Letter from Robert E. Scott.

Mr. Robert E. Scott, of Fauquier, has written a letter to a member of the House Committee of Thirty-Three, which is published. He does not think Lincoln's election justifies dissolution, though he views it as an abuse of power by the stronger section of the country. He concludes:

Congress may do much to relieve the existing pressure, and great solicitude is felt to know the action of your committee. The suggested change in the fugitive slave law possibly may prove satisfactory, and if with that change the offensive liberty bills be repealed, that cause of quarrel will be removed, but the change in the territorial policy must be more radical: it will not be sufficient merely to inaugurate the doctrine of squatter sovereignty by legislative enactment or constitutional amendments: for the reasons already given the territorial policy must be founded upon equality and justice. I have never apprehended any interference with the slave trade between the States, or with slavery in the District of Columbia so long as Maryland and Virginia recognize that species of labor, because such interference would be certain to encounter determined resistance, even to the overthrow of the Government.-- Nevertheless adequate assurances may be given on those points. But still if we are to have a friendly settlement of the distracting controversy, if we are to retrieve all past estrangements and enmities, and return to the ancient feeling of brotherhood between the people of the two sections, much will remain for the States to do. They must bring back their legislation to the principles that governed it in the purer days of the country, when Massachusetts protected Washington before Boston in the service of his body servant, and New York and Pennsylvania protected Southern members of Congress with their families and attendants.

I concur in the suggestion of extending the duration of the Presidential office, and confining the incumbent to a single term, but the proposition of the two-thirds vote for the acquisition of territory may be suspended by the policy already indicated. I agree with you that Conventions are dangerous bodies, but in times of danger and revolution we must deal with dangerous and revolutionary instruments; there is now, I think, no escape from the hazard. In the Convention of this State, I hope for moderate and dispassionate, but firm action; for underlying all this excitement there is among our people a strong current of conservatism, and hereditary attachment to the Union and the Constitution, and a clear perception of the great interests at stake. --Doubtless we have many of extreme opinions and inclined to precipitate counsels; these are the minority. But in any event, Maryland must share the fate of Virginia, for they are bound together by too many geographical and artificial ties to admit of separation, and the same is true of all the border States. What we want is a settlement of the slavery question, a final settlement, that shall banish it forever as a political issue, a settlement upon terms of perfect equality; with nothing less can we be satisfied. We understand the Republican party to be committed to the use of the Federal power to prevent the extension of slavery to the new States, and to prevent the acquisition hereafter of more slave territory under any and all circumstances.--To this we will never submit. The free States demand room for the expansion of their superabundant population, and it is reasonable that they should have it.--The increase of the slave population in the present slaveholding States will demand more room for them, and it is just that we should have it. This necessity may be, and probably is, remote, but when it arise it must be met by a suitable policy. If these demands can be obtained in the Union, we are content to remain in the Union: if not, we will seek them out of it. The peace, the safety, and the prosperity of fifteen States out of the thirty-three that compose the Confederacy, depend upon the institution of slavery. These are vital interests, and must be respected. If, upon considerations of a Northern sentiment and feeling against slavery, we permit them to be ignored by the common Government, how long will it be before, upon some other fancied conflict, the same power will be directed against some other great interest of the Southern States?

The disposition of the Northern majorities to deal unjustly with what we regard as the greatest industrial interest of the South, while it unites all opinions in the necessity of a reformation of the fundamental law in that respect, may give occasion to consider the further necessity of so changing that law as to arm the Southern section with the power of self-protection against aggression upon all other interests. But these questions will be considered in our separate State Conventions, and the whole be definitely agreed in a general Convention of all the Southern States. Nothing will be demanded, I trust, for our section but what justice and necessary protection require, and what can be honorably and safely yielded by the other section. We shall claim no power of aggression, but simply security against the aggressions of others. Let the North consider fairly what the South demands, and yield freely what is right; by so doing we will recover what has been lost in the past, and lay up for the future a store of good feeling between the sections, and of brotherhood that will make our union perpetual.

The "capture" of the U. S. barracks at New Orleans, by a company of State troops, is thus described by the Delta:

On arriving at the place, the men marching without uniform or any arms whatever, they found in command an Orderly Sergeant of the United States Army, who, upon being informed of the nature of the demand upon him, very gracefully invited our men to walk in and make themselves perfectly at home, proffering any assistance in his power in the way of showing the officers over the grounds and buildings, &c. He did not deem it necessary to leave the place in consequence of the new state of affairs, but remained as before, with all but his actual authority. Yesterday he made an inventory of everything of any value on the premises, and formally surrendered them to the State of Louisiana, gravely stating that it would be mere folly in him to offer resistance "when the garrison was outnumbered more than one hundred to one." We believe that no one will doubt the sagacity of his conclusion.

The troops had received their undress uniform, under-clothing and shoes yesterday, but had no caps as yet; and when drawn up in a line, there was a motley array of silk hats, slouched tiles and glazed caps, all of which will soon be replaced by graceful Zouave cap. of navy-blue cloth. The undress uniform is a dark blue jacket, coming down to the hip, single-breasted, with five pelican buttons, and dark blue pants, with a stripe of yellow cord.

, with its round brick towers and walls, must be familiar to our readers.--Within are two large divisions of ground, separated by a wall. The lower one contains twelve two-story brick buildings, constituting the United States Marine Hospital. The upper inclosure is the Barracks.

In front is the parade ground, a fine level sward. Four two-story frame buildings, their gables covering each other and forming a quadrilateral, are the barrack buildings. They were in a wretched state of ruin and neglect, two of them sunk in and ready to fall down at the first fresh breeze apparently. Two other buildings of the same kind are the mess rooms.

The State troops have been hard at work, putting things to right and scouring out Uncle Sam's neglected barracks, and we think it would be only fair if our State sends in a bill for these services to the Government of the Northern Republic.

The inventory of articles surrendered, furnished by the United States Ordnance Sergeant, includes two 12-pounder howitzers and six 6 pounders, suitable for field service. These, with about eight old flint-lock muskets, are about all the munitions of war on hand there. We suppose the arms for this company will be sent down to them to-day.

From the Florida forts.

The Pensacola (Fla.) Tribune, speaking of the capture of the forts there, says:

The regiment arrived at Warrington Navy-Yard on Saturday afternoon last, and forming into line, after having loaded, the Commander-in-Chief, with staff, proceeded to the quarters of the Commodore, and, in the names of the States of Alabama and Florida, demanded the surrender of the yard. It was given up, and in a short time Fort Balances was taken possession of by the troops. Since then we learn that Fort McRae has also been taken possession of. It was an imposing scene to witness the surrender of the yard, and the filing off of the different companies of their respective apportionments. There are now about five hundred troops garrisoned at the yard and the two

forts. Fort Pickens has refused to surrender and is manned by about one hundred men.--This fort commands the harbor, and is very strongly fortified.

The Hayneville (Ala.) Guards arrived at Warrington on Sunday morning last, and were marched to Fort Barrancas. There are several companies from Alabama and Mississippi, in Mobile, which are expected to arrive by steamer to-day, at the Perdido river; from thence they will march to Fort Barrancas.--Lieut. Slimmer, who holds Fort Pickens, spiked all the guns in Fort Barrancas, before deserting it, and concealed the locks, elevating screws, &c., but all the guns except 12 have been unspiked, and they will be in order in a day or two. Yesterday morning a salute was fired at Warrington Navy-Yard, by order of Col. Chase, in honor of the new flag. We hardly think there will be fighting — not immediately, at any rate. Fort Pickens may be reinforced by vessels-of-war, and when that is done, many men will be needed on this side of the harbor.

Business is almost stagnant in Pensacola.--Everything is deranged. Sunday night, Lt. Prime, of the U. S. Navy, was arrested in this city on his way to the yard, and is now on his parole. A bearer of dispatches from Commander Armstrong, from Washington, was arrested yesterday in this city. Times are truly warlike, and we sincerely trust that bloodshed may be averted by amicable arrangements; that the forts, &c., may be given up to Florida and everything settled.

The later statement of a private soldier off on furlough, says:

On Tuesday evening last, four hundred and fifty troops arrived at the navy-yard from Mobile and Mississippi, making in all, at present, stationed in that immediate vicinity, one thousand men; there are now en route near two hundred more from Auburn, Tuskegee and Greenville, who will probably arrive at the quarters to-night. Reinforcements, to the amount of 500 men, are also hourly expected from New Orleans.

Washington Rumors.

Quite a number of leading secessionists in States other than South Carolina met night before last, and; after consultation, notified Colonel Hayne that he must, in his written communication to the President, take a moderate ground. They agreed in opinion that an insolent demand for the immediate surrender of Fort Sumter could not meet their approval, and that if Maj. Anderson remained there provisions must be furnished him, and his letters must not be subjected to espionage.

In the opinion of one of these gentlemen, this remonstrance will have its effect. Certain it is, that the authorities of Charleston were notified to supply provisions, &c., and that they have telegraphed back that the desirable courtesies would be extended.

Mr. Holt's letter to Gov. Pickens, threatening to stop the mails if Major Anderson was not allowed free access to his correspondence, and the urgent suggestion of Messrs. Davis, Hunter, and others, that the surveillance should be removed by which he has been prevented from procuring supplies, have had the desired effect. Information to-day states that he has all the expected privileges.

The following letter from Major Anderson, in reply to one addressed to him by C. G. Childs, communicating to him, as chairman, a resolution unanimously adopted at a meeting of prominent citizens of Philadelphia, without distinction of party, held at the hall of the Board of Trade, on the 3d inst., will be read with interest:

Fort Sumter, S. C., Jan, 13, 1861. Sir

--I thank you for the complimentary terms in which you were pleased to communicate the resolution unanimously adopted at a meeting of the citizens of all political parties, held in the hall of the Board of Trade, in your city, on Thursday, January 3, 1861.

Such an endorsement, from such a source, is a compliment which I feel most deeply — a compliment, I know, not lightly bestowed, and therefore more highly to be prized. Would that I could express to each of my fellow-countrymen, who have thus honored me and my little band, the feelings which now fill my heart!

Our beloved country is, I fear, rapidly drifting towards a dangerous reef. I pray God that he may be pleased to bestow understanding and wisdom on our rulers, and that He will safely guide us through the stormy sea in which we are now adrift.

I am, sir, very respectfully your ob't serv't, Robert Anderson, Major U. S. A. C. G. Childs, Esq., Chr'n. &c., Philadelphia. Financial condition of South Carolina.

A Legislative Committee to whom was referred the subject of raising supplies for the present fiscal year, report a deficiency of $1647, 496, to raise which sum they have submitted a bill of taxation which will produce, it is estimated, $1,724,000. Among the items of taxation are as follows: Upon every one hundred dollars of the value of all lands an ad valorem tax of $2; on all slaves a tax of $1.66 per head; $3.25 on each free negro, mulatto or mestizo, between the ages of fifteen and fifty years, except such as are incapable of procuring a livelihood; twenty-seven cents ad valorem on every one hundred dollars on all lots, lands and buildings within any city, town or village; one hundred cents per $100 on factorage, and all professions, and employments, excepting clergymen and mechanics, the same on commissions received by vendue masters, &c., forty-five cents per $100 on capital stock, of all incorporated gas companies, and one and a half per centum on all premiums taken by insurance companies; twenty-eight cents on every $100 of the sales of merchandize, &c., made between the 1st of January, 1860, and January 1st, 1861. (The products of the State and the un-manufactured products of any of the United States are excepted from this provision;) $100 per day for all circus exhibitions, and $20 per day for all theatrical or other shows; $1.50 on every $100 of interest received during the past year on all bonds and notes; $2.50 on every private carriage, (not kept for sale,) and $1.25 on each buggy, provided that not more than one tax of this kind shall be charged against any one individual; $1 upon every gold watch, and fifty cents upon extra silver watch not kept for sale.

Interesting statement of Lieut. Hall of theArmy.

One of the reporters gathered the following from Lieut. Hall, in an interview had with him while at New York on a visit to a sick relative. He says Fort Sumter did not fire on Fort Moultrie or Morris' Island, because Maj. Anderson did not know that reinforcements had been sent in the Star of the West. He could only just discover a large vessel through the fog, it being impossible to ascertain her character or to learn her object or mission; it would have taken five or six hours to destroy Fort Moultrie, and half an hour or an hour to stop their firing upon the Star of the West, whereas this vessel could come as near Fort Sumter as she could get in five minutes. During the half hour she would have been in the fire from Fort Moultrie, and very likely would have been sunk and many lives on board lost.

Nothing would have been gained but the immediate opening of a civil war, the loss of the ship and the lives of those on board. The men were all at the loaded guns, with matches lighted, expecting the word every minute to fire; but Major Anderson, after a struggle with his feelings, withheld the order to fire. He says the inhabitants of Charleston, and indeed of the whole State of South Carolina, have pledged all they have in the world — property, honor, lives — to maintain the independence of South Carolina. Some of the better and more cautions people admit that they have perhaps gone too fast, but they will keep their pledges to sustain her to the very last, even if they come out of the contest ruined. The stores in Charleston were all closed, except a few candy shops and provision stores. Fort Sumter does not need reinforcements; a ship of the size of the Star of the West could not now get into the harbor, as vessels have been sunk on the bar to prevent ingress.

Allegiance in Alabama.

In the Alabama House of Representatives, on Tuesday, the call being made for the swearing in of new members, Mr. Rice offered the following resolution, which was adopted:

Whereas, the words of the Constitution of the United States, and as the same appear in the 1st Section of the 6th Article of the Convention of the State of Alabama, are impliedly repealed by the Ordinance of Secession, lately passed by the Delegates of the people of said Convention assembled: Therefore,

Resolved, That the words so repealed should be omitted and left out of any oath to be administered to any member or officer of this House.

Messrs. Clitherall and Mabry were appointed a committee to wait on the Chief Justice of the Supreme Court, and invite him to swear in the new members. They were sworn to obey the Constitution of Alabama, &c., &c.

A Molasses Dodge.

--In Troy, N. Y., on Saturday evening last, a man entered a grocery store in that city and made a purchase of some molasses, which he told the keeper to put in his cap. In explanation of this, he said that he had a bet with a man that he dare fill his cap with molasses, and as the bet was of more consequence than the cap, he would fulfill the conditions of the wager and take the money. The grocery keeper filled the cap as desired, when the man remarked to him that the molasses was musty. The store-keeper bent over to smell of the molasses, when the fellow dashed it in his face, filling his face and eyes with the saccharine substance. He then run behind the counter, robbed the money drawer of six dollars in change and made off.

Senate.

Monday, Jan, 21, 1861.

Called to order at 12 o'clock.

Prayer by the Rev. Mr. Read, of the Presbyterian Church.

A communication was received from the House, announcing the passage by that body of Senate bill authorizing the County Courts and any incorporated cities or towns to arm their militia and provide means therefore, and various other bills; also, joint resolutions in relation to the ultimate destiny of Virginia in case of a formal dissolution of the Union, and the principles upon which the Union might be reconstructed.

On motion of Mr. Brannon, the resolutions were laid on the table.

The President laid before the Senate a communication from the Governor, transmitting a letter from Wm. M. Brooks, President of the Alabama State Convention, enclosing a copy of the Ordinance of Secession adopted by the State on the 11th inst.

The communication was ordered to be printed.

Bills Reported.--By Mr. August, a bill authorizing the Superintendent of the Armory to provide quarters for a portion of the Public Guard; by Mr. Smith, of Greenbrier, a bill authorizing the payment of a sum of money to Robert W, Handley; and a bill to amend and re-enact 6th and 7th sections of chapter 103 of the Code of Virginia, concerning the voluntary enslavement of free negroes.

Petitions.--The following petitions were presented and referred; By Mr. Douglas, of the President and Director of the Richmond and York River Railroad Company, praying for an act to legalize the purchase of a sheather and to give authority to make connections: by the same, of the President and Directors of the Richmond and York River Railroad Company, asking for aid.

Mr. August presented communications from the Alabama Commissioners, in response to a joint resolution of the General Assembly, requesting copies of their addresses, which were read, laid on the table and ordered to be printed.

Resolutions, &c.--The following resolutions of inquiry, &c., were adopted and referred: By Mr. Newman, of amending the charter of the Bank of Mason, in the county of Mason; by Mr. Neal, of affording relief to the heirs of Charles Holden, late Sheriff of Harrison county, from a fine; by Mr. Critcher, of appointing a Board to examine and decide upon the qualifications of surgeons, and to send an agent to Europe to make himself acquainted with the means and appliances there employed to give efficiency to the medical officers of an army, as well as to purchase models and specimens of the same; by Mr. Dickinson, of Grayson, of reporting Senate bill No, 448 of last session, for the relief of Robert Coleman, late Sheriff of Carroll co; by Mr. Carraway; of amending the 1st and 2d sections of the act passed Feb. 27, 1860, incorporating the Princess Anne Savings Bank, in the county of Princes Anne; by Mr. Armstrong, for amending section 9 of chapter 144 of the Code of Virginia, as to prohibiting any Bank from recovering damages for non-payment of drafts or bills of exchange during the suspension of specie payment by such Bank; by Mr. Claiborne, for restraining the Banks from charging more than a certain per centum on exchange during the suspension of specie payment; by Mr. Neal, of allowing representatives of deceased persons to execute deeds for real estate sold in the life-time of such deceased person, when the purchase money or the residue is received by such representative, or so modifying the laws in relation thereto as to cause more expedition and lessen the expenses attending suits for such purpose; by Mr. Carter, of allowing compensation to the officers and privates of the North Fork Rifle Company, for services rendered during the John Brown raid; by the same, of allowing compensation to the officers of the Hillsboro' Guard, for services rendered during the John Brown raid; by Mr. August, of reporting bill No. 258 of the last session, refunding a sum of money to the Virginia Rifles, paid by them for sword bayonets; by Mr. Thomas, of Henry, of authorizing a certain sum to be expended in repairing and furnishing the Governor's house; by Mr. Dickinson, of Prince Edward, of amending the charter of the Farmville and Buckingham Plank-Road Company, so as to dispense with the use of plank on such parts of their road as may be necessary; by Mr. French, of attaching a portion of the Cumberland Gap Turnpike to the Salt Lake Turnpike.

Mr. Brannon offered the following joint preamble and resolution:

Whereas, the State of Virginia holds in her own right certain Bounds of the Hillsboro' and Cincinnati Railroad Company, which from the unfinished condition of said road, and the uncertainty surrounding its future prospects, renders it necessary to convert the same into other securities, or to make sale thereof: Therefore,

Be it resolved, by the General Assembly, That the Commissioners of the Sinking Fund be, and they are hereby authorized to convert said bounds into stock or other securities, or to make sale thereof, as in their judgment may be deemed most conducive to the interest of the State.

A large number of bills were advanced on the Calendar.

A joint resolution from the House, informing the Alabama Commissioners of the action of the Legislature of Virginia with regard to a Convention, and of the adoption of certain propositions for setting the present difficulties between the North and the South, was taken up and concurred in.

Mr. August called for the order of the day, the consideration of the House bill creating an Ordnance Bureau, and appropriating one million dollars for the defence of the State.

The Ordnance bill was amended by the insertion of the words, "and regulations of the Army of the United States."

On motion of Mr. Stuart, the bill was then referred back to the Military Committee, with instructions to report fixed salaries for the officers provided for in the bill.

On motion, the bill appropriating $1,000,000 was laid on the table.

Bills Passed.--A bill to provide for taking the sense of the people of Henrico upon giving authority to the County Court to raise by loan $2,500 for arming the county; a bill amending and re-enacting the 2d section of the charter of the Mechanicville Turnpike Company, passed Feb, 21st, 1817.

On motion, adjourned.

House of Delegates. Monday, Jan. 21, 1861.

The House was called to order at 12 o'clock, by Speaker Crutchfield.

Federal Relations.--The adoption by the Senate of the following resolution was communicated to the House, with a request that it concur therein:

Resolved, by the General Assembly of Virginia. That if all efforts to reconcile the unhappy differences existing between the two sections of the country shall prove to be abortive, then, in the opinion of the General Assembly, every consideration of honor and interest demands that Virginia should unite her destiny with the slaveholding States of the South.

Mr. Hackley moved to lay on the table and print.

Mr. Robertson, of Richmond, sustained the motion.

Mr. Anderson advocated the immediate adoption of the resolution. He spoke of the wrongs inflicted on the South, and alluded to the fact that the whole North were now arming for her further subjugation.

Mr. Myers, called for the reading of the resolution, and remarked that he would vote against laying it on the table, and in favor of its adoption. On Saturday last he voted against the resolution which was adopted, containing somewhat similar principles. He voted against it in a small minority, and was satisfied with the propriety of his vote. A minority had no terrors for him. If it had, as he (Mr. M.) had been in that category the greater part of his life, he would have been long since frightened to death. Had he been the only one in the House who did so, he would have been content. He voted against the resolution of Saturday because it announced a proposition the truth of which he denied. The interests of Virginia were not as the language of that resolution purported to declare — thoroughly identified upon every question with the South. Suppose a portion of that South should conceive it to their interest to re-open the slave trade. A trade which Mr. Myers declared he abhorred and detested morally; and he asked whether any man in his senses was prepared to declare that the interests of Virginia could be promoted by such a policy?

Gentlemen in private conversation informed him, that such was not intended by the resolution of last Saturday. Then why not say so in the resolution itself? Mr. Myers was opposed to voting for generalities, when he might afterwards be told that his vote covered a specific proposition to which he never would have given his sanction. He was now prepared to vote for the resolution before the House, because it was free from the objectionable feature of that adopted by the House on Saturday.

Mr. Martin, of Henry, thought that the adoption of the resolutions would remove from the House all cause of disagreement, and, therefore, favored the adoption of the resolution.

Mr. Hackley had voted on a similar proposition on Saturday. He did not think the interest of Virginia identified with the South in many things. He thought a reaction was already taking place, which would render all such resolves out of place — the people of the great Northwest were already rising in their might and would cut out the politicians, when all matters of difference between the sections could be amicably and fairly adjusted.

The motion to lay on the table was withdrawn, and the yeas and nays being called, the resolution was adopted unanimously — Yeas 108.

Resolutions, &c.--The following resolutions of inquiry into expediency was read and referred; By Mr. D. Gibson, of affecting the act authorizing the Bank of the Valley to establish a branch in the city of Richmond; by Mr. Martin, resolved, that when this House adjourns on Saturday next, it will with the consent of the Senate, adjourn to meet again on the 11th day of February next; by Mr. Christian, of incorporating the Southern Express Company with power to transport packages, &c., throughout the Southern States; by Mr. Bass, of providing by law for releasing sheriffs, &c., from payment of damages on failure to pay State dues, provided sheriffs' securities shall, within ninety days of such default, pay principal, interest and costs of collection of said amount; by Mr. Frederick, of passing a law requiring property sold under execution to bring three-fourths of its value; by Mr. Duckwall, of authorizing the trustees of "Easter's Meeting-House," in Morgan county, to sell and convey the same.

Bills Reported.--For the relief of the securities of Joshua A. Staats, the Sheriff of Jackson county; amending chapters 108 and 38 of the Code; incorporating the Virginia Lumber Company; transferring the Cacaphan and North Branch Turnpike to the county of Hampshire; to incorporate the Elk River Railroad Company; incorporating the Grassy Lick Turnpike Company; amending the charter of the Brown's Gap Turnpike Company; amending the charter of the Clarksburg and Wheeling Turnpike Company; making a subscription on the part of the State to the Roanoke Valley Railroad; authorizing the voluntary enslavement of Clara and her children; to raise a Provisional State Guard.

Laid on the Table.--The bill authorizing the Central Railroad Company to construct a branch from Lexington to some eligible point on said load was debated and laid on the table.

Adverse Report.--The Committee on Claims reported adversely to the petition of Thomas C. Bunting and others, to be released from a forfeited recognizance.

Petitions, &c.--The following petitions, &c., were presented and referred; By Mr. Adams, the petition of John L. Morllet and others, to change one of the county lines of Webster county; by Mr. McGruder, the remonstrance of sixty-four citizens of Henrico against extending the corporation limits of Richmond; by Mr. Christian, the petition of the Council of the town of Danville, for authority to establish a chain-gang; by Mr. Porter, the petition of J. H. Cochran, late Sheriff of Hancock county; by Mr. Witten, the petition of Moses Davis, praying that the sum of $69,76 erroneously charged on his lands, be refunded to him; by Mr. Brown, the petition of J. L. Campbell, author of "a manual of scientific and practical agriculture," asking remission of license tax; by Mr. Smith, the petition of citizens of the Valley, asking the authorization of the extension of the Winchester and Potomac Railroad; by Mr. Knotts, the proceedings of a meeting of the people of Gilmer county; on the state of the country.

Secession of Alabama and Georgia.--The Speaker laid before the House a message from the Governor, in which he says:

"I communicate herewith a letter from Wm. M. Brooks, Esq., President of the Alabama State Convention, enclosing a copy of the Ordinance of Secession, adopted on the 11th inst.

"I communicate also a telegraphic dispatch received from His Excellency Joseph E. Brown, Governor of the State of Georgia, announcing the passage by the Convention of that State of the Ordinance for immediate secession."

The Ordinance adopted by the Alabama Convention, January 11th, is:

"To dissolve the union between the State of Alabama land the other States, under the compact styled the United States of America."

The Governor's Message and the documents accompanying it were, on motion, laid on the table and ordered to be printed.

Reply of Virginia to the Alabama Commissioners.--The following joint resolution was offered, and after explanation, was unanimously agreed to, and the same ordered to be sent to the Senate for ratification:

The General Assembly of the Commonwealth of Virginia having heard with pleasure the views presented by the honorable Commissioners from the State of Alabama, upon the present condition of National and State affairs, respectfully request the Commissioners to inform the authorities of the State of Alabama that the General Assembly of Virginia have passed an act for the election of members of a State Convention, and to convene the same on the 13th day of February next; and that they have also adopted joint resolutions for the appointment of Commissioners to meet Commissioners from all the States on the 4th day of February next, in the city of Washington, and the General Assembly is not able to make any definite response to the State of Alabama until the action of the State Convention.

Resolved, That the Governor communicate this resolution, forthwith, to the Commissioners from the State of Alabama.

Exportation of Specie — Tragic Occurrences.

The following is additional news per the Pony Express:

San Francisco, Jan. 2.--In November the amount of treasure received from the country was $3,381,991, and in the same month the export was $4,395,568. It will be perceived, therefore, that we increased our, exports in December by $937,009, while our receipts diminished $361,790. The difference of $1,298,009 had to be furnished by the floating capital of San Francisco, and so heavy a draft in so short a time could not be made without inconvenience.

In order to show how much more treasure we exported in both months than received, the circulation of our city was depleted by the sum of $1,451,919. This amount is diminished somewhat, but not materially, by the imports of treasure from Mexico during November and December--some $160,000 in all. So far as the demand for money is affected by business relations here, we have no doubt it has reached the climax of the season. January will swell the amount coming in from the country, and the obligations for the coming month will diminish the desire to remit eastward. This, however, has yet to manifest itself.

During the month just past about 1200 letters have been sent from California eastward by the Pony express, and the patronage of the express continues to increase steadily, being fully doubled since August.

Members of the Legislature begin to congregate at Sacramento and San Francisco, and are actively canvassing the claims of the different aspirants for the Speakership of both the Senate and the Assembly. Both Houses will convene on Monday, the 6th inst. It is now claimed that the Douglas Democrats lack five of a majority over all other parties in the. Legislature, and great difficulty in electing a United States Senator is anticipated.

There is only $141,000 in the general fund of the State Treasury, which is already more than appropriated to the State's prison purposes, so that the Legislature will encounter pecuniary embarrassment from the Start.

During the late storm snow accumulated to seven feet in depth on the Sierra Nevada, but the obstruction was so rapidly removed that teams to and from the Washoe mines crossed the summits daily.

Throughout the Washoe mining region the snow is now from one to two and a half feet deep. Gilbert A. Grant, a Republican of some prominence, died here suddenly on the 31st ult.

San Francisco was thrown into unusual excitement on New Year's day by the killing of Samuel L. Newell, editor of the late Democratic Signal, of Placer county, by Horace Smith, a lawyer of considerable position in the same county.

Newell is charged with having slandered Smith's wife, which so incensed him that he followed his intended victim to San Francisco, in company with his wife's brother, who is the somewhat noted Judge Hardy. Newell was stabbed several times by Smith, so that he died in a few minutes without making resistance. Smith was formerly Mayor of Sacramento. He has given himself up to the authorities and is now in jail.

Another tragic affair occurred in Sacramento on the same day. A person named Wm. Diernay, who had just returned from the Washoe mines, became suspicious that one John H. Cassiday had seduced his wife during his absence, and at once armed himself to kill her supposed seducer. Meeting Cassiday in the street, he commenced firing at him. The first shot hit Dr. J. R. Boyce, an old and highly respected citizen, inflicting a wound which will probably prove fatal. Diernay continued to fire upon Cassiday, who retreated and escaped unhurt, after being chased a distance of three blocks and being repeatedly fired at by his infuriated assailant. Diernay was arrested and lodged in jail.

Dramatic effect in a public meeting.

--The Lexington (Ky.) Observer says that at the conclusion of an eloquent address in defence of the Union, delivered in that city on Monday night, by Rev. C. B. Parsons, of Louisville, General Coombs stepped upon the stage with "the star spangled banner" in his hand, which he waived amid the shouts of the multitude. Upon being called upon for a speech, he said: "I do not intend to make a speech. All I can say is, that I have fought under this flag, and under it I expect to die."

The Shipping at the Gosport (Va.) Navy yard.

--Annexed is a list of men-of-war now at the Gosport yard: Liner Pennsylvania, rated 120 guns, but carrying only a few, not worth anything outside her present berth; liner Columbus, Lying up, and useless for present duty; liner Delaware, do. do.; liner New York, not half built; frigate Columbia, needing repairs; in ordinary, frigate Raritan, do. do.; corvettes Germantown, undergoing repairs in dock; steam-frigate Merrimack, in ordinary. Except in regular naval hands, all these ships would be worthless, for any service,

Local Matters. Charge of passing counterfeit money.

--David St. Chilton and Albert L. Riddell, charged with passing and having in their possession counterfeit $10 notes of the Bank of South Carolina, were arraigned for preliminary examination yesterday morning. The Mayor stated that there were some witnesses expected from Liberty, Va., but they would not arrive until 2 o'clock F. M.; while there was a witness present from South Carolina, who was compelled to start on his homeward journey on the following morning. The counsel for the defence then requested a continuance of the case for one day; but after some further conversation the Mayor determined to proceed without delay; and the witnesses present were called and sworn. The testimony for the Commonwealth is substantially as follows:

D. T. C. Peters, after an examination of the notes alleged to be counterfeit, testified that, on the morning of the 5th January, Riddell brought $100 of that money to fits office, and he purchased it at 5 per cent. discount.--He did not much like to take it, as the plate was a new one, which he had never seen before. Riddell said he bought the notes in Liberty, at 10 per cent. Conversed socially with him about half an hour, finding that he knew many acquaintances of witness' in Liberty, Riddell represented himself to be of the house of Bullitt & Smith, Louisville, Ky. Left his card, which indicated that he was an attorney at law in Louisville. Witness afterwards took the notes to Mr. Mead, at the Bank of the Commonwealth, to Mr. Pairo and to Mr. Maury, who pronounced them counterfeit.--Subsequently went to the Exchange Hotel, but not finding Riddel, sent for an officer.

E. H. Chalkley, Police Officer, testified to the circumstances of the arrest of the prisoners, while they were setting their bills at the Exchange Hotel. They seemed surprised. Took them to their room, where witness searched Riddell, and Mr. Seal searched Chilton. Found on Riddell $95 in good money, but no counterfeit notes. Prisoner said he got the money, which he exchanged, of Chilton, and that he did not know he had it till he got to Richmond.--Found a pistol and an opera glass on him.

Reuben T. Seal, Police Officer, testified that when he was about to search Chilton, the latter remarked that had a good deal of the money about him, and pulled out a package of the notes; also found about $200 of it in a pocket-book, making in all some $1,500, and a small amount of good money.

Godfrey Wemmell testified that on the night of the 4th of January the prisoners came to Thompson's hat store; Riddell bought two caps; paying a $10 South Carolina note, and witness gave back a $5 note. The next morning found the note was counterfeit, went to the Exchange Hotel, and Riddell refunded good money. The note paid for the caps is exactly like those exhibited.

Wm. Ira Smith deposed that when he heard of the arrest of the parties, his attention was called to the fact that he had one of the notes described. One of his young men, Mr. Pritchett, received it in payment for clothing, and handed it to witness. [The young man alluded to was sent for.]

Joseph Stern deposed that one of the prisoners, Chilton, bought an opera glass of him; paid a $10 South Carolina note and borrowed a dollar of the other. [Witness identified the note.]

Mr. Powers, clerk at the Exchange Hotel, testified that on the evening of the 4th inst., Riddell questioned Mr. Simms in his hearing about the difference between South Carolina and Virginia money. Remarked to witness that he had some of the former, which be had bought. The next morning Mr. Wemmell came in and said he had a South Carolina note which he thought was counterfeit. Remembered the conversation of the previous evening, and in compliance with W.'s request pointed out the young men in the dining-room. Witness afterwards told Riddell that he would show him a broker's office, where he could ascertain whether the note was good or not. Took him to Mr. Pairo, who pronounced it counterfeit. Asked Riddell how much of it he had, and he said about $100. He left witness, to go to another broker. Thought they were passing this money innocently, and intended to put them on their guard.--This was between 10 and 11 o'clock in the morning.

D. T. C. Peters recalled.--It was between 10 and 11 o'clock, on the 5th of January, when Riddell exchanged the money.

Jos. Stern recalled.--Could not state the exact time when the opera glass was purchased, but it was between 9 and 11 o'clock on the 5th of January.

Wm. C. Breese — an officer of the Bank of South Carolina, at Charleston — testified that he was familiar with the notes of that bank. The notes exhibited here are counterfeit. The bank has no such plate, and never had. The signature of the President is good — the best imitation witness had ever seen — and the counterfeit is well calculated to deceive any one not familiar with the notes of the bank. [Witness produced a genuine note; the plate is entirely different.] Counterfeit notes like those had been sent to the bank within four months past from Kentucky, Tennessee and Mississippi, to ascertain if they were genuine. Believed the first were sent from Louisville, Kentucky.

John R. Allen, Exchange Broker, deposed that he never saw any of those notes until the package was brought to the office by Mr. Seal. He pronounced them counterfeit.

Jas. C. Pritchett testified that he sold Chilton a vest for $8--receiving a $10 South Carolina note, which he gave to Mr. Smith, and returning $2 in change.

The Mayor at this stage of the proceedings adjourned the case to 4 o'clock P. M.

The examination of witnesses for the Commonwealth was resumed in the afternoon.-- Wm. Graves, James M. Ragland, James F. Stone and Frank Brigarri, of Liberty, G. T. Akers, of Lynchburg, and Wm. Willis, messenger of Adams' Express Company between Lynchburg and Knoxville, testified in regard to the receipt of South Carolina money like that passed to parties in Richmond, connecting the prisoners with the transactions in every instance.

This closed the evidence for the Commonwealth.

Judge Crump, counsel for Chilton, introduced but one witness, James F. Johnson, Senator from Bedford county, who testified that he had known the prisoner from childhood; that his character previous to this occurrence was excellent, and that his conduct had always been most exemplary in every respect. He was at this time about 17 years of age, and had for several months previous to this affair been employed as agent of Adams' Express, and as telegraph operator at Liberty, a position of considerable responsibility.

Riddell then requested the Mayor to send to the City Jail for two prisoners, John L. Taylor and Harvey Wash. The Mayor complied, and they were soon afterwards brought into Court. They made statements as to some conversations with Riddell and Chilton in jail; but as they were incompetent witnesses, their testimony was rejected. After this, at the request of Chilton, the Mayor sent for Samuel Jefford, another prisoner, convicted of larceny. Jefford, however, declined to make any statement, being, as he said, a convict, and whatever he might reveal would have no weight in the case.

The prisoners were then remanded to jail, to be further examined before the Hustings Court in February next.

A Youthful incendiary.

--A small negro boy named William, the property of Thos. Emmett, was arraigned before the Mayor yesterday on a charge of setting fire to the house of John T. West. Mrs. West testified that the back porch of the house was discovered to be on fire about 8 o'clock last Friday morning, but was promptly extinguished. Shortly afterwards the passage was filled with smoke, and going up stairs, she found one of the beds burning. Assistance was procured and the fire again extinguished. The boy William was then placed to watch the room, and considerable excitement prevailed on the premises. At 1 o'clock Mrs. W. wanted the boy for some purpose, and found him in the room where the fire occurred. In a short time thereafter a second bed, in the same room, was discovered to be burning, and they then suspected the boy of setting it on fire.

Mr. West testified that after the occurrences above narrated he tied the boy to a table, when he confessed that he had set the premises on fire; that when he went to the well in the morning, a woman, whom he did not know, told him if he did not set fire to the house she would kill him, and throw him into the basin. Witness said he used no threats to make the boy confess. A match was found in the bed last burnt. He subsequently brought the boy's master to the house, and the same confession was made in his presence.

Mr. Emmett gave his boy an excellent character — said he had raised him, and never knew him to do anything wrong. Admitted that the boy made the confession in West's presence; but subsequently, when alone with him, declared that he was innocent, and that they had extorted his statement by threats of violence.

The prisoner was remanded to be tried before the Hustings Court in February next.

State Guard.

--The report of the Adjutant-General says that the material which composes the Armory soldiers has improved under the influence of the act of Assembly, placing the non-commissioned officers and privates on the pay of the Infantry of the U. S. army. He says, however, that the exclusion of the officers from the benefits of that act is a poor return for meritorious service — is invidious and unjust, and that their present pay does not amount to a support.

Virginia militia.

--The standing army of the "Old Dominion" now consists of 5 Divisions, 28 Brigades, 5 Regiments of Cavalry, 5 of Artillery, 3 Regiments and 4 Battalions of volunteers, and 195 Regiments of the line.--All the Regiments of the line are now organized, except the 68th James City and part of York, the 94th Lee, the 161st Ohio, and the 163d Hancock, No return has been received from the 24th Brigade, Gen. B. W. Price, composed of the counties of Brooke, Ohio, Marshall and Hancock, numbering 5 Regiments; and including these, there are in the whole State 5 Regiments of the line, not less than 10,000 men, from which no returns have been received. There are undoubtedly at least 200,000 men in the State subject to militia duty, yet the annual consolidated return gives nearly 60,000 short of that number.

The volunteer force is increasing vastly.--There are now in commission 92 troops of Cavalry, 20 companies of Artillery, 111 companies of Light Infantry, and 113 companies of Riflemen. In case of need the State could draw the finest body of riflemen in the world from the Valley and the West, were the rifle companies commissioned chiefly at those points where practice has made men familiar with the deadly rifle. The State might now call in to the field nearly or quite 20,000 volunteers, and have a reserve of 180,000 militia of the line. This force would, in case of emergency, be doubled by men above 45, perfectly able, and more than willing to bear arms, if the State shall need their services.

Slave Convicts.

--In a recent communication by the Auditor to the General Assembly he says, in reference to the above subject, that--

"Within twenty years, ending in 1859, covering a period in which crime was less abundant, and during which the value of a slave was not much if any more than half the ruling prices now existing, there was paid out of the public Treasury $331,463.00 for slaves executed or condemned for sale and transportation. The amount realized from sales was $150,736.96, showing a loss to the State, besides the expenses of conviction and confinement, of $180,726.94. The amount paid for those condemned for sale and transportation was $236,610.52, showing a difference between the amount paid and the amount realized from their sale of $80,073.52."

The same officer says that the law requiring the owner of a vicious slave to be paid his value when condemned for killing one of his fellows, (who may be free from crime, and perhaps more valuable,) is apparently unequal and unjust, and tends not only to increase the demoralization of slaves, but to weaken and destroy their prudent control by masters.

"If the owner of a slave who commits a crime knew that he must compensate in value for certain crimes of his slaves, and be deprived of their value in case crimes were committed, it is manifest, from the very nature of the interest which any prudent man would exercise for the protection of his property, that there would be more careful discipline, and a greater restraint upon their associations with the evil-minded and vicious."

There is some good philosophy in this view of the case. In many of the States the owner is not allowed anything for his condemned slave, in others only half of the valuation of the Court, payable only in the event of the infliction of punishment.

Military Divisions.

--A resolution has been introduced into both branches of the General Assembly to inquire into the expediency of promptly rearranging and increasing the number of divisions and brigades which competent military authority now regard as generally too cumbrous. It is indispensable to provide the officers with the means of instruction in tactics; and is especially and imperatively necessary to establish some more effective means of instruction in Cavalry tactics.

Speaking of Cavalry encampments, that distinguished officer, Col. Wm. S. Hardee, of the United States Army, who was present at the encampment near Richmond, in November last, by invitation, said that a camp of instruction for the officers only, would be far more valuable, and it would certainly be more practicable, than the assemblage of that force in masses. He had assisted in one or more States, at such encampments, with the best results. The officers attending them were allowed pay, subsistence and forage by the State. The Adjutant General, in his report, says: "The suggestion seems to me to be eminently worthy of consideration. One or more, probably not more than two, such encampments might be authorized by the Legislature, at which the Cavalry officers might attend voluntarily. Provisions should be made by the State, of subsistence and forage for men and horses; and to cover expenses of travel, mileage should be allowed to all the officers who attended and remained during the period of the encampment."

Fires.

--On Saturday night last, between 11 and 12 o'clock, a house owned and occupied by Mr. Timberlake, in the town of Fulton, below Rocketts, was entirely destroyed by fire. The building was insured for $600 in the Merchants' Insurance Office, which, we suppose, fully covers the loss. The origin of the fire is unknown.

, occupied by Peter Schick, was somewhat damaged by fire yesterday morning about 3 o'clock. It is stated that the building was set on fire by some person who entered through a rear window. Fully insured.

Company "B," 1st Regiment.--We desire again to call attention to this company. By reference to another column, it will be seen that a meeting will be held at the City Hall to-night for the purpose of reorganizing, if a sufficient number be then enrolled. Every young man who is not attached to an organized company, should at once send in his name. Let it not be said that in Richmond, and at such a time as this, a company, already supplied with arms and equipments, failed to re-organize for the want of men. Will the young men of Richmond allow it? The responsibility is upon them.

Attractive bill.

--The patrons of the Theatre will have an opportunity to-night of seeing one of the most amusing pieces that has been put upon the stage this season. Everybody remembers the pretty fairy legend of Cinderella, and we can assure everybody that it revives with vividness all the impressions of youth, when well represented at the Theatre, as it will be on this occasion. A drama, called the "Poacher's Doom," which is spoken of as a production of great merit, will be played previous to the fairy extravaganza. Miss. Guggenheim has become very popular here, and well deserves the praise that has been bestowed upon her.

19th Regiment.

--We learn from Maj. Morgan that the officers of this regiment are drilling every Saturday night, and making strenuous efforts to place their respective commands in a state of entire efficiency. It is proposed to procure a cheap uniform for the regiment. It is gratifying to observe the active exertions of the militia officers in Richmond. Their example might be advantageously followed by all who hold commissions throughout the State.

Selling shucks.

--Gideon, slave of Jas. Poindexter, was sentenced to undergo thirty lashes yesterday, by the Mayor, for cheating and defrauding a citizen by selling a load of shucks with a lot of wood concealed therein to make heavy weight. The load was weighed by Mr. Tyler, and 680 pounds were indicated by the scales. After the roguery was detected, the shucks weighed 165 pounds--a difference of only 515.

Southern enterprise.

--Among the various evidences of the enterprise of our people, may be particularly mentioned the Bedstead Factory of Mr. Thos. Suter, situated half a mile above this city. Mr. Suter states that he can turn out twenty to thirty cottage bedsteads per day, and we have no doubt of the excellence of his workmanship.

African Ferocity.

--A fight took place on Sunday last, at a negro shanty in the rear of the Wesley Chapel, between two free negroes. Our informant states that one of them was very badly injured by blows inflicted with an axe, in the hands of the other.

Assault.

--Patrick Roach appeared before the Mayor yesterday, to answer a charge of assaulting and beating Timothy Lyons. After a full and patient hearing, the Mayor was about to announce his decision, when Lyons asked that the case might be sent to the Hustings Court. The request was complied with.

Corned Beef.

--Jordan Fox, a free negro, and James, slave of F. T. Hundley, were awarded suitable punishment yesterday, by the Mayor, for stealing a quantity of corned beef from F. R. Farline.

Punished.

--Elizabeth Martin, a turbulent free woman of color, was sent down for punishment yesterday for assaulting Charles Tyler, a while man.

The Quarterly Term of Judge Lyons' Court commenced yesterday. The civil docket was taken up, and will be continued to-day.

Mr. John O. Tayler was thought to be rapidly sinking on Sunday, but we heard yesterday that he was some what better.

U. S. Court.--Judge Halyburton's Court was engaged yesterday in the trial of a civil suit.

Richmond Dispatch. Tuesday morning...Jan. 22, 1861 The Legislature.

The Senate, yesterday, laid on the table the House joint resolutions declaratory of the position Virginia would occupy in case of a dissolution of the Union. The communication of the Governor, notifying the Senate of the succession of Alabama and Georgia, was laid on the table and ordered to be printed. A bill was reported to amend the Code concerning the voluntary enslavement of free negroes.--A resolution was introduced to restrain the Banks from charging more than a certain per centum on exchange during the suspension of specie payments; also, for refunding money paid by the Virginia Rifles for sword-bayonets, and for authorizing expenditures to be made to the Governor's house. The Senate adopted a resolution to dispose of the State's interest in the Hillsboro' and Cincinnati Railroad. The bill for creating an Ordnance Department was referred, and a bill appropriating a million of dollars for State defence was laid on the table. A bill was passed authorizing the County Court of Henrico to borrow money to purchase arms.

The House concurred in the Senate resolution, as to the position to be occupied by Virginia in the event of a dissolution of the Union. A resolution to adjourn till February 11th was offered and withdrawn. A resolution was introduced for the incorporation of a Southern Express Company. Bills were reported for making a subscription on the part of the State to the Roanoke Valley Railroad, and to raise a Provisional State Guard. A petition was presented from the Town Council of Danville for permission to establish a chain-gang. A joint resolution, in reply to the Alabama Commissioners, was offered and agreed to. It states that Virginia is not able to make any definite response to Alabama, in reference to her ultimate course of action, until after the meeting of her State Convention. It was concurred in by the Senate. The Commissioners leave for their homes to-day.

Mr. Seward,

The originator of the "irrepressible conflict"--the man to whom, according to the testimony of Col. Forres, the Jons Brown plot was disclosed, and who went off to Europe silent and uncommunicative whilst the slow match to the Harper's Ferry mine was burning; the "veiled prophet" of Black Republicanism — has been looked to in vain during the present session of the Senate for a propitious word or action. The first proposition of Mr. Crittenden, re-establishing the Missouri Compromise line; the second proposition, denying to Congress the power to interfere with slavery in those places over which the Federal Government has exclusive jurisdiction; his third proposition, denying to Congress the power to abolish slavery in the District of Columbia while slavery shall continue to exist in Maryland and Virginia, or either of those States; his fourth proposition, declaring that Congress shall have no power to hinder the transportation of slaves by land or water from one State to another, or to a Territory in which slaves are permitted by law to be held; and his fifth proposition, for indemnity to the owners for fugitive slaves rescued by mobs, or smuggled off by underground railroad agents into the free States, were all equally unacceptable to Mr.Seward. Against every one of these propositions in their order, and even against recommending a repeal of the anti-Fugitive Slave Law Personal Liberty bills of the Northern States, his vote will be found recorded.

This plainly shows that the authorized oraele of the President elect and the Republican party is opposed at this time to any concessions whatsoever to the "slave power." The New York Herald justly observes that the only point in Seward's late speech of any practical value is his declaration that "when these eccentric secession and disunion movements shall have subsided, and calmness shall have resumed its wonted sway over the public mind — say, one, two or three years hence — then, and not till then," will he be ready to vote for Convention of all the States, to inquire what amendments, if any, it may be deemed expedient to make to the Federal Constitution.

Southern privateers.

The Black Republicans are sorely exercised over the threat that, in the event of war, the South will employ privateers against the commerce of its enemy. Of course it will.--When did New England give up that right against Old England? In the Revolution, and in the late war, New England privateers swarmed on every sea, and rendered most efficient service. It is fresh in every man's memory that when the Paris Conference of European Powers a few years ago called upon America to give up privateering, America said flatly no, and Mr. Marcy and Gen. Cass both established that right so conclusively in their correspondence with the British Government that the latter made no farther attempt to controvert the principle.--Even since the present controversy has commenced, a Black Republican has proposed through one of the New York journals to fit out a privateer to cruise along the Southern coast, and make raids upon unprotected territory. Of course, the South will use privateering. It has been recognized from the beginning by the United States as a legitimate instrument of warfare, and all the more welcome will it be, that the South has no commerce of its own upon which to make reprisals. The Republicans are calling privateering "piracy," as the British did in the late war; but we shall have privateers all the same. If they attempt to hang them as pirates, that being a game which two can play at, they will be hung themselves in return.

The women of the South.

The Charleston Mercury publishes the following extract of a letter received by a venerable gentleman of that city from his niece, now living in Georgia, which fully shows the spirit which animates the matrons of the South, and evidences that they are the worthy descendants of the women of '76:

"You know that it has always been, from childhood, a subject of regret to me that I was not of the other sex; but never have I felt it more bitterly than at this time. A poor, weak woman, that can do nothing for her country, unless it is to nurse the sick and wounded, which I know I would do to the best of my ability; but you may rest assured if there is a gun lying idle that could be made effective, hero is an individual that would not stop to think of petticoats, but put it to the best use she knows how, and I would not hesitate to make old Scott the first victim if I could.

"My boys are healthy and strong fellows. I wish they were old enough to do duty — I would willingly give them up for this cause."

A widow lady of Chesterfield, S. C., has sent her son, her sole support, to the service of the State. This is akin to the spirit of Mrs. Lewis, (so handsomely alluded to by Hon. Jeremiah Morton in his thrilling and manly speech at the Floyd Banquet,) who, in the Revolution, sent her three sons to resist the attempt of Tarlton to cross the Blue Ridge, telling them if he crossed that mountain, never to see her face again. This incident led to Washington's famous exclamation, in the darkest hour of the Revolution, "Give me but a banner, and let me plant it on the mountains of West Augusta, and I will yet save the independence of the country." And with such a spirit still alive among the women of the South, who doubts that the cause of Independence and Liberty will always be secure?

No Exactions on property in South Carolina.

The Washington correspondent of the N. Y. Herald, says it is utterly false that any special exaction has been made in South Carolina on negro or any other property. The contributions of negro labor have been entirely voluntary on the part of those who have rendered it. It is also the same of contributions of money, which have been very liberal. It is equally, false that Governor Alken, or anybody else, has had any requisition for money or labor made on him. All the appropriations of the money thus far made by the Legislature have been furnished by the State Banks in exchange for par, and the principal part coming from the Bank of the State, of which the State is the only stockholder. Commerce goes on as usual without restriction. There is no scarcity of provisions, and the market is at ordinary prices.

Superstition.

Dr. Johnson, we believe, or some other critic, has told us that if a poet were, in his day, to introduce witches and fairies into a play as Shakespeare did, he would be laughed at, and that their introduction into Macbeth and the Midsummer Night's Dream, was only tolerated because the people of the day in which they were written universally believed in the existence of both the supernatural phenomena in question. With all due reverence be it spoken, we doubt the truth of this dictum exceedingly. Men of the present day feel their hair bristle up with awe, when they see Macready, in the character of Hamlet, start at the ghost of the royal Dane, and give themselves up to all the illusions of the scene, when they witness the revelries of Titania and Oberon, and the queer mischief of Puck. If they can thus sympathize with the creations of an author who wrote three centuries, we cannot see why they should not sympathize with the creations of an author who wrote three weeks ago, provided, only, the latter wrote as well as the former. The truth is, there is a proneness to superstition inherent in the mind of man, and those are by no means the least affected who most affect to despise it. It is a common remark that infidels are the most credulous of the human species, and by consequence, the most superstitions. They will believe anything but the Bible. They give ready credence to any miracle that is not recorded in the sacred volume. A desire to pry into the mysteries of the invisible world is natural to us all, and where desire is very strong, belief comes very readily. Our reason tells us that there are no such creatures as witches and fairies. Yet, let our reason be as powerful as it may, it never completely gains the mastery over the impressions left upon our minds by the tales of the nursery. Set it in opposition to our imagination, and the struggle produces a sort of twilight of the mind, in which we half believe and half discredit, and which lasts through the remainder of our lives. Whatever Johnson may have thought or said to the contrary, there is a vein of superstition running through the human mind just as perceptibly now as in the reign of Queen Elizabeth. He, himself, though undoubtedly a powerful reasoner, believed in the Cock Lane ghost.

We should be very loth to admit that we are more superstitions than the majority of men. If a man were to tell us that he had seen an apparition, we should not believe him. If he were a man deficient in truth, we should think he had lied. If he were a man of undoubted veracity, we should believe his imagination had gotten the better of his judgement. Yet we have never been able to see why the appearance of an apparition should be set down as an impossible thing. The Scripture does not tell us that it is so. On the contrary the Witch of Endor raised the apparition of the prophet Samuel at the bidding of Saul. And why are we bound to believe any thing connected with another existence impossible, unless the Bible tells us it is so? All we know of another world, we get from that book; and we know no more of it than exactly what it has told us. Nay, the world knows nothing of a Supreme Being, except through that volume. We hear a great deal, indeed, about the God of Nature from certain philosophers who discard the Bible? But how would they have known anything about him, except through the Bible? The God of Abraham, of Isaac and of Jacob is not only the true and only God, but he is the model from which all infidels have drawn their images of the Supreme Being. The Greeks were the wisest of ancient nations, in all mortal wisdom. They had not the Bible, and what sort of a God have they left for our admiration? Socrates alone seems to have approached somewhat to the conception of the self-created, self-existing, eternal, and Omnipotent Being, of whom the Jews knew by revelation from the separation of Abraham, and Socrates was put to death for teaching a false religion. If God himself had not ordained that man should have no conception of him, except such as he derives from Holy Writ, how does it happen that the Indians of America, and the Savages of Polynesia, do not have as just a conception of Him as a modern philosopher? For our own part, we believe the Bible implicitly, and in matters connected with the other world, we believe nothing impossible which it does not pronounce to be so.

In the mind, we verily believe, of every human being, the judgment keeps up a struggle with the imagination, which ends only with life. We never get over the lessons we imbibe from servants, who are our earliest instructors. Our reason tells us, for instance, that ghosts do not rise from the grave for the pleasure of sauntering about church-yards of dark nights; yet few men would volunteer to pass a night in a church-yard. We know that Friday is as good a day to begin a journey or to commence an undertaking as any other.--Yet we have seen very many persons, of sound discretion, who would prefer any other day of the week for such a purpose. Our reason tells us that stepping over a fishing pole does not entail upon it bad luck for the day; yet we have seen many a fisherman whom it annoyed very much to step over his pole. We feel assured that it bodes no ill luck to turn back after having commenced a journey. Nevertheless, we confess to a very considerable repugnance on that score, arising entirely from the teachings of the nursery. So with regard to good and bad luck. We have seen many a man who was very desirous to dream about the numbers of lottery tickets; we have known several who purchased in consequence of dreams. Others again select particular persons to purchase tickets for them under the impression that they are lucky men. All this is superstition; reason tells us it is so.--But in spite of reason it will cling to us.

Of all the classes of superstition, presentiments are the hardest to eradicate, and the least within the reach of the judgment. Men have a presentiment that they shall die of a disease very trifling in the beginning, and when they take up that notion they are rarely ever false prophets. A very dear friend of our own — a gentleman of excellent sense and unimpeached character — well known in his day to many persons still living in this city — in the bloom of youth, full of life, hope and vigor both of body and mind — became impressed with the belief that he should die in a certain year nine or ten years off. He felt no uneasiness upon the subject. It made him none the less cheerful or attentive to business. His friends used sometimes to rally him on the subject, but it was always one on which he was not disposed to jest. The year came — passed through its first stages — and sure enough, in the month of November, he died just as he had anticipated. This was a very rare case. In general these presentiments never are realized. On the contrary, they are oftener most indicrously falsified by the event. Yet neither failure nor ridicule can cure the patient of his superstition.

The New York militia.

The first effect of General Sandford's offer of the First Division of the New York Militia to the Governor of New York, is to draw down upon himself a volley of almost universal condemnation from the whole regiment. Never was holiday here so peppered as this carpet knight by his own soldiers.--They are ready to perform any duty the law requires of them, without any tender of services from their General, and he cannot compel them to perform any other duty. The warm-hearted "Seventh" are especially outraged by his mischievous and nonsensical proposition. Their sympathies are all with the South, as those of New York in general always have been, are now, and ever will be.

The city of Washington.

The Washington correspondent of the New York Herald says that Gen. Scott, Mayor Herbet and Gen. Weightman, the Major General of the District militia, have been in consultation in regard to the defence of Washington. The whole matter ought to be left to the authorities of the District. There is no intention anywhere, unless it be by Wide Awakes, to invade Washington. If any military precautions are necessary, they might safely be entrusted to the regular Chief of the militias, .Gen. Weightman, a tried and gallant officer of the war of 1812, and a gentleman universally respected and beloved in the Federal metropolis.

The effect upon the North of a dissolution of the Union.

The New York Herald a notes from a ermon of the clerical infidel H. W. Beecher, showing that, now he is convinced he has got all he can out of the slavery movement and that the Southern States are nearly out of his clutches, he is preparing to sow the seeds of strife and discord between capital and labor in the North. The Herald says:

"Comparatively speaking, the Southern States may see reason to congratulate themselves that they have nearly approached the term of their difficulties. Fifteen States will form a vast consolidated empire. At peace among themselves, unagitated by storms, and, in case that saddest of results shall be realized — the final and definite dismemberment of the Union--they will at least have escaped the terrorism with which the free States they leave behind them are menaced. Then we shall have it. The agrarianism which has remained for a quarter of a century in abeyance is to be again unchained. Abolition having produced its fullest extent of evil, proletarianise is to become its substitute. Capital and free labor are to be arrayed in opposition, just as slave property and ownership have been made the basis hitherto of an 'irrepressible conflict.' Anarchy is to be preached in the shop, anarchy on the farm, anarchy on shipboard, and from the verge of Maine to the distant prairies and to the Pacific, the rights of property are to be discussed as a religious question, involving sin in the capitalist and dire oppression, to be resisted to the blood by those whom accumulated wealth employs."

This result, the Herald adds, may not come for five, ten or twenty years, but it is the inevitable tendency of the teaching of the Beecher, Greeley, &c., school. It required a quarter of a century to bring abolitionism to its climax. But it has come at last.

Patrick Henry.

The following is an extract from Patrick Henry's. famous speech in old St. John's Church:

"Sir, we shall not fight our battles alone. There is a just God who presides over the destinies of nations, and who will raise up friends to fight our battles for us. The battle, sir, is not to the strong alone; it is to the vigilant, the active, the brave. Besides, sir, we have no election. If we were base enough to desire it, it is now too late to retire from the contest. There is no retreat, but in submission and slavery! Our chains are forged; their clanking may be heard on the plains of Boston. The war is inevitable, and let it come! I repeat it, sir, let it come! It is in vain, sir, to extenuate the matter. Gentlemen may cry peace, peace; but there is no peace. The war is actually a gun! The next gale that sweeps from the North will bring to our cars the clash of resounding arms! Our brethren are already in the field? Why stand we here iodic? What is it that gentlemen wish? What would they have? Is life dear, or peace so sweet, as to be purchased at the price of chains and slavery? Forbid it, Heaven. I know not what course others may take, but as for me, give me liberty, or give me death!"

Alabama.

A telegraphic message fromGov. Moore, of Alabama, to the Commissioners from that State now in this city, states that there has been no opposition made to the Ordinance of Secession since its passage. "So far from opposition," says the message, "those opposed to the ordinance have generally pledged themselves to support it. There has been a great reaction in its favor in North Alabama."

This message is sent to contradict a statement to the contrary which had attracted the attention of the Commissioners.

Must have Cotton.

The New York Express warns that class of coercionists who threaten to close Southern ports, in violation of an express provision of the Constitution, that "no preference shall be given by any regulation of commerce or revenue to the ports of one State over those of another," that the enterprise would be impracticable as well as unjust, and that the English papers, full of abolitionism as they are, (yet seeing the necessity of having cotton,) already begin to hint to us, when, if ever, a Southern Republic is de facte established, they will recognize it.

Interesting Sermons.

There are for gratuitous distribution, at J. W. Randolph's Bookstore, a number of copies of Sermons delivered in New Orleans on the 29th November, by Rev. Drs.Palmer and Leacock. They are remarkable for ability, while they defend the institutions of the South.

Northern seizure of public property.

The Washington correspondent of the New York Express states that the order of the Government to remove United States cannon from Pittsburg still remains unexecuted.

Some of the leading citizens of Henry county having nominated their representative in the House of Delegates, Wm. Martin, Esq., to a seat in the Convention, that gentleman responds in a brief card, stating that the position is one neither to be sought nor avoided; but considerations which he believes will be satisfactory to the people of Henry, when stated, render it proper that he should decline the nomination.

Wreck of the Golden Star.

--The wreck of the ship Golden Star, bound from Mobile, for Liverpool, off Waterford, Eng., on the 29th, and the loss of 18 lives, has been announced.--An account from the surviving mate, says:

The ship went on the rocks stern foremost. They tried to send a line on shore to the people they saw there, but failed; the current set it along the beach. There was an attempt made to throw a line by a rocket from the people on shore, but it also failed; the people on shore thought they had the line, and made no further attempt to send a second. In about haft an hour after she struck the ship went to pieces. There were 18 people drowned and seven saved, including the mate. When the for ward part of the ship broke away from the stern part, it swung round and burst all to pieces; the next two seas burst the starboard side of the stern part of the ship, which was hanging on the rocks, and the port side heeled over to seaward, and near 200 bales of cotton being washed on shore made a sort of bridge for about 5 seconds, upon which the mate and some other men having jumped, were able to get on shore by clambering over the rocks.

Legacy to the Pope.

--It is stated that the late Duke of Norfolk, of England, has left a legacy of $50,000 to the Pope. The income of the deceased nobleman was about $400,000 a year, of which it is said he gave away $120,000, principally towards the support of religious institutions connected with the Roman Catholic Church.

Boston churches.

--The Traveller says there are in Boston 112 churches, with 90,082 sittings. They were erected at a cost of $4,906,853. The Unitarians have 23, Orthodox 17, Baptist 14, Roman Catholics 13, Methodist and Episcopal 12 each, and Universalist 7.

Politeness and Liberality,

--The Syracuse (N. Y.) Journal states that a hand-bill, announcing a political meeting, was recently distributed in that city, which wound up with this declaration: "Ladies, without distinction of sex, are cordially invited to attend."

Hon. Chas. Murphy, a member elect of the Georgia Convention, died the day before its assembling.

The rains in East Tennessee were so heavy last week as to materially interfere with the passage of the mails.

Dr. T. W. Dyott, well known throughout the United States as a druggist, died in Philadelphia last week.

The State Convention. To the Voters of Spotsylvania county.

--I see that Wm. S. Barton, Esq., is a candidate for a seat in the State Convention, to be held in Richmond on the 13th of February, I trust your high appreciation of him personally, and a reciprocation of the views expressed by him in his recent address to you, will be practically illustrated in his being returned a delegate to the Convention. I have read his address with great care and attention, and, devoted to the Union as I am. I could conscientiously vote for him, because he admits an ardor of veneration for it so great that he would only destroy it temporarily, as a necessity and the only means of saving it, by re-construction upon principles which would guarantee the safety and honor of both sections. I feel warranted in saying that Mr. Barton would rejoice in the preservation of the Union. on the terms just indicated, and that, consequently, he would aid in dissolving the bands only when it was no longer honorable that Virginia should preserve them. His position is one of high, manly firmness, and even-handed justice. We greatly need such men in this hour of our country's extremity. I trust it will be your pleasure to elect him.

frequently announced in the papers of the city that I would be voted for as a delegate to the State Convention, to assemble on the 13th of February next, and being called on through the Dispatch of the 18th instant, and again to-day, to announce myself a candidate, I feel it due to those of my fellow-citizens making the call to state that the continued manifestation of confidence on the part of those whom I have had the honor to represent for the past twelve years in the City Council, and now honored with a seat in the Legislature of Virginia. excited in my bosom the liveliest emotions. The position is one, in my humble judgment, which should be neither sought nor avoided, unless for good reasons; but as I am now holding two offices by your kindness, and the Convention and General Assembly will be sitting at the same time, both demanding The constant attention of the members, would make it incompatible with your interest that I should accept of a seat in the Convention, if it were your pleasure to bestow it upon me, I must, therefore, respectfully decline becoming a candidate. I will say in conclusion, that I most earnestly desire that the interests of this proud old Commonwealth may not be placed in the hands of any who will not secure her safety in the Union, if practicable; if not, out of it.

Gentlemen: My attention has been called to your letter in the Dispatch of this morning, requesting that I would allow my name to be resented to the voters of Richmond as a candidate for the State Convention, to be held on the 13th of February next. Unaffectedly distrustful of my qualification for so high and responsible a position, it would be more agreeable to me, personally, that the trust should be confided to some one more able and experienced than myself; but in the present crisis of our affairs, demanding, in my judgement, the promptest and most decided measures for the protection and preservation of the rights of Virginia, (in the Union, if possible: it not, then out of it.) I do not feel at liberty to with hold from my native State any service which so large and respectable a portion of my fellow-citizens may think it in my power to render. You are at liberty, therefore, to use my name as you desire, with the assurance that should it be the pleasure of my fellow-citizens of Richmond to confer upon the so distinguished a trust. I shall endeavor to discharge it with firmness and fidelity. While, gentlemen; I have confided my name to you, to be used as you may deem best for the promotion of these high interests so dear to us all, you must permit me to express the earnest hope that you will at once withdraw it when over the success of those interests and the cordial union of our friends shall demand it. Richmond Dispatch. Thursday morning. . . . . . . . . .Jan. 22, 1861. From Washington.[special correspondence of the Dispatch.] Washington,, Jan. 20, 1861.

Georgia has gone out like a deer, at a bound. She did not even touch the fence in going over the States, two of them among the Original thirteen are lost to the Union. Will they ever return. The wisest of their Members tell me over. Could they obtain equal rights, with the power to check the great and growing forth, according to the plan of Mr. Hunter, that of Mr. Phillips, they would return.-- at of this there is no hope,

Meantime, war is close at hand. Sooner or later. Forts Sumter and Pickens will have to be taken. There is no avoiding it. Neither Buchanan nor Lincoln will surrender them. The only chance of escaping immediate hostilities is in the truce proposed by the Southern Senators to Gov. Pickens. But the end will be the same. And if it be true that Lieut. Talbot, Major Anderson's messenger, has returned with orders to the Charlestonians to be erecting batteries around the harbor, we may look for bloodshed in a few days. It will 500 or 1,000 lives to take Fort Sumter, but the cost will be no more now than six weeks . It must be done.

A powerful effort was made in the Senate yesterday to get Kansas in. It failed. But the departure of the Georgia and Alabama Senators settles the business. Some say that Kansas is admitted, the Republicans will come to terms on the Crittenden amendment Doubtful.

Sherman, the head-devil of the Republicans of the House, almost equals Wade in his coercive views, as expressed in his recent speech. too, stands on the Chicago platform, and votes for the Army bill with the distinct understanding that force will be used to recover the forts and arsenals in the seceding States.

The resolution which passed the Virginia Legislature on Saturday, and which looks to asking common cause with the South, in case res of conciliation are rejected, (as I they will be not approved here. Good results are not expected from it. In taking this position. It must not be forgotten that we will be committing ourselves to war. Are we ready? --are we even preparing for that event? not taken to establish a power manufactory in the mountains, it would be hard to tell. As a mere business speculator apart from the prospect of war, it would admirably.

It must not be supposed that the people around Harper's Ferry are indifferent to the existing state of things there. A gentleman from that neighborhood tells me that, in the worst resort, the stalwart men of that region will be found ready, at the tap of a drum, to do their duty.

I have never seen a paper so beside itself with passion as the Tribune is now. Each issue appears to be more rabid and bloody than the one before. Yesterday's number seemed to be spattered with the foam of a maniac clenching his teeth. The occasion was the supposed seizure of Washington City by Maryland and Virginia. Nothing less than a miracle can keep a people, inflamed by this perni sheet, from plunging madly into civil war. It calls Crittenden's amendment the Crittenden surrender, and is doing its utmost to keep it from getting to the people.

A more lovely sunny, clear blue day than the present could hardly be desired. It is cold, and a sort of March wind is rapidly drying the abundant mud in which we have been floundering for a week back. Zed.

Correspondence of the Richmond Dispatch.affairs in Charleston. Charleston, Jan. 19, 1861

Old Secession" (our old cannon) has just announced Georgia out of the Union, by a majority of 119. Who doubted it?

The Northern-papers make a great "hullabaloo" about there being some persons in every State opposed to secession. If it were it would not be anything to be wondered but it is not so. There is a respectable minority in Alabama and Georgia who would be glad to wait a while to see what the North will do., but, be sure there is but one sentiment in all the Cotton States about the ultimate secession of these States if ample guarantees were not given. There certainly is not a tithe of such as these even, as there are at the North those who will side with the South in the event of collision. See the meeting, a few nights ago, in New York, of the working men.

Nothing yet has been made public from Col. Hayne. Our troops are vigorously preparing the batteries, and making ready for the worst.

Well informed gentlemen tell me that there is an understanding between our Government and that the United States, and between our Government and Maj. Anderson, and that the status shall not be altered on either side. This may be so, for I certainly do not profess to know the secrets of our men in power; but I venture to make a prediction, on my own responsibility, that Fort Sumter will either be surrendered or taken forcibly in less than ten days. The fact is, Maj. Anderson and his command are our prisoners now.

I predict another thing, and mark it — and I wish old "Hasty Plate of Soup" to mark it, also — that if Major Anderson sheds one drop of blood on the soil of South Carolina, or in the harbor of Charleston, neither he or his command will ever come out that fort alive.--I do not get my notions from headquarters; I get them from those who have the brunt to bear.

Another falsehood has gone the rounds of the abolition papers: That we are without food We never had more, nor better, and scarcely cheaper. We see no difference in anything but coal. That is worth $12 (twelve dollars) per ton. You would do well to send several cargoes of your best grate coal.

The abolitionists are afraid to send their vessels here, but Virginians need not. My life upon it, you will find no difficulty.

There are just passing my door three companies of the finest looking negro men I ever saw — going to the different points to work on the breastworks.

Yesterday a company of them went over to Morris Island, with their masters, who are volunteers from one of the upper districts, each white man having his negro man, and all armed. Master and servant fight side by side. By Monday I shall be able to give you. I think, the ultimatum of Col. Hayne, and perhaps some startling tidings.

A fire took place here yesterday morning, and, sad to say, a lady perished in the flames.

Correspondence of the Richmond Dispatch.canvassing for the Convention — excitingtimes — suspicious character, &c., &c. Amelia Co.,, Jan. 21, 1861.

Last Friday there was quite an exciting debate at the Court-House between Messrs. Harvie Gregory and Weisiger, candidates for the Convention. The friends of each gentleman seemed satisfied and to be hopeful as to the result. I hear that there are three other candidates in this District, so that the people will have a large enough number out of which to select a suitable man.

A man who was operating in this county as a daguerreo typist was ordered off a few days once, as his antecedents were not known, and be seemed to be on rather too familiar terms with the colored friends, crowds of whom visited his tent to have their pretty faces taken. He was wise enough to take a hint, so that the day after he was notified that his room was better than his company, he left for parts unknown. It is well for the people to keep a sharp look out for such characters, and unless they are known to be worthy, to dispense with their services. At a time like the present, every consideration demands that we be particular in whom we confide.

Within a brief period there have been several sales in this county, and everything sold at greatly less than what it would have some months ago. A negro woman and two children were offered at public auction, and $600 was the highest bid for the three. Though all classes are suffering from the present state of things. I believe all classes are willing to suffer on rather than to submit to the outrages of our brethren at the North. Death itself is preferable to insult and disgrace.

The death of Lola Montez.

--The death of Lola Montez has been announced. A correspondent, who saw her a few days since, as she was expecting soon to die, says:

"Far from the members of her family, and repudiated by those who had been the friends of her youth, she was far happier than she could have been had she died in the midst of the palatial splendor which was so long her glory and her shame.

"That merciful Providence who so constantly sends His blessings alike upon the good and the evil, threw this poor outcast during her last days upon the kind charities of a Christian lady, who had chanced to be her schoolmate in Scotland, but who was, for many years, ignorant that the Lola Montez of the newspapers was the innocent school girl of thirty years ago.

"Though disabled by sickness, and deprived of all claims, according to worldly principles, upon any such association, she here found a self-denying friend, who soothed her dying moments, and led her to take refuge in the consolation of the Christian faith. The Rev. Dr. Hawks, on being requested to attend her, was frequently at her bedside, and gave her the benefit of his pastoral instructions, as if she had been one of his own flock. He officiated at her funeral, on the 17th inst., and Mr. Brown, who has attended so many funerals and weddings in his day, (may he live many years,) was seen to wipe the tears from his eyes as he heard the clergyman say that he had never known a case of more sincere penitence than was evinced in the present instance. 'Let him who is without sin east the first stone at her.'"

Failure of Cyrus W. Field.

--The failure of Cyrus W. Field is said to be a bad one. It is said that the estate will pay less than twenty-five cents on the dollar. He has never recovered from the Atlantic cable operation.

--Senate.--Mr. Hunter asked and was excused from serving as Chairman of the Committee on Finance — he stating as a reason that the political position of his State was about to be changed.

Mr. Polk presented a memorial, with signatures covering fifteen quires of paper, all wrapped in the American flag, praying the adoption of the Crittenden resolutions, as amendments to the Constitution.

Mr. Slidell moved to take up his resolutions in effect censuring the President for not earlier sending the nomination of Mr. Holt as Secretary of War.

The motion was objected to, and the resolution will come up at a future day.

Mr. Yulee announced the reception of official intelligence that his State had seceded, and, consequently, that he and his colleague were no longer Senators. He read a valedictory giving the reasons which had induced Florida to secede. Mr. Mallory also delivered a valedictory.

Mr. Clay, of Ala., on behalf of himself and Mr. Fitzpatrick, also withdrew in consequence of official intelligence of the secession of Alabama.

Mr. Davis announced the secession of Mississippi, and made a speech, after which the seceding Senators rose and left the Hall, first taking leave of their old associates.

The Kansas bill was amended and passed by a vote of 36 to 13.

Mr. Crittenden's resolutions came up. Mr. Bigler advocated their passage. He denied the right of secession, and also of the right of coercion.

Mr. Cameron endorsed Mr. Bigler's remarks, and in reply to a question from Mr. Iverson, said he would go even farther than Mr. Bigler to save the Union. He said coercion was a bad remedy for secession, and should be the very last.

Mr. Mason called attention to some of Mr. Cameron's recent votes, for the purpose of showing the difference between profession and practice.

Mr. Cameron said the difference between him and Mr. Mason was that he wanted an excuse for remaining in the Union, while Mr. Mason wanted an excuse to go out.

Mr. Mason responded that he and posterity would be deeply grateful to Mr. Cameron for an excuse to remain in.

After further debate, the Senate adjourned.

House.--The letter of withdrawal of the Alabama delegation was read and ordered to be printed.

Mr. Lovejoy presented a petition of Methodist clergymen, asking protection from persecution in Texas. Tabled.

Mr. Colfax introduced a bill for the discontinuance of mail service in the seceding States.

Mr. Morris, of Ill., moved a resolution, which was adopted, instructing the Judiciary Committee to amend the neutrality laws, to prevent armed expeditions being plotted in one State to help the seceding States.

Mr. English introduced a resolution, to give the Crittenden resolutions practical effect, but was snubbed off by Mr. Grow, with the remark that the Republicans would choose their own time to vote on the subject.

The report of the Select Committee of 33 came up. Mr. Corwin made the opening speech. He stated that the Personal Liberty bills were harmless, because their was a tribunal to punish their exercise. The free States ought to punish persons for incendiary publications against the South. He advocated the admission of New Mexico as calculated to settle the pending difficulties.

Mr. Milison followed in reply. He argued that the Territorial question had already been settled by Congress and the Supreme Court, in favor of the South--that neither the election of Lincoln nor the Personal Liberty bills justified disunion. He was against coercion. The question should be settled by a convention of the people. He gave reasons why he objected to the admission of New Mexico.--His speech was conciliatory, and expressed the hope that peace would be restored and the seceding States return.

Mr. Cobb did not join his colleagues in signing the communication addressed to the Speaker, announcing the secession of Alabama, and withdrawing from the further deliberations of the House.

The bill which passed the House Saturday, for the payment of the California war debt, appropriates $400,000. It was incurred in the suppression of Indian hostilities. The appropriation was made on the principle recognized as to other States for like services.

The New York resolutions in Georgia. Milledgeville, Ga.,, Jan. 20.

--The Governor yesterday communicated to the Convention the threatening resolutions adopted by the N. Y. Legislature on the 11th inst. After they were read, Mr. Toombs introduced the following resolution:

Be it resolved, unanimously, by the people of Georgia, in Convention assembled, as a response to the resolutions adopted by the Legislature of the State of New York. That we highly approve the patriotic and energetic conduct of the Governor in taking possession of Fort Pulaski by Georgia troops, and request him to hold possession until the relations between Georgia and the Federal Government shall be determined by this Convention, and that a copy of this resolution be ordered to be transmitted to the Governor of New York.

The resolution was unanimously adopted.

The weather is mild and it is snowing fast. The Western stage, with passengers and the mail, and Hinckley & Co.'s messenger, with $6,000, passed at half-past 10 P. M., last night. Denver City dates are to the 14th inst.

A severe snow storm will delay the movements of many San Juan adventurers who were about leaving for that point.

About thirty quartz mills are still running in the Mountain City neighborhood, and they are doing well.

The water gulches are failing steady; only those can run that have mills.

Several sluices have been started in the Platte diggings, eight miles above this city. --They are supplied with water from the Hydraulic Company's ditch, and miners say they can make wages where heretofore work would not pay. A pottery manufactory will commence operations in a short time near this city.

Important from Alabama. Montgomery, Ala.,, Jan. 19.

--The House passed to-day a bill to provide against the invasion of the State by sea. It makes pilots liable to fine and imprisonment who bring foreign vessels into the harbor of Mobile, and authorizes the commander of Fort Morgan to destroy the beacon and landmarks at his discretion.

A resolution was also passed to make a contract for the construction of a telegraph line to Point Clear, in order to effect a more rapid communication with Fort Morgan.

It is understood that Mr. Hooper, of the Mail, will be a candidate for Clerk of the Southern Congress. He is warmly supported by the secessionists here.

It is impossible to get any information of the secret proceedings of the Convention.

The Massachusetts abolitionists in Trouble. Boston,, Jan. 19.

--Wendell Phillips is announced to speak here to-morrow evening.--The Anti-Slavery Society asked the protection of Mayor Wightman, who refused to protect Phillips, but assured the Society that the peace of the city should be maintained.

The Society then sought the protection of Governor Andrew, who sent his aid to see what the Mayor proposed to do. The Mayor replied to them that he would maintain the peace of the city; that if a disturbance took place in the hall it would be cleared, and that if there were indications of a row before the hall doors were opened he would have the hall closed. Protection has been asked for the annual anti-slavery meeting to be held next week, but it was refused.

The Postmasters in the seceding States. Washington,, Jan. 21

--Numerous applications continue to be received from postmasters in the seceding States for supplies of postage stamps. Before the orders are filled, an affirmative response is necessary to the question whether they do now, and will continue to hold themselves responsible to the Government, in conformity with the existing laws, for all the postal revenue received by them. The orders have been filled accordingly — the postmasters following the example of the Charleston postmasters. Thus far postal communication in the South is uninterrupted.

Judge Greenwood still has the tender of the Secretaryship of the Interior under consideration.

A fugitive slave case in Cleveland. Cleveland, Ohio,, Jan. 19

--A colored woman, claimed as a fugitive slave from Wheeling, Virginia, was arrested here to-day. She will be examined on Monday. Judge Tilden has issued a writ of habeas corpus, which is returnable on Monday morning. What little excitement there is, is confined entirely to the colored population. The woman admits herself that she belongs to the claimant.

Rumored Republican peace propositions. St. Louis,, Jan. 21.

--A special dispatch from Springfield, Ill., to the Republican, says Congressman Kellogg had arrived there and was in conference with Lincoln. The object is supposed to be in reference to a compromise of the national difficulties. It is believed that the Republicans, with Lincoln's sanction, will propose holding a National Convention, and the restoration of the old Missouri Compromise line to California.

Pensacola Post-office abolished. Washington,, Jan. 21

--The Post-Office at Pensacola was abolished to-day, and the mail service discontinued. The Postmasters throughout the country are directed to send all letters addressed to Pensacola to the Dead Letter Office. This is in consequence of the interception of mails ay the Florida authorities.

The Georgia Convention. Milledgeville, Ga., Jan. 21.

--Explanation given in the State Convention by the co-operation members this morning show that the Ordinance of Secession will be signed almost, if not quite, unanimously.

--The following preamble and resolution, written by Hon. A. H. Stephens, and Judge Stephens, and presented by Judge Nisbet, were adopted unanimously:

Whereas, a lack of unanimity in the action of this Convention on the passage of the Ordinance of Secession indicates a difference of opinion among the members of the Convention, not so much as to the rights which Georgia claims, or wrongs of which she complains, as to the remedy and its application before a resort to other measures of redress; and

Whereas, it is desirable to give expression to that intention which really exists among all the members of the Convention to sustain the State in the course of action which she has pronounced to be proper for the occasion: Therefore,

Resolved, That all the members of the Convention, including those who voted against the Ordinance as well as those who voted for it, will sign the same as a pledge of the unanimous determination of this Convention to sustain and defend the State in this our course of remedy with all its responsibilities, without regard to individual approval or disapproval.

Its adoption of the Ordinance was signed by all except about a dozen delegates, and those, it is believed, will sign to-morrow.

A. H. Stephens, Lintin Stephens, Governor Johnson, and other friends, signed the Ordinance.

A demonstration on a grand scale is going on to-night.

From Charleston. Charleston, S. C.,, Jan. 21.

--The four U. S. soldiers from Fort Sumter, in this city as witnesses in a murder case, attempted to escape Saturday morning, by leaping from the window of the Grand Jury room. They were recaptured and escorted by a file of soldiers to a boat, and sent back to Fort Sumter.

Gov. Pickens, on Sunday, sent Maj. Anderson fresh marketing, with his compliments; but the latter, while courteously acknowledging the act, declined to receive them until he can hear from the Government at Washington.

Fires at the West. Toledo,, Jan. 19

--The American Hotel was destroyed by fire this morning. Loss $20,000. Insured.

Chicago, Jan. 19.--The round house of the Chicago, Fort Wayne and Pittsburg Railroad was burned to-day. Two locomotives and other property were destroyed. Loss $20,000. No insurance.

Florida Convention. Tallahassee,, Jan. 21.

--The Convention adjourned to-day to meet again at the call of the President. The Hon. S. K. Mallory has been appointed by the Governor, and confirmed by the Senate, Judge of Admiralty at Key West, vice Marvin, removed.

Sale of the Mexican prize steamers. New Orleans,, Jan. 21.

--The Mexican prize steamers Gen. Miramon and Marquis de Habana, were sold on yesterday to parties in Havana. The former brought $12,500, and the latter $20,000.

Secession Demonstrations. Augusta,, Jan. 21st.

--The city is illuminated to-night, and the bells are ringing. The Washington Artillery fired a salute of 400 guns in honor of the Secession Ordinance. The military and firemen are parading.

North Carolina Legislature. Raleigh,, Jan. 21.

--Saturday was private bill day. To-day the Convention bill passed to its second reading in the House. It comes up again to-morrow.

--A special Cabinet meeting was held to-day to consider the object of Hon. John Tyler's mission of peace.

There are no changes to note in Groceries.--Wheat has gone up since our last five cents; and Corn is better. Business is still depressed, and confined to immediate necessities. The continued uncertainty as to the termination of the National troubles forbids enterprises and new contracts of every sort. Money is scarce; but there is a remarkable solvency maintained in this community, notwithstanding the embarrassments of the times.

Tobacco.--Sales still limited, at former quotations. We notice the sales of some Lugs and common Leaf Lugs, $1,75@2.50: Leaf $3@4.50: some stemming Leaf $6@2.50; no fine manufacturing in market. Stock on hand of the old crop very light, and mostly of inferior quality.

Flour.--Market still dull, and no wholesale operations. We quote Superfine $6.25@ $6.50 to the trade: Extra $6.75@$7: Family $7.50@$7.75.

Wheat.--Market improved, though sales limited. We quote good to prime Red $1.25@ $1.35; do. White $1.40@$1.50.

Corn.--Sales at 60@65 cents per bushel.

Oats.--30@35 cents per bushel.

Bacon.--Sides 11@11 ½ cents; Shoulders 8 ½ cts.; plain Hams, 12 cents; Sugar-cured 13@12 ½ cents; Todd's Sugar-cured Hams 15 cents. Quotations nominal; market dull.

Coffee.--We quote Rio 14@15 cents; Laguayra, none in market; Java 16 ½ @17 cents; Mocha 18 cts.

Sugars.--New Orleans Sugar (one cargo arrived) we quote 7 ½@8 cents; Cuba 7 ½@8 ½ cents; Porto Rico 8@9 ¼ cents; Loaf 11@11 ½ cents; Crushed and Powdered 10 ½ cents; Coffee Sugar; A 10 cents; B 2 ½ cents; Extra C 9 ½c.

Whiskey.--Richmond Rectified 21 ½@22 ½ cents; Stearns' Old Malted Rye $1.50; other qualities 75 cts. @$1.50 per gallon.

Cattle, Hogs, Sheep, &c.

Beef.--Sales at $2.25@$4.25 per cwt. gross. These prices were low. Stock heavy.

Sheep.--Supply not very good, demand limited. We quote sales, good to prime, at $4.50 @5.50 per cwt, gross; fair to good, per head, sell at $2.50 to $5.

Hogs.--Sales of corn fed at $8@8.25 per cwt., distillery-fed $7@7.25.

Exchange on the North is scarce and rates lower. We quote on New York 4 ½; Philadelphia 4 ½, and Baltimore 3 ½ per cent. premium.

--I will give $20 reward for the return of my Negro man, "Washington," who left my house, in the lower part of Henrico country, on the morning of 17th inst., without leave or provocation. He will probably have a forged pass in his possession, as he can read and write.
