, independent of whatever supply of the manufactured article or of the raw material may now be on hand, the elementary substances of which gunpowder is made, can be extracted in exhaustless amounts from our own soil and forests. It is well known by our older citizens, that in early times the settlers made their own powder from materials easily obtained. The numerous caves of this region abound in nitrous earth, and in many of them nitre has been made in large quantities. If crude sulphate cannot be obtained in sufficient quantity in our cities, the sulphurets of copper and iron in East Tennessee can furnish an unlimited supply. Our willow, linwood and other trees can furnish the best charcoal.

In this connection we will state that an enterprise has already been set on foot, having in view the production of gunpowder material. Messrs. G. W. Rice, John F. Anderson and John D. Borin, have leased the celebrated Sauta Cave in Jackson county, Alabama, and are making extensive preparations for the production of nitre on a large scale. It is also the intention of these gentlemen to extend their operations to include the manufacture of powder. This enterprise we regard as judicious, patriotic, and we doubt not will prove highly remunerative.

The powder mill near Nashville is in vigorous operation, and we expect to hear of many similar establishments springing up magically throughout the South, so that, instead of experiencing a want of this necessary element of warfare, we will in fact have enough and to spare.--Chattanooga Advertiser.

Home manufacture of percussion caps.

--Nothing more was needed to develop the industrial resources and energies of the South than the suspension of trade with the North, which the Yankees, unluckily for themselves, have just occasioned. As soon as the fact became known that a more abundant supply of percussion caps would be desirable for the Southern troops, we find manufactories starting up in each of the Confederate States. We were gratified yesterday on being presented with one of the first percussion caps made in South Carolina. We are informed that the new caps are found to be in every respect equal to those made by the United States Government, and Messrs. Cameron & Co. are now engaged making the machinery by which they can be produced in large quantities.--Charleston Mercury.

Military Movements.

--The Staunton Spectator, of Tuesday, says:

On Sunday morning last, the artillery company from Lexington, of which Rev. Dr. Pendleton is Captain, left this place for service in the field.

On Monday morning (yesterday,) the "Staunton Rifles," Capt. Asher W. Harman, left in the Eastern train, making the welkin ring with their cheers.

The West View Company, Capt. Roberts, arrived on Monday, and left here on Tuesday morning.

A company of Infantry from Greenbrier, under command of Robert F. Dennis, and a company from Monroe, the "Monroe Guard," Capt. Tiffany, left their respective counties on Monday, and are expected here on Wednesday.

The Churchville Cavalry. Capt. Sterrett; the Sangersville company of Riflemen, Capt. Grinner; and the "Alleghany Infantry," Capt. McAllister arrived here on Monday, and are now awaiting orders to march to whatever place their services may be needed.

Contraband of war.

--The following articles have been officially declared as coming under the head of "contraband of war," by the Federal Administration:

Gold and silver coin, checks or bills of exchange for money, articles of food, clothing, and materials for the manufacture of clothing; rifle, pistol, musket and cannon balls and shells; gunpowder, and all materials used in its manufacture; ammunition and munitions and implements of war of every description; books of military education; saddles, harness and trappings for flying artillery, field and staff officers and cavalry troops; horses, gun-carriages, timber for ship building, all kinds of naval stores, engines, boilers and machinery for boats, locomotive engines and cars for railroads, and goods and commodities which might be useful to the enemy in war.

Ex-President Pierce on the war.

--The Boston Post publishes a letter from Ex-President Pierce, which concludes as follows:

The very idea of the dismemberment of the Union has always been to me one of terrible significance. Still, if it holds a place in the inevitable march of time — if the noble fabric must totter to its fall — there is, I humbly hope, no inexorable necessity that its ruins be stained with gore. If our fathers were mistaken, and time has developed in our system, or if the madness of their sons has planted there the germ of an "irrepressible conflict" which forbids us longer to live together in peace, then in peace and on just terms let us separate. Fearful will be the responsibility of those who would cast the last element of human woe — that of arms for fratricidal slaughter — into the general chaos. The wisdom of man fails — may God in mercy guide us.

Noble Advice.

--Alex. H. Stevens said the other day at Atlanta:

My friends, forget not the soldier! Send him contributions to make him comfortable while he is in the service. Take care of his family while he is absent. Employ your hands and your substance in doing works of charity in this day of your country's trial. If any should fall in the battle, remember the orphan and the widow, and take care of them. God will bless you in such noble performance of a patriotic duty.

The sunken vessels.

--Col. Haupt, the engineer and contractor for building the Hoosac Tunnel, has made proposals to the Washington War Department for raising the sunken vessels at the Gosport Navy-Yard. He proposes to furnish competent men to perform the task at reasonable compensation, and to superintend and give direction to the engineering department in person, free of charge. All beyond this that he stipulates is, that the Government shall furnish a sufficient force to protect the men in their operations. He says that the work can be done in sixty days.

Diabolical Mischief.

--Some unknown miscreant displaced the rails on the Southwestern Railroad, near Americus, Ga., Thursday last, by reason of which the passenger train from Macon was thrown from the track and the engine and a portion of the cars precipitated down a twenty-five feet embankment.--Several parties were injured, but not fatally.

A Revolutionary sword.

--The Scottsville (Va.,) Register says that Lieut. Llewellyn of the Scottsville Guard, has been presented with a sword used in the Revolutionary War, by Mr. Coles, the grandfather of Mr. Thos. S. Coles, on Green Mountain. It contains seven stars on one side, representing the first seven States formed, and on the other, the old thirteen.

Offer of service.

--The notorious E. Z. C. Judson (Ned Buntline) had an interview with Secretary Cameron on Monday morning, and tendered to the Government a regiment composed of fifteen hundred practical hunters and sharp-shooters from the western part of New York State. The same fellow strayed over to Alexandria on Monday, and was arrested by the Virginia pickets; but Col. Terrett ordered his release.

Disaffection.

--A Harrisburg letter to the N. Y. Herald says:"Great disaffection exists throughout this State relative to the three years enlistment. Our men are anxious and eager to go for the entire period of the war, be that twenty years, but object very seriously to the new requisition. Many soldiers who have arrived here recently, returned very much dissatisfied."

Steam gunboats.

--The Federal Government has, according to reliable accounts, sent orders to Europe for the purchase of steam gunboats and other steam vessels of war, suitable for navigating shallow waters, and great activity prevails at the navy-yards in fitting out vessels for the blockade of ports of seceded States.

Matrimonial.

--Mortimer Thompson, better known as "Doesticks," was on Sunday married in New York by the Rev. Henry Ward Beecher, to Miss Grace Eldredge, eldest daughter of "Fanny Fern." The ceremony took place at the residence of James Parton, the biographer.

A large satinet factory at Norfolk, Conn., known as the "Norfolk Woolen Factory," was burnt Tuesday night, with all its contents. It employed about seventy-five hands. The loss is estimated at $40,000; insured for $30,000.

A respectable citizen of Orleans, Ind., named Thomas W. Busick, was murdered in the streets of that town a few nights since, by a person who entertained hostile feelings against him.

A drover named L. D. Stevens was murdered at Pembroke, Gennessee county, N. Y., a few days since. He had between $7,000 and $8,000 with him, which was supposed to have been the cause of the murder.

On Thursday Mr. Samuel France, a highly respectable citizen of Baltimore, Md., committed suicide by shooting himself with a gun.

It is probable that the Confederate Congress will adjourn within the next ten days, to meet again in July, at such place as circumstances may render necessary.

A report has reached Keokuk, that a party of Missourians had gone over into Taylor county, Iowa, and burned the town of Amity.

The Kentucky Border State Commissioners, recently elected, were to have assembled in Frankfort Tuesday for preliminary consultation.

It has been decided by the United States to protect the upper Mississippi river with armed steamers and batteries of heavy ordnance.

Dr. Charles Hughes, of Davenport, Iowa, having refused to take the oath of allegiance to the United States, was driven from the city.

The New York Courier and Enquirer insists that it is the intention of the Confederate States to invade Pennsylvania and pillage Philadelphia.

Hon. Howell Cobb, in a letter to the Athens Banner, announces his unalterable determination to retire to private life on the expiration of his present term of office.

John P. Kennedy, U. S. Senator from Maryland, has issued a long appeal against secession.

Harriet Beecher Stowe terms the present invasion of the South by Lincoln, the "Holy War."

The Wheeling traitors propose to divide the State, and call the western portion "New Virginia."

It is stated that it was $100, instead of $5,000, which ex-President Buchanan gave to the Pennsylvania volunteers.

Captain Franklin Gardner, of the 10th regiment U. S. Infantry, resigned on the 6th of April last.

A. E. Sanders, and M. R. P. Garnett, of Virginia, clerks in the Treasury Department at Washington, have been removed.

Col. Robert Anderson left New York on Tuesday, for Louisville.

The First Connecticut Regiment has arrived in Washington.

The county Court of Shenandoah, Va., has appropriated $30,000 for war purposes.

Local matters. Hustings Court

--May 15th--R. D. Sanxay, Senior Alderman, presiding.

Richard, a slave, the property of John Washington, for stealing four gilt picture frames and pictures, of the value of $48, the property of Chas. R. Rees, was found guilty, and sentenced to transportation beyond the limits of the United States. He would only have been whipped for the above crime, but it appeared that he had been convicted of grand larceny in stealing a $225 gold watch, on the 11th of September last, and ordered 39 for that offence.

Charles Smith was examined for forging the name of Warwick & Barksdale and P. T. Moore & Co. to two checks for the payment of money, and sent on for final trial before Judge Lyons. He is now committed on six cases, the above included.

Ordinary licenses were granted Thos. M. Granger, Peter Chick, Wm. E. Scherborn and James Kirk. [A large number of Ordinary keepers have not renewed their licenses, and the Court sits to-day for the purpose of renewing them.]

The case of Elijah, slave of Stephen Hunter, for burglary, in breaking open Jas. H. Beagleston's store-house, and stealing $300 worth of groceries, was continued until the next term.

E. Beathy was tried for misdemeanor. The jury failed to agree and were discharged. The defendant was then let off on payment of costs.

Richard Morris, alias Richard Johnson, was tried for stealing a lot of chickens, of the value of $3. of Ro. E. Johnson, of King William county. He plead guilty, and was sentenced to one day's imprisonment. He had been in jail four months.

The Grand Jury found a true bill against David W. Hughes for permitting an unlawful assembly of slaves and illegal gaming in his house, and against Fleming Morgan and Jas. Howard, for an affray in a public street. The Grand Jury were then discharged for the term.

Business.

--When a certain leading class of merchants in any town are not doing much in the money-making line, it is customary to say that times are dull. Even the "pending conflict," however, cannot ward off all approach of the busy season in Richmond. The merchants, or at least a large proportion of them, are doing something. This we are at liberty to say from the lively rattle of vehicles and the throngs passing over the streets and sidewalks on yesterday. We never saw the accessories to "business" more energetic in demonstrations than on the occasion referred to. One mercantile firm in this city sold on Tuesday, we are informed, $10,000 worth of goods. Now, if Richmond can stand up under the pressure of existing circumstances, what cannot she do when peace is restored and we are cut off from the diseased part of our late common country? She will be the Manchester of the Southern Confederacy. Her natural advantages will, with the addition of acquired auxiliaries, make her in a few years a great city. It is so written, and no earthly thing can hinder it. "Away with melancholy."

Religious Conventions.

--The prospects for the meeting of two important religious Conventions in our city this week, are good, notwithstanding the disturbed condition of public affairs. A number of delegates and visitors arrived yesterday to attend the Convention of the Episcopal Church which began its sessions at St. Paul's, at 11 o'clock yesterday--Bishop Meade preaching the opening sermon. An additional number of delegates are expected to-day.

We hear also that there will be a good attendance at the United Synod of the New School Presbyterian Church, which meets at Rev. C. H. Read's Church, corner of

Franklin

and

8th streets

, to-night, at 8 o'clock. The opening sermon before the United Synod will be delivered by Rev. Dr. Atkinson, of Mississippi, Moderator of the last Synod.

Chain-Gang Recruits.

--Septimus Acquilla was carried before Recorder Caskie yesterday for using incendiary language, and failing to give $300 security for his good behavior, was sent to jail and ordered to the Chain-Gang for 60 days. The same order was entered in relation to Jas. T. Leathers, arrested for a similar offence. Leathers is an old man, pretends to hail from Orange, is proprietor of an unpromising family who have once of twice been before the Mayor; has a cousin in the Navy named Turner, a Lieutenant, who was engaged in burning the Gosport Navy-Yard, and is himself a most unsavory specimen of humanity.

Military matters.

--The commanding officers of Peyton's Artillery Corps have received orders to remove their men, now (to the number of 75) stationed at the Baptist College, to West Point, on the York river, whither they will proceed this morning by railroad, at 8 o'clock, and report for orders to Capt. Whittle at that place. They will be assigned to one of the batteries in that region, and when the shock of actual conflict comes, we predict they will give a good account of themselves. The field battery to be used in future by the company is hastening towards completion.

Singular Coincidence.

--The regular "lesson for the day," in the Episcopal Church on Sunday last was the 2d chap. of Joel. The 20th verse is in these words, curious, if not ominous of what the Baboon and his dirty cohorts are to expect from the chivalry of the South: "But I will remove far off from you the Northern army, and will drive them into a land barren and desolate, with his face toward the east sea, and his hinder part towards the utmost sea; and his stink shall come up, and his ill savour shall come up, because he hath done great things."

Hurrah for Danville.

--The Danville Artillery, a corps, judging from appearance, numbering 150 men, arrived in Richmond yesterday, via Danville Railroad. Their uniform consists of a neat gray jacket and pants, trimmed with red. They had no battery with them when marching up from the depot. The company is composed of most excellent material, a majority of them being farmers, who have risen before the sun since they were three years old. They looked capable of enduring any remarkable amount of fatigue.

Unfounded charge.

--Two men named Americus Crutchfield and Henry Ward, were arraigned before Recorder Caskie, charged by Jesse O. Newton, with stealing a silver timepiece worth $20. An examination of the premises led the Recorder to the conclusion, that it did not take two men to steal one watch, and that the parties accused were not guilty. They were let off.

Sale of brandy.

--There was a sale yesterday at the Custom-House, by the Sheriff of the city of Richmond, of imported brandy of good quality, seized in execution at the suit of Weiller and Ellis vs. Cottez & Co. Several pipes were sold at $5.45 and $4.75 per gallon, the whole netting an average of $5.31. The liquor had been bonded since 1856.

Let off.

--Archer Saxton was carried before Recorder Caskie yesterday, for abusing and threatening Bridget Ney. The proof did not show that Bridget had anything to fear, and the Recorder said nay to the demand for security of the peace.

Not ready.

--Clinton Kennedy, who was arrested at the Fair Grounds as a dangerous and suspicious person, was committed till to-day by the Recorder yesterday. The same order was entered in relation to Wm. Christian, taken in custody as a suspicious person.

Removed.

--The battalion of Richmond Howitzers have been removed from their late camp ground, "Howard's Grove," to Chimborazo Heights, overlooking Griffin's Spring, in the vicinity of Rocketts.

--Captain Clayton G. Coleman, Jr.'s, corps of Louisa, are called the Frederick Hall Grays, and number, rank and file, 85 men.

Our friends at the various camps and places of rendezvous and elsewhere, will confer a favor by sending to us any interesting intelligence, at the earliest practicable moment for publication. We desire to keep our readers informed in regard to everything that transpires, and will pay an adequate compensation for important news.

Correspondents will bear in mind the fact that we invite no contributions except such as communicate important news. We are daily overwhelmed with letters which we can not publish, simply because the writers do not confine themselves to the established rule. Letters written on both sides of the paper are also excluded from our columns.

Blockade Hurts the North.

The wealth and prosperity of the North are not to be denied; but it is dependent and not self-sustaining. The manufactures of the North can flourish only while they have ample markets open for their goods. If these markets are closed, the manufactures cease to flourish and to exist. Then the very labor which before was wealth and power, becomes a charge and a burden. So with her shipping. No people in the world were so wealthy as the North in ships and sailors; but, deprive these of the trade upon which they subsisted, and you convert their seamen into vagrants their marine into a dead and rotting investment. The like is the case with all the machinery, equipments and outfit of commerce. The fine buildings of the cities, the army of clerks, the merchant princes, the great cities themselves, all lose their occupation, and become a charge and burden to the country, consumers of food and no longer producers of wealth, on the cessation of business.

No wealth and no prosperity is really intrinsic and independent except that of an agricultural people. They can stand blockades and the stoppage of trade; but the manufacturers cannot. They can cease to buy and sell and yet continue to live; but merchants and book-keepers and bankers cannot. They can subsist in comfort, though not a pound of freight passes from port to port; but a community of ship-owners and sailors can not.

The Lincoln Government is inaugurating precisely the policy which must ruin the North. To stop the Southern trade is to paralyze the North, which almost monopolized these markets. To stop up the Southern ports is to destroy the American coasting trade, which created and sustained the Northern merchant marine, the largest and best in the world. To prevent the South from buying merchandize from the North is to confer a substantial benefit upon her, while depriving the North of her largest and most profitable customer. Instead of raising barriers against commercial intercourse, the clear policy of Lincoln would be to remove and keep down all barriers. If he did not undertake the work for us, the South, in self-defence, would have herself to interdict trade with the North, and encounter great expense and odium in enforcing the non-intercourse. But for his proclamation of blockade, we should have to proclaim an embargo against all trade with the North,

True, he may cut off the Southern trade with Europe; but the South would not gain more from this commerce than the North would gain by such trade as, but for Lincoln's policy, it could contrive to keep open with the South. Nor will the odium which the North will incur in Europe from the blockade be less injurious to itself than an interdiction of Southern trade with Europe will be to us. The embargo established at Cairo seems especially injurious to the interests of the North. It prevents Western produce venders from sending their provision stuffs to market. It prevents Northern manufactures from procuring cotton for their mills. The loss by the South of the sums it might obtain from that direction is most inconsiderable, compared with the loss which the Western produce growers and Northern manufacturers must sustain by thus blocking up of the Mississippi. The right hand of the North seems in these things to have forgot its cunning. In the desperation of its anger, the fangs of that section seem to have been turned upon itself.

The true policy of the North would seem to us to have been the very opposite on to that they are pursuing. They should have disdained to attack commerce, to stifle business, which are the breaths of Northern life; they should have eschewed the thought of blockade. The manly course was the true one for them to pursue — that of naked coercion-- plain, downright hard fighting. They were the commercial, they the shipping, they the trading section; and in attacking these interests, the Washington Administration have attacked the vitals of Northern prosperity.

The blockade and its kindred measures will be a great advantage to the South. It will set on foot a thousand branches of manufacture which would never have taken spontaneous root in the South. How very many classes of manufacture there are connected with the equipment of armies. Half the wants of domestic life are supplied by the same factories which provide the outfit of the soldier. If we are made to manufacture all the articles requisite in war within ourselves, we shall continue to manufacture them when the war shall have ceased. No sooner has Gen. Scott's list of things contraband of war been made public, than immediate steps are taken in Richmond to manufacture here all that was not manufactured before. All that we ever wanted for the establishment of these manufactures in the South, was a prohibition of the Northern rival article. No sooner is that prohibition decreed by Lincoln, than the new manufacture springs up spontaneously around us. Surely are the Fates working for us in this contest.

United States vessels.

We are much amused to behold the pompous prefix of "United States," indicating a national vessel, attached by the adroit Yankees to every possible craft, from a steamer to a dugout, that they can press into their service. There are our peaceable old friends, the Potomac river steamboats, which are now know under the extraordinary alias of the "United States steamer Mount Vernon," &c., &c, and any number of tugs, bay and sound boats, merchant ships and schooners, not one of which could resist a single well-directed shell or even shot, flourishing upon the rivers, estuaries and high seas as United States naval vessels. This is a characteristic trick of a people inexhaustibly for in arts and expedients. There are in point of fact but seventy-five war vessels in the whole American Navy, and not over half of them are fit for service. The rest that we hear so much of are merchant craft fitted up for the emergency, which even the small vessels now lying at our own wharves would be fully competent to meet. Is a blockade by such vessels anything but a paper blockade?

Northern Civilisation

We take the following choice specimens from the Boston Traveller:

"$5,000 reward for the Head of Jeff. Davis.

"$3,000 for the Head of Gen Beauregard.

"$3,000 for the Head of the traitor, Lieut. Maury.

"Lieut. Maury's Treachery.--A Washington letter says evidences of Lieut. Maury's treachery are daily apparent. The meanest of them yet discovered is, that he removed buoys from Kettle Bottom Shoals, leaving the Administration to find it out as best they could. The same writer says Maury will not be allowed to resign but that his leaving as he did will be considered an actual desertion of a post of duty. On the day of his desertion he was with the Secretary of the Navy up to 3 o'clock in the afternoon, and said nothing of his intentions. He went home, packed up his furniture, and vamoosed. The Observatory is now under the charge of Lieut. Gillis, an excellent officer, than whom a more loyal, efficient, and worthy servant of the Government does not exist. The mass of unfinished work left by Lieut. Maury at the Observatory is enormous, but under the capable management and untiring energy of Lieut. Gillis, it is fast being chased away."

"The meanest traitor yet is Lieut. Maury, who played the hypocrite to within an hour of his leaving, when he stole away like a thief."

Here are only eleven thousand dollars offered for three heads, that it would be an excellent bargain for the Yankees to get at eleven millions. We hope there will be no retaliation. We hope that no one will offer a reward for the head of Abe Lincoln or GenScott, or Com. Pendergrast. Indeed, a friend suggests that a large reward should be offered to any one who will guarantee that the heads of Lincoln, Scott, Pendergrast & Co. shall be kept on their shoulders. We can wish cur vindictive enemy no worse luck than to have those incompetent skulls just where they are. It would be shameful extravagance and inhuman contempt of the brute creation to offer the reward of a calf's head for the whole lot.

One word in regard to the infamous assault upon Lieut. Maury. It is simply false that he left a mass of unfinished work at the Observatory. Every duty connected with his department was fulfilled up to the last moment, and if be said nothing to the Secretary of the Navy of his intention of resigning. it was a proof that he understood the character of the persons he had to deal with, who would instantly have put him under arrest. The whole of this malicious paragraph is probably the suggestion of that "capable manager," the "untiring" and "energetic" aspirant, Lieut. Gillis But neither he nor the Lincoln Administration can impair the fame of Lieut. Maury any more than they can extinguish the stars where he has written his name, or chain the tides of the ocean which his genius has illumined.

Wheat and corn.

We are glad to learn from all parts of the South that a much larger area than ever before is now devoted to the cultivation of cereals. It would not be a matter of regret if but little cotton were attended to this year, for the South can better afford to lose one year's cotton crop than her enemies can. We have all the elements of independence within our selves; we can feed and clothe our own people, if we will, and that — not cotton or tobacco — should be our object at present. We understand the North says it will have the cotton — it will blockade the Southern ports, and make the cotton States send it by railroad to New York. Well, we shall see what we shall see. We do not think New York can make the cotton States truckle to its behests. We are very sure that the South would rather devote the whole cotton culture to destruction, and will so devote it, before they will be subjugated by the North.

Wheat, corn, peas, all articles of food for man and beast, are the only things the Southern people should now cultivate. Of all these corn is, perhaps, the article of greatest value. The whole South should be one immense corn field. Let us permit cotton and tobacco to go this year, and cultivate corn. Now is the time for our farmers to show both foresight and patriotism. Let us be prepared to make any sacrifices for our country — to make it a corn field, if necessary, or to make it a desert, rather than permit its subjugation.

The day of election.

Keep it before the People, that Thursday next is the day of voting on the Ordinance of Secession.

It is asserted that on, or immediately before that day, the Lincoln Administration will invade Virginia at three points, and possibly more, for the purpose of creating a huge uproar, causing the whole population to fly to arms, and thus omitting, in the excitement, this important duty of voting, whilst Carlile and other traitors of his stamp, reinforced by men from Pennsylvania and Ohio, who will have no right to vote, will throw a heavy vote into the ballot-boxes, and thus avail themselves of the suicidal impression of most people, that there is no use in going through the empty formality of voting.

We invoke the country press of Virginia to place the patriotic people of the State upon their guard. As the chosen people of old rebuilt their temple, armed with the tools of the artisan and the weapons of the warrior, so let Virginia rebuild the majestic structure of her Independence, with the freeman's vote in one hand and the sword in the other.

Let every man vote. Let every friend of the South and of Virginia be sure to deposit his suffrage. There never was an election yet when it was as important as it is now that the whole voting strength of the State should be out, and that every man should say whether he is for Virginia's independence or not.

Hon. W. C. Rives.

The Petersburg Express, mentioning that Mr. Rivers passed through Petersburg, Saturday morning, on his way to Montgomery Alabama, says he was introduced to a large number of the citizens by his personal friend, Dr. Thos. Withers, of Petersburg city. Mr. Rives expressed the most ardent devotion to the South and her institutions, and especially to the old mother of us all — Virginia--God bless her ! He was for the Union, as were thousands of others, so long as there was a possibility of preserving it, but now that Virginia has resumed her sovereignty, and allied herself with the glorious Southern Confederacy, Mr. Rivers is for her first, last, and all the time.

The Texas Rangers.

The advance guard of the Texas Rangers, which has arrived in this city, are certainly about as dangerous combatants as any the world ever produced. We believe that the far-famed Zouaves, man to man, would be children in their hands. Even if they had no other weapon than the eight-pound bowie knife, keen as a razor on both sides, and wielded by hands which use it with the most extraordinary strength and dexterity, we should not hazard much in betting on one of these Texan lions against any three of the enemy.

"Johnson & Browning's Yankee Traveller."

We are constantly receiving letters from various parts of the State as to the agents of this notorious concern. One of them, (we learn from a letter now before us,) calling himself H. M. Smith, and professing to be an agent for the above house, passed through Spotsylvania last winter en route for Fredericksburg. He passed through the same county about two weeks ago, destined, he said, for the same place. He is believed, from various circumstances, to be a spy. Too much vigilance can not be exercised at present in the observation of such characters.

Important news from England.

It will be seen that Lord John Russell has made a speech in the House of Commons, declaring that the Southern States must be recognized as Belligerents, that is, as "a nation carrying on war."

He has also referred the outrageous blockade to the law officers of the Crown. A fleet is coming here to protect British interests, which, we need scarcely add, are identified with Southern interests. It also appears that the stream of California gold is being diverted from New York to London. Let

Wall street

, which has been buying up its Billy Wilsons to chastise the South, gnash its teeth and howl !

This is but the beginning of the end ! We small yet see "Merry England" and chivalrie France, actively aiding the cause of Southern independence.

General Scott.

The Petersburg Express says that a gentleman of that city, who saw General Scott last Saturday, says:

"He is a complete wreck. Infirm, gouty and overwhelmed with the lashings of a guilty conscience, he has become a sort of terror to all around him. His Aids tremble in his presence, and his petulancy prevents him from giving any one a civil answer. "Old Abe." it is said, is absolutely afraid to go near "Fuss and Feathers," as the latter has not forgotten and never will, the remark of Lincoln to Rev. Dr. Fuller, that he was "Scott's legal master." Scott, who was present at the time of the interview, managed to restrain his passion until the Doctor and the members of the Young Men's Christian Association left, but they had scarcely cleared the room, before he let out on Lincoln. At one time it was thought that Cameron and Seward would have to interfere to prevent a personal collision. Scott raved like a madman, and told Lincoln that he was a stupid fool, a most consummate ass, and lavished sundry other choice epithets upon the devoted head of his 'legal master.' Our informant states that he finally worked himself up into such a passion, that his nervous system could no longer stand the shock, and he was conveyed to bed.".

The Loudon Times.

The New York Herald is disgusted with the views of the London Times and its correspondent, Mr. Russell, on American affairs. The Times and Mr. Russell are beginning to get a glimpse of the real state of things in this country, and hence the peevish complaints of the Herald, which the Times will probably regard about as much as a first-class locomotive does the yelping of a Scotch terrier.

A pretext for invasion.

Every few weeks the wire-workers at Washington get up a panic North about an apprehended attack upon the Federal Capital. They know better, but their purpose is to raise more troops, on the pretext of defending Washington, for the invasion of the South.

War vessels off Aquia Creek.

--We learn from the Fredericksburg Recorder that on Tuesday morning, about 8 o'clock, the steamer Mount Vernon, mounting eight guns, came up Aquia Creek within three hundred yards of the wharf, and anchored. Her port holes were opened, and the guns run out, but just then a tree concealing a heavy Columbiad was felled to the ground, and displayed the monster in all its beauty. At the sight of this, the steamer rounded to, and went up the stream. While this was going on two war steamers were anchored in the river, just opposite the wharf, all of which left together. Each vessel was well filled with armed men.

The news of this affair occasioned great excitement in Fredericksburg, and armed men hurried towards the Crook from all directions ready for a fight if any hostile demonstration was made by the steamers.

The London interest.

--The interest on the sterling debt of this State, payable at London on the first of July, has been transmitted through the agency of the British Consul.-- Its early transmission (says the Enquirer) has been made necessary in consequence of obstructions to the usual avenues of communication, and the change of agency growing out of a state of war between Virginia and New York, where our agent heretofore resided. One good result, at least, we trust, will grow out of the war; it will teach us to transact our own business, instead of hiring and paying Yankees to do that which we can do better, --without costs, for ourselves.

--rice flour.

--The excellence of the bread made from rice flour is extensively commented upon by the Southern newspapers, and the new "staff of life" will doubtless come into general use. For the information of our merchants who may desire to introduce it here, we will state that Messrs. Brooks & Hertz, of the Forest Mills, Savannah, Ga., are now engaged in the manufacture of the flour.

Arrested.

--A correspondent informs us that Mr. Layton and his wife, charged with incendiary conduct, and described in the columns of this paper on the 8th inst., have been arrested at Millboro' Springs, Bath county, Va., where they will be detained until an investigation of the circumstances can be had.

The Richmond Grays.

--A Norfolk correspondent furnishes several items of news already anticipated. He speaks in highly complimentary terms of the Richmond Grays.

Dear Sirs: It has been suggested, as I learn from your paper, that the ladies of Richmond hold a meeting to make arrangements for demanding from General Scott the sword which was presented to him by Virginia. As a friend and admirer of the ladies of Richmond, Implore them not to follow out or favor such an idea. It would inflict a deep and lasting mortification on thousands of brave hearts in Virginia to see her fair daughters honor the old traitor with such a notice. Let him keep the sword, and ture its sharp edge against the mother who gave it. The true sons of Virginia had rather meet him with that sword in his hand than any other he could possibly bear. But they will never meet him. He must despise himself, and will never fight again. Even the base villains, who use the old traitor in planning and plotting against his native Commonwealth, must despise him in their hearts. Let not the fair daughters of Virginia notice him, is the humble prayer of their very humble servant,

[for the Richmond Dispatch]the Reign of Terror in Washington.

To the Editors of the Dispatch.--I have been told by a sincere Christian who lived near the parties, that. a young gentle man who was supporting his mother on a clerkship in Washington of $800, and who resided with his mother on a little farm on the Virginia side of the Potomac, was promoted to a $1,600 clerkship. He was told by a friend that he would have to take the Lincoln oath. he said he would not take the oath His friend asked him it he would stay it he was allowed not to take the oath. He replied that he would. His friend then said he would see the Secretary. His friend quickly returned and said to him, you will have to go, and do not go your usual route to your home in Virginia.

Foreign Arrivals in Hampton Roads.

--The British barque Volant, Capt. Torney, a regular trading packet between Belfast (I reland,) and Norfolk, and the Swedish brig Tyrus, Capt Hallgreen, also from the north of Ireland, came into Hampton Roads Tuesday morning, bound to this port. Upon nearing Fort Monroe they were brought to in the usual way, and required to come to anchor under the guns of the blockading squadron. After an interview with the officer in command, the masters of these vessels were permitted to dispatch a messenger to the city, under permit from Commodore Stringham, of the Minnesota, to report to their consignee, Richard Dickson, Esq., the fact of their arrival and detention.--Norfolk Herald.

Changes in the Cabinet.

--The Savannah Republican says:

We have good reason to believe that, if not already done, a change will soon be effected in the Cabinet of President Davis. It will extend to the War and Attorney General's offices, and it is understood Mr. Walker and Mr. Benjamin are to change places.

Local matters Charged with Marder.

--A young man named Morris Hyneman was arrested at the Exchange Hotel yesterday evening by Officer Bibb, charged with having caused the death of A. Myer Weinstein, by feloniously stabbing him last week at Newburn, N. C. The information on which he was arrested was furnished by Mason Loeb. It appears that the affair resulting so fatally was not regarded in a very serious light when it occurred, as Hyneman was taken before a justice and admitted to bail in $200 for his appearance. The deceased growing worse, Hyneman left Newburn on Monday with his surety, and arriving here, enlisted in the Army. He had on a uniform when arrested.

The Manchester Smiths.

--The Mayor has discharged Richardson and Jordan Smith, the Manchester free negroes, who were arrested as suspicious characters. In doing so, the Mayor stated that there was not the slightest evidence against either of them in the letters referred to on a former examination. Though Richardson Smith was acquitted of being a suspicious character, he was held by the Mayor on another charge, the nature of which we are not aware of.

We learn that Jordan Smith, on being discharged, was told by parties from Manchester that if he put his foot on that side of the river he would be swung up instanter. He has been regarded as a trustworthy negro heretofore, and though free has a slave wife, the property of Mr. Fleming Morgan, who owns a dozen of his children. So convinced is Mr. M. of his honesty, that he has aided Smith in making application to be sold into slavery, so that he might remain near his children, Mr. M. intending to buy him. The difficulty in the street Monday evening between Morgan and Mr. Howard, of Manchester, was in relation to the above matter, as we are informed.

Grand Jury presentments,

--The Henrico County Grand Jury yesterday indicted Saml. Hartman, Thomas Fowie, George Menydar, John Gleason, Val. Hechler, Sr., Val. Hechler, Jr., Geo. Hechler, Christian Waggoner, Jno. Lieberger, Samuel Taylor, and Frederick Skideever, for misdemeanors.

The Grand Jury made presentments against Spotswood Ford, for permitting unlawful gaming at his house; Thomas Stewart and Nancy Stewart, for permitting an unlawful assembly of negroes at their house; Henry Neurohr, (two cases,) for permitting unlawful gaming at his house and ordinary; three cases against W. J. Jennings, for the same offence; Richard T. Hundler, for permitting a slave under his control to go at large.

Garland Hanes, Sr., Massena Beazley, Albert A. Morris, and Charles Bruce were presented for not keeping in good order the roads over which they had been appointed surveyors.

Zouave Company to be formed.

--We are at last to have something new in the military line in Richmond. in the shape of a Zouave Company. Those who may wish to connect themselves with the company will leave their names at Corinthian Hall. The Zouaves are to be officered by graduates of the Virginia Military Institute, and will be ready for service as soon as they can get uniforms made.

Cumberland troop.

--A fine troop of Cavalry, 100 in number, dressed in blue uniforms, arrived from Cumberland county, Va., yesterday evening, under Capt. Johnson. They will soon proceed to the Cavalry encampment at Ashland.

Discharges from, or substitutions or transfers in, the volunteer service of the State can only be made by the authority of the Governor or the Commanding General of the Virginia forces. In all such cases the application for discharge either with or without a substitute and from whatever cause, or for transfer must first be approved by the Company Commander, and will be forwarded by him through his immediate Commander to the headquarters of the Virginia forces. whence the order for the discharge will emanate and be returned through the same channel to the Company Officer Substitutes or recruits in a company after it has been once regularly mustered in, can be duly mustered into the service at the first subsequent periodical muster the pay commencing from the date of joining the company. The periodical musters will take place at the end of the alternate months, commencing with the 30 the of June next. Rolls for these musters will be duly supplied.

I. To facilitate the dispatch of business, Company Commanders are notified that their requisitions for Arms, Equipments, Ammunition, Clothing, & c., must in all cases pass through their immediate Commanding Officer for his approval or other action. After a due lapse of time for the communication of this order to the troops in Virginia, no requisitions will be filled by authority from this office which do not conform to it. The same rule must also be observed in all official letters and papers intended for the action of the Commanding General. Such papers must be addressed to the Adjutant General of the Virginia Forces, be signed by the officers sending them, and be folded and endorsed as required by regulations. II. All Officers who have received appointments in the Virginia Forces, and who have not yet received orders assigning them to duty by authority from this office, are required to report the fact as soon as practicable, stating the nature of their appointment and their address. III. The attention of Officers serving in Virginia, of every grade, is urgently called to the necessity of preventing any waste of the ammunition in the hands of the men. Richmond Dispatch. Thursday morning...may 16, 1861. From the Seaboard. [special Correspondence of the Dispatch.] Norfolk, Va., May 13th, 1861.

Our city is now all alive with soldiers, yet they continue to come in from all quarters except the North, and yesterday we were elated with the hope of getting recruits from that quarter too, upon learning that Com. Pendergrast intended to visit us in the afternoon, for the special purpose of piloting out the steamer Wm. Selden, which our authorities here seized, a few days ago, and thought proper and prudent to detain for a little while, at least, but I reckon the Commodore's absence will be overlooked, when it is remembered that piscivorous animals sometimes have the gout

But, if the Commodore should continue much longer to be as successful in capturing fishing smacks and oyster "pungies" as heretofore, it is to be feared he will acquire for himself a fame that Old Abe and his minions may fancy that the English Admiral Nelson, himself, would have envied.

Every train brings in additional troops.--Troops from Georgia, Alabama, Mississippi, Louisiana, Kentucky, and Tennessee, and different parts of our own State, are continually pouring in and taking up their quarters in and about our city. It is currently rumored that a company or two of Indians is expected here soon to assist us in beating back the invading foe.

Siro. Norfolk, May 14, 1861.

The news for the past few days in our city has been almost entirely devoid of interest, otherwise you would have heard from me. I wish (if they are disposed) that we could have a little brush with the enemy, so that I might, or (in case I should fall) some one might, be able to have something to communicate that might prove of interest to your readers; for really if this state of things continues much longer, I am afraid some of our soldier friends will die of ennui.

A sad and fatal accident happened to a member (Second Lieut. Storrs) of the Alabama Regiment on Sunday night. He was (purely accidentally) shot and killed by Mr. Hunt, then on duty as sentinel. His remains were conveyed to Portsmouth last evening, from whence they will be sent by rail to his former home in the sunny South. How sad the occurrence; and what makes it still more so, the deceased had, only two days prior to his leaving home to help us fight our battles against a common foe, been united in the holy bonds of matrimony to one of the South's fairest daughters. May God sustain and enable her to bear this sore affliction, and may she be comforted and derive solace from the fact that he met his death (although accidentally by the hands of a friend) in defending the rights of his beloved country. His bereaved companion, fond relatives and friends may rest assured that they have the deep, heart-felt sympathies of every Virginian.

Our market is literally crowded with all kinds of produce, and sold at very reasonable prices.

Our city and our sister city, Portsmouth, and vicinities of both, are pretty well packed, and almost ready for any emergency. Our batteries at almost every point are in good order, and will speak for themselves if occasion requires.

Powder. Portsmouth, Va., May 15, 1861.

It is said that Col. James Gregory Hodges, of this city, has been removed from the command of the 3d Regiment of Volunteers. This, I hear, is an unpopular move with the regiment, but so are other moves regarded as strange which have been made and adhered to in this locality.

Brigadier-General Gwynn, with his staff, will visit to-day the batteries recently erected on or along Nansemond river.

It seems that John Morris, the quondam valet or servantman of the late Commodore Barron, has been retained in the service of the family. He is the steward of Pendergrast, and has been permitted by the powers that be in Norfolk and hereabouts, to visit Norfolk, make his purchases, and return to the Cumberland. He was arrested in Norfolk, and upon examination produced his permits. He was consequently discharged, but given to understand by the "roving bullies" that if he repeated his visits, permit or no permit, he would be ecclesiastically dearth with — not burnt, but turned over to the secular arm.

The Minnesota, Commodore Stringham, is on Old Point, whence messengers from the British bark Volant, and the Swedish brig Tyrus, were permitted to communicate with their consignee in Norfolk.

The Norfolk L. A. Blues have come up from Carney Island, where they have been hard at work erecting the battery at that most important point.

One hundred and fifty men from Fort Monroe have taken possession of Mill Creek Bridge and the well of water on Captain Clark's place, which is now guarded by a force of seventy-five men. Mrs. Clopton's place is also threatened by Capt. Dimmick. Hampton was excited; but the Ape's soldiers held and hold possession. The small trees and undergrowth between the gunner's house and the water fronting the Navy-Yard have been burnt. This is on the public property known as St. Helena, where the battery to be raised is now progressing.

The chief work at the Navy-Yard is the manufacture of gun-carriages and the removal to the interior (up the road and by water through the canal,) of the big guns. There is here an eleven-inch gun, which ought to be sent at once to Carney Island. Some of the big shot intended for it I saw piled in front of the ordnance building. Carney Island is its appropriate place. Let it be sent there at once. What do you think, General and Commodore?

The weather is delightful. A cool and refreshing breeze from the North, with a westward tendency, is prevailing.

Old Dominion. Navy-Yard, Norfolk, May 14, 1861.

It would surprise even "Old Abe" himself to witness the great activity that prevails at this place. A large number of hands, supposed to be over 1,000, are employed in mounting cannon, raising the saultled ships, hc., at this time. Diving bells are used in the latter.

A boat that came here to-day from down the river, reports that the small-pox is raging among the enemy at Fort Monroe. They are pitching their tents outside the walls of the fortress.

The steamship Seldon, which brought the mails from Baltimore the other day, is detained here for the present.

Our Navy-Yard will soon be impregnable. Port-holes are being made through the walls around the Yard, and heavy cannon planted, which will defy any attack that might be made. A lofty mound, near the big gate, is fortified by sand bags and three heavy pieces of ordnance. Norfolk and Portsmouth are all right on the secession question. Confederate flags float everywhere.

Georgian. Norfolk, May 15, 1861.

I paid a visit to the encampment of the Alabama Regiment yesterday afternoon, and was much pleased with their drilling. They went through the manual, as every expert soldier should do, with precision. There were ten companies in the line, and they all went through the orders as one man. They receive a great deal of praise from the ladies, who are paying daily visits to them.

I also visited the Louisiana troops, who are at present quartered at the Fair Grounds.--They number over one thousand men, every one of whom can and will do his duty when he is called upon. They also attract much of the attention due to such a noble and heroic band. May laurels ever crown their heads.

Young Guard. Pig Point, Nansemond Co., Va. May 18th, 1861.

The work at this place is under the management of Capt. Young, of Norfolk, aided by Mr. Galt, the Sculptor. Capt. Young is an old soldier of the war of 1812, a brave man, and though now upwards of eighty years old, appears as active as a boy of sixteen. Mr. Galt is well known to the country as a sculptor, and left his studio several weeks ago to assist his native State in defending herself in any capacity by which he could act the most useful. The Portsmouth Riflemen, the oldest company of that city, numbering 126 men, and in command of Capt. Owens, are stationed here. They are a fine looking set of fellows and are determined to do their best in this great struggle.

By request of the company, Rev. R. R. Jones preached to them this afternoon on their camp-ground. His remarks were fully calculated to fill every mind with seriousness, and I could see now and then huge bears stealing down the checks of those brave men.

We are very much annoyed here by the presence of one of Lincoln's ships just off the mouth of the James, and out of our reach. It seems that her object is to seize all boats, large and small, that may attempt to pass by her. Day before yesterday she chased a small boat under the guns of this Point, having on board a bearer of dispatches to Gen. Gwin; and yesterday she seemed very indignant that a poor free negro should attempt to catch a few oysters within five miles of her. They fired at him several times, and though entirely out of reach of her guns, he feared the noise and retired to the shore. She will no doubt be attended to bye and bye.

W. S. J. Correspondence of the Richmond Dispatch.letters from Camp Mercer. Head Quarters, Camp Mercer, May 14.

Since my last communication to your paper, the Caroline Greys, Capt. Peatross, 70 men rank and file, have been added to this command. A finer looking body of men have not offered their services to the defence of the Old Dominion, and you may rely upon it that they will give a good account of themselves. Our troops here are rapidly progressing in the drill, and will soon be as thorough soldiers as any in the field. Lieut. Col. R. Milton Cary has been ordered to take

command of all the country between this point and the Potomac, including Camp Mercer. He is a most thorough soldier, and everything that is entrusted to his hands will be executed in the proper and most expeditious manner. Capt. Beverly's troops from Spotsylvania, numbering 65 good men, well mounted and armed with sabres and five-shooters, were mustered into service last Friday.

Fredericksburg, as you know, is one of the eldest towns in the State, and each soldier here will bear testimony to the fact that it still retains all its ancient "old Virginia hospitality." Each house is offered as the soldiers' home, and the pleasant smile of the host that greets him at his threshhold, fully attests the hearty welcome. Every day some of the "boys" dine in town, and those that take a gastronomic view of the times think that old Fredericksburg is the finest garrison in the Southern Confederacy.

Mercer. Headquarters, "Camp Mercer,"Near Fredericksburg, May 14, 1861.

Capt. Cary yesterday, accepted his Lieut. Colonelship, and will be, it is reported, at once placed as officer in command over this rendezvous, where military from Caroline. Stafford, Spotsylvania, Fredericksburg, and perhaps from elsewhere, are to centre. Company F having too many members by law for one company will be made into two companies, and officers elected accordingly.

The Fredericksburg companies are all doing their duty, and are all ready for service anywhere. The Fredericksburg Artillery had a new election of officers the other day, and on yesterday were ordered off on secret service. The officers are C. M. Braxton, Captain; Jno. Alexander, 1st Lieut.; Mr. Marye, 2d Lieut.; Chas. Goolrick, 3d Lieut.

We have dress parade every evening, and are twice a day regaled with fine music from the Brass Band under Capt. Adams, of this town — besides we see scores of the prettiest ladies, plenty of fine horses, and other Virginia attractions, daily. What if every now and then some of us do get put in the "guard-house" for being over time, and what if the "double quick" is rather hard for warm weather?--we are fully paid for it in the way of other innocent amusements. You may rest assured that we don't want to go back soon.

We have here several efficient and fine companies from Caroline and Spotsylvania — From the former county are the County Cavalry and the Riflemen, all in good trim, and from Caroline are two companies of Infantry, armed with modern weapons, and fully prepared for immediate service. There is also a Cavalry and a Rifle corps, besides the Home Guard, in addition to Co. A, and Co. B, and the Artillery belonging to Fredericksburg.

L. Correspondence of the Richmond Dispatch.Court day — Speeches — liberal Appropriations — Catholics in the Army — their duty to the South--more troops — the Dispatch, &c Wytheville, May 13, 1861.

We had another grand rally at our Court to-day, before a full bench of Magistrates. Judge Fulton addressed the Court in eloquent terms on behalf of the county making a liberal appropriation towards organizing and equipping the military companies now forming throughout the county. He was followed in a speech of much power and patriotism by our friend Robert C. Kent, Esq. late delegate to the Convention, who reviewed the action of that body, the forbearance of the secession party, and their ultimate triumph over the submissionists, who would have this glorious old Commonwealth tied to the tail of a mercenary Black Republican Government. His speech created the greatest enthusiasm on the bench as well as the floor, and received a verdict in the sum of ten thousand dollars from their honors. This, in addition to tour thousand voted by our March Court, and the liberal donations of private individuals, will swell the sum, so far, in the cause of Southern Independence, to twenty-five or thirty thousand dollars. This speaks well for Cid Wythe, and I am satisfied her munificence will not cease until every Black Republican renegade and tory is driven from the last inch of Southern soil.

The offer of services by the Rev. Oscar A. Sears, of Lynchburg as Chaplain to the army of Virginia, has given great satisfaction to our Catholic fellow citizens of this county, as his ability, patriotism, and plenty eminently entitles him to the consideration of the Government, who is no doubt aware of the large number of Catholics in the Southern army, whose religious as well as military feelings should be consulted and provided for with as little delay as possible. Mr. Sears' conduct is in striking contrast with the course pursued by the Catholic clergy and lady of the Northern States, though in justice to the former, I must say I have not seen where one of them has yet offered his services in this Black Republican crusade. But why they have not exercised that influence which they possess more than any other body over the latter, has occasioned much surprise to many of your readers in the South, as none know better than they, that were it not for the gallant defence of their civil and religious liberties by Henry A. Wise and other eminent Southern statement, they would be at this day no better off, or even as good in the eyes of the law, as many of the free negroes of the North.

It is not yet too late. Let us by all means remind these men of the obligations and respect they owe the Southern people who has battled so manfully in their behalf — where their rights have been maintained, and church bornings unknown. Tell them the right hand of fellowship awaits them on this side of the Potomac — that we are not unmindful of the service they rendered in the revolutionary war, in 1812 and 1814, and even at Mexico, and

"My life on their faith were they summoned this minute,

They'd cast any bitter remembrance away;

And show you what the arm of Erin has in it,

When roused by the foe on our President's day.

Next Saturday we shall have another grand muster, to complete the five companies organizing in this county. Gen. Moore informs me he will have no difficulty in filling the companies, since the county has contributed so liberally towards their equipment. As an illustration of this, I need only remark that he called for nineteen men to complete the number of the Greys, a few days ago, and forty presented themselves to be enrolled.

I learn from a telegram received here today, that twenty-five hundred more Southern troops will be down in this evening's and tomorrow morning's train. Our citizens will turn out en mass to greet them with not only kind words, but all the good things our county affords.

Your Dispatch continues to enlighten us on the important news of the day, and is eagerly sought after every morning. I learn from your indefatigable O. Callahan, that its circulation is daily increase.

Ruth. Correspondence of the Richmond Dispatch.letter from Missouri. High Hill, Mo., May 6, 1861.

Previous to the taking of Fort Sumter, I considered Missouri sold to the Black Republican party, but the Proclamation of Lincoln, the secret removal of the State arms from Jefferson Barracks, followed by the refusal of Gov. Jackson to furnish the required regiments, has produced a considerable change, and strong hopes are now entertained that this State will go out very soon; in short, many of the Black Republicans now admit the fact, and are making arrangements to leave the State. The vote for Speaker of the called Legislature has nearly confirmed that belief. Five regiments of Germans and Abolitionists have been formed in St. Louis, and will soon be off for the headquarters at Washington, done, it is said, as a rebuke to Gov. Jackson. From what I learn from the True American, it is regarded as a favorable omen for the cause of the South, thereby weakening the strength of the Black Republicans in the coming election. The Union party here are laboring hard to raise the issue of a continued connection with the Northern States, but to remain neutral, not taking up arms in the defence of either North or South. This is winked at to keep down strife for the present; yet at the same time they are told that they cannot remain so, that they will be forced to fight for the North or the South.

Since the stationing of troops at Cairo, the trade of Missouri has been nearly suspended. Nearly all the boats have been withdrawn from the river trade. Merchants are unwilling to give orders or ship country produce, fearful that it will be overhauled at Cairo, and perhaps confiscated. Consequently, stocks of groceries have been nearly exhausted in St. Louis, and prices advanced to nearly a prohibition. Bacon sides have advanced from 7 cents to 12½ cents.

Is it not remarkable that the New York papers, viz, Herald and Tribune, land here the evening after their day of publication, but no Virginia paper under ten days from date?

The prospects for good crops of grain and fruit were never better.

Old Subscriber. Correspondence of the Richmond Dispatch.Southern Baptist Convention--interesting religious Services — military enthusiasm — Sympathy for Virginia, &c Savannah, Ga., May 18, 1861.

Yesterday (Sunday) nearly all the churches were occupied by Baptist clergymen. It was my privilege to hear Dr. Fuller, of Baltimore. He was eloquent and effective, as, indeed, he always is. There are one hundred and forty delegates attending the Convention, and the services have been very interesting. The feeling is, that the mission work must go on, even though we have a long and bloody war. A collection was taken up last night, and one gentleman gave $500, while several gave $100 apiece.

Yesterday I walked out to see two companies encamped near this city. They are composed of fine looking men, and all anxious to be off for Virginia. All over this State, and so far as I can hear all over the Gulf States, companies have been formed and are panting for the privilege of flying to the rescue of their brothers in the Old Dominion. The people are fired with zeal and a holy determination to maintain their rights at all hazards.

Messrs. Holden, Badger and Battle, are probably elected delegates to the North Carolina State Convention, from Wake county.

Col. Baldwin's position. Richmond, May 12, 1861. My Dear Sir:

Geo. M. Cochran, Req.--I have received yours of the 10th inst., and I concur very fully in your views as to the importance of presenting an undivided front at the

Out hope now is in making ready for the b that is in us. The Union is gone fore we may as well admit the fact and so with it.

I am so b I have only time to say that I have written a letter to a gentleman in Pennsylvania, a copy of which I send you, and which you may have published in the newspapers.

John B. Baldwin. In great haste, yours truly, Col. Baldwin's letter to G. B. Manley, Esq. Richmond, Va., May 10, 1861. Dear Sir:

I have received your letter and hasten to reply in the same spirit of kindness which, I doubt not, prompted you to write.

1st. As to the popular vote, on the Ordinance of Secession.

There is not a shadow of doubt as to the ratification of the Ordinance by a vote which, for unanimity, has no example in the history of popular elections.

Many of our people do not believe in what is called the "right of Secession," but they all maintain the right of revolution, and they are all agreed that the time has come to exercise it.

In the midst of their efforts for Union and Peace, war has been thrust upon them, and they have no idea of calling for "quarter," either by vote or otherwise, before the fight begins.

2nd. As to the course of the Union men in Virginia.

There are no Union men left in Virginia.

The moment it appeared beyond question that the people of the North, without distinction of party, were clamorous for a war of invasion and subjugation against us, our people accepted disunion as a fixed and irrevocable fact, and we stand this day a united people, ready with one mind and one voice, with one heart and one arm to make good the eternal separation which we have declared.

The issue of peace or war is in the hands of the North. We only ask to be let alone, and to be allowed to consult our interest and our safety in peace. If this is denied to us, mark the prediction, we will give you a fight which will stand out upon the page of history an example for all time of the determination with which a people can make war when they are conscious of having exhausted all honorable means of pacification.

--A writer in the N. O. Picayune, of the eleventh inst., says:

In connection with the reported taking of Fort Ouachita by the notorious Montgomery, of Kansas abolition fame, it may be as well to state that three weeks ago, I learned in Galveston, on undoubted authority from St. Louis, via New Orleans, and published it in the Galveston News, that Mr. Lincoln's Secretary of War had, about a week before, sent a dispatch to Major Montgomery, U. S. A., at St. Louis, to instruct Major Emory (who has something to do with the overland mail route) to concentrate all the force he could at Forts Ouachita, Cobb, and Arbuckle, which posts are just outside of the Northern frontier of Texas, and parallel with it.

Major Emory was to use his own discretion as to when and how to carry out the order. This news has doubtless ene this reached the Texas frontier.

Major Montgomery, you will remember, was taken prisoner the other day by the Arkansas State troops, at or near Fort Smith, on the western frontier of that State, and the point of departure of the overland stages.

Fort Ouachita is on the Camanche Reserve, to the northwest of Texas, and will afford Montgomery an excellent opportunity, backed by those Indians, who all hate the Texans, to depredate in our own State.

Col. Baylor and some thousands of experienced Texas Rangers are on that frontier; and now that the C. S. Government gives these brave men and indomitable Indian fighters the authority and means to protect themselves, Montgomery and his band will stand but little chance of holding the fort. The Indian Nation would ask no better employment than to sweep him into nothingness. They are strongly Southern, and bitter anti-Kansas, anti Abolitionist and anti-Montgomery.

The proceedings at Hampton, Va.

--The Norfolk Argus has the following information from Mr. Wm. A. Hines, of Hampton, who reached Norfolk in a canoe, after having been chased twice by Lincoln's em:

On Monday, about 10 A. M., two companies of Federal troops, numbering about 150 men, marched out of the fort and took possession of the Mill Creek Bridge and Capt. Clark's place on the Hampton side of the creek. To the remonstrance of Lieut. Wm. Vaughan, of the cavalry, officer of the guard, on the illegality of his proceedings, Capt. Dimmick replied that he wanted water for his men and he would have it. "Might makes right." To the cool courage displayed by Lieut. Vaughan and the guard stationed at that point, great praise is due.

When it was reported in Hampton that old Abe's hordes were marching on the town, the scene was truly exciting. Men and boys, old and young, and even the lame, discarding for the time their crutches, seized their loaded guns and went to the bridge which spans the creek, on the side of the town next the fort.--But they were doomed to be disappointed, for the Federal troops, having possessed themselves of the well of water on Capt. Clark's place, came to a halt. They have now a guard of 75 men to hold the well.

Federal troops Occupying Baltimore.

--The Baltimore Sun, of Tuesday, says:

Last evening the United States troops encamped at the Relay House, being previously relieved by other troops, were embarked on a train of cars and quietly arrived at the Camden station about 7 o'clock. The police authorities were not notified of the movement until the appearance of the train made it manifest, when Capt. Boyd, of the Southern District, repaired to the station with twenty-five officers, but the number of spectators collected was not so large as to incommode the troops in disembarking. The troops comprised the Sixth Massachusetts Regiment, the Eighth New York Regiment and the Boston Light Artillery Company, six pieces, making altogether 1,500 men. The body was commanded by Gen. Butler in person.

The regiments rapidly formed on

, and headed by the band accompanying the Massachusetts regiment, moved to Federal Hill.

The citizens of South Baltimore were somewhat surprised at the sudden introduction of the troops in their midst, and curiosity collected great numbers in the vicinity of the camp to witness the progress of the camping operations. Nothing was learned as to the purpose of the movement here, or the future destination or operations of the troops.

The place of the above army of occupation at the Relay House is supplied by four companies of the Eighth Massachusetts Regiment, who reached the Relay on Sunday night.

Gen. Butler has taken the Gilmore House as his headquarters.

Arrested on suspicion.

--A young man named Collins, a Virginia refugee, was arrested at Camp Curtin on Friday, on suspicion of being a spy. He was handed over to the civil authorities, and had a hearing before Mayor Kepner. His statement was that he is a miller by trade, from Pomeroy, Ohio, but for some time past has been working in Orange county, Va., which place he left because he would not serve in the military or take the test oath. He was twice arrested before he got out of Virginia. His intention was to go from here to visit an uncle in Cumberland county, but while here he had partially made up his mind to enlist. On the way from camp to the city on Saturday he informed persons that every person in Virginia was enlisting, and that the troops of Pennsylvania would have a stronger enemy to contend against than they had any idea of. For these remarks he was placed under military arrest. At the suggestion of District Attorney Herr, he took the oath of allegiance, and was permitted to depart with a certificate to that effect.--Harrisburg (Pa.) Patriot.

The Staunton Spectator says that the consecrated remains of Gen. Washington have been removed from Mt. Vernon to Lexington, to prevent them from being desecrated by the hyena like Vandals of the North.

Will Major Anderson inform us (says the Charleston Courier) whether the rules of Christian warfare permit a blockading fleet to turn off a neutral vessel on a long voyage, without water?

Daniel Hagner, a member of the Salisbury (N. C.) Artillery, was killed last Monday by the accidental discharge of a pistol in his own hand.

H. W. Thomas, Esq., addressed a meeting in Loudoun county Va., on Monday, in favor of unconditional secession.

The North Carolina Legislature adjourned last Monday, after appropriating $5,000,000 for war purposes, passing a stay law, &c.

Mr. James Herndon, a private in the Hornet's Nest Rifles, died in camp at Raleigh, N. C., on the 11th inst.

Ice is selling in Charleston at one cent per pound.

Wheat is ready for the sickle in the neighborhood of Montgomery, Ala.

Charles Lever, the popular Irish novelist, is dead.

Telegraphic news. Reported for the Richmond Dispatch From Washington.mysterious Movements of troops — probableinvasion of Virginia.

Alexandria, May 15.--A mysterious movement took place among the troops in Washington this morning. The Rhode Island regiment was early ordered to be in readiness to march at a moment's notice. The caissons of their batteries were quietly gathered. Wheeling and Northwestern Virginia will probably be the next point of Federal occupation.

Washington and Alexandria are quiet.

Three days Later from Europe.the Europa at Halifax.

Halifax, May 14.--The steamer Europa, from Liverpool 4th inst., with telegraphic advices via Queenstown to the 5th, has arrived.

In the House of Commons, Lord John Russell stated that a naval force would be sent to the American coast to protect British vessels, in view of the fact that letters of marque and reprisal were being issued by the Southern Confederacy. He denounced the blockade, by the American Government, of Southern ports.

The law officers of the Crown were investigating the legal bearing of the matter, in order to guide the Government in its instructions to the British Minister.

The news from America is attracting considerable attention throughout England.

Insurance on British vessels from the South had advanced; also on American vessels from India and China.

The London money market was depressed by the American news.

Liverpool, May 4.--Cotton advanced Ȃ a ¼d. Breadstuffs and Provisions closed steady. Consols closed at 91¼ a 91Ȃ.

The latest report says Breadstuffs and Provisions closed unsettled. Flour steady and firm at 27s. 6d. a 30s. 6d. Wheat firm. Corn dull.

St. Johns, May 14.--The steamer Parama, from Galway May 7th, has arrived.

Lord John Russell made an important statement in the House of Commons on Monday, relative to American affairs. As to the Federal Government committing an infringement of international law by collecting dues from foreign ships before breaking bulk, the law officers of the Crown said that so much depended on circumstances that no definite instructions had been sent to British cruisers on the American coast. He believed that the collection of duties as proposed would be impracticable. Relative to the blockade, he said it could only be recognized when effective. Regarding letters of marque issued by the Southern Confederacy, the Government were of opinion that the Southern Confederacy must be recognized as belligerents.

Insurances were being effected in London on California gold in transit from Panama to London, the consignments being diverted from New York.

The London Times, of Tuesday, May 1st. says the present course of American events, so far from being likely to embarrass the London money market, would be likely to have an opposite result.

The commercial advices represent the Liverpool cotton market firm. Consols 91¾a91 7/8.

The traitors in Council.

Wheeling, Va., May 14--The Convention re-assembled this morning. The Committee on Federal Relations being unprepared to report, various propositions were presented for reference.

Carlile submitted a resolution dissolving the 10th and 11th Congressional Districts from the State, and reporting a Declaration of Independence with a Constitution for a new State, to be called "New Virginia."

Objection was made on the ground that said action would be forestalling that of the Convention. It was finally modified so as to require the Committee to report on the expediency of such an ordinance.

Montgomery, May 13.--Rev. L. M. Carter, of Augusta, has been appointed Chaplain of the Fifth Regiment of Georgia Volunteers. Gartrell's Regiment has been accepted for twelve months, and will be mustered into service immediately.

Montgomery, May 15.--In Congress, to day, Mr. Smith, of Ala., introduced a resolution in reference to establishing a District Court in Virginia.

Mr. Keitt introduced a bill for the protection of Indian tribes South of Kansas.

The proceedings were otherwise unimportant.

Mr. Russell in Mobile.

Mobile, May 12.--W. H. Russell, the correspondent of the London Times, visited Forts Morgan and Gaines to-day. He was accompanied by several prominent citizens.

Mr. Russell made several important suggestions to Col. Hardee, regarding the fortifications, gathered from his experience in the Crimea, and seemed well pleased with Hardee's command. He says Col. Hardee is every inch a soldier.

Maryland Legislature.

Baltimore, May 15.--The Legislature of Maryland adjourned yesterday, after passing resolutions appointing a committee of four to wait on Lincoln, and four to wait on President Davis, to endeavor to obtain a cessation of hostilities until after the meeting of Congress.

Baltimore, May 15.--Ross Winans was arrested to-day, on a charge of selling the steam gun to the Virginians.

Richmond Dispatch. Thursday morning...may 16, 1861. Tall holt better than no holt.

The following laughable affair is from a book entitled Fisher's River Scenes and Characters. The incident is located in North Carolina. It is the story of a man named "Oliver Stanley," who was taken captive by wild "Injuns," After some consideration, they put him into an empty oil barrel and headed him up, leaving the bung hole open that he might be longer dying. The prisoner relates a portion of his experience in this wise:

I determined to get out'n that or bust a trace; and so I pounded away with my fist till; I beat it into nearly a jelly, at the end of the bar'l but it were no go. Then I butted a spell with my noggin, but I had no purchase like old rams when they butt; fur, you know, they back ever so far when they make a tilt.--So I caved in, made my last will and testament, and virtually gave up the ghost. It war a mighty serious time with me, to be sure. While I were lying there, balancing accounts with t'other world, and afore I had all my figgers made out to see how things 'nd stand, I heard suthin' scrambulating in the leaves, and snortin' every whipstitch like he smelt suthin' he didn't aczactly like. I lay as still as a salamander, and thought, maybe there's chance fur Stanley yit. So the critter, whatever it mout be, kep' moseyin round the bar'l. Last he came to the bunghole, put his nose in, smelt mighty perticuler, and gin a monstrous loud short. I holt what little breath I had to keep the critter from smellin' the intarnals ov that bar'l. I soon seen it was a bar of the woods — the big king bar of the woods, who had lived thar from time immortal. Thinks I, old fellow look out; old Oliver ain't dead yit. Jist then, he put his black paw in jist as fur as he could, and scrabbled about to make 'scovery. The first tho't I had was to nab his paw, as a drowndin' max will ketch at a straw; but I soon seen that wouldn't do, for you see he couldn't then travel. So I jist waited a spell with great flatterbation of mind. The next move he made was to put his tall in at the bunghole ov the bar'l to test inards. I seen that were my time to mark my Jack; so I seized my holt, and shouted at the top ov my voice:

"Charge, Chester, charge! On, Stanley, on!"

And the bar he put, and I knowed tall holt were better than no holt; and so we went, bar'l and all, the bar full speed. Now, my hope were that the bar would jump over some pressepiss, break the bar'l all to shiverations, and liberate me from my nasty, stinkin', ily prison, and sure 'nuff, the bar at full speed leaped over a caterack fifty foot high. Down we went together in a pile, codswallop, on a big rock, bustin' the bar'l and nearly shakin' my gizzard out' me. I let go my tall-holt-- had no more use for it — and away went the bar like a whirly gust ov woodpeckers were after it. I've never seen nor heard from that bar since, but he has my best wishes for his present and future welfare.
