The Convention was called to order by the President, at the usual hour.

Prayer by the Rev. Geo. W. Noleet, of the M. E. Church.

Printing the debates.

The President stated, that in pursuance of the resolution adopted yesterday, he had an interview with the editors of the Richmond Enquirer, and had received from them a statement in writing. From want of knowledge of the subject, he felt incompetent to make the contract. He would therefore submit it to the Convention, to be referred to a committee, or for such other action as might be deemed proper.

The communication was read by the Clerk. It proposes to publish the matter at the following rates: For composition, per column, $3.25, (the rate allowed by the Convention of 1850;) for reporting, per column, $7.50, was paid to the Congressional Globe;) press work, per token, $2 ½ cents; for paper, the same as allowed the Public Printer. It also proposes to furnish copies for mailing at two cents each, and to republish the matter in such convenient form for binding as may be ordered by the Convention.

Mr. Montague said that the Convention, by its vote, had determined to publish the proceedings, and had indicated the Enquirer as the organ of publication. He moved, by way of relieving the President from his difficulty, that the Secretary of the Commonwealth, who had large experience in such matters, be authorized to execute the contract.

Mr. Staples moved as an amendment that the subject be referred to a committee of five.

Mr. Wise maintained that any change in the resolution would be out of order.

Mr. Clemens, rising to a question of order, said the motion of the gentleman from Middlesex, as well as the amendment of the gentleman from Patrick, were inconsistent with the resolution adopted by the Convention. In order to entertain such motions the resolution would have to be reconsidered.

After further remarks and suggestions, the President remarked that he would proceed to execute the contract, as directed by the resolution.

Mr. Johnson, of Richmond, said he had voted for the resolution yesterday, and against reconsideration; but he thought there was some conflict between the letter from the editors of the Enquirer and a resolution adopted some days ago for the employment of a Printer for the Convention. He did not wish to be inconsistent, and therefore he desired to be informed upon the subject. He had nominated Mr. W. M. Elliott for Public Printer, and he was elected. He supposed it was the Printer's duty to publish the proceedings of the Convention, and it appeared from evidences before us that he had proceeded to execute that work. He understood that the resolution of yesterday referred to the publication of the debates, while the letter just read proposed to publish the proceedings. He wished to inquire what was to be published under the resolution adopted yesterday.

The President said the resolution authorized the publication of the debates. He would make no contract inconsistent with the resolution.

Mr. Johnson expressed himself as satisfied with the reply.

Committee on compensation.

The President announced the following committee, under a resolution adopted yesterday, to inquire and report upon the compensation for the officers of the Convention: Messrs. Johnson of Richmond, Hubbard of Ohio, Gregory of King William, Coffman of Rockingham, and Sheffey of Smythe.

Report from the Committee on elections.

Mr. Haymond, from the Committee on Elections, submitted a report embodying "a list of the persons who seem to have been elected to the Convention, and the certificates of such election." The Committee add: John D. Sharp is elected from the county of Lee, but his seat in the Convention is contested by M. B. D. Lane, of said county of Lee, and his petition and notice of contest has been referred to the Committee for examination and decision, which contest has not yet been finally acted upon by the Committee. The Committee therefore report that the said John D. Sharp, having the official return of election for said county of Lee, is prima facie entitled to occupy a seat in the Convention, until otherwise ordered by the Convention, on the final decision of said contest.

The report was laid on the table and ordered to be printed.

Mr. Haymond, from the same committee, offered the following ordinance for adoption:

Whereas, the General Assembly, on the 14th day of January, 1861, passed an act entitled "an act for electing members of a Convention and to convene the same." and whereas, by the eighth section of said act it is provided that "in the case of a contested election, the same shall be governed in all respects by the existing laws in regard to contested elections in the House of Delegates, unless otherwise ordered by the Convention;" and whereas, it seems to the Convention that the said existing laws in regard to contested elections in the House of Delegates are not suitable or proper for the government of the Convention in cases of contested elections, the Convention deems it necessary to prescribe proper rules for cases of contested elections for seats therein: It is therefore.

Ordained by the Convention. That the existing laws in regard to contested elections in the House of Delegates shall not be applied to, or govern in, cases of contested elections for seats in this Convention.

It is further Ordained by the Convention, That any person contesting the election of another as a member of this Convention, shall, within a reasonable time after the day on which the election was had, give to the other notice thereof in writing, and a list of the votes he disputes, with the objections to each, and of the votes improperly rejected, for which he will contend. If he object to the legality of the election, or eligibility of the person elected, the notice shall set forth the objections; and the person whose election is contested shall, within a reasonable time after receiving such notice, deliver to his adversary a like list of the votes which he disputes, with his objections, if any he has, to the eligibility of the contesting party. Each party shall append to the list of votes he intends to dispute or claim, an oath to the following effect: "I do swear that I have reason to believe the persons whose names are above mentioned, are not legally qualified (or are qualified, as the case may be,) to vote in the county of--, (or corporation or district of--)."

The contesting party and the person whose right is contested shall respectfully begin to take depositions within a reasonable time after the delivery of the notice aforesaid by the contesting party and they shall finish taking the same in a reasonable time after the delivery of such notice. The word reasonable, as used in this ordinance, shall be construed with reference to the circumstances attending each case, the condition of the parties, and the fact that this ordinance has not been adopted until now, so as to prevent, as far as practicable, surprise to the parties. This ordinance shall apply to contests now pending, as well as those which may hereafter be commenced.

The ordinance was adopted.

Committee on Federal Relations.

Mr. Conrad, of Frederick, from the Committee on Federal Relations, stated that the Committee had been in constant session every morning, yet owing to the difficulty and magnitude of the subjects before it, had made but little progress. He was therefore instructed to offer the following resolution:

Resolved, That the Committee on Federal Relations have leave to sit during the sessions of this Convention, until further ordered.

The resolution was adopted.

Personal explanation.

Mr. Early rose to a personal explanation, and proceeded to correct some remarks of his on the previous day, which he said were erroneously reported in the Richmond Enquirer. He merely wished to put himself right — not to find fault with the reporter.

The National difficulties.

Mr. Woods, of Barbour, submitted the following resolutions:

Resolved, That the allegiance which the citizens of Virginia owe to the Federal Government of the United States of America, is subordinate to that due to Virginia, and may therefore be lawfully withdrawn by her whenever she may deem it her duty to do so.

2. That in case the State of Virginia should exercise this authority, her citizens would be in duty bound to render allegiance and obedience to her alone.

3. That Virginia recognizes no authority in any Government, State or Federal, to coerce her, or any of her citizens, to render allegiance to the Government of the United States, after she may, in the exercise of her sovereign power, have withdrawn from it; and that she will regard any attempt at coercion as equivalent to a declaration of war against her, to be resisted at "every hazard and to the last extremity."

4. That the States of South Carolina, Georgia, Florida, Alabama, Mississippi, Louisiana, and Texas, having severally and formally withdrawn the allegiance of their respective people from the United States of America, a faithful, earnest desire to avert civil war, and the sound conservative sentiment of the country, alike indicate to the Government of the United States the necessity and policy of acknowledging their independence.

In speaking upon his resolutions, Mr. Woods alluded in eloquent terms to the services and sacrifices of Virginia in forming and maintaining the Government, and to the allegiance of the people he represented. Finding that, through the aggressions of the North, the Southern States had been driven to the necessity of secession, and desiring that the evils of civil war might be averted, he believed it was the sentiment of the sound and conservative people throughout the United States that it was the duty of the Government to recognize them as sovereign and independent.

Mr. Wise alluded to his struggles ten years ago, at this capital, to secure for the Western men the right of equal representation. White this struggle was going on, he alone, of all others, was reproached with giving away the protection of the slave property of the East. He could not now resist the gush of his feelings which prompted him to acknowledge the patriotic sentiments just uttered by a representative of the West. The sign indicated that his former efforts were not misdirected.

Mr. Neblett also returned to the gentleman from Barbour his sincere thanks, in the name of the people he represented, for his patriotic and eloquent remarks.

Mr. Hall, of Wetzel, thanked both gentlemen for their complimentary allusions to the Northwest; but he was afraid the Northwest was not so sound as they thought. He came from a Northwestern county, near the Ohio river, and he would say that he was the only man in that region who was able to get a position in this body, upon the Crittenden compromise even. They pronounced him a disunionist, per se, for defending that proposition. They will hear of no compromise or compact that recognizes the right to dissolve the Union. He would say to the gentleman from Princess Anne that his oft-repeated sentiment of fighting in the Union was received by his people with a thrill of joy. They were, however, sound on the question of State-Rights; but their locality did not favor the owning of slave property. The terminus of the underground railroad was opposite his county, and he had heard a man boasting that he was one of the engineers, and that he had liberated many slaves. He (Mr. H.) was in favor of presenting an ultimatum to the North, to last until the 1st of July, when, if it were refused, let the State go out, and take the Constitution with her.

Mr. Wise regretted that his sentiment of fighting in the Union had been the cause of making any in the Northwest willing to submit to the wrongs which they now suffer.--He went on to show, from the Constitution of the United States, that his position of fighting in the Union was right. When this State is ready to declare that she is in such imminent danger of invasion as will admit of no delay, then she has the power to make war herself; and he would say to the gentleman from Wetzel, that if his people preferred to unite with our enemies, he would bare his bosom to their spear.

Mr. Willey, of Monongalia, wished to correct a serious misapprehension of the public sentiment of the Northwest. He was willing to listen in silence when such expressions came from the East alone; but when he heard views from Western members going to confirm the idea that there was any want of loyalty to the State and all her institutions, he felt it to be his duty to disabuse any mind that may have been poisoned by such insinuations. No people were more loyal than those of the Northwest; none more ready to fight, if necessary. He spoke for his own people, and he believed such was the sentiment of the whole Trans-Allegheny region. He alluded, in eloquent terms, to their record of the past, and said if it was a fault to love the Union, they had learned it from the great men who laid the foundation of the Government. Mr. W. quoted with much effect, in enlarging upon this point, from Washington's Farewell Address, and from the words of Clay after the passage of the Compromise measures of 1850.

Mr. Goode, of Mecklenburg, made some remarks, in which he also dwelt upon the glories of the past; but said that his constituents, smarting under the wrongs of the Black Republican party, were prepared to resist.

Mr. Woods' resolutions were then referred to the Committee on Federal Relations.

Washington's birthday.

Mr. Carlile said that as the Committee on Federal Relations would not probably be prepared to report before Monday, previous to which there was not much necessity for debate; and to-morrow being the 22d of February, when, he presumed, some of us would like to have an opportunity to read the Farewell Address of the Father of his Country, he would offer the following resolution:

Resolved, That when this Convention adjourn, it adjourn to meet again on Monday next.

Mr. Fisher moved to amend by inserting "Saturday" in the place of Monday.

Mr. Hall, of Wetzel, was opposed to adjourning over at all. It was rumored that the Peace Conference was about to conclude its labors, and he thought no time should be lost, in view of that fact. If the gentleman from Harrison (Mr. Carlile) wanted to hear Washington's Farewell Address, he would agree to go to his room and read it to him.

Mr. Dorman explained why he should vote against adjourning over to Monday. A resolution was laid on the table yesterday in consideration of the absence of the gentleman from Jefferson, who would probably be in his seat on Saturday, when the resolution could be called up.

The amendment was adopted, and the resolution, as amended, passed.

Invitation.

A letter was read from Messrs. Ettenger & Edmond, inviting the members of the Convention to witness a trial of a steam fire-engine, of their manufacture, at 4 o'clock P. M.

On motion of Mr. Hallm, of Wetzel, the Convention adjourned, to meet again on Saturday at 12 o'clock.

The Southern Confederacy--an Answer to the Charleston Mercury.

The Montgomery Post, published at the seat of Government of the new Confederacy, in reply to an article from the Charleston Mercury, on the subject of the new Constitution, says:

The Charleston Mercury is known as an able and influential journal, and as far as we have noticed, is the first to enter its protest against the Provisional Constitution of the new Government, and in assuming this responsibility it would seem that prudence has given place to passion, and that judgment has been superceded by an inordinate disposition for public notoriety. We presume that at least nine-tenths of the people of the Confederate States endorse the action of our Congress, and would, if permitted to do so, sanction with their votes the Constitution which they have adopted, as a permanent as well as a Provisional Constitution; and in opposing its most important provisions, we apprehend the Mercury will have the honor of standing alone in its glory.

We do not insist, however, that any individual is under obligations to approve any particular policy because others do; on the contrary, we admire an independent thinker, and a will that dares to act for itself, though the whole world oppose. But this opposition, to entitle it to respectful consideration, must be based upon principle and dictated by reason, neither of which we think is expressed in the factious opposition of the Mercury to the new Constitution. So far as the Tariff is concerned, after adopting the policy of ad valorem taxation as a basis, of course the imposition of duties upon imported articles will be regulated from time to time as circumstances may dictate and necessity require.--This is a matter of no material consequence at present, since it is subject to future regulation; but it does appear that he who urges the policy of leaving the slavery question, or any important department of it, an open political question, and making it "a proper subject of legislation," has learned but little from the past political history of the country upon this subject.

The grand mistake under the old Government was in leaving the slavery question an open political issue, and not incorporating it as an express constitutional provision. Political questions can never be settled; they are all the while subject to agitation, and are thus made the food upon which political demagogues feast, and the substance upon which they exist. The leaving of the slavery question as it existed under the Government of the United States, "a proper subject of legislation." has served to build up and break down parties, to distract and divide churches, to disturb the public peace, to de throne political virtue, demoralize the National Legislature, corrupt every department of the Government, stimulate rebellion, engender fanaticism, incite aggression, and finally subvert the great fundamental principles upon which our institutions were based.

And is this the policy that the Mercury desires to inaugurate into the new Government, by leaving the exciting subject of the African Slave Trade an open political issue and a proper subject of legislation? Already has this subject been made the source of political controversy, and if left an open question, parties will be organized upon it, ambitions and designing demagogues will use it as a hobby upon which to ride into power, and through their instrumentality it will become a vital issue, and be made the political test of fidelity to the South and her institutions. But to leave the principle entirely out of the question, the great mass of the Southern people, as well as all others, are adverse to the policy of reopening the African Slave Trade. Consequently, we think the Congress has acted prudent and wisely in thrusting it from the political arena and incorporating it in the organic law, and those who do not desire to inaugurate the exciting scenes of the past will appreciate their wisdom in this matter.

A Female Travis.

--A correspondent relates to the St. Louis Republican a shooting exploit of a Mrs. Hord, wife of Willis Hord, Esq., residing near that city, which has gained her much notoriety in the neighborhood. Recently four wild turkeys alighted in her yard, where a flock of fame turkeys were feeding, and at once commenced a war of extermination upon the domestic fowls, which the fair marksman(?) terminated by producing a six-shooter and killing the invaders with four successive shots at ten-paces distance.

General Assembly of Virginia.[Extra session.]Senate. Thursday,Feb. 21, 1861.

Called to order at the usual hour, Mr. Isbellin the chair, and opened with prayer by the Rev. Mr. Bosserman, of the Universalist Church.

Bills Reported.--The following bills were reported: For the relief of the securities of Joshua H. Staats, dec'd. late Sheriff of Jackson county; for the incorporation of the Kanawha Salt Company; refunding to Frank D. Redd, committee for James D. Shepherd, a sum of money paid into the Treasury on account of two fines imposed by the Circuit Court of Prince Edward upon the said Jas. D. Shepherd; authorizing a loan to the Dismal Swamp Canal Company; authorizing the formation of a battalion by two companies in the towns of Scottsville and Howardsville, in the county of Albemarle.

Resolutions of Inquiry.--The following resolutions of inquiry into expediency were adopted: By Mr. Coghill, authorizing the Circuit Courts of the Commonwealth to convert decrees of divorce a mease et thoro in to decrees a vinculo matrimoni whenever, in the opinion of said Courts, and upon proper evidence, such decree may be right; by Mr. Newman, of reporting a bill for the relief of John Ferguson, late Sheriff of Wayne county; by Mr. A. D. Dickinson, of authorizing the company of volunteers called the Loch Leven Rangers to be organized with a less number than now authorized by law.

Petition.--Mr. Quesenberry presented the petition of Edgar McCloud, asking for the enslavement of certain free negroes.

Bills Passed.--House bill incorporating the Norfolk County Railway Company, with various amendments by Mr. McKenney; Senate bill authorizing the County Court of Rockingham county to loan to the Manassas Gap Railroad Company a sum of money; authorizing the Superintendent of the Armory to provide quarters for a portion of the Public Guard; Senate bill to amend the act to amend the pilot laws in regard to the Potomac river; Senate bill providing for the location of the court-house, jail, and other public buildings of the county of McDowell; Senate bill to incorporate the Chesterfield Car, Locomotive and Agricultural Implement Manufacturing Company; Senate bill to incorporate the James River Boot, Shoe and Leather Manufacturing Company; Senate bill to authorize the Bank of the Commonwealth, the Merchants' Bank of Virginia at Lynchburg, and the Traders' Bank of Richmond, to establish a branch Bank at Alexandria; Senate bill to incorporate the Mount Vernon Insurance Company.

Observance of the 22d.--On motion of Mr. Carraway, it was

Resolved, That when the Senate adjourns to-day, it will adjourn to meet again on Saturday, the 23d inst., at 11 o'clock.

Mr. Douglass called up his joint resolutions of yesterday, and offered a substitute. The substitute contains a preamble reciting the reasons for the adoption of the resolutions, while the tenor of the latter is the same as those published by us yesterday. Laid on the table and ordered to be printed.

Relief to the Banks.--The unfinished business of yesterday, the consideration of the bill for the relief of the Banks of the Commonwealth, was then resumed, the pending question being the motion of Mr. Thomas, of Henry, to strike out the 4th section, which was agreed to by a vote of yeas 23, nays 21.

Mr. Early proposed to amend the 11th section of the bill, by inserting after the word "discounts," the words "and other investments." Agreed to.

The bill, as amended, was then adopted.

On motion of Mr. Douglass, the Senate bill appropriating a sum of money to purchase certain ordnance and material of J. L. Archer, of Bellona Foundry, in this State, was taken up, when Mr. Paxton proposed a ryder.

Mr. Armstrong proposed an amendment, which provided that the sum so expended should be deducted from the amount of the appropriation heretofore made for State defences.

Bill and amendments were laid on the table, and made the order of the day for Saturday at 11 o'clock.

On motion of Mr. Thomas, of Fairfax, the Senate adjourned.

House of Delegates. Thursday, February 21st, 1861.

The House was called to order at 11 o'clock, by Speaker Crutchfield.

Prayer by Rev. George Jacobs, of the Mayo Street Hebrew Church.

A message from the Senate announced the passage of several bills. Referred to House committees.

Bills Reported.--The following bills were reported, viz: Requiring reports from Savings Banks and certain Insurance Companies, and imposing a tax thereon; for the relief of John Avis, late Jailor of Jefferson county; authorizing the payment of a sum of money to Henry Exall, of the city of Richmond, for services rendered and expenses incurred in altering and repairing the State Court-House in the city of Richmond; refunding to Jas. W. Larue a sum of money paid on an erroneous assessment of land.

Harper's Ferry Expenses.--Mr. Duckwall moved to take up from the table the report of the Harper's Ferry Auditing Board, on the subject of paying a portion of the 89th Regiment of Virginia Militia, and accompanying resolution. The House refused taking up the report and resolution.

Resolutions.--The following resolutions of inquiry into expediency were offered, viz: By Mr. Fleming, of reporting a bill instructing the Board of Public Works to divide the Staunton and Parkersburg Road into two sections, and appoint a superintendent for each section; by Mr. Watson, of amending the 6th section of chapter 200 of the Code of Virginia; by Mr. Richardson, of amending and re-enacting the 9th section of an act passed February 12th, 1853, entitled an act to incorporate the Bank of Wheeling; by Mr. Collier, of requiring the Banks of this State to make an annual statement showing all dividends and deposits unclaimed for a period of three years exceeding three dollars, and the names of parties to whose credit such dividends and deposits are standing on the books of such Banks; by Mr. Thomas, of enforcing, by proper penalties, the requirements on the Banks for quarterly statements of their condition; by Mr. Baskerville, of refunding to the estate of Richard Boyd a sum of money for taxes improperly paid under erroneous assessment; by Mr. Friend, of authorizing Justices of the Peace to issue garnishee processes on their judgments; by Mr. Magruder, of authorizing the volunteer companies of Scottsville and Howardsville to form a battalion; by Mr. Montague, of authorizing the construction of a turnpike road from the New River White Sulphur Springs, in Giles county, to Vicker's Switch on the Virginia and Tennessee Railroad, on the joint stock principle; by Mr. Mallory, of authorizing the trustees of Ebenezer Academy, in Brunswick, to sell the same, and apply the proceeds for the benefit of indigent children in said county.

The Armory Building.--The Speaker laid before the House a communication from the Governor, enclosing a letter from the Superintendent of the Armory, which was ordered to be printed and referred to the Committee on Military Affairs. The Governor says: "In my message at the opening of your session, I called your attention specially to the recommendation contained in the report of the Armory Commissioner of the 7th day of December last, and gave to it my approval. My attention has been again called to the subject, and the pressing necessity for immediate legislative action, by the energetic and enlightened Superintendent of the Armory, from whom I have received a communication herewith transmitted for your consideration. I will be pardoned, I am sure, for the expression of a wish that the subject may be finally acted upon at the earliest practicable moment."

The communication from Charles Dimmock, Captain and Superintendent of the Armory, says, "it is thought indispensable to the carrying out of the law for converting the Armory into a manufactory, that the grounds and buildings occupied by the Public Guard should be appropriated for the building necessary to the heavy machinery."

Petitions Presented.--By Mr. Lockridge, the petition of sundry citizens of Randolph and Pocahontas counties, for a further appropriation to the Huttonsville and Huntersville Turnpike Road; by Mr. Morris, the petition of Robert McConnell and others for the release of Ann McGuire from her imprisonment in the county jail of Marshall county; by Mr. Haymond, the petition for the relief of the securities of Edward Moore, late Sheriff of Wetzel county.

Senate Bill Passed.--A message was received from the Senate by Mr. Pennybacker, who informed the House that the Senate had passed a bill authorizing the County Court of Rockingham county to loan to the Manassas Gap Railroad Company a sum of money.

The bill was afterwards taken up and passed.

Temporary Adjournment.--The House adopted a resolution, offered by Mr. McKenzie, to the effect that the House adjourn over to Saturday, at 11 o'clock.

Covington and Ohio Railroad.--On motion of Mr. Rutherford, the House suspended the rules for the purpose of taking up and passing the engrossed bill "for the partial suspension of the sale of State bonds, and to provide for complying with contracts already made upon the Covington and Ohio Railroad. " It was read a third time and debated, and the question being on the passage of the bill, Mr. Walker demanded the previous question, which call was sustained. The vote on the bill was as follows.

Tour of Mr. Lincoln.

The arrival of Mr. Lincoln in New York, on Tuesday, has been published. From a window of the Astor House he made the following speech:

Speech of Mr. Lincoln.

Mr. President and Gentlemen — I am rather an old man to avail myself of such excuses as I am now about to do; yet the truth is so distinct, and pressing so directly upon me, that I cannot well avoid it — and that is, that I did not understand when I was brought into this room that I was brought in to make a speech. It was not told so. It was not intimated to me that I was to be brought into a room where Daniel Webster and Henry Clay had made speeches, when in my position I might be expected to do something like these men, or do something unworthy of myself or my audience. I therefore will beg you to make very great allowance for the circumstances in which I have been by surprise brought before you now. I have been very much in the habit of speaking, and speaking sometimes upon the political questions that have for some years agitated the country, and if I were disposed to do so, and we could take up some of the issues — as the lawyers call them — some one of the peculiar questions in dispute, and I were called upon to make an argument upon it, why, to the best of my ability, I could do it without much preparation; but that is not what you desire to have done here to- night. I have been occupying a position, since the Presidential election, of silence — of avoiding public speaking, and of avoiding public writing. I have been doing so not because. I thought, upon full consideration, that that was the course for me to take,--[Great applause.] I am brought before you now and am required to make a speech when you all approve more than anything the fact that I have been keeping silence. [Laughter and loud applause.] And now, it seems to me, the response you gave to that sentiment ought to justify me in closing just here. [Renewed laughter.] I have not kept silent about the Presidential election for any party wantonness, or from any indifference to the anxieties that pervade the minds of men about the aspects of political affairs in this country. I have kept silence for the reason that I supposed it was peculiarly proper that I should do so, until the time should come when, according to the custom of the country, I should speak officially. [Applause.] I hear some gentlemen say, "according to the customs of the country." I allude to the customs of the President at the time of taking the oath of office; that is what I mean when I speak of the custom of the country. I had supposed that when the political drama, being enacted before the country at this time — which is rapidly shifting its scenes, preventing us from anticipating with any degree of certainty today what we shall see to-morrow — that it was peculiarly fitting that I should see it all up to the very last minute; that I should take no ground, so that with the shifting of scenes I could also shift. [Moderate laughter.]--I have said several times on my journey that when the time does come [applause]--that when it does come — I shall then take a ground which I think is right — a ground that I shall think right for the North, the South, the East, and the West--for the whole country, ["Good," and cheers;] and in saying so I hope to feel no necessity pressing upon me to say anything in conflict with the Constitution, or in conflict with the perpetuity and Union of these States, [cheers,] or in conflict with the perpetuity of the liberties of the people, or anything in conflict with anything whatever that I have ever given you reason to expect from me. [Cheers.] And now, my friends, have not I said enough? I think I have.--[Laughter, cries of "no," "go on," "three cheers for Abe Lincoln," which were given.] Well, now, my friends, there is a difference of opinion between you and me. I really think I have said enough, and I shall take the liberty of deciding the question myself. [Laughter and applause.]

Hand-Shaking — Tom Hyer.

After the address, Mr. Lincoln proceeded to the other end of the room, followed by nearly the whole auditory. There, taking up a position between two large columns, and with two lines of policemen, each of five or six men, before him, he shook hands with nearly all hands; until all who desired to had shaken hands with him. He then retired. Calls had been made for Mr. Hamlin, but it was soon rumored about the room that the Vice-President elect had not yet arrived Mr. Lincoln's withdrawal was speedily followed by the withdrawal of the large body of visitors.

Among the persons who were introduced by name during the hand-shaking ceremony, was Tom Hyer, to whom Mr. Lincoln jocosely said, as he raised his hands and playfully warded off the great pugilist, "Don't strike me, Mr. Hyer." This episode caused much amusement to the few persons who were near enough to the parties to witness it. For hours after these ceremonies, the hotel lobbies continued to be crowded by the curious, hoping to see the distinguished splitter of rails.

, was illuminated last evening with Wide Awake torches, transparencies, &c., and the Republicans enjoyed themselves hugely.

A dog running up and down, as if in affright, or in search of his master, the long aisle on Broadway, in front of the Astor, now guarded by policemen, was cheered lustily by the crowd. The police pursued him, but all in vain for a while, when, finally, amid the two younger children to the Astor House, where they alighted at the privates' door in

Vesey street

-- "Bob" came with some of the members of the press.

Reception of the President elect at New York. New York,Feb. 20.

--Mayor Wood formally received Mr. Lincoln this morning in the Governor's room of the City Hall. The Mayor said the city of New York had never offered its hospitalities to a man elethed with more exalted powers or resting under greater responsibilities than those which circumstances have devolved upon you. Coming into office with a dismembered government to reconstruct and a disconnected and hostile people to reconcile, it will require high patriotism and an elevated comprehension or the whole country — its varied interests, opinions and prejudices — to so conduct public affairs as to bring back again our former harmonious, consolidated and prosperous condition.

Mr. Lincoln responded, agreeing with the sentiments of the Mayor. In his devotion to the Union, he said he was behind no man. In wisdom he may be deficient, but he had a heart devoted to the work.

Damages recovered from a Railroad Company.

--Mrs. Sarah Vandever has recovered $2,500 damages from the Pennsylvania Railroad Company for causing, as was alleged, the death of her husband. It appears he was a passenger on the train in 1857, and being somewhat intoxicated, refused to show his ticket. Arriving at a station, the train stopped, and in putting him out, he fell, from the effects of which he died. Mrs. Vandever alleged that his death was caused by the negligence of an agent of the company. At the first trial Mrs. V. recovered $1,734, but the company appealed, a new trial was ordered, and now a verdict for $2,500 is given for the plaintiff.

Post-Office Affairs

--Appointments.--W. W. Smith, postmaster at Mountain Cave, Fayette county, Va., vice Aug. Vaughan, resigned. Wayne McMahon, postmaster at Guyandotte, Cabell county, Va., vice A. P. Chapman, resigned. John Faris, postmaster at Two-Mile Branch, Smythe county, Va., vice William Stewart, resigned. John H. Plunkett, Sr., postmaster at Spout Spring, Appomattox county, Va., vice Wm. N. Plunkett, resigned.

Diphtheria.

--The family of Mr. Henry Brister, of Vienna, Ohio, has been nearly exterminated by diphtheria. On the 1st of November last it numbered ten persons — the parents, four sons, and four daughters. Now there remain only the father and mother and one daughter.

Fairfax (Va.) County Court has appropriated $1,200 to arm two volunteer companies.

Mrs. Gov. Morgan, in going to a party at Erastus Corning's house, the other evening, lost a breastpin valued at $1,500.

Debate on the Queen's speech --remarks on the United States.

The addresses which followed the delivery of the Queen's speech, from distinguished British statesmen, are worthy of notice from the frequent reference made to American affairs — all speaking in terms of regret at the serious differences threatening the North American Union. The Earl of Sefton said:

While all must regret to see so large and prosperous a community, which was so closely bound by every tie to ourselves, almost upon the verge civil war, they could not help feeling some alarm as to the effect which those events might have upon the importation of cotton into the manufacturing districts of the north of England; but at the same time it should be remembered that cotton could be obtained from other countries besides America, and he was happy to say that the subject was creating the deepest interest in Manchester, and he trusted in Liverpool also. Increased facility of communication and better modes of preparing cotton and bringing it to market would, he hoped, shortly place us in a position to obtain large supplies from our Indian possessions. There were also active efforts being made upon the coast of Africa, in the hope of creating a wide field of commercial operations in that quarter of the globe.

Lord Lismore, who seconded the address of the Lords, regretted secession as deeply; but, with the same clear sense, urged that England should look hereafter for her cotton supply to quarters where the political suicide of a foreign nation would not endanger their own prosperity:

"Knowing the extent to which we were dependent on America for the raw material of our greatest manufacture, he would urge on their Lordships the necessity of taking such measures in our colonial dependencies as would insure us a constant and ample supply of cotton."

The Earl of Derby, while expressing solicitude in regard to the supply of cotton, manifested a still deeper concern for the welfare of the Republic. He said:

It is impossible not to feel the deepest concern at the threatened disruption of that great Union, as it must affect the happiness and welfare of that country. [Hear, hear.]--There is no man in this country who would not view with the deepest anxiety and regret the disruption of a community which, without claiming perfection for its institutions, and certainly under various disadvantages, has yet procured for its people an amount of prosperity almost unparalleled in the world, and an amount of personal freedom only inferior — and I think it is inferior [hear, hear]--to that enjoyed in this country. [Hear, hear.] But it is impossible to look at that threatened disruption — only possible to be effected at the cost of the horrors of civil war — without looking also at the effects it would produce on the manufactures of this country. Its first effects, at all events, would be most disastrous to one great branch of our industry. Unfortunately it does so happen — I trust it will not be long so — that we have been almost exclusively dependent on the cotton of America. It will be of the highest advantage, if the threatened disruption should lead those who are most deeply interested — I do not think the Government can interfere with their individual exertions — to turn their serious consideration to the best means of averting the danger involved in a failure of the supply of cotton from the United States by promoting an increased supply from other sources. Such a supply can be had in many parts of the world, provided means be taken for encouraging its growth and import. [Hear, hear.]

Of similar import was the language of Earl Granville, who spoke as follows:

As regards the unfortunate dissensions in the United States, I may allude to one very remarkable instance of the feeling in this country on the subject. For years after the separation — which I would term unfortunate if it had not been followed by such signal prosperity, both in the mother country and in the colony — there was a feeling of rivalry between them, and of apparent jealousy at one another's success. The visit of the Prince of Wales showed that at the bottom the people of the United States entertained a hearty sympathy for the country from which they derived their descent, and the visit promised to exercise a valuable influence on the future relations of the two countries. A strong feeling of regret has been expressed throughout England at the dissensions between the Southern and Northern States. Foreigner after foreigner has come to me and said, "You must be very glad to see this weakening of your great rival;" but not a single Englishman has made such a remark; and I believe that the affinity of blood does produce, and has produced, a strong degree of sympathy throughout England for a country which is almost as free as our own.

In England we enjoy this advantage — that the minority with us has ampler opportunities of expressing itself than it possesses under more democratic institutions. It is not for me to prophesy or to point out how these dissensions will end; but whether for the welfare of the United States or with a view to the future relations between the two countries, I believe it is the earnest desire of the English people that the quarrel should cease, [hear, hear,] and we wish it may terminate in the way which is most likely to insure the prosperity of this great and kindred nation.--[Hear, hear.] Respecting the production of cotton, I entirely concur with the advice given by the noble earl. It has now become more necessary than ever to extend the resources from which we derive our supplies of this article.

In nearly all the addresses grateful acknowledgments of the courtesies received in the United States by the Prince of Wales were mingled with expressions of condolence that the Great Republic should at the present time be so racked with dissensions.

Professional Cards.

Local matters. Destructive fire.

--The fire brigade was aroused from its repose at 5 o'clock yesterday morning, by an alarm which was found to be caused by the burning of the large brick tobacco factory occupied by J. H. F. Mayo, Esq., on the South side of the Basin. Though the firemen repaired in all haste to the scene of the conflagration, such was the combustible nature of the materials it had to operate on, that the flames were not subdued before the building occupied by Mr. Mayo, and one adjoining, also a tobacco factory, used by Messrs. Mason & Timberlake, were entirely consumed, together with their respective contents.

The building used by Mr. Mayo, was built many years since by Mr. Edmund Brown, (one of the most famous tobacco manufacturers of by-gone days, and the proprietors of "Brown's best, " well known to all lovers of the weed,) at a cost of $30,000. It was finished in 1838. Before being occupied, the Whig party gave their great leader, Hon. Henry Clay, a dinner within its walls, that famous orator making on the occasion one of his most happy forensic displays, the memory of which is extant even to this day.

Mr. Mayo's loss is very heavy, only a portion being covered by insurance. Everything was burnt, books, fixtures and stock, including about 120 boxes of manufactured tobacco that was to have been shipped yesterday. He had an insurance of only $6,000, half the amount in the Valley Office, and half in the office of the Insurance Company of Alexandria. Mason & Timberlake had an insurance on their stock of $2,000, which, we presume, will not cover their loss by a great deal. Both buildings were owned by Mr. Abraham Warwick, who had an insurance on them of $11,000 in the Mutual Office. The fire was no doubt the work of an incendiary, as all that was used in the day-time was extinguished before the hands left work the previous night. Had the wind blown in the direction of the Petersburg depot, that building would have been also consumed. It is probable that the interior of the houses were nearly burned before the alarm was given. The steam fire-engine was on hand, and demonstrated its claim as a great institution. The above is the most considerable fire that has happened for many months.

The Virginia model musket.

--The Commissioners appointed for arming the State found it necessary, before ordering the machinery for the armory, to prepare a model of the arm to be manufactured at the Virginia works.--After consulting the principal ordnance officers of the army, and learning from the War Department, through the Hon. James M. Mason, the usage of European armies, and after a course of experiments with muzzle and breech-loading arms at the Virginia Military Institute, conducted by Major Colston, the Commissioners determined to adhere to the muzzle- loading rifled musket for infantry of the line. In this conclusion, they follow the example of the American and European armies, and the advice of all the military men whom they consulted.

Having determined the character of the arm, and its general conformity to the British and American regulation muskets, it became necessary to settle its details. In doing this, the Commissioners consulted the Master Armorer, Mr. Salmon Adams, and requested Mr. Burton's opinion of the relative merits of the British and American muskets. After a careful examination and comparison of an Enfield musket, brought over by himself, and a United States rifled musket made at Harper's Ferry, he made a report to the Commissioners, containing numerous valuable suggestions, which, with the approbation of Mr. Adams, were adopted. The result was, a musket conforming in its interior to the United States musket, and in its exterior to the Enfield musket, with some changes for the better from both.

By permission of those in authority, the model musket was made at the Government works at Springfield, by Mr. Adams, who arrived in Richmond with the arm a few days since, and on Tuesday last exhibited it to the Senate and House Committee on Military Affairs, who were highly pleased with it as a weapon of offence and defence. We saw the musket ourselves, and regard it in all respects as the most perfect weapon of the kind in existence. To show the extreme sensitiveness of our Northern neighbors, we may mention a fact that we gleaned at the time — viz: that after the musket was made, by permission, as a model, they were unwilling to let it go, and would have laid an embargo on its transshipment thither if a position of the kind would have been at all tenable. Mr. Adams, the Master Armorer here, has made himself obnoxious to the Black Republicans by aiding the shipment of arms South by parties desiring them, an operation which he performed to such an extent that it raised the Republican ire. The following description of the model musket will give some idea of its superiority as a fire-arm:

Stock — Conforms very nearly to the Enfield stock. An alteration is made in the shape of the butt, at the point where the toe of the butt plate rests.

Barrel — Length 40 inches, same as the "U.S."--Exterior form same as the Enfield; barrel to weigh 4 oz. more than the Enfield; this additional weight to be distributed from the lower band to the muzzle; barrel to be browned.

Tip for Stock — Material, brass, same as the Enfield.

Rod Spring — Same as the Enfield.

Lock — Same as the Enfield, except the comb of the hammer, which will be less, both vertically and horizontally.

Bands — Convex adjustable screw bands, after the style of the Enfield.

Butt Plate — Material, brass. Lateral and longitudinal curvatures will vary slightly from the Enfield. One curve from the heel to the toe will be observed, in order to facilitate the manufacture.

Butt Screws — Same as the "U.S."

Side and Tang Screws — Will vary a little from the Enfield.

Ramred — Same length as the "U. S." Diameter of body, 24 inches; head countersunk so as to accommodate the shape of the "U. S." bullet; a small hole drilled nearly of an inch from the end of the head.

Bayonet — Form of blade same as the Enfield; socket same as the "U. S."

Leaf Sight — Same as the "U. S."

We are informed by Messrs. Williams and Kimbrough, the gentlemen who have charge of the city chain-gang, that we were slightly in error in nothing the facts connected with the recent escape of Wm. Booth, a member of that valuable industrial institution. He was pursued, and would have been made to return to his work had not the absorption of their time and attention to that undertaking involved the possible escape of thirteen of Booth's compatriots. The chain-gang is a very good institution, if you give the keepers power to enforce their orders; but there exists an ordinance by which the Mayor only is clothed with the power appertaining to the custodian of such stray remnants of humanity as find themselves members of the C. G. The keepers! under the present arrangement, are powerless.

Company G.

--The efforts of this company, (which, under Capt. Gordon's command, has attained a good position in the 1st Regiment,) to get up a ball on a grand and splendid scale, bid fair to be crowned with ample success.--The ball-room in the Mechanics' Institute has been decorated with excellent taste, and so far as the visible attractions are concerned, nothing is lacking. We understand that Smith's celebrated band of music is engaged for the ocsion, and the arrangements for "refreshing" the guests are on a liberal scale. We really hope that Company G will to-night be encouraged by the attendance of a throng, and that the fair ladies will not hesitate to cheer the military men with their presence. The ball commences at half-past 8 o'clock. Price of tickets, admitting a gentleman and two ladies, $2.50.

Having a Gay time.

--In despite of the "irrepressible conflict" between the North and South, it is a source of no little gratification to us to observe that our worthy Mayor is the recipient of as warm hospitality in the community of Gotham as though no discord ever existed in the land. This plot only serves to show that he is one of those few happy individuals who are capable of endearing themselves to all whom they meet, but it is a proof that, however politicians may contend, and, in the promotion of their own selfish purposes, array section against section, the people still entertain that fraternal feeling which should characterize those of a common country, and that, by them, the Union is not yet dissolved.

Fayette Artillery.

--This "ancient and honorable" artillery company will, we understand, to-day give unmistakable evidence of that vitality which has ever characterized it. It has always fallen to the lot of the company to do all the hard work of the volunteer soldier, in the way of firing salutes, &c., and they will again, at daybreak this morning, welcome in Washington's birthday with the thunder of their trusty field-pieces. The company, in the absence of Capt. Cabell, will be in charge of Lieut. M. C. Macon. Each of the cannon are to be drawn by four horses, and the battery will no doubt be fully manned, and present a fine appearance. At 2 o'clock, the Artillery musters with the 1st Regiment.

Judge Lyons' Court.

--This tribunal will sit to-day. Wednesday, David Muldoon was tried for a felonious assault on Davis Conner, and acquitted. Yesterday, Charles Remember was tried for stealing upwards of one hundred dollars from Hauser & er restaurant keeper, near the Second Market, and was found guilty and sentenced to two years imprisonment in the penitentiary. About 4 o'clock in the evening, the trial of William Cockston, for forgery, was commenced.

The twenty-second of February.

--The birthday of the immortal founder of American liberty has been presented to us once again by father Time in his annual revolution. Whatever may be the destiny of the proud fabric which George Washington helped to rear, his own name will live forever in the grateful recollections of all generations capable of appreciating true manhood, and the grandest efforts in behalf of human liberty recorded on the pages of history. Virginians, native and adopted, will to-day, no matter what may be the state of the country, derive proud satisfaction in the thought that they live in the land that gave birth to the hero, the patriot and the sage.

The day will be appropriately observed by a nearly unanimous cessation of business pursuits, and the usual military parade by our citizen soldiery. At 9 o'clock this morning the spirit- stirring drum and ear-splitting fife will challenge our admiration for the "Young Guard," Capt. Geo. J. Austin; an hour later, and the martial tones of the Armory Bank will summon us to view Capt. Dimmock's well-drilled corps; and at 2 o'clock P. M. citizens and strangers will have the pleasure of seeing the gallant 1st Regiment in all the "pomp and circumstance" attendant on an occasion of the kind.

P. S.--From the great annoyance heretofore experienced, it is the earnest desire of the Colonel that the crowd will not press upon the Regiment while on the Square. Upon reference to the Militia Law, we find a very rigid provision on the subject, and it is the determination that it shall be enforced.

The Young Guam, Capt. Austin, will give their eleventh anniversary ball to-night, at the Central Hotel, corner of 9th and Grace streets. To those who are familiar with the style in which the Young Guard get up their festivals, it is unnecessary to say anything — But to our visitors from the surrounding country, especially the ladies, we may remark that in no single particular is the company forgetful of the requisites of pleasure and comfort. The hotel furnishes plenty of accommodations for a festive occasion of this description, and the arrangements are complete throughout — Wells' Cotillon Band will furnish the music. A gentleman purchasing a ticket for $2.50, has the privilege of inviting two ladies.

War material.

--No one will doubt that our Southern sisters are earnest in their determination to repel the hostile manifestations of "Old Abe" and his Black Republican cohorts, if they will locate themselves near the Petersburg depot. Almost every freight train South carries bomb-shells and other munitions of war for South Carolina and other Gulf States. If any contest should take place, the attacking party may look out for "squalls" of a peculiarly distressing and fatal character.

Going at large.

--The city ordinances, as well as the common law, positively forbid the practice so very prevalent of negroes going at large. Owners would do well to exercise their rights before some executor of the law makes a discovery which is sure to entail pecuniary loss. Yesterday, Daniel, slave of Gibson Via, was sent on to the March term of the Hustings Court, to be tried for going at large.

The Steam Fire-Engine owned by the city, for whom it was built by Ettenger & Edmond, was tried on

, near the American Hotel, yesterday evening, in presence of a very large number of citizens and strangers.--Every one was in raptures with the "big squirt," save those who were so unfortunate as to get a touch of cold water in the shape of falling spray.

Suspected of robbing the mail.

--Sam, a slave, in the employ of Mr. R. B. Crow, who has charge of the Custom-House at night, was arrested and carried before Recorder Caskie yesterday, on suspicion of robbing the United States mail bags at the Post-Office, which is kept in the basement of the Custom-House building. The Recorder sent the accused before United States Commissioner Watson for examination.

Wheat.

--Though the season has been an unusually hard one for wheat, we learn that that cereal looks very fine in all the region bordering on this city. There is some danger to be apprehended from the fact that it is too forward, it being thereby rendered more liable to the attacks of the fly, its great enemy.

Sent to Jail.

--August Friend was arraigned before the Recorder yesterday, for threatening to terminate the mortal existence of David Schonfield and H. L. Wigand. On the first allegation he was committed in default of $200 bail, and on the last was acquitted.

Fun.

--Remember, that Dupree & Green's New Orleans and Metropolitan Burlesque Opera Troupe give another of their mirth provoking performances at Metropolitan Hall to-night.

Richmond Dispatch. Friday morning.....Feb. 28, 1861. The Convention.

A series of resolutions on the National difficulties, offered by Mr. Woods, of Barbour, gave prominence to the proceedings yesterday. They declare the right of secession; and affirm that it is the duty of the Government to recognize the seceded States as independent sovereignties. The resolutions, which were received with manifestations of favor in the Convention, were referred to the Committee on Federal Relations. To-day, being the anniversary of Washington's birth, there will be no session of the Convention, a resolution having been adopted to adjourn to Saturday.

The Legislature.

A number of local bills were reported in the Senate yesterday. A resolution was offered for authorizing Circuit Courts to convert decrees of divorce a mense of there into decrees a vinculo matrimoni. Bills were passed authorizing the Superintendent of the Armory to provide quarters for a portion of the Public Guard; amending the Potomac River Pilot Law, and authorizing certain Banks to establish branches at Alexandria. Amendments to the bill for the relief of the Banks were adopted. The bill for the purchase of war material from J. L. Archer, of Bellona Arsenal, was made the order of the day for Saturday.

A number of bills were reported in the House, and resolutions were offered as follows: For requiring Banks to make annually exhibits of dividends paid, deposits unclaimed, &c.; for enforcing the law requiring Banks to make quarterly statements of their condition; and authorizing Justices to issue garnishee process on judgments rendered by them. The Governor sent in a message calling attention to the urgent necessity of immediate action in regard to the Armory. A number of petitions were presented. An adjournment till Saturday was resolved on. The bill for the relief of the Covington and Ohio Railroad was put on its passage and lost, for want of a constitutional majority.

A State of things to be Deprecated.

That the Union is already divided and that the question for Virginia to decide is whether she will go with the North or the South, may not be evident to the perceptions of some of her citizens, but it is sufficiently so to many others, not a few of whom bear a large portion of the tax-paying burthens of the State, to determine their own course. Legislatures or Conventions may decide as they please, but property, the most sensitive of all things, will also decide for itself, and we have heard of many instances in which it is already preparing to take unto itself wings and fly away. The millions which Virginia has already lost from fugitive slaves, are but as a drop in the bucket to the exodus Southward which will follow the adhesion of this State to a Northern Confederacy.--The kind of property which bears so heavily the burthen of State support is not fixed and stationary, it has legs and locomotion, and those who own it are not denied the right and power of placing it in safety. If murrain prevailed extensively among the cattle of Ohio and Pennsylvania, it is probable that the owners of Virginia herds upon the borders would remove their flocks as speedily as possible to some spot where there is no danger of contagion, and the like instinct will stimulate many Virginia slaveholders to a like course should their property be exposed to the more pestilent plague of abolitionism, by making this State the rump of a Northern Confederacy Such a state of things is deeply to be deplored; but, not a day passes over our heads that we do not meet gentlemen of both parties who announce with profound sadness, but equally profound determination, their intention to leave Virginia if she is left at the mercy of the abolition States. With the gates of the Southern Confederacy shut down against importation of slaves from the border States, and with free-soil majorities in the Northern Confederacy sufficient at any time to alter or abolish the institution in Virginia, it cannot be matter of surprise that large slave proprietors should be looking to their safety, and preparing to entrench their property and themselves in a less accessible and more secure position. We trust in Heaven this result will not be forced upon any large portion of the slaveholding community, not only because we would save these noble and patriotic sons of Virginia from the unhappiness of a life-long exile from their native land, but the State from that effectual crippling of her resources, which must follow the withdrawal of so considerable a portion of her tax-paying property. In every aspect in which it can be viewed, the interest of Virginia is profoundly identified with our Southern brethren. Now, they are our friends; they are, to the extent of their ability, the purchasers of our manufactures, and the only purchasers; they are anxious, with the increased means which a new Government will throw into their hands, to build up our commerce and manufactures; they have always frequented our watering-places in the mountains, which would, indeed, be lonely and dismal without them.--But brethren estranged are the most bitter of all enemies, and it requires no prophet to predict that if Virginia deserts the Southern family circle, every member of that circle will desert Virginia, and they would sooner, a thousand times, as is evident from the reply of Gov. Ellis, of North Carolina, to the Baltimore overtures, trade with the noble city of New York, or even with open enemies in Massachusetts itself, than with any border community which deserts them in the hour of trial. They will spend their money at Northern Springs or in European tours, instead of lavishing it like water in the mountains of Western Virginia. There never was a more important crisis than the present, so far as Virginia is concerned. As for the South, the independence of the Gulf States is an accomplished fact; they hold their destiny in their own hands; no corrupt Federal place-hunter can befool or debauch them to their ruin; reconstruction, possible some time ago, is now with them among antediluvian fossils that no power under Heaven can stimulate to life. But whether anything is to be left of Virginia, but the name, depends upon whether she avails herself, even at this late hour, of the prophetic monitions of Patrick Henry, or whether she chains herself to the car of a consolidated despotism. "No man can serve two masters." "Choose ye this day whom ye will serve. If the Lord be God, serve him; but if Baal, then serve him."

Southern Navy.

Among the subjects which will engage the early attention of the Southern Confederacy is the establishment of a Navy. It is fortunate for them that, in making this start, they have before them the matured experience of the world as to the best mode of construction equipment and armament of ships-of-war.--Great Britain has been put to enormous expense, first, in changing her sailing vessels to steam vessels, and next, in the adoption of a defensive armor for ships which the inventive genius of Louis Napoleon has just accomplished, and which renders one ship equal to a dozen of the same size not provided with similar armor. Let the new Confederacy begin right at the beginning. Experience has proved that no ship, or squadron of ships, is a match for a fort unless it is protected by the new defence of iron plates, and that with these, vessels can silence fortifications. An iron-plated frigate like the French Gloire or the English Warrtor, would cost, it is true, somewhat more than a frigate of the same class unprovided with armor, but then it would be more than equal to the largest squadron the United States ever had in the Gulf. One or two of these iron-plated frigates, and a few iron-plated gunboats, ought to be built by the new Government as soon as possible.

Line upon line, and Precept upon Precept.

The New York Herald, of Tuesday, the day of Lincoln's arrival in New York city, closes nine articles on its editorial page, with the following paragraph, italicised!

"If Mr. Lincoln desires to be the second Washington of this great Confederacy, let him come out emphatically in his inaugural in favor of the Crittenden resolutions as amendments to the Constitution; let him call an extra session of the new Congress, and in his first message boldly reiterate this plan and its submission at once to the people through the States; let him appoint his Cabinet, but not dispose of another office in his gift till this great and overwhelming question is settled."

Puritan school books in the South.

We doubt whether there is a school in Richmond, from the highest to the lowest, which does not use the works of Puritan authors in the instruction of children. We have lately seen a large volume in use in some of the principal seminaries and a small one in use in primary schools, both of which ignored the founders of the South, and exalted to the Heavens the persecuting Puritans, representing them as flying to this country for freedom of conscience-- a worn-out fabrication, which the most brazen-faced falsifier ought to be ashamed to repeat. They went from England to Holland because they could not get the upper hand of men of other religions; and they left Holland because they obtained a fat charter from the King in America, and here they persecuted everybody to the top of their bent. We observe that the Legislature of Louisiana has appointed a committee with reference to the examination of school books manufactured in the North for Southern use, and the expurgation from them of abolitionism and other things offensive to truth, justice, and decency. We should like to see this admirable measure adopted by our own Legislature and that of every Southern State. Most of the histories and other school books produced at the North are more or less tainted with insidious assaults upon the institutions and history of the Southern people. It is far more important to the South that the education of her children should be Southern than that the legislation of Congress should be sound.--The South can protect itself against Congress, but not against the latent and subtle poison which is instilled through Northern school books into the minds of its children at school. No doubt one reason of the strong preference which some Southern mon give the North over their own country, is the prejudices which they unconsciously imbibed in childhood from the books they used at school.--Neither the Bible, nature, nor common sense, requires any man or any people to love their neighbors better than themselves. We may and ought to do full justice to the good qualities of a large mass of the Northern people, most of whom, with the exception of the depraved Puritan element, are equal to any other people, but it becomes us to see that we be true to ourselves as well as to others, and this we can never be whilst our children are daily taught the moral and intellectual superiority of other States, and the evil character and injurious effects of their own institutions. It is idle to say that the teacher can explain to the pupils objectionable passages in the school books. There is great magic and authority in print to youthful eyes, and most children will derive their impressions from that, in spite of all that the instructor might teach, or say, or do. No remedy is effectual but that adopted in Louisiana. Let a system be adopted for the examination of all school books, and the expurgation of objectionable passages. It, would be still better, if we would produce all our own books and have a literature of our own; but, in default of this, let us by all means adopt the Louisiana system.

Regular officers in the South.

Louisiana, as well as others of the seceded States, have wisely entrusted the command of their soldiers to officers who have served in the regular army, and are fresh in the knowledge and practice of their professional duties. Braxton Bragg, the celebrated commander of the Flying Artillery at the battle of Buena Vista, brevetted Major for his distinguished services in the Mexican war, is appointed Major General of the Louisiana Army; Major George Deas, also late of the United States Army, brevetted Major for gallant and distinguished services at Contreras, Churubusco, El Molina, and Chepultepec, is Adjutant General; A. C. Meyers, late of the Army, brevetted Lieutenant Colonel for gallant and meritorious conduct throughout the same war, is Quartermaster General; and Major P. G. T. Beauregard, Colonel of Engineers. Major Beauregard was also of the late United States Army, was brevetted for his conduct at Contreras and Churubusco, and Major for his conduct in the battle of Chepultepec, where he was twice wounded. He was recently appointed to the command of West Point, which place he resigned to devote himself to the services of his native State. These gentlemen are said to be of the elite of the army of the late United States; none stand higher for skill, courage, and noble conduct in their profession. The example of Louisiana in calling such men to the command of her military forces, is one that ought to be universally followed.

The Southern Commissioners and the people.

An intelligent correspondent earnestly seconds the suggestion that the people should have an opportunity of hearing the Southern Commissioners:

We, the great excluded "Mobocratic" mass, as we have been stigmatized, would be glad to hear them, and I suggest that the African Church be obtained for three days, from 10 until 3, or from 5 until 9, and the Commissioners invited to speak, and all employers requested to permit their employees to have leisure during those hours to listen.

Three days given to the country now, may save those employed and the country from the terrible "three days" of civil war.

One Of The Excluded.

We do not know that the Commissioners would feel themselves at liberty to respond to the universal wishes of the people; but, if they should, they would at least have an opportunity of discovering where the great heart of Virginia is, and to every lightning flash of their eloquence they would hear the answering thunder peal of true Southern sentiment.

Yankee privateers.

We have heretofore expressed the opinion, that when the South shall put privateers in commission, she will have no difficulty in obtaining ships and men from those Northern ports which already furnish both for the slave trade. We are therefore not surprised to learn that some Southern gentlemen have lately received a number of letters from Boston ship-owners, inquiring as to the prospect of privateers being put into commission, and intimating that any number of ships can be engaged by the Southern Confederacy, if hostilities should occur.

Lincoln on the Peace Congress.

A traveling correspondent of the Herald says:

"Several of those traveling with Mr. Lincoln assert that before making any compromises with the South he desires to test the question of the right of any State to secede, but I have the best of reasons for stating in his inaugural the calling of a National Convention, whenever any of the States feeling themselves aggrieved shall ask it, will be advocated. He, in conversation to-day said that he regarded the Peace Convention as one of the most dangerous elements in our present crisis. No good would come of it, and when it exploded it would aggravate the whole affair."

You have noticed an improvement in Lincoln's speeches. Here is the explanation, as given me by one who knows. Thurlow Weed was in this city on the day the Indianapolis speech came by telegraph. He read it. Half an hour afterwards, his carpet-bag was pack- ed, and he was on his way to the cars. When and where he encountered the Rail-splitter, and taught him to hold his tongue in respect to coercion, is not known; but in a late num- ber of the Albany Beening Journal the editor says he has been

"re-assured"as to Mr. Lin-coln's policy. That accounts for the milk in Abraham's coconut.

An exciting scene occurred in the Peace Congress yesterday, between Commodore Stockton and Morrill, of Maine, a decided coercionist. The Commodore is represented as having challenged Morrill to begin coercion then and there. Some say he shook his fist at Morrill. Outsiders affirm that Messrs. Rives and Summers took high ground in their speech- es, but more reliable accounts do not confirm this statement. Our Commissioners have been completely hoodwinked. They think they will be able to get off to-morrow, carry- ing with them a compromise of some sort.--But accounts which reach me from Republican headquarters re-affirm what I stated some days ago, viz: that the Peace Congress is to be kept here until the 4th of March.

The greatest anxiety is felt in regard to the action of the Virginia Convention. Few hope that it will resolutely demand the full measure of our rights. It is feared that party, not patriotism, will control its course. Although the members are pledged to the Crittenden compromise, no one seems to doubt that they will submit to terms far below that. It is justly contended that when an insulted and outraged people come forward, of their own accord, to sue for compromise, they will accept anything for the sake of peace. They do not mean to resist until they are driven into a corner. We shall see whether the fire has died out. We shall soon know whether the blood of Patrick Henry still lives.

The Force bill created quite a disturbance in the House yesterday. It will be put to the vote to-day. The President will veto it, on condition that Fort Sumter is not to be at- tacked until after the fourth of March. It is believed that the attack will not be made until the tenor of Lincoln's Inaugural has reached Charleston by telegraph. If he advocates co- ercion, directly or indirectly, the assault will begin at once.

It is a wonder his wife permits him to practice such familiarities, for they say she is a perfect virago; and makes no more of breaking a servant girl's head than her husband does of repairing the injury by anecdotes and osculation.

Zed Correspondence of the Richmond Dispatch.cold weather — Criminals — County Court — poisoning — Religious, &c. Harrisonburg, Va., Harrisonburg, Va.,Feb. 20, 1861

The weather, for two or three days past, has been most terribly cold. For about a week previous the weather had been delightful, and strong hope that Spring would soon set in was entertained, but the cold blasts of the last few days have blasted all such hopes.-- The past winter has been an unusually severe one in this region, and no doubt it has been general.

The County Court has been in session since Monday, and has been occupied in trying the case of an Irishman for threatening to kill another of his countrymen. He attempted to kill him with a slung shot.

A man by the name of Landes was, a day or two since, arrested by officer Braithwaite, for sundry thefts which he has been perpetrating for some time. He has escaped detection until his arrest, although various attempts have been made to catch him before. He is rather a notorious character in his line, and the fact of his clouding pursuit so long is evi- dence of his cunning, and also of his guilt.--He paid most attention to lifting light arti- cles, such as watches, jewelry, plate, &c.

The Peace Conference is fast beginning to lose respect here, and I wish that it would be- come so odious as to open the eyes of the people to the true position of affairs. We must dissolve our connection with the North, or master Lincoln will be able to put just such a yoke on our necks as he may choose. Poor, deluded followers of a broken Union. It may be that I am impatient, but it does seem that Virginia moves very slow. Some say we move very surely, though. We are surely moving, 'tis true, to the desire of Abraham Lincoln, and surely moving to a haven of perpetual dishonor and servitude.

A revival of religion is in progress in the M. E. Church, South, in this place, under the charge of Rev. S. S. Lambeth. Many have professed religion, and many penitents night- ly crowd the altar. Many old persons are embracing this opportunity to secure their soul's salvation.

A negro girl, living in the family of Mr. Phillips, in the upper end of this county, at- tempted to poison the whole family a day or two since by poisoning the coffee. Mrs. Phil- lips and a child were all that partook of the coffee, who were badly poisoned.

Pen. Correspondence of the Richmond Dispatch.what a Richmond clergyman thinks of the state of things in the South. Richmond, Va., Richmond, Va., Feb. 21, 1861

The following is from a distinguished clergyman of this city, who has for a week or two been traveling in the Gulf States. As it is reliable information in regard to points which are now exciting the nation, I conclude to place it at your disposal:

"Political questions are now wholly absorbing the minds of the people. All seem to be gratified with the organization of a Southern Confederacy. They regard this as very much relieving the states of responsibility, all the more serious as it involved the probability of hourly collision in some way with the Federal Government. This responsibility is now transferred to the Southern General Government. It must not be supposed, as is reported in the Northern papers, that the people here and in Charleston are impatient for war. They desire no such thing. I have heard no man express such a wish. A peaceable separation is desired and anticipated.

"Another false report, finding currency in certain points. I must contradict. I see nothing of the fiery madness attributed to the South Carolinians and Georgians. The perfect calmness of the people in conversing on the subject of our political condition, amazes me. They are serious, dignified, and decided, but not blustering and vindictive. In Charleston, on

, the great promenade of the city, crowds of the young of both sexes are passing every afternoon, all apparently free from perturbation and disturbance of every sort. And, as to the stories about famine, they have their origin in unscrupulous news mongers, who would have it so, and who desire a certain effect to be produced on Northern minds."

"What is true of Charleston, is true of South Carolina, Her people are a unit. Nor is it a forced public sentiment, but a spontaneous outflowing of the popular feeling. If the war must come, though they desire it not, they are prepared for. In several instances it has been necessary to draft the men to stay at home, rather than the men to go, such has been the readiness to respond to the call of the State."

"I have had a distant view of the several forts, The most formidable preparations are making for defence, and for the ultimate taking of Fort Sumter. The floating battery now being constructed is a curiosity; crowds daily visit it, all speculating on the probabilities of its successful assault upon the immense walls of the fort."

Correspondence of the Richmond Dispatch.Palmetto flag, &c. Wytheville, Va., Wytheville, Va., Feb. 20, 1861

To-day has been one of much interest to the people of this town, owing to the raising of a Palmetto or secession flag, which was thrown to the breeze at three P. M., amidst the cheers of the populace. It is the first flag of the kind I have seen — can't say that I admire the design as much as the object — probably on account of its rattlesnake appear- ance, as I have a perfect horror of such reptiles, and would not tread on one for the whole Confederacy. I think our Southern friends, when they split the Union, they ought to have split the flag also, carrying away as many stars as States, and as many stripes as possible for their enemies. This would be handsome, in my opinion.

At our last County Court the Magistrates voted $4,000 to arm the people of the county, and a committee of gentlemen have started to purchase the weapons. I am told they are to be of long range, so if there is any fighting to be done, you may rest assured these moun- taineers will know how to take them.

I was agreeably surprised to find your Dispatch circulating so freely. At every house and store I found one. The people speak highly of its patriotic course, as well as management — wishing it all success.

Ruth. Correspondence of the Richmond Dispatch.Affairs in Lynchburg. Lynchburg, Lynchburg, Feb. 21,

For several weeks past it has been generally known that some few cases of small-pox existed in this city, which was the cause of some slight anxiety, with most of our citizens. A few days ago some new cases came to light, which, together with exaggerated reports and ill-advised publications, has caused great alarm, and I may almost say consternation, throughout the city, producing great depression in trade. On Tuesday, the matter was taken up by the City Council, and the city districted and vaccine agents appointed for each district, who were instructed to visit and vaccinate every family in the city, which duty was performed yesterday. From reliable authority I learn that at present there are 12 cases of small-pox and varioloid in the city, nine of which are in the hospital and three at their dwellings under strict quarantine.

Our citizens generally are becoming heartily sick and tired of hearing from the Peace Con- gress at Washington; and I find many who were in favor a few weeks ago of slow coach proceedings in Convention, now ready for accession.

Terrible Explosions at Greth — England Re-fuses to Interfere with Garibaldi — Horri-ble Butcheries in Messina, &c.

New York,Feb. 21.--The steamship Nova Scotia, with Liverpool dates to the 7th, via Londonderry on the 8th, arrived here this morning.

Gaeta,Feb. 7.--A terrible explosion of three magazines occurred here to-day, throwing down the side curtain of the citadel and garrison. An armistice of two days was asked to bury the dead, which was granted by Gen. Cialdina, who also sent the necessary sup-plies for the injured.

The Sultan of Turkey continues the refusal to prolong the French occupation of Syria.

Montegrin's army were ravaging the village of Nicisset, killing the men, women and children, and burning their houses.

England had been invited by France to stop Garibaldi's career; but the latter declined on the ground that the Neapolitans ought to be left alone, to settle the matter themselves.

A letter from Genoa says that while the elections were proceeding in one of the com- munes of the Province of Messina, a party of Bourbonists entered the hall and butchered in cold blood the President of the Electoral Colleges and his two sons.

Liverpool, Feb. 7.--Cotton — sales for the week 49,000 bales, closing ½@¼ lower than last Friday's quotations. Market closed quiet.

Congressional. Washington, Feb. 21.

--Senate--Mr. Bragg presented his credentials, as successor of Senator Clingman, from the State of North Carolina for the next term.

Mr. Hale's resolution for the discontinuance of the postal service in the seceded States was taken up.

Mr. Hunter said if these States were within the Union the Government had no power to deprive them of the right, under the Constitution, of mail facilities. He disliked the word insurrection — it looked to coercion, and was the first step to war and all its horrors. If a reconstruction could not be made, the best step was to have a peaceable separation. If that was understood to-day, commerce and trade would resume its regular channels, and the country would again be prosperous.

Mr. Doolittle said this was not a coercive measure, but was one of peace.

Mr. Hunter was glad to learn that the Senator from Wisconsin did not vote for this bill as a coercive measure. He hoped no party would commit itself to coercion; but, if such was not the intention, he saw no need of the bill.

Mr. Fegenden defended the policy of the bill.

Mr. Douglas thought the measure one of peace, and believed the offensive terms should be stricken out. He thought there were as many disunionists on the Northern side as on the Southern side of the Chamber. He believed there was a plot to break up the Union under the pretence of preserving it.

Mr. Wade advocated the bill. He hoped its friends would not kill it by talking about it.

Mr. Green opposed the bill.

At the hour of one o'clock the Senate went into secret session.

The Senate in Executive session confirmed a large number of minor appointments in the army and navy, postmasters, &c.

House.--The expenditures of the War Department for last year were laid before the House.

A motion was made and agreed to that when the House adjourns it will adjourn till Saturday.

Mr. Davis, from the Select Committee, reported a resolution involving the censure of the Secretary of the Navy, for accepting the resignations of the officers from the seceded States.

Mr. Branch made a minority report.

John Cochrane dissented from the majority report.

Mr. Stanton's Force bill was then taken up.

Mr. Bocock concluded his speech, commenced yesterday. He predicted that if the bill passed, the border slave States would, within sixty days, join the South. He denounced and execrated the bill.

Mr. Howard responded in favor of the bill.

Further consideration of the bill was postponed till Monday.

The report of the Committee of Thirty-Three was taken up.

Mr. Barnett made a speech against the Republicans, but protested against secession.

The Washington and Oregon Territorial war debt bill was discussed. During the debate on the Oregon and Washington Territorial war debt bill, Mr. Haskin proposed to leave the settlement of accounts to Gens. Scott and Wool.

Mr. Pryor objected, saying that Gen. Wool proposed to carry the fire and sword into the South, and Gen. Scott had inaugurated a military despotism in Washington, and in-tended to invade even his native State; but he could not be like Cariolanus, having the mothers and daughters of the Common wealth to meet him with tears entreating him to stay his hand — they would meet him as true Virginians should.

--The proposition to be voted on in the Peace Congress to-morrow is substantially the Border States resolutions. The friends of the measure say there are unmistakable signs that it will be supported as stated in another dispatch.

Capt. Tatnall's resignation has been accepted by the Secretary of the Navy. He is a citizen of the State of Georgia.

A general holiday will be observed here to-morrow. All the Departments will be closed, and a Federal and local parade will come off.

The Southern Congress. Montgomery, Ala., Feb. 21.

--Mr. Cobb offered a resolution that the Committee on Finance be instructed to inquire into the expediency of laying an export duty on cotton shipped to foreign ports from the Confederate States. Adopted.

The President transmitted to Congress the nomination of Mr. Toombs as Secretary of State, which was confirmed. The nominations of Col. Memminger as Secretary of the Treasury, and L. Pope Walker as Secretary of War, were also sent in and confirmed.

The Peace Congress. Washington, Feb. 21.

--The Commissioners from Illinois, Pennsylvania, Ohio, New Jersey, Rhode Island, and all from the Border slave States, with the exception, perhaps, of one or two from Virginia, will vote to-morrow for the Border States proposition.

Refusal of the Senate to confirm the Nomi-nation of Judge Black. Washington, Feb. 21.

--The Senate, in Executive session. to-day, refused to confirm the nomination of Judge Black as one of the Justices in the Supreme Court of the United States, in place of Judge P. V. Daniel, deceased.

Beef.--Sales this week at $3@4.25 for good to prime cattle. A very few bought at the latter price. Market well supplied.

Sheep.--We quote sales at $2.50 to $3 per head for ordinary sheep, and $4.50 to $5 per cwt. gross for the best quality.

Hogs.--Sales of corn-fed at $8@8.50 per cwt.; distillery-fed $7.50@8.

Teems.--Patients per week, $5, less than a week, $1 per diem; but the aggregate shall not exceed the charge for a full week. Patients attending the daily examinations (not fit subjects for Hospital Confinement,) charged the regular fee adopted by the profession at large.
