Monday, Feb. 25, 1861.

The Convention was called to order at 12 o'clock.

Prayer by the Rev. Dr. Minnegerode, of St. Paul's Church.

Committee.

The President announced the following select committee, under Mr. Tredway's resolution, adopted on Saturday, to make inquiries as to whether any movement of arms or men has been made by the General Government, indicating a purpose to coerce Virginia; Messrs. Tredway, Pendleton, Bouldin, Wilson and Mallory.

Amendments to the Constitution.

Mr. Haymond offered the following resolution, which, on his motion, was laid on the table and ordered to be printed:

Resolved, That the Constitution of this State should be amended, and that this Convention will amend the Constitution wherein it is necessary and proper that it should be amended, and will submit the same as amended to the voters of the State for their adoption or rejection.

Mr. Hall, of Wetzel, offered the following, which, on motion of Mr. Chambliss, was laid on the table:

Resolved, That a committee of twenty-one be appointed by the Chair, to be styled the Committee on the State Constitution, and that they report to the Convention what amendments, if any, are necessary at present to be made to the present State Constitution.

Petition.

Mr. Chambliss, of Greensville, presented a petition from Robert R. Collier, Esq., of Petersburg, making suggestions with regard to the present condition of the country, which was read.

Mr. Nelson of Clark, moved that it be laid upon the table, but withdrew it temporarily at the request of Mr. Chambliss, who had previously asked for the reference of the petition to the Committee on Federal Relations.

Mr. Chambliss advocated the right of petition, and said the suggestions of any citizen were entitled to the consideration which they deserved.

Mr. Nelson, was in favor of the right of petition but opposed to reference on the ground that it would open the door for an endless number of petitions, which would consume too much time. He renewed his motion to lay upon the table, and Mr. Chambliss called for the yeas and nays.

The call being sustained, the Clerk proceeded to call the roll, and the vote resulted — yeas 18, nays 98. So the motion to lay upon the table was decided in the negative, and the petition was referred to the Committee on Federal Relations.

Compensation of officers.

Mr. Johnson, of Richmond, from the Committee on Compensation of Officers of the Convention, made a report. The report allows the President, in addition to his mileage, $8 per day; the Clerk, including compensation of assistants, $100 per week; Sergeant- at-Arms, $30 per week; each Doorkeeper, $28 per week; each Page, $14 per week; Superintendent of the Hall, (Mr. John D. Smith,) $5 per day, including compensation of servants, &c.

The report was adopted.

The National difficulties.

Mr. Moobe, of Rockbridge, offered the following resolutions:

1st. Resolved, That the conduct of the so-called free States, in resisting the execution of the Fugitive Slave Law — in refusing to give up criminals fleeing from justice — and in seeking to deprive the Southern States of any portion of the common territory of the nation — and of their citizens, in circulating incendiary pamphlets among us — in furnishing arms to bands of assassins to invade our borders, and murder our people — with other flagrant wrongs, is such as to require prompt reparation of the injuries inflicted, and justify Virginia in demanding, as she does demand, full and ample security that those wrongs shall not be repeated. 2d. That Virginia can never consent to become a member of any Confederacy, by the Constitution of which the re-opening of the African slave trade is not prohibited. 3d. That Virginia will not become a member of any Confederacy, the Government of which, except under extraordinary circumstances, is to be supported by direct taxation. 4th. That this Convention doth approve of the amendments to the Constitution of the United States, proposed by the Crittenden resolutions; and declare its readiness to accept the same as a satisfactory adjustment of existing controversies between the Northern and Southern States. 5th. That in the event of the amendments referred to, or other equivalent amendments to the Constitution of the United States, not being adopted, Virginia will be ready to enter into a compact with such States as will agree to said amendments; by which the present Government of the United States shall be declared to be dissolved, as to the States so agreeing, and that they will thenceforth constitute a new Confederacy under the Constitution so amended, from which all the States not so agreeing shall be excluded.

Mr. Moore proceeded to advocate his resolutions. He spoke of the grievances solely as inflicted on the Border States, and drew a distinction between them and those inflicted on the seceding States. He thought our grievances were a matter of entire indifference to the seceding States, and that they were only brought forward now to induce Virginia to go into the Southern Confederacy. After reading an extract from the Charleston Mercury to illustrate this position, he went on to say that they cared nothing about the slaves we had lost. They were also for free trade; while the interests of Virginia demanded that the revenue in any Government to be formed should be raised from imports. South Carolina had endeavored to dissolve the Union long before our grievances commenced; for our loss of slaves had been chiefly during the last fifteen years. He contended that the election of Lincoln was not the cause of the disruption; only the occasion — and he read from a South Carolina pamphlet to show that the cause had existed ever since the formation of the Confederacy. He believed they contributed as much as any other State to the election of Lincoln — that they went to the Democratic Convention with a purpose to break up the party and dissolve the Union. There was no policy in common between the border States and the seceding States. It is interest of Virginia to keep slave property high, whilst it is their interest to depreciate it; and in this connection he alluded to the probable re-opening of the African slave trade. It was their policy to support the Government by direct taxation; and to show what would have to be thus supported, mentioned a standing army of 20,000 men, which it was believed would be necessary, making the cost of Government $50,000,000 per year, of which, according to his calculation, Virginia's portion would he $6,000,000 or $7,000,000; because indications were against the secession of Tennessee, Arkansas, Missouri, Kentucky, Delaware, and Maryland. Virginia would be saddled with a burden, in addition to the completion of works in which her vital interest was involved, greater than she could bear. With reference to the threats of abolishing the inter-State slave trade, he said he did not choose to be intimidated by such threats as that.--He also scorned the imputation that Virginia would skulk under the protection of the North, and disdained a connection with a people who could make it. There were other interests to be considered besides King Cotton. What would cotton be worth unless there were a demand for it. King Spindle and King Hog, he conceived, were as potent as King Cotton. The Cotton States cannot live without manufactures, nor can they live without something to eat. With regard to secession, he took the view that it was a revolutionary remedy, and denied that Virginia had reserved to herself the right to secede.--He urged Virginia to act, without waiting for the result of the Peace Conference. With regard to the fifth resolution, he said it was probable New England would not agree to it, and he was not anxious that she should. He would welcome Georgia and Alabama back, but preferred that South Carolina should stay out until she had learned to treat us with respect. Mr. Moore proceeded to define his position at some length, expressing his desire that Virginia should be prepared for any emergency. He would go with her wherever she went, unless she went where she would be disgraced. His interest was with Virginia, now and forever. In closing, he brought forward a publication to show that England, so far from wanting to abolish slavery, was exerting a secret power for the dissolution of the Union.

Mr. Goode, of Bedford, desired to enter his protest against the views submitted by the gentleman from Rockbridge, which had given him, as a member of the Virginia Convention, inexpressible pain. He (Mr. Moore) seemed to misapprehend the object of this Convention. He had aimed his big gun entirely against the gallant States of the South, and had given not a word of rebuke to those who had brought the sad disasters upon the country — the people of the Northern States, the destroyers of the fairest temple of free Government the world had ever known. He had summoned up "Gorgons, and hydras, and chimeras dire," and arrayed a throng of evils before the Convention which had no existence in reality. While he was reading from the Charleston Mercury, which was not the organ of the Southern Confederacy, the Southern Congress had acted, and put its heel on those measures which he alleged as reasons for not uniting with them. Mr. Goode, in proceeding, summed up the aggressions of abolitionism, and remarked, that on Monday next a man would be inaugurated as President who believed that a negro was as good as a white man; who was an endorser of the doctrine of an irrepressible conflict; who had declared, in all his recent speeches, that he would administer the Government on the principles laid down in the Chicago platform. He (Mr. G.) had love the Union, and the memory of its patriotic founders; but he loved the Union in the past, which he had looked upon as a Union of equality. It had failed of its purpose, through the degeneracy of those to whom its keeping had been entrusted. The question now was, whether Virginia should, by a resolute and determined course, avert impending evils, or submit to the oppression sought to be imposed upon the South--

"Whether' tis nobler in the mind, to suffer The slings and arrows of outrageous fortune, Or to take arms against a sea of troubles, And, by opposing, end them?"

Mr. Goode, while enforcing this point of his argument in words of thrilling effect, was heartily applauded by the spectators; where upon the President requested Mr. G. to suspend his remarks, and ordered the Sergeant-at-Arms to "clear the galleries." Mr. Goode appealed to the President to countermand the order, but he declined.

In compliance with the hint, the populace began to move towards the doors, when Mr. Franklin Thomas, a citizen of Richmond, exclaimed in a loud voice--

Mr. President! I have one single appeal to make.

A motion was made that he be taken into custody, to which Mr. Thomas expressed his willingness, but the motion was withdrawn.

After quiet had been restored, Mr. Brent, of Alexandria, moved that the resolutions under consideration be laid on the table until morning, as Mr. Goode did not desire to proceed with his remarks this afternoon.

The motion was agreed to.

Mr. Montague called the attention of the President to the fact, that an individual had been taken into custody in compliance with an order from the Chair, and asked that the matter be disposed of.

The President said he gave no such order, and went on to explain what had occurred.

Mr. Wysor, of Pulaski, said that the gentleman who made the disturbance had refused to leave, and was, in consequence, taken into custody by the Sergeant- at-Arms.

After some further conversational debate, Mr. R. Y. Conrad moved that the prisoner be discharged from custody, which was carried in the affirmative.

Mr. Burdett, of Taylor, offered a resolution, that in view of the disturbance that had just occurred, a committee be appointed to take into consideration the expediency of adjourning to Staunton, or some other place at which the sessions can be held without being interrupted by outside pressure.

On motion of Mr. Wickhan, the resolution was laid on the table.

Correction and Personal explanation.

A letter was read from Mr. Sherrard Clemens, (who was confined to his room by sickness,) correcting an error in the report, in the Richmond Enquirer, of his remarks on Saturday.

Mr. Hall, of Wetzel, embraced the opportunity to make a personal explanation in regard to his remarks on the same occasion, and again alluded to the fact that a Black Republican paper, published in Northwestern Virginia, bad a reporter on this floor.

On motion of Mr. Sheffey, the Convention adjourned.

House of Delegates. Monday, Feb. 25, 1861.

The House was called to order at 11 o'clock by Speaker Crutchfield.

A communication from the Senate announced the passage of a number of bills, among them House bill for the relief of the Banks of this Commonwealth, with amendments, the first of which was stricken out by the House. Other Senate amendments being concurred in, the bill was further amended by the House, and ordered to be printed.

Illinois and Texas.--A message was read from the Governor, announcing a communication from his Excellency Richard Yates, Governor of Illinois, accompanied by joint resolutions adopted by the Legislature of that State; also, resolutions adopted by the State Convention of Texas on the 4th of February. The Illinois resolutions say that the proposal of Virginia, for the appointment of Commissioners to Washington, has been received; that State has an earnest desire for the return of harmony and kind relations among all sister States; that the respect of Illinois for Virginia induces her to appoint five Commissioners; that said act is not an expression of opinion on the part of Illinois that any amendment of the Federal Constitution is requisite to secure to the people of the slaveholding States adequate guarantees for the security of their rights, nor an approval of the plan of settlement proposed by Virginia, but only an evidence that Illinois is ready to unite in an earnest effort to adjust the present unhappy difficulties, in the spirit in which the Constitution was originally framed, and consistently with its principles; that the constitutional and appropriate mode of setting all difficulties would be an amendment to the Constitution, by a Convention, called in the manner contemplated by the 5th article of said Constitution; "and if the States deeming themselves aggrieved shall request Congress to call such Convention, the Legislature of Illinois will, and does, concur in such call."

The letter of O. M. Roberts, President of the Texas State Convention, is dated Austin City, Feb. 4th, 1861, and encloses, by direction of the Convention of the people of Texas, the ordinance to dissolve the Union between the State of Texas and the other States united under the compact styled the Constitution of the United States of America, passed in Convention assembled by a vote of one hundred and sixty for and seven against it. Mr. Roberts says, it has been submitted to a vote of the people, in order to harmonize and unite them. There is no doubt of its ratification by a large majority. We have full assurance of the co-operation of all of the departments of our State Government, when it shall be ratified. It is the earnest desire of the people of Texas to unite their destiny with that of each and all of the slaveholding States, in one common Federal Union.

The ordinance of Texas says that the Federal Government has failed to accomplish the purposes of the compact of union between the States, in giving protection either to the persons of our people upon on exposed frontier, or the property of our citizens; that the action of the Northern States is violative of the compact between the States and the guarantees of the Constitution, and that recent developments tend to show that the power of the Federal Government is sought to be made a weapon with which to strike down the interests of Texas and her Southern sisters, instead of being permitted to be, as was intended, our shield against outrage and aggression. The Convention, therefore, in the name of the people, annuls the ordinance by which the Republic of Texas was, on the 4th day of July, 1844, admitted as a State of the Confederacy, and resumes all the powers then delegated by her, and absolves herself from all restraints and obligations incurred by said compact.

The ordinance (adopted February 1st,) it ratified on the 23d February, by the people, shall take effect after 2d March, 1861.

The respective documents were, on motion, ordered to be printed.

Norfolk County Railway.--The amendments proposed by the Senate to House bill entitled an act incorporating the Norfolk County Railway Company, were agreed to.

Bill Reported.--For the relief of Benj. S. Reynolds, of Harrison county.

Adverse Reports.--Adverse reports were returned from the Committee on Propositions and Grievances as follows: To the resolution inquiring into the expediency of extending the time of payment by the Sheriffs of the State of that part of the revenue due 15th March into the treasury; to the petition of George C. Bowyer and others, asking to have refunded a sum of money.

Senate Bills Reported.--Mr. Myers, from the Committee of Propositions and Grievances, to whom had been referred the following Senate bills, reported the same without amendment: No. 104, providing for the location of the court- house, jail and other public buildings in the county of McDowell; No. 118, to incorporate the Mt. Vernon Insurance Company.

Progress of Business.--Numerous bills were read a first, and ordered to be read a second time.

Lost Coupons.--Mr. Myers called up House bill "authorizing the payment of certain lost coupons to Wm. J. Jackson."

Mr. Duckwall moved to amend the bill by a ryder requiring security of real estate for their non-payment a second time. The ryder was lost. The bill was then laid on the table on account of the thinness of the House.

Call of the House.--Mr. Haymond moved a call of the House. The motion was agreed to, and the roll being called, 76 members responded.

Mr. Yerby moved to adjourn. Carried.

The National crisis. The Cabinet of the Confederate States--Secretary of State.

Hon. Robert Toombs was born in Wilkes county, Ga., July 2, 1810. Commencing his collegiate life at the University of Georgia, he subsequently went North, and graduated at Union College, Schenectady, N. Y. In 1836, he served as a captain of volunteers in the Creek war. In the next year he was elected to the Legislature, and since that time has been constantly in public life as Representative and Senator. In both branches of the Federal Congress he has always served upon important committees.

Secretary of the Treasury.

Hon. C. G. Memminger.--There are few men in the South who are more competent, in point of ability and business capacity, to administer the Department of the Treasury under the Government of the Confederate States than Mr. Memminger. Possessed of a high order of intellect, a student, learned and full of resources as an accomplished advocate, he is eminently a man of facts and details. This is an essential qualification to a great financier, and combined with ability and integrity, almost insures success to one who, like Mr. Memminger, has studied political economy by the great principle of laisses vous falre. The South wants an economical Government, and an adequate revenue, raised by equal taxation of citizens. Free trade, low duties, and no discriminations, will put all on an equal footing, and saddle the burden of taxation upon the labor of none. It will encourage none to enter upon unremunerative enterprises, at the expense of neighbors' pockets, but give all fair play and the benefit of the markets of the world. We congratulate Mr. Memminger upon the honor of his appointment to this responsible position in the New Confederacy, and the States upon having one so well fitted to perform its duties faithfully and upon sound principles.

Secretary of War.

Hon. Leroy Pope Walker is a lawyer of Huntsville, Alabama, a native of that county, Madison, and about forty-five years of age. He is the eldest son of the late Major Walker, and one of a family distinguished for talent and influence. Two of his brothers are Hon. Percy Walker, who recently represented the Mobile district in Congress, and Hon. Judge Richard W. Walker, of Florence, Chairman of the Alabama Delegation in the present Confederate Congress. Hon. L. P. Walker at one time practised law in South Alabama, and was for several sessions Speaker of the House of Representatives of the State. He has been a consistent Democrat of the State-Rights school. For the last ten years he has been located in Huntsville, and has the reputation of being the leading lawyer, and, next to Clay, the leading Democrat of North Alabama. --Careful in the preparation of his cause, and clear, concise, logical and eloquent in presenting them before court, he is said to be an eminently successful practitioner. For the last three years he has been conspicuous in his denunciation of squatter sovereignty. In the Alabama Democratic Convention which took ground against it and sent a delegation to Charleston to carry out her instructed opposition, Gen. Walker's influence was marked and effective. He was one of the delegation sent here, and exerted himself ably in resisting the compromises offered. The result all know. He has been a leader in the cause of the South, and deserves a place in the picture. As a man of clear head, good judgment, systematic and laborious in his habits, with undoubted nerve, spirit, energy, and will, we cannot help thinking he is an excellent selection for the Department of War at the present juncture.

Secretary of the Navy.

Hon. John Perkins, Jr., was born in Louisiana, July 1, 1819. In 1840 he graduated at Yale College, and subsequently at the Law School of Harvard College. He began the practice of his profession in New Orleans. In 1851 he was chosen a Judge of the Circuit Court of Louisiana, which position he held until elected to Congress in 1858, where he advocated State-Rights Democratic measures. Since 1855 he has devoted himself to planting in his native State. The post of Secretary of the Navy to the Confederate States is a post requiring prompt energy and sound practical judgment. A navy is to be organized, and, as we have recently had occasion to suggest at length, the manner of that organization is of lasting consequence. Upon the wisdom exercised in fitting it to the wants of the South, and that as early as practicable, much property and many lives — not to say the Confederate character before the world — may depend. Mr. Perkins bears a high character, and we trust will prove himself fully equal to the task.

The Thames too strong for Parliament.

--The London Times calls attention to the fact that the new Parliament Houses of England are in a state of preternatural decay — in fact, fast going to ruin. The effluvia generated on the banks of the Thames has not only attacked and dispersed the members repeatedly, in spite of all the appliances brought to bear for its abatement, but is rapidly acting upon the walls of that magnificent structure. The stone employed in their construction was a variety of dolomite, believed to be imperishable. It is proposed to glaze the walls with silicate of potash, applied in a liquid state.

A Young Lady shot with an air-gun.

--A very queer accident happened in New Haven, Conn., on Sunday afternoon, to Miss Susan A. Thorpe, a private school teacher in B. M. Porter's family. While she was returning from church she was shot with a bullet in the left ankle. The ball perforated a rubber boot, and in consequence of the circuitous course it followed around the bone, it was not deemed advisable by the doctor to extract it. No report was heard by either Miss T. or those accompanying her, and the accident is supposed to have been the result of some careless person experimenting with an air-gun.

Death of and, actor.

--Durivage — the once popular actor and dramatist, Oliver Everett Durivage, brother to the well known poet of the same name, and son to a sister of the Hon. Edward Everett, died at Memphis, Tenn., on the 22d inst. He entered the histrionic profession at once as an author and actor personating a character in a play written by himself at the early age of sixteen. As an actor he was known over the States, and as an author, leaves a number of plays behind, the three most prominent of which have been the Stage Struck Yankee, Cut and Come Again, and the Lady of the Lions.

Suicide.

--Miss Jones, of Monroe county, Indiana, was ruined a short time since by a man named Braham, who promised to marry her. She procured his arrest and made affidavit of the fact, but Braham introduced a witness who deposed that Miss Jones had told him that she had not been seduced under promise of marriage. The poor girl in her despair then said she would not disgrace her family, and calling for a glass of water suddenly emptied into it a deadly poison, and refusing all aid, died in a few minutes. The people talk strongly of lynching Braham.

The flight of Mr. Lincoln.

His Passage Through Baltimore — Marvellous Sensation Stories, &c.

The flight of Mr. Lincoln from Harrisburg to Washington has been noticed. The Baltimore American has the following account of the trip:

The Baltimore Committee, consisting of Messrs. Gunnison, Beale, Snethen, Gleason and others, being anxious to have an interview with Mr. Lincoln, applied at the door of his room on Saturday morning, at Harrisburg, and it, was then announced, for the first time, that, in consequence of dispatches received from Washington, he had left in a special train; but that Mrs. Lincoln and the suite left behind would proceed towards Washington at 9 o'clock, as originally arranged.

This announcement created much surprise. The Baltimore delegation were in particular very much mortified at the want of confidence displayed in thus avoiding a public reception in Baltimore. It is, however, stated that Mr. Lincoln was opposed to any change in the programme, but was overruled by other parties, and the influence of General Scott is supposed to have been paramount.

The starting from Harrisburg at 9 o'clock was witnessed by very few, and those present had no idea that Mr. Lincoln was not to go by the train, but had already disappeared.

On reaching York a large crowd was assembled, who with music and cheers greeted the appearance of the train. Their shouts for Lincoln induced Mr. Wood, who has had the superintendence of the traveling arrangements of the party, to make his appearance on the rear platform. He stated that Mr. Lincoln was not on the train, having been suddenly called to Washington by telegraphic dispatches, and was by that time already in the Capital. In order to appease the dissatisfaction which this announcement created, he introduced the son of the old man, who happened to be standing beside him, but who was entirely unprepared for such a public introduction.

At 11. 40 the train passed the State boundary. All along the route every village and farm-house turned out its occupants, and flags and handkerchiefs were waved in honor of the distinguished individual they supposed to be on board.

Scene at the depot.

The announcement on the bulletin that the President had reached Washington was of course known only to a small portion of the citizens, and did not prevent such an assemblage of the people at the Calvert Station as was probably never before witnessed in the city. At 1 o'clock it was utterly impossible to approach within a square of the depot from any direction, and the ascent of

was crowded with people up to

Courtland street

. Much amusement was created by a four-horse barouche passing through the crowd with a long-bearded man sitting alone on the back seat, who was pointed out and stared at as the veritable President elect.

At 1 o'clock the regular train arrived, when there was a tremendous rush of people, and the doubters were satisfied that Mr. Lincoln was not on board. The party were placed in carriages and drove off to the Eutaw House to await the departure of the special train to carry them to Washington at 3 o'clock.

There was no indignity offered to Mrs. Lincoln or the friends who accompanied her at the Calvert Street Station, but there was an evident outbreak of indignation against the little squad of Baltimore office-seekers who had visited York, and desired to give prominence to their claims for official position.--They evidently courted notoriety, and were even willing to be made martyrs for the sake of the loaves and fishes.

On the arrival of the cars and the appearance on the platform of the Baltimore Republican Committee, they were received with groans and hootings. A rush was made at William E. Beale and Francis S. Corkran, but they were protected by the police, and neither of them were injured further than knocking their hats over their eyes. The following was the Committee: William G. Mrs. Lincoln and her three sons proceeded to the residence of Colonel John S. Gittings, President of the Northern Central Railway, at

, having accepted an invitation tendered to them on their way to this city, so as to relieve them from the crowd and the excitement. They left the cars, we learn, at the junction of

Charles street

, where Mr. Gittings' carriage was in waiting for them, and were in a few minutes enjoying the quiet of his spacious mansion, whilst crowds were gaping for a sight of them at the depot. At three o'clock, after dining, they were conveyed to the depot by Mr. Gittings, and passed through the crowd and took seats in the cars for Washington without being recognized.

One fellow in the crowd at Calvert Station, who was known as a violent Republican, had his hat knocked off a dozen times by the rowdies.

Departure for Washington.

At 3 o'clock an immense concourse of people assembled at the Camden Station to witness the departure of Mrs. Lincoln and family for Washington. Two cars for the Presidential party were standing on the side of the upper platform towards

, and a force of police were present to keep off the crowd, Several carriages, containing the traveling companions of the family, drove up in front of the Station, and they passed through the hall on to the rear platform, but Mrs. L. was not with them, The crowd waited in suspense, momentarily expecting their arrival. The hour of departure having arrived, the conductor announced that Mrs. L. and her three sons had arrived a quarter of an hour previous, and had quietly taken their seats, wholly unobserved, among the passengers in the forward cars. The signal was then given, and the family left for Washington wholly incog. also, no one being able to identify them in the crowded cars.

The object of this hasty movement.

There are various conjectures afloat as to the cause of this hasty and secret movement of Mr. Lincoln. It was rumored at Harrisburg that he had received a dispatch from Washington requiring his presence in that city before 12 o'clock on Saturday, in order to use his influence with the Peace Congress in favor of conciliation and compromise.

Another rumor is that his friends, in view of an article in one of the Baltimore afternoon papers of Friday, thought there was danger of a disturbance in this city on account of the persistent attempt of certain very objectionable parties insisting on accompanying him through the city — in short, that he passed through incog. in order to avoid the attentions of his political friends here, whose unpopularity with the great mass of the people is so notorious.

The feeling in Baltimore.

The prevailing feeling excited by Mr. Lincoln's quiet passage through Baltimore, was one of relief, and of gratification, though expressions of disappointed curiosity were frequently heard. The injudicious determination of certain political friends of the President elect, in this city, to mark his arrival with a public demonstration, had excited a spirit of stern opposition, which, it was feared, would manifest itself in acts which, though designed directly to rebuke the ill-advised zeal of the parties referred to, might yet have been misconstrued into a personal affront to the President elect, and so have reflected discreditably upon the good repute of Baltimore. The action, therefore, of Mr. Lincoln, in disappointing alike the purposes of his political friends and the public curiosity, was a simple and practical avoidance of what might have been an occasion of disorder and of mortification to all interested in the preservation of the good name of our city.

Ample precautions were adopted to guard against any violation of the public peace. A large police force was detailed for duty at the depot, and to protect the President and his suite on their passage through the streets, against the turbulent pressure of the crowds which he experienced in other cities on his route hither, and these measures of Marshal Kane, even if they had failed to restrain any expressions of disapprobation, would certainly have secured Mr. Lincoln from insult, had such been intended.

The route of the President elect to Washington.

It appears that Mr. Lincoln did not reach this city by the Northern Central Railroad, but came through by way of Philadelphia.--The Harrisburg Telegraph, of Saturday afternoon, says:

After the strongest solicitation from prominent gentlemen and military men at Washington, Mr. Lincoln was finally induced last Friday evening to leave this city by a special train for Philadelphia, and from thence direct for Baltimore and Washington. He reached Philadelphia just in time to enter a sleeping car on the Baltimore road, and he passed over it without attracting attention.--Many may suppose that he ought not to have taken the advice of friends; but if they were acquainted with such facts as have been presented to us, they would think otherwise, and we are glad at his safe arrival at Washington. The travel has been very fatiguing to Mr. Lincoln and his suite.

At Harrisburg, Mr. Lincoln was welcomed to the Capitol by speeches from the President of the Senate and the Speaker of the House. (From the Washington Star, of Saturday afternoon.)

His arrival in Washington.

This morning, shortly before o'clock, Mr. Seward winded his way down to Wil- lard's where he remained almost solitary and alone in the hall in front of the office, to the wonder of the few persons about at that hour, evidently looking for some one to arrive by the train momentarily expected. When the train's passengers for the house did arrive, the mystery of Mr. Seward's so early appearance at the hotel was instantly cleared up; for the tall figure of Abraham Lincoln was seen conspicuous among them! He was accompanied by two friends only, Mr. E. J. Allen, of New York, and Mr. Lammon. Accompanied by Mr. Seward, he immediately retired to parlor No. 6 of the house, which, with the magnificent suite of apartments attached to it, had been quietly engaged for him yesterday, and prepared for his reception this morning.

His earlier arrival here than was generally expected was, we have every reason to believe, the result of advices sent him yesterday by telegraph, urging his presence in Washington at the earliest possible moment, as being absolutely necessary for the success of his administration in restoring peace and harmony to the country, as unmistakably demonstrated by the proceedings in the Peace Congress on that day and the day before.

He is physically much weakened by the constant labor and excitement of the popular ovations forced upon him since leaving Spring field, and was, therefore, probably glad thus to have an opportunity to escape those prepared for him in Baltimore and this city, which bade fair to have been immense and protracted ones.

So quietly did he travel between Harrisburg and this city as that none of the railroad officials knew he was on either train. Thus, at 11 A. M. to-day, they were actively preparing to send the contemplated extra train over to Baltimore to bring him over to this city this afternoon, and were astounded on learning that he was certainly here.

At half-past 9 Mr. Lincoln breakfasted in his sitting room.

Mr. Seward again joined him shortly before 11 A. M., and taking a carriage, they proceeded to the Executive mansion to call, quietly, on President Buchanan, who was then in Cabinet Council--the Cabinet having been called to meet to-day at half-past 9. Mr. Buchanan is said to have been greatly surprised on having Mr. Lincoln's card so unexpectedly sent up to him. He received him and Mr. Seward immediately, in his private parlor, where they had a social and agreeable interview of fifteen minutes duration; at the termination of which Mr. Buchanan, conducting his so unexpected guests up stairs to his office room, introduced Mr. Lincoln to his constitutional advisers, by all of whom he was gracefully and cordially greeted. On retiring from that chamber, they met Messrs. Bigler and John Cochrane in the house, and Mr. Seward presented those gentlemen to the President elect.

From the President's house the twain drove to see Gen. Scott, with whom they remained for perhaps fifteen minutes in social intercourse.

They returned to the hotel shortly before 12 M., and Mr. Lincoln immediately retired to his chamber to rest, giving directions that he was not then prepared to receive any of the numerous crowd of intensely interested friends who had been kicking their shins in the hotel hall for some hours in the hope of getting earliest interviews with him. Taking the hint the latter soon made themselves scarce, and a quarter of an hour after his return to the hotel its main lounging hall was actually emptier than we had seen it before during the current session of Congress.

It is not to be disguised that the Republicans "around," of the anti- compromise school, carried their noses this forenoon (about Willard's) as if they "smelled" a very decided "mice" in Mr. Lincoln's sudden appearance here.

Frozen to death.

--Mrs. O'Toole, an old lady residing in Utica, left her home on the morning of the 8th inst., to visit her sick daughter two miles distant. She started to return in the afternoon, but was not seen again till Saturday noon, when, about sixty rods from her home, shocking to relate, they discovered the body of Mrs. O'Toole standing against the fence, frozen stiff! The ruthless storm had made rude havoc with the grey locks of the old lady, filling them with sleet and frost, and then piled the snow about her lifeless form.

The Duke of Newcastle Sends a present to long John Wentworth,

--The Duke of Newcastle has sent to Mayor Wentworth, of Chicago, as a present, two of his full-blooded Southdown sheep. The sheep were sent in charge of Captain Retallack, who accompanied the party of the Prince of Wales through this country, and who has just returned from England. With the sheep is also a herdsman of the Duke, who is directed to deliver the sheep to Mayor Wentworth. The present reached Chicago last week.

Terrible tragedy.

--We have been informed of the outlines of a terrible tragedy which occurred in Sumter county, near Adamsville, on the 13th inst. A man by the name of Andrews, who was until recently a Methodist preacher, killed, on that day, two persons, Messrs. McLellan, and G. M. Condry, and wounded two others, Lang and Clyatt. He was immediately arrested, and hung on the following day.--Fernandina Floridian, 20th.

The Georgia Branch Mint.

--A correspondent of the Atlanta (Ga.) Intelligencer informs that paper that the Superintendent of the United States Branch Mint at Dahlonega now holds that property, together with $20,000 in gold coin, therein contained, for the State of Georgia, under a written order from Gov. Brown.

What is a Newspaper?

--Judge Low, of the Land Court, St. Louis, has decided that a paper published in the interest of a religious sect is not a newspaper, and that legal notices published in such journals are null and void.

The Georgia State Convention.

--The Delegates to the adjourned State Convention of Georgia have been officially notified to reassemble at Savannah on the 7th March.

Cheap.

--In Chicago, boys are selling postage stamps of three cent denomination, at one cent. Efforts to trace the matter to a focus have as yet proved unavailing.

Downward Tendency.

--The Memphis Avalanche says that Prof. Wise, of æromantic fame, is at present engaged in selling apples and candy at the street corners in that city.

The city of Honolulu in Oceanic has become completely Americanized, as it is now supplied with fresh water by pipes in all the streets.

Local Matters. Correctional police.

--Messrs. Williams and Kimbrough, Overseers of the Chain-Gang, were summoned before the Mayor yesterday to receive some instructions as to the mode of managing that penal institution. He said that formerly he had nothing to do but assign suitable parties to positions of labor and to discharge them therefrom for good and sufficient cause. It was incumbent on the Superintendent of Streets to say where they should work, but in no case was it to be beyond the limits of the corporation, and was to be on public works owned by the city. The Superintendent of Streets, who was present, said that the ordinance was silent as to who should direct where the gang must work, but that he had assumed occasionally to direct in conjunction with the City Engineer.--The Mayor said it was his duty to appoint persons to take charge of the gang, and that the duty of providing balls and chains for the members devolved on the Superintendent of Streets. The latter said the articles could be had in quantities to suit. The Mayor alluded to the recent escape of Wm. Booth, a member of the gang, and the circumstances connected therewith as reported, the accuracy of which the overseers denied in some particulars, and inquired what they must do when parties refused to work. In reply, he said there must be no more escapes, there need be none, and when such an event did occur it must be reported instantly to him or some other magistrate. He said in reference to the government of refractory subjects, power was given him by a law passed March 27th, 1860, to order 10 lashes to be given to a free negro for each separate offence reported, and to order a white subject to solitary confinement, with bread and water diet, for ten days for each offence, with the accompaniment of balls and chains. He had not exercised power heretofore not delegated to him, but having authority he could now, in cases being reported to him, exercise the same, not only in behalf of law and order, but to the upholding of the authority of the overseers. We would suggest to the overseers, that in case of an attempted escape, "personal violence" is not incompatible with their duty.

Hard party.

--James T. Leathers, Lucy Leathers, Sarah McKinney and Caroline Lehman were arraigned before the Mayor yesterday, on the complaint of Peter Blackburn, John W. Beveridge and John Clash, residents of

Brooke Avenue

, who charge the parties with using vulgar, obscene and indecent language, to the disgust of people having occasion to pass their respective domicils. The evidence exhibited the party in an unamiable attitude as good and law-abiding citizens. The "muss" that brought forth the accusation was between Sarah McKinney (aided by old Mrs. Leathers) and Caroline Lehman, in which language was used not fit for ears polite. Old Leathers — a well-tanned specimen of the article — was also around, while the women folks had rocks, sticks of wood, and collies of strong expletives to back their judgments with. He told the Mayor he came here from Orange county, and "came to do better." The Mayor told him it was the worst place in the world he could pitch on for any such encouraging task. The old man replied with more truth than poetry, "I believe so myself." It appeared that there were several other persons, equally as obnoxious to decency, who lived with the Leathers family. Orders were given the police to arrest them, as the house complained of was the scene of disorders innumerable.--The Mayor said the father of the family was too old to be put to work, but that he should take measures to send the parties from Orange thither again. On promise of amendment, Caroline Lehman was discharged. The females of the Leathers family (including Sarah McKinney, who had an infant,) were sent to jail to await preparations for removal, while old Leathers was allowed temporary liberty to dispose to his worldly effects and bid farewell to his neighbors.

Westham iron works.

--This large iron establishment has suspended operations for the present, owing to the insufficient power and strength of the machinery to give the blast required for so large a furnace. The machinery was made by Messrs. J. P. Morris & Co., Philadelphia, the most extensive manufacturers of blowing apparatus for blast furnaces in the United States. It has, however, twice failed, when working up to but little over half the promised power, which renders it necessary to stop the works until other machinery of sufficient capacity can be put in its stead, which, we understand, will be done as soon as the iron market will justify the expenditure. The furnace, not withstanding the incapacity of the machinery, has turned out, in a short time, over twelve hundred tons of iron, a large portion of good grey foundry, and the remainder good mill iron.

When the machinery was in tolerable good condition, the furnace worked well, and produced one ton of grey iron for every ton and a quarter of fuel, (coal and coke mixed,) which is less fuel than is used by any furnace in Pennsylvania, from one-quarter to one ton for each ton of iron, thus showing the fine quality of the ores along the line of the James River and Kanawha Canal, and the capacity of these works, with suitable machinery, to make a good and economical iron.

Supreme Court of Appeals.

Nathan A. Holman vs. Michael Hart, upon a writ of supersedeas from judgment of Circuit Court of Buckingham county. Partly heard — no decision.

Petition of Maria E. Kirkmeyer, adm'x. of Fred. Kirkmeyer, for a writ of supersedeas to a judgment rendered by Henrico Circuit Court Oct. 9, 1860, affirming, with costs, a judgment recovered by James Jones against the said petitioner, denied.

Wm. P. Browne vs. Wm. Rencher, &c., upon appeal from decree of Circuit Court of city of Williamsburg and County of James City. Partly heard — no decision.

Complained of.

--The delay in forming the First Regiment of Virginia Volunteers, on occasions of public parade, is attracting the attention of officers of companies, some of whom complain of the tardiness manifested in getting things ship-shape. We do not wonder at the grumbling of men who have to stand in active, holding heavy muskets in their hands. When the evolutions are being performed, the excitement consequent there on makes one forget his burthen, but when standing at a "support arms," doing nothing, the case is different. Though the companies are ordered to assemble at a certain hour, and obey the orders, and the Colonel is present to command, and ready to do so, we cannot forget that the Adjutant of a Regiment has a good deal of work to do in laying it off in exact proportions, so as to make it conform to military rules and regulations. Even regularly organized volunteer companies are sometimes "discordant elements," which takes considerable time to harmonize and get into shape.

Distressing casualty.

--We learn that a casualty of a peculiarly distressing character occurred in Manchester on Friday last, the victim of which was a little daughter of Mr. Alvis, of that town. It appears that her clothing ignited from the fire-place, when her mother, as she supposed, extinguished it; but presently the screams of the child attracted her attention, and she discovered, to her dismay, that the little one was again in flames. The child fled in fright from the room, thus placing it out of the mother's power to render her any assistance. A person entering the house encountered the little girl at the foot of the steps, and by dashing water upon her subdued the flames. Her injuries, however, were fatal, and she died the same night in great agony.

Organization of a New Sunday School.

--The Sabbath School of the "Seamen's Bethe!" was duly organized on Sunday last, at 4 o'clock, Rev. F. J. Boggs being elected Superintendent. Several other gentlemen, highly qualified to fill the offices to which they were appointed, were also chosen. Thirty-four scholars, and 14 teachers, were entered as a beginning in this important and glorious cause. A young ladies' Bible class was also organized, which, from its present prospects, bids fair to do much good. The meeting, altogether, was a delightful and cheering one; and as the Young Men's Christian Association have taken this school particularly under their charge, we hope to see it prosper abundantly. The friends of Christianity in general, and the sailor in particular, are cordially invited to aid in this good work.

Judge Lyons' Court.

--In this Court. L. W. Frazier, convicted of petty larceny, has been sentenced to nine months imprisonment in the city jail. On Saturday, the jury in Mathew Eagen's case (for felonious stabbing,) failed to agree, and were discharged. The defendant was recognized in $1,000 for his appearance at the next term. Yesterday, the case of J. H. Crenshaw, for unlawful shooting, was continued until the next term. The case of Harvey Walsh, for passing and having in his possession counterfeit coin, was set for trial at half just 10 o'clock to-day. The Court was engaged yesterday mostly in disposing of civil business — motions on forthcoming bonds, &c.

Pelty Johnson was yesterday sent to the Peer, House by the Mayor, for getting drank and lying down in the street.

Evacuation day.

--In New York, the people periodically celebrate the day on which the British finally took their leave of that place. The occasion is fondly called "evacuation day." Yesterday a large number of citizens and strangers who had been attracted to Mechanics' Hall to witness the deliberations of the State Convention, celebrated a similar event. About 2 o'clock, in consequence of the boisterous applause manifested by a portion of the auditory at the remarks of some one of the popular members of the august body named, a motion prevailed that the Hall be cleared, which operation was performed by the officials in a praiseworthy manner, though to the utter disgust of a large number of quiet spectators who had taken no part in the manifestations which called down the indignation of members. The feelings of such were not loud but deep.

We cannot refrain from adding a word or two in reference to the habit of applauding speakers in the Convention. The citizens who daily congregate there know full well that a demonstration of this kind is a violation of good order as well as good manners; for the President has cautioned them again and again, and we are positive that the order he gave yesterday was more painful to him than to any one else. We hope and believe that henceforth there will be nothing of the sort to complain of, and that the people and the Convention will dwell together in peace and harmony.

George D. Shoeman and Solomon Hessingro, hucksters in the Second Market, were carried before the Mayor yesterday for violating a market ordinance, by obstructing

6th street

, on the night of the 22d, with their wagons.--Hessenger owns a stall, and put a wagon loaded with a bag of potatoes adjacent thereto, to keep off rivals. Shoeman found the wagon and removed it, substituting his own loaded vehicle. Hessinger thought the big of potatoes constructively load enough to exempt him from pecuniary damage. Unfortunately the Mayor did not coincide in opinion with him, and a fine of $5 was assessed. Shoeman was discharged.

The military Festivals.

--We inadvertently omitted to notice yesterday the balls given on Friday night last, one by Company "G" and the other by the Young Guard. We visited both, and were gratified to observe that everything was going on with hilarity and success. The ladies, as a general thing, were pretty and well dressed, and the ball-rooms were decorated with taste. At the Young Guards' ball we noticed a large Palmetto flag suspended from the centre of the ceiling, among other colors and devices.

A Personal Difficulty, between two white men residing in this city, was settled on Saturday last, by a "resort to arms," on Vauxhall Island, adjoining Mayo's bridge. The contest was after the pattern of that indulged in by Heenan and Sayers, and had nearly the same result, both parties receiving "severe punishment. " As to whether the conqueror was crowned with victorious laurels, or received a "pecuniary recompense" for his exertion, we are not informed.

In time of Peace prepare for War.

--This axiom seems to be acted on at the present time by our Southern sisters. The different foundries located in this city have been busy for several weeks in fabricating "materials of war" for South Carolina, Alabama and Georgia, A few days since an order was received here for seventy-five cannon, with appurtenances, for the States named. They seem determined to put themselves in a position for defence.

Jim Allen, a free negro, for being caught in an unlawful assembly and running off from the officers after being apprehended, was yesterday brought before the Mayor, and admonished and discharged. The Mayor said there were over two hundred negro slaves going about in this city without homes and engaging in all kinds of mischief, and that the police were to arrest and bring before him all such parties found blocking up the streets.

Patrolling.

--We understand that our neighboring town of Manchester was patrolled on Saturday night by a strong force, in consequence of information received from Amelia Court-House, that a number of negroes had taken a hasty departure, and might be making their way to Richmond. We have not heard that any of the runaways were captured.

Theatre.

--The comedy of "Wild Ducks," the extravaganza of "Pocahontas, " and the farce entitled "Turned Up Again," constitute the bill of attractions for to-night. Here is an opportunity for the enjoyment of a hearty laugh, which everybody who is afflicted with blue devils, as well as everybody who is not, should hasten to take advantage of.

The Gas Bill of the Theatre, from the 18th to the 25th of February, was $55,25, making an average of about $3,000 per annum, if the establishment was kept open all the year. The average length of ordinary seasons is nine months. Some of the hotels pay twice the above sum.

The attention of our readers is called to an advertisement in another column of Company "G," inviting the patrons of their ball given on the 22nd inst., to meet them at their armory, on Church Hill, this evening. Doubtless those who attend will experience a pleasant evening's entertainment.

Setting fire to a House.

--Adelaide, slave of Charles F. Suttle, was examined before the Mayor yesterday, for setting fire to Mrs. Jno. Exall's house, on 6th, between

. She was sent on for trial before the Hustings Court on the second Monday in March.

The Daily Edition of the Richmond Examiner will make its appearance some time during the present week. It will be a trifle longer and broader than the Dispatch. The new candidate for public favor will be a penny journal. Hon. John M. Daniel editor.

Mr. Gervas S. Trucheart, First Lieutenant of the Night Watch, died on Sunday night in the 46th year of his age, after a lingering illness of five months. A gentleman of many estimable qualities, the city loses in him a valuable officer.

Frederick Weisiger, arraigned before the Mayor yesterday for drunkenness and going to sleep in a door, found temporary repose from the troubles of this world in an order to enter the chain-gang for one month as an active member.

Otway Cowling, arraigned before the Mayor yesterday for not having free papers, produced the same in Court and was let off; with the injunction to get them renewed and carry them about his person always.

Charles Moseley, owned by Miss Lucy J. Robinson, of Washington, D. C., was arrested as a runaway and brought before the Mayor yesterday, who gave a certificate to that effect.

The Trial of Capt. John Lockhart. for alleged complicity in the slave trade, was postponed yesterday, in the United States Court, until to-day.

, for a week past, with a pile of dirt, was acquitted by the Mayor yesterday, but ordered to remove the cause of grievance.

The Mayor, yesterday, ordered punishment to be bestowed on Shadrack, slave of Crew & Timberlake, for beating his wife, Maria, slave of Robert Howard, on Sunday night.

Richmond Dispatch. Tuesday morning....Feb. 26, 1861. Indignation meeting.

Handbills were extensively circulated yesterday evening for a "public meeting of the citizens of Richmond, or that portion thereof who are prepared to maintain the rights of the South," to "take such action as they may deem expedient," relative to a speech made in the Convention yesterday, by Samuel McD. Moore, of Rockbridge, "the substance of which was inimical to the riches of Virginia and the whole South, and the interests of the people of Richmond." The object of the meeting being as quoted above from the hand-bills, an invitation was extended to "every true Southern man to be in attendance," at 8 o'clock, corner of

An immense crowd of citizens assembled at the hour named, and led by a band of music, proceeded to the Exchange Hotel, where they were addressed in strong Southern State- rights speeches by John Goode, of Bedford, and Wm. F. Gordon, Jr., of Albemarle. Both gentlemen said, no matter what the Convention did, the people of Virginia would go with the South. Cries were made for Goggin, Wise, Morton, and Montague. An announcement was made that Gov. Wise was too much indisposed to speak, and a motion was carried to adjourn to the Spotswood House.

On passing the American Hotel sundry groans were given for Mr. Moore. At the Spotswood House, Col. Dickinson, of Prince Edward, apologized for the absence of Hon. J. Morton. Col. D. said he strongly sympathized with the feeling which had induced the meeting to assemble. Soon the expression of public sentiment, and the direction of public legislation, would have to be shaped by the people. He alluded to Mr. Moore's speech, and symptoms of disapprobation were given. J. T. Anderson, Esq., of Botetourt, followed in a few remarks, expressing devotion to the South, and alluding to the duty of Virginia in this crisis of public affairs.--Mr. Hall, of Wetzel, spoke for a short time in a humorous vein. He said that the editor of the Wheeling Intelligencer, a rank Abolitionist, was then present. He believed that Mr. Clemens, in the Convention, had followed the platform dictated by Campbell, the person referred to. He rated the Black Republicans soundly. Cries was made for Hon. J. M. Daniel, and that gentleman retreated. Col. Isbell, of Jefferson county, was next called on, and made a most inspiriting Southern address, and was most loudly cheered.--When this report closed, Mr. Gilmer, of Pittyslvania, was speaking, and others were expected to follow. A portion of the crowd, and the music, proceeded to the residence of Prof. Holoombe, on

. The rumor that the anti-Union party intended to burn Mr. Moors in effigy, we could trace to no reliable source. Some 2,000 persons were engaged in the above impromptu demonstration, which is recorded as one of the signs of the times.

The Convention.

The President yesterday appointed the following committee under the resolution adopted on Saturday, relative to the alleged menacing movements by the General Government: Messrs. Tredway, Pendleton, Bouldin, Wilson and Mallory. Mr. Haymond introduced a resolution contemplating amendments to the State Constitution, which was laid on the table and ordered to be printed. Mr. Hall, of Wetzel, offered resolutions on the same subject, which were tabled. A petition from Mr. Collier, of Petersburg, relating to the national troubles, was referred to the Committee on Federal Relations. A report fixing the compensation of officers was adopted. Mr. Moore, of Rockbridge, submitted resolutions demanding from the North security against future wrongs; opposed to going into any Confederacy which had for its objects the re-opening of the African slave trade, free trade, or direct taxation; and proposing to go into Confederacy on the basis of the Crittenden resolutions, or their equivalent. Mr. Moore sustained his resolutions in an anti-secession speech, which was replied to by Mr. Goode, of Bedford. Before the last-named gentleman concluded, the President was compelled to give an order to clear the galleries, in consequence of a popular demonstration, and the further consideration of the resolutions was postponed to this morning. Mr. Burdett, of Taylor, in view of the interruption, introduced a resolution proposing an adjournment to Staunton, which was promptly laid on the table.

The Legislature.

In the Senate, yesterday, bills were reported to amend the law concerning the assessment on persons and property, and to refund to the Virginia Rifles a sum of money paid by them for sword-bayonets. The bill to correct erroneous assessments of taxes on lands was made the order of the day for Thursday. The bill providing for the voluntary enslavement of free negroes was laid on the table. Resolutions of the Illinois Legislature in reference to the appointment of Commissioners, and the Texas Ordinance of Secession, were read and ordered to be printed. The bill in reference to the Northern Nock Bank of Virginia was rejected. A number of local bills were passed.

In the House, the bill for the relief of the Banks, together with sundry Senate and House amendments, were discussed and ordered to be printed, as was the resolutions of the Illinois Legislature and Texas Secession Ordinance, after being read. Senate amendments to House bill incorporating the Norfolk county Railway, were agreed to. A report was returned adverse to extending the time allowed Sheriffs to pay the public revenue into the Treasury. Sundry Senate bills were reported from committees.

Commercial Results of the Secession movement.

A Convention was held at Atlanta, Ga., Feb. 13., the object of which is to promote the introduction of Southern spun cotton yarns into the markets of France, Belgium, Switzerland, Germany and Russia. The Convention was largely attended by cotton planters and others. A report was adopted, in favor of making up a complete set of samples of Southern spun yarns to be forwarded to Europe, and of taking steps to obtain accurate information from abroad as to prices, styles, numbers and kinds of cotton yarns saleable in foreign markets. The Convention was addressed by Messrs. Fulton, Brumby, Bayton and other gentlemen. Mr. Bayton made a statement of the financial, commercial and industrial issues, bound up in the political future of the South. He argued that separate political existence, unaccompanied by financial and commercial independence, was but the shadow without the substance of liberty. A resolution was adopted in favor of a Cotton Spinners' and Planters' Convention, at Atlanta, on the 19th ult., --and inviting all the Cotton States, in favor of Direct Trade, to send delegates.

There is palpable truth in the argument of Mr. Batton. "Separate political existence, unaccompanied by financial and commercial independence, is but the shadow without the substance of liberty." The practical sense for which Georgia is pre-eminent will never rest satisfied until it has accomplished this essential object.

Plots of Assassination.

The New York Times has discovered a wonderful plot for throwing Lincoln's car from the truck on the Harrisburg Railroad.--It asserts that "the list of the names of the conspirators presented a most astonishing array of persons high in Southern confidence, and some whose fame is not in this country alone. Statesmen laid the plan, bankers endorsed it, and adventurers were to carry it into effect. " Of course there is not a word of truth in this. It is not as probable as the story of the attempt to poison Mr. Buchanan at the National Hotel in Washington, on the eve of his inauguration. It will be remembered that the President elect was made very sick by something which he ate or drank at that hotel, and that hundreds of other guests, of both sexes, suffered from the same cause, many of them dying and exhibiting all the internal evidences of poison. The matter was never satisfactorily accounted for. About this time, we must expect sensation stories.

The case of Bonaparte against Monaparte.

Our readers are well aware that Mr. Jerome Bonaparte, of Baltimore, upon the death of his father, the late King Jerome, exmonarch of Westphalia, brought a salt in the French Court to establish his claim to be the legitimate son of his father. Mr. Bonaparte relinquished, in advance, all claim which he might have to any property left by the deceased, his sole object being to establish the validity of his father's first marriage, and thereby vindicate the fame of his mother. In the pursuit of this object he has manifested a determination of purpose characteristic of the family whose name he bears, and of the nation to which that family originally belonged. He has done more; he has shown that what he considers his honor is dearer to him than life itself, and that worldly wealth, high place, and an unbounded future for his children, are as nothing in his eyes, compared with the fame of that mother who watched over him in the years of his childhood, when his father and his father's house were disposed to cast him, like an unclaimed foundling, upon the world. Admirable as such conduct is, it is not more admirable than that of the venerable parent who is the occasion of it.--Married when a young and beautiful girl, the admired of all circles into which she entered, while the youth of a whole nation were ready to prostrate themselves at her feet, to the most worthless scamp that ever disgraced a crown, she was forsaken by him from the basest and most sordid motives, in a strange country, among entire strangers, and was indebted for a refuge in the hour of her distress, to the humanity of a people with whom the nation to which her husband belonged was engaged in a deadly war. Leaving her without the slightest remorse, for a royal bride who brought him a larger dower, this paragon of husbands afterwards had the meanness to offer her an immense estate in Westphalia, as a balin to her wounded feelings.--She treated his offer with silent contempt, neither answering the letter in which it was conveyed, nor permitting it to be answered by any one else in her name. She procured a divorce from the Legislature of her native State, and resumed the name she had borne before her ill-starred marriage.--But though in the full flush of her uncommon beauty, she encouraged no suitors, and never once thought of changing her condition. Her whole thoughts were bent upon the education and future prospects of her son, and the establishment, at some future day, of his right to bear, without shame, the name of his father. She lived to see her great persecutor overthrown — to hear of his long agony upon the barren rock of St. Helena — to see the nation which he governed expel from her bosom the family which had succeeded to the Bonapartes--to see those who filled the places of this family reduced to exile in their turn — to see another French Republic succeeded by another Empire, with another Bonaparte at its head. She has outlived her rival, and her husband — and now, numbering greatly more than the years allotted to man by the Psalmist, she crosses the ocean, with her son, to vindicate her rights and his in a French Court of Justice! There is something sublime, as well as romantic, in this; and when critics carp at the incidents of a romance as improbable because surprising, we are prone to bid them read the story of Elizabeth Patterson.

Of all the offences with which the first Napoleon has been charged, his conduct with regard to this marriage was the most unjustifiable. He first endeavored to obtain a divorce from the Pope; but that Potentate, although so absolutely within his power that he had compelled him to come to Paris in order to crown him, as one of his predecessors had crowned Charlemagne--although a few years after he arrested him in the very Vatican and carried him a prisoner to Fontainebleau — could not be in induced, either by blandishments or threats, to obey this mandate; for it was nothing else. The marriage, he said, was valid, in the eyes of God and man. Nothing had occurred since its date to impair its binding force. As the head of the Church, as a Prince, as a Christian, as a man, he could not consent to perpetrate an act of such gross injustice. Nor did he ever do it. Foiled in this quarter, an attempt was next made to show that Jerome was a minor, and could not, by the French law, contract a marriage without the consent of his mother, which he did not obtain.--But it was shown, on the other hand, that though by the French law a man was not of age until he is twenty-five, for any other purpose, yet for the purpose of contracting marriage he was of age at eighteen. Jerome was nineteen and some months when he married Miss Patterson, according to the Emperor's own showing--twenty-two according to his commission as an officer in the Navy, aswoon to by the late General Samuel Smith, of Baltimore — the here of Mud Island — who had examined it.

It is highly probable that the French Court will decide against Mr. Bonaparte. But there are few men, whose hearts are in the right place, and fewer women, who will not wish him the most complete success.

"An opinion as is an Opinion."

The enigmatical character of some of Lincoln's speeches in regard to his future course, are about on a par with the opinions of that queer character in "Dombey and Son," Jack Bunsby. Mr. Bunsby is a mariner, and is referred to by his friend Cuttle to decide a most important point — to wit, the probabilities concerning the good ship Son and Heir, which has been some time at sea, and is supposed to have been lost. After examining the charts, comparing dates and stimulating his mental faculties with copious glasses of grog, Bunsby declares, first, that his name is Jack Bunsby; second, that what he says he stands to; third, as to the special matter at issue:--"Do I believe this here Son and Heir's gone down? Mayhap. Do I say so? Which?--If a skipper stands out by Sen' George's Channel, making for the Downs, what's right ahead of him? The Goodwins. He isn't forced to run upon the Goodwins, but he may. The bearings of this observation lays in the application on it. That ain't no part of my duty. Avast there, keep a bright lookout for'ard, and good luck to you." The novelist proceeds to state that Captain Cuttle was immensely delighted with Bunsby's oracular giving out, which has since been immortalized in the familiar expression of "an opinion as is an opinion."

A prospective stampede.

The Richmond Enquirer has private advices from different parts of the State, which inform it that a large number of the largest slaveholders in Virginia are already making preparations for an exodus, We have ourselves reliable information to the same effect. When this prospective stampede shall once become present and actual none can predict the extent to which it will be carried. Some opine that some of our largest and most flourishing agricultural districts will be left as desolate as the wilderness of Jamaica. Even if it shall fall far short of this, it will still involve incalculable damage to all our interests. These large slaveholders comprehend a large quota of the very flower of our population — representing much of the wealth, talent, virtue and commanding influence of the State. They will carry away from us millions of property. They will carry away from us what is far more valuable to the State than property--thousands and tens of thousands of busy hands, which now constitute the Productive Labor of the State.

Cotton is King.

The New York Herald publishes an elaborate and comprehensive article on the future growth and supply of cotton, which shows that all the attempts hitherto made in India to rival the United States in its culture, have failed, that the intertropical regions of Africa and other countries, produce no better success, and that the only reliable cotton region to be found in the world, is found in the United States, Under these circumstances, the course of England is plain, notwithstanding the cavortings of the British press. The public sentiment of that tight little Island may be as refractory for a time as Cruiser, but the Rarey of the Gulf States will soon tame the ferocious quadruped, and with a string of cotton lend him placidly and soberly in the way in which he should go,

Northern Patriotism.

Commodore Stockton is reported to have said in the Peace Congress, that for every regiment raised in the North for coercion, two would be raised to defend it at home. He even goes further, and says, unless the Abolitionists offer conciliation and compromise before conflict, he will head one of the home regiments in New Jersey, and stand pledged that no foreign regiments shall pass over her consecrated soil — Princeton and Trenton battle fields — to fight the countrymen of Washington, who stood upon them, and there bled for Jerseymen.

One of the initiating circumstances of an attempt at coercion would be the development of a fact which we have often endeavored to impress upon our readers, that society in the United States is not so much divided upon slavery by geographical lines as is generally supposed. It is not true now, as we have said a hundred times — it never was and never will be true — that the whole North makes war upon the social system of the South. It is the Puritan element of the North which does so — now in the majority, no doubt; but there has always been a powerful minority who, from their cradles up, have refused to bow the neck to this spiritual despotism, not alone upon the slavery subject, but upon every subject on which it has attempted to force its peculiar ideas of morals upon the public sentiment. We are not surprised, therefore, to see generous and chivalric souls, like Stockton, throwing down the gauntlet to the fanatics who threaten the coercion of the South. And, let us add, this will be a most effectual check to coercion. Once convince these gentry that there will be fighting upon their own soil, and they will become meek, patient and forgiving.

Weed and Greeley.

These two distinguished leaders of the Black Republican cohorts show no signs of compromise. It is now believed that Weed has the inside track for the spoils, a fact which harrows the sensibilities of the patriotic Horace to the core. He professes to have no taste nor scent for the official larder, nevertheless, because Mr. Seward, in the innocence of his unsophisticated nature, did not offer him that which he supposed he would not have, he defeated the Presidential aspirations of Seward at Chicago and secured the nomination of the "Honest Old Ape" of Illinois. Now comes Seward's revenge. He is made Premier, and his trusty Lieutenant, Thurlow Weed, outgeneraling Greeley at every move, is believed to control the dispensation of the official patronage. To a man of Horace's high sense of honor, this ingratitude of Lincoln must be as crushing as the dagger with which "the well beloved Brutus"" stabbed the Roman tyrant. We expect to hear soon that "Ingratitude, more keen than traitor's steel," has made an end of Greeley.

Retired.

Wm. Old, Jra, Esq., late editor of the Richmond Examiner, has retired from the editorial chair of that paper, which he has so ably filled for the last two years.

The retirement of Mr. Old from the editorial corps of Virginia will be regretted, we are sure, by all his brethren of the press, who cheerfully bear witness to the talent which he has exhibited in the conduct of his influential journal, and the dignity and courtesy which have characterized its columns.

Occasion of the present troubles.

The London Telegraph expresses the opinion that the English people have heretofore given too little attention to the politics and policy of the great American nation, and in view of the universal ignorance of its readers, it commences an explanatory essay, with the remark that the trouble now pending in America is occasioned by the desire of Virginia to extend slavery into the States of Ohio, Indiana, Illinois and Michigan.

Preparing for the worst.

Louisiana and Mississippi are diligently preparing to defend themselves against any assault which may be made after the 4th of March. All the Gulf States which have the command of their own harbors, may be regarded as secure. It is impossible for ships to accomplish anything against bad fortifications, if they are defended with ordinary energy and skill.

The Peace Convention.

"Independent," the intelligent Washington correspondent of the Philadelphia North American (Black Republican) says, Feb. 23 :

"As there are various propositions pending, a final division will hardly be reached before tomorrow or Monday. The minority will be sufficiently decided to divest the action of the Convention of any great moral weight with the country. The positive Republicans will go no farther than a National Convention; and if they should be overruled by majorities in the State delegations, they will probably find a mode of giving more decided expression to their sentiments than the mere record of their votes will furnish."

Reinforcement of Fort Sumter.

The Boston Journal, of 20th inst., says:

"We have information in which we place confidence, that the United States steamer Brooklyn, on her way to Pensacola, landed a detachment of troops with provisions at Fort Sumter. They were put into the fort by night, in boats propelled with muffled oars. One of the boats was fired into on the way, but no damage was done. The shot was fired at random, and the secessionists probably made up their minds that it was a false alarm, as the bombardment was not continued. The secret has been well kept by the officers of the Brooklyn."

Richmond Dispatch. Tuesday morning...Feb. 26, 1861. The seizure of ships at Savannah.

The following is the letter written by Gov. Brown in ordering the seizure of the New York ships, at Savannah, on the 21st:

Executive Department Milledgeville Feb. 21st, 1861. Sir

On the fifth day of this month I directed you to call out sufficient military force, and seize all ships then in the harbor of Savannah belonging to citizens of the State of New York. The reasons for the seizure were briefly stated in the order. Citizens of this State had been robbed of their property by the police of New York, acting under the authority of that State. I had demanded the restoration of the property to its owners. The Governor of that State had given an evasive reply, excepting to the form of the demand sent by telegraph; which clearly evinced his disposition not to comply by ordering the restoration of the property. If the protection of this State were not in such case afforded to its citizens, it not only invited further aggressions upon their rights, but forfeited all just claim to their allegiance. I therefore had no alternative left but to order reprisals.--This is the mildest remedy provided not only by the law of nations, but by the law of nature, for the redress of grievances between sovereign States, in the last resort.

Your prompt execution of the order, by the seizure of five vessels owned by citizens of New York, met my highest approval. The seizure was made on the morning of the eighth of this month. On the evening of that day, I mailed to the Governor of New York, at Albany, a communication stating the fact of the seizure, with the reasons for it; and that I should hold the ships till justice should be done the injured citizens of this State, by the restoration of the property of which they had been robbed by the police of the city of New York.

On the night of the ninth inst., I received a telegraphic dispatch from G. B. Lamar, of New York, whom I had appointed agent to receive the guns seized by the police, if delivered up by the authorities, stating that the guns were then at the command of their owners, and asking me to release the ships. At the same time I received a dispatch from Mr. John Boston, the Collector of the port of Savannah, stating that he had just been informed by Mr. Lamar, that the guns had been delivered up.

Regretting the necessity which compelled me to resort to a means of redress which, while natural and legal, might interrupt the commerce between the two States, and expose to temporary hardship individual citizens of New York, whose property, under the laws of nations, is subject to seizure for such outrages committed by the authorities of their own State, though they may disapprove and condemn them, I was determined not to occupy the position of an aggressor for a single hour. So soon, therefore, as I was informed that the authorities of New York had made reparation for the robbery, I immediately ordered the release of the vessels. Since that time I directed Mr. Lamar to have the guns shipped to Savannah, that they might be delivered to their owners. He now informs me that he demanded their shipment, and was informed by the Superintendent of the Police of New York that he had changed his mind, and that he would not now permit the guns to be shipped; but that he would order further seizures of what he is pleased to call "contraband articles."

Twelve days have passed since I mailed to the Governor of New York the communication above referred to, and I have received no response from him. He has not only refused, therefore, to order the restoration of the property of which his police had plundered our citizens, within the limits of his own State, on a demand sent by telegraph, but he has neglected and refused to answer a written communication upon the subject, sent to him through the regular medium of the mail.

While I held possession of the vessels seized, my agent was informed that the guns were at the command of their owners. Acting upon this assurance, I ordered the release of the vessels; and my agent is now informed that the officer in possession of the guns has changed his mind, and that he will not now permit them to be returned to their owners. These facts show very clearly that it is the settled policy of the authorities of New York to subject our commerce to a surveillance which we cannot with honor submit to, and to seize upon our property and plunder our citizens at their pleasure.

Under these circumstances, I feel that I, as the Executive of Georgia, would prove recreant to the high trust reposed in me by my fellow-citizens, were I to refuse to protect their rights against such unprovoked aggression, by all the means which the laws of nations, or the Constitution and laws of this State, have placed at my command.

It therefore becomes my duty again to direct you to call out such military force as may be necessary for that purpose, and to renew the reprisals, by the seizure, as soon as practicable, of vessels in the harbor of Savannah, or other property in the city, or elsewhere within your reach, belonging to the State or to citizens of New York, at least equal in value to double the amount of the original seizures made by you. You will hold the property so seized subject to my order; and it will be released when the guns in question, (together with any other property of our citizens which has been, or may in the meantime be unlawfully seized by the authorities of New York,) are actually shipped from the harbor, and are beyond the reach or control of the police of the city of New York, or the authorities of that State.

News! Large and late news ! The first thing we heard this morning, after opening our eyes, was "Lincoln is here." No one seems to doubt it. He arrived at 6 o'clock A. M., having sneaked through Maryland in the night. And this is the great man, "six feet four inches high," with "recent whiskers" and "a pretty chin; tremendously rough and tremendously honest and earnest;" who declared in Philadelphia that he would rather be "assassinated" than abandon "the principles which gave liberty not alone to the people of this country, but to the whole world for all future time;" and told the people at Trenton that "it may be necessary to set the foot down firm"--this is the brave man, the ruler of a free people, skulking like a cowardly thief to the seat of government ! Bah !

The parade of Scott's army of occupation came off yesterday evening about 3 o'clock.--The troops strung themselves out on the Avenue from Sixth to

Tenth streets

, making a striking display of men, horses, and howitzers. At the sound of the bugle, the whole array galloped madly off to be reviewed by what the New Orleans Crescent very appropriately calls "the Dual Executive"--to wit, Old Buck and old Scott. Great was the rumbling of wheels, and the dust was greater.--The affrighted populace greeted the receding forms of the soldiers, the horses, the caissons and the cannon, with profound silence.

Later in the evening we had quite a treat in front of the General Post-Office. The National Rifles went through the manual there to the tap of the drum. Neither of your crack companies in Richmond could have done it better.

In the Peace Congress, yesterday, amendment was piled upon amendment until the day was consumed. Lincoln being at Willard's, he may order a vote to be taken to-day. The doubly- diluted Crittenden compromise will pass. It is a very weak swindle. But Southern men refused to have it any stronger.

Recent elections in the interior counties of New York show the Republicans are stronger than they were on the 6th of November. Nothing is going wrong, nobody is hurt, and it is only necessary to set the foot down firm and take a decided stand. A few hundred soldiers in Washington brought the border States to their senses — all that is required now is a little vigor on the part of the Government. The "Pro-slavery Rebellion" will be crushed out, very quickly.

Is it true, as stated here, that the Virginia Convention will sit for a year to come, and that its policy is controlled by private advices from Seward? Is it the sole object of the Convention to perfect the organization of the Union-Republican party, in conformity with the wishes of the author of the "irrepressible conflict !"

Rarey exhibits his horse-taming powers next Wednesday night. Somebody suggests that it will be a raree-show. It is suggested, further, that Rarey be requested to try his hand on Mrs. Abe. She has never been yet — not even by six feet and four inches of solid, bony, rail-splitting manhood. Zed.

President Lincoln "Or any other Man."

--Mr. Lincoln in his speech at Peekskill, on his way from this city to New York, managed to work in the can't phrase of the day "or any other man" as follows:

"I will say in a single sentence, in regard to the difficulties that lie before me and our beloved country, that if I can only be generously and unanimously sustained, as the demonstrations I have witnessed indicate I shall be, I shall not fail; but without your sustaining hands I am sure that neither I, nor any other man, can hope to surmount those difficulties."

The eight million loan.

--The sum of $4,519,000 of the eight million Federal loan will be awarded to the following parties at $90.15:Messrs. Ketchum, Son & Co., $2,814,000; Satterice &Co., $135,000; Trevor & Colgate, $125,000; Read, Drexel & Co., $1,345,000; Messrs. Sweeney, Rittenhouse Fant & Co., $100,000 at $90.15. The remainder of the loan will be awarded at rates ranging from $90.25 to $96. No bid below $90.15 will be accepted. There was $16,355,000 bid for.

--Senate--The House Oregon war debt bill will be the special order for to-morrow.

Mr. Bigler, of Pa., presented various memorials relative to the present crisis.

Mr. Sumner presented a petition memorializing Congress to abolish slavery in all the States. Mr. Sumner said he presented the memorial only because it was couched in respectful terms. He did not believe Congress had the power to interfere with slavery in the States where it already existed.

The Senate took up the Postal suspension bill.

Mr. Fitz called up the amendment to strike out the words "in consequence of any insurrection or rebellion."

Mr. Mason favored the amendment. The Constitution gave the Federal Government no power with regard to insurrection.

Mr. Fitz withdrew the amendment.

Mr. Wigfall opposed the resolution.

After a long debate, the bill passed; but in an unintelligible form to the reporter.

The Civil and Miscellaneous bills were passed.

House.--Mr. Hatton, of Tenn., offered a resolution providing an amendment to the act regulating the pay of Naval officers, so as that the Superintendent of the National Observatory shall receive a salary equal to the chief officers in the various bureaus of the Navy Department.

The House went into Committee of the Whole on the Tariff bill. At 1 o'clock the Committee rose and reported progress upon the Senate amendments to the bill.

Mr.--made a motion that the special order of the day be postponed, that he might address the House upon the necessity of increasing the public revenue by the passage of the Tariff bill. Upon concluding his remarks, he called the previous question on concurring with the Senate's amendments.

Mr. Garnett demanded a separate vote on each amendment, one hundred and fifty-four in number.

The House then proceeded to vote upon each amendment separately, when nearly all of them passed.

The bill goes to a Committee of Conference.

The House is still in session.

Mr. Stanton's Force bill was postponed till to-morrow.

The House will hereafter meet at 11 o'clock A. M.

From Washington. Washington Feb. 25.

--The Star of this evening says: "We hear that the War Department have advices that Gen. Twiggs has surrendered to the Revolutionists of Texas all the Government military property in his charge as Commander of the U. S. Military Department of Texas, and pronounces judgment against him, if true."

A spirited debate prevailed in the Peace Conference, to-day, without coming to a vote.

The third clause of Guthrie's proposition, "that neither the Constitution, nor any amendment thereof, shall be constituted to give Congress power to legislate to abolish or control, within any State or Territory, the relation of slavery, nor the power to interfere with the slave trade," was offered as an adjustment.

The Conference is in session to-night, and strong efforts are being made to come to a conclusion on the subject before adjournment.

The most reliable report as to the construction of Lincoln's Cabinet is that Mr. Seward will be Secretary of State; Mr. Bates, or Missouri, Attorney General; Mr. Gilmore, of North Carolina, Secretary of the Navy; C. B. Smith, of Indiana, Secretary of the Interior; Mr. Wells, Postmaster General; Gen. Cameron, of Pennsylvania, Secretary of the Treasury. Several gentlemen are prominently mentioned for Secretary of War. The statement is thus communicated without vouching for its accuracy.

Private advices received to-day from Montgomery say that very soon a Commissioner will be appointed by the Southern Confederacy, accredited to the new Administration, and that in the meantime no measure will be taken with a view to dislodge the Federal forces now in possession of the Southern forts.

[second Dispatch.] Washington, Feb. 25.

--It is stated, with an air of authority, that the proceedings in the Peace Congress to- day, convinced a majority of the Commissioners from more than one border State, Virginia included, that no intention exists, on the part of several of the Eastern States, to make concessions which Virginia can accept.

Simmons is spoken of respectively for the War and Treasury Departments.

The Southern Congress. Montgomery,Ala., Feb. 25.

--A resolution was adopted to-day, instructing the committee to inquire into the present condition of the public lands.

Mr. Rhett announced that the committee would report the permanent Constitution on Wednesday.

The following appointments have been confirmed: Henry F. West, of Miss., Postmaster General; J. P. Benjamin, of Louisiana, Attorney General. It is rumored that Mallory, of Florida, is to be Secretary of the Navy.

The Commissioners to Washington are: Abraham, of Louisiana; M. J. Crawford, of Georgia; John Forsythe, of Alabama.

People's Convention at Indianapolis. Indianapolis, Feb. 23.

--The People's Convention is being held to-day. Delegates from nearly every county are present. William K. Edwards, of Vigo county, was chosen President, and there are Vice Presidents from each Congressional district.

Resolutions have been adopted declaring it the duty of all citizens to throw aside partisan interests and assist in any plan of adjustment to settle our national difficulties, recommending a National Convention to be called by Congress, of all the States, to which to refer our national difficulties, deploring the condition of the country and deprecating all attempts to maintain the Union by war.

From California. Fort Kearney, Feb. 23.

--The Pony Express, from San Francisco on the 9th, has arrived.--No more failures are reported. The next shipment of gold will be light.

In the Legislature the Douglasites had made a favorable movement for Mr. Denver. The day for the election of Senator had not been appointed. All the workmen at the Navy Yards, forts and other public works on the coast had been discharged.

Arkansas election. Memphis, Tenn., Feb. 25.

--News from Little Rock, Ark., indicates that the Secessionists are in the majority. The returns show the election of thirty Secessionists, twenty-five conditional Secessionists, and fifteen to twenty Submissionists. There is also a majority in favor of a Convention.

--The Adams Express Company respectfully announce to the public that they have arranged to run their Express Twice Daily from New York, Philadelphia and Baltimore to Richmond, thereby affording unusual facilities for obtaining their freight and packages in the shortest possible time.

Expresses leave New York at 1 5 and 6 o'clock P. M., Expresses leave Philadelphia at 8 A. M., and 11 P. M. Expresses leave Baltimore at 4.20 A. M. and 4.20 P. M., arriving in Richmond at 3.30 A. M. and 2 P. M.

Expresses leave Richmond for New York, Philadelphia and Baltimore, and all points North and West, at 6.30 A. M. and 6.30 P. M.
