At a meeting of the officers of the banks of the city of New York, at the Merchants' Bank, on Wednesday, the 21st of Nov., 1860, the following proceedings were unanimously adopted, viz:

In order to enable the banks of the city of New York to expand their loans and discounts, and also for the purpose of facilitating the settlement of the exchanges between the banks, it is proposed that any bank in the Clearing-House Association say at its option, deposit with a committee of the persons — to be appointed for that purpose — an amount of its bills receivable. United State stocks, Treasury notes or stocks of the State of New York to be approved by said committee, who shall be authorized to issue there upon to said depositing bank certificates of deposit, bearing interest at seven per cent per annum, in denominations of five and ten thousand dollars each, as may be de to an amount equal to seventy five per cent of such deposit. These certificates may be keep in settlement of balances at the clearing house for a period of thirty days from the date thereof, and they shall be received by creditor during that period daily, in the same proportion as they bear to the aggregate amount of the debtor balances paid at the clearing house.--The interest which may accrue upon these certificates shall at the expiration of the thirty days apportioned among the banks which shall have them during that time.

The deposited with said Committee, as above named shall be held by them in trust as a special deposit, pledged for the redemption of the certificates issued there upon.

The Committee shall be authorized to exchange any portion of said securities for an equal amount of others, to be approved by them, at the request of the depositing bank, and shall have power to second additional security either by an exchange or an increased amount, at their discretion.

The amount of certificates which this Committee may issue as above, shall not exceed five millions dollars.

This agreement shall be binding upon the Clearing-House Association when assented to by three fourths of its members.

Resolved, That in order to accomplish the purpose set forth in this agreement, the specie belonging to the associated banks shall be considered and treated as a common fend for mutual aid and protection, and the Committee shall have power to equalize the same by assessment or otherwise.

For this purpose statements shall be made to the Committee of the condition of each bank on the morning of every day, before commencement of business, which shall be sent with the exchanges to the Manager of the Clearing-House, specifying the following items, viz:

1 loans and discounts. 2 Deposits. 3 Loan certificates. 4 specie.

resolved that after the 1st of February next, every Bank in the Clearing-House Association shall have on hand, at all times, in specie, an amount equal to one-fourth of its net liabilities, and say Bank whose specie shall fall below that proportion shall not make loans or discounts until their position is re-established; and we, as members of the Clearing-House Association, agree that we will not continue to exchange with any Bank which shall show by its successive weekly statements that it has violated this agreement.

This movement of the Banks is generally approved by the press of that city. The Times says:

The associated Banks of this city have followed up their action of Monday, in the direction of relief, by a further and more general movement, this afternoon, for meeting the until promptly and boldly by unlimited expansion, or by an expansion limited only by the legitimate business wants of their dealers.--To this end they have virtually resolved to make common their whole stock of specie, saw about twenty millions, and if, with the exchanges everywhere in favor of New York, at home and abroad, the public want the specie simply because they distrust its continued existence with the Banks, they can help themselves freely to it, without reference to the particular Bank in which their deposits are held. All will pay while the sum total insets, and if the sum now in hand (and which is likely soon to be increased from England,) be insufficient to answer the demands of the suspicious or incredulous, they will all go down together, and with the satisfaction of accommodating, to the last dollar, the reasonable wants of every solvent dealer, and the legitimate requisitions of the great trade of this city. This plan of relief, or mode of meeting a crisis, though new to this country, is the approved and successful policy, under similar circumstances, of the National Banks of England and France, and the reasons which impel it to success, with the exchanges all right, are, in the present sound condition of a trade simply overtaken by panic, perfectly irresistible. And, for one, we have little question of its wisdom if carried out, as we have every reason to believe it will be, with the same boldness of action and unanimity of purpose, as well as mutual good faith, which inspired it.

We desire to express no hasty opinion or confidence as to how this matter is to work.--Its success in London and Paris, in seasons of trial, has, we believe, been invariable — certainly in the English capital. But, come what may, this much we do rejoice at, that the bankers of the city of New York have made their Association a real and substantial unit, resolving that it is better, if need be, to go down together, and in advance of general mercantile bankruptcy, which a different course might entail, in the effort to arrest the panic by expansion, rather than seal their own folly and shame by breaking in the process of cruel contraction.

The Courier and Enquirer says:

Our commercial community, we think, will hall with satisfaction the result of a meeting of bank officers held yesterday afternoon.--Had it been earlier, it had been better; but it comes at last, and brings with it relief, before it is too late. The only requisite in a crisis like this is confidence, and wise and bold action on the part of our banks to inspire it, by expanding their operations to the extreme of their ability, and in such a manner as will afford the greatest relief to the mercantile class, for whom banks are specially created, and have their being. It is no time now for banks to board and thus cast down merchants, on the ground that thus alone they can stand up themselves; but it is a time for banks to give out with a liberal hand, in order that both merchants and banks may stand up together. It is a time, in short, when banks should not be found wanting when they are really wanted, and the resolutions above, on the part of the bank officers, show nobly a willingness and determination to meet the present emergency. We read in them that New York banks, and business, at least, will go through and survive the fire that secession and panic politicians have raised about them With a prosperity unparalleled around us, there never has been any real occasion for financial panic, and we think this will be proved to be so in the effects of the action of our bank officers. While, therefore, great credit is due to them for the bold and liberal course they have taken, the commercial community is to be congratulated on the cheering promise which it gives.

A New York letter to the Philadelphia Ledger says:

The influence of this action was very favorably felt in the street, in the course of the afternoon, and paper was more saleable at lower rates. Philadelphia funds were quoted at 1 per cent discount. Southern money, however, could not be got rid of short of 25 per cent, with the exception of New Orleans, which was done at 10. Illinois and Wisconsin, 15; Ohio and Kentucky, 10. The Stock Market at the First Board was lower, but the proceedings of the bank meeting had the effect to improve prices at the Second Board.

Notwithstanding all these favorable symptoms, however, I am bound in duty to add, that the prevailing opinion among bankers and merchants, is that there will be a total suspension of specie payments here in less than thirty days from date — the great fact sticking out that the cause of all the present trouble — threatened revolution at the South--still exists, and is not likely to be got rid of soon.

The Baltimore American says commercial affairs showed a much more cheerful aspect Thursday, after the suspension of the Banks, and the Banks discounted freely. It adds:

One Bank alone discounted over $90,000, and two others $100,000 each, and if this liberality was carried out by the balance of them, we shall soon have to note an easy money market. It will likely be some days, however, before entire confidence is restored. We heard of strictly first-class paper being sold on the street to-day at 9 per cent., but the regular rate was 1 per cent. per mouth; of course there is nothing doing in second-class. It will be seen under the telegraph is head that the Philadelphia Banks suspended specie payments at to-day, and also that the New York Banks had resolved to make common stock of their specie, and pay it out as long as it lasts, but it is generally supposed here, among those who ought to know, that they will probably all suspend before the close of the week. Our Banks have been pretty liberal in paying out specie to-day in small amounts to those who were in need of it.

At the Corn Exchange a marked improvement was observable, buyers being anxious to purchase flour for export, but holders not quite so willing to sell, unless at a good while some of the sector would not any price of oil to hold on to their stocks . of the kinds showed some slight improvement, and by meet of our shippers wary purchasing freely. Although the market was firmer, we have no actual advance to note in either wheat or corn. All other branches of trade continue in the same quiet state they have been for weeks past.

At the Stock Board to-day we had to note quite a buoyant feeling, and there was a large business done, the sales amounting to fully $90,000.

The New York Journal of Commerce, writing on Thursday , after the new scheme of the New York Banks had gone into effect, says:

There will be much disappointment, no doubt, that the measure of relief at once, in all the good anticipated from it. The truth is, that it has not yet been acted on to any considerable extent, and is to be tested rather by what it may ultimately accomplish, than by what may follow immediately upon its announcement. The Manhattan Company this morning, with receipts of $190,000, discounted $400,000, and others whose boards were in session, showed a corresponding liberality. --This wave of the flood has not yet reached the note brokers, where it is still almost impossible to negotiate business paper on any terms. The most needy business at the Banks have been relieved by the expansion and we trust that in that direction, where the pressure pinches the most severely, the relief will be sufficient to prevent a recurrence of excitement or alarm.

Foreign Exchange is still irregular, and nothing of importance has been done by the Bank Committee appointed to relieve the market. We understand that a proposition is before the Committee in relation to some large purchases of bankers' bills at a low rate, which may result in something before the day is over.

The Philadelphia Banks suspended at on Thursday. The Bulletin, of that afternoon, says:

The suspension was determined on as a precautionary measure, to enable the Banks to expand their discounts and thus aid our business men, and to prevent any of the wild scenes of 1857. The Banks are strong and abundantly able to meet all their liabilities.--While we regret that it should have been thought necessary for the Banks of Philadelphia so soon to follow the example of those of Baltimore, Washington and Virginia, we trust it may prove advantageous, and bring us sooner to a brighter prospect. There has been but little excitement attending this suspension, thus contrasting most singularly with the panic of 1857.

At a meeting of merchants, at Alexandria, Va., Thursday, the following resolution was adopted:

Resolved, It is the opinion of this meeting that the suspension of specie payments by the Banks of this city, is justified by the force of recent events beyond their control; and that the ability of said Banks to meet all their engagements, and their soundness, is not impaired by this course.

The secession movement at the South.

Our exchanges contain some further items of interest about the secession movement at the South, which we give:

Views of Hon. Caleb Cushing.

Hon. Caleb Cushing, of Boston, has accepted an invitation to address the people of Newburyport, Mass., this evening, on the national crisis. In a letter accepting the invitation he says:

God forbid that, at such a moment, anything should be done or said by me to add to the intensity of solicitude which already exists in this relation. On the other hand, there is but one thing to allay it, which can be done or said by or in the State of Massachusetts.

It avails nothing for us in Massachusetts to discuss the question of the expediency or inexpediency of secession, and to endeavor to impress on the Southern States the sacredness of the Union So long as the State of Massachusetts maintains a system of legislation plainly contrary to the Constitution in the very matter of the special rights of the Southern States, all ears are closed to appeals in behalf of the Union from us. To such appeals the answer is ready, that when we duly regard the Constitution ourselves, and not until then, it will be competent to us to exhort other States to respect and observe it; that otherwise we are but meanly enjoying the benefits of the compact without discharging its obligations; and that our laudation of the Union is alike odious and ridiculous while we cling to it only as the means of exerting the power of the Federal Government to the spoliation, oppression and wrong of fifteen States of the Union. How deeply soever, therefore, any citizen of the State of Massachusetts may deplore the possibility of the dissolution of the Union, she is utterly powerless to dissuade any other State from seeking or promoting its dissolution.

The nullification laws of Massachusetts were not only most deliberately enacted in the first instance, but the question of their repeal has been earnestly moved in the Legislature of the State, first by Mr. Charles Hale and afterwards by myself; and although some provisions of mere exacerbation in those laws have been repealed on the recommendation of Gov. Banks, yet the vicious substance still subsists, and has but just been carefully re-enacted in the general revision of the statutes.

Furthermore, so long as the State of Massachusetts perseveres in this nullification of the Constitution, she affords, not a pretext only, but a justificatory cause to the State of South Carolina, to that of Georgia, Alabama, Mississippi, or any other State otherwise disposed to secede; for the violation of the fundamental compact of association by one of the contracting party serves, in morality as well as law, to release the others — and the unconstitutional and dishonorable attitude of the State in this matter is not less mischievous in another respect, to wit, its obvious tendency to paralyze the conservative efforts of our Southern States not yet prepared to secede, such as Maryland, Virginia, North Carolina, Kentucky and Tennessee.

I think there is a duty in this behalf which it is incumbent on Massachusetts and every loyal citizen of the State to perform--one which it is never too early to enter upon, and never too late to persist in, and which it is peculiarly fitting for us to undertake now — namely, to repeal unconditionally these laws, which are scandalously false in their profession of purpose — which are tyrannical in their domestic and treasonable in their Federal relation, and which misrepresent the spirit and disgrace the legislation of our Commonwealth.

As this is the duty of all, it is the duty of every one; and, therefore. it will give me pleasure to speak on the subject; to expose the gravity of the situation; to demonstrate our obligation regarding it, and to participate with you in the initiation of measures for the wiping out of this foul blot from the escutcheon of the State of Massachusetts.

Having done that, we shall then have the right, happen what may, to stand erect, to hold up our head in the Union, to look our sister States in the face, and if need be, to address fraternal exhortation to the State of South Carolina.

The South Carolina cadets at West Point, numbering seven, have held a meeting and resolved, when she withdraws, to "be found fighting under her banner." They add:

"Though the reception of a diploma here at the National Academy is certainly to be desired by all of us, yet we cannot so stifle our convictions of duty as to serve the remainder of our time here under such a man as Mr. Lincoln as commander-in-chief, and to be subjected at all times to the orders of a government the administration of which must be necessarily unfriendly to the Commonwealth which has, so far, preserved a spotless record, and of which we are justly proud. We hereby swear to be true to her lone star in the present path of rectitude, and if, by chance, she goes astray, we will be with her still. All we desire is a field for making ourselves useful."

New Fashion for Ladies.

We observed, while on a visit to a lady friend, a bonnet and dress of Georgia Linsey and cotton, designed for the daughter of one of our leading secessionists. The dress is made in fashionable style, a la Gabrielle, and the bonnet is composed of white and black Georgia cotton, covered with a net-work of black cotton, the streamers ornamented with Palmetto trees and lone stars, embroidered in gold thread, while the feathers are formed of white and black worsted. The entire work is domestic, as well as the material, and exhibits considerable ingenuity. The idea illustrates the patriotism of the ladies, and their earnest sympathy with the great Southern movement, while its execution affords convincing proof of how independent we can be of our Northern aggressors, when we have the will to undertake and the energy to achieve.--News Letter.

Retaliating on them.

The New Haven (Ct.) News, of the 22d, says a company of young men left there a few days since to fish in Georgia waters, a business they have followed for several years, and adds:

On reaching that Savannah, they were astonished to learn that they could not be allowed to fish there, as they were from the North.--Assurance that their intentions were honorable, and urgent requests to be allowed to remain, were of no use, and they were compelled to come home poorer than they went by a good many dollars. They arrived here on Monday , and report affairs in a state of great excitement, not only in Georgia and South Carolina, but indeed all through the South. What are we coming to?

These men are all Democrats, and so expressed themselves while at the South. They say that they blame the blind followers of the Republican party of the North much more than they can possibly blame the hot-headed people of the South, and they think it about time that "Personal Liberty Bills" were repealed. The question now is, what will Virginia do with the oyster trade? How would Fair Haven like a stoppage in that direction?

A dispatch from Winnsboro', S. C., dated the 21st, gives an idea of the excited state of feeling there. It says:

There was considerable excitement occasioned in our town last evening by the alarm of fire being given, about , which was found to pr from the burning of a fence. The people were making for it in all some with guns, with pistol and swords. The fire was in the North and of the town, and was burning the week of an

The New troubles in Kansas.

The "Jay Hawkers" in the Field — Rifles imported from the North as Food for the Starving in Kansas--Attack on Federal Officers, &c.

The telegraph has announced the commencement of fresh and bloody troubles in Kansas. The leader of the marauders is Jas. Montgomery, one of the most desperate of the Free State leaders in the Territorial wars of '58, and became so conspicuous for his bloody deeds that when John Brown left the Territory to prepare for his raid on Virginia this desperado became the acknowledged head of the abolition banditti there. The following dispatches give fuller particulars of the scenes just inaugurated:

Washington, Nov. 21.

--The government has just been officially informed that Capt. Montgomery and his company have commenced operations in Kansas again by hanging and killing their opponents and threatening to compel an adjournment of the land sales advertised to take place during the month of December.

Several days ago letters were received from responsible sources, addressed to the proper authority, stating that Capt. Montgomery has a force of probably five hundred men, with plenty of arms, ammunition and other material aid, and that from time to time warlike supplies have been received by him from the North. The writers also say that the demand to adjourn the land sales would be resorted to as a mere pretext for raising an armed force, and that the real object of this lawless organization is a raid, first on the frontiers of Missouri, and then on Arkansas and the Western border, to avenge the punishment of abolition emissaries.

Governor Medary has recently communicated some important particulars relative to Captain Montgomery's reported advancing movements.

Orders will be forth with dispatched ordering the United States troops in Kansas to such points necessary for the protection of the land officers in the performance of their duty, as well as the public property menaced, including Fort Scott.

Warsaw, Mo., November 21.

--A messenger reached here to-day, bring the following dispatch, which has been forwarded to the administration at Washington.

Clinton, Mo., Nov. 21, 1860

The abolitionists, with arms newly imported from Boston or the East, under the command of Captain Montgomery, numbering from 300 to 500 men, and increasing in numbers, have attacked Fort Scott, Kansas, and broken up the Court, compelling myself and all the officers of the United States District Court to fly for our lives. They have taken the towns on the Missouri line, the Fort Scott Land Office, &c. They intend to invade Missouri.

J. Williams. U. S. Judge Third Judicial District, K. T.

A military company will be organized in this city to-morrow, to aid in the suppression of this outbreak.

At a meeting of the citizens of Clinton, Henry county, Mo., to-day, it was resolved to raise a volunteer company to defend their homes, and, if necessary, the western border of the State. A committee was appointed to wait on the Governor of Missouri and lay the facts before him, and request a supply of arms.

The following letter has been addressed to Governor Stewart:

Clinton, Mo., Nov. 21, 1860. Sir:

I am here to inform the citizens of this State of the following facts, and I have been requested to present them to you as Governor of the State. The abolitionists, under command of Montgomery and director Tennyson, to the number of 300 to 500, armed with Sharpe's rifles, dragoons' sabres, navy revolvers and bowie knives, have suddenly commenced a war of extreme ferocity on the law-abiding citizens of Southern Kansas, in the counties of Lima and Bourbon.--These arrived by the wagon load at or near Mound City about one month since, in boxes marked as donations for Kansas sufferers. Montgomery has been in Boston during a part of the summer, and returned with plenty of money to enlist recruits. Many of his men are newly imported. He has taken possession of Fort Scott and other towns on the border, near the Missouri line. He has murdered Mr. Moore, a grand juror, Mr. Harrison, Mr. Samuel Scott, Mr. Hinds, and obliged all the United States officers, including myself, to fly for our lives. His own expressed design, made in a public speech, as he said without concealment, is to keep possession of Fort Scott and other places near the Missouri line, to prevent a fire in the rear, while he cleared out southwest Missouri of slaves. So far he has carried out literally his declared programme. The citizens of Missouri, on the Osage and Merimator livers, in Bates and Vernon, are flying from their house into the interior. He boasts that he has money and arms to equip and sustain one thousand men. My Court was broken up by them, the United States Court for the Southern District, and I suppose that they have seized the records and also the records of the said office, as he publicly declared that he would do so.

J. Williams. United States District Judge for the Third Judicial District of Kansas. Kansas, Mo, Nov. 21.

--United States Marshal P. T. Colby and party, of Kansas Territory, arrived here this evening. They bring the following particulars relative to the operations of Captain Montgomery and his gang of Jay Hawkers, numbering nearly five hundred men:

Fort Scott, Nov. 19.

--U. S. Judge Williams and the officers of the Court have been obliged to flee to Missouri to escape attack from the Jay Hawkers.

Samuel Scott, of Linn county, was taken from his house on the morning of the 18th inst., and hung.

Many of the most prominent citizens have been arrested, but as yet their fats is unknown.

Messrs. Reynolds & Co., of Fort Scott; Messrs. Crawford & Co., of Chouteau's trading post, and other merchants in the Territory, have removed their goods to Missouri.

[by Telegraph.] New York, Nov. 23.

--A dispatch from Warsaw, Mo., published here, states that handbills were circulating there calling on the citizens to arm and resist Montgomery's raid, and cut the throats of his followers.

A meeting had been held, and resolutions adopted calling on the President for assistance.

The Governor of Missouri had taken prompt steps to protect his citizens on the Kansas border.

A meeting at Leavenworth, K. T., had called on Gov. Medary, the Territorial Governor, for protection.

The latest advices from Kansas City, Mo., say that Dr. Massey, who left Fort Scott on Tuesday, pronounces the report of the burning there to be untrue. Five men had been murdered by Montgomery, and others captured and probably killed.

The Chicago Rescuers.--arrest of the Rescuers.

--The Chicago Times of Tuesday thus notices the proceedings in the United States District Court on the receipt from the Grand Jury of the indictments against the parties engaged in the recent slave rescue in that city:

Judge Drummond addressed the members of the inquest, stating, in substance, that among the eleven bills now brought into court, he had learned that some were against parties implicated in the late rescue of an alleged slave girl from the officers of the law having her in custody as a fugitive slave from the Territory of Nebraska. When the Grand Jury had been organized a week ago this depredation had not been committed, and consequently they were ignorant that such a case would come before them. However unpleasant it was to Northern prejudices, it was the duty of all good citizens to sustain the laws and the Constitution of the United States, more particularly since certain Southern traitors appear to show an example of trampling upon the laws that govern this Republic. The laws of the land must be sustained, and the Grand Jury here present by their cases, have sworn to do so. He was glad to find that they had the courage to do their duty on the present occasion, however unpleasant it was to them.

The Times gives the following additional particulars with regard to the arrest:

The names of these Chicago nullifiers are as follows: Calvin DeWolf, Republican Justice of the Peace; George Anderson, Republican Deputy Sheriff; Isaiah H. Williams, Republican Lieutenant of Police; Holland H. Harris, Republican City Policeman; Edward Langley, Republican City Policeman; Chancellor L. Janks, Republican practitioner of law; Daniel Webster, a negro; Benjamin Mercer, a negro; Henry Lisbes, (probably Isbell,) a negro.

It is stated that the jury narrowly escaped bringing in an indictment also against Alderman Joy.

The nine nullifiers whose names are given above were the leading and most active participants in rescuing the negro. They are all prominent Republicans, having the confidence of their party, and all but one of the whiten have received the endorsement of their party in being the recipients of profitable offices.--The one who is an exception has also been an applicant to his party for office, and only failed to receive it on account of personal unpopularity, and not because of any unsoundness on party doctrines. The cases will be brought on for trial in the course of two or three weeks.

Political truth.

--M. de Talleyrand, when reproached by a friend for certain diplomatic finessing usually attributed to him, replied: "There is nothing in the sphere of politics so hard to get believed as the truth.--Whenever I have revealed the pure and simple truth, I have always been suspected of dissimulation & I have always been believed when I have resigned myself to the necessity of concealing it I that the first statesman who shall have the moral courage in hour by hour, all that he thinks and or that he knows, will create for himself the proportion of being the most consummate hyper artist."

Message of the Governor of North Carolina.

The message of Gov. Ellis, of North Carolina, read before the Legislature of that State on Tuesday, is received. The following abstract is interesting:

The actual debt of the State, on October 1st, was $9,129,505, besides a debt of $1,699,900, for which her faith is pledged. The receipts into the State treasury for the past two years are $1,310,884, and the estimated receipts for the next two years are $1,726,425. Of the railroad from Beaufort to Cowana, on the Tennessee line, (560 miles,) 318 miles have been completed and 50 miles let out. Its cost when finished will be $12,600,000. The Cape Fear and Deep River Canal has been opened 81 miles, to the centre of the Coal Fields, with an average depth of 8 feet and width of 65 feet. The Fayetteville and Western Railroad is completed to the Coal Fields; in Chatham county; the Wilmington, Charlotte and Rutherford Railroad is finished 75 miles from Wilmington and 25 miles from Charlotte. The first division of the Western North Carolina Railroad, extending from Salisbury to Morganten, a distance of 80 miles, has been completed to within eleven miles of its termination and the second division, from Morganton to the Western portal of the Blue Ridge Tunnel, a distance of 40 miles, let to contract, upon which the grading is now being executed.

It appears that from 1815 to 1836, a period of twenty years, the value of our real estate actually decreased, while there was only an increase of $2,100,000 from 1815 to 1850, a period of thirty-five years. From 1850 to 1860; ten years, the increase has been $70,400,000. Now, it will be recollected, that most of our works of internal improvement have been constructed since the year 1850. In that year we had but 250 miles of railroad, and that of a very imperfect character, while in the present year we have 834 miles of road in actual operation. The increased value of real estate since 1850, will alone yield a revenue, at the present rate of taxation, of $140,400. The number of schools and colleges in North Carolina are 8,738, and the number of scholars attending them 177,400. In consequence of the low price fixed by the Legislature of North Carolina for the service, the Governor has been unable to procure a Commissioner to run the boundary line between Virginia and that State.

In that part of the message referring to Federal relations he says, the "Northern States have violated our rights to an extent that would scarcely have been borne by any other people on earth." The nullification laws sending emissaries among our slaves, the John Brown raid, and the refusal of the Governors of Iowa and Ohio to surrender the fugitives connected with it, are recalled, and the message adds:

The forbearance with which the South has borne these indignities and wrongs, has utterly failed to secure a corresponding forbearance upon the part of our aggressors. The spirit of fanaticism by which they are influenced, growing bolder by its lawless riot and unobstructed indulgence, has at last so far united the Northern masses as to enable them to seize upon the General Government with all its power of purse and sword. Two persons have been elected respectively to the offices of President and Vice President, exclusively by the people of one section of the country, upon a principle hostile to the institutions and domestic policy of the other. Neither of them received an electoral vote in all the fifteen Southern States, and neither could have uttered, in many of them, the political sentiments upon which they are elevated to power without subjecting himself to the penalties of the local criminal laws. A clearer case of a foreign domination as to us could not well be presented; and that it will be a hostile domination, past occurrences and the circumstances under which they have been elected, forbid us to doubt. That any people, having a due appreciation of the principles of liberty, could long submit to such a domination, it is impossible to suppose.

They now tell us that this election has been conducted according to the forms of the Constitution, and that therefore the people of the South should take no exception to the fact.--They, who themselves have utterly refused to be bound by that Constitution, now hold it up to us as a bond to secure us from defending our property and lives against their oppressions.

It is true, Abraham Lincoln is elected President according to the forms of the Constitution; it is equally true, that George the Third was the rightful occupant of the British Throne, yet our fathers submitted not to his authority. They rebilled not against the man, because of any defect of his title to the crown, but against the more substantial fact,--the tyranny of his Ministers and Parliament. That power "behind the throne," and which in the name of the throne attempted to deprive them of their liberties, is the one with which they grappled. So it is with us. It is not the man. Abraham Lincoln, that we regard, but the power that elevated him to office, and which will naturally maintain a controlling influence in his Administration. And can it reasonably be expected, that men who have totally disregarded their constitutional obligations, and proved so dangerous in the administration of their State Governments, will learn moderation by this new gratification of their lust of power and dominion?

When it is considered that the sentiment of hostility to African slavery is deeply fixed in the minds of the Northern, people — that for twenty-five years it has formed a part of their education — been inculcated in the family circle, and taught to them from the pulpit, as a leading principle of their religion, together with the duty of its practical enforcement "everywhere and on every occasion," it must be confessed that there exists but little ground upon which to rest a hope that our rights will be secured to us by the General Government administered at their hands.

This condition of public affairs, as was to have been expected, threatens the most deplorable consequences to the Confederacy. Already, it is rendered more than probable that several of the Southern States, in the exercise of the mutual rights of nations, will separate from the Federal Union before the termination of your present session. Such an occurrence would present a grave state of facts, commanding your most serious and solemn deliberations.

It cannot for a moment be supposed that we could submit to have the policy of the Abolition party, upon which their candidate for the Presidency has been elected, carried out in his Administration, as it would result in the destruction of our property and the placing the lives of our people in daily peril; and even though this should not be immediately attempted, yet an effort to employ the military power of the General Government against one of the Southern States, would present an emergency demanding prompt and decided action on our part. It can but be manifest that a blow thus aimed at one of the Southern States would involve the whole country in a civil war, the destructive consequences of which, to us, could only be controlled by our ability to resist those engaged in waging it.

The civilization of the age, surely, ought to be a sufficient guaranty for the prevention of so great a calamity as war; even though amid political changes of the magnitude of those going on around us. But, should the incoming administration be guilty of the folly and the wickedness of drawing the sword against any Southern State, whose people may choose to seek that protection out of the Federal Union which is denied to them in it, then we of North Carolina would owe it to ourselves — to the liberties we have inherited from our fathers — to the peace of our homes and families, dearer to us than all governments, to resist it to the last extremity.

Ours is a Government of public opinion, and not of force; and the employment of military force to control the popular will would, if successful, result in a galling and inexorable despotism.

The prevention, then, of civil war and the preservation of peace amongst us, are the great objects which North Carolina should resolve upon securing, whatever changes the Government may undergo.

In view of the perilous condition of the country, it is, in my opinion, becoming and proper that we should have some consultation with those States identified with us in interest and in the wrongs we have suffered; and especially those lying immediately adjacent to us. As any action of ours would of necessity materially affect them, it would be but consistent with the amicable relations that have ever existed between us, to invite them to a consultation upon a question that so deeply affects us all. From a calm and deliberate consideration of the best mode of avoiding a common danger, much good might result and no evil could.

In thus proceeding we would show to the world a disposition to exhaust every peaceable remedy for the solution of our difficulties and a firm determination to maintain our rights, "in the Union if possible, and out of it if necessary."

Such a step, too, would be but a becoming mark of respect to that considerable portion of the people of the non-slaveholding States who have ever been disposed to acknowledge us as equals in the Union, and who have, on many occasions, gallantly struggled to secure our Constitutional rights.

I therefore respectfully recommend that you invite the Southern States to a conference, or such of them as may be inclined to enter into consultation with us upon the present condition of the country, should such a conference be found imp then I would recommend the of or more in with the view of

I also think that the public safety requires a is our own people for as of their opinion. The will of the people once expressed will be a law of action with all, and secure that unanimity so necessary in an emergency like the present.

I therefore recommend that a Convention of the people of the State be called, to assemble immediately after the proposed consultation with other Southern States shall have terminated.

The subject of our military defence will require your early attention. I would recommend a thorough reorganization of the militia and the enrollment of all persons between the ages of 18 and 45 years. With such a regulation our muster roll would contain near a hundred and ten thousand men.

I would also recommend the formation of a corps of ten thousand volunteers, with an organization separate from the main body of the militia, and that they be suitably armed and equipped.

That your proceedings may be conducted in a spirit of harmony and conciliation, and that they will rebound to the honor and welfare of North Carolina and our common country, is my fervent desire.

The burning of the Steamer Pacific--Loss of life.

--It has thus far been ascertained that eleven persons were lost by the burning of the steamer Pacific, at Uniontown, Ky, last Sunday . The victims were mostly boat hands and deck passengers. No Northern people were among the lost. The Rev. Francis Whittal, who had a party of friends on board, consisting of Miss Fairiaz, a Miss Stockton, and two married ladies of that name, received a dispatch from them announcing their safety. Alexander Campbell, Jr., of Bethany, Va. with his wife, four children and a sister were on board, and they, too, are known to have escaped without injury. Capt. Wm. Lamp, the commander of the steamer, lost his life. He leaves a wife and four children in Louisville. The Pacific was one of the most elegant New Orleans and Louisville steamers, and was on her trip to the former city.--She was owned by Messrs. Sherley, Beil & Co., Capt. J. Bragdon and Capt. Will P. Holiday, and was valued, at the time of the disaster, at $50,000, and was insured for $40,000.--Her cargo was valued at $100,000, and consisted of tobacco, provisions, &c.

The following are some of the incidents attending the disaster: The fire broke out after dark, in a quantity of bay, and in a few minutes all egress over the forward part of the vessel was rendered futile. Great consternation prevailed on the steamer. Many succeeded in getting on the coal barge and reaching the shore before the lines were burnt. A passenger begged some one for "God's sake to save his wife," who was struggling some thirty feet from shore, when Mr. J. R Sharp instantly sprang into the water and bore the lady ashore in safety.

Mrs. McDonald, who, in company with her consumptive husband, was on the way to Cuba, clung to her feeble partner, and, aided by R. B. Craft, dragged him to the guards, and persisted in staying beside him until he breathed his last, when she slid down the stanchion and was received in the yawl, manifesting that pure devotion which is ever elicited from her sex in hours of trouble — There were about 150 to 180 persons on the boat, 100 being cabin passengers.

Virginia annual Conference.--Second day.

--The report of the Publishing House of the Conference, showed the assets to be $442,367, and their liabilities $113,118, Rev. Thos. Early was appointed agent of the Quarterly Review, Home Circle, and Sabbath Visitor.

A circular from the managers of the Missionary Society of the Methodist Episcopal Church South was read and referred, setting forth that appropriations had been made for the support of Missions of $208,000. To raise this the various Conferences were assessed to raise each a specific amount, that of the Virginia Conference being $23,000. The treasury was empty, there was a deficit, and owing to the short crops and financial embarrassment, it was feared that the collections would be short, and the means of borrowing limited. The Board recommended that no new Missions be established without imperious necessity, and that the Conferences draw their quotas only in proportion to their collections. The Board hoped that retrenchment would be the order of the day, and the Board be enabled to follow the Apostolic injunction to "owe no man anything."

Rev. Mr. Langhorne introduced a resolution, looking to an inquiry into the propriety of instrumental music in public worship, and to the best method of preventing its use, if declared an evil.

A "fraternal messenger" from the Methodist Protestant Conference of Virginia was received and welcomed, and shortly after the Conference adjourned for the day.

Orange and Alexandria Railroad

--The annual meeting of the stockholders in the Orange and Alexandria Railroad, was held in Alexandria, Thursday. President Barbour's annual report gives the following exhibit: Finances — Receipts from commencement, $7,236,770,04; disbursements, $7,182,012,88; receipts for past fiscal year, $1,415,387,0; disbursements do, do., $1,342,414,01; floating dent paid in present year, $295,100,56; do, of present year, $590,056,89--total indebtedness to October 1, including accounts to contractors, temporary loans, &c., $634,756,96. Resources on Hand and Available--Due on stock subscription to Lynchburg extension $24,055,70, stock held by company $69,515; freight and other bills due $18,209,24; materials at shops and wood on the line of the road, $45,514,64; cash in bank and available, $9,249,12--making $166,543,70-- bonds, second issue, $63,500; bonds, third issue, 8 per cent., $19,000 --total $249,013,70. The above is subject to a deduction on the bonds between their par value and their market rates. Transportation statistics of chief engineer and general superintendent Henry W. Vanderbilt, Esq., exhibit the passenger travel as follows: Eastwardly, through, 12,714, way, 37,776; westward, through, 12,384, way, 38,363--aggregate number 104,237 passengers, against 87,370 in last annual report.--Freight--Total transportation 34,903 tons, against 29,300 tons of freight in last report.

From Santa Fe

--The New Mexican mail has arrived at Independence, Mo., a day behind time, having been detained by heavy show storms from Santa Fe to the crossing of the Arkansas river, and from there the roads are in a very bad condition. News had reached Santa Fe from the volunteers in pursuit of the Navajo Indians. The campaign was very successful, and a large number of Indians were killed and taken prisoners, and more stock than they are able to take care of, also sufficient corn to last them through the winter. They have applied for more men to take care of the stock.

The soldiers from Hatch's ranch made an attack upon some Camanche Indians that came into Chapito to trade. They fired on them while they were at the trading house, and then took all their horses and left. The horses were sold in Santa Fe a few days ago.--Since that time the Indians have retaliated, by going in open day to Hatch's ranch, and driving off 460 Government beef cattle. The Gazette is out in a long article condemning the soldiers in their attack upon a small band of peaceable Indians, who came in to trade, with no intention of committing any depredations.

A great reform commenced.

--We are pleased to find that the practice of making the scholars learn all their lessons during school hours has been adopted in a portion of our public schools, and it will, doubtless, be extended to them all. We hope that this step is but the beginning of a great reform, and that the whole practice of stuffing the mind with a mass of undigested matter will be abandoned. An eager desire to make a great show for the time or for the money expended is the most pernicious vice of our educational system; it leads to a hasty slurring over of lessons half understood and begets a habit of being satisfied with vague ideas, which is very apt to continue through life. The most rapid mode of teaching is that which requires every lesson to be thoroughly mastered and comprehended before it is passed by. A scholar with this habit of study will soon overtake another who is far in advance with crude and superficial notions of his studies. If parents or teachers are very anxious that a child should learn rapidly, let them insist that the lessons shall be few and short; no more than the child can learn both thoroughly and easily.--Scientific American.

A Valuable Cow.

--The Village Record notices the performances of a cow, the property of Joseph G. Dickinson, of West Goshen, Chester county, Pa, raised by himself, which produced in the last year three hundred and eighty-six pounds of butter, netting her owner $111.23. In addition to this, she supplied his family of six persons in milk and cream. The butter was all cellar-made, and produced without churning. The owner says:

"We stir our cream in a cream-pot, with a stick, which will come butter in three or four minutes; we can take a small quantity in a cup, which will come in half a minute. The cream is so thick that we can turn a pot of it upside down and it will not come out; one quart of cream makes one pound and three-quarters of butter. The cow will milk up to her calving; she was purchased of Wm Sharpless, formerly of West Goshen, when she was four weeks old." Local matters. The Merchants of Richmond

held a meeting at the Merchants' Insurance office, on Thursday last, to consult as to the best plan to be adopted in regard to the rates of exchange, and other matters of interest to the commercial community.

The meeting organized by calling Horace L Kent, Esq., to the Chair, and appointing Mr. George J. Sumner, Secretary.

On motion of Mr. Jas. B. Ferguson, a committee of five was appointed to contest with the officers of the various Banks in this city upon the subject of Northern exchange, with a view, if possible, to fix upon some reasonable and uniform rate, and to report to an adjourned meeting. The Chair appointed as the committee, Messrs. J. B. Ferguson, S J. Harrison, A. P. Fox, T. R. Price, W. H Christian.

Mr. J. B. Fickle made a motion, which was carried, that a committee of five be appointed to take the subject into consideration, and to recommend suitable measures for adoption in regard to exchange and currency.--Committee--Messrs. J. B Ficklen, George J Sumner, A. Y. Stokes, Wm. G. Paine, Wm. S. Donnan.

After appointing a committee to procure a suitable room, the meeting adjourned until Friday at .

Merchants' meeting.

--An adjourned meeting of the merchants of Richmond was held at the hall of the Young Men's Christian Association, yesterday afternoon, at .

In the absence of the Chairman, Mr. H. L. Kent, on motion of Mr. Wm. G. Paine, Mr. Andrew L. Ellett was called to the chair.

The Chairman, after calling the meeting to order, stated its objects, and called on the committees to report their action.

Mr. J. B. Fickle, from the committee to "recommend suitable measures for adoption in regard to exchanges and currency." reported that owing to the difficulty of agreeing to any plan that would suit all the merchant, they had not been able to agree upon a report. Some of the largest houses in the city had but few liabilities at the North, and it was not probable, therefore, that they would agree to terms that would suit others.

Mr. A. P. Fex. from the committee appointed "to confer with the officers of the various Banks in this city upon the subject of Northern exchange, with a view, if possible, to fix upon some reasonable and uniform rate," reported that the committee had yet come to no conclusion. They had held a meeting that morning, and had waited upon Mr. McFarland, from whom they learned that the Directors of the Farmers' Bank and Exchange Bank had appointed committees of conference, but that the Directors of the other banks had not yet made an appointment.

Mr. J. B. Ferguson, from the same committee, stated that the Directors of the Farmers' Bank, Exchange Bank, Bank of the Common wealth, and Bank of Virginia, had appointed conference committees; but they had failed to meet at , as appointed, and therefore he had no report to make. An effort would be made to get those committees together, and when they determined upon some plan, it would be reported to the meeting.

Mr. Fox did not see what good was to be effected by another meeting. From all he could learn, he was satisfied the Banks did not intend to make a speculation on the necessities of the mercantile community, and he was therefore in favor of adjourning sine die.

Mr. Geo. J. Sumner concurred with Mr. Fox. No general plan in relation to exchanges could be adopted, and the merchants would, therefore, be compelled to act each man for himself.

Mr. Taylor favored another meeting, to hear from the conference committees of the banks.

Mr. A. K. Parker could see nothing left for the meeting to do. Merchants owing debts at the North would be compelled to pay the current rates of exchange, whatever they were, or to decline to pay. The matter was in their own hands, and each one must act for himself. He desired to see some arrangement made with the city Banks by which the notes of solvent country Banks would be received, and thus save the retail trade from a ruinous sacrifice. He therefore offered the following resolution, which was unanimously adopted:

Resolved, That this meeting recommend to the city Banks to receive on deposit, and pay out as current funds, the notes of all solvent Banks in the State.

On motion of Mr. J. B. Ferguson, the meeting adjourned to meet again on Monday next, at .

Twenty-Fifth annual meeting of the stockholders of the Virginia Central Railroad.

--The adjourned meeting of the stockholders of this road convened at morning, at Metropolitan Hall — Jefferson Kinney, Esq. of Augusta, in the chair.

Mr. John Page, on behalf of the Committee to examine Proxies, reported a quorum of stockholders present, and that the State was represented in the meeting by Joseph R. Anderson, of Richmond; Jno Hunter, of Louisa, and Jefferson Kinney, of Augusta, alternate proxies.

The next business in order being the consideration of the Annual Report, &c., of the President and Directors, the report of the committee appointed to examine said documents was, on motion of Gen. C. G. Coleman, read, as follows, and, together with the President's Report, &c., adopted:

To the Stockholders of the Virginia Central Railroad Company:

The undersigned, acting members of the committee appointed to examine the report and accompanying documents of the President and Directors of said Company, bag leave to report that they have performed said duty as well as they could within the time they could give to it. They were induced to believe that as the night train had been discontinued for about eight months of the last fiscal year, the expenses of general administration should have been loss than they were for the previous fiscal year; but seeing they were somewhat increased, caused your committee to examine the subject with a good deal of care.--Your committee compared the expense accounts of the last fiscal year with like accounts of the previous fiscal year, from which, with very full and satisfactory explanations where they needed explanation, given by the General Superintendent and I reassure, your committee are satisfied that the expenses incurred were necessary and proper, and that the increase mainly grows out of a very heavy increase of expense required the last fiscal year in the proper maintenance of your roadway. Your committee are of opinion that the business of your Company has been well managed, and recommend that the report of your President and Directors, and accompanying documents, be adopted. Gen. Coleman then moved that the meeting proceed to the election of a President, and two Directors on the part of the individual stockholders, which motion prevailing, Col. Edmond Fontaine was put in nomination for President and unanimously elected. N. B. Hill, of Richmond, and John R Woods, of Albemarle, were chosen Directors.

A motion was made and carried that the Chairman appoint the Standing Committees, (to examine the Treasurer's books and condition of the road,) which was modified by an amendment of Mr. J. R. Anderson, to the effect that the Chairman be empowered to appoint the Standing Committees after the adjournment of the stockholders' meeting. The last suggestion was induced because of objection being raised to the reappointment of some few members of the old committees, who had never attended to the duties incumbent on them.

On motion of Mr. John Page, the meeting adjourned.

Ordered to leave.

--Three free negroes, Maria, Harriet and Wm. Hill, were before the Mayor yesterday, for remaining in the city improperly, and on promising to leave Richmond by Monday , were discharged. These negroes are all from King William county, and have once before been directed to return to the place of their nativity. The Mayor is of the opinion that there are not less than one thousand free negroes from other towns and counties in the State, now remaining in Richmond, contrary to law, and he has determined to have them ferreted out by the police, and punish them by the lash every day they remain here. The free negro population as a mass are regarded as indolent and dishonest; and to prevent them from roving about, to the injury of slaves, the laws are to be executed to the letter.

Rope stealing.

--Moses McDevitt was again before the Mayor yesterday morning, to answer the charge of stealing rope from Haxall Crenshaw & Co. The Commonwealth proved that rope had been stolen, and that rope found in the prisoner's cellar resembled it very much. The defence proved by Charles Walker that McDevitt bought the rope alluded to of boatmen, and that it was sold to an itinerant trader named Kairn, who paid for and carried it away without the knowledge of the prisoner. The Commonwealth then introduced James Melvin, who testified that he was employed by Walker to haul the rope away, after it was discovered, and that it was carried, by his direction, to Green & Corey's store. Not being satisfied that the accused was innocent the Mayor sent him on the next Grand Jury, to be indicted for misdemeanor, and admitted him to ball to answer.

Female Pick.

--Susan Rainey, a young lady of bad character, whose residence is in the western suburbs, made her appearance before the Mayor yesterday, to answer the charge of stealing a pocket-book containing $10. a pistol, a pair of gloves, and other articles from Alexander Cox. The complainant testified that he made a call on the prisoner, and that where he was strung by her, the of that as the robbery was have been committee the

Sudden death.

--We regret to announce the sudden death, in this city. of James M. McCulloch, Esq, of Petersburg. Mr. McCalloch was, on Thursday last united in the bands of wedlock to Mrs. Lelia Workman of Petersburg, and had started on a bridal tour. On reaching the depot at this pice, Mr. McC., who was in delicate health, complained of an unpleasant, choking sensation about the throat; but, on reaching the Spotswood Hotel, a slight stimulant was administered to him and he was relieved. At the tea table Mr. McC. again felt indisposed, but on being removed to the open air soon revived, and from that time until the hour of retirement exhibited his usual cheerfulness. About at night Mr. McC. was attacked with disease of the heart and expired almost immediately. The screams of the bride soon brought the attendants of the hotel to her aid, and physicians were immediately summoned, but too late to be of any avail.

Yesterday the father of the bride and other friends arrived here, and in the afternoon the corpse was conveyed to Petersburg for interment, escorted by a number of brother Masons of this city, who assembled to condole with the widowed bride, and to pay proper respect to the last remains of the groom.

Daring Swindle.

--Yesterday morning, a young man named Samuel H. Hyman was arraigned before the Mayor to answer the charge of swindling David Rhaves. a stranger, out of $320. From the statements of the watchmen, it appears that Reaves fell in with Hyman and others of his ilk, and after taking a few drinks with them, was induced to visit a gaming house, where he lost about $40. The party, finding that they had a good one to fleece, next escorted Reaves to a more secure "den," and by engaging him at a game of "long band," soon relieved him of all the money he had. When the case was called before the Mayor, Reaves failed to answer, and as he could not be found, the examination had to be postponed until Monday next. If the watchmen have given the true version of the affair, there are four or five other parties concerned in this nefarious operation, and it is to be hoped that they will be arrested and published. It is time that the Grand Juries and the Courts were doing something to rid the community of such characters as live by swinging rangers, and the sooner they commence the work the better.

Judge Lyons' Court

was in session yesterday and the Grand Jury found true bills against John Mescoe, for receiving four barrels of stolen sugar; and against Samuel H. Jefford, for stealing $30 from Mr. Covington.

The trial of Samuel H. Jefford is fixed for today.

In the case of Joseph Summers and William Mullen, for shooting each other, write have been issued to bring in the witnesses to testify.

George Christy,

the celebrated delineator of the negro character, will give a series of amusing entertainments at Mechanics' Institute Hall, commencing on Monday . Christy is said to be an host within himself; but aided as he will be by one of the largest companies of musicians and actors now traveling, we have no doubt that his entertainments will be highly attractive.

Swearing Falsely.

--Charles Walker, a witness in the case of the Commonwealth against McDevitt, was held to bail by the Mayor yesterday, to answer for perjury, be having sworn to facts in relation to a quantity of rope found in McDevitt's cellar, and which another witness swore were false.

Mr. Baldwin's lecture — Postponement.

--In consequence of the rain last night, Mr. Baldwin's lecture was postponed till week after next. Notice of the day will be given hereafter. Tickets purchased will be good for that time.

Intoxicated.

--Richard White, a white man, made his appearance before the Mayor yesterday morning, to answer the charge of being drunk and disorderly in the street on Thursday . In default of security for better behavior, he was locked up.

Insolent.

--Edward, slave to Selden &Miller, was convicted before the Mayor yesterday, of using insolent and provoking language to Judge Wm. H. Lyons, and sentenced to the lash.

Unreliability of Circumstantial Evidence

--Two men in France took shelter in a barn for the night. In the morning one of them was found dead, with severe injury to the head. The comrade was at once arrested, and told some "cock and bull" story about the terrible storm on the night in question, and attributed his companion's death to the effect of a thunderbolt. He was not credited, and was in a fair way to be executed for the supposed crime. A scientific gentleman, hearing of the circumstance, examined the place, and found a hole in the roof of the barn, and an ærolite close to the spot where the deceased had slept on the night in question. The innocence of the accused was at once considered as established, and he was released.

Fifty Needles Extracted from the breast of a Woman.

--One of the most surprising operations that has yet come to the ears of the scientific world, was accomplished in this city a few days since. It was no less a startling feat in the line of surgery than the extracting of fifty needles, in a good state of preservation, from the breast of a woman, and that, too, without the aid of chloroform. And what is, perhaps, still more wonderful, the operation was actually performed by the woman herself, unassisted by a physician, and who is now gaining strength, and liable to recover without suffering any very serious effect from it.--Milwaukee News.

--There is a touching beauty in the radiant took of a girl just crossing the limits of youth and commencing her journey through the checkered space of womanhood. It is all dew-sparks and morning-glory to her radiant, buoyant spirit, as she presses forward exulting in blissful anticipations. But the withering beat of the conflict of life creeps on; the dew-drop exhale; the garlands of hope, shattered and dead, strew the path; and too often, are noontide, the brow and sweet smile are exchanged for the weary took of one longing for the evening rest, that twilight, the night.

Tragic love affair in Iowa.

--On Sunday last a week ago, Frank Yocum shot and killed William Ball, near Mt. Pleasant, Iowa. Both young men were laying attentions to the same young lady. On the evening of the tragic occurrence, Yocum escorted her to church; when Ball, out of spite, untied Yocum's team. They subsequently met, and after a few words, Yocum shot his rival with a revolver, instantly killing him. He then gave himself up to the authorities. Both parties are said to have been highly respectable.--Yocum claims to have acted in self-defence.

An enterprising Frenchman.

--A Paris contractor recently wagered 3000 trance, ($600,) that, in fifteen days, he would construct, in the new Boulevard de Sebastopol, a house unsingular, ground plot and five floors, with an elegant roofing, the whole is stone, brick or iron. He has just completed the hand w his bet. The building has six windows on each story; still, there is scarcely any doubt that, in most of our large-cities, many men are to be found that would do the work in less time, and then scarcely deem the achievement worth mentioning.

Distressing Fatality.

--The family of Gallatin Bibb, consisting of himself, wife and seven children, living in Ambert county, Va., has been afflicted with a most distressing mortality in the last few weeks. Since the 4th of November, four of the children have died of diphtheria, while the other three children, together with the father and mother, are dangerously ill with the disease, and none of them expected to recover.

Mail robbery.

--Robberies of the mail become very frequent on the line of the Philadelphia and Norristown Railroad, and last week the entire pact for Leve Pa., eluding a regis letter from Richard, Va. was stolen. The matter was investigated, and Wm. Yeates, a brakeman on the train, was arrested under circumstances fully pointing to his guilt.

Complimentary Laver.

--A complimentary levee was given to Gov. Banks, of Mass. and lady, Wednesday by the citizens of Waltham, Mass., irrespective of party, at which the Governor was presented with a service of silver plate, and Mrs. Banks a valuable gold watch. The contemplated departure of Gov. Banks for the West causes much regret among his neighbors.

Assist of gift Jewelry Swindlers.

--Dr. Kendig, his brother, and P. A Fi were arrested in Philadelphia, Wednesday, for gift jewelry swindling. They traded under the name of James C. Jackson & Co., and had circulars referring to the Governor, Mayor, and other distinguished gentlemen for character. Their business was quite extensive.

Sudden death.

--Henry K Strong, formerly a member of the Legislature of Pennsylvania, and at one thus Up of the House of Representatives, died suddenly at the St. Lawrence Hotel Philadelphia on Wednesday . The deceased was pulsation and was well shown throughout the

Richmond Dispatch. Saturday morning.......Nov. 24 1860. The Hunting season.

We write this article in the country; time, Wednesday, 11th November, 1860. The sky is overcast — the air is cool and bracing — not a breath of air is stirring. We never saw a more glorious day for shooting. All sportsmen know that on such a day the birds come out into the open field, whereas they are apt to take to the woods when the weather is very bright, as it is almost sure to be during the Indian Summer. Game, we are told, is very abundant every where. Partridges fly up in the fields at every hundred yards or so, and bares abound in all directions. Sportsmen seem disposed to make the most of the season, and the fear is that they may make too great havoc with the game. To this abundance there is one exception, and that an important one, in the district from which we write. It is said that the race of wild turkeys is nearly extinct. We are sorry for it, with all our hearts. The turkey is certainly the noblest of all our feathered game. It is very hard to kill, where the huntsman is unacquainted with its habits. We recollect reading, or hearing, we do not know which, of an old Indian's attempting to describe the difference between the shyness of a turkey and the shyness of a deer. "When you are crying to get a shot at a deer," said he, "as soon as he sees you, he says 'that looks mightily like an Indian.' When you get a little nearer, 'that must surely be an Indian.' Still watching you, when you have crawled up almost within shot, 'I am certain that is an Indian,' Creeping farther, 'If he comes much nearer, I shall be off.' But just then, bang goes the gun and down falls the deer. With a turkey it is different.--The moment he sees anything which he cannot make out, he cries '

,' and is off like the wind." Nevertheless, persons who understand turkey hunting, find it easy to exterminate a whole flock. It is well known that they have particular ranges, and that they rarely, unless scattered, go beyond them.--Within these ranges, they travel many miles In a day. They must not be followed, for they cannot well be found in that way. The most experienced hunters have a dog trained to the business, who hunts them, and, rushing in among the flock, scatters them. The huntsman then dismounts, places himself behind a tree or log, and yelps them up. In the fall, when they are young, this succeeds completely. Later in the season they become more cautious, and are not easily brought within shot. Sometimes an old Gobler will answer the call, at a distance from the blind too great for a shot. If he is let alone, be will collect the whole flock around him, and then they will trot off, without taking leave. In such a case, as soon as the sportsman finds what sort of a customer he has to deal with, he jumps up, fires off his gun, and thus produces a new scatteration. Then he removes his blind and trusts to his yelping powers once more. Yelpers are most commonly made of the bones of a turkey's wing. Others are formed by driving a nail through a piece of wood hollowed like a bowl. The hand is held over the top of the hollow, so as to exclude the air, and a piece of slate is scratched with the nail. The sound very much resembles the yelping of a turkey, and many have been killed by means of the contrivance. The turkey has been called the American Buzzard. We never saw a bustard; but naturalists say that when seen against a clear horizon, of a cloudless evening, at a long distance, they have been mistaken for soldiers. The same mistake might be made with regard to a large flock of turkeys, under the same circumstances, so tall are they, and so stately and uniform are their movements. We hope a remnant will be left.

The wild goose is a bird which we spent a whole winter in hunting, when we were a boy. Their habits are well known. They light in a wheat-field early in the morning, post sentinels with the regularity of a regiment on duty, and remain all day, if not disturbed. It is a very hard matter to get a shot at them in the field, for they usually choose one very large and open, so that they see all movements within the compass of several hundred yards. Their sentinels face all points of the compass. and nothing escapes their observation. The best way to get at them in the wheat-field is the stalking horse. Bridle a horse, walk by his side, gradually approach them, keeping the horse between you and them, walk around them, narrowing the circle continually, and you may get almost near enough to put salt on their tails. This can be done only once, however, with the same flock. They can never be deceived a second time. On the contrary, after having been once tried in this way, they will fly if they see a horse a quarter of a mile off. We tried this experiment once, and only once. The day was rainy, and we had an old-fashioned, double-barreled, flint-lock gun. We got within twenty yards of a very large flock — we took a long and deliberate aim — we bargained for at least half a dozen — the powder in the pan flashed — the gun gave a hissing sound, as though it were deliberating about going off-- the geese rose, with a tremendous clamor, and when they were about thirty feet in the air — shu, slap, bash, bang — off it went. We confess we killed none that day, but we made the feathers fly. Off they went, sailing around and around again, and there we stood in the rain, trying to get off our second barrel, which varied a bad habit it had of snapping by only a single flash in the pan, that being the nearest approach it made to firing, on that occasion, at least.

The note of the wild goose is exceedingly musical to our ear. When a large flock cry altogether, there is what Shakespeare calls a musical discord in the chorus, that Is more enlivening than the cry of a full pack of hounds. During the time alluded to above, we lived near a number of rocks constituting the Maiden's Adventure falls, on which the geese used to rest at night. They came thither from all quarters of the country, within fifty miles. We have very often gone into the midst of the rocks, and waited for them until they came. In this way we killed several. A more experienced sportsman might have killed dozens of them.

This is a rambling discourse, but it is a rambling subject, and we hope to be excused on that account.

The Navy.

A New York journal learns from reliable sources that--

"A very great excitement prevails among the officers of the Navy in consequence of the present state of affairs at the South, and that so adverse are they to a collision with their fellow-citizens in that quarter that there will be an almost universal resignation of their commissions as soon as hostilities break out. They will not imbrue their hands in the blood of their brethren."

We can easily believe that the most fraternal sentiments towards their countrymen of the South, and of every section, animate the officers of the Navy. Many of them are Southern men, and all of them, with few exceptions, are gentlemen of an eminently national character. Sectionalism has never found much foothold in the Navy. They love the name of Americans, and are proud of that beautiful flag, which has waved triumphantly upon every sea. They do not wish to see that flag become the emblem of section, nor to behold its stars dislodged from their orbits, and rushing into collision and chaos. Moreover, individually and personally, the American sailor is the most generous and sympathizing, as he is the most enterprising and heroic of men, and therefore we can easily understand that few of our naval officers, whatever their political ideas, view with composure the prospect of being employed to coerce any portion of their own countrymen into submission, with the award. Nor is this peculiar to the officers in our own service. Even in France, accustomed as it is to bloody revolution and bloody oppression, the military chief recoils from the cruel necessity of bathing in the blood of his countrymen that award which was consecrated to their defence, and, no matter how necessary it may be, he is never able afterwards fully to efface the odium of the executioner's office, and write out from his shield that "damned spot."

The Feeling at the University of Virginia.

University of Virginia, Nov. 19th, 1860.

Our attention has been called to a statement which has appeared in the Richmond Enquirer, and also in the New York Herald, to the effect that the students of the University of Virginia had passed resolutions declaring themselves in favor of secession, and inviting the Hon. Henry A. Wise to deliver before them an address, setting forth his views of the state of the country.

Lest this should place the students of the University in a wrong light, we beg leave to state, through your columns, the facts of the case: On the 13th inst., a notice appeared on the bulletin board, calling a mass meeting at , for the purpose of taking into consideration the state of the country."--Mean while, at , a number of students assembled in one of the lecture rooms and passed the above-mentioned resolutions. It is estimated that not more than fifty were present, though there are six hundred and thirty in College. No meeting was held at . The meeting, therefore, which was held in the afternoon cannot be taken as an exponent of the views of the great body of the students of the University. Whatever may be their sentiments, they have not been formally expressed.

The Fugitive slave from New York.

--On Thursday last, as has been stated, a fugitive slave, from New York, was brought to Richmond, to be sent to his master, at Louisville, Ky. It appears that he was hired as steward on an Ohio steamer, and escaped to Canada; but returning to New York, was employed as porter in a store there. On Monday he was arrested at the suit of his master's agent, and his employer, a Mr. Vall, immediately got out a writ of habeas corpus for the release of "John Thomas," that being his name. Marshal Rynders responded to it by producing in court the body of a John Thomas, colored man. This J. T., however, was another person, who had been in jail as a witness in a murder case since March last. The Judge decided that the writ was satisfied. In the meantime, the Marshal had placed the negro in a back and gotten him safely on board a Richmond steamer.

Murder.

--An inquest was held on the body of Geo. Green, an old resident of Culpeper co., Va., on Saturday last, and a verdict rendered that he came to his death from being beat and burnt by Catlett and Frank Turner, father and son, who have been committed to jail to await their trial for the homicide. Whiskey, and an old grudge, are said to have been the cause of the murder.

Increase of fish.

--The finny tribes of Lake Champlain are fast increasing in numbers. Two or three years ago the smelt made their appearance in these waters, and have since then been caught in quantities, and now the black bass, a fish heretofore by no means abundant in the bay, is daily caught from the Breakwater in vast quantities.

The message.

--The President's message will be presented to Congress on the second day of its session. Advance copies will be sent North as far as Boston, and South as far as Richmond. It is believed that the President takes strong Union views, and will oppose secession.

An Ancient Tree blown down.

--The well known "Old Elm," of Somerset, Mass., which grew near the river, in the centre of the village, and supposed to be from 400 to 500 years old, was blown down a few nights ago, in a fierce gale. It was 100 feet in height, and the girth of the trunk was 66 feet.

New York Police.

--The New York Courier and Enquirer of the 21st says:

The Police Commissioners are about to issue an order for the policemen on duty to wear top boots, of patent leather. The boots will be furnished by the Commissioners, at $10 per pair. Pretty good price.

A Malicious use of Powder.

--The gable end of Eastern Hall, Bowdoin College, Me., was blown up Sunday by a keg of gunpowder, which was maliciously placed in the attic, and set fire to for the purpose of destroying the building.

Rev. John Smyth, a Catholic pastor at Phillipsburg, N. J., died of consumption at St. Vincent's Hospital, in New York, on the 12th inst.

Owen Norment, sentenced to be hung at Charlotte, N. C., for the murder of Chas. Tittermary, has been pardoned by the Governor.

Wm. S. Stockton, one of the earliest advocates of the Methodist Protestant Church, died in Philadelphia on the 20th inst.

George Christy.

--This celebrated delineator of the negro character will appear in this city on next Monday , at Mechanics' Institute, with, so we learn, the largest and best company of the kind that has ever visited Richmond, not even excepting the excellent Buckley Troupe, whose entertainments were so well attended here last winter. Mr. Smith, the business agent of the Christy's, who was also agent for the Buckley's, assures us that the company is superior, in some aspects, to the Buckleys. At any rate, we would advise our citizens to go on Monday next, and judge for themselves. We copy the following from the Washington Star:

"Odd Fellows' Hall was again packed to suffocation last night by the throng eager to see the immoral George Christy and his famed company of minstrels. Hundreds went away unable to obtain seats, and hundreds more would not go away, but stood throughout the entire evening, so interested were they by the performances. No better tribute could be paid to the extraordinary merits of this company. In fact, we cannot call to mind a single performer in this company who would not rank as a star of the first magnitude in ordinary troupes."

Commercial.

The state of Exchange and currency generally was not more settled yesterday than the day before. Exchange on New York was sold at 7 or 8 per cent, premium; and on Philadelphia and Baltimore at 2 ½ or 3 per cent. The Banks of the two latter cities having all suspended, the question as to what notes our Banks would receive on deposit and what they would not, was also unsettled. Their notions on this point changed often.--It will be possibly some days before things settle down quietly on these questions.

At a meeting of the merchants of Richmond, held yesterday evening, the committee appointed to recommend suitable measures for adoption, in regard to exchanges, reported their inability to agree upon any plan. The interests of the mercantile community were too diversified to be sustained by any general policy.

The Committee on "Currency" were unable to report. because the Conference Committees of the various Bank Directories had not met at , as was expected. The Chairman stated, however, that by conversing with members of the Conference Committees, he was satisfied that they would be willing to do what they could to relieve the mercantile community, so far as the receipt of notes of country Banks, on deposit could relieve them. On this statement being made, a resolution was adopted, recommending the city Banks to "receive on deposit and pay out" the notes of all solvent Banks in this State; and then the meeting adjourned to meet again on Monday next.

The signs of increasing alarm and embarrassment are quite abundant. Yesterday we received news of the failure of the house of Harris & Sons, Baltimore, prominent Bankers of that city. The pressure is severe in all directions, and none can foresee when and where it is to end. As the causes are political, never had the country so much need of great and prudent men in council; and the fear is, that this class of men never were so scarce.

--The steamship Africa, from Liverpool via Queenstown on the 10th, has arrived.

The King of Sardinia had formally accepted the sovereignty of Naples.

Garibaldi had resigned the dictatorship and gone to his island home.

Commercial. Liverpool, Nov. 10.

--Flour dull and declined on the week. Wheat steady. Sugar firm-- all slightly advanced. Coffee firm. Rice firm, with a large speculative inquiry, and higher.-- dull at 5a, 4d. @3a. 3d., to arrive. Turpentine at 34

From the South. Savannah, Ga., Nov. 23.

--This week has been the gloomiest, in a commercial point of , on record, The total sales of cotton for the week amount to only 731 bales. Forced sales of sterling exchange have been made at 96. There is nothing doing in domestic freights. Liverpool freights are quoted at ½ a 12-32. The vessels arrived here during the week are, ship Milson and brig Anderson, from Boston, and Australia, from Wiscasset.

There has been a rumor for several days, discredited, that six free negro seamen were forcibly taken, on the night of the 17th list, from the bark N. W. Bridge, of Cumberland Island, and not afterwards returned or of, also, that three free negro seamen, a portion of the crew of the brig Ringgold, had been taken from the jail at Fernandina, Fla., and removed to parts unknown. The Fernandina East Floridian asserts the truth fulness of the report, and attributes the cause to retaliatory measures, but condemns the proceeding. judge Putnam, in his charge to the Grand Jary, denounced these acts. The editor says it is probable the Florida Legislature will pass preventing Northern vessels bringing such crews into ports of that State.

Augusta, Ga., Nov. 23.

--Little of that sentiment regarded at the North as conservative prevails in the South. Here conservatism is expressed in the resolutions offered in the Georgia Legislature by Mr. Barclay, asserting that the honor and interests of Georgia demand the repeal of the laws of Northern States nullifying the Fugitive Slave Law, because such laws are unconstitutional, and this further resolution:

Resolved, That the interest and honor of Georgia demand the enactment by Congress of laws removing the obstructions to the introduction, and preventing for the protection in the Territories of all property recognized by the Constitution and decisions of the U. S. Supreme Court.

Resortedthat the repeal of the laws contemplated in the first resolution, and the enactment of those called for in the second, are the only conditions upon which Georgia, consistent with right and self-respect, can remain in the Union.

Augusta, Ga., Nov. 23.

--It is reported here to-day that Gov. Brown will veto any bill ioning the suspension of the Banks unless Georgia secedes.

There are rumors that one or more Charleston Banks have suspended, and also a large Catton house — name not given. The report needs confirmation.

From Washington. Washington, Nov. 23.

--The New York Herald of this morning says that there has been an interview between the President and an ardent secessionist. The President took strong grounds against secession without first resorting to conciliatory measures, and could not believe that the mighty West would permit the mouth of the Mississippi to be held by a foreign power, which both Louisiana and Arkansas would become in case of their withdrawal from the Union. South Carolina, he says, wishes to enter into a conflict with me — a conflict with myself — and upon the drawing of the first drop of blood to drag other Southern States into a secession movement. The President did not intimate what he would do in that case, but admitted that the South had suffered great wrongs at the hands of the North;but the federal compact was not to be broken up precipitately, and without reasoning and reflection. He would first appeal to the North to do justice to the South, and if that was dented them, then, said the President, emphatically, "I am with them"

All the reports received by the President from the South are of the gloomiest description, and he can see no gleam of sunshine.

Suspensions at the North. Philadelphia, Nov. 23.

--The Banks of Trenton, N. J., have suspended.

Baltimore, Nov. 23.

--Samuel Harris & Sons, bankers, have suspended. It is understood that it will be only temporary.

Gov. Wise tenders his Services to South Carolina. Norfolk, Nov.23.

--Gov. Wise has offered his services to Gov. Gist, of South Carolina, in case of an emergency, and if not required by Virginia.

Virginia Steam Sugar Refinery.

The proprietor takes pleasure in announcing to the public that the

Virginia Steam Sugar Refinery is now in full and regular operation, and has capacity sufficient for a very large demand.

He had a bundle of clothes with him, a drab overcoat, grey pants and black pea jacket among them. The woman, Polly,is a bright mulatto, about 22 years of age, upper front teeth very bad. one eye cocked, about five feet four inches high, good head of hair. She has with her several articles of clothing, among them one plaid and one dark merino dress. The above reward will be paid for the delivery of both, or $10 each.

Ralph is about twenty-two years of age black, about five feet five inches high; one of his front teeth is out, and the rest are very broad and white. No peculiar mark about him is remembered, but we think he has a scar between his fore finger and thumb on one of his hands — can't say which. Although Switzerland is famous, all the world over, for its lofty mountains, still, in foreign countries, many lads of my age, and in my station of life, may not exactly know that the Jura is a chain of mountains formed by several parallel chains which extend from Basle, in Switzerland, quite up to France and a little way into it, running in the direction from northeast to southwest. The length of the Jura is about one hundred and seventy miles, and its breadth from thirty-five to forty miles. It contains a great number of deep valleys, and several mountains whose summits are very lofty.

I mention these dry details at the outset, in order that you may better understand what happened to me; for it is, in great measure, the difference of the height of the mountains which renders them more or less habitable.--The higher they are, the sharper is the cold there, the shorter is the summer, the scantier is the vegetation, and the earlier does the snow cover it. Some of these mountains are even so lofty that the snow on their tops is never entirely and completely melted, but remains in patches in the hollows. Nevertheless, all the mountains of the Jura lose their upper garment of snow every year; some sort of herbage springs on the highest summits: at many points they are clothed with magnificent woods of beech, oak, and especially fire; whilst other parts afford excellent pasture-ground on which very fine cattle are reared, and particularly oxen, cows, and goats, Notwithstanding which, these beautiful mountains are scarcely habitable more than five months in the year, from May or June until the beginning of October.

As soon as the snows are melted and the summits are clothed again with green, our villages, which are all built in the valleys or on the lower slopes, send their herds up the mountain. This departure is quite a holiday; and yet we herdsmen have to spend the whole summer away from our families, leading a hard-working life, with many privations. We live almost entirely on a milk-and-cheese diet, which we call by a general name, language, having often nothing else to drink by way of a change but water from the spring. We spend our time in grazing our herds and in making those large and handsome cheeses which are known as Gruyere.

Every herdsman has, up in the mountain, a chalet, which is a wretched place for human habitation, although mostly built of stone. It is roofed with small deal planks called bordeaux; heavy stones, laid in rows upon them, press them down, and prevent the storms from stripping them off. The interior of a chalet is divided into three apartments; a well-closed stable or cow-house, to lodge the cattle at night; a narrow and cool dairy, where the milk is kept in broad wooden bowls; and a kitchen, which also serves as a bedroom, where the herdsman not unfrequently sleeps on a bed of straw. The kitchen is furnished with a vast chimney, in which hangs an enormous caldron, for warming the milk and helping to convert it into cheese. As the chalet is our residence the whole summer long, we are obliged to store it with many little articles of necessity, to save having to go down to the valley to fetch them when wanted unexpectedly.

Our season hardly finishes before St. Denis's day, the 9th of October. We then quit the mountain, again making a holiday, delighted to return to cur families. But we do not lead an idle life in the village, any more than we did at the chalet. We are accustomed to depend upon ourselves, and are obliged to turn our hands to everything. We make household utensils, tools, and furniture; we carve wood into fancy articles, which are afterwards dispersed all over Europe. But, what is of the greatest importance, the winter allows us spare time for our education. If the path to the school is not always open, the children are made to learn their lessons at home. The art of writing is not forgotten; and by reading aloud, we amuse and instruct others as well as ourselves. It was a good thing for me that I was so brought up. If I had not had these resources in my trouble, I know not what would have become of me. One thing at least is clear: the journal which follows could not have existed. Although only a Swiss country-lad, I have been able to write some sort of a history. Here it is, as I was able to note it down from day to day.

November 22.--Since it is the will of God that I and my grandfather should be imprisoned in this chalet, I intend to record in writing what happened to us. If we are destined to perish here, our relations and friends will learn how our last days were spent; if we are delivered, this journal will preserve the recollections of our dangers and our sufferings. It is also my grandfather's wish that I should undertake it.

The day before yesterday, in the village, we had been expecting my father for several weeks past. St. Denis's day was over; all the herds had come down from the mountain, together with their keepers. My father alone failed to make his appearance, and we began to ask, "What can possibly detain him?" I lost my mother three years ago; but my uncles and aunts assured me that I need not make myself uneasy; that probably there remained some grass to be eaten, and that was why my father kept the herd a little later up the mountain.

At last my grandfather became alarmed. He said, "I will go myself and see why Francois does not come. I shall not be sorry to see the chalet once more. Who knows whether I shall be able to visit it next summer? Will you like to come with me?"

It was the very request I was going to make; for, as I have no mother, we are almost always together. We were soon ready to start. We mounted slowly, sometimes following narrow gorges, sometimes skirting the brink of deep precipices. About a quarter of a league before we came to the chalet, I was attracted by curiosity to the edge of a very steep rock. My grandfather, who had told me more than once that he did not like my doing so, hastened forward to pull me back; but a large stone, rolling backwards as he stepped upon it, caused him to sprain his foot, and put him to considerable pain. But in a few minutes he felt better, and we hoped that no bad consequences would ensue. With the help of his stout holly stick, and by leaning on my shoulder, be was able to drag himself as far as this place.

My father was greatly surprised to see was busy preparing for him that if we had quietly waited at home longer, his arrival would have Pierre was to set off with the remainder of the cheeses.

After a short repose, my grandfather asked me, "Are you very tired, Louis?" The manner in which he made the inquiry seemed to betray some secret intention, and I did not give a very decided answer. "I was thinking," be added, "that it might be prudent to send on the boy with Pierre. The wind has changed during the last half-hour, and may perhaps bring us bad weather in the course of the night."

My father expressed the same fear, and urged me to follow that counsel.

"I had much rather wait for you," I said.--"Grandfather, with his lame foot, stands in great need of a good night's rest."

There hung over the fire a boiler which I regarded with greedy eyes. My father understood the signal, and served us some soup made of maize-flour and milk, which we ate, like soldiers, all out of one bowl. It was agreed that we should all go down together next day, which was yesterday. After which I went to bed and fell asleep, without paying much attention to what was said by my father and grandfather, who had a long conversation in an under take after their supper.

Next morning I was quite surprised to see the mountain all covered with white. The snow was still falling with unusual heaviness, being driven by a violent wind. I should have been highly amused, had I not remarked my relations' anxiety. I was very uneasy myself, when I saw my grandfather try to take a few steps, and drag himself along with great difficulty, supporting himself by the furniture and against the wall. The accident of the day before had caused his foot to swell, and made it very painful.

"Go," he said. "Lead away the child, before the snow is deeper. You see it is impossible for me to accompany you."

"But do you suppose, father, I can abandon you in that way?"

We spent a good portion of the day without coming to a decision. We had still hopes that assistance would be sent to us from the village. I said that I was big enough to do without a guide, and to help my father to drive the herd. My representations were of no use; my grandfather persisted in his resolution.--He would not expose us to danger, by becoming a burden on us.

My father insisted, almost angrily. I wept while I witnessed the painful altercation. At last 1 contrived to put an end to it, by saying, "Leave me also in the chalet; you will reach home all the sooner. You will come back with sufficient help to fetch us. Grandfather will have somebody to wait upon him and keep him company. We shall take care of one another, and Providence will take care of us both."

"The boy is right," my grandfather said.--"The snow is already so deep, and the storm so violent, that I apprehend more danger from his following you than from his staying with me. Here, Francois, take my stick, it is a strong one and pointed with iron. It will help you down the mountain, as it helped me up. Let the cows out of the stable; leave us the goat and all the provisions which remain. I am more anxious about you than I am about myself."

When my father was on the point of starting, I gave him a handsome flask covered with fine wicker-work, which was a present from my mother, the first time I came up to the chalet. It contained wine which I had provided for my grandfather the day before.--He pressed me in his arms.

We drove out the herd, which appeared much surprised to find the earth covered with snow. Some of the cows seemed at a loss to find their way, and kept running in circles round the chalet. At last they congregated in a body, and set off in the right direction. At a very few paces' distance both my father and the herd disappeared, being lost to sight in the whirls of snow. When we saw them no longer, my grandfather appeared to follow them with his eyes. He leaned in silence against the window, but his lips appeared to be articulating words; his hands were clasped and his eyes raised to heaven.

We were roused from serious thoughts by the increasing violence of the wind. We were wrapped round by a curtain of thick black clouds, and nightfall came almost suddenly.-- Nevertheless, our wooden clock had only just struck three. We had been so anxious all day long, that we had never thought of taking food, and I was dying of hunger. At that moment, I made grandfather listen how the goat was bleating.

"Poor Blanchette!" he said. "She wants to be relieved of her milk. She is calling us to come and do it. Light the lamp; we will go and milk her, and then we will sup."

The wind roared loudly; it forced its way under the bordeaux of the roof, making them rattle; you would have fancied the whole roof was going to be carried away.

"Don't be alarmed," my grandfather said.--"This house has resisted many a like attack.--The bordeaux are laden with very heavy stones, and the roof, with its slight inclination, gives very little hold to the wind."

When the goat saw us she redoubled her bleatings; she seemed as if she would break her rope to get at us. How greedily she licked the few grains of salt which I offered in my hand. She gave us a large pot of milk, I stood in need of it. My grandfather said, as we returned to the kitchen, "We must take good care not to forget Blanchette; we must feed her well, and milk her punctually morning and evening. Our life depends on hers."

After supper, we sat down by the fire; but the flakes of snow which fell down the chimney almost extinguished it. A cold draught of air also descended, and we could only keep ourselves warm by going to bed, after commending ourselves, by prayer, to the Lord's protection.

This morning, on waking, I found myself in complete darkness, and at first supposed that sleep had left me earlier than usual; but hearing my grandfather groping his way about the room, I rubbed my eyes, and saw none the clearer for that. The snow had blocked up the window.
