The Convention assembled at 10 o'clock.--Prayer by the Rev. Mr, Walker of the Baptist Church.

Equality of Taxation.

Mr. Carlile,of Harrison, rose to say that he had proposed a vote on the previous evening, on the pending resolutions of the gentleman from Monongalia, (Mr. Willey,) because he understood that such was the general wish of the friends of the measure; not because he had any design to cut off Mr. Stuart, of Dodridge, from the privilege of concluding his remarks.

The floor was then accorded to Mr. Stuart who continued his argument in favor of the resolutions. He wished it to be understood that in saying the Western people would stand by the East, if this measure of justice was done them, he was not committing himself to any act of immediate secession. When it could be shown that this was the only remedy for the evils inflicted by the North, his people would be "in" but he could not conceive any ground for the belief that this would be a remedy. They would fight for their rights in the Union, and defend slavery to the last. They believed that secession would only aggravate the evils complained of.

Mr. Slaughter, of Campbell, moved to lay the whole matter upon the table for the present.

Mr. Willey.--Understanding that to be a test question, I demand the yeas and nays.

The roll was then called, and the motion to lay on the fable was decided in the negative, by the following vote:

Committee of the whole.

The Convention went into Committee of the Whole, (Mr. Southall in the chair,) for the purpose of considering the report of the Committee on Federal Relations.

The Chairman took occasion to say that he had, during the confusion which prevailed yesterday evening, entertained a motion from the gentleman from Bedford, (Mr. Goggin,) to insert a substitute for the substitute offered for the 6th resolution by Mr. Harvie. He was now satisfied that he ought not to have entertained the motion.

Mr. Critcser, of Westmoreland, offered an amendment to the 6th resolution: to strike: the words "cast off obedience to" and insert the words"dissolve their connection with, " so that the resolution would read--"Deeply deploring the present distracted condition of the country, and lamenting the wrongs that have impelled some of the States to dissolve their connection with the Federal Government," &c.

Mr. Wysor, of Pulaski, moved to amend the amendment by striking out the whole resolution; but the Chairman ruled it out of order at this point.

Mr. Critcher's amendment was agreed to.

Mr. Moore, of Rockbridge, moved to further amend the sixth resolution by striking out the word"wrongs," in the second line, and inserting the word"causes."

Mr. Wise asked the mover of the amendment if he meant to say there were no wrongs which had impelled the Southern States to withdraw.

Mr. Moore said there had been great wrongs, but he did not believe that the Southern States seceded for any such cause.

Mr. Harvie demanded the yeas and nays, and the roll being called, the amendment was defeated by the following vote:

Mr. Sutherlin, of Pittsylvania, moved to further amend the resolution by inserting after the word "hope" in the 6th line, the words "provided the authorities at Washington shall maintain peaceful relations with the seceded States."

Mr.Sutherlin said he offered this amendment, because he had no hope of the preservation or reconstruction of the Union unless the Federal Government maintained peaceful relations to the seceded States. This was the position he assumed when a candidate for the Convention: that if the Federal Government should fail or refuse to give us peace pending our efforts to settle the difficulties, he should feel bound to vote to relieve the citizens of Virginia from all authority on the part of the Federal Government, and co-operate with the Southern States.

Mr. Speed, of Campbell, asked if it would be in order at this point to offer an amendment to the amendment offered by the gentleman from Pittsylvania?

The Chair ruled it to be in order, and an informal debate took place on Parliamentary law, between Messrs, Wise, Conrad, and Clemens.

Mr. Speed then offered his amendment to the amendment, by adding after the word "States," the words "and not seek to accumulate within the limits of any Southern State an amount of troops or munitions of war, not required for purposes of external defence."

Mr. Dorman, of Rockbridge, said he would vote against both amendments. The amendment of the gentleman from Pittsylvania was provided for in the 12th resolution.

Mr. Sutherlin, in reply to Mr. Dorman, and the 12th resolution was not yet adopted, and in any event it could do no harm to re-assert the principle. It had been said that the vote yesterday, against secession, would encourage the General Government to reinforce the Southern forts; and though he had voted against Mr. Harvie's substitute yesterday, he did not mean to countenance anything like the use of force against the seceded States.

The vote was first taken on Mr. Speed's amendment to the amendment, and it was rejected, by the following vote:

The question recurring on Mr. Sutherlin's amendment, it was opposed by Mr. Scott, of Fauquier, on the ground that it was already provided for.

The vote was then taken, and the amendment rejected.

Mr. Johnston, of Lee, offered to amend the 6th resolution, by striking out the word"the" before the word"Union" in the 4th line.--The word having been put there by mistake, it was stricken out by general consent.

Mr. Carlile offered an amendment to the resolution, viz; to strike out from the second and third lines "lamenting the wrongs that have impelled some of the States to dissolve their connection with," and insert"caused by some of the States having cast off their obedience to."

Voted down by a large majority.

Mr. Bouldin, of Charlotte, moved to amend the resolution by striking out from the 6th line the words "Indulge the hope," and inserting in lieu thereof the words "earnestly desire."

Mr. Bouldin briefly advocated his amendment, expressing his hopelessness of an adjustment of present difficulties.

Mr. Scott, of Fauquier, replied, declaring his confident hope that through some of the measures proposed the country would eventually be restored to its proud position. He was in favor of the amendment, and demanded the yeas and nays.

The amendment was agreed to — yeas 133, nays 5--Messrs. Ambler, Berlin, Boggess, Harvie and Neblett voting in the negative.

Mr. Speed, of Campbell, moved to further amend the resolution in the 7th line by striking out the word"preserved," and insert in lien thereof the word "re-established."

Mr. Scott, of Fauquier, favored the amendment, which was agreed to.

Mr. Wise then moved to strike out the whole resolution, with a view to change the language in such a manner as to make it acceptable, and offered the following substitute.

Deeply affected by the present distracted condition of the country, and resisting the wrongs that have impelled some of the States to dissolve their connection with the Federal Government, but sensible of the blessings of the Union in its integrity, and impressed with the importance to the peace, prosperity and progress of the people, of observing its faith, we indulge the earnest desire that an adjustment may be reached by which the Union and peace, prosperity and fraternal feelings throughout the land, may be restored. And Virginia should not offer or adopt any terms of adjustment which ought not to be acceptable to the seceded States, and restore them to the Union.

Mr. Carlile called for a division of the question, taking the vote first on the motion to strike out; and it having been announced by the Chair that a refusal to strike out would defeat the substitute, Mr. Wise availed himself of the opportunity to urge its adoption. Mr. Conrad, of Frederick, opposed it.

Mr. Wise replied to Mr. Conrad, incorporating with his remarks a telegraphic dispatch just received from Charleston, to show the necessity of preparation to meet impending war, and to resist the wrongs of which the South complained. The difference between the gentleman from Frederick and himself was, that he would remain in a Union without the Southern States, while he (Mr. Wise) would not.

Mr. Brown, of Preston, called for the yeas and nays; and the roll being called, the Committed refused to strike out by the following vote:

The resolution, as adopted, reads:

Deeply deploring the present distracted condition of the country, and lamenting the wrongs that have impelled some of the States to dissolve their connection with the Federal Government, but sensible of the blessings of Union, and imposed with its importance to the peace, prosperity and progress of the people, we earnestly desire that an adjustment may be reached by which the Union may be re-established in its integrity, and peace, prosperity and fraternal feelings, be restored throughout the land.

The seventh resolution was then read by the Secretary, as follows:

7. To remove the existing causes of complaint, much may be accomplished by the Federal and State Governments; the laws for the rendition of fugitives from labor, and of fugitives from justice, may be made more effectual; the expenditures of the Government may be reduced within more moderate limits, and the abuses that have entered into the administrative departments reformed. The State authorities may repeal their unfriendly and unconstitutional legislation, and substitute in its stead such as becomes the comity, and is due to the rights of the States of the same Union. But to restore the Union, and preserve confidence, the Federal Constitution should be amended in those particulars wherein experience has exhibited defects and discovered approaches dangerous to the institutions of some of the States.

Mr. Wise moved to amend the resolution by striking out all after the word"governments" (3rd line) down to the word "but," (12th line,) so that it would read, "To remove existing causes of complaint, much may be accomplished by the Federal and State Governments; but to restore," &c.

The amendment was advocated by the mover.

Mr. Wilson, of Harrison, moved to amend the amendment by striking out the word "may" from the fifth line of the resolution, (as printed above) and insertingthe word "should,"

The amendments were briefly debated by Mr. Scott, of Fauquier, and Mr. Wise; after which, Mr. Wilson's amendment was voted down.

Mr. Early moved to amend by striking out the word " restore"in the last sentence, and inserting the word"preserve," Rejected.

Mr. Leake, of Goochland, moved to further amend the resolution by adding thereto the following: "And the people of the non-slaveholding States must abstain from all interference with the institution of slavery as it exists in any of the States, or in any of the common territory; and there must be an entire abandonment of all political organizations based upon the principle of hostility to Southern institutions."

Pending the consideration of this amendment the hour for recess arrived.

Evening session,

The Committee re-assembled at 4 o'clock.

Mr. Leake took the floor and advocated his amendment, offered previous to the recess.-- He contended that none of the propositions reported by the Committee on Federal Relations were sufficient to reach the root of the evil.

Mr. Johnson, of Richmond, said he could not give his consent to the amendment, for it seemed to him that the gentleman from Goochland contemplated the execution of the higher law himself, to which he had objected, by going behind the Constitution and taking the matter into his own hands. It would be enough for him (Mr. J.) if he could obtain from a majority of the Northern people guarantees of sound constitutional amendments which would put at rest the question now agitating this too much distracted country.--He briefly stated his objections to the amendment, which he hoped would not be adopted.

Mr. Leake replied, expressing his belief that the gentleman from Richmond had misapprehended the intention of his amendment. He argued that it contained nothing in conflict with the Constitution.

The seventh resolution as amended by Mr. Wise, was then adopted. It now reads:

7. To remove the existing causes of complaint, much may be accomplished by the Federal and State Governments; but to restore the Union and preserve confidence, the Federal Constitution should be amended in those particulars wherein experience has exhibited defects and discovered approaches dangerous to the institutions of some of the States.

The Secretary was then directed to read the 8th resolution, but Mr. Price, of Greenbrier, moved that it be passed by for the present with a view of amending the 9th.

The reading of the 8th resolution was called for, and it was read, as follows:

8. The people of Virginia recognize the American principle, that government is founded in the consent of the governed, and they concede the right of the people of the several States of this Union, for just causes, to withdraw from their association under the Federal Government with the people of the other States, and to erect new governments for their better security, and they will never consent that the Federal power, which is in part their power, shall be exerted for the purpose of subjugating the people of such States to the Federal authority.

The question being on Mr. Price's motion to pass by, Mr. Montague argued that it was contrary to the rules of the Committee.

The yeas and nays were demanded by Mr. Wise, and motion to pass by was carried — yeas 68, nays 67.

So the Committee passed by the 8th, and took up the 9th resolution, as follows:

9. The exercise of this right by the States of South Carolina, Georgia, Florida, Mississippi, Alabama, Louisiana, and Texas, without the assent of the other States, has given rise to new conditions, and presented questions touching those conditions intimately affecting the rights and safety of the other States Among these are the free navigation of the Mississippi River, the maintenance of the forts intended to protect the commerce of the Gulf of Mexico, and the power to restrain smuggling along the interior borders of the seceded States; but the Federal authorities, under the Constitution as it is, disclaim power to recognize the withdrawal of any State from the Union, and consequently to deal with these questions, holding that it is reserved only to the States as parties to the Government compact to take lawful action touching them.

Mr. Wise asked what "right" was referred to in the first line of the resolution? Something that we have passed by ! The ninth resolution, he thought, would have to be "skipped b.," since it was really a part of the eighth.

Mr. Conrad, of Frederick, said he could obviate the difficulty, by an amendment which he proposed to offer.

Mr. Wise objected, but the Chair overruled the objection.

Mr. Conrad then moved to amend by striking out from the first line the words, "exercise of this right," and inserting in lieu thereof the words "withdrawal from the Federal Government."

Mr. Wise inquired if the amendment was submitted merely to obviate his objection? If so, he maintained that it was out of order.

The Chairman asked if the gentleman raised a point of order?

Mr. Wise said he did, distinctly.

The Chairman requested him to reduce it to writing, and Mr. Wise complied, making his point of order as follows:

The Committee of the Whole, by vote, decided to pass by the 8th resolution of the pending report, without deciding to what subsequent resolution of the report it would pass to the consideration of. The next resolution, the 9th, commences in these words:"The exercise of this right,"--referring to a right declared in the 6th resolution, which was passed by. To obviate this the gentleman from Frederick moved to amend the 9th by striking out the words "The exercise of this right," relating to the 8th resolution, and to insert words making the 9th independent of the 8th resolution. The point submitted is, that this motion proposes to amend the matter of the 8th which had been passed by.

The Chairman overruled the point of order.

Mr. Conrad said the gentleman from Princess Anne was under a misapprehension. The motion to pass by the 8th was with a view of considering the 9th, and his amendment was contemplated at that time.

Mr. Wise had not so understood its purpose.

The amendment offered by Mr. Conrad was then agreed to — yeas 77, nays 58

Mr. Macfarland moved to further amend the 9th resolution, by striking out all after the word "States," (7th line,) and inserting the following: "To the adjustment whereof, and to the recognition of the independence of the Confederate States of the South, or their restoration to their former relations, as negotiation may eventuate, the Federal Government is hereby called upon to address itself."

Mr. Macfarland, in advocating his amendment, said he proposed to follow it up with a motion to drop the whole of the 10th section.

Mr. Conrad opposed the amendment, as intended to strike from the report one of its most important propositions.

A division of the question being called for, the motion to strike out was defeated by the following vote:

Mr. Blow, of Norfolk, moved to amend the resolution by striking out all after the word "States," (the same indicated by Mr. Macfarland,) and inserting in lieu thereof: "With a view to the peaceable adjustment of these and kindred questions, the people of Virginia hereby express their earnest desire that the Federal authorities, if so empowered, shall recognize the independence of the Confederate States of the South, and make such treaties with them, and pass such laws, as separation (if unavoidable) shall render proper and expedient."

Mr. Blow urged the necessity of adopting this amendment, and Mr. Wise replied.

Mr. Sheffey, of Smythe, moved to amend the amendment by striking out the words "If so empowered."

Female Volunteers.

--The Holly Spring Herald learns that the county of Chickasaw, Miss., has ten companies of volunteer soldiers ready to be mustered into the service of the State. It adds that, in addition to these;

"The county has a regularly-officered and drilled company of young ladies, who have pledged themselves, in the event that the men are called into service, to protect their homes and families during their absence, and see that the farms are properly cultivated, and full crops raised not only for the support of the county, but of the army of Mississippi."

Republican Congressional Losses.

--The elections this week have deducted four from the Republican representation in Congress from New England, as compared with the last Congress, and added four to the Conservative side. The men superseded (who were all candidates for re-election,) are John Woodruff and O. S. Ferry, of Conn., and Christopher Robinson and Wm. D. Brayton, of R. I. They are superseded by English and Geo. C. Woodruff, Democrats, of Connecticut, and Sheffield and Browne, Conservatives, of Rhode Island. A Conservative gain of four out of six members elected.

The Dissolution.

the Fleet for the South--its Destination — condition of Fort Pickens--an interesting letter from there, &c.

The Washington dispatches generally point to the use of force by the Administration. --Those to the New York Herald indicate that a blockade of the Mississippi is threatened. --The steam frigate Minnesota, the steam sloop Powhatan, and the brig Perry, have been ordered to the Belize, while sealed orders have been sent to the Cumberland, Pocahontas, and Dolphin:

The Minnesota is a steam frigate of 3,200 tons, carrying 40 guns. She was built in 1855, and has been lying in ordinary in Boston.--The Perry is a brig, carrying 6 guns and 280 tons burthen; she is fitting out at the Brooklyn Navy-Yard. The Powhatan is a first class steam sloop, of 2,415 tons; she carries 11 guns, and is at present attached to the Home squadron. She is also preparing for sea at the Brooklyn Navy-Yard. The sloop-of-war Cumberland is the flag ship of the Home squadron, and bas been doing duty at Vera Cruz. She is 1,726 tons burthen, and carries 24 guns. The Pocahontas is a second class steam sloop. She was purchased by the Government in 1855, and has been attached to the Home squadron. She carries 5 guns, and is 694 tons burthen. She is at Norfolk. The brig Dolphin is also at Norfolk, where she is lying in ordinary. Like the Perry, she is of light draught, being but 224 tons; she carries 4 guns.

A dispatch from Washington to the Herald, says:

At last the ball has opened. The corps of Sappers and Miners left here this morning, and to-day three of the batteries now in this city received orders to leave forthwith, all being required to report at Fort Hamilton, New York. That these troops are destined for Fort Pickens there can be no doubt. In less than a week the country will learn whether we have a Government or not. The Home squadron is to be increased and ordered South, and Pensacola and other Southern ports will be blockaded. Fort Pickens is not in need of additional men, but will soon be in want of supplies, which will be furnished forthwith.

It is believdd that Gen. Sumner has been ordered to New York, and perhaps South, to direct the movement of the troops, as he left here very suddenly.

Gen. Scott's private secretary also left yesterday on short notice for New York.

Several interviews have been had to-day between the President and Secretary of War, and the latter with General Scott.

Orders have been issued to-day, in the Navy Department to the several Bureaus, to an extent that almost precluded everything else.--Every available naval ship will be called home. Those on the coast of Africa, it is said, cannot be recalled without violating the treaty with England requiring the United States to keep at least eighty guns there.

The Cabinet were in session to-day for several hours, and Gen. Scott was present. Among the important questions discussed was the recent affair in St. Domingo. The foreign Ministers here express the opinion that the Spanish Government will not countenance the course of the Governor-General of Cuba, in sending troops from Havana to St. Domingo to sustain the Spanish flag. The Spanish Minister asserts that his dispatches from Madrid have contained no reference to the subject.

Report says that the British and French Ministers have indicated to the Secretary of State that, if the United States should interfere in the matter, their Governments will will keep hands off.

It is argued in high official circles here that the best policy for the Administration is to inaugurate a war with Spain or Mexico, or both, as the best means for averting internal strife.

A difficulty is said to exist in regard to the appropriation for the construction of the seven new steam sloops. It is that the money was appropriated for the fiscal year ending 1st of July next, and that it cannot be used until on and after that time. This is one of the reasons why an extra session of Congress cannot be prevented. The Administration is crippled in a similar manner by other appropriations.

Instructions were to-day given to all the heads of Bureaus in several of the departments not to hold any further official communication with any persons residing in the seceded States.

The Secretary of War has been locked in his private room all day, refusing to see any one except his assistants, who have, however, been in frequent communication with the President. Several of those belonging to the kitchen cabinet pretend that they know what is going on. They assert that the Spanish matters are mixed up with it. Quite a number of the department clerks have been busy for two days in hunting up matters connected with the St. Domingo question.

A dispatch from Washington, dated the 3d inst., says:

Lieutenant Gilman, one of the officers at Fort Pickens, arrived here this evening from Pensacola, having left there on the 31st of March. He states that no reinforcements had been landed from the Brooklyn or any other vessel, but that she had gone to Key West for supplies. He states that the Confederate troops were arriving there in large numbers, and in a few days they would have five thousand well provisioned. He says it is impossible for the Government to land troops at Fort Pickens without the Confederate authorities knowing it, and whenever they attempt it hostilities will at once commence. He says he met large numbers of troops on the route for Pensacola; that Gen. Bragg will not wait the action of the Washington Government much longer before they commence operations. He says the impression there was that Fort Pickens was to be abandoned. Such assurances were given out there.

From Pensacola.

A correspondent of the New York Times, writing from on board the United States frigate Sabine, off Pensacola Bar, the 25th ult., says:

About ten days ago Major-General Bragg who is in command at this place,) saw fit to stop all communication between us and the shore, and Captain O'Hara, of Fort McRae, sent us word that if the Wyandotte did not keep a little further off he would fire into her. Captain Adams, wishing to a void a collision with these fools, keeps himself and us on board ship. Our supplies have been cut off from Mobile, and the New Orleans steamer, in passing in and out of the harbor, avoids our boarding boat, so you see we are hard up for news of any kind.

Capt. Adams addressed a letter to Welles, Secretary of the Treasury, last Tuesday and in it told him that starvation stared us in the face, and unless we heard from him or received relief in ten days from date, he would use his own discretion about leaving this place. We are all on half rations. We have plenty of money, but of what use is that to us now. Three days ago we transferred from the Brooklyn to this ship 82 troops, and sent her to Key West and Havana for supplies.

We expect her back in a few days. In the meantime they may attack Fort Pickens, and we have got to wade through about 3,000 bayonets to reinforce the fort, with masked batteries playing on us from all quarters, in conjunction with McRae and Barrancas. Is it not a pleasant picture to look upon? You must know there is an armistice in existence between Bragg and Adams. Bragg will not attack Pickens unless we attempt to reinforce it. We see troops going in nearly every day from New Orleans, Mobile, and other places, and can see them at work erecting sand-bag batteries, &c., and here we are cooped up like a lot of chickens, waiting for the Administration to do something. They have neglected us shamefully at Washington. They do not answer our communications. They do not send us anything to eat, and yet expect a ship like ours, which has been out over her time, with a broken-down and worn-out crew, and an old tub like the St. Louis, to do all their fighting in Southern waters, while vessels not yet three months in commission are rolling in clover off New York Battery.--Everybody in our ship is disheartened, and no wonder. You do not know one-tenth part of what we have suffered lately. They say the darkest hour of the night is just before the break of day; it is pitch dark with us just about this time.

Three nights ago we heard the booming of cannon, and saw lights passing and repassing on shore, We beat to quarters, called "All hands out boats," mustered our companies, and were all ready to go over the side, when the little Wyandotte came steaming out to let us know it was a false alarm. If I live a hundred years I shall never forget the feelings I had when I was loading my revolvers. We were all busy with our own thoughts, I can assure you, and for about ten minutes hardly anything was heard save the tick, tick, of a Colt, or the dull thud of a rifle ramrod. We did all our little valuables up, and directed them each with a letter for our friends at home, in case anything disagreeable might happen to us while attempting to reach the fort.

We have on board now nearly six hundred men, with grub enough to last about ten or twelve days longer. We have about thirty days water on board. We bought most of that here before communication was stopped, at the rate of six cents per gallon. All our fish lines are in requisition every day, but sometimes the fish even secede.

The Baltimore American, of Thursday, has the following paragraphs:

Three companies of United States Light Artillery passed through here yesterday morning, from Washington, in a special train, for New York. The train left the metropolis at 40, and, reaching here at 9, passed on to Philadelphia. The companies were A, B and H, but of what regiments we could not learn. They were under the command, in part, of Captain Barry and Captain Allen, and mustered 213 men, exclusive of commissioned officers. Accompanying were seventy-five horses, with field pieces, caissons, &c. They occupied a train of twenty passenger cars, and will proceed to Fort Hamilton, a post which some of the force previously occupied. Considerable attention was excited by the appearance of the cars and men, as they passed through the city. The soldiers generally expressed great satisfaction in returning to the fort. It is worthy of remark that twenty carpenters, with plenty of tools, were among the command, and were assured that they would probably be engaged for a month.--Several of the men were under the impression that they were not going to stop at Fort Hamilton.

The departure from this city of several bodies of recruits for the army of the Confederate States has been duly noticed, as well as the unhappy experience which some of them relate as to the life of the soldiery, and it would appear that the recruiting department is getting a little more particular in the selection of their men. The Norfolk boat, which reached here yesterday morning, brought back seven of the last detachment, who, upon undergoing examination, were declared physically incapacitated for performing garrison duty. They therefore returned to their old quarters rather crestfallen.

The proposed Surrender of Ecuador to France.

Gen. Franco, the Ecuadoran filibuster, has published in Lima three letters from the present President of Ecuador, to M. Trinite, the French Charge d'affaires in Peru, which, if not forged, are highly interesting, as they propose the transfer of the Ecuador to France something in the way Dominica has been handed over to Spain. The letters were written last December, and the originals are publicly exhibited at the Commerce office in Lima. How they came into Franco's possession, does not appear. In the first letter, dated Quito, December 7th, there is the following passage:

"In my opinion, and I may even say, in the opinion of every order-loving man, the happiness of this country would depend upon its union with the French empire, under conditions analogous to those which exist between Canada and Great Britain, excepting the differences which have to be introduced by the force of circumstances. Those of us who are tired of struggling against the licentiousness of the soldiery and the turbulence of the demagogues; those who work in vain to continue the anarchy which dishonor and impoverishes us, and who see advancing rapidly the devastating torrent of the Anglo-American race, we should find under the auspices of France the civilization in the peace, and liberty in the order, and blessings which feeble and attenuated Spain could never make us enjoy."

In the third letter, written in French, and dated Quito, December 21st, we find the following:

"It is not the question 'either' (translated in the Commercio 'not only') of a guarantee, which one is bound to say the ambitious chiefs of these unhappy republics have exacted so many times. It is 'not' (translated 'not only') a question of interest to the Government of which I am a member, but to the interest of this country which has just been delivered from the scourge of the eternal revolutions, by associating itself to a great power, of whose repose and civilization it could partake. It is also the interest of France, as she would become the mistress of this beautiful country, which would not be useless to her.

"What I intend to do and what I certainly will do, as soon as you give me the confidential assurance of H. M.'s Government, is the following: The provisional government of Quito will ask the people, if it will unite itself to the French Empire, under the name which you please to indicate beforehand, and I am sure of the consent of the people, tired as it is of the calamities of the revolutions and much as it hates to be dragged by force into dependence on the American Government — Mean while, we will endeavor to gain time; but it would be better to act soon, and it would be a blessing for Ecuador, if you or the chief of the French Naval Station could take upon their responsibility the step I propose to take — that is the assurance of not being abandoned."

The late Judge McLean.

--The telegraph has announced the death of the Hon. John McLean, of Ohio, one of the Justices of the Supreme Court of the United States. Judge McLean has been for some time past in feeble health, but when he recently left Washington city for his home was supposed to have in some degree recovered. Judge McLean was a native of New Jersey, where he was born in 1785, but removed at a very early age to the Western country. He went to Congress from Cincinnati district in 1812, and was returned in 1814, by a unanimous vote from his constituents. In 1816 he became a Supreme Judge of Ohio; in 1822 he was appointed Commissioner of the Land Office by President Madison, and in 1823 he became Postmaster General. In 1829 he was appointed Judge of the Supreme Court by President Jackson, having previously declined the War and Navy Departments which were tendered to him. In this latter position, as is known, he continued until his death.

The St. Louis municipal election.

--The municipal election in St. Louis on Monday passed off with remarkable quiet, notwithstanding the deep and general interest manifested in the result. The only disturbance of note occurred in the ninth ward. A man, while endeavoring to seize hold of a flag upon a carriage, was arrested by a policeman. The crowd made an effort to rescue him, when a scuffle ensued, during which the policeman's pistol was accidentally discharged. The ball grazed the back of the man's head, but did not inflict a serous wound. The result of the vote was an overwhelming and complete triumph over the"Black Republican and Unconditional Union" candidates by majorities ranging from 2,500 to nearly 3,000--every ward except two voting against the latter ticket.

A Woman killed by a dog.

--The Pittsburg papers state that on Thusrday morning last, an old lady named Betsy Davis, aged sixty seven years, residing with two brothers in Ross township, near Perrysville, Pa., was found lying by her bedside in a dying condition — her left leg having been horribly lacerated by a dog, as was supposed. The flesh, from the knee to the ankle, had been literally torn off, and eaten up, as it could nowhere be found in the room. The body was badly scratched as if by the nails of a dog.--The old lady was raised and placed in bed, where she expired in about two hours. The dog was killed. Developments made during the coroner's inquest, rendered probable the supposition that the old woman was stupefied with liquor when attacked by the dog.

Russian Ingenuity.

--During the reign of Catherine II., of Russia, an ingenious Russian peasant, named Kalubin, constructed a musical watch, to perform a single chant.--The machine was about the size of an egg, within which was a representation of the tomb of our Saviour, with the Roman sentinels on watch. On lightly pressing a spring, the stone would be rolled from the tomb, the sentinels fall down, the angels appear, the holy women enter the sepulchre, and the same chant which is sung on Easter Eve be accurately performed.

Oil excitement in Western New York.

--A great excitement has recently sprung up among land owners and others in the counties of Western New York — especially in Erie, Chautauqua and Niagara — on account of the discovery of the deposit of oil in some localities, like those in Pennsylvania, Virginia and Ohio, and the indications are that these underground oleaginous deposits exist all through that region of country. Extensive preparations are making to bore for oil and secure it if found, and the price of land is going up.

Nothing surprises a visitor to Havana, Cuba, more than the fish which he sees exposed for sale. Instead of the dull and drab colors which are common to the fish in Northern latitudes, they exhibit the most brilliant hues. Some are striped with hands of gold and silver, the lustre of which is like that of the polished metals. The very eels are covered with shining blue, white and yellow streaked.

A Marriage on horseback.

--A few weeks ago, William Montgomery and Louise Long eloped together and were married at Red Bluff, the ceremony being performed while they remained on horseback, prepared for the emergency of an alert parent. The citizens gave them a hearty welcome, and escorted them with tinkling cymbals and sounding brass further on their way to bliss, via San Francisco.-- Louisville Journal.

Bloody Tragedy in Philadelphia.

--A man who could just gasp out when asked to give an account of himself--"John Smith — Long a coming--two men--one hundred dollars"--was found in the streets of Philadelphia, with his throat cut, on Tuesday night. He was a very respectable looking man, and probably was murdered for his money.

Local matters. Organization of the New Council.

--The members elect of the new Council met at 4 o'clock yesterday evening, at the City Hall, for the purpose of organizing, and were sworn in by Alderman Sanxay. After this ceremony was concluded N. B. Hill, of Jefferson Ward, moved that R. O. Haskins be appointed temporary Chairman. Carried.

L. W. Glazebrook, of Monroe Ward, then moved that David J. Saunders, the former incumbent, be re-elected President of the Council. Carried.

Messrs. Glazebrook, Scott and Hill, were appointed a committee to inform him of his election. Mr. S., on making his appearance, was introduced by Col. Haskins, and on taking his seat returned his thanks for the renewed manifestation of the confidence of members, and promised to discharge the duties incumbent on him with faithfulness and impartiality. He alluded to the high standing heretofore of city bonds, and hoped that, notwithstanding the state of the country, they would continue to maintain their reputation in the market. He said purchasers would look at the amount of expenditures voted by the Council, in order to determine their value hereafter. He said it behooved members to do no act in the way of extravagant appropriation to impair their value. None would be made, he was sure, unless absolutely necessary.

The President announced that the first business in order was the election of Chamberlain, and Mr. Lawson being put in nomination was chosen as such. M. L. Striation was then elected City Auditor.

Messrs. Glazebrook, Hill and Burr were appointed a committee to examine election returns. Mr. Hill afterwards returned and reported that the election of one Magistrate in Jefferson Ward was contested — John M. Higgins contesting the election of Wm. Taylor, who had been returned as receiving the largest number of votes for Alderman. He thought the matter ought to be referred to a committee, and all action postponed until next Monday. The committee could incorporate the facts in their report, and then the Council could act as it saw fit.

Mr. Scott said he disliked this going behind the return to find out who was elected. The Conductor's certificate settled the matter. It was not for the committee to say who was or who was not elected, or whether he was competent or eligible to serve. If they undertook to do so, he was to be understood as entering his protest against the proceeding.

The following is the concluding part of the report:

"In the returns from Jefferson Ward, as made by the conductors of election, Mr. Wm. Taylor is reported as elected one of the Alderman from that Ward, he having received 533 votes; but his election is contested by Mr. John M. Higgins, who received 382 votes. The protest of Mr. Higgins is herewith presented to the Council as a part of this report, and the matter is referred to the Council to determine.

The protest of Mr. Higgins reads as follows:

"To the Honorable Common Council of the City of Richmond:

"The memorial of John M. Higgins respectfully represents to your honorable body that he does hereby contest the election of Wm. Taylor as an Alderman from Jefferson Ward, at the election held on Wednesday, the 3d day of April last, upon the ground that the said Taylor, at the time of said election, did not reside in said Ward, nor in the said city of Richmond, and your memorialist prays that the matter herein alleged may be inquired into, and that he may be declared elected in the place of said Taylor, and your memorialist will, &c. John M. Higgins."

Mr. Hill moved that the contested election case be referred to the committee of the Council having such matters in charge. Mr. Scott reiterated his former views, quoting the ordinances.

Mr. Glazebrook explained the actin of the committee.

Mr. Hill renewed his motion for reference.

Mr. Burr said that the Council, by no ordinance, had the power to pass on the qualifications of persons elected. Their duty was simply to ascertain who was elected.

The motion to refer finally prevailed.

Adjourned.

Mayor's Court.

--A number of cases, in no wise distinguished for brilliancy of outline or denouement, occupied the attention of his Honor on yesterday. Vincent Andrews, heretofore bailed by J. M. Conrad, was given up by his surety, and falling into the clutches of the police, received his original sentence in default of a new voucher.--Frederick Appelius was "up" for threatening to shoot Sam Cohen with a pistol. Cohen could neither tell the size of the pistol or the prospective amount of injury he might sustain from its discharge, and the defendant was let off.--Wm. F. Graham, who complained of C. T. Bear for "seeking a difficulty with him" by writing notes of a belligerent character, demanding explanation, &c, (dated on the 27th and 29th of March,) alleging that he feared an attack on sight, &c., had the latter held to bail in order to restrain his warlike propensities.--Philip Colgin, who had threatened on several occasions to make "daylight shine" through Edward Ellett, was arraigned because the latter had no particular fancy for sunny luxuries. The Mayor doubting Colgin's right to declare war on his own hook, sent him to jail in default of surety to preserve the entente cordiale.--Erbin Irvin, arrested on the complaint of Adolph Shaul, for receiving a keg of lead, knowing the same to have been stolen, was committed until 9 o'clock on the 6th of April. The defendant in this case came from Solitude, a locality prolific in vicious attainments.--Wm. J. Smith, arrested by officer Davis for getting drunk, (conveyed to the cage on a dray,) was admonished and discharged.--John Sullivan, arrested by Lieut. Carter, of the night police, for sticking a fork in the hand of Catharine, his wife, was let off — his better half considerately forgiving the slight indiscretion, and refusing to appear.--William, slave of W. M. Dade, arrested as a runaway, and for trespassing on E. Bossieux, was whipped and let off — George Lord, (from Solitude,) a suspicious character, arrested for having a stone in his handkerchief and a brick in his hat, was sent down, having no friend present willing to go bail that he would not infringe moral or statute law during the pendency of the bond.--Bernard Meyer was arraigned on the complaint of Henry Sterns, for feloniously obtaining by false pretenses, $900 worth of ready-made clothing with intent to defraud, &c. A good deal of testimony as to cuteness, double-dealing, chicane, making twice two eight, &c., was given in, mostly by members of the Hebrew persuasion. The Mayor was unable to determine, on the facts presented, who was to blame legally, so he continued the case till next Tuesday, at 9 o'clock--Isaac Jacobs entering $500 bail for the appearance of the defendant.

Getting Lively.

--The Dock presented a more animated appearance yesterday than for some time past. Shippers and consignees are encouraged to hope for a revival of the trade which they looked for before the commencement of the political troubles that have annihilated trade and every other thing throughout the broad domains of Uncle Samuel. Barques, brigantines, brigs, top and foresail schooners, oyster craft, &c., were there yesterday, to testify to the revival of trade. Longshoremen and consignees were busy. Stevedores and laborers plied respectively their scheming brains and stout arms. The process of unloading and loading was gone through with according to the fashion of more prosperous days. We note it as an encouraging sign, and hope that traders interested in the supremacy of the commercial marine may be induced to go on and extend their operations till both Rocketts and the broad bosom of the Dock is decorated with the insignia of commerce from one and to the other.

Theatre.

--The engagement of Mr. Couldock having terminated last evening, to-night we have the regular stock company, engaged to its full capacity, in the rendition of one of the most telling melodramas of the modern era--"The Three Guardsmen"--a production of thrilling interest, adapted from the French of Dumas' file. Very carefully rehearsed and put upon the stage with the appointments and accessories necessary to give it due affect, it cannot fail to elicit that large share of public support its merits claim. Some three hours will be consumed in the rendition, after which a favorite farce will conclude the evening's entertainment. We understand that Mr. I. B. Phillips, the very efficient stage manager, takes a benefit on Monday night next, and we most cordially wish him the best of luck on the occasion. We feel sure that he will provide a first-rate entertainment.

Home Scenes.--Recent issues of the London Illustrated News possess more than ordinary Interest to us dwellers in the sunny South.--The proprietors have in their service artists who either copy from very imperfect pictures, or imagine the scenes they pretend to represent. A late number has a representation of a "negro auction in Richmond, Va.," which, for avoidance of truth in details, and general Indecorousness, would rival some of Hogarth's best efforts. A " barber-shop" in our own favored metropolis is fashioned after the style of primitive barbarism, in vogue before "Rogers' cutlery" and "Wade and Butcher" became known to the shaving public, or neat apartments and polite attendants were the fashion, as now. The picture, however, pretends to represent to represent reality in some barbershop of Richmond, which doubtful honor, w suspect, would be spurned by all of the colored brothers engaged in the calling. The number for March 16th has a creditable representation of General Jefferson Davis, President of the Confederate States.--It will do, as it was no doubt engraved from a tolerable daguerreotype. To illustrate Southern life in a still more taking manner, the same number contains a pictorial representation of a Georgia railroad scene — a darkey with a pine-knot torch bigger than an approaching engine and accompaniments, occupying the foreground, backed by a diminutive log cabin as a set-off. Inasmuch as there is no water tank observable, it may be presumed that the darkey merely intended a complimentary salute to the iron horse as he wanted his way. Any other supposition would be a variance with the facts as they usually exist. In the same number, old Gen. Scott is pictured in close proximity to a large fort, which he overtops by several feet. The old warrior is radiant in the possession of flowing beard and a corpus that would do no discredit to Daniel Lambert. He has a spy-glass in one hand, which is no doubt intended by him to be used in drawing "a bead" on Southern rebels from the vicinity of the Federal capital.--Standing on one leg, the old fellow is evidently ill at ease. The London Illustrated News no doubt gave him the most eligible position they could. To see ourselves as others see us is a very good thing sometimes, but not often.

Timely present.

--The State has recently been the recipient of a very pretty allegorical picture, sent hither from New York. It is entitled "The Past and Present of the United States of North America," and was presented to the Public State Library of Virginia, at Richmond, by Mr. Jas. Meyer, Jr., of New York. It is neatly encompassed by a gilt frame, and measures about 40 by 52 inches. Clay, Webster, Calhoun, and others, as well as the patriots of the olden time, figure in different attitudes, appropriate to the several scenes into which they are introduced. Judging the picture from the effect produced on the beholders, we should call it an invocation to Union. It was executed in Switzerland — the land of Tell; yet even its potent influence, nor Spaulding's prepared glue, would be efficacious in preserving "the Union" in these times.

Young ladies' Sewing Circle.

--The young ladies of

Grace St.

Baptist Church organized, a little more than a year ago, themselves into a Sewing Circle, in order to raise funds for religious purposes. They raised some $500 the first year, and appropriated it to the support of a Colporteur in this city, whose inborn were, to some extent, instrumental in the establishment of the Clay Street Baptist Church. This year they are supporting a Colporteur (Rev. R. Lewis) in Wythe and Tazewell counties. Rev. Mr. Lewis reports having visited, during the past month, 374 families, with 84 of whom he prayed, distributed $31 worth of books, and delivered five sermons. The efforts of the ladies to send the Gospel to the destitute are very praise worthy.

Sworn in.

--The members of the new Court of Hustings assembled in the Sergeant's room, at the City Hall, yesterday evening, for the purpose of organizing. Joseph Mayo was chosen Chairman, and John F. Regnault, Secretary. The members were then sworn in by the Mayor. (Some ardent secessionists winced when asked to support the Constitution of the United States as well as that of Virginia.) On motion of Geo. E. Sadler, Jas. K. Caskie was re-elected Recorder; and on motion of R. M. Burton, Richard D. Sanxay was re-elected Senior Alderman. The Mayor was sworn in by Alderman Binford, and the meeting adjourned.

Henrico Troop.

--At a recent meeting of this company, Dr. Z. S. McGruder was elected Commander, and returned his thanks for the honor conferred in a neat speech, Col. Wm. C. Knight, lately elevated to that post, having declined. The address of the new Captain, (who is delegate in the Legislature from Henrico,) promised much substantial advancement to the corps, who only need a competent leader to be on the highway of prosperity. The new Captain has been long a member of the corps.

Correction.

--We said at the beginning of the week, that a man named Jno. Allen had been pardoned out of the Penitentiary by the Governor. He was pardoned on Thursday, and on the same evening, as a member of the police assures us, was engaged in cutting up some high pranks at Solitude, on

Cary street

. He was sent to prison for felonious stabbing, and may get back pretty soon if he does not take care.

Progressing.

--Testimony was still being given in as late as yesterday evening, in the case against Jos. H. Crenshaw, charged with shooting and wounding John O. Askew, new on trial before Judge Lyons.

Change of hour.

--On and after Monday next the Mayor will open his Court at 9 instead of 10 o'clock, as heretofore.

Death of a well-known engraver.

--Mr. T. C. Hinckley, wood engraver, for several years a resident of Philadelphia, but lately of New York, died in the former city on Thursday last, after a long and painful illness.

Troubles of a Patriot.

--Alexander Dumas has challenged the editor of the Halia del Popolo, for accusing him of taking 40,000 ducats from the government during Garibaldi's Dictatorship. The duel was pending.

Heavy business.

--The Vicksburg Whig of the 20th says: "We learn that from fifteen hundred to two thousand dollars was collected yesterday in shape of duties on goods landed here."

Brownlow a candidate for Governor.

--The editor of the Knoxville Whig has addressed a circular to the people of the State, announcing himself a candidate.

Suicide.

--Crafton Bennett, of Pittsylvania county, Va., committed suicide, by hanging, on the 22d ult. Cause supposed to be pecuniary embarrassment.

The London pickpockets have trained dogs to such accurate operation that they jump up at a gold watch, seize it, snap the chain, and bolt off where their master is waiting.

Mary Devine, a paper in the Cleveland work-house, last week jell heir to $11,000, and suddenly became an object of solicitous interest.

The people of Madison county, Va., at their last Court, adopted a resolution against sending a Representative to Congress from that District.

There was a tornado in Memphis, Tenn Friday evening, by which several houses and one or two steeples were badly damaged.

The Pennsylvania House of Representatives passed on Wednesday last, a Metropolitan Police bill for the city of Philadelphia.

Woodruff, Democrat, is elected to Congress in the Fourth District of Connecticut, by eighty majority.

Thornton Hunt, (son of Leigh Hunt,) recently on a visit to this country, is about to publish a book of his experiences while here.

The carpenter shop of Alfred Taylor, at Lynchburg, Va., was destroyed by fire on the 4th inst. Loss $2,000.

Hons. E. S. Martin and Fayette McMullen are stumping the 12th District of Virginia, for Congress.

Miss Dix, the philanthropist, visited the public institutions of Nashville, Tenn., last week, with the wife of Hon. Jno. Bell.

A little girl was badly frightened in Cleveland a few nights ago by seeing a "ghost," and has since died.

At the municipal election in Staunton, Va., on the 3d inst., N. K. Trout was elected Mayor.

John Happs was killed by Henry Rewland, over a game of "forty-fives" in New York, Monday.

Among the gentlemen who congratulated Mrs. Yelverton on the issue of her trial, was Mr. Yelverton, Sen.

It is rumored that the Duke of Newcastle will succeed Lord Canning as Governor-General of India.

Commodore Pope's son, Percival Pope, has been appointed Second Lieutenant in the Army.

H. Crupper, of Va., has been appointed a first-class clerk in the U. S. Land Office.

Richmond Dispatch. Saturday morning....April 6, 1861. Coercion in full Blast--U. S. Army for the South.

We suppose no man of ordinary brains and sagacity is surprised at the exciting intelligence from New York. Lincoln has been silently concentrating military resources for a month, and the Southern ports are to be blockaded, and the storm of war burst upon our Southern plains. We have never doubted that such would be the result, and have raised the voice of warning again and again. Is this Coercion, or is it not? Is Virginia expected to stand still and see the thirsty earth drink up her kindred blood? Are the mercenaries of the Federal Government to slay our brethren and friends, and Virginia, mother of the States which may soon be panting in the death struggle, to desert her own offspring?--Will the Virginia Convention adjourn, amid the solemn rumblings of the coming storm, and leave our unprotected homes and firesides hostages for our good conduct, bonds and pledges that we will keep the peace, and bow the knee, and not utter one groan, nor drop one tear over the invasion of Southern soil and the desolation of Southern firesides?

The slave institution a great military power.

It is the greatest mistake in the world to suppose that a slaveholding community is without military power or resources. On the contrary the whole history of mankind shows that the military power of nations has in every case been built up at the beginning, by the enslavement of conquered peoples. Indeed, all empire and all civilization began with slavery as the inseparable incident of conquest.

All great nations trace back to small military beginnings, gradually increasing by successive conquests and enslavements. First, a tribe wages war against a neighboring tribe, conquers them and reduces them to servitude. This gives them strength to make new conquests, by supplying them with labor to produce the means of subsistence while they are carrying on expeditions abroad. They then make war with another tribe and acquire more slaves, which makes them still stronger. They now become a nation and extend their conquests, adding to their capital of slave labor, until they have annexed all the adjoining country; after which they embark in foreign conquests, leading home powerful kings chained to their chariot wheels.

The cities of Messina and Sparta were rivals, and of the same Doric origin. A struggle for the mastery began, which lasted many years; when, by strategy, the Spartans at last became the conquerors, reducing to servitude such of the inhabitants of Messina as did not fly to neighboring countries. Thus did Sparta become one of the most powerful States of Greece. Rome commenced as a band of robbers: The victims of their first conquests were reduced to slavery, except in the few instances where they were incorporated into the State. They gradually extended their power over Italy, and finally conquered nearly the whole known world. During all this process, the number of their slaves increased part passu with their power and dominion, until the number of slaves in and around Rome exceeded the freemen in the proportion of twelve or fifteen to one. In spite of this distinguished example of Rome, mistress of the world, there are many people ignorant enough to contend, not only that slavery impoverishes, but that, in a military point of view, it enfeebles a State.

One of the first acts of Moses, after he had delivered his countrymen from the Egyptian yoke, was to wage war against the Edomites, conquer and reduce them to slavery. Josephus declares that the Jews were greatly benefited by the booty and the slaves they acquired. This was while Moses was governed by Divine council, contemporaneous with the thunders of Mount Sinai, and the delivery of the ten Commandments. This conquest of slaves was ordered with direct reference to the occupation and settlement of the promised land. Having given slaves to the Jews, the Almighty regulated the institution by an excellent code of laws; and when they entered Canaan, authorized them to make slaves of the heathen around them.

If we explore the history of English civilization, we shall find that slavery, even the slavery of Englishmen, rested at its foundation. The sovereigns, after many centuries of slavery, released their slaves from bondage for handsome prices paid, as a means of raising revenue. A manumission granted by Henry VIII. to two persons, ran, somewhat after the style of our Declaration of Independence, as follows:

"Whereas, originally, God created all men free; but afterward the laws and customs of nations subjected some under the yoke of servitude, we think it pious and meritorious with God, to make certain persons absolutely free from servitude who are at present under villenage to us; wherefore do we now accordingly manumit and free from the yoke of servitude Henry Knight, a tailor, and John Erle, a husbandman, our slaves, as being born in our manor of Stoke Clymmy Slaude, in our county of Corn wall, together with all their issue born or hereafter to be born, so as the said two persons, with their issue, shall henceforth be deemed by us and our heirs free and of free condition."

Thus profane and sacred history alike declare to us that slavery is the foundation of empire, --that it has been the chief instrumentality employed by Providence in founding and perpetuating civilization. First, the military power of States was established by conquest, which gave booty and the labor of the enslaved captives to the conquerors. Then, this booty being capital, and these enslaved captives furnishing labor, the civilization of the conquering States was erected upon this capital and labor, the two substantial pillars of progress and power.

The military strength of nations, other things being assumed as equal, is usually estimated by the number of men that can be spared from the ordinary business of society for the field. In general, this number is estimated as one in eight of the whole population. Some countries, favorably circumstanced, can furnish one in seven; while a very few, of rare facilities in this respect, can furnish one in six; which is esteemed the maximum proportion. But such are the extraordinary advantages which our slave institution confers upon the South, that our best military authorities consider, with reason, that we can readily furnish one in five for the public service, and still retain at home enough men advanced in life, or too young for campaign service, to carry on agriculture and keep the slaves employed and in obedience.--Every Southern man and woman knows that sending off to the wars one man in five of our population, would not at all endanger the safety of society at home.

We might enlarge on the chivalric and martial qualities which the dominant race in slaveholding communities possess — their superiority over the men in non-slaveholding communities in marksmanship, in the use of arms, and in the peculiar qualities and characteristics which go to make up the military character. We might adduce the facts of American history to show that the South helped the North to fight the Northern battles of the Revolution, and then fought alone and unaided the Southern; that in the last war with England this same fact was repeated; and that in the Mexican war the South furnished a large excess of the troops that not only mustered on the rolls, but fought and won the battles. But it is unnecessary at present to produce these facts. If all military power is proved by history to have commenced with conquest and enslavement; if the most warlike nations of antiquity owed their prowess and power to the slavery they employed at home — it is certainly unnecessary at this late day to meet the cant of Exeter Hall and of the Tabernacle at Boston — disparaging the military resources of the South--with statistical refutation.

The answer to Virginia.

Virginia is getting an answer beforehand to her propositions, in the elections which have already taken place in the North. We are invoked to wait for this State, to wait for that, and after each has spoken in turn, to wait for some other, until Seward is prepared to cast off all disguise. Why should we wait?--Every election which has been held since Lincoln's inauguration confirms the decree which was uttered in his elevation. If Virginia is in earnest, she has her answer already.

A Liberal Northern Proposition to the Border States--Magnanimous conditions of Pardon and peace.

We beg the attention of conservative patriots to the following impressive exhibition of Republican affection for the South, and especially for the Border States. It is an extract from a speech, which the Globe has given to the world, of Hon. D. E. Somes, member of Congress from Maine:

"It is true, the North has been condescending and generous towards the South, and I have no doubt will continue to be, so long as the Union shall last. It is natural for intelligent and honest communities to be more generous than just, especially towards the weak and crying; but when criminals come to such a people and demand that their crimes shall be endorsed, instead of being pardoned, I think it is rather more than they will consent to. And although a few members of Congress, representing a generous people, may be induced to stand god-fathers to traitors, and become accessories to treason, after the fact, I feel confident that their constituents will hang them higher on the tree of public scorn than Human or Judas hung. "

"Let me say to gentlemen of the border slave States, if you would be protected by the Federal Government against insurrections — if you would have slavery still tolerated, and your fire-sides respected --if you would escape the torch and the assassin's knife, I beseech you, in all candor and frankness, accept the aid and co-operation of your best friends; ally yourselves with the North, and let the cotton States fight their own battles. Acknowledge the rightfulness of the doctrine of freedom, education and elevation which now obtains in all the free States; disenchant yourselves of the influence of that which, in your hearts, you would gladly be rid of, and the North will assist you.--Gentlemen may scout the idea of emancipation, but it is soon to come. God and humanity have decreed it. Empty compromises cannot prevent it. If the slaveholders are honest in declaring that they are afraid that the people of the North will interfere with slavery, and destroy it altogether, and that these fears are founded on the increasing anti-slavery sentiment and political strength of the North, would it not be well for them to treat this Northern power with consideration, and would it not be wise to conciliate it?"

These are the allies whom some members of the Virginia Convention prefer to the Southern States, and these the terms on which they can secure that alliance. The "condescending, " the "tolerating," the "protecting" North will for a time spare the firesides, the daughters, wives and children of the South, if they will hasten to conciliate the Northern Powers.--Oh, men with mothers, with wives, with daughters, how can you leave the homes of Virginia and all she holds dear exposed to such an enemy?

But Mr. Somes goes farther, threatens the South with bloody retaliation if they do not permit abolition emissaries to travel unharmed in their midst, and thus spur up the border advocates of compromise and conciliation:

"And now I warn the South that unless it retracts at once from its treasonable operations and commences a system of conciliation toward the North, it may make up its mind that slavery in the States will date its downfall from the day the first act of treason was committed, and in a few years it will go out in blood. I warn you not to take the flimsy compromises which some few gentlemen on this side of the House would offer you. They do not represent the sentiment of the North; the North will repudiate any compromise, such as has been proposed, and the party that makes it.--Let us look this question squarely in the face, and grapple with it as it is. Let us not attempt to deceive ourselves or cheat others. In a crisis like this we should be men, do our duty, and take the consequences."

Mr. Somes then proceeds to show the precise system of conciliation, the exact kind of concessions and compromises which will satisfy the Republican States. Here is the plan, set forth with commendable frankness and distinctness:

"The Border States are between two fires.--What can they do to extricate themselves from this dilemma? I repeat, conciliate the free States. First, by consenting to the abolition of slavery in the District of Columbia, the dockyards, and arsenals, on a basis which shall be just to the slaveholder; and, second, to a system of gradual emancipation in the Border States, and allowing your people, within your own borders, the right which the Constitution guarantees them — to discuss the subjcet of slavery.

"Consent to this, and the North will aid you in any reasonable endeavor to protect yourselves and your property, and the whole civilized world will applaud you in so humane an undertaking.--I will not advise you as to the particular mode of emancipation. Free discussion among yourselves will lead to a peaceful and equitable solution of the whole subject."

Mr. Somes is a truthful exponent of the public sentiment of his party, and the above is in strict accordance with the programme of anti-slavery agitation, which was laid down twelve years ago by Mr. Seward, and which has been consummated in the triumphant election of Abraham Lincoln.

Incendiary appointments to Office--Union men Denied the Crumbs that Fall from master Lincoln's table.

The appointment of the most incendiary abolitionists to office sufficiently indicates the real character and purposes of the Administration. Burlingame, who openly declared in Congress that we should have an "anti-slavery God, an anti-slavery Bible, and an anti-slavery Constitution," is given a first-class mission; Joshua R. Giddings, who would think he was doing God service by cutting the throat of every slaveholder, is sent as Consul-General to Canada; and the New York Tribune, which has been waging a war of extermination against the institutions of the South for the last twenty years, and defending John Brown with all its might, fattens five of its incendiary editors upon missions abroad.--George S. Fogg, who is to supersede Mr. Fay as Resident Minister at Berne, was editor of the Independent Democrat at Concord, N. H., of whose conservatism, humane and patriotic sentiments, the following is a specimen:

"The cure for slavery prescribed by Redpath is the only infallible remedy, and men must foment insurrection among the slaves, in order to cure the evil. It can never be done by concessions and compromises. It is a great evil, and must be extinguished by still greater ones. It is positive and imperious in its approaches, and must be overcome by equally positive forces. You must commit an assault to arrest a burglar, and slavery is not arrested without a violation of law and the cry of fire."

Whilst such is the character of the appointees of the John Brown Administration, the Union men of the Border States are treated in the most contumelious manner.--Beyond the distribution of local appointments, the Border States are not recognized at all. The Washington States, a Douglas paper, complains bitterly of the manner in which the Douglas Democracy of the Border States has been ignored, and says that even the poor clerks in the departments are being "spotted" and "hunted down;" that removal after removal of Southern men is made daily, but nothing is heard of the appointment of Southern Union men to fill their places. The alleged fact that Southern men do not seek for office, only aggravates the sectionalism which is being carried out by the Administration.

The vote on secession.

The vote of the Virginia Convention on Thursday against immediate secession, shows a gain of ten Immediate Secessionists since the beginning of the Convention.

We have never, however, been able to feel that interest in the proceedings of the Convention which would have attached to that body if we could believe its decisions would have the slightest weight upon the future action of Virginia. The opinion we have heretofore expressed, that events must decide the question of Virginia's position, remains unchanged, and receives new confirmation every day. We would not, however, disturb the innocent official complacency which takes it for granted that what the Convention says, Virginia will do. No well regulated mind would desire to deprive children, either of a smaller or larger growth, of any harmless means of entertainment. Virginia, however, or at least the Old Dominion, will move as the deep undercurrents of her interests and sympathies dictate, even though it be straight in the teeth of the Convention breezes, just as the floating Arctic islands move southward against the winds, to blend with their congenial element in the Gulf.

The Bellona Foundry.

The N. Y. Tribune, in a long tirade upon the above subject, has the following item of Richmond intelligence, which we have not seen in any other paper:

"One of the members of the Virginia House made a speech in opposition to the measure, in the course of which he property characterized the act as being as clearly a case of larceny as if a man stole the horse of another, and boldly said there was no moral, legal, or constitutional right to seize the arms. These views created much excitement, and later in the day the member was shot, as we learn from the papers; the ostensible cause for the shooting does not clearly appear, though a street quarrel is suggested by the telegraph; but it would be only consistent with the folly of the Old Dominion if its Disunion leaders should attempt to put down free speech by slaying its honest representatives."

The first Confederate State Loan.

--The "Confederate States" have issued Treasury notes to the amount of one million of dollars. The first bond for a thousand dollars was taken at a premium of twenty percent.

The Convention.

Mr. Stuart, of Doddridge, finished his speech in favor of an ad valorem tax upon negroes, yesterday morning, after which a motion to lay the subject on the table was decided in the negative. The Convention then went into Committee of the Whole, and the sixth resolution of the report on National matters was taken up and adopted, with some amendment. A portion of the seventh resolution was stricken out, and thus adopted. The eighth resolution was passed by with a view to amend the ninth; and the latter was considered, with various propositions for amendment, until the members became utterly fatigued, when the Committee rose and the Convention adjourned. All the amendments which were agreed to, as well as those rejected, will be found in the regular report.

Public sentiment in the Northern and Southern Union.

Mr. Crittenden, in his late speech, appears to base his hopes of a reconstruction of the Union upon the strong faith which he entertains, that the North will ultimately make the concessions due to the slaveholding States, and that the latter, accepting such concessions as a guaranty of future good faith, will resume their position in the Union. In a long and able commentary on this speech, the New York Journal of Commerce regrets that it is compelled to differ from him in opinion on both these points.

The Tribune on the Union.

The New York Tribune again shouts out to the Virginia Convention to "come to the point." It says:

"We cannot but regard with dislike the political manŒuvres dignified as Virginia propositions, Border State Conventions, and the like. They have two incurable faults: They tend to protract the present anarchy: and they will lead to nothing. They will simply serve to keep the country convulsed and in suspense for a year or two: and then they will leave us just where they found us, with the struggle still before us long after it should have been dead and buried. To industry and business, nothing could be more disastrous.

"The issue is already made up, and cannot be changed. The new Confederate Constitution and the old Federal Constitution must be the rallying points of the contending hosts. There is no true middle ground between them, and years of further agitation will fail to discover any. "

Fort Sumter and Fort Pickens.

Stirring intelligence may soon be expected from these quarters. The attack on Fort Sumter cannot be much longer delayed, and that on Fort Pickens has in all probability already begun.

"The very next gale may bring to our ears the clash of resounding arms. Our brethren are already in the field. Why stand we here idle?"

Sale of Negroes.

--At the sale last week in Albemarle co., Va., of negroes belonging to the estate of the late Nelson Barksdale, there were about fifty sold at an average of about $500.

License Taxes, 1861.

Richmond Dispatch. Saturday morning .. April 6, 1861. From the South.

The adoption of the Constitution of the Confederate States by the South Carolina Convention, Wednesday, was the cause of general congratulation in Charleston. On Wednesday Governor Pickens and General Beauregard were still visiting the batteries. The Courier says:

They also visited the mortar battery at Mt. Pleasant, erected behind a breastwork or fortification thrown up before the old revolution, perhaps in the time of Braddock's war, to defend the colony against the French. It is a most beautiful embrasure, and was chosen by Gen. Beauregard in his examination of the coast and harbor. This battery is under the command of Capt. Martin. They visited several other batteries, and found everything in fine order and ready for operation. To-day they will visit the batteries on Morris' Island, James' Island, Fort Johnson, and other places on the coast.

General Beauregard was accompanied with two staff officers, Captains Ferguson and Chisholm. Gov. Pickens was also accompanied by his Aid, Col. J. J. Lucas.

An unknown schooner attempting to go into Charleston harbor was fired into Wednesday afternoon. The Mercury gives the following account of the occurrence:

"Yesterday afternoon, about three o'clock, while the wind was blowing heavy from the Northeast, a schooner crossed the bar, and was beating up the channel, abreast of the beach of Morris' Island, when she, having attracted the attention of some of the sentinels, one of the batteries fired several blank cartridges at her, for the purpose of bringing her to, which the Captain of the vessel paid no attention to, but kept on his course, when a shotgun was discharged, the ball from which, it is supposed, struck her in the bulwark, when she put about and proceeded down near the bar and anchored. During the firing, it is said that the schdisplayed the "United States ensign," but as her character, and not her nationality, was in question, she should immediately have come to an anchor and held intercourse with the commander on Morris' Island, instead of acting in a manner that produced the impression that she intended to force a passage.-- Soon after the firing took place, a boat from Fort Sumter visited Morris' Island, sent by Major Anderson to make inquiry into the cause of the vessel having been shot at, and also to request permission for his boat to proceed to the schooner; and it is reported that the boat did go to the suspicious vessel, but of this we have no certain information. It is also said that one of the officers in the boat from Fort Sumter stated that Major Anderson's batteries would probably pay their respects to those on Cumming's Point before morning.-- About six o'clock last evening the steamer Gen. Clinch, with Lieut. T. B. Huger, was sent from the city to look after the schooner and investigate her character; but, after proceeding some distance down the channel, they were unable to discover anything of her, and suppose that she had gone to sea. As the wind was blowing very strong from the northeast, she will, no doubt, take a southerly course.

Other facts.

The suspicious part of the whole proceeding is, that this schooner, instead of coming to and establishing her character, immediately on finding that she could not successfully run the gauntlet of the harbor batteries, attempted to escape. The latest, and apparently the most reliable rumor last night was, that the schooner is a coasting vessel, laden with merchandize. In connection with the suspicion that she carried supplies for Anderson, it may not be out of place to state that the usual supplies went over to Fort Sumter yesterday.

We are informed that the agent of one of the lines of steamers to the North sent an agent to Major Anderson, the other day, stating that he could furnish him with excellent accommodations for himself and his soldiers on their return trip. Major Anderson is said to have replied, that he would like to make the arrangement, but as yet he had received no orders for the evacuation of Fort Sumter.

A correspondent of the Mercury, writing from the battery at Morris' Island, says:

"Before I left the Island, I learned that Major Anderson had sent his messenger over there with a message, to the effect that if the vessel had been struck, or if any damage had been done to her, he would feel himself compelled to open his batteries upon us. After that, his boats went out to this vessel, and up to the time I left, they were both laying aside of her, trying to find out whether or not any damage had really been done. The revenue cutter sent out a boat, also, but it reported the boat too high on the breakers to get at it, and came back, having brought no news.--The schooner is very heavily ladened, but it is not thought that she brings reinforcements. I have just learned, since I have been here, that a steamer has been seen outside the bar; but I am not certain of this, because I know nothing about it myself."

The Montgomery correspondent of the Mercury says:

"I am informed that advices have been received to-day, in the State Department, that Fort Pickens will not be reinforced, and that it will be given up to the Confederate States within a short time. This was considered positive, and, as I make the statement upon the highest authority, it may be believed as true. Without trusting too fully upon the execution of this promise, the work of preparing the siege will go on at Pensacola, and the troops will concentrate at that point. If not given up within one month, or some definite arrangements made between the two Governments, Col. Bragg will commence an attack, which cannot fail to be a successful one."

Nominations.

--The States-Rights party of Albemarle county, Va., have nominated W. D. Hart for the Senate, and B. H. Magruder and Franklin Minor for the House. The Jeffersonian says:

Col. Randolph stated that the friends of immediate secession were to hold a Convention in Richmond on the 16th instant, and moved that this meeting send five delegates to it, which was adopted, after adding that three were to be Whigs and two Democrats. And the following gentlemen were then selected by the meeting in open nomination: Col. Thomas J. Randolph and John O. Harris, Democrats, and Thomas Wood, W. P. Farish, and James Lobban, Whigs.

Military Affairs in Atlanta.

--The Newman Guards, Ringgold Volunteers, and the Etowah Infantry, arrived in Atlanta on Monday, on their way to Macon. They were appropriately received by the military and citizens of the Gate City. Two hundred and twenty-three young ladies of the Atlanta Female Institute presented to each member of the Gate City Guards a beautiful miniature flag of the Confederacy, with the inscription: "From the young ladies of the Atlanta Female Institute. None but the brave deserve the fair."

Metaire Races--Second day.

--The race was for the Doswell stakes, for two year olds, one mile heats, $500 subscription, half forfeit.-- The entries were Doswell's Ninette, Camp' s (Minor's) Regret, Richard' s imp. c. by Australian out of Emilia; Wells' Uncles True, Bingaman' s Tom Reddy. Poindexter' s b. f. by Albion, dam by Sovereign, and Campbell's b. f. by Wagner out of Mary Taylor. It was won by Richard' s imp. c. in 1:49 ½, 1:48 ¾. Ninette was distanced the first heat.

Another violent snow storm in Boston.

--Boston was visited by a second violent and protracted snow storm on Monday evening, continuing through the night until the evening of Tuesday, when a rain set in, and the snow soon after ceased to fall. The streets and accustomed avenues of travel were much choked up by the visitation, to the serious interruption of business, and the great annoyance of the anxious expectant of fine spring weather.

Heavy Forgery.

--The Boston Journal states that H. D. P. Bigelow, of the late firm of Bigelow & Knight, shoe dealers in

, has loft for parts unknown, leaving forged notes to the amount of $50,000 in the hands of brokers and others. He also borrowed a considerable amount of money from his friends before leaving.

A Mississippi Rifle Company.

--The Jeff Davis Rifles, of Holly Springs, Miss., have gone to Pensacola. The company is composed as follows: Planters, 14; lawyers, 4; editors, 5; merchants, 9; printers, 6; a deputy sheriff, and the rest of carpenters, coachmakers, apothecaries, physicians, students, laborers, saddlers, jewellers, bricklayers, &c.

Fugitive slave case.

--Four fugitive slaves from Mississippi, a negro, with his wife and two children, were arrested at Chicago, on Thursday, and sent to Springfield for examination. Considerable excitement ensued at Chicago among the negro population, after the arrest became known.

Suicide among the Havana Coolies.

--A letter from Havana mentions that the custom of suicide among the Asiatics still continues.-- Recently a lot of bodies, disposed in order for interment, seven in number, were discovered on a hill near a sugar estate; they had evidently taken a liquid poison, and by agreement.

The Decimal system.

--The Presse Scientifique des Deux Mondes states that the commission appointed by the Diet of Frankfort, to consider the subject of a reform in the weights and measures of Germany, have just voted to adopt the French system.

Army Officers resigned.

--Second Lieut. R. C. Hill, of N. C., fifth infantry; and Second Lieut. Joseph P. Mintor, of Va., Second Cavalry, U. S. A., have resigned.

From Charleston. [special Correspondence of the Dispatch.] Charleston April 3, 1861.

Our city has been filled, for the last two days, with all kinds of unreliable rumors, such as the reinforcement of the Florida Forts, the evacuation of Sumter, &c., &c., but no one here puts any confidence in them at all. For myself, as I have before told you, I have no confidence at all in the pretensions of the Black Republican Government, (if Government you may call it,) and hence I have never believed that Lincoln would order an evacuation.

It is now made known to our Government, that Lincoln will not sign the order for evacuation, but, as I predicted to you, would throw the whole responsibility of the measure upon Maj. Anderson. This is in keeping with Lincoln and his party — a party governed by indirection, tact, scheming, trading, "thimble-rigging," low art, and cunning. To starve a brave soldier as Anderson into submission is what we dislike, but we shall have to do that, or kill him, and we prefer, of course, to force the poor fellow out by starvation.

You see that we have the correspondent, "Jasper," of the New York Times, in our midst. He has been permitted to visit the fortifications, and he has given a very truthful account of them.

The New York Herald has its reporter here, too, and he, also, visited the batteries on Morriss' Island, by permission. He gives credit for nineteen batteries, when we have only tenon that island. The fact is, the fellow got "tight" as soon as he reached the island, and they took him round, commencing at battery No. 1, and when they got to No. 10 they turned him round once or twice, and took him back the same route, and when they got back to the iron battery he made out No. 19.

The people of this place stand and look at your Convention in amazement, and exclaim, "Did you ever know of any State to produce as many orators?" Another answered, "As much wind, you mean."

Hon. Mr. Wigfall and lady are here, and we hope we may have a speech or two from him. I see that your people gave him a serenade a few nights ago.

I have written you, on several occasions, some of the peculiarities of Charleston and its people, I will name another just here:

Charlestonians take care of their old men.--When a man gets old here, especially if he bears a good character, office is always provided for him, where the duties are light and agreeable. I know of a large number of old gentlemen here, who would suffer much but for such arrangements as these. Our Custom-House, Port Warden's office, and other public offices here, furnish a comfortable living to deserving old age, which otherwise would fell the pinch of want.

Charleston provides for her young men. It is remarkable that our Banks are filled with very young men. The old theory is exploded here, that middle-aged, or steady old men, are most reliable for great moneyed concerns. In the nine Banks of this city only four of the Presidents are over fifty years of age, and not one of the Cashiers exceed forty, and the 1Tellers and Book-keepers are all very young men, especially in the Bank of Charleston, where there are not less than twenty-five all told, and but one man in the house uses spectacles, and he is near-sighted. When a faithful officer of these Banks becomes superannuated, they vote him a stipend sufficient for a decent support, and let him go free to work when he pleases, or do nothing if he chooses, Old and faithful servants are not turned out here on sterile pastures, to graze and die.

Our city continues crowded. The Alabama and Mississippi merchant have come and gone, now the Georgia and South Carolina merchants are coming in, and also from Florida, and they bring the money with them. The difficult times for the last six months had prevented our merchants from making their Spring purchases, as early as they wished, and several cargoes of goods from Europe had not arrived, yet the stocks were sufficient to give all a pretty good stock, and all are very well satisfied. By Fall, we shall have everything right, and upon that subject I wish to say a few things to your capitalists in my next.

Virginias. Bear Killing in Virginia.

--Alex. Tolley, a few days since, near Big Island, in Bedford county, Va., killed a large black bear weighing 400 pounds. Mr. Tolley, who is not more than 35 or 40 years of age, has killed 97 bears — an almost incredible number, considering their scarcity in that region.

Barn Burnt.

--The New Market Spirit of Democracy states that the barn of Mr. Moses Zirkie, on the Manassas Gap Railroad, in Shenandoah, was destroyed by fire on Sunday night week. Loss about $600. Supposed to be the work of an incendiary.

Expelled for bribery.

--The lower House of the New York Legislature, on Wednesday, adopted a resolution expelling Jay Gibbons, member of the First Assembly District of Albany, for bribery, by a vote of ayes 101, nays 8.

Six thousand coffins on hand.

--In a case before the Paris Civil Tribunal, the fact was revealed that the person who contracts with the city of Paris for performing funerals is bound to have constantly on hand not fewer than 6,000 coffins.

Stable Burnt.

--The stable of Dr. Abner Osborn, at Rippon, Jefferson county, Va., was fired on the night of the 26th ult. by a negro women in his employ, and entirely consumed, together with a carriage, two horses, harness, and all of his provender.

A Righteous Punishment.

--A French priest, the Abbe Mallet, has been sentenced to six years solitary imprisonment for abducting and seducing four young girls from a provincial city and hiding them in French and Belgian convents.

The steam power of great Britain,

in ships, locomotives and manufactories, is estimated at no less than 10,000,000 horses, or about one hundred millions of men. We can infer from this how the steam engine increases the productive power of labor.

Negroes drowned.

--Two free negroes, who were employed at the fishery of Mr. Henry Carrow, were drowned in Pamlico river, N. C., near the fishery, on Tuesday night, 26th ult.

A proud oil well.

--There is an oil well at Titusville, Pa., that flows at regular intervals four times a day, Sundays excepted.

The Southern Co-operation party, in Albemarle county, have nominated Jno. S. Moon and Jno. L. Cochran for the Virginia House of Delegates.

Geo. W. Steed, Commissioner of the Revenue of Norfolk city, died on the 3d inst.

The authorities have ordered that no more intercourse shall be allowed between Major Anderson and the Government at Washington.

Every company of the Confederate troops has been ordered to its post, and the last alterations and changes in the batteries were made yesterday.

No attack will be made until further orders from the Southern Capital, unless an attempt should be made to communicate with Maj. Anderson.

A conflict may be had at any moment.

Virginius.

--War is determined on. The Southern ports and mouth of the Mississippi are to be blockaded.

Fort Pickens is to be reinforced at all hazards.

There are 2,700 troops and marines in and around New York. The forts are full of United States soldiers preparing to go South.

The Powhatan has 300 on board, and will carry 200 more. She is taking powder in today and sails to-morrow.

The Release (storeship,) sailed yesterday.--Others are to follow.

New York, April 5--5 P. M.-- The steamers Ariel and Atlantic have been chartered, it is said, to convey troops South; also, several other vessels. A.

Highly important from New York.fitting out of an Expedition forthe South. New York, April 5.

--The Post says it is rumored that the Government agents who were sent to England and France have returned, and report that both Powers set their faces against the Southern Confederacy, and will in no manner recognize or assist it. The Administration have determined to take immediate and vigorous measures for the enforcement of the laws. The Government has chartered the steamers Baltic and Ariel to carry troops, under sealed orders.

The Baltic will carry Capt. Barry's company of Flying Artillery, and 90 men, and the Ariel seven or eight companies of infantry and marines. They will sail Sunday.

The U. S. steamer Powhatan goes to sea tomorrow morning fully equipped and provisioned, and will probably take three companies of troops.

The impression at the Navy-Yard is, that Forts Sumter and Pickens will both be reinforced.

The Harriet Lane sailed to-day.

A company of 100 men on Governor's Island to-day received marching orders. Others will speedily follow.

There are now over 2,600 troops at different stations in this port.

The Express says it is supposed by well informed quarters, that Texas is the point where these forces will be landed, and they will be sent out at the request of Gen. Houston, to repel Indian attacks.

New York, April 5, P. M.--The leading banking houses on

Wall street

say they have detected a daring attempt to swindle by means of forged Virginia bonds. It is believed a large amount of forged bonds will be thrown upon the market. The parties implicated declare themselves Virginians. An investigation is progressing.

The New York Commercial Advertiser says, a committee of leading Virginia politicians had an interview with the President and Secretary of State, and were assured, most positively, that the President contemplated no hostile movements, and would not attempt to collect revenue, because Congress had withheld from him the power to do so.

The steamship Atlantic has also been chartered, and cleared for Brazos this afternoon, with provisions and stores.

From Washington. Washington, April 5.

--It is said nine Republican Governors met here last night.

It is reliably said the Administration intends concentrating all the available forces at Tortugas and Key West, and then supply Fort Pickens if attacked. They can take over troops from Tortugas.

There will be war enough to cause the border slave States to secede and join the Southern Confederacy, and then their independence will be recognized. Blockading the mouth of the Mississippi, and re-taking Ship Island are talked of.

Agents of New York bankers here telegraphed home to-day that a collision is inevitable. Much excitement prevails in New York State and city.

From Charleston. Charleston April 4.

--The excitement to-day is unequalled since the secession.

The schooner fired into by the Morriss Island battery was from Boston, bound to Savannah. She was shot through the mainsail.

Troops have been moving all day.

It is reported orders have been received to cut off Maj. Anderson's supplies immediately.

It is believed here that a crisis is near at hand.

Alledged letter from Fort Sumter. >Buffalo, N. Y., April 5.

--The Commercial Advertiser publishes what purports to be a private letter from Jno. McNeil, of Maj. Anderson' s command, stating that "we have enough to eat and drink for four months, but fuel is scarce. Nobody will know how many men are here. It is all nonsense to talk about sending men with supplies. We are all right if old Lincoln will only have the back-bone to stand by us."

Warlike preparations in New York. Washington, April 5.

--The New York Tribune says, that nearly 3,000 troops are in New York harbor. Every preparation is being made to start the campaign. It is stated that a large amount of artillery and stores were forwarded from New York to-day.

Ratification of the Confederate Constitutionby South Carolina. Charleston, April 5.

--A final vote was taken on the Confederate Constitution in the Convention to-day. The whole number of members in the Convention was 172. The vote was 146 for, and 16 against it. Ten were absent.

Seizure of a vessel. Norfolk, April 5.

--Schr. Lucy R. Warren, of Baltimore, was seized in Hampton Roads to-day, for violation of the Virginia inspection laws. She is in custody of the City Sergeant.

Dickinson, and Otery F., his wife to the subscriber, I shall, at the request of-- & Hutcheson the beneficiaries in said deed, on Friday, the 19th of April, 1861, (if fair; if not, the first fair day thereafter, Sundays excepted,) proceed to sell at auction, for Cash, to the highest bidder, at Green Bay, in the upper end of Hanover, three miles from Beaver Dam Depot, on the Virginia Central Railroad, and half a mile from Green Bay Crossing the following property, or so much thereof as may be necessary to pay the debt, $2,084.80, secured by said deed of trust, with interest thereon from the 24th October, 1860, and all costs of preparing and enforcing said deed of trust, selling the Negroes first. The property to be sold is thus described in the deed of trust: "Five slaves — man Henry, man Ned, boy John, girl Jane, and woman Milly: and the Tract of land, in the county of Hanover, on which the said Burwell B. Dickinson now resides, with all the appurtenances thereof, estimated to contain 56 acres, being the same land which was conveyed to the said Burwell B. Dickinson by Wm. Hancock, and which adjoins the lands of E. A. Rowzie, Michael Schroeder, and William T. Dickinson."

Richmond Dispatch. Saturday morning...April 6, 1861.

The following is another poem from the pen of the talented and patriotic Virginia lady, among whose ancestors are numbered two of the signers of the Declaration of Independence, and one of whose contributions appeared recently in the Dispatch. Her devotion to her native State and the South, is the sentiment which animates the daughters of Virginia everywhere, certainly in the East, almost unanimously:

The blue Cockade.

Thy mother's gift, ye will wear it, boy, In thy careless glee, as an idle toy, And never will dream, of the thought and the prayer In thy mother's heart, as she fastened it there. Thou art but a child, and how canst thou tell Tis the signal we give for the despot's knell; Canst thou see in the future, how changed is its hue When dyed in the blood of the brave and the true? A gay, flaunting bow, to thy sight it may seem,? But the sword and the rifle may after it gleam: Canst thou read in its motto the warning it gave To such as would dare forge a chain for the brave? Oh, happy boy, in thy childish glee, What is the strife, and the battle to thee? Will thou pardon the mother who dares to repine That the dark thoughts which cross her may never be thine? But I come of a race not tainted with fear, Who shrank not from danger when duty was near; And, child, when thy country is roused for its right, I envy proud mothers with sons in their might. I'm Growing old,by John G. Saxe.

My days pass pleasantly away; My nights are blest with sweetest sleep; I feel no symptoms of decay; I have no cause to weep; My foes are impotent and shy; My friends are neither false nor cold, And yet, of late, I often sight-- I'm growing old ! My growing talk of olden times, My growing thirst for early news, My growing apathy to rhymes, My growing love of easy shoes, My growing hates of crowds and noise, My growing fear of taking cold, All whisper in the pleasant voice, I'm growing old: I'm growing fonder of my staff; I'm growing dimmer in the eyes; I'm growing fainter in my laugh; I'm growing deeper in my sighs; I'm growing careless of my dress; I'm growing frugal of my gold; I'm growing wise; I'm growing — yes-- I'm growing old ! I see it in my changing taste; I see it in my changing hair; I see it in my changing waist; I see it in my growing care; A thousand signs proclaim the truth, As plain as truth was ever told, That even in my vaunted youth, I'm growing old ! Ah me !--my very laurels breathe The tale in my reluctant ears, And every boon the Hours bequeath But makes me debtor to the Years ! E'en Flattery's honied words declare The secret she would fain withhold, And tells me in "How young you are," I'm growing old !

Royal mourning.

--The death of the mother of Queen Victoria has created a general sympathy throughout England. The State departments, law courts, and other public offices, were closed for several days. The Princess Royal of Prussia came from Potsdam to visit her mother, and the Prince of Wales and Royal Family are at Windsor. The Lord Chamberlain issued the following order for Court mourning:

"The ladies to wear black silk, plain muslin, or long lawn, crape or love hoods, black silk shoes, black glazed gloves, and black paper fans.

"The gentlemen to wear black cloth, without buttons on the sleeves or pockets, plain muslin or long lawn cravats and weepers, black swords and buckles."

Although the late Duchess died on the 16th, her funeral was not to take place before the 26th ultimo. The London Times, of the 19th, says:

"Till then the body will remain at Frogmore. On the day fixed for the interment the remains will be removed from Frogmore to Windsor at 4 o'clock in the morning, and with the strictest privacy. As the distance from Frogmore to Windsor is little over a mile, the body will, by this arrangement, be laid in the Wolsey Chapel, adjoining the Chapel Royal, before daylight. Here it will remain until the hour fixed for the funeral ceremony, when the procession will be formed and the coffin carried into the Chapel Royal, where the service for the dead will be read and sung. The body will then be temporarily deposited in the Royal Vault, which already contains the remains of so many of our nation's rulers.

"Within a comparatively recent period, her late Royal Highness ordered the erection of a mausoleum at Frogmore, which will be completed within a month or six weeks from the present date. When ready, in compliance with the wishes of the illustrious deceased, the body will be privately removed from the vault of the Chapel Royal, and finally deposited at Frogmore. The remains, as usual, will be enclosed in four coffins--two of plain, solid mahogany, one of lead, and an outer case of mahogany and crimson velvet.

"In the House of Lords, on the 18th, addresses of condolence to the Queen were delivered, by Earl Granville and Lord Derby.--In the House of Commons, Lord Palmerston and Mr. D'Israeli made similar addresses."
