Richmond Dispatch Friday morning...........Feb. 1, 1861. Another Abolition stronghold broken up.

Syracuse, N. Y., the stronghold of abolitionism, has turned upon the fanatics at last.-- On Tuesday last a Convention was to have been held there, of which Mrs. Susan B. Anthony was to have been the presiding genius. The people, however, determined that it should not be held. A dispatch says:

Before two o'clock, the hour appointed for opening the Convention in Convention Hall, several hundred of the most influential inhabitants of Syracuse made their appearance in front of the building, and from all the streets and avenues of the city laboring men, lawyers, mechanics, merchants, and representatives of all classes of the community, were seen wending their way to the place of meeting. A number of the smaller dealers closed their places of business to take part in the proceedings, and all were inspired with a determination that this central city, which had been disgraced by the Jerry rescue, and celebrated for its abolition fanaticism, should not to-day be again disgraced. The watch word of the crowd was, "Syracuse must redeem its reputation."

The hall rapidly filled up, and several hundred persons were not able to obtain admission. The crowd within was almost suffocating, and not an inch of room was left unoccupied. At a quarter past two, on motion of Ezra Douner, D. A. Orcutt, Esq., was unanimously chosen Chairman, and James Isdell and Edwin Pierson were appointed to conduct him to his seat.

Mr. Orcutt ascended the platform amid vociferous cheering, and when order was restored made an effective speech. He alluded to the fact that Syracuse had been trampled upon for years by abolitionists, and he was happy to see the people now rise in their might to crush out treason in their midst, and manifest a disposition to save the Central City from further disgrace. He trusted that the Union might yet be preserved, and that his Southern brethren would receive these conservative demonstrations as the olive branches from the North, and be willing to restore the loved and lost in the bright galaxy of States.

Mr. Orcutt's remarks were received with the wildest enthusiasm by the dense crowd of people before him.

At this juncture, Rev. Samuel J. May, Rev. M. E. Strieby, Susan B. Anthony, and several other leading abolitionists, appeared in front of the platform, and each of the masculine agitators in turn attempted to be heard.

Mr. May commenced with: Mr. President, a Convention was called to assemble in this hall by--

Storms of hisses and applause broke out all over the house.

Mr. May.--I arose--

Cries of "Put him out," "We want no abolitionists here," followed with hisses, clapping of hands, and the greatest excitement.

Mr. May attempted again to speak, but was received with such overwhelming and continued bursts of applause, with shouts of "louder," "hear," and a call for the "Star Spangled Banner," that his voice was drowned, and he at length subsided.

Rev. Mr. Strieby next attempted to address the Convention, but with no better success than his predecessor.

Russell R. Lowell said that Mr. Strieby desired to say a few words, but was answered with "No, no, no; abolitionists are played out in this city."

Mr. Strieby continued --Is this freedom of--? (Voices and hisses, with cries of "Put the nigger out.")

Two sets of resolutions were introduced, and among them the following:

Whereas, Our glorious Confederacy is crumbling to pieces, and civil war is staring us in the face, and the chief cause thereof has emanated from unscrupulous abolitionists at the North, who for years past have been preaching treason against the United States Government, and malignantly denouncing the constitutional institutions of the South, and branding our Southern brethren as pirates, instead of cultivating with them friendship and brotherly love: and, whereas, Syracuse has long been the rendezvous of Jerry-rescue traitors, headed by Fred. Douglass, and the depot of underground railroad, marshalled by negro Conguen; and whereas, our city has often been disgraced by treasonable meetings, instituted by these dangerous men and their followers, in which meetings plots have been formed for sowing the seeds of abolitionism and disunionism abroad, which, in common with the action of other abolition meetings held at the North, gave rise to the bloody raid at Harper's Ferry; and whereas, it is the duty of all good citizens of these United States, without distinction of party, to cultivate amicable feelings with and amongst each other, rather than to promote discord and to excite hatred, and believing at this particular juncture of national affairs it is unwise, unjust, and unpatriotic to agitate the question of the abolition of involuntary servitude, and while we are not for abridging the constitutional right of freedom of speech, but on the contrary desire it, and wishing hereby to give, by freedom of speech and of the press, an expression of the sentiments of a large majority of the citizens of the city: Therefore, be it.

Resolved, That it is the almost universally expressed sentiment of this community that they will not in any way assist, abet, or encourage, the attempts of a few persons in our midst to strip up strife between the Northern and Southern portion of our common country, and that they will frown upon, discourage, and by all proper means resist, their attempts to override, annul and evade any portion of the provisions of the Constitution and the laws.

Resolved, That we brand all such persons as fanatical rebels, disloyal to the American flag, the Constitution, the Union and the laws, and we believe them unworthy of a country which cherishes and reveres the memory of Washington, Jefferson, Jackson, Webster and Clay, and they should not be allowed to hold insurrectionary meetings in our midst.

Resolved, That we hereby tender and accord to our Southern brethren all their constitutional rights, both in the States and in the Territories.

Resolved, That in memory of the past, we will use our best endeavors and all honorable means of securing happiness and prosperity for ourselves and our posterity, and firmly believing in the capabilities of man for self-government, we hope that the sunshine will soon, in undimmed splendor, break through the clouds that now hang darkly over us, and that our national flag, enveloping in its capacious folds the Palmetto and all other State flags, for protection, will be greeted with applause in all portions of the Union, and that that beautiful national air, the "Star Spangled Banner," will again and again be sung by a joyful and happy people, with emotions of pride and pleasure, from every hill top and savannah, from every mountain, plain and valley of our beloved country.

Mr. Strieby attempted to speak to the resolutions, but the uproar was so great that he could not be heard.

A motion to adopt the resolutions was then put, and carried by acclamation without a dissenting voice, and with repeated cheers.

Patriotic speeches were made by B. Davis Noxon and others.

Moses E. Hart came forward, and spoke briefly, claiming to be a Republican, but in favor of preserving the Union. He said the Abolitionists had long held sway in Syracuse, but their race was run.

Wm. W. Green made a patriotic speech, nearly two hours in length, during which a negro charged him with lying, and the negro was quietly passed through an aperture in the wall into the street.

At seven o'clock this evening an immense concourse of people assembled in front of Convention Hall; but after being assured by the owner of the building that no attempt to hold a session of the Abolition Convention during the evening and that the hall would not be opened, the crowd adjourned to eight o'clock to-morrow morning, and quietly dispersed.

Syracuse, Jan. 30. --The Anti- Slavery Convention met here this morning in Convention Hall. The Rev. M. E. Strieby, of this city, Chairman of the Committee on Resolutions, reported.

At first the attendance was small, but gradually the disorganizers gathered until the hall was filled.

A Mr. Powell attempted to speak, and through the efforts of the police he was heard for some time; but about noon the mob put him down, and got forward one of their number named Luke McKinney, who mounted the platform and harangued, the crowd. A tremendous confusion ensued, and during a brief lull of the tempest Mr. Powell resumed his speech, and after a few remarks the antislavery men claimed that they had carried their point in declaring their sentiments, after which the Convention adjourned sine die.

The mob, not knowing what was done, made a violent assault upon the police, throwing rotten eggs, and in one or two cases exchanging blows; but the house was soon cleared without a serious collision. It is probable that some arrests will be made.

Real Insanity on the stage.

--A Boston actor has been gradually getting insane. Night after night he acted, until his imagination's lethargy so increased that it was even necessary to have an "extra" dressed for the same part, stationed in the "wings," ready at any moment to assume the role. All action was based upon a desire to keep from Mr. Whitman a knowledge of his condition. At length, however, all precautions were useless, and even in his stage costume were his friends compelled to remove him to the asylum for the insane. The whisperings of the "little people" had probably reached his ears — the unusual watching of his movements by these not overstocked with discretion, had undoubtedly given impotus to the smouldering flame within him — and the climax was only reached after the kindest attentions from all around him.

The National Crisis.

from Charleston--Union meeting in Michigan--Washington dispatches — movements of U. S. Troops--the Brooklyn and Fort Pickens, &c., &c.,

The State Treasurer of South Carolina acknowledges the receipt of $1,000 from James Bolan, as a gift to the State. The Charleston papers of Wednesday have the following items:

Capt. Dexter, of the schooner Louisa, from Santee to Charleston, reports having seen off Cape Romain, at 9 o'clock A. M., on Sunday, a large man-of-war screw steamer. She stood in, made Cape Romain Light-House, took her departure, and stood southwest under all sail and steam. The distance from Cape Romain to Pensacola is about 1,100 miles. The Brooklyn will probably be at Pensacola by Friday evening.

Mr. C. T. Haskell has been dispatched on a special mission to Washington, with important dispatches and instructions from Col. I. W. Hayne. Mr. Haskell, it is thought, will reach the above city to-day. Mr. Hayne will await the receipt of these before taking any final action on the subject with which he is charged.

Union and compromise meeting in Detroit, Michigan. Detroit, Mich., Jan. 30.

--A large meeting of citizens favorable to the plan of the Border State Committee assembled in the City Hall, last evening, pursuant to a call of the Mayor. The hall was densely packed and hundreds were unable to obtain admittance.

The meeting was addressed by prominent Democrats and Republicans.

Resolutions were adopted favoring the admission of the territory South of 36.30 as a State with or without slavery and all North of the line as free; the amendment of the fugitive law to prevent kidnapping; the repeal of the Personal Liberty laws; the prevention of interference by Congress with slavery in slave States, in the Southern dockyards, &c., and with the internal slave trade; proclaiming non-interference with slavery in the District of Columbia, except with the consent of the people of Virginia, Maryland and the District, and in favor of the perpetual prohibition of the African slave trade.

Three delegates were appointed to proceed to Lansing to urge the Legislature to repeal the Personal Liberty law.

Movements of United States troops.

On Tuesday afternoon one of the companies of the United States Artillery, recently arrived from Fort Leavenworth, and quartered at Fort McHenry, took its departure for Washington in a special train, which left Mount Clare at a quarter after 3 o'clock. Yesterday morning, shortly after 3 o'clock, the early train from Philadelphia brought on to this city two companies of United States Artillery, under the command of Major Elestine and Captain Allen, who were previously stationed at Fort Hamilton, New York. The companies immediately proceeded to Fort McHenry, where they are comfortably quartered.--Balt. Amer.

The Brooklyn and Fort Pickens.

Mr. Mallory's dispatch to Governor Bigler states that, if the Brooklyn is to reinforce Fort Pickens, an attack will be made upon the fort by the 1,700 State troops which are at Pensacola; that his counsel is against attack, even if the fort be reinforced, but the troops are impatient of restraint. The Government has answered to-day that the provisions on board the Brooklyn, destined for the fort, must be landed; that the soldiers will remain on board the Brooklyn, which ship, with other United States vessels, must remain in the harbor. If the fort be attacked, the Artillery companies are to be thrown into it, and a general defence against attack is to be made.

Washington dispatches.

Acting Postmaster General King has received complaints from Northern gentlemen that their letters from the South have been violated. One writes that six addressed to him by a lady in Mobile, and not on political subjects, have evidently been opened by unauthorized parties. The Department has promptly instituted an investigation.

Lieutenant Sanders, of the United States Army, will leave Washington to-day with dispatches from the War Department for Florida.

The Senate's Select Committee will report a Tariff bill on Friday. It is Mr. Morrill's bill, essentially altered. The warehousing feature is amended so as to allow goods to be in store three months instead of thirty days, before the duties are paid. They can remain six months thereafter, and when taken out for exportation the duties are refunded.

From private accounts received here the indications are that Hon. Alexander H. Stephens, of Georgia, will be pressed for the office of Provisional President in the contemplated Southern Confederacy, the object being to conciliate the conservatives of the seceded States.

The friends of the Pacific Railroad are congratulating themselves that the decided vote by which it passed the Senate secures its approval by the President. The amendments, however, have to be acted on by the House.

Quite a scene occurred yesterday between the President and General Scott upon the declination or the former to authorize orders for an increase of the military force on the occasion of the inauguration.

Later from key West. Key West, Fla., Jan. 22.

--A Spanish man-of-war arrived yesterday from Havana with the Spanish Consul, and returned in the evening. Dr. Cormick, U. S. A., has arrived from Old Point. He has joined Capt. Brannan's company.

The following list of officers are attached to Major Arnold's command: Br. Maj. L. G. Arnold, (N. J.,) 1st Lieut. H. Benson, (army,) 1st Lieut. M. M. Blunt, (N. Y.,) Surgeon Dr. McLane, (Pa.,) Capt. M. C. Meigs, (Pa.,) engineer corps, is also at Fort Jefferson.

The U. S. Marshal for this district, F. J. Moreno, Esq., has resigned his office; also, John P. Baldwin, Collector of the Port, has resigned.

A slave Enticed from her Master in Minnesota Begs her way back to Mississippi.

--Last summer, a negro servant, named Eliza Winston, the property of Colonel Chrisman, of Mississippi, was taken from her master, while temporarily sojourning near Minneapolis, for the benefit of the health of his family. The servant was induced to leave a kind and indulgent master, and an invalid mistress, by the solicitations and promises of certain notorious Abolitionists, who, soon after her rescue, threw her upon the charity of the community. A fitting commentary on this whole business we find in the Sank Rapids Era, a Republican journal, which states that "a letter had been received at St. Anthony, from Col. Chrisman, stating that Eliza Winston, rescued last summer from her master, Col. Chrisman, near Minneapolis, has begged her way back to her master in Mississippi, and is again at her old home in the South, minus everything save a very thankful heart." The Era adds: "If this report is true, of which we have no doubt, what must be now thought of those affidavits alleged to have been made by her.--Can any one now tell which Eliza prefers -- the South or the North--Slavery or Freedom? St. Paul Dem.,Jan. 20.

Preferring death to New Jersey.

--One terrible stormy night, in bleak December, a United States vessel was wrecked off the coast of Jersey, and every soul, save one, went down with the doomed craft. This one survivor, a western gentleman, seized a floating spar, and was washed toward the shore, while innumerable kind hearted tools of the Camden and Amboy Railroad stood clustered on the beach with ropes and boats. Slowly but surely the unhappy mariner drifted to land, and as he exhaustedly caught at the rope thrown to him, the kindly natives uttered an encouraging cheer. "You are saved," they shouted. "You are saved, and must show the conductor your ticket." With the sea still boiling about him, and a floating straw tickling his nose, the drowning stranger suddenly resisted the efforts to haul him ashore.--"Stop!" said he, in a faint tone. "Tell me where I am! What country is this?" And they answered "New Jersey." Scarcely had the name been uttered, when the wretched stranger let go the rope, ejaculating as he did so. "I guess I'll float a little farther." He was never seen again!

Duel.

--An affair of honor took place near the Pennsylvania and Delaware lines yesterday morning, the result of a personal difficulty which occurred at the Capitol, in this city, on Friday last. The principal parties to the affair were Dr. J. J. Jones, of New Orleans, and Mr. Wilson, of Tennessee, an officer, we learn, in the United States revenue service. The difficulty grew out of offensive remarks from Wilson to Jones concerning the Douglas party. Jones was Secretary of the Central Douglas Committee during the late campaign and a warm friend of the Judge, and resented the remark by a slap in the face. Wilson immediately sent a challenge, which was accepted, and the parties left Washington on Monday morning. They fought with pistols at ten paces, Wilson receiving a severe wound in the hip, and Dr. Jones being uninjured.

--Brevet Major General David E. Twiggs, United States Army, has been relieved, (at his own request,) from the command of the military depot of Texas, which command is devolved on Col. Carlos A. Waite, first infantry. It is said that Gen. Twiggs proposes to resign.

On motion of Mr. McKenney, it was--

Resolved, That a special committee be appointed to inquire into the expediency of reporting a bill releasing the schooner Pauline, from Newbern, N. C., from the payment of the fine imposed for an alleged violation of the inspection laws.

Messrs. McKenney, Douglass and H. W. Thomas were appointed a committee to act under the above resolution.

Bills Reported.--The following bills were reported from appropriate committees: A bill to amend the act incorporating the York River Railroad Company; a House bill to change the eastern terminus of the Sclavin's Cabin and Summersville Turnpike; a bill to increases the capital stock of the Richmond and York River Railroad Company; a bill for the relief of Sarah Shepherd; a bill appropriating a sum for the publication of the second edition of the Code; a bill authorizing the issue of registered certificates of State stock to Frank Torrey, in lieu of two lost bonds; a bill authorizing payment of a sum of money to Scott and Adams; a bill for the relief of Thos. W. Scott; a bill to incorporate the American Agency; a bill to incorporate the Hebrew Benevolent Society of Alexandria; a bill for the voluntary enslavement of Jane Horton, of Fairfax county, without compensation to the State; a bill authorizing the payment to Scott and Adams of a sum of money for work done on the Southwestern Turnpike.

Relief of Banks.--Mr. Isbell, from the Committee on Banks, to whom the House bill for the relief of the Banks of the Commonwealth was committed yesterday, reported the bill with an amendment.

Resolutions of Inquiry.--The following resolutions of inquiry were adopted and appropriately referred: By Mr. Newman, of relieving the securities of Joshua H. Staats, dec'd, late Sheriff of Jackson county; by Mr French, of incorporating a Joint Stock Company to build a bridge across Walker's Creek, near Staffordsville; by Mr. Pate, of giving the securities of Ro. Chambers until 1st May, 1861, to pay the balance due the State; by Mr. French, of changing the times of holding the Courts in the 13th, 16th and 17th Circuits.

Executions Stayed.--The bill staying the proceedings on executions, trust deeds, and other demands, in cases of refusal to receive Bank notes, was taken up on its passage.

The bill was discussed by Messrs. Day, Coghill, Christian, Thomas of Henry, and finally passed by the following vote:

The bill authorizing the pardon of the slave Tom, and to restore him to his owner, was also passed.

The Senate then proceeded to the execution of the order of the day, the bill to amend the charter of the Winchester and Potomac Railroad.

Mr. Carson, of Frederick, addressed the Senate in favor of the bill.

Mr. Wickham moved to indefinitely postpone its further consideration, and upon this question the ayes and noes were demanded.

Mr. Isbell then took the floor and argued in support of the proposition. When Mr. Isbell had concluded his remarks.

On motion of Mr. Dickinson, the Senate adjourned.

House of delegates. Thursday, Jan. 31, 1861.

The House was called to order at 12 o'clock M., by the Speaker and opened with prayer by Rev. M. D. Hoge, of the Presbyterian Church.

Senate Bills Passed.--The House took up and passed the following Senate bills: Providing more efficient police regulations at the poor-houses of this Commonwealth; incorporating the Hughes' Creek Oil and Coal Company; incorporating the Ambler Oil and Coal Company; incorporating the Fayette Oil and Coal Company; authorizing the Virginia Central Railroad to construct a branch of their road to Lexington, in Rockbridge county, by subscription of parties interested, to the amount of half million of dollars, in sums of $100 each.

Adverse Report.--The Committee on Military Affairs reported adversely to the petition of the Scottsville Home Guard, asking for arms.

Petitions.--Mr. Montgomery presented a petition for a new county out of parts of Monroe, Greenbrier and Fayette — referred to the Committee on Propositions and Grievances; Mr. Robertson, of R., presented the petition of J. H. Pecor, Benj. Bragg, and others, members of the "Metropolitan Guard," asking to be exempted from military duty, except in defence of Richmond and its vicinity — referred to the Committee on Military Affairs; Mr. Carpenter presented the petition of R. F. & D. G. Bibb & Co., praying that the State will receive as payment for the hire of convicts the bonds of the State at par — referred to the Finance Committee.

Resolutions of Inquiry into Expediency.--By Mr. Lucas, of incorporating a company to construct a bridge across Walker's Creek, near Staffordsville, in Giles county; by Mr. Booker, of refunding to A. W. Deshazer a portion of license tax improperly paid by him; by Mr. Pritchard, of granting a charter for the construction of a Turnpike Road from the mouth of Flat Run, in Marion county, to Burton, in Wetzel county; by Mr. Walker, of allowing the Militia fines in the county of Rockingham, after defraying the expenses of the Militia in that county, to be appropriated for the benefit of the Volunteer Regiment of that county; by Mr. Richardson, of incorporating the Wheeling Gymnasium Association; by Mr. Seddon, of refunding license tax paid by Harry Purkins; by Mr. Myers, of giving Justices of the Peace jurisdiction in the cases of garnished summons; by Mr. Boreman, of requiring the Clerk to prepare weekly a calendar of House proceedings; by Mr. Miller, of amending chapter 61 of the new Code, with regard to the transfer of turnpikes heretofore transferred under the provisions of the same laws as turnpikes transferred hereafter; by Mr. Grattan; of creating a Board of Examination of candidates for the place of Surgeon of the regiments of militia; by Mr. McKenzie, of providing by law proper penalties for the transmission of false intelligence by telegraph; by Mr. Kean, of repealing the 9th section chapter 144 of the Code of Virginia; by Mr. J. Gilmer, of so amending the existing law prescribing the time within which writs of fieri facias and other final process shall be returned, as to increase that time; by Mr. Bisbie, of raising the pay of members of the General Assembly to six dollars per day.

Bills Reported.--The following bills were reported from committees: To take the sense of the voters of Elizabeth City county on the repeal of the act passed March 15th, 1858, authorizing a payment out of the funds of the Hampton Academy to certain persons therein named, for a claim against said Academy; for the payment of a sum of money to James W. Jones, Jailor of Frederick county; for the better government of the town of Danville; incorporating the Newport and Gap Mills Turnpike Company; amending the 1st section of an act passed March 5th, 1856, entitled an act to incorporate the Glen Section Turnpike Company, in the county of Marshall; incorporating a company to repair and Macadamize the Beverley and Morgantown road; amending an act incorporating the Virginia Life Insurance Company; Senate bill authorizing the Board of Public Works to confirm the sale of the Marysville Plank-Road to the county of Charlotte.

The State Banks.--The Speaker laid before the House a message from the Governor in reference to the specie circulation of the different State Banks, and the amount of the same, required to be contributed by each of said Banks in order to pay the interest on the public debt due in July, and at other times hereafter. The communication of the Governor contained his reflections in respect to the refusal of certain Banks to contribute rateably in specie sufficient to meet the engagements of the Commonwealth on the 1st day of January, 1861, and suggested, for the consideration of the General Assembly, certain modifications in the banking law, necessary, in his opinion, to meet the requirements of the times.

The reading of the message was the cause of an extended discussion for and against the propositions contained therein. Finally, a motion prevailed that is be laid on the table, printed, and referred to the appropriate committee.

Scene in the London parks.

--The Serpentine presented an extra ordinary scene on Tuesday night, and it is estimated that there were upwards of 200,000 persons in Hyde Park. It was anticipated that a large number of the Volunteer Rifles would have visited the Serpentine, but it is understood that some communication was made to the headquarters of the several corps by the authorities, requesting that such a demonstration should not take place, and, in consequence, the numbers were greatly limited. The drive along the Serpentine was, for two hours, completely blocked with carriages of the nobility and gentry, and along the banks masses of persons were congregated. From the bridge down to the extreme end of the river was one continuous blaze, there being upwards of 50,000 skaters and sliders, nearly all of whom carried lighted torches and performed their evolutions by their light. The centre, as well as near the banks of the river, was lined by several hundred tents, consisting of skating booths, refreshment pavilions, &c. Several displays of fire-works took place upon the ice, and blue, green, and red fires were ignited, which produced an extraordinary effect. Shortly after nine o'clock a large number of tents were lighted up with variegated oil lamps and festoons of Chinese lanterns, and further displays of fire-works took place. The festivities were carried on with the utmost vigor for several hours, but at ten o'clock a large number of persons retired. Several thousands, however, remained upon the ice until a much later period. A young man and young woman fell through the ice, and when rescued were in a state of great exhaustion. The other parks were very much crowded, and there were a few accidents, but nothing of a serious nature occurred.

Distinguished Mechanics.

--One of the best editors the Westminster Review could ever boast of, and one of the most brilliant writers of the passing hour, was an Aberdeen cooper. One of the editors of the London Daily Journal was an Elgin baker; perhaps one of the best reporters of the London Times was an Edinburg weaver; the editor of the Witness was Hugh Miller, a stone mason. One of the ablest ministers in London was a Dundee blacksmith, and another was a Banff watchmaker. The late Dr. Milne, of China, was a Rhyne herd boy. The principal of the London Missionary Society's College at Hong Kong was a Huntley saddler; and one of the best missionaries that ever went to India was a Keith tailor. The leading machinist on the London and Birmingham Railway was a Glasgow mechanic, and perhaps the very richest iron founder in England was a Moray working man. Sir Jas. Clark, her Majesty's physician, was a Banff druggist. Joseph Hume was a sailor first, and then a laborer at a mortar and pestle in Montrose. These men, however, spent their leisure hours in acquiring useful knowledge.

The bride of Abbotsford.

--Mr. Hope Scott, the present proprietor of Abbotsford, was married on the 7th instant to Lady Victoria Howard, the daughter of the Duke of Norfolk, according to the Roman Catholic form. Our lady readers will be interested to learn that there were six bridesmaids, being the five sisters of the bride, Lady Minna Charlotte, Lady Mary Adeliza, Lady Etheldreda, Lady Phillipa and Lady Ann Howard, with the youthful daughter of the bridegroom; and that they were dressed in pale blue glace silk dresses, with white cashmere mantles, and white chip bonnets plainly trimmed with white ribbons.

Law suit between horse Tamers.

--An action for $100,000 damages has been commenced in the Supreme Court in New York, by Denton Offutt, of New Orleans, against John S. Rarey, the famous horse tamer, for an alleged violation of a contract. Mr. Offutt claims that he is the originator of this system of horse taming, and that in the year 1850 he taught it to Rarey, who bound himself in the penalty of $50 in each case in which he should impart the secret to any other person; that he gave Rarey a book of the system, which he (Rarey) has since republished, and has further violated the contract by imparting the secret of the system to divers persons in Europe and the United States.

Duration of Life.

--By calculation, it is shown that of 1,000 individuals, 23 die in their birth, 277 from teething, convulsions and worms, 7 in measles, 2 women in child birth, 195 of consumption, asthma and other chronic complaints, 250 of fever, 12 of apoplexy, and 41 of dropsy. Or, in another point of view, of 1,000 persons, 200 die within the first year , 80 in the second, 40 in the third, and 24 in the fourth; and within the first eight years of life, 445, or almost one- half of the number, are cut off by premature death.

Personal Rencontre.

--W. W. Holden, of the Raleigh (N. C.) Standard, assaulted John Spelman, of the State Journal, in that city, Wednesday, in front of the Yarborough Hotel. Mr. Holden inflicted several severe wounds with a cane, when Mr. Spelman drew a pistol and fired three times at his assailant, but did no damage. The parties were then separated by the interference of friends. The cause of the quarrel was personalities in their respective newspapers.

An American Hotel in London.

--It is stated that Young America Train, (the successful proprietor of Trainways in Europe,) in connection with Mark Lemon, [Punch,] Judge Haliburton, [Sam Slick,] and others, has got up an associated company, with a capital of $3,000,000, for the purpose of building a great "American Hotel" in London.--They have got possession of three acres of ground in the Strand, and are going ahead like "bricks."

An Army of Observation.

--The Chicago Democrat says that a movement is on foot to call a monster Republican Convention of 100,000 men, to be held at Cincinnati on the 2d of March. The delegates of this Convention are expected to be armed and equipped for any necessary service, and will hold themselves in readiness to go to Washington city on the 4th of March, or in any other direction where Generals Scott and Wool may order them to move.

Letters of marque and reprisal.

--The Mobile Mercury is informed that, in case any act of coercion is attempted against any Southern State, the Governors of all the seceding States will be prepared to grant letters of marque and reprisal to armed and manned ships, brigs, steamers, &c., as privateers, to wage war against the United States flag in every sea.--The source of the Mercury's information is not given.

Prohibiting the sale of arms to seceding States.

--A bill was introduced in the New Jersey State Senate, Wednesday, punishing as felony the sale or delivery of arms or munitions of war to any of the seceding States, and authorizing the seizure of the same. The offence is made punishable by imprisonment for seven years, and the offender to be deprived of citizenship.

Good Joke.

--The city authorities of Marysville, California, recently passed an ordinance for the removal of outside stairs in that city. While the Councils were in session a few days after, the stairs leading to the Council Chamber were removed, and the dignified members of that body, according to the Herald, were compelled to "shin" down the posts of the building.

English hymns.

--A writer in "Frazer's Magazine" says there are about 5,000 hymns in the English language, whereof Watts wrote 600; Doddridge, 375; the Wesleys, 369; Cooper and Newton, about 400; Montgomery, 255, &c.: but it is doubtful if there are 200 of them that are fit to rank among the classics of the national poetry.

A monster petition.

--A petition containing over 37,000 names, in favor of what is known as the "Border State Proposition," for a settlement of the existing national difficulties, has been prepared at New York for transmission to Washington. The box containing it was about eighteen inches long, sixteen inches deep and twelve inches broad.

Sensitiveness of Commerce.

--The brig Golden Lead, which arrived at Savannah, with a cargo of coal, at $2 per ton freight, from New York, was offered $4 per ton freight to take it from there to Charleston, and refused, on account of the critical condition of affairs in that port.

Drowned.

--Edwin High, son of Mr. Geo. High, of Charleston, Kanawha, county, Va., in his 16th year, was drowned on Thursday afternoon of last week. He was in a canoe with four men. They were all thrown into the rapid current by the upsetting of the canoe, and High was drowned.

The slave trade in Alabama.

--Before the adjournment of the Alabama Convention, Mr. Yancey made a strong anti-African slave trade speech.

Local Matters. Stabbing.

--On Tuesday night last, a difficulty occurred between Orris Harrison and Miles McJordon, in a house on

, near the corporation boundary, which terminated in an encounter outside, and McJordon received a severe stab in his rear.--The flow of blood was so profuse as to cause the man to faint, but the wound is not considered dangerous. Harrison was arrested on Wednesday night, at his boarding-house in Rocketts, by watchmen Pleasants and Kelly, but the wounded man being unable to appear at Court yesterday, the Mayor postponed the investigation until Saturday. Harrison has become somewhat notorious for lawlessness since his residence here, and has already passed some time in jail.

The Dock.

--Although the appearance of things at the Dock is by no means as animating as may be desired, we are gratified to notice some little improvement, which convinces us that trade is not entirely stagnated. The bark Winifred, which lately arrived, is loading with flour for a South American market. The schooner Southerner, about to sail for New Orleans, takes out a lot of steam engines of Richmond manufacture. One of the New York packets has just come in with a miscellaneous cargo — in which we observed many articles which should be supplied by our own mechanics. A down-east vessel is discharging a cargo of Yankee ice, a luxury in warm weather which we cannot forego. A dissolution of the Union will scarcely dissolve the ice, though we should have been thankful for a freeze of the inland streams and lakes of Virginia, because that would have made her entirely independent. We noticed at the towing company's shed a number of lighters discharging salt.

Brooke avenue

--Any one who has been upon this much-used thoroughfare since the 1st of January, will agree with us that its residents have good reason to complain of municipal neglect. It is a complete bed of mud, which never "dries up" during the winter months, and when summer comes the dust is intolerable. The Council, at very small expense, could have the avenue gravelled, which is all the improvement asked for by the citizens of that neighborhood. Gravel can be obtained in abundance near the Branch, and the city carts in a few weeks might spread it the entire length of the avenue. It seems to us that the proposition ought to commend itself to the Council, and we hope some public-spirited member will introduce it at the next meeting. Its adoption would conduce to the comfort, convenience, health and safety of a portion of our citizens, who have a right to expect some legislation for their benefit.

Mr. Howe's Benefit.

--Mr. Burdett Howe, the author of the new piece which has been played with remarkable success for several nights past, takes a benefit to-night, and we bespeak for him a crowded house. Mr. Howe made his first appearance on our stage at the commencement of the present season, and at once commended himself to popular favor. We do not pay him a higher compliment than he deserves, when we say he is an actor of excellent talent and capacity. He performs his parts with fidelity, and maintains an ease and dignity on the stage which conveys to the mind of the spectator an impression that what he sees is reality. The play of the Necromancer, which possesses merits of no common order, furnishes ample evidence of his literary ability. We feel assured that the patrons of the Theatre will give Mr. Howe a cordial and substantial greeting.

Next Monday.

--As the day of election for delegates to the Convention draws near, the various candidates and their particular friends are bestirring themselves actively. The people regard it with much deeper interest than they exhibit in an ordinary political canvass, and few men will give a pledge to any one's support without cool and calm reflection. It is for this reason that sober reason has taken the place of the boisterous excitement that usually prevails in the streets on the eve of an election. Everybody knows that on its result depends the decision of a momentous question, which affects not the present alone, but all succeeding generations.

A Worthless Flower.

--An individual bearing the charming cognomen of Robert Flower, was taken into custody yesterday by officer Seal, on a charge of stealing a coat from a negro. It is strongly suspected that Bob is the author of some other roguish transactions, of which the police have lately been on the scent — though we cannot say that it was through the agency of their olfactories that this crushed fragment of a bouquet yesterday came to be incarcerated.

Sent to the Penitentiary.

--In the case of John Mescoe, convicted before Judge Lyons and sentenced to the penitentiary for receiving stolen goods from a negro, an appeal was taken, and the execution of sentence suspended in consequence. The Court of Appeals have refused to reverse judgment, and the prisoner was taken to the penitentiary on Wednesday, to remain two years.

Tobacco Exchange.

--The business men of Richmond seem to be much pleased with the new Tobacco Exchange. The only objection to it, that we can perceive, is the arrangement overhead, which produces a singular effect upon the acoustic properties of the hall, and renders the salesman's voice almost inaudible at a little distance. This, we suppose, might be easily remedied.

Dredging.

--The steam dredging machine of the James River and Kanawha Company is at work at the mouth of the ship-lock, in this city, removing the deposits of mud that have accumulated in the bed of the river at that point. The ingress and egress of large vessels will thus be greatly facilitated.

Bursting of a pipe.

--A water pipe; near the bridge beyond the city jail, burst yesterday morning, but the damage was subsequently repaired. The water in these pipes is now supplied from twenty-four inch mains, and the pressure from above is so great that an occasional burst is unavoidable.

The State Convention, to meet in this city on the 13th inst., will probably hold its sessions in the hall of the Mechanics' Institute. The location is not only central, but the hall is a large one, and the various ante-rooms are admirably arranged for the meeting of committees.

Disturbance in the market.

--John Cummings and Patrick Dunn, charged with exhibiting bellicose propensities, and using profane language in the First Market, were each fined $2.50, and held to bail to keep the peace, by the Mayor.

Fatal result.

--Mrs. Whittaker, who was terribly burned while locked up in her room, on

, below 22d, on Tuesday last, died yesterday in consequence. The sufferings of the poor creature were so agonizing that death came to her as a relief.

The Funeral of Mr. Richard H. Whitlock took place yesterday, and a large number of citizens attended to attest their respect for his memory. The remains were interred at Hollywood.

Larceny.

--A free negro named William Pitman was condemned to twenty stripes yesterday, by the Mayor, for stealing a quantity of dry goods from another negro.

Friday morning...Feb. 1, 1861 Early apprehensions of dissolution.

The fathers of the Republic seemed to have had a very plain perception of the probable disruption of the Union by reason of its magnitude. It has been a favorite theory of our later times, that wide extension and great diversity of interests tended to strengthen rather than weaken the federal bond. This would undoubtedly have been the effect in fact, but for the persistent efforts of Northern agitators to place the Southern section under the law of public opinion. A long, systematic effort has been made to degrade one-half the Union in the eyes of the other, and of mankind. The spirit of mutual hatred and animosity has been planted in the hearts of the two sections, and we have at length realized all the fears of the founders of the Confederacy. However strong and compact the Union might have been rendered by expansion, if fraternal sentiments had continued to pervade the people, it is plain that expansion has hastened and ensured the dissolution of a divided and alienated Confederacy. The necessity of union for self-protection which originally consolidated the Colonies and the infant States together, has passed away; each section of the Confederacy is strong enough to defend itself against a world in arms; hatred and hostility have rendered association odious, and dissolution results.

From a painful and ever-present fear of dissolution, from rapid growth in national prosperity and greatness, Washington wrote his Farewell Address, warning against what constantly loomed up with gloomy portent in his imagination — sectional alienation and geographical parties. It never occurred to him that a free people would brook an administration of the Federal Government by sectional organizations. He seemed to consider that the success of a geographical party in seizing the powers of government, would of itself be a dissolution of the Union; and thus, that very Farewell Address of his speaks trumpet tongued the duty of the South in the present emergency. Jefferson entertained as lively a fear of dissolution from the same cause, declaring that the introduction of the slavery question into Congress "fell upon his ear like a fire bell in the night." He regarded the introduction of the subject there as lighting the flames of a conflagration which must consume the whole fabric. So far from having extinguished the flame, what has Congress not done to feed and magnify it?--He saw that the edifice of Union must disappear; for he felt that the South was too spirited to brook an assault upon her domestic institutions. These very fears of Jefferson become now a lesson of duty to the South; for, if we submit to what he thought our manly instincts would rebel against, we are not the people he esteemed us to be. Henry Clay, as well as his great compeers of '37 and '50, was equally emphatic in his deprecation of the slavery agitation, as a lover of disunion. His most thrilling outbursts of patriotic eloquence were drawn forth by the lively apprehensions of disunion, which he entertained from this cause. His estimate of Southern spirit was the same as that of Washington and Jefferson. He predicted inevitable dissolution from the agitation, if it was not brought to an end in 1850. It has gone on till 1861; and the six seceding Gulf States have but accepted the recourse indicated by Mr. Clay. The departed fathers of the country look down from their present exalted abodes upon these seceding States, doubtless with regret, but without one word of reproach; and every word they ever uttered in deprecation of sectional warfare, and in prediction of dissolution, is a word of burning shame to the States that linger and debate, and vex the spirit of their people by leaving undecided the question of which side they will join.

There is no alternative for secession on the part of all the Southern States, short of a popular declaration in good faith from the North that they hate us no longer and will agitate against our domestic institutions no more. No scheme of compromise that does not virtually convey this language from the Northern masses to the Southern people will be worth the paper it is written on. If the Union can be preserved by an empty abracadabra of words, which shall leave all the present bad blood festering in the bosoms of the sections, and the angry agitation now rife widening and still widening the present gaping chasm of popular alienation, then Washington, Jefferson and Clay were indifferent judges of human character, and the Southern people fitter material for vassalage and serfdom than they esteemed them to be.

Lincoln's pomp and Parade.

The incoming Administration is to be inaugurated with a pomp in an inverse ratio from the justification of the circumstances which surround it. We note below some of the items in the programme.

At the suggestion of Major General Scott, the President has deputed Col. Sumner and Maj. Hunt, of the Army, to escort the new President and Commander-in-Chief of the Army to Washington. (We learn that Col. Sumner is a cousin of Charles Sumner, and both he and Major Hunt are Black Republicans.) This is altogether unprecedented, and were it at all appropriate that the Executive should depute a committee for any such purpose, in obedience to the spirit of our Constitution, which proclaims the civil superior to the military power, civilians, and not military men, should have been selected for the duty. But poor old General Scott seems determined that there shall be no lack of "fuss and feathers" on the approaching inauguration. Macbeth said of his wife, that "she should have died hereafter." For the sake of the American hero's reputation, he should have died heretofore!

The papers have teemed with the note of preparation of a warlike character in Washington for the defence of the public property from some apprehended attack, as well as to assist in the Inauguration of the President, there being some vague ideas entertained, or professed to be entertained, of a purpose to obstruct that ceremony. These flimsy pretexts are filling the Federal city with soldiers, and the array on the day of the National humiliation will be as grand and sonorous as martial display and martial sounds can make it. This is to give the event simply a warlike significance!

The day is to wind up with a grand ball, in which it is complacently said that there will be a dance of "all-hands around," i. e., of all the States. If there be not a great many links of the grand chain absent, it will be because there are mercenary impostors present who have no right to represent them. Though some may be found to glory in the shame and humiliation of their people, we can at least refer with pride to the seceded States. There will be none from those States to honor the man whose elevation has brought humiliation and calamity on the nation.

The President elect denies the recent Canard

Opportunely for the Virginia Elections, there came out recently among other things, a telegraph stating that the President elect had written to Republican Congressmen, recommending conciliatory measures. This hopeful announcement is thus settled by the Lincoln organ at Springfield (too late to reach the country in this State before Monday):

Springfield. Ill., Jan. 29. --This morning's Journal contains an authoritative contradiction of a Washington dispatch to the press, stating that Mr. Lincoln had written to his Congressional friends recommending conciliatory measures. It says the country may rest assured that in Abraham Lincoln they have a Republican President--one who will give them a Republican administration. Mr. Lincoln is not committed to the Border State Compromise, nor to any other. He stands immovably on the Chicago platform, and he will neither acquiesce in, nor counsel his friends to acquiesce in, any compromise that surrenders one lots of it.

More troops

The old Fort Washington, commanding the Potomac and frowning on the Virginia shore, has been garrisoned by two companies of heavy Artillery from Fortress Monroe. The movement is said to have been "effected so quietly and skillfully that even the persons who reside in the immediate vicinity were not aware of it." Is Virginia, indeed, suspected? Or may we not ask if Virginia herself does not "begin to suspect something."

The James River and Kanawha improvement

The momentous subjects which have been before the Legislature since the commencement of the extra session, seem to have over-ridden and thrown into comparative obscurity that for which it was originally convened.--Yet it would be easy, we think, to demonstrate that none of those to which exclusive attention has been given are either more important in themselves, or likely to exercise a more permanent influence upon the future of this State, whether she remain a member of the Confederacy or go out of it. Let her future political condition be what it may, it cannot add to or detract from that influence. It will be the same, whether she be a member of a Southern Confederacy, whether she be a member of a Border State Confederacy, whether she resolve to stand by herself, or whether she remain as she is at present. The great James River and Kanawha improvement is one of those schemes which cannot be affected by the circumstance of political connection, which is good for all time, and which will be equally good for all governments.

Let us suppose that the State of Virginia has determined to leave the Union. It is of the highest importance that she should make all proper preparation for such a contingency-- that she should lay deep the foundations upon which her future greatness is to be built — that she should make preparation for maintaining in a new political system, the authority and the influence which she has exercised in the old. This she can only do by securing as large an amount of prosperity as it may be possible to secure. Now, we believe it is an economical axiom, that a broad, deep well regulated canal connecting the waters of the Chesapeake with the waters of the Ohio, at a point so far South as not to be incommoded, or to be incommoded but little, by the freezes of winter, must inevitably secure the largest amount of Western trade. Of what value that trade is, it is not necessary to speak in this place. --In forty years it has added 800,000 to the population of New York. It has made that city the wonder of the world. All that we read of Tyre in ancient times, and of Venice in modern, has been surpassed by this wonderful city. Tyre and Venice were the growth of ages. New York is the growth of forty years. Thirty-six years ago the water was let into the great Erie Canal. Thirty-six years ago New York had but 150,000 inhabitants — to-day she has 900,000. That this enormous increase of population has been owing to the great Erie Canal, there is so little doubt that we never hear it disputed. At the same time that this western trade has made New York what it is, it has kept Philadelphia steady in the march of progress, and but a few paces in the rear of her sister city. In the meantime Baltimore, having the advantages of neither, has grown into a mighty city through the same influence. She is larger than Philadelphia would be, fully as large as New York would be, had neither possessed any more means of reaching the Great West than they possessed fifty years ago. She is almost at the head of the Chesapeake Bay. She is far surpassed by her neighbor Annapolis, in the advantage of port. She can only reach the great West by means of a railroad. The cheap conveyance by water has been denied to her by the peculiarity of her situation. Yet she numbers three or four hundred thousand now, against fifty or sixty thousand in 1830. These, however, are but a few of the marvels which the trade of the great West has wrought. It has built hundreds of magnificent cities all over the face of the western country. It has converted the country wherever it has passed into a garden. It has made the wilderness subside, and the desert to blossom like the rose.

What the trade of Ophir and Tarshish was to Tyre, what the trade of the East was to Venice, what the trade of India was to England, the trade of the great West is to Virginia. Tyre, Venice and England grew into mighty empires. A mighty empire is destined to grow out of that State which can obtain and secure the largest portion of the trade of the great West. Virginia has it in her power to obtain this trade — the greater part of it — perhaps the whole. She has unrivalled advantages to begin with. Her seaports are numerous and of the first order. Her climate is delightful. Her waters never continue frozen more than a few weeks during the year. In this respect she has the advantage over all her Northern rivals. New York has now a power which is hard to be overcome. She has the population, and she has the capital. She was first in the field. The course of trade is in her favor. But it must be recollected that she had not these advantages in the outset.--She created the trade, and the trade brought the capital and the population. Let us keep her example constantly in view. Let us recollect that we have great advantages over her, and let us improve them to the utmost. Thus only can Virginia become what nature seems to have designed her to be — a great self-existent empire.

The Federal espionage in Virginia

There was a mistake in the date of Mr. Superintendent Kennedy's inquisitorial letter to the Assistant Marshal of one of the Districts in South-Side Virginia, as printed by us yesterday. To correct this, and to do justice also to the conclusion, which is much more cordial than as already printed, we republish the interesting missive:

"Census office, Departmentof the Interior, Washington, January 23d, 1861. "Dear Sir:

Will you have the kindness to inform me, without any delay, regarding the opinion of the people in your sub-division, respecting secession, and what character of delegates you will send to the State Convention.

"I will reciprocate the favor when occasion permits.

Cordially, your friend, "Jos. C. G. Kennedy. "To -- Asst. Marshal."

This very cordial letter, to a young Virginian whom the Superintendent had never seen, is a sample of very many that we have heard of, addressed to other Assistant Marshals in the State. Mr. Kennedy is the cordial friend of them all. This affectionate style is employed to tickle the young census-takers and induce a more ready sliding into the confidence and purposes of the spy at the headquarters of the department to which they are attached.

This proceeding, in advance of the elections, had its purpose. It was to take the measure of Virginia's foot as early as possible, with a view to some prompt movement to fit it. How far, in after times, should we remain in the Government under a sectional party suspecting our fidelity, the Government office-holders in this State may consent to aid a system of espionage upon our people, we are of opinion that in the present instance Mr. Superintendent Kennedy has gained very little information from the Assistant Marshals!

Mr. Lincoln has accepted the invitation of the Legislature to visit Indianapolis on the 12th of February.

The Senate, yesterday, ordered Gov. Letcher's message concerning the Banks to be printed, and appointed a special committee to inquire into the expediency of reporting a bill exempting schr. Pauline, of Newbern, N.C., from the penalty of violating the inspection law. Bills were reported for amending the charter and increasing the capital stock of the York River Railroad Company; for incorporating the American Agency; and for the relief of the banks. A bill was passed for staying proceedings on executions, trust deeds, and other demands, in cases of refusal to receive Bank notes. The bill amending the charter of the Winchester and Potomac Railroad was debated.

The House passed several Senate bills, among them one authorizing the Central Railroad to construct a branch. The Metropolitan Guard, (military company of Richmond,) petitioned to be exempted from ordinary duty; and certain railroad contractors, that the State would receive its own bonds at par, in payment of hire of negro convicts from the Penitentiary. Resolutions were introduced, for giving Justices of the Peace jurisdiction in cases of garnished summons; for providing by law proper penalties for the transmission of false intelligence by telegraph, and for increasing the pay of members to $6 per diem. A bill was reported to amend the charter of the Virginia Life Insurance Company. Gov. Letcher's Bank Message was ordered to be printed, and referred to the committee on that subject.

The State Convention.[for other "Convention" Notices, see 1st Page.] To J. R. Tucker, Esq., Attorney General of Virginia.-- Dear Sir:

The undersigned have seen published in the Richmond Dispatch an opinion that our foreign citizens would violate their oaths of naturalization by voting for candidates advocating the severance of Virginia from the Union. Please give us your written opinion of same.

Respectfully, Louis Antelotti, M. Seagers, T. C. Burns, John Dwyer, Hermann Schurichtz, Lud. Hoyer. Richmond, Va., Jan. 31, 1861. Richmond, Jan. 31, 1861. Gentlemen:

Your note submits to me the important inquiry, whether the relation which the naturalized citizen holds to the Federal Union, by reason of his oath at the time of naturalization, is different from that which exists in the case of any native-born citizen? And whether the one, any more than the other, owes allegiance to the United States--which would make his assent to an act of secession by a State improper or treasonable and against his oath and obligation of allegiance?

I feel no hesitation, in reply to your question, in stating, that all citizens, native and naturalized, stand upon the same basis in their obligations to the Federal Union, and are, in all respects, equal; and that there is no such thing known in this country as an oath of allegiance to the Federal Government, or to the United States, by a foreigner, in order to his becoming a citizen.

The oath, which the law requires of the applicant for naturalization, is "that he will support the Constitution of the United States; and that he doth absolutely and entirely renounce and abjure all allegiance and fidelity to every foreign Prince Potentate, State or Sovereignty whatever, and particularly, by name, the Prince, Potentate, State or Sovereignty, whereof he was before a citizen or subject."

He abjures all allegiance to foreign powers; but he swears no allegiance to the Government of the United States.

It is true he swears to support the Constitution of the United States. So does every officer of Government, Federal and State. But no one ever swears allegiance to any Government. Virginia requires her officers to swear to be faithful and true to the Commonwealth of Virginia, but not to hold allegiance to its Government.

The reason of this distinction is obvious. It is a cardinal doctrine of our American system that all governments are "instituted for the common benefit, protection and security of the people," and "when a government shall be found inadequate or contrary to these purposes, a majority of the community hath an indubitable, inalienable and indefeasible right to reform, alter or abolish it, in such manner as shall be judged most conducive to the public weal."---[Bill of Rights of Virginia, 3d article.

Virginia, when she ratified the Constitution of the United , declared further, "that the doctrine of non-resistance against arbitrary power and oppression, is absurd, slavish, and destructive to the good and happiness of mankind."

Every citizen of Virginia, under these solemn declarations, made when she was establishing her liberty and independence, and when she was ratifying the Constitution, must feel that he owes no allegiance to any man, or set of men, who may hold power in the Government; and that they may be changed, and the Governments themselves be abolished, if inconsistent with the well-being of the people.

In the oath to support the Constitution, which the naturalized citizen has taken, he is not only not bound to allegiance to the United States, but he is bound to support the Constitution against its violation by the Government of the United States. The Government, in violating the Constitution, commits treason against the States, which formed it. It cannot be treason, then, in the citizen to overthrow these who traitorously violate a Constitution which he is sworn to support. On the contrary, it is his duty, and if his oath has any force in the matter, his sworn duty, to aid his State in arresting the violation, and in maintaining the Constitution against the usurping Government, which tramples upon it.

But it is urged, I am informed, that the naturalized citizen is a citizen of the United States, and not of Virginia. This is a great error.

Every man in Virginia is a citizen of the United States, only because he is a citizen of this State.--Congress has power to naturalize for each State.--a power which each State exercised prior to the Constitution. Congress now, as each State had done previously, naturalized foreigners for each State; and the result is the same in each case: the foreigner becomes a citizen of the State where he resides. The law of Virginia makes every naturalized citizen resident in the State a citizen of Virginia.

The Constitution provides, that "the citizens of each State shall be entitled to all privileges and immunities of citizens in the several States." ;--Thus, the citizen of each State becomes the citizen of every State, in regard to privilege and immunity — and may well be called a citizen of these United States, because he is a native or a naturalized citizen of one of them.

Nor have I any doubt that every citizen supports the Constitution when he finds it necessary to favor a withdrawal of his State from a Union which has violated the Constitution.

Each State is bound to the other States by the bargain of the Constitution. Each has the right to judge finally when the bargain has been broken. No State is bound by a bargain broken by the their parties. To defend the Union, in such violation of the Constitution, is to oppose, not to support it. To withdraw from the Union to protect the rights which Virginia has reserved under the Constitution, and which are violated by the Federal Government, is the only way to support it left to the people of the State.

Virginia, when she adopted the Constitution, declared as a part of her act of ratification, that whenever the powers granted by her to the Federal Union should be perverted to the injury and oppression of her people, those powers might be reserved or withdrawn by her. That was the condition of her accepting the bargain. The other parties knew it; and that condition is, as to her, a part of the Constitution. Her right to withdraw, when her people are oppressed, is a part of the Constitution of the United States for her citizens; nor can they doubt they support it when they shall support her in the exercise of a right which it reserved and secured to her. Nor can it be treason in them to obey her, who created the Government, rather than the Government, which is only her creature. And it would be treason to her to refuse to obey her sovereign voice, should it be declared, for protecting her reserved rights under the Constitution, by secession from a Union which violated them.

Virginia is one of a community of States, as each citizen is one of the community of this State. No one denies the right of a citizen to withdraw from Virginia, in case she should oppress him. Every naturalized citizen has broken the bond of his former allegiance to secure his rights, violated or impaired in his native country, and his right to do so is recognized and protected by the Federal Government. The right of Virginia to secede from the Union of States is as clear as, I think clearer than, the right of a citizen to withdraw from his native land. The right of secession by a State is, therefore, stronger than the right of expatriation by the citizen.

I regret the length of my letter, which I trust you will excuse, as I desired to meet the whole difficulty presented by your inquiry.

The State Convention. Election of delegates to the State Convention.

--By virtue of an act of the General Assembly, passed January 14th, 1861, an election will be held on Monday, February 4th, 1861, for the election of three delegates to a State Convention, to be holden at the Capitol, in the city of Richmond, on Wednesday, the 12th February, 1861. Said act provides that the Commissioners and Officers conducting the State Election in May last shall conduct this election. The following is a list of the Commissioners and Conductors then appointed:

To the editor of the Dispatch. Dispatch, Sirs:

--In the Dispatch of Monday last there is a long letter from the Hon. John Minor Botts, accepting from several hundred citizens of Richmond a nomination to a seat in the Convention, soon to be held in this city, which would pass by me unnoticed, as just so much of Mr. Botts' usual declamation against the South, if it were not for the new-born sympathy manifested therein for the adopted citizens of the Southern States. Mr. Editor, as one of the latter class, humble though I am, may I be permitted, through the columns of the Dispatch, to relieve Mr. Botts of any uneasiness he may entertain on my account as an adopted citizen. Hear Mr. Botts:

"What is to become of that vast multitude of naturalized citizens scattered through the Southern States, who owe a sworn allegiance to the United States Government, which is bound to protect them in every land, whether at home or abroad? Are they to be asked to commit a willful perjury, by taking up arms against the Constitution and the Government they have solemnly sworn to support, or are they to be driven from the South as aliens and enemies to the new-fangled government that is to be erected?"

I would remind Mr. Botts that when the fifteen Southern States, or any portion of them, Virginia included, dissolve the political bands which connect them to the free States, and assume among the Powers of the earth the separate and equal station to which the laws of nature and of nature's God entitle them, where, then, will be the Union, the Constitution, or the United States Government that I have sworn allegiance to? Where am I to find it? Shall I hasten off to the District of Columbia, and from there to Independence Hall, in Philadelphia? Oh, no, Mr. Botts, no; my wandering days are ended. In the bosom of old Virginia I have found a resting place for my weary limbs, and to my renowned old step-mother, in weal or in woe, shall I cling with all the love, respect, and submission of a dutiful son. But in that genuine sympathy, so natural to Mr. Botts, for the "Furiner," he asks, am I to be driven from the South as an alien and an enemy to the new-fangled government that is to be created? If Mr. Botts means the Southern States federated, united, and adopting, as they will, a similar form of government to that of the late United States, I expect to enter into all the rights, privileges, and protection that native born citizens of Virginia become entitled to at once and immediately, always excepting the office of President. But let me ask again, why this new-born interest manifested by Mr. Botts for the Southern adopted citizens? In all his letters that I have read for the last two or three years, not one single word occurs concerning them. But I do recollect reading, some years ago, his great speech at the African Church, wherein he advocated a change in the naturalization laws, to the effect that every foreigner coming into these United States after the adoption of the change recommended by him, should be entitled to all the rights and privileges of other citizens, except that of voting or holding any office whatever during his life! In other words, all the emigrants arriving in these States, (then united,) should have the privilege of cutting down the woods, clearing up the swamps, building railroads, digging canals, and such like liberties; but that whole-souled patriot, John M. Botts, would deny them the right to vote — a right accorded to free negroes in some of the Northern States.--Now, when a patriot of that stamp interests himself about my status, I begin to suspect something wrong. Can it be possible these several hundred citizens inviting Mr. Botts to come out, have not yet secured a seat for him in the Convention, and that a few votes from my fellow adopted citizens would not be objected to? Ah! that is the secret, is it? Mr. Botts has a fact peculiarly his own. Those he would use, he would first alarm. My fellow adopted citizens should be alarmed about their status in a Southern Republic, and should vote in a body for Mr. Botts, and thus secure the services of such a powerful mediator, such a thundering advocate in their behalf! Oh, blarney! I trust and hope every adopted citizen in Richmond knows what he owes to the interests and honor of Virginia, and will therefore say with me: Paralyzed be my hand whenever it extends from my body to put in a vote for John M. Botts, or any other man who would keep the old Commonwealth of Virginia — that beloved ark of liberty — the birthplace of Henry — in the attitude of a mendicant at the hall of a Black Republican Congress, begging, praying and beseeching a single crumb of comfort!

And now, Mr. Editor, as the feelings of Mr. Botts may be quieted about my status, allow me to make a few remarks on as many points of Mr. Botts' logic. Mr. Botts says a single vote in the Convention may save or destroy an empire in the future such as the world never has and never will behold again. I say to Mr. Botts, if the Southern States are true and loyal to one another, they have within themselves all the elements of greatness more evenly distributed and in greater abundance than any other country upon which the sun ever shone; and a Republic created upon such material as the South possess, would become an empire, rich, great, prosperous, powerful, and so independent in itself that not only Mr. Botts would bow down in humble acknowledgement, but the proudest nations of the earth would become tributaries thereto. Mr. Botts says one State to separate herself from the other thirty-two, when no pretence is set up that there is a co-relative right on the part of the other thirty- two to separate themselves from the one, is, to his mind, an incomprehensible and logical absurdity. I say, if the sovereign people of Virginia voted themselves, their lives.

their fortunes, and their sacred honors, into a union with twelve other States that might become a consolidated government, which might tyrannize over them and jeopardize their dearest interests — as some of her inspired sons, and among them Patrick Henry, foresaw — if, I say, she did this, without reserving to themselves any other means of resuming their independent sovereignty, but by begging and praying like the people of Ireland supplicating the British Parliament--to my mind, they were guilty of an incomprehensible act of voluntary enslavement.

Mr. Botts will not take upon trust the work of Yancey, Rhett, Pickens, Toombs, and Davis. I say to Mr. Botts, that he has called over the names of true Southern men, who do not go about extolling, magnifying the wealth, greatness and power of their enemies, with a view to intimidate and frighten their fellow-citizens into submission to Black Republican domination. They are men, sir, with bold hearts and strong arms, who have not only demanded, but are ready and willing to fight for their rights. Men, sir, whom posterity will immortalize. If the Virginia people will not take upon trust a government from these patriots, I suppose they will hardly accept one from John M. Botts, Sherrard Clemens, and Henry Winter Davis, a trio that will go down to posterity with a fame which no true patriot can envy.

Mr. Editor, sir, while I would like to give my opinion upon a few more points of Mr. Botts' logic, I have already trespassed upon my original bounds, and subscribe myself,

fe 1--1t] A Southern adopted citizen. A New candidate for the Convention — the Ghost of the past in the field.

--Fellow-citizens! beloved people! I now announce myself, above board, to your passions and prejudices, a candidate for the highest seat in the State Convention.

In defining my position, allow me to say, that I confess to a great deal of hypocrisy heretofore, but now I shall state to you openly my principles and purpose.

It will be my endeavor, first, to draw you all away, as far as possible, from the perils of present issues, and to perpetuate old quarrels among yourselves over the fossil remains of dead parties, while your united and determined foe is tieing the bands of sectional domination around you so firmly that "peace and the Union must and will be preserved."

I shall also show you plainly that the various interests of this community are split up into a variety of discordant fragments. That the interests of the manufacturer, the merchant, the artizan, the working man, are all antagonistical. That one can be at the height of prosperity, while another is in the depth of adversity. That a hostile government, threatening and disturbing the property and labor of Virginia, and depriving her of all voice or influence in the National Councils, is the very thing to destroy the general wealth and prosperity of the State; but, at the same time, the very thing to bring large orders and high wages to the mechanic and the laborer.

I shall also strive to convince you that the real traitors to your rights and peace are not the men who, in spite of Washington's denunciation, originated a sectional party, in cold blood, and for purposes of aggression upon a weaker section; but are the men who resist this sectional party, and refuse to surrender their rights and property and system of labor to the care and protection of the unfriendly government, which proposes to "place them where they are in process of decay and extinction."

I shall also direct your attention away from the watch which you are wont to keep over the honor and safety of Virginia, and absorb your thoughts with curious questions as to the movements of South Carolina. It is far more important that you should abuse those who are identified with you in feeling, rights, interests and destiny, than that you should avow your utter detestation of, and determined resistance to a hostile section which asserts, that "the States cannot remain divided, but must become all free, or all slave."

You may rely upon it, that there is no safer or surer mode of obtaining what we all conceive to be our plain rights, the common and fundamental principles of all civil liberty, than by passively waiting, calmly enduring, patiently hoping, for this sectional power to become national; for African Republicanism to cast its shell, and emerge into the light a new creature, with all the qualities of the true American Republicanism, which has made us a united, prosperous, and powerful people.

Peace can only be preserved by the folding of the arms. Your foe will not offer you any terms whatever. You must beg and sue, and be still, or the Union is gone. If the life and spirit of the Union has been crushed out by the wrong and tyranny of sectional strife, the shell remains, with all its invaluable emptiness, and can only be preserved by meeting denunciation with humility, aggression with submission, and wide-awake activity with hesitation and delay. Divided we stand; united we fall.

If it shall be your pleasure to place me in the Convention, I pledge all my reputation that the North will take courage, the South will be divided, and the grave question now disturbing you may possibly be handed down to plague and curse your children; or, at the worst, you will only be running the hazard of fighting, to redeem your pledge to resist coercion. The Order of July 31st, 1860, for a division of the 23d Regiment Chesterfield county, by lines therein given, and the establishment of a new Regiment, to be numbered the 197th, will be carried into effect forthwith. So much of the said order as relates to the appointment of Commissioners, to define the lines between the two Regiments, is hereby revoked, as also an order suspending the execution of the said order of July 31, 1860.

The officer of the 23d highest in rank, who may fall into the bounds of the 197th, will forthwith assemble the other officers in the same position, and proceed at once today off and define the company districts of the new Regiment and provide for holding elections of officers where vacancies may exist. Officers of the 197th holding Commissions in the 23d, will forthwith return them to this office to be changed. Any arrangement of the boundary lines between the two Regiments which may be found to be more expedient than those designated above, may be made by concurrent action of the respective Regimental Courts of Enquiry hereafter, or by committees appointed by them, whose recommendation must be approved by the Courts, and in any case if a change of the lines be made it must be certified to this office.

Richmond Dispatch. Friday morning...Feb. 1, 1861. From Washington. [special Correspondence of the Dispatch.] Washington, Jan. 30, 1861.

"This correspondence" went to the President's last night. Actual contact with, or vision of, the Old Public Functionary (Defunctionary, they now call him,) did not occur. On the contrary, this correspondence contained itself by leaning on a door near the ante-chamber, in which the Marine Band was tooting bad music, and watching the mass of various and ill- favored humanity as it slowly circled round the East Room, like dumplings round a boiling pot. 'Tis a ridiculous spectacle. All the men strut loftily along, trying to look as much like Congressmen as possible, and all the women hanging on their arms make it a rule to gaze into their escorts' faces with an insensate grin, as if they were excessively delighted at nothing. Having seen a number of plump white necks and too many jagged shoulder-blades, this correspondence vamoosed the ranche.

It is Jos. C. G. Kennedy, and not John P., as I telegraphed you, who is at the head of the Census Bureau, employing the clerks' time and the people's money in sending Clemens' and other such speeches to Virginia.--Kennedy doesn't stand very high among Southern men. Some years ago Solon Borland broke his nose on account of his impertinence.

Lord Lyons declares that if the Morrill tariff and force bill passes, England will at once recognize the Southern Confederacy. It stands to reason that free ports should command the mercantile navy of the commercial world. The late Union was bothersome enough, but how will it be with this new tariff and the Pacific and Homestead bills ?--The Border States can't stand it. It is out of the question.

I think there must be some mistake about Mr. Tyler's believing an honorable adjustment of our difficulties being near at hand.--He did not so express himself to me. Colfax denies that Lincoln has written conciliatory letters. Much to the disgust of Messrs. Everett and Winthrop, the Massachusetts delegation have united in a message to the Legislature of their State, urging them to send Commissioners here on the 4th of February. Republicans will be sent, and of course they will not carry out the compromise views of the Everett party. But the Tribune is in great fright about the prospect of a compromise. I hear from an intimate acquaintance of Seward that the Republicans will never agree to Crittenden's amendment.

A new penny evening paper, the Confederation, is to be started. It will be the organ of Buchanan.

I saw a beautiful illustration of "free labor," as I went up to the Capitol yesterday, to wit: a white boy blacking Bean Hickman's boots in open day and on the street, where everybody was passing. The Bean is in nothing changed. With his face withered and wrinkled like a frosted crab-apple, his cold glittering eye, and his gouty feet, knotted and gnarled like the roots of a black jack tree, he presents a singular picture. Besides the stray quarters and halves which he picks up here and there, he has a regular annual allowance from a relative, enough to enable him to live in comfort. He carries a gold-headed cane and a twenty dollar piece in his pocket, to show his independence. But at the same time he wears the most ancient and obsolete clothes. Inwardly and outwardly, he is a strange compound.

Saw Southern in "Suspense," on Monday night. It is an intensely French play. Woman fond of finery and untrue to her husband. Two lovers. Husband comes back from sea, kills both lovers, shocks his wife to death, drowns himself in the ocean, and leaves nobody alive but an old woman, who is obliged to die very soon. Very neat and complete conclusion. Zed.

From Charleston. [special Correspondence of the Dispatch.] Charleston, Jan. 30, 1861.

You need not rely at all upon any of the thousand and one rumors by telegraph and letters sent from this place concerning political affairs and complications of South Carolina. They are all guess work and vague reports. No one in this city, outside of the Governor and his Cabinet, knows what are the instructions to Col. Hayne, or whether he is instructed to demand Fort Sumter or not; and I now write hastily to say, nothing that has been or may be said, unless it be over the Governor's signature, can be relied on at all. All that I have said to you on the subject, has been the general impression of well-informed citizens and my own, and we know actually nothing, and in these times of excitement, it is best, I think, not to add unnecessary alarm and uneasiness.

I have two friends here, gentlemen heretofore antipodes in their belief as to the ultimate direction things would take, who now agree there will be no war. Both these gentlemen stand at the head of our bar as lawyers, men of sound, practical sense, men of discretion and prudence, of speech and action, both South Carolinians, and both deeply interested in all that concerns Carolina. One has held office under the General Government for years, and who looks at things through the eye of reason, and is slow ever to give an opinion not well matured. He says there will be no war. The other, in every respect his equal, more sanguine in temperament, possessing more ardor, and who until now has been impressed with the belief there would be a conflict, he now thinks differently.

I am thus particular, in order to allay any unnecessary alarm and uneasiness of many persons in your State, who are immediately interested in our affairs, either politically, pecuuiarily, or on account of friends residing here.

My own opinion is not worth a straw, compared with such gentlemen as alluded to, yet I may venture to give my own, and that is, there will be a conflict, either during Mr. Buchanan's administration, or soon after Mr. Lincoln is inaugurated.

The general feeling here is, that we would rather prefer the border States to form their own Confederacy, or remain in the "blessed Union," to act as a "break- water," or bulwark, to the Cotton States.

We Virginians, resident here, don't feel disposed to become aliens to our dear old Common wealth, yet, if it be for mutual good, be it so, but how that blessed old mother can remain in league with her bitterest enemies, I cannot imagine.

We are all quiet here, and the only thing that breaks the monotony, is the arrival of fresh troops daily. Our batteries are all now nearly complete, and formidable affairs they are.

Our fine ocean steamer "Columbia," Capt. Berry, which ran upon a bar last Thursday night, was got off yesterday without injury, after taking out all her cargo. Capt. Berry is the oldest Captain out of this port — has been running over our bars for twenty-five years, and this is the first time he ever got aground. It was owing to the main ship channel being obstructed, and taking a narrow — a strait channel. Yet we have plenty of water for any craft, and if they will take a pilot there is no danger. Correspondence of the Richmond Dispatch.Affairs in Mecklenburg, Clarksville, Mecklenburg Co., Va., January 29th, 1861.

The canvass for the Convention progresses slowly, on account of the unusually bad weather. Goode spoke here a night or so since, and it is said, made an impression.--Carrington thinks the office should not be sought, and refuses to speechify. Some think that one will be elected, some the other.--May-be Goode will get the return. May-be so, and may- be so not ! They are both strong secessionists, and either will well represent the county.

A paper has just made its appearance here, styled--"A Letter to the People of Mecklenburg on Federal Relations, by a Citizen."--Curiosity is on tiptoe to find out the author. I am not certain, but think its paternity is traceable to Randolph Macon College. The author writes well and wisely. "Safety," he says: "requires the withdrawal of Virginia from the Confederation." So say the people of Mecklenburg. Occasional.

Pistols for the South.

--Col. Colt's pistol and rifle factory at Hartford, commenced the twenty-four hour system last week, and will hereafter give employment to a double set of hands. Orders from the South are multiplying.

Lucky Artist.

--Clark Mills, the sculptor, by his recent marriage, secures a fortune of $200,000. Mrs. Mills is the widow of the late Mr. Howell, of Baltimore, who left a fortune of $800,000, chiefly acquired in the dry goods business in New Orleans.

Oysters at Fairhaven, Conn.

--The oyster dealers of Fairhaven, Conn., put up annually, 251, 450 tin cans, and 446, 832 wooden kegs of oysters. They sell 1,000,000 bushels in the shell, and 1,000,000 gallons opened, every year.

The Charleston Courier suggests the 22d of February, "the birthday of George Washington, the illustrious Southerner," as the official birthday of the new Southern Confederacy--that is to be.

Some of the medical journals are much disturbed about the custom of lying in bed; the habit of lie-ing out of bed is, we think, a great deal more to be guarded against.

The small-pox has been creating some alarm in Lynchburg, Va. There have been twelve cases and two deaths.

Miss Muloch, author of "John Halifax," has turned editor, and is to supervise a new monthly shilling magazine.

Louisiana has sent delegates to the Southern Congress.

Thirty-five men were killed last year in duels in the United States.

Telegraphic News. Reported for the Richmond Dispatch. Congressional. Washington, Jan. 31.

--Senate.--Mr. Seward presented a petition of 38,000 names, from New York, asking conciliation. Mr. Seward said he had been requested to support the petition, but had seen no disposition on the part of the seceding States to allow a practical effort at compromise by the adhering States. He however, held himself open to such propositions. He did not fear for the Union. All platforms, or men that stood in the way of the preservation of the Union, would be swept away. He intimated that the question of slavery in the Territories was an abstraction. That the number of slaves that would ever be introduced there would be too trifling to risk embroiling the country in civil war.

Mr. Mason, of Va., understood the petitions to be for the adoption of the Crittenden resolutions. Mr. Seward had shown by his votes that he was not in favor of this mode of adjustment, but had signified that the Constitution needed no amendment. Mr. Seward had to- day spoken of contributing money to the cause of the Union. What did he mean ?

Mr. Seward explained that he meant, after all Congressional means had failed, to assemble in Convention the people of the whole Union. If this failed, then to advise Senators to stand in the breach for the Union.

Mr. Mason said all this meant force, and bloodshed, and tyranny. The Union was already dissolved, and he hoped his people could not be deceived by this species of reasoning.

The discussion continued at great length between Mason, Seward, Cameron, and Douglas.

Mr. Hale subsequently made a long Union speech. He was followed by Mr. Douglas.

Adjourned.

House.--The Senate bill authorizing a branch of the Alexandria, Loudoun and Hampshire Railroad to Georgetown, was passed.

Night sessions for debate only were agreed upon.

The House went into Committee of the Whole on the Pension bill.

The Cherokee purchase was debated.

Mr. Adams, of Mass., predicted that the Southern Confederacy would be an ignominious failure.

The Louisiana Convention. New Orleans, Jan. 31.

--The Convention met at 11½ o'clock. A motion to elect a reporter for the Convention was tabled.

A resolution relative to the expediency of sending reinforcements to assist in taking Fort Pickens, was tabled.

A resolution was passed asking the Military Board to report progress to the Convention.

A resolution was passed that the Ordinance of Secession be signed and engraved and lithographed.

A resolution was offered instructing the delegates to the Montgomery Congress to resist any attempt to re-open the African slave trade. Tabled--83 to 28.

Mr. Walker, of New Orleans, offered a resolution that this action is not the sense of the Convention, but it did not think proper to hamper the delegates with instructions upon this or other subjects.

Much excited debate followed, and the resolution was finally passed.

George Williams, a member of the Convention, was appointed Commissioner to Texas.

The alleged "Conspiracy" to seize the Capitol. Washington, Jan. 31.

--The Select Committee of Five have examined about twelve witnesses as to the alleged conspiracy to seize the Federal Capitol. Nothing convincing has been elicited. Gen. Scott was before them more than two hours to-day. He said there was abundant evidence, to his mind, to justify him in making military preparations, though it was not of the strongest character. There is certainly nothing to show that an organization for that purpose exists in the District of Columbia.

Affairs at Norfolk. Norfolk, Jan. 31.

--The U. S. brig Dolphin is receiving her armament at the Navy-Yard. It is said she will be moored off the U. States powder magazine at Fort Norfolk.

On Wednesday, an artillery company and a company of light infantry (State troops) went to Fort Norfolk. The former practised their guns on the beach.

The statement in the New York Herald about the U. S. magazine at Fort Norfolk having been made ready to be blown up by the U. S. authorities, in case of an attempted seizure, is without foundation.

From North Carolina. Raleigh, N. C., Jan. 31.

--The Legislature, to-day, re-elected Hon. Thomas Clingman, U. S. Senator.

A resolution is now under consideration, declaring that in case the sectional difficulties are not speedily reconciled, North Carolina will go with the South.

The Military bill will come up next.

Marine Disaster. Hampton Roads, Jan. 31.

--Brig Amos M. Lawrence, Colson, of Belfast, Me., with Capt. Hinkley and crew of schr. Matchless, of New London, which sunk off the Brazilian coast on the 27th November, while on her way from Rio Grande to New York with sugar, arrived to-day. The schooner was a total loss.

New York Tobacco sale. New York, Jan. 30.

--The tobacco sale to-day was spirited — all on the catalogue being disposed of 260 hhds of Kentucky tobacco were sold at 4 ½ a 11 ½ cents.

Nashville, Jan. 31.

--The Commissioners appointed by the Legislature are to go to Washington, instead of Alabama, as recommended by the Governor.

Missouri Legislature. St. Louis, Jan. 31.

--The House reconsidered the Senate's resolutions for the appointment of Commissioners to Washington, and again tabled them.

Fort Monroe. Norfolk, Jan. 31.

--The force at Fort Monroe is 300 men. It will be reinforced in a few days by 200 men from Governor's Island, New York.

Educational. Old Dominion Institute--

corner of Franklin and 5th streets.-- The second half of the session of this School, for 1860-'61, will commence on the 15th of February and end on the 30th of June next ensuing.

The Rev. Francis J. Boggs has been added to the Board of Instruction, and will, with his family, reside in the institute buildings. The Musical Department will continue under Mr. Chase's superintendence, who will be aided by competent assistants. A gentleman has been employed to take charge of the classes in Algebra and others will be to teach other specific studies; and another female teacher will be employed. The Lectures on Biblical Literature, by Rev. Jas. A. Duncan, will be continued, as also the Friday Afternoon Literary Lectures. The Preparatory Department, for very small girls, will receive the special care of the Principal of the School.

The Boarding Department will be liberally and carefully conducted, and every comfort and facility will be afforded to young ladies boarding in the family.

No labor or expense will be spared to make the School equal to any in the land for the education of females.

In consequence of having received an appointment to the Presidency of "Quincy Academy," at Quincy, Florida, the Rev. R.F. Stubbs will resign his post in the Union Female Collegiate Institute, on the 1st of February next. The Chair thus vacated will be filled by the appointment of Mr. Leonidas Points, A.B., a graduate of the University of Virginia.

It being reported that this Institute will close on the 1st of February, I take this occasion to correct this mistake. I have no intention of that kind whatsoever, and still solicit a share of the patronage of the citizens of Richmond and vicinity.

Runaways $20 reward.

--I will give $20 reward for the return of my Negro man, "Washington," who left my house, in the lower part of Henrico county, on the morning of the 17th inst., without leave or provocation Washington is about five feet 8 or 9 Inches high, very black, about twenty years old, and has very white teeth, and smiles very pleasantly when spoken to. He will probably have a forged pass in his possession, as he can read and write.
